My Bubble, My Space, My Voice workshop - Perspective and future

The second workshop for the “Digital Natives with a Cause?” research project named “My Bubble, My Space, My Voice” took place at the Link Center of Wits University, in Johannesburg, South Africa from 6 November 2010 to 9 November 2010. Samuel Tettner, Digital Natives Co-cordinator shares his perspective on the workshop.

The workshop was organized by the Center for Internet and Society, Bangalore in partnership with Hivos, Netherlands and put together with indispensable help from The African Commons Project

. The workshop saw the coming together of 21 people, in the age bracket of 20 to 35, from eight African countries, South Africa, Zimbabwe, Nigeria, Uganda, Rwanda, Morocco, Egypt and Kenya.

They came in answer to a call; they came because they all felt they were represented in some way or manner by one term whose simple nature hides a myriad of socio-cultural nuances: Digital Native. They came thinking these nuances were going to be explained to them, and they were wrong. The spirit of the workshop can be summarized in one moment, where one Kenyan participant Simeon Oriko commented after a bar camp session: “I have more questions than I came in with!” Some of these questions were: "Who is a Digital Native?" "What is a cause" " What is the difference between information and knowledge" "How can a globalized world account for questions of indigenous cultural productions" " What are the necessary skills to use the internet" " How can the effects of an online campaign be assessed" and "is the information age a revolution"?

They, who at first so adamantly claimed to be digital natives, found themselves question their assumptions and the labels assigned to them externally. Through a series of informal and unconference style engagements, participants were able to reflect on their ideology and practice. These engagements were facilitated by a team of more experienced practitioners, Marlon Parker, Shafika Isaacs and Adam Haupt, who offered their insight and perspective to elicit relevant ideas and conversations.

The conversations centered around inquires on three focus areas: practice, politics and ideology. Through the practice of Marlon at Rlabs we learned about the key role of “champions”, or people who have a vested interest in the organization and are instrumental in crafting progress. Marlon also facilitated a group activity in which participants broke into small sub-groups and had discussions around five process-related keywords: Mobilization, Representation, Awareness, Campaign, and Network Building.

We discussed politics with Adam Haupt who made us aware that the use of technology for social change is not a practice which originates in the information age, as exemplified by South African hip-hop artists who utilized mix tapes to spread socially conscious messages. Adam's presentations inspired participants to think of words that described their perspective and then break into groups, in an activity called "birds of a feather". In these groups, participants were able to discuss back and for about common ideas and identify differences in practice.

Lastly, we discussed ideology and the power of having strongly strucutred convictions, dreams and ideals with Shafika Isaacs who invited us to frame our journey with technology in our respective projects through a 2-2 Matrix: Dream, Design, Discover and Destiny. Post the workshop, participants have started pouring their perspectives, stories and anecdotes on the website. At the time of this writing, they have already started pouring all this new knowledge onto the website: congealing new perspectives derived not only from their own practice but also form shared lessons, within this workshop and as connected with the Asian workshop which took place in Taiwan. Some of these new perspectives will help us to better understand many questions about digital natives, many others will provide insight into the knowledge gaps identified by Sunil Abraham and Nishant Shah.

If I have learned something from my experience with the Digital Natives project so far is that the idea that young people who utilize technology are doing so for self-gratifying reasons, are selfish and immature, and are disengaged from the political context is not simplistic but plain wrong. At least some considerable portion is motivated and engaged with their respective social and political context. Through their practice they are challenging previously established conceptions and are creating their own definitions of engagement. I now see it as crucial to the future of our information society to listen to these people and provide them with the necessary platforms and support so that they can have the positive impact they so want to achieve and strive for.

Mumbai Takes Note of Sexting, the Seamier Side of Texting

When Chitra started getting SMSs and emails laced with sexual innuendoes from an unknown individual, she didn't tell her mother or rush to the police. The 21-year-old grew so despondent that she dialed a psychologist for help. This article was published in the Times of India on June 19, 2011.

But last week, a 17-year-old student of L S Patkar College in Goregaon didn't react like Chitra (name changed) did when she got lewd SMSs from her teacher. The teenager approached the police and got her computer hardware teacher, Rahul Sarangle, arrested. Sarangle was subsequently released on bail, but not before Mumbai had sat up and taken note of the seamier side of texting or sexting as it is known.

Sexting is, in simple terms, text messages with a sexual overtone. It's not new; in fact, every state in the US has worked out guidelines and laws to keep a check on unsolicited sexting, especially when children are the recipients. The American Academy of Pediatrics has coined a definition: "Sending, receiving, or forwarding sexually explicit messages, photographs, or images via cell phone, computer, or other digital devices."

Sexting has been at the forefront of news and online search engines due to the 20-day drama of US Congressman Anthony Weiner, who resigned on Friday after it emerged that he had sent explicit pictures of himself to six women using various online tools.

The moot question is why do men such as lecturer Rahul Sarangle or politicians like Anthony Weiner sext when it can be easily traced back to them?

Experts said unsolicited sexting is about sex and perversion. Psychiatrist Dr Harish Shetty said, "Such sexting occurs when the mind is obsessed; sexual thoughts are supreme and reasoning fails." He believes that a person who sexts also feels a sense of power. "The person's fingers work faster than the vocal cords. In such individuals, rational thought that should stop such urges seems paralysed," said Dr Shetty.

Said psychologst Hingoranney, "Some people are obsessed with sex or have supressed sexuality problem. They would derive sadistic thrills by sexting."

India is not without its share of sexting tales; the most infamous being the widely circulated MMS of two Delhi high school students in 2004. Said Nishant Shah, director (research) of the Bangalore-based Centre for Internet & Society, "Sexting is essentially about mobile phones. While there is no study in India on sexting, it's obvious from our sessions with youngsters that sexting is a part of the new communication patterns emerging among young people."

