&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Introducion:&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;There has been, in the fields of design and architecture, a close link between the shape and imagination of the city spaces and the dominant technologies of the time. The study of space (Architecture, Public places and City form) can lead to very interesting insights into the expression of the society with respect to the dominant technologies. Manuels Castells argues that space is not a mere photo-copy (reflection) of the society but it is an important expression. Fredric Jameson, in his identification of the condition of post-modernity demonstrates how the transition into new technologies is perhaps first and most visibly reflected in the architecture, as physical spaces get materially reconstructed, not only to house the needs and peripheries of the emerging technologies but also to embody their aesthetics in their design and built form.Earlier technologies have led to new understandings of the notions of
the public and commons. Jurgen Habermas argues, how the emergence of print
cultures and technologies led to a structural transformation of the public
sphere by creating new and novel forms of participation and political
engagement for the print readers. Within cinema studies in India, Ashish
Rajadhyaksha and Madhav Prasad have looked at the ‘cinematic city’ - how
material conditions of the city transform to house the cinema technologies, and
how the imagination of certain cities is affected by the cinematic
representations of these spaces. Mike Davis’ formulations of an ‘Ecology of
Fear’ and Sean Cubbit’s idea of ‘The Cinema Effect’ also show the integral
relationship that technologies have with the imagination and materiality of
urban spaces.&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;The rise of the Internet in India in last decade poses interesting
questions concerning ways of studying city spaces and its architecture. The
Internet evokes and represents space in more than one way. Communities that
represent the present urban social processes often mediate this visual and
textual reference to space on the Internet but it is also an unwitting
expression of way people choose to imagine their city, its places and its built
form. It is important and pertinent for example to understand how Internet
communities choose to abstract their own city through various direct or
indirect discourses. The following will be the key questions&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;·&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;
It will be interesting to observe how the idea of
a city gets represented on the Internet through both intended and casual
references. For example is the City seen as a finite clarified artifact (as
many political leadership would like us to believe) or is it seen as complex set
of relationships or systems of places.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;·&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;
How does the city get represented through the
Internet with reference to its regional physical context (both geographical and
cultural landscape)? Such an enquiry can help us in knowing how representation
of city through the Internet acknowledges, neglects or fails to read its
relationship with the local fundamental conditions&lt;a name="_ednref1" href="#_edn1"&gt;&lt;span class="MsoEndnoteReference"&gt;&lt;span class="MsoEndnoteReference"&gt;[i]&lt;/span&gt;&lt;/span&gt;&lt;/a&gt; (of topography, water and
culture)&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The actual morphological context of the city will then become an
important precursor for such an enquiry. The structure and flows in the city
have often been compared to the Internet itself in popular discourses. This
assumption can be further analyzed through spatial study of the city as a node
in large region and as many several nodes within the city itself. The idea of
Spaces of Flow in metropolis cities and places as nodes serving the flow has
been very well articulated by Manuel Castells at a generic level. The issue of
place&lt;a name="_ednref2" href="#_edn2"&gt;&lt;span class="MsoEndnoteReference"&gt;&lt;span class="MsoEndnoteReference"&gt;[ii]&lt;/span&gt;&lt;/span&gt;&lt;/a&gt; and its representation
(through internet) can be another area that can offer us very interesting
insights into the relationship between the Cartesian and imagined space. The
evolution of a new graphic language on the Internet needs closer examination
from both its use of spatial symbolism as well as its impact on urban space.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;However the contextual issue of an Indian idea of space will becomes
the important narration as a background to such studies. This inquiry needs
examination from a more contextual point of view: from both geographical
(nature of cities) and building typology perspectives (spatial and programmatic
types)&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoCommentText"&gt;The
following questions will be investigated further&lt;/p&gt;

How do the current Internet technology, processes
and language reflect in Architecture and urban spaces of cities?&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoCommentText"&gt;b.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;
Will the form of the City and its Architecture understood
any differently now&lt;a name="_ednref3" href="#_edn3"&gt;&lt;span class="MsoEndnoteReference"&gt;&lt;span class="MsoEndnoteReference"&gt;[iii]&lt;/span&gt;&lt;/span&gt;&lt;/a&gt;?&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The relationship between the building skin and spatial typology of
some recent architectural and urban design project can form an interesting
narrative to understand these issues. Here the issue of urban and architectural
lighting, signage and graphics can be examined more closely and hence a study
of the building skins and typology. The other largely ignored area of study
concerns the role of the Government of India with the Internet. When was the
last time we visited the railway reservation center to get a ticket or stood in
a queue for hours to be the first on the window? Many Indians still do, but for
many an Internet based on-line tickets reservation site largely substitutes
that experience of the place (railway reservation center), people and the early
morning tea on the gate. This needs closer examination from point of view of
understanding the transformation and gentrification of some of the most
democratic public service spaces in India such as the Railway stations, Municipal
offices and banks. Apart from the material practices of the people, it is
interesting to see how the integration of technologies within various urban
governance practices affect the way in which cities morph, develop and change.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;em&gt;Methodology: &lt;/em&gt;&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoCommentText"&gt;The
aim is to engage with the spatial context of Indian cities while teasing out
issues of the cultural phenomenon associated with the Internet. The following
will be the key methods used in research&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoCommentText"&gt;·&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;
To identify and narrate the social structures and
processes that engage both with the intangible (meanings, symbols,
communication etc.) and the tangible (morphology, structure, geography) in
select Indian cities. This elaboration will form an important theoretical
premise specific to further understanding space in Indian Cities.&amp;nbsp;&lt;/p&gt;

To document stories of individuals and groups of
the city that demonstrates the typical changes that are taking place in various
social and economic processes as related to the Internet. The aim will be to
address both the tangible and intangible aspects while narrating the stories&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoCommentText"&gt;·&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;
To map the spatial implication (structure and
nature of spaces) of the above mentioned changes on the city&lt;/p&gt;
&lt;p style="text-align: justify;" class="MsoCommentText"&gt;·&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;
To derive a broader narrative while weaving
through different stories, that attempts to address the issue of Internet,
society and space in Indian Cities&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The research can be largely narrated through documentation of such
representative situations but will require a clear articulation of the
theoretical premises at the onset.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;A review literature chapter which specifically marks the different
contours of city-technology relationship – from IT cities which are planned to
house technologies, to SEZ’s which emerge as new forms of technologised cities,
to the gradual transformation and restructuration of city spaces and publics
would also be undertaken. Moreover it will combine the contextual based study
of cities, their public place and Architecture along with studies of the
discourses on the Internet. The project will look at different actors who play
an active, but often invisible role in the transformation of these spaces.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;em&gt;Dissemination and Outputs:&lt;/em&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The project shall bring forth a monograph (approximately 50,000 words)
that looks at a relationship between internet technologies and the city with a
historical perspective, in order to explore the notions of public, built form,
city spaces etc. within the Indian context.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;A journal paper that engages with the contemporary discourses in
Architecture and produces a new theoretical formulation of the city-technology
relationship.&lt;/p&gt;
&lt;p&gt;

Part of the research
method could possibly include an elective course or workshop at CEPT University
to tap on variety of narrations through different students to strengthen both
the premise and contextual focus of the study.

    <title>IT and the cITy</title>

        &lt;b&gt;Nishant Shah tells ten stories of relationship between Internet Technologies and the City, drawing from his experiences of seven months in Shanghai. In this introduction to the city, he charts out first experiences of the physical spaces of Shanghai and how they reflect the IT ambitions and imaginations of the city. He takes us through the dizzying spaces of Shanghai to see how the architecture and the buildings of the city do not only house the ICT infrastructure but also embody it in their unfolding. In drawing the seductive nature of embodied technology in the physical experience of Shanghai, he also points out why certain questions about the rise of internet technologies and the reconfiguration of the Shanghai-Pudong area have never been asked. In this first post, he explains his methdologies that inform the framework which will produce the ten stories of technology and Shanghai, and how this new IT City, delivers its promise of invisibility.&lt;/b&gt;
        
