"Contribution of information by people of Rukadi village near Kolhapur to Marathi Wikipedia, by referring to media reports, helped spread the word about mass fish deaths in the region. Similar efforts should be initiated in Kerala so that information about local movements like Plachimada campaign would be available in the public domain," opined environmentalist Madhav Gadgil. He was speaking at the Malayalam Wikipedia workshop hosted by Swadeshabhimani Media Study Centre at Vakkom Moulavi Memorial Hall here on Wednesday.

The realization of the promise of the sub hundred dollar mobile device as a facilitator of access to knowledge is contingent inter alia on its availability in the market place. In turn, the market availability of the sub hundred dollar mobile device is influenced by the existence of an enabling environment for producers to produce, and consumers to consume. From a regulatory perspective, the enabling environment itself is a function of existing laws and policies, and the ‘developmental effects’ of certain laws and policies (Saraswati, 2012).

The Indian Parliamentary Committee's report weighs on several aspects of the Indian IPR system and issues of protection and enforcement. This blog post summarily notes the observations and recommendations of the Committee on the Copyright Act, 1957 which stand to impact access to knowledge. The primary issue dealt with was the claim that copyright exceptions were affecting the publishing industry and authors. The recommendations include narrowing of copyright exceptions, barring digital storage and copying, promotion of libraries, and adopting the Berne Convention as the benchmark on limitations and exceptions.