At times, sexting can have disastrous outcomes. While Chitra is a nervous wreck who feels she may have invited the sexts with her behaviour, American teen Jessica Logan committed suicide in 2008 after her ex-boyfriend circulated nude pictures that she had earlier in their relationship MMSed him. Shah said, "During our research in Bihar, we came across youngsters in Bihar who have suffered a great deal when an older family member read SMSs that they had sent." Any SMS to a male friend could be misconstrued as sexting in non-metro parts of India, he added.

All experts said that measures should be taken by families, schoolscolleges and society at large to protect youngsters from the ills of sexting. "Victims could feel shocked, violated and frightened,'' said Dr Shetty. "The words jump from the screen bringing a deep sense of disgust and a feeling of pain. The experience may be converted to bad memories if counseling is not done.''

Methods for Social Change

On this brief introduction, I outline the main targets of my research project for CIS and the HIVOS Knowledge Program. As a response to the thought piece ‘Whose Change is it Anyway’ I will explore civic engagement among middle class youth over the course of the next 9 months by interviewing change makers and collectives that are part of multi-stakeholder projects in Bangalore.

Why look at the civic engagement of digital natives?

Some of the main knowledge gaps in the literature revolve around understanding the type and extent of political motivation and engagement of citizens (Fowler and Biekart, 2011) and how these motivations translate into sustainable and meaningful participation (Cornwall and Coelho, 2007) in the public space. Having the digital platforms as a space of participation, expression and experience (Cornwall and Coelho 2007, Pleyers, 2012) is necessary but insufficient infrastructure for civic engagement. It is the equivalent of building highways to improve the mobility and communication transactions of a community, disregarding the extent to which it connects the interests, knowledges and identities of those who transit these roads. Through the ‘Methods for Social Change’ project I want to explore the different factors behind building a strong sense of citizenship and sustained civic engagement through technology-mediated change practices.

The project seeks to respond to the questions around change-making raised in the thought piece 'Whose Change is it Anyway?', as part of the Making Change project. One of the main challenges today is how to move beyond the ‘spectacle’ created around digitally mediated change. The third axis of the piece specifically refers to what Shah calls the ‘spectacle imperative’, and suggests us to take a look at the less visible, undocumented narratives that are currently shaping change. Maro Pantazidou also makes the distinction between mass events and every-day practices of change; an interesting complement to Shah’s critique. Both frame ‘spectacle’ events that signal change in the public space as frequently short-lived instances of change, that lack a strong foundation to carry the “revolution” forward through every-day behaviour and practices.

This is not to say I am discrediting the impact of visibility of mass event citizen action. Change must be tackled from different fronts; whether it is by occupying the social imaginary through highly visible displays of civil disobedience or by tackling smaller community battles. However, according to John Gaventa and Gregory Barrett and their findings on mapping the outcomes of citizen engagement, there must be two elements to sustain activism culture: a) the presence of informed active citizens in the movement and b) practicing prefigurative activism, which is establishing horizontal democratic values in the internal organization of this movement. In other words, one of the ways to move beyond the ‘spectacle’ paradigm in citizen action, is through embedding civicness and solidarity networks in its citizens. Hence, my research will be based on the hypothesis that in order to make a transition from spectacle to quotidian activism, change practices must be infused with citizenship-building methods and the negotiation of the citizen identity in public and private spaces.

Who, Where and How

From this proposition, there are three areas to be explored:

First, the profile of our change agents. The population interacting with political and social issues through digital technologies is a very specific and privileged demographic. This group, assuming motivation and disposition, must count with the corresponding access and resources to act. As brought up in the Mapping Digital Media: India Report, recently published by the Open Society Foundation, middle class activism is not only on the rise but is currently experiencing the highest visibility when compared to political and social activism. This is the case not only for India but also for emerging economies in the Global South where the internet penetration rate is very much related to socio-economic status as well as to the urban-rural divide. Shah refers to this as the gentrification of contemporary politics and it is one of the core poignant critiques of his piece.

However, it also leads to the question of how to channel the resources and privileged accessibility of this group for the 'greater good'. Instead of focusing on the problematic behind this power inequality, I would like to look at how this group is using these resources to create partnerships that allows them to disseminate knowledge, awareness and confidence to other citizens; the formula behind strong citizenship and willingness to act according to Gaventa. This underscores the need for a mapping exercise that looks at the Indian political and social context in Bangalore and India, and identify the main challenges and opportunities to build citizenship and engagement among the middle class.

Second, the spaces where responsible citizenry must be instilled. As mentioned above, one of the main questions is how to translate the horizontal values of pre-figurative activism proposed by Gaventa into the horizontal forms of organization at the community level proposed by Pantazidou. The latter claims that establishing solidarity networks fights citizen alienation by providing a sense of belonging and adds that in order to strengthen these communal relations, citizens must be fully active, present and available in the social arena. In this respect, the possibilities for collaboration through online tools are grand for activism. Online tools and net-ability as pointed out by Fowler and Biekart in their exploration of post-2010 trends in activism, increase connected solidarity and collective consciousness, which are paramount for engaging the populace with its civic duties both in the community as in the larger public space.

Nevertheless, digital tools remain neutral in the question of how to translate it into sustainable every-day practices for change. In order for online engagement to be truly sustained it must be backed up by a solid offline community that carries this lifestyle forward; a question at the backbone of this research. I will be looking at individuals and collectives from different fields that build partnerships to create positive and sustainable change in Bangalore and India. The objective is to see how further collaboration between change agents translates to the ground level by bringing new groups of people, with different skill sets, lenses and networks into the field of social change. Another interesting possibility is exploring whether these new amalgams of change practices prove to be more enticing and provoking for the 21st century citizen.

