    <title>Discussion on Creation of Social Media Guidelines &amp; Strategy for Telugu Wikimedia </title>

        &lt;b&gt;Between 1 to 16 September, an online discussion took place on the creation of social media guidelines and strategy for Telugu Wikimedia handles online.&lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;An online discussion of guidelines and policies for the various Telugu Wikimedia social media handles was conducted.&amp;nbsp;User:Pavan santhosh.s suggested a set of strategies and guidelines that can be taken into consideration for an official Social Media Policy of Telugu Wikimedia Projects. These suggestions included defining objectives, guidelines (with do's and don'ts) and strategies for the Social Media Policy. User:Ravichandra supported the idea and suggested another objective(showcasing best quality works of Wikipedia). User:Viswanadh added some strategies (such as writing a series of posts about technical aspects that help Wikipedians). User:Pranayraj1985 suggested some don'ts in handling Wikipedia pages as well as handles while User:Rajasekhar1961 expanded the strategy to other sister projects(Telugu Wikisource and Wiktionary). Finally, User:Chaduvari suggested not to name any page as official to avoid possible conflicts. User:Swaralasika announced consensus and User:Pavan santhosh.s created a page based on the discussion in order for the community to reflect.&lt;/p&gt;
&lt;p&gt;User:Pranayraj1985 said,&amp;nbsp;"there are pages &amp;amp; groups for Telugu Wikipedia in Facebook for years. We are using them as major social media promotion channels. I(Pranay) am publishing content related to Telugu Wikipedia in those channels. Some of the community members also been admins of page and group. But once or twice, in Facebook page and group, unrelated posts were published and I informed this to Wikimedians active on Facebook and removed those posts. I am glad that this discussion happened and community came up with guidelines and strategy now. This is very much needed.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;Although the event was successful in creating guidelines, none of the input included women's voices as there were no female participants. Here's hoping there is a diversity of voices in future discussions.&lt;/p&gt;

    <title>Digitisation, Wikimedia Commons and Wikisource Orientation Workshop at Vigyan Ashram, Pabal, Pune District</title>

        &lt;b&gt;A digitization workshop was held at Vigyan Ashram, following the success of the introductory workshop in February.&lt;/b&gt;
        
&lt;div&gt;On 5 February, an &lt;a class="external-link" href="http://cis-india.org/a2k/blogs/marathi-wikipedia-edit-a-thon-february-5-2017-in-pune"&gt;introductory Wikipedia orientation program&lt;/a&gt; was held in partnership with &lt;a class="external-link" href="https://en.wikipedia.org/wiki/Vigyan_Ashram"&gt;Vigyan Ashram&lt;/a&gt;, for 15 youths from Pabal and surrounding villages in &lt;a href="https://en.wikipedia.org/wiki/Shirur,_Maharashtra"&gt;Shirur&lt;/a&gt;, Maharashtra. Given the keen interest and enthusiasm of the participants, a follow up workshop was held on 3 April, 2017. &lt;br /&gt;&lt;br /&gt;This
 workshop was attended by 30 participants who were trained on Wikimedia 
projects such as Wikimedia Commons and Wikisource. They were given an 
orientation on digitization and OCR tools as well. The workshop aims to 
enable the training of resource persons who can go onto be employed at 
libraries and museums in order to help with their digitization efforts. 
The scanning of old encyclopedias in Marathi has also been proposed for 
the Wiktionary project.&lt;br /&gt;
&lt;div&gt;&lt;br /&gt;Participants were taught how to 
upload books from the Internet Archive to Wikimedia Commons. 
Subsequently,there was also a demonstration of transferring books from 
Commons to Wikisource. There are two ways of doing this: the page by 
page OCR process or 
converting a complete book through &lt;a href="https://goinggnu.wordpress.com/2015/12/28/announcing-ocr4wikisource/"&gt;OCR4Wikisource&lt;/a&gt;.
 As OCRS4Wikisource program runs only on Linux, limitation of machines
at the event was a hurdle in providing all the participants a hands on 
experience. Therefore, the scanning activity could not be completed.&lt;/div&gt;

    <title>Digitisation sprint at Andhra Loyola College Vijayawada to bring more books on Telugu Wikisource</title>

        &lt;b&gt;This 12th, A digitisation sprint is being organised for student Wikipedians of Andhra Loyola College Vijayawada. Students will learn about scanning books, will use OCR engine and digitise books on Telugu Wikisource. The event is organised by CIS-A2K where Telugu Wikimedian Viswanadh will be participating to mentor the new Wikimedians.&lt;/b&gt;
        
&lt;p&gt; Telugu Wikisource, a free online library in Telugu-language. Currently there are about 8 volunteers, known as Wikisourcers, who find Telugu-language text that are available under free licenses like Public Domain or Creative Commons licenses, digitise them and make the books available on the project. Their effort has brought about 29,680 pages of digitised text from old and new published works of different genres ranging from popular science and religious literature to literary contributions of notable authors of the states of Andhra and Telengana.&lt;/p&gt;
&lt;p&gt;35 student Wikipedians of the Andhra Loyola College will be participating in this event and will learn about scanning of books, converting text from scanned images using OCR engine and digitising books on Telugu Wikisource by typing and proof-reading. At least 150-200 folios are expected to be digitized on Telugu Wikisource. Most importantly, this activity will also help bring 5-10 new Wikisourcers to Telugu Wikisource. As this is just a two-day long event, more follow up sessions will be conducted over time with the same set of students to help them learn better about the technical process involved and overall digitisation.This is the first of its kind in the institution where the students will not just learn about digitisation of books but will participate in a live contribution and make more Telugu books available online.&lt;/p&gt;

