Subhashish Panigrahi joins Open GLAM Working Group

<b>Subhashish recently joined the OpenGLAM Working Group (a global network of people who work to open up cultural data and content.) as a member and OpenGLAM Local (a local affiliate of OKFN's OpenGLAM project) as an ambassador for India. Both the positions will be voluntary. </b>

<p style="text-align: justify; ">The OpenGLAM Working Group is a global network of people who work to open up cultural data and content. We run workshops and provide documentation for cultural institutions wanting to open up their data as well as organise events bringing together groups that are committed to building an open cultural commons. The Working Group Members act as a bridge between different organisations and initiatives, and the global network. We meet every month virtually to discuss relevant updates, pressing issues, and next steps to be taken. <b>Subhashish Panigrahi participated in a state-level seminar on "Number of Odia characters and order teaching in primary education" (ପ୍ରଥମ ଶ୍ରେଣୀରେ ଓଡ଼ିଆ ଅକ୍ଷର ସଂଖ୍ୟା ଓ କ୍ରମଶିକ୍ଷା) co-organised by Institute of Odia Studies and Research, and Odia Bhasa Pratisthan in Bhubaneswar on September 14, 2014. </b>
<p>Subhashish discussed about the applied aspects of Odia language in the context of primary education and need for reforms in the total number and order in the character-set citing problems with computer and internet.</p>

<b>Wiki Conference India 2016, the largest gathering of the contributors of Wikipedia (the multilingual online encyclopaedia) and its sister projects called Wikimedia projects, begins August 5 in Landran, in the Indian state of Punjab.</b>
<p style="text-align: justify; ">The blog post was published by <a class="external-link" href="https://globalvoices.org/2016/08/05/south-asias-largest-wikimedia-conference-kicks-off-in-india/">Global Voices</a> on August 5, 2016.</p>

<p style="text-align: justify; ">The conference returns five years after its first iteration in <a href="https://blog.wikimedia.org/2011/12/02/wikiconference-india/">2011</a>. This year's event is focused on bringing the contributor communities of South Asian and English-language Wikimedia projects from the Indian subcontinent under one roof.</p>
<p style="text-align: justify; ">A few hundred participants including <a href="https://blog.wikimedia.org/2016/05/27/wikiconference-india-scholarship/">100 scholarship holders</a> from India, Pakistan, Nepal, Bangladesh and Sri Lanka will meet at the Chandigarh Group of College campus, where the conference is being held. Organizers have planned a series of <a href="https://meta.wikimedia.org/wiki/Category:WikiConference_India_2016_submissions/Accepted">presentations, talks and workshops</a><span class="_Tgc">—</span>related to major topics like <a href="https://en.wikipedia.org/wiki/Gender_bias_on_Wikipedia">gender bias in Wikipedia</a>, technology, global reach, education, volunteer leadership building and engagement and program design<span class="_Tgc">—to occupy participants </span>for all three days.</p>
<p style="text-align: justify; ">For the separate technical sessions, a pre-event <a href="https://meta.wikimedia.org/wiki/WikiConference_India_2016/Survey">needs assessment survey</a> was conducted widely to collect input about the <a href="https://globalvoices.org/2016/04/27/eight-challenges-indian-language-wikipedias-need-to-overcome/">technical challenges</a> that volunteer contributors are facing. A hackathon is in the works to address some of the major technical challenges of different language communities.</p>
<p style="text-align: justify; ">The <a href="https://meta.wikimedia.org/wiki/CIS-A2K/Indic_Languages#Indic_Language_Wiki_Projects">Wikimedia community in South Asia</a> as a whole and the Wikipedia community, both of which rely on volunteers, are creating a massive repository of freely licensed content in the <a href="http://www.huffingtonpost.in/subhashish-panigrahi-/why-its-essential-to-grow-indian-language-wikipedias/">Indian languages</a> on the Internet. Currently Wikipedia itself is available in about <a href="https://meta.wikimedia.org/wiki/List_of_Wikipedias">293 languages</a>. Other Wikimedia projects<span class="_Tgc">—</span>Wikisource, a free library; Wiktionary, a multilingual online dictionary; and Wikimedia Commons, the world's largest media repository housing hundreds and thousands of images, audio, video and other media files<span class="_Tgc">—</span>will add a <a href="https://meta.wikimedia.org/wiki/List_of_Wikimedia_projects_by_size">few hundred more projects</a> to this list.</p>
<p style="text-align: justify; ">Some of the noted guests who are addressing the gathering include Wikimedia Foundation's board member <a href="https://meta.wikimedia.org/wiki/Affiliate-selected_Board_seats/2016/Nominations/Nataliia_Tymkiv">Nataliia Tymkiv</a>, the organization's newly promoted Executive Director <a href="https://en.wikipedia.org/wiki/Katherine_Maher">Katherine Maher</a>, Punjabi-language poet <a href="https://en.wikipedia.org/wiki/Surjit_Patar">Surjit Patar</a>, and Internet freedom advocate and Centre for Internet and Society's Executive Director <a href="http://cis-india.org/about/people/our-team#sunil">Sunil Abraham</a>.</p>
<p style="text-align: justify; ">A <a href="https://meta.wikimedia.org/wiki/WikiConference_India_2016/Punjab_Edit-a-thon">Wikipedia edit-a-thon</a> has been running for about a month prior to the conference in 12 Indian language Wikipedias and one European language Wikipedia (Ukrainian Wikipedia). The main languages in this edit-a-thon are Bengali, Hindi, Gujarati, Kannada, Konkani, Malayalam, Odia, Punjabi, Tamil and Telugu. The focus of this sprint is to expand the content reach of Wikipedia on Punjab, Punjabi people, and their language and culture as a symbolic gesture to show gratitude to Punjab where the event is happening. Articles about Punjab or Punjab people in other local languages will help many local readers of Wikipedia learn about Punjab in their own language. So far, more than 1,900 article have been created by about 100 Wikipedians. The edit-a-thon will be also running during the conference so that the participants can also contribute to this activity.</p>
<p style="text-align: justify; "><a href="https://en.wikipedia.org/wiki/Konkani_language">Konkani language</a> is the official language of the Indian state of Goa and is spoken along the western coast of India. In an <a href="https://blog.wikimedia.org/2016/08/04/digest-konkani-unite/">interview</a>, The Discoverer, an active contributor to the Konkani-language Wikipedia, explained how Wikipedia can unite native speakers who speak different variations of the same language and write in different scripts:</p>
<p>For Konkani Wikipedia to succeed, it is not just a ‘good idea’ for Konkani speakers writing in various scripts to work together on one Wikipedia, but it’s also a necessity and a challenge at the same time. It’s a necessity, because as things stand, no one script has a strong enough community to run a Wikipedia by themselves. It’s a challenge because not everyone can read every script, and it’s important for all the users of a Wikipedia to be able to understand all the content on that site.</p>

