When the virtual world gets a room

Wikipedians have found a permanent abode, and the comfort of increasing numbers, at the office of the Centre for Internet and Society, a research and advocacy organisation.

Those of us familiar with the Wikipedia way of life know by now that the internet-based encyclopaedia is an online community effort powered by scores of volunteering wiki editors. However, few would have heard about the offline extension of this bonhomie — a cult of wikipedians who congregate, share a laugh or two and put their heads together every now and then.

This growing community, and its passion, is perhaps what has driven the growth of Indian content — in English and at least 15 other Indian languages — on the web in recent years. What started off as a high-profile meeting when Jimmy Wales visited the country in 2006, faded into oblivion soon after the Wikipedia co-founder packed his bags.

Offline meet

However, a few months ago Wikipedia editor Tinu Cherian, a software engineer by profession, convened an offline wiki meet in his home. Today, six meetings later, these meets have found a permanent abode, and the comfort of increasing numbers, at the office of the Centre for Internet and Society, a research and advocacy organisation.

So students, busy software engineers, entrepreneurs and random wiki enthusiasts turn lazy Sunday afternoons into an intense session of brainstorming, discussing everything from technical wiki editing solutions to quality control mechanisms. Mr. Cherian who has been involved in English, Malayalam and Hindi wiki editing, says it is unfortunate that most wiki users do not even notice the ‘Edit’ function. “In India unfortunately, wiki editing is confined to the techie population, unlike in the West where doctors, researchers and random non-experts are contributing.” He hopes that these meet-ups will help bridge that barrier and get more people to realise that wiki editing is no rocket science.

So far, it appears that putting a face to virtual names has worked in tangible ways and helped get more people onboard. Take pre-university student Srikanth Ramakrishnan, for instance, who says that meet-ups have helped turn online acquaintances into fast friends in just a couple of months. Barely 18, wiki editing is a “sheer obsession” for young Srikanth, whose current interest is enriching the ‘transport in India’ wiki page, which he helped build from 25 to 145 references.

Transliteration tools

The wiki meet on Sunday afternoon, which started with technical discussions on tools that help wiki edit, went on to include a short presentation by an expert from Google on transliteration tools. Wiki meets, though located in Bangalore, draw a motley crowd comprising people who edit wiki pages in Tamil, Malayalam and Kannada, among others.

While presentations by corporates are not customary, this one proposed to help drive growth of vernacular content; a noble intention that even snowballed into a healthy debate on why “quality control” of content is sacrosanct to wikipedians.

Getting the Indian Wikipedia rolling is not just about creating new inventories. It is also about increasing Indian content on the web, particularly in local languages. Given that about half the existing Indic language content on the web can be traced to the wiki community, vernacular wikis are attracting a lot of attention.

Balasunder Raman, a wiki editor of five years, says initiatives such as these have a tangible effect on the community. “It provides us a forum to group together, share our experiences and even work on other outreach programmes that can help spread the word.”

Wiki's worth, on a different turf

An Indian duo–a programmer and a mathematician–have developed a tool to expose anonymous writers and cleanse Wikipedia of rogue editors

Bangalore-based Kiran Jonnalagadda, a Web programming guru, and Hans Varghese Mathews, a mathematician, are the new entrants to the emerging field of Wikipedia research. The duo is credited with building Wiki Analysis, a tool that helps researchers understand the growing phenomenon of astroturfing, the practice of faking grass-roots support on Wikipedia and other websites. Wikipedia is the first Google result for most searches and this has made it a popular destination for those trying to manipulate public opinion on the Internet. Corporations, governments and even pop artists have been caught astroturfing in the past.

Jonnalagadda and Mathews are among 34 researchers from 17 countries attending a two-day conference in Bangalore, WikiWars, which is concluding today. WikiWars is taking a fresh look at many different aspects of the world’s biggest encyclopaedia, the sixth most popular website on the Internet.

