I was hired on a year ago to do film and  commercials for them as they expand into advertising and video coverage  of events. We only have about 3 employees including myself, working out  of our homes. We recently acquired a space to open a studio and retail  location downtown where we live. We use Facebook, blogs, and viral  marketing all the time to get our name out there. Our account executive  is constantly monitoring our Facebook for client orders and bookings. We  are beginning to use twitter to provide information more fluidly to  people. We believe this might be a year of growth for our small company,  as we are becoming able to provide much higher quality content. We're  fully digital; constantly updating our websites and blogs, and I believe  we would be able to tell a great digital story. We submit numerous  small films and skits; we cover awesome concerts, and rely so heavily on  the digital world to show our content. They also film stories around the  community and share them with the world on their YouTube channel and  other social networks like Facebook and Twitter. Through this they have  been able to highlight and raise awareness about the challenges the  community faces. She developed an interest in  American Avant-Garde film and  eventually got an MFA in Film and Media  Arts from Temple University,  Philadelphia (1999).         &lt;b&gt;One of the most significant transitions in the landscape of social and political movements, is how younger users of technology, in their interaction with new and innovative technologised platforms have taken up responsibility to respond to crises in their local and immediate environments, relying upon their digital networks, virtual communities and platforms. In the last decade or so, the digital natives, in universities as well as in work spaces, as they  experimented with the potentials of internet technologies, have launched successful socio-political campaigns which have worked unexpectedly and often without precedent, in the way they mobilised local contexts and global outreach to address issues of deep political and social concern. But what do we really know about this Digital Natives revolution? &lt;/b&gt;
        
&lt;p&gt;&lt;strong&gt;Press Release&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;	Youth are often seen as potential agents of change for reshaping 
their own societies. By 2010, the global youth population is expected 
reach almost 1.2 billion of which 85% reside in developing countries. 
Unleashing the potential of even a part of this group in developing 
countries promises a substantially impact on societies. Especially now 
when youths thriving on digital technologies flood universities, work 
forces, and governments and could facilitate radical restructuring of 
the world we live in. So, it’s time we start listening to them.&lt;/p&gt;
&lt;p&gt;	&amp;nbsp;&lt;/p&gt;
&lt;p&gt;	Because of the age bias and the dependence of a large section of 
Digital Natives around the world, on structures of authority, there has 
always been a problem of power that has restricted or reduced the scope 
of their practice and intervention. For younger Digital Natives, 
Parental authority and the regulation from schools often becomes a 
hindrance that thwarts their ambitions or ideas. Even when they take the
 initiative towards change, they are often stopped and at other times 
their practices are dismissed as insignificant. In other contexts, 
because of existing laws and policies around Internet usage and freedom 
of expression, the voices of Digital Natives get obliterated or 
chastised by government authorities and legal apparatuses which monitor 
and regulate their practices. The workshop organised at the Academia 
Sinica brings in 28 participants from contested contexts – be it the 
micro level of the family or the paradigmatic level of governance – to 
discuss the politics, implications and processes of ‘Talking Back’.&lt;/p&gt;
&lt;p&gt;	&amp;nbsp;&lt;/p&gt;
&lt;p&gt;	What does it mean to Talk Back? Who do we Talk Back against? Are we 
alone in our attempts or a part of a larger community? How do we use 
digital technologies to find other peers and stake-holders? What is the 
language and vocabulary we use to successfully articulate our problems?&amp;nbsp;
 How do we negotiate with structures of power to fight for our rights? 
These are the kind of questions that the workshop poses. The workshop 
focuses on uncovering the circuitous routes and ways by which Digital 
Natives have managed to circumvent authorities in order to make 
themselves heard. The workshop also dwells on what kind of support 
structures need to be developed at global levels for Digital Natives to 
engage more fruitfully, with their heads held high and minds without 
fear, with their immediate environments.&lt;/p&gt;

    <title>Digital Humanities in India?</title>

&lt;h2&gt;Background&lt;/h2&gt;
&lt;p&gt;It has only been a couple of years since I began hearing the term Digital Humanities (henceforth, DH) being uttered quite prominently, though mostly in academic circles. For the uninitiated, it almost sounds like an oxymoron. After all, for most practical purposes the digital and humanities have always been seen almost as contradictory terms, existing in distinct silos.  A couple of workshops and conferences, one national-level consultation, three new centres, and two academic courses later the term still needs a definition in India, if not also in other parts of the world. But what was by then, and even now, is interesting is the emergence of pockets of work in India either claiming to be DH or even remotely related to it, and the interest in the term, either as one full of a seemingly diverse, innovative, and generative potential for interdisciplinary work in academia and practice, or as something that is just a reinvention of old questions that have been the focus of humanistic enquiry for several decades now.&lt;/p&gt;
&lt;p&gt;The enquiry for this mapping began with the term itself, as a 'found' name for which I needed to excavate some meaning, context and location in India at the present moment. A consultation on Digital Humanities for Indian Higher Education organised in Bangalore in July 2013 &lt;strong&gt;[1]&lt;/strong&gt; and a proposed short course in ‘Digital Humanities and Cultural Informatics’ &lt;strong&gt;[2]&lt;/strong&gt; at Jadavpur University, Kolkata, were some of the early prominent instances of the use of the term. I later learnt from one of the people interviewed for this study that DH was already discussed in academic workshops as early as 2010 &lt;strong&gt;[3]&lt;/strong&gt;. The general interest in the term has steadily picked up in the last couple of years however, albeit in specific pockets of the country, and it would be safe to say that it has been approached in markedly different ways by several institutions.&lt;/p&gt;
&lt;p&gt;The source of the term itself is the history and body of literature around humanities computing in the UK and US, which essentially explores the use of computational methods in humanities research and practice. Roberto A. Busa (2010) describes it as “… precisely the automation of every possible analysis of human expression (therefore, it is exquisitely a "humanistic" activity), in the widest sense of the word, from music to the theater, from design and painting to phonetics, but whose nucleus remains the discourse of written texts”. However, locating such a history in India seems not only to be a difficult project, but largely a futile one. It seemed irrelevant to import a concept or discourse that in itself was (and still is to some extent) relatively unstable and undefined even in the Anglo-American context, and then try to locate it here. Instead, what I chose to do was to take a few steps back - firstly to outline a couple of questions/conflicts that seemed to be troubling about this concept to begin with:&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;Are ‘digital’ and ‘humanities’ really two contradictory terms that are being bridged together?  Is this a reiteration of the ‘two cultures’ (Snow 1990) debate?&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;What are the changes in the object(s) of enquiry in humanities disciplines due to the advent of the internet and digital technologies?&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;What methods are to be used to study and work with digital objects? How are these affecting the traditional methods of the humanities?&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;  
&lt;li&gt;Is DH a fringe academic phenomena, and can it be related to academic disciplines only? With several groups of practitioners engaging with questions and methods akin to DH outside universities, how do we define its institutional boundaries?&lt;br /&gt;&lt;br /&gt;&lt;/li&gt; 
&lt;li&gt;What are the new skills and tools emerging with, and in turn defining, DH practices in India?&lt;/li&gt;&lt;/ol&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h2&gt;Context&lt;/h2&gt;
&lt;p&gt;An immediate context for the growth of DH has been the steady debate around a ‘crisis’ of the disciplines, the humanities in particular, and how DH in a strange paradox, seemed to be both the phenomenon posing this question and offering an answer to it. Particularly in the Anglo-American context, while there has been a sustained decline in funding for the arts, especially post the global recession in the late 1990s, the Science, Technology, Engineering and Math (STEM) and other disciplines in natural sciences still seem to be on a steady footing. The ‘crisis’ here exists here at several levels - budgetary cuts across universities for liberal arts and humanities programmes, a steep fall in gainful employment for graduates (whose numbers are much more than the jobs available in the market, the adjunct system that has become popular in the US, which has resulted in reduced full-time employment and poor compensation for faculty, and in general a lack of opportunities and resources for research in the arts and humanities. The problem however, of which these are only the symptoms, lies much deeper, at the heart of what is seen as the lack of interest due to the diminishing practical value of the humanities, which further makes them seem most dispensable in a moment of economic crisis. Martha Nussbaum calls this a ‘silent crisis’, spurred by the growth of a profit-driven model of education, which has led to an increased focus on science and technology programmes, and emphasized the fostering of certain specific skills in these domains much to the detriment of arts and humanities programmes at every level of formal education, thus also doing away with “cultivated capacities of critical thinking and reflection, which are crucial in keeping democracies alive and wide awake.”&lt;/p&gt;
&lt;p&gt;Gary Gutting on the other hand sees this definition of crisis in terms of numbers itself as misleading, but proposes that this decline also as a result of a cultural and economic system that is inhospitable to the humanities in general, and the ‘cultural middle class’ in particular. He writes:&lt;/p&gt;
&lt;blockquote&gt;Our economic system works well for those who find meaning in economic competition and the material rewards it brings. To a lesser but still significant extent, our system provides meaningful work in service professions (like health and social work) for those fulfilled by helping people in great need. But for those with humanistic and artistic life interests, our economic system has almost nothing to offer. Or rather, it has a great deal to offer but only for a privileged elite (the cultural parallel to our economic upper class) who have had the ability and luck to reach the highest levels of humanistic achievement. If you have (in Pierre Bourdieu’s useful term) the “cultural capital” to gain a tenured professorship at a university, play regularly in a major symphony orchestra or write mega bestsellers, you can earn an excellent living doing what you love. Short of that, you must pursue your passion on the side. (Gutting 2013)&lt;/blockquote&gt;
&lt;p&gt;Paul Jay and Gerald Graff locate the problem within the notion of the humanities as being inherently averse to a market-driven, utilitarian form of education, which emphasises only credentials, thus rendering the field esoteric and lacking when it comes to solving problems in the ‘real world’. Instead they favour the approach of humanities students developing diverse skill sets, in addition to traditional skills of their disciplines, and being open to engage with opportunities in the larger marketplace outside of academy as well. As the essay states:&lt;/p&gt;
&lt;blockquote&gt;We believe it is time to stop the ritualized lamentation over the crisis in the humanities and get on with the task of making them relevant in the 21st century.  Such lamentation only reveals the inability of many humanists to break free of a 19th-century vision of education that sees the humanities as an escape from the world of business and science. As Cathy Davidson has forcefully argued in her new book, Now You See It, this outmoded way of thinking about the humanities as a realm of high-minded cultivation and pleasure in which students contemplate the meaning of life is a relic of the industrial revolution with its crude dualism of lofty spiritual art vs. mechanized smoking factories, a way of thinking that will serve students poorly in meeting the challenges of the 21st century. (Jay and Duff 2002)&lt;/blockquote&gt;
&lt;p&gt;While many of the traditional humanities scholars may still look at this as the result of a certain techno capitalistic impulse - wherein a new research regime based on knowledge creation to fulfil corporate interests emerges – it is prudent to examine how and why fields like the digital humanities have now emerged around the time of such a crisis, as they seemingly fit well within this nebulous space, and what are their implications for the humanities, education and research at large.&lt;/p&gt;
&lt;p&gt;In the India, the context is a rather chequered one – with most conversations around the internet and digital technologies located within the domain of the development of Information and Communication technologies for Development (ICT4D), in sectors ranging from education to governance. The introduction to the digital has been in multifarious ways for countries in the global south, largely through rhetoric about its potential to address and even resolve social and economic problems, so much so that, as several of the people interviewed in this study also mentioned, now anything digital automatically translates to ‘good’ and ‘beneficial’. Addressing the digital divide has been a mandate of all stakeholders, whether the state and policy-makers, private organisations, NGOs or academia. With around 300 million internet users and counting, India has the second largest internet user base in the world. However, the conditions and quality of access to the internet and other digital technologies, and who is using these and for what purposes continue to remain a bone of contention. The ambitious Digital India initiative of the current government is the latest in a slew of measures undertaken to address some of these concerns in the last several years, and it proposes to do so by tackling three key areas – digital infrastructure, governance and services on demand, and empowerment of citizens through increased digital literacy &lt;strong&gt;[4]&lt;/strong&gt;. As such it seeks to resolve some of the challenges of last mile connectivity that have forever been an issue with many ICT4D initiatives, particularly with countries in the Global South. The advent of a techno-democracy or a model of governance that successfully integrates technology within a framework of rights and social development seems to be larger vision of these proposed initiatives.&lt;/p&gt;
&lt;p&gt;The ICT-fication of education has been a major objective and challenge within this larger vision, specifically with respect to the problem of access, and more importantly quality of access which stands out as pertinent, again a problem attributed to the lack of last mile connectivity. In 2009, the MHRD launched the ambitious National Mission in Education and Information and Communication Technologies (NMEICT) programme &lt;strong&gt;[5]&lt;/strong&gt;, which along with the National Commission for Higher Education and Research (NCHER) Bill &lt;strong&gt;[6]&lt;/strong&gt; and the recommendations of the Yashpal Committee report &lt;strong&gt;[7]&lt;/strong&gt;, was expected to address some long-standing concerns in making higher education more accessible and hospitable to students, particularly those from underprivileged backgrounds. Ashish Rajadhyaksha (2011) argues that the last-mile problem is a more of a conceptual or cultural problem than merely a technological one. This is illustrated in the manner of implementation of several projects under the NMEICT, particularly in the imagination, as Rajadhyaksha says, of technology as neutral and therefore capable of addressing issues of democratisation within higher education.&lt;/p&gt;
&lt;p&gt;Following the NMEICT, several initiatives such as the National Programme on Technology Enhanced Learning (NPTEL) &lt;strong&gt;[8]&lt;/strong&gt; programme, and the use of low-cost devices such as the Aakash tablets &lt;strong&gt;[9]&lt;/strong&gt; were also field tested to get a better understanding of how digital technologies could be integrated seamlessly into classroom instruction. The Indira Gandhi National Open University (IGNOU) &lt;strong&gt;[10]&lt;/strong&gt; and Information and Library Network (INFLIBNET) &lt;strong&gt;[11]&lt;/strong&gt;, and more recently the National Knowledge Network (NKN) &lt;strong&gt;[12]&lt;/strong&gt; are some of the more established efforts in distance education and open courseware. Digitisation initiatives were also launched on a large scale in the last decade, some notable ones being National Mission for Manuscripts &lt;strong&gt;[13]&lt;/strong&gt;, Digital Library of India &lt;strong&gt;[14]&lt;/strong&gt;, and National Library of India &lt;strong&gt;[15]&lt;/strong&gt;, among many others. There is also a growing number of closed/commercial archives, some examples being the South Asia Archive &lt;strong&gt;[16]&lt;/strong&gt; and Asia Art Archive &lt;strong&gt;[17]&lt;/strong&gt;.  Digitisation, while being taken up in the interest of preservation and record, also brought with it a number of challenges, particularly with respect to the manner in which the projects were implemented. Whether with regard to preservation of the original material, problems with copyright or defining metadata standards, digitisation has never been an easy process. The Google Books library project is an example of this, where many books were damaged and had to be discarded in the process of digitisation, and the project itself came under criticism for several copyright violations, errors produced due to conversion of scanned texts using Optical Character Recognition (OCR) software and incorrect or unavailable metadata.&lt;/p&gt;
&lt;p&gt;The move towards digitisation also provided the much needed impetus for archival practice to make a transition to the digital space, this has been an inevitable but rather fraught endeavour to begin with, as some of the observations made in the later chapters will illustrate. The emergence of independent, private online archives, often seen as a fallout of the hegemony of state-funded archives is an important development of this time. An influx of funding from government and private donors, has led to a lot of work in media and communication technologies getting concentrated in so-called ‘alternative’ spaces outside the university. The growth of these in between spaces has been an interesting phenomenon, particularly with respect to the possibilities offered for different kinds of research and other creative practices that are often unable to find a space within the confines of a university or other large, established knowledge institutions.&lt;/p&gt;
&lt;p&gt;In the last decade or so, DH seems to have become one of the most highly funded areas in humanities research and practice. While this has seemingly helped to either save and/or reinvent some the humanities programmes, a lot of traditional humanists also view the field and the term with scepticism – as a threat to more traditional forms of humanities pedagogy and practice. Whether such a context exists in India and is still a matter of question, and hinges largely on how we understand the digital itself - as an object, concept or space. For that seems to be where the questions about the field, its emergence and its epistemological concerns lie.&lt;/p&gt;
&lt;p&gt;This report, therefore, takes a slightly broader look, somewhat like a scoping exercise to see what some present concerns are and what could be the possibilities of DH in India. The areas of focus are few – the notion of crisis, and disciplines, the archive and so forth which form the crux of the debate in India. It also looks at changes that have come about, and are imminent with the ‘digital turn’, from the perspective of selected disciplines, and practices of knowledge-making. More importantly, it tries to extrapolate, from the common issues and conflicts traced across several conversations, larger questions of a conflict of authority that disciplines in the humanities have come to undergo, and whether the digital has amplified of tried to resolve the same. The conflict is tied to questions of ownership/authorship and authenticity that emerge with new collaborative modes of knowledge production, and the politics of circulation. It is reflected in the shift from more traditional spaces of knowledge-making to newer methods, objects, figures and processes in the online world, which seem to at one level replace older ones. This perceived threat of irrelevance or obsolescence is one of the manifestations of this conflict of authority. The Wikipedia is one example of this conflict, wherein the authenticity and authority of its content and recognition as scholarship has been intensely debated owing to, among other things, the fact that it cannot be attributed to any single author. In the ways in which the digital now mediates such activities, what has become the space and understanding of the digital in our lives, in the ways we consume and produce information and knowledge, and increasingly become uneven stakeholders in a dynamic knowledge economy, are some of the questions explored therein.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h2&gt;Methodology&lt;/h2&gt;
&lt;p&gt;With few 'digital humanists' (a term many DH scholars in India have consciously chosen to stay away from) and DH centres around, and the discourse being far from stable in India, the best way to explore this supposedly new phenomenon then seemed to be to understand some of the immediate problems and questions with the notion of the ‘digital’ itself. This approach was not just the result of constraints of the immediate context, but also turned out to be a productive methodological gesture, as it widened the scope of this mapping exercise to include several proto/perhaps-DH initiatives that have come up around the same time, or been in existence for a while and have been trying to work around similar questions. The mapping did not begin with an assumption of a field called DH as being extant in India, and therefore as an examination of its challenges and possibilities, but rather to understand how DH-like practices have evolved and converged at the moment under what appears to be like a place-holder term, and the implications of this for research and learning. Being located in India, it also provided a good vantage point to reflect on some of the literature and discourse around the term being produced in the Anglo-American context. 
The consultation on Digital Humanities for Indian Higher Education held in July 2013 was helpful in bringing together a number of people and key questions of what was then understood as something of a field. It is largely from the discussions at this consultation that this report approaches the term and what it may offer for humanities and related interdisciplinary research in India; somewhere it also hopes to serve as a point of departure. A major concern then was the lack of a proper definition of the field, and its instability, which continued to be a recurrent topic in my discussions with people as part of this exercise. However, the merits of embarking upon an exercise to ‘define DH in India’ were highly contentious, so the mapping took a more descriptive route, and did a discursive analysis of work in DH and allied fields and what people were saying about it in India. What I found were a range of views, some informed by practice and scholarship, others based on conjecture and some purely non-committal. As one of the people interviewed for this mapping pointed out, there is something provisional about which, if I may add, also inhibits us from saying anything definitive about it, just yet.&lt;/p&gt;
&lt;p&gt;Given that the lack of a definition of the field remained one of the main issues, I went into conducting the mapping with a working definition/assumption that DH ‘is an interdisciplinary area of research, practice and pedagogy that looks at the interaction of digital tools, methods and spaces with core concerns of humanistic enquiry’. This definition was developed based on a review of existing literature in the Anglo-American context on DH, and deliberately made expansive enough to include within its fold, the different kinds of practices that had already chosen to adopt the term, and others which seemed to be inclined towards similar theoretical and practical concerns. Another useful definition, from the Digital Humanities Quarterly useful was the following:&lt;/p&gt;
&lt;blockquote&gt;Digital humanities is a diverse and still emerging field that encompasses the practice of humanities research in and through information technology, and the exploration of how the humanities may evolve through their engagement with technology, media, and computational methods. (Digital Humanities Quarterly 2010)&lt;/blockquote&gt;
&lt;p&gt;Deliberating on the interaction between humanities and technology, Susan Schreibman, in one the earliest books on DH describes the 'field' as follows:&lt;/p&gt;
&lt;blockquote&gt;The digital humanities, then, and their interdisciplinary core found in the field of humanities computing, have a long and dynamic history best illustrated by examination of the locations at which specific disciplinary practices intersect with computation. (Schreibman et al 2004)&lt;/blockquote&gt;
&lt;p&gt;One of the popular and most quoted definitions, however, is an early one that appeared in the Digital Humanities Manifesto 2.0 (Institute for the Future of the Book 2009). This describes DH as &lt;em&gt;an array of convergent practices&lt;/em&gt;, and is also reproduced in the book &lt;em&gt;Digital Humanities&lt;/em&gt; (Burdick et al 2012):&lt;/p&gt;
&lt;blockquote&gt;Digital Humanities refers to new modes of scholarship and institutional units for collaborative, transdisciplinary, and computationally engaged research, teaching, and publication. Digital Humanities is less a unified field than an array of convergent practices that explore a universe in which print is no longer the primary medium in which knowledge is produced and disseminated. (Ibid., 122)&lt;/blockquote&gt;
&lt;p&gt;The notion that DH is a “less a unified field than an array of convergent practices” seems to be the most useful way to describe the observations and more so the conditions that led to this mapping exercise, which also seeks to outline some kind of a trajectory of practices that converge at this contemporary moment to engender new meanings of and around the digital, rather than produce a conceptual history of the term in the Indian context or even imagine an extant field of some sort.  This notion of a convergence, as stated in the last definition, although not apparent or expressed by anyone in India, seems to be the best possible way to describe the manner in which certain practices and a discourse has grown around the intersection of humanities and digital technologies in India. This rather organic growth of DH projects, practices and coursework in the absence of a meta-theory that would drive its epistemological concerns is an important conceptual question for the field itself, and a challenge for the study. Thus while the broader conversation around DH spans everything from instructional technology, new media and art practices, integrated science education to cultural analytics, the core concerns often remain the same, that of the intersection of previously separate domains of knowledge that are now coming together, and the crucial role played by the internet and digital technologies in bringing them together.&lt;/p&gt;
&lt;p&gt;Further, three immediate experiences in engaging with digital technologies and questions of knowledge production in India shaped the intellectual concerns of this study. The first of these is the series of monographs produced as part of the ‘Histories of Internets in India’ project at the Researchers at Work (RAW) programme in CIS, during 2008-2011. A key point foregrounded in these monographs was the critical need to approach the internet, as a plural technology, available in and actualised through different forms, practices, and experiences. The second one was the collaborative project on the quality of access to higher education in undergraduate educational institutions at the Higher Education Innovation and Research Applications programme at the Centre for the Study of Culture and Society, Bangalore.The project was conducted in nine undergraduate institutions across three states in India, and included interaction with students and teachers through workshops and campus projects.The experience of working with students – who ranged from those who could barely use a computer to students proficient with the latest software, multimedia tools and internet applications – led to many insightful learnings about the teaching-learning environment, and prevalence of digital technologies and the internet in these spaces. The third one, of course, is the consultation on DH held in Bangalore, which provided an immediate set of questions and a network of people to begin the mapping with.&lt;/p&gt;
&lt;p&gt;In this study, the fieldwork consisted of in-depth and semi-structured interviews with key people involved in the DH-like initiatives in India, and allied areas such as media, archives, art, and higher education. The sample size being small, the conversations were by no means exhaustive, but they were insightful in terms of the present nature of practice and the questions that they further pointed towards. The interviews were largely open-ended conversations focussing on, where possible, questions about DH: its emergence, theory, practice and pedagogy, but emphasising the notion of the ‘digital’ and is diverse perception and formulations. With respondents who were not from an academic space or not involved with DH directly, the questions were more related to the nature of changes that the digital has brought about in their practice, specifically the shifts in content and method. The crisis of disciplines and the move away from more traditional concerns of humanistic enquiry were also discussed. Issues of access, exclusivity and the move towards collaborative spaces of knowledge production and the democratic potential of the internet and digital technologies also came up quite prominently as points of discussion.&lt;/p&gt;
&lt;p&gt;The fieldwork tried to cover not just a range of people from different disciplines and areas of practice, but also institutions: Prof. Amlan Dasgupta, Prof. Sukanta Chaudhuri and Purbasha Auddy, (School of Cultural Texts and Records and Dept. of English), Dr. Moinak Biswas and Dr. Madhuja Mukherjee (Media lab and Dept. of Film Studies); Dr. Abhijit Roy (School of Communication and Culture) at Jadavpur University, Kolkata; Dr. Souvik Mukherjee (Dept. of English) and Dr. Milinda Banerjee (Dept. of History) at Presidency University, Kolkata; Abhijit Bhattacharya (Media Archives) at Centre for the Studies in Social Sciences, Kolkata; Dr. Ravi Sundaram (the Sarai Programme) at Centre for the Study of Developing Societies, New Delhi; Dr. Indira Chowdhury and Dr. Padmini Ray-Murray (Centre for Public History) at Srishti School of Art, Design and Technology, Bangalore; Dr. C. S Lakshmi at the Sound and Picture Archives for Research on Women, Mumbai; Shaina Anand, Namita Malhotra, Lawrence Liang, Jan Gerber, Sebastian Lutgert and Ashish Rajadhyaksha, who have all worked with CAMP, Mumbai and are part of the team behind Indiancine.ma and Pad.ma; Vikram Vincent at the Indian Institute of Technology, Mumbai and S.V. Srinivas, Azim Premji University, who was previously associated with the Centre for the Study of Culture and Society. The individuals and institutions mentioned here have been engaged with these concerns within their respective fields of research and practice. Three institutions - Jadavpur University, Presidency University and the Centre for Public History – have actively adopted the term DH for some of the work they have been doing, whereas the remaining have been working with digital technologies as part of research, pedagogy, and practice. The report presents some part of these conversations and in doing so provides a snapshot of the operational context of the term ‘DH’ in India as well. The attempt was to understand the nature of existing and possible institutional investment in the term, as well as digital technologies (beyond tools, platforms and processes) and their stake in taking these questions further.&lt;/p&gt;