Along these lines, the methods utilized to engage this group will be the third area of research. Although the prevalence of the ‘spectacle’ blurs the lines between engaging in meaningful civicness and succumbing into the fad of ready-made activism, it would be interesting to look at what makes the ‘spectacle’ appealing and borrow some of those elements to improve advocacy practices. As outlined in the piece, events of change now seem to demand three characteristics to be effective: legibility, intelligibility and accessibility. Creating an image following these criteria provides the message a degree of visibility and clarity that enables its recognition and further amplification through digital technologies.

Therefore, the final research goal is to explore multi-stakeholderism and its potential to enhance visibility for social change. Identify artists, graphic designers, start-ups, entrepreneurs and collectives who are remixing their skills with technology to revisit the question of impact and influence on their audience. I would like to test whether Pleyers’ thesis on the cross-fertilization of activisms also applies to strategie and analyse whether this approach helps overcome the limitations of each tactic, foster ownership by different stakeholders and ultimately empower citizens. Furthermore, as part of a generation that is highly stimulated by the 'visual', I am curious to see how the role of aesthetics and inter-disciplinary collaboration behind middle class activism unfolds. Particularly in Bangalore, a crossroads of technology, activism and creativity, innovation is becoming a praxis norm among change makers. What is left to explore is the extent to which this creative ecosystem can produce and attract the apathetic citizen into the camp of sustainable civic action.

Meet the Web 2.0 Suicide Machine

Digital Natives live their lives differently. But sometimes, they also die their lives differently! What happens when we die online? Can the digital avatar die? What is digital life? The Web 2.0 Suicide machine that has now popularly been called the 'anti-social-networking' application brings some of these questions to the fore. As a part of the Hivos-CIS "Digital Natives with a Cause?" research programme, Nishant Shah writes about how Life on the Screen is much more than just a series of games.

In the new year, 2010, one of the most startling stories was of mass suicides. About 50,000 people were affected. Legal cases were filed. The interwebz were abuzz with the tale of how they did it. There was talk about a website that was responsible for this. The blogosphere went into a frenzy discussing the ‘new lease of life’ that these suicides provided. Videos of people caught in the act found their way onto popular video distributing spaces. And for everybody who talked about it, it was partly a joke and partly a gimmick. However, for a significant population, across the globe, the news came as a shock and a moment of self-reflection.

Meet the Web 2.0 Suicide Machine. It is a simple online machine which helps people commit digital suicide by destroying their digital identities on popular social networking sites like Facebook, Twitter, LinkedIn and Myspace. It is software that deletes every single transaction which you may have ever performed in your digital avatar. Messages sent to and received from friends, stored notes, results of viral quizzes, pictures of the last party that you attended, status messages describing state of mind, high scores and social assets on social networking games, links shared, videos uploaded – everything gets deleted, allowing you one last chance to re-live your digital life before it locks you out of the 2.0 web for once and for all. To many this might sound funny, but for the people, whose lives are lived, stored, shared and experienced in the online spaces that Web 2.0 has developed.

We find them in universities and colleges, multitasking, preparing a classroom presentation while chatting with friends and keeping track of their online gaming avatars. We encounter them in offices, glued with equal passion, to dating or social networking sites, and moderating geek mailing lists. We chance upon them in homes and bedrooms, sharing the most private and intimate details of their lives using live cam feeds and audio/video podcasts. If these images are familiar to you, you have encountered a digital native. It might have, recently, been a ‘child’ who knows how to use the mobile phone more effectively than you do, or a teenager who can connect your machine online while thumb typing on the cell phone, in a language which is not very familiar to you. It could also be the saucy colleague in office, who is always on the information highway, making jazzy presentations and animations or playing games with their virtual avatars, or the taxi driver who has learned the power of GPS maps or even the chaiwallah around the corner who uses his mobile phone to download new music and conduct a romantic affair.

These techno-mutants are slowly, but surely taking over the world. By the end of 2010, the global youth population will be about 1.2. Billion and 85 per cent of it will be in the developing countries of the world, growing up with digital and Internet technologies as an integral part of their life. They might not be a significant number now, but they are going to be the citizens of the future, taking important decisions about the destinies of nations and states, creating businesses and running economies, educating young learners and shaping public opinions. And they are learning the fundamentals of these actions in their online interactions on Web 2.0 spaces using digital tools to morph, mobilise, mutate, and manage their social, cultural and political lives and identities. It is of these people that this column writes of – people who are marked by digital and Internet technologies in strange and unprecedented ways.

The Centre for Internet & Society (CIS) welcomes you to the fifth issue of its newsletter for 2013. We bring you an overview of our research, report of events held by us and announcement of upcoming ones, events we participated in, and recent media coverage.

Celebrating 5 Years of CIS
CIS is now 5 years old and we just celebrated this by holding an open exhibition in our offices in Bangalore and Delhi from May 20 to 23, showcasing our work and accomplishments over the period. We had about 170 visitors from the general public coming in to our office. Renowned artists like Tara Kelton, Kiran Subbaiah, Navin Thomas, Abhishek Hazra and Sharath Chandra Ram exhibited their work. The four day event attracted press coverage: Bangalore Mirror (May 18, 2013), DNA (May 19, 2013), Hindu (May 22, 2013), Prajavani (May 23, 2013), Udayavani (May 25, 2013) and Bangalore Mirror (May 31, 2013). Google Policy Fellowship
CIS is inviting applications for the Google Policy Fellowship programme. Google is providing a USD 7,500 stipend to the India fellow who will be selected by July 1, 2013. The Fellowship focus areas include Access to Knowledge, Openness in India, Freedom of Expression, Privacy, and Telecom. Send in your applications for the position by June 15, 2013.

