    <title>[Open] Innovation and Expertise &gt; Patent Protection &amp; Trolls in a Broken Patent Regime (Interviews with Semiconductor Industry - Part 3)</title>

        &lt;b&gt;This is the third of a four-part blog series1 highlighting findings from a small sample of interviews with fabless semiconductor industry professionals in Taiwan. These industry insiders was approached for the intent of understanding expert knowledge on the process of integrated circuit design. However, the conversations resulted in leanings far beyond that scope. This post explores some of their views on the current intellectual property system.&lt;/b&gt;
        &lt;p&gt;&lt;span&gt;The intellectual property framework is meant to provide a temporary monopoly so those taking the risk to invest time, money, and resources into research 	and development can reap the returns for that investment without having to worry about others undercutting their price and competing for market share. 	Registration of patents supposedly encourages the dissemination of ideas and overall greater knowledge contribution for public access and eventual public 	domain. The interviewees were asked about their thoughts on this system of protection, incentivization, and knowledge-share, resulting in five broad 	themes:&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;1) Expertise trumps patent ownership&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Particularly today in a digital world where innovative ideas and concepts can be easily shared, the first thing many people think about when discussing 	innovation, is the need to protect via patents. A vast amount of literature attempts to review the implications of patents' on technological innovation and 	economic development.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, one interviewee noted that this emphasis on patent protection often overshadows what is much vital to the success of a technology business or 	industry - the &lt;em&gt;people: &lt;/em&gt;the expertise and experience of the companies, their engineers, and their management. A lot of knowledge and 'intellectual 	property' lies in the procedures and processes which have resulted in effective application of standards and high level of performance for ones' products. 	The value of these skills and intelligence of human resources far outweigh the importance of protecting and owning patents.&lt;/p&gt;
&lt;p&gt;2) Broken patent system&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;There was a clear consensus that the number one intellectual property concern is the need to revamp the current patent regime, with all interviewees 	agreeing that "useless patents" were being filed. Some suggestions for improvement included international standardization regarding the definition of a 	patent, the process of patent applications, and the scope of what a patent should cover. One interviewee believed that currently, the patent system actually prevents technological innovation, because one single patent can cover many ways of achieving something. The Apple patent entitled '	&lt;em&gt;Method for providing human input into computer' &lt;/em&gt;which patents nearly every single possible human-computer interaction is an example of this.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;strong&gt; "Patents today are trivial, and don't contain information regarding HOW to make something; there are too many &lt;em&gt;process&lt;/em&gt; and &lt;em&gt;design&lt;/em&gt; patents, and not enough &lt;em&gt;functional&lt;/em&gt; patents...merely competitive differentiations rather than fundamental technological changes" &lt;/strong&gt; . 	&lt;br /&gt; &lt;br /&gt; This quote expressed the perception that only inventions that affect functionality in a fundamental way should be patented. A patent should not be claimed 	for something you cannot do, or does not show any kind of knowledge for how to solve a problem. One interviewee suggested that if a patent is granted 	without use for 3 years either by the owner or through licensing, the patent should be considered invalid.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Another industry expert explained that numerous patent applications are entered into the system without enough resources and competencies in the government 	to review them well. Albeit suggested in a joking manner, there may be truth to his claim that a knowledgeable intellectual property tech expert would opt 	to work for the more lucrative law firm over the government. He observed over the years a cycle where patents are easily approved, in which if a lawsuit 	arose, the patents are assessed more carefully again, resulting in massive inefficiencies for the system.&lt;/p&gt;