<b>On September 19, 2015, celebrated globally as Software Freedom Day, a number of enthusiasts got together and collectively took a pledge.</b>
<br />
<p>We, who have gathered together for <a href="http://softwarefreedomday.org/">Software Freedom Day 2015</a>, believe that software freedom is both a matter of ethical principle as well as a matter of pragmatism, and is necessary for a democratic, open society.</p>
<p>We believe that it is desirable that all people, but especially governments, use, contribute to, and spread open standards, free/libre/open source software, open APIs, openly-licensed content (including open data, open access, and open education resources), leading to a vibrant public domain, and ensure that all of the above are accessible for all, including persons with disabilities and other marginalised sections of society.</p>
<p>Given that, we pledge to:</p>
<ul>
<li>use and spread free software amongst our family, friends, and neighbours, both in person and virtually.</li>
<li>demand that services we use in turn use open standards and open APIs, and thus be available for all using free/libre/open source software, without the payment of any royalties.</li>
<li>raise the issue of software freedom with our democratic representatives, to seek that they in turn respect and promote these principles.</li>
<li>as far as possible, making our own work openly available, and seek to convince our employers, publishers, producers, and other persons who might be in a position to restrict </li>
<li>work against any laws, policies — corporate or governmental — or technical restrictions that seek to prevent people from full exercise of their rights, and which are contrary to the above principles.</li>

<b>Software Freedom Day (SFD) on September 17 celebrates the liberty that free and open software and the philosophy of freedom brings into people’s lives. When SFD was started in 2004, only 12 teams from different places joined. It grew to a whooping 1000 by 2010 across the world. Explaining the aim of the celebration, SFD’s official website says,</b>

