&lt;p style="text-align: justify; "&gt;For the videos &lt;i&gt;DNI-IV,&lt;/i&gt; visual artist Renée Ridgway and  filmmaker Rick van Amersfoort interviewed digital natives from all over  the world around four issues, juxtapositioning images with spoken  content. The following 4 clips were specially edited teasers of the Digital  Natives videos for public transport in Lueneburg. From 4 February to 4  March they run on the screens in public busses (between central station  and university campus).&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Renée Ridgway will show her ’collaborative meme’ in full length as  part of the Video Vortex program at 16:30 on 28 February and discuss her  project together with respondents Dalida Maria Benfield and Nishant  Shah.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;The first video, &lt;i&gt;DNI &lt;/i&gt;addresses the construction of the digital  native (DN) with comments, critiques and opinions from the  interviewees, visualizing a shift in how digital natives are imaged and  perceived.&lt;/p&gt;

    <title>Unique Identification Scheme (UID) &amp; National Population Register (NPR), and Governance</title>

        &lt;b&gt;This post examines the UID, NPR and Governance as it exists in India. The background note gives a summary of what is the NPR, the legal grounding of NPR, its objectives, and the information which could be collected under the NPR. The post also throws light on the UID, its objectives, process of enrollment in UID, how UID is being adopted by different states in India, and finally the differences and controversies in UID and NPR.&lt;/b&gt;

