    <title>World Wide Web Consortium for All</title>

        &lt;b&gt;Indian web designers have long ignored needs of people with different disabilities but a new dedicated wiki aspires to change that, writes Malvika Tegta&lt;/b&gt;
        
&lt;p&gt;Mobility can also mean being able to seamlessly steer through and negotiate one’s way in a jungle of online information to get work done. Any good website should enable that.Yet, not many Indian ones do. At least not for those who can’t see or hear or operate the mouse with ease.&lt;/p&gt;
&lt;p&gt;For them, e-mobility or e-access remains as ignored an aspect as mobility in the physical space.&lt;/p&gt;
&lt;p&gt;And to think that all it takes to fix this is to conform to the accessibility standards laid down by the World Wide Web Consortium (W3C) at minimal extra cost. Any good web designer should follow that. And any good government must put a policy in place to ensure that it happens, especially when it is signatory to the United Nations Convention on the Rights of People with Disability, which warrants such action.&lt;/p&gt;
&lt;p&gt;Intent, however, isn’t the problem. But limited awareness about how information and services can be best delivered to persons with disabilities is. And for a country with close to 70 million people with disabilities, awareness can mean the difference between booking an e-ticket and buying one from the railways counter, between living independently and relying on others for things they can easily do for themselves.&lt;/p&gt;
&lt;p&gt;Addressing this is the recently launched 125-article-rich wiki, being executed by the Centre of Internet and Society (CIS) Bangalore and funded by the National Internet Exchange of India, New Delhi. The wiki intends to be a comprehensive resource for users, caretakers, web developers, NGOs, teachers, and members of legal communities for information on what technology — hardware and software — and related legislations offer persons with disabilities.&lt;/p&gt;
&lt;p&gt;Web standards prescribe that a description of a graphic or a visual be added for the benefit of visually impaired persons so that any screen-reader can read it. For someone with hearing disability, sound alerts should be accompanied by visual cues, and audios tagged. For those who cannot operate the mouse and hence rely on desk keyboards or onscreen keyboards, developers should incorporate built-in shortcut keys for efficient access.&lt;/p&gt;
&lt;p&gt;“But the W3C standards are not binding; it is something countries adopt. In India, these guidelines have been made advisory for Government websites, not mandatory,” says Nirmita Narasimhan, programme manager, CIS, who is also working on drafting the accessibility policy for the Ministry of Communications and Information Technology.&lt;/p&gt;
&lt;p&gt;Mumbai-based disability activist Nilesh Singlit, who has been working on access audits, accessibility and inclusive design, training and research for the past 12 years, says that the standards are simple enough to be used by anyone with basic grasp of HTML. “But some specialised website designers charge high amounts to make websites disabled-friendly. Yes, there are issues of extensive testing of websites to adhere to the standards required. However, there is no relation between the cost and the end product. More awareness needs to be created to break the myth that accessible websites are expensive,” he says.&lt;/p&gt;
&lt;p&gt;The Government of India has made accessibility of its websites advisory. But as Singlit says, if they’re anything like the current railways website — which does little for persons with disability — then it remains to be seen how effective the implementation will be.&lt;/p&gt;
&lt;p&gt;Furthermore, the government does not proactively share information with outsiders. “How is one to approach the government unless one knows about the incentives on procurement of assistive technologies, training and awareness camps and educational awareness. Unless this research is made available, you don’t have the base to build on,” says a researcher from the field.&lt;/p&gt;

