When it comes to piracy, you are sure to have an opinion. You might either make a virtue out of it, talking about cultural commons and collaborative conditions of production. Or you might vilify it as the social fault-line that is destroying the very pillars of commerce and cultural negotiations.

After the government introduced the "Make in India" and "Digital India" programmes, the air is thick with the promise of reduced imports, new jobs, and goods for the domestic market. In light of the patent wars in India, the government can ill-afford to overlook the patent implications in indigenously manufactured mobile phones. CIS proposes that the Government of India initiate the formation of a patent pool of critical mobile technologies and a five percent compulsory license.

Since official documentation from the UIDAI is very limited, we assume that data pertaining to transactions would comprise of the Aadhaar number, identifier of the authenticating device, date-time stamp, and approval/rejection/error code. Recording and maintaining of data pertaining to transactions is very important because it increases transparency and accountability through an audit trail. However, storage of such sensitive data creates many privacy risks, because more often than not metadata gives you as much intelligence as raw data.

Due to the Holy See’s demonstrated pro-access position to medicines and published materials for persons with disabilities, the Centre for Internet and Society (CIS) requested for His Excellency, Archbishop Silvano M. Tomasi, to also consider copyrights, patents or IPR more generally, as the Holy See’s Permanent Observer at WIPO. We strongly encourage other organizations and civil society groups to modify this letter, as needed, and to contact the Holy See Mission to the United Nations (and WIPO) in Geneva in order to help us prompt His Excellency to contribute to the international dialogue on IPR.
