Cultural institution AKA GLAM for more OER

My submission titled "Cultural institution AKA GLAM for more OER" under the theme of "Innovative approaches to opening up cultural heritage collections for education" has been selected for the OER16 conference to be held in Edinburg, Scotland from 19 to 20 April 2016.

GLAM (Galleries, Libraries, Archives, and Museums) is a global initiative for making cultural data open targeting galleries, libraries, archives and museums in particular. GLAM projects are run in collaboration with these cultural institutions where the artifacts and other institutional collections get all sorts of digital treatment, from digitizing manuscripts and books to creating meta data and developing tools to automate and ease the life of contributors, building and 3D models of artifacts and creating multilingual virtual museum experience by using Wikipedia.

These institutions historically being the reservoir of knowledge need more attention with more digital innovation coming in day by day. There being a synergy between the fundamental focus of OER and GLAM initiative, it leaves scholars and GLAM and/or OER practitioners to explore this area that is currently not widely covered. GLAM projects are centered around data mining, digitizing and publishing the work in both machine and human readable forms. The output of all the GLAM projects could directly contribute to creating OERs classifying and customizing the OERs for different age groups and people with accessibility needs. This, in return will also benefit the GLAM projects and institutions for both expanding their reach and replicating these initiatives. The presentation will be around the best practices of several GLAM initiatives and how these projects could lead to create useful OERs. I will also shed some light on the methodology of creating OERs during the development of a GLAM project.

Continuing community engagement: Communities of interest and Quarrying

In telling the stories of Indian Wikipedians, we bring to you the story of Dr. Diptanshu Das, a doctor and avid Wikipedian, working with WikiProject Medicine who recently approached CIS-A2K with a technical request.

CIS-A2K has always believed in continuing our engagement with the communities and individuals we work with. This year in particular has been special to us thanks to our Train The Trainer alumni steadily achieving the goals they set out to achieve and continuing their Wiki journeys with more vigour. It is especially significant to us when our alumni come back to our resource and idea exchange platform to help develop their pet projects. For the first time, one such alumnus, Dr. Diptanshu Das, a doctor by profession and avid Wikipedian approached us in April 2017 with a request to our technical team. He wanted to know the number of articles that were tagged in both Category:WikiProject Pharmacology and Category:All WikiProject Medicine.

To provide some context, WikiProjects are generally article development projects undertaken by groups of editors on Wikipedia whose aim it is to achieve goals on specific topics and subjects on Wikipedia. For example, WikiProject Medicine manages and helps curate medical articles on Wikipedia. Similarly, WikiProject Pharmacology states that it "coordinates the development of Wikipedia articles and lists relating to the pharmacology and science of medications and other pharmacology-related topics." Working to define clearer guidelines for WikiProject Medicine of which he is a member, Dr. Das intended to find out how many articles were listed under WikiProject Pharmacology that were also tagged under WikiProject Medicine. As these two are closely related topics, the former being a sub-specialty of the latter, he felt it could cause an overlap which would mean that most of the sub-specialty articles would get lost in the "parent" category i.e. WikiProject Medicine.

CIS-A2K ran Dr. Das' request on Quarry, a public querying interface that lets one raise queries regarding databases in addition to managing them as an SQL(Structured Query Language) software would. Dr. Das had begun discussions with fellow Wikipedians to get their thoughts on the matter and wanted to provide data-specific points but was unable to gather consensus on developing a guideline. However, when CIS-A2K reported back to him, he realized that the overlap was not as significant as he had feared. WikiProject Medicine had 34,475 articles, WikiProject Pharmacology had 10,721 articles; only 2002 of these were tagged in both. Dr. Das, while relieved, believes that sub-specialty tagging would go a long way in helping improve articles such as those of WikiProject Pharmacology, many of which are still in Start and Stub classes.

"While collaborating on wiki is always good, it is important that an organization like CIS contributes its expertize," he says. CIS-A2K's presence as an idea exchange platform hopes to generate debate and discussions in addition to the physical resources and support we provide to communities. Dr. Das is also of the opinion that domain knowledge experts could make a real difference to Wikipedia by engaging with or creating WikiProjects that are specific to their interests and collaborate with other free knowledge champions around the world. CIS-A2K has attempted to encourage such communities of interest in the past so as to find an easier way to engage members of the general public and educational institutions as they are more likely to edit Wikipedia articles based on their personal hobbies and interests.

Content Donation Sessions with Authors

CIS-A2K has adopted an integrated approach towards knowledge generation in Marathi language. With the involvement of various stakeholders in different programmes, CIS-A2K facilitated a comprehensive workshop for publishers, printers, designers and writers on 7 September 2018.

The State Govt. Language department, All India Marathi Literary Body & All India Marathi Publishers Consortium took the lead to organize this workshop. In this workshop, noted authors Sunilkumar Lawate and Laxmikant Deshmukh expressed their willingness to donate their books to Wikimedia projects. The awareness about content donation was spread among the writers' community through this workshop.

To promote Marathi language, Marathi language fortnight (1-15 January) and Marathi Day (27 February) was celebrated in Maharashtra. CIS-A2K organized various events on this occasion with state government, publishers, writers and other stakeholders in knowledge business. Some of the authors responded to the appeal to donate their literature in public domain. The following content donations were received in February and March 2019.

Book on Home Composting

Kaustubh Tamhankar, an active citizen from Thane is promoting innovative home composting methods for zero garbage. He has produced some manuals and videos on the process. As the awareness about environment friendly lifestyle is increasing, the author thought of releasing the first manual on Commons. CIS-A2K community advocate (CA) trained him in basics of Wikipedia and Commons. He completed the OTRS process and uploaded the book on zero garbage. He has planned to upload some more manuals and videos in future.

Books by Sunilkumar Lawate

Prof. Sunilkumar Lawate is an educationist, social activist and writer in Maharashtra. He participated in the FOSS & Wikimedia workshop conducted in September 2018. He approached CIS-A2K for release of his books in CC-BY-SA on the occasion of Marathi Day on 27 February. CA trained the author in copyrights, Commons upload process and OTRS process in the session held at Kolhapur on 27 February. Prof. Lawate uploaded his 21 books on Commons. These are reference value books on education, child rights, literature, autobiographies, social issues and classic literature. The newspapers covered this event as feature of Marathi day. Because of good media coverage, many responses from other authors in Maharashtra have been received for content donation.

Books by Lek Ladaki Abhiyan

We all know that vast amount of training materials and case studies are produced in development sector. But it is not available to society at large. It is restricted to NGOs, funding agencies, etc. for project period. If it is brought in Wikimedia, it will be searchable for all and will be linked to various articles also as reference resource. CIS-A2K is approaching several such organizations for content donations. CIS-A2K received positive response from Adv. Varsha Deshpande, President of Lek Ladaki Abhiyan, Satara about bridging gender gap activities on Wikimedia projects. Lek Ladaki Abhiyan (LLA) is one of the most active organizations working on Women's issues in Maharashtra. The activities cover wide range of issues viz. stopping child marriages, counselling workshops for adolescents, pre-marriage counselling, child labour issues, legal aid to women facing violence, sting operations for exposing cases of female foeticide, hostel for girls etc.