&lt;p style="text-align: justify; "&gt;&lt;b&gt;What is the NPR?&lt;br /&gt;&lt;/b&gt;In 2010, the Government of India initiated the NPR which entails the creation of the National Citizens Register. This register is being prepared at the local, sub-district, district, state and national level. The database will contain thirteen categories of demographic information and three categories of biometric data collected from all residents aged five and above. Collection of this information was initially supposed to take place during the House listing and Housing Census phase of Census 2011 during April 2010 to September 2010.&lt;a href="#fn1" name="fr1"&gt;[1]&lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;What is the legal grounding of the NPR? &lt;/b&gt;&lt;br /&gt;The NPR is legally grounded in the provisions of the Citizenship Act, 1955 and the Citizenship Rules 2003. It is &lt;i&gt;mandatory &lt;/i&gt;for every usual resident in India to register in the NPR as per Section 14A of the Citizenship Act, 1955, as amended in 2004. The collection of biometrics is not accounted for in the statute or rules.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;What are the objectives of the NPR? &lt;/b&gt;&lt;br /&gt;The objectives of the NPR as stated by the Citizenship Act is for the creation of a National Citizen Register. The National Citizen Register is intended to assist in improving security by checking for illegal migration. Additional objectives that have been articulated include: providing services to the residents under government schemes and programmes, checking for identity frauds, and improving planning.&lt;a href="#fn2" name="fr2"&gt;[2]&lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;What is the process of enrollment for the NPR?&lt;/b&gt;&lt;br /&gt;NPR enrollment is being carried out through house to house canvassing. The Office of the Registrar General and Census Commissioner, India has assigned Department of Information Technology (DIT) the responsibility of collecting and digitizing demographic data in 17 states and 2 Union Territories of India.&lt;a href="#fn2" name="fr2"&gt;[2]&lt;/a&gt; Collected information will then be printed and &lt;i&gt;displayed in the local area &lt;/i&gt;where it is scrutinized by local officers and vetted by local bodies called ´Gram Sabha/Ward Committees´.&lt;a href="#fn4" name="fr4"&gt;[4]&lt;/a&gt; This process of social audit is meant to bring in transparency, equity, and ensure accuracy.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;What information will be collected under the NPR?&lt;/b&gt;&lt;br /&gt;The NPR database will include thirteen categories of demographic information and three categories of biometrics. The collection biometrics has not been provided for in the text of the Citizenship Rules, and is instead appears to be authorized through guidelines,&lt;a href="#fn5" name="fr5"&gt;[5]&lt;/a&gt; which do not have statutory backing. Currently, two iris scans, ten fingerprints, and a photograph are being collected. According to a 2010 Committee note, only the photograph and fingerprints were initially envisioned to be collected.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;What is the Resident Identity Card? &lt;/b&gt;&lt;br /&gt;The proposed Resident Identity card is a smart card with a micro-processor chip of 6.4 Kb capacity; the demographic and biometric attributes of each individual will be personalized in this chip. The UID number will be placed on the card as well. Currently, the government is only considering the possibility of distributing smart cards to all residents over the age of 18.&lt;a href="#fn6" name="fr6"&gt;[6]&lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;What is the UID?&lt;br /&gt;&lt;/b&gt;The Unique Identification Authority of India (UIDAI) was established in January 2009 and is part of the Planning Commission of India. UIDAI aims to provide a unique 12 digit ID number to all residents in India on a voluntary basis. The number will be known as AADHAAR. The UIDAI will own and operate a Unique Identification Number database which will contain biometric and demographic data of citizens.&lt;a href="#fn7" name="fr7"&gt;[7]&lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;What is the objective of the UID?&lt;br /&gt;&lt;/b&gt;According to the UIDAI, the UID will provide identity for individuals. The scheme has been promoted by the UIDAI as enabling a number of social benefits including improving the public distribution system, enabling financial inclusion, and improving the Mahatma Gandhi National Rural Employment Guarantee Scheme (NREGS).  Despite these benefits, the UIDAI only guarantees identity, and does not guarantee rights, benefits or entitlement.&lt;a href="#fn8" name="fr8"&gt;[8]&lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;What is the process for enrollment in the UID?&lt;/b&gt;&lt;br /&gt;To enroll in the UID, individuals must go to enrollment centers with the appropriate documentation. Once documents are verified and biometrics taken, individuals will receive an acknowledgment slip and their UID number will be sent in the mail.&lt;a href="#fn9" name="fr9"&gt;[9]&lt;/a&gt; The UIDAI will enroll up to 600 million residents in 16 States and territories.&lt;a href="#fn10" name="fr10"&gt;[10]&lt;/a&gt; Online registration prior to enrollment at a Center is also now being offered.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;How is UID being adopted by different States? &lt;/b&gt;&lt;br /&gt;The adoption of the UID by different states and platforms has been controversial as the UID is not a mandatory number, yet with states and services adopting the number for different governmental services, the UID is becoming mandatory by default.  Some ways in which states are using the UID include:&lt;/p&gt;
&lt;ul&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Gas and vehicles&lt;/i&gt;: The UPA Government has required that citizens have a UID number for services such as purchasing cooking gas, issuing a RTI request, and registering vehicles.&lt;a href="#fn11" name="fr11"&gt;[11]&lt;/a&gt;&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Education&lt;/i&gt;: The Kerala government has required that all students must have UID number in order to be tracked through the system.&lt;a href="#fn12" name="fr12"&gt;[12] &lt;/a&gt;This mandate was questioned by the National Commission for Protection of Child Rights.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;First Information Reports (FIR’s)&lt;/i&gt;: The high court in Bombay has ordered the state home department to direct all police stations in Maharashtra to record the Unique Identification (UID) numbers of accused individuals and witnesses filing a FIR.&lt;a href="#fn13" name="fr13"&gt;[13]&lt;/a&gt; &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Banks&lt;/i&gt;: The National Payment Corporation of India has collaborated UIDAI and is issuing ‘RuPay cards’ (Dhan Aadhaar cards) which will serve as ATM/micro-ATM cards. In 2011 the Bank of India had issued 250 cards.&lt;a href="#fn14" name="fr14"&gt;[14]&lt;/a&gt;&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Railway&lt;/i&gt;: Railways are proposing to use the UID database for bookings and validation of passengers.&lt;a href="#fn15" name="fr15"&gt;[15]&lt;/a&gt;&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Social Security&lt;/i&gt;: Commencing January 1, 2013, MGNREGA, the Rajiv Gandhi Awas Yojana (RGAY), the Ashraya housing scheme, Bhagyalakshmi and the social security and pension scheme have included the UID in the Mysore district&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;&lt;b&gt;Has there been duplication of UID numbers?&lt;/b&gt;&lt;br /&gt;According to news reports:&lt;/p&gt;
&lt;ul&gt;
&lt;li style="text-align: justify; "&gt;The UIDAI has blacklisted an operator and a supervisor in Andhra Pradesh for issuing fake UID numbers.&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li style="text-align: justify; "&gt;The UIDAI is looking into six complaints regarding the misuse of personal data while issuing the UID numbers to individuals.&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;The UIDAI has received two received complaints regarding duplication of UID numbers.&lt;a href="#fn17" name="fr17"&gt;[17]&lt;/a&gt;&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;&lt;b&gt;What are the differences between the UID and NPR?&lt;br /&gt;&lt;/b&gt;&lt;/p&gt;
&lt;ul&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Voluntary vs. Mandatory:&lt;/i&gt; It is compulsory for &lt;i&gt;all &lt;/i&gt;Indian residents to register with the NPR, while registration with the UIDAI is considered voluntary. However, the NPR will store individuals UID number with the NPR data and place it on the Resident Indian Card. In this way and others, the UID number is becoming compulsory by various means. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Number vs. Register:&lt;/i&gt; UID will issue a number, while the NPR is the prelude to the National Citizens Register. Thus, it is only a Register. Though earlier the MNIC card was implemented along the coastal area, there has been no proposal to extend the MNIC to the whole country. The smart card that is proposed under the NPR has only been raised for discussion, and there has been no official decision to issue a card.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Statute vs. Bill:&lt;/i&gt; The enrollment of individuals for the NPR is legally backed by the Citizenship Act, except in relation to the collection of biometrics, while the UID as proposed a bill which has not been passed for the legal backing of the scheme. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Authentication vs. Identification:&lt;/i&gt; The UID number will serve as an authenticator during transactions. It can be adopted and made mandatory by any platform. The National Resident Card will signify resident status and citizenship. It is unclear what circumstances the card will be required for use in. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;UIDAI vs. RGI:&lt;/i&gt; The UIDAI is responsible for enrolling individuals in the UID scheme, and the RGI is responsible for enrolling individuals in the NPR scheme. It is important to note that the UIDAI is located in the Planning Commission, but its status is unclear, as the NIC had indicated that the data held is not being held by the government. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Door to door canvassing vs. center enrollment&lt;/i&gt;: Individuals will have to go to an enrollment center and register for the UID, while the NPR will carry out part of the enrollment of individuals through door to door canvassing. Note: Individuals will still have to go to centers for enrolling their biometrics for the NPR scheme. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Prior documentation vs. census material:&lt;/i&gt; The UID will be based off of prior forms of documentation and identification, while the NPR will be based off of census information.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Online vs. Offline:&lt;/i&gt; For authentication of an individual’s UID number, the UID will require mobile connectivity, while the NPR can perform offline verification of an individual’s card. &lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;&lt;b&gt;What is the controversy between the UID and NPR? &lt;/b&gt;&lt;/p&gt;
&lt;ul&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Effectiveness:&lt;/i&gt; There is controversy over which scheme would be more effective and appropriate for different purposes. For example, the Ministry of Home Affairs has argued that the NPR would be more suited for distributing subsidies than the UID, as the NPR has data linking each individual to a household.&lt;a href="#fn18" name="fr18"&gt;[18]&lt;/a&gt;&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Legality of sharing data&lt;/i&gt;: Both the legality of the UID and NPR collecting data and biometrics has been questioned. For example, it has been pointed out that the collection of biometric information through the NPR, is beyond the scope of subordinate legislation. Especially as this appears to be left only to guidelines.&lt;a href="#fn19" name="fr19"&gt;[19]&lt;/a&gt; Collection of any information under the UID scheme is being questioned as the Bill has not been approved by the Parliament.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Accuracy&lt;/i&gt;: The UIDAI's use of multiple registrars and enrolment agencies, the reliance on  'secondary information' via existing ID documents for enrollment in the UID, and the original plan to enroll individuals via the 'introducer' system has raised by Home Minister Chidambaram in January 2012 about how accurate the data collected by the UID is is that will be collected.&lt;a href="#fn20" name="fr20"&gt;[20]&lt;/a&gt; To this extent, the UIDAI has changed the introducer system to a ‘verifier’ system. In this system, Government officials verify individuals and their documents prior to enrolling them.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Biometrics&lt;/i&gt;: Though biometrics are mandatory for the UID scheme, according to information on the NPR website, if an individual has already enrolled with the UID, they will not need to provide their biometrics again for the NPR. Application of this standard has been haphazard as some individuals have been required to provide biometrics for both the UID and the NPR, and others have not been required to provide biometrics for the NPR.&lt;a href="#fn21" name="fr21"&gt;[21]&lt;/a&gt;&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;&lt;b&gt;What court cases have been filed against the UID?&lt;br /&gt;&lt;/b&gt;The following cases are currently filed in courts around the country:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;&lt;i&gt;Supreme Court:&lt;/i&gt;&lt;/li&gt;
&lt;/ul&gt;
&lt;p style="padding-left: 30px; text-align: justify; "&gt;K S Puttaswamy, a retired judge of Karnataka High Court filed a Public Interest Litigation (PIL) in the Supreme  Court challenging the legality of UIDAI.&lt;a href="#fn22" name="fr22"&gt;[22]&lt;/a&gt;&lt;/p&gt;
&lt;ul style="text-align: justify; "&gt;
&lt;li&gt;&lt;i&gt;Chandigarh&lt;/i&gt;: A petition was filed in Chandigarh by Sanjeev Pandey which sought to quash executive order passed in violation of the Motor Vehicles Act, 1988, and Central Motor Vehicle Rules, 1989 by which UID cards had been made mandatory for registration of vehicles and grant of learner/regular driving license.&lt;a href="#fn23" name="fr23"&gt;[23]&lt;/a&gt;&lt;span&gt; &lt;/span&gt;&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;span&gt;&lt;i&gt;Karnataka:&lt;/i&gt;&lt;/span&gt; &lt;span&gt;Mathew Thomas and Mr. VK Somasekhar have filed a civil suit in the Bangalore City Civil Courts (numbered 8181 of 2012) asking for the UID project to be stopped. The suit was dismissed, and they have appealed the case to the High Court (numbered 1780 and 1825 of 2013).&lt;/span&gt;&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Chennai&lt;/i&gt;: A PIL has been filed in the Madras High Court challenging the constitutional validity of the UIDAI and its issue of UID numbers.&lt;a href="#fn24" name="fr24"&gt;[24]&lt;/a&gt;&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Bombay&lt;/i&gt;: In January 2012 a case was filed in the Mumbai high Court. The petitioners to the case are R. Ramkumar, G. Nagarjuna, Kamayani Mahabal, Yogesh Pawar and  Vickram Crishna &amp;amp; Ors.&lt;/li&gt;
&lt;/ul&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;What is the relationship between UID, NPR, and National Security&lt;br /&gt;&lt;/b&gt;The UID and the NPR have both stated improving security as an objective for the projects. To this extent, it is envisioned that the UID and the NPR could be used to track and identify individuals, and determine if they are residents of India. In the case of the NPR, a distinction will be made between residents and citizens. Yet, concerns have also been raised that these projects instead raise national security threats, given the size of the databases that will be created, the centralized nature of the databases, the sensitive nature of the information held in the databases, and the involvement of international agencies.&lt;a href="#fn25" name="fr25"&gt;[25]&lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;What is the relationship between UID and Big Data?&lt;br /&gt;&lt;/b&gt;Aspects of the UID scheme allow it to generate a large amount of data from a variety of sources. Namely, the UID scheme aims to capture 12 billion fingerprints, 1.2 billion photographs and 2.4 billion iris scans and can be adopted by any platform. This data in turn can be stored, analyzed, and used for a number of purposes by a number of stakeholders in both the government and the private sectors. This is already happening to a certain extent as in November 2012 the UID  established a Public Data Portal for the UID project. According to UIDAI officials the data portal will allow for big data analysis using crowd sourcing models.&lt;a href="#fn26" name="fr26"&gt;[26]&lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;How is UID being used for BPL direct cash transfers?&lt;br /&gt;&lt;/b&gt;Registration with the UID scheme is considered essential to determine whether beneficiaries belong in the BPL category and to provide transparency to the distribution of cash. In this way, the UID requirement is thought to prevent the leakage of social security benefits and subsidies to non-intended beneficiaries, as cash will only be made available to the person identified by the UID as the intended recipient. One of the main prerequisites of a below poverty line (BPL) direct cash transfer in India has become the registration with the UIDAI and the acquisition of a UID number. For example:&lt;/p&gt;
&lt;ul&gt;
&lt;li style="text-align: justify; "&gt;The "Cash for Food" programme requires that individuals applying for aid have a bank account, and a UID number. The money is transferred, electronically and automatically, to the bank account and the beneficiary should be able to withdraw it from a micro-ATM using the UID number.&lt;a href="#fn27" name="fr27"&gt;[27]&lt;/a&gt; It is important to note that micro-ATMs are not actual ATMs, but instead are handheld machines which may give information on bank balance and such, but will not dispense or maintain privacy of transaction.  Most importantly, the transaction is mediated though a banking correspondent.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;The government plans to cover the target BPL families and deposit USD 570 billion per year in the bank accounts of 100 million poor families by 2014.&lt;a href="#fn28" name="fr28"&gt;[28]&lt;/a&gt;&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Currently, only beneficiaries of thirteen government schemes and LPG connection holders have been identified as being entitled to register for a UID number.&lt;a href="#fn29" name="fr29"&gt;[29]&lt;/a&gt; Though these schemes have been identified, as of yet, adoption has happened in very few districts. &lt;/li&gt;
&lt;/ul&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;What are the concerns regarding the use of biometrics in the UID and NPR scheme? &lt;br /&gt;&lt;/b&gt;Both the UID and the NPR rely on biometrics as a way to identify individuals.  Yet, many concerns have been raised about the use of biometrics in terms of legality, effectiveness, and accuracy of the technology.  With regards to the accuracy and effectiveness of biometrics – the following concerns have been raised:&lt;/p&gt;
&lt;ul&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Biometrics are not infallible:&lt;/i&gt; Inaccuracies can arise from variations in individuals  attributes and inaccuracies in the technology. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Environment matters&lt;/i&gt;: An individual’s biometrics can change in response to a number of factors including age, environment, stress, activity, and illness.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Population size matters&lt;/i&gt;: Because biometrics have differing levels of stability – the larger the population is the higher the possibility for error is. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Technology matters:&lt;/i&gt; The accuracy of a biometric match also depends on the accuracy of the technology used. Many aspects of biometric technology can change including: calibration, sensors, and algorithms.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;i&gt;Spoofing:&lt;/i&gt; It is possible to spoof a fingerprint and fool a biometric reader.&lt;a href="#fn30" name="fr30"&gt;[30]&lt;/a&gt;&lt;/li&gt;