    <title>Digital Humanities and the Problem of Definition</title>

        &lt;b&gt;The Digital Humanities as a field that still eludes definition has been the subject of much discourse and writing. This blog post looks at this issue as one of trying to approach the field from a disciplinary lens, and the challenges that this may pose to the attempts at a definition. &lt;/b&gt;
        
&lt;p style="text-align: justify;"&gt;Much has been said and written about the Digital Humanities as an emergent field or domain of enquiry; the plethora of departments being set up all across the world, well mostly the developed world is testimony to the claimed innovative and generative potential of the field. &amp;nbsp;&amp;nbsp;However, as outlined in the earlier blog-post, the problem of definition still persists. As Mathew Kirschenbaum points out, the growing literature around the ‘what is Digital Humanities’ question may well be a genre in itself.&lt;a name="fr1" href="#fn1"&gt;[1] &lt;/a&gt;While the predominant narrative seems to be in terms of defining what Digital Humanities, or to take it a step back, what the ‘digital’ allows you to do, with respect to enabling or facilitating certain kinds of research and pedagogy, a pertinent question still is that of what it allows you to ‘be’. Digital Humanities has been alternatively called a method, practice and field of enquiry, but scholars and practitioners in many instances have stopped short of fully embracing it as a discipline. This is an interesting development given the rapid pace of its institutionalisation - from being located in existing Humanities or Computational Sciences or Media Studies departments it has now claimed functional institutional spaces of its own, with not just interdisciplinary research and teaching but also other creative and innovative knowledge-making practices. The field is slowly gaining credence in India as well, with several institutions pursuing questions around core questions within the fold of Digital Humanities.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;So is the disciplinary lens inadequate to understand this phenomenon, or is it too early for a field still considered in some ways rather incipient. The growth of the academic discipline itself is something of a fraught endeavour; as debates around the scientific revolution and Enlightenment thought have established. To put it in a very simple manner, the story of academic disciplines is that of training in reason.&lt;a name="fr2" href="#fn2"&gt;[2] &lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Andrew Cutrofello says “In academia, a discipline is defined by its methodological rigor and the clear boundaries of its field of inquiry. Methods or fields are criticized as being "fuzzy" when they are suspected of lacking a discipline. In a more straightforwardly Foucauldian sense, the disciplinary power of academic disciplines can be located in their methods for producing docile bodies of different sorts.”&lt;a name="fr3" href="#fn3"&gt;[3]&lt;/a&gt; The problem with defining Digital humanities may lie in it not conforming to precisely this notion of the academic discipline, and changing notions of the function of critique when mediated through the digital.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;However a prevalent mode of understanding Digital Humanities has been in terms of the disciplinary concerns it raises for the humanities themselves; this works with the assumption that it is in fact a newer, improved version or extension of the humanities. The present mapping exercise too began with the disciplinary lens, but instead of enquiring about what the Digital Humanities is, it looked at what the ‘digital’ has brought to, changed or appropriated in terms of existing disciplinary concerns within the humanities. If one has to look at the digital itself as a state of being or existence, then one needs to understand this new techno-social paradigm much better. Prof. Amlan Dasgupta, at the School of Cultural Texts and Records at Jadavpur University in Kolkata sees this as a useful way of going about the problem of trying to arrive at a definition of the field — one is to understand the history of the term, from its inherited definition in the Anglo-American context, and the second is to distinguish it from what he calls the current state of ‘digitality’ — where all cultural objects are being now being conceived of as ‘digital’ objects. In the Indian context, the question of digitality also becomes important from the perspective of technological obsolescence - where there is resistance to discontinuing or phasing out the use of certain kinds of technology; either for lack of access to better ones or simply because one finds other uses for it. Prof. Dasgupta interestingly terms this a ‘culture of reuse’, one example of this being the typewriter which for all practical purposes has been displaced by the computer, but still finds favour with several people in their everyday lives. The question of livelihood is still connected to some of these technologies, so much so that they are very much a part of channels of cultural production and circulation, and even when they cease to become useful they have value as cultural artefacts. We therefore inhabit at the same time, different worlds, or as he calls it ‘a multi-layered technological sphere’. The variedness of this space, and the complexities or ‘degrees of use’ of certain technologies or technological objects is what further determines the nature of this space. This complicates the questions of&amp;nbsp; access to technology or the ‘digital divide’ which have been and still are some of the primary approaches to understanding technology, particularly in the Global South.&amp;nbsp; The need of the hour is to be able to distinguish between this current state of digitality that we are in, and what is meant by the Digital Humanities. It may after all be a set of methodologies rather than a subject or discipline in itself — the question is how it would help us understand the ‘digital’ itself much better and the new kinds of enquiries it may then facilitate about this space we now inhabit.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;One of the important points of departure, from the traditional humanities and later humanities computing itself as mentioned in the earlier blog, has been the blurring of boundaries between content, method and object/s of enquiry. The ‘process’ has become important, as illustrated by the iterative nature of most Digital Humanities projects and the discourse itself which emphasises the ‘making’ and ‘doing’ aspects of research as much as the content itself. Tool-building as a critical activity rather than as mere facilitation is an important part of the knowledge-making process in the field. In conjunction with this, Dr. Moinak Biswas, at the Department of Film Studies at Jadavpur University, thinks that the biggest changes have been in terms of the collaborative nature of knowledge production, based on voluntarily sharing or creating new content through digital platforms and archives, and crucially the possibility of now imagining creative and analytical work as not separate practices, but within in a single space and time. He cites an example from film, where ‘image’ making and critical practice can both be combined on one platform, like the online archive &lt;a href="http://indiancine.ma/"&gt;Indiancine.ma&lt;/a&gt; or the &lt;a href="http://vectors.usc.edu/issues/index.php?issue=7"&gt;Vectors&lt;/a&gt; journal for example to produce new layers of meaning around existing texts. The aspect of critique is important here, given that the consistent criticism about the field has been the ambiguity of its social undertaking; its critical or political standpoint or challenge to existing theoretical paradigms. Most of the interest around the term has been in very instrumental terms, as a facilitator or enabler of certain kinds of digital practice. Alan Liu further explains this in what he sees as the role of the Digital Humanities in cultural criticism when he says, “Beyond acting in an instrumental role, the digital humanities can most profoundly advocate for the humanities by helping to broaden the very idea of instrumentalism, technological, and otherwise. This could be its unique contribution to cultural criticism’’.&lt;a name="fr4" href="#fn4"&gt;[4] &lt;/a&gt;While the move away from computational analysis as a technique to facilitate humanities research is quite apparent, the disciplinary concerns here still seem to be latched onto those of the traditional humanities.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;While reiterating some of these core questions within Digital Humanities; Dr. Souvik Mukherjee and Dr. Padmini Ray Murray, at the Department of English, Presidency University, Kolkata speak of the problem of locating the field in India, where work is presently only being done in a few small pockets.&amp;nbsp; The lack of a precise definition, or location within an established disciplinary context are some reasons why a lot of work that could come within the ambit of Digital Humanities is not being acknowledged as such; conversely it also leads to the problem of projects on digitisation or studies of digital cultures/cyber cultures being easily conflated with Digital Humanities. Related to this also is the absence of self-identifying ‘digital humanists’ (a problem outlined in the earlier blog, which will be explored in detail further in this series). More importantly, the lack of an indigenous framework to theorise around questions of the digital is also an obstacle to understanding what the field entails and the many possibilities it may offer in the Indian context. This is a problem not just of the Digital Humanities, but in general for modes of knowledge production in the social sciences and humanities that have adopted Western theoretical constructs. One could also locate in some sense the present crisis in disciplines within this problem. Gopal Guru and Sundar Sarukkai explicate this very issue when they talk about the absence of ‘experience as an important category of the act of theorising’ because of the privileging of ideas in Western constructs of experience.&amp;nbsp; This is also reflective of the bifurcation between theory and praxis in traditional social sciences or humanities epistemological frameworks which borrow heavily from the West. Digital Humanities while still to arrive at a core disciplinary concern, seems to point towards the problem of this very demarcation by addressing the aspect of practice as a very focal point of its discourse.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Even from diverse disciplinary perspectives, at present the understanding of Digital Humanities is that it facilitates new modes of humanistic enquiry, or enables one to ask questions that could not be asked earlier. As Prof. Dasgupta reiterates, it is no longer possible to imagine humanities scholarship outside of the ‘digital’ as such, as that is the world we inhabit. However, while some of the key conceptual questions for the humanities may remain the same, it is the mode of questioning that has undergone a change — we need to re-learn questioning or question-making within this new digital sphere, which is in some sense also a critical and disciplinary challenge. While this does not resolve the problem of definition, it does provide a useful route into thinking of what would be questions of Digital Humanities, particularly in the Indian context.&lt;/p&gt;