LLA organization is involved in content generation on women's issues for the last two years with the support of CIS-A2K. The process proved useful for the members and other participants. On the occasion of Women's day on 9th March, LLA re-licensed 8 books and uploaded on Commons. The convener Adv. Varsha Deshpande has authored 6 books. She has taken this noble initiative. The content is spreading across beneficiaries and getting good feedback also. The books cover all the issues mentioned above. The articles created in women's day workshop and books donated by this organization have contributed to reduction in gender gap. LLA would like to lead the movement with other like-minded organizations in urban, rural, tribal areas to facilitate the open knowledge generation on women's issues.

Books by Laxmikant Deshmukh

Laxmikant Deshmukh is former IAS and writer in Maharashtra. He was president of All India Marathi Literary Festival in 2017 at Badoda. He was co-organizer for the FOSS & Wikimedia workshop conducted in September 2018. From that event, he has been promoting open knowledge concept and Wikimedia projects. The training session at Pune was held on 16 March for re-licensing his 4 works. The books are on socio-economic issues of Maharashtra.

Community Prioritisation of Content Donation: Kannada Wikisource

CIS-A2K has initiated a community consultation in order to prioritise and streamline the work on Wikisource projects across FLA. Due to the commitment of volunteers from the respective FLA and the institutional partnerships that A2K has developed we have been able to bring a large corpus of content under free licence into our Wikisource projects. CIS-A2K promotes both content donation and content acquisition strategies in order to bring in free licence content.

The re-releasing of the content under CC-BY-SA is a difficult task no doubt, but the even more difficult task is to get the donated content digitised and made available on Wikisource. As this activity involves three intermediary steps of scanning the original document, uploading the same on commons.wikimedia.org and finally recreate the same page on Wikisource by typing.

It is common knowledge that Indian Language Wikimedia communities consist of very few volunteers and in many communities it is Wikipedia that is the chief attraction for volunteers. This compounds the problem towards work that has to be done on Wikisource. To overcome this problem CIS-A2K has initiated a community consultation and prioritisation effort. CIS-A2K consults community in form of posts on Village pump, mailing lists and other channels of communication and update them about the overall content donated towards Wikisource projects and requests for suggestions and feedback as to the plan to digitse and bringing the content on Wikisource.

For the month of November, 2015 CIS-A2K discussed the plan with the Kannada community Wikimedians and proposed a plan of aggregating all the content that has been donated towards Kannada Wikisource and copyright lapse content that has been identified by Wikimedians. A2K team is currently utilising its institutional partnership with Christ University in digitising the content of Sri. Niranjana a prominent Kannada author that was donated by Prof. Tejaswini Niranjana. As a result of this collaboration with the community A2K team shall be posting a comprehensive list of the content donated to Kannada Wikisource along with copyright lapse books that are available digitally on Digital Library of India and Osmania University Digital Library and other such platforms.

This consultation process with the Kannada Wikimedia community also seeded an idea of creating a 'Book Bank' for Kannada Wikimedians. The objective of the book bank is to provide authentic references, citation material and other primary sources of information for content generation. As a first step towards building of the proposed book bank, we have purchased encyclopaedic material on Stone Inscriptions found in Karnataka, Women writers of Karnataka, Literary history of Karnataka and Kannada Dictionaries. The material acquired under 'Book Bank' will serve as resources for community and will be provided to the community members upon request for the same.

The visits have resulted in identifying many books that were hitherto unavailable with A2K team. We are in process of getting these books and digitise them so that they can be uploaded on Kannada Wiisource. A2K team is hopeful that the increased levels of activity and consultation held with the community will help the overall progress of Kannada Wikisource project.

Community Discussion for Making Tulu Wikipedia Live

CIS-A2K Programme Officer Rahmanuddin Shaik visited Mangalore on October 28 and 29 and again on November 5 and 6, 2015. During his visit he interacted with Wikipedians for making the Tulu Wikipedia live.

There were discussions on translations of system messages that appear on Wikipedia interface, creating templates pages and adding images. Around 79 strings were translated on Translatewiki.net, the community project for MediaWiki localization, and about 500 strings were approved. This event was organised at Tulu Bhavana, Karnataka Tulu Sahitya Akademy. The director of the institution was part of the meeting who agreed for the following:

To relicense a lower resolution cover pages, and metadata of their 157 volumes of books under Creative Commons licenses. This will bring in those many articles on Tulu Wikipedia.
To give detailed information of winners of Tulu Sahitya Akademy award winners (this was being given away across 6 disciplines from 1993 onwards), which would add close to 100 biography articles on Tulu Wikipedia.

A possibility of CIS-A2K and Tulu Sahitya Akademy collaboration was also discussed briefly. Vishwanatha Badikana was there throughout these talks and he would be the contact person for further work.

Rahmanuddin was also invited to be a part of the World Konkani Literature festival where he spoke briefly about Konkani Wikipedia to the gathering.

Community Digest: Tulu Wikipedia Goes Live after Eight Years in Incubator; News in Brief

Eight years after being created in the Wikimedia Incubator, the Tulu-language Wikipedia is now live as the 23rd Indic language Wikipedia.

The blog post was published in the Wikimedia blog on August 24, 2016.

Available at https://tcy.wikipedia.org, the project has a total of 1285 articles contributed by 198 editors.

Tulu is spoken by between three and five million people principally concentrated in the states of Karnataka and Kerala in south-west and south India (respectively), with more in the US and in Gulf countries. The Wikimedia Foundation’s Executive Director Katherine Maher announced that the project would go live in her keynote at WikiConference India 2016.

Tulu Wikipedia was started in the Wikimedia Incubator back in 2008 with a one or two editors, but neither the project nor the community remained active except sporadic edits. Without any meetups and outreach, it was difficult for those editors to work as a community to bring the project live from Incubator. The Centre for Internet and Society’s Access to Knowledge program, a catalytic program funded by the Wikimedia Foundation to support and grow Indian language Wikipedias and Wikimedia projects in the Indian subcontinent, started building a Tulu-language community in 2014. They and the community conducted Wikipedia editing training workshops at St. Aloysius College in Mangaluru, who opened their doors to introduce the Wikipedia Education Program (WEP). As part of the WEP, students started editing Wikipedia as part of their syllabus with the leadership and guidance of Dr. Vishwanatha Badikana, assistant professor of the Kannada-language department at St. Aloysius, who himself became an active Tulu Wikipedia editor. Similarly, many students from both the institutions also contributed articles of diverse subject areas.

However, the community is fairly small and needs a way to grow outside the institution. “A series of eight how-to video tutorials have been created to help editors to learn about Wikipedia policies and guidelines, manual of style and overall editing. Many students have contributed in creating these tutorials”, Badikana says, and the existing set of editors are doing their best to spread the word about the project. In an interview with the media portal Daijiworld, Bharathesha Alasandemajalu, an active editor based in Oman, said, “anyone can write or edit articles on the Tulu Wikipedia but it should not be plagiarised. The photos should be one’s own or uploaded with valid permission from the owner. This will help the future generation to know more about the language and act as a source of information on Tulu language and culture.”

One of the biggest challenges in growing the project—apart the community’s limitations within institutional frameworks and having just a handful of editors outside—is the lack of codification of the project as per Unicode compliance. Unicode is a global standard for scripts, and the modern Tulu script (derived from the original Tigalari script) is not yet encoded in Unicode. As a result, all the articles in the Tulu Wikipedia are written in the Kannada script, as the speakers are mostly based in the state of Karnataka and speak Kannada as a second language.