&lt;p&gt;3. Patent Trolls&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The poor execution of the patent system has resulted in the phenomenon of 'patent trolls', or what is more neutrally termed as non-practicing entities 	("NPEs")[&lt;a href="#1"&gt;1&lt;/a&gt;] or patent assertion entities 	("PAEs").[&lt;a href="#2"&gt;2&lt;/a&gt;] As explained by one interviewee, 	the business models of these entities often begin by conceiving of future technologies which may be necessary or foreseeable in the near future. Then, they 	seek to patent those ideas with no intention of actually producing producing or manufacturing the product. The main purpose is to profit through litigation 	and licensing. An example given of a patent trolling company was "Intellectual Ventures", which describes themselves as an "invention capital company" that "owns some of the world's largest and fastest growing intellectual property portfolios"[&lt;a href="#3"&gt;3&lt;/a&gt;]&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The difficulty is that patent trolls are virtually indistinguishable from aspiring inventors and engineers, who may seek to manufacture and scale up their 	products through outsourcing and licensing. In addition, the lack of actual production makes valuation, legislation, and enforcement around this practice 	extremely difficult.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt; "The problem is, the guys who have patents think it's worth this much money… and the company that wants to license think it's worth another 		amount. From a regulatory or legal point of view, it's very difficult to legislate these things… you can't legislate a value right? In the end, 		it's how much the customer is willing to pay for it. It doesn't matter how many years someone's been working on it, if no one wants to buy it, it's not 		worth anything." &lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Robert L Stoll, former USPTO Commissioner of Patents says the most effective way to reduce predatory behavior is to ensure bad patents don't get issued in 	the first place, highlighting a legislation in the America Invests Act of 2011 which allows third parties to challenge granted patents on basis of former prior art, and non-technical financial or product patent.[&lt;a href="#4"&gt;4&lt;/a&gt;] Increased collaboration shown through standards and cross-licensing&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The development of standards is very "fashionable" at the moment, according to one interviewee, who expressed his desire for his own company to be more 	involved in the process. However, another interviewee stated that more could be done to enhance collaboration within industry so that technologies could be 	provided free of licensing and ultimately benefit society at large through greater interoperability. Although there are signs of partnerships through 	cross-licensing agreements, particularly amongst larger firms, there are limitations because not everyone, including small firms, can afford it.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Most interviewees also expressed the need for greater emphasis on knowledge and research, rather than relying on proprietary technologies, which may 	actually hinder technological innovation. Examples given for companies doing this were Google and IBM, who both have more of a research background, and 	potentially have more research and development resources to engage in this kind of work.&lt;/p&gt;