    <title>Right to Read in the European Parliament: A Report</title>

        &lt;b&gt;The European Blind Union and the Transatlantic Consumer Dialogue supported an event sponsored by seven MEPs in the European Parliament to discuss the way forward for EU to support the Treaty for the Blind, Visually Impaired and Other Reading Disabled which has been proposed at the World Intellectual Property Organisation by Brazil, Mexico, Ecuador and Paraguay.&lt;/b&gt;
        &lt;p&gt; &lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Around 250-300 stakeholders, experts and EU officials came together to discuss the way forward for the EU to support a binding Treaty for the Blind. The half day event consisted of three panels. The first panel was titled 'how the blind read problems and solutions. The speakers were Rodolfo Catani (European Blind Union, Italy), Pete Osborne (Royal National Institute for the Blind, UK) and Nirmita Narasimhan (Centre for Internet and Society, India). The panel was moderated by Manon Ress (Knowledge Ecology International). The panelists focused on the technological developments which enabled reading, the lack of reading materials despite the availability of reading gadgets and the specific problems of developing countries which necessitate a Treaty. The second panel was titled Why a binding treaty for the visually impaired at the World Intellectual Property Organization (WIPO)? The speakers were Barbara Martin (Organización Nacional de Ciegos, Spain), James Love (Transatlantic Consumer Dialogue, USA), Dan Pescod (Royal National Institute for the Blind, UK) and Tilman Lüder (DG Markt, Head of Unit). The panel was moderated by MEP Ska Keller. The panel spent a lot of time answering queries of member states as to why there was the need for a binding treaty and why a soft instrument would not work at this stage. The final panel was: What is the opinion of the EP and the Commission. The speakers were MEPs: Ska Keller, Thijs Berman, Dieter-Lebrecht Koch, Oriol Junqueras Vies and Eva Lichtenberger followed by a response from Tilman Lüder (DG Markt, Head of Unit). MEP Thijs Bermanwas moderator and gave his closing remarks for the panel. He concluded with a very strong message to the EU member states to support the Treaty.&lt;/p&gt;

    <title>Biometry Is Watching</title>

        &lt;b&gt;In its first steps, the UID drive encounters practical problems, raises ethical questions, reports Sugata Srinivasaraju in Outlook.&lt;/b&gt;
        
