https://cis-india.org/a2k/blogs/subodh-kulkarni-july-30-2019-wikimedia-workshop-on-rivers-under-project-jalbodh
The Indian National Trust for Art & Heritage Pune Chapter is working with various organisations to preserve the natural heritage places like rivers in Pune district of Maharashtra, India. After the presentation of 'Project Jalbodh' by CIS-A2K in River Dialogue organised by INTACH in April 2018, several organisations shown keen interest in collaboration.

Open knowledge creation workshops were organised at four places by different organisations working on river issues. To sustain these efforts and mobilise the larger community to build knowledge on rivers, INTACH has decided to collaborate with CIS-A2K to develop long-term plan. This was the first workshop to develop structure of the project, decide the stakeholders and follow-up action plan for the future. The two day workshop was conducted on 29 & 30 July at INTACH office in Pune. Total 20 participants from seven organisations actively contributed to Wikimedia projects.

Background

As the water crisis and state of rivers is worsening day by day, the citizen's initiatives are taking more efforts to spread knowledge about it. Centre for Internet & Society representative actively participated in the River Dialogue organised by INTACH (Indian National Trust for Art and Cultural Heritage) and SANDRP (South Asian Network of Dams, Rivers and People) on 20–21 April 2018 to introduce the potential of Wikimedia projects to organisations working across Maharashtra state. After this orientation, a follow-up plan is prepared with Prof. Madhav Gadgil in which various groups have expressed their readiness to start content building on water & rivers. Jeevit Nadi organisation took first initiative on 28 May 2018 to train team of activists in open knowledge and Wikimedia Projects. Total 15 activists and researchers from Jeevit Nadi, EcoUniv, Jal Biradari (Tarun Bharat Sangh), Ecological Society, Sagarmitra organisations participated in this workshop.

In the second iteration on 25 July 2018, five participants presented their work, the database and the resources with them. These include photographs, videos, training material and data collected on site. They also worked on category tree and structure of article on river. The media available in the repository were sorted and analysed for uploading. This team has started preparing the database of local issues, maps of rivers and heritage places on the banks for uploading in respective categories.

The third iteration for building content on rivers in Sangli district was organised on 7 December 2018 by Jal Biradari & Tarun Bharat Sangh organisation. In this one day workshop, 11 activists working in Agrani river basin participated. They were trained in basics of Wikipedia editing and uploading on Commons. They worked on category tree of Agrani river basin and structure of articles on water related structures.

The fourth national level iteration was conducted between 22–25 December 2018 at Tarun Bharat Sangh, Bhikampura, Alwar district, Rajasthan for activists of Jal Jan Jodo Abhiyan from eight states. The 30 participants were trained in this four day workshop. They started contributing in various languages.

In collaboration with CIS-A2K, INTACH Pune Chapter has taken initiative to organise two day workshop to build knowledge on rivers in Pune district with various organisations.

Objectives

Many organisations and communities are working for more than 10 years in water sector in an organised way. They have built cumulative knowledge through action and research with an objective to disseminate it to the masses. Hence the 'Project Jalbodh' is being evolved to integrate this approach with the Wikimedia projects for mutually beneficial impact.Knowledge is to be presented in different forms, aspects and in appealing way. The interests and attention of the seeker should be taken into account. Therefore in many areas, the text is to be blended with media, data, graphs, maps etc to give holistic sense of knowledge. The Wikimedia projects can be explored to get this integration.

Day 1

Day one started with introductions by members of organisations - Jeevitnadi (Living River Foundation), Sajag Nagrik Manch, Parisar, Centre for Environment & Education, Jnana Prabodhini, Ecological Society and INTACH. Then workshop conveners Supriya & Subodh explained the background and objectives of the workshop. The concept of 'Project Jalbodh' was elaborated. The keynote address was given by Prof. Madhav Gadgil. He delivered upon the genesis of knowledge in human evolution and need of open knowledge for healthy development of the society. He also discussed the integration of citizen science and Wikimedia projects. The brainstorming on mobilisation of community was done after this address with valuable inputs from Prof. Gadgil.

Introduction to major Wikimedia projects was given in next session. The examples of river and water related content were taken for understanding the context. The agenda for the workshop and the details were finalised through discussion on needs. The participants then started with opening accounts on Wiki followed by basic editing skills and rules of Wikipedia & Commons. They searched for various articles, infoboxes, categories and media related to river available in Wiki projects. The extensive interaction on status of the existing content happened to arrive at gap finding and listing the same. From this thought process, the importance of developing structure for river articles was realised. Then various members with their vast experience collaboratively evolved the structure of article on river in Marathi Wikipedia. According to local context, relevant sections and sub-sections were designed. Separate project page defining this structure was created on Marathi Wikipedia under the Wiki Project Jalbodh. This was the crucial activity for the project. After this session, the organisations conducted the analysis of the content developed by them which is to be contributed in Wikimedia projects. The planning of next day was done in the last session.

Day 2

On the second day, the activity started with uploading images on Commons. Along with this, the encyclopedic content available with the organisations was discussed for giving references. The articles were created in the sandboxes by groups on similar themes. The content was created as per the manual of style. Various skills like advanced search options for finding online references, archiving of url's on Wayback machine of Internet Archive were also acquired by the participants. The relevant media repositories were also explored. The category tree for the rivers was also designed. The detailed discussions on building databases, maps and media with community involvement was conducted. In the final session, the roadmap for future activities was prepared. Three model articles on rivers - Mula, Mutha & Pavana - will be completed in the next two months. Follow-up workshops will be conducted bi-monthly which will be hosted by different organisations. The discussion on campaign - Wiki Loves River - developed enthusiasm among the members. The meeting on this theme will be organised in September to plan the campaign.

https://cis-india.org/a2k/blogs/wikimedia-wikimeet-india-2021-report
In March 2020, the whole world came to a standstill. What many deemed as a regular ‘flu’ turned out to be the pandemic that brought everyone to their knees. The things that we always did, we could no longer do them. We were all confined to our homes with no choice but to work online. Hanging out with friends, attending weddings, and being a part of the conferences and seminars suddenly became a part of the past. We started using the word unprecedented a lot.