This is a rather simple abstraction of ideas about discipline and reason as they have stemmed from Enlightenment thought.     <title>Digital Futures: Internet Freedom and Millennials</title>

        &lt;b&gt;Last year was a turbulent year for freedom of speech and online expression in India. Early in 2011 we saw the introduction of an Intermediaries Liability amendment to the existing Information Technologies Law in the country, which allowed intermediaries like internet service providers (ISPs), digital content platforms (like Facebook and Twitter) and other actors managing online content, to remove material that is deemed objectionable without routing it through a court of law. Effectively, this was an attempt at crowdsourcing censorship, where at the whim or fancy of any person who flags information as offensive, it could be removed from digital platforms, writes Nishant Shah in DMLcentral on 3 February 2012.&lt;/b&gt;
        
&lt;p&gt;While we were still reeling from the potential abuse this could lead 
to – from weekend drunken games where people send take-down notices on 
an ad hoc basis to regressive fundamentalists using this to silence 
voices of protests – we encountered another shock. The Information and 
Technologies minister of India called some of the biggest social 
networking platforms that support user generated content to exercise a 
regime of self-regulation and censorship. Citing content that was 
considered slanderous to political leaders in the country and 
potentially offensive to the religious sentiments of certain groups, he 
called for a ‘pre-screening’ of online content – invoking visions of 
thought police, where an army of thousands will be trained to read your 
personal and private information, sift it for offensive content, and 
disallow it to be published online.&lt;/p&gt;
&lt;p&gt;And while we deal with the aftermath of what this might mean to the 
future of openness and our constitutionally enshrined rights of freedom 
of speech and expression, there was another shock that awaited us in 
2012. Even as I write this, Facebook and Google – two of the largest 
social media platforms in India – have been 'implicated' in a gamut of 
civil and criminal charges. It has been alleged that these companies 
knowingly allowed obscene and immoral material capable of inciting 
prurience, communal tension, hatred and violence, to proliferate in 
their systems because it helps generate revenue. Because the people who 
uploaded the information are outside the jurisdiction of the court, they
 cannot be punished but these intermediaries that have allowed this 
content that is deemed ‘obscene, lascivious, indecent and shocking’, are
 now being held responsible.&lt;/p&gt;
&lt;p&gt;There has been a lot of debate in and outside the country about the 
implications this has for the form and nature of information online. 
Freedom of speech and expression, information regulation regimes in 
emerging information societies, resurgence of authoritative 
governmentality in the face of quickly eradicating sovereignty, and the 
diminishing openness of the web, have all been variously discussed, much
 like the debates around SOPA/PIPA discussions in the US. In all of 
these conversations, there has been talk about the future but not about 
the people whose futures are the most at stake – digital natives. 
Pulling from my research, here are some summarized reflections of 
members of a younger generation pondering their digital futures:&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Innovation&lt;/strong&gt;: One of the tropes that allows digital natives 
intimate relationships with their technology gadgets, platforms and 
environments is to innovate. Especially in the global south where we 
cannot take ubiquitous and affordable access to the internet for 
granted, innovation is not merely about creativity in producing new 
content. Innovation is in mobilizing meager resources in order to 
achieve large tasks. Innovation is in cutting through existing 
boundaries of inequity and building communities of learning and 
information. Innovation is in finding ways by which access can be 
facilitated for large user bases. Free and open information is the 
reward that follows innovation. There is consensus that restricting 
access to information is a negative incentive for those approaching the 
information superhighway. And for some it is also “a challenge to find 
ways of accessing that information. They can ban it, but by the time 
they will ban it, our way of accessing it will have changed!”&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Information Read/Write&lt;/strong&gt;: Sometimes the promise of digital 
networks providing abundant information and knowledge, which is free to 
access and consume, overrides the actual allure of speech and 
expression. As one interlocutor explained in Wikipedia terms, “more 
people access Wikipedia to consume information others have produced 
rather than contribute to it...and it is the same everywhere. It is fun 
to write, but it is fun to write only because there is somebody reading 
it. Sometimes I go online to read rather than write.” The censorship 
debates often restrict themselves to freedom of speech and expression, 
but what they overlook is that this also interferes with the freedom to 
read. Reading is a form of engagement, interaction, formation of trust 
and affection online. And when information can no longer be easily read,
 it will have drastic effects on how young people connect and form 
communities.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Mapping Learning&lt;/strong&gt;: For many digital natives in my work, the 
digital domain is not only a playground but also a space of learning. 
Not learning in its didactic forms, replacing universities and offering 
abundance of knowledge. For some, the digital space is a new process of 
learning. It helps them negotiate and cope with their formal curricula 
and offers alternative sources to understand and analyze reality. As 
many in our research group mentioned, “we already have access to enough 
academic material through our libraries. What we find on the internet 
are things that help us understand ideas through things that are 
familiar to us.” When pressed for an example, I was shown a wide range 
of popular and academic, cultural and social spaces – blogs, videos, 
movies, music, commentaries, tweets, mashups, etc., which the students 
often map back to their existing curriculum. “Sometimes the textbooks 
talk about things that happened before we were born. Or belonging to 
countries we don’t know much about,” explained a 19-year-old. So as a 
group they try and pull different and more familiar objects back into 
their discussions, using the web, its search potential, and social 
networking sites as filters to gain access to relevant knowledge.&lt;/p&gt;
&lt;p&gt;It is in the nature of information to be filtered or censored. Even 
at a personal level we constantly filter out information that is not 
desirable or useful to us. It is understandable that certain kinds of 
information that are produced with malicious intent needs to be 
controlled. However, the recent attempts attack the very structures that
 define the social web as we understand it now -- openness, 
distribution, sharing, collaboration, co-creation and interactivity. For
 digital natives, being digital is not just about infrastructure and 
access. It is an integral part of how they embed themselves and 
negotiate with our information society. Regulation of information is not
 just about resolving the crisis of the present but also about shaping 
the digital futures for a generation that is growing up digital.&lt;/p&gt;

Let's do it.&lt;/p&gt;
&lt;/blockquote&gt;
&lt;p align="justify"&gt;First off, apologies for such a feeble and sad animation. When I was given access to Chirptoons, I was quite confident I would be able to produce a somewhat interesting introduction to this post and get you excited about our next interview. However, between first-time user friction and a couple of glitches in the program, I found myself -a semi-savvy digital native who has been using technology, almost every day of her life, for the last 15 years- struggling to create the cartoon and clearly failing at it. The biggest challenge was translating what I had in mind into a digital format (The demo was very straightforward. I was just particularly inept), and it was frustrating to the point I decided to drop it, leave it as is, publish my unfinished cartoon and turn this post into a reflection on 'design challenges behind digital storytelling', so I could move on with my life.&lt;/p&gt;
&lt;p align="justify"&gt;What I experienced with Chirptoons is what many users: both digital natives and immigrants constantly face due to the pace at which new digital technologies are emerging.&amp;nbsp; While the privileged demographic who has physical access to technology has a decent knowledge of basic web browsing and document processing features, there is still a very large gap in accessibility in terms of how to navigate more complex formats. At the end of the day, producers retain the creative power and determine the functions and flexibility of the technologies we use in the day to day. Just think of Facebook and its constant interface updates. We have all felt the wrenching need for that 'dislike' button to make our interactions a tad more honest, yet we have no power to create it or change Facebook's format to one that enables our needs better.&lt;/p&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;So far, we have explored information from different angles: as activism, as visual design, as stories; and how digital technologies have been used strategically to disseminate it. However, our analysis is lacking a better understanding of the &lt;em&gt;digital&lt;/em&gt;. We have been focusing on citizens as technology 'consumers', and we have not looked at whether digital infrastructures are accessible enough for users to become 'producers'. The question is&lt;em&gt;: how&lt;/em&gt; do we do this: how do we engage different users with different digital literacy levels, skills and aptitudes in the production of digital content?&amp;nbsp;With this post we bring a new topic into our series: accessibility and Information infrastructures. This one will focus on design and the role of behavioural science. Our interview with Amruth&amp;nbsp;Bagali Ravindranath, brought a very unique perspective into the conversation, from 
which I would like to highlight three points:&lt;/p&gt;
&lt;p align="justify"&gt;a) The importance of &lt;strong&gt;behavioral science&lt;/strong&gt; for 
design. Amruth stressed why we need a thorough understanding of 
behavioral and cognitive science in the design of digital technologies 
and how crucial it is to investigate the decision processes and 
communication strategies of humans to make technologies user-friendly 
and context appropriate.&lt;/p&gt;
&lt;p align="justify"&gt;b) How&lt;strong&gt; public relations and social marketing&lt;/strong&gt; 
concepts can also provide insight on how to target and engage potential 
users more effectively. This point starts to answer some of the 
questions we raised on the &lt;a href="https://cis-india.org/digital-natives/making-change/tactical-technology-design-activism-1"&gt;Information Design post&lt;/a&gt;: thinking about the citizen as a consumer. This point also works as 
an alternative take on how to target civic engagement through 
technology.&lt;/p&gt;
c) How to engage&lt;strong&gt; different type of users:&amp;nbsp;&lt;/strong&gt;not 
only the digital native, but also digital immigrants&lt;a style="text-align: justify;" href="https://cis-india.org/digital-natives/making-change/storytelling-performance-2#fn1" name="fr1"&gt;[1]&lt;/a&gt;
&lt;p&gt;&amp;nbsp;who 
still play crucial roles as information gatekeepers in fields such as 
education or urban governance.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h2 align="justify"&gt;Vita Beans&lt;br /&gt;&lt;/h2&gt;
&lt;h3&gt;&lt;/h3&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;We interviewed &lt;strong&gt;Amruth&amp;nbsp;Bagali Ravindranath&lt;/strong&gt;,&lt;strong&gt;&amp;nbsp;&lt;/strong&gt;Founder of &lt;a href="http://www.vitabeans.com/"&gt;Vita Beans&lt;/a&gt; to answer some of these questions. Vita Beans’ mandate is to create inspiring, easy-to-use applications in areas of education and human resources, to share knowledge in innovative, fun an effective ways.
The logic behind their technological framework is trying to mimic the profile of the human brain linked to decision making -including economic, evolutionary, emotional, and psychological elements- and design their applications based on these patterns. Some of the products they offer are cognitive skill development applications, game based learning applications, educational technology research, among others, and their latest educational product: &lt;strong&gt;Guru G&lt;/strong&gt; was chosen by the &lt;a href="http://unreasonableatsea.com/overview/"&gt;Unreasonable at Sea&lt;/a&gt; program (by Unreasonable institute &amp;amp; co-founder of Stanford d.school) as one of the &lt;a href="http://unreasonableatsea.com/companies22/"&gt;11 companies changing the world&lt;/a&gt;.&lt;/p&gt;
&lt;div align="right" style="text-align: left;" class="pullquote" dir="ltr"&gt;&lt;strong&gt;"We are trying to adapt to how the user wants to use something, rather than expecting the user to learn. This is essential in the education space to make things work".&lt;/strong&gt;&lt;/div&gt;
&lt;p align="justify"&gt;&lt;a href="http://unreasonableatsea.com/vita-beans/"&gt;Guru G&lt;/a&gt; is a "gamified teaching, teacher training &amp;amp; open certification platform", that aims to democratize access to technology for quality teachers. Rather than focusing on the student as most education technologies do, Guru G believes that teachers are the most important element of the education system. Enabling teachers, means quality education will reach the lives of hundreds of students during their professional life time, and with this in mind, Vita Beans designed a platform that is engaging, easy to use and intuitive, designed specifically with teachers, schools and governments in mind.&lt;/p&gt;

&lt;h3 align="left"&gt;Inspiration &lt;br /&gt;&lt;/h3&gt;
&lt;div align="right" class="pullquote"&gt;&lt;em&gt;"Teachers don't use and don't like to use technology"&amp;nbsp;&lt;/em&gt;&lt;/div&gt;
&lt;p align="justify"&gt;The idea came from the products Vita Beans had already developed for the education space, such as their text2animation &amp;amp; text2game prototypes. They had produced over 80 collaborative games teachers were using in the classroom. Students play together in teams and learn about different topics through the process of gaming. However, suddenly they realized teachers had great ideas they didn't know how to translate into a&lt;em&gt; &lt;/em&gt;digital form because they did not have the knowledge or the skills to create digital content.&amp;nbsp;This is, according to Amruth, the crisis they are trying to solve in the education space: the quality of teachers, access to good teachers and the difficulty for teachers to adopt new technologies were the biggest challenges.&lt;em&gt;&amp;nbsp;"&lt;/em&gt;&lt;/p&gt;
&lt;h3 align="left"&gt;The design challenge&lt;br /&gt;&lt;/h3&gt;
&lt;p align="justify"&gt;Their initial prototypes were designed with assumptions based on their&amp;nbsp;gamification&amp;nbsp;experiments with students. &lt;em&gt;"We miserably failed with teachers and we discovered what a good gamification system for teachers looks like by prototyping with teachers and looking at the small things. It was an interesting learning experience."&amp;nbsp;&lt;/em&gt;&amp;nbsp;They identified two common reasons why they hesitated to adopt anything new in the classroom.&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;Teachers don't want to feel like they can't use something a student can.&lt;/li&gt;&lt;li&gt;Teachers can't visualize themselves using that tool, this there is an element of uncertainty and lack of confidence.&amp;nbsp;&lt;/li&gt;&lt;/ul&gt;
&lt;p align="justify"&gt;It was imperative for Vita Beans to switch focus:&lt;em&gt; "Any tool you design, you expect to train the user to understand your tool, and if they refuse to do that; you blame them." &lt;/em&gt;They used their behavioural science background to come up with infrastructural solutions that solve the limitations from the outset.&amp;nbsp;&lt;/p&gt;
&lt;h3&gt;The solutions&lt;/h3&gt;
&lt;p align="justify"&gt;They started prototyping with &lt;strong&gt;&lt;a href="http://en.wikipedia.org/wiki/Natural_language_processing"&gt;natural language processing&lt;/a&gt;&lt;/strong&gt; for their text2animation &amp;amp; text2game projects. NLP is a branch of computer science concerned with the interactions between computers and human languages. Teachers articulated their ideas in simple English and the program used NLP to take what they said, try to understand what they were trying to visualize and convert into programming language to build an animated movie out of it (like what we used to open this article -but with hopefully better results). Amruth was very confident about the potential of this prototype and shared with us that UNICEF might take it up and implement it as an open source animated video and game creation tool in Africa.&lt;/p&gt;
They also developed an &lt;strong&gt;adaptive navigation engine&lt;/strong&gt; for one of their game based learning platforms; a tool that adapts to what you are trying to do: &lt;em&gt;"There is no fixed way to navigate from one task to another. It tries to learn the closest action that each teacher is trying to do and it executes that. It tries to learn how the teacher wants to use it."' &lt;/em&gt;This was a success.&amp;nbsp;They incorporated touch screens to make the product more intuitive and the teachers picked it up quickly.&lt;em&gt;&amp;nbsp;&lt;/em&gt;
&lt;p&gt;Amruth claims they are the first in the world to develop a gamification platform specifically for teachers and the reason was their solution to the navigation issue. This experience also indirectly helped in designing Guru-G.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;

&lt;p align="justify"&gt;These design solutions and the&amp;nbsp;learnings&amp;nbsp;from each project inspired the team to come up with products which have been adopted commercially across 10 states in India, reached 4000+ schools &amp;amp; over 3 million kids internationally through partners in India &amp;amp; North America. They have helped education companies build their primary and secondary school education products, (including one of India's top classroom technologies), have been covered by the media and won several entrepreneurship awards. More information&amp;nbsp;&lt;a href="http://unreasonableatsea.com/vita-beans/"&gt;here&lt;/a&gt; and on &lt;a href="http://www.guru-g.com/"&gt;their website.&lt;/a&gt;&amp;nbsp;Our question is: what is it about behavioral science that helped Amruth's team arrive to this epiphany in tech design?&amp;nbsp;&lt;/p&gt;
&lt;h2 align="justify"&gt;Behavioral Science and Social Marketing&lt;br /&gt;&lt;/h2&gt;