&lt;p&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Shanghai. City of bits, bytes and
Baozi. China’s home-grown success story that eclipses the colonial legends of
HongKong. The city that was, until the Bejing Olympics, the showcase city which
is now working hard at recovering some of its stolen glory as it prepares for
the World Trade Expo in 2010. A city that is constantly at war with itself,
trying to museumise its past, eradicate pockets of history and times, and
running to escape its present and live in a futuristic tomorrow. A city that
broke the distinctions of the public and the private, by privatising all that
was public, and by encouraging the private to be constructed for a public
spectacle. There are many stories of Shanghai to be told, but the one that
needs to be told now, is about the space of the city and how, in its attempt to
become an IT city, it has become a city of surfaces, all reminding you, in an
overwhelming hypervisual way that is the predominant aesthetic of cyberspaces,
that it is the city that not only houses technology but also embodies it,
becoming, possibly, the only city in Asia that brings the IT back into the
City.&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;A cursory glance around you,
perhaps travelling in the uber efficient metro system that feeds into the
mobile metaphor of accelerated speed and space that Shanghai has become, or
just walking down the more touristy XinTianDi where the rich and the famous of
Shanghai’s society hang out, or walking down the HuaiHai Road where
sky-scrapers fortress the sky and shopping malls greet you with neon-lit spaces
of consumption, you are overwhelmed at the significant and ubiquitous presence
of internet technologies. The buildings are designed to be interfaces, rather
than walls, covered constantly with the graffiti of digital advertisements,
live weather and stock updates, displaying the latest block-buster movie, or
just presenting a kaleidoscopic array of lights spiralling in a dizzying,
schizophrenic style on the surfaces of the buildings. As you walk through the
sci-fi inspired urban landscape, you try and suppress the feeling of being
inside a giant-size arcade game, waiting for a gobbling monster to come and
devour you, and continue browsing at the city that never remains the same –
either the surfaces mutate so that not even signboards or billboards remain the
same, or the very buildings disappear into rubble under the shadows of gigantic
cranes, as a concentrated demand for real estate necessitates a constant
recycling of limited space (The estimate says that 60 per cent of Shanghai gets
rebuilt every ten years), or high speed transport dissolves the city into a
blur so that only the biggest and the brightest buildings stay as north-stars
to the fluid geography of the city.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;If you happen to stand on the
magnificent Bund in PuXi (The older Shanghai), you keep on looking down at the
ground beneath your feet, making sure that it is still there, because the
slightly lurid but dazzling sky-line that faces you, with huge LCD screens
mounted on buildings, lights flirting with low lying clouds on the top of
gigantic buildings, and a constant buzz of electricity breaking the waves in
the Huangpu river, you know that you are in a city that gives IT its address.
No other city in Asia – not even the almost-not-Asia spaces of Tokyo or
Singapore – gives you the assurance of being completely and totally immersed in
the glory of Internet technologies. Shanghai stands, networked, connected,
mobile, accelerated, and in a time-less vacuum that hoovers the future into the
present, as a city that technology studies will have to reckon with in a
paradigm of its own.&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;And so strong is this seduction
of technology that conversations about technology and its place in Shanghai,
always revolves around the surface – about the building of the surface, about
the dissolution of depth (temporal or spatial),&amp;nbsp;
and about imagining the city only in terms of light, connectivity, and
speed. &amp;nbsp;So that the historicity in PuXi
becomes a flat display of the Chinese Way (Zhongguo Fangshi) and the
work-in-progress present in PuDong remains a quest for the future. In this split discourse, the questions and concerns&amp;nbsp; - about governance, about citizenship, about regulation, about cultural production and political negotiation - become invisible. Like the buildings, which get guised in digital cloaks, the questions that pressingly need to be asked but are always postponed, also get cloaked in the rhetoric of development propelled by ICTs and globalisation. In a city that was constructed to eternally deflect attention, ownership or voices, how does one begin to scratch at the surfaces (Literally and figuratively) to search for something more than narratives of consumption, solipsist self-gratification, and self-congratulatory development?&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;It is with this agenda, in this city, torn and
marked and seamlessly stitched by technology, that I start to unravel my
questions about Internet and Society in China, trying to look at relationships
between technologies, city spaces and identities, drawing from seven months spent
at the Centre for Contemporary Studies at the Shanghai University. These stories, written with retrospective memory and embellished by the privilege of
hindsight, posit a set of questions about Internet technologies, construction
of city spaces, and manifestation of identities in China, but especially in
Shanghai, to locate potentials of social transformation, political
participation, engagement and discourse, which has not been transplanted on
technology studies in China. In the process it also lays down a framework to
understand how, in an oppressive or authoritarian regime, the cultural becomes
the grounds upon which foundations of new political intervention and social
change can be built.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;This blog, in its ten different
entries, relies on academic and popular discourse, semi-structured interviews,
participant observation, field work, conversations, and personal experiences that
I collected in my stay there, trying to deal with the double translations of
culture and language. Whenever I have been unsure – and those moments have been
many – I have tried to discuss and debate ideas with colleagues, friends, peers
and participants, to ensure that the observations or arguments are qualified by
more than just a neo-colonial meaning making sensibilities.&amp;nbsp; Despite that rigour, if faults remain, they
are all mine, and hopefully will serve as points of entry into a fruitful
discourse.&lt;/p&gt;

    <title>IPv6: The Transition Challenge</title>

        &lt;b&gt;The future of our connected networks is Internet Protocol version 6 (IPv6). Not only is it more efficient and faster than IPv4 which we are currently working with, it is also more reliable and secure. &lt;/b&gt;
        
&lt;p&gt;The IPv6, for instance, has an in-built security protocol called 
IPSec, which authenticates and secures all IP data. The data carrying 
capacity of IPv6 networks is also going to be higher. This means that 
more devices with more features will be able to work seamlessly through 
these networks. Despite the larger load of information, IPv6 packets are
 easier to handle and route, just like postcards with pincodes in their 
addresses are easier to deliver than those without.&lt;/p&gt;
&lt;p&gt;We have already seen great examples of successful implementation 
during the 2008 Beijing Olympics.&amp;nbsp; Every aspect from the security 
surveillance to managing vehicles and the coverage of the Olympic events
 was done over IPv6, including live streaming of the events over the 
Internet. The Chinese government, in fact, has already launched a ‘China
 Next Generation Internet’ (CNGI) project to build IPv6 networks which 
are going to radically change the face of high-speed internet in the 
country. With all these benefits available to us in this next generation
 protocol, the question that remains is why only a meagre 2% of the 
world’s internet traffic is conducted through it? Why haven’t more ISPs 
shifted to IPv6?&lt;/p&gt;
&lt;p&gt;There are two very clear reasons. The first one is that of costs and 
infrastructure. The IPv6 platforms do not communicate easily with the 
IPv4 networks. We have the choice of a mammoth transition of all IPv4 
websites and networks to new IPv6 protocols. This idea of abandoning 
IPv4 and moving to a new protocol is not only redundant; it is also 
futile, because IPv4 is already running the largest network in human 
history quite efficiently. &lt;strong&gt;What we need is translators which will be 
able to speak to both the different versions and help our devices work 
through them seamlessly&lt;/strong&gt;. Older, more successful technologies have 
been able to do this. So, television, for instance, whether it receives 
terrestrial data, satellite images or data transferred via cable, is 
able to translate and render them into images and sounds which we can 
consume with ease. However, the translators for the IPv4 – IPv6 still 
expensive and we need more resources diverted towards making them 
affordable.&lt;/p&gt;
&lt;p&gt;The second reason is linked to the first. In order for IPv6 to become
 popular, it needs a minimum threshold of service providers and users 
riding that network. As long as the deployment remains nascent, there 
will be no concentrated energy to actually try and make the bridges 
between versions 4 and 6. While global technology organisations like 
Tata Communications are ready for the transition, we are going to need a
 systemic change among all stakeholders to make IPv6 a reality, towards a
 faster, safer and more robust Internet.&lt;/p&gt;

    <title>IPv6: Embrace The Change</title>

        &lt;b&gt;A moment of transition is always filled with anxiety. There is concern over the unknown and there is a reluctance to move out of the familiar. However, a transition does not necessarily mean migration; or in other words, as we transition to  IPv6 as the new protocol for digital and electronic communication, it does not mean that we are going to abandon the internet as we know it.&lt;/b&gt;
        
&lt;p&gt;In fact, for most of the users, it is going to be a transparent transition, where their devices are going to be able to harness the powers of IPv4 and 6. While there are huge benefits at the back-end, leading to better security protocols and low maintenance, there are a few advantages that the user should also celebrate.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Faster Internet&lt;/strong&gt;: Because IPv6 will open up a huge range of IP addresses, direct routing of data becomes a possibility. As data does not have to be routed through many servers or nodes within a network, it can reach its destination faster. With the way our digital access and sharing is going right now, this is not to be taken lightly. In many ways this is the same transition we had from the dial-up connections, where the transfer of picture and video files within minutes was totally unheard of, while now we’re in an age where we stream high density video on all our computing devices with ease.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;More collaborative and shared Internet&lt;/strong&gt;: With the abundance of IP addresses coming our way, there is going to be more scope for multiple devices to be connected online. New platforms of collaborative knowledge production and sharing can be designed to become infinite and inclusive in their scale and architecture.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;More connected devices&lt;/strong&gt;: The inter-operability features of IPv6 ensure that more devices are able to communicate with each other with ease. The science-fiction futuristic dream of a completely connected environment where human and artificial intelligence can work together, using a range of devices, is actually a material possibility with large scale IPv6 implementation. This can also trigger new innovation that helps reconstruct some of our existing devices in new forms and shapes.&lt;/p&gt;
&lt;p&gt;While affordability and the migration to new network infrastructure are the gating factors to this transition, these are diminishing costs and we are looking at more interesting internet architecture as we move towards IPv6. Perhaps, one of the most reassuring points of this transition is that we do not need to abandon the familiar internet we are already working with; the transition is not a moving on, but a moving to, and in it are the promises of a safe, secure and speedy internet. Global technology organisations like Tata Communications &lt;a class="external-link" href="http://www.oneipworld.net/"&gt;have embraced this change&lt;/a&gt;; it’s only a matter of time before others too recognise the need for IPv6 and the huge difference it will make to our lives.&lt;/p&gt;

    <title>IPv6:  The First Steps</title>

        &lt;b&gt;The Centre for Internet &amp; Society has entered into a small collaboration with Tata Telecommunications in India to celebrate the IPv6 day on June 6th. We will write 5500 word vignettes, which will be sent to their global database consisting of more than 900,000 users in the Asia-Pacific. &lt;/b&gt;
        
&lt;p&gt;It is commonplace to interchange the words Internet and Cyberspace. However, we should make a distinction between the two.&amp;nbsp; Cyberspace is an experiential phenomenon, supported by the Internet but smaller. It refers to the actions, transactions, negotiations performed within the digital network.&lt;/p&gt;
&lt;p&gt;The Internet is a protocol – a set of rules that allows for a digitally connected network of databases to interact with each other. This happens through a standard set of commonly accepted rules, Internet Protocol version 4 – IPv4. IPv4 allows differently configured networks, working on different platforms, and designed through different technologies to communicate effectively by agreeing on a bare minimum of universally accepted codes for data to navigate cyberspace with the least bit of effort.&lt;/p&gt;
&lt;p&gt;IPv4 was defined in 1981, when there were few computers in the world with even fewer connected to networks. It was the protocol that assigned a computer on the Internet, with an IP address, the unique name of a connected device which can be recognised by digital networks. Packets of data transmitted over the Internet need an unique IP address associated to their origin and destination, so that information can travel smoothly.&amp;nbsp; IPv4 was developed so that 4,294,967,296 (2^32) unique IP addresses could be accommodated within the network. When it was designed, it looked like an almost infinite system. No one had ever imagined that the World Wide Web would emerge so quickly! We have reached a point now, where the last free IP addresses have been allotted in February of 2012, and we are now reaching a ‘real-estate’ crisis on the Internet.&lt;/p&gt;
&lt;p&gt;Since every device with Internet connectivity has a unique IP address – computers, servers, tablets, smart-phones, e-book readers and even alarm clocks – we need a lot more IP addresses.&amp;nbsp; IPv6 – or Internet Protocol version 6 – is a new standard by which we are now going to expand the ‘land’ upon which the Internet can grow. IPv6 is an overhaul of the existing system which will be able to handle 340 undecillion (2^128) unique addresses. Leading global Internet Service Providers and technology companies like Tata Communications have recognised &lt;a class="external-link" href="http://www.oneipworld.net/"&gt;this as the need of the hour&lt;/a&gt; since increasingly we are living in digital information societies. However, IPv6 is going to have a range of serious implications for our hardware and software needs as well as our usage patterns and how the Internet is going to expand in the future.&lt;/p&gt;