The first generation of astroturfing on Wikipedia has been, thus far, largely unsophisticated, with little attention paid to covering up digital evidence. Remember the campaign Avril Lavigne’s fans launched last year that turned her music video Girlfriend into the most viewed clip on YouTube? Wal-Mart Stores Inc. contracted its public relations firm Edelman to maintain a fake website called “Working Families for Wal-Mart”. They pretended to be ordinary citizens who opposed the views of the firm’s labour union.

It is well known that platforms such as Twitter and Facebook, with opaque management procedures, are susceptible to astroturf campaigns. Supporters of open licensing and peer production have always held that Wikipedia and other community-managed platforms are protected thanks to their transparency in policies and practices. But as far as Wikipedia researchers are concerned, the jury is still out.

Microsoft tried to pay technology blogger Rick Jelliffe to work on Wikipedia connected to OOXML (Office Open XML) during the ISO (International Organization for Standardization) approval process in an attempt to influence the global vote. OOXML was the new file format for MS Office documents that urgently needed approval to check the growing popularity of Open Office. A user called “Ril_editor”, active between September 2007 and May 2008, who claimed to be working out of Reliance Industries Ltd’s chief Mukesh Ambani’s offices, tried to expunge pages connected to negative publicity about Reliance. Scientologists were blocked by Wikipedia’s arbitration committee when they were found trying to systematically undermine Wikipedia’s NPOV (neutral point of view) policy. NPOV is Wikipedia’s particular spin on non-partisanship, providing equal space to all opinions. However, some Wikipedia researchers such as Geert Lovink, head of the Institute of Network Cultures, Amsterdam, and co-organizer of the WikiWars conference, believes that the dominance of English and textual citation requirements has meant that NPOV is never translated into practice.

An American team based out of the Santa Fe Institute, US, has developed WikiScanner, a public database of IP addresses that helps reveal the organizations behind anonymous edits on Wikipedia. WikiScanner has been used to expose the US Central Intelligence Agency’s manipulation of pages. WikiScanner doesn’t yet work for edits by authenticated users. The WikiScanner team has also developed another tool called Potential Sock Puppetry, which exposes those who use multiple user accounts from the same IP address. However, both tools could be circumvented by purchasing multiple data cards or getting people to work from public access points such as coffee shops and cyber cafés.

It is this gap the Indian duo’s tool tries to plug. The first version of their Wiki Analysis tool clusters users into potential lobbies based on the pages they edit within a date range. The tool’s next version will cluster users into lobbies based on the words they consistently add and delete across pages. Says Jonnalagadda, “Wikipedia is now close to a decade old and has many articles that have existed since its earliest days and have been edited by thousands of individuals.” It is now the primary encyclopaedic destination for Internet users, and that makes it a ripe target for astroturfing. At no point in the history of human civilization have so many collaborated over so long to produce one canonical document on any article of human knowledge.

“Wikipedia users rarely bother to check how a page was edited, but that information is all there, available to anyone who cares to look. We’re building the tools to help make sense of it,” Jonnalagadda says. Once Wiki Analysis is ready, you will be able to check if, for example, the editors of the climate change page on Wikipedia are more interested in ecology or energy.

Wikipedia Academy in Mangalore

The one-day workshop will focus on the use of Indian languages in Wikipedia, editing and its application in academics.

Data in the Cloud: Where Do Open Standards Fit In?

The Centre for Internet and Society is co-organising a workshop on Data in the Cloud: Where do Open Standards Fit In? on 16 September, 2010 at the Internet Governance Forum.

Two of the major concerns of recent times have been opening up of government data online and ensuring control over personal data. Interoperability play an important role in both.

When it comes to government data it is necessary to ensure that the data are in formats that citizens can make use of that data. Similarly, when it comes to personal data online, it is important to ensure that such data can be migrated from one service provider to another. While the former will aid in governance, the latter is necessary to ensure fair competition.

These two issues are proposed to be looked at in this best practices forum.

The Right to Share: What Does Copying Have to Do with Freedom?

