Report on 15 days Training in Basic Computing at RNKS

The NVDA team organized a 15 days training in basic computing at Rajasthan Natrahin Kalyan Sansthan (RNKS) in Jaipur. The training programme held from June 1 - 15, 2015 was attended by 12 delegates. Mrityunjay Kumar was the trainer. The basic training for computers was targeted for school going children of RNKS.

The aim was to enable them to at least start using a computer as a Tool for Reading and Writing in Hindi. Along with knowledge of Basic computer Operations, the participants were also taught about the use of Bookshare Online Library, Use of Android and other Assistive Devices.

Report from Master Trainer: Mritunjay Kumar

Day 1: We have learnt Keyboard orientation and Introduction to computer, like what is a computer, where do you use a computer and advantages of computer.
Day 2: We have learnt Typing and introduction of screen reader, what screen reader is and how many types of screen reader. Also discussed about input and output devices.
Day 3: We have played small game about typing, how do we use fingers do typing? Also explained desktop and taskbar concept.
Day 4: We have learnt about software and types of software, There are three types of software, also explained menu, what is menu? What types of menu?
Day 5: We have learnt Opening closing and saving the document, editing concept have also been discussed.
Day 6: We have learnt how to cutting, copying and pasting the text in documents. Also we discussed Hindi alphabet.
Day 8: We have done Hindi typing and we have written small story in Hindi language.
Day 9: We have learnt File folder management and explain concept of dialog box, what is dialog box, types of dialog box.
Day 10: We learnt find and replace feature using Microsoft word document. Also explained how to create table in Microsoft Word.
Day 11: We have learnt spelling tool.
Day 12: We have discussed brief history of internet, and how will be do Google search. Also we learnt how to open website using NVDA
Day 13: We discussed about book share website, then we have learnt how to open book share website, and how to download books. Also we explain about android.

Report on Kannada eSpeak Training with NVDA

NVDA team conducted a two day training programme at Mitra Jyothi in Bangalore (June 8 and 9, 2015). Forty-three delegates attended the training programme.

This workshop was successful in training 43 members in reading and typing in Kannada . It was a “Dream Come True “ feeling for many of them who were waiting to express their thoughts in the regional language. They are now happy as they can continue to write poems , stories etc in their regional language without any external help to type or read.

For the job seekers it is an added advantage as in many government jobs they expect them to make reports and type documents in the official language and visually impaired are now equipped with those skills. It is very important for promotional examinations at various levels during the career. It was indeed a very useful workshop for the visually impaired students and professionals in Karnataka. This training also included some telugu and hindi speaking students who were trained to read and write in their regional language.

Global Accessibility Awareness Day 2017

The Centre for Internet & Society along with Prakat Solutions and Mitra Jyothi is co-hosting the Global Accessibility Awareness Day in Bengaluru on May 18, 2017.

Global Accessibility Awareness Day is celebrated across the world on the 3rd Thursday in May every year to create an awareness in making technology accessible and usable by persons with disabilities. While people may be interested in the topic of making technology accessible and inclusive, the reality is that they often do not know how or where to start, Awareness comes first.

The purpose of GAAD is to get everyone talking, thinking and learning about digital (web, software, mobile, etc.) access/inclusion and people with different disabilities.

To mark this day, Prakat Solutions will be hosting an event filled with lightning talks, workshops and a lot of other activities. You can also view a series of short videos about why accessibility is important with contributions from some of the greatest minds in accessibility today.For us as a company, Global Accessibility Awareness Day is quite special. Other awareness days that we participate in focus on a specific group of people. Today, is not about a specific group of people, today is about each and every one of us.

Comments on the draft Policy on IT Accessibility for People with Disabilities

The Centre for Internet & Society gave inputs on a document on implementing digital accessibility to Ministry of Electronics and Information Technology on May 2, 2017.