&lt;p align="justify"&gt;Comparing marketing to advocacy is bound to be met by resistance and perhaps controversy. I raised this question when we interviewed Maya Ganesh for the&amp;nbsp;&lt;a href="https://cis-india.org/digital-natives/making-change/tactical-technology-design-activism-1"&gt;Information Design post&lt;/a&gt;, and stated the following in our conclusion:&amp;nbsp;"&lt;em&gt;Our consumption habits in the market are shaping how we process and interact with information in the public space. The possibility of 
'consumer behavior' permeating modalities of activism, reinforces the need 
to explore more interesting strategies for information 
dissemination&lt;/em&gt;." Now that we are starting to look closely at the infrastructure supporting information, I will stubbornly return to the same question: to what extent should we borrow tactics for advocacy from marketing? and add: how much of it should permeate the design of digital technologies?&lt;/p&gt;
&lt;p align="JUSTIFY"&gt;Amruth made a casual reference during our interview that triggered this thought. We were discussing the importance of understanding behavior patterns, when he brought up &lt;strong&gt;&lt;a href="http://en.wikipedia.org/wiki/Edward_Bernays"&gt;Edward Bernays&lt;/a&gt;. &lt;/strong&gt;This man used psychoanalysis, psychology and social science to design public
persuasion campaigns and could get masses to choose what he wanted them to without them realizing it. While this sounds awfully dangerous and manipulative, I would like to rescue the idea of understanding human behavior well enough to design technology around it and I will entertain this thought in the context of
social change -please, don't judge.&lt;/p&gt;
&lt;p align="JUSTIFY"&gt;Pillip Kotler, S. C. Johnson Distinguished Professor of International Marketing at the Kellogg School of Management at Northwestern University, wrote a paper bringing marketing and social change together: &lt;em&gt;“Can social
causes be advanced more successfully through applying principles,
concepts and techniques of marketing?”. &lt;/em&gt;He defines marketing as:&lt;/p&gt;
&lt;blockquote&gt;
&lt;h3 style="text-align: center;"&gt;"a sophisticated technology, that draws heavily on behavioral science for clues to solve communication and persuasion related to&amp;nbsp;influencing&amp;nbsp;accessibility. [...] Most of the effort is spent on discovering the wants of a target audience and creating goods and services to satisfy them" (Kotler, 1971)&lt;/h3&gt;
&lt;/blockquote&gt;
&lt;div&gt;&amp;nbsp;&lt;/div&gt;
&lt;p align="justify"&gt;This definition is a useful bridge to link marketing with accessibility of digital technologies. G.D. Wiebe wrote an influential paper on social marketing, that coined the question: "&lt;em&gt;Why can't you sell brotherhood and rational thinking like you can sell soap?&lt;/em&gt;", that later influenced public information campaigns by USAID, the WHO, and the World Bank &lt;a href="https://cis-india.org/digital-natives/making-change/storytelling-performance-2#fn1" name="fr1"&gt;[2]&lt;/a&gt;&amp;nbsp;. While he recognized how these models can to an extent &lt;em&gt;commodify &lt;/em&gt;human behavior and social principles, he stressed that knowledge of behavioral science is a useful framework for product planning, that must be given a socially useful implementation. He developed the following criteria of considerations:&lt;/p&gt;

&lt;p align="justify"&gt;Considering this framework is part of recognizing how knowledge circulating market networks affects our behavior. Nishant Shah addressed two ideas along these lines in the thought piece. First, he suggests us to recognize the negotiations that take place in the state-citizen-market ecosystem, and how they affect our rights, demands and&amp;nbsp;responsibilities&amp;nbsp;in society. Second, how this leads to a different understanding of the citizen as an "embodiment of these state-market negotiations". Keeping consumer behavior, and the forces shaping, enabling and constraining it in mind, is an interesting framework when we think of ourselves as information consumers&amp;nbsp;-and as Yochai Benkler posits in The Wealth of Networks- in an ongoing transition to information producers. This also depends on how we think of information. We usually define content as information, but the structure and infrastructure are also pieces of 'information' we continuously shape through our interaction with technology. Hence, when we talk about making information accessible, we are also talking about producing legible and intelligible infrastructures.&amp;nbsp;&lt;/p&gt;
&lt;h3&gt;Linking it back to digital technology&lt;/h3&gt;
&lt;p align="justify"&gt;I am aware that the relationship we are trying to draw seems little far-fetched, but Amruth and the Vita Bean's team experience shows this behavioral-science approach, not only has a lot of potential, but is seldom explored in the education technology market. He told us about his success story with a&amp;nbsp;&lt;strong&gt;behavior simulation engine.&lt;/strong&gt; They used neuroscience as a base to build computer based activities and games to predict the behavior of its users on specific situations. They had an accuracy of 86%, which according to Amruth, is larger than every known psychological framework, and according to their &lt;a href="http://www.vitabeans.com/case-studies.php"&gt;testimonial&lt;/a&gt;, above most behavioral tests in the market (which only yield 20-40% of accuracy). Amruth said: &lt;em&gt;"That
 was the first behavior research connection that brought us into the 
start-up space. Exploring games, exploring human behavior."&lt;/em&gt;&lt;/p&gt;
&lt;blockquote style="float: left;"&gt;

&lt;p align="justify"&gt;We can also link these ideas back to storytelling. Amruth and I discussed what is the best way to use technology to engage users with digital stories. He made a good point at pairing up both processes:&lt;em&gt; "What&amp;nbsp;makes a storytelling session effective is how you contextualize a story for the person you are sitting with. As kids we are used to a one way process. As adults, stories are more interactive, so you may bring a new dimension, and the story might go in a very different direction. The technology must enable and reflect that." &lt;/em&gt;Compelling narratives must motivate the audience to interact with the stories, and digital devices must perform the same function. The infrastructure and interface of technologies must be intuitive, familiar and persuasive enough to sway users into interacting with it.&amp;nbsp;&lt;/p&gt;
&lt;p align="justify"&gt;A way to do this is by pairing up technologies with the criterion above. In terms of functionality: provide them with a &lt;strong&gt;mechanism&lt;/strong&gt; that translates the users ideas into action, that is&amp;nbsp;&lt;strong&gt;efficient&lt;/strong&gt;&amp;nbsp;at enabling&amp;nbsp;them, and that reduces the '&lt;strong&gt;distance &lt;/strong&gt;(the&lt;strong&gt;&amp;nbsp;&lt;/strong&gt;cost or amount of energy needed) to perform a task -as has been accomplished with Guru G in India. As for the &lt;strong&gt;force &lt;/strong&gt;and&lt;strong&gt; direction&lt;/strong&gt; of motivation, Amruth brought up some design challenges when discussing adoption of mobile applications [**"&lt;em&gt;by analysing what increases the probability of a solution / campaign 
growing organically by word of mouth, going viral, and specifically what make something fashionable&lt;/em&gt;". See box on the left]. These challenges may vary from one application to the other but, at the end of day, the analysis and conceptualization of the product must be persuasive and empathetic with its users.&lt;/p&gt;
&lt;h3&gt;Making Change&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;To close our interview, Amruth and I talked about what it means to 'make change' through digital design. He believes 'making change' is composed of three elements:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;&lt;strong&gt;Empathy: &lt;/strong&gt;Your attempt to make change&amp;nbsp;will depend on the amount of empathy you feel towards the people you are trying to create change for.&lt;em&gt; "We spend time interacting with teachers, classrooms, just to get an idea of how the teacher thinks, empathize with prospective users".&lt;/em&gt;&lt;/li&gt;&lt;li&gt;&lt;strong&gt;Imagination:&lt;/strong&gt;&amp;nbsp;How you translate this empathy into solutions. &lt;em&gt;"Imagination helps you think of as many solutions as you can to solve the design and adoption challenges"&lt;/em&gt;&lt;/li&gt;&lt;li&gt;&lt;strong&gt;Action:&amp;nbsp;&lt;/strong&gt;The most challenging stage according to Amruth: &lt;em&gt;"If your technology is too hard to use, you will lose audience. If it's not impactful enough, it is trivialized. How do you reach a balance in making it effortless and yet, impactful?"&lt;/em&gt;&lt;/li&gt;&lt;/ul&gt;
&lt;p align="justify"&gt;&lt;br /&gt;This post took a step back in our analysis of citizen action, to uncover a less visible space where change is also taking place: the intersection of the user with the machine. We seldom look at the relationship: producer-machine-consumer (and its multiple combinations) and how &amp;nbsp;our behavior is being reconfigured by new digital technologies (in this project). The pace at which we need to upgrade our own operation systems, requires a degree of digital literacy that is not being facilitated by the state, the market or even civil society. Vita Beans, is one of the few examples of market actors working towards cutting the middle-man between users and digital technologies. If widely adopted, this model has the potential of re-organizing the state-citizen-market dynamic: from&amp;nbsp;how citizens interact with the technology market to how new ways of producing and using technology might shape citizens' negotiation with the state.&lt;/p&gt;
&lt;div&gt;This was also a set of explorations. It is a fairly new area in our research that will lead to more conversations with people who understand technology as an infrastructure and as material, as opposed to us- who often understand it as a practice, a space or an actor. Our goal is to bring content and infrastructure closer together, and make a stronger emphasis on inter-disciplinarity and multi-stakeholderism as a strategy to leverage change.&amp;nbsp;

    <title>Digital AlterNatives with a Cause?</title>

        &lt;b&gt;Hivos and the Centre for Internet and Society have consolidated their three year knowledge inquiry into the field of youth, technology and change in a four book collective “Digital AlterNatives with a cause?”. This collaboratively produced collective, edited by Nishant Shah and Fieke Jansen, asks critical and pertinent questions about theory and practice around 'digital revolutions' in a post MENA (Middle East - North Africa) world. It works with multiple vocabularies and frameworks and produces dialogues and conversations between digital natives, academic and research scholars, practitioners, development agencies and corporate structures to examine the nature and practice of digital natives in emerging contexts from the Global South. &lt;/b&gt;
        
&lt;p&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;I&lt;/strong&gt;&lt;strong&gt;ntroduction&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;In the 21&lt;sup&gt;st&lt;/sup&gt;
Century, we have witnessed the simultaneous growth of internet and digital
technologies on the one hand, and political protests and mobilisation on the
other. Processes of interpersonal relationships, social communication, economic
expansion, political protocols and governmental mediation are undergoing a
significant transition, across in the world, in developed and emerging
Information and Knowledge societies.&lt;/p&gt;
&lt;p&gt;The young
are often seen as forerunners of these changes because of the pervasive and
persistent presence of digital and online technologies in their lives. The “
Digital Natives with a Cause?” is a research inquiry that uncovers the ways in
which young people in emerging ICT contexts make strategic use of technologies
to bring about change in their immediate environments. Ranging from personal
stories of transformation to efforts at collective change, it aims to identify
knowledge gaps that existing scholarship, practice and popular discourse around
an increasing usage, adoption and integration of digital technologies in
processes of social and political change.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Methodology&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;In 2010-11,
three workshops in Taiwan, South Africa and Chile, brought together around 80
people who identified themselves as Digital Natives from Asia, Africa and Latin
America, to explore certain key questions that could provide new insight into
Digital Natives research, policy and practice. The workshops were accompanied
by a ‘Thinkathon’ – a multi-stakeholder summit that initiated conversations
between Digital Natives, academic researchers, scholars, practitioners,
educators, policy makers and corporate representatives to share learnings on
new questions: Is one born digital or does one become a Digital Native? How do
we understand our relationship with the idea of a Digital Native? How do
Digital Natives redefine ‘change’ and how do they see themselves implementing
it? What is the role that technologies play in defining civic action and social
movements? &amp;nbsp;What are the relationships
that these technology based identities and practices have with existing social
movements and political legacies? How do we build new frameworks of sustainable
citizen action outside of institutionalisation?&lt;/p&gt;
&lt;strong&gt;
&lt;/strong&gt;
&lt;p&gt;&lt;strong&gt;Rationale&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;One of the
knowledge gaps that this book tries to address is the lack of digital natives’
voices in the discourse around them. In the occasions that they are a part of
the discourse, they are generally represented by other actors who define the
frameworks and decide the issues which are important. Hence, more often than
not, most books around digital natives concentrate on similar sounding areas
and topics, which might not always resonate with the concerns that digital
natives and other stake-holders might be engaged with in their material and
discursive practice. The methodology of the workshops was designed keeping this
in mind. Instead of asking the digital natives to give their opinion or recount
a story about what we felt was important, we began by listening to their
articulations about what was at stake for them as e-agents of change. As a
result, the usual topics like piracy, privacy, cyber-bullying, sexting etc.
which automatically map digital natives discourse, are conspicuously absent
from this book. Their absence is not deliberate, but more symptomatic of how
these themes that we presumed as important were not of immediate concerns to
most of the participants in the workshop who are contributing to the book&lt;strong&gt;.&lt;/strong&gt;&lt;/p&gt;

&lt;/strong&gt;
&lt;p&gt;&lt;strong&gt;Structure&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The
conversations, research inquiries, reflections, discussions, interviews, and
art practices are consolidated in this four part book which deviates from the
mainstream imagination of the young people involved in processes of change. The
alternative positions, defined by geo-politics, gender, sexuality, class,
education, language, etc. find articulations from people who have been engaged
in the practice and discourse of technology mediated change. Each part
concentrates on one particular theme that helps bring coherence to a wide
spectrum of style and content.&lt;/p&gt;

of digital native identities. Are digital natives the same everywhere? What
does it mean to call a certain population ‘Digital Natives”? Can we also look
at people who are on the fringes – Digital Outcasts, for example? Is it
possible to imagine technology-change relationships not only through questions
of access and usage but also through personal investments and transformations?
The contributions help chart the history, explain the contemporary and give ideas
about what the future of technology mediated identities is going to be.&lt;/p&gt;

practices, and their own research into the design and mechanics of technology
mediated change, the contributors help us re-think the concepts, processes and
structures that we have taken for granted. They also nuance the ways in which
new frameworks to think about youth, technology and change can be evolved and
how they provide new ways of sustaining digital natives and their causes.&lt;/p&gt;

&lt;p&gt;&lt;em&gt;To Act&lt;/em&gt; is the third part that concentrates on stories
from the ground. While it is important to conceptually engage with digital
natives, it is also, necessary to connect it with the real life practices that
are reshaping the world. Case-studies, reflections and experiences of people
engaged in processes of change, provide a rich empirical data set which is
further analysed to look at what it means to be a digital native in emerging
information and technology contexts.&lt;/p&gt;

&lt;p&gt;The last
section, &lt;em&gt;To Connect&lt;/em&gt;, recognises the
fact that digital natives do not operate in vacuum. It might be valuable to
maintain the distinction between digital natives and immigrants, but this
distinction does not mean that there are no relationships between them as
actors of change. The section focuses on the digital native ecosystem to look
at the complex assemblage of relationships that support and are amplified by
these new processes of technologised change.&lt;/p&gt;
&lt;p&gt;We see this
book as entering into a dialogue with the growing discourse and practice in the
field of youth, technology and change. The ambition is to look at the digital
(alter)natives as located in the Global South and the potentials for social
change and political participation that is embedded in their interactions
through and with digital and internet technologies. We hope that the book
furthers the idea of a context-based digital native identity and practice,
which challenges the otherwise universalist understanding that seems to be the
popular operative right now. We see this as the beginning of a knowledge
inquiry, rather than an end, and hope that the contributions in the book will
incite new discussions, invoke cross-sectorial and disciplinary debates, and
consolidate knowledges about digital (alter)natives and how they work in the
present to change our futures&lt;strong&gt;.&lt;/strong&gt;&lt;/p&gt;

From flash-mobs in Taiwan to feminist mobilisations in India, from hybrid media strategies of Syrian activists to cultural protests in Thailand, we see the emergence of political acts that transform the citizen from being a beneficiary of change to becoming an agent of change. In co-shaping these changes, what the digital shall be used for, and what its consequences will be, are both up for speculation and negotiation. Digital Activism in Asia marks a particular shift where these questions are no longer being refracted through the ICT4D logic, or the West’s attempts to save Asia from itself, but shaped by multiplicity, unevenness, and urgencies of digital sites and users in Asia. It is our great pleasure to present the Digital Activism in Asia Reader.&lt;/b&gt;

&lt;h2&gt;The Book&lt;/h2&gt;
&lt;p&gt;The Reader took shape over two workshops with a diverse range of participants, including activists, change-makers, and scholars, organised by the Researchers at Work (RAW) programme in June 2014 and March 2015. During the first workshop, the participants identified the authors, topics, and writings that should be included/featured in the reader, based upon their relevance in the grounded practices of the participants, who came from various Asian countries. The second workshop involved open discussions regarding how the selected readings should be annotated, from key further questions to strategies of introducing them, followed by development of the annotations by the participants of the workshop. The full list of contributors, annotators, and editors is mentioned at the end of the book.&lt;/p&gt;

