Highlights
-------------------------------

The National Resource Kit team has published a draft chapter highlighting the state of laws, policies and programmes for persons with disabilities in the state of Gujarat.
Government of India has passed the National Electronic Accessibility Policy. CIS had worked with the Department of Electronics and Information Technology to formulate this policy. We bring you a brief analysis of the policy and provisions therein in a blog post.
Nehaa Chaudhari on behalf of CIS submitted comments on the Proposed WIPO Treaty for the Protection of Broadcasting Organizations to the Ministry of Human Resource Development.
CIS-A2K team has published a report highlighting the key accomplishments about the work accomplished on Konkani Wikipedia from September to December 2013.
Vipul Kharbanda has provided an analysis of the laws and regulations that apply to Bitcoin in India concluding that government can regulate Bitcoin.
We released the first documentary film (DesiSec) on cyber security in India in Bangalore on December 11.
In the module on Global Histories of the Internet (part of the Knowledge Repository on Internet Access project) Nishant Shah analyses the understanding of the internet, cyberspace and everyday life and why do we need to know the history of the internet.
The second "Institute on Internet and Society" will be held in Yashada, Pune from February 11 to 17, 2014.
As part of the Making Change project, Denisse Albornoz provides an analysis of the benefits and limitations of increasing access to information to enable citizenship and political participation.

Accessibility and Inclusion

As part of our project (under a grant from the Hans Foundation) on creating a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India, we bring you draft chapters for the states of Madhya Pradesh and Arunachal Pradesh, and the union territory of Daman and Diu. With this we have completed compilation of draft chapters for 27 states and 5 union territories. Feedback and comments are invited from readers for the following chapter:

Internet Governance

CIS is doing a project (under a grant from Privacy International and International Development Research Centre (IDRC)) on conducting research on surveillance and freedom of expression (SAFEGUARDS). So far we have organised seven privacy round-tables and drafted the Privacy (Protection) Bill. This month we bring you an analysis on whether Bitcoin can be banned by the government and a blog post on misuse of surveillance powers in India. As part of its project (funded by Citizen Lab, Munk School of Global Affairs, University of Toronto and support from the IDRC) on mapping cyber security actors in South Asia and South East Asia a film DesiSec: Episode 1was screened. We also did an interview with Pranesh Prakash on cyber security. With this we have completed a total of 13 video interviews so far:

We at the Centre for Internet & Society wish you all a great year ahead. In the December 2012 newsletter, we bring you the draft early chapters of our “National Resource Kit” project for persons with disabilities (covering four southern states); and accessibility-related comments on the Twelfth Five Year Plan; the draft research on pervasive technologies and access to knowledge that we presented at the Global Congress on Intellectual Property and the Public Interest in Brazil; our comments on the privacy implications of including RFID tags in the proposed Rule 138A of the Motor Vehicle Rules, a report on the open access lectures delivered by Prof. Leslie Chan during his tour of India, reports of Wikipedia-related workshops conducted across three cities, and news and media coverage.

National Resource Kit for Persons with Disabilities
CIS received a grant of INR 54,83,200 from the Hans Foundation for Creating a National Kit of Laws, Policies and Programs for Persons with Disabilities on August 16, 2012. Anandhi Vishwanathan from CIS and Shruti Ramakrishnan from the Centre for Law and Policy Research are the researchers presently working for this project. Early draft chapters have been published. Event Organised

2012 Global Congress on Intellectual Property and the Public Interest (FGV Law School, Rio de Janeiro, December 15 – 17, 2012). The Second Global Congress on Intellectual Property and the Public Interest was organized by Fundação Getulio Vargas, American University Washington College of Law, Columbia University, Open AIR, and ICSTD. Sunil Abraham and Pranesh Prakash participated in the event. Pranesh was one of the moderators in the Roundtable Discussion on Priority Policy Forums, Research and Analysis Needs and Commitments.

Research for the Global Congress

For the 2012 Global Congress on Intellectual Property and Public Interest event, CIS conducted research. Jadine Lannon (based on research by Annapoornima and Rohan George and with help from Yogesh Kumar did research on documentation of phones and their patent, Amba Kak did research on copyright and mobile licensing, Vikrant Vasudev conducted research on patent pools and valuation methods, Hans Varghese Mathews did research on mathematical models of patent pools and Nehaa Chaudhuri did research on analysis of 3Gand 4G patent pools.