&lt;p class="callout"&gt;"Introducing Student Wikisourcers to Telugu Wikisource will help in developing the project. Also this is a very timely activity because even few days delay might result in really low participation as exams are coming up.     <title>Digitisation of O Bharat, a bilingual biweekly published in Goa from 1912 to 1949</title>

        &lt;b&gt;The digitization project of O Bharat, a historic biweekly published between 1912 to 1949 in Goa was completed through collaboration of different organizations. The trustees of Bharatkar Hegde Desai Trust initiated the project in collaboration with Marathi department of Goa University, Bhakti Dnyan Marg Sanstha and Goa Central Library. The Centre for Internet and Society's Access to Knowledge Programme facilitated the project with technical and financial assistance. Two local students scanned 12000 pages in 8 days. The year wise volumes of O Bharat are now freely available on Wikimedia Commons in the form of archive.&lt;/b&gt;

&lt;p style="text-align: justify; "&gt;It all started like this. During the Wikimedia session at Goa University in October 2021, it was realised that there is very little documentation about the ‘Goa Liberation Struggle’ on Wikimedia projects. So, in the meeting Prof. Vinay Madgaonkar from the Marathi language department took the lead to develop a project around this theme.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The exhaustive list of freedom fighters, major incidents in history, the places related with struggle, monuments and memorials was prepared. The next day, to have a glimpse of the situation on ground, we toured a few places and &lt;a class="text external" href="https://commons.wikimedia.org/wiki/Category:Monuments_and_memorials_in_Goa"&gt;monuments in South Goa&lt;/a&gt;. As we were shocked to see the sorry state of the memorials, we came across a monument of Govind Pundalik Hegde Desai known as Bharatkar (an editor of O Bharat), in a lush green forest near Quepem village. Being curious to know about the history of O Bharat publication, Prof. Vinay introduced us to the grandson of Bharatkar, Adv. Khagendra Desai who founded &lt;a class="text external" href="http://www.bharatkar.info/" rel="nofollow"&gt;Bharatkar Hegde Desai Trust&lt;/a&gt;, non-profit organisation in Goa to archive the works of Bharatkar.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;As both of us share the same vision, CIS-A2K partnered with Bharatkar Hegde Desai Trust, to relicense and digitise freedom fighter Bharatkar’s ‘O Bharat,’ a Marathi-Portuguese bilingual weekly, currently housed at &lt;a class="text external" href="http://centrallibrary.goa.gov.in/" rel="nofollow"&gt;Goa Central Public Library&lt;/a&gt;.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;About the 36 Year Run of ‘O Bharat’ upto India’s Independence&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;Freedom fighter, social reformer and journalist 'Bharat'kar Govind Pundalik Hegde Desai, (7th Nov 1885 - 15th Aug 1949), started 'O Bharat' (in Portuguese) or 'Bharat' (in Marathi) on 6th November 1912. For 36 years thereafter, Bharatkar courageously protested the Portuguese occupation, relentlessly advocated radical and progressive social reforms and doggedly championed the cause of an independent and sovereign Indian Goa.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Partnerships&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;The partnerships with various stakeholders were developed after a &lt;a class="text external" href="https://meta.wikimedia.org/wiki/CIS-A2K/Events/Digitisation_review_and_partnerships_in_Goa"&gt;series of discussions&lt;/a&gt; and official communications. The Bharatkar Hegde Desai Trust obtained official permissions from the State Government departments for the access of O Bharat volumes in the library. Goa Central Public Library provided access to the bound volumes of O Bharat and permission to scan them. Another local organisation, Bhakti Dnyan Marg Sanstha in association with Goa University Marathi Department identified few students for the digitisation.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Digitisation process and launch on Wikimedia Commons&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;The trustees of Bharatkar Hegde Desai Trust relicensed the two volumes of selected editorials published in 2018 and the whole O Bharat issues into CC-BY-SA 4.0. We conducted digitisation training with Prof. Vinay Madgaonkar and students, Shravani Parab and Shridhar Raut, from Goa University to scan 12000 pages in 8 days. The officials of Goa Central Public Library cooperated in access to original volumes and in the process of digitisation. The Chief Minister of Goa inaugurated the &lt;a class="text external" href="https://commons.wikimedia.org/wiki/Category:O_Bharat"&gt;project on Wikimedia Commons&lt;/a&gt; on India’s 75th Independence day, 15 August 2022. The year wise volumes of ‘O Bharat’ are now freely accessible to anyone in the world at any time anywhere. The uploading of the volumes is in progress.&lt;/p&gt;

    <title>Digitisation of O Bharat, a bilingual biweekly published in Goa from 1912 to 1949</title>