“If you change the way you look at things, the things you look at change!”

- Wayne Dyer

For the last many months, we have been getting used to this new ‘normal’. Students and teachers are getting accustomed to the classes and tests happening online. What people thought was impossible, has now become possible. No one could have guessed that birthday parties, gatherings, even marriages would be conducted online. We have now got used to being part of webinars, sessions, and conferences online. A2K is not an exception to this. We planned and conducted a national meet named ‘Wikimedia Wikimeet India 2021’.

“Coming together is a beginning; keeping together is progress; working together is success!”

- Henry Ford

Background: We, at A2K, have organised many such training sessions and conferences like Train the Trainer, Media Wiki Training, Advanced Wiki Training. But due to COVID restrictions it was not possible to organise such an event offline this year. So this year, we decided to organise a virtual meet for the Wikimedians of India. This meet was planned and conducted especially for the Wikimedians who are already working or are interested in working on Wikimedia projects that deal with Indian content.

Our main objectives behind organising this meet were to celebrate the work done by Wikimedians of India, to provide an online platform for wiki-learning and skill-share, to support discussions and interactions, to give training on important and relevant topics, and explore the medium of online training and wiki-event for future use.

After all the planning, our three-day event of Wikimedia Wikimeet took place from 19 February to 21 February, 2021.

Community Engagement: We decided to organise this meet as there seemed to be a scarcity in volunteer’s and user’s contribution. Moreover, we have always believed in giving back to the community. So, we took an initiative to keep the community engaged. Our goal was to encourage volunteers and users to come forward and take lead in Wikimedia activities. To make it easy for our volunteers and the users to select their area of interest, we started Request for Comments and Community Engagement. It is a forum where open discussions can take place about and where participants can share their knowledge, expertise, and experience. The tasks that were conducted under this were Logo Design, Translation, and Knowledge on Hybrid / Blended Learning Model.

Modes of Promotion: This event would not have been a success if not for our participants. We began promoting the event by using our India Mailing list. Our next step was to publicise the event on our social media channels and pages and also in messenger groups. We sent bulk messages on Indic Village Pumps announcing that the Wikimedia Wikimeet was about to take place. Our next step was to start a fortnightly newsletter about the event. It was started to notify the people of updates. We encouraged our users to sign up for the newsletter so they would get immediate updates. This way, our volunteers and users knew what was happening with regard to the event and they also came to know what was about to happen in the coming 15 days.

Another thing we did was to put up a blogpost on Diff about our event. Our blogpost stated the importance of organising such an event. We have also discussed the background ideas in the same post. Our next blogpost dealt with the ‘how’ of our event. In it, we discussed the ideas of designing the event. Total 5 blogposts were written and put up. Another article named Wikimedia Wikimeet and Beyond: Ideas and Opinions was written and posted a few months later.

Organisation Methodology: Every great journey begins with one step. With that in mind, we first decided on the organisation methodology. The team tried its best to maintain transparency from planning and organisation till the execution and the end of the meet. This was the first ever large scale meet that we were planning to organise. Thus, some of the resources came in handy in our planning stage. To mention a few, we took inspiration and guidance from Celtic Knot Conference, LD4 Conference, Wikimedia CEE Online Meeting, Creative Commons Global Summit, Italy Wiki Conference, Wikicite Virtual Conference, and Wikimedia Strategy Global Conversation.

Next step the core team took was to appoint a program committee. The main function of this program committee was to select important submissions and presentations. Following are the 5 members of our program committee:

Kiril Simeonovski: He is the founding member of Wikimedia Macedonia and Shared Knowledge and has been the president of Shared Knowledge since 2014.

Netha Hussain: She has been a volunteer in the Wikimedia Movement since 2010. Nowadays she mostly works in English WIkipedia and Wikidata, but she is also active in Commons, Metawiki, and Malayalam Wikipedia.

Shyamal: He is interested in the natural history of India, environmental consciousness in general, and history of science, especially biology.

Mahir256: He is an administrator on Wikidata, an administrator on Bengali Wikisource, and has a native understanding of English language.

Bodhisattwa: He has been a volunteer editor in different Wikimedia projects since 2012. He is mostly active on Bengali Wikisource, Wikimedia Commons, and Wikidata. He is also a part-time coordinator at the Center for Internet and Society - Access to Knowledge.

It was necessary for the participants of this event to register prior to the event. A registration form was open and made available for the duration of a month. After the deadline of this registration form, another special registration form with criteria was given to the participants. The participants were then selected according to the criteria.

The event took place on Zoom. We used the official Zoom account of the Center for Internet and Society. The main reason behind registrations was to avoid zoom-bombing. The eligible participants were given the link to join the event.

Wikimedia Wikimeet was a three - day long event. We tried our best to accommodate all the presenters, moderators, attendees, and participants. Time was set according to them. This was a national level event but we were able to involve a few experienced international experts. So we had to take the Coordinated Universal Time (UTC) as well as the Indian Standard Time (IST) into consideration so that the volunteers, participants, and experts could all attend all the sessions and could engage in fruitful discussions.

Selection of Presentations and Sessions: We received 44 submissions for this event and eventually after discussions 29 were selected to be featured in the event. A committee was given the task to select the submissions based on the topics that are crucial to Indic editors. We also had willing participants from the Wikimedia Foundation as presenters to acquaint the members of Indian community and volunteers with the important topics and issues.