        &lt;b&gt;Paying for your groceries and other goods by using your biometrics instead of an e-wallet, debit card or cash seems to be the next phase in the Centre’s ambitious push to shift the country to a “less cash” economy, as its mandarins term it.&lt;/b&gt;

&lt;p style="text-align: justify; "&gt;Ajay  Bhushan Pandey, CEO of the Unique Identification Authority of India  (UIDAI), says it will be rolling out Aadhaar-enabled payment system, or  Aadhaar Pay, for merchants in the next few weeks. This will be an app  for merchants that enables them to receive payments through biometric  authentication of the customer, provided their bank accounts are linked  to their Aadhaar number. "A pilot is under way in fair price shops in  Andhra Pradesh where shopkeepers are accepting payments from PDS  beneficiaries. The results are very encouraging," says Pandey.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The idea takes off from the existing Aadhaar-enabled payment system (AEPS) used by bank business correspondents (BCs) in rural areas to disburse and accept cash, using micro ATMs. "We are trying to tweak this so that a similar device can be used by a local merchant," says Pandey. Adoption will depend on two factors: merchants’ acceptance of it and whether they can use an app rather than a micro ATM. The biggest advantage through this method of payment, says Pandey, is that the customer will not need a credit or debit card, or even a smartphone.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;The  limits for transactions using AEPS, such as the number of daily  transactions, will be left to the discretion of the banks. In the long  term, the AEPS will be migrated to the BHIM (Bharat Interface for Money)  platform but the rollout of Aadhaar Pay will happen before that. Post  demonetisation, banking BC’s number of transactions using AEPS has leapt  from 4-5 lakh to 14-15 lakh, says Pandey. According to Reserve Bank of  India data on electronic payment systems, the total volume of such  transactions  jumped from 671 million in November 2016 to 957 million in December. USSD-based payments, which can be done using a basic feature phone, are among the biggest beneficiaries: the volume rose from just 7,000 in November to 1,02,000 in December, and value of transactions from over Rs 7,000 to over Rs 1 lakh. Prepaid payment instruments — mainly mobile wallets — rose from 59 million to 88 million in the same period (and value from Rs 1,300 crore to Rs 2,100 crore).&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;While Aadhaar Pay is likely to ride the demonetisation wave if it is launched soon, certain concerns remain, as the list is how secure such a payment system will be. The UIDAI CEO says it is a paramount concern for the organisation, too. "We are using the latest technology to ensure the information stays encrypted end to-end, so that information is not leaked or misused. In the months to come, we will strengthen the security."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Wary About Security&lt;/b&gt; &lt;br /&gt; Sunil Abraham, executive director of the Centre for Internet and  Society, a think tank that has been analysing the Aadhaar project for  six years, outlines several reasons why Aadhaar-based biometrics is  inappropriate for authentication in payments, unlike card-based payments  that use cryptography.  &lt;br /&gt; &lt;br /&gt; "With biometrics, there is always  an error ratio. It is imprecise matching, whereas with cryptography  (smart cards), there is no false positive or  negative. You either have the key (PIN) or you don’t. It is also very  cheap to defeat biometric authentication — even an unlettered person can  do it," says Abraham. It would be easy enough, he says, to replicate  someone else’s fingerprint by pressing it against lukewarm wax and  filling the mould with glue to get a dummy finger. In contrast,  compromising a smart card requires more cost and effort, from  tech-savviness to machines such as a skimmer that will read the card.  "And once you are compromised,you are compromised forever. You can’t change it, like a debit card PIN."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Using  Aadhaar for authentication had proved to be a failure during the  exchange of currency notes following demonetisation, he adds, pointing  to how the poor and the middle class stood in queues for money while  stacks of new currency were recovered from the homes of businessmen and  bureaucrats. "When you have bank officials who are corrupt, giving them  your biometrics is giving them more ammunition for corruption." To catch  the criminals, law enforcement agencies had to resort to CCTV footage,a  relatively older technology, he says. Others point out that while it  may be secure, certain factors stand in the way of making  biometrics-based payment authentication a large-scale success. Amrish  Rau, CEO of PayU India, a payment gateway provider, cites a list of  reasons why it would inevitably take off but only in 5-10 years.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"For  one, the technology is not yet good enough. There are also bandwidth  and data constraints in sending biometric data," says Rau. Even in more  mature markets, it has yet to find widespread acceptance, he says,  pointing to the slow adoption of Apple Pay and Samsung Pay in the US.  "It’s not the answer today.” This is in contrast to NITI Aayog CEO  Amitabh Kant’s recent remarks that cards and PoS machines would become  redundant by 2020 because Indians would be making payments using their  thumb (biometrics).  "... my view is that in the next two and a half years, India will make  all its debit cards, credit cards, all ATM machines, all PoS machines  totally irrelevant,” Kant had said at a Pravasi Bharatiya Divas session  in Bengaluru.&lt;/p&gt;
&lt;div style="text-align: justify; "&gt;UIDAI’s Pandey is more circumspect. “I wouldn’t say who would replace  what. But from the government’s side we are encouraging all modes of  digital payment. India has a diverse population and some people might  prefer using a card, others a wallet. Collectively, they will contribute  to a less-cash society.”&lt;/div&gt;