        &lt;b&gt;It all started like this. During the Wikimedia session at Goa University in October 2021, it was realised that there is very little documentation about the ‘Goa Liberation Struggle’ on Wikimedia projects. So, in the meeting Prof. Vinay Madgaonkar from the Marathi language department took the lead to develop a project around this theme.&lt;/b&gt;
        &lt;h3&gt;&lt;img src="https://cis-india.org/home-images/Bharat.png" alt="Bharat" class="image-inline" title="Bharat" /&gt;&lt;/h3&gt;
&lt;h3&gt;Context&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;The exhaustive list of freedom fighters, major incidents in history, the places related with struggle, monuments and memorials was prepared. The next day, to have a glimpse of the situation on ground, we toured a few places and &lt;/span&gt;&lt;a class="text external" href="https://commons.wikimedia.org/wiki/Category:Monuments_and_memorials_in_Goa"&gt;monuments in South Goa&lt;/a&gt;&lt;span&gt;. As we were shocked to see the sorry state of the memorials, we came across a monument of Govind Pundalik Hegde Desai known as Bharatkar (an editor of O Bharat), in a lush green forest near Quepem village. Being curious to know about the history of O Bharat publication, Prof. Vinay introduced us to the grandson of Bharatkar, Adv. Khagendra Desai who founded &lt;/span&gt;&lt;a class="text external" href="http://www.bharatkar.info/" rel="nofollow"&gt;Bharatkar Hegde Desai Trust&lt;/a&gt;&lt;span&gt;, non-profit organisation in Goa to archive the works of Bharatkar.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;As both of us share the same vision, CIS-A2K partnered with Bharatkar Hegde Desai Trust, to relicense and digitise freedom fighter Bharatkar’s ‘O Bharat,’ a Marathi-Portuguese bilingual weekly, currently housed at &lt;a class="text external" href="http://centrallibrary.goa.gov.in/" rel="nofollow"&gt;Goa Central Public Library&lt;/a&gt;.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;About the 36 Year Run of ‘O Bharat’ upto India’s Independence&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;Freedom fighter, social reformer and journalist 'Bharat'kar Govind Pundalik Hegde Desai, (7th Nov 1885 - 15th Aug 1949), started 'O Bharat' (in Portuguese) or 'Bharat' (in Marathi) on 6th November 1912. For 36 years thereafter, Bharatkar courageously protested the Portuguese occupation, relentlessly advocated radical and progressive social reforms and doggedly championed the cause of an independent and sovereign Indian Goa.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Partnerships&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;The partnerships with various stakeholders were developed after a &lt;a class="text external" href="https://meta.wikimedia.org/wiki/CIS-A2K/Events/Digitisation_review_and_partnerships_in_Goa"&gt;series of discussions&lt;/a&gt; and official communications. The Bharatkar Hegde Desai Trust obtained official permissions from the State Government departments for the access of O Bharat volumes in the library. Goa Central Public Library provided access to the bound volumes of O Bharat and permission to scan them. Another local organisation, Bhakti Dnyan Marg Sanstha in association with Goa University Marathi Department identified few students for the digitisation.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Digitisation process and launch on Wikimedia Commons&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;The trustees of Bharatkar Hegde Desai Trust relicensed the two volumes of selected editorials published in 2018 and the whole O Bharat issues into CC-BY-SA 4.0. We conducted digitisation training with Prof. Vinay Madgaonkar and students, Shravani Parab and Shridhar Raut, from Goa University to scan 12000 pages in 8 days. The officials of Goa Central Public Library cooperated in access to original volumes and in the process of digitisation. &lt;span&gt;The Chief Minister of Goa inaugurated the &lt;/span&gt;&lt;a class="text external" href="https://commons.wikimedia.org/wiki/Category:O_Bharat"&gt;project on Wikimedia Commons&lt;/a&gt;&lt;span&gt; on India’s 75th Independence day, 15 August 2022. The year wise volumes of ‘O Bharat’ are now freely accessible to anyone in the world at any time anywhere. The uploading of the volumes is in progress.&lt;/span&gt;&lt;/p&gt;

    <title>Digital Futures of Indian Languages - Notes from the Consultation</title>

        &lt;b&gt;A consultation on 'digital futures of Indian languages' was held at the CIS office in Bangalore on December 12, 2015,  to generate ideas and structure the Indian languages focus area of the CSCS Digital Innovation Fund (CDIF). It was led by Dr. Tejaswini Niranjana, Centre for the Study of Culture and Society (CSCS), and Tanveer Hasan, A2K programme at CIS; and was supported by CDIF. Here are the notes from the Consultation.&lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The group that gathered at CIS on Dec 12, 2016, brought a wealth of digital Indian language experience to the meeting, including database creation, working to develop wikimedia, TEI initiatives, digital glossary creation, localisation and standardisation, development of open platforms and content management systems for teaching-learning, font development, and optical character recognition (OCR).&lt;/p&gt;
&lt;p&gt;There was a detailed discussion of existing digital projects in Indian languages, and presentation of a few new ideas for development of applications that would strengthen digital infrastructure for research and teaching in social sciences and humanities. Among the proposed ideas were:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;concept-clustering tool for multiple language comparisons,&lt;/li&gt;
&lt;li&gt;semantic mapping tool or data visualisation tool that connects concepts to exisiting wikipedia entries,&lt;/li&gt;
&lt;li&gt;online interactive bank of questions, to convert learnables into material that can be grasped conceptually,&lt;/li&gt;
&lt;li&gt;annotation tool that aggregates tagged material across databases, eg. Shodhganga, Digital South Asia Library, Digital Library of India (Hindi example), and&lt;/li&gt;
&lt;li&gt;gamifying as a way of enhancing teacing-learning as well as research process.&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;The participants agreed that increased archiving and digitisation, and annotation of digitised material, was a priority for Indian language work. Alongside the curation of the material to be thus processed – whether as an archive or a database, it was important also to develop better OCR systems, fonts and typefaces, DIY scanners, tagging and annotation tools.&lt;/p&gt;
&lt;p&gt;CDIF would like proposals that might further some of these objectives. Priority will be given to those projects for which there is no funding already potentially available from other sources. Wherever possible, CDIF will try to synergise its work with existing efforts taken up by the government, or by platforms such as Wikimedia. CDIF will see its primary role not as a funding body but as an incubator of new ideas, and to this end will seek to provide technical support and other expertise apart from seed money.&lt;/p&gt;

