    <title>Colour Me Political</title>

        &lt;b&gt;What are the tools that Digital Natives use to mobilise groups towards a particular cause? How do they engage with crises in their immediate environments? Are they using their popular social networking sites and web 2.0 applications for merely entertainment? Or are these tools actually helping them to re-articulate the realm of the political? Nishant Shah looks at the recent Facebook Colour Meme to see how new forms of political participation and engagement are being initiated by young people across the world.&lt;/b&gt;
        
&lt;p&gt;&lt;/p&gt;
&lt;p&gt;On Facebook, now acclaimed as one of the most popular social
networking sites in the world, the one thing that almost all the users engage
is, in updating their status updates. These updates can be varied – capturing
personal moods and emotions, reporting on things that strike one in the course
of a normal day, offering political opinions, suggesting movies and books to
friends, and often making public announcements of important events in life. The
updates appear as a live feed, updates in almost-real time, letting people in
networks connect, know, discuss and share information about their personal
lives. Often, to outsiders, these updates would appear pointless; I remember
somebody asking me, “But why would I want to know what you had for breakfast?”
Many status updates indeed border on the everyday and ordinary, of no interest
to anybody but the immediate networks.&lt;/p&gt;
&lt;p&gt;However, in the first half of January in 2010, Facebook
users across the world started observing a strange pattern. Many people in
their networks were making one word status updates with the name of a colour.
Just that. A colour. Facebook users woke up to find “Green!”, “Red!”, “White!” “Black!”
in their live feed. No explanations and a cryptic silence. It was a viral
phenomenon, with the colours appearing across the board, in different parts of
the world, spanning all languages, cultures, and contexts. Also, it was
observed, almost all of the users putting this update, were women. It created a
lot of discussion, speculation, curiosity and conspiracy theories. Blog posts
discussing this phenomenon started appearing. People were twitting about it.
There was an element of surprise, and perhaps of frustration, because the
people making those colour updates were refusing to offer any explanations.&lt;/p&gt;
&lt;p&gt;Eventually, after a few internet years (about 3 days, I
think!) the word got out. It was a meme. A meme is an internet gene (because it
replicates) which spreads virally, through different social communication and
networking sites. It invites people to participate in a series of actions,
either to answer a question or perform a certain act, and pass it along. The
colour updates were a part of the meme which was doing the rounds on the
internet:&lt;/p&gt;
&lt;p&gt;&amp;nbsp;"Some fun is
going on.... just write the color of your bra in your status. Just the color,
nothing else. And send this on to ONLY girls, no men .... It will be neat to
see if this will spread the wings of cancer awareness. It will be fun to see
how long it takes before the men will wonder why all the girls have a color in
their status."&lt;/p&gt;
&lt;p&gt;

What the message managed to do was take an
important cause and through fun, and play, and a little bit of excitement, got
young women around the world to ponder on the possibility, cure and prevention
of breast cancer. What was just a personal update capturing space suddenly
became a place of political mobilisation and participation. Both, men and
women, reading those colours, took a moment to think about breast cancer and
spread the word among their friends. Discussions, which started with curiosity,
ended with a sombre note. While there are speculative theories about how some
women in Detroit started this particular meme, there is no credible source of
information.&lt;/p&gt;
&lt;p&gt; What is particularly of interest, is how, without any apparent
funding, or organisation, or the infrastructure that generally accompanies such
behemoth projects, this viral meme captured more attention and had more people
participating than most campaigns started by traditional activists or
governments. What Facebook, and other spaces like it offer, is the
infrastructure and the potential for such massive movements. As the Digital
Natives grow up with new technologies, they change the landscape of political
and social transformation. And the cryptic colour updates is telling us the
story of how things will change in the future.&lt;/p&gt;

    <title>Meet the Web 2.0 Suicide Machine</title>

        &lt;b&gt;Digital Natives live their lives differently. But sometimes, they also die their lives differently! What happens when we die online? Can the digital avatar die? What is digital life? The Web 2.0 Suicide machine that has now popularly been called the 'anti-social-networking' application brings some of these questions to the fore. As a part of the Hivos-CIS "Digital Natives with a Cause?" research programme, Nishant Shah writes about how Life on the Screen is much more than just a series of games. &lt;/b&gt;
        
&lt;p&gt;
In the new year, 2010, one of the most startling stories was of mass 
suicides. About 50,000 people were affected. Legal cases were filed. The
 interwebz were abuzz with the tale of how they did it. There was talk 
about a website that was responsible for this. The blogosphere went into
 a frenzy discussing the ‘new lease of life’ that these suicides 
provided. Videos of people caught in the act found their way onto 
popular video distributing spaces. And for everybody who talked about 
it, it was partly a joke and partly a gimmick. However, for a 
significant population, across the globe, the news came as a shock and a
 moment of self-reflection.&lt;/p&gt;
&lt;p&gt;
Meet the Web 2.0 Suicide Machine. It is a simple online machine which 
helps people commit digital suicide by destroying their digital 
identities on popular social networking sites like Facebook, Twitter, 
LinkedIn and Myspace. It is software that deletes every single 
transaction which you may have ever performed in your digital avatar. 
Messages sent to and received from friends, stored notes, results of 
viral quizzes, pictures of the last party that you attended, status 
messages describing state of mind, high scores and social assets on 
social networking games, links shared, videos uploaded – everything gets
 deleted, allowing you one last chance to re-live your digital life 
before it locks you out of the 2.0 web for once and for all. To many 
this might sound funny, but for the people, whose lives are lived, 
stored, shared and experienced in the online spaces that Web 2.0 has 
developed.&lt;/p&gt;
&lt;p&gt;
We find them in universities and colleges, multitasking, preparing a 
classroom presentation while chatting with friends and keeping track of 
their online gaming avatars. We encounter them in offices, glued with 
equal passion, to dating or social networking sites, and moderating geek
 mailing lists. We chance upon them in homes and bedrooms, sharing the 
most private and intimate details of their lives using live cam feeds 
and audio/video podcasts. If these images are familiar to you, you have 
encountered a digital native. It might have, recently, been a ‘child’ 
who knows how to use the mobile phone more effectively than you do, or a
 teenager who can connect your machine online while thumb typing on the 
cell phone, in a language which is not very familiar to you. It could 
also be the saucy colleague in office, who is always on the information 
highway, making jazzy presentations and animations or playing games with
 their virtual avatars, or the taxi driver who has learned the power of 
GPS maps or even the &lt;em&gt;chaiwallah&lt;/em&gt; around the corner who uses his 
mobile phone to download new music and conduct a romantic affair.&lt;/p&gt;
&lt;p&gt;
These techno-mutants are slowly, but surely taking over the world. By 
the end of 2010, the global youth population will be about 1.2. Billion 
and 85 per cent of it will be in the developing countries of the world, 
growing up with digital and Internet technologies as an integral part of
 their life. They might not be a significant number now, but they are 
going to be the citizens of the future, taking important decisions about
 the destinies of nations and states, creating businesses and running 
economies, educating young learners and shaping public opinions. And 
they are learning the fundamentals of these actions in their online 
interactions on Web 2.0 spaces using digital tools to morph, mobilise, 
mutate, and manage their social, cultural and political lives and 
identities. It is of these people that this column writes of – people 
who are marked by digital and Internet technologies in strange and 
unprecedented ways.&lt;/p&gt;