We welcome the initiative of the MEITY to formulate a policy/ set of guidelines to implement electronic accessibility for persons with disabilities within the government and provide our comments to the draft document below:

Accessibility of the document:

The present document is not completely accessible. The first two Annexures cannot be read at all using a screen reader and there is also scope for improving accessibility in the rest of the document. Given the government’s policy requiring electronic accessibility and the nature of this document itself, this error may be rectified immediately. Title and content presentation:

The present title reads- ‘Policy for IT Accessibility for people with disabilities”. This may be rephrased to - Policy for Implementing IT accessibility for persons with disabilities so that its purpose is clear and differentiated from the National Policy on Universal Electronics Accessibility. The policy may be broadly divided into four main aspects- Content and communication, technology, training and procurement, since these are the four areas where specific interventions are required and have different needs and associated standards.

Preliminary sections:

The policy would benefit from clearly articulated vision, objectives, scope, applicability and statement.

Content and communication:

All communication, including documents and publications, whether print or electronic, should be universally accessible. This could include documents, mails, invoices, leaflets etc. We recommend use of Unicode, EPUB 3, EPUB 3 Accessibility Guidelines and WCAG 2.0 (level AA) as the standards to be followed while creating and publishing electronic documents and information. The need to use Unicode for regional languages is especially emphasised, as also the need to provide alternatives in case of scanned notifications and documents. We would also like to stress the need to use alternate modes of communication for transactions such as Alternative mode of authentication other than visual captcha (IE: One time password (OTP), logical reasoning (2+2) etc.)

Accessibility of technologies:

ICT accessibility interventions for different disabilities- This section should be circulated to experts of different disabilities to get their inputs. Attention may be given to also providing technology options such as the screen reader NVDA which are open source, efficient and work with indian languages. Overall, it is recommended that this section, recognises that persons with disabilities be provided with suitable assistive technologies and accessible technologies to enable them to work efficiently. The illustrative list of disabilitywise technologies may be provided as annexures to the policy/ guidelines and not be part of the main document.

Universal Service for Persons with Disabilities: A Global Survey of Policy Interventions and Good Practices

The Global Initiative for Inclusive Information and Communication Technologies and the Centre for Internet and Societies in cooperation with the Hans Foundation have published the Universal Service for Persons with Disabilities: A Global Survey of Policy Interventions and Good Practices. The book consists of a Foreword by Axel Leblois, an Introduction and four chapters. Deepti Bharthur, Axel Leblois and Nirmita Narasimhan have contributed to the chapters.

Foreword

Universal Service definitions have been developed by 125 countries and are the foundation for policies and programs ensuring that telecommunications are available to all categories of population. Universal service funds are the main vehicle used to fund those programs, primarily addressing imbalances such as lack of availability of services in rural areas. While geographic coverage has vastly improved over the past decade with wireless infrastructure, the scope of Universal Service has expanded to include other categories of underserved populations.

Among those, persons with disabilities and senior citizens, who represent 15% of the world population[1] are an increasing concern for legislators and regulators. Basic accessibility features for public telephone booths, fixed line or wireless handsets, customer services in alternate formats such as Braille, or assistive services such as relay services for hard of hearing or deaf persons are in fact not implemented in a majority countries.[2]

To address those issues, several countries have expanded the scope of their national definition of Universal Service Obligation to include persons with disabilities allowing programs promoting the accessibility of information and communication technologies to be covered by Universal Service Funds.

The adoption of the Convention on the Rights of Persons with Disabilities by over 150 countries since March 31st, 2007 will likely accelerate this trend: States Parties have an obligation to ensure that Information and Communication Technologies and Services are made accessible to persons with disabilities. This can be done by aligning the definition of Universal Service Obligation with article 9 of the Convention and expanding the charter of Universal Service Funds to cover programs promoting accessibility for persons with disabilities. This report is the first attempt to document how Universal Service definitions and related policies and programs have been implemented by various countries to ensure that persons with disabilities have full access, on an equal basis with others,to telecommunication services.G3ict would like to express its sincere appreciation to the Center for Internet and Society for its support of this project, to Nirmita Narasimhan for researching and editing this report;to the International Telecommunication Union for providing references and helping identify countries to be surveyed, and to the Hans Foundation for funding the print version of the report. Promoting universal service for persons with disabilities can affect positively the lives of millions of users around the world. We hope that this report may serve as a useful reference for policy makers, operators, organizations of persons with disabilities, and as a framework for good practice sharing among countries currently implementing the Convention on the Rights of Persons with Disabilities.