&lt;p&gt;Compiling this Reader on Digital Activism in Asia is fraught with compelling challenges, because each of the key terms in the formulation of the title is sub-ject to multiple interpretations and fierce contestations. The construction of ‘Asia’ as a region, has its historical roots in processes of colonial technologies of cartography and navigation. Asia was both, a measured entity, mapped for resources to be exploited, and also a measure of the world, promising anorientation to the Western World’s own turbulent encounters. As Chen Kuan-Hsing points out in his definitive history of the region, Asia gets re-imagined as­ a­ ‘method’ in cold-war conflicts, becoming the territory to be assimilated through exports of different ideologies and cultural purports. Asia does not have its own sense of being­ a­region. The transactions, interactions, flows and exchanges between different countries and regions in Asia have been so entirely mediated by powers of colonisation that the region remains divided and reticent in its imagination of itself. However, by the turn of the 21st century, Asia has seen­ a­ new awakening. It finds­ a­ regional identity, which, surprisingly did not emerge from its consolidating presence in global economics or in globalised structures of trade and commerce. Instead, it finds­ a­ presence, for itself, through a series of crises of governance, of social order, of political rights, and of cultural productions, that binds it together in unprecedented ways.&lt;/p&gt;
&lt;p&gt;The digital turn might as well be marked as an Asian turn, because with the new networks of connectivity, with Asian countries marking themselves as informatics hubs, working through a circulated logic of migrant labour and dis-tributed resources, there came a sense of immediacy, proximity, and urgencythat continues to shape the Asian imagination in a new way. In the last decade or so, the rapid changes that have emerged, creating multiple registers of modernity, identity, and community in different parts of Asia, accelerated by a­ seamless exchange of ideas, commodities, cultures, and people have created a new sense of the region as emerging through co-presence rather than competition and conflict. Simultaneously, the emergence of global capitals of information, labour and cultural export, have created new reference points by which the region creates its identities and networks that are no longer subject to the tyranny of Western hegemony...&lt;/p&gt;
&lt;p&gt;While the digital remains crucial to this shaping of contemporary Asia, both in sustaining the developmental agenda that most of the countries espouse, and in opening up an inward looking gaze of statecraft and social organisation, the digital itself remains an ineffable concept. Largely because the digital is like­ a­ blackbox that conflates multiple registers of meaning and layers of life, it becomes important to unengineer it and see what it enables and hides. The economic presence of the digital is perhaps the most visible in telling the story of Asia in the now. Beginning with the dramatic development of Singapore as the centre of informatics governance and the emergence of a range of cities from Shanghai to Manilla and Bangalore to Tehran, there has been an accelerated narrative of economic growth and accumulation of capital that is often the global face of the Asian turn. However, this economic reordering is not a practice in isolation. It brings with it, a range of social stirrings that seek to overthrow traditional structures of oppression, corruption, control, and injustice that have often remained hidden in the closed borders of Asian countries. However, the digital marks a particular shift where these questions are no longer being excavated by the ICT4D logic, of the West’s attempts to save Asia from itself. These are questions that emerge from the ground, as more people interact with progressive and liberal politics and aspire not only for higher purchase powers but a better quality of rights. The digital turn has opened up a range of social and political rights based discourses, practices, and movements, where populations are holding their governments and countries responsible, accountable, and culpable in the face of personal and collective loss and injustice...&lt;/p&gt;
&lt;p&gt;In the face of this multiplicity of digital sites and usages that are reconfiguring Asia, it is obvious then, that the very nature of what constitutes activism is changing as well. Organised civil society presence in Asia has often had a strong role in shaping modern nation states, but more often than not these processes were defined in the same vocabulary as that of the powers that they were fighting against.­ Marked by­ a­ strong sense of developmentalism and often working in complement to the state rather than keeping a check on the state’s activities, traditional activism in Asia has often suffered from the incapacity to scale and the inability to find alternatives to the state-defined scripts of development, growth and progress. In countries where literacy rates have been low, these movements also suffer from being conceived in philosophical and linguistic sophistry that escapes the common citizen and remains the playground of the few who have privileges afforded to them by class and region. Digital Activism, however, seems to have broken this language barrier, both internally and externally, allowing for new visualities enabled by ubiquitous computing to bring various stakeholders into the fray... At the same time, the digital itself has introduced new problems and concerns that are often glossed over, in the enthralling tale of progress. Concerns around digital divide, invasive practices of personal data gathering, the nexus of markets and governments that install the citizen/consumer in precarious conditions, and the re-emergence of organised conservative politics are also a part of the digital turn. Activism has had to focus not only on digital as a tool, but digital also as a site of protest and resistance...&lt;/p&gt;
&lt;p&gt;The Reader does not offer an index of the momentous emergence with the growth of the digital or a chronological account of how digital activism in Asia has grown and shaped the region. Instead, the Reader attempts a crowd-sourced  compilation that presents critical tools, organisations, theoretical concepts, political analyses, illustrative case-studies and annotations, that an emerging network of changemakers in Asia have identified as important in their own practices within their own contexts.&lt;/p&gt;

    <title>DesiSec: Cybersecurity and Civil Society in India</title>

        &lt;b&gt;As part of its project on mapping cyber security actors in South Asia and South East Asia, the Centre for Internet &amp; Society conducted a series of interviews with cyber security actors. The interviews were compiled and edited into one documentary. The film produced by Purba Sarkar, edited by Aaron Joseph, and directed by Oxblood Ruffin features Malavika Jayaram, Nitin Pai, Namita Malhotra, Saikat Datta, Nishant Shah, Lawrence Liang, Anja Kovacs, Sikyong Lobsang Sangay and, Ravi Sharada Prasad.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;Originally the idea was to do 24 interviews with an array of international experts: Technical, political, policy, legal, and activist. The project was initiated at the University of Toronto and over time a possibility emerged. Why not shape these interviews into a documentary about cybersecurity and civil society? And why not focus on the world’s largest democracy, India? Whether in India or the rest of the world there are several issues that are fundamental to life online: Privacy, surveillance, anonymity and, free speech. DesiSec includes all of these, and it examines the legal frameworks that shape how India deals with these  challenges.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;From the time it was shot till the final edit there has only been one change in the juridical topography: the dreaded 66A of the IT Act has been struck down. Otherwise, all else is in tact. DesiSec was produced by Purba Sarkar, shot and edited by Aaron Joseph, and directed by Oxblood Ruffin. It took our team from Bangalore to Delhi and, Dharamsala. We had the honour of interviewing: Malavika Jayaram, Nitin Pai, Namita Malhotra, Saikat Datta, Nishant Shah, Lawrence Liang, Anja Kovacs, Sikyong Lobsang Sangay and, Ravi Sharada Prasad. Everyone brought something special to the discussion and we are grateful for their insights. Also, we are particularly pleased to include the music of Charanjit Singh for the intro/outro of DesiSec. Mr. Singh is the inventor of acid house music, predating the Wikipedia entry for that category by five years. Someone should correct that.&lt;/p&gt;

As part of the bootcamp, a panel discussion was held in order to bring together design practitioners, educators, open knowledge contributors, and design students to explore how design and open knowledge communities can engage with each other. &lt;p&gt;Design has historically been functioning in a closed paradigm, both with regard to practice and education. The design process, resources, and products are largely proprietary and limit who can access them. On the other hand, increased use of digital technology offers the potential for greater access and knowledge sharing. In this setting, a dialogue on design and openness becomes essential. There is a need to build sensitivity among designers towards &lt;a href="https://en.wikipedia.org/wiki/Open_knowledge"&gt;open knowledge&lt;/a&gt; and open access practices. Such an exchange can not only allow for design resources and products to be available in the open domain, but also help designers build an extensive shared knowledge base.&lt;/p&gt;
&lt;p&gt;With the objective of connecting the open knowledge movement with design, the Access to Knowledge team at the Centre for Internet and Society co-organised the &lt;a href="https://meta.wikimedia.org/wiki/Wikigraphists_Bootcamp_(2018_India)"&gt;Wikigraphists Bootcamp India 2018&lt;/a&gt; with the &lt;a href="https://wikimediafoundation.org/"&gt;Wikimedia Foundation&lt;/a&gt; from 28th to 30th September, 2018 in New Delhi. &lt;p&gt;The discussion was preceded by an introduction to the open knowledge movement and its potential in creating access and inclusion, by &lt;a href="https://meta.wikimedia.org/wiki/User:Satdeep_Gill"&gt;Satdeep Gill&lt;/a&gt;. Satdeep is a community outreach coordinator for India at the Wikimedia Foundation. He is also one of the founding members of &lt;a href="https://meta.wikimedia.org/wiki/Punjabi_Wikimedians"&gt;Punjabi Wikimedians&lt;/a&gt; User Group. Satdeep was the programme leader for the Wikiconference India in 2016. The introduction provided a brief history of copyrights and the beginning of the copyleft movement. It discussed creative commons licensing and the role of Wikipedia in the open knowledge movement.&lt;/p&gt;
&lt;p&gt;The panel included &lt;a href="http://www.aud.ac.in/faculty/permanent-faculty/detail/137"&gt;Suchitra Balasubrahmanyan&lt;/a&gt;, &lt;a href="http://www.matratype.com/"&gt;Pooja Saxena&lt;/a&gt;, and &lt;a href="https://en.wikipedia.org/wiki/User:Shyamal"&gt;Shyamal&lt;/a&gt;. Suchitra Balasubrahmanyan is the dean at the &lt;a href="http://www.aud.ac.in/academic/schools/sd"&gt;School of Design in Ambedkar University Delhi (AUD)&lt;/a&gt;. Her research has been on multiple areas such as history of craft and design, and design education in India. Her practice focuses on social communication design. Pooja Saxena is a typeface and graphic designer whose work centres on multi-script design. She has designed an Ol Chiki typeface for Santali language which is available for free and open use. Pooja also teaches typography at several design schools including &lt;a href="https://pearlacademy.com/"&gt;Pearl Academy&lt;/a&gt;, &lt;a href="http://www.nid.edu/index.html"&gt;National Institute of Design&lt;/a&gt;, and &lt;a href="http://srishti.ac.in/"&gt;Srishti school of Art, Design, and Technology&lt;/a&gt;. Shyamal is an independent researcher and an ornithologist. He has been contributing to Wikipedia for over fifteen years now. In addition to his contributions about the biodiversity of birds, he has also created several illustrations relating to the same. The panel was moderated by Saumyaa Naidu, a designer and researcher at the Centre for Internet and Society (CIS).&lt;/p&gt;
&lt;p&gt;The discussion was aimed at addressing three primary questions around design and the open knowledge movement; how academic materials in design inform unstructured or open knowledge spaces and in what ways do these unstructured spaces come back into design education?, what are the potential means of engagement with open knowledge in design practice?, and in what ways can it be applied in design education?&lt;br /&gt;&lt;br /&gt;&lt;/p&gt;
&lt;h2 id="2"&gt;Exchange between Design Academics and Open Knowledge&lt;/h2&gt;
&lt;p&gt;The discussion began with an enquiry into the challenges faced in the design of knowledge production and the knowledge production of design. It was directed at understanding the various ways in which design education and academia interact with open knowledge. Prof. Suchitra responded by saying that it is still early days for such an interaction to take place as the discipline of design itself is very proprietary in its approach. The work created in different areas of design is often guarded. Locating the discussion at the School of Design in AUD, she suggested that the Social Design course, which looks at the social application of design, believes in socially produced knowledge and contributing to it. However, the university is constrained by the academic environment which does not facilitate the open exchange of knowledge. There is a culture of copyright and protection of work in academia, and heavy funding is required for journal subscriptions. There is an imbalanced gatekeeping of knowledge as countries like India, which have weaker currencies, cannot access this knowledge or contribute to it. The social design community, a small community yet, is interested in making this knowledge freely accessible, in community participation, in co-designing, and in challenge the idea of one ‘super-designer’ who gets all the credit.&lt;/p&gt;
&lt;p&gt;Open knowledge spaces such as Wikipedia often make their way into classrooms when students use these resources for assignments. It was pointed out by Prof. Suchitra that there is a lack of regard among students for giving due attribution to material taken from such platforms. Social Sciences universities also consider Wikipedia as an unreliable source, and discourage its use. There is a need to build the culture of knowledge sharing, borrowing, and contribution. She believes that this should be initiated at the level of school education, and not just design schools, so it is internalised at an early stage. She also shared an epistemological concern regarding such a cultural shift in design as it is commonly believed that the knowledge designers produce belongs to them and their livelihoods are connected to it. Hence, open knowledge and open source are antithetical to the profession. This means that the profession itself has to be imagined differently. The social design programme, in this regard, is trying to ensure that when students create work based on interactions with a community, also go back and present it to the community. This is to say that the work produced cannot be exclusively owned by the designers.&lt;/p&gt;
&lt;p&gt;The open knowledge movement in India is closely tied to accessibility of information in Indian languages. The availability of a design knowledge base in Indian languages was discussed in this context. Prof. Suchitra explained that most design education in India is in English and is borrowed from another cultural and geographical setting. Design is a discipline of making, and making has its own language. In that sense, the act and content of design transcends language. But, it is the pedagogy which is held by language. The act of making, which is ubiquitous, and is done naturally by everybody, gets held back when it comes to the transmission in different languages. There can be sanskritised words for design terminology, but the vocabulary of everyday use should be applied to represent this knowledge. The School of Design is looking for ways in which important and more provocative texts in design can be made available in other Indian languages. When students are exploring a career in design and they want to learn about it, the information about courses, programmes, and universities should also be available in their language.&lt;/p&gt;
&lt;p&gt;The students at AUD recently demanded that education at the university be provided in multiple languages. Since AUD is funded by the Delhi state government, the students want the medium of instruction to include languages of the state (Hindi, Urdu, and Punjabi) apart from English. However, in order to accomplish this, the university would require multilingual teachers. At a personal level, Prof. Suchitra feels that the medium of instruction cannot be monolingual, and that it is good to be multilingual. There is also the conflict that it doesn’t do justice to either languages, and there is no neat answer yet. She believes that technology provides some answers in the sense that students can access the material through translations in whichever language they prefer. Being located in Delhi, the university attracts students from all parts of the country, so it needs to be multilingual in different ways. Technology can intervene and provide a layer by which access can be given in the language of one’s choice. She inferred that this is not a question of one or two languages, but of languages everywhere.&lt;br /&gt;&lt;br /&gt;&lt;/p&gt;
&lt;h2 id="3"&gt;Potential Means of Engagement with Open Knowledge in Design Practice&lt;/h2&gt;
&lt;p&gt;Presently, there is limited participation from design practitioners on open knowledge platforms. From the perspective of a design practitioner and educator, Pooja Saxena explained that apart from Wikipedia, designers use The Noun Project, which offers both free and paid ways to use icons. She mentioned how students also use this platform but it appears that they are not as interested in contributing to it. They are guarded about the work they create but are fine with using someone else’s work that is available for free. Pooja suggested a much needed change in the understanding that open knowledge simply means that it is open for use. It must be seen as a community which one needs to engage with in whichever capacity and give back to. Agreeing with Prof. Suchitra, Pooja also observed that students fail to give fair attribution when any work is available for free. There is a lack of training and communication around attribution among designers. Regarding open source softwares meant for image making and creating illustrations, Pooja said that despite her several attempts of using them, she has always gone back to proprietary softwares. She believes that there are not enough people contributing to making these open source applications better to work with. A middle path she recommended for designers is creating work in formats which can be edited across applications, so that the work created can be built upon in any application, and is not bound by a proprietary software.&lt;/p&gt;
&lt;p&gt;As an experienced Wikipedian, Shyamal also stressed upon the idea of finding ways to productively give back to the open knowledge community. He talked about the opportunities that design students have in terms of creating quality images and graphics, and making them available for public use. An example of such an opportunity could be creating clipart or icons that can be used for roadside signages or other such public resources. Another possibility he proposed was publishing rough drafts or discarded work on platforms like Wikipedia, so it can be refined and used by others. It is not well known that aside from the textual part of Wikipedia, there exists a larger environment which includes projects like Wikidata, which is a semantic database, and Wikimedia Commons, which is meant for a variety of media such as images, video, audio, and even 3D models now. This offers a variety of options to designers to make their work available for open use. Another aspect that Shyamal brought attention to in this regard is to make the work available in a way that it can be easily found by others, by effectively using metadata and writing appropriate descriptions.&lt;/p&gt;
&lt;p&gt;A relevant example of engagement of design with the open knowledge community was shared by Pooja through her type design project. This included designing a typeface family for the Ol Chiki script, which is used to write in the Santhali language. The project was initiated by Subhashish Panigrahi at CIS in order to set up the Santhali Wikipedia. But, at the time there were no unicode compliant fonts available for Ol Chiki. This was a clear example of how a design intervention in the form of a typeface could lead to knowledge being shared and possibly even created in the future. The project was then funded by the Access to Knowledge programme at CIS. Pooja described the process of designing the typeface. She mentioned that even though the Santhali language is spoken by over 6 million people, Ol Chiki is not a commonly used script. The script itself was invented less than a hundred years ago, which meant that there is little documentation available of the script to look at. The team then engaged with the community to understand how they would like the letters to look like, and whether the letters in the font were correct. This was done through comprehensive feedback forms to test the letters and ask specific questions around their form and placement. The exercise was repeated a number of times to get accurate letters.&lt;/p&gt;
&lt;p&gt;Through this process, Pooja made a key observation on perfection. Designers are often trained to share or show their work only when they think it is perfect. But, in the case of the typeface, it was impossible to achieve something even close to being finished without showing it and seeking help from the community. The project also led to inspiring a design student from the National Institute of Design, who belongs to the Santhal community, to create letters in Ol Chiki script as part of the &lt;a href="http://www.36daysoftype.com/"&gt;‘36 days of type’&lt;/a&gt; challenge on Instagram. The typeface thus, can contribute towards such projects as well. Pooja concluded that the typeface being available for free can also lead to students making a version of it that serves their purpose better.&lt;/p&gt;
&lt;p&gt;Further on open typefaces for Indian languages, Shyamal spoke about the several issues regarding the use of Indian languages, specific to Wikipedia and in general as well. He correlated the lack of academic disciplines in Indian languages with the lack of vocabulary of technical terms. Several people also oppose borrowing words from other languages. In an example of needing to translate the labels of an illustration of a four-stroke engine into an Indian language, the engineer would not know the terms in that language, and the language expert will not know enough about engineering. Shyamal suggested transliterating English words as a first step, so that somebody who doesn’t know English can understand what the word sounds like. Another technical concern is the use of open source fonts of Indian languages for better compatibility on Wikimedia Commons. The platform replaces proprietary fonts with equivalent open source ones during the process of uploading. This changes the typesetting in the illustration in terms of spacing between the letters and sentences, and the resulting design can end up looking different from the intended one. Hence, it is important to include identification and use of open source fonts as part of the learning process in design.&lt;/p&gt;
&lt;p&gt;Shyamal further talked about the need to create more awareness about copyright. He explained that the fact that anything we create is automatically copyrighted is not really understood by most people. People posting images on Facebook and Instagram would allow others to use their work when asked, but would hesitate to give a written permission. It would be useful to license out the work. This lack of copyright awareness hinders the creation of a vast visual database on Wikimedia Commons. There is little visual information available online about objects, monuments, maps, places, etc. in India. The advantage of using systems like Wikipedia is that you can geotag places, you can semantically describe them so that people who speak other languages can find that content. The value of availability of such content online for an outsider is not well understood yet. As a practice, when learning something new, Shyamal himself tries to add it on Wikipedia or on related projects, so that it can be of use to anyone else looking for it as well.&lt;/p&gt;
&lt;p&gt;On encouraging designers to contribute to open knowledge, Pooja advised that designers can contribute through side projects or self-initiated projects as they are not looking to make any money from them to begin with, and would be able to share the work for free. These side projects can take the form of resources or tools that other people can use to build something else. She also pointed out that it is not necessary that designers cannot get paid to do open work, and shared the example of the Ol Chiki typeface, which was paid for by a patron. There are also organisations that commission projects which are supposed to be available for free use because those organisations need that product to be available for free. Google fonts for example, commissions the typefaces to designers which are eventually available as free and open fonts. It is important for designers to be aware that such opportunities exist, and that they need to be sought.&lt;br /&gt;&lt;br /&gt;&lt;/p&gt;
&lt;h2 id="4"&gt;Applications of Open Knowledge in Design Education&lt;/h2&gt;
&lt;p&gt;The discussion led to several suggestions on involving design students in the open knowledge movement. Pooja recommended that students can be encouraged to make their assignments available on Wikimedia Commons. Design students are often expected to work on projects that address problems that exist in the real world. In most cases, these projects remain with the students and not get implemented in the real world. If such projects were available on open platforms like Wikimedia Commons, they can be taken forward by others who are tackling the same concerns. It is also something that design students would benefit from because their work will be publicly available.&lt;/p&gt;
&lt;p&gt;In order to address the disregard for attributions pointed out earlier, Prof. Suchitra stressed upon the need to build a culture among design students to attribute fairly. This would allow for acceptable acknowledgement to someone who has produced work and contributed it to the open domain. She added that this is being initiated in other design spaces such as the Decolonise Design group, which some design faculties are a part of. The group looks at ways of finding different cultural anchors for design. One such project is where design faculties have gotten together to share design assignments, in order to see what kind of assignments we set in the classroom for teaching various kinds of concepts in design. The faculties are trying to form an international platform where teaching methods can be shared and a bank of design assignments can be created. These methods and assignments are otherwise considered proprietary.&lt;/p&gt;
&lt;p&gt;Prof. Suchitra also talked about the onus on public funded educational institutions to make their work available on open platforms, at least in projects which have a larger use. The Industrial Design Centre (IDC), Powai already has a portal on which design related educational material is available for anyone who is interested. They offer an online course in design which anyone can register for and attend. It is only for the certification at the end of the course, that one needs to pay to take an exam. Design courses otherwise tend to be quite expensive. She mentioned that the School of Design at AUD has been contemplating sharing the thesis work that students produce on &lt;a href="https://www.academia.edu/"&gt;Academia&lt;/a&gt;, a platform for academics to share research papers, where it can be downloaded for free. This allows for the work to be viewed by people outside the school, which is a significant step for young designers. Design as a profession fundamentally does not allow sharing, and this certainly needs to change. She gave the example of textiles, where the traditional artworks and motifs are picked up from different sources and placed on fabrics. Such reuse borders on unethical practice. Therefore, we need to identify the boundaries of open source. The ethical aspects of it need to be opened up and discussed, otherwise it can lead to asymmetrical knowledge practices. The attribution or acknowledgement that the work individually or culturally belongs to somebody, needs to be recognised.&lt;/p&gt;
&lt;p&gt;On the learning by doing approach in design education, Pooja raised the concern that there is a lack of attention towards ‘learning by reading’. Design related reading materials are not available on open platforms and in different languages. She suggested that even if the readings are available in English, it is also useful for them to be available in a vocabulary that is more acceptable for someone for whom it is not their first language. Further, the ‘doing’ is also framed by a certain perspective, and often that perspective is quite closed. It does not take into account where the students is coming from. For example, a branding assignment for a product for new mothers does not consider how eighteen year old students would understand the product without any interaction with the users. It doesn’t ask why does it have to be branding to begin with. It also limits the objective to ‘selling something’ while there are other ways in which design can intervene. In the assignments where students engage with a community, there is often a clear asymmetry between the students and the people they are designing for. There is a vast gap in the knowledge and experience shared by the two. Consequently, students are forced to either assert themselves in this community or misrepresent themselves. This also takes away from students wanting to share their work on open platforms. Pooja recommended that they would be more willing to put the work out in the open when they are working with their own community because they can then see how it affects people in a much more direct way.&lt;br /&gt;&lt;br /&gt;&lt;/p&gt;
&lt;h2 id="5"&gt;Conclusion&lt;/h2&gt;
&lt;p&gt;The discussion brought forward various intersections in design and open knowledge, and the possible ways in which the two can lend to each other. Broader interventions such as a cultural shift in design around sharing work and discussing its ethical aspects, availability of academic material in design on open platforms and in different Indian languages, sensitivity around fair attribution and copyrights among designers, and designers seeking out or self initiating projects that contribute to the open domain were discussed. In terms of specific steps, ideas including design practitioners creating works in formats which are editable on open applications, adding more visual content on platforms like Wikimedia Commons, creating and using more open typefaces in Indian languages, and students sharing their assignments on open platforms were considered. Other ways of engagement with design education could be through internships and workshops that demonstrate the need for open knowledge systems.&lt;/p&gt;
&lt;p&gt;During the interaction with the audience, another key concern was brought up by Govind Sivan, a student at the School of Design at AUD. He spoke about the prevalent approach in design schools of giving primary importance to originality. Students work towards thinking of unique ideas and any similarity between their own and a classmate’s assignment is seen as a failure of creativity. Such an approach goes on to curb shared knowledge and collaborative working, and needs to be changed in order to make way for openness in design. Prof. Suchitra also advised that there is more value to design in thinking of it as a collaborative project.&lt;/p&gt;
&lt;p&gt;Design is also gradually opening up its process to include the people being designed for through open research methods such as co-design and participatory design. All aspects of a design process such as need identification, data gathering, and the end product can be &lt;a href="https://www.designsociety.org/publication/34842/Three+layers+of+openness+in+design%3A+Examining+the+open+paradigm+in+design+research"&gt;conceptualised&lt;/a&gt; for openness. These directions can be explored by both designers and the open knowledge community for the creation of a greater and more accessible knowledge base.&lt;/p&gt;