The Internet has unleashed the potential to communicate and collaborate like never before, and the result has been an unprecedented flow of culture and information. Millions of individuals are now sharing and creating culture: copying, cutting, remixing, and participating in new and different ways.
Sometimes this activity is transformative. Sometimes it's straight copying. In either case, there is a clear connection between this sharing of culture and personal freedom.
This talk will explore how various conceptions of "freedom" have shaped the social movements for free software, free culture, and free knowledge, and how this ideology has manifested itself in real action. It will connect theory with practice, exploring the cultural innovations and political changes that have spawned forth from these movements. Lastly, it will make the case that the broad-based availability, accessibility, and abundance of culture is a good thing for our global society.

Speaker Profile:

Elizabeth Stark is a leader in the global free culture movement. She is a Fellow at the Yale Information Society Project and a Lecturer in Computer Science at Yale University. A graduate of Harvard Law School, Stark founded the Harvard Free Culture Group and served on the board of directors of Students for Free Culture. While at Harvard, she was Editor-at-Large of the Harvard Journal of Law & Technology, and worked on using new media to promote human rights with the Harvard Advocates for Human Rights. Elizabeth has worked extensively with the Berkman Center for Internet & Society and has taught courses in Cyberlaw, Digital Copyright, Technology and Politics, and Electronic Music. She recently produced the inaugural Open Video Conference in NYC, garnering over 8000 viewers across the web. Elizabeth regularly gives talks around the world on free culture, and has collaborated with myriad organizations on promoting shared knowledge and the open web.

The Revolution Will Be Recorded, Remixed, and Redistributed: The Promise of Open Video

Between news, cinema, television, and documentary film, we find ourselves swimming in a sea of moving images. This has been the story of the 20th century. Yet in this age, the tools for creating and sharing video are becoming widely distributed in the hands of millions of individuals. Desktop video editing software is pervasive; webcams and video-equipped mobile phones abound. Video now belongs to everyone. It is becoming a powerful medium for self-expression, a kind of cultural currency.
How will this phenomenon change the Internet? How will it change society? What questions persist for the architecture of the Internet, and how will public policy address this ultimately political transformation? This talk sets forth a vision of networked video as a truly participatory medium, one that will power the next 10 years of innovation on the web. Dean Jansen and Ben Moskowitz introduce some core technologies for open video, and the obstacles they face on the road to mass adoption.

Speaker Profiles:

Dean Jansen is a Free Culture activist and guerrilla artist based in New York. He attended Harvard University and was a leader in the Harvard Free Culture Group. Dean assisted in teaching media studies and law courses at MIT and Harvard, and has organized numerous academic conferences.
He currently serves as outreach director at the non-profit Participatory Culture Foundation, makers of the Miro internet TV player. His art projects can be viewed at www.notthemessiah.net.

Ben Moskowitz is general coordinator at the Open Video Alliance, a coalition to democratize the moving image. Ben co-founded the UC Berkeley chapter of Students for Free Culture and taught a seminar on the politics of piracy at Berkeley's School of Information.
He currently serves on the board of directors of the international organization Students for Free Culture, dedicated to promoting access to knowledge, technological freedom, and participatory culture.

Open Access to Science Publications--Policy Perspective, Opportunities and Challenges

One-day conference on Open Access

Open Access to scientific literature means the removal of barriers, including price and legal barriers, from accessing scholarly work. With the advent of the internet, widespread and easy access to scientific information is facilitating research and innovation, crucial in today‘s knowledge based society. Open Access is not only changing the nature of scholarly communication but even that of scientific work.

To take stock of the current developments as regards Open Access and to highlight some of the issues that would need to be addressed to enable a wider access to scientific information, the Council of Scientific & Industrial Research (CSIR) is organizing a Conference on 'Open Access to Science Publications: Policy Perspective, Opportunities and Challenges' on 24 March 2009 at the India Habitat Centre, New Delhi.

The conference will cover the emerging global trends in Open Access and focus on what needs to be done in India. Open Standards: Ensuring Accessibility and Inclusiveness

The Centre for Internet and Society is co-organising a workshop on Open Standards at the Internet Governance Forum on 16 September, 2010.