Despite a long linguistic heritage, Tulu is still struggling to be widely used, especially in its native script. Badikana says that he is really hopeful that he will see more Tulu speakers start contributing to the language’s Wikipedia, as he feels that growing language content online would be the best thing to do while working in a conventional classroom.

Ongoing India At Rio Olympics 2016 Edit-a-thon promises to plant one tree for every 20 new articles created

India this year has a great participation in the Rio Olympics; some of the participating athletes have brought medals and glory for the country and some lost in the tight competition. But for Wikipedia, every single athlete matters! An edit-a-thon is being organized by Wikimedia India in collaboration with not-for-profit “Sankalp Taru”, publication house Niyogi books. Several Indian-language Wikipedia communities are participating in creating Wikipedia articles related to the Rio Olympics and India’s participation in it. A unique goal is set for this edit-a-thon where a tree will be planted for every 20 new articles created and it could also be monitored online. The edit-a-thon started officially at 0:00 UTC on 29 July 2016 and will go on 23:59 UTC on 18 September 2016. Apart from several other rules for participation, the rule also discourages pure machine translation of the articles as historically there has been disastrous impact of Google Translate for many Indian language Wikipedias.

Wiki Loves Monuments returns to India after three years

Wiki Loves Monuments, the global photo competition that is organized by the Wikimedia communities in September with the focus of getting good quality photographs of monuments of historical interest, will be organized in India. “The aim of the contest is to ask the general public—readers and users of Wikipedia, photographers, hobbyists, etc.—to take pictures of cultural heritage monuments and upload them to Wikimedia Commons for use on Wikipedia and its other sister projects.”, shared Abhinav Srivastava, Executive Committee member of Wikimedia India which is the official organizer of the event. WikiConference India 2016, the largest Wikimedia community gathering of the year in South Asia comes to an end

Organized by the Wikimedia communities in India, the WikiConference India 2016 was the largest Wikimedia gathering in the subcontinent of this year. After a long break of five years, the event has about 250 participants including over 100 scholarship recipients from four countries representing Wikimedia projects in 20 Indic languages. As reported in the Signpost, nearly 25% of scholarship recipients were women, and the inclusion of speakers of ~20 languages. There were 89 accepted submissions including workshops, presentations, The event also included an edit-a-thon to improve the content related to Punjab, Punjabi language and culture as a gesture of respect to the place where the event was organized. Over 2000 articles have been created by more than 150 editors in 12 different language Wikipedias.

A gender gap-focused panel, led by formed Wikimedia Foundation’s Board of Trustees member Bishakha Datta, was held on the second day of the conference to share the research and outreach experiences in different communities (featuring Kannada, Tamil, and Marathi communities). Researchers proposed new strategies and practices in tackling the systematic and social barriers for Indian women joining Wikimedia projects. Other presenters shared tips and event-organizing experience on various outreach activities—from edit-a-thons and photo-thons in the International Women’s Month to student-led events in college institutions—demonstrating respective communities’ efforts on the local, national, and global scales. The panel was followed by a Wikiwomen’s Lunch meetup attended by most female Wikipedians at the conference along with Bishakha, Wikimedia Foundation’s Board of Trustees member Nataliia Tymkivand WMF staff members.

Ashutosh Sarangi, the youngest Wikimedian from the oldest Indian-language Wikipedia community

At the closing ceremony WikiConference India 2016, Ashutosh Sarangi was awarded as the youngest Wikimedian at the conference by , two days after Katherine congratulated the Odia Wikipedia for celebrating its 14th birthday, where the project happens to be the oldest of all Indian-language Wikipedias. Ashutosh, a 6th grade student, is the son of Pankajmala Sarangi, the most active Odia Wikisourcer, and is active in Odia Wikisource with 226 edits for digitization of two books so far. “Living and studying in New Delhi where Hindi is predominantly the primary language, having a conversation in our native language Odia itself is so difficult. I am proud to be a mother who not only teaches Odia language to her kids but also helps them contribute to the open Internet. At some point of time, these valuable books Ashutosh has contributed in digitizing on Odia Wikisource will be of great read for others”, she shares. Long time Hindi-language Wikipedian Raju Suthar has mentioned in a news article in Hindi newspaper the Sanjivani saying, “Ashutosh has won everyone’s heart as the youngest Wikimedian in this conference. Asaf Bartov and Nataliia Tymkov have awarded him for his contribution”. Ashutosh started contributing to Odia Wikisource in February this year on the day of the second workshop in New Delhi.

MediaWiki hackathon at WikiConference India 2016 has seven important outputs

The MediaWiki hackathon that was running at the WikiConference India in the leadership of Santosh Shingare was productive to engage with several participants and bring as many as seven most important outcomes:

WikiSpeak, an easy-to-use Android (source code) and web app (source code) that read the the Wikipedia articles in native languages.
Edit Tamil Wiktionary, android app that helps create entries in Tamil-language Wiktionary from a spreadsheet created with a .tsv extension. The app checks for existing entries and creates only entries that are not existent. (source code)
Commons audio uploader, Android app that helps a user to log in using Mediawiki credentials, create audio recordings using their phone microphone, and upload them on Commons. (source code)
Wikipedia articles on Google map, web application that can show Wikipedia articles with geo-cordinates in Google Maps when the phone’s location is enabled for Google Maps. The application is responsive enough to adjust the portion of the Wikipedia article it displays on the screen, and works for all the Indian languages. (source code)

Community digest: Konkani language speakers are separated by scripts but unite by Wikipedia; news in brief

Konkani-language Wikipedians on what they think of Wikipedia as a binding factor for native speakers who speak in different variations of the same language and write in different scripts.

I reached out to a few Goan Konkani Wikipedians to learn about their experience with the project, especially after it went live in 2015. In the interview they share what they think of Wikipedia as a binding factor for native speakers that are currently dispersed in many states, speak in different variations of the same language, and write in different scripts.

Subhashish Panigrahi (SP): Hi The Discoverer [a long time contributor to Wikipedia who is actively contributing to the Goan Konkani Wikipedia], you have been actively contributing to the Goan Konkani Wikipedia since 2006 even before it went live in 2014. What potential do you see in the Goan Konkani Wikipedia bringing Konkani speakers from the states of Goa, Maharashtra, Karnataka and Kerala?
User:The Discoverer (TD): Even though my first contributions were in 2006, I have been moderately active on Wikipedia all these years.

I do agree with you that Konkani Wikipedia has the potential to bind people across borders. As you have rightly pointed out, Konkani is remarkable in that, for the small geographical area where it is a native language, it has developed a large number of dialects, in addition to being used in multiple scripts. Unfortunately, in the offline world, we see that there are disagreements over certain Konkani scripts being favored or not favored in terms of official recognition. Konkani Wikipedia can not only be a platform in bringing together Konkani speakers from many regions but can also be the unifying factor among the Konkani people.

SP: How do think Wikipedia could be a good platform to help unifying the Konkani people?
TD: For Konkani Wikipedia to succeed, it is not just a ‘good idea’ for Konkani speakers writing in various scripts to work together on one Wikipedia, but it’s also a necessity and a challenge at the same time. It’s a necessity, because as things stand, no one script has a strong enough community to run a Wikipedia by themselves. It’s a challenge because not everyone can read every script, and it’s important for all the users of a Wikipedia to be able to understand all the content on that site.

