This report is a study of five Indian telecommunication companies (Tata Communications Ltd., Reliance Communications Limited, Aircel Limited, Vodafone India Private Limited and Reliance Jio Infocomm Limited) and three Indian online service providers (Hike Messenger, Shaadi.com and Rediff.com). The report is an attempt to evaluate the practices and policies of companies which provide internet infrastructure or internet services, and are integral intermediaries to the everyday experience of the internet in India.

Would you make duplicates of your house keys and hand them over to the local police authority? And if so, would you feel safe? Naturally, one would protest this invasion of privacy. Similarly, would it be justified for the government to have a copy of the private key to intercept and decrypt communications? This is the idea behind key escrow; it enables government ‘wiretapping’.

Asha Achuthan initiates a historical research inquiry to understand the ways in which gendered bodies are shaped by the Internet imaginaries in contemporary India. Tracing the history from nationalist debates between Gandhi and Tagore to the neo-liberal perspective based knowledge produced by feminists like Martha Nussbaum; Asha’s research offers a unique entry point into cyberculture studies through a feminist epistemology of science and technology. The monograph establishes that there is a certain pre-history to the Internet that needs to be unpacked in order to understand the digital interventions on the body in a range of fields from social sciences theory to medical health practices to technology and science policy in the country.

It was our privilege to be supported by Privacy International, UK, during 2019-2020, to undertake a research project focusing on reproductive health and data surveillance, and to engage on related topics with national civil society groups. Our partner organisations who led some of the research as part of this project are grassroots actors - Domestic Workers Rights Union, Migrant Workers Solidarity Network, Parichiti, Samabhabona, Rainbow Manipur, and Right to Food Campaign. Here we are compiling the various works supported by this project co-led by Ambika Tandon, Aayush Rathi, and Sumandro Chattapadhyay at the Centre for Internet and Society, India.

The institution of open standards has been described as a formidable regulatory regime governing the Internet.