    <title>Internet Censorship: Anonymous Can’t be Just Harmful Hackers</title>

        &lt;b&gt;If there was ever an interesting time for people concerned with freedom of speech and expression to live in, it is now, and it is definitely in India. It has been a series of battles the last couple of years, where a slightly out-dated government machinery has been trying to control and contain the burgeoning online spaces, only to be put in their place by the new-age tech-ninjas that have risen as the new heroes in our digital times.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;Nishant Shah's column was &lt;a class="external-link" href="http://www.firstpost.com/tech/internet-censorship-anonymous-protests-should-be-more-than-harmful-hacks-376564.html"&gt;published&lt;/a&gt; in the First Post on July 13, 2012&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;We might not have had our Wikileaks moment in India yet, but the recent consolidation of resources by civic hacker groups and a public outrage against top-down blocking of everyday webspaces have steadily and surely put the questions of censorship and freedom on our minds.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The protests have taken many forms – from civic action routes of campaigns and petitions by civil society and non-governmental organisations to guerrilla warfare in the shape of distributed denial of service attacks and hacking of government websites.&lt;/p&gt;

&lt;p&gt;A lot of these efforts have found popular interest and media attention, but they haven’t always found a solid ground for negotiation and dialogue with the policy makers and legislators designing this information regime. However, after the first off-line mobilisation of protests by Anonymous in India, the government has had to face the fact that the clicktivist users are not going to remain passive, merely venting their discontent on their blogs and social networking spaces.&lt;/p&gt;
&lt;p&gt;With the sustained and systemic attacks on government, public and  corporate websites, revealing sensitive information and taking down web  resources the new hackers have shown that they mean business. In a  recent attack, Anonymous hacked the Tamil Nadu police’s websites and  revealed information about the complaints people have made and the  actions taken on them.&lt;/p&gt;
&lt;/td&gt;
&lt;/tr&gt;
&lt;/tbody&gt;
&lt;/table&gt;
&lt;p style="text-align: justify; "&gt;They leaked the document under their Twitter handle ‘opindia_revenge’ to show the police inaction. The documents have redacted some information but it has also revealed personally identified data about the people involved, without taking into consideration that it might affect the people involved in the cases adversely. Acts like these have the cybercrime bureau now tracking down the attackers and taking the help of Internet Service Providers and other intermediaries to punish those responsible.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;What the outcomes of this battle are going to be, will eventually change the ways in which our digital publics shape up. Given the lack of resistance that ISPs have shown in the past, when pressed for private information on suspicious users, the chances are that we might soon have a public spectacles of hacker-criminals. Looking at the past bungles in this arena, one also hopes that it will not be yet another instance of mixed up administration leading to wrong and misplaced prosecution.&lt;br /&gt;&lt;br /&gt;But more than anything else, one hopes that the attackers, who have seen their protests as a part of their civic action and right to protest and demonstrate, have been wise enough to protect themselves because they are going to be tracked and tried as criminals if they are caught.&lt;br /&gt;&lt;br /&gt;Much can be said about the nature of civic hacking, and much has already been said, heralding them as code warriors and berating them as a public nuisance. But in all that cacophony, we might need to separate the ideology (constitutional rights, free speech and expression) from the tactics (DDoS, hacking, parking on websites) and see what interests they eventually serve.&lt;br /&gt;&lt;br /&gt;Because even as my heart sings with these sounds of protests, there is a growing alarm that these seemingly radical guerrilla warfare might actually be more counter-productive than helpful to the cause of building an open and inclusive internet.&lt;br /&gt;&lt;br /&gt;Over the last years, many civil society and citizen collectives have realised that policies and regulation are more a dialogue than open warfare. Polarising ourselves on an axis of ‘good versus bad’, at the end of the day, only leads to more regulation and draconian measures because it makes the state feel under threat. Considerable energy has gone into building a culture of public policy consultations and dialogue that allows for different stakeholders to work towards a collective future of the internet.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;And so we come back to the question of whose interest gets served in the spate of these attacks? This is the same question that haunts us when we hear about our favourite political parties taking to destroying public property and blocking public infrastructure. It is the question that resurfaces when you realise that you might agree with the politics but the tactics are actually harming what you think is important.&lt;br /&gt;&lt;br /&gt;In the case of the Anonymous attacks, it unfortunately seems more bravado and aspiration to radical heroism than a sustained and strategic set of interventions. With this particular act they seemed to have not only hurt the people on whose behalf they are fighting, but also given the government more reasons and plausible excuses to exercise more regulation and control over the digital technologies.&lt;br /&gt;&lt;br /&gt;The attacks are a bold move to put the questions of censorship into public discourse, and force the state to acknowledge the problems with its governance. But it would be great to see if we can build on these energies and momentum and lead to a more sustained engagement with the political questions at stake, so at to construct a larger movement to protect our rights to free speech and expression that is beyond the world of ad-hoc hacking and random acts of protest.&lt;/p&gt;

    <title>Internet and Society in Asia: Challenges and Next Steps</title>

        &lt;b&gt;The ubiquitous presence of internet technologies, in our age of digital revolution, has demanded the attention of various disciplines of study and movements for change around the globe. As more of our environment gets connected to the circuits of the World Wide Web, we witness a significant transformation in the way we understand the politics, mechanics and aesthetics of the world we live in, says Nishant Shah in this peer reviewed essay published in Inter-Asia Cultural Studies, Volume 11, Number 1, March 2010.&lt;/b&gt;
        