&lt;p&gt;Three women are fighting to take one chair in a classroom of a government school in Chelur village, in Gubbi taluka of Tumkur district. One sits on the lap of another and the third tries to push them both off the chair. What all three want is to be the first to be profiled under the Centre’s ambitious Aadhaar or unique identity number (UID) project. Their squabbling holds up the documentation by nearly 20 minutes, and the crowd outside, standing in line in the afternoon sun, grows restless. To calm them, the village revenue secretary orders the distribution of another round of buttermilk.&lt;/p&gt;
&lt;p&gt;Chelur is one of four villages in the district picked for field trials before the 12-digit UIDs are assigned to people later in the year. Besides Tumkur, the pilot project is simultaneously running in seven villages of Mysore district. Each village has been given a target of 2,400-2,500 profiles to be completed in 20 days. This involves photographing the face, imaging the iris and scanning all ten digits of each person profiled and assigned a UID.&lt;/p&gt;
&lt;p&gt;Villagers are enthusiastic about this rigorous profiling process even though there’s little awareness about the true purpose of the exercise. This is because of some falsehoods that have somehow spread in these areas. Nagamma, an elderly woman coming out after being profiled, thinks her eyes had been tested and found to be in perfect condition. Another middle-aged woman thought the exercise would bring her a new ration card—one that would entitle her family to an extra four kilos of rice. Some others were in a tizzy that if they didn’t undergo this “photography” their BPL cards would be taken away. Most, however, had queued up because they didn’t want to be left out of a sarkari exercise their neighbours were submitting to. Of the dozen people Outlook&amp;nbsp; spoke to, only Muniswamy could tell us that this process would ensure that no one had more than one voter ID card or ration card—the way it should be, unlike some in his village who had illegally acquired two of each.&lt;/p&gt;
&lt;p&gt;The village authorities have been doing little to counter the misinformation because their attention is focused on other compelling matters, like meeting the assigned target. This is an important issue because gram panchayat elections have been declared in Karnataka and lots of youngsters set off for campaigning early in the morning and would be difficult to locate for profiling.&lt;/p&gt;
&lt;p&gt;According to official figures, Chelur has a population of 5,000, with 3,640 people above the age of 18. A random selection&amp;nbsp; of 2,400 has been made from this to meet the UID target. The number seems small, but handling it at the village level can be demanding for the local authorities—there’s no police for crowd control, refreshments have to be distributed and the computerised work has to be done despite the power outages. Using generators has become inevitable, for the villages get hardly four or five hours’ power supply.&lt;/p&gt;
&lt;p&gt;Another problem lies in obtaining the fingerprints of rural folk: most of them are engaged in manual labour or farm work and arrive with dirty palms that defeat the biometric reading machines. Pails of water, detergent and towels are provided for cleaning up. Much time is lost in such rescanning and it goes against the official&amp;nbsp; estimate of five minutes for the young, nine for the elderly.&lt;/p&gt;
&lt;p&gt;Prasanna Kumar, the village secretary, admits to the problems. “We did not make an open announcement for the UID pilot because we didn’t want to attract large crowds. We quietly prepared a random list of 2,400 people from the ration card database and went door-to-door to invite them,” he says. “We have left out people above the age of 80 and under 18. We told people this identity number will help them access various government schemes. Fingerprinting is the toughest problem. Initially people were reluctant, but suddenly they have become curious.”&lt;/p&gt;
&lt;p&gt;H. Gnanesh, the tehsildar, says the ongoing step is only “concept testing”; the next will be rechecking, in which those already profiled will verify their identity details against what has been stored. Only after that will the UID be issued. In Chelur village, the concept testing ended on May 4;&amp;nbsp; rechecking began the very next day.&lt;/p&gt;
&lt;p&gt;Some NGOs observing the process have noted the lack of awareness in villagers. “They are clueless about what they are taking part in,” say Mahadev Prasad and Murthy, of the Basava Seva Trust. Murthy says fingerprinting is a big problem. He speaks of Hommaragalli, in Mysore district, where some foreign experts had to be called in to take a look at the scanning machines.&lt;/p&gt;
&lt;p&gt;Then there are larger issues. Away from the surging crowds in Chelur, civil society organisations like the Centre for Internet &amp;amp; Society, the Alternative Law Forum and PUCL have been demanding greater dialogue. In fact, they have even suggested a review of the scheme. They argue there is no clarity on how the government proposes to store and secure personal and biometric data, given the fact that various agencies such as banks, telecom companies and government departments would potentially access it. Security is a huge concern also because the software, hardware and expertise of foreign companies is being used. These NGOs say the UID data, the National Population Registry and the NATGRID, when connected, could prove a grave threat to civil liberties.&lt;/p&gt;
&lt;blockquote&gt;
&lt;p&gt;“First, a centralised database, like the UID will create, has never been safe,” says Sunil Abraham of CIS. “It needs to be decentralised like our various mail servers. Second, we feel the collection of biometric data is happening at the wrong end of the pyramid. Instead of putting the poor through the process first, why not start with those with financial dealings of Rs 1 crore and above. Third, one study says 48 per cent of our people cannot remember a 12-digit ID. Fourth, we need privacy laws in place before the UID regime sets in.”&lt;/p&gt;
&lt;/blockquote&gt;
&lt;p&gt;Those problems apart, even raising the level of the current exercise—from small samples of a few thousand each to profiling the billion-plus population of India—could place severe demands on our shaky administration. There’s a mountain to be moved.&lt;/p&gt;

&lt;p&gt;Reading, digging in archives, procedures under the freedom of Information Act, supporting people for access to their police and intelligence service records, describing mechanisms the state uses to monitor, control and discipline civilians, but also means to overcome eavesdropping, surveillance, arrest or jail is the daily practice of Jansen. Since 25 years it has been active on the edge of legality and illegality. No scientists, nor journalists, but active civilians in a constant battle with the state and its services. Not only the state is evaluated. ‘City of Discipline’ is a project that tries to explain the lack of public outrage against far-reaching laws, although the crime rate is going down and the effectiveness of more security is doubtful.&lt;/p&gt;

Buro Jansen &amp;amp; Janssen regularly appear in the media, local and national newspapers, radio and internet interviews. Current projects include ‘City of Discipline’, a project that tries to explain the lack of public outrage against far-reaching laws, although the crime rate is going down and the effectiveness of more security is doubtful.     <title>What Women Want: The ability debates</title>