    <title>Developing Open Educational Resources in Indian Languages</title>

        &lt;b&gt;The Centre for Indian Languages in Higher Education (CILHE), Tata Institute of Social Sciences (TISS), in collaboration with the Access to Knowledge (CIS-A2K) programme at the Centre for Internet and Society (CIS), has been involved in organising workshops on developing open educational resources (OER) in Indian languages with undergraduate and postgraduate students across various partner institutions. The objective of these workshops is to introduce students to: a) tools of collaborative knowledge production on the Internet, and b) methods for generating new online content in Indian languages.&lt;/b&gt;
        &lt;p id="docs-internal-guid-6a5cf4f0-34dc-8053-8ba7-e604a4aef120" dir="ltr" style="text-align: justify; "&gt;During November 2015 - February 2016, four such workshops have been organised at TISS’ Mumbai and Tuljapur campuses, &lt;a href="http://www.srtt.org/casestudies/Pune_University_Case_Study%20-%202.pdf"&gt;Krantijyoti Savitribai Phule Women's Studies Centre&lt;/a&gt; (KSPWSC), Pune University, and at the &lt;a href="http://www.efluniversity.ac.in/"&gt;English and Foreign Languages University&lt;/a&gt; (EFLU), Hyderabad.&lt;/p&gt;
&lt;p dir="ltr" style="text-align: justify; "&gt;A one and half day workshop was organised at KSPWSC, Pune during January 22-23, 2016. A total of 20 students attended this workshop along with three faculty members from the Centre. This workshop is a part of CILHE's ongoing and sustained engagement with KSPWSC to generate and strengthen content pertaining to women's studies on the &lt;a href="https://mr.wikipedia.org/"&gt;Marathi Wikipedia&lt;/a&gt;.&lt;/p&gt;
&lt;p dir="ltr" style="text-align: justify; "&gt;&lt;strong&gt;Pune&lt;/strong&gt;&lt;br /&gt;On Day 1, after the opening address by Dr. Anagha Tambe from KSPWSC, Sohnee Harshey from CILHE, TISS spoke about the importance of creating open educational resources in Indian languages for social sciences and humanities. She sought responses from participants about the nature of their engagement with their research areas—which languages they used while collecting data, whether they had accessed reading material in languages other than English, and what were their sources of information. All the participants had used languages other than English in their learning process, some had even accessed Indian language Wikipedias, and all of them felt the need for more resources in Indian languages—especially in simpler and more accessible formats. Tanveer Hasan from CIS then spoke about the utility of Wikipedia for knowledge consumers and its immense potential for students to become knowledge producers, especially in the Indian languages.&lt;/p&gt;
&lt;p dir="ltr" style="text-align: justify; "&gt;In order to familiarize the participants with social sciences (specifically women's studies) terminology in Indian languages, an exercise was conducted, wherein they were asked to describe a concept (from a given list) without using the term itself. The idea behind this was to highlight what function a concept performs in a sentence and in the language context, and what assumptions are made while using this concept. This was followed up with another exercise where the participants were encouraged to choose two concepts and explain their denotation and connotation. This was done in order to familiarise them with the web of other concepts in which a concept is located. The concept of ‘labour’ or ‘shram’ (in Marathi) was chosen for discussion.&lt;/p&gt;
&lt;p dir="ltr" style="text-align: justify; "&gt;On Day 2 of the workshop, Abhinav Garule, Programme Associate with A2K-CIS, introduced the participants to the basics of Wikipedia editing through a hands-on activity. They navigated through both the English and Indian language Wikipedias to see how the edit, talk, and view history functions work, what the key characteristics of a good article are, and how one can read more about a certain topic through interwiki and external links and categories. This was interspersed with recalling the exercises done on the previous day and comparing the critical thinking process involved.&lt;/p&gt;
&lt;p dir="ltr" style="text-align: justify; "&gt;Since one of the simpler ways to populate Indian language Wikipedias is through translation of existing content in English, participants were encouraged to try this with an entry of their choice. They were asked to also list difficulties that they faced in the process of translation. At the end of this exercise, a range of ‘problems’ like lack of appropriate terminology for complex concepts, the dangers of oversimplification, differences between languages in terms of the structure of sentences, and lack of references in Indian languages, were highlighted by the participants. While they were still thinking about these problems, another challenge was put forth for them to look at two conflicting or opposing references for a topic (for example, a movie review, or reporting around an event) and come up with a ‘neutral’ write-up about it. Questions of what constitutes a valid reference, issues of plagiarism, personal opinion, codes of civility on Talk pages formed part of this discussion.&lt;/p&gt;
&lt;p dir="ltr" style="text-align: justify; "&gt;Following this, the participants chose one topic (each) on which they wished to create a Wikipedia article in an Indian language. Most of the participants worked on the Marathi Wikipedia. They worked in groups of 3-4 to edit and create a range of articles including ones on patriarchy, colonialism, masculinity, family, and tribes, among others. A total of 12 entries were created in this workshop. Participants also explored Wikimedia Commons, Meta, and Wikisource as allied repositories. The students have now become active as knowledge producers and will join the existing group of editors at KSPWSC in the wiki-sprints to generate new content every month.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Hyderabad: &lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Similar exercises were also conducted during the two-day workshop at EFLU, Hyderabad in February 2016. The participants worked on the Malayalam, Telugu, and Hindi Wikipedias. Articles were written on geographical entities like Tamil Eelam and West Godavari district, on academic figures like M.S.S. Pandian and Maxine Berstein, academic and literary works such as My Name is Red by Orhan Pamuk and Towards a World of Equals by Susie Tharu, among other topics. Since creating an article from scratch also involved deliberation regarding issues of translation, and the limits of concepts and their meanings in the Indian context, it is hoped that these new editors will find it useful for their own research to think critically about the process of generating content on the Indian language Wikipedias.&lt;/p&gt;

        &lt;b&gt;Jaipur based Enterprise email provider Data Xgen Technologies has launched a paid email service in Hindi Devnagari script. This is especially for .bharat domain names, but can also be used for other domains. As of now, the company offers email packages starting at Rs 99, Rs 499, Rs 999 and Rs 1,499, which look like monthly plans.

