Privacy Matters — Analyzing the "Right to Privacy Bill"

Privacy India in partnership with International Development Research Centre, Canada, Indian Institute of Technology, Bombay, the Godrej Culture Lab, Tata Institute of Social Sciences, Mumbai and the Centre for Internet and Society, Bangalore is organising "Privacy Matters", a public conference at IIT, Bombay on 21 January 2012.

The conference will focus on the questions and dilemmas posed by privacy in India today, with a concentration on the "Right to Privacy Bill". The right to privacy in India has been a neglected area of study and engagement. Although sectoral legislation deals with privacy issues, India does not as yet have a horizontal legislation that deals comprehensively with privacy across all contexts. The absence of a minimum guarantee of privacy is felt most heavily by marginalized communities, including HIV patients, children, women, sexuality minorities, prisoners, etc. — people who most need to know that sensitive information is protected.

Privacy India was established in 2010 with the objective of raising awareness, sparking civil action and promoting democratic dialogue around privacy challenges and violations in India. One of our goals is to build consensus towards the promulgation of comprehensive privacy legislation in India through consultations with the public, legislators and the legal and academic community.

The event will focus on discussing the challenges and concerns to privacy in India. We invite you to attend the meeting and contribute your views. 10:30- 11:15	Key Note Address- Draft Privacy Bill Critique Na. Vijayashankar is an e-business consultant. He established the premier Cyber Law information portal in India. He is the founder secretary of Cyber Society of India, Founder Trustee of International Institue of Information Technology Law, and Founder Chairman of Digital Society Foundation. He will present a critique of the Draft Privacy Bill.

11:30- 12:15	Session I Privacy and the Legal System Sudhir Krishnaswamy is an Assistant Professor at the National law School of India University and is currently writing a Doctoral Thesis at the Faculty of Law, Oxford University on ‘The Basic Structure Doctrine in Indian Constitutional Adjudication’. His presentation will look at the trajectory of privacy through the years from a legal perspective.
12:15- 13:00	Privacy and Constitutional Law N. Nappinai is an advocate who specializes in IP and technology laws. She is a founder member of Technology Law Forum (TLF). She has spearheaded and driven several initiatives of TLF with various organization including NASSCOM, FICCI, IMC etc., and has also conducted several workshops and training sessions for the Mumbai Police, Public Prosecutors & Industry verticals in Cyber Laws. Her presentation will define the scope of Article 21 under the Indian Constitution, which protects the right to privacy.

14:00- 14:45	Session II Privacy and Freedom of Expression Apar Gupta is an advocate who specializes in intellectual property, electronic commerce law and technology media and telecoms. He holds a master from Columbia Law School and has authored a Commentary on the Information Technology Act, 2000. His presentation will focus on the limits of a privacy right when it competes and conflicts with the freedom of speech and expression. He will examine certain provisions of the Draft Privacy Bill questioning how privacy arguments may be used to stifle debate or disclosure made in the public interest.
14:45- 15:30	Sexuality Minorities and Privacy Danish Sheikh graduated from Nalsar University of Law with a B.A., LL.B. (Hons.). Currently, he is a researcher at the Alternative Law Forum in Bangalore. He will examine the status of sexual minorities in the light of privacy framework in India. Culling out some real life examples based on various studies, media reports and judgments from the Supreme Court and the High Courts of Delhi and Allahabad, he will bring to light the privacy violations being committed by both individuals as we all state authorities.

15:45- 16:30	Session III Privacy and National Security Menaka Guruswamy practices law at the Supreme Court of India. She was a Rhodes Scholar at Oxford University, a Gammon Fellow at Harvard Law School, and a gold medalist from the National Law School of India and has law degrees from all three schools. Menaka has advised the United National Development Program and the United Nations Development Fund for Women. She will discuss the relationship between national security and privacy, from the perspective of surveillance by the state etc.

All India Privacy Symposium

Privacy India in partnership with the International Development Research Centre, Canada, Society in Action Group, Gurgaon, Privacy International, UK and Commonwealth Human Rights Initiative is organizing the All India Privacy Symposium at the India International Centre, New Delhi on Saturday, February 4, 2012.