We also invited international guests and experts to speak to our Indian Wikimedian community about the topics that are relevant currently and would be crucial for Indic writers and editors in future. We invited the experts from France to talk about their Lingua Libre project. We also invited the team to talk about Strategy. Our keynote speakers were also invited for this event.

Event: After taking all the submissions into consideration, our program committee made a program schedule for the three-day event. The tracks that were selected by the program committee for the presentations were: Growth of Wikimedia communities and partnerships, Information on technical Aspects and tools, Strategy of Wikimedia movement, GLAM & Content copyrights, etc.

Other than that, we tried to follow the Friendly Space Policy completely. All the rules of the said policy were cleared before the event. The team tried its best to remove the language barrier for our Non-English speakers. We urged the Wikimedians to translate their content in their language for their respective communities. This practice was followed by quite a few Indic Wikimedians.

30 sessions were planned in all. Every session had a separate Etherpad link. As this was a virtual event, this facility was provided for the participants as well as the experts to interact during and after the session. Due to shortage of time, the notes and questions were made on the Etherpad. Experts and presenters wrote their answers on the Etherpad as well. All the sessions and presentations were recorded and are now available to everyone on the Commons under the name Wikimedia Wikimeet India 2021.

During this three-day event, around 200 participants joined in at different times. Out of the 30 presentations, 18 presenters were from India and the remaining were international presenters.

Day 1 (Friday, 19 February, 2021):

There were 9 presentations on Day 1 of the event. After the introduction by Tito Dutta, the keynote speech was delivered by Asaf Bartov (Ijon). This was attended by 86 participants.

After the keynote speech, Dipantshu Das shed a light on ‘Attracting experts to contribute to Wikimedia’. This presentation was followed by a workshop where the participants edited SDC and then there was a discussion.

Day 2 (Saturday, 20 February, 2021):

Day 2 began with a special morning session and keynote speech by Katherine Maher and Amanda Keton. He spoke about ‘International Mother Language Day - The love for Language and a sound of silence’ The event ended with a closing session by Tito Dutta.

Hurdles we faced: At the beginning, we found it difficult to form a team to organise the event. Due to the pandemic, we were unsure about approaching the wikimedians and were also worried about the participation. As it was a virtual event, the internet was the most important factor in it. Many participants and volunteers faced problems due to low internet connectivity.

Our achievements: This was the first ever national level virtual event conducted in India by A2K. We were able to create a platform for the wikimedians to interact. Though it was initially a national event, we were able to get international guests as well.

We received positive feedback and precious suggestions from the participants. Following are some quotes:

“Productive, helpful sessions. Was very helpful to me personally. Good effort by all involved. If I were to suggest improvements, Would have liked slots for conversations, and networking sessions. A "state of nation" like updates by projects would have helped too. “

“Thanks a lot again, this was a very good event.

Online events are not the same as physical ones but it was still very interesting and useful.”

“I was a presenter and presented a workshop on Wikivoyage. It was a nice program and I'm looking forward to more such virtual and physical events.”

We also received some feedback videos that were an appreciation for A2K. Following are a couple of links:

Manavpreet Kaur

Mehrdad Pourzaki

We also received audio feedback from Ashwin Bandur.

What’s next?!: After all the stumbles and hurdles and achievements we had in Wikimedia Wikimeet India 2021, we have already started planning for Wikimedia Wikimeet India 2022. Tito Dutta has written about the planning for next year’s meet.

Researchers in development sector produce a pool of training material and case studies. However, these do not trickle down to the society and many in the public domain are unaware of the same.

Largely the research is restricted to non-profit organizations or their funding agencies during the project period. If the research carried out in development sector is re-licensed and then linked to Wikipedia articles as references we could see a larger section of the society gaining access to such information. The twin advantages of posting such content is that the information will be searchable online through search engines and the Wikipedia page with numerous hyperlinks leading to different sources will act as a reference resource. Larger sections in the public domain will have access to information which would perhaps be hard to gain access to.

Orientation Session

Keeping this in view an orientation session was conducted by Centre for Internet & Society’s Access to Knowledge wing (CIS-A2K) at Tata Trust’s Vikas Anvesh Foundation (VAF) in Pune. CIS-A2K and VAF joined hands to explore possibilities of content enrichment in Wikimedia projects. Dr. Ajit Kanitkar and Subodh Kulkarni were the facilitators for the session attended by eight participants.

Report

The researchers at VAF presented their publications in the form of study reports, papers in journals and conferences and datasets. Advisor Ajit Kanitkar presented story of 'Gems of Purest Ray Serene', a book about the life stories of twenty-two outstanding Indian social workers. The content of the book is uploaded on VAF's website socialworkindia.in which is freely downloadable. The book is published in Marathi and Hindi language also.

After the presentations from VAF, CIS-A2K facilitator presented different Wikimedia projects. In the discussions, it was realised that Wikipedia articles related to social issues and development sector lack reliable references. The research work on VAF website can be linked as references. The publications could be uploaded on Wikisource for wider reach. The images and videos during the work can also be uploaded on Commons.

Follow-up

VAF will discuss the process of content donation with management and decide on the further steps. The training regarding Wikipedia editing and Commons uploads would be planned.

https://cis-india.org/a2k/events/wikimedia-education-saarc-conference
Centre for Internet & Society's Access to Knowledge team (CIS-A2K) happy to announce that, Wikimedia Education SAARC conference 2019 programme submissions (proposals) are open from today, 25 April 2019. Deadline for applying for scholarship is 20 May 2019. The conference organized by Christ University in association with CIS-A2K will be held from 20 - 22 June 2019 at Christ University in Bengaluru. The event is being co-organized by Wikimedia Foundation and Wikipedia & Education User Group.

Education is a core function of the Wikipedia project. Many Wiki chapters, the Wikimedia movement, user groups and affiliates are developing education programs across the globe. Wiki has been used as a teaching resource by many teachers. Students are doing assignments on Wiki and adopting modern technologies. The Wikimedia and Education movements have the same goal - to ensure that knowledge is made accessible to every person across the world.