    <title>The Last Word: Is there a need to review Information Technology Act?</title>

        &lt;b&gt;Does the high-handed arrest of two young girls mean it's time to review and revise the IT Act?&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;Aryaman Sundaram, Pavan Duggal, Pranesh Prakash and Ravi Visvesvaraya Prasad took part in a discussion with Karan Thapar on section 66A of the IT Act. This was aired on CNN-IBN on November 20, 2012.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Pranesh Prakash said that it was just not a history of misuse of section 66A of the IT Act because that presumes that the law is otherwise fine and it has just been applied wrongly. This law is fundamentally flawed. It is unconstitutional. It is like a law in which there is a provision on rape, murder, theft, nuisance, everything put together in a single section with the same punishment being given for all of them. This obviously is not good law making but that is exactly what has been done in this case by taking bits from laws in the UK and from elsewhere and mashing them all up into one omnibust gargantuan monster which is unconstitutional.&lt;br /&gt;&lt;br /&gt;Pranesh Prakash also added that the fact is that if you have bad laws they will be used to harass people. Having good law is one part of that. Apart from that there has been also other laws which have been misapplied in this case. In all these recent cases, section 66A of the IT Act wasn't the only provision used. This particular section has been used in conjunction with some other laws. So section 66A of the IT Act independently is not required. There are other laws in the Indian Penal Code and elsewhere which are usually enough to cover all the things that section 66A of the IT Act is right now covering. It is just an add on provision that really can't justify its existence unless it is really reduced in scope.&lt;/p&gt;

    <title>The Future of Cyber Governance </title>

        &lt;b&gt;Hague Institute for Global Justice in association with the Observer Research Foundation, Ministry of Foreign Affairs of Netherlands, and the Netherlands Institute for International Relations - Clingendael organized a conference on the Future of Cyber Governance at the Hague from May 13 to 15, 2014. Sunil Abraham was a speaker at this event.&lt;/b&gt;
        &lt;h2 style="text-align: justify; "&gt;Global Governance Reform Initiative&lt;/h2&gt;
&lt;p style="text-align: justify; "&gt;The Global Governance Reform Initiative (GGRI) seeks to overcome the challenges of global governance in three important domains – cyberspace, oceans and migration – by improving the efficiency, effectiveness and legitimacy of collective actions undertaken by relevant stakeholders.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The current focus of the GGRI is the governance of cyberspace. How cyberspace is governed has significant implications for a range of critical issues, from national security to the protection of individuals’ rights and freedoms. Yet, the governance of cyberspace is highly contested. Tensions exist between those who favour private sector-led, decentralized forms of governance, and those who favour state-led, centralized forms of governance. There is, therefore, a pressing need for practicable policies which can help balance competing demands effectively.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The conference is a platform for 17 outstanding academics and professionals representing a range of countries and sectors to present papers addressing key issues related to the governance of cyberspace. The authors were selected through a competitive application process which sought to balance the candidates’ professional and geographic backgrounds in a manner that would maximize the quality and policy-relevance of the research.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;During the conference, the participants will present their papers to a select group of seasoned experts on cyber governance. These experts will provide the participants with constructive feedback on their research findings and policy recommendations. The aim of the conference is to allow the participants to engage in a rigorous analysis of the selected governance challenges in order to craft practicable policy recommendations aimed at improving the governance of cyberspace. The authors of the best papers will be invited to present their work at the 2014 India Conference on Cyber Security and Cyber Governance, organized by the Observer Research Foundation, New Delhi.&lt;br /&gt;The Hague Institute undertakes this project in collaboration with the Netherlands Ministry of Foreign Affairs, the Observer Research Foundation (New Delhi), and the Netherlands Institute of International Relations – Clingendael.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;The 4-day conference convened over 2000 high-level participants from states, major global Internet companies, technical Internet operators, international organizations, civil society groups and academia.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;The workshop organized by the I&amp;amp;J Project discussed how to address the tension between the cross-border nature of the Internet and a patchwork of national jurisdictions by enabling multi-stakeholder cooperation. Sunil Abraham, the Director of  CIS India, stressed the limits of traditional modes of inter-state legal cooperation on the Internet:&lt;/p&gt;
&lt;p class="callout" style="text-align: justify; "&gt;The MLAT system is completely broken […] both from the demand side and also from the supply side.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The US Cyber Coordinator of the State Department, Christopher Painter, stated the need to streamline procedures of Mutual Legal Assistance Treaties, but also highlighted the importance of pursuing in parallel more innovative approaches, such as the Internet &amp;amp; Jurisdiction process:&lt;/p&gt;
&lt;p class="callout" style="text-align: justify; "&gt;MLATS are not always the right answer.  There are other answers between law enforcement channels in terms of joint investigations and there are also creative solutions that might take some of the burden off that MLAT process and I think that those are worthy of exploration.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Representing the Canadian ccTLD .ca, Mark Bull reflected upon how to develop such solutions to maintain the global nature of the Internet.&lt;/p&gt;
&lt;p class="callout" style="text-align: justify; "&gt;We are talking about incredibly complex issues here and I believe that complexity necessitates a multi-stakeholder process to identify solutions.  And that is what I think the beauty of the Internet &amp;amp; Jurisdiction Project is. And it’s why because of the multi-stakeholder structure, that’s why we believe it is the best and the most effective form for discussing issues this complex.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Panelist Eileen Donahoe, the Director of Global Affairs at Human Rights Watch applauded the progress the Internet &amp;amp; Jurisdiction process made since 2012:&lt;/p&gt;
&lt;p class="callout" style="text-align: justify; "&gt;Let me say that the work of the I&amp;amp;J Project has been relentless and it is really important. This is one of the most complex spaces in Internet governance&lt;/p&gt;
&lt;p&gt;The jurisdiction topic has become one of the most pressing Internet governance challenges, as  I&amp;amp;J Project Director and Co-Founder Bertrand de La Chapelle pointed out:&lt;/p&gt;
&lt;p class="callout"&gt;There is a real element of urgency. The jurisdiction issue is at the core of many Internet governance problems. And it has been said in many workshops here in the IGF, but also outside of it. The problem is really getting worse. The jurisdiction problem is probably one of the biggest threats to the fabric of the Internet as we know it.&lt;/p&gt;
&lt;p&gt;The objective of the workshop was to gather participants in the global Internet &amp;amp; Jurisdiction process from different stakeholder groups to report on progress and achievements. Furthermore, the workshop deepened the understanding of how to address jurisdictional tensions around the Internet and establish innovative legal cooperation mechanisms to prevent its fragmentation along national territorial boundaries.Council of Europe’s Elvana Thaci reminded participants of the importance to develop harmonized procedures across borders, as&lt;/p&gt;
&lt;p class="callout"&gt;Harmonization of substance is very difficult because the understanding of unlawfulness of content is very diverse.&lt;/p&gt;
&lt;p&gt;Facebook’s Head of Policy Development, Matt Perault, talked about the need for appropriate procedures:&lt;/p&gt;
&lt;p class="callout"&gt;I am here because I believe the I&amp;amp;J Project is devoted to figuring out how to think about mechanisms for a race to the top on the issue of jurisdiction.&lt;/p&gt;
&lt;p&gt;The pioneering Internet &amp;amp; Jurisdiction process has engaged more than 100 key entities around the world, creating a unique neutral space to build trust and catalyze operational solutions. As Will Hudson, Google’s Senior Advisor for International Policy, said:&lt;/p&gt;
&lt;p class="callout"&gt;We need to find solutions that work for all parties. It is one of the great strengths of the I&amp;amp;J Project, that it is looking at this challenge head on. We need to do things in this multi-stakeholder manner, and talk as a community because everyone has a stake in this and we cannot do this alone.&lt;/p&gt;