Since June 2010, Privacy India has been engaging in discussions with policy makers, the public and sectoral experts about privacy in India. The discussions have ranged from topics of identity and privacy, to minority rights and privacy, and consumer privacy. The findings of our research show that privacy was a neglected area of study for India in the past, however, this is changing. Advancements in technology, the introduction of e-governance initiatives like the National Fibre Optic Network, the introduction of new legislations, and debates surrounding national security, have brought privacy debates to the forefront in India. Although currently sectoral legislation deals with privacy issues, e.g., the Telegraph Act or RBI guidelines for banking, India has just begun to consider a horizontal legislation that deals comprehensively with privacy across all contexts. This conference is an opportunity to look forward to what could be the future scope of privacy in India.

Privacy India was set up in collaboration with the Centre for Internet and Society, Bangalore and Society in Action Group, Gurgaon, under the auspices of an international organization ‘Privacy International’. Privacy International is a non-profit group that provides assistance to civil society groups, governments, international and regional bodies, the media and the public in a number of countries. Usha Ramanathan

Usha Ramanathan is an internationally recognized expert on the jurisprudence of law, poverty and rights. She writes and speaks on leading issues like the Bhopal gas leak tragedy, mass displacement, civil liberties, criminal law, environment and the judicial process. She is involved in the UID project and has written and debated extensively on it. She is a member of Amnesty International's Advisory Panel on Economic, Social and Cultural Rights and has been called upon by the World Health Organisation as a expert on mental health on various occasions. NA.Vijayashankar

NA.Vijayashankar, more popularly known as Naavi, is a Techno Legal Information Security Consultant based in Bangalore, India. Naavi is a pioneer in the field of Cyber Law in India. He is the author of the first book (1999) and first E-Book (2003) on Cyber Laws in India. He has also authored a book titled “Cyber Laws, Corporate Mantra for the Digital Era”, “Cyber Laws Demystified” and “Cyber Laws for Engineers” as well as a book on Cyber Crimes in Kannada.

Naavi is the founder of www.cyberlawcollege.com which is the pioneering virtual educational institution in India dedicated to Cyber Law Education. Cyber Law College presently conducts offline and virtual courses on Cyber Laws. It has conducted several courses in association with law colleges in Karnataka such as KLE Law College, Bangalore, JSS Law College, Mysore, SDM law college Mangalore and KLE Law College Hubli.

Naavi is also the founder of www.naavi.org the premier Cyber Law Portal in India. Naavi has been engaged in the training of Police in Tamil Nadu and Karnataka and conducts several courses in Cyber Laws for different audiences. Chitra Ahanthem

Chitra Ahanthem is a features writer with Imphal Free Press, published in Imphal, Manipur. She is also a freelance writer and researcher on issues around HIV/AIDS, child rights, conflict and gender.

Baljit Singh Bedi

Baljit Singh Bedi did his B.Tech and M.Tech. from Indian Institute of Technology (IIT), Delhi. After serving for five years in the Centre for Applied Research in Electronics (CARE) IIT, Delhi he joined the Department of Information Technology (DIT), Ministry of Communication & IT (MCIT), Government of India. The major responsibilities and contributions over the years cover conceptualizing, evolving and implementation of a number of major schemes/programmes and projects in the field of electronics and IT applications with primary role in healthcare. He was instrumental in starting an integrated programme in promoting the area of Electronics, IT and Electronic Medical Records (EMR) Standards in Healthcare in India. As the head of Medical Electronics & Telemedicine division, he was looking after the activity of promotion of e-health & tele–health technology and R&D in medical electronics and launched a number of schemes in India. He was part of the National Task Force Telemedicine in India set up by the Ministry of Health & Family Welfare (MoH&FW), Government of India and headed the Group on Standards. He was a Member of National Knowledge Commission’s Working Group on India-Health Information Network Development (I-HIND) and is part of the Advisory Group for follow-up implementation program under the consideration of MoH&FW. He is actively involved in policy, development and deployment programmes of IT in Health initiatives of DIT, MoH&FW, and Media Lab Asia. He is a member of the National Committee set up by MoH&FW for EMR Standardization and Heading its Task Group on Interoperability. He is also International Telecommunication Union (ITU) Expert for e-Health Standardization. He is Executive Member of Indian Association of Medical Informatics (IAMI) and President, Telemedicine Society of India (TSI). At present, he is an Adviser to the Centre for Development of Advanced Computing (CDAC), Scientific Society of MCIT, Government of India.