The CIS-A2K team, for instance, is working with the language department of Christ University and other educational institutions to enrich the content of Indic Wikimedia projects with the help of students. Globally many students and educators are involved in the Wikimedia movement and the Education movement working towards democratising education and increasing accessibility of education materials. We believe that students should not only consume knowledge available on the internet but also be a part of the larger Open Internet movement, and help in creating open knowledge resources. The Wikimedia Education SAARC conference will be the first of its kind conference involving SAARC countries, engaging students, education program leaders, educators and researchers working with the Open Education and free knowledge movement.

This conference will allow us to understand the different efforts made by the communities involved in the Wikimedia Education movement. This will help us to create models, templates and documents that can be replicated in by other institutions or programs. We at CIS A2K were inspired to host such a conference through the course of our work with Christ University. This will be one of the many projects that will be able to use the conference as a platform to showcase their work among the global Wikimedia movement.

Conference Goals

To generate awareness of Wikipedian Education programs and activities happening in Asia by different community members/languages.

Sharing the knowledge and best practices of how to build "trust relationship" with new partners/teachers and how to improve trust in Wikipedia.

Challenges on student retention and how to engage students in the broader Wikimedia movement.

The best method to evaluate and measure the quality of the work done by students.

To introduce tools like the dashboard, across diverse languages, and other tools which will be useful for tracking, assessment, allocation of the topics and others.

Integration of Wiki activities with academic assignments, regular course syllabus.

To bridge the gap and develop a mutually beneficial liaison between Wiki communities and Wikimedia Education stakeholders.

https://cis-india.org/a2k/blogs/wikiconference-india-2016-submission-we-men-women-collective-learning-in-bridging-indic-wikipedia-gender-gaps
There is no denying that non-English Wikipedias are disproportionally underrepresented in scholarly focus despite the significant role of an open knowledge society can play in smaller linguistic groups – local collaboration and communication, knowledge dissemination, as well as preservation of local language resources.

A presentation was made at the WikiIndia Conference 2016.

Likewise, for the issue of the Wikipedia gender gap, missing the discourse and context of the Indian language Wikipedias’ gender imbalance will be a great loss considering the potential it possesses in gender empowerment and the recognition of female’s accomplishment in the local communities.

In this action research, we approach the issue with localized lens to investigate the gender gaps in five Indian language Wikipedias (Kannada, Konkani, Telugu, Odia, and Marathi) and to recode female participants' experiences in editing, negotiating, and communicating. However, this is not an ordinary gender gap bridging plan, we are not only promoting the idea of female-inclusive open knowledge society, but also actively searching for effective incentives, tangible outcomes, and sustainable strategies to cope with the challenges in respective contexts. Most importantly, we hope to create an example for the establishment of “community feedback loops” for reflective learning. Combining practical approach with theories in Feminism and Social Network, we ask.

How do female and women’s organizations perceive Wikipedia and its use on knowledge production?

How do we incentivize females and various female organization and make them feel empowered through online contribution?

What type(s) of network are ideal for female newcomers? How can we improve cross-community/gender communication?

How can we build a more welcoming platform for collaboration?

Indian language Wikipedias may be small, but they are in the phase of much flexibility and opportunities to shape and reshape the cultures and dynamics. Through the cyclical process of an action reaction, narrowing gender gaps in our local Wikipedias is no longer discrete events of individual efforts – but a collective action, a mutual learning, as what Wikipedias were built for.

https://cis-india.org/a2k/blogs/wikiconference-india-2016-submission-how-to-better-tell-your-wikimedia-community-story-using-media-as-a-tool
The Wikimedia community has constantly struggled to a) reach out to masses and tell them about their contribution, and motivate people to contribute to the Wikimedia projects. Media plays a very important role in spreading the word about Wikimedia projects and the contributor community, and at times, encouraging the audience to contribute.

A presentation was made at the WikiConference India 2016. This was one of the submissions which was accepted.

This has not been a very successful trend in the movement so far that a large number of people have engaged on Wikimedia projects because of a media shoutout. But there is no doubt about media being a great tool to engage with a large number of people. Apart from the mainstream media, social media has also been a gamechanger in mobilizing masses. The audience in both these kinds of media demand a certain kind of content and storytelling. And it is not easy to create relevant content for an audience that is hungry for new stories. Also, dealing with mainstream media has a lot to do with interpersonal skills.

This workshop would cover a few best practices from lessons learned from several media-related exercises in the recent years. Some of these exercises come with success and some with failures with some specific learning. And these important takeaways will hopefully lead a path in creating some kind open education resources (OER) for the Wikimedia community. However, none of the methodologies that are going to be discussed here are going to be ready solutions to change the awareness about the Wikimedia movement overnight. But these will certainly help the participants map their own community stories. The interactive workshop will help the participants to make some roadmap for a regular and sustained engagement on media.

Those who are keen on learning about using different media tools and take their Wikimedia stories to a wider world should consider participating this. It would be beneficial if they come prepared with a list of challenges that they are facing in media outreach.

Many activities are being made to bridge the gender gap in Indian language Wikipedias. These are aimed both at improving the ratio of female to male editors and increasing women related content in Indian language Wikipedias. Some of the notable projects are Art+ Feminism editathon, Lilavati’s daughters editathon, International Women’s day or month editathon, editathon to add articles about woman writers of coastal Karnataka. Sizeable number of students who are part of the Wikipedia in Education Program which are being run at many educational institutes of India are female. Some of these students continue editing and contribute to Wikipedia. Some female students worked as interns and have contributed by improving the quality of articles written by their peers. Outreach is one of the regular activities of taking Wikipedia to people. Outcome of the projects and the data on retention of the participants of outreach activities as regular contributing Wikipedians, survival of the newly created editors for short and long periods are documented and will be presented at the conference.

https://cis-india.org/a2k/news/indo-asian-news-service-ndtv-august-4-2016-wiki-conference-india-2016-starts-friday-in-chandigarh
India, a key growth area for Wikipedia, is gearing up for a national conference "for Wikimedians in India to meet and share their views, discuss challenges and exchange useful tips, best practices and other information".