<p style="text-align: justify; "><i>Our goal in this celebration is to educate the worldwide public about the benefits of using high quality FOSS in education, in government, at home, and in business — in short, everywhere! The non-profit organisation Software Freedom International coordinates SFD at a global level, providing support, giveaways and a point of collaboration, but volunteer teams around the world organise the local SFD events to impact their own communities</i>.</p>
<p style="text-align: justify; "><b>What are FOSS, Free Software, Open Source, and FLOSS?</b></p>
<p style="text-align: justify; ">Free and open source software (FOSS or F/OSS), and Free/Libre and Open-Source Software (FLOSS) are umbrella terms that are used to include both Free software and open source software. Adopted by noted software freedom advocate Richard Stallman in 1983, the free software has many names — libre software, freedom-respecting software and software libre are some of them. As defined by the <a href="https://www.gnu.org/philosophy/free-software-intro.html" rel="nofollow" target="_blank">Free Software Foundation</a>, one of the early advocates of software freedom, free software allows users not just to use the software with complete freedom, but to study, modify, and distribute the software and any adapted versions, in both commercial and noncommercial form. The distribution of the software for commercial and noncommercial form however depends on the particular license the software is released under. The <a href="https://creativecommons.org/share-your-work/licensing-types-examples/" rel="nofollow" target="_blank">Creative Commons</a> licenses have recommendations for a wide array of <a href="https://creativecommons.org/share-your-work/public-domain/freeworks/" rel="nofollow" target="_blank">free licenses</a> that one can choose for software-related documentations and any creative work they create. Similarly, there are <a href="https://opensource.com/education/16/8/3-copyright-tips-students-and-educators" rel="nofollow" target="_blank">several different </a>open licenses for software and many other works that are related to software development. “<a href="https://en.wikipedia.org/wiki/The_Open_Source_Definition" rel="nofollow" target="_blank">Open Source</a>” was coined as an alternative to free software in 1998 by educational-advocacy organisation <a href="https://opensource.org/history" rel="nofollow" target="_blank">Open Source Initiative</a>. Open source software is generally created collaboratively, made available with its source code, and it provides the user rights to study, change, and distribute the software to anyone and for any purpose.</p>
<p style="text-align: justify; ">Supported by several global organisations like Google, Canonical, Free Software Foundation, Joomla, Creative Commons and Linux Journal, Software Freedom Day draws its inspiration from the philosophy that was grown by people like Richard Stallman who argues that free software is all about the freedom and not necessarily free of cost, but it provides the liberty to users from [proprietary software developers’] unjust power. SFD encourages everyone to gather in their own cities, educate people around them about free software, promote on social media (with the hashtag <a href="https://mobile.twitter.com/search?q=%23SFD2016" rel="nofollow" target="_blank">#SFD2016</a> this year), even hacking with free software, organising hackathons, running free software installation camps, and even going creative with flying a drone running free software!</p>
<p style="text-align: justify; ">From South Asia, there are <a href="http://wiki.softwarefreedomday.org/2016/India" rel="nofollow" target="_blank">13 celebratory events in India</a>, <a href="http://wiki.softwarefreedomday.org/2016/Nepal?highlight=%28%5CbCategoryCountry2016%5Cb%29" rel="nofollow" target="_blank">8 in Nepal</a>, <a href="http://wiki.softwarefreedomday.org/2016/Bangladesh?highlight=%28%5CbCategoryCountry2016%5Cb%29" rel="nofollow" target="_blank">1 in Bangladesh</a> and <a href="http://wiki.softwarefreedomday.org/2016/Sri%20Lanka?highlight=%28%5CbCategoryCountry2016%5Cb%29" rel="nofollow" target="_blank">4 in Sri Lanka</a>.</p>
<p style="text-align: justify; ">South Asian countries have seen adoption of both free software and open source software, in both individual and organisational level and by the government. The <a href="http://www.fsmi.in/about" rel="nofollow" target="_blank">Free Software Movement of India</a> was founded in Bengaluru, India in 2010 to act as a national coalition of several regional chapters working for promoting and growing the free software movement in India. The Indian government has launched an open data portal at data.gov.in portal, initiated a new policy to adopt open source software, and <a href="https://opensource.com/government/15/6/indian-government-includes-open-source-rfps" rel="nofollow" target="_blank">asked</a> vendors to include open source software applications while making requests for proposals. Similarly, several free and open source communities and organisations like Mozilla India, Wikimedia India, Centre for Internet and Society, Open Knowledge India in India, Mozilla Bangladesh, Wikimedia Bangladesh, Bangladesh Open Source Network, Open Knowledge Bangladesh in Bangladesh, Mozilla Nepal, Wikimedians of Nepal and Open Knowledge Nepal in Nepal, Wikimedia Community User Group Pakistan in Pakistan, Lanka Software Foundation in Sri Lanka, that are operating from the subcontinent also promote free and open source software.</p>
<p style="text-align: justify; ">We promote open source and open Web technologies in the country. We are open to associate/work with existing open source or other community-run, public benefit organisations.</p>