&lt;p&gt;5) Need for more openness&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;One interviewee who had extensive experience in the hackerspace community was an advocate for openness within the industry, and believed many companies had 	the option to become more open and effectively 'outsource' their research and development to the larger community.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Some successful projects he suggested was an open-sourced graphics processing unit ("GPU"), which does not exist even for the largely open Rasberry Pi. 	Even the development of a lower quality open sourced GPU in the market would result in tremendous demand, in his opinion. The ARM technology, the most 	popular CPU in the market is also currently semi-closed, and could in his opinion have benefited from more openness.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;One interviewee expressed disappointment that all of the chips in his company was proprietary, even those that were no longer in production due to fear 	that competitors would be able to anticipate future developments from past projects. He suspected that many things were protected simply because the legal 	department assumed confidential and proprietary, without necessarily a coordinated long-term vision from head management. It is this normalized culture in 	industry that is, in his opinion a great hindrance to innovation, development, and accessibility of technology.&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;तीन दिवसीय यह सम्मेलन 20 नवंबर को आरंभ हुआ. इसके उद्घाटन सत्र को मोज़िला  के लोकलाइजेशन ड्राइवर एक्सेल हेच्ट, आईआईटी मद्रास की प्रोफ़ेसर हेमा  मूर्ति, आईआईटी मद्रास के ही हेमचंद्रण कराह और सीडैक के सहायक निदेशक  जसजीत सिंह ने संबोधित किया.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;पहले दिन के शाम के पैनल डिसक्शन में मोज़िला की पेइंग मो और आर्की तथा  अवाया के जी. करूणाकर और फ्यूल प्रोजेक्ट के संस्थापक राजेश रंजन के  मॉडरेशन में खुली परिचर्चा हुई. पहले दिन के कार्यक्रम में कई जाने-माने  भाषाई कंप्यूटिंग पर काम करने वाले विद्वानों ने हिस्सा लिया.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;तमिलनाडु के स्थानीय भाषाई तकनीक विशेषज्ञों के अलावा इस सम्मेलन में  भारत और नेपाल के विभिन्न भाषा-भाषाई हिस्से के करीब पचास से अधिक लोग  उपस्थित हुए. तीन दिवसीय इस सम्मेलन का पहला दिन सभी लोगों के लिए खुला था  जबकि अगला दो दिन मोज़िला लोकलाइजेशन हैकाथन का कार्यक्रम चला जिसके लिए  सहभागी ख़ास तौर पर आमंत्रित किए गए थे.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;लोकलाइजेशन किसी स्रोत भाषा से स्थानीय भाषा में किसी उत्पाद को बदलने  की पूरी प्रक्रिया को कहा जाता है. इसके अंतर्गत मोज़िला के विभिन्न  उत्पादों के लोकलाइजेशन यानी स्थानीयकरण की प्रक्रिया, उसमें सुधार और  भविष्य की कार्ययोजना पर विस्तार से चर्चा हुई. पूरे कार्यक्रम का संचालन  सी-डैक के तकनीकी अधिकारी चंद्रकांत धूताडमल ने किया.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;उद्घाटन सत्र का आरंभ करते हुए फ़्यूल प्रोजेक्ट के संस्थापक राजेश रंजन  ने फ़्यूल प्रोजेक्ट के बारे में उपस्थित श्रोताओं को बताया. उन्होंने  बताया कि महज सामुदायिक योगदान और कुछ संगठनों की मदद के बदौलत भाषाई  संसाधन का यह प्रोजेक्ट दुनिया का सबसे बड़ी खुली परियोजना बन गई है. मानक  तकनीकी शब्दावली, स्टाइल गाइड, ट्रांसलेशन एसेसमेंट मैट्रिक्स सहित कई  महत्वपूर्ण संसाधनों से लैस यह प्रोजेक्ट विश्वव्यापी भाषाई संदर्भ का बड़ा  अभिलेख बन गया है.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;गौरतलब है कि दुनिया की क़रीब 60 भाषाओं के भाषा समुदाय अभी इस परिजोयना  से जुड़ी हुई है. मोज़िला के एक्सेल ने भारत में बढ़ रहे इंटरनेट  उपयोगकर्ताओं के महत्व को रेखांकित करते हुए बताया कि मोज़िला और इसके खुले  मूल्यों की उपस्थिति कितनी महत्वपूर्ण है. हेमा मू्र्ति ने कहा कि अभी भी  भाषाई कंप्यूटिंग की स्थिति काफी अच्छी नहीं हुई है और इस क्षेत्र में काफी  काम किए जाने बाकी हैं.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;जसजीत सिंह ने कहा कि कुछ और बड़ी कंपनियों के साथ फ़्यूल का जुड़ाव  होना जरूरी है और उन कंपनियों को सामुदायिक रूप से तैयार किए गए संसाधन के  महत्व को समझना चाहिए. समानता के चिह्न और डिजिटल मानविकी का विकास पर  हेमचंद्रण का वक्तव्य बेहद उम्दा रहा. उन्होंने कहा कि डिजिटल मानविकी ने  पारंपरिक मानविकी को हैक कर लिया है. उन्होंने कहा कि हमें महज इंटरफेस  स्तरीय लोकलाइजेशन से ऊपर उठना चाहिए.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;कार्यक्रम में लिब्रेऑफिस के इटालो विग्नोली, हमारा लिनक्स के विकास  तारा, इतिहासकार रविकांत और जाने-माने ब्लॉगर रवि रतलामी ने भी अपना  वक्तव्य दिया. भाषाई तकनीक विशेषज्ञ बिराज कर्माकर, प्रवीण ए, शुभाशीष  पाणिग्रही, वीथिका मिश्रा, प्रवीण सतपुते, चंदन कुमार, राजू विंदाने सहित  कई लोगों ने अपना वक्तव्य दिया.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;गोवा विद्यापीठाचा प्रकल्प असलेला कोंकणी विश्‍वकोश हा लवकरच विकिपीडिया  या ऑनलाइन विश्‍वकोशावर संपूर्ण जगासाठी विनामूल्य उपलब्ध होणार आहे.  