Openness

The 'Openness' programme critically examines alternatives to existing regimes of intellectual property rights, and transparency and accountability. Under this programme, we study Open Government Data, Open Access to Scholarly Literature, Open Access to Law, Open Content, Open Standards, and Free/Libre/Open Source Software:

Access to Knowledge (Wikipedia Project)

Telecom

While the potential for growth and returns exist for telecommunications in India, a range of issues need to be addressed. Welcome to the newsletter issue of December 2011. This issue carries a special section on Freedom of Expression as there was much discussion regarding the Union Minister for Communications and Information Technology, Mr. Kapil Sibal’s proposal for pro-active censorship of social media.

Digital Natives with a Cause?

Digital Natives with a Cause? is a knowledge programme initiated by CIS, India and Hivos, Netherlands. It is a research inquiry that seeks to look at the changing landscapes of social change and political participation and the role that young people play through digital and internet technologies, in emerging information societies. The collaboration has produced a four book collective around ‘digital revolutions’ in a post Arab spring world, a position paper, a scouting report and three international workshops in Taipei, Johannesburg and Santiago.

Pathways for Learning in Higher Education

The Pathways Project for Learning in Higher Education is a collaboration between the Higher Education Innovation and Research Applications (HEIRA) at the Centre for the Study of Culture and Society (CSCS) and the Centre for Internet and Society (CIS). The project is supported by the Ford Foundation and works with disadvantaged students in nine undergraduate colleges in Maharashtra, Karnataka and Kerala, to explore relationships between technologies, higher education and the new forms of social justice in India.

Accessibility

India has an estimated 70 million disabled persons who are unable to read printed materials due to some form of physical, sensory, cognitive or other disability. The disabled need accessible content, devices and interfaces facilitated via copyright law and electronic accessibility policies. So far we have organised Right to Read campaigns in the four metro cities of Chennai, Kolkata, Delhi and Mumbai, made a submission to amend the Indian Copyright to the HRD Ministry, researched on accessible mobile handsets in India, analysed the Working Draft of the Rights of Persons with Disabilities Act, and published a policy handbook on e-accessibility and a book on universal service for persons with disabilities.

Publications

Universal Service for Persons with Disabilities: Published by G3ict and CIS in cooperation with the Hans Foundation. The book is co-authored by Axel Leblois, Executive Director, G3ict, Deepti Bharthur and Nirmita Narasimhan.
The Business Case for Web Accessibility: NASSCOM Foundation has published a handbook on web accessibility titled “Understanding Web Accessibility — A Guide to Create Accessible Work Environments”. Nirmita Narasimhan authored a chapter “The Business Case for Web Accessibility”.

Submission

Accessibility in the New Telecom Policy 2011: CIS was part of the 27 organisations that responded to the call for comments on NTP 2011. The submission was made to the Department of Telecommunications, Ministry of Communications & Information Technology, Government of India on 9 December 2011.

Award

Nirmita receives NIVH Award: Nirmita Narasimhan received the NIVH Excellence Award from Justice AS Anand (retd), former chairman of the National Human Rights Commission, on International Day of Persons with Disabilities at the National Institute for the Visually Handicapped in Dehradun on Saturday, 3 December 2011. The Tribune covered the award ceremony and published this in their newspaper on 3 December 2011.

ITU Meeting and Tutorial on Audiovisual Media Accessibility, organized by the International Telecommunication Union, India International Centre, 13 – 15 March 2012. Access to Knowledge

Access to Knowledge is a campaign to promote the fundamental principles of justice, freedom, and economic development. It deals with issues like copyrights, patents, and trademarks, which are an important part of the digital landscape. We prepared the India report for the CI IP Watchlist, made submission to the HRD Ministry on WIPO Broadcast treaty, questioned the demonization of pirates, and advocated against laws (such as the PUPFIP Bill) that privatize public funded knowledge.

The seventh session of the World Intellectual Property Organization's Advisory Committee on Enforcement (ACE) was held in Geneva on 30 November and 1 December 2011. Pranesh Prakash participated in the event and made the intervention.
Comment by CIS at ACE on Presentation on French Charter on the Fight against Cyber-Counterfeiting: Pranesh Prakash responded to a presentation by Prof. Pierre Sirinelli of the École de droit de la Sorbonne, Université Paris 1 on 'The French Charter on the Fight against Cyber-Counterfeiting of 16 December 2009 during the seventh session of the World Intellectual Property Organization's Advisory Committee on Enforcement (ACE) held in Geneva.