        &lt;b&gt;The Second event, towards building the Critical Point of View Reader on Wikipedia, brings a range of scholars, practitioners, theorists and activists to critically reflect on the state of Wikipedia in our contemporary Information Societies. Organised in Amsterdam, Netherlands, by the Institute of Network Cultures, in collaboration with the Centre for Internet and Society, Bangalore, the event builds on the debates and discussions initiated at the WikiWars that launched off the knowledge network in Bangalore in January 2010. &lt;p&gt;Wikipedia is at the brink of becoming the de facto global reference 
of dynamic knowledge. The heated debates over its accuracy, anonymity, 
trust, vandalism and expertise only seem to fuel further growth of 
Wikipedia and its user base. Apart from leaving its modern counterparts 
Britannica and Encarta in the dust, such scale and breadth places 
Wikipedia on par with such historical milestones as Pliny the Elder’s 
Naturalis Historia, the Ming Dynasty’s Wen-hsien ta- ch’ eng, and the 
key work of French Enlightenment, the Encyclopedie. &lt;span id="more-10604"&gt;&lt;/span&gt;The multilingual Wikipedia as digital 
collaborative and fluid knowledge production platform might be said to 
be the most visible and successful example of the migration of FLOSS 
(Free/ Libre/ Open Source Software) principles into mainstream culture. 
However, such celebration should contain critical insights, informed by 
the changing realities of the Internet at large and the Wikipedia 
project in particular.&lt;/p&gt;
&lt;p&gt;The CPOV Research Initiative was founded from the urge to stimulate 
critical Wikipedia research: quantitative and qualitative research that 
could benefit both the wide user-base and the active Wikipedia community
 itself. On top of this, Wikipedia offers critical insights into the 
contemporary status of knowledge, its organizing principles, function, 
and impact; its production styles, mechanisms for conflict resolution 
and power (re-)constitution. The overarching research agenda is at once a
 philosophical, epistemological and theoretical investigation of 
knowledge artifacts, cultural production and social relations, and an 
empirical investigation of the specific phenomenon of the Wikipedia.&lt;/p&gt;

    <title>10 Legendary Obscene Beasts</title>

        &lt;b&gt;In the second of his articles, Nishant Shah analyses a peculiar event of vandalism which has now become the core of free speech and anti-censorship debates in mainland China. Looking at the structure of user generated knowledge websites and the specific event on the Chinese language encyclopaedia, 'Baidu Baike', he shows how, in cities where spaces of political spectacle and public protest are quickly diminishing, the Internet has become a tool for producing new public spaces of demonstration and protest. The story about 'Cao Ni Ma' stands as an iconic representation of the playful processes by which young people in different contexts and cultures engage with the politics in their immediate environments.&lt;/b&gt;
        
&lt;p&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;User Generated Knowledge sites:&lt;/strong&gt; The world of knowledge production was never as shaken as it was
with the emergence of the Wikipedia – a user generated knowledge production
system, where anybody who has any knowledge, on almost anything in the world
can contribute to share it with countless users around the world. The camps
around Wikipedia are fairly well divided: there are those who swear by it and those who swear against it. There are scholars, activists and
lobbyists who celebrate the democratisation of knowledge production as the next
logical evolutionary step to the democratic access to knowledge. They
appreciate the wisdom of crowds and revel in the joy that in the much discussed
&lt;em&gt;Nature&lt;/em&gt; magazine experiment, the
number of errors in Wikipedia and its biggest opponent, &lt;em&gt;Encyclopaedia Britannica&lt;/em&gt;, were almost the same. And then there are
those who think of the Wikipedia and other such peer knowledge production and
sharing systems as erroneous, unreliable and a direct result of collapsing
standards that the vulgarisation of knowledge has succumbed to in the age where
information has become currency. Add to this the hue and cry from academics
around the globe who lament about falling research standards as the copy and paste
generations (Vaidhyanathan; 2008) in classrooms skim over subjects in Wikipedia
rather than analysing and studying them in detail from those hallowed
treasuries of knowledge – reference books.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;As can be expected, the
questions about the veracity, verifiability, trustworthiness and integrity of
Wikipedia and other such user generated knowledge sharing sites (including
Youtube, Flickr, etc.) are carried on in sombre tones by zealots who are
devoted to their beliefs. However, the one question that remains unasked, in
the discussion of these sites, is&amp;nbsp; what purpose it might serve
beyond the obvious knowledge production exercise.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;The Story:&lt;/strong&gt; In China,
where the government exerts great control over regulating online information,
Wikipedia had a different set of debates which would not feature in the more
liberal countries – the debates were around what would be made accessible to a
Wikipedia user from China and what information would be blanked out to fit
China’s policy of making information that is ‘seditious ‘and disrespectful’,
invisible. After the skirmishes with Google, where the search engine company
gave in to China’s
demands and offered a more censored search engine that filtered away results
based on sensitive key-words and issues, Wikipedia was the next in line to
offer a controlled&amp;nbsp; Internet knowledge base to users in China.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;However, another
user-generated knowledge site, more popular locally and with more stringent
self-regulating rules than Wikipedia, became the space for political
commentary, satire, protest and demonstration against the draconian censorship
regimes that China is trying to impose on its young users. The website Baidu
Baike (pinyin for Baidu Encyclopaedia), became popular in 2005 and was offered
by the Chinese internet search company Baidu. With more than 1.5 million Chinese
language articles, Baidu has become a space for much debate and discussion with
the Digital Natives in China.
Offered as a home-grown response to Wikipedia, Baidu implements heavy
‘self-censorship to avoid displeasing the Chinese Government’ (BBC; 2006) and
remains dedicated to removing ‘offensive’ material (with a special emphasis on
pornographic and political events) from its shared space.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;It is in this restrictive
regime of information sharing and knowledge production, that the Digital
Natives in China,
introduced the “10 legendary obscene beasts” meme which became extremely
popular on Baidu. Manipulating the Baidu Baike’s potential for users to share
their knowledge, protestor’s of China’s
censorship policy and Baidu’s compliance to it, vandalised contributions by
creating humorous pages describing fictitious creatures, with names vaguely
referring to Chinese profanities, with homophones and characters using
different tones.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The most famous of these
creations was &amp;nbsp;Cao Ni Ma&amp;nbsp; &lt;span class="apple-style-span"&gt;&amp;nbsp;(Chinese: &lt;/span&gt;&lt;span class="apple-style-span"&gt;草泥&lt;/span&gt;&lt;span class="apple-style-span"&gt;马&lt;/span&gt;&lt;span class="apple-style-span"&gt;), literally "Grass Mud Horse", which uses the same
consonants and vowels with different tones for the Chinese language profanity
which translates into “Fuck Your Mother”&amp;nbsp;
&lt;/span&gt;&lt;a title="Mandarin Chinese profanity" href="http://en.wikipedia.org/wiki/Mandarin_Chinese_profanity#Mother"&gt;cào nǐ mā&lt;/a&gt;&lt;span class="apple-style-span"&gt; (&lt;/span&gt;&lt;span class="apple-style-span"&gt;肏你妈&lt;/span&gt;&lt;span class="apple-style-span"&gt;) . This mythical animal belonging to the Alpaca race had dire
enemies called héxiè (&lt;/span&gt;&lt;a title="w:zh:河蟹 (網路用語)" href="http://en.wikipedia.org/wiki/zh:%E6%B2%B3%E8%9F%B9_(%E7%B6%B2%E8%B7%AF%E7%94%A8%E8%AA%9E)"&gt;河蟹&lt;/a&gt;&lt;span class="apple-style-span"&gt;), literally translated
as “river crabs”, very close to the word héxié (&lt;/span&gt;&lt;span class="apple-style-span"&gt;和&lt;/span&gt;&lt;span class="apple-style-span"&gt;谐&lt;/span&gt;&lt;span class="apple-style-span"&gt;) meaning harmony, referring to
the government’s declared ambition of creating a “harmonious society” through
censorship. The Cao Ni Ma, has now become a popular icon appearing in videos
distributed on YouTube, in fake documentaries, in popular Chinese internet
productions, and even in themed toys and plushies which all serve as mobilising

incredulous. Most respondents on different blogs and meme sites, think of these
as mere puns and word-plays and juvenile acts of vandalism. The Chinese
monitoring agencies themselves failed to recognise the profane and the
political intent of these productions and hence they survived on Baidupedia, to
become inspiring and iconic symbols of the slow and steady protest against
censorship and the right to information act in China. Following these brave acts,
Baidu’s user base also experimented v&lt;/span&gt;&lt;span class="apple-style-span"&gt;&lt;/span&gt;&lt;span class="apple-style-span"&gt;ery successfully with well-for&lt;/span&gt;&lt;span class="apple-style-span"&gt;&lt;/span&gt;&lt;span class="apple-style-span"&gt;med parodies
and satires, opening&lt;/span&gt;&lt;span class="apple-style-span"&gt;&lt;/span&gt;&lt;span class="apple-style-span"&gt; &lt;/span&gt;&lt;span class="apple-style-span"&gt;&lt;/span&gt;&lt;span class="apple-style-span"&gt;up the first spaces in modern Chinese history, for
political criticism and negotiation&lt;/span&gt;&lt;a name="_ftnref1" href="#_ftn1"&gt;&lt;span class="MsoFootnoteReference"&gt;&lt;span class="MsoFootnoteReference"&gt;[1]&lt;/span&gt;&lt;/span&gt;&lt;/a&gt;&lt;span class="apple-style-span"&gt;. &lt;br /&gt;&lt;/span&gt;&lt;/p&gt;