        &lt;b&gt;In this article published in the Hindu, Deepa Alexander argues that the proposed amendments to the Copyright Act (1957) are restrictive and discriminatory.&lt;/b&gt;
        
&lt;p&gt;The triumphs and disasters of the differently-abled in India are two ends of the spectrum. Among the 70 million disabled in our country are those who have conquered peaks, won gold at the Paralympics, and raced in Himalayan and desert car rallies. But, millions more struggle to meet daily challenges in a society that tends to portray the disabled as either heroes or victims with little or no access to their rightful resources. The proposed amendments to the Copyright Act (1957) are seen as restrictive and discriminatory, as the copyright exception, which aims at allowing persons with disability easy access to copyrighted material, applies only to certain types of disability. We spoke to activists who address these issues, not as charity or welfare but as matters of development and dignity.&lt;/p&gt;
&lt;h3&gt;Change in attitude &lt;br /&gt;&lt;/h3&gt;
&lt;p&gt;National Trust's programmes work on building capacity, changing patronising attitudes, building trust in the abilities of people with developmental disability and creating an equal playing field. Unfortunately, deeply entrenched attitudes continue to exclude people with disabilities. Even if an opportunity is given, it is given only once; if a person with disability fails, incapacity is assumed.&lt;br /&gt;&lt;br /&gt;But, in the recent case of a young woman with intellectual disability who had been raped in a women's home, the Supreme Court upheld her right to ‘choose' to keep her baby, and she has proved to be a competent mother. However, the disapproval of the intelligentsia in the media is an indicator of the social prejudices people with disabilities have to live with.&amp;nbsp;&lt;/p&gt;

Persons with disabilities need access to inclusive education, employment and public places. Being ‘accounted' in the Census 2011 will open up a plethora of possibilities. Accurate data will enable Government intervention at various levels, leading to proactive action. We need ramps for wheelchair users, audio announcements in bus / train stations for the visually-impaired, and video announcements for the hearing-impaired. Floor numbers in Braille for lifts, sign language interpreters in every hospital, police station and court of law, slip-proof flooring in malls, and large-print books in public libraries for those with low vision are the other needs. The implementation of the rights of persons with disabilities as per the United Nations convention and the Persons with Disabilities Act (PWD), in letter and spirit, is also essential.&lt;/p&gt;

&lt;h3&gt;A development issue&lt;/h3&gt;
&lt;p&gt;My daughter Tamana was born with cerebral palsy. It pushed me to found an organisation in 1984 to fulfil the dreams of children with special needs and those of their parents. Therapy and counselling for children and their families is essential for optimum adult rehabilitation. Since Independence, the disabled have been categorised along with sections such as women, Scheduled Castes and Scheduled Tribes. While these have had powerful political lobbies, there has been no spokesperson for the disabled. The dichotomies between the Ministries of Education and Social Justice further worsen the exclusion. Most policy-makers look at disability as a welfare, not a development issue. Disability should be jointly addressed by the Ministries of Health, Women and Child Development, HRD, Social Justice and Empowerment. The definition of disability in the PWD Act does not include autism, which leaves out nearly two million autistic persons in India. Admitting disabled children in normal schools is not enough — you need to have professionally trained staff, who are sensitised. I also hope for a different curriculum for special children, even as they are being integrated in the mainstream. Better pay scales will also bring in more jobs in the disability sector.&lt;/p&gt;

&lt;h3&gt;Public-private partnership&lt;/h3&gt;
&lt;p&gt;NGO-run establishments provide free schooling for disabled children. The Government has provided legislative intent through the Inclusive Education Act, which makes it mandatory to include all kinds of impaired children. However, Government schools that cater to the poor are generally marked by grossly inadequate infrastructure and teaching aids, so imagine the predicament of the disabled.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;I would like a public-private partnership for day-care and residential institutions which provide educational and recreational service on a long-term basis. This needs to be supported by research institutions which focus on technology, communication and teaching aids. We need to benefit from global expertise, and customise them to local needs.&lt;/p&gt;
&lt;p&gt;As Childline's primary mandate is child protection, I feel that the Government must compulsorily provide for a child protection policy in any institution that deals with disabled children, as, such children are more vulnerable to abuse.&lt;/p&gt;