<p style="text-align: justify; ">Mohammad Jahangir Alam, a lecturer from Southern University Bangladesh argues in a <a href="http://research.ijcaonline.org/volume42/number18/pxc3878099.pdf" rel="nofollow" target="_blank">research paper</a> that the use of open source software can help the government save enormous amount of money spent in purchasing proprietary software.</p>
<p style="text-align: justify; "><i>A large amount of money of the government can be saved if it uses open source software in different IT sectors of government offices and others sectors, because government is providing computers to all educational institutes from school to university level and they are using proprietary software. For this reason government is to expend a large amount of many for buying proprietary software to run the computers. Another one is government paying significant amount of money to the different vendors for buying different types of software to implement e-Governance project. So, the government can use open source software for implanting projects to minimize cost of the projects</i>.</p>

<p style="text-align: justify;">Thank you for reading the Centre for Internet and Society's September newsletter. The past month was notable for the media presence that various CIS members had. Dr. Nirmita Narasimhan continued our work looking at the inaccessibility of everyday electronics with a piece in the Huffington Post about mobile applications and their low usability for persons with disabilities.</p>
<p style="text-align: justify;">Ting-Yi Chang continued her research into the gender gap in Wikipedia, with a series of blog posts looking at the various movements and discoveries she has made about the Indian and the global context.</p>
<p style="text-align: justify;">We are also happy to announce that CIS, in partnership with the Centre for Information Technology and Public Policy, will organize the second Internet Researchers' Conference next year.</p>

<li style="text-align: justify;">CIS in partnership with Centre for Information Technology and Public Policy will <a class="external-link" href="http://cis-india.org/raw/irc17-call">organize the second Internet Researchers' Conference</a> (IRC17) from March 3 - 5, 2017 at the International Institute of Information Technology in Bengaluru. It is a free and open conference. Sessions must be proposed by teams of two or more members on or before Friday, October 21, 2016. All submitted session proposals will go though an open review process, followed by each team that has proposed a session being invited to select ten sessions of their choice to be included in the Conference agenda. Final sessions will be chosen through these votes, and be announced on January 2, 2017.</li>

<li style="text-align: justify;">Pranesh Prakash in a response note to Unique Identification Authority of India’s (UIDAI) reply to Hans Verghese Mathews' article titled “Flaws in the UIDAI Process” (EPW, March 12, 2016) has noted that UIDAI do not illustrate the extent to which the false positive identification rates is expected to grow—neither in their initial paper, nor in their rebuttal to Mathews—whereas Mathews provides a method of estimating the increase of false positive identification rates. <li>Nehaa Chaudhari in a <a href="http://cis-india.org/a2k/blogs/pervasive-technologies-working-document-series-research-questions-and-a-literature-review-on-actor-network-theory">blog post</a> laid out a series of research questions, potentially seeking to apply actor-network theory as a research methodology.</li>
<li>Recently, the Indian Patents Office released the Guidelines for Examination of Computer Related Inventions (“2015 Guidelines/ Guidelines”) in an attempt to clarify examination of software related patents in India. Anubha Sinha <a href="http://cis-india.org/a2k/blogs/comments-on-the-guidelines-for-examination-of-computer-related-inventions-cris">analysed the 2015 Guidelines</a>. Read on to understand how the new guidelines will potentially lead to an increase in software patenting activity by expanding the scope of patentable subject matter – in negation of the legislative intent of section 3(k) of the Indian Patents Act, 1970.</li>
<li>As a part of its content donation initiative, <a href="http://cis-india.org/a2k/blogs/cis-brings-nadustunna-charithra-magazine-under-by-cc-by-sa-licence">CIS has brought Nadustunna Charithra magazine under CC BY SA licence</a>. CIS-A2K has received 74 issues as of now from the Telugu Jaati foundation.</li>
<li>Sunil Abraham’s article titled Hits and Misses with the Draft Encryption Policy was published in <a href="http://cis-india.org/internet-governance/blog/the-wire-26-09-2015-sunil-abraham-hits-and-misses-with-draft-encryption-policy">The Wire</a> on September 26, 2015.</li>
<li>Vidushi Marda in a blog post titled <a href="http://cis-india.org/internet-governance/blog/data-flow-in-unique-identification-scheme-of-india">Data Flow in the Unique Identification Scheme of India</a> analysed the data flow within the UID scheme and highlighted the vulnerabilities at each stage.</li>
<li>Vanya Rakesh in a blog post titled <a href="http://cis-india.org/internet-governance/blog/human-dna-profiling-bill-2012-vs-2015">Human DNA Profiling Bill 2012 v/s 2015 Bill</a> has analysed the Human DNA Profiling Bill introduced in 2012 with the provisions of the 2015 Bill.</li>
<li>CIS sought information from ICANN on their revenue streams by sending them a second request under their Documentary Information Disclosure Policy. This request and their response have been <a href="http://cis-india.org/internet-governance/blog/didp-request-12-revenues">described in a blog post</a> by Aditya Garg.</li>
<li>CIS has <a href="http://cis-india.org/raw/wheres-my-data-submission-for-knight-news-challenge-2015">submitted a joint proposal</a> with DataMeet and Oorvani for the Knight News Challenge 2015. We are proposing the development of "an application for users to search for locally-relevant data, discuss missing data, demand data, explore and respond to data demands by others, and start data crowd-sourcing exercises."</li>
<li>CIS made its submission on CCWG-Accountability 2nd Draft Proposal on Work Stream 1 Recommendations to ICANN's CCWG-Accountability.</li>
<li>Pranesh Prakash, on behalf of CIS, <a href="http://cis-india.org/telecom/blog/comments-on-dot-panel-report-via-mygov">submitted comments</a> to the Department of Telecom Panel’s report on net neutrality via MyGov. Prakash states that the report displays a far better understanding of the underlying issues than the TRAI consultation paper did, and is overall a good effort at balancing the different sides.</li>