&lt;p&gt;Traces of digital environments and internet technologies are all 
around us – we can see them in the rise of Digital Natives who are 
increasingly experiencing and living their lives mediated by digital 
technologies; we can see them in new forms of social interactions, such 
as blogs, peer-to-peer networks, internet relay chat, podcasts and so 
on, which are progressively becoming the primary points of information 
dissemination and production; we experience them in the tools and 
techniques of political mobilisation in large scale democratic elections
 and also in sub-cultural and smaller phenomena, such as flash-mobs and 
viral networking; we are incessantly reminded of them in the discourse 
around questions of safety and danger, especially with reference to 
activities such as internet pornography, child sexual abuse, piracy, 
identity theft, etc.&lt;/p&gt;
&lt;p&gt;Internet technologies have become so intricately entwined with our 
daily practices and experiences that it is necessary to seriously look 
at these technologised circuits and the technology mediated identities 
thus produced. Increasingly, we see many different disciplines extending
 their methodologies and perspectives to include cyberspaces and digital
 behaviour in their purview. We already have a new breed of 
cyber-psychologists who are looking at the interaction between the human
 mind, the sense of the self and digital environments. The law, perhaps 
most concerned with questions of property, trade and commerce, is also 
examining questions of what it means to be human, with the emergence of 
post-human categories like cyborgs, cybrids, and genetically modified 
life forms. Anthropologists and sociologists have discovered cyberspace 
as a site that significantly influences the behaviour and thought of 
individuals as well as communities that come into being in the digital 
deliriums of the networked world. Feminism and Gender and Sexuality 
Studies have found great theoretical and political interest in the ways 
in which the internet technologies change the way we understand our 
bodies and practices. New disciplines like Robotics, Artificial 
Intelligence, Cybernetiques, Cyborg Studies, etc. are slowly garnering 
importance and evolving as the spread of digital technologies increases 
exponentially. Cybercultures, a discipline (or perhaps, rather, a 
combination of various disciplines interested in studying cyberspaces) 
that comes into being because of the rise of Internet Technologies, is 
now already institutionalised in many universities and research spaces, 
concentrating on understanding the complex forms of interaction, 
representation and negotiation that happen in the fluid and rapidly 
changing landscape of digital cyberspaces.&lt;/p&gt;
&lt;p&gt;As Internet Technologies continue to grow and become a more integral 
part of our lifestyles, cultural production, and forms of social 
transformation and political mobilisation, there are a few challenges 
that we face, especially when writing from and about Asia.&lt;/p&gt;
&lt;p&gt;Following the trajectory of the development and spread of internet 
technologies, academic attention and research has primarily emerged in 
the North-West and slowly penetrated through disciplines and contexts in
 other parts of the world. It was only after the 1990s, once the digital
 revolution reached the ‘rest of the world’, that interest in and 
research on the phenomenon started to feature in studies in Asia. 
However, the initial research on and the major interest in the 
relationship between internet technologies and society has been 
dependent upon the theoretical categories, examples or ideas produced in
 primarily Western contexts. This has led to the production of a 
narrative where the digital technologies of information and 
communication (like the internet) are looked at as being seamlessly 
exported from the West to the East, without any attention given to the 
geo-political contexts and socio-cultural changes that accompany this 
penetration of technologies. There has been a blindsiding of the role 
that the State, educational institutions and globalised economic powers 
have played in the introduction, the proliferation and the acceptance of
 the internet technologies and digitally mediated lifestyles that have 
become so commonplace in developing Asia today. Research is oblivious to
 the context within which these technologies emerge and the kind of 
negotiations and interactions they have with the larger social and 
cultural fabric of the region.&lt;/p&gt;
&lt;p&gt;One of the main reasons why such a narrative gains currency is that 
we have no vocabulary but that granted by Western scholars and 
practitioners to talk of the technologies and the technologised 
socio-cultural productions that emerge in our own local and regional 
contexts. With the rhetoric of globalisation and homogenisation on the 
one hand and the logic of the universalising nature of internet 
technologies on the other, there has been an un-reflexive theorising of 
digital identities, productions and interactions; this makes Asia more 
an exemplar for the existing Western ideas and hypotheses than a site 
where the drama of these technologies is still unfolding. This process 
is aided and abetted by the accelerated urbanisation that seeks to 
create nondescript and sterile spaces of consumption and lifestyle that 
subscribe to the idea of ‘Global’ or ‘Mega’ cities. Hence, across Asia, 
we see the mushrooming of cities and city-states – Singapore, Tokyo, 
Shanghai, Taipei, Bangalore – that work at actively erasing histories 
and producing these bubbles of consumption and globalisation that are 
disturbingly similar to each other.&lt;/p&gt;
&lt;p&gt;Such theorising also reinforces the disconnect that Western 
Cybercultures has been encouraging between the networked worlds and 
‘reality’, which, though affected and changed by the rise of these 
technologies, still remains strangely continuous and coherent in the 
midst of transformations. Moreover, it contains most theoretical and 
political interventions within the zones of urban consumption and 
change, thus producing a certain middle-class, self-referential work 
that concentrates on these areas, forgetting other crises and problems 
that still need attention. It also encourages a view of Asia as a 
docile, non-agential site upon which technologies are mapped, despite 
the fact that every year in this new century has seen Asian countries 
emerging as substantial stake-holders and players in production, 
proliferation and consumption of internet technologies. Along with the 
liberalisation of markets, the global digital revolution has also seen 
boundaries in social norms, cultural mores and political processes being
 pushed. We have been witness to formerly closed governments attempting 
to restructure themselves in the global world and to an unprecedented 
inflation and consumption in the developing Asian countries. We are in 
the middle of radical reconstruction of academic processes and market 
economies as public private partnerships become the norm. However, these
 landmark changes are often ignored or explored from a West-centric 
view-point, producing extreme and polarised reactions to the spread of 
Internet Technologies and the changes it entails.&lt;/p&gt;
&lt;h3&gt;Beyond Euphoria and Fear&lt;/h3&gt;
&lt;p&gt;Most responses to the widespread reach of internet technologies and 
digital forms have been grounded in euphoria or fear. There is a certain
 boundless celebration on the one hand, that proclaims the internet as 
forming the new public sphere, heralding the democratic potential and 
transparent structures that these networks have within them. The gurus 
have looked upon the internet in a ‘convergence theory’ mode where they 
announce, severally and variously, the death of earlier cultural 
productions like books, movies and music. The ability of digital 
technologies to aid innovation and creativity, as well as new forms of 
employment and entrepreneurship, has spurred the writing of many books 
and essays documenting the process. The roles that internet technologies
 have played in granting voice, visibility, and expression to many 
underprivileged communities, and the way they offer social and economic 
mobility in developing countries, have been unabashedly celebrated. 
Governments, civil society practitioners and theoreticians have all 
looked upon the internet as the panacea that will help level the 
landscape of social justice and political participation around the 
world.&lt;/p&gt;
&lt;p&gt;Simultaneously, there has also been a construction of ‘ecology of 
fear’ around the rise and spread of internet technologies. Massive 
global alarm exists around questions of easy access to pornography and 
other sexual behaviours online, not only for young adults but also for 
mature audiences of potential behaviour addicts. Online gambling has 
emerged as a huge concern and has been at the centre of much debate. 
Cyber-bullying on social networking systems, and cyber-terrorism on a 
much larger scale, have shocked us as new technologies get implicated in
 actions that have disastrous results both at the individual and the 
community level. With the tightening Intellectual Property regimes, 
there has also been great debate around digital piracy and the ability 
of the internet peer-to-peer networks to encourage acts of theft and 
copyright infringement. As the world becomes more digitised, attacks on 
sensitive information by crackers and scammers are also on the increase 
in various forms. The internet has been looked at with growing concern 
and alarm by parents, educators, policy-makers and corporate entities, 
who are all deeply involved in assuring safety, creating opportunities 
and catering to the needs of citizens and consumers.&lt;/p&gt;
&lt;p&gt;This simultaneously celebratory and pathologised approach often 
cripples research in the field of Internet and Society, because it 
constructs technology mediated practices and identities as at once 
universal (hence general) and unique (hence particular). Research that 
emerges is, consequently, confined to producing case-studies explaining 
what happens in each particular incident online and is unable to examine
 either the conditions within which the technologies emerge or the 
contexts that circumscribe certain socio-cultural behaviour. Such 
research, instead of examining the aesthetics and politics of technology
 mediated identities and practices, keeps on documenting the extremely 
fluid and rapidly changing landscape of the digital world – documenting 
fads, evolutions, innovations and the smaller changes therein – thus 
missing the forest for the leaf; the research ends up in concentrating 
on the ‘what happened’ rather than treating these happenings as 
symptomatic of larger paradigmatic changes that they often hint at.&lt;/p&gt;
&lt;h3&gt;Internet and the Convergence Theory&lt;/h3&gt;
&lt;p&gt;This is further complicated by the fact that many theorists and 
analysts seem to treat the internet more as a platform for convergence 
of old media forms in new digital packages. Such a view of internet 
technologies and digital cyberspaces leads to the populist descriptions 
of blogs as extensions of personal diaries, of digital cinema as a 
continuation of the celluloid image, of digitally morphed pictures as 
more sophisticated versions of earlier experiments with still images, of
 social networking systems as evolution of pre-existing social 
structures, of MMORPGs (Massive Multiple Online Role Playing Games) as 
merely complex forms of gaming. These descriptions fail to take into 
account that internet technologies, especially digital cyberspaces, 
while indeed affecting and transforming existing forms of media and 
cultural production, also lead to the emergence of new and interesting 
forms of expression, consumption and interaction.&lt;/p&gt;
&lt;p&gt;Just as the field of Cybercultures has only a vocabulary granted by 
the West, it also lacks a vocabulary that is its own – most research in 
Cybercultures, especially in emerging information societies, relies on 
categories, concepts and ideas that were relevant for earlier popular 
cultural forms like books and movies. Transplanting categories of 
authorship, production, consumption, distribution, etc., and trying to 
map them onto the digital world leads to severe confusion and is a 
futile exercise. For example, if we look at the discourse around the 
online user generated encyclopaedia – Wikipedia - and use the earlier 
existing categories of an author, a reader, an editor and an 
institutional structure of producing knowledge, we immediately realise 
that the discussion cannot be sustained; the categories presuppose other
 forms of writing and production which are not as relevant in the 
digital worlds. Similarly, legal categories like possession, ownership, 
labour and copying are also being made redundant by the advent of the 
internet. As these categories fail to capture the new digital worlds, 
they also fail to explain the human-technology relationship that the 
field of Internet and Society seeks to explore. Despite investment in 
terms of efforts, time and money, much of the research becomes redundant
 because it does not have the vocabulary or the idea that analysis of 
these new digital spaces entails.&lt;/p&gt;
&lt;p&gt;The imagination of the convergent multimedia internet distracts from 
the fact that what appear to be earlier historic forms like text and 
moving images are, in the context of cyberspace and the Web 2.0 
revolution, actually new forms that need their own vocabulary that does 
not carry the baggage of earlier popular technologies. It is time to 
move away from talking about the Internet and its effects in analogies 
and to seek and create an independent&amp;nbsp; and effective language that takes
 into account the mechanics and the potentials of the Internet 
revolution.&lt;/p&gt;
&lt;h3&gt;Institutional Spaces: Internet &amp;amp; Society&lt;/h3&gt;
&lt;p&gt;It is within such contexts and to address questions like these that 
institutional spaces emerge in the field of Internet and Society. As 
more and more disciplines start focusing on internet technologies and 
their intersections with areas as diverse as identity, sexuality, 
governance, cultural production, political mobilisation and social 
transformation, institutions in this space are faced with the daunting 
question of what to concentrate on and how to define the scope of their 
activities. Many global organisations and interventions narrowly define 
the field through their own disciplinary positions and perspectives. The
 Berkman Centre of Internet and Society at the Harvard Law School, for 
example, examines the law and its intersections with the new internet 
technologies and practices. Sarai - a new media organisation in India - 
concentrates on art and cultural production as affected by digital 
technologies and practices. The Association of Internet Researchers 
builds a network of multi-disciplinary researchers and practitioners 
across the globe to meet annually for workshops and conferences and also
 share ideas through a mailing list, concentrating on existing phenomena
 on the World Wide Web. Several Communications and Media Studies schools
 also have established labs and workshops that focus on the internet 
technologies from their disciplinary grounding.&lt;/p&gt;
&lt;p&gt;The Centre for Internet and Society, a newly established research and
 advocacy centre founded in Bangalore, India, makes a shift from these 
discipline-bound approaches to Internet and Society, and inaugurates a 
multi-disciplinary, interactive space for theorists, researchers, 
students, practitioners, activists, artists and the larger public to 
initiate a dialogue in the field of Internet and Society. Rather than 
adopting a disciplinary framework, it takes the model of Asian Cultural 
Studies, seeking to produce a sustainable scholarship and methodology to
 talk of the relationship between emergent Internet technologies and the
 changes they produce in the Global South. It sets out to critically 
engage with concerns of digital pluralism, public accountability and new
 pedagogic practices through multidisciplinary research, intervention 
and collaboration, to understand and affect the shape and form of the 
internet and its relationship with the political, cultural, and social 
milieu of our times.&lt;/p&gt;
&lt;p&gt;At CIS, we recognise the contexts within which this field has 
developed and emerged and have initiated many programmes, projects and 
structures to deal with the questions that this essay has charted. 
Drawing from the pedagogy and frameworks developed within Cultural 
Studies in Asia, the research at CIS investigates the local, the 
contextual, the emergent and the negotiated nature of digital spaces and
 internet technologies at three levels – At the national level, looking 
to produce models of research by examining the history, the politics, 
the growth and the significance of internet technologies in the context 
of globalised India; At the regional level, focusing on the similarities
 that global urbanisation and digitisation are bringing to the emerging 
information societies in Asia and the acknowledging the dissimilarities 
that need to be addressed in each of these societies; At the global 
level, engaging with a much larger South-South discourse that 
strengthens the move to approach internet technologies as integral to 
our ways of living rather than of foreign import. Such an approach 
allows us to escape the often restrictive constraints of cybercultures 
discourse that stays within the domains of internet technologies and 
produces disconnect between Internet and Society. Instead, we expand the
 scope of internet technologies to see their relationships with larger 
political, social and cultural economies, lifestyles and consumption 
patterns, and identity and transformation structures in the rapidly 
changing world. In the first two years, for example, we are investing a 
large part of our research energies into producing the Histories of the 
Internets in India – inviting different disciplines and standpoints to 
trace the diverse historically important and culturally significant 
growth of Internet Technologies in India, thus de-homogenising the 
internet as well as the discourse within cybercultures.&lt;/p&gt;
&lt;p&gt;The policy and advocacy work at the Centre for Internet and Society, 
also contributes hugely to this localisation and narrativisation of the 
internet in India, by recognising the law and the State as the largest 
stakeholders in the growth and proliferation of these technologies. We 
have initiated campaigns and projects examining national laws regarding 
intellectual property rights regimes, piracy, e-commerce and security, 
accessibility and disability, to see how they are subject to 
modification with the growth of digital technologies. Original field 
work and ethnography with the consumers, practitioners, stakeholders and
 law enforcers about the nature of technology, its role in the larger 
imagination of the globalised Indian State, and the need to make 
sensitive and informed decisions, has already been initiated, along with
 dissemination platforms like workshops, seminars, meetings and 
conferences.&lt;/p&gt;
&lt;p&gt;Keeping in tune with our model of collaboration and consultation, the
 Society Members have also helped us generate a healthy momentum by 
representing us and helping us find resources around the globe. Prof. 
Subbiah Arunachalam has been travelling across Asia, Europe and North 
America, at international policy and activist forums, promoting Open 
Access to information and knowledge. Lawrence Liang has been involved in
 teaching both at the local and international levels, apart from 
presenting original and influential research examining the relationship 
that internet technologies have with questions of knowledge production, 
ownership and the law. Achal Prabala has been actively working with the 
Wikimedia foundation to facilitate user participation in knowledge 
production online. Atul Ramachandran has been working on developing 
mobile internet platforms for sharing news and information within the 
underprivileged communities in India. Vibodh Parthsarthy has been 
designing academic courses and encouraging research in the fields of 
internet technologies, governance and democracy.&lt;/p&gt;
&lt;p&gt;Because these questions have a much larger regional relevance – with 
the increasing description of Asia as the Mecca of piracy and digital 
infractions – we are also in the process of starting projects that do a 
survey of the laws around intellectual property rights, innovation and 
access in the Asian region, with Sunil Abraham (Director – Policy) 
guiding a team of in-house researchers and external collaborators. 
Cross-boundary research and analysis has also been initiated in terms of
 dialogues and comparative study of technology, space and globalisation,
 initiated by my seven month residential project in Shanghai, where we 
are examining the conditions of technologisation that make global spaces
 possible, in countries like China and India. Apart from these, the team
 of seven people has been making interventions in international 
workshops, conferences and forums, to start dialogues and discussions in
 the field of Internet and Society.&lt;/p&gt;
&lt;p&gt;A significant effort has been spent in starting awareness for the 
public – from the first documentation on our website of work in progress
 by our research and policy collaborators to regular contributions to 
local media sources to organisation of public talks and events – which 
is aimed at demystifying the internet technologies and giving more 
ownership and assurance to a larger public. Jimmy Wales, the founder of 
Wikipedia, gave a public talk on freedom, expression and the internet, 
citing anecdotes and examples from the phenomenal success and growth of 
Wikipedia. In a different media, independent film maker Jamie King 
screened his movies on the piracy cultures and innovation, in Bangalore,
 sparking conversations and debates about copyright, creative commons 
and the domain of cultural expression. Students and visiting artists 
from different countries, through the Shrishti School of Art Design and 
the efforts of Zeenath Hassan, came together at CIS for a discussion on 
fear and gender in public space and how digital technologies contribute 
to it. The discussion feels timely because only a month later, India saw
 the right wing cultural police tyrannising Bangalore and other parts of
 Karnataka, by perpetrating acts of brutal violence against women who 
they saw as progressive or in defiance of the right wing codes of 
decorum and behaviour. CIS was an active part of the ‘Pink Chaddi’ and 
‘Reclaim the Night’ campaigneering, mobilising and participation at a 
local and national level, as a response to these acts of regressive 
violence, using digital environments and platforms to garner support and
 ‘recruit’ people into showing their protest against such fundamental 
ideas and practices.&lt;/p&gt;
&lt;p&gt;Moreover, in order to develop and establish a more accessible 
vocabulary and understanding both within research, higher education and 
practice of internet and society questions, CIS has been investing in 
building national and regional networks of scholars, students and 
theorists in different disciplines to come and discuss the area. Courses
 have been designed and administered for undergraduate, post graduate 
and research students, in the disciplines of social sciences, management
 and media studies, journalism and communication studies, cultural 
studies etc. Networking with institutional and university spaces like 
the Centre for Culture, Media and Governance at the Jamia Millia Islamia
 in Delhi, Mudra Institute of Communications, Ahmedabad, Centre for the 
Study of Culture and Society, Bangalore, Christ University, Bangalore, 
Centre for Media and Culture Studies, at the Tata Institute of Social 
Sciences in Mumbai. We are also in conversation with regional spaces 
like the Centre for Contemporary Cultural Studies at the Shanghai 
University, The Open Source Initiative, International Development 
Research Centre, Hivos and the Asia Scholarship Foundation in Thailand, 
for extending our regional and global networks.&lt;/p&gt;
&lt;p&gt;The Centre for Internet and Society, Bangalore, is less than a year 
old and has already embarked upon so many different projects, found a 
wide range of collaborations, initiated diverse enquiries and has 
received the support and interest of a varied and credible list of 
organisations. This warm reception and enthused interest, is as much a 
sign of the evolving and dynamic nature of collaboration and 
consultation in Asia, as it is of the need for interdisciplinary spaces 
like The Centre for Internet and Society, in our times. We see our rapid
 progress as symptomatic of a much larger need to establish more 
institutional spaces that can cater to the widely expanding horizon of 
the field of Internet and Society. While it is indeed laudable that 
different disciplines have already started showing interest in studying 
and analysing these often invisible links between Internet and Society, 
it is also now time, to start looking at technology as more than just an
 object or platform of study. We can already see how, in the foreseeable
 future, the internet technologies are only going to become more 
ubiquitous and central to the crucial mechanics of survival and living. 
Spaces like CIS help us look at technologies like the internet, as not 
merely tools and techniques, but as entwined in the politics, aesthetics
 and economies of the time and spaces we live in.&lt;/p&gt;