    <title>Delhi High Court Orders Blocking of Websites after Sony Complains Infringement of 2014 FIFA World Cup Telecast Rights</title>

        &lt;b&gt;Of late the Indian judiciary has been issuing John Doe orders to block websites, most recently in Multi Screen Media v. Sunit Singh and Others. The order mandated blocking of 472 websites, out of which approximately 267 websites were blocked as on July 7, 2014. This trend is an extremely dangerous one because it encourages flagrant censorship by intermediaries based on a judicial order which does not provide for specific blocking of a URL, instead provides for blocking of the entire website. &lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;The High Court of Delhi on June 23, 2014 issued a &lt;a class="external-link" href="http://delhihighcourt.nic.in/dhcqrydisp_o.asp?pn=119642&amp;amp;yr=2014"&gt;John Doe injunction&lt;/a&gt; restraining more than 400 websites from broadcasting 2014 FIFA world cup matches. &lt;a href="http://www.khelnama.com/140624/football/news/delhi-high-court-bans-400-websites-live-streaming-fifa-wold-cup/16001"&gt;News reports&lt;/a&gt; indicate that the Single judge bench of Justice V. Kameswar Rao directed the &lt;a class="external-link" href="http://www.dot.gov.in/"&gt;Department of Telecom&lt;/a&gt; to issue appropriate directions to ISPs to block the websites that Multi Screen Media provided, as well as &lt;b&gt;“any other website identified by the plaintiff”&lt;/b&gt; in the future. &lt;b&gt;On July 4, Justice G. S. Sistani permitted &lt;a href="http://ibnlive.in.com/news/airtel-blocks-219-websites-for-infringing-on-sonys-world-cup-2014-telecast-rights/484439-11.html"&gt;reducing the list to 219 websites&lt;/a&gt;&lt;/b&gt;. &lt;b&gt; &lt;/b&gt;&lt;/p&gt;
&lt;h2 style="text-align: justify; "&gt;&lt;b&gt;Background&lt;/b&gt;&lt;/h2&gt;
&lt;p style="text-align: justify; "&gt;Multi Screen Media (MSM) is the official broadcaster for the ongoing 2014 FIFA World Cup tournament. FIFA (the Governing body) had exclusively licensed rights to MSM which included live, delayed, highlights, on demand, and repeat broadcast of the FIFA matches. MSM complained that the defendants indulged in hosting, streaming, providing access to, etc, thereby infringing the exclusive rights and broadcast and reproduction rights of MSM.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The court in the instant order held that the defendants had &lt;b&gt;&lt;i&gt;prima facie&lt;/i&gt;&lt;/b&gt; infringed MSM’s broadcasting rights, which are guaranteed by section 37 of the &lt;a class="external-link" href="http://copyright.gov.in/Documents/CopyrightRules1957.pdf"&gt;Copyright Act, 1957&lt;/a&gt;.  In an over-zealous attempt to pre-empt infringement the court called for a blanket ban on all websites identified by MSM. Further, the court directed the concerned authorities to ensure ISPs complied with this order and block the websites mentioned by MSM presently, and other websites which may be subsequently be notified by MSM.&lt;/p&gt;
&lt;h2 style="text-align: justify; "&gt;&lt;b&gt;Where the Court went Wrong&lt;/b&gt;&lt;/h2&gt;
&lt;p style="text-align: justify; "&gt;The court stated that MSM successfully established a &lt;b&gt;prima facie case&lt;/b&gt;, and on its basis granted a sweeping injunction to MSM ordering &lt;b&gt;blocking 471 second level domains&lt;/b&gt;. I’d like to point out numerous flaws with the order-&lt;/p&gt;
&lt;ol style="text-align: justify; "&gt;
&lt;li&gt;&lt;b&gt;Dissatisfactory "Prima facie case"&lt;/b&gt;&lt;/li&gt;
&lt;/ol&gt;
&lt;div style="text-align: justify; "&gt;&lt;span style="text-align: justify; "&gt;In my opinion the court could have scrutinised the list of websites provided by MSM more carefully. There is nothing in the order to suggest that evidence was proffered by MSM in support of the list. The order reveals that the list was prepared by &lt;/span&gt;&lt;a href="http://www.markscan.co.in/index.php" style="text-align: justify; "&gt;MarkScan&lt;/a&gt;&lt;span style="text-align: justify; "&gt;, a &lt;/span&gt;&lt;i style="text-align: justify; "&gt;“consulting boutique dedicated to (the client’s) IP requirements in the cyberspace and the Indian sub-continent.”&lt;/i&gt;&lt;span style="text-align: justify; "&gt; The list throws up names such as docs.google.com, goo.gl &amp;amp; ad.ly (provide URL shortening service &lt;/span&gt;&lt;i style="text-align: justify; "&gt;only&lt;/i&gt;&lt;span style="text-align: justify; "&gt;), torrent indexing websites, IP addresses, online file streaming websites, etc., at a cursory glance. Evidently, perfectly legitimate websites have been targeted by an ill conducted search and shoddily prepared list which may lead to blocking of legitimate content on account of no verification by the court. &lt;/span&gt;&lt;b style="text-align: justify; "&gt;471 websites out of 472 mentioned in the first list are second level domains&lt;/b&gt;&lt;span style="text-align: justify; "&gt; and &lt;/span&gt;&lt;b style="text-align: justify; "&gt;23&lt;/b&gt;&lt;span style="text-align: justify; "&gt; websites have been &lt;/span&gt;&lt;b style="text-align: justify; "&gt;listed twice&lt;/b&gt;&lt;span style="text-align: justify; "&gt;.&lt;/span&gt;&lt;/div&gt;
&lt;div style="text-align: justify; "&gt;&lt;b style="text-align: justify; "&gt;&lt;br /&gt;&lt;/b&gt;&lt;/div&gt;
&lt;div style="text-align: justify; "&gt;&lt;span style="text-align: justify; "&gt;2. &lt;/span&gt;&lt;b style="text-align: justify; "&gt;Generic order which abysmally fails to identify specific infringing URLS&lt;/b&gt;&lt;/div&gt;
&lt;p style="text-align: justify; "&gt;Out of the 472 websites (list provided in the order by MarkScan)-&lt;/p&gt;
&lt;p class="MsoListParagraph" style="text-align: justify; "&gt;471 are file streaming websites, video sharing websites, file lockers, URL shorteners, file storage websites; &lt;b&gt;only one is a specific URL&lt;/b&gt; [&lt;a href="http://www.24livestreamtv.com/brazil-2014-fifa-world-cup-football-%20%C2%A0%C2%A0live-streaming-online-t"&gt;http://www.24livestreamtv.com/brazil-2014-fifa-world-cup-football-%20%C2%A0%C2%A0live-streaming-online-t&lt;/a&gt; ].&lt;/p&gt;
&lt;p class="MsoListParagraph" style="text-align: justify; "&gt;&lt;img src="https://cis-india.org/copy_of_Untitled.jpg/image_preview" alt="Breakdown of the list in the July 23rd Order" class="image-inline image-inline" title="Breakdown of the list in the July 23rd Order" /&gt;&lt;/p&gt;
&lt;p class="MsoListParagraph" style="text-align: justify; "&gt;The order calls for blocking of complete websites. This is in complete contradiction to the 2012 Madras High Court’s order in &lt;a href="https://cis-india.org/internet-governance/blog/internet-governance/resources/john-doe-order-r.k.-productions-v.-bsnl-mtnl-and-ors.-movie-3"&gt;R K Productions v BSNL&lt;/a&gt; which held that only a particular URL where the infringing content is kept should be blocked, rather than the entire website. The Madras High Court order had also made it mandatory for the complainants to provide exact URLs where they find illegal content, such that ISPs could block only that content and not the entire site. MSM did not adhere to this and I have serious doubts if the defendants brought the distinguishing Madras High Court judgment to the attention of the bench. The entire situation is akin to MarkScan scamming MSM by providing their clients a dodgy list, and MSM scamming the court and the public at large.&lt;/p&gt;
&lt;p class="MsoListParagraph" style="text-align: justify; "&gt;3.&lt;b&gt; Lack of Transparency – Different blocking messages on different ISPs&lt;/b&gt;&lt;/p&gt;
&lt;p class="MsoListParagraph" style="text-align: justify; "&gt;The message displayed uniformly on blocked websites was:&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"This website/URL has been blocked until further notice either pursuant to court orders or on the directions issued by the Department of Telecommunications."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;I observed that a few websites showed the message &lt;b&gt;“Error 404 – File or Directory not found”&lt;/b&gt; without the blocking message (above) on the network provider Reliance, and same Error 404 with the blocking message on the network provider Airtel highlighting the non-transparent manner of adherence to the order. Further, both the messages do not indicate the end period of the block.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;&lt;b&gt;Legality of John Doe orders in Website Blocking&lt;/b&gt;&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;It is pertinent to reiterate the ‘misuse’ of John Doe orders to block websites in India. The judiciary has erred in applying the John Doe order to protect copyrightable content on the internet. While the &lt;i&gt;R K Productions v BSNL&lt;/i&gt; case appears reasonable in terms of permitting blocking of only URL specific content, the application of John Doe order to block websites remains unfounded in law. Ananth Padmanabhan in a three part study (&lt;a href="https://cis-india.org/internet-governance/blog/a2k/blog/john-doe-orders-isp-blocking-websites-copyright-1"&gt;Part I&lt;/a&gt;, &lt;a href="https://cis-india.org/internet-governance/blog/a2k/blog/john-doe-orders-isp-blocking-websites-copyright-2"&gt;II&lt;/a&gt; and &lt;a href="https://cis-india.org/internet-governance/blog/a2k/blog/john-doe-orders-isp-blocking-websites-copyright-3"&gt;III&lt;/a&gt;) had earlier analysed the improper use of John Doe injunctions to block websites in India. The John Doe order was conceived by US courts to pre-emptively remedy the irreparable damages suffered by copyright holders on account of unidentified/unnamed infringers. The interim injunction allowed collection of evidence from infringers, who were identified later as certain defendants and the final relief was accordingly granted. The courts routinely advocated judicious use of the order, and ensured that the identified defendants were provided and informed of their right to apply to the court within twenty four hours for a review of the order and a right to claim damages in an appropriate case. Therefore, the John Doe order applied against &lt;i&gt;primary&lt;/i&gt; infringers &lt;i&gt;per se.&lt;/i&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;On the other hand, whilst extending this remedy in India the &lt;b&gt;courts have unfortunately placed onus on the conduit i.e. the ISP to block websites&lt;/b&gt;. This is &lt;a href="https://cis-india.org/internet-governance/blog/a2k/blog/john-doe-orders-isp-blocking-websites-copyright-1"&gt;tantamount to providing final relief at the interim stage&lt;/a&gt;, since all content definitely gets blocked; however, this hardly helps in identifying the actual infringer on the internet. &lt;b&gt;The court is prematurely doling out blocking remedies to the complaining party, which, legally speaking should be meted out only during the final disposition of the case after careful examination of the evidence available.&lt;/b&gt; Thus, the intent of a John Doe order is miserably lost in such an application. Moreover, this lends an arbitrary amount of power in the hands of intermediaries since ISPs may or may not choose to approach the court for directions to specifically block URLs which provide access to infringing content only.&lt;/p&gt;