The Dynamic Coalition on Open Standards and the Dynamic Coalition on Accessibility and Disabilities have a shared interest on ensuring accessibility of information for all.

Persons with disabilities often find that the audio captioning system for a particular video format does not work with others video formats (requiring re-captioning). Or that the proprietary font standard used by their government cannot be read by their screen-reader.

The principle of inclusion also requires us to ensure that persons who choose non-dominant operating systems and software are not artificially kept out of enjoying the benefits of the World Wide Web.

While it is recognized that open standards are not a sufficient guarantor of accessibility, both DCOS and DCAD believe open standards are a prerequisite. A World Wide Web based on proprietary formats would not be able to deliver an accessible experience to those with disabilities.

This workshop seeks to look at the interface between open standards and accessibility for persons with disabilities and how such standards are important for safeguarding their rights. It would also seek to find ways to promote open standards from this perspective.

OA removes price barriers (subscriptions, licensing fees, pay-per-view fees) and permission barriers (most copyright and licensing restrictions) and ensures free availability and unrestricted use.

In today’s knowledge-based society, the advent of the Internet and widespread and easy access to scientific information are facilitating research and innovation. Open Access is not only changing the nature of scholarly communication but even the way research is carried out. Indeed Open Access is the bedrock on which the emerging Global Research Library initiative is being built.

Scientists and scientific institutions in India - some of them, to be precise - have moved up in the value chain in that they access information and disseminate their findings often through barrier-free electronic channels. Out of about 3,900 open access journals, India accounts for 108 titles as seen from the Directory of Open Access Journals. The major Indian publishers of OA journals are Indian Academy of Sciences, Indian National Science Academy, MedKnow Publications and National Informatics Centre. According to the Registry of Open Access Repositories there are 40 open access repositories in India including those at Indian Institute of Science, National Aerospace Laboratories, National Institute of Oceanography, Raman Research Institute, National Institute of Technology - Rourkela, and Indian Institutes of Technology. Prof. Samir Brahmachari, Director General of CSIR, has initiated the Open Source Drug Discovery programme as an alternative to the traditional patent-driven model of drug research. Recently CSIR has adopted an open access policy. Indian National Science Academy is one of the early signatories to the Berlin Declaration.

Thus Open Access - both for accessing worldwide information and for making our own research more visible - is not new to India. But one must admit that considering the size of India's research and higher education enterprise what we have achieved so far is utterly inadequate and incommensurate with our ambition to become a knowledge power. We have a long way to go. And the first step is to adopt open access nationwide.

This one-day “Conference on Scholarly Communication in India in the Age of the Commons” is organized to take stock of the current developments in Open Access and to highlight the issues that would need to be addressed to enable a wider access to scientific knowledge and to enhance the visibility of research performed in India.

Sexual Rights, Openness and Regulatory Systems

The Centre for Internet and Society is co-organising a workshop on Sexual Rights, Openness and Regulatory Systems at the Internet Governance Forum on 14 September, 2010.

Content regulation remains remains a critical area where competing rights and interests are played out. Within this, sexuality and sexual rights lie at the centre of the debate. Protection from the "harm" of pornography and other sexually related content are often the principal reason forwarded for regulating content. At the same time, the internet is a critical space for the exercise and realisation of sexual rights, especially by people who have less access to power and resources, such as migrants, sex workers, differently abled communities, young women etc. In recent years, internet content regulation has increasingly become more of a norm than an exception. Despite the slippery definitions of 'obscene', 'illegal' and 'harmful' content, governments, the private sector and civil society are shaping and implementing regulatory mechanisms, sometimes in partnership with each other.

To what extent has it worked to protect the rights of all users, particularly those that such regulations assert their protection over, such as internet users, young people and women? What can be some of the indicators to monitor and measure to what extent the internet is 'open', especially in relation to sexual rights? What happens when regulation works to instead compromise or infringe on users' sexual rights, including the right to access information, communicate, share knowledge, build communities, exercise control over their personal data, embodiment and spaces? What are some of the mechanisms of redress - both formal and informal - within existing regulatory systems, and how far are they able to respond to these issues? What is needed to ensure that transparency, accountability and a rights-based framework - principles that last year's IGF workshop participants agreed were key - are built into them?