        &lt;b&gt;The National Institute of Public Finance and Policy organized a brainstorming session on net neutrality on February 8, 2017 and a public seminar on surveillance in India the following day on February 9, 2017 in New Delhi. Pranesh Prakash gave a talk. &lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;Pranesh presented a narrative of the current state of surveillance law, our knowledge of current surveillance practices (including noting where programmes like Natgrid, CMS, etc. fit in), and charted a rough map of reforms needed and outstanding policy research questions.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Pranesh Prakash&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;Pranesh Prakash is a Policy Director at - and was part of the founding team of - the Centre for Internet and Society, a non-profit organisation that engages in research and policy advocacy. He is also the Legal Lead at Creative Commons India and an Affiliated Fellow at the Yale Law School's Information Society Project, and has been on the Executive Committee of the NCUC at ICANN. In 2014, he was selected by Forbes India for its inaugural "30 under 30"​ list of young achievers, and in 2012 he was recognized as an Internet Freedom Fellow by the U.S. government.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;His research interests converge at the intersections of technology, culture, economics, law, and justice. His current work focuses on interrogating, promoting, and engaging with policymakers on the areas of access to knowledge (primarily copyright reform), 'openness' (including open government data, open standards, free/libre/open source software, and open access), freedom of expression, privacy, digital security, and Internet governance. He is a prominent voice on these issues, with the newspaper Mint calling him “one of the clearest thinkers in this area”, and his research having been quoted in the Indian parliament. He regularly speaks at national and international conferences on these topics. He has a degree in arts and law from the National Law School in Bangalore, and while there he helped found the Indian Journal of Law and Technology, and was part of its editorial board for two years.&lt;/p&gt;

    <title>Revealing Protesters on the Fringe: Crucifixion  Protest in Paraguay</title>

        &lt;b&gt;An analysis of the crucifix protest in Paraguay in the light of Nishant Shah’s piece: Whose Change is it Anyway? The blog post looks at the physical and symbolic spaces in which narratives of change were conceived and the extent to which information circulating within activates citizen action. &lt;/b&gt;
        
&lt;p style="text-align: justify;"&gt;“What constitutes change? What are the intentions that make change possible? Who are the actors involved?” These are the questions with which Nishant Shah opens the thought piece ‘Whose Change is it Anyway’, a series of reflections and provocations exploring the future of citizen action and digital technologies in emerging information societies. The project, in collaboration with the HIVOS Knowledge Program, begins a process of unlearning conventional understandings of ‘change’ and redefining it in the light of less visible narratives of political, social and cultural transformation. Three pivots of analysis are at the backbone of this piece. First, it locates change by looking at the historicity and stressing the role of invisible crises that lead to digital activism. Second, it moves on to unpack our definition of change and the language framing activism as system-overhaul practices rather reformative experiments. Third, it looks at the outcomes of change proposing a redefinition of failure that enables us to recognize instances of change outside of what is dubbed ‘successful’ citizen action. All in all, the piece is reflective rather than conclusive and when paired up with contemporary events of political and social change, it serves as a framework to challenge existing paradigms and overlooked narratives.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;This was precisely my experience when at the end of August I came across the Paraguayan crucifix protest in the BBC News website: the story of eight bus drivers who led by union leader Juan Villalba, crucified themselves onto wooden crosses to protest against labour exploitation in Asuncion.&lt;a name="fr1" href="#fn1"&gt;[1]&lt;/a&gt; In spite of its international media coverage, the protest has to this day failed to mobilize digitally fluent Paraguayan and global netizens into joining the ranks&lt;a name="fr2" href="#fn2"&gt;[2]&lt;/a&gt; of their plea, keeping protesters at the fringes of the online sphere. This is surprising compared to other publicized Paraguayan protests, such as Pro-Ache Tribe campaigns back in 2011&lt;a name="fr3" href="#fn3"&gt;[3]&lt;/a&gt; and the anti-corruption protests earlier this year,&lt;a name="fr4" href="#fn4"&gt;[4]&lt;/a&gt; which featured politically active students mobilizing through technology to influence public policy in Paraguay.&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;Before jumping into deeming the crucifix protest a success or a failure, I would like to refer back to the first axis of analysis in Shah’s work and discuss the history, context and structures in which the intent for change was crafted. I will follow Anat-Ben David´s framework based on her research on the geopolitics of digital spaces, and look at how “hybrid geographical and digital spaces” intertwine with “situated knowledges and practices” in order to localize change (2011). I will first focus on the political and social context of Paraguay and how it framed two online campaigns:&amp;nbsp; the Aché Tribe campaign in 2011 and the anti-corruption campaign in June 2013. Then, I will move on to the symbolic and knowledge context in Paraguay and how it determined the outcome of the offline crucifix protest in August 2013. The objective is to identify the factors that drove the first two issues into the online sphere vis-a-vis those that impeded the latter from making that transition. This will be instrumental to understand what —and what not— activates youth mobilization and citizen action in Paraguay and how their vision of change aligns with their experience in crises.&lt;/p&gt;
&lt;h3 style="text-align: justify;"&gt;Political and social context of Paraguay&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;Landlocked, Catholic and &lt;em&gt;mestizo&lt;/em&gt;, Paraguay was under a 30 year oppressive dictatorship that finally came to an end in 1989. Since then, the succeeding thirteen years of democracy have been characterized by citizen upheavals, as younger generations are breaking the silence and conformity of older times (Zavala, 2011). Among the most pressing issues addressed by coup attempts, strikes and protests,&lt;a name="fr5" href="#fn5"&gt;[5]&lt;/a&gt; corruption remains the standing evil in the Paraguayan political system. Seventy-eight per cent of its citizens perceive the government as ineffective at fighting corruption,&lt;a name="fr6" href="#fn6"&gt;[6]&lt;/a&gt; and with good reason. Paraguay is ranked as the second most corrupt country in Latin America and 24th in the world, according to Transparency International.&lt;a name="fr7" href="#fn7"&gt;[7]&lt;/a&gt; The Paraguayan head of Seeds for Democracy, Marta Ferrara commented on corruption being absolute in the public sector due to the legacy of dictatorship, and hence called civil society groups to exert more pressure on the government to fight it.&lt;a name="fr8" href="#fn8"&gt;[8]&lt;/a&gt; This sentiment is consistent with the loss of faith in democracy in Latin America to which research has attributed the rise of the left and a growing desire for social change (Barret et al, 2008).&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Another important contextual question to consider on a par is how relevant are digital technologies in Paraguay to mobilize change. The country has one of the lowest rates of internet penetration in the continent at 27.1 per cent, &lt;a name="fr9" href="#fn9"&gt;[9]&lt;/a&gt; suggesting that the remaining 70 per cent is comprised of disconnected Guarani voices whose stories remain untold. This is in a country with a 52.4 Gini coefficient, where 40 per cent of citizens live below the poverty line and 56 per cent of the income is controlled by the upper 20 per cent.&lt;a name="fr10" href="#fn10"&gt;[10]&lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Delving deeper into this divide, we can infer that the success behind the digitally enabled protests comes as a result of socioeconomic inequality and an alignment of the interests of this privileged class and the issues behind their actions. Based on this profile, my follow up questions are a) what is the common thread joining the online campaigns that is absent from the crucifix protest and b) how this digital class is defining these priorities.&lt;br /&gt; &lt;br /&gt;&lt;strong&gt;The anti-corruption discourse&lt;br /&gt;&lt;/strong&gt;The legacy of the dictatorship and the anti-corruption discourse is a strong response to the first question. While the concept of corruption is severely stigmatized in society, it is also very loosely defined (Harrison, 2006), making it a versatile stimuli for change. Harrison states that in developing countries, the focus remains on the perception of the relationship between the state and those they are meant to be serving (2006), while for Haller and Shore it also refers to money transactions within power relationships that stratify and exclude in any structure (2005). In this way, the concept remains all-encompassing, perception-based and relevant to the democracy crisis in Paraguay. Hence, protesting against it is locally appropriate, and fits in the moral project Sampson dubbed the global anti-corruption industry (2010). He argues that condemning corruption is now a global trend grounded on uncontested ‘good governance´ and integrity values. Its rhetoric has been mainstreamed and infused with a “feel good character” that turns it into an appealing campaign, easy to identify with, simple to embark on and consistently present in the human-rights discourse both in the online and offline sphere.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The anti-corruption protest in June and the Pro-Aché mobilization in 2011 fit this criterion. In the first case, 3000 Paraguayans took to the streets inspired by neighbouring Brazil´s anti-corruption protests&lt;a name="fr11" href="#fn11"&gt;[11] &lt;/a&gt;to condemn a new retirement law project for parliamentarians that allowed them to retire after only ten years of public service. Framed as an indicator of state inefficiency, the online campaign &lt;em&gt;PorUnParaguayMejor&lt;/em&gt; [For a better Paraguay] went viral compelling students to mobilize against the project in Asuncion.&lt;a name="fr12" href="#fn12"&gt;[12]&lt;/a&gt; The event was reported immediately by international media publicizing Paraguayan youth as revolutionary agents of change.&lt;a name="fr13" href="#fn13"&gt;[13]&lt;/a&gt;&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;The second case was also based on state inefficiency experienced by a specific community: the Aché indigenous tribe. The dispute was a consequence of the Ministry of Environment dishonouring an agreement and not granting property titles of the land &lt;em&gt;Finca 470&lt;/em&gt; to the tribe. As a result, a group of young Paraguayans created social media accounts to organize food and clothes drives, mobilize protests, attract further attention from the press and communicate horizontally with government authorities. Due to their extensive lobbying, the authorities acceded to declare the land an indigenous reserve for the Aché, making it another hailed example of successful technology usage by youth (Zavala, 2011).&lt;a name="fr14" href="#fn14"&gt;[14]&lt;/a&gt;&lt;/p&gt;