Deepak Maheshwari

Deepak Maheshwari is Director – Corporate Affairs with Microsoft in India and responsible for interactions with the policymakers & regulators as well as with industry associations & the civil society organizations. An active participant and a keen observer of the interplay between technological innovation and socio-economic development, he has been closely associated with development & evolution of Information & Communication Technology policy, law & regulation for more than a decade and is often invited as a speaker and a contributor of articles & opinions in the media.

He has been active in several trade associations and served as committee chair & co-chair. He served for two consecutive terms as the elected secretary in the ISP Association of India and co-founded National Internet eXchange of India (NIXI) as well as the ITU-APT Foundation of India. He is also a member on the academic board of the IIM Ahmedabad- IDEA Telecom Centre of Excellence.

At times mistaken as a lawyer, he was actually awarded degree in engineering by one of India’s leading technical institute IT-BHU. His professional experience of more than 2 decades spans functional responsibilities across sales, marketing, operations and last but not the least, corporate affairs.

Dialogue Cafe @ Centre for Internet and Society

The Centre for Internet and Society announces the launch of its dialogue cafe, where every month, we approach seminal thinkers, scholars and practitioners to help explore knowledge paradigms that help us understand and research techno-social realities through innovative thought, concepts and frameworks.

The dialogue cafe draws upon different disciplines, histories, perspectives and intellectual legacies in order to respond to a seminal piece of writing that has changed, challenged and shaped the contours of interdisciplinary science and technology studies.

The dialogue cafe initiates several strands of dialogues — between critical thinkers and canonical texts, between different paradigm of knowledges that interact with digital and internet technologies, and between interlocutors located in different disciplines, to initiate critical thought/work for new and innovative research in the field of Internet and Society.

Computation and the Humanities: Revisiting a Silent Revolution

Steve Jobs’ comments on how “technology married with liberal arts, married with the humanities” made Apple hearts sing is today widely re-circulated, but not fully comprehended. We often take this to be the mark of one man’s genius, rather than the symptom of a broader interdisciplinary history. Noted Artificial Intelligence scholar Philip Agre recalls, “When I was a graduate student in artificial intelligence, the humanities were not held in high regard. They were vague and woolly, they employed impenetrable jargons, and they engaged in "meta-level bickering that never decides anything".

What happened, in the formative decades of Jobs and Agre’s generation, to bring technology and the humanities into conversation? What have the results been, other than well-designed personal computational devices, and what is the significance for us? On December 2, 2011, the Centre for Internet and Society invites you to a Dialogue Cafe, where we engage in exploring what this all means and what kinds of labour it might take to ‘marry’ these disparate ways of knowing.

As a response to Philip Agre’s seminal essay on “Critical Technology Practice”, the cafe will begin with an exposition by Kavita Philip (University of California, Irvine), opening up into a critical response spearheaded by Cherry Matthew, and leading to a larger dialogue with the audience, exploring fault lines of interdisciplinary research and challenges of integrated technology studies.

Exposing Data: Art Slash Activism

Tactical Tech and the Centre for Internet and Society (CIS) invite you to the first round of discussions on the intersection of Art and Activism at CIS office in Bangalore on 28 November 2011. Ward Smith (Lecturer, University of California, LA), Stephanie Hankey and Marek Tuszynski (Co-founders, Tactical Technology Collective), Ayisha Abraham (Film maker, Srishti School of Art Design) and Zainab Bawa (Research Fellow, Centre for Internet and Society) are leading the conversations.