Introduction

The advent of the Internet and accessible information and communication technologies (ICT) has opened up exciting possibilities and opportunities for persons with disabilities.The United Nations Convention on the Rights of Persons with Disabilities (the ‘UNCRPD’)3 has explicitly recognized the right of persons with disabilities to seek, receive and impart information on an equal basis with others4 and has placed specific obligations on member states to ensure that all ICT based facilities and services (which include telecommunications services) must be made available and accessible to all. To this end, member states are required to formulate and implement appropriate laws and policies at national, regional and global levels. In an age where almost all spheres of life are inextricably woven with and dependent on ICT, Article 9 of the UNCRPD on Accessibility is possibly one of the most powerful and critical tools in the hands of policy makers to ensure that persons with disabilities are assured of basic human rights such as education, health, employment and access to information and participation.While the lack of awareness amongst governments is undeniably a serious impediment to implementing accessible ICT in any country, an equally serious and perhaps more realistic problem is the lack of resources which is plaguing many countries, especially developing nations. The fact that governments are already struggling to ensure basic human rights for all citizens by judiciously dividing their limited resources for the whole gamut of needs makes it difficult for them to outlay separate and substantial budgets which may be required for implementing ICT accessibility. In such a scenario it becomes very important to look around and identify sources of funding, new or existing, which can be leveraged by governments to fulfill their obligation towards making all ICT based applications and services accessible and promoting assistive technologies for persons with disabilities.

This report aims to highlight the extreme suitability of leveraging the Universal Service Fund (USF) to implement accessibility and assistive technologies in telecommunications. It examines the evolution of the concept of USF, its minimum mandate and scope, funding sources, as well as project implementation mechanisms and showcases countries which are using the USF to fund accessibility projects through policies and programmes.

Global Accessibility Awareness Day (GAAD 2013)

The Centre for Internet and Society is pleased to invite you to participate in the Global Accessibility Awareness Day (GAAD) at The Energy and Resources Institute (TERI) in Bangalore on May 9, 2013. The event begins at 4.00 p.m. and will end by 7.00 p.m.

The purpose of the day is to get people talking, thinking and learning about digital (web, software, mobile, etc.) accessibility and users with different disabilities. The target audience of GAAD is the design, development, usability, and related communities who build, shape, fund and influence technology and its use. While people may be interested in the topic of making technology accessible and usable by persons with disabilities, the reality is that they often do not know how or where to start. Awareness comes first.

This will be an opportunity for you to understand the importance of accessibility and how accessibility impacts several users and increase your customer base. This event will consist of presentations by Accessibility professionals in the industry, hands on demonstrations of how people with disabilities use technology and an opportunity to meet peers in the industry.