&lt;td style="text-align: justify;"&gt;In both cases, the vaguely defined corruption was at the core of  citizens’ claims. In the first one, the general outrage and dutifulness  drove citizens into the anti-corruption discourse both on the online and  offline spheres. Based on Shah’s conceptualization of the technologies of the state  (2013), the issue of corruption was perceived as a threat to the  survival of the citizen and its rights, and created a generalized sense  of precariousness among the populace. Ergo, they intervened to secure  their future and as put by Sampson, to&amp;nbsp; convey the message that they  ‘were doing something’ about it regardless   of whether that ‘something’  would have a long-term structural impact.&lt;/td&gt;

&lt;p style="text-align: justify;"&gt;On the other hand, the second  online protest had a more altruistic  tone. The members of the digitally privileged 30 per cent, in spite of not being directly implicated in the conflict, took the disconnected group’s plea and mobilized support networks on their behalf. Although the Aché did not request this intervention, nor intend to utilize technology during their camped protests, the digital group’s strategy was largely more effective at bringing the issues to the attention of media and the government. The successful mainstreaming of the Aché’s story upon being digitalized questions the extent to which staged protests will remain appropriate in information societies vis-à-vis online campaigning.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;These developments show how the anti-corruption discourse not only mobilizes citizens in Paraguay but also their power and resources. Therefore, if corruption is the common thread we are looking for, to what extent is it applicable to other social conflicts? Will good governance values always trump individual pursuits of assurance? In the following section I will return to the crucifix protests in the light of the aforementioned and address non-geographical spaces of knowledge and practices, as recommended by Ben-Davis. This will shed light on this question and on the spectrum of citizen motivations framing how digital actors articulate change.&lt;/p&gt;
&lt;h3 style="text-align: justify;"&gt;Knowledge, Symbolisms and Visibility&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;Yochai Benkler describes our networked society as an economy centered on information, cultural production and the manipulation of symbols (2006). These contain and pertain to different ways of understanding the world. In the optimistic view of Benkler, digital technologies enable these views to circulate freely in our network; amplifying all voices, however, as seen in the case of Paraguay, information is being produced by one sector of society that determines and constrains the visibility of other worldviews; reproducing socioeconomic inequalities in the digital sphere. In this section I will look at how different articulations of the present and the conflict between spaces of knowledge and symbolisms derive into different ways of telling the same story, in the light of the extremely visual crucifix protest.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The protest had a very different impact in the national scene, as opposed to its portrayal in international media. This is because crucifixes had already been staged in the past by people of indigenous descent&lt;a name="fr15" href="#fn15"&gt;[15]&lt;/a&gt; or union workers&lt;a name="fr16" href="#fn16"&gt;[16]&lt;/a&gt; to call for the attention of the Paraguayan state. Being a predominantly Catholic country, utilizing the charged image of the crucifixion of Jesus is the equivalent of cultural &lt;em&gt;bandwagoning&lt;/em&gt; on its symbols of self-sacrifice and martyrdom. Eric Tyler reflecting on activism martyrs in the light of the role Khalid Saed in the Arab Spring, called them “catalysts with a profound amplifying impact when combined with the viral force of technology”.&lt;a name="fr17" href="#fn17"&gt;[17] &lt;/a&gt;Amy Sample Ward added another lesson from Egypt, noting that you do not need a high penetration rate in order for massive impact to occur, “as long as the community is connected”.&lt;a name="fr18" href="#fn18"&gt;[18]&lt;/a&gt; If the digital class had taken on the bus drivers case in the same way they supported the Aché, mobilization would have been likely. However, the cause did not resonate with the Paraguayan digital public. This lack of connection did not derive from the digital divide, but instead from the long-standing conflict between the transport sector and the citizens.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;There are several points to be made about this case of citizen inaction. First, the citizen-market crisis played a large role in creating apathy around the crucifix protest. Shah states that technologies of the market must “assure us of the future in terms of material resources and infrastructures upon which happiness depend” (2013), which was not being delivered by the CETRAPAM (Transport Companies of the Metropolitan Area) in the eyes of the citizen. The CETRAPAM director is perceived as corrupt and inefficient&lt;a name="fr19" href="#fn19"&gt;[19]&lt;/a&gt; and earlier that month a transportation strike left 700,000 immobilized.&lt;a name="fr20" href="#fn20"&gt;[20] &lt;/a&gt;These incidents resulted in a citizen online campaign demanding a reliable and transparent service from the companies&lt;a name="fr21" href="#fn21"&gt;[21] &lt;/a&gt;having anti-corruption, once again, at the core of their claims.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;This background determined how national media reproduced the crucifix protest story. ABC, one of the largest news corporations in the country, covered the story portraying drivers as ‘aichinjaranga’s” (‘poor little thing’ in Guaraní), who were appealing to &lt;em&gt;“wake people up through pity and pressure, not resources.&lt;/em&gt;&lt;a name="fr22" href="#fn22"&gt;[22]&lt;/a&gt; On the other hand, the most popular entry on the topic in Crónicas Ciudadanas (ABC’s citizen journalism forum) reads: &lt;em&gt;“We [Luque citizens] are tired. These drivers waste our time and we are sick of it.”&lt;/em&gt;&lt;a name="fr23" href="#fn23"&gt;[23]&lt;/a&gt; The digital class, having the power and resources to mobilize, chose to remain idle in order to disempower a group that has been causing precariousness in their present and future establishing a hierarchy of citizen priorities. By withdrawing their support, the drivers are now left with offline strategies and conventional protest tools to address their demands with only the support of their immediate community.&lt;a name="fr24" href="#fn24"&gt;[24]&lt;/a&gt; It is unclear whether this will represent a disadvantage for their ability to create structural change, but it does show that internal citizen crises leads to inequality of strategies and resources for mobilization.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Second, this case also highlights the dark side of Benkler’s argument in favour of citizen information production. He claims that citizen journalism curbs the power away from mass media and hands it over to autonomous citizens who can now exchange information, making them less susceptible to manipulation by the owners of communications infrastructure and media (2006). In the case of Paraguay, this power has been handed over to the digitally fluent who are only putting forward causes aligned with their interests and value scheme.Issues of access and digital inclusion come afloat, as the disconnected status of the crucifix protesters keeps them out of social spaces of debate and political conversation. This deems social status a determining factor between “statements that are heard and those that wallow in obscurity” (Benkler, 2006) and a serious constraint for the fulfillment of the drivers’ capabilities and freedoms.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Third, the use of symbols is effective depending on the audience, as shown by the narrative of international news corporations. The use of crucifixes came across as an ancient and peculiar tool protest for western media — especially in the digital era— earning them a space in the global public’s interest eighteen days into the protest. As commented by Al Jazeera’s opinion columnist Courtney Martin, in the light of the Tibetan self-immolations in February,&lt;a name="fr25" href="#fn25"&gt;[25]&lt;/a&gt;“in a world that tends to shine new power [on] online activism only”, other people need to resort to “attention-getting schemes on the hopes of calling attention to issues that remain unresolved”.&lt;a name="fr26" href="#fn26"&gt;[26]&lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The highly visual crucifixes caught the attention of the international media, yet the focus remained on the props instead of the underlying issues around union workers’ rights. This was evident on the picture included by the CNN, showing the workers lined up on their crosses lying next to a coffin claiming that this will become their "final resting place" if their demands were not met;&lt;a name="fr27" href="#fn27"&gt;[27]&lt;/a&gt; adding to the thriller effect of what is in fact a social justice crisis.&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;In regards to the audience’s response, I would dare to speculate that the absence of the “language of revolution” that surrounds hyped narratives around digital activism (such as the June anti-corruption campaign accounts) played a role in the inactivity from international human-rights activism communities. Being a global audience “engaged with a spectacle of the rise of the citizen” (Shah, 2013), information circulating through mass media is either discarding or othering the less attractive, under-the-radar citizen struggles that do not fit this sale pitch. If a show must be staged in order to attain global attention, it is only natural to wonder if this plot will require a dramatic twist to become viral, one of the key ingredients for effective information dissemination according to Mary Joyce (2010). Having the protesters reach “the end” in order to achieve attention and support, is evidence of some of the morbid criterion steering our motivations for change.&lt;/p&gt;
&lt;h3 style="text-align: justify;"&gt;Conclusion&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;This analysis localized some of the invisible conflicts underpinning action for change in Paraguay. Rather than focusing on a specific cause, such as workers’ rights; through a particular method, say crucifixions; I have looked at the structures framing the understandings around citizen action. It attempted to go beyond the spectacle of digital mobilization and instead look at two spaces: the geopolitical context of Paraguay and the symbolic knowledge framing the development of the crucifix protest in Asuncion, and how the bus drivers envisioned their future before and after the protest.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The Paraguayan political and social imaginary and their understanding of change are infused with the historicity of corruption. As explored in the first section, campaigning against corruption in Paraguay has risen as a convenient check-and-balance, citizen-led strategy to demand transparency and accountability from state and market actors. It fosters values of responsible citizenship and is endorsed by the national and international community. The prevalence of this discourse, even if it worked against the crucifix protest, is an indicator that ‘making change’ is not necessarily understood as a practice of material transformation in Paraguay, but that is has been legitimized at the stage of awareness and political engagement without tying citizens into long-term advocacy efforts.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The actions and reactions around the crucifix protest varied in the online and the offline sphere. In the online realm, the story was orchestrated by the group with access to information and communication technologies. The bus drivers, having remained at the fringes of digital production, had no control whatsoever of how their narrative was shaped by citizen journalists, national or international media. This was reflected in the offline sphere, where the lack of support to the protesters was a result of market-citizen conflicts and the inability of the crucifix symbolisms to speak to an urban population. These factors also show how socioeconomic divides at the political and knowledge levels were digitalized, determining information production, dissemination and reproduction as well as responses to the protesters’ narratives in the long-run.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;In conclusion, this analysis has offered a broader view of how change is understood, in terms of the socioeconomic and information constraints in the making of change in Paraguay. Altruistic activism is only possible when the cause being fought for does not jeopardize the interests and assurances of a powerful class who is in control of the resources for online mobilization, in spite of the social justice nature of the claim. Some questions remain unresolved, particularly in regards to how digital activity is overshadowing offline initiatives in a spectacle driven environment. An interesting research avenue relevant to the larger project of &lt;em&gt;‘Whose Change is it Anyway?’&lt;/em&gt; would be to collect narratives and stories of change that gauge the relevance of offline protests, to understand if they can remain relevant and appropriate in information societies and whether we, as an audience and potential supporters, are only defining change and citizen action in light of its digital possibilities.&lt;/p&gt;