CIS Hosts Scanned Version of George Orwell’s Books vs. Cigarettes: Verbindingen/Jonctions (V/J), the bi-annual multidisciplinary festival organised by Constant took place on 1 December 2011. CIS hosted the scanned pages of the essay in public domain.

Openness

Innovation and creativity should be fostered through openness and collaboration. The advent of Internet has radically defined what it means to be open and collaborative. The Internet itself is built upon open standards and free/libre/open source software. Our endeavour has resulted in a report on open government data, a report on online video environment in India and a film on oral citations on the Wikipedia.

Award

Inaugural EPT Award for Open Access: The Electronic Publishing Trust for Development is pleased to announce the winners of a new annual award to be made to individuals working in developing countries who have made a significant personal contribution to advancing the cause of open access (OA) and the free exchange of research findings. The winner of the inaugural award is Dr Francis Jayakanth of the National Centre for Science Information, Indian Institute of Science, Bangalore, India.

Internet Governance

The Tunis Agenda of the second World Summit on the Information Society has defined internet governance as the development and application by governments, the private sector and civil society, in their respective roles of shared principles, norms, rules, decision-making procedures and programmes that shape the evolution and use of the internet. CIS partnered with Privacy International and Society in Action Group which has produced outputs in banking, telecommunications, consumer rights, media law, sexual minorities, etc., and submitted seven open letters to Parliamentary Finance Committee on UID covering several aspects, feedbacks on NIA Bill, and IT Rules.

Accessibility

Estimates of the percentage of the world's population that is disabled vary considerably. But what is certain is that if we count functional disability, then a large proportion of the world's population is disabled in one way or another. At CIS we work to ensure that the digital technologies, which empower disabled people and provide them with independence, are allowed to do so in practice and by the law. To this end, we support web accessibility guidelines, and change in copyright laws that currently disempower the persons with disabilities.

Nirmita Narasimhan got a National Award for Empowerment of Persons with Disabilities from the Government of India on 3 December 2010. The award was presented by Smt. Pratibha Patil, President of India under the Role Model category. The event was telecast live on Doordarshan.

Abstract

The discourse around youth-technology-change - digital natives, if you will - has been shaped by self explanatory buzzwords like participation, collaboration, mobilization etc. These words seem to hold a promise of revolutions and change without actually acknowledging material practices or complex relationships that young people have with technologies and visions of change. Trying to decode these words through case-studies from the Global South, this talk hopes to offer new frameworks through which digital natives can be studied and understood in emerging ICT contexts.

Bio:
Nishant Shah is the co-founder and director of research at the Bangalore-based research organization Centre for Internet and Society. He studies questions of governance, identity, planning and body at the intersections of digital technologies, law and everyday cultural practice.

He is a visiting researcher at the Centre for Digital Cultures at Leuphana University, Germany, and an International Knowledge Partner on 'Youth, Technology and Change' with Hivos, Netherlands. He recently co-edited the four-volume book series "Digital AlterNatives with a Cause?" that captures discourse, practice and policy as it shapes and is shaped by youth driven, everyday practices of digital technologies and is currently working on looking at civic action in networked societies.

D:Coding Digital Natives

Nishant Shah was invited for a public talk at the University of California, Los Angeles. He presented the work done on Digital Natives and spoke about questions of participation and resistance. The talk has been featured in the YouTube channel.

Nishant spoke about the ways by which technology revolution and change has been characterised through the question of voice (how technology has enabled for alternative voices to emerge as ways by which they can be heard), question of amplification (what 10 years ago might have been local phenomena are becoming global spectacles) and the question of power (what really happens when voice and amplification comes to an end).

Nishant said that in the last three years of revolutions we have also now witnessed this extraordinary thing where lot of promises were made of different kinds of revolution but which never materialised in terms of what they intended to. Citizen action happens but it doesn’t lead into anything concrete. One of the examples from India was the Anna Hazare’s campaign or India’s fight against corruption. There was this immense amount of campaign on the corruption in Indian bureaucracy and political society... the only instance of mass mobilisation that we saw in India in recent times apart from the cricket series...and how the campaign in seven short months has totally disappeared from public discourse.