Accessibility

CIS is doing two projects in partnership with the Hans Foundation. One is to create a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India and another for developing a screen reader and text-to- speech synthesizer for Indian languages. CIS is also working with the World Blind Union and other similar organisations to develop a Treaty for the Visually Impaired helped by the WIPO:

Access to Knowledge and Openness

The Wikimedia Foundation awarded CIS a two year grant of INR 26,000,000 to support and develop the growth of Indic language communities and projects by community collaborations and partnerships. This is being carried out by the Access to Knowledge team based in Delhi. CIS is also doing a project (Pervasive Technologies) on examining the relationship between production of pervasive technologies and intellectual property. CIS also promotes openness including open government data, open standards, open access, and free/libre/open source software through its Openness programme.

Access to Knowledge (Wikipedia)
Beginning from September 1, 2012, Wikimedia Foundation awarded CIS a two-year grant of INR 26,000,000 to support and develop free knowledge in India. The A2K team consists of three members based in Bangalore: T. Vishnu Vardhan, Dr. U.B. Pavanaja and Subhashish Panigrahi and one team member Nitika Tandon who is working from Delhi office. Noopur Raval, Programme Officer has left the organisation. April 24, 2013 was her last working day.

The Internet Governance programme conducts research around the various social, technical, and political underpinnings of global and national Internet governance, and includes online privacy, freedom of speech, and Internet governance mechanisms and processes. We began two new projects earlier this year. The first one, with Privacy International, London to facilitate research and events around surveillance, and freedom of speech and expression and the second one with Citizen Lab, Munk School of Global Affairs, University of Toronto on mapping of cyber security actors in South Asia and South East Asia:

Knowledge Repository on Internet Access
CIS in partnership with the Ford Foundation is executing a project on Internet Access. It covers the history of the internet, technologies involved, principle and values of internet access, broadband market and universal access and will touch upon various polices and regulations which has an impact on internet access and bodies and mechanism which are responsible for formulation policies related to internet access. Analysis of the Copyright (Amendment) Bill 2012
Pranesh Prakash
There are some welcome provisions in the Copyright (Amendment) Bill 2012, and some worrisome provisions. Pranesh Prakash examines five positive changes, four negative ones, and notes the several missed opportunities. The larger concern, though, is that many important issues have not been addressed by these amendments, and how copyright policy is made without evidence and often out of touch with contemporary realities of the digital era. Op-ed in Indian Express

Copyright Madness (Lawrence Liang and Achal Prabhala, Indian Express, May 22, 2012): India’s Copyright Act allows owners of content the right to prevent infringement through the use of injunctions, but these injunctions have to be narrowly construed and applied only to specific instances of infringement. This is to say, take down the infringing video, not the whole website, and don’t intimidate the host. When injunctions threaten freedom of speech and expression, then free speech should necessarily trump copyright claims — and the courts cannot be used as convenient shopping forums for maladies that don’t exist.

Cancel the Subscription (Prof. Subbiah Arunachalam, Indian Express, May 8, 2012): It has been a slow but steady move to make scholarship freely available... In India, though, there appears to be very little enthusiasm among the leaders of the science establishment. Neither the office of the principal scientific adviser nor the department of science and technology seems to have shown any interest in mandating open access to taxpayer-funded research. The National Knowledge Commission has recommended mandating open access to all publicly funded research, but it is not clear who will implement the recommendation. Right now, it is left to individuals to promote open access in India.

Google Policy Fellowship

Google Policy Fellowship Programme: Call for Applications: CIS is inviting applications for the Google Policy Fellowship programme. Google is providing a USD 7,500 stipend to the India Fellow, who will be selected by August 15, 2012. The focus areas for the present fellowship programme include Access to Knowledge, Openness in India, Freedom of Expression, Privacy, and Telecom. The duration of the fellowship will be for about ten weeks starting from August 2012 upto October 2012. CIS will select the India Fellow. Send in your applications for the position by June 27, 2012.

Citizen Action

Resisting Revolutions: Questioning the Radical Potential of Citizen Action (Nishant Shah, Development, Volume 55, Issue 2, May 2012): In this peer reviewed journal article, Nishant Shah looks into the radical claims and potentials of citizen action that have emerged in the last few years. He seeks to show how citizen action is not necessarily a radical form of politics and that we need to make a distinction between Resistances and Revolutions. It locates resistance as an endemic condition of governmentality within a State–Citizen–Market relationship and shows how it often strengthens the status quo rather than radically undermining it. He examines a campaign against corruption in India to see how the dissonance between the claims of the future and the practices of the present is produced in citizen action.

Course

Building Knowledge and Capacity around Telecommunication Policy in India: Ford Foundation has given a grant of $200,000 to CIS to build expertise in the area of telecommunications in India over a period of two years. The project involves creating a repository comprising information about telecommunications related issues and policies and online course materials designed for a multi-stakeholder audience, organising interactive public lectures and workshops around the country to disseminate information on telecom issues and using traditional and new forms of media to disseminate information to academia, civil society, policy makers and the general public.

Digital Natives with a Cause?

Digital Natives with a Cause? is a knowledge programme initiated by CIS and Hivos, Netherlands. It is a research inquiry that seeks to look at the changing landscape of social change and political participation and the role that young people play through digital and Internet technologies, in emerging information societies. Consolidating knowledge from Asia, Africa and Latin America, it builds a global network of knowledge partners who want to critically engage with the dominant discourse on youth, technology and social change, in order to look at the alternative practices and ideas in the Global South. It also aims at building new ecologies that amplify and augment the interventions and actions of the digitally young as they shape our futures.