SP: Very rightly spotted. And how do you think the Wikipedia community and the CIS-A2K program should work together to tackle this challenge?
TD: We need an automatic script converter (see the script converter resource page for Konkani on Meta and task on Phabricator) that could make the lives of the editors easier. Most people cannot read more than two scripts. Most users are currently depending on an external site for transliteration when the user cannot read the script used in a Wikipedia article. That’s painful and a user might also would not know about a third party converter. An automatic script converter on Wikipedia would enable people to read any page in the script of their choice in a single click. This is where CIS-A2K can really help Konkani Wikipedia, by helping to implement the script converter. In addition to the script converter, CIS-A2K could also study various multi-script Wikipedias in existence and prepare a list of such features that are used in these Wikipedias to deal with multiple scripts, so that Indian multi-script Wikipedias can consider implementing such a feature as well.

Konkani Wikipedia is facing another challenge right now in growing the community as there are only handful of active editors. And we need contributors from varied walks of life to add more diversity to the community. The boost that was needed initially to make Konkani Wikipedia live—thanks to institutions like Goa University (GU) and Nirmala Institute of Education (NIE) and CIS-A2K for bringing in many student-editors—needs more intensity now. Students from GU and NIE were mainly from the Konkani language and teaching disciplines. If you consider other larger Wikipedias, like the English Wikipedia, they owe their success to editing by people from a diverse backgrounds, and also to the fact that the people are comfortable with the basics of markup and coding and were able to build templates, etc. Today, there is almost no one who is working on templates and other similar technical stuff for Konkani Wikipedia. Here too, CIS-A2K can help by reaching out to Konkani speakers with a background in computing—for instance, students of Bachelor of Computer Application (BCA), Master in Computer Application, Computer Science and engineering. This will help build a community that is technically adept at creating templates and dealing with more advanced types of content for the Wikipedia.

The Konkani Wikipedia can also take advantage of software extensions like VisualEditor and Flow that the knowledge of markup and other technicalities that the user needs to have, so that users who are uncomfortable with editing markup can focus on just adding content with a much more simple and user-friendly interface.

In these ways, participation of people from different regional and vocational backgrounds can form a vibrant editing community leading to the growth of the Konkani Wikipedia.

In brief

WikiConference India 2016 to be held at Chandigarh during August 5–7: The second WikiConference India (WCI) will be held on August 5-7 in Chandigarh, India. After the first WCI in 2011, this will be the largest gathering of the Wikimedians from the Indian subcontinent. A team of volunteers representing several Wikimedia communities across the country and three Wikimedia affiliates—Wikimedia India, Punjabi Wikimedians and Centre for Internet and Society’s Access to Knowledge program—are working together to make this event a success. Over 100 scholarships have been offered to noteworthy contributors from India, Pakistan, Nepal, Bangladesh and Sri Lanka. Various talks, meetups and workshops are planned for the three-day event, and a needs assessment survey has been put in place for ensuring any hackathon needs are addressed.
Punjab edit-a-thon: A month-long edit-a-thon has been running in 12 Indic language Wikipedias and one European language Wikipedia (the Ukrainian) to enrich the content related to Punjab, the Punjabi people, and their language and culture. So far, more than 1000 articles have been created by about 100 Wikipedians. As we have already surpassed the dream target of 1000 articles, we are planning to extend the edit-a-thon through WikiConference India so many can participate during the event.
Campaign for relicensing copyrighted books under Creative Commons licenses: A campaign has been started to relicense Telugu-language books of several noted authors from “all rights reserved” to a Creative Commons Share-Alike (CC BY-SA) license. This campaign was started on June 19 and copyright migration process is complete for 17 books so far. Once the copyright migration is over the books—ranging from historical figures and popular personalities to regional history—are going to be digitized on Wikisource. “I don’t want these works to be in bookshelf and get wasted by termites. My wish as an author and researcher is to make these works available to future historians who can make use of it, so that our people get to know the local history” shares Kanuri Badarinadh, a historian, novelist and journalist who has donated some of his books.
Train-the-trainer and Mediawiki training program for capacity building of community leaders from Indian subcontinent: After two iterations of the Train the Trainer in 2013 and 2015, CIS-A2K organized the third program during June 15-17 at Bengaluru. The Mediawiki training was designed to help groom technical leadership skills of the technical contributors of the communities. A total of 45 participants, that were selected by a collaborative consultation with the community, took part in these events. The trainers for both the events consisted of subject experts from the Wikimedia community, the free knowledge movement, the free and open source software community and CIS-A2K program staff. A series of small Mediawiki trainings will follow soon that will be led by the trained participants.
Indian women in Science edit-a-thon: Organized by IndiaBioscience, a not-for-profit working for research and advocacy on the life sciences in India, this edit-a-thon began with an introduction to the series of Wikipedia edit-a-thons that have been running to expand Wikipedia’s reach on Indian women with contribution to Science. There was a Q&A session Professor Vaishnavi Ananthanarayanan followed by introduction to Wikipedia editing, its policies and guidelines, and brief on copyright, and Creative Commons licensing. 11 new articles were created and 11 existing articles were expanded in English, Hindi and Odia-language Wikipedias.
Indigenous South-Asian language gets a new open Unicode font: A new font for the Ol chiki script (used to write the Santali language) along with input tools are getting ready to be released soon. Santali is spoken by over 6 million people in South Asia over Bangladesh and Nepal and six states in India. This project, supported by the Centre for Internet of India, will help native language speakers type in Unicode across platforms, and also using Universal Language System in all Wikimedia projects.

Community Digest—Estonians working on a new feedback system for Wikipedia articles

Community digest is a weekly publication on Wikimedia Blog. This week, I have authored a section on the Kannada Wikipedia's 13th anniversary that is being celebrated today. It includes a small section from a longer interview with Kannada Wikipedian Vasanth S.N. Sites that rely on the cooperation of people need to be able to easily exchange information. When there are some problems with an article, you could always add some templates to specific places or point to them on talk page—but that can sometimes be painful and time consuming.

The problem can grow even greater when articles are written inside a Wikipedia Education Program. You may need to follow up with hundreds of students and provide them feedback so that they can easily understand what should they fix. This can be a rather tricky job when dealing with people who have never before written to Wikipedia.

For example, in Estonia we have a course called “Estonian Composition and Conversation” in the University of Tartu, where there are on average more than 200 students per year writing articles on Wikipedia. We are keenly interested in providing good quality feedback, but with that number of students and with the use of the usual wikisystem, that is hard to achieve.

So we needed a solution.

When using the usual method (the talk page), you need to point out where are all of the mistakes located and then express your concerns about them. With a lot of comments, that does get rather messy and it’s hard to understand where are those comments directed to; it’s not an ideal medium for feedback in massive scale and not that useful for neither the students nor the person giving feedback. So the goal was simple: to ease the process of giving feedback to students who write wikiarticles as their coursework.

What we did was to create a system called WikiComment.

What does it do? Well, at first it allows to add comments to exact letters/sentences/paragraphs to speed up the commenting process and make it easier to locate the issues. In addition to adding comments, it also provides various highlighting options and a possibility to strike through text. Secondly, it allows for better monitoring of the articles of interest. That means the wikiComment user has information about which pages have been modified and he or she can easily check if the changes have solved the marked questions.