कोंकणी विश्‍वकोशाच्या डिजिटलायझेशनची प्रक्रिया सुरू झाली असून ती येत्या  दोन महिन्यात पूर्ण करण्याची योजना आहे.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;क्रिएटिव्ह कॉमन्स लायसन्सखाली कोंकणी विश्‍वकोशाचे पुन:प्रकाशन  करण्याचे हल्लीच गोवा विद्यापीठातर्फे जाहीर करण्यात आले होते. अशाप्रकारचा  हा देशातील अनोखा प्रयोग ठरेल. यामुळे विश्‍वकोशाचा अभ्यासकांना अधिक  मुक्तपणे वापर करता येईल. क्रिएटिव्ह कॉमन्स लायसन्सखाली मूळ मालकाला हक्क  राखता येतातच पण वापरकर्त्यांनाही माहितीत भर टाकण्याची, ती अधिक विकसित  करण्याची मुभा मिळते.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;आता बंगळूरस्थित सीआयएस ही संस्था गोवा विद्यापीठाच्यावतीने कोंकणी  विश्‍वकोशाचे चारही खंड डिजिटल माध्यमात परिवर्तीत करून विकिपीडियाद्वारे  संपूर्ण विश्‍वात नेण्याचे काम करणार आहे. एकदा हा विश्‍वकोश डिजिटल होऊन  विकिपीडिया या ऑनलाईन ज्ञानकोशावर गेल्यानंतर या विकिपीडियावर जगातील इतर  भाषांप्रमाणेच कोंकणीतून ज्ञानात्मक मजकूर निर्माण करणे तसेच चटकन संदर्भ  उपलब्ध करून देणे अधिक सोपे होणार आहे.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;गोवा विद्यापीठासाठी डिजिटलायझेशनचे काम करत असलेल्या सेंटर फॉर  इंटरनेट ऍन्ड सोसायटीच्या नितीका टंडन यांनी माहिती देताना सांगितले की,  येत्या दोन महिन्यांत विश्‍वकोशाच्या चारही खंडांचे डिजिटलायझेशन पूर्ण  करण्याची योजना आहे. त्यासाठी गोवा विद्यापीठातील कोंकणी विभागाच्या  विद्यार्थ्यांची तसेच अन्य इच्छुकांची मदत घेतली जाणार आहे.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;सीआयएस संस्था विकिपिडीयावर भारतीय भाषांतील मजकूर वाढविण्यासाठी काम  करते, अशी माहितीही टंडन यांनी दिली. दिल्ली, पुणे, बेंगलोर येथे असे गट  कार्यरत असल्याचे त्या म्हणाल्या. कोंकणी भाषेतून विकिपीडियावर फारच कमी  मजकूर उपलब्ध असल्याचे त्यांनी सांगितले. तो वाढविण्यासाठी प्रयत्न करण्यात  येत असल्याची माहिती त्यांनी दिली. त्यासाठी हल्लीच गोवा विद्यापीठाच्या  कोंकणी विभागातील विद्यार्थ्यांना एक खास कार्यशाळाही घेण्यात आली होती.  कोंकणी विश्‍वकोश एकुण चार छापील खंडांत असून या खंडांचे प्रकाशन गोवा  विद्यापीठातर्फे ग्रंथरूपात १९९१,१९९७,१९९९ व २००० साली याप्रमाणे झाले  होते. पहिल्या दोन खंडांचे संपादन मनोहरराय सरदेसाय यांनी तर खंड तीन व  चारचे संपादन डॉ. तानाजी हळर्णकर यांनी केले होते. या चार छापील  ग्रंथरूपातील खंडांची पृष्ठसंख्या ८६३, ९३४, ८२४ व १०११ अशी आहे.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;दरम्यान, विकिपीडिया संकेतस्थळ हे इंटरनेटवर सर्वाधिक भेट दिले जाणारे चौथ्या क्रमांकाचे संकेतस्थळ आहे.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;The programme director of Access to Knowledge at the Centre for Internet and Society, Bangalore, T Vishnu Vardhan is leading the growth of Wikipedia and Wikimedia projects in Indian languages as part of grant from the Wikimedia Foundation. His experience spans across academics, industry (media) and not-for-profit sectors. He talks about the spread of the Internet and social media in India and their impact on the traditional media. Excerpts:&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;How powerful are the Internet and social media today?&lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;One way to answer the question is to throw some data. There is 83 per cent of mobile connectivity, so and so per cent of Internet connectivity over computer in India, and so on. The data is important to understand the extent of penetration of digital technology in India, particularly through the mobile telephone rather than the PC-based or laptop-based access to the Internet.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;When you say mobile phones, are you talking about smartphones?&lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;These could be smartphones or feature-phones also. So many feature-phones are available in the market now. These phones do not cost much. Hardware, therefore, is not going to be anymore a deterrent for access to Internet. I have seen the elderly also getting accustomed to using computers so they can keep in touch with their children who live abroad.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;What about social media and its power in India?&lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;It is very powerful. At least it is believed to be powerful because right from political parties and politicians to small vendors, all are trying to leverage it. During the last five years, there has been a tectonic shift in this regard. It will be very interesting to see how the story unfolds in India.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;What is unique about India?&lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Social media is set to become bigger and bigger in India with companies like Google and Facebook gearing up to tap the regional languages market.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Is English increasingly becoming strong and all pervasive in India?&lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;I would believe it and get worried on that score. But the Internet is bringing in a lot of changes. Font problem has been solved too. The ramification of what takes place when this new regional language enabled market comes on board in social media platforms is still not very clear. But it is certainly going to be huge.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Whatever is happening in India now must be an old story in developed countries?&lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In the US and Europe, Internet penetration took place in the PC age. But we have bypassed the PC. Internet access in India through phone is growing rapidly. India is taking a completely new path for this.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Some social media websites are also trying to get into the news domain. Have you come across instances where news has been first broken in the social media?&lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;There are many such instances. One of the Wikipedians, Kartik Naga, took some pictures of the Mumbai terror attack and posted on commons. These were available to the world much before the traditional journalists could capture images of the incident. Real-time information about tsunami also came from people.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;In the West, some print publications — newspapers and magazines — have closed down because people have apparently switched over to the Internet.&lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The real issue here is whether traditional media wants to stick to a particular technology or it is ready to embrace a new technology for the production and dissemination of news, which is its core activity. If traditional media is averse to embracing the new technology, there will be all kinds of problems like the paper will shut down or some completely new random players will come and corner an old veteran and so on. But if the new technology is embraced, there will be new ways and means of benefiting from it. It depends on how a traditional media entity is looking at Internet and social media. In the last two or three years, we have also seen so many news stories that got made by social media. There is a buzz about social media, and traditional media picks it up and makes it even a bigger story. I do not agree with this drawing of lines between social and traditional media. I think it is a mixed media.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;You mean to say there is no threat to traditional media from social media in the long run?&lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;There is no threat. At the end of the day, production of news is not the business of people active on social media portals. Traditional media could actually thrive by the clever use of Internet and social media.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;What about news that breaks in social media and is imaginary or based on rumours. What happens then?&lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;These things do happen. People are working on finding out ways to verify news contents on social media. There are already people whose mission in life is to prevent rumour mongering on the Internet.&lt;/p&gt;

        &lt;b&gt;In all, 600 articles have been uploaded to the Tulu Wikipedia which is still in its incubation stage, according to U.B. Pavanaja, Wikipedia representative and Programme Officer, The Centre for Internet and Society, Bengaluru. &lt;/b&gt;
        &lt;p class="body" style="text-align: justify; "&gt;The article by Ravi Prasad Kamila was &lt;a class="external-link" href="http://www.thehindu.com/news/cities/Mangalore/tulu-wikipedia-in-incubation-stage-600-articles-uploaded-says-ub-pavanaja/article6636113.ece"&gt;published in the Hindu&lt;/a&gt; on November 26, 2014. Dr. U.B.Pavanaja gave his inputs.&lt;/p&gt;