They questioned whether Aaron committed a ’crime’  by downloading articles from JSTOR and whether the means he used for  liberating data were wrong in the first place. It was important to  dispel these doubts and provide people with a better understanding about  issues such as IT laws, copyright rules and access to information, and  how these are implemented in different parts of the world.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Aaron had initiated several coding projects during his lifetime. &lt;a href="http://anandology.com/" target="_blank"&gt;Anand Chitipothu&lt;/a&gt;, who collaborated with Aaron at the &lt;a href="http://archive.org/index.php" target="_blank"&gt;Internet Archive&lt;/a&gt; and maintains his &lt;a href="http://webpy.org/" target="_blank"&gt;web.py framework&lt;/a&gt;,  suggested that the hacknight could also be an opportunity where people  get familiar with Aaron’s coding projects and work on some of them.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;The hacknight:&lt;/b&gt; 87 people registered for the hacknight. Approximately 40 people turned up. Some participants proposed projects to &lt;a href="http://hacknight.in/hasgeek/aaronsw-memorial/projects/5-liberate-some-public-data" target="_blank"&gt;liberate different kinds of public data&lt;/a&gt; such as &lt;a href="http://hacknight.in/hasgeek/aaronsw-memorial/projects/7-liberate-electoral-data" target="_blank"&gt;electoral data&lt;/a&gt;, &lt;a href="http://hacknight.in/hasgeek/aaronsw-memorial/projects/5-liberate-some-public-data" target="_blank"&gt;weather data, information about train timetables&lt;/a&gt; and &lt;a href="http://hacknight.in/hasgeek/aaronsw-memorial/projects/8-investigate-the-gloomy-world-of-india-gov-websites" target="_blank"&gt;crawling data from government and NIC websites&lt;/a&gt;. Developers worked on these projects to make the data searchable and usable.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Discussions during the hacknight:&lt;/b&gt; The hacknight started at 3 PM with &lt;a href="http://hasgeek.tv/hasgeek/stream/351-what-did-aaron-do" target="_blank"&gt;a discussion about the life of Aaron Swartz and the political and legal implications of his coding projects and activism&lt;/a&gt;.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;This discussion was led by Anand and &lt;a href="https://twitter.com/jackerhack"&gt;Kiran Jonnalagadda&lt;/a&gt; of HasGeek.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Kiran gave an elaborate background about Aaron’s life starting with how  he established RSS 1.0 as a standard and the collaboration between Aaron  and Lawrence Lessig on using the RDF format for Creative Commons  licensing, leading to Aaron’s work with Reddit and &lt;a href="http://techcrunch.com/2006/10/31/breaking-news-conde-nastwired-acquires-reddit/" target="_blank"&gt;its acquisition by Condé Nast&lt;/a&gt;.  Shortly after Reddit’s acquisition, Aaron left Reddit and began a  career in activism. In this period, he started freeing data funded by  public money which constitutionally belonged in the public domain. He  published data from the catalogue of the Library of Congress and the US  case law archives on the Internet Archive. Later, Aaron downloaded  articles from JSTOR to release academic papers whose research was funded  with public money. Before he could sift through the downloads, Aaron  was caught by the police. He returned the hard disk containing the  downloads. JSTOR and MIT did not pursue cases against him, but the  United States government charged Aaron for breaking into the MIT campus  and faking identity by changing the MAC address of his computer.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;At the end of Kiran’s presentation, participants asked several  questions about activism, what constitutes offensive speech, framework  of IT laws in India, and the process of law-making.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;At 5 PM, &lt;a href="https://cis-india.org/publications-automated/cis/sunil" target="_blank"&gt;Sunil Abraham&lt;/a&gt; of the &lt;a href="https://cis-india.org/" target="_blank"&gt;Centre for Internet and Society&lt;/a&gt; (CIS) joined the hacknight. He made a &lt;a href="http://hasgeek.tv/hasgeek/aaronsw-hacknight/350-sunil-abraham-what-did-aaron-do"&gt;presentation about copyright laws, the Indian IT Act and Aaron’s work&lt;/a&gt;.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Sunil explained how Aaron believed in the importance of access to  information by releasing data from copyright and thereby enabling  freedom of expression. According to Sunil, Aaron Swartz is a very  troublesome hero because his data liberation projects do not fall into  one neat category. Moreover, the means he used for his activism are  questioned by different activist groups. This makes it difficult to  pinpoint exactly what one must credit Aaron for and what category of  activism his work falls under.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;After Sunil’s presentation, there was a half hour discussion about  the scope of copyright laws in India, copyright exemptions and what  constitutes copyright infringement. Participants agreed that the trouble  lies with the broad interpretations of copyright and IT laws. This  enables the state and private parties to target and harass a person,  often on frivolous grounds.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Discussion about hacknight projects:&lt;/b&gt; At 6 PM,  participants with project ideas and those who wanted to join projects  gathered in the garden. Over tea and snacks, groups / pairs were formed.  Participants reported two difficulties here:&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;There weren’t enough projects to choose from i.e., fewer problems to solve&lt;/li&gt;
&lt;li&gt;Not everyone who proposed projects could break the problem down into tasks for individual team members to work on.&lt;/li&gt;
&lt;/ol&gt;
&lt;p&gt;This affected participants’ motivation to stay through the night.&lt;/p&gt;
&lt;p&gt;&lt;b&gt;Web.py workshop:&lt;/b&gt; After the tea break, &lt;a href="http://hasgeek.tv/hasgeek/aaronsw-hacknight/352-web-py-workshop" target="_blank"&gt;Anand conducted a workshop on web.py&lt;/a&gt;.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Some participants came to the hacknight mainly to attend this workshop. The code used in this workshop is available on &lt;a href="http://github.com/anandology/webpy-workshop" target="_blank"&gt;github.com/anandology/webpy-workshop&lt;/a&gt;.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Anand also worked on the database module of web.py to decouple it and  make it into a separate python module. This project requires more work  before it is completed. The code is available at: &lt;a href="http://github.com/anandology/sqlpy" target="_blank"&gt;http://github.com/anandology/sqlpy&lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Projects at the hacknight:&lt;/b&gt; A complete list of projects that participants worked on during the hacknight are available on the &lt;a href="http://hacknight.in/hasgeek/aaronsw-memorial" target="_blank"&gt;hacknight website&lt;/a&gt;. We  talked with some of the teams and individual participants to understand  their projects, the process they followed for solving the problems, and  outcomes at the end of the hacknight.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Liberating electoral data:&lt;/b&gt; Arun Raghavan, an open  source enthusiast, and four other participants (Arun K, Praveen, Mikul  and Sumant) worked on scraping electorial data from &lt;a href="http://ceokarnataka.kar.nic.in/" target="_blank"&gt;http://ceokarnataka.kar.nic.in/&lt;/a&gt;.  They planned to build a frontend which will make it easy for users to  search their names and polling booth information. Currently, the  electoral roll is published as a PDF document for each polling station  along with a search form (which is unreliable and fails often) for  individuals to find their names on the roll and the location of their  polling station.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;It was difficult to parse the data because the PDFs were not designed  for machine readability. Hence, the team had to spend time  understanding how to extract the text. The other problem was that the  person’s name was written above the father’s name, but if the person’s  name was very long, it overlapped the father’s name. This made it  difficult to determine where the person’s name ended and where the  father’s name began. The team managed to come up with a heuristic to  distinguish between the person’s name and father’s name based on slight  differences in the way the text was printed on each sheet.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Arun Raghavan and other team members used Python to parse data from  the PDFs. They also tried extracting data by using the search form and  saving results whenever it returned them (since it failed often). The  search form required a JavaScript submit, so Praveen Kumar and Arun K  learned to use casper.js to emulate a browser and extract data. Praveen  also used casper.js to liberate his friend Aram Bhusal’s blog from  Sulekha.com. Aram made a &lt;a href="http://hasgeek.tv/bangalorejs/4/374-flash-talk" target="_blank"&gt;presentation&lt;/a&gt; about this at the &lt;a href="http://hasgeek.tv/bangalorejs/4/" target="_blank"&gt;January edition of the Bangalore JS meet&lt;/a&gt;.&lt;/p&gt;
&lt;p&gt;At the end of the hacknight, the group almost managed to get a dump of an entire electoral roll. The project repositories:&lt;/p&gt;