We hope that this will make it easier to focus on text and to the quality of writing.

Obviously WikiComment could be used outside the education initiative and in many other ways as well, but that is just how it all started. For example we’ll soon add support for sites like Meta-Wiki, Wikisource, Wikivoyage, Wikinews, and Wikiquote, among others. Having a discussion about some details in grant request or talking about local tourist sites may have just become easier. But to really optimize the system and to make it as good as possible we’ll need your feedback, so please go on and test that site—if you have any suggestions, just let us know.

Kannada Wikipedia anniversary: The Kannada Wikipedia is all set to celebrate its 13th anniversary. The first ever edit on Kannada Wikipedia was made on 12 June 2003 with a message “Kannada Vishwa Koshakke Suswaagatha!” (meaning welcome to the Kannada encyclopedia in Kannada). However, it took over a year—on July 12, 2004 the first article about a city Shimoga was created. Over the last decade Kannada Wikipedia has been a great gamechanger for the Kannada language where the Wikipedians have played a great role in making it a household name—there were about 700,000 pageviews in December 2015. The annual average of active editors for last year was 48, 91 (February) being the highest and 22 (May) the lowest and 80 being the count in last December. The peaks and valleys also signify that major outreach like Wikipedia Education Program at Christ University Bengaluru could have boosted the total number of editors during the months when the program was being rolled out. Since its inception, the project has gone through many ups and downs over time, the major one being a small community to edit and curate such a high level task of creating new articles in Kannada, editing and enriching them with more information and citations, and cleaning up many articles.

The biggest hurdle, as explained by Wikimedian Hari Prasad Nadig, has been cleaning up the articles created by paid translations of Google when Kannada Wikipedia along with many other Indian language Wikipedias were used as testing grounds for improving Google Translate, a multilingual machine translation tool. Vasanth S.N., a Kannada Wikipedian who has cleaned up over 60 such articles prefers to use an existing good quality encyclopedia like the 16 volume Kannada Vishwakosha, published by Mysore University and relicensed under CC-BY-SA 3.0 by the university, as a resource to create and improve articles. To celebrate the journey of the project and the community, Kannada Wikipedians are gathering at Saint Aloysius College Mangalore, Karnataka this 14th. The larger community, including long time Wikipedians and new members like the students faculty involved in Wikipedia Education Programs, will gather and participate in a day-long edit-a-thon and chalk out plans for the future.

Innovation and revolution in the Odia language: Wikimedian Subhashish Panigrahi has written two pieces recently. In dnaindia.com, he described a Unicode converter that in revolutionizing Internet access in the Odia language; in the Huffington Post, he wrote about why contributing and adding to Wikipedias in Indian language is so important.

Coming together across the divide: Saanjh (ਸਾਂਝ سانجھ), a Punjabi word which means collaboration, was an online edit-a-thon between the Gurmukhi Punjabi Wikipedia and Shahmukhi Punjabi Wikipedia in January 2016. The plan came together after two editors, one from each side, met at Wikimania 2015. Organized by the Punjabi Wikimedians User Group, 23 editors participated; you can read more about their story on Meta.

Community celebrates birthday of Odia Wikipedia and Odia Wiktionary

This June, Odia Wikipedia turned 14 and Odia Wiktionary turned 11. Odia Wikimedia community member Chinmayee Mishra, CIS-A2K Programme Associate Sailesh Patnaik and I co-authored this blog in the Wikimedia Blog. The blog chronicles several major activities of the community and features quotes from many old and new community members.

With the Odia Wikipedia and its sister projects, a handful of dedicated volunteer editors are taking the Odia language to the world outside. The editor community that has recently celebrated Odia Wikipedia’s 14th anniversary in Bhubaneswar, Odisha, India is collectively growing two more projects; Odia Wikisource, an online library that already has over 300 volumes of text, and Odia Wiktionary, an online dictionary that has over 100,000 entries. With these live projects and more projects in the pipeline, this community is bringing a digital revolution in Odia by sharing valuable content online and creating many language tools inside and outside the Wikimedia projects.

The Odia Wikipedia community had gathered in the city for a two-day long event to celebrate the anniversary. These two days were spent in intensive capacity building activities as the community is quite dispersed in many places in Odisha and outside, and are all volunteers. Odia Wikipedia, the flagship project was started as one of the first four Indian language Wikipedias along with Assamese, Malayalam and Punjabi Wikipedia in 2002, a year after the English Wikipedia was made live. The project was quite dormant for more than nine years and got revived by a group of editors in Bangalore during 2011. Then the project became much of a household name when more Odia speakers living in Odisha and outside joined contributed in writing and editing articles of several different subject areas. Odia Wikipedia is part of the 292 language Wikipedia family and a larger global family of hundreds of other free knowledge projects that are collectively known as Wikimedia projects. “Odia Wikipedia is officially available online at https://or.wikipedia.org and is free for anyone to create articles on notable topics, and edit and enhance those articles”, says Mrutyunjaya Kar, one of the administrators of the project. Aliva Sahoo, one of the active editors, shares, “being a student of Odia-language I was seeking information on musical instruments and could not find much. So I started translating from English and now it is one of the longest articles on Odia Wikipedia.” As part of the WikipediansSpeak project, we have tried to capture the voice of the community of Aliva and a few other contributors.

Subhashish Panigrahi (SP): How did the two-day long capacity building activity go? What was the outcome of the different sessions?
Jnanaranjan Sahu: This event was useful in bringing most of the active contributors under one roof as we are working online. This event helped us learn from each other and impart knowledge so that everyone can go back and use them.

SP: What are the problems you faced before coming to this event and how these sessions are going to help you in future?
Abha Pradhan: I was not sure of the copyright part while uploading images on Wikimedia Commons. A lot many pictures got deleted because of my own ignorance. Similarly, I got to learn a lot about linking multiple language entries using Wikidata. These two are my biggest lessons of all that I learned from the sessions taken by other experienced Wikipedians.

SP: What did you learn from these sessions?
Rajalaxmi Mishra: I got to learn about basics of Wikipedia editing, rules and guidelines, several technical aspects like using templates, uploading and adding images to articles and dealing with copyright issues on Wikipedia.

Subas Chandra Rout, one of the long time active Wikimedians has been the single most contributor to grow the medical science-related articles on Odia Wikipedia. Subas is the only Wikimedian who has translated all the medical science-related article from Wikimedia Medical Project run by the Wiki Project Med.

“We have several subject areas covered on Odia Wikipedia – from the elaborate rituals of Jagannatha temple to medical science. Interestingly, almost all the articles on medical science are written by a retired assistant professor Dr. Subas Chandra Rout and needless to say those articles are of really high quality”, explains Pritiranjan Tripathy, an editor who is based in the Indian city of Kolkata.

It was like a “Catch me if you can” challenge when I started to translate medical topics into the Odia language as part of Wiki Project Med on March 5, 2015 with my first article on African trypanosomiasis. There were more than 150 articles in the project. Gradually the number of topics in the project increased and so did my translated article on Odia Wikipedia. After completion of the 345th article (Marfan syndrome, on May 6, 2016), I looked at the Wikipedia project dashboard, and I saw that I was the only person to complete all the articles in the project among all the world’s contributors.