The Exposing Data Project

An NGO sets up a database to track elected representatives’ participation in the Parliament, the spending for their constituency, and keeping a track of their political mandates and promises.

A geographer tracks the movements of US Government satellites and visualises their paths to form curious visuals of ‘State secrets’.

A photographer travels to an island in the Pacific Ocean to take pictures of the plastic debris found in the stomach of a Laysan albatross carcass.

Each of these examples is about how data that serves as evidence can be collected and visualised in different formats. The NGO can output its data as infographics, the geographer creates non-cartographic maps and the photographer’s images serve as testimony to increased pollution levels. We live in database times. Never before in human history have we consumed, produced and shared as much data as we do now in bits and bytes through our digital devices, coded as images and graphs and spreadsheets. The power to do so has allowed individuals and communities around the world to expose and reveal things that have been invisibilised and obscured, robbed of language and articulation.

At the same time, the visual immediacy of such data sets and the ability to manipulate it to construct new ways of looking at our reality, often hides the fact that the production and use of data as evidence is not benign or neutral. While data itself claims a certain objective fact value, the politics involved in identifying something as data are subject to strong power confluences.

The Centre for Internet and Society and Tactical Technology Collective, Bangalore, propose the Exposing Data Project as a series of conversations between people working across art, activism, politics, information science, cartography, geography, social sciences, humanities and technology science to share, learn, discuss, debate and explore processes, methods, challenges and implications of what it means to live in a data-rich world.

Art Slash Activism

The first round of discussions will be looking at the intersections of Art and Activism, but without falling into the usual traps of looking at art as the vehicle of activism or activism as a form of art. Hence, instead of Art and Activism, we are looking at Art Slash Activism exploring how data visualisation, data representation, and new forms of data mapping re-articulate what it means to be political.

The event will bring together professionals such as Ward Smith (Lecturer, University of California, LA), Stephanie Hankey and Marek Tuszynski (Co-founders, Tactical Technology Collective), Ayisha Abraham (Filmmaker, Srishti School of Art Design) and Zainab Bawa (Research Fellow, Centre for Internet and Society). Rather than being a seminar to instil practical knowledge, the aim of Art Slash Activism is to engage participants in a curated conversation on the use of data as evidence and its dissemination through visual depiction as a catalyst for change. We are seeking a variety of perspectives when answering questions such as whether data can have a universal reach through visual presentation; how we can utilize various forms of representation to spread awareness; and what happens when information cannot be represented as data.

Art Slash Activism is a multidisciplinary learning experience that will involve members of the art community, open data activists, designers, and others active in the processes of social change in a creative, playful and innovative manner that will result in textual and visual documentation which will serve as a knowledge corpus for researchers and practitioners interested in these questions.

Bio of the Speakers

Zainab Bawa
Zainab is a PhD scholar at the Centre for the Study of Culture and Society (CSCS), Bangalore. Zainab primarily works as an independent researcher on issues of governance, politics, property and how technology is embedded in state-citizen interactions and society. In the course of her work, she is associated with the Centre for Internet and Society and the Centre de Sciences Humaines - New Delhi. Zainab is also a designated partner at HasGeek Media LLP, Bangalore.

Ayisha Abraham
Ayisha Abraham lives and works in Bangalore as an installation artist and short filmmaker. She works at the Srishti School of Art, Design, Technology, as a visual arts consultant and is a member of the BAR1 (Bengaluru Artists Residency).

Stephanie Hankey
CO-founder & executive director, Stephanie has been working to strengthen the use of technology by civil society in the global South since 1998, initially working with the Open Society Institute establishing their Technology Support for Civil Society Program, before co-founding Tactical Tech in 2003. Stephanie has a background in information design, was editor-in-chief of Pulp and worked as a creative director and producer for a number of London-based multimedia companies. She has a Masters in Information and Interaction Design from the Royal College of Art London, and a certificate in Campaigning and Lobbying from NCVO.