What do you understand by the term Digital Native? Do you consider yourself one? Do you think you need to belong to a particular socio-economic-geographical background to be considered a Digital Native?
For me, Digital Native means being equipped most of the time with gadgets that we have nowadays. The idea pertains to the usage of these gadgets to alleviate day to day activities or for mere pleasure. I can say that I am a Digital Native because from the moment I wake up, go to work, eat or rest I usually have a gadget in my hand. Being a Digital native doesn’t entail belonging to upper class of the society. In Philippines, most citizens own a cell phone or television. Government and private institutions bring mobile libraries or computers to depressed areas so they can be empowered by technology. One of the primary requirements of being a digital native is not your political, regional, societal or even physical status but instead it requires a level of openness or acceptance to the new technology that’s in your hands. I think the issue is how you plan to utilize this gadget to help yourself in your daily life, and how responsible you are in carrying out their functions for the promotion of the common good which may not be detrimental to others. If you’re an open and responsible user of technology then I think you are worthy to be called a Digital Native.

How effective are digital activism campaigns in raising awareness about an issue?
The online platform is an instrument for freedom of expression. Just like any protests on the street, technology provides a bigger arena to anyone to fight for their rights. But I would also add that though it is good to state what you believe in and what you’re supporting online, we should also be more responsible as users of technology. As long as we still respect others and there are no derogatory statements that may harm others, social media platforms have been useful in many ways.

A recent example of online activism is the ‘Get Kony 2012’ video campaign created by US-based NGO Invisible Children. What are your thoughts on the campaign?
It’s heart-breaking but at the same time empowering. The video compares life in a developed country with that of a developing one and exposes what is happening in Uganda. It effectively motivates us to do something good, now.

Are we seeing a trend where digital natives are more involved with local causes than with global, larger issues that don’t immediately impact their lives?
I think the use of technology empowers everyone from high officials to ordinary individuals to push their cause, stand for their rights and make this world a better place. Any local cause from a community which is posted online is no longer just a local cause but can transform into an issue that has global resonance. Somewhere in the world, other places might be experiencing the very issue that a small community is trying to highlight, so social media platforms help project a local cause into a global one. It makes our world closer so that everyone can lend a helping hand no matter how many miles we are all apart.

Computer Science & Society – The Roles Defined

Computer Science has had a big impact on the growth of modern society. In today’s world keeping in mind the intersection between society and technology, creating powerful machines alone isn’t enough rather the role of computer science in society is undergoing a change, says Samuel Tettner in this blog post.

This week much fuzz is being made about Watson, an IBM super computer that handily defeated two of the most successful Jeopardy! champions and made it look easy. This event coincides with an interview in Time magazine with Ray Kurzweil, an American author, inventor and futurist involved in fields such as optical character recognition (OCR), text-to-speech synthesis, speech recognition technology, and electronic keyboard instruments. As a technology enthusiast he often talks about artificial intelligence and is a firm believer in ‘the singularity’, a moment in time when computers will become more intelligent than human beings.

These two events are representative of a society-wide fascination we have with machines that can become ‘smarter’ than us. Such fascination is the substance of popular science fiction as prophesied by the likes of Isaac Asimov and Douglas Adams. I think this sub-culture has taken hold of mainstream computer science, with the announced arrival of the ‘Network Society’ and the insane profit software and IT companies have accumulated in the 90s and the 00s. The cult of information has reached too far. The technological cloud of today, like the market of yesterday, is more and more conceived as something omnipresent, both being everywhere and nowhere, and omniscient, capable of knowing everything. Those who believe the cloud is going to save us all with its super human powers are as blinded as those free market ideologues who thought liberalization would bring democracy, peace and stability in the early 90s. This tendency to elevate our human practices and hold them as outside of ourselves, in the pursuit of something greater than ourselves has potential damaging consequences.