“The next big goal is to enhance the quality of the existing articles by adding more images, references from external sources and expanding small articles by adding more information”, said long-time contributor Shitikantha Dash. Shitikantha, who is also an administrator of Odia Wiktionary, says, “it is important that more people contribute to the Odia Wiktionary so that words of all times and all genres, especially the technical and loan words make their way to this free multilingual dictionary. A 10 day-long campaign is going to be organised to celebrate the 11th anniversary of Odia Wiktionary so that every Wikipedia editor adds at least one word. And we are also using these words to create a spell check that will be freely available for anyone to use”.

The contributor community that is collaboratively building these projects has been also creating many tools and technical resources like editor manuals. The script encoding converters that the community has built is helping a lot of online users to be able to share their writings on blogs and social media. “Before the onset of these converters, a vast majority of the people working in press and media were stuck with outdated encoding systems like Shreelipi and Akruti. Mrutyunjaya Kar, a long time contributor and administrator of two projects; Odia Wikipedia and Wikisource explains, “Odia Wikipedia is available at https://or.wikipedia.org and we encourage more people to join us in this movement.”

CIS-A2K signs MoU with Telangana Government

The Centre for Internet and Society recently signed a Memorandum of Understanding with the Telangana Government’s IT, Electronics & Communications Department with an aim to catalyse the development of the Wikimedia movement in Telangana and improve the state of free-licensed digital content in Telugu and Urdu. The Principal Secretary for IT Department Mr. Jayesh Ranjan and renowned Telugu Wikimedian and Theatre Scholar Pranay Raj were present for the occasion. Mr. Konatham Dileep, Director (Digital Media), IT Department and CIS-A2K Telugu Community Advocate Pavan Santhosh were signatories to the memorandum.

This MoU is the result of successive meetings between the Digital Media wing and Telugu Wikipedians, CIS-A2K members and the Wikimedia Foundation. These discussions enabled all stakeholders to come up with a comprehensive plan to develop the free knowledge movement in Telugu and Urdu.

Katta Srinivas, a historian, teach and long time Telugu Wikipedian, says, “As one of the participants in earlier discussions with the government, I am happy to see progress in this respect. Especially, [the planned] photo archives of museums, photos of historical places and other events can be free-licensed as part of these initiatives. This decision can lead other government organizations to take up similar initiatives in India."

Apart from these, some of the planned activities include releasing encyclopedic photos and media content from government archives, increasing awareness about free licenses and Wikipedia among government officials, etc.

The Centre for Internet and Society (CIS) is a non-profit organisation registered in India that works in different areas such as accessibility, openness, internet governance, telecom, research, etc. The organisation's official website may be seen at cis-india.org. The Access to Knowledge (A2K) program of CIS^[2] is dedicated to supporting and serving Indian Wikimedia projects and the communities. In the last few years, CIS-A2K has worked towards creating sustainable programs and building community capacity. The primary objectives of CIS-A2K are:

Proposal overview

1. Please provide a brief description of your organisation's work in the upcoming funding period.
The Centre for Internet and Society – Access to Knowledge is submitting the work-plan for the period 1 July 2019 to 30 June 2020. Our plans and programs may be divided into the following verticals:

in Content Enrichment, we are proposing activities like edit-a-thons, Wikisource proofread and validation campaign, Wikidata label-a-thons and data-thons, photowalks etc. We'll also work with like-minded institutions and organisations to conduct thematic edit-a-thons or similar activities that will help to improve content on different Indic Wikimedia projects;
in Skill Development Initiatives, we are proposing to conduct activities like Zonal Wiki workshops, MediaWiki Training, and Wikidata workshop etc. We will also conduct zonal and regional workshops on different Wikimedia projects.
in Partnership, we will continue our work with the existing partners, and we'll build new partneships. We are proposing activities like outreach, awareness sessions, and workshops for content donation, increasing awareness about the Wiki movement and bridging gender gap;
in Leadership, we are proposing activities like Train-the-Trainer, Wikisource Conference, Wikimedia Summit India, Intensive Personal Wiki Training, supporting Indic Wikimedians through request page etc.

In this work-plan year, CIS-A2K will continue its transition from Focused Language Area (FLA) to Focused Project Area (FPA).

Focused Language Area: Focused Language Area is an approach of CIS-A2K, where we work with a community with all its projects and activities. In other words, CIS-A2K supports all wiki-activities of a particular language community. So far Kannada, Konkani, Odia, Marathi, Tulu, Telugu have been our FLAs.
Focused Project Area: Focused Project Area or FPA is an approach of CIS-A2K introduced in 2018–2019 work-plan where CIS-A2K mainly focuses on projects. In 2018–2019 CIS-A2K collaborated with Punjabi Wikimedians, and our focused projects for Punjabi Wikimedians were Punjabi mostly Wikisource and Institutional Partnership. In the same year, we increased our support towards Wikisource communities in India, appointed a Wikisource project advisor, and conducted and supported several Wikisource project events. In November 2018, we conducted a national-level Wikisource consultation.

We'll plan programs and activities accordingly keeping (Wikipedia) and Wikisource and Wikidata in mind. We will focus on these two projects as based on our interaction with Indian Wikimedia community members, we have found several Indic Wikimedia communities want further support and focus on these projects. CIS-A2K earlier put some effort to support these projects, and this work-plan year we will put more effort.

CIS-A2K will continue working towards creating an inclusive Wiki atmosphere in the Indian subcontinent. With an emphasis on creating safe spaces, promoting gender gap bridging activities A2K team would like to work with all the Indian communities, projects and individuals with interesting ideas and for the overall development of Wikimedia movement. Bridging gender gap will remain as a primary focus of CIS-A2K. We'll try to ensure at least 25% of female participants in all the events conducted by CIS-A2K. We'll conduct a quarterly audit, and present the report in our newsletters.

CIS Signs MoU with Odia Virtual Academy

On October 26, 2018, the Centre for Internet and Society (CIS) signed a Memorandum of Understanding with the Odia Virtual Academy (OVA) to work on drafting an open content policy for the state, to promote use of Wikimedia projects by various user types and to ensure sustainability of Wikimedia projects, and to facilitate development of relevant free and open source software projects. This partnership between OVA and CIS will be carried out from December 2018 to November 2019, and we are sharing an overview of the activities and their objectives in this post.

The internet is increasingly significant as a knowledge repository today. Especially relevant in this context is the online encyclopedia Wikipedia, which contains information on almost every topic under the sun, across many languages spoken globally, and is used extensively all people to seek information and produce knowledge.

From past one year (since July 2017), The Government of Odisha has been actively participating in the open knowledge movement by publishing the content of their seven websites and eight social media accounts under Creative Commons 4.0 International license. This active collaboration with Government of Odisha and an active Odia Wikimedia community seeking to create and distribute knowledge in Odia language over the internet has resulted in improving 1,200 articles on different Wikimedia projects, and together has received a near about 16 Million page views. Further, the Government of Odisha adopting an open content policy will provide a significant boost in institutionalising creation, sharing, and re-use of open knowledge resources - including government documents, official statistics, open educational resources, and open cultural resources - in Odia language.