&lt;p class="body" style="text-align: justify; "&gt;Speaking at a workshop on writing articles in Tulu, using Kannada  script, for Wikipedia at Sahyadri College of Engineering and Management  here on Wednesday, he said that since 2007 till this January there were  135 Tulu articles. The remaining 465 articles were added in the last  over nine months.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Workshops on writing articles in Tulu for Wikipedia organised in Udupi and Mangaluru had helped in adding more articles.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Mr. Pavananja, originally hailing from Sullia in Dakshina Kannada, said  that if Tulu Wikipedia was to be kept alive at least 50 to 60 articles  would have to be uploaded a month and it required at least 10 dedicated  writers.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;If one wants to write articles in Tulu, he or she would have to log on  to bilty.com/tuluwiki and later register there like registering while  creating a new e-mail id. Later one can write, edit or read articles  written in Tulu using Kannada script.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Karnataka Tulu Sahitya Academy had organised the workshop as a prelude  to the three-day ‘Vishwa Tuluvere Parba’ (Global Tulu Festival)  scheduled at the college from December 12.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;President of the academy M. Janaki Brahmavar requested the participants  to write articles about Tulu language and culture and about the coming  festival and upload.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;&lt;span&gt;Erik  Möller, vice-president engineering and product development, Wikimedia  Foundation, is one of the founder members of Wikipedia, along with Jimmy  Wales, since it started in 2001. Möller was in Bangalore over the  weekend to speak at a technical seminar at the Centre for Internet and  Society (CIS), a local chapter of Wikimedia. He spoke about India’s role  in the growth of Wikipedia not just in the sub-continent, but globally.&lt;/span&gt;&lt;span&gt; &lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;&lt;b&gt;BM: How significant is India in the Wikipedia movement?&lt;/b&gt;&lt;/span&gt;&lt;span&gt;&lt;b&gt;&lt;br /&gt;EM:&lt;/b&gt; Very significant and growing. I don’t have the data on exact number of  editors based in India. However currently, 2.4 per cent of all Wikipedia  edits globally are made from India. As a comparison, the UK’s is 6.5  per cent. India has overtaken Australia and (narrowly) Brazil since last  year. In the 2011 fundraiser, India reached the top 10 of countries  giving to the Wikimedia Foundation, with 39,000 donors from India giving  the equivalent of $360,468. The 2012 fundraiser will be launched in a  few days. (Interestingly, India is the only developing nation in the Top  10 contributing nations).&lt;/span&gt;&lt;span&gt;&lt;b&gt;&lt;br /&gt;&lt;br /&gt;Does the financial support from India surprise you?&lt;/b&gt;&lt;/span&gt;&lt;span&gt;&lt;br /&gt;Of  course not. You are a country of a billion people (laughs). I think  Wikipedia appeals to a lot of cultural sensibilities, sharing of  knowledge and culture. I think people here want to share.&lt;/span&gt;&lt;span&gt;&lt;b&gt;&lt;br /&gt;&lt;br /&gt;Where does India stand in the future of Wikipedia’s roadmap?&lt;/b&gt;&lt;/span&gt;&lt;span&gt;&lt;br /&gt;India  was identified as one of three global priority areas in our 2010-15  strategic plan (alongside Brazil and Arabic language countries). While  there are active Wikipedia communities in many Asian countries, India  continues to be the Foundation’s main focus area in (non-Arabic) Asia  through the “Access To Knowledge (A2K)” programme conducted by CIS as  our local partner, funded via a grant from the Wikimedia Foundation.&lt;/span&gt;&lt;/p&gt;
&lt;div style="text-align: justify; "&gt;&lt;span&gt;&lt;b&gt;From the standpoint of freedom to internet access, what do you think of Indian laws?&lt;/b&gt;&lt;/span&gt;&lt;/div&gt;