Marek Tuszynski
Co-founder & director of programmes & technology, Marek has been working to help advocates use technology since 1995. In the mid-nineties he co-founded the International Network of Contemporary Art Centres and worked with others to create a television programme about independent culture in Poland. The Centre for Internet and Society in partnership with the Center for Knowledge Societies, Venkataramanan Associates, Center for Law and Policy Research, Headstart Foundation, Chaia Innovation Accelerator, MXV Consulting, Mint Newspaper and Confederation of Indian Industry is organising the second edition of Design Public on October 14, 2011 at the National Gallery of Modern Art in Bangalore. There will be a series of pre-conference research outings on October 13, for which participants may register in advance.

Innovation and the Public Interest

Design Public is a series of conversations about whether and how Innovation can serve the Public Interest.

At our inaugural event, in New Delhi on March 18th earlier this year, we focused on the question of whether innovation in governance is needed and how it can be achieved. An excellent overview of the event can be found in a Mint Newspaper article by Aparna Piramal Raje. While we discovered wide agreement in principle as to the need for innovation in India, there was much uncertainty about how government systems relate to innovation, and some doubt as to whether governments are in fact capable of innovation. At our upcoming event, we aim to widen the ambit of the discussion, to ask how innovation serves the public interest, thereby opening up the question of innovation to the social sector, to corporations, to venture capitalists, designers, students, academics and more.

Following Schumpeter, we understand innovation to be a fundamental part of modern economic and social life -- in fact the very source of the momentum that drives us forward into the future. However, we have also found that innovation need not be limited to entrepreneurs in the private sector, but can also be accomplished, in various ways, in government, in the public sector, and by social and developmental agencies. Moreover, if the specific components of innovation can be identified and learned, it would be possible for many more organizations and individuals to successfully drive beneficial social and technical change.

If the term Innovation describes the business or economic dimension of the forward movement of society under capitalism, then the immanent, cognitive or mental aspect of this forward movement can be captured by the term Design. It is the multivariate, parallel, sometimes collaborative process of finding solutions to problems that have no obvious and available answer. Whereas the language of design gained prominence in the Industrial Age as a means for the rendering of surfaces and finishes for the more effective marketing of consumer products (posters and toasters), the concept has far wider application in the present. Design and Innovation are by definition the strategies through which the most intractable, complex, and multivariate challenges encountered by individuals or groups.

At our event, therefore, we seek to articulate exactly how these strategies can be brought to bear on the Grand Challenges facing our society, in areas such as:

Complete and Effective Healthcare for Mothers and Children
Increased Use and Acceptance for Toilets
Broad-based Higher Education
Participatory and Responsive Civic Administration

Over the course of the day-long event, we will consider different approaches and paradigms of innovation and how they may be applicable to these grand challenges. We will break out into sessions in order to apply these perspectives and approaches to specific challenge areas. At the end of the day we will seek to expand the circle of innovation in order establish new ways of collaborating and sharing knowledge such that we are able to accelerate and intensify the application of innovation to addressing these and other grand challenges facing the public.

Digital AlterNatives book launch

On Friday the 16th of September Hivos will launch the Digital AlterNatives with a cause? book, which looks at the dynamics of a new generation that is growing up with digital technology. In 2011 the digital native generation has been all over the front pages of the major newspapers in the world. CNN, BBC, de Volkskrant and the NRC gave prominent coverage on the ‘digital’ revolutions in the Middle East and North Africa and dubbed them as ‘Facebook’ and ‘Twitter’ revolutions. However, the recent events in the Middle East and North Africa, Spain, Greece, Israel, India, Chile and England show that there is more to this generation then just a nice tool. By framing it as Facebook actions we are simplifying the complex processes that are taking place and denying and underestimate the challenges and dynamics of this younger generation.

In this last year Hivos and the Centre for Internet and Society, Bangalore, India have tried to shed some light on the actions, identities, networks and implications of the digital natives generation. We started by asking the basic questions: Who are they? Do they have a cause? What is their role in social and political processes? This exploration has resulted in new insights, reflections, anecdotes, case studies and opinion pieces by digital natives, academics and policy makers around the world, which have been synthesized in the Digital AlterNatives with a cause? collection.