There was a time when technological advances in the field of computer science were greatly beneficial to society. With more raw computational powers novel understandings of the world were possible: Everything from statistical models of weather patterns, to the sequencing of the human genome, to improvements in telecommunication greatly benefited from them. We allocated millions of dollars to research and development because there was a premise that with greater computation, better understanding of the world would be possible which in turn would lead us to live healthier and more productive lives. Today however, our most pressing global issues benefit less and less from raw technological advances. Global climate change and environmental destruction are not issues because we lack the tools to analyze the complicated mathematical models which describe the effects human societies have on the planet for example. IBM says that it plans to use the powerful computer in the health care sector: “IBM researchers are working to apply the system to business uses, such as helping physicians and nurses find answers within huge volumes of information. A doctor considering a patient's diagnosis could use Watson's analytics technology along with Nuance's voice and clinical language understanding offerings to rapidly consider all the related texts, reference materials, prior cases and latest knowledge in medical journals to gain information from more potential sources then previously possible, making the physician more confident in the patient's diagnosis.”1

I find it impossible not to ask if these are really the areas where we ought to concentrate of scientific efforts. Take for example a society like the USA, where IBM is located. Diseases like diabetes, heart disease, and smoking-related illnesses, which cause society billions of dollars a year, are highly preventable. Public health campaigns and changes in eating patterns are more promising than advances in technology when it comes to solving issues like this.

Don’t get me wrong, computer science has an important role to play in society. I don’t think this role needs to continue being framed as a race to build the most powerful machine. One of the bigger impacts of digital technologies in the last few years has been the usage of social media in political and social causes. The revolutions in Iran and Egypt most recently are examples of how digital technologies played major roles in societal transformations. And yet, the technological side of twitter and Facebook is very simple, certainly very simple compared to the room-sized, 90 servers and 360 computer chips Watson. More and more, the interplay between society and technology is becoming the determinant factor in determining the impact of the technology. This signifies in my opinion a transition point in the field of computer science— it is no longer enough to build faster, more powerful machines with more raw computing power.

While we continue to imagine our role with digital technology as one of creator-creation we will always run the risk of pulling a Frankenstein. While we continue to attribute value to technologies based on their sheer computing power and not on their application to social causes we make it easier to displace our objectives and goals. We have to demystify computer science similar to how we had to demystify economics a couple of years ago with studies about the irrationality of human beings. Markets are made of people, and computers are made by and for people. We cannot continue to conceive ‘the cloud’ as a dehumanized identity foreign and above ourselves. The idolization of computers and of computer systems only pushes us further from achieving tangible results.

Colour Me Political

What are the tools that Digital Natives use to mobilise groups towards a particular cause? How do they engage with crises in their immediate environments? Are they using their popular social networking sites and web 2.0 applications for merely entertainment? Or are these tools actually helping them to re-articulate the realm of the political? Nishant Shah looks at the recent Facebook Colour Meme to see how new forms of political participation and engagement are being initiated by young people across the world.

On Facebook, now acclaimed as one of the most popular social networking sites in the world, the one thing that almost all the users engage is, in updating their status updates. These updates can be varied – capturing personal moods and emotions, reporting on things that strike one in the course of a normal day, offering political opinions, suggesting movies and books to friends, and often making public announcements of important events in life. The updates appear as a live feed, updates in almost-real time, letting people in networks connect, know, discuss and share information about their personal lives. Often, to outsiders, these updates would appear pointless; I remember somebody asking me, “But why would I want to know what you had for breakfast?” Many status updates indeed border on the everyday and ordinary, of no interest to anybody but the immediate networks.

However, in the first half of January in 2010, Facebook users across the world started observing a strange pattern. Many people in their networks were making one word status updates with the name of a colour. Just that. A colour. Facebook users woke up to find “Green!”, “Red!”, “White!” “Black!” in their live feed. No explanations and a cryptic silence. It was a viral phenomenon, with the colours appearing across the board, in different parts of the world, spanning all languages, cultures, and contexts. Also, it was observed, almost all of the users putting this update, were women. It created a lot of discussion, speculation, curiosity and conspiracy theories. Blog posts discussing this phenomenon started appearing. People were twitting about it. There was an element of surprise, and perhaps of frustration, because the people making those colour updates were refusing to offer any explanations.

Eventually, after a few internet years (about 3 days, I think!) the word got out. It was a meme. A meme is an internet gene (because it replicates) which spreads virally, through different social communication and networking sites. It invites people to participate in a series of actions, either to answer a question or perform a certain act, and pass it along. The colour updates were a part of the meme which was doing the rounds on the internet:

"Some fun is going on.... just write the color of your bra in your status. Just the color, nothing else. And send this on to ONLY girls, no men .... It will be neat to see if this will spread the wings of cancer awareness. It will be fun to see how long it takes before the men will wonder why all the girls have a color in their status."