&lt;h3&gt;The copyright angle&lt;/h3&gt;
&lt;p&gt;The Centre for Internet and Society is associated with the copyright amendment movement for persons with disabilities, and is one of the founding organisations for the Indian Right to Read campaign. At present, the proposed copyright amendment is detrimental to the disability sector's needs. The exception extends only to ‘specially designed' formats such as Braille and sign language, and does not benefit the millions who have cerebral palsy, dyslexia and low vision, and the visually-impaired persons who do not know Braille. Such persons require audio, reading material with large fonts and electronic texts, which are not ‘specially designed' formats. For conversion to non-specialised formats, the amendment proposes a licensing system, which will permit only organisations working for the benefit of the disabled to undertake conversion and distribution. This will prevent educational institutions, SHGs, other NGOs and print-disabled individuals from undertaking conversion. The licensing system will also require approaching the Copyright Board for each work, which will be extremely time-consuming. The waiting period for obtaining permissions and subsequent conversion will result in students losing academic years, a violation of their right to education.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The proposed amendment violates the Constitutional guarantee of equality under Article 14 since it discriminates between those visually-impaired persons who know Braille and those print-disabled persons who do not. It is important for the nation as a whole to take the concern of persons with disabilities as a mainstream concern.&lt;/p&gt;

&lt;p&gt;The Center for Internet and Society is a non-profit based in Bangalore, India, created by Sunil Abraham, founder of Mahiti. The aim is to understand and shape the internet and its relation with society and politics using research, intervention and collaboration.&lt;br /&gt;&lt;br /&gt;The internet is often demonized or mythified and generally misunderstood. It is a good initiative to try to understand it through methodical research and to produce a pedagogical framework that allows us to see as it is.&lt;br /&gt;&lt;br /&gt;The CIS is collaborating with researchers in other fields. In fact, studying the internet implies to study its interactions with politics, society, economy… Maybe it is a good way of understanding not only the internet, but also the general current social change of which internet is a symptom. Interactivity, communities, networking, collaboration, collective knowledge, increase of connections, ability to speak out and be heard as an individual… are many changes that our society are living and of which internet is the symptom.&lt;br /&gt;&lt;br /&gt;Internet is neither good nor bad. It is just a new tool that has a potential in helping development, increase transparency and social change. The internet is neutral, it is the way we use it which is bad, good, or silly, like any other innovation (see our article on innovation). It is our duty to be conscious of this and to try to push forward the internet in the right direction.&lt;/p&gt;

        &lt;b&gt;A 'Right to Read' event is being held at the European Parliament, Brussels on 4 May 2010.&lt;/b&gt;
        
&lt;p&gt;Blind and other reading disabled people face a "book famine". In the North less than 5% of books published are available for reading disabled people. In the South the figure is less than 1%.&lt;br /&gt;&lt;br /&gt;Most accessible books are made by specialist agencies using charitable money. At present, such agencies, operating in different countries, but with a common language, often both transcribe the same book. They cannot avoid this needless and expensive duplication by sharing one accessible file or copy. This is because, under present copyright law, reading material in Braille, or formatted digitally for reading disabled people, cannot legally cross borders. This waste of scarce resources significantly hinders access to reading for the world's 300 million visually impaired people and millions of other reading disabled people, especially the poorest.&lt;br /&gt;&lt;br /&gt;The UN Convention on the Rights of Persons with Disabilities says that disabled people have a right to read. The best way to guarantee this right is the adoption of a binding treaty that establishes limitations and exceptions to copyright for the non-commercial production and distribution of accessible books.&lt;br /&gt;&lt;br /&gt;The &lt;a class="external-link" href="http://www.worldblindunion.org/en/"&gt;World Blind Union&lt;/a&gt; representing over 160 million blind and partially sighted persons in 177 member countries, has now drafted a " WIPO Treaty for Improved Access for Blind, Visually Impaired and other Reading Disabled Persons" to combat the "book famine". It is now being considered by the World Intellectual Property Organization where it has been sponsored by Brazil, Mexico, Ecuador and Paraguay. We have invited stakeholders, experts and EU officials to discuss a way forward and to ask the EU to support a binding treaty. This conference is supported by the European Blind Union and the &lt;a class="external-link" href="http://www.tacd.org/"&gt;Transatlantic Consumer Dialogue&lt;/a&gt;.&lt;/p&gt;