Accessibility

Estimates of the percentage of the world's population that is disabled vary considerably. But what is certain is that if we count functional disability, then a large proportion of the world's population is disabled in one way or another. At CIS we work to ensure that the digital technologies, which empower disabled people and provide them with independence, are allowed to do so in practice and by the law. To this end, we support web accessibility guidelines, and change in copyright laws that currently disempower the persons with disabilities.

Internet Governance

Although there may not be one centralized authority that rules the Internet, the Internet does not just run by its own volition: for it to operate in a stable and reliable manner, there needs to be in place infrastructure, a functional domain name system, ways to curtail cyber crime across borders, etc. The Tunis Agenda of the second World Summit on the Information Society (WSIS), paragraph 34 defined Internet governance as “the development and application by governments, the private sector and civil society, in their respective roles, of shared principles, norms, rules, decision-making procedures, and programmes that shape the evolution and use of the Internet.” Its latest endeavour has resulted into these:

CDT Provides Answers to Questions on Internet Neutrality

CIS is doing a project, ‘Privacy in Asia’. It is funded by Privacy International (PI), UK and the International Development Research Centre, Canada and is being administered in collaboration with the Society and Action Group, Gurgaon. The two-year project commenced on 24 March 2010 and will be completed as agreed to by the stakeholders. It was set up with the objective of raising awareness, sparking civil action and promoting democratic dialogue around challenges and violations of privacy in India. In furtherance of these goals it aims to draft and promote over-arching privacy legislation in India by drawing upon legal and academic resources and consultations with the public.

The growth in telecommunications in India has been impressive. While the potential for growth and returns exist, a range of issues need to be addressed for this potential to be realized. One aspect is more extensive rural coverage and the second aspect is a countrywide access to broadband which is low at about eight million subscriptions. Both require effective and efficient use of networks and resources, including spectrum. It is imperative to resolve these issues in the common interest of users and service providers. Right to Read in the European Parliament: A Report
The European Blind Union and the Transatlantic Consumer Dialogue supported an event sponsored by seven MEPs in the European Parliament to discuss the way forward for EU to support the Treaty for the Blind, Visually Impaired and Other Reading Disabled which has been proposed at the World Intellectual Property Organisation by Brazil, Mexico, Ecuador and Paraguay.

The 2010 Special 301 Report Is More of the Same, Slightly Less Shrill Pranesh Prakash examines the numerous flaws in the Special 301 from the Indian perspective, to come to the conclusion that the Indian government should openly refuse to acknowledge such a flawed report. He notes that the Consumers International survey, to which CIS contributed the India report, serves as an effective counter to the Special 301 report.

Exceptions and Limitations in Indian Copyright Law for Education: An Assessment
This paper examines the nature of exceptions and limitations in copyright law for the purposes of the use of copyrighted materials for education. It looks at the existing national and international regime, and argues for why there is a need for greater exceptions and limitations to address the needs of developing countries. The paper contextualizes the debate by looking at the high costs of learning materials and the impediment caused to e-learning and distance education by strong copyright regimes.

Technological Protection Measures in the Copyright (Amendment) Bill, 2010
In this post Pranesh Prakash conducts a legal exegesis of section 65A of the Copyright (Amendment) Bill, 2010, which deals with the stuff that enables 'Digital Rights/Restrictions Management', i.e., Technological Protection Measures. He notes that while the provision avoids some mistakes of the American law, it still poses grave problems to consumers, and that there are many uncertainties in it still.

The Centre for Internet & Society (CIS) welcomes you to the third issue of its newsletter for the year 2013. In this issue we bring you an overview of our research programs, updates of events organised by us, events we participated in, news and media coverage, and videos of some of our recent events.

Accessibility

CIS is doing two projects in partnership with the Hans Foundation. One of this is to create a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India and another is for developing a screen reader and text-to- speech synthesizer for Indian languages. CIS is also working with the World Blind Union and many other organisations to develop a Treaty for the Visually Impaired helped by the WIPO:

The Lakshadweep Chapter (by Anandhi Viswanathan, March 25, 2013): The union territory of Lakshadweep has not passed any legislation for persons with disabilities, but implements the provisions under the central laws. The benefits currently available to persons with disabilities in Lakshadweep include disability pension, unemployment allowance and grant for setting up kiosks.
The Meghalaya Chapter (by Manojna Yeluri, March 25, 2013): Meghalaya is one of the few north-eastern states, which has appointed a Commissioner for Disabilities. Most of the schemes and benefits given to persons with disabilities in Meghalaya are under centrally sponsored schemes. Very few schemes are initiated by the state government.
The Uttar Pradesh Chapter (by Manojna Yeluri, March 31, 2013): The Government of Uttar Pradesh has established shelter homes and vocational training centres in several parts of the states — most recently in Meerut, Bareilly and Gorakhpur. It has also undertaken to finance nearly 4340 corrective surgeries for polio across nine cities of Uttar Pradesh. It also intends to start several projects in 2013. These include the establishment of a Braille Press in order to produce Braille books, magazines and other study material.

Information about Schemes for Disabled Persons in Haryana We received this notification on schemes and policies for persons with disabilities from the Government of Haryana.
Haryana Government Notification (Hindi version): The notification that we received from the state government was in Hindi. We will put up the English translation soon.
West Bengal (Govt) Notifications: We received a series of notifications from the West Bengal Government from its various departments such as finance, higher education, transport, health and family welfare, labour, land and land reforms, panchayats and rural development, etc. OCR versions of the same have been published.
Lakshadweep (Govt) Notifications: Notifications received from the Lakshadweep Government including guidelines for functioning of KIOSKS, grant of unemployment allowance and special jobs to persons with disabilities, issuing identity card to persons with disabilities for availing government benefits, etc., are published. OCR versions have also been put up.