First published by Indo Asian News Service was mirrored on NDTV website on August 4, 2016. Sunil Abraham will be participating.

While the conference is open to "Wikipedians" from across the globe, organisers announced here that it would have a "very distinct Indian flavour and will deal primarily with issues relating to India on Wikipedia and its sister projects".

Wikipedia, founded in 2001, is the world's sixth-most popular website in terms of overall visitor traffic. Its worldwide monthly readership totals almost 500 million.

Since 2011, the Wikipedia has been working to expand its growth in India, and it held its first Indian conference in Mumbai in November that year, which was attended by 700 persons and addressed by website founder Jimmy Wales.

This year, the meet takes place from August 5-8 in Chandigarh, the city and a Union territory of a million population that serves as the capital of the states of Punjab and Haryana.

"The main objective is to reduce the gap between different communities and get help from other community members on technical issues and other things like best practices in decision making and how we resolve the disputes in the community," the organisers said.

Those attending including Wikimedia Foundation executive director Katherine Maher, board member Nataliia Tymkiv, senior programme officer for emerging Wikimedia communities Asaf Bartov, language engineering team international manager Runa Bhattacharjee, Punjabi poet Dr Surjit Patar, and Wikipedia education programme senior manager Tighe Flanagan.

From India, participants will include The Centre for Internet and Society executive director Sunil Abraham, and Wikimedia India president Yohann Varun Thomas.

This event includes "hackathons" and "edit-a-thons" - collective workings towards improving the content available online. It will also see sessions on the Wikimedia movement in India, examples of its use in education, innovative tech solutions from India, content translation, a "gentle introduction" to Wikidata, gender gaps, and case studies from various Indian languages.

Participants are coming from the Wikipedias in languages including Punjabi, Kannada, Odia, Tamil, English, Bengali, Telugu, Malayalam, Urdu, Sindhi, Hindi and Chinese.

Because of its widespread popularity - and contrary to fears that a website "anyone" can edit will not have quality - the Wikipedia notches often among the highest results when information is searched for on the world wide web.

It is a project supported by the Wikimedia Foundation and based on a model of "openly editable content". As the site explains: "The name Wikipedia is a portmanteau of the words wiki (a technology for creating collaborative websites, from the Hawaiian word wiki, meaning quick) and encyclopedia."

On the 60th anniversary of the movie Mayabazar, Telugu Wikimedians celebrated Wiki Loves Mayabazar, an event to commemorate the cult Telugu film Mayabazar. As part of the celebrations, an edit-a-thon of the same name was held at Ravindra Bharathi in Hyderabad. Interestingly, the Cultural Department of Telangana Government sponsored the entire event.

In
the Telugu speaking regions, there is a well-known appreciation of the
cinematic arts. Mayabazar, released in 1957 captured the imagination of
fans like no other film had before. Telugu Wikipedians decided to pay
tribute to the movie by improving articles and content related to it on
Telugu Wikipedia and other Wikimedia projects.

The
edit-a-thon was held on 30 April, 2017 at the monthly Wikimitra Vedika
meetup of Telugu Wikipedians. A screening of the film took place
followed by discussions on references, citations, film studies and
articles related to the film. From 1 May 2017, the edit-a-thon took
place online.

There were 15 participants of which only one member was female. Telugu Wikipedian, Kasyap hoped for more participation as this "is an interesting event."

https://cis-india.org/a2k/blogs/huffington-post-subhashish-panigrahi-january-25-2016-why-its-essential-to-grow-indian-language-wikipedias
On 15 January, Wikipedia, the free online encyclopaedia celebrated its 15th birthday, meeting this milestone with 36 million articles in more than 290 languages (the English-language Wikipedia alone has crossed the 5-million article mark). But here I want to address some major questions that we need to ask as Indians.

This was published by Huffington Post on January 25, 2016.

First, what is the state of Indian-language Wikipedia projects? What does India have to take from and give to Wikipedia?

With the growth of free and open source software in India, people are equipped with more freedom than ever. Especially with the recent federal policy-level changes, the nation is enjoying better collaboration with people of different cultures speaking different languages.

According to UNESCO, 197 of the total of 1652 Indian languages are dying despite having a long literary and linguistic heritage.

However, there is a huge gap in the access to knowledge on the internet domain. Of a population of about 1.26 billion only about 15-18% people are connected online, largely from mobile devices. A tiny fraction of this population comprises the technical community. It would be useful to have a metric on the percentage of this community's contribution to grow the languages of this country and its cultural heritage.

Wikipedia as a family

Wikipedia is not just an encyclopaedia. It is also a "family" of several other Open Knowledge members. Wikipedia itself is available in over 290 languages, but it also has other multilingual sister projects such as Wikisource (an online library of many public domain and other important texts), Wikimedia Commons (the world's largest repository of media files and documents), Wikibooks (a free library of educational textbooks), Wikivoyage (a free and open travel guide) and Wiktionary (a database of various languages).

These projects don't just house millions of images, videos, documents and texts, but allow anyone to contribute their knowledge to this ever deepening pool of information. Four Indian languages made an early entry to the Wiki-world back in 2002 -- Assamese, Malayalam, Odia and Punjabi.