&lt;div style="text-align: justify; "&gt;&lt;span&gt;Depending  on your interpretation, specific laws in India could be challenging,  particularly in areas of mapping (geographically). We are concerned  about those things, but have to run with it. We consider ourselves  specifically (governed by) US laws from where we are legally published.  But then, Wiki is not an advocacy organisation that goes around telling  people which politician to vote for. As Wikipedia founder Jimmy Wales  said, it’s very important all people become educated on the issues. It’s  not up to us to decide what’s the correct map of India, of course, but  it is up to us to explain there is a controversy.&lt;/span&gt;&lt;/div&gt;
&lt;div style="text-align: justify; "&gt;&lt;/div&gt;
&lt;div style="text-align: justify; "&gt;&lt;span&gt;&lt;b&gt;&lt;br /&gt;Are you constantly bombarded with litigation world over?&lt;/b&gt;&lt;/span&gt;&lt;/div&gt;
&lt;div style="text-align: justify; "&gt;&lt;span&gt;Surprisingly not. &lt;/span&gt;&lt;/div&gt;
&lt;div style="text-align: justify; "&gt;&lt;/div&gt;
&lt;div style="text-align: justify; "&gt;&lt;span&gt;&lt;b&gt;&lt;br /&gt;What are the big developments happening in Wikipedia?&lt;/b&gt;&lt;/span&gt;&lt;/div&gt;
&lt;div style="text-align: justify; "&gt;&lt;span&gt;We  are currently running two pilot projects – Wikidata and Wikivoyage. For  example, today you can find out the GDP of each country on Wikipedia  but cannot query and arrange countries by GDP size. Wikidata will  allow you to do that. Similarly, Wikivoyage will provide matter-of-fact  information on local sites that are of interest to travellers.&lt;/span&gt;&lt;/div&gt;

&lt;p style="text-align: justify; "&gt;On Friday, in the same city that established the World Trade  Organisation nearly two decades ago, another significant treaty was  born. In Marrakesh, Morocco, international negotiators signed a treaty  that will make access to books for the visually impaired, blind and  print disabled easier.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;After a week of intense debate among the negotiators (facilitated by the  World Intellectual Property Organisation), the Marrakesh Treaty to  Facilitate Access to Published Works for Persons who are Blind, Visually  Impaired, or otherwise Print Disabled emerged.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;It will address the ‘book famine’ for the visually  impaired by “requiring its contracting parties to adopt national law  provisions that permit the reproduction, distribution and making  available of published works in accessible formats through limitations  and exceptions to the rights of copyright right holders.” Very simply,  it allows the waiver of copyright restrictions in order for books to be  available in formats such as formats such as Braille, large print text  and audio books.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Pranesh Prakash of the Centre for  Internet and Society, in his closing remarks said: “It is historic that  today WIPO and its members have collectively recognised in a treaty that  copyright isn't just an ‘engine of free expression’ but can pose a  significant barrier to access to knowledge.”&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;To  recognise that copyright should not frustrate access for some groups of  people and thereby to free books from that ‘constraint’ is of  immeasurable significance for people otherwise unable to access books in  the conventional format.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;The treaty also provides  assurances to authors and publishers that that system will not expose  their published works to misuse or distribution to anyone other than the  intended beneficiaries. “There are no winners and no losers, this is a  treaty for everyone,” said Moroccan Minister of Communications Mustapha  Khalfi, going on to describe it as the “Miracle in Marrakesh.”&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;There  are an estimated 285 million blind and partially-sighted people in the  world, of which the largest percentage lives in India. Only 1 to 7 per  cent of all books published are available in formats accessible to them.  India’s key campaigner for the treaty, the late Rahul Cherian of  Inclusive Planet was full of beans when he spoke to &lt;i&gt;The Hindu&lt;/i&gt; in December last year, anticipating the possibility of a treaty half a year later.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;“It  is a breakthrough!” he said excitedly as he broke the news, “The  Extraordinary General Assembly of the World Intellectual Property  Organisation has referred the Treaty for Visually Impaired Persons to a  diplomatic conference in June of 2013.”&lt;/p&gt;