actually symptomatic of a new generation using digital tools and spaces to
revisit what it means to be politically active and engaged. The 10 obscene
legendary creatures, can be easily read as juvenile fun
and the actions of a youth that is quickly losing its connection with the
immediate contemporary questions. However, a contextual reading, shows that this is symptomatic of a new internet public in a country where physical public spaces of political protest and demonstration are quickly diminishing. In Shanghai, the iconic People's Square, once an area where thousand assembled in order to realise a political dream has already been cut down to five times its original size, to make way for the malls and hotels and multiplexes that now surround the token park in the centre. At the Bund, the presence of the paramilitary, that monitors any form of 'undesriable' activity by the native Chinese can often be frightening. As physical spaces come under abundant surveilance and places shrink to house the demands of the IT city, the young people quickly find new spaces of political engagement and the Cao Ni Ma story is about how this political negotiation is informed by the aesthetics of gaming, viral distribution, irreverence and playfulness that the Internet technologies shape. &lt;/span&gt;&lt;/p&gt;

serious political satire that moves beyond just punning and avoiding censorship
was found in the now-deleted entry for revolutionary hero Wei Guangzheng (伟光正, taken from 伟大, 光荣, 正确, "great, glorious, correct"). An excerpt from it is
included here for sampling.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Wei Guangzheng&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Comrade Wei Guangzheng is a superior
product of natural selection. In the course of competition for survival,
because of certain unmatched qualities of his genetic makeup, he has a great
ability to survive and reproduce, and hence Wei Guangzheng represents the most
advanced state of species evolution.&lt;/p&gt;
&lt;p&gt;Here is the evolution of Wei Guangzheng's
thinking: Since the day of his birth, comrade Wei Guangzheng established a
guiding ideology for the people's benefit, and in the course of connecting it
with the real circumstances of his beloved Sun Kingdom, a process of repeated
comparisons that involved the twists and turns of campaigns of encirclement and
suppression, his ideology finally realized a historic leap forward and
generated two major theoretic achievements. The first great theoretic leap was
the idea of leading a handful of people to take up arms to cause trouble,
rebellion, and revolution in order to build a brave new world, and to successfully
seize power. This was the "spear ideology." The second great
theoretic leap was a theory, with Sun
 Kingdom characteristics,
in which Wei Guangzheng was unswervingly upheld as leader and the people were
forever prevented from standing up. This was the "shield theory."
Under the guidance of these two great theoretic achievements, comrade Wei
Guangzheng won victory after victory. Practice has proven, "Without Wei
Guangzheng, there would be no Sun
 Kingdom." Following
the road of comrade Wei Guangzheng was the choice of the people of the Sun Kingdom

    <title>WikiWars - A report</title>

        &lt;b&gt;The Centre for Internet and Society, Bangalore and the Institute of Network Cultures, Amsterdam, hosted  WikiWars – an international event that brought together scholars, researchers, academics, artists and practitioners from various disciplines, to discuss the emergence and growth of Wikipedia and what it means for the information societies we inhabit. With participants from 15 countries making presentations about Wikipedia and the knowledge ecology within which it exists, the event saw a vigorous set of debates and discussions as questions about education, pedagogy, language, access, geography, resistance, art and subversion were raised by the presenters. The 2 day event marked the beginning of the process that hopes to produce the first critical reader – Critical Point of View (CPOV) - that collects key resources for research and inquiry around Wikipedia.&lt;/b&gt;
        