What the message managed to do was take an important cause and through fun, and play, and a little bit of excitement, got young women around the world to ponder on the possibility, cure and prevention of breast cancer. What was just a personal update capturing space suddenly became a place of political mobilisation and participation. Both, men and women, reading those colours, took a moment to think about breast cancer and spread the word among their friends. Discussions, which started with curiosity, ended with a sombre note. While there are speculative theories about how some women in Detroit started this particular meme, there is no credible source of information.

What is particularly of interest, is how, without any apparent funding, or organisation, or the infrastructure that generally accompanies such behemoth projects, this viral meme captured more attention and had more people participating than most campaigns started by traditional activists or governments. What Facebook, and other spaces like it offer, is the infrastructure and the potential for such massive movements. As the Digital Natives grow up with new technologies, they change the landscape of political and social transformation. And the cryptic colour updates is telling us the story of how things will change in the future.

Collaborative Projects Programme

The Centre for Internet and Society recognises collaboration and consultation as its primary mode of engaging with research and intervention. The Collaborative Projects Programme (CPP) is CIS’ platform for partnering (intellectually, logistically, financially, and administratively) with other organisations, individuals and practitioners in projects which are of immediate concern to the work that CIS is committed to.

The Collaborative Projects Programme also expands the scope of research to produce a synergy between research and praxis. The CPP is, in many ways, the in-house research that CIS undertakes, in collaboration and consultation with other organisations, institutions and individuals who have a stake and a say in the field of Internet and Society. The CPP is not bound by any theme of programmatic modalities and is envisioned more as a way for CIS to extend its field and establish a strong network with other exciting spaces in the Global South.

The Collaborative Projects Programme can include, but is not limited to, organising of large conferences or workshops; developing tools for better research and advocacy; data mining towards a specific goal that complements CIS’ vision; producing original monographs/publications/books targeted at different audiences; experimenting with new technologies to affect policy and usage; implementing pilot studies and instances of existing ideas; developing schemes to integrate education and technology; public intervention and awareness campaigns geared towards particular outcomes; celebrating certain aspects of internet technologies; engaging with digital natives; and creating new environments of learning and participation online.

The CPP is NOT a grant making programme. However, we are interested in partnering on new and innovative ideas and would welcome conversations with people and organisations in the field. The past decade (2001 – 2011) has been marked by unprecedented democratic protests across the globe. Not only have citizens risen against autocratic regimes or systemic corruption, which is not unprecedented in itself, but also, a spark in one region inflamed solidarity among neighbouring nations to pick up the placards and march for change. Plenty has been written about the strategic deployment of social media, Web 2.0 platforms and Smart-gadgets by the digital natives (the youth and the old alike) to rewrite the rules of citizen activism.

In this issue of the newsletter, we explore the mechanics of activism aided by media: web, social, digital, and traditional. What do we understand by a cause and how does it find resonance at the local and global platforms? Is the digital native a community player or a global citizen? How do digital natives connect, collaborate, mobilize and bring about their visions of change? The aim is to not establish or reinforce these dichotomies, if indeed they exist, but to understand the dimensions of the stage the digital natives operate on and if that stage is a synecdoche for global youth-led civic action. A case in point: ‘Slut Walk’ moved from being a one-off march in Toronto to becoming a global movement and came full circle when small towns and cities across the world organized protest marches with a local ‘twist’.

Topics that contributors can explore:

What do we understand by citizen activism? How has citizen activism changed over the last 10 years with the advent of new media tools?
Youth as 'change agents'. Are protest movements youth oriented today? How are civil rights movements of the past decade different from the wave of movements that marked the 60s? (women's lib, LGBT rights, civil rights, disability rights). Explore the mechanics of organizing, mobilizing and measuring the success of a campaign in both the cases.

CIS anniversary

The Centre for Internet and Society will celebrate five years of its existence with an exhibition showcasing its works and accomplishments.

This was published in Hindu Business Line on May 5, 2013

The exhibition will be held concurrently at both Bangalore and Delhi offices from May 20 to 24, 2013, said a press release.

“To promote transparency, we're getting the general public to be our auditors by throwing open our account books and contracts which show how we have spent the Rs 8.3 crore received from our donors.”

The exhibition will also see artists like Kiran Subbaiah, Tara Kelton, Navin Thomas, Abhishek Hazra, among others exhibiting their works, as well as lectures.