&lt;li style="text-align: justify; "&gt;&lt;b&gt;Indexing Government websites by category of information:&lt;/b&gt; Elvis  D’souza worked on crawling government websites and indexing them by  category, for e.g., education, import-export trade, science and  technology, etc. According to him, government websites contain lots of  information including documents and spreadsheets. At the hacknight,  Elvis completed the indexing process and ran some statistics about  information contained in these websites. He eventually wants to build a  portal where people can access this index and the documents. &lt;/li&gt;
&lt;li&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Railway timetable data: &lt;/b&gt;Anand scraped data from the  IRCTC website. Supreeth Srinivasmurthy worked with this data to plot a  map. Bibhas Debnath also worked on the timetable data to build an API. A  demo of this API is yet to be released.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;&lt;b&gt;Parsing weather data:&lt;/b&gt; Asok Padda converted weather  data from HTML format to Excel sheets. Hourly weather data for all  weather stations in India during 2012 is parsed and uploaded to Internet  Archive: &lt;a href="http://archive.org/details/www.imdaws.com-2012" target="_blank"&gt;http://archive.org/details/www.imdaws.com-2012&lt;/a&gt;&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Other projects:&lt;/b&gt; Kashyap Kondamundi started building  an app which will help people to calculate the current values of their  mutual funds. He built 70% of this app at the hacknight.&lt;/p&gt;
&lt;/li&gt;
&lt;/ol&gt;
&lt;p&gt;HasGeek has requested participants to post updates about their projects and share links to their code.&lt;/p&gt;
&lt;p&gt;&lt;b&gt;Overall achievements from the hacknight:&lt;/b&gt; Participants reported the following outcomes from the hacknight:&lt;/p&gt;
&lt;ol&gt; &lt;/ol&gt;&lt;ol&gt;
&lt;li&gt;Learning about new libraries and their applications&lt;/li&gt;
&lt;li&gt;Awareness about IT laws and copyright frameworks in India&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Opportunity to meet and network with other coders who have an interest in data-related projects or working on new project ideas.&lt;/li&gt;
&lt;/ol&gt;
&lt;p style="text-align: justify; "&gt;Participants appreciated Anand’s presence as a mentor during the  hacknight. He interacted with the teams and helped them when they were  stuck with their projects, either with his expertise in Python or by  suggesting alternative ways of approaching the problem.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;NDTV aired a discussion by Ashwin S Kumar, Co-editor, Columnist, The Unreal Times; Kunal Majumder, Assitant Editor, Tehelka.com and Pranesh Prakash, Policy Director, Centre for Internet and Society on April 11, 2013 in response to Justice Katju's comments on bringing 'social media' under the Press Council of India.&lt;/p&gt;
&lt;p&gt;Pranesh Prakash laid out four brief points:&lt;/p&gt;
&lt;ol&gt;
&lt;li style="text-align: justify; "&gt;'Social media' allows coffee house discussion and toilet wall scrawls to seem like print publications, but it's a mistake to treat it the same way we do print publications.  The UK is now planning on using prosecutorial flexibility to refrain from prosecuting simple offensive speech on social media. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;The same laws should apply online as they do offline (but how the apply, can differ), and that is currently the case.  Most content-related offences in the IPC, etc., are offences online as well as offline. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Editors and journalists exist for most print publications and broadcast programmes, while that isn't true for most 'social media'.  So guidelines applicable to the press mostly won't be applicable online.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Electronic publications (like Medianama, The Daily Dish, Huffington Post) which consider themselves engaged in a journalistic venture present a special problem that we &lt;b class="moz-txt-star"&gt;do&lt;span class="moz-txt-tag"&gt; &lt;/span&gt;&lt;/b&gt; need to have a public conversation about.&lt;/li&gt;