    <title>DeitY says 143 URLs have been Blocked in 2015; Procedure for Blocking Content Remains Opaque and in Urgent Need of Transparency Measures</title>

        &lt;b&gt;Across India on 30 December 2014, following an order issued by the Department of Telecom (DOT), Internet Service Providers (ISPs) blocked 32 websites including Vimeo, Dailymotion, GitHub and Pastebin.&lt;/b&gt;
        
&lt;p style="text-align: justify;"&gt;In February 2015, the Centre for Internet and Society (CIS) requested the Department of Electronics and Information Technology (DeitY) under the Right to Information Act, 2005 (RTI Act) to provide information clarifying the procedures for blocking in India. We have received a response from DeitY which may be &lt;a href="https://cis-india.org/internet-governance/blog/response-deity.clarifying-procedures-for-blocking.pdf" class="external-link"&gt;seen here&lt;/a&gt;.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;In this post, I shall elaborate on this response from DeitY and highlight some of the accountability and transparency measures that the procedure needs. To stress the urgency of reform, I shall also touch upon two recent developments—the response from Ministry of Communication to questions raised in Parliament on the blocking procedures and the Supreme Court (SC) judgment in Shreya Singhal v. Union of India.&lt;/p&gt;
&lt;h2 style="text-align: justify;"&gt;Section 69A and the Blocking Rules&lt;/h2&gt;
&lt;p align="JUSTIFY" class="western"&gt;Section 69A of the Information Technology Act, 2008 (S69A hereinafter) grants powers to the central government to issue directions for blocking of access to any information through any computer resource. In other words, it allows the government to block any websites under certain grounds. The Government has notified rules laying down the procedure for blocking access online under the Procedure and Safeguards for Blocking for Access of Information by Public Rules, 2009 (Rules, 2009 hereinafter). CIS has produced a poster explaining the blocking procedure (&lt;a href="http://cis-india.org/internet-governance/blog/blocking-websites.pdf/at_download/file"&gt;download PDF&lt;/a&gt;, 2.037MB).&lt;/p&gt;
&lt;p align="JUSTIFY" class="western"&gt;There are &lt;em&gt;three key aspects&lt;/em&gt; of the blocking rules that need to be kept under consideration:&lt;/p&gt;
&lt;h3 align="JUSTIFY" class="western"&gt;Officers and committees handling requests&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Designated Officer (DO)&lt;/strong&gt; – Appointed by the Central government, officer not below the rank of Joint Secretary.&lt;br /&gt;&lt;strong&gt;Nodal Officer (NO)&lt;/strong&gt; – Appointed by organizations including Ministries or Departments of the State governments and Union Territories and any agency of the Central Government. &lt;br /&gt;&lt;strong&gt;Intermediary contact&lt;/strong&gt;–Appointed by every intermediary to receive and handle blocking directions from the DO.&lt;br /&gt;&lt;strong&gt;Committee for Examination of Request (CER)&lt;/strong&gt; – The request along with printed sample of alleged offending information is examined by the CER—committee with the DO serving as the Chairperson and representatives from Ministry of Law and Justice; Ministry of Home Affairs; Ministry of Information and Broadcasting and representative from the Indian Computer Emergency Response Team (CERT-In). The CER is responsible for examining each blocking request and makes recommendations including revoking blocking orders to the DO, which are taken into consideration for final approval of request for blocking by the Secretary, DOT. &lt;br /&gt;&lt;strong&gt;Review Committee (RC) &lt;/strong&gt;– Constituted under rule 419A of the Indian Telegraph Act, 1951, the RC includes the Cabinet Secretary, Secretary to the Government of India (Legal Affairs) and Secretary (Department of Telecom). The RC is mandated to meet at least once in 2 months and record its findings and has to validate that directions issued are in compliance with S69A(1).&lt;/p&gt;
&lt;h3 style="text-align: justify;"&gt;Provisions outlining the procedure for blocking&lt;/h3&gt;
&lt;p&gt;Rules 6, 9 and 10 create three distinct blocking procedures, which must commence within 7 days of the DO receiving the request.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;a) Rule 6 lays out the first procedure, under which any person may approach the NO and request blocking, alternatively, the NO may also raise a blocking request. After the NO of the approached Ministry or Department of the State governments and Union Territories and/or any agency of the Central Government, is satisfied of the validity of the request they forward it to the DO. Requests when not sent through the NO of any organization, must be approved by Chief Secretary of the State or Union Territory or the Advisor to the Administrator of the Union Territory, before being sent to the DO.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The DO upon receiving the request places, must acknowledge receipt within 24 four hours and places the request along with printed copy of alleged information for validation by the CER. The DO also, must make reasonable efforts to identify the person or intermediary hosting the information, and having identified them issue a notice asking them to appear and submit their reply and clarifications before the committee at a specified date and time, within forty eight hours of the receipt of notice.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Foreign entities hosting the information are also informed and the CER gives it recommendations after hearing from the intermediary or the person has clarified their position and even if there is no representation by the same and after examining if the request falls within the scope outlined under S69A(1). The blocking directions are issued by the Secretary (DeitY), after the DO forwards the request and the CER recommendations. If approval is granted the DO directs the relevant intermediary or person to block the alleged information.&lt;/p&gt;
&lt;p style="text-align: justify;" class="western"&gt;b) Rule 9 outlines a procedure wherein, under emergency circumstances, and after the DO has established the necessity and expediency to block alleged information submits recommendations in writing to the Secretary, DeitY. The Secretary, upon being satisfied by the justification for, and necessity of, and expediency to block information may issue an blocking directions as an interim measure and must record the reasons for doing so in writing.&lt;/p&gt;
&lt;p style="text-align: justify;" class="western"&gt;Under such circumstances, the intermediary and person hosting information is not given the opportunity of a hearing. Nevertheless, the DO is required to place the request before the CER within forty eight hours of issuing of directions for interim blocking. Only upon receiving the final recommendations from the committee can the Secretary pass a final order approving the request. If the request for blocking is not approved then the interim order passed earlier is revoked, and the intermediary or identified person should be directed to unblock the information for public access.&lt;/p&gt;
&lt;p style="text-align: justify;" class="western"&gt;c) Rule 10 outlines the process when an order is issued by the courts in India. The DO upon receipt of the court order for blocking of information submits it to the Secretary, DeitY and initiates action as directed by the courts.&lt;/p&gt;
&lt;h3 style="text-align: justify;" class="western"&gt;Confidentiality clause&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;Rule 16 mandates confidentiality regarding all requests and actions taken thereof, which renders any requests received by the NO and the DO, recommendations made by the DO or the CER and any written reasons for blocking or revoking blocking requests outside the purview of public scrutiny. &lt;h2&gt;Response on blocking from the Ministry of Communication and Information Technology&lt;/h2&gt;
&lt;p style="text-align: justify;"&gt;The response to our RTI from E-Security and Cyber Law Group is timely, given the recent clarification from the Ministry of Communication and Information Technology to a number of questions, raised by parliamentarian  Shri Avinash Pande in the Rajya Sabha. The questions had been raised in reference to the Emergency blocking order under IT Act, the current status of the Central Monitoring System, Data Privacy law and Net Neutrality. The Centre for Communication Governance (CCG), National Law University New Delhi have extracted a set of 6 questions and you can read the full article &lt;a href="https://ccgnludelhi.wordpress.com/2015/04/24/governments-response-to-fundamental-questions-regarding-the-internet-in-india/"&gt;here&lt;/a&gt;.&lt;/p&gt;
&lt;p align="JUSTIFY" class="western"&gt;The governments response as quoted by CCG, clarifies under rule 9—the Government has issued directions for emergency blocking of &lt;em&gt;a total number of 216 URLs from 1st January, 2014 till date &lt;/em&gt;and that &lt;em&gt;a total of 255 URLs were blocked in 2014 and no URLs has been blocked in 2015 (till 31 March 2015)&lt;/em&gt; under S69A through the Committee constituted under the rules therein. Further, a total of 2091 URLs and 143 URLs were blocked in order to comply with the directions of the competent courts of India in 2014 and 2015 (till 31 March 2015) respectively. The government also clarified that the CER, had recommended not to block 19 URLs in the meetings held between 1&lt;sup&gt;st&lt;/sup&gt;&lt;sup&gt; &lt;/sup&gt;January 2014 upto till date and so far, two orders have been issued to revoke 251 blocked URLs from 1st January 2014 till date. Besides, CERT-In received requests for blocking of objectionable content from individuals and organisations, and these were forwarded to the concerned websites for appropriate action, however the response did not specify the number of requests.&lt;/p&gt;
&lt;p align="JUSTIFY" class="western"&gt;We have prepared a table explaining the information released by the government and to highlight the inconsistency in their response.&lt;/p&gt;

&lt;p&gt;In a &lt;a href="http://sflc.in/deity-says-2341-urls-were-blocked-in-2014-refuses-to-reveal-more/"&gt;response &lt;/a&gt;to an RTI filed by the Software Freedom Law Centre, DeitY said that 708 URLs were blocked in 2012, 1,349 URLs in 2013, and 2,341 URLs in 2014.&lt;/p&gt;
&lt;h2&gt;Shreya Singhal v. Union of India&lt;/h2&gt;
&lt;p style="text-align: justify;"&gt;In its recent judgment, the SC of India upheld the constitutionality of 69A, stating that it was a narrowly-drawn provision with adequate safeguards. The constitutional challenge on behalf of the People’s Union for Civil Liberties (PUCL) considered the manner in which the blocking is done and the arguments focused on the secrecy present in blocking.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The rules may indicate that there is a requirement to identify and contact the originator of information, though as an expert &lt;a href="http://indianexpress.com/article/opinion/columns/but-what-about-section-69a/"&gt;has pointed out&lt;/a&gt;, there is no evidence of this in practice. The court has stressed the importance of a written order so that writ petitions may be filed under Article 226 of the Constitution. In doing so, the court seems to have assumed that the originator or intermediary is informed, and therefore held the view that any procedural inconsistencies may be challenged through writ petitions. However, this recourse is rendered ineffective not only due to procedural constraints, but also because of the confidentiality clause. The opaqueness through rule 16 severely reigns in the recourse that may be given to the originator and the intermediary. While the court notes that rule 16 requiring confidentality was argued to be unconstitutional, it does not state its opinion on this question in the judgment. One expert, holds the &lt;a href="https://indconlawphil.wordpress.com/2015/03/25/the-supreme-courts-it-act-judgment-and-secret-blocking/"&gt;view&lt;/a&gt; that this, by implication, requires that requests cannot be confidential. However, such a reading down of rule 16 is yet to be tested.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Further, Sunil Abraham has &lt;a href="http://cis-india.org/internet-governance/blog/economic-and-political-weekly-sunil-abraham-april-11-2015-shreya-singhal-and-66a"&gt;pointed&lt;/a&gt; out, “block orders are unevenly implemented by ISPs making it impossible for anyone to independently monitor and reach a conclusion whether an internet resource is inaccessible as a result of a S69A block order or due to a network anomaly.” As there are no comprehensive list of blocked websites or of the legal orders through which they are blocked exists, the public has to rely on media reports and filing RTI requests to understand the censorship regime in India. CIS has previously &lt;a href="http://cis-india.org/internet-governance/blog/analysing-blocked-sites-riots-communalism"&gt;analysed&lt;/a&gt; the leaked block lists and lists received as responses to RTI requests which have revealed that the block orders are full of errors and blocking of entire platforms and not just specific links has taken place.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;While the state has the power of blocking content, doing so in secrecy and without judical scrutiny, mark deficiencies that remain in the procedure outlined under the provisions of the blocking rules . The Court could read down rule 16 except for a really narrow set of exceptions, and in not doing so, perhaps has overlooked the opportunities for reform in the existing system. The blocking of 32 websites, is an example of the opaqueness of the system of blocking orders, and where the safeguards assumed by the SC are often not observed such as there being no access to the recommendations that were made by the CER, or towards the revocation of the blocking orders subsequently. CIS filed the RTI to try and understand the grounds for blocking and related procedures and the response has thrown up some issues that must need urgent attention.&lt;/p&gt;
&lt;h2&gt;Response to RTI filed by CIS&lt;/h2&gt;
&lt;p align="JUSTIFY" class="western"&gt;Our first question sought clarification on the websites blocked on 30&lt;sup&gt;th&lt;/sup&gt;&lt;sup&gt; &lt;/sup&gt;December 2014 and the response received from DeitY, E-Security and Cyber Law Group reveals that the websites had been blocked as “they were being used to post information related to ISIS using the resources provided by these websites”. The response also clarifies that the directions to block were issued on &lt;em&gt;18-12-2014 and as of 09-01-2015&lt;/em&gt;, after obtaining an undertaking from website owners, stating their compliance with the Government and Indian laws, the sites were unblocked.&lt;/p&gt;
&lt;p align="JUSTIFY" class="western"&gt;It is not clear if ATS, Mumbai had been intercepting communication or if someone reported these websites. If the ATS was indeed intercepting communication, then as per the rules, the RC should be informed and their recommendations sought. It is unclear, if this was the case and the response evokes the confidentiality clause under rule 16 for not divulging further details. Based on our reading of the rules, court orders should be accessible to the public and without copies of requests and complaints received and knowledge of which organization raised them, there can be no appeal or recourse available to the intermediary or even the general public.&lt;/p&gt;
&lt;p align="JUSTIFY" class="western"&gt;We also asked for a list of all requests for blocking of information that had been received by the DO between January 2013 and January 2015, including the copies of all files that had accepted or rejected. We also specifically, asked for a list of requests under rule 9. The response from DeitY stated that since January 1, 2015 to March 31, 2015 directions to block 143 URLs had been issued based on court orders. The response completely overlooks our request for information, covering the 2 year time period. It also does not cover all types of blocking orders under rule 6 and rule 9, nor the requests that are forwarded to CERT-In, as we have gauged from the ministry's response to the Parliament. Contrary to the SC's assumption of contacting the orginator of information, it is also clear from DeitY's response that only the websites had been contacted and the letter states that the “websites replied only after blocking of objectionable content”.&amp;nbsp;&lt;/p&gt;
&lt;p align="JUSTIFY" class="western"&gt;Further, seeking clarification on the functioning of the CER, we asked for the recent composition of members and the dates and copies of the minutes of all meetings including copies of the recommendations made by them. The response merely quotes rule 7 as the reference for the composition and does not provide any names or other details. We ascertain that as per the DeitY website Shri B.J. Srinath, Scientist-G/GC is the appointed Designated Officer, however this needs confirmation. While we are already aware of the structure of the CER which representatives and appointed public officers are guiding the examination of requests remains unclear. Presently, there are 3 Joint Secretaries appointed under the Ministry of Law and Justice, the Home Ministry has appointed 19, while 3 are appointed under the Ministry of Information and Broadcasting. Further, it is not clear which grade of scientist would be appointed to this committee from CERT-In as the rules do not specify this. While the government has clarified in their answer to Parliament that the committee had recommended not to block 19 URLs in the meetings held between 1st January 2014 to till date, it is remains unclear who is taking these decisions to block and revoke blocked URLs. The response from DeitY specifies that the CER has met six times between 2014 and March 2015, however stops short on sharing any further information or copies of files on complaints and recommendations of the CER, citing rule 16.&lt;/p&gt;
&lt;p align="JUSTIFY" class="western"&gt;Finally, answering our question on the composition of the RC the letter merely highlights the provision providing for the composition under 419A of the Indian Telegraph Rules, 1951. The response clarifies that so far, the RC has met once on 7th December, 2013 under the Chairmanship of the Cabinet Secretary, Department of Legal Affaits and Secretary, DOT. Our request for minutes of meetings and copies of orders and findings of the RC is denied by simply stating that “minutes are not available”. Under 419A, any directions for interception of any message or class of messages under sub-section (2) of Section 5 of the Indian Telegraph Act, 1885 issued by the competent authority shall contain reasons for such direction and a copy of such order shall be forwarded to the concerned RC within a period of seven working days. Given that the RC has met just once since 2013, it is unclear if the RC is not functioning or if the interception of messages is being guided through other procedures. Further, we do not yet know details or have any records of revocation orders or notices sent to intermediary contacts. This restricts the citizens’ right to receive information and DeitY should work to make these available for the public.&lt;/p&gt;
&lt;p align="JUSTIFY" class="western"&gt;Given the response to our RTI, the Ministry's response to Parliament and the SC judgment we recommend the following steps be taken by the DeitY to ensure that we create a procedure that is just, accountable and follows the rule of law.&lt;/p&gt;
&lt;p align="JUSTIFY" class="western"&gt;The revocation of rule 16 needs urgent clarification for two reasons:&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;Under Section 22 of the RTI Act provisions thereof, override all conflicting provisions in any other legislation.&lt;/li&gt;
&lt;li style="text-align: justify;"&gt;In upholding the constitutionality of S69A the SC cites the requirement of reasons behind blocking orders to be recorded in writing, so that they may be challenged by means of writ petitions filed under &lt;a href="http://indiankanoon.org/doc/1712542/"&gt;A&lt;/a&gt;&lt;a href="http://indiankanoon.org/doc/1712542/"&gt;rticle 226&lt;/a&gt; of the Constitution of India.&lt;/li&gt;&lt;/ol&gt;
&lt;p style="text-align: justify;"&gt;If the blocking orders or the meetings of the CER and RC that consider the reasons in the orders are to remain shrouded in secrecy and unavailable through RTI requests, filing writ petitions challenging these decisions will not be possible, rendering this very important safeguard for the protection of online free speech and expression infructuous. In summation, the need for comprehensive legislative reform remains in the blocking procedures and the government should act to address the pressing need for transparency and accountability. Not only does opacity curtial the strengths of democracy it also impedes good governance. We have filed an RTI seeking a comprehensive account of the blocking procedure, functioning of committees from 2009-2015 and we shall publish any information that we may receive.&lt;/p&gt;