Language neutrality

According to UNESCO, 197 of the total of 1652 Indian languages are dying despite having a long literary and linguistic heritage. It's quite shocking. In a blog post on content localisation, social entrepreneur Rajesh Ranjan asks if free and open source software can help save these dying languages. In the context of Wikipedia, there are already 23 South Asian-language projects. Out of these 20 are languages listed in the 8th schedule of the Constitution of India. Many might not have noticed that the "en" in the URL of Wikipedia that denotes the language code of English could be altered with "or" for Odia Wikipedia or "pa" for Punjabi Wikipedia.

Most Wikipedia projects in Indian language projects are relatively small compared to their counterparts. But the Wikimedia communities are thriving.

There are a fairly large number of native speakers waiting out there to access knowledge in their own languages.

When only parts of government websites are available in Hindi, the Hindi Wikipedia has crossed 10 million articles already. The Tamil and Malayalam Wikipedia communities have played a central part in implementing Wikipedia basics learning in the state-run school syllabus. Needless to say that these communities have played a significant role in implementing several free and open source software by pushing for policy-level change. Many Indian languages are in the pipeline to become active Wikipedia projects under the scope of the Wikimedia Incubator.

Maithili Wikipedia and Goan Konkani Wikipedia are the two Indian-language Wikipedias that have gone live in recent years. The world has seen how digital activism has brought a new life to the Hebrew language. There are a fairly large number of native speakers waiting out there to access knowledge in their own languages. Wikipedia could be a great tool for digital activism with openness and sharing.

Addressing gender bias in Wikipedia: Implications for India

India tops South Asia in the gender inequality index in the entire South Asia. The female literacy rate is an alarmingly low 65.46% as compared to 82.14% for men. This disparity is evident in many other sectors as well as in politics.

Digital India aims at digital literacy and availability of digital resources/services in Indian languages. This is closely aligned with the Wikimedia movement's goal....

But gender bias is not just a problem in India. The global free and open source software (FOSS) community has always been worried about the low presence of women contributors -- in the range of 2-5% range. Wikimedia Foundation's former executive director admitted that Wikipedia, like many other collaborative and open projects, does not have a conducive environment for women. But the Wikimedia community and Wikimedia Foundation are both working on improving this state of affairs. Indian-language Wikipedia projects are directly impacted by this global drive, be it the Women's History Month edit-a-thon where Wikipedia content largely related to women are improved every year or the Lilavati's Daughters project where biographies of Indian women scientists were created and enriched in Wikipedia projects.

Complementing Digital India

With a population of over 354 million netizens India still has a long way to go in increasing Indian language content on the web. The Government of India's new campaign Digital India aims at digital literacy and availability of digital resources/services in Indian languages. This is closely aligned with the Wikimedia movement's goal to provide free access to the sum of all human knowledge. In addition to Wikipedia, many other open educational resources and free knowledge projects that are not already a part of the Digital India campaign signal the need for the federal-run campaign to be more collaborative and open. Community-government collaborations like the NROER project to make NCERT books under Creative Commons licenses and IT@School project in the state of Kerala to provide education using free and open tools have gained massive traction and helped more Indian language content come online.

https://cis-india.org/a2k/news/scroll.in-february-6-2016-madhav-gadgil-why-arent-indians-using-wikipedia-to-hold-the-government-to-account
Despite its popularity, the site's benefits are going unutilised.

Madhav Gadgil's post was published by Scroll.in on February 6, 2016. CIS work was quoted.

Thanks to modern science and technology, the treasury of human material as well as intellectual and cultural wealth is overflowing. Enormous quantities of information are exchanged today at lightning speed, and incredible numbers of people separated by great distances are in constant touch with one another. Two contrasts characterise this world: on the one hand, disparities are growing in material wealth, and on the other, there is growing equality in access to informational and cultural resources.

The inequities in material wealth has accelerated the rate of degradation of the natural world, but at the same time progressive laws flowing from equality in intellectual wealth are helping people combat the degradation. This is one reason why, as much as ever, a well-informed citizenry is the lifeblood of social progress. Ensuring that citizens have ready access to reliable information is the prime responsibility of all of us, including obviously of our governments.

Wayward rulers

Regrettably, the government machinery is failing to discharge its responsibility.

Consider, for instance, Maharashtra’s irrigation scam, in which thousands of crores were siphoned off or wasted on dud irrigation projects. The statistics provided at various times by the state’s agriculture and irrigation departments are inconsistent. It is probable that none of them reflect the ground reality. Most rivers in Maharashtra are polluted well beyond legally permissible levels, yet the Maharashtra Pollution Control Board hardly acknowledges this sorry state of affairs. Such pollution often results in mass deaths of fish, but neither the fisheries department nor the Pollution Control Board maintains reliable records.

Or consider these two examples. After the people of Kerala succeeded in moving the government machinery, a committee of the legislature reported that 90% of the stone crushers in the state were operating without permission from local panchayats or without registering with district collectors. Another time, when the Central government-appointed Western Ghats Ecology Expert Panel revealed similar irregularities with solid evidence, the Centre first suppressed its report and then, pushed by a Delhi High Court order, made only an English version available. To top it all, the Maharashtra government uploaded on its website a Marathi summary full of distortions.

Clearly then, with the government machinery failing, people must work on their own to bring to light the true state of affairs. Fortunately, our media provides a good deal of reliable information on issues of public interest. For instance, it was newspaper reports that forced the Goa Forest Department to accept the presence of tigers in the state. It is again the media that often records large-scale fish deaths in our rivers.

Such information gets recorded on social media too, but this remains scattered, barring systematic efforts like as the one launched by the Hyderabad-based “Save Our Urban Lakes” coalition. Besides, much of the material on social media like Facebook is often self-centred and prejudiced, making it difficult to ascertain the veracity. On the other hand, newspapers and TV channels are continually exposed to sceptical public scrutiny, ensuring that, by and large, they deliver reliable information.

On balance then, people at large can wean genuine, reliable information only by carefully collating it from newspapers and TV channels, official documents and scientific studies and systematically organising it through some responsible social media.