<li>Nishant Shah was part of a working group writing a white paper on big data and social change, over the last six months. This <a href="http://cis-india.org/internet-governance/blog/big-data-and-positive-social-change-in-developing-world">white paper</a> produced by a group of activists, researchers and data experts was published by Oxford.</li>
<li>As part of the Pervasive Technologies project Maggie Huang interviewed Semiconductor Industry Professionals in Taiwan on the <a href="https://cis-india.org/a2k/blogs/interviews-with-semi-conductor-industry-professionals-in-taiwan-1">trends and changes in technology</a> and <a href="https://cis-india.org/a2k/blogs/interviews-with-semi-conductor-industry-professionals-in-taiwan-2"> understanding mobile chip manufacturing</a>. </li>

<li> CIS entered into a <a href="http://cis-india.org/openness/blog/expanding-the-world-of-telugu-wikipedia-cis-and-alc-join-hands">memorandum of understanding</a> with the Andhra Loyola College for a period of 5 years to enhance Telugu Wikipedia through increased contributions to Wikipedia and make it available under free license. </li>
<li> CIS-A2K <a href="http://cis-india.org/openness/blog/nie-steps-in-to-grow-konkani-wikipedia">signed a memorandum of understanding</a> with Nirmala Institute of Education, Goa to enhance digital literacy in Konkani in the education sector across Goa.</li>
<li>Tejaswini Niranjana and Tanveer Hasan wrote a report on the workshop <a href="http://cis-india.org/openness/blog/report-on-developing-digital-open-knowledge-resources-in-indian-languages"> Developing Digital Open Knowledge Resources in Indian Languages </a> for which CIS-A2K was one of the organizers. </li>

