The Centre for Internet & Society (CIS) is seeking applications for the position of Programme Manager, to lead and support its Access to Knowledge (CIS-A2K) Programme.

Context of the CIS-A2K Programme

The Centre for Internet and Society (or "CIS") is a registered non-profit research organisation based in India that undertakes interdisciplinary research on the internet and digital technologies from policy and academic perspectives. Areas of work at CIS include accessibility for persons with disabilities, openness, internet governance, telecommunication reform, intellectual property rights, digital privacy, cybersecurity and research on socio-material and cultural aspects of the internet. The Access to Knowledge (or "A2K") program at CIS supports and facilitates the work of Wikimedia projects located across various Indian language communities. Since 2012, with funding from the Wikimedia Foundation (WMF), CIS-A2K has been actively undertaking initiatives to foster and sustain the growth of the Wikimedia and free knowledge movements in India. For the last few years, CIS-A2K has been working to enhance community skills, and build capacity to create sustainable programs that enrich Indian language content on Wikipedia.

Position Summary

The Programme Manager will be required to anchor CIS-A2K’s current projects, and lead the team to design and implement each project with the goal of creating high quality content and build capacity to support and encourage new contributors to Wikimedia projects.

The Programme Manager will also be required to work cohesively with multiple Wikimedia communities, community members, and affiliates to identify and meet the specific goals of each community/project/affiliate in India. The Programme Manager will directly supervise a team of 6 to 8 individuals, who will carry out this high visibility and high impact work.

Terms of Employment

Location: The position is based out of CIS’s Bangalore office.

Contract type: This will be a full-time position. The selected candidate will have an exclusive contract with CIS.

Remuneration: Compensation structure will be determined by the level of expertise.

The Programme Manager will be expected to:

  • Lead CIS-A2K in executing its annual plan through its different programs and activities (the plan for the coming year is detailed in the latest annual proposal: https://meta.wikimedia.org/wiki/Grants:Programs/Wikimedia_Community_Fund/Annual_plan_of_the_Centre_for_Internet_and_Society_Access_to_Knowledge).
  • Plan new programs and design future annual plans.
  • Supervise and mentor CIS-A2K team members with their respective programmatic plans, through regular meetings/check-ins.
  • Conduct periodic monitoring and evaluation of all projects in progress as well as recently completed projects.
  • Build and support programmatic partnerships.
  • Sustain program-related communication and coordination with Wikimedia Foundation, institutional partners, and communities.
  • Conduct and /participate in program-related events (many of these events are conducted on weekends).
  • Lead and supervise the team to ensure timely submission of all annual reports.
  • Monitor the program’s financial expenses, by approving financial payments, in coordination with the finance team.



  • Graduate or master's degree in any discipline with at least four years of professional experience.
  • 2+ years of managerial/coordination experience, building teams and working on collaborations, focused on community building, community events and partnerships.
  • Prior experience of working in a collaborative community, preferably an online open one like Wikimedia.
  • Prior experience of managing or working on institutional partnerships, and large-scale collaborations.
  • Good understanding of the basics of organisational programme design, finance and management.
  • Good understanding of the free knowledge movement, free and open source movements, and collaborative knowledge-creation environments such as Wikimedia projects.
  • A good understanding of the cultural and socio-political contexts of  Indian language communities.
  • Fluency in English and at least one Indian language. This includes proficiency in communication, writing, typing etc.

While these are not requirements, demonstration of the below qualities would be highly preferred:

  • A passion for and belief in free and open knowledge, and a willingness to get involved in the systematic process of creating it.
  • Experience as a Wikimedian, having worked on, or led different Wikimedia projects.
  • Fluency in multiple Indian languages.