&lt;p&gt;As we go around living our lives, living in a city that is transforming, it is interesting to know that there are people interested in mapping the changing face of, not just the city, but the changing country.&lt;/p&gt;
&lt;p&gt;The invite read ‘Map for making change’, elaborating that the project explored the potential of geographical mapping techniques to support struggles for social justice in India. Stepping inside the CIS workspace in Domlur, the large screens and tiny laptops projected maps of India, with dots that intrigue and piqued the onlooker. Maps that reflected pavement dwellers in Mumbai and problems of their eviction and rehabilitation, of mining areas from Goa to Madhya Pradesh, to the ‘hunted’ Chattisgarh, to maps that pointed heritage sites in Cochin and Ahmedabad you could explore using the GPRS on your mobile or demolished building in Kolkatta.&lt;/p&gt;
&lt;p&gt;The idea was mapping the changing face of the country. The 25 participants were a mix of activists, researchers, artists and techies. The brain behind the project, researcher Anja Kovacs, explains the idea behind the project: “The idea took seed two years ago in 2007, when, as a trained sociologist I realised that anthropologists around the world were studying cyber-anthropology and I didn’t even know about social media sites like Facebook or Orkut.”&lt;/p&gt;
&lt;p&gt;Hit by an idea, she says, “I realised that as activists, we tend to make a mistake by ignoring the technological changes happening around us, since technology, no doubt is transforming our lives.” More importantly, she made a connect: “I realised that we as activists could use it to our favour.”&lt;/p&gt;
&lt;p&gt;Her first thoughts were maps. She explains her choice: “Maps were used in colonial times and maps affect the lives of those who do not use them the most.” She pointed out how “even to this day maps are used for governance and by policy makers. In that sense they can be really important”.&lt;/p&gt;
&lt;p&gt;The map is a powerful medium to convey information in an innocent manner, she says. “When the land in a map is hid behind dots, one knows there is a problem,” she says matter-of-factly.&lt;/p&gt;
&lt;p&gt;Currently a fellow with Centre for Internet and Society (CIS), she co-coordinated and organised the project and says the last five months the selected participants have had several workshops, one of them she mentions was of them learning the “whole mapping exercise”.&lt;/p&gt;
&lt;p&gt;A work-in-progress is what all these projects are, and Kovacs says, after an intense five months, they are also looking at answering the “what next”, for now, however, she is happy, “to have begun tracing the transformation”.&lt;/p&gt;