Drawing from current research initiatives in this area, this workshop aims to facilitate an open dialogue and exchange of ideas, knowledge and best practices to respond to some of the questions above. Research papers will also be commissioned to investigate some of the key questions raised above to initiate debate and discussion prior to IGF, which will be shared at the workshop.

Delhi Declaration on Open Access

Open Access India recently released a statement to promote openness in science and research communities. CIS contributed to the text and introduced it to the participants of OpenCon 2018, Delhi.

This declaration was drafted by a group comprising of researchers and professionals working for opening up access to research outputs for public good in India. The declaration is aimed at scientific communities, scholarly societies, publishers, funders, universities and research institutions to promote openness in science and research communications.

Preamble

The South Asian region, home to 24% of the world’s population faces major challenges such as hunger, poverty and inequality. These challenges become the collective responsibility of scholars and experts in research universities across the country. Consequently, it becomes imperative that research institutes share scientific research outputs and accelerate scientific research. The Open Access movement which aims for making all ‘publicly funded research outcomes publicly available for the public good’ is gaining momentum.

“Open means anyone can freely access, use, modify, and share for any purpose(subject, at most, to requirements that preserve provenance and openness)” –Open Definition.

As per the Budapest Open Access Initiative (BOAI), ‘Open Access’ (to scholarly literature) is “free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself”.

Since the launch of the BOAI on 14th Feb. 2002, efforts are being made by various scholarly societies, academic communities and governments to make scholarly content Open. However, due to various reasons, the full potential of Open Access is not realised by the producers (scholars), publishers and readers (scholars and society at large) of this knowledge and the world is still disconnected in terms of sharing the scholarly content openly.

As per the Scimago Journal & Country Rank (SJR), India ranks 9th in the year 2016 producing about 13 lakhs articles. However, 82% of them are not Open Access and the Institutional Repositories in India are sparsely populated in spite of having Open Access mandates in place. The Directory of Open Access Journals (DOAJ) lists only 200 out of the 20,000+ journals being published from India.

The historical BOAI is now 16 years old, but still there is a need for all of us to be educated and empowered to realize the power of Open Access to scholarly content and harness it for public good in India. With burgeoning commercial scholarly publications and increasing diversity in terms of availability of & accessibility to the information, we need to create a necessary framework for making Open Access the default by 2025 in India.

To ensure the wide availability and encourage the use of of research data and information for the purpose of addressing multifaceted challenges, Open Access to publicly funded research and scholarly outputs are to be made available under Open Licenses (e.g. Creative Commons) while duly acknowledging the intellectual property (work/rights of the creators/producers/authors).

Declaration

We, the contributors and signatories of this declaration, members of the Open Access India, Open Access communities of practice in India and the attendees of the OpenCon 2018 New Delhi held on 3rd Feb., 2018 at Acharya Narendra Dev College, Kalkaji, New Delhi (University of Delhi) agree to issue this declaration:

We advocate for the practice of Open Science (sharing research methods and results openly which will avoid “reinventing the wheel”) and adoption of open technologies for the development of models for sharing science and scholarship (Open Scholarship) to accelerate the progress of research and to address the real societal challenges
We will strive to publish our interim research outputs as preprints or postprints (e.g. Institutional Repositories) and encourage our peers and supervisors to do the same to make our research open and actionable in a timely manner.
We will practice and encourage researchers and scientists to implement openness in peer-reviewing and other editorial services, influence the scholarly societies to flip their journals into Open Access and will contribute for the development of whitelist of Open Access journals in India adhering to the “Principles of Transparency and Best Practice in Scholarly Publishing”.
We will garner support of the relevant stakeholders (scholars, journal editorial teams, university libraries, research funders, authorities’ in-charge of dissemination of scholarship in higher education) for spearheading the Open Access movement.
We will take forward the concept of Open Access to further bring all the publicly funded research outputs (not limited to journal literature alone) to be freely available under open licenses to the public to use, reuse and share in any media in open formats.
We will impress upon policy makers to adopt an open evaluation system for research and an institutional reward system for practicing openness in science ,scientific communications and academic research across disciplines including Humanities and Social Sciences
We will support and work for an alternate reward system in recognition and promotion not in terms of the ‘Impact Factor’ of the journals, but the ‘Impact’ of the articles/scholarship in science and the society and impress upon all the scientists/scholars, research funders, research institutes, universities, academies and scholarly societies to sign the San Francisco Declaration on Research Assessment (DORA).
We strongly agree with the Joint COAR-UNESCO Statement on Open Access , Jussieu Call and Dakar Declaration. And will also follow the international initiative Open Access 2020, to develop roadmaps to support sustainable Open Access scholarly communication models which are free of charge for the authors and free of charge availability to the readers.
While learning from South South cooperation on Open Access, will work for developing a framework for Open Access in India and South Asia: National Policies for Open Access and country-specific action plans will be formulated aimed at making Open Access as the default in India and South Asia, by 2025.
For creating more awareness on Open Access, infrastructure, capacity building, funding and policy mechanisms, as well as incentivizing for the Open Access, we come forward to share success stories, studies and discussions during the Open Access Week.

On World Water Day - Open Data for Water Resources

Lack of open data for researchers and activists is a key barrier against ensuring access to water and planning for sustainable management of water resources. In a collaboration between DataMeet and CIS, supported by Arghyam, we are exploring the early steps for making open data and tools to plan for water resources accessible to all. To celebrate the World Water Day 2018, we are sharing what we have been working on in the past few months - a paper on open data for water studies in India, and a web app to make open water data easily explorable and usable. The 22nd of March is celebrated internationally as World Water Day. Water is so tightly intertwined in every aspect of our lives that one can only scratch the surface in understanding this resource. Besides directly giving us life, it is a key non-renewable shared resource that dictates whether and how societies can grow and prosper. It has shaped the way civilization arose - on riverbanks and coastal lands. Adequate water of good quality can make or break a child’s early growth. Water available at the right time in the monsoon could shape a family’s fortunes for an entire year.

Unfortunately given the development trajectory of the last century, we have struggled to strike a balance and use water in a sustainable manner. Far too many face the ill effects of this misuse. The challenge with water lies in its nature as a common pool resource, which means that it belongs to everyone. Water is for everyone to benefit from and conversely it is no individual’s responsibility to manage and to ensure its sustainability. While some laws and policies exist to ensure sustainable use of water its fluid (pun intended) and ephemeral nature make those laws very hard to enforce. No one knows for sure how much water lies under the ground and above the surface, we only have estimates. Moreover even these estimates lie in the hands of a few. The Government of India is by far the largest entity that collects data on water across the country. Management of this resource however requires that these data points and the capacity to monitor should be decentralized. The 73rd amendment recognises this by placing the authority to plan and implement local works such as watershed management and drinking water provision under the purview of Panchayats.

To address this shortcoming Datameet and CIS in collaboration have taken first steps with a project to ensure that data and tools to plan for water resources are accessible to all. The strategy within this project has been to seek alternative data sources for water, other than government data much of which still isn’t open data. Two alternatives that have emerged are remote sensing open data and crowdsourced community data. A paper put together by the team highlights the numerous sources available for datasets such as rainfall, soil moisture, groundwater levels, reservoir storages, river flows, and water demand including domestic and agricultural water. Besides the paper the team has also put together a first iteration of a web app which seeks to provide these datasets in an easy to use intuitive and interactive format to users in the area of water planning and management. The first dataset available here is CHIRPS: a high resolution daily rainfall dataset for the whole of India.

The plans for this project in the future include making available more datasets (crop maps and Evapotranspiration) and features to access them. In addition to this the goal is also to improve our understanding of the usability of remote sensing water data with efforts to calibrate it with ground observations. A key element of these plans is to develop these resources in collaboration with end users of the data so that the tools are developed with their concerns in mind.