China's Generation Y : Youth and Technology in Shanghai

Within the context of internet technologies in China, Nishant Shah, drawing from his seven month research in Shanghai, looks at the first embodiment of these technologies in the urbanising city. In this post, he gives a brief overview of the public and academic discourse around youth-technology usage of China's Generation Y digital natives. He draws the techno-narratives of euphoria and despair to show how technology studies has reduced technology to tools and usage and hence even the proponents of internet technologies, often do a disservice to the technology itself. He poses questions about the politics, mechanics and aesthetics of technology and offers the premise upon which structures of reading resistance can be built. The post ends with a preview of the three stories that are to appear next in the series, to see how youth engagement and cultural production can be read as having the potentials for social transformation and political participation for the Digital Natives in China.

Change has come to all of us

The general focus on a digital generational divide makes us believe that generations are separated by the digital axis, and that the gap is widening. There is a growing anxiety voiced by an older generation that the digital natives they encounter — in their homes, schools and universities and at workplaces — are a new breed with an entirely different set of vocabularies and lifestyles which are unintelligible and inaccessible. It is time we started pushing the boundaries of what it means to be a digital native.

In this connected world, the geek is everyone — from a grandma on Skype to a teen on Second Life.

Two self-proclaimed digital natives, on a cold autumn morning in Amsterdam, decided to leave the comforts of their familiar virtual worlds and venture into the brave new territories of real-life shopping. Though slightly confused by the lack of click-and-try options and perplexed by the limitations of the physical spaces of shopping, we plodded along, shop after shop, thinking how much easier it is to chat on IM while flying through Second Life as opposed to face-to-face interactions while walking on crowded streets. After we had run out of shops (and patience), we decided that it was time to rely on better resources than our own wits. The Dutch girl fished out her Android smartphone and with the single press of a button, opened up channels of information. She called her mother. She asked for the location of the store that was eluding us. And then she looked at me in silence before bursting into laughter. Her 64-year-old mother, in response to our question, had said, “Why don’t you just Google it?”

We spent five minutes in stunned laughter when we realised that we should have instinctively done that and that we were being asked by somebody from Generation U to “get with it”. Funny (and slightly embarrassing) as it is, it brings into focus, the question, “Who is a digital native?” For those of you who have been reading this column, it has been defined in terms of age and usage. A digital native is generally somebody young, somebody who is tech-savvy, somebody who can perform complicated calisthenics with digital technologies — throwing virtual sheep, having instant relationships, writing complex stories and pirating their favourite movies — in one nonchalant click of the mouse. However, these kinds of digital natives are only stereotypes.

If we move away from these descriptions of novelty, of excitement and of youth, a different kind of digital native emerges for us. A digital native is somebody whose way of thinking (about himself and the world around) is significantly informed because of the presence of and familiarity with the internet and digital technologies. In other words, a digital native is a person who has experienced (and is often led to) change because of their interactions with new technologies.

It can be a middle-aged man whose business changed when he started tracking his supplies using complex and sophisticated databases. It can be a mother of two, finding support and help raising her children on online communities like Bing. It can be a senior teacher re-discovering pedagogy through distributed knowledge systems on Wikipedia. It can be grandparents who interact with their grandchildren over Skype and text messaging, across international borders and lifestyles. It can be a mother telling her digital native daughter to “just Google it!” over the cellphone.

And as things might be, Shamini, my 15-year-old bonafide digital native correspondent from Ahmedabad, recently wrote that she got off Facebook and deleted her account. “It felt like I had retired from a job,” she said. But she was away from Facebook only for four months, dissociated from all the “time, energy and drama that it caused” and was quite enjoying it. After four months of self-imposed exile, she, however, resurfaced on Facebook. And it was to stay in touch with her aunt and uncle, who live in faraway lands, and cannot keep in touch with her unless she is on Facebook. Shamini was surprised at this. After spending much time convincing them about trying to use email and phones to keep connected, she finally gave in and started a new account that nobody knows of. And she asked me the important question: Who is the digital native now?

My grandmother used to tell us, “Nobody is born knowing a language.” I think it is time to start applying the same logic here. Nobody is born with technologies. But there are people — perhaps not yet a generation, but still a population — who are changing their lives and significantly transforming the world by turning Google and Facebook and Twitter into verbs and a way of doing things. So the next time, somebody asks you if you know a digital native, don’t look for somebody out there — it might just be you!