We would like to invite you to the Museum for Communication in the Hague for the book launch of the Digital AlterNatives with a cause? collection. Here we will share our insights into the dynamics of this younger generation. Then Rebecca MacKinnon and Maarten van den Berg will give their opinion on our work which will be followed by an open debate. Please join us for the book launch on the 16th of September from 17.00 till 18.00.

Prime Security: The Mathematics of RSA Encryption

Based on simple properties of prime numbers, RSA encryption protects our money and digital identity. But how does it actually work? The Centre for Internet and Society invites you to a one-day workshop by Rohit Gupta on 9 September 2011.

As remarked by one of its inventors, RSA is the scheme that "protects 95 per cent of the electronic commerce in the world". The recent breach of 40 million RSA Secure ID tokens ( widely used in Bangalore ) makes this an urgent issue. Apart from the proposed use of 2048-bit RSA keys in the UIDAI project by the government of India, we unknowingly use this algorithm every time we use a credit card, ATM or provide any kind of digital authentication.

Surprisingly enough, to understand the basic mechanism one need not have any more mathematical background than high school - the concept of prime numbers. From that basic knowledge this hands-on workshop will show the way RSA works in reality, under the hood in most networks, computers and smart devices. We will focus on the core mathematical idea rather than any specific software implementations.

Web Sites Accessibility Evaluation Methodologies: A New Imperative for State Parties to the Convention on the Rights of Persons with Disabilities

W3C-WAI, G3ict and CIS are joining hands to organise the 20th International World Wide Web Conference in Hyderabad, India on March 30, 2011 at the Hyderabad International Convention Centre, Room H-01.

While web accessibility principles and guidelines have already become well known and been adopted by many countries, measuring the accessibility of web sites for users living with different types of disabilities remains a complex endeavor subject to a number of possible methodological challenges. Yet, with web accessibility policies and programs increasingly implemented around the world as a result of the ratification of the Convention on the Rights of Persons with Disabilities (98 countries representing over 75 per cent of the world population), policy makers, organizations of persons with disabilities, web site owners and courts when legal action is taken will inevitably need to rely on well-defined evaluation methodologies and benchmarks.

The panel, which will take place during the first day of the W3C Track with focus on web accessibility and discuss current accessibility evaluation methodologies and their challenges, policy makers requirements, current plans of the W3C-WAI, and practical technical survey methodologies alternatives.

Campaigners for Inclusion is organising an awareness raising event on Right to Read at the Kolkata International Book Fair on February 6, 2010.

Campaigners for Inclusion (a voluntary citizen group imitative of Sruti Disability Rights Centre & CRY) had introduced the Right to Read Campaign in Kolkata last November. The programme was hosted by National University of Juridical Sciences (NUJS) where Nirmita Narsimhan from CIS and Rahul Cherian of Bookbole were present. Senior academicians like Dr. S. Das, Vice chancellor, University of Calcutta, Senior Journalists from The Telegraph as well as the Principal of Blind Boys Academy participated in a panel discussion and interacted with the audience which comprised of BPOs, DPOs, NGOs and students.

In continuance with the programme, an awareness raising event is being organised in the famous Kolkata International Book Fair on 6 February 2010. The volunteer group will be meeting in front of the Publishers Guild office at 2 p.m. Different Disability groups are expected to join them there—they will tour the entire Book Fair complex, with posters and leaflets, and end the tour in front of the Publishers Guild Office. The campaigners will then give a memorandum to the officials of the Guild.

More than one lakh people visit Kolkata Book Fair every day, so please join us to bring in awareness on non- availability of books for the print impaired.

ICT, transaction cost and development: The flip side

Abstract

The main observation is that the connectivity matters if and only if it connects the right way. The danger of being at the flip side looms large, if connected wrong way.

The conclusion is based on a rigorous theoretical understanding of the role of network technology in general and ICT in particular for augmenting the process of social and economic transformation. The theoretical framework also allows us to discover the danger of flip side of the network technology, and tells us that it is not always hunky-dory between ICT (or any network technology for that matter) and social and economic backwardness. Colonial plundering was possible through the adoption of network technologies in colonies.