    <title>Inquilab 2.0? Reflections on Online Activism in India*</title>

        &lt;b&gt;Research and activism on the Internet in India remain fledgling in spite the media hype, says Anja Kovacs in her blog post that charts online activism in India as it has emerged. &lt;/b&gt;
        
&lt;p&gt;Since the late 1990s when protesters against the WTO in Seattle used a variety of new technologies to revolutionize their ways of protesting so as to further their old goals in the information age, much has been made of the possibilities that new technologies seem to offer social movements. The emergence of Web 2.0 seems to have only multiplied the possibilities of building on the Internet's democratising potentials, so widely heralded since the rise of the commercial Internet in the 1990s, and since then, the use of social media for social change has received widespread media attention worldwide. From Spain to Mexico, activists used the Internet as a central tool in their efforts to organise and mobilise – be it to express their stand against a war in Iraq, against a Costa Rican Free Trade Agreement with the United States, to mobilise support for the Zapatistas of Chiapas, or more recently, to push for a change of guard in Iran.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;In 2009, when Nisha Susan launched the Pink Chaddi campaign, the 'ICT for Revolution' buzz finally seemed to have reached India as well. Phenomenally successful in terms of the attention it generated for the issue it sought to address, the campaign sought to protest in a humorous fashion against attacks on women pub-goers in Karnataka by Hindu right wing elements. In only a matter of weeks, Facebook associated with the campaign – 'The Consortium of Pub-going, Loose and Forward Women', which gathered tens of thousands of members. It was ultimately killed off when Susan's Facebook account was cracked by rivals. The campaign was perhaps the singular most successful account of ‘digital activism’ in India so far, and an impressive one by all measures.&lt;/p&gt;
&lt;p&gt;The creativity of the campaign should not come as a surprise to those familiar with the long and rich history of activism for social change in India. Organised social actors have been critical influences in the emergence of new social identities as well as on critical policy junctures from colonial times onwards, developing a fascinating and unmistakably Indian language of protest in the process (see Kumar 1997 and Zubaan 2006 for examples from feminist movement).&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;As Raka Ray and Mary Faizod Katzenstein (2006) have pointed out, in the post-independence period, such organised activism for long was connected by at least verbal – if not actual – commitment to the common master frame of poverty alleviation and the ending of inequality and injustice, and this irrespective of the particular issues groups were working on. Since the late 1980s, however, a number of far-reaching changes have taken place in India. This period has been marked by the definite demise of secular democratic socialism as the dominant script of the Indian state and its simultaneous replacement by neo-liberalism. Moreover, in the same period, Hindu nationalism as an ideology too has gone from strength to strength, with only in the last five years a slowdown in its ascendancy. While for many traditional social movements of the Left the commitment to social justice remains, in this context a space has undeniably been created for groups with a very different agenda. The considerable popularity of organisations such as Vishwa Hindu Parishad and Rashtriya Swayamsevak Sangh, both Hindu nationalist organisations, are prime indications of these transformations. However, the fragmentation of the activist space did not only benefit reactionary elements of society. The final emergence into visibility of a well-articulated middle class queer politics, for example, too, may well in many ways have been facilitated by the evolutions of the past 20 years. Although this point has been mostly elaborated in the context of the US (Hennessey 2000), in India, too, this seems to ring true at least in some senses.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The general shape-shifting of activism in India since the 1990s is not the only contextual factor that deserves obvious consideration in a study like this. In addition, since independence a close link has been forged in policy and people's imagination alike between science and technology on the one hand and development paradigms in India on the other. Not everyone agrees on the benefits of this association: all too frequently, the struggles of grassroots social movements are directed precisely against the outcomes or consequences of a supposedly 'scientifically' inspired development policy. The neo-liberal era is no exception to this: as Carol Upadhya (2004) has shown quite convincingly, the economic reform policies that are at the heart of neo-liberalism have been inspired first and foremost by the information technology sector in India, which has also in turn been their first beneficiary. And today as earlier, Asha Achuthan (2009) has pointed out, in the resistance to these policies, the subaltern who is the agent of grassroots social movements is frequently associated with a pre-technological purity that needs to be maintained in order to resist discourses and material consequences of technological change themselves. In popular discourses, at least, attitudes towards technology inevitably come in a binary mode.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Seeing the context in which digital activism in India has emerged, a number of pressing questions regarding the new forms that even progressive activism takes as it adopts new tools and methods, then, immediately offer themselves. Leaving aside the activities of right wing groups in India, who are the actors that occupy this space for activism and what are their relationship with offline activists groups? Which are the issues online activism seeks to address, and what are its master narratives, goals and audiences? Where does it locate problems in today's society, and what kind of solutions does it propose? How does it posit its relation to the global/international and to the offline-local; to dominant understandings of science and technology, development, or desirable social change? How are these understandings reflected in online activism, including in the choice and use of technologies but also in the discourses that are deployed and the audiences that are targeted? What are its methods, its strategies, its ways of organising? What role is played by organisations, collectives, networks, individuals? In what ways is the field marked by the conjuncture at which it emerged? Do those who first occupy (most of) it also set the parameters? Or do its tools fashion online activism's very conditions of existence?&lt;/p&gt;
&lt;p&gt;The value of greater insight into these issues is not immediately apparent to all. For one thing, some would argue that, as connectivity in the emerging IT superpower remains limited, the importance of these questions to those concerned with social justice in India is really marginal. It is true that while commercial Internet services have been available in the country since 1995, for long the number of connections remained abysmally low. Even today, the number of subscriptions has only just crossed the 14 million mark, and barely half of these are broadband subscriptions, severely limiting the usefulness of a wide range of potential online activism tools (Telecom Regulatory Authority of India 2009 – figures are for the second quarter of 2009). According to I-Cube 2008 report (IMRB and Internet and Mobile Association of India 2008), there were an estimated 57 million claimed urban Internet users in the country in September 2008 and an estimated 42 million active urban Internet users. Corresponding figures for Internet users in rural areas in March 2008 were 5.5 million and 3.3 million respectively. Almost 88 million Indians were believed to be computer-literate at the time. Clearly, then, online activists are a tiny section of an already fairly small, privileged group, and at least in a direct sense, the availability of new tools is thus indeed unlikely to affect all activists or activism in the country.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Some of my own starting points while embarking on this study may seem to further give fuel to arguments against the value of this research. The idea of investigating online activism in India as it emerges followed from my observation – and a troubling one at that for me – that so far, and despite all the hype internationally, more traditional grassroots movements in India seem to have been slow to embrace the Internet as an integral part of their awareness raising and mobilisation strategies. Although they may attract the largest numbers of activists offline, the many so-called 'new' social movements that have emerged since the 1970s and that remain important actors pushing for social change seem most conspicuous by their relative absence online. This is especially true of those critical of current development paradigms and practices: movements fighting against dams, special economic zones or land acquisitions for “development” purposes seem visible only in relatively fragmented and generally marginal ways. Instead, middle-class actors addressing middle class audiences on middle class issues seem to be the flag bearers of Internet activism in India – the Pink Chaddi campaign or VoteReport India, a “collaborative citizen-driven election monitoring platform for the 2009 Indian general elections” (see votereport.in/blog/about) perhaps among the most well-known illustrations of this argument.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Both points are valid, and yet, while inquilab it may not be, to conclude from this that the study of online activism automatically is of only very limited value would be short-sighted. Indeed, even if the hypothesis that Internet activism is dominated by middle class actors who address middle class concerns is validated (note that in any case considerable segments of the leadership and cadre of grassroots movements, too, tend to come from middle class backgrounds), this is likely to affect all those interested in affecting social change, even if perhaps in varying degrees. For one thing, it would mean that as the public sphere is reshaped, important new quarters of its landscape are inhabited only be the elite, contradicting the still widely popular and even cherished belief (at least among those who are familiar with the Internet) that the Internet is a democratising force. Instead, the proportional visibility in the public sphere of dissenting viewpoints on development, science, neo-liberalism, progress, the state will only decrease. In addition, then, it may also indicate a further refracting of the activism landscape and its master narratives and methods, where different segments of activists increasingly need to vie with each other for recognition and validation of their respective understandings of political processes and of appropriate forms of engaging with these. As such battles intensify it is not too risky to make a prognosis on who will be the main losers. If, in an era in which the old activist master narrative of justice for all remains under strident attack, civil society has come to occupy at the expense of political society (a useful distinction first made by Parth Chatterjee in Chatterjee 2004) a whole arena of activism, this would indeed need to be a cause of concern for all. In order to gauge its ramifications, it is however, crucial to first of all understand in which ways and to what extent this statement rings true.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The current study may well not be able to fully develop all the above and other theoretical strands as they emerge in the course of this research. But what it does promise to do is to outline the breaks and continuities that mark the make-up, strategies, audiences and goals of those who embrace the new possibilities that the Internet provides at the same time as the information age so fundamentally reconstitutes our society. As a starting point for the analysis, this research will therefore, attempt to map the online activism that has taken place in India so far, focusing more specifically on the forms of activism that leave a public record on the Internet (a more extensive debate of various definitional issues is in order – I will take this up in a separate blog post, to follow later, however). At the core of the research will be the construction of a database pertaining to online activism in India with links to email lists, blogs, Facebook groups, popular hash tags and the like. Although much of the activism I will be looking at will be centred around what has come to be known as 'social media', my focus is thus broader than that, as older tools such as e-petitions, discussion boards and list servs, too, will be included in this study. The aim is to be as comprehensive as possible, although for the database to ever be complete will, of course, be an impossibility. Moreover, since only data available in the English language will be collected, the database will automatically have its limitations. The database will be further complemented by interviews with activists who have been involved in key online campaigns and, where appropriate, case studies. It is the data thus gathered that will form the basis of our analysis.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;While the scope of the study is thus admittedly ambitious, the fact that online activism in India is a fairly recent affair – little happened before 2002, and it has only really taken off in the past three years or so – makes this venture not an impossible one. The contribution I hope to make through this research is not simply to work on the Indian context, however. Despite the media hype surrounding the possibilities of the Internet for social change, research on the Internet and activism more generally remains limited so far. The paucity is perhaps particularly acute where activism and social media are concerned (Postill 2009). Moreover, the work that does exist, I argue, tends to look mostly at activists' use of one particular tool, for example YouTube, or Facebook. Sight is thus generally lost of the larger cyberecology of communication in which this use must be located, preventing an opportunity for genuine insight into the ways in which activism is reconfigured from materialising. By using a much wider lens, this research hopes to make a beginning to correcting this lacuna. It is in this way that the importance of the changes that are underway in the Indian activist landscape as elsewhere can be appropriately assessed.&lt;/p&gt;