Starting a discussion

Wikipedia is just such a reliable social medium. It is an entirely voluntary, cooperative, web-based enterprise aimed at freely and readily delivering all the knowledge in the world to all the citizens of the world in their own languages. The platform started off in 2000 with a call to experts to contribute articles on the pattern of Encyclopaedia Britannica, but without any remuneration. When experts showed little interested, Wikipedia was thrown open to citizens in 2001, converting it into an anyone-can-edit enterprise. After all, experts too acquire much of their knowledge reading what others have written.

Wikipedia operates on the understanding that laypeople may make mistakes, but these can be eliminated by ensuring open scrutiny and giving full scope for additions, deletions and corrections. That this system has resulted in material of a quality on a par with expert-written encyclopaedias has been established by studies by respected scientific journals. Moreover, not being constrained by the page limits of a printed encyclopaedia, it has generated greater amount of material with a broader scope.

All this has been achieved due to the dedication of 50,000-odd voluntary editors improving existing and writing new articles. This community of editors follow a set of conventions arrived at over the years through consensus. It has been decided that Wikipedia will not include material based on original observations, but instead verifiable information compiled from published studies or reports. Wikipedia believes in a “neutral point of view” presenting the different perspectives, provided these are supported by good evidence. Besides reliability, Wikipedia articles aim for speed (Wiki means quick). For instance, the article on the December 2004 tsunami was composed in two days through contributions of some 1,000 editors largely relying on newspaper and TV reports.

Every Wikipedia article is accompanied by a “discussion” page, on which a variety of issues can be explored without the strict constraints of neutrality and verifiability. This is in addition to the “discussion” page accompanying the “User” page that automatically gets assigned to anyone who registers on the website as a user. On all these debating platforms the site imposes only one major discipline – that they will not be used for self-promotion or abusing others.

Because of these noteworthy conventions, the information on Wikipedia has acquired a special significance. For instance, in Europe and the United States, it has served to subject the performance of political leaders to careful scrutiny. Biographical articles on leaders often include documentation of the promises made before election and the extent to which these were fulfilled. In the past, whenever agents of these leaders tried to delete unfavourable content, they were caught out quickly because Wikipedia preserves all versions of any article, including a record of the IP address of the computer employed to make changes.

The grassroots

Since Wikipedia is unconstrained by governmental control and cannot be subjected to commercial pressures because of its donation-based ad-free model, it is an outstanding medium to document what is happening on the ground. This information can be accumulated through incremental, asynchronous micro-contributions. In India, it presents an excellent instrument for common citizens to document their experiences and issues of concern on the English and the 21 Indian language editions.

The articles could deal with specific geographical localities such as cities (e.g. Pune), wards in a city (e.g. Kothrud in Pune), villages (e.g. Warkhand in Pedne taluka of Goa), talukas (e.g. Dodoamarg in Maharashtra), districts (e.g. Kolhapur or North Goa), rivers (e.g. Panchaganga, Mula-Mutha, Zuari). All we need is some official information source to initiate such articles. The 2011 Census of India is one such excellent database. Every census locality in this database is assigned a unique Census Location Code.

To explain with an example: each of the many villages named Loni, Wadgaon or Mendha in Maharashtra has a different Census Location Code. Similarly, there is a district and a city in Madhya Pradesh as also a town and a taluka in Karnataka, all sharing the name Sagar. Again, these are assigned four different Census Location Codes. This facility permits us to refer unambiguously to any geographical locality at various spatial scales such as district, taluka or city or village. In addition, on their Wikipedia entries, one could readily add the latitude, longitude and altitude off Google Earth.

As it happens, there exists a code – developed by Prashant Pawar – to automatically generate base articles on census localities. Three such Marathi articles, on villages Haladi (Karavir), Rukadi (Hatkangale) and Parite in the Panchaganga basin of Kolhapur district, have been uploaded on the Marathi Wikipedia.

No less than 40,000 such articles were automatically uploaded on the English Wikipedia around 2003-’04 and were then quickly developed further by other interested citizens. However, that was not the norm. While Bollywood celebrates Wikipedia with Shah Rukh Khan singing Mere bareme Wikipediape padh lo, Indians participate little in editing or creating new Wikipedia articles. For instance, an article on the Pune Bus Rapid Transit System on the English Wikipedia is merely based on an official pamphlet. It ignores the vigorous discussion on the subject, including the many news reports in the past several years. The discussion page accompanying the article is almost blank. Surely, the more aware citizens of Pune could put the powerful medium to good use to provide a more detailed and balanced account of their city’s Rapid Transit System.

Bonding across languages

We could, of course, follow the American pattern of automatically generating articles on all Indian localities covered in the 2011 Census. But Wikipedia is not just an encyclopaedia – it is a community, and in the absence of awareness about the enterprise, this approach might not be fruitful. The communal effort was visible when the residents of Haladi in Maharashtra initiated a base article on their locality.

Besides creating base articles, interested citizens can upload photographs, audio and video clips on Wikimedia Commons under a Creative Commons license, permitting anybody to freely use or modify the material after giving due credit to the original creator. Aside from this, citizens can also augment information on issues of their concern through Right to Information queries or enquiries from forums like zilla parishads, municipalities, state legislatures or the Parliament. The Centre for Internet and Society has developed excellent resource material to support citizens taking up Wikipedia-related activities. A group of volunteers led by Subodh Kulkarni is also promoting this participation, as is Goa University.

Much could be accomplished if Indians become active participants on Wikipedia. People could use their articles and their discussion pages to draw the attention of journalists or scholars to their concerns. For instance, people in the command area of a dam could call attention to the fact that no canals have been constructed to bring water to them. A journalist could then investigate the issue and develop a news story, which in turn could provide a verifiable reference for a Wikipedia article. Such interaction could constitute an effective and transparent social audit. One can visualise an array of topics for a social audit, ranging from the status of wage payments in rural employment guarantee works, pending forest rights claims, encroachment of real estate on river beds, privatisation of public beaches, and availability of public toilets for women.