Odia Virtual Academy (OVA) is an organisation established by Government of Odisha for development, promotion and popularization of Odia language, literature, and lexicography for general use. It is an organised initiative to encourage expeditious evolution and popularisation of Odia books, magazines, journals, old songs, manuscripts, assembly speeches, and archival records by digitising and providing internet based resources and opportunities for all odia people living across the globe.

On October 26, 2018, the Centre for Internet and Society (CIS) signed a MoU with the Odia Virtual Academy to work on drafting an open content policy for the state, to promote use of Wikimedia projects by various user types and to ensure sustainability of Wikimedia projects, and to facilitate development of relevant free and open source software projects.

Open Content Policy for the Government of Odisha: The open content policy will include guidelines for the use of open licenses and open standards to enable the resource (text, resources or otherwise) publishing entity to share resources in a manner that it can be easily and freely be accessed, shared, and re-used by entities, without asking for prior permission, while ensuring that full attribution to the creator/publisher is provided and the resources are not misused, or the creator/publisher is not misrepresented in the process.
Developing Digital and Open Knowledge Resources in Odia Language: The CIS team will undertake awareness-building, training, and outreach activities to develop Odia language content on Wikimedia ecosystem, as well as to enable content creators from across institutions, with a focus on state government officials at district headquarters and college students. The broad mandate of the digital resource generation workshop is to introduce teachers, students, and interested citizens to tools of collaborative knowledge production on the internet and methods for generating new online content or reintroduce offline content in Odia language.
‘Revive Odia’ Activities: Odia as a language has a long tradition and has been medium of expression for the native speakers of Odisha. While Odia as a language of communication is not under any immediate threat, its role and responsibility as a language of Knowledge needs to be examined carefully. ‘Revive Odia’ activities have a simple objective: To bring Odia under limelight in the digital domain. Wikimedia projects in Odia language are working actively to increase the presence of Odia language on the Internet. If such projects can be supported new projects can be incubated, Odia will emerge as the language of knowledge production and distribution as well.
GLAM (Galleries, Libraries, Archives, and Museums) Partnerships: Wikimedia ecosystem offer several platforms for using the power and opportunities of internet to (digitally) preserve, enable access to, and creative re-use of historical, cultural, and social artefacts, and channel the expertise of local populations to build narratives around these artefacts. The CIS team is particularly interested in initiating engagement with public GLAM institutions at various locations and levels, and work with academic and research community to build scientific metadata of these objects. The metadata will be used to represent the tangible and intangible cultural heritage of Odisha in projects such as Wikidata.
Building and Supporting FOSS for Odia Language: To promote and enable usage of Odia language on the web, the CIS team will facilitate development of an Odia font, an input tool, and a spell-check dictionary - all of which will be released as FOSS (Free and Open Source Software) resources.

To undertake these activities, CIS will receive a grant of Rs 20,00,000 (~$28,000) from OVA.

CIS - A2K Work Plan: July 2016 - June 2017

One of the key mandates of the Access to Knowledge (A2K) program at the Centre for Internet and Society (CIS) is to work towards catalyzing the growth of the free and open knowledge movement in Indic languages. CIS has been a steward of the Wikimedia movement in India since December 2008. Since September 2012, we at CIS-A2K, have been actively involved in growing the movement in India through (i) a grant received from the Wikimedia Foundation (WMF) for the period September 2012 - June 2014, (ii) the FDC Grant received for the period July 2014 - June 2015 and (iii) the FDC Grant received for the period July 2015 - June 2016. Based on the productive experience of working with various Indic Wikimedia communities, CIS-A2K has developed this work plan for July 2016 to June 2017.

We have revised the work plan template taking into account the changed proposal plan sent out by WMF and in light of the feedback that we have received from FDC assessment during last proposal application. The FDC feedback is taken into account at the level of design, RoI and ensuring quality for all our activities.

CIS-A2K responses towards Indic communities concerns

During the last plan period CIS-A2K received the following complaints, suggestions, and feedback. We have attempted to address the concerns under redesigned CIS-A2K 2.0. This table was first prepared during our progress report for the current grant and A2K would like to acknowledge the learnings derived out of the suggestions and feedback it received during the last plan. Background to CIS-A2K Program

CIS-A2K is working with the Indic Wikimedia communities since December 2008, when Jimbo Wales came to India and visited Bangalore. In mid-2012 CIS-A2K received a financial grant from the Wikimedia Foundation (WMF) and since then it has been actively involved in growing the Wikimedia and free knowledge movement in India. Following a grant received from WMF for the period September 2012 to June 2014, CIS-A2K received FDC Grant for the periods July 2014 to June 2015 and July 2015 to June 2016. Based on the 41-month experience of working with various Indic Wikimedia communities, CIS-A2K has prepared this year's work plan for July 2016 to June 2017.

Objective

CIS-A2K is committed to improve Wikimedia movement in India by supporting Indic Wikimedia communities and working on Wikimedia projects and collaborating with FOSS and other like minded movement partners. It also strives to catalyse the growth of open and free knowledge movement in South Asia and especially in India. Our main objectives are:

Bringing content under Creative Commons and similar free licenses;
Supporting and empowering Indic Wikimedia communities;
Building and maintaining institutional partnerships in order to support the open knowledge movement and creation of open knowledge resources;
Planning and executing Wikimedia projects with wider community participations and effective consultation;
Fostering and enabling an appropriate legal and technological ecosystem;
Building sustainable communities and grooming potential leaders to represent the communities and projects globally.

Context

CIS-A2K has focussed on creating sustainable programmes and capacity development for communities in the last few years. CIS-A2K intends to continue its work during the proposed grant period and would continue to focus on the following Indian language Wikimedia projects: Kannada, Konkani, Marathi, Odia, Telugu (Focus Language Areas, FLA). In order to achieve higher RoI, A2K will be including Tulu in its language plan from this plan period.

CIS-A2K will continue to provide general support and service to all other Indian language Wikimedia communities for all Wikimedia projects as necessary and as requested by the communities or individuals from the community through its request page and needs assessment workshops.

Community strengthening initiatives will be prioritised in order to address the poor participation of Wikimedians from Indian sub continent in particular and global south in general. CIS-A2K has rolled out initiatives such as Train the Trainer and MediaWiki training, focused edit-a-thons and GLAM activities.

CIS-A2K and Indian language Wikimedia communities would greatly benefit from collaborating with these initiatives and CIS-A2K during this grant period would attempt to bring these communities closer with a series of interactions, hack-a-thons and training sessions.

Our institutional partnerships have played a very important role in content donation, generation of content, attracting new readers and editors and collaborating opportunities with existing community members. They have provided much needed press coverage towards Indian language Wikimedia projects. The institution partnerships and WEP have been redesigned as per community suggestions.

Methodology

This work plan has been prepared based on an extensive engagement with various Wikimedia movement participants and enthusiasts in India. These include:

Wikimedia community members across all Indic communities: We have talked to a large number of Indic Wikimedia community members and specially community members of our focused language areas;
Institutional Partners of CIS-A2K: We have taken feedback and suggestions from our institutional partners regarding the challenges of conducting WEP;
Like-minded advocates of free and open knowledge;
Surveys and Interviews.