    <title>India’s proposed new internet bill is as repressive as the worst of Chinese laws </title>

&lt;p style="text-align: justify; "&gt;Almost a decade ago, I spent a year living in Shanghai, as part of a  research fellowship. I spent time with digital cultural producers and  wrote about the ways in which they navigated the restrictive terrains of  the web. One of the groups that I was working with, introduced me to a  stuffed toy called Cao Ni Ma which, spoken one way means, “mud grass  horse”. But the same words with a different tone resulted into an  offensive mother-related expletive. The Cao Ni Ma, that year, was the  best-selling toy in the Chinese market during the new year celebrations,  and had broken the internet with memes, videos, and imaginary pictures  that emerged once it was conceived in a prank encyclopedia page titled  the “10 legendary obscene beasts of China”. The humour was juvenile to  my eyes, reminiscent of dorm-room talk as well as old internet  discussion forums where tech nerds came with the keyword Pr0n or Prawn  to escape the prying eyes of primitive censorship algorithms.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, as I quickly learned, this was not just fun and games. The  reason why this entire thing had gone viral was because China had, by  then, established a complete control over what can and cannot be said  online. Chinese internet intermediaries — like Baidu, which run the  Chinese version of Wikipedia, for instance — had not only complied but  also internalised the censoring of all speech that was found offensive  to the sovereignty and integrity of the country. This included critique  of the state and political leaders, a voicing of complaint about poor  infrastructure or governance, any expression of desire or profanity that  would be socially unacceptable. Intermediaries in China, even before  the social credit systems were announced, were mandated and enabled to  remove all content that they thought might “shatter the harmony” of the  “Chinese way of living”.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;I didn’t realise how deep this regulation of the intermediaries goes  till I accidentally ended up writing about Cao Ni Ma, and the  playfulness of their subversion on my research blog. It was, in fact, in  an academic paper that I presented at a conference in Taiwan and so I  had announced it on my social media. While I was in Taiwan, my email  suddenly started singing. My host colleagues were concerned about my  well-being. My departmental colleagues were asking me about my  whereabouts. The dean of the faculty asked me to stay back in Taiwan  longer and to not come back to Shanghai till I heard from him again. It  took me six more days before I was finally reunited with my guest house,  and all my stuff. Upon return, I had friendly visits from five  different committees, ranging from academic ethics panel that had  approved my research project to the immigration and police who wanted to  know more about my research.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Once the ordeal was over — though I was warned that another  infringement would not be tolerated — I kept on re-reading what I had  written to figure out what could have triggered this amount of anxiety.  When I asked a Chinese friend, she looked at me with telling eyes. “It  is not what you have written but the fact that you have written about it  as well. You can’t write about this because it undermines the  government”. The regulation of intermediaries was not about making the  internet safe, keeping hate speech at bay, and building a more inclusive  web. It was purely and simply about determining who can say what about  what. There were no clear guidelines because anything that could be  interpreted as unwanted automatically became unwanted.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The current Indian government has proposed a new internet bill that  seeks to mimic the Chinese control of information and voices to the T.  The new intermediaries liability and content monitoring act that will  become a law in February, unless resisted and critiqued, unquestioningly  expands the remit of the government, through private intermediaries, to  control what we can see and read, and also what we can say and share.  It is yet another assault in an atmosphere where newspapers, civil  society organisations, political protestors, and common persons are  targeted, bullied, and intimidated into silence.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Without public support and attention, this law is most likely going  to pass. I am making a list of all the things we might no longer be able  to say on the web — and also obsessively looking at the Instagram egg  while I still can, because just like the midday meal, the egg might soon  disappear from our vegetarian webs.&lt;/p&gt;

    <title>In Search of the Other: Decoding Digital Natives</title>

        &lt;b&gt;This is the first post of a research inquiry that questions the ways in which we have understood the Youth-Technology-Change relationship in the contemporary digital world, especially through the identity of ‘Digital Native’. Drawing from three years of research and current engagements in the field, the post begins a critique of how we need to look at the outliers, the people on the fringes in order to unravel the otherwise celebratory nature of discourse about how the digital is changing the world.&lt;/b&gt;
        