        &lt;p style="text-align: justify; "&gt;The blog post by Sneha Johari was &lt;a class="external-link" href="http://www.medianama.com/2016/08/223-data-xgen-paid-hindi-email/"&gt;published in Medianama&lt;/a&gt; on August 29, 2016.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;&lt;a href="https://www.linkedin.com/in/ajaykdata"&gt;Ajay Data&lt;/a&gt;,  the company’s founder and CEO told MediaNama that it plans to launch an  app for sending free email in Indic language, starting with Hindi. Data  said that he was hopeful about Hindi email adoption given the vast  majority of the population in India was rural and did not understand  English. “People get left out of communication streams because they do  not understand English. But they can still get onto the internet and  communicate with all of us. Mobile companies are also selling phones in  Indian languages, marketing as Hindi phones.. And this is the right time  (for Indic email) since the segment is being created,” he added.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Earlier this month, the Indian government &lt;a href="http://www.medianama.com/2016/08/223-email-id-indian-languages/"&gt;told&lt;/a&gt; email service providers to provide users with addresses in Indian  languages, starting with Hindi. It also wanted ‘sufficient local  language content and tools to access it’ in order to increase internet  penetration and push higher rural adoption. This was needed because  English speakers and readers in the country were &lt;a href="https://en.wikipedia.org/wiki/List_of_countries_by_English-speaking_population"&gt;low&lt;/a&gt; (10.35%), according to Rajiv Bansal, Joint Secretary at the Ministry of Electronics and IT.&lt;/p&gt;
&lt;p&gt;&lt;b&gt;Wikipedia Indic efforts&lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;About 3 weeks ago, Wikipedia &lt;a href="http://www.medianama.com/2016/08/223-wikipedia-tulu-launch/"&gt;launched&lt;/a&gt; in Tulu, the 23rd Indian language Wiki. In September 2013, the Goa University had &lt;a href="http://www.medianama.com/2013/09/223-goa-university-partners-cis-india-to-build-konkani-wikipedia/"&gt;entered&lt;/a&gt; into a 3 year MoU with the Centre for Internet and Society (CIS) for  building the Konkani Wikipedia, which was launched 6 months later. In  August 2014, former Bihar CM Nitish Kumar &lt;a href="http://www.medianama.com/2014/08/223-nitish-kumar-launches-biharonwikipedia-campaign-details-please/"&gt;launched&lt;/a&gt; the ‘Bihar on Wikipedia’ campaign inviting people of the state to write  about their villages, towns, culture, history, development over the  years, etc. Note that in 2012, Wikipedia editors were &lt;a href="http://www.medianama.com/2012/05/223-wikipedians-digitizing-out-of-copyright-text-in-eight-indian-languages/"&gt;digitizing&lt;/a&gt; Indian language, out-of-copyright texts online, trying to address the comparative paucity of Indic language texts online.&lt;/p&gt;
&lt;p&gt;As of June 2016, Wikipedia had &lt;a href="https://stats.wikimedia.org/EN/Sitemap.htm#comparisons"&gt;16 million page views per month&lt;/a&gt; on the Hindi wiki, with overall 106,844 articles. This is not a significant increase. According to this August 2011 &lt;a href="http://www.medianama.com/2011/11/223-wikipedia-in-indic-languages-32-95-million-pageviews-in-aug-2011-online-vs-mobile/"&gt;report&lt;/a&gt;, there were 0.1 million Hindi articles on the platform, and 9 million overall views.&lt;/p&gt;
&lt;p&gt;&lt;b&gt;Indian mobile handsets need to support Hindi: BIS&lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In June, the Bureau of Indian Standards reportedly &lt;a href="http://www.medianama.com/2016/06/223-mobile-hindi-indic-keyboard-policy/"&gt;said&lt;/a&gt; that mobile handsets in India would need to support typing in Hindi and  English, and reading in all 22 official Indian languages. We’d pointed  out at the time that this was essential for growth of access to the  internet for handsets in order to access content in users’ local  languages.&lt;/p&gt;

        &lt;b&gt;My submission titled "Cultural institution AKA GLAM for more OER" under the theme of "Innovative approaches to opening up cultural heritage collections for education" has been selected for the OER16 conference to be held in Edinburg, Scotland from 19 to 20 April 2016. &lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;GLAM (Galleries, Libraries, Archives, and Museums) is a global initiative for making cultural data open targeting galleries, libraries, archives and museums in particular. GLAM projects are run in collaboration with these cultural institutions where the artifacts and other institutional collections get all sorts of digital treatment, from digitizing manuscripts and &lt;a class="external-link" href="https://en.wikipedia.org/wiki/Wikipedia:GLAM/National_Library_and_National_Archives_of_the_Netherlands/Data#Books"&gt;books&lt;/a&gt; to creating meta data and developing tools to automate and &lt;a class="external-link" href="https://commons.wikimedia.org/wiki/Commons:GLAMwiki_Toolset_Project"&gt;ease the life of contributors&lt;/a&gt;, building and 3D models of artifacts and creating multilingual &lt;a class="external-link" href="https://en.wikipedia.org/wiki/Wikipedia:GLAM/NHMandSM/Virtual_Museum"&gt;virtual museum experience&lt;/a&gt; by using Wikipedia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;These institutions historically being the reservoir of knowledge need more attention with more digital innovation coming in day by day. There being a synergy between the fundamental focus of OER and GLAM initiative, it leaves scholars and GLAM and/or OER practitioners to explore this area that is currently not widely covered. GLAM projects are centered around data mining, digitizing and publishing the work in both machine and human readable forms. The output of all the GLAM projects could directly contribute to creating OERs classifying and customizing the OERs for different age groups and people with accessibility needs. This, in return will also benefit the GLAM projects and institutions for both expanding their reach and replicating these initiatives. The presentation will be around the best practices of several GLAM initiatives and how these projects could lead to create useful OERs. I will also shed some light on the methodology of creating OERs during the development of a GLAM project.&lt;/p&gt;