Access to Knowledge and Openness

Wikipedia

Beginning from September 1, 2012, Wikimedia Foundation awarded CIS a two-year grant of INR 26,000,000 to support and develop free knowledge in India. The A2K team consists of four members based in Delhi: T. Vishnu Vardhan, Nitika Tandon, Subhashish Panigrahi and Noopur Raval, and one team member Dr. U.B. Pavanaja who is working from Bangalore office.

Indic Wikipedia Visualisation Project

Visualising Basic Parameters (by Sajjad Anwar and Sumandro Chattapadhyay, March 26, 2013): Sajjad and Sumandro bring you a visualisation of the growth of Indic Wikipedia in this first post on Indic Wikipedia Visualisation project. They look into the different aspects of the past and present activities of Indic Wikipedias, and divide the visualisation into three different focus areas: (1) basic parameters, (2) geographic patterns of edits, and (3) exploring the topics that receives the greatest number of edits.

It was organized by UNDP Iraq in Amman, Jordan from October 18 to 23, 2012. Sumandro Chattapadhyay shares with us the developments from the workshop held over five days.

Upcoming Events

Pig Workshop (organized by HasGeek, Alchemy Solutions, Domlur, Bangalore, 9.00 a.m. to 6.00 p.m.): A workshop on how to use Pig for mining useful information from data. It is open to programmers who have a background in Java programming, some familiarity with Hadoop and MapReduce algorithms, and have worked with large chunks of data.

Internet Governance

The Internet Governance programme conducts research around the various social, technical, and political underpinnings of global and national Internet governance, and includes online privacy, freedom of speech, and Internet governance mechanisms and processes. Currently, CIS is doing a project with Privacy International, London to facilitate research and events around surveillance, and freedom of speech and expression.

Draft Human DNA Profiling Bill (April 2012): High Level Concerns (by Elonnai Hickok, March 12, 2013). The post examines the high level concerns that CIS has with the April 2012 draft of the Bill.
Human DNA Profiling Bill 2012 Analysis (by Jeremy Gruber, Council for Responsible Genetics, US, March 19, 2013). Jeremy provides an analysis of the Human DNA Profiling Bill, 2012. He says that India’s updated 2012 Human DNA Profiling Bill offers largely superficial changes from its predecessor, the Draft DNA Profiling Bill, 2007.

The Privacy (Protection) Bill 2013: A Citizen's Draft (by Bhairav Acharya, March 26, 2013). Bhairav Acharya has drafted the Privacy (Protection) Bill 2013. It contains provisions that speak to data protection, interception, and surveillance and also establishes the powers and functions of the Privacy Commissioner, and lays out offenses and penalties for contravention of the Bill. The Bill represents a citizen's version of possible privacy legislation for India, and will be shared with key stakeholders including civil society, industry, and government.

Knowledge Repository on Internet Access

CIS in partnership with the Ford Foundation is executing a project on Internet Access. It covers the history of the internet, technologies involved, principle and values of internet access, broadband market and universal access and will touch upon various polices and regulations which has an impact on internet access and bodies and mechanism which are responsible for formulation policies related to internet access. Research

New series from RAW, new Clusters now Online!

From 2012 to 2015, the RAW series will build research clusters in the field of Digital Humanities. The Digital will be used as a way of unpacking the debates in humanities and social sciences and look at the new frameworks, concepts and ideas that emerge in our engagement with the digital. We hope to build knowledge networks and production of new knowledge around questions of body, governance and cultural production in the digital times that we live in. Spearheaded by experts in the field of science, technology, society and culture the clusters aim to produce and document new conversations and debates that shape the contours of Digital Humanities in Asia.

Locating the Mobile: An Ethnographic Investigation into Locative Media in Melbourne, Bangalore and Shanghai

As yet we know little about the impact locative media is having, and will have upon people’s livelihoods and identity, or on public policy around privacy, identity, security and cultural production. Discourse in the field has opened up questions of art, innovation and experimentation. But there is a dearth of nuanced research on locative media that provides in-depth, contextual accounts of its socio-cultural and political dimensions. Not much work has been conducted into locative media as it migrates from art to the ‘messy’ area of everyday. The project seeks to address this knowledge gap by studying locative media in Bangalore, Melbourne and Shanghai.

Interface Intimacies

Users of technologies often express their engagement with technologies in affective terms. The interfaces that we see all around us constantly deflect our attention, emotions and desires on to different surfaces, creating flattened universes with the promises of deep immersion. Digging deep into interfaces, to examine peoples’ relationships with the digital interfaces around them the research cluster examines: What are the affective relationships that people have with their interfaces? What goes into anthropomorphising an interface? What are the larger politics of labour, performance and ownership that surround interface design? What are the ways in which people simulate presence and connections through their interfaces? How is the human presumed in computer-human interface design? What aesthetic and political moves are we witnessing with the rise of interface mediated publics? What and who is made opaque when interfaces become transparent? When interfaces get distributed, what are the possibilities and potential for art, theory and practice to move into new forms of politics?