&lt;p style="text-align: justify;"&gt;The
debates around Wikipedia, the de facto dynamic knowledge production system
online, are very fairly divided into two competing camps. There is a group of
people who swear by Wikipedia – celebrating its democratic processes of
knowledge production, ease of access, and the de-canonisation of knowledge to
produce the ‘WikiWay’; And then there is a group of people who swear at
Wikipedia – raising concerns over authenticity, reliability, vulgarisation of
knowledge and the de-hierarchisation of knowledge systems that Wikipedia seems
to embody. The debates between the two groups are often passionate and situated
in wildly speculative and often personal interests and investments in Wikipedia
and the Web 2.0 Information Revolution that it seems to be a symptom of. The
debates also play out in various international locations, most of them relying
on personal anecdotes, experiences and half hearted data that does not stand
the tests of rigour.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;WikiWars,
then, concentrated on things which are about Wikipedia but also not about Wikipedia.
In many ways, as Geert Lovink, the Director of INC suggested, WikiWars was a
recognition of the fact that Wikipedia has come of age and can now be
systematically and philosophically examined as a work in progress that has
long-term implications about our future. It was the ambition of the Editorial
team (consisting of Geert Lovink, Sabine Nerdeer, Nathaniel Tkacz, Johanna
Niyesito, Sunil Abraham and Nishant Shah) to veer away from the recognised
battle-lines drawn in, around and about Wikipedia, and instead examine the
fault-lines that run under many of our assumptions, prejudices and imaginations
of Wikipedia. And Wikiwars, through careful screening and invested interests,
became one of the first platforms in the world to initiate a critical discourse
on Wikipedia, seeking to engage with its histories, it contemporary
manifestations and practices, and the futures that it seeks to inhabit.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The
different presentations brought in located debates, theoretical and
philosophical concepts and personal experiences to build frameworks that
explain and contextualise Wikipedia as one of the most contested spaces online.
The eight panels across two days dealt with four major thematic areas which
need to be summarised in brief:&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoListParagraphCxSpFirst"&gt;1.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;strong&gt;&lt;u&gt;Education, Pedagogy and
Knowledge:&lt;/u&gt;&lt;/strong&gt; At the very basis of Wikipedia (and
other structures like it) is the question of knowledge production, the
possibility of using it as an educational tool and the potentials it has for
introducing new pedagogies and learning practices in and outside of institutionalised
education. Presenters from various disciplines engaged with these questions in
interesting ways.&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoListParagraphCxSpFirst"&gt;&amp;nbsp;&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoListParagraphCxSpMiddle"&gt;Usha
Raman from Teacher Plus in Hyderabad, brought in the question of primary
education, the need for teacher training programmes and the ways by which
infrastructure development needs to be thought through when talking of
Wikipedia and education in the Indian context. The
necessity of locating Wikipedia in a much larger debates on learning were also
echoed by Noopur Rawal and Srikeit Tadepalli, students from Christ University
who brought their experience of Wikipedia and the expectations from classroom
education and learning in their presentation.&amp;nbsp;&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoListParagraphCxSpMiddle"&gt;&amp;nbsp;&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoListParagraphCxSpMiddle"&gt;In
the same field, but from a different approach, a panel&amp;nbsp; examined Wikipedia as a site to critique
Western Knowledge production systems. Stian Haklev and Johanna Niyesito
concentrated on the questions of language and knowledge production. Haklev made
an impassioned argument deconstructing the utopian idea of Wikipedia’s
multilingual dreams and instead made a call for recognising the black-holes
when it comes to non-English production and consumption of knowledge on
Wikipedia. He further explored the implications that linguistic imbalance has
on the very governance structure of Wikipedia and its communities. Niyesito
challenged the ‘global’ and ‘cosmopolitan’ image that Wikipedia has built for
itself and posited the idea of Wikipedia as a translingual space where
different languages and cultures negotiate common understandings and processes
of producing knowledge. HanTeng
Liao explored knowledge production through the market economy of key-words to
see how the linguistic biases of search engines that harvest these keywords,
determines the access and visibility of different Wikipedia pages.&lt;/p&gt;
&lt;strong&gt;&lt;u&gt;Resistance, Diversity
and Representation:&lt;/u&gt;&lt;/strong&gt; &amp;nbsp;While these questions were present as
undercurrents to most of the presentations at WikWars, they were perhaps most
fiercely present in the debates that followed the presentations by Eric Ilya
Lee (Academia Sinica, Taiwan), YiPing Tsou (National Central University,
Taiwan), William Beutler and Eric Zimmerman (IDC, Israel).
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoListParagraphCxSpMiddle"&gt;For
Lee and Tsou, the responses to the Chinese language Wikipedia from popular
media and personal experiences, were demonstrative of the fact that the lack of
diverse means of representation and participation lead to a strong resistance
of Wikipedia in Taiwan. Beutler
looked at the heavily contested editorial space and policies of Wikipedia to
make a point about how lack of effective governance systems based on
mutual&amp;nbsp; tolerance and diversity lead to
stressful and often traumatic experiences for users who might not be
represented through the mainstream ideas and&amp;nbsp;
ideologies of an English speaking populace.&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoListParagraphCxSpMiddle"&gt;Zimmerman
took a startling position, calling for a regime of attribution and dissolving
the pseudonymous structures of knowledge production in Wikipedia in order to
build designs of trust and verification into the system, thus leading to better
and more credible research tools and representations.&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoListParagraphCxSpMiddle"&gt;The
tone of debates was altered with presentations by Mark Graham (Oxford Research
Institute) and the team of artists Nathaniel Stern and Scott Kildal, the team
responsible for the Wikipedia Art Project. Graham
showed the complexity of visualising space and how the production of space (or
physical geography) on Wikipedia often reflects the virtual density of access
and presence online. Showing a nuanced set of images that help mapping these
new geographies for a richer diversity and representation, Graham showed how
systems like Wikipedia ‘cannot know what they cannot know’ despite the reliance
on the wisdom of crowds.&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoListParagraphCxSpMiddle"&gt;Stern
and Kildall, in giving an account of their project which used Wikipedia’s
policies to undermine and challenge it, show how the institutionalisation of a
space and its ‘canonisation’ can quickly lead to a new set of problems where
the space becomes the very thing it had set itself against.&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoListParagraphCxSpMiddle"&gt;&amp;nbsp;&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoListParagraphCxSpMiddle"&gt;3.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;strong&gt;&lt;u&gt;Politics of Free, Open
and Exclusion:&lt;/u&gt;&lt;/strong&gt; The rhetoric of free and open have been
built into all popular discourses around Wikipedia. However, the presentations
at WikiWars showed that these need to be taken with at least a pinch of salt
and further examined for what they signify. Alok
Nandi of Architempo made a dramatic and creative revisit of these guiding
principles of Wikipedia. He showed how an inquiry into rituals of
participation, distortion and access on Wikipedia can promote, not merely
looking at the politics of exclusion but also at the politics of inclusion and
the problems therein.&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoListParagraphCxSpMiddle"&gt;&amp;nbsp;&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoListParagraphCxSpMiddle"&gt;Dror
Kamir’s evocative narrative of ‘Your side, my side and Wikipedia’ illustrated
how the question of boundaries, of knowledges, of facts and truths get
distorted as language, community, nationality, etc. come into play in recording
and documenting knowledge on Wikipedia. Concentrating on conflict zones in the
Middle East, he talked about the lack and perhaps the impossibility of
producing neutrality the way in which Wikipedia demands of its users. These
ideas resonated with the propositions that ShunLing Chen from Harvard had
floated in the opening panel to explore the ‘boundary work’ of Wikipedia and
how it defines and produces itself in relation to external forces and
controversies. These
discussions on the politics of presence, absence, inclusion and exclusion were
further layered by presentations by Linda Gross, Elad Weider, Heather Ford and
Nathaniel Tkacz who produced a critique of the Free and Open, taking a
cautionary step away from accepting these as inherently good.&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoListParagraphCxSpMiddle"&gt;&amp;nbsp;&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoListParagraphCxSpMiddle"&gt;While
Gross explored the structure of egalitarianism that Wikipedia builds for
itself, Ford presented an analysis of the licensing regimes of the knowledge
produced within Wikipedia and the problems they pose to traditional knowledges
and non-mainstream information. Weider,
trained as a lawyer, critiqued the neo-liberal discourse around Wikipedia and
tried to correlate the communities with markets. Tkacz’s historical overview of
Free and Open, resulted in a compelling inquiry into the very structures that
inform the shape and functioning of objects like Wikipedia.&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;There has been, in the fields of design and architecture, a close link between the shape and imagination of the city spaces and the dominant technologies of the time. The study of space (Architecture, Public places and City form) can lead to very interesting insights into the expression of the society with respect to the dominant technologies. Manuels Castells argues that space is not a mere photo-copy (reflection) of the society but it is an important expression. Fredric Jameson, in his identification of the condition of post-modernity demonstrates how the transition into new technologies is perhaps first and most visibly reflected in the architecture, as physical spaces get materially reconstructed, not only to house the needs and peripheries of the emerging technologies but also to embody their aesthetics in their design and built form.Earlier technologies have led to new understandings of the notions of
the public and commons. Jurgen Habermas argues, how the emergence of print
cultures and technologies led to a structural transformation of the public
sphere by creating new and novel forms of participation and political
engagement for the print readers. Within cinema studies in India, Ashish
Rajadhyaksha and Madhav Prasad have looked at the ‘cinematic city’ - how
material conditions of the city transform to house the cinema technologies, and
how the imagination of certain cities is affected by the cinematic
representations of these spaces. Mike Davis’ formulations of an ‘Ecology of
Fear’ and Sean Cubbit’s idea of ‘The Cinema Effect’ also show the integral
relationship that technologies have with the imagination and materiality of
urban spaces.&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;The rise of the Internet in India in last decade poses interesting
questions concerning ways of studying city spaces and its architecture. The
Internet evokes and represents space in more than one way. Communities that
represent the present urban social processes often mediate this visual and
textual reference to space on the Internet but it is also an unwitting
expression of way people choose to imagine their city, its places and its built
form. It is important and pertinent for example to understand how Internet
communities choose to abstract their own city through various direct or
indirect discourses. The following will be the key questions&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;·&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;
It will be interesting to observe how the idea of
a city gets represented on the Internet through both intended and casual
references. For example is the City seen as a finite clarified artifact (as
many political leadership would like us to believe) or is it seen as complex set
of relationships or systems of places.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;·&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;
How does the city get represented through the
Internet with reference to its regional physical context (both geographical and
cultural landscape)? Such an enquiry can help us in knowing how representation
of city through the Internet acknowledges, neglects or fails to read its
relationship with the local fundamental conditions&lt;a name="_ednref1" href="#_edn1"&gt;&lt;span class="MsoEndnoteReference"&gt;&lt;span class="MsoEndnoteReference"&gt;[i]&lt;/span&gt;&lt;/span&gt;&lt;/a&gt; (of topography, water and
culture)&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The actual morphological context of the city will then become an
important precursor for such an enquiry. The structure and flows in the city
have often been compared to the Internet itself in popular discourses. This
assumption can be further analyzed through spatial study of the city as a node
in large region and as many several nodes within the city itself. The idea of
Spaces of Flow in metropolis cities and places as nodes serving the flow has
been very well articulated by Manuel Castells at a generic level. The issue of
place&lt;a name="_ednref2" href="#_edn2"&gt;&lt;span class="MsoEndnoteReference"&gt;&lt;span class="MsoEndnoteReference"&gt;[ii]&lt;/span&gt;&lt;/span&gt;&lt;/a&gt; and its representation
(through internet) can be another area that can offer us very interesting
insights into the relationship between the Cartesian and imagined space. The
evolution of a new graphic language on the Internet needs closer examination
from both its use of spatial symbolism as well as its impact on urban space.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;However the contextual issue of an Indian idea of space will becomes
the important narration as a background to such studies. This inquiry needs
examination from a more contextual point of view: from both geographical
(nature of cities) and building typology perspectives (spatial and programmatic
types)&lt;/p&gt;

following questions will be investigated further&lt;/p&gt;