        &lt;b&gt;Digitization is the only way to ensure preservation of valuable Odia books and old palm-leaf manuscripts for posterity, said eminent linguist Padmashri Dr Debiprasanna Pattanayak while inaugurating the two-day Odisha Day celebration organized by the Odia Wikimedia Community at Jayadev Bhawan here today.&lt;/b&gt;

&lt;p style="text-align: justify; "&gt;Among others, Prof Udayanath Sahu, the editor of Odisha Review Lenin  Mohanty, editor, Odisha Bhaskar,  Pradosh Pattnaik, language researcher,  Subrat Prusty from Kalinga Institute of Social Science (KISS) and   principal Dr Madan Mohan Sahu, Allhadmohini Mohanty, chairman,  Manik-Biswanath Smrutinyasa along with the Trust’s secretary Brajamohan  Patnaik, senior members Sarojkanta Choudhury and Shisira Ranjan Dash  took part in the deliberations.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;11 volumes of eminent Odia writer Dr Jagannath Mohanty were released in  free Creative Commons licenses. Besides, a DVD containing a new Odia  Unicode free font designed by &lt;a href="http://www.odialanguage.com/" target="_blank"&gt;www.OdiaLanguage.com&lt;/a&gt; a new Odia input tool, free software and offline Wikipedia were also released on the occasion.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;KISS will digitize these books by training its students, the organisers said.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Odia Wikipedia admin Mrutyunjaya Kar gave the inaugural speech while Subhashish Panigrahi from the Centre for Internet and Society read out the annual report and the vision of Odia Wikipedia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;It was announced that  the Odia WikiSource project will be activated soon.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;ಇದೇ ರೀತಿ ಕನ್ನಡ ವಿಶ್ವವಿದ್ಯಾಲ­ಯವು ಕೂಡ ತನ್ನ ವಿಶ್ವಕೋಶಗಳನ್ನು ಕ್ರಿಯೇಟಿವ್ ಕಾಮನ್ಸ್‌ನಲ್ಲಿ ಬಿಡುಗಡೆ ಮಾಡಬೇಕೆಂದು ಕನ್ನಡ ವಿಕಿಪೀಡಿಯಾ ಸಮೂಹವು ಕೋರಿದೆ. ಆದರೆ, ಅದಕ್ಕೆ ವಿ.ವಿ ಇನ್ನೂ ಒಪ್ಪಿಗೆ ಸೂಚಿಸಿಲ್ಲ. ಎಲ್ಲ ವಿ.ವಿ., ಅಕಾಡೆಮಿ, ಪರಿಷತ್ತು ಕನ್ನಡ ಸಾಹಿತ್ಯ ಪರಿಷತ್ತುಗಳು ತಯಾರಿಸಿದ ಮತ್ತು ಸರಕಾರದಿಂದ ಅನುದಾನ ಪಡೆದು ತಯಾರಾದ ಎಲ್ಲ ಮಾಹಿತಿ ಸಾಹಿತ್ಯಗಳನ್ನು ಕ್ರಿಯೇಟಿವ್ ಕಾಮನ್ಸ್ ಪರವಾನಗಿಯಲ್ಲಿ ಬಿಡುಗಡೆ ಮಾಡ­ಬೇಕು ಎಂಬುದು ಬಹುತೇಕರ ಒತ್ತಾಯವಾಗಿದೆ.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;ಜುಲೈ 15ರಂದು ಮೈಸೂರು ವಿಶ್ವವಿದ್ಯಾಲಯದ ಕುವೆಂಪು ಕನ್ನಡ ಅಧ್ಯಯನ ಸಂಸ್ಥೆಯಲ್ಲಿ ನಡೆಯುವ ‘ಮುಕ್ತ ಜ್ಞಾನ ದಿನಾಚರಣೆ’ ಕಾರ್ಯ­ಕ್ರಮದಲ್ಲಿ ಕುಲಪತಿ ಡಾ.ಕೆ.ಎಸ್. ರಂಗಪ್ಪ ವಿಶ್ವಕೋಶವನ್ನು ಅಂತರ್ಜಾಲ­ದಲ್ಲಿ ಲೋಕಾರ್ಪಣೆ ಮಾಡುವರು.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;ಏನಿದು ಕ್ರಿಯೇಟಿವ್ ಕಾಮನ್ಸ್ ಲೈಸೆನ್ಸ್?: ಜ್ಞಾನ ಯಾರ ಸ್ವತ್ತೂ ಅಲ್ಲ. ಅದೊಂದು ಮುಕ್ತ ಹಾಗೂ ಸುಲಭ­ದಲ್ಲಿ ಎಲ್ಲರಿಗೂ ದಕ್ಕುವಂಥ­ದ್ದಾಗಿರಬೇಕು. ಇದಕ್ಕೆಂದೇ ಅವತಾರ­ವೆತ್ತಿದ್ದ ಅಂತರ್ಜಾಲ ‘ಲೈಸೆನ್ಸ್’ ಎಂಬ ಯಮಪಾಶಕ್ಕೆ ಸಿಕ್ಕಿ ನರಳುತ್ತಿದೆ. ಇದಕ್ಕೆ ಎಬೆನ್ ಮೊಗ್ಲೆನ್ ಎಂಬುವರು ‘ಕ್ರಿಯೇಟಿವ್ ಕಾಮನ್ಸ್ ಲೈಸೆನ್ಸ್’ ಎಂಬ ಹೊಸ ಚಳವಳಿಯನ್ನೇ ಜಾಗತಿಕವಾಗಿ ಹುಟ್ಟು ಹಾಕಿದ್ದು, ಲೈಸೆನ್ಸ್ ಎಂಬ ಪರಿಕಲ್ಪನೆಯನ್ನೇ ತೊಡೆದುಹಾಕಲು ಶ್ರಮಿಸುತ್ತಿದ್ದಾರೆ.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;ಇದರಡಿ ಮೈಸೂರು ವಿಶ್ವವಿದ್ಯಾ­ಲಯ ಇದೇ ಮೊದಲ ಬಾರಿಗೆ ವಿಕಿಪೀಡಿಯಾಗೆ ತನ್ನ ಆರು ಸಂಪುಟ­ಗಳನ್ನು ಜಾಗತಿಕ ಶಿಷ್ಟತೆಯಾದ ಯೂನಿಕೋಡ್‌ನಲ್ಲಿ ಮುಕ್ತಗೊಳಿಸ­ಲಿದೆ.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;ಏನಿದು ವಿಶ್ವಕೋಶ?: ದೃಶ್ಯ ಮಾಧ್ಯಮಗಳ ಹಾವಳಿಯಲ್ಲಿ ವಿಶ್ವಕೋಶಗಳು ಎಂದರೆ ಏನು ಎಂದು ಕೇಳುವ ಯುವಜನರೂ ನಮ್ಮ ನಡುವೆ ಇದ್ದಾರೆ. ಗ್ರಂಥಾಲಯಗಳಲ್ಲಿ ದೂಳು ತಿನ್ನುತ್ತಾ ಎತ್ತರದ ಕಪಾಟುಗಳಲ್ಲಿ ಇಂದಿಗೂ ಇವುಗಳನ್ನು ಕಾಣ­ಬಹುದು. ಜ್ಞಾನದ ವಿವಿಧ ಶಾಖೆಗಳ ವಿವೇಚನೆಯುಳ್ಳ, ಸಾಮಾನ್ಯ­ವಾಗಿ ಬಿಡಿ ಲೇಖನಗಳನ್ನು ಅಕರಾದಿಯಾಗಿ ಒಳಗೊಂಡ ಭಂಡಾರವೇ ವಿಶ್ವಕೋಶ.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;ಭರತನ ನಾಟ್ಯಶಾಸ್ತ್ರ ಬಹುಶಃ ಪ್ರಪಂಚದ ಮೊದಲ ವಿಶ್ವಕೋಶ. ನಿಜಗುಣ ಶಿವಯೋಗಿಯ ವಿವೇಕ ಚಿಂತಾಮಣಿ ಕನ್ನಡದ ಮೊದಲ ವಿಶ್ವಕೋಶ ಎನಿಸಿದೆ. ಇಂಗ್ಲಿಷ್‌ನ ಬ್ರಿಟಾನಿಕಾ ಎನ್‌ಸೈಕ್ಲೋ­ಪೀಡಿಯಾ ವಿಶ್ವಕೋಶ ಜಗತ್ತಿನಾದ್ಯಂತ ಹೆಸರುವಾಸಿ­ಯಾಗಿದೆ. 1768–-1771ರ ನಡುವೆ ಮೊದಲ ಬಾರಿಗೆ ಪ್ರಕಟವಾದ ಅದು ವಿಶ್ವದ ಅತ್ಯಂತ ಹಳೆಯ ವಿಶ್ವಕೋಶ ಕೂಡ ಹೌದು. 1931ರಲ್ಲಿ ಶಿವರಾಮ ಕಾರಂತರು ‘ಬಾಲಪ್ರಪಂಚ’ ಕೋಶ­ವನ್ನು ರಚಿಸಿದ್ದರು. ಎನ್‌ಸೈಕ್ಲೋ­ಪೀಡಿಯಾ ಬ್ರಿಟಾನಿಕ ಮಾದರಿಯಲ್ಲಿ ಮೈಸೂರು ವಿವಿ­ಯಲ್ಲಿ ಕನ್ನಡ ವಿಶ್ವ­ಕೋಶ ರಚಿಸುವ ಪ್ರಯತ್ನ1954ರಲ್ಲಿ ಆರಂಭವಾಯಿತು.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;ಕುವೆಂಪು ಅವರ ನೇತೃತ್ವದಲ್ಲಿ ಮೈಸೂರು ವಿವಿಯು ಯೋಜನೆ ಸಿದ್ಧಪಡಿಸಿ, ಸರ್ಕಾರಕ್ಕೆ ಸಲ್ಲಿಸಿತು. 1954ರಿಂದ 1968ರವರೆಗೆ ಈ ಯೋಜನೆ ರಾಜ್ಯ ಸರ್ಕಾರದ ಸಾಹಿತ್ಯ ಮತ್ತು ಸಂಸ್ಕೃತಿ ಅಭಿವೃದ್ಧಿ ಇಲಾಖೆಯ ಅಧೀನದಲ್ಲಿತ್ತು. ದೇಜಗೌ ಅವರು ಕನ್ನಡ ಅಧ್ಯಯನ ಸಂಸ್ಥೆಯ ನಿರ್ದೇಶಕ­ರಾಗಿದ್ದಾಗ ಅಂದಿನ ಮುಖ್ಯಮಂತ್ರಿ ವೀರೇಂದ್ರ ಪಾಟೀಲ, ಶಿಕ್ಷಣ ಸಚಿವ ಕೆ.ವಿ.ಶಂಕರಗೌಡ ಹಾಗೂ ಹಣಕಾಸು ಸಚಿವ ರಾಮಕೃಷ್ಣ ಹೆಗಡೆ ಅವರ ಮೂಲಕ ಮೈಸೂರು ವಿವಿಯ ಶಾಶ್ವತ ಯೋಜನೆಯಾಗಿ  ನೆಲೆಗೊಳ್ಳುವಂತೆ ಮಾಡಿದರು.&lt;/p&gt;