Language Area Work Plans

CIS-A2K has put in significant efforts across four focus language areas Kannada, Konkani, Odia and Telugu during the previous work plans. CIS-A2K proposed and initiated Marathi as a focus language project during the last proposal plan. As A2K's strategy of working with FLA has resulted in community building and sustainable outreach efforts, we intend to work with the nascent Tulu community towards making Tulu Wikipedia live.

The Tulu Wikipedia plan is a 'minimal cost program' and is not budgeted same as the other FLA. A2K has been able to build a strong community in Mangalore for the Kannada and Konkani Wikimedia projects. Tulu community draws its editor base and institutional support from Mangalore, hence A2K's plans towards Kannada and Konkani Wikimedia projects can also have the added dimension of Tulu Wikipedia incubation activities.

Some of the key factors that determined the July 2016-June 2017 work plan:

Development of Focus Language Area Plan: A2K's strategy of building a plan along with the consultation of the community and further customised as per the feedback received by communities and FDC Staff have resulted well across five languages. CIS-A2K is pleased to inform that during July 2015-June 2016 it engaged with all the five focus language area plans as it has been able to recruit program officers and program associates for the vacant positions. It is important to note that while we are engaging with Tulu Wikipedia community with intentions of making Tulu Wikipedia live, it is also a 'minimal cost' program. It helps A2K in acheiving higher RoI for monetary resources and optimisation of staff and volunteer expertise.
A2K 2.0 as a response to FDC and Indic Wikimedians' Feedback: As a learning derived out of FDC, WMF Board and Indic Wikimedians suggestions, CIS-A2K has revised its program structure and composition of work. Please find details of revised divisional of responsibilities of A2K team.
Partnership and networking with institutions and groups: CIS-A2K has had the privilege of partnering with educational institutions and developmental organisations. These partnerships and collaborations not only resulted in significant quality-content contributions, but also lead to the diversification and expansion of that particular language Wikimedia community. In order to strengthen the communities, increase participation and conduct GLAM activities and attract content donation A2K would look out for possible institutional partnerships.
Providing sustainability and developing leadership skills: A2K has always worked towards enabling Indian Language Wikimedia communities to achieve sustainability and visibility amongst the global communities. We have been greatly privilege to work with the Focus Language Communities and would like to pass on our learning through collaborations with other language communities, while exiting few of our current FLA programs. Through our skill building initiatives such as Train-the-Trainer, Media Wiki Training and Train-a-Wikipedian A2K has also been able to support growth of a new community of volunteers to support the existing community.

Community Strengthening Initiatives

CIS-A2K started two community strengthening initiatives— Train-the-Trainer and MediaWiki Training to grow and strengthen the Indic Wikimedia projects and the associated communities, both qualitatively and quantitatively. The earlier iteration of these two programs played an important role in connecting the Indian language Wikimedia communities and fostering multi-lingual projects. This year also CIS-A2K proposes to undertake these two successful community strengthening initiatives. In mid-March 2016, CIS-A2K conducted a 2-day-long nationwide Wikipedia Education Program review workshop that brought students and faculty members from institutions that are running WEP in partnership with CIS-A2K and several important topics such as structural challenges such as academic schedule, institutional interest, faculty buy-in and more importantly response by the students were discussed. This year also CIS-A2K proposes to conduct such a workshop.

Creating Movement Resources

CIS-A2K has been creating resources to help Indic Wikimedia communities. All the resources are created after assessing the communities' need assessment and close interactions with many of the active community members.

CIS-A2K proposed to create the following resources (this also include printed resources):

Wikipedia editing tutorials
PEG and IEG application handbooks;
Handbook on how apply for various WMF scholarships;
Handbook on best practices for Wiki-events, workshops, meetup, outreach and other programs;
FAQ for content donors –give this job to a law school intern. No need of this handbook to be translated to Indian languages.
Bookmarks creation to increase awareness about Indian Wikimedia Projects;

General Support and Service to the Movement

CIS-A2K regularly supports Indic-language Wikimedia communities to conduct workshops, edit-a-thons and events to improve their projects. All these requests are placed at CIS-A2K request page and fulfilled after extensive community discussion and needs assessment.

Currently CIS-A2K is working on a program named Train-a-Wikipedian (TAW) to identify enthusiastic Indic Wikipedians and train and groom them to develop their editing skills. We'll continue empowering Indic Wikimedia community members through this program.

Learning and Evaluation

Following the Global metrics and discussions some members of the Wikimedia community, the A2K program had put together some evaluation tools to assess the impact of its work during the last year. We have included some more metrics for evaluation this year.

Monthly Review and Learning Sessions

Last year we wrote about conducting monthly review and learning sessions. Currently CIS-A2K is conducting monthly learning sessions to critically reflect on the successes and failures of our work internally. The learnings are shared with Wikimedia Foundation for their feedback and suggestion. We'll continue conducting monthly reviews and learnings and progress will be shared with Wikimedia Foundation. We will try to share the same the Wikimedia India members.

Christ University Wikipedia Education Program Internship

The Centre for Internet and Society - Access to Knowledge program, in partnership with Christ University, is announcing its annual internship program for the 1200 students enrolled in the Wikipedia Education Program. The Wikipedia Education Program at Christ University, now in its fourth year, is an effort to bring together educators and students to use Wikipedia as an educational implement. CIS-A2K conducts the internship activity for passionate Christ University students to improve the quality of the articles created or edited by their fellow WEP peers. The internship will largely involve improving upon the articles created by their peers as well as gathering community consensus based on which these articles would be moved to the main namespace.

The students will be working on Wikipedia over the course of 21 days in developing upon the content created by Christ University Wikipedia Education Program participants. The fledgling articles currently housed in the individual “sandboxes” of the WEP participants will be improved upon by the interns through addition of detailed content, images and info-boxes.

The students are selected based on three main criteria: fluency of language(written and spoken), knowledge of Wikipedia and its processes, and their personal interest levels. The applications are open from 13 to 17 December, 2017. Interested students can apply here:

Christ University Wikipedia Education Program Internship

CIS-A2K’s Wikipedia Education Program with Christ University, Bangalore is coming to an end after another year of intense classes, certificate courses and an internship at The Centre for Internet and Society. The internship activity in particular has successfully managed to engage students beyond classroom hours. The selection of 12 students for the internship program was based on their penchant for the language as well as their interest in the wiki world.

The internship was structured into three stages. Firstly, the students were asked to develop stub articles. The aim of this activity was for students to learn searching skills. As a result, over 1500 articles were developed with qualitative work.

Secondly, the students were asked to create new articles from scratch. They searched for the topic on the Wikipedia, ascertained whether the article exists or not and later researched further on the content of the articles. As a result, the students were able to create 1400+ articles

Finally, the students were asked to draft policy pages for their respective language Wikipedia. They went through the policy pages in different languages including English and were asked to create similar policy pages for Kannada Wikipedia.

Unlike previous years, the activities during the internship program were tailored to suit the individual capabilities of the students, taking into consideration the suggestions from community members. The students were of the opinion that in addition to rekindling their love for the language, the internship program also enabled them to develop their overall knowledge of various subjects. The students felt that their vocabulary and typing skills also improved. However, the students were of the opinion that they could have been taken a level or two higher from article writing and introduced to other Wikimedia projects and topics related to the overall movement. The CIS-A2K WEP Program hopes to incorporate these suggestions for the upcoming year while also trying to increase the number of days of the internship in order not to tax the students.