How do the current Internet technology, processes
and language reflect in Architecture and urban spaces of cities?&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoCommentText"&gt;b.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;
Will the form of the City and its Architecture understood
any differently now&lt;a name="_ednref3" href="#_edn3"&gt;&lt;span class="MsoEndnoteReference"&gt;&lt;span class="MsoEndnoteReference"&gt;[iii]&lt;/span&gt;&lt;/span&gt;&lt;/a&gt;?&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The relationship between the building skin and spatial typology of
some recent architectural and urban design project can form an interesting
narrative to understand these issues. Here the issue of urban and architectural
lighting, signage and graphics can be examined more closely and hence a study
of the building skins and typology. The other largely ignored area of study
concerns the role of the Government of India with the Internet. When was the
last time we visited the railway reservation center to get a ticket or stood in
a queue for hours to be the first on the window? Many Indians still do, but for
many an Internet based on-line tickets reservation site largely substitutes
that experience of the place (railway reservation center), people and the early
morning tea on the gate. This needs closer examination from point of view of
understanding the transformation and gentrification of some of the most
democratic public service spaces in India such as the Railway stations, Municipal
offices and banks. Apart from the material practices of the people, it is
interesting to see how the integration of technologies within various urban
governance practices affect the way in which cities morph, develop and change.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;em&gt;Methodology: &lt;/em&gt;&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoCommentText"&gt;The
aim is to engage with the spatial context of Indian cities while teasing out
issues of the cultural phenomenon associated with the Internet. The following
will be the key methods used in research&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoCommentText"&gt;·&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;
To identify and narrate the social structures and
processes that engage both with the intangible (meanings, symbols,
communication etc.) and the tangible (morphology, structure, geography) in
select Indian cities. This elaboration will form an important theoretical
premise specific to further understanding space in Indian Cities.&amp;nbsp;&lt;/p&gt;

To document stories of individuals and groups of
the city that demonstrates the typical changes that are taking place in various
social and economic processes as related to the Internet. The aim will be to
address both the tangible and intangible aspects while narrating the stories&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoCommentText"&gt;·&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;
To map the spatial implication (structure and
nature of spaces) of the above mentioned changes on the city&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoCommentText"&gt;·&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;
To derive a broader narrative while weaving
through different stories, that attempts to address the issue of Internet,
society and space in Indian Cities&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The research can be largely narrated through documentation of such
representative situations but will require a clear articulation of the
theoretical premises at the onset.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;A review literature chapter which specifically marks the different
contours of city-technology relationship – from IT cities which are planned to
house technologies, to SEZ’s which emerge as new forms of technologised cities,
to the gradual transformation and restructuration of city spaces and publics
would also be undertaken. Moreover it will combine the contextual based study
of cities, their public place and Architecture along with studies of the
discourses on the Internet. The project will look at different actors who play
an active, but often invisible role in the transformation of these spaces.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;em&gt;Dissemination and Outputs:&lt;/em&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The project shall bring forth a monograph (approximately 50,000 words)
that looks at a relationship between internet technologies and the city with a
historical perspective, in order to explore the notions of public, built form,
city spaces etc. within the Indian context.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;A journal paper that engages with the contemporary discourses in
Architecture and produces a new theoretical formulation of the city-technology
relationship.&lt;/p&gt;
&lt;p&gt;

Part of the research
method could possibly include an elective course or workshop at CEPT University
to tap on variety of narrations through different students to strengthen both
the premise and contextual focus of the study.

    <title>Inquilab 2.0? Reflections on Online Activism in India*</title>

        &lt;b&gt;Research and activism on the Internet in India remain fledgling in spite the media hype, says Anja Kovacs in her blog post that charts online activism in India as it has emerged. &lt;/b&gt;
        
&lt;p&gt;Since the late 1990s when protesters against the WTO in Seattle used a variety of new technologies to revolutionize their ways of protesting so as to further their old goals in the information age, much has been made of the possibilities that new technologies seem to offer social movements. The emergence of Web 2.0 seems to have only multiplied the possibilities of building on the Internet's democratising potentials, so widely heralded since the rise of the commercial Internet in the 1990s, and since then, the use of social media for social change has received widespread media attention worldwide. From Spain to Mexico, activists used the Internet as a central tool in their efforts to organise and mobilise – be it to express their stand against a war in Iraq, against a Costa Rican Free Trade Agreement with the United States, to mobilise support for the Zapatistas of Chiapas, or more recently, to push for a change of guard in Iran.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;In 2009, when Nisha Susan launched the Pink Chaddi campaign, the 'ICT for Revolution' buzz finally seemed to have reached India as well. Phenomenally successful in terms of the attention it generated for the issue it sought to address, the campaign sought to protest in a humorous fashion against attacks on women pub-goers in Karnataka by Hindu right wing elements. In only a matter of weeks, Facebook associated with the campaign – 'The Consortium of Pub-going, Loose and Forward Women', which gathered tens of thousands of members. It was ultimately killed off when Susan's Facebook account was cracked by rivals. The campaign was perhaps the singular most successful account of ‘digital activism’ in India so far, and an impressive one by all measures.&lt;/p&gt;
&lt;p&gt;The creativity of the campaign should not come as a surprise to those familiar with the long and rich history of activism for social change in India. Organised social actors have been critical influences in the emergence of new social identities as well as on critical policy junctures from colonial times onwards, developing a fascinating and unmistakably Indian language of protest in the process (see Kumar 1997 and Zubaan 2006 for examples from feminist movement).&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;As Raka Ray and Mary Faizod Katzenstein (2006) have pointed out, in the post-independence period, such organised activism for long was connected by at least verbal – if not actual – commitment to the common master frame of poverty alleviation and the ending of inequality and injustice, and this irrespective of the particular issues groups were working on. Since the late 1980s, however, a number of far-reaching changes have taken place in India. This period has been marked by the definite demise of secular democratic socialism as the dominant script of the Indian state and its simultaneous replacement by neo-liberalism. Moreover, in the same period, Hindu nationalism as an ideology too has gone from strength to strength, with only in the last five years a slowdown in its ascendancy. While for many traditional social movements of the Left the commitment to social justice remains, in this context a space has undeniably been created for groups with a very different agenda. The considerable popularity of organisations such as Vishwa Hindu Parishad and Rashtriya Swayamsevak Sangh, both Hindu nationalist organisations, are prime indications of these transformations. However, the fragmentation of the activist space did not only benefit reactionary elements of society. The final emergence into visibility of a well-articulated middle class queer politics, for example, too, may well in many ways have been facilitated by the evolutions of the past 20 years. Although this point has been mostly elaborated in the context of the US (Hennessey 2000), in India, too, this seems to ring true at least in some senses.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The general shape-shifting of activism in India since the 1990s is not the only contextual factor that deserves obvious consideration in a study like this. In addition, since independence a close link has been forged in policy and people's imagination alike between science and technology on the one hand and development paradigms in India on the other. Not everyone agrees on the benefits of this association: all too frequently, the struggles of grassroots social movements are directed precisely against the outcomes or consequences of a supposedly 'scientifically' inspired development policy. The neo-liberal era is no exception to this: as Carol Upadhya (2004) has shown quite convincingly, the economic reform policies that are at the heart of neo-liberalism have been inspired first and foremost by the information technology sector in India, which has also in turn been their first beneficiary. And today as earlier, Asha Achuthan (2009) has pointed out, in the resistance to these policies, the subaltern who is the agent of grassroots social movements is frequently associated with a pre-technological purity that needs to be maintained in order to resist discourses and material consequences of technological change themselves. In popular discourses, at least, attitudes towards technology inevitably come in a binary mode.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Seeing the context in which digital activism in India has emerged, a number of pressing questions regarding the new forms that even progressive activism takes as it adopts new tools and methods, then, immediately offer themselves. Leaving aside the activities of right wing groups in India, who are the actors that occupy this space for activism and what are their relationship with offline activists groups? Which are the issues online activism seeks to address, and what are its master narratives, goals and audiences? Where does it locate problems in today's society, and what kind of solutions does it propose? How does it posit its relation to the global/international and to the offline-local; to dominant understandings of science and technology, development, or desirable social change? How are these understandings reflected in online activism, including in the choice and use of technologies but also in the discourses that are deployed and the audiences that are targeted? What are its methods, its strategies, its ways of organising? What role is played by organisations, collectives, networks, individuals? In what ways is the field marked by the conjuncture at which it emerged? Do those who first occupy (most of) it also set the parameters? Or do its tools fashion online activism's very conditions of existence?&lt;/p&gt;
&lt;p&gt;The value of greater insight into these issues is not immediately apparent to all. For one thing, some would argue that, as connectivity in the emerging IT superpower remains limited, the importance of these questions to those concerned with social justice in India is really marginal. It is true that while commercial Internet services have been available in the country since 1995, for long the number of connections remained abysmally low. Even today, the number of subscriptions has only just crossed the 14 million mark, and barely half of these are broadband subscriptions, severely limiting the usefulness of a wide range of potential online activism tools (Telecom Regulatory Authority of India 2009 – figures are for the second quarter of 2009). According to I-Cube 2008 report (IMRB and Internet and Mobile Association of India 2008), there were an estimated 57 million claimed urban Internet users in the country in September 2008 and an estimated 42 million active urban Internet users. Corresponding figures for Internet users in rural areas in March 2008 were 5.5 million and 3.3 million respectively. Almost 88 million Indians were believed to be computer-literate at the time. Clearly, then, online activists are a tiny section of an already fairly small, privileged group, and at least in a direct sense, the availability of new tools is thus indeed unlikely to affect all activists or activism in the country.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Some of my own starting points while embarking on this study may seem to further give fuel to arguments against the value of this research. The idea of investigating online activism in India as it emerges followed from my observation – and a troubling one at that for me – that so far, and despite all the hype internationally, more traditional grassroots movements in India seem to have been slow to embrace the Internet as an integral part of their awareness raising and mobilisation strategies. Although they may attract the largest numbers of activists offline, the many so-called 'new' social movements that have emerged since the 1970s and that remain important actors pushing for social change seem most conspicuous by their relative absence online. This is especially true of those critical of current development paradigms and practices: movements fighting against dams, special economic zones or land acquisitions for “development” purposes seem visible only in relatively fragmented and generally marginal ways. Instead, middle-class actors addressing middle class audiences on middle class issues seem to be the flag bearers of Internet activism in India – the Pink Chaddi campaign or VoteReport India, a “collaborative citizen-driven election monitoring platform for the 2009 Indian general elections” (see votereport.in/blog/about) perhaps among the most well-known illustrations of this argument.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Both points are valid, and yet, while inquilab it may not be, to conclude from this that the study of online activism automatically is of only very limited value would be short-sighted. Indeed, even if the hypothesis that Internet activism is dominated by middle class actors who address middle class concerns is validated (note that in any case considerable segments of the leadership and cadre of grassroots movements, too, tend to come from middle class backgrounds), this is likely to affect all those interested in affecting social change, even if perhaps in varying degrees. For one thing, it would mean that as the public sphere is reshaped, important new quarters of its landscape are inhabited only be the elite, contradicting the still widely popular and even cherished belief (at least among those who are familiar with the Internet) that the Internet is a democratising force. Instead, the proportional visibility in the public sphere of dissenting viewpoints on development, science, neo-liberalism, progress, the state will only decrease. In addition, then, it may also indicate a further refracting of the activism landscape and its master narratives and methods, where different segments of activists increasingly need to vie with each other for recognition and validation of their respective understandings of political processes and of appropriate forms of engaging with these. As such battles intensify it is not too risky to make a prognosis on who will be the main losers. If, in an era in which the old activist master narrative of justice for all remains under strident attack, civil society has come to occupy at the expense of political society (a useful distinction first made by Parth Chatterjee in Chatterjee 2004) a whole arena of activism, this would indeed need to be a cause of concern for all. In order to gauge its ramifications, it is however, crucial to first of all understand in which ways and to what extent this statement rings true.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The current study may well not be able to fully develop all the above and other theoretical strands as they emerge in the course of this research. But what it does promise to do is to outline the breaks and continuities that mark the make-up, strategies, audiences and goals of those who embrace the new possibilities that the Internet provides at the same time as the information age so fundamentally reconstitutes our society. As a starting point for the analysis, this research will therefore, attempt to map the online activism that has taken place in India so far, focusing more specifically on the forms of activism that leave a public record on the Internet (a more extensive debate of various definitional issues is in order – I will take this up in a separate blog post, to follow later, however). At the core of the research will be the construction of a database pertaining to online activism in India with links to email lists, blogs, Facebook groups, popular hash tags and the like. Although much of the activism I will be looking at will be centred around what has come to be known as 'social media', my focus is thus broader than that, as older tools such as e-petitions, discussion boards and list servs, too, will be included in this study. The aim is to be as comprehensive as possible, although for the database to ever be complete will, of course, be an impossibility. Moreover, since only data available in the English language will be collected, the database will automatically have its limitations. The database will be further complemented by interviews with activists who have been involved in key online campaigns and, where appropriate, case studies. It is the data thus gathered that will form the basis of our analysis.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;While the scope of the study is thus admittedly ambitious, the fact that online activism in India is a fairly recent affair – little happened before 2002, and it has only really taken off in the past three years or so – makes this venture not an impossible one. The contribution I hope to make through this research is not simply to work on the Indian context, however. Despite the media hype surrounding the possibilities of the Internet for social change, research on the Internet and activism more generally remains limited so far. The paucity is perhaps particularly acute where activism and social media are concerned (Postill 2009). Moreover, the work that does exist, I argue, tends to look mostly at activists' use of one particular tool, for example YouTube, or Facebook. Sight is thus generally lost of the larger cyberecology of communication in which this use must be located, preventing an opportunity for genuine insight into the ways in which activism is reconfigured from materialising. By using a much wider lens, this research hopes to make a beginning to correcting this lacuna. It is in this way that the importance of the changes that are underway in the Indian activist landscape as elsewhere can be appropriately assessed.&lt;/p&gt;