&lt;p&gt;In the first significant challenge to the government’s ambitious programme to give more than one billion Indians a unique identification number, a group of NGOs (non-governmental organizations) are planning to take the government to court over a range of issues, including concerns over privacy and the safety of information.&lt;/p&gt;
&lt;p&gt;About 100 NGOs, including Alternative Law Forum, Centre for Internet and Society, People’s Union for Civil Liberty and Slum Jagathu, have come together to oppose the implementation of the project in its current form, Mathew Thomas, general secretary of Citizens’ Action Forum, said in Bangalore on Wednesday.&lt;/p&gt;
&lt;p&gt;The Unique Identification Authority of India (UIDAI) “is not a statutory body, not having been created by any Act or under any law, but by executive fiat”, he said. “It is set up as an appendage to the Planning Commission. It cannot be scrutinized either by Parliament or the Comptroller and Auditor General.”&lt;/p&gt;
&lt;p&gt;In what had been expected to become a hurdle to the project, those against it are citing data protection and privacy, factors that led to the failure of a similar initiative in the UK.&lt;/p&gt;
&lt;p&gt;“The government could not prevent recent cyber attacks by Chinese hackers on its own websites. What guarantee is there that a centralized database would be safe?” said Sunil Abraham, executive director of Centre for Internet and Society, one of the groups opposed to the ID programme, which has been named Aadhaar. “Also, data collected might be misused to discriminate against minorities and other vulnerable sections of society.”&lt;/p&gt;
&lt;p&gt;R.S. Sharma, UIDAI director general, declined to comment in detail.&lt;/p&gt;
&lt;p&gt;“Everything is transparent. Whatever we have been doing, we have been putting it on our website,” he said. “As to their specific complaints, I will not be able to respond over the telephone.”&lt;/p&gt;
&lt;p&gt;The NGOs are also questioning the cost of the project and why no feasibility study was conducted. UIDAI is headed by Nandan Nilekani, co-founder and former chief executive of Infosys Technologies Ltd, India’s second largest software firm.&lt;/p&gt;
&lt;p&gt;“First, the government has to respond how the chairman was chosen and appointed,” Thomas said. “Would the same person in his earlier organization authorize a project involving thousands of crores without a preliminary project report on feasibility? Public money is being spent without accountability.”&lt;/p&gt;
&lt;p&gt;Nilekani wasn’t reachable for comment.&lt;/p&gt;
&lt;p&gt;The government is looking to the ID programme to help ensure that various welfare programmes reach the poor. This objective would be difficult to achieve, the NGOs said.&lt;/p&gt;
&lt;p&gt;“In a country with 48% illiteracy, a 12-digit card might prove to be a handicap instead of help,” they said in a release. “The project in its present form must be scrapped.”&lt;/p&gt;
&lt;p&gt;The NGOs also said that projected savings from the stemming of leakages owing to the ID programme were not authenticated or backed by independent data. “It’s surprising that the project is being implemented with no discussion in Parliament nor consultation with other political parties,” they said.&lt;/p&gt;

&lt;p&gt;Representatives of people's movements, mass organisations and institutions on Wednesday said the unique identification number (UID) project is being executed without any legislative or parliamentary sanction and demanded an end to it.&lt;/p&gt;
&lt;p&gt;Sunil Abraham, executive director of the Centre for Internet and Society told press persons here that neither the launch of the UID project nor the constitution of the Unique Identification Authority of India (UIDAI) had any legislative sanction. Nothing is known of how the chairperson of the authority is selected, while the project proposes finger-printing of the entire population and storing of biometric and personal data of every person throughout his life and thereafter.&lt;/p&gt;
&lt;p&gt;“Although the scheme is to only provide verification of identity, it is unclear what safeguards would prevent third parties from handling, sharing and utilising the data for any purpose,” he said. The UIDAI has agreed to use the services of foreign companies, their software and hardware. It appears that no thought has been give to the perils of placing in the hands of foreign companies data pertaining to the entire population of the country, Mr. Abraham felt. About the claims that the UID project will save crores of rupees by preventing misuse of various welfare schemes, Mr. Abraham questioned whether any feasibility study had been made in this regard.&lt;/p&gt;
&lt;p&gt;The UID, the National Population Registry and the NATGRID, once combined and connected, pose grave concerns pertaining to civil liberties and fundamental rights.&lt;/p&gt;

&lt;p&gt;They were speaking during a discussion on the UID here on Wednesday.&lt;/p&gt;
&lt;p&gt;"Including so many details of individuals into a Central database could be dangerous," said Sunil Abraham, executive director, the centre for internet and society. He said various users of the data such as banks, telecom companies, government departments could potentially make it dangerous.&lt;/p&gt;
&lt;p&gt;There are concerns that this will also lead to a police raj in the state. "As it is now there are so many anti-establishment movements, it will become very easy for the cops to arrest people and put them behind bars on the pretext of biometric mismatch. And nobody can question the technology," said Jagadish Chandra.&lt;/p&gt;