        &lt;b&gt;In telling the stories of Indian Wikipedians, we bring to you the story of Dr. Diptanshu Das, a doctor and avid Wikipedian, working with WikiProject Medicine who recently approached CIS-A2K with a technical request.&lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;CIS-A2K has always believed in continuing our engagement with the 
communities and individuals we work with. This year in particular has 
been special to us thanks to our Train The Trainer alumni steadily 
achieving the goals they set out to achieve and continuing their Wiki 
journeys with more vigour. It is especially significant to us when our 
alumni come back to our resource and idea exchange platform to help develop their pet projects. For the first time, one such alumnus, &lt;a class="external-link" href="https://en.wikipedia.org/wiki/User:Diptanshu_Das"&gt;Dr. Diptanshu 
Das&lt;/a&gt;, a doctor by profession and avid Wikipedian approached us in April 
2017 with a request to our technical team. He wanted to know the number 
of articles that were tagged in both &lt;span id="gmail-m_-3073168216211386188gmail-OBJ_PREFIX_DWT541_com_zimbra_url" class="gmail-m_-3073168216211386188gmail-Object"&gt;&lt;a href="https://en.wikipedia.org/wiki/Category:WikiProject_Pharmacology_articles" target="_blank"&gt;Category:WikiProject Pharmacology&lt;/a&gt; and&lt;/span&gt;&lt;span id="gmail-m_-3073168216211386188gmail-OBJ_PREFIX_DWT542_com_zimbra_url" class="gmail-m_-3073168216211386188gmail-Object"&gt;&lt;a href="https://en.wikipedia.org/wiki/Category:All_WikiProject_Medicine_articles" target="_blank"&gt; Category:All WikiProject Medicine. &lt;br /&gt;&lt;/a&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span id="gmail-m_-3073168216211386188gmail-OBJ_PREFIX_DWT542_com_zimbra_url" class="gmail-m_-3073168216211386188gmail-Object"&gt;To
 provide some context, WikiProjects are generally article development 
projects undertaken by groups of editors on Wikipedia whose aim it is to
 achieve goals on specific topics and subjects on Wikipedia. For 
example, WikiProject Medicine manages and helps curate medical articles 
on Wikipedia. Similarly, WikiProject Pharmacology states that it "&lt;/span&gt;coordinates the development of Wikipedia articles and lists relating to the &lt;a title="Pharmacology" href="https://en.wikipedia.org/wiki/Pharmacology"&gt;pharmacology&lt;/a&gt; and science of &lt;a title="Medication" class="gmail-mw-redirect" href="https://en.wikipedia.org/wiki/Medication"&gt;medications&lt;/a&gt;
 and other pharmacology-related topics." Working to define clearer 
guidelines for WikiProject Medicine of which he is a member, Dr. Das 
intended to find out how many articles were listed under WikiProject 
Pharmacology that were also tagged under WikiProject Medicine.  As these two are closely related topics, the former being a sub-specialty of the latter, he felt it could cause an 
overlap which would mean that most of the sub-specialty articles would get lost in the "parent" category i.e. WikiProject Medicine.&lt;/p&gt;
&lt;p&gt;CIS-A2K ran Dr. Das' request on &lt;a class="external-link" href="https://quarry.wmflabs.org"&gt;Quarry&lt;/a&gt;, a public querying interface that lets one raise queries regarding databases in addition to managing them as an SQL(Structured Query Language) software would. Dr. Das had begun &lt;a class="external-link" href="https://en.wikipedia.org/wiki/Wikipedia_talk:WikiProject_Medicine/Assessment#Medications"&gt;discussions&lt;/a&gt; with fellow Wikipedians to get their thoughts on the matter and wanted to provide data-specific points but was unable to gather consensus on developing a guideline. However, when CIS-A2K reported back to him, he realized that the overlap was not as significant as he had feared. WikiProject Medicine had 34,475 articles, WikiProject Pharmacology had 10,721 articles; only 2002 of these were tagged in both. Dr. Das, while relieved, believes that sub-specialty tagging would go a long way in helping improve articles such as those of WikiProject Pharmacology, many of which are still in &lt;a class="external-link" href="https://en.wikipedia.org/wiki/Template:Grading_scheme"&gt;Start and Stub classes&lt;/a&gt;.&lt;/p&gt;
&lt;p&gt;"While collaborating on wiki is always good, it is important that an organization like CIS contributes its expertize," he says. CIS-A2K's presence as an idea exchange platform hopes to generate debate and discussions in addition to the physical resources and support we provide to communities. Dr. Das is also of the opinion that domain knowledge experts could make a real difference to Wikipedia by engaging with or creating WikiProjects that are specific to their interests and collaborate with other free knowledge champions around the world. CIS-A2K has attempted to encourage such &lt;a class="external-link" href="https://meta.wikimedia.org/wiki/CIS-A2K/Work_plan_July_2017_-_June_2018"&gt;communities of interest&lt;/a&gt; in the past so as to find an easier way to engage members of the general public and educational institutions as they are more likely to edit Wikipedia articles based on their personal hobbies and interests.&amp;nbsp;&lt;/p&gt;