&lt;p&gt;In this first post, I chart the trajectories of our research at the Centre for Internet and Society (Bangalore, India) and Hivos (The Hague, The Netherlands) to see how alternative models of understanding these relationships can be built.&lt;/p&gt;
&lt;p&gt;The Digital Native has many different imaginations. From the short hand understanding of ‘anybody who is born after the 1980s’ (Prensky, 2001) to more nuanced definitions of populations who are ‘born digital’ (Palfrey &amp;amp; Gasser, 2008), the digital native has firmly been ensconced in our visions of technology futures. From DIY decentralized learning environments to viral and networked forms of engagements that span from the Arab Spring to Occupy Together, the Digital Native – somebody who has grown up with digital technologies (and the skills to negotiate with them) as the default mode of being – has become central to how we see usage and proliferation of new digital tools and technologies.&lt;/p&gt;
&lt;p&gt;Three years ago, when the identity Digital Native was already in currency but before the overwhelming examples that are now so easily available in the post MENA (Middle East-North Africa) world, we asked ourselves the question: “What does a Digital Native look like?” When we started sifting through the literature (published and grey), practice-based discourse and policy, we started spotting certain patterns: Digital Natives were almost always young, white, (largely male) middle class, affluent, English speaking populations who could afford education and were located in developed Information and Communication Technologies (ICT) contexts of ubiquitous connectivity. These users of technology were treated as the proto-type around which digital natives in the ‘rest of the world’ were imagined. The ‘rest of the world’ was not necessarily an exotic geography elsewhere, but often was a person whose relationships with the digital were impeded by class, education, gender, sexuality, literacy etc.&lt;/p&gt;
&lt;p&gt;Moreover, we found that the accounts of Digital Natives that were being discussed across the board were accounts of super stars. They either heralded the digital native as the young messiah who is drastically changing the world, overthrowing governments and building collaborative and participatory structures of openness. Or they feared the digital native as an unthinking, self contained, dysfunctional person who pirates and plagiarizes and needs to be rehabilitated into becoming a civic individual. Very little was said about Everyday Digital Natives – users who, through the presence of digital technologies, were changing their lives on an everyday basis.&lt;/p&gt;
&lt;h3&gt;Other Digital Natives&lt;/h3&gt;
&lt;p&gt;Based on this, we began the quest for the Other Digital Natives – people who did not necessarily fit the existing models of being digital but who often had to strive to ‘Become Digital’ and in the process produce possibilities and potentials for social change and political participation in their immediate environments. This was the first step to discover what being a digital native would be in emerging ICT contexts, where connectivity, access, usage, affordability, geo-political regulation, and questions of the biological and of living would give us new understandings of what a digital native is. This quest for the Other inspired us to work across Asia, Africa and Latin America, to talk to some of the most strident voices in the region who claimed to be digital natives, expressed discomfort with being called digital natives, refused to be called digital natives, and sought to provide critique of the existing expectations of digital nativity. The proceedings from these conversations in the Global South have been consolidated in the book Digital AlterNatives With a Cause? available for free download.&lt;/p&gt;
&lt;p&gt;For this post, I want to look at some of the presumptions in existing understanding of Digital Natives and how we can contest them to build Digital AlterNative identities.&lt;/p&gt;
&lt;h3&gt;Presumption 1: Digital Natives are always young&lt;/h3&gt;
&lt;p&gt;Even if we go by Mark Prensky’s problematic definition that everybody born after the 1980s is a digital native, we must realize that there is a large chunk of digital native users who are now in their thirties. They are in universities, work forces, governments and offices. They have not only grown older with technologies but they have also radically changed the technologies and tech platforms that they inhabit.&lt;/p&gt;
&lt;p&gt;It is time to let go of the Peter-Pan imagination of a Digital Native as always perpetually young. Moreover, we must realize that digital natives existed even before the name ‘Digital Native’ came into existence. There were people who built internets, who might not have been young but were still native to the digital environments that they were a part of.&lt;/p&gt;
&lt;p&gt;Instead of looking at a youth-centric, age-based exclusive definition of a digital native, it is more fruitful to say that people who natively interact with digital technologies – people who are able to inhabit the remix, reuse, share cultures that digitality produces, might be marked as digital AlterNatives.&lt;/p&gt;
&lt;h3&gt;Presumption 2: Digital Natives are born digital&lt;/h3&gt;
&lt;p&gt;It does sound nice – the idea that there were people who were born as preconfigured cyborgs, interacting with interfaces from the minute they were born. And yet, we know that people are taught to interact with technologies. True, technologies often define our own conceptions of who we are and how we perceive the world around us, but there is still a learning curve that is endemic to human technology relationships.&lt;/p&gt;
&lt;p&gt;Because of the ubiquitous and pervasive nature of certain kinds of technology mediated interaction, it is sometimes difficult to look at our habits of technology as learned interactions. Recognizing that there is a thrust, an effort and an incentive produced for people to Become Digital, is also to recognize that there are different actors, players, promoters and teachers who help young people enter into relationships with technologies, which can often be greater than the first interactions.&lt;/p&gt;
&lt;h3&gt;Presumption 3: Digital Natives live digital lives&lt;/h3&gt;
&lt;p&gt;This is a concern voiced by many people who talk about digital natives. They are posited as slacktivists – removed from their material realities and apathetic to the physical world around them. They are painted as dysfunctional screenagers who are unable to sustain the fabric of social interaction and community formation outside of social networking systems. They are discussed as a teenage mutant nightmare that unfolds almost entirely in the domains of the digital.&lt;/p&gt;
&lt;p&gt;But these kinds of imaginations forget that a digital native is not primarily a digital native, or at least, not exclusively digital. Being a digital native is one of many identities these users appropriate. The digital often serves as a lens that informs all their other socio-cultural and political interactions, but it is not an all-containing system. The bodies that click on ‘Like’ buttons on Facebook are also often the bodies that fill up the streets to fight for their rights. The division between Physical Reality and Virtual Reality needs to be dismissed to build more comprehensive accounts of digital native practices.&lt;/p&gt;
&lt;h3&gt;Presumption 4: Connectivity is digitality&lt;/h3&gt;
&lt;p&gt;This is often an easy conflation. It is presumed that once one has constant connectivity, one will automatically become a digital native. Especially in policy and development based approaches, connectivity and access have become the buzzwords by which the digital divide can be breached. However, we have now learned that this one-size, fits-all solution actually fits nobody. Being connected – by building infrastructure and affording gadgets – does not make somebody a digital native.&lt;/p&gt;
&lt;p&gt;The digital native identity needs to be more than mere access to the digital. It involves agency, choice, critical literacy and fluency with the digital media that we live with. So instead of thinking of anybody who is connected as a digital native, we are looking at people who are strategically able to harness the powers of the digital to produce a change in their immediate environments. These changes can range from making personal collections of media to mobilising large numbers of people for political protests. To be digital is to be intimately connected with the technologies so that they can augment and amplify the ways in which we respond to the world around us.&lt;/p&gt;
&lt;p&gt;I offer these as the building blocks of looking at the ‘Other’ of the Digital Natives as we have discursively produced them. From hereon, in my subsequent posts, I hope to drill deeper to locate nuances and differences, concepts and frameworks that we need to map in order to build a digital native model that is inclusive, differential and context based.&lt;/p&gt;

    <title>Identity, Identification and Media Representation in Video Game Play: An Audience Reception Study</title>

&lt;p&gt;Adrienne Shaw received her Ph.D. from the University of Pennsylvania’s Annenberg School for Communication in 2010. Her research 
focuses on popular culture, the politics of representation, cultural 
production and qualitative audience research. Her primary areas of 
interest are video games, gaming culture, representations of gender and 
sexuality, and the construction of identity and communities in relation 
to media consumption.&lt;/p&gt;
&lt;h3&gt;Abstract&lt;/h3&gt;
&lt;p&gt;Research on minority representation in video games usually asserts:&lt;/p&gt;
&lt;ol&gt;&lt;li&gt;the industry excludes certain audiences by not representing them;&lt;/li&gt;&lt;li&gt;everyone should be provided with characters they can identify with; and&amp;nbsp;&lt;/li&gt;&lt;li&gt;media representation has knowable effects.&lt;/li&gt;&lt;/ol&gt;
&lt;p&gt;In contrast, this dissertation engages with audiences’ relationship to gamer identity, how players interact with game texts (identification and interaction), and their thoughts about media representation. This dissertation uses interviews and participant observation to investigate why, when and how representation is important to individuals who are members of marginalized groups, focusing on sexuality, gender and race, in the U.S. The data demonstrate that video games may offer players the chance to create representations of people “like them” (pluralism), but games do not necessarily force players to engage with texts that offer representation of marginalized groups (diversity), with some rare and problematic exceptions. The focus on identity-based marketing and audience demand, as well as over-simplistic conceptualizations of identification with media characters, as the basis of arguments for minority media representation encourage pluralism.&lt;/p&gt;
&lt;p&gt;Representation is available, but only to those who seek it out. Diversity, however, is necessary for the political and educative goals of representation. It requires that players are actively confronted with diverse content. Diversity is not the result of demand by audiences, but is rather the social responsibility of media producers. Media producers, however, can take advantage of the fact that identities are complex, that identification does not only require shared identifiers, and that diversity in a non-tokenistic sense can appeal to a much wider audience than pluralistic, niche marketing. In sum, diversity can address both the market logic and educative goals of media representation. I conclude by offering three suggestions bred from this analysis. First, researchers should be critical of this emphasis on pluralism rather than diversity. Second, rather than argue that video games should include more diversity because it matters, producers should include it precisely because representation does not matter in many games. Finally, those who have invested in diversity in games should not just prove the importance of representation in games, but rather argue for it without dismissing playfulness.&lt;/p&gt;