The newly emerging facility of Wikidata can strengthen this social audit. Wikidata permits integration of data not only from English but from multiple languages, such as Hindi, Marathi, Malayalam and Kannada. For instance, sacred groves – forest fragments that are communally protected – constitute a traditional conservation practice not only in India, but also in Bhutan, Myanmar and even Nigeria. This tradition is still relevant – indeed, new sacred groves have recently been constituted in villages granted Community Forest Rights such as Pachgaon in Chandrapur district of Maharashtra.

Using Wikidata and keywords such as Devari (Marathi), Devpan (Konkani), Nagarbana or Devarakadu (Kannada), Sarpakavu (Malayalam), Oran (Hindi), one can quickly compile quantitative information on this practice, helping bring together people from across the country. Similarly, using keywords in different languages for a phenomenon such as mass fish mortalities, one may compile systematic information on this phenomenon that Pollution Control Boards deliberately ignore.

Of course, the objective of the Wikipedia enterprise is to compile objective, verifiable information from a neutral point of view and the Wikipedia community will not be involved in any activism. Nevertheless, such an exercise of putting together information could serve a useful function of organising a social audit. This could help, say, scattered members of fishing communities that are adversely affected by pollution-related fish mortalities to organise themselves.

Democratic approach

This is a golden age for those fascinated by knowledge. And Wikipedia is a triumphant manifestation of the age, a progressive enterprise of good-faith collaboration with the noble objective of making all knowledge available to people all over the world. The English Wikipedia has taken giant strides towards such a goal. The key to this success of science has been the rejection of all authority other than empirical facts and logical inferences, and its aim is to engage all those interested in knowledge regardless of their social, economic or educational background. It is this democratic approach that has facilitated the rapid accumulation of knowledge. Yet there are continual attempts by so-called experts to monopolise knowledge.

It is the duty of true lovers of knowledge to resist such attempts. Knowledge has a vast canvas. Our environment, our social settings are legitimate subject matters of knowledge and every citizen can be involved in nurturing it. Wikipedia is an important step in the direction of bringing on board all citizens in the pursuit of knowledge. The ability of the Wikidata facility to bring together knowledge scattered in multiple Indian languages is one manifestation of this progressive development. All of us Indians should join hands in developing a reliable understanding of the nature around us and of our society, polity and economy. This enterprise of taking Wikipedia to the grassroots would be a worthy contribution to the cause of nation building.

State of Indian languages on the internet

Based on a study, Internet activist Anivar Aravind mentioned that in 2014, although 89 percent of Indian population used mobile phones, only 10 percent of the population used smartphones (contributing to 13 percent of total mobile users). This means we can safely assume that a large section of online activity in India is through mobile devices ‑ thanks to the declining data charges because of high competition. That said the mobile internet connectivity in rural India is growing at a fast pace and vernacular content plays an important role in this great journey. With over 90 percent of the users being comfortable in their own native languages, websites that are producing content in Indian languages are going to drive this bandwagon.

Why open access is important for Indian languages?

Open access, in a nutshell, would mean research outputs and other educational resources that are free from restriction of access and use. The former includes resources like journals that are not paywalled, and the latter is freedom from copyright restriction. Open access as a movement encourages license migration ‑ a process of migrating from several copyrighted license terms to Creative Commons licenses and several other licenses that provide freedom to use, share and remix. In a country like India where there are only a handful of research journals available in vernacular languages, the need for open content becomes much more important. The more the restricted content, the less will be the access to knowledge. Creating more vernacular content with open licenses is like digging a well in a dessert.

Indian language Wikipedias as open access journals

It’s been almost a decade since most largely spoken Indian languages started having a Wikipedia project of their own. Presently, there are 23 Indian language Wikipedias, including newest entrants like Konkani and Tulu. That said, these projects are growing with more and more encyclopedic content written with a neutral point of view, which any internet user will find useful. Wikipedia is considered as the people’s encyclopedia and hence can have quite contrasting content ‑ some being poor because some volunteer editors lack expertise in high quality articles written by professionals. A great example of creating very high quality content in one particular subject area is Open Textbook of Medicine ‑ an offline encyclopedia consisting of Wikipedia articles related to medicine that was created by a group of dedicated volunteer medical professionals that happened to be Wikipedia editors. There is enormous potential to grow Wikipedia in multiple languages with high quality content.

How to grow open access in Indian languages using Wikipedia as a tool

The list of challenges to grow Wikipedia-like projects with volunteer effort could be endless. And one of the biggest challenges is bringing self-motivated people who are willing to contribute as volunteers. Also, there are many such people who are not aware that they can contribute to Wikipedia. The Wikipedia community has created an ecosystem by having several Wikimedia chapters and other affiliates that are run by both volunteers and paid staff ‑ the Wikimedia Foundation, a paid staff-run organisation that is responsible for fundraising, major technological and some community support. In India, Wikimedia India, Centre for Internet and Society’s Access to Knowledge program (CIS-A2K) and Punjabi Wikimedians are three such official affiliates that are working on catalysing the growth of the content and the communities. Where the affiliate Punjabi Wikimedians focuses on Punjabi language (in both Gurmukhi and Shahmukhi scripts), both Wikimedia India and CIS-A2K focus on all the Indian languages. CIS-A2K also specially focuses on five languages; Kannada, Konkani, Marathi, Odia and Telugu. Indian language Wikipedia projects can only grow if people can edit their own language Wikipedias.

With the Open Access Week—a week dedicated for promoting Open Access globally—around the corner with “Open in Action” as the theme of the year, there is no better time for anyone who can read and write in their native Indian language.