Habits of Living: Global Networks, Local Affects
Wendy Chun (Professor, Brown University), Kelly Dobson, (Chair, Digital + Media, RISD, Providence), Matthew Fuller, David Gee (Reader in Digital Media, Center for Cultural Studies, Goldsmiths College, University of London) and Eivind Rossaak, (Associate Professor, Department of Research, National Library of Norway, Oslo).
This is a global collaborative project to renew the conceptual power of networks. It concentrates on changing the habits of living. The Department of Modern Culture and Media at Brown University will be an important locus. Habits are crucial to understanding networks not simply as broad organizational structures but also as structures created through constant actions that are both voluntary and involuntary.

Who’s the Everyday Digital Native? A global video contest finds the answer!
CIS and Hivos are excited to announce the top five videos. The finalists will each win EUR 500. According to Nishant Shah, the 12 video proposals show that the everyday digital native does not wake up in the morning and think, ‘today I will change the world’. Yet, in their everyday lives, when they see the possibility of producing a change in their immediate environments, they turn to the digital to find networks that can start a change.

ITU Tutorial on Audiovisual Media Accessibility (India International Centre, New Delhi, March 14 to 15, 2012): At the invitation of the Centre for Internet and Society, in cooperation with the ITU-APT Foundation of India, International Telecommunication Union organized a two-day Tutorial on Audio Visual Media Accessibility. The Tutorial was preceded by the fourth meeting of the Focus Group on Audio Visual Media Accessibility on March 13, 2012. Sunil Abraham participated in the event and was the Master of Ceremony on Day 1, March 14, 2012.

Expert Meeting on Freedom of Expression and Intellectual Property Rights (London, November 18, 2011): The meeting was organized by ARTICLE 19. Nineteen international scholars, experts and human rights activists met to explore the antagonistic relationship between Intellectual Property (IP) and the rights to freedom of expression and information. Pranesh Prakash was one of the participants.

Free Arduino Workshop (For Beginners): (CIS, Bangalore, March 3, 2012). The workshop drew participants such as interaction designers, artists and those enthusiastic to get started with creative projects but didn’t have prior experience with electronics. About 20 people participated in the workshop.

Rajeeve, CPI (M) MP in the Rajya Sabha from Thrissur, Kerala. We are very glad that Shri Rajeeve has moved this motion, and we hope that it gets adopted in the Lok Sabha as well, and that the Rules get defeated, notes Pranesh Prakash.

India Explores the Balance Points between Freedom of Expression, Privacy, National Security and Law Enforcement (New Delhi, March 5, 2012). Sunil Abraham participated in this closed-door meeting jointly organised with the Global Network Initiative. Issues relating to freedom of expression and privacy were discussed in the meeting.
Climate Change and Controversy Mapping (Indian Institute of Science, Bangalore, March 19 to 21, 2012). The Devechia Centre for Climate Change, the Indian Institute of Science and CIS organized a three-day workshop with Professor Bruno Latour. Doctorate students doing empirical work in various types of ecological crisis participated in the event and experimented with some of the digital tools and methods developed within the "mapping controversies" consortium.
GeekUp with Erica Hagen (CIS, Bangalore, March 1, 2012). HasGeek organized a GeekUp with Erica Hagen of the GroundTruth Initiative. Erica gave a lecture on the theme: "From Information to Empowerment: Unpacking the Equation.
Cartonama Workshop (CIS, Bangalore, March 2 and 3, 2012). HasGeek organized a hands-on training for managing and building location based services. Twenty-two participants attended the workshop.

RAW is a multidisciplinary research initiative. CIS believes that in order to understand the contemporary concerns in the field of Internet and society, it is necessary to produce local and contextual accounts of the interaction between the Internet and socio-cultural and geo-political structures. To build original research knowledge base, the RAW programme has been collaborating with different organisations and individuals to focus on its three year thematic of Histories of the Internets in India. Monographs finalised from these projects are online for peer review.

The India Game Developer Conference held at Nimhans Convention Centre on the 27th of February, 2010 was attended by Arun Menon who is working on The Gaming and Gold Project at The Centre for Internet and Society. The Developer forum brought together game developers from different sectors of the Game Production Cycle, with hardware manufacturers like Nvidia demonstrating their latest 3d technology and Software developers like Crytek and Adobe demonstrating the latest in developer tools for creating and editing games on multiple platforms.

A new collection examines how technology and issues of connectivity are shaping the lives of ‘digital natives’—and how the Net can influence social change, writes Gopal Sathe in an article published in LiveMint on September 27, 2011.

The Centre for Internet and Society, Bangalore, and The Hague, Netherlands-based Hivos Knowledge Programme recently launched a four- book collection, Digital AlterNatives with a Cause?, edited by Nishant Shah and Fieke Jansen. Jansen is the knowledge officer for the Digital AlterNatives with a Cause? Programme at Hivos. In the book, researchers look at the identities, networks, actions and role of the “digital” generation. The researchers talked to people identified as “digital natives” about the way in which the Internet has shaped the way they interact with the world. We spoke to Nishant Shah, co-founder and director-research for the Centre for Internet and Society, about the collection. Edited excerpts:

The research this book talks about is based mostly in other countries, such as Chile, Taiwan and South Africa. How does this connect to the situation in India?

The researchers looked at young people’s use of digital technologies to make changes in their immediate environments within the information landscape of the “Global South” (countries with low to medium rankings in the human development index). We were interested in looking at macro structures that would help us understand what is happening globally.

We did not impose our frameworks and concepts on the communities we were working with. Hence, we did not have the expected discussions of digital divides and digital access. What they found interesting across locations was the question of connectivity and dis-connectivity. In the ubiquitous, unforgetting world of the Internet, we leave traces all the time. This incessant connectivity can come with its own pressures, problems and repercussions, and hence there were discussions around “right to disconnect”, “right to be forgotten” and “right to be non-digital”.