About the Speakers

Vivek Gaikwad	Vivek is an individual, passionate about accessibility, who digs out all the possible ways to make an application accessible to persons with disabilities. For past 7 years, he is consistently doing R&D on how to make applications, games, e-learning and mobile apps which are built in various technologies/platforms such as Flash, HTML, iOS and Android, PDF, etc., accessible. His emphasis is on providing feasible accessibility solutions by understanding the scenario and the compliance required. His various roles so far in his career such as a developer, tester, trainer and consultant apprehends in finding the exact fit solution for any accessibility related issue. This also helps in understanding and filling the gap between management and the delivery team for accessibility projects. He doesn't work only for compliance of any product, but tries to make it 100 per cent accessible for all the users. Vivek also loves trekking and getting involved in creative things.
Srividya Vaidyanathan	Srividya has a B.Tech in Electrical Engineering from NIT Warangal and is currently working as a Consultant for the Centre for Internet & Society. She more than 13 years of experience in the software industry with TCS, Oracle etc with her latest stint being a co-founder of PixelMat Software a company that makes development of pure native mobile apps easier. A very hands-on mom who loves to play ball with her son in her free time.
Lavanya Lakshman	Lavanya has done BE in Electronics Engineering and MS in Networking from Symbiosis, Pune. She has close to 10 years of experience with over 5 and a half years with Yahoo alone. She is working as principal engineer on font end development and works mainly on platform products varying from user profile experience to application development network. She is currently working on Geo Platform for serving location based experience across Yahoo. She has submitted papers in various forums which includes: White paper titled “Strategic Choice of Test Automation Framework”. This was selected for plenary presentation at SteP-IN Summit 2009. White paper titled “A New Era of Accessibility Testing”. This was selected for publication at the USID Conference 2009. White paper titled “Accessibility: An Emerging field of Usability” for Step-IN Summit 2010.
Rama Chari	Rama Chari has about two decades of work experience in the field of disability. She started her career as an Educator for children with disabilities in the rural community based project of Action for Ability Development & inclusion (AADI) (Formerly, Spastics Society of Northern India (SSNI), She prepared children with disabilities for integrating them into regular schools in the villages of Haryana. She then joined National Centre for Promotion of Employment for Disabled People (NCPEDP), a leading national level advocacy organisation. At NCPEDP, she headed the Legislation, Networking and Communication Units. As part of the core management team of NCPEDP, she played an important role in bringing about several policy changes vis-à-vis disability in the country. In November 2005, she took up a consultancy with Infosys BPO, for setting up their Equal Opportunity Programme. In July 2007, she along with four other professionals set up DEOC. She is serving as an Honorary Board Member of ARUNIM, a marketing initiative for promoting products and services made by disability groups and NGOs. She is also part of the NCPEDP’s National Committee on the Rights of Persons with Disability, which focuses on advocacy for appropriate policies in the country. She is also a Core Group Member of the Disability Forum of Confederation of Indian Industry – Karnataka Chapter. She has travelled widely and has made several presentations on the subject, in national and international conferences / seminars.
Anusuya Das	Anusuya graduated in Computer Engineering from Mumbai University in 2004, and worked as a Software Engineer for 2½ years. Later, she changed her field and completed Masters Degree in Social Work from Nirmala Niketan College of Social Work, Mumbai University. During the 2 years, she gained valuable experience and insight while working for various causes such as Child labour, Disaster Management and Disability. Since 2010, she is working as Chief Coordinator at Mitra Jyothi, Bangalore. It is an NGO working towards the education, training and empowerment of the visually impaired. She is mainly handling the DAISY production unit, Braille Transcription Centre and Digital Talking Book Library at Mitra Jyothi, and is a certified trainer in DAISY content creation.

The Centre for Internet & Society (CIS) welcomes you to the fifth issue of its newsletter for 2013. We bring you an overview of our research, report of events held by us and announcement of upcoming ones, events we participated in, and recent media coverage.

Celebrating 5 Years of CIS
CIS is now 5 years old and we just celebrated this by holding an open exhibition in our offices in Bangalore and Delhi from May 20 to 23, showcasing our work and accomplishments over the period. We had about 170 visitors from the general public coming in to our office. Renowned artists like Tara Kelton, Kiran Subbaiah, Navin Thomas, Abhishek Hazra and Sharath Chandra Ram exhibited their work. The four day event attracted press coverage: Bangalore Mirror (May 18, 2013), DNA (May 19, 2013), Hindu (May 22, 2013), Prajavani (May 23, 2013), Udayavani (May 25, 2013) and Bangalore Mirror (May 31, 2013). Google Policy Fellowship
CIS is inviting applications for the Google Policy Fellowship programme. Google is providing a USD 7,500 stipend to the India fellow who will be selected by July 1, 2013. The Fellowship focus areas include Access to Knowledge, Openness in India, Freedom of Expression, Privacy, and Telecom. Send in your applications for the position by June 15, 2013.

Accessibility

CIS is doing two projects