        &lt;b&gt;CIS-A2K has adopted an integrated approach towards knowledge generation in Marathi language. With the involvement of various stakeholders in different programmes, CIS-A2K facilitated a comprehensive workshop for publishers, printers, designers and writers on 7 September 2018.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;The State Govt. Language department, All India Marathi Literary Body &amp;amp; All India Marathi Publishers Consortium took the lead to organize this workshop. In this workshop, noted authors Sunilkumar Lawate and Laxmikant Deshmukh expressed their willingness to donate their books to Wikimedia projects. The awareness about content donation was spread among the writers' community through this workshop.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Objectives&lt;/h3&gt;
&lt;ul&gt;
&lt;li&gt;To promote the concept of content donation in Wikimedia projects&lt;/li&gt;
&lt;li&gt;To develop repository of reference books on Commons &amp;amp; Wikisource&lt;/li&gt;
&lt;li&gt;To facilitate organizations working in developmental sector for developing open knowledge on internet&lt;/li&gt;
&lt;/ul&gt;
&lt;h3&gt;Report&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;To promote Marathi language, Marathi language fortnight (1-15 January) and Marathi Day (27 February) was celebrated in Maharashtra. CIS-A2K organized various events on this occasion with state government, publishers, writers and other stakeholders in knowledge business. Some of the authors responded to the appeal to donate their literature in public domain. The following content donations were received in February and March 2019.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Kaustubh Tamhankar, an active citizen from Thane is promoting innovative home composting methods for zero garbage. He has produced some manuals and videos on the process. As the awareness about environment friendly lifestyle is increasing, the author thought of releasing the first manual on Commons. CIS-A2K community advocate (CA) trained him in basics of Wikipedia and Commons. He completed the OTRS process and uploaded the book on zero garbage. He has planned to upload some more manuals and videos in future.&lt;/p&gt;

He participated in the FOSS &amp;amp; Wikimedia workshop conducted in September 2018. He approached CIS-A2K for release of his books in CC-BY-SA on the occasion of Marathi Day on 27 February. CA trained the author in copyrights, Commons upload process and OTRS process in the session held at Kolhapur on 27 February. Prof. Lawate uploaded his 21 books on Commons. These are reference value books on education, child rights, literature, autobiographies, social issues and classic literature. The newspapers covered this event as feature of Marathi day. Because of good media coverage, many responses from other authors in Maharashtra have been received for content donation.&lt;/p&gt;
&lt;h3&gt;&lt;a class="external-link" href="https://commons.wikimedia.org/wiki/Category:Books_published_by_Lek_Ladaki_Abhiyan,_India"&gt;Books by Lek Ladaki Abhiyan&lt;/a&gt;&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;We all know that vast amount of training materials and case studies are produced in development sector. But it is not available to society at large. It is restricted to NGOs, funding agencies, etc. for project period. If it is brought in Wikimedia, it will be searchable for all and will be linked to various articles also as reference resource. CIS-A2K is approaching several such organizations for content donations. CIS-A2K received positive response from Adv. Varsha Deshpande, President of Lek Ladaki Abhiyan, Satara about bridging gender gap activities on Wikimedia projects. Lek Ladaki Abhiyan (LLA) is one of the most active organizations working on Women's issues in Maharashtra. The activities cover wide range of issues viz. stopping child marriages, counselling workshops for adolescents, pre-marriage counselling, child labour issues, legal aid to women facing violence, sting operations for exposing cases of female foeticide, hostel for girls etc.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;LLA organization is involved in content generation on women's issues for the last two years with the support of CIS-A2K. The process proved useful for the members and other participants. On the occasion of Women's day on 9th March, LLA re-licensed 8 books and uploaded on Commons. The convener Adv. Varsha Deshpande has authored 6 books. She has taken this noble initiative. The content is spreading across beneficiaries and getting good feedback also. The books cover all the issues mentioned above. The articles created in women's day workshop and books donated by this organization have contributed to reduction in gender gap. LLA would like to lead the movement with other like-minded organizations in urban, rural, tribal areas to facilitate the open knowledge generation on women's issues.&lt;/p&gt;

He was president of All India Marathi Literary Festival in 2017 at Badoda. He was co-organizer for the FOSS &amp;amp; Wikimedia workshop conducted in September 2018. From that event, he has been promoting open knowledge concept and Wikimedia projects. The training session at Pune was held on 16 March for re-licensing his 4 works. The books are on socio-economic issues of Maharashtra.&lt;/p&gt;

    <title>Community Prioritisation of Content Donation: Kannada Wikisource</title>

        &lt;b&gt; CIS-A2K has initiated a community consultation in order to prioritise and streamline the work on Wikisource projects across FLA. Due to the commitment of volunteers from the respective FLA and the institutional partnerships that A2K has developed we have been able to bring a large corpus of content under free licence into our Wikisource projects. CIS-A2K promotes both content donation and content acquisition strategies in order to bring in free licence content.