In the early 1990s, there were people who did not have phones, could not make national and international phone calls and had poor communication infrastructure—that changed in less than 10 years. Instead of focusing on access and infrastructure, it became more important to look at the ways in which they shape people’s usage, behaviour, engagement with technology, and with their larger physical realities.

When we consider the “digital landscape” of India, whom are we really discussing?

Popular definitions—somebody who is born with technologies, who did not have to make a transition to digital—are inadequate to account for the realities we experience every day. We made a more inclusive identity, which gets inflected by questions of age, sex, location, class and politics, et al.

The way we understand a digital native now is somebody whose life has been significantly restructured because of their relationship with digital technologies and their ability to see the potentials of change in these technologies. Just having access to digital technologies is not enough. Their purposes, causes, ambitions, intentions are what is going to change the way they use technologies. People are not “born digital” but they “become digital” and the processes of becoming digital are more complex than merely getting access.

New devices and cheaper connections have granted access to a huge number of people—what impact has this had on people’s choices?

The “natives” belong to different communities, families and regions. They are influenced by the cultural practices in their everyday life. They depend on different structures of work for their economic survival. They live in differently marked political regimes—from the extreme liberal to the highly authoritarian. Their ways of thinking and engagement, influenced by their practices online, change the larger realities within which they live. For example, digital natives who are used to the peer-to-peer processes of knowledge production online are already changing the ways in which classroom learning is happening in schools around the country.

At the same time, the larger structures of education, literacy, economic choices, cultural productions like TV and cinema, all influence the content and expectations from the Internet as well. What really matters is how the capacities and capabilities of one medium, the digital, for example, influence and are influenced by the experiences and knowledge in the other—the physical, for instance.

Would the addition of more Indian-language content on the Internet make a difference to the digital landscape in India? Would it spur greater engagement and therefore have a bigger impact? Is this what’s holding back technologies like telemedicine and distance education?

There are many user-generated content platforms like Wikipedia and other blogging platforms like WordPress that are promoting the localization of content. It is good that we are offering some resistance to the very quick “Englification” of the online world. But with the current flow of globalization, there is no denying the fact that English is a language with the highest currency and that in our physical realities, it is getting a stronghold in our everyday practices.

The Internet is a tool, a process, a technology but not a solution. The mere presence of the Internet is not going to lead to social change. Just introducing the Internet to existing structures is only going to lead to a more flawed model of development.

For example, telemedicine has exciting possibilities but the basic problem of healthcare is not the unavailability of medical resources. What is missing is a universal health Bill to make it affordable to all.

This is why in this book, we pay specific attention to how and why people engage in processes of change. We have been trying to address the questions of how people see themselves as agents of social change and what are the ways in which digital and Internet technologies enable them to make changes in their immediate environments.

It is that time of the year again, where we ring in the new, ring out the old, and say goodbye to another year that has passed us by. The earnest will take the time to reflect on things gone by, the romantics will look forward with hope to the future and the realists will point out that we are now one decade into the 21st century, and the world is changing. However, if you are a true digital native, you are probably going to head over to a website that helps you figure out 43 things that you want to do, not just in the next year, but in your foreseeable future.

43things.com is a unique social networking site, where you make a to-do list of things that you want to do in life. The list is a zeitgeist of possibilities: from losing that extra weight that has always bothered you, to spending quality time with your family to getting that degree you have desired for long from the university of your choice, to finding bliss. The lists are varied, unique and challenging. In almost six years of its existence, this website has drawn more than 2 million users from 82 countries, who have created a list of more than 30,000 unique goals that people want to fulfil in their lives.

Why is making such a list important? And why would you want a website to do it? Probably because in our humdrum lives, where every minute is spent in thinking about the next, we often forget the dreams that are important. On an everyday basis, the most interesting or important things in our lives are always things that we shall do “tomorrow”.

43 Things injects life back into the passions and hopes that we have for our future. It helps people to take a step back from routine life, to reflect on what is important to them. It works on the old idea of birds of a feather flocking together, this time enabling it through the power of the Web. People find connections because other people want to do the same thing as them. People describe their experiences, their failures, obstacles and the strategies they deployed in order to reach goals they thought were unreachable. There are stories being told and lessons being learned. And if nothing else, you are bound to get “cheer” from a passing stranger because your goal made them smile. Often a unique goal becomes a source of inspiration for others who might shape their lives around it. Sure, some goals will lose their charm, some will be replaced, and some will never be achieved, but you will always have the space to know that you have a dream, and you shared it with somebody else.

My favourite story is of a 22-year-old friend who, ever since she was three years old, wanted to be a fairy. As she grew up, she realised that it is not something that you can share with everybody. She knew that she would be laughed at, if she ever made it public. Earlier this year, she stumbled across 43 Things and just on a whim, put down as one of her goals “I want to become a fairy”. To her surprise, she discovered other adults around the world who have the same goal. They don’t really want to become fairies, but it is a dream about how they see themselves, and they all got together to voice it on the website. They connected and started talking about what attracted them to fairies, and why there is more to fairies than magic wands and gossamer wings.

They realised that what attracts them to thinking about themselves as fairies are kindness, generosity and the happiness in helping each other. From this discussion, 19 people from 11 countries, who were involved in the conversation, decided to do 12 random acts of kindness through 2010. And as the year draws to an end, they tell the stories of how in their role as fairies, they brought joy and smiles to strangers because they went out of their way to do something special for them. As my friend tells me the story, her eyes sparkle, and there is a big grin on her face. “I know this sounds stupid, but I feel like a fairy,” she wrote in her notes, as she was going through her goals. And somewhere out there, 18 other people also put a small tick-mark against their goals and dreamt of fairy dust.