        &lt;b&gt;The Centre for Internet and Society and the Institute of Network Cultures brought together a critical range of scholars, academicians, practitioners, artists and researchers to inquire into the new conditions which emerge with the rise of Wikipedia. The first of two events, WikiWars was the beginning of a knowledge network that shall contribute to a reader titled Critical Point of View, becoming the first resource tool to engage creatively and fruitfully with the diverse range of questions that surround Wikipedia. &lt;/b&gt;
        
&lt;p&gt;The Wikipedia has emerged as the de facto global reference of dynamic knowledge. Different stakeholders – Wikipedians, users, academics, researchers, gurus of Web 2.0, publishing houses and governments have entered into fierce debates and discussions about what the rise of Wikipedia and Wiki cultures means and how they influence the information societies we live in. The Wikipedia itself has been at the centre of much controversy, pivoted around questions of accuracy, anonymity, vandalism, expertise and authority.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;The first event, titled WikiWars is scheduled on the 12th and 13th of January 2010. This is the registration page for interested participants who want to join us in the discussions at the WikiWars.&lt;/p&gt;

        &lt;b&gt;The one day Open Video Summit organised by the Centre for Internet &amp; Society, iCommons, Open Video Alliance, and Magic Lantern, to bring together a range of stakeholders to discuss the possibilities, potentials, mechanics and politics of Open Video. Nishant Shah, who participated in the conversations, was invited to summarise the impressions and ideas that ensued in the day.&lt;/b&gt;
        