<li> CIS <a href="http://cis-india.org/internet-governance/blog/cis-joins-dynamic-coalition-for-platform-responsibility"> joined the Dynamic Coalition for Platform Responsibility </a> towards creating due diligence recommendations for online platforms. </li>
<li> CIS organized a <a href="https://cis-india.org/internet-governance/report-on-cis-workshop-at-igf"> workshop on an evidence-based framework for intermediary liability </a> at the IGF held in Istanbul on September 3, 2014. Jyoti Panday coordinated the workshop in collaboration with Stanford Centre for Internet & Society. </li>
<li> Elonnai Hickok contributed a thematic chapter on <a href="http://www.giswatch.org/en/communications-surveillance/intermediary-liability-and-state-surveillance"> Intermediary Liability and Surveillance </a> in the GISWatch Report.</li>
<li>The Supreme Court of India revised the law on electronic evidence in the case of <i>Anvar v. P. K. Basheer</i>. Bhairav Acharya has <a href="http://cis-india.org/internet-governance/blog/anvar-v-basheer-new-old-law-of-electronic-evidence">done an analysis on this</a>. It was published by Law and Policy in India and subsequently mirrored on our website.</li>
</ul>
<h2 style="text-align: justify; "><a href="http://cis-india.org/accessibility">Accessibility and Inclusion</a></h2>
<p style="text-align: justify; ">Under a grant from the Hans Foundation we are doing two projects. The first project is on creating a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India. CIS in partnership with CLPR (Centre for Law and Policy Research) compiled the National Compendium of Policies, Programmes and Schemes for Persons with Disabilities (29 states and 6 union territories). The updated draft is being reviewed by the Office of the Chief Commissioner for Persons with Disabilities. The draft chapters and the quarterly reports can be accessed on the <a href="http://cis-india.org/accessibility/resources/national-resource-kit-project">project page</a>. The second project is on developing text-to-speech software for 15 Indian languages. The progress made so far in the project can be accessed <a href="http://cis-india.org/accessibility/resources/nvda-text-to-speech-synthesizer">here</a>.</p>

The first one (Pervasive Technologies) under a grant from the International Development Research Centre (IDRC) is for research on the complex interplay between pervasive technologies and intellectual property to support intellectual property norms that encourage the proliferation and development of such technologies as a social good. The second one (Wikipedia) under a grant from the Wikimedia Foundation is for the growth of Indic language communities and projects by designing community collaborations and partnerships that recruit and cultivate new editors and explore innovative approaches to building projects.</p>

The prime objective is to support the growth of Indic language communities and projects by designing community collaborations and partnerships that recruit and cultivate new editors and explore innovative approaches to building projects and supporting India-focused efforts to improve the quality of India-relevant content on Indic languages and English Wikimedia projects.</li>
<li style="text-align: justify; "><a href="https://cis-india.org/a2k/pervasive-technologies-access-to-knowledge-in-the-market-place">Pervasive Technologies: Access to Knowledge in the Marketplace</a> (by Jadine Lannon, September 25, 2012): Jadine Lannon gives an introduction to the new A2K research initiative. Pervasive technologies have flooded the Indian market and are changing the ways in which the average Indian accesses knowledge but very little is understood about these technologies, particularly when it comes to their legality. CIS hopes to do a research that aims to understand how pervasive technologies interact with Intellectual Property laws and what can be done to protect these technologies from being labelled “illegal” and eradicated from the Asian market.</li>

The session on Day 1 was conducted by Subhashish Panigrahi and the session on Day 2 was conducted by Subhashish and Piyush.</li>

<h3><a href="https://cis-india.org/digital-natives/pathways">Pathways to Higher Education</a></h3>

<p style="text-align: justify; ">The Pathways Project to Higher Education is a collaboration between the Higher Education Innovation and Research Applications at the Centre for the Study of Culture and Society and CIS. The project is supported by the Ford Foundation and works with disadvantaged students in nine undergraduate colleges in Maharashtra, Karnataka and Kerala, to explore relationships between Technologies, Higher Education and the new forms of social justice in India. Training workshops were organised in the month of September at Xaviers in Mumbai on September 6, 2012 and in Newman College, Thodupuzha from September 17 to 20, 2012. Each workshop had 25-30 undergraduate students from socio-economically disadvantaged backgrounds. They were trained to use digital technologies in order to think through problems of social justice.</p>

The Habits of Living: Global Networks, Local Affects is a global collaborative project to renew the conceptual power of networks. It concentrates on changing the habits of living. One aspect is more extensive rural coverage and the other is a countrywide access to broadband which is low. Both require effective and efficient use of networks and resources, including spectrum:</p>

<p style="text-align: justify; ">Ford Foundation has given a grant of USD 2,00,000 to CIS to build expertise in the area of telecommunications in India. The knowledge repository deals with these modules: Introduction to Telecommunications, Telecommunications Infrastructure and Technologies, Government of India Regulatory Framework for Telecom, Telecommunication and the Market, Universal Access and Accessibility, The International Telecommunications Union and other international bodies, Broadcasting, Emerging Topics and Way Forward. Dr. Surendra Pal, Satya N Gupta, Paranjoy Guha Thakurta, Payal Malik, Dr. Rakesh Mehrotra and Dr. Nadeem Akhtar are the expert reviewers.</p>