ICT is believed to contribute to economic development by reducing the transaction and information cost associated with any economic activities. Transaction cost arises when transactions are made away from the market. There are two streams of arguments here; one, that suggests minimisation of transaction cost as means towards economic efficiency, and the other that considers the act of transactions away from the market is actually the process of value creation of a capitalist enterprise. We argue that both the arguments can be synchronised by partitioning the transaction costs in two broad components of production activities, namely, production (the value creation component, where in lies profit) and procurement. It is in the latter component where transaction cost can be minimised for efficiency, whereas in case of former transaction cost is created by a value creating capitalist enterprise. In reality both the processes are concurrent, and one complements the other.

It is this comprehensive perspective that enables us a fresh look at the ongoing programmes, and, therefore a general observation that ICTisation in less developed economies in effect make market operations friendlier for the capitalist ventures or inroads in the marginal economies, and create new varieties of distortions in the system. We call this distortion – the flip side of ICTisation, because in the absence of factors that enable make use of connectivity for economic and social gains, the marginalised population of a marginal economy runs the risk of falling in to a new dynamics of exploitation.

Profile of Prof. Pradosh Nath

An economist working on issues related to applications of science and technology for social and economic development. He is a scientist at National Institute of Science Technology and Development Studies (NISTADS), New Delhi. At present affiliated to the Centre for Culture Media and Governance, Jamia Millia University, New Delhi as Senior Research Fellow, ICSSR, New Delhi. His present research interest is in the area of application of ICT for social and economic development of the marginal economies. He has published widely in both national and international journals. He has co-authored two books and edited another. He has worked as consultant for IDRC, Canada, WAITRO, Copenhagen, Denmark, and ITU, Geneva. He has been the coordinator of the WAITRO sponsored international programme on ‘Knowledge management for R&D organisation’ conducted in different countries in Asia and Africa.

Right to Read Campaign - Kolkata

The nationwide Right to Read campaign which began with its first road show at Loyola College, Chennai is now having its second road show at the West Bengal National University of Juridical Sciences, Kolkata. There will be half day events with publicity. Events shall comprise presentations, debates and demonstrations, book reading sessions and stalls where various accessibility tools will be demonstrated.

Problem Statement

Millions of Indians are unable to read printed material due to disabilities. There are technologies available which can help them read print if the material is converted into an alternate format such as large print, audio, Braille or any electronic format. While the Indian constitution guarantees the “right to read” as a fundamental right, the copyright regime does not permit the conversion of books into accessible formats for the benefit of persons with print impairment, as a result of which a “book famine” is created. International conventions that India is a party to specifically require India to amend its copyright laws for the benefit of persons with disabilities and to make available information and material to persons with disabilities on an equal basis as others. Publishers also do not make books available in accessible formats as a result of which less than 0.5% of books are available in accessible formats in India. As a result persons with print impairments get excluded from the education system and it impacts their career choices.
In addition to this, there are no national Policies or action plan to ensure that publications in accessible formats in all Indian languages are available to persons with print disabilities all over the country.

The Right to Read Campaign - Chennai

A nationwide Right to Read campaign began with road shows in the four metro cities of India and was then carried on in other cities. The events comprised of presentations, debates and demonstrations, book reading sessions and setting up of stalls where various accessibility tools were demonstrated. The first road show was held in Loyola College, Chennai on 26th September, 2009.

The Problem Statement

Millions of Indians are unable to read printed material due to disabilities. Technologies are in place which can help them read printed matter if the material gets converted into alternate formats such as large print, audio, Braille or other electronic formats. Whereas the Constitution of India declares “right to read” a fundamental right, the provisions of the Indian Copyright Act, 1957 does not permit conversion of books into accessible formats for the benefit of persons with print impairment, as a result of which a “book famine” is created. International conventions to which India is a signatory to specifically requires it to amend its copyright laws for the benefit of persons with disabilities and make available information and materials to persons with disabilities on an equal basis as others.

Publishers too do not make books available in accessible formats as a result of which less than 0.5 per cent of books are available in accessible formats in India.