        &lt;b&gt;Citizens’ forums and groups have stepped up their attack on the Unique Identification Project calling for the complete scrapping of the project.&lt;/b&gt;
        
&lt;p&gt;Addressing the media persons on Wednesday, Thomas Matthew of Citizens’ Action Forum said all the transactions undertaken by the UID project should be scrutinised under an accountable public body policy.&lt;/p&gt;
&lt;p&gt;“The State government should make the financial and technological implications and costs incurred so far, including details of contracts awarded with respect to the UID project,” he said.&lt;/p&gt;
&lt;p&gt;One of the main concerns of the groups has been the lack of public discussion on the feasibility or desirability of the project.&lt;/p&gt;
&lt;p&gt;“It was launched as an ID card for citizens, but was later changed to a number for all citizens. UID claims that there are several benefits of possessing a number, but passes on the responsibility to Registrars,” Matthew said.&lt;/p&gt;
&lt;p&gt;While UIDAI Chairperson Nandan Nilekani announced that the number was voluntary, the need to have such a number for obtaining any other form of service including bank accounts, would force a person to get an ID number, he added.&lt;/p&gt;
&lt;p&gt;Executive Director of The Centre for Internet and Society, Sunil Abraham said even though the scheme is supposed to only provide verification of identity, there was no guarantee of safeguard against its misuse by potential third party users like telecom companies, banks and government departments.&lt;/p&gt;
&lt;p&gt;“Though claims have been made of huge savings as the UID will stem leakages from welfare schemes, such as employment guarantee scheme, PDS and the LPG subsidy, but no feasibility studies have been conducted to assess the veracity of such a claim,” Sunil said.&lt;/p&gt;

&lt;p&gt;Disability rights groups are up in arms against a Bill proposing an amendment to the Copyright Act, 1952, that prevents non-governmental organisations, educational institutions and persons with disabilities from converting reading material including textbooks and reference material into audio, digital and other formats that can be used by differently-abled persons.&lt;/p&gt;
&lt;p&gt;The amendment Bill, introduced in the Rajya Sabha this week, if passed in its current form, will prevent over 70 million people with disabilities in India, including persons with visual impairment, dyslexia, and cerebral palsy, from exercising their Right to Education and other fundamental rights, according to the National Access Alliance, a group of organisations and leading professionals working for the benefit of the print-disabled in India.&lt;/p&gt;
&lt;h3&gt;Licensing procedure&lt;/h3&gt;
&lt;p&gt;The extremely “cumbersome, restrictive and lengthy” licensing procedure proposed by the government for conversion to these formats will mean that students with print disabilities will be deprived of their Right to Education which has now become a fundamental right.&lt;/p&gt;
&lt;p&gt;Members of the Alliance have been campaigning for the amendment to be re-worded to ensure that the conversion of books into all formats is allowed, all stakeholders, including organisations, educational institutions and persons with disabilities, are allowed to undertake the conversion; and the conversion should not be subject to red tape which will lead to delay. The campaigners had met Human Resource Development Minister Kapil Sibal who assured them that the interests of persons with disabilities would be addressed. However, the amendment proposed by the Minister does more harm than good, Rahul Cherian and Nirmita Narasimhan, both members of the Alliance, told The Hindu.&lt;/p&gt;
&lt;h3&gt;Seeking support&lt;/h3&gt;
&lt;p&gt;The Alliance is now meeting members of Parliament from across the political parties to seek support. The Bharatiya Janata Party, the Left parties and the Nationalist Congress Party have already extended support to them and assured that their cause would be taken up.&lt;/p&gt;
&lt;p&gt;According to CPI (M) MP Brinda Karat, the present amendment lacked concern for the disabled people. “Their cause is genuine and it needs to be addressed,” she told The Hindu, adding that the matter would be taken up once the Bill comes to the Standing Committee.&lt;/p&gt;
&lt;p&gt;Members of the Alliance will continue their nationwide mass mobilisation for the cause to bring more attention to the plight of persons with print disabilities in relation to the lack of reading material in accessible formats.&lt;/p&gt;