&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p style="text-align: justify;" class="Textbody"&gt;The  re-releasing of the content under CC-BY-SA is a difficult task no  doubt, but the even more difficult task is to get the donated content  digitised and made available on Wikisource. As this activity involves  three intermediary steps of scanning the original document, uploading  the same on commons.wikimedia.org and finally recreate the same page on  Wikisource by typing.&lt;/p&gt;
&lt;p style="text-align: justify;" class="Textbody"&gt;It  is common knowledge that Indian Language Wikimedia communities consist  of very few volunteers and in many communities it is Wikipedia that is  the chief attraction for volunteers. This compounds the problem towards  work that has to be done on Wikisource. To overcome this problem CIS-A2K  has initiated a community consultation and prioritisation effort.  CIS-A2K consults community in form of posts on Village pump, mailing  lists and other channels of communication and update them about the  overall content donated towards Wikisource projects and requests for  suggestions and feedback as to the plan to digitse and bringing the  content on Wikisource.&lt;/p&gt;
&lt;p style="text-align: justify;" class="Textbody"&gt;For  the month of November, 2015 CIS-A2K discussed the plan with the Kannada  community Wikimedians and proposed a plan of aggregating all the  content that has been donated towards Kannada Wikisource and copyright  lapse content that has been identified by Wikimedians. A2K team is  currently utilising its institutional partnership with Christ University  in digitising the content of Sri. Niranjana a prominent Kannada author  that was donated by Prof. Tejaswini Niranjana. As a result of this  collaboration with the community A2K team shall be posting a  comprehensive list of the content donated to Kannada Wikisource along  with copyright lapse books that are available digitally on Digital  Library of India and Osmania University Digital Library and other such  platforms.&lt;/p&gt;
&lt;p style="text-align: justify;" class="Textbody"&gt;This  consultation process with the Kannada Wikimedia community also seeded  an idea of creating a 'Book Bank' for Kannada Wikimedians. The objective  of the book bank is to provide authentic references, citation material  and other primary sources of information for content generation. As a  first step towards building of the proposed book bank, we have purchased  encyclopaedic material on Stone&amp;nbsp; Inscriptions found in Karnataka, Women  writers of Karnataka, Literary history of Karnataka and Kannada  Dictionaries. The material acquired under 'Book Bank' will serve as  resources for community and will be provided to the community members  upon request for the same.&lt;/p&gt;
&lt;p style="text-align: justify;" class="Textbody"&gt;Following lists provide information about the current status of projects undertaken on Kannada Wikipedia:&lt;/p&gt;

&lt;li&gt;Vimochane - 50 pages to be typed out of 355&lt;/li&gt;
&lt;li&gt;Abhaya - 63 to be typed of 326 pages&lt;/li&gt;
&lt;li&gt;Doorada Nakshatra - 23 typed out of 175&lt;/li&gt;
&lt;li&gt;Rangammana Vathara - 23 to be typed of 209 pages&lt;/li&gt;
&lt;li&gt;Ekangini - 41 typed of 228 pages&lt;/li&gt;
&lt;li&gt;Kalyanaswami - 100 typed of 251&lt;/li&gt;&lt;/ol&gt;
&lt;p style="text-align: justify;" class="Textbody"&gt;These books are scanned and uploaded on Kannada Wikisource&lt;/p&gt;

&lt;p style="text-align: justify;" class="Textbody"&gt;2) Kannada Shaitya Parishat, Chamarajpet, Bangalore&lt;/p&gt;
&lt;p style="text-align: justify;" class="Textbody"&gt;3) B.M. Shri Pratishtana Library, Bangalore&lt;/p&gt;
&lt;p style="text-align: justify;" class="Textbody"&gt;4) Gokhale Institute of Public Affairs, Basavanagudi, Bangalore&lt;/p&gt;
&lt;p style="text-align: justify;" class="Textbody"&gt;The  visits have resulted in identifying many books that were hitherto  unavailable with A2K team. We are in process of getting these books and  digitise them so that they can be uploaded on Kannada Wiisource. A2K  team is hopeful that the increased levels of activity and consultation  held with the community will help the overall progress of Kannada  Wikisource project.&lt;/p&gt;

    <title>Community Discussion for Making Tulu Wikipedia Live</title>

        &lt;b&gt;CIS-A2K Programme Officer Rahmanuddin Shaik visited Mangalore on October 28 and 29 and again on November 5 and 6, 2015. During his visit he interacted with Wikipedians for making the Tulu Wikipedia live.&lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;There were discussions on translations of system messages that appear on Wikipedia interface, creating templates pages and adding images. Around 79     strings were translated on Translatewiki.net, the community project for MediaWiki localization, and about 500 strings were     approved. This event was organised at Tulu Bhavana, Karnataka Tulu Sahitya Akademy. The director of the institution was part     of the meeting who agreed for the following:&lt;/p&gt;
&lt;ul style="text-align: justify;"&gt;
&lt;li&gt;To relicense a lower resolution cover pages, and metadata of their 157 volumes of books under Creative Commons licenses. This will bring in those many articles on Tulu Wikipedia.&lt;/li&gt;
&lt;li&gt;To give detailed information of winners of Tulu Sahitya Akademy award winners (this was being given away across 6 disciplines from 1993 onwards), which would add close to 100 biography articles on Tulu Wikipedia.&lt;/li&gt;&lt;/ul&gt;
&lt;p style="text-align: justify;"&gt;A possibility of CIS-A2K and Tulu Sahitya Akademy collaboration was also discussed briefly. Vishwanatha Badikana was there throughout these talks and he would be the contact person for further work.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Rahmanuddin was also invited to be a part of the World Konkani Literature festival where he spoke briefly about Konkani Wikipedia to the gathering.&lt;/p&gt;