&lt;p&gt;&lt;/p&gt;
&lt;p&gt;The notion of free and open is under great debate even under
that, and I think even when you side with a camp, there are going to be further
splinters. There are many ways of defining the free and open, and I think that the
tension, rather than being resolved, needs to be sustained and creatively
perpetrated to keep an internal checks and balances on not getting carried away
with it. All the groups did indeed circle around this in different,
often tangential ways – that there is need to define, variously and almost
endlessly, in defining the context of the free that we are dealing with.&lt;/p&gt;
&lt;p&gt;Open video, in that matter, has gone through different
iterations, and I think it is nice that different stakeholders have defined it
variously, and also looked at the problems that it might lead to. However, for
the sake of synthesis, I am going to let you have your own idea of free and
open but instead look at five key words which have emerged, in my selective
hearing, through the day: &lt;strong&gt;Access, Archive,&amp;nbsp;
Share, Remix, Repurpose&lt;/strong&gt;. And it is these five that we need to now
imbricate these concepts across different thematic that emerged in the groups
today.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Access&lt;/strong&gt; has been one primary question that almost everybody
dealt with; Access has its legacies in the Open and Free culture movements,
where technological access, dealing with questions of open standards and
content, of bandwidth and infrastructure. More interestingly, in an emerging
information society like India, there are other concerns of language, access,
privilege, bandwidth, education etc.&amp;nbsp; To
contextualise access and to put it into different perspectives is something
that different participants have voiced the need for.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Archive&lt;/strong&gt; is a preoccupation with most people because
archiving has close relationships with knowledge and subsequently retrieval and
usage. If knowledge is being digitised so that it is made accessible to
different people, there are older questions of representation, voice,
empowerment, participation, ethics, privacy, ownership etc. Crop up. In
education archiving has to do with the curricula building and knowledge
production. In networking, collaboration and film making, it is the kind of
issues that pad.ma is trying to tackle with. It also leads to notions of
access, distribution etc.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Sharing &lt;/strong&gt;is what is almost defining the spirit of the Open
and Free culture movements. There is a need to understand and explore what
sharing means. When does it infringe laws and what kind of regulation needs to
be advocated so that sharing becomes possible. How does one overcome questions
of piracy, stealing, IPR etc? More interestingly, what do we share and who do
we share it with?&amp;nbsp; Tools by which sharing
leads to innovation? How does it lead to new participation and learning
practices and pedagogies? What kind of open distribution models and networks
can be built up?&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Remix&lt;/strong&gt; has been of great value because it means that you are
being converted into some sort of a stakeholder or a contributor to the
process. Networking and nodes, network-actor, collaborator , peer 2 peer – the
possibility of looking at questions of internet and digital traces is
interesting. Or imagine that the act of sharing is also a remix. Sometimes just
putting it into new contexts, making it available to newer constituencies, etc.
can also be looked upon as remixing. Remix as a knowledge production aesthetic
and mechanics seems to have emerged.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Repurpose &lt;/strong&gt;is my additional reading of something that perhaps
needs no mention to this group, but nonetheless needs flagging. The fact
remains, that the technology is not a solution in itself. It is a tool that
enables the solutions which one is seeking for. The processes, paradigms,
protocols and practices are indeed shaped and mediated by technologies and
there are new solution possibilities which are produced. However, there still
seem to be anxieties, concerns, questions and problems which are cropping up
and need to be addressed outside of technology but within technology ecologies.&lt;/p&gt;

    <title>Breaks and Ruptures: In the midst of IT</title>

        &lt;b&gt;In this first story, Nishant looks at the ways in which internet technologies shape multiple imaginations. In the narration of the story, the contextualisation and the responses that the story-tellers make apparent, he located the internet in the midst of contestation, as it restructures social boundaries, traditions and communities. The story of an 'internet wedding' that stands as an iconic landmark for different generations, looking upon the Internet as a radical catalyst for change, lays out the first foundations for the framework of transformation and invisibility this project has embarked upon.&lt;/b&gt;
        
&lt;p&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Breaks and Ruptures: IT and its discontents&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;In Shanghai,
conversations of technology, eventually become conversations about younger
users of technology who are looked upon the legitimate users of these
technologised spaces, and more conversant with the quickly changing trends and
fashions on the internet. As the country invests heavily into ICT development,
promotes the making of Shanghai as the global hub of ICT industries and
economies, and encourages younger users to extensively use digital technologies
in their life, the digital generation gap has never been more visible than in
the crowded, buzzing, video-game-like streets of Shanghai.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;These Xiao
Huangli (Little emperors), who have already been heralded as brats because of
China’s one-child policy and the&amp;nbsp; growing
up in the liberalised China, are an object of great anxiety and concern for an
older generation who doesn’t seem to understand them. Sometimes called The
Strawberry Generation (CaoMei Zu), this population of young adults is looked at
with derision or wonder – Wonder because of their soft and pink strawberry like
appearances which reflect their new ethos and lifestyle expectations, and
derision because they are ‘soft’, indulging only in acts of self-gratification
which seem pointless, selfish, or sometimes foolish. Stories trickle out from
old retired army men who sit in the few public parks playing Mahjong, or the
women in the gardens, dancing with their fans and practicing Tai-Chi to keep
their spirits in balance, or from the middle-aged men and women who grew up in
the time of the revolution, who talk about how their
children/grand-children/nieces-and-nephews all seem to occupy a world that is
alien, disrupting the harmony of the established Chinese life.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;In the Special
Economy Zones in Shanghai – What is popularly called the Free Trading Zone –
scores of immigrants who have shifted to the new city from rural parts of
China, recreate, with nostalgia, the past where children were trained to be
responsible and connected to their environments. In these economy zones, where
the designer brands have exploded on every street and consumption is the only
re-creation, hard working parents who dote on their only child, shake their
heads in despair about the way the new generations lead their lives – “they
work, they spend and when they run out of money, they borrow from their parents
to sustain a life devoted entirely to enjoyment” said one of my subjects –
mother to a seventeen year old teenage daughter, who works along with her
school and earns enough pocket money to indulge her desires. “There is no
saving. There is no worry about the future. And there is no care for the
family” her friend, another mother to a twenty year old boy agrees.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;In our
conversations, they tell me a story which I must narrate to you. For the
Chinese families, I have been told, the biggest occasion of celebration is a
wedding. Conducted with great gusto, it involves a lot of people, noise,
drinking, laughing, dancing, fireworks and grand lavish parties. Especially in
Shanghai, weddings are incredibly rich and occasions for the involved families
to show their affluence, status, wealth and success to the rest of the
communities. Like in India, people in China rarely have marriages – what they
have are big elaborate weddings which are almost vertiginous in their opulence.
But with technology, and the changing times, especially with the yint&lt;img src="file:///C:/Users/owner/AppData/Local/Temp/moz-screenshot-1.png" alt="" /&gt;ewang (one
of the many words Mandarin has for Internet), there are young people who are
doing strange things.&lt;img src="file:///C:/Users/owner/AppData/Local/Temp/moz-screenshot.png" alt="" /&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The story is a
few years old, but in the minds of both these women, it is illustrative of how
times have changed and the Chinese family, caught in these Hard Times, is on
the rocks. The story is quite brief – a young man and a young woman, were
wangyou (Internet friends) and had met on a site devoted to a particular
automotive brand. Their friendship quickly blossomed into love and they decided
to get married. However, instead of having a wedding which their families
participated in, they put out an open invitation to strangers on the internet
to come and attend the wedding – the caveat? That only those who owned the particular
brand of car over which the happy couple fell in love were invited. And thus a
Car-Wedding came into being. About a month after the announcement, when the
bride and the groom proceeded to the venue of the party, they were at the head
of a procession of 97 cars, each one exactly like the other. The parking lot
was eventually filled with owners of the cars who had come, bearing gifts and
smiles, to attend the wedding of strangers who they never met, but knew because
they had the same interest in cars.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;For the two
women narrating the story to me, this was obviously a symptom of breaking
families, traditions and social structures with the introduction of the
internet in their lives. Interestingly, not long after I had heard the story
from them, I also stumbled across it in my conversations with a younger set of
people, largely in high school, and ranging from ages 15 – 19. For them, the
story was a fascinating account of how this is a symptom of a break from
families, communities, traditions and social structures. It was interesting to
me, how they said almost the same things but their tone was more of celebration
and joy, optimism and hope rather than the despair and shock that had been
expressed by the two women. This dichotomous approach to the internet in
Shanghai, for me, becomes symptomatic of the tensions, the imaginations and the
problematic that the emergence of Internet technologies and their potentials
for subverting the erstwhile dominant is producing.&lt;/p&gt;
&lt;p&gt;

I am going to leave this first story here for
the time being.&amp;nbsp; Let us think of this as
the foundation of the larger framework that I want to build for you. However,
we will come back to that once I have told the other two stories about youth,
technology, and the changing shape of Shanghai.&lt;/p&gt;

Dr. Achutan historicises the attitudes, imaginations and policies that have shaped the Science-Technology debates in India, to particularly address the ways in which emergence of Internet Technologies have shaped notions of gender and body in India. Her work at the Centre for Contemporary Studies (IISC, Bangalore) gives a further context to unpack Internet Technologies in a larger context of Technology-Society interface. This original monograph draws from Gender studies, STS research, extand policies, empirical data, Cultural Studies and Feminist epistemological of Sciences, to build a new knowledge framework to address the Internet questions which popular cybercultures or mainstream media studies have ignored.&lt;/p&gt;
&lt;p&gt;The monograph by Dr. Asha Achuthan, has emerged out of the "Rewiring Bodies" project which started nine months ago. The project has involved many public entries available at http://www.cis-india.org/research/cis-raw/histories/rewiring.     <title>A provisional definition for the Cultural Last Mile</title>