    <title>i4D Interview: Social Networking and Internet Access</title>

&lt;h3 align="left"&gt;Mechanism of Self-Governance Needed for Social Networks&lt;/h3&gt;
&lt;h3 align="left"&gt;Should social networking sites be governed, and if yes, in what way?&lt;br /&gt;&lt;/h3&gt;
&lt;p align="justify"&gt;&lt;img src="https://cis-india.org/internet-governance/blog/uploads/nishantshah1.gif/image_preview" alt="Nishant Shah" class="image-left" title="Nishant Shah" /&gt;A
call for either monitoring or censoring Social Networking Sites has
long been proved ineffectual, with the users always finding new ways of
circumventing the bans or the blocks that are put into place. However,
given the ubiquitous nature of SNS and the varied age-groups and
interests that are represented there, governance, which is
non-intrusive and actually enables&amp;nbsp; a better and more
effective experience of the site, is always welcome. The presumed
notion of governance is that it will set processes and procedures in
place which will eventually crystallise into laws or regulations.
However, there is also another form of governance - governance as
provided by a safe-keeper or a guardian, somebody who creates symbols
of caution and warns us about being cautious in certain areas. In the
physical world, we constantly face these symbols and signs which remind
us of the need to be aware and safe. Creation of a vocabulary of
warnings, signs and symbols that remind us of the dangers within SNS is
a form of governance that needs to be worked out. This can be a
participatory governance where each community develops its own concerns
and addresses them. What is needed is a way of making sure that these
signs are present and garner the attention of the user.&lt;/p&gt;
&lt;p align="justify"&gt;&lt;strong&gt;How do we address the concerns that some of the social networking spaces are not "child safe"?&lt;/strong&gt;&amp;nbsp;&lt;/p&gt;
&lt;p align="justify"&gt;The
question of child safety online has resulted in a raging debate. Several models, from the cybernanny to monitoring the child's
activities online ,have been suggested at different times and have
more or less failed. The concerns about what happens to a child online are
the same as those about what happens to a child in the physical world.
When the child goes off to school, or to the park to play, we train and
educate them about things that they should not be doing -- suggesting that they do not talk
to strangers, do not take sweets from strangers, do not tell people
where they live, don't wander off alone -- and hope that these will be
sufficient safeguards to their well being. As an added precaution, we
also sometimes supervise their activities and their media consumption. More than finding technical solutions for
safety online, it is a question of education and training and
some amount of supervision to ensure that the child is complying with
your idea of what is good for it. A call for sanitising the internet is more or less redundant, only, in fact,
adding to the dark glamour of the web and inciting younger users to go
and search for material which they would otherwise have ignored.&lt;/p&gt;
&lt;p align="justify"&gt;&lt;strong&gt;What are the issues, especially around identities and profile information privacy rights of users of social networking sites?&lt;/strong&gt;&amp;nbsp;&amp;nbsp;&lt;/p&gt;
&lt;p align="justify"&gt;The
main set of issues, as I see it, around the question of identities, is
the mapping of the digital identities to the physical selves. The
questions would be : What constitutes the authentic self?&amp;nbsp; What is the
responsibility of the digital persona? Are we looking at a post-human
world where&amp;nbsp; online identities are equally a part of who we are and are sometimes even more a part of who we are than our physical selves? Does the older argument of the Original
and the Primary (characteristics of Representation aesthetics) still
work when we are talking about a world of 'perfect copies' and
'interminable networks of selves' (characteristics of Simulation)? How
do we create new models of verification, trust and networking within an SNS? Sites like Facebook and Orkut, with their ability to establish
looped relationships between the users, and with the notion of inheritance (¨friend of a friend of a friend of a friend¨), or even testimonials and
open 'walls' and 'scraps' for messaging, are already approaching these
new models of trust and friendship.&lt;/p&gt;
&lt;p align="justify"&gt;&lt;strong&gt;How do we strike a balance between the freedom of speech and the need to maintain law and order when it comes to monitoring social networking sites?&lt;/strong&gt;&lt;/p&gt;
&lt;p align="justify"&gt;I
am not sure if the 'freedom of speech and expression' and the
'maintaining of law and order' need to be posited as antithetical to each
other. Surely the whole idea of 'maintaining law and order' already
includes maintaining conditions within which freedom of speech and
expression can be practiced. Instead of monitoring social networking
sites to censor and chastise (as has happened in some of the recent
debates around Orkut, for example), it is a more fruitful exercise to
ensure that speech, as long as it is not directed offensively
towards an individual or a community, needs to be registered and heard.
Hate speech of any sort should not be tolerated but that is a fact
that is already covered by the judicial systems around the world.&amp;nbsp;&lt;/p&gt;
&lt;p align="justify"&gt;What
perhaps, is needed online, is a mechanism of self-governance where the
community should be able to decide the kinds of actions and speech
which are valid and acceptable to them. People who enter into trollish
behaviour or hate speak, automatically get chastised and punished in
different ways by the community itself. To look at models of better
self-governance and community mobilisation might be more productive
than producing this schism between freedom of speech on the one hand
and the maintenance of law and order on the other.&lt;/p&gt;

    <title>I Just Pinged to Say Hello</title>

        &lt;b&gt;A host of social networks find us more connected than ever before, but leave us groping for words in the digital space.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;Dr. Nishant Shah's article was &lt;a class="external-link" href="http://www.indianexpress.com/news/i-just-pinged-to-say-hello/1198448/0"&gt;published in the Indian Express&lt;/a&gt; on November 24, 2013.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;I am making a list of all the platforms that I use to connect with the large networks that I belong to. Here goes: I use Yahoo! Messenger to talk to my friends in east Asia. Most of my work meetings happen on Skype and Google Hangout. A lot of friendly chatter fills up my Facebook Messenger. Twitter is always available for a little back-chat and bitching. On the phone, I use Viber to make VoIP calls and WhatsApp is the space for unending conversations spread across days. And these are just the spaces for real-time conversation. Across all these platforms, something strange is happening. As I stay connected all the time, I am facing a phenomenon where we have run out of things to say, but not the desire to talk.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;I had these three conversations today on three different instant-messaging platforms:&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Person 1 (on WhatsApp): Hi.&lt;br /&gt;&lt;br /&gt;Me: Hey, good to hear from you. How are you doing?&lt;br /&gt;&lt;br /&gt;Person 1: Good.&lt;br /&gt;&lt;br /&gt;Me (after considerable silence): So what's up?&lt;br /&gt;&lt;br /&gt;Person 1: Nothing.&lt;br /&gt;&lt;br /&gt;End of conversation.&lt;br /&gt;&lt;br /&gt;Person 2 (On an incoming video call on Skype): Hey, you there?&lt;br /&gt;&lt;br /&gt;Me: Yeah. What time is it for you right now?&lt;br /&gt;&lt;br /&gt;Person 2: It is 10 at night.&lt;br /&gt;&lt;br /&gt;Me: Oh! That is late. How come you are calling me so late?&lt;br /&gt;&lt;br /&gt;Person 2: Oh, I saw you online.&lt;br /&gt;&lt;br /&gt;Me: Ok….. *eyes raised in question mark*&lt;br /&gt;&lt;br /&gt;Person 2: So, that's it. I am going to sleep soon.&lt;br /&gt;&lt;br /&gt;Me: Ok…. Er…goodnight.&lt;br /&gt;&lt;br /&gt;Person2: Goodnight.&lt;br /&gt;&lt;br /&gt;We hang up.&lt;br /&gt;&lt;br /&gt;Person 3 (pinging me on Facebook): Hey, you are in the US right now?&lt;br /&gt;&lt;br /&gt;Me: Yes. I am attending a conference here.&lt;br /&gt;&lt;br /&gt;Person 3: Cool!&lt;br /&gt;&lt;br /&gt;Me: Umm… yeah, it is.&lt;br /&gt;&lt;br /&gt;Person 3: emoticon of a Facebook 'like'. Have fun. Bye.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Initially I was irritated at the futility of these pings that are bewildering in their lack of content. I dismissed it as one of those things, but I realise that there is a pattern here. Our lives are so particularly open and documented, such minute details of what we do, where we are and who we are with, is now available for the rest of the world to consume, making most of the conversations seeking information, redundant. If you know me on my social media networks, you already know most of the basic things that you would want to know about me. And it goes without saying that no matter how close and connected we are, we are not necessarily in a state where we want to talk all the time. The more distributed our lives are, the more diminished is the need for personal communication.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;And yet, the habit or the urge to ping, buzz, DM or chat has not caught up with this interaction deficit. So, we still seem to reach out, using a variety of platforms just to say hello, even when there is nothing to say. I call this the 'Always On' syndrome. We live in a world where being online all the time has become a ubiquitous reality. Even when we are asleep, or busy in a meeting, or just mentally disconnected from the online spaces, our avatars are still awake. They interact with others. And when they feel too lonely, they reach out and send that empty ping — just to confirm that they are not alone. That on the other side of the glowing screen is somebody else who is going to connect back, and to reassure you that we are all together in this state of being alone.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;This empty ping has now become a signifier, loaded with meaning. The need for human connection has been distributed, but it does not compensate our need for one-on-one contact. In the early days of the cell phone, when incoming calls were still being charged, the missed call, without any content, was a code between friends and lovers. It had messages about where to meet, when to meet, or sometimes, just that you were missing somebody. The empty ping is the latest avatar of the missed call — in a world where we are always online but not always connected, when we are constantly together, but also spatially and emotionally alone, the ping remains that human touch in the digital space that reassures us that on the other side of that seductive interface and the buzzing gadget, is somebody we can say hello to.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt; &lt;/p&gt;

    <title>How Facebook is Blatantly Abusing our Trust</title>

        &lt;b&gt;‘Don’t fix it, if it ain’t broken’ is not an adage Facebook seems to subscribe to. Nishant Shah's column on privacy and Facebook was published in First Post on June 27, 2012.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;Facebook is just re-emerging from the controversies around how it conducted the voting on its new privacy policies, when it goes and digs itself deeper by trying to push down its email services down the throats of its users. If you have recently logged-in to Facebook, you will have received a notification that says that you have been ‘gifted’ with a free Facebook email account.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, that is a later phenomenon. A couple of days ago, the whole community of Facebook users went about their usual way, without knowing that something substantial had changed.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Facebook, who launched their email service as a part of their social networking empire, with or without your consent, has given us a ‘yourname@facebook.com’ email account. I know free things are considered good, but not an email account that I did not sign up for!&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;And to make things worse, this email account was, without our consent, added to our time-line and displayed as the primary email address.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In itself, it is a small move – with the redesign of the Timeline, Facebook had already introduced many such forced disclosures and changes that most of just had to accept, even if it might have had us fuming. However, with this change, Facebook has now started showing exactly what it can do in building your public profile and creating information about you, without your consent.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In their lame PR spiel, the company tried to pass it off as a freebie that they were gifting their users. But anybody who was not born yesterday realises that this is a desperate attempt to make a floundering service work.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Facebook messaging may work despite the clunky user interface, but its email services remain terribly underused. One of the paradoxes for this lies in the fact that you cannot open a Facebook account without a primary email account with another service, which is used as your authentication as well as the system through which Facebook notifications work.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Thus, many times, when introducing Facebook to first-time users of the web, we have to first train them in creating and using an email account before they can get on to the social network.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Hence, when Facebook did offer users the option of using a Facebook email service, most of them politely declined because nobody in their right mind is going to migrate to new a email services unless there was a substantial range of benefits being offered.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;So how did Facebook respond? It just forced the email service upon its millions of users. While this is no different from the other kind of restrictions that are imposed upon us within the Facebook universe – the advertisements we see, the design and layout, the insipid white-and-blue background, the kind of information we can and cannot share and display – etc. this is the first time that Facebook actually added to our information profile and displayed it to the public.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Which means, that the next time somebody looks you up on Facebook – and let’s face it, one of the things we all use Facebook for, is to find people we know and get connected with them – they will see your Facebook email id listed as your contact address. And while you might get a notification in your primary email about any mails that you receive in your Facebook account, the fact is that, all those emails will become a part of Facebook’s huge data farms.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In a move that is almost a pale imitation of Google’s growing monopoly over our private information, Facebook seems to be now looking to expand its data empires. However, while Google did it through strategic design and marketing, offering innovations and incentives for its users to use their services, Facebook seems to have decided to build a Trojan horse and sneak these services in through the back door.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;While this might not seem a big deal right now, it has deeper repercussions for what this corporate behemoth can do, not only with our data, but also to our data that we think is actually our own.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;If your alarm bells aren’t already ringing, they should be, as Facebook demonstrates a blatant abuse of the trust that we have put in its system, to keep our private data safe.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The million dollar question – or maybe a slightly reduced price, given its public listing status on the stock-exchange right now – is that while Facebook might keep us safe from other people using our data, will it also be able to keep us safe from itself?&lt;/p&gt;
