Re-thinking the Last Mile Problem research project by Ashish Rajadhyaksha is a part of the Researchers @ Work Programme at the Centre for Internet and Society, Bangalore. The ‘last mile’ is a communications term which has a specific Indian variant, where technology has been mapped onto developmentalist–democratic priorities which have propelled communications technologies since at least the invention of radio in the 1940s. For at least 50 years now, the ‘last mile’ has become a mode of a techno-democracy, where connectivity has been directly translated into democratic citizenship. It has provided rationale for successive technological developments, and produced an assumption that the final frontier was just around the corner and that Internet technologies now carry the same burden of breaching that last major barrier to produce a techno-nation. The project has fed into many different activities in teaching, in examining processes of governance and in looking at user behaviour.

On 2 and 3 December 2010, the DSCI Information Security Summit 2010 took place in the Trident Hotel, Chennai. The two day summit included a broad spectrum of speakers/panels and topics, ranging from Securing Data & Systems to how to leverage the Cloud. The key speakers were Mr. Gulshan Rai, Director General, CERT-In, DIT, Mr. Rajeev Kapoor, Joint Secretary, DoPT, Govt. of India, Mr. Vakul Sharma, Advocate, Supreme Court of India and Dr. Kamlesh Bajaj, CEO, DSCI. CIS Submission on Draft Patent Manual 2010

The patent office has released a revised version of the Draft Manual of Patent Practice and Procedure. Section 8.03.06.10 of the Manual deals with patenting of computer programmes. CIS is happy to note the many improvements in this draft of the Manual from the previous version. CIS made its submission along with a few suggestions that it thinks would make the document even better.

C.I.S Responds to Privacy Approach Paper

A group of officers was created to develop a framework for a privacy legislation that would balance the need for privacy protection, security, sectoral interests, and respond to the domain legislation on the subject. Shri Rahul Matthan of Tri Legal Services prepared an approach paper for the legal framework for a proposed legislation on privacy. The approach paper is now being circulated for seeking opinions of the group of officers and is also being placed on the website of the Department of Personnel and Training for seeking public views on the subject. The Privacy India team at C.I.S responded to the approach paper and has called for the need for a more detailed study of statutory enforcement models and mechanisms in the creation of a privacy legislation.