        &lt;b&gt;In the first of his entries, Ashish Rajadhyaksha gives his own spin on the 'Last Mile' problem that has been at the crux of all public technologies. Shifting the terms of debate away from broadcast problems of distance and access, he re-purposes the 'last mile' which is a communications problem, to make a cultural argument about the role and imagination of technology in India, and the specific ways in which this problem features in talking about Internet Technologies in contemporary India.&lt;/b&gt;

&lt;div class="snap_preview"&gt;
&lt;p&gt;In its classical
form, the ‘last mile’ is a communications term defining the final stage
of providing connectivity from a communications provider to a customer,
and has been used as such most commonly by telecommunications and cable
television industries. There has however been a a specific Indian
variant, seen in its most classical avatar in scientist Vikram
Sarabhai’s contention that overcoming the last mile could solve the two
major challenges India has faced, of &lt;strong&gt;linguistic diversity &lt;/strong&gt;and &lt;strong&gt;geographical distance&lt;/strong&gt;,
and mounted as the primary argument for terrestrial television in the
early 1980s. (I will try and attach the Sarabhai paper a little later
to this posting).&lt;/p&gt;
&lt;p&gt;This specifically Indian variation, where technology was mapped onto
developmentalist-democratic priorities, has been the dominant
characteristic of communications technology since at least the
invention of the radio in the 1940s. For at least 50 years now, that
means, the last mile has become a mode of a techno-democracy, where
connectivity has been directly translated into democratic citizenship.
It has continuously provided the major rationale for successive
technological developments, from the 1960s wave of portable
transistors, the terrestrial transponders of the first televisual
revolution it the early 1980s (the Special Plan for the Expansion of
Television), the capacity of satellite since SITE and the INSAT series,
and from the 1990s the arrival of wired networks (LANs, Cable,
fibre-optic) followed by wireless (WLAN, WiMAX, W-CDMA). At each point
the assumption has been consistently made that the final frontier was
just around the corner; that the next technology in the chain would
breach a major barrier, once and for all.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;What I hope to do is to provide a historical account to
argue that the theory of the ‘last mile’ has been founded on
fundamental (mis)apprehensions around just what this bridge
constitutes. &lt;/strong&gt;Further, that these apprehensions may have been
derived from a misconstruction of democractic theory, to assume, first,
an evolutionary rather than distributive model for connectivity, and
second, to introduce a major bias for broadcast (or one-to-many) modes
as against many-to-many peer-to-peer formats. The book, whenever I
succeed in writing it, will hope to argue the following:&lt;/p&gt;
&lt;p&gt;1. It has been difficult to include &lt;strong&gt;human resource&lt;/strong&gt;
as an integral component to the last mile. Contrary to the relentlessly
technologized definition of the last mile, it may perhaps be best seen
historically as &lt;em&gt;also&lt;/em&gt;, and even perhaps &lt;em&gt;primarily&lt;/em&gt;, a
human resource issue. This is not a new realization, but it is one that
keeps reproducing itself with every new technological generation&lt;a href="http://culturallastmile.wordpress.com/#_ftn1"&gt;[1]&lt;/a&gt;,
with ever newer difficulties. The endemic assumption, derived from the
broadcasting origins of the definition is that it is primarily the &lt;em&gt;sender&lt;/em&gt;’s responsibility to bridge the divide, that &lt;em&gt;technology &lt;/em&gt;can
aid him to do so on its own, and that such technology can negate the
need to define connectivity as a multiple-way partnership as it reduces
the recipient into no more than an intelligent recipient of what is
sent (the citizen model). On the other hand, it is possible to show how
previous successful experiments bridging the last mile have been ones
where &lt;em&gt;recipients have been successfully integrated into the communications model &lt;/em&gt;both as peers and, even more significantly, as &lt;em&gt;originators &lt;/em&gt;as well as &lt;em&gt;enhancers &lt;/em&gt;of
data. Importantly, this paper will show, this has been evidenced even
in one-way ‘broadcast’ modes such as film, television and radio (in the
movie fan, community radio and the television citizen-journalist).&lt;/p&gt;
&lt;p&gt;2. The one-way broadcast versus peer-to-peer versus two/multiple-way
debate needs to he historically revisited. The need to redefine the
beneficiary of a connectivity cycle as a full-fledged partner tends to
come up against a bias written into standard communications models –
and therefore several standard revenue models – that consistently tend
to underplay what this paper will call the &lt;em&gt;significant sender/recipient&lt;/em&gt;.
While both terrestrial and satellite systems require some level of
peer-to-peer transmission systems to facilitate last-mile
communications, it has been a common problem that unless &lt;em&gt;either&lt;/em&gt; a clear focus exists on geographic areas &lt;em&gt;or&lt;/em&gt;
significant peer-to-peer participation exists, broadcast models
inevitably find themselves delivering large amounts of S/N at low
frequencies without sufficient spectrum to support large information
capacity. While it is technically possible to ‘flood’ a region in
broadcasting terms, this inevitably leads to extremely high wastage as
much of the radiated ICE never reaches any user at all. As information
requirements increase, broadcast ‘wireless mesh’ systems small enough
to provide adequate information distribution to and from a relatively
small number of local users, require a prohibitively large number of
broadcast locations along with a large amount of excess capacity to
make up for the wasted energy.&lt;/p&gt;
&lt;p&gt;This problem, importantly, springs as much from a built-in &lt;em&gt;ideological &lt;/em&gt;commitment
to one-way broadcasting formats, as from technological limitations. The
technology itself poses further problems given the bias of different
systems to different kinds of connectivity, and with it different types
of peer-to-peer possibilities. Rather than attempting a
one-size-fits-all model for all models to follow, we need to work out
different &lt;em&gt;synergies &lt;/em&gt;between broadcast-dependent and peer-to-peer-enabled platforms.&lt;/p&gt;
&lt;p&gt;This book will eventually hope to study the history of peer-to-peer
and multiple-way structures as systems where sending has become a
component part of receiving. Key technological precedents to the
present definition of the sender-communication ‘partner’ would be &lt;strong&gt;community radio&lt;/strong&gt;, &lt;strong&gt;low-power transmission-reception systems &lt;/strong&gt;(most famously the Pij experiment in Gujarat conducted by ISRO), and various &lt;strong&gt;internet-based networking models&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;3. The need to revisit the technological community is therefore
critical. The key question is one of how technological communities have
been produced, and how they may be sustained. In January 2007, the
attack by V.S. Ailawadi, former Chairman, Haryana Electricty Regulatory
Commission, on India’s public sector telecom giants BSNL and MTNL for
keeping their ‘huge infrastructure’ of ‘copper wire and optic fibre’ to
themselves, when these could be used by private operators as cheaper
alternatives to WiMAX, W-CDMA and broadband over power lines, shows the
uneasy relationship between new players and state agencies. Mr.
Ailawadi’s contention that the ‘unbundling’ of the last mile would
bring in competition for various types of wireless applications and
broadband services not just for 45 million landlines but also for 135
million mobile users of various service providers, also therefore needs
to be revisited from the perspective of community formation. How would
the new 135 million mobile users be effectively tapped for their
capacity to become what we are calling significant senders?&lt;/p&gt;
&lt;p&gt;In defining the last mile as to do with the recipient-as-sender, and thus the &lt;strong&gt;community&lt;/strong&gt;, this paper will focus on a history of community action along specific models of connectivity. These are: cinema’s &lt;strong&gt;movie fan&lt;/strong&gt;, internet’s &lt;strong&gt;blogger&lt;/strong&gt; and &lt;strong&gt;networker&lt;/strong&gt;, solar energy’s &lt;strong&gt;barefoot engineer&lt;/strong&gt;, software’s &lt;strong&gt;media pusher&lt;/strong&gt; and television’s &lt;strong&gt;citizen-journalist. &lt;/strong&gt;A specific focus for study will be the models of &lt;strong&gt;participatory learning&lt;/strong&gt; in the classroom, using &lt;strong&gt;film&lt;/strong&gt;, the &lt;strong&gt;vinyl disc&lt;/strong&gt;, the &lt;strong&gt;audio cassette&lt;/strong&gt;, the &lt;strong&gt;radio&lt;/strong&gt;, the &lt;strong&gt;television&lt;/strong&gt;, the &lt;strong&gt;web &lt;/strong&gt;and now the &lt;strong&gt;mobile phone&lt;/strong&gt;.&lt;/p&gt;