    <title>Deconstructing Digital Natives: Young People, Technology and the New Literacies</title>

&lt;p style="text-align: justify;"&gt;&lt;em&gt;Deconstructing Digital Natives: Young People, Technology and the New Literacies&lt;/em&gt; is an anthology that revisits the debates and scholarship that have arisen around youth and technology in the last decade or so. It is a timely intervention that invites some of the most influential scholars who have contributed to and shaped the discourse around “digital natives” to come and revisit their original ideas from the last decade. The term “digital native” probably bears witness to the strident discourses that, more often than not, fall into the trap of exotically glorifying or despairingly vilifying young peoples’ engagement with digital technologies. As Buckingham points out in his foreword to the book, these conversations either take up the language of a “generation gap [that] entails a narrative of transformation and even of rupture, in which fundamental continuities between the past and the future have been destroyed” or they guise themselves in an “almost utopian view of technology—a fabulous story about technology liberating and empowering young people, enabling them to become global citizens, and to learn and communicate and create in free and unfettered ways” (p. ix). The essays seek a point of departure from these tried and tested arguments in order to provide a “balanced view” on the topic. And so we have a distinguished author list from the world of digital natives scholarship, coming together not only to ponder on their own contributions to the field and how those ideas need to be upgraded, but also to provide new contexts, concepts, and frameworks to understand who, or indeed, what, is a “digital native,” often in tension with their earlier work.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;In its ambition of revisiting existing debates and providing a “research-based approach by presenting empirical evidence and argument from international researchers in the field,” the book succeeds unevenly (p. xi). Despite its efforts to chart a point of departure, some of the essays end up falling into some usual traps. For example, despite the fact that the oldest digital natives are probably in their thirties, they are thought of as being young. They are defined only as “students” within formal learning institutions without looking at the radical potential of learning outside organized education, embedded in their everyday practices. The digital natives remain an object of research and the peer-to-peer structures that are supposed to shape them, but do not feature in the methodologies of researching them. This notwithstanding, the essays still offer a historical and social perspective on the debates around digital natives in certain developed pockets of the world.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;In the first section, “Reflecting on the Myth,” Thomas’ essay “Technology, Education and the Discourse of the Digital Native” introduces a tension between the techno-euphorists and the “digital luddites,” which replays itself through the rest of the contributions. While Thomas places himself between “technoevangelism” and “technoskepticism,” Prensky, who coined the term “Digital Natives” in 2001, then introduces to us a new binary of “digitally wise” and “digitally dumb” (p. 4). Prensky reviews the responses that his opposition of “digital natives” and “digital immigrants” have produced over the last decade and emphasizes that his coinage was at the level of a metaphor, and was not to be taken seriously. Prensky agrees that the earlier opposition might be discarded because it evokes too many simple responses based on skills with technology. Digital wisdom, for Prensky, is in the ways in which digital technologies enhance the human brain “to anticipate second- and third-order effects to which the unaided mind may be blind” as the world becomes too complex for the “unenhanced human brain” to cope with it (p. 23). Typically, Prensky’s argument creates a dichotomy of those who can (and will) and those who will be outside of this web of digital enhancements. His analysis tries to complicate the idea of human wisdom by looking at questions of ethics and agency, but the final formulations appear cliche´d, merely re-creating the older tensions rather than thinking through them. Jones’ following essay on the “Net Generation” is more persuasive, where he argues for dismissing the idea that “nature of certain technologies . . . &lt;em&gt;has affected the outlook of an entire age cohort&lt;/em&gt; in advanced economies” and instead should unpack how “new technologies emerging with this generation have particular characteristics that &lt;em&gt;afford certain types of social engagement&lt;/em&gt;” (p.42).&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;In the second section, titled “Perspectives,” the essays take up two different tones.The first is about looking at digital literacy, skill, and fluency in everyday practices of digital natives, and how they shape our contemporary and future sociopolitical and cultural landscapes. Banaji, in exploring the EU Civic Web Project, echoes Jones’ ideas. The presumptions within education about an entire generation as “born with technologies” has consequences in the field of civic action, where programs for citizen action are designed with expectations that the young people will have core digital competencies and literacy. She does not push that argument further, but in her study of the two Scottish e-initiatives, one can see the promise of a radical reconstruction of civic engagement movements, where the young participants are not going to be satisfied as mere participators, and will demand a space for their voice to be heard.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Takahashi’s essay on the &lt;em&gt;oyaubibunka&lt;/em&gt; (“thumb culture”) mobile generations in Japan stands alone in its analysis of an Asian context—though many might argue that Japan, with its developed economy, can hardly be counted as a typically “Asian” perspective. Takahashi is rooted, both in practice and discourse, in youth and technology in Japan, where the youth often experience close-knit community experiences through mobile interfaces, in their otherwise alienated modern habitats. Almost as a response to Turkle’s Alone Together (2011), Takahashi shows how collaborative and cocreation cultures ranging from the mobile novels on Mixi to everyday interaction on Social Networking Systems is bringing in new kinds of social spaces of belonging. The essay, however, resists simply celebrating this space and works in complex ideas of freedom, control, risks, and the tensions between traditionalization and modernity in Japan.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Zimic and Dalin, writing from a similar heavily connected Nordic region, pose a different set of questions in their essay, “Actual and Perceived Online Participation Among Young People in Sweden.” For Zimic and Dalin, in a space where connectivity can be taken for granted, the further question to ask is not whether digital natives participate online or not, but whether they participate in ways that are expected of “a digital citizen in the information age” (p. 137). Through empirical data and case studies, the essay shows the different kinds of activities that youth engage with and also concludes that though engaging in civic issues is important to the young people’s sense of belonging to participatory cultures, using the Internet does not provide an “automatic guarantee” toward participation, and “assistance is required in order to engage them in relevant activities” (p. 148).&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The second set of essays in this section all cluster around the digital native as a student. Locating the digital native within educational institutions, they look at the ways in which the ideas of learning, pedagogy and engagement with the text are changing with the rise of digital technologies. Levy and Michael look at two case studies involving students in Australian high schools, to “facilitate a deeper understanding of products and processes in multimodal text construction,” which they think is core to interactive communication technology literacy skills (p. 85). The data is rigorous and rich, but the conclusions are a bit of a disappointment: digital natives need to better manage their time and resources and they need to learn traditional skills in order to cope with their educational environment.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The trend of an exciting hypothesis and conclusion, which do not necessarily leave you with anything more than what you already knew, continues in this section. Erstad sets out on a journey to see how digital literacy posits challenges to educating the digital generation and ends by suggesting that the digital divide should address questions of “how to navigate in the information jungle on the Internet, to create, to communicate, and so forth” (p. 114). Similarly, Kennedy and Judd want to unravel the mystery of why “students, who are so clearly familiar and apparently adept with Internet tools, are at times so poor at using the Internet academically” (p. 119). Through empirical research and interaction with students, they end up making an argument against the Googlization of everything (Vaidhyanathan, 2011), suggesting that “satisficing strategies” of information search, defined by a need for instant gratification and not looking beyond the first information sets, has produced “a generation of students that has grown up with Google [who] may over-value expediency when locating and selecting appropriate scholarly information” (p. 132). On similar trends, Levy proposes to question the assumption of whether all “young children are inherently ‘native’ users of digital technology” for implications on our future pedagogy within the new textual landscape (p. 152). The case studies and the frameworks built are interesting, but they reveal nothing more than the claim that the essay begins with by Marsh et al. (2005) and Bearne et al. (2007) that “young children are immersed in ‘digital practices’ from an early age and that they often develop skills in handling screen texts even when they are not exposed directly to computers at their own homes” (Levy, 2011, p. 163). The implication is clear: change our schools to accommodate for these new textual practices and help children capitalize on their digital competence and develop “digital wisdom.” But it is a recommendation that has been around for at least a decade, if not more.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The third and concluding section of the book, “Beyond Digital Natives,” is possibly the most promising part of the book. Bennett and Maton seek to look beyond “nuanced versions of the idea” and move the debate on to firmer grounds of how the rise of the digital natives is going to affect the policies around educational technology” (p. 169). They engage with a body of work that is specifically oriented toward building empirical evidence-based frameworks for understanding the potential role of technology in education. With a fine conceptual tool that makes distinctions between access and usage, they systemically dismiss the “academic moral panic” that characterizes conversations around youth-technology-change.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;For Bennett and Maton, the object of inquiry is not the digital native but the body of discourse that surrounds this particular entity—and they make a plea for research rather than imaginings, showing how the influential work in the area has been plagued by unsupported claims, unevidenced observations, and futuristic imaginations, which paint a poetic picture of digital natives but offer very little in terms of furthering the argument. It is also noteworthy that they do not flinch from critiquing the colleagues who also feature in the same book, as an idealizing and homogenizing group that has shown “diversity rather than conformity” (p. 181).&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Palfrey and Gasser, whose &lt;em&gt;Born Digital&lt;/em&gt; (2008) has been the guide for lay readers to understand the nuances and complexities of the area, in their essay, begin by acknowledging that “digital natives” is an awkward term. However, they argue, it is still a term that resonates deeply with parents and educators, and that this resonance should not be taken lightly by researchers. Their decision was to use this term, albeit with caution and discretion, strategically to refer to a small subset of young people and the gamut of relationships and engagements they have with digital technologies. The suggestion is to use the term and in every usage, look at the unevennesses and awkwardness it creates, thus actually unpacking an otherwise opaque relationship which is reduced to “usage” or “access.” Their concerns are more about the quality of information and access, infrastructure for critical literacy and digital fluency, and making legible these everyday practices to larger implications for a future that they posit is bright and hopeful.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;em&gt;Deconstructing Digital Natives&lt;/em&gt; is an interesting revisit of a term that has grown in different ways through the first decade of the new millennium. However, the book still remains located in the same geopolitics in which the early discourse of digital natives were grounded—developed, privileged locations where connectivity, affordability, and ubiquitous digital literacy are taken for granted—reminiscent of the frantic cries one hears in piracy markets in Bangkok, “same, same, but different.” The revisiting does not seem to feel the need to explore other contexts. A few essays talk about factoring in local and contextual information in understanding digital natives, but the scholarship reinforces the idea of how technologies shape and are shaped by identities in some parts of the world, and that these identities can be heralded as universally viable, with a little nuancing.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The questions that have emerged in this discourse in the recent years, remain ignored. What does a digital native look like in the Global South? Can we have new concepts and frameworks which emerge from these contexts? Is it possible to produce accounts in languages and ideas that are embedded in everyday practices rather than forcing them to become legible in existing vocabularies? One would hope that the next book that deconstructs digital natives would also deconstruct the prejudices, presumptions, and methodological processes that are embedded in this field.&lt;/p&gt;

&lt;p&gt;This dataset contains a landscape of 23,569 patents and patent applications registered in India and relevant to the domain of mobile technology. These patents and patent applications are held by 50 Indian and non-Indian companies operating in the country. The patent landscape has been released under the Creative Commons-Attribution-Share Alike 4.0 (CC-BY-SA 4.0) License as a part of the ongoing Pervasive Technologies research project.&lt;/p&gt;

&lt;p&gt;&lt;b&gt;Assignee:&lt;/b&gt; The assignee is one of 50 companies specified in&lt;a class="external-link" href="http://cis-india.org/a2k/blogs/fifty-companies.pdf"&gt; Annexure 4&lt;/a&gt; of the methodology document. Where two assignees are mentioned, the patent was transferred from the second assignee to the first on account of sale of the patent, company merger, etc. For example, "Huawei|NEC" indicates that a patent that belonged to NEC was transferred to Huawei.&lt;/p&gt;
&lt;p&gt;&lt;b&gt;Patent Number:&lt;/b&gt; This column contains the patent number in the case of granted patents and the application number in case of patent applications. Patent numbers have been coded in the Thomson Reuters database as IN&amp;lt;6 digit number&amp;gt;B. For example, the patent number 247760 in the Indian Patent Office database is coded as IN247760B in this dataset. The application number is coded as well. However, there is a separate column (Column R) for the application number as given in the Indian Patent Office database.&lt;/p&gt;
&lt;p&gt;&lt;b&gt;Level 1: &lt;/b&gt;Patents and patent applications in the landscape have been categorised into: Body Design, Communication, Connectable Interfaces, Display, Energy Storage, Memory, Operational Blocks, Sensors, Software, and Sound, image and video.&lt;/p&gt;
&lt;p&gt;&lt;b&gt;Level 2: &lt;/b&gt;Almost all categories have further been divided into sub-categories, i.e., Level 2 categories.&lt;/p&gt;
&lt;p&gt;&lt;b&gt;Infrastructure/ UE: &lt;/b&gt;Refers to whether the patent pertains to infrastructure and the user equipment (IUE) or only the user equipment (UE).&lt;/p&gt;

    <title>Datafication of the Public Distribution System in India</title>

        &lt;b&gt;In this study, we look into the datafication of social protection schemes with a special focus on the Public Distribution System in India. Proponents of datafication claim that the benefits will reach the right person and curb leakages through the automation and digitisation of all PDS processes. Aadhaar is the most important link in the datafication; supporters claim that it makes technology people-centric. This study looks at the status of PDS datafication and its impact on the delivery of the scheme in Chhattisgarh and Jharkhand. We also try to understand to what extent the stated objective of portability has been met and how far the challenges faced by the rights holders of the PDS have been resolved. &lt;/b&gt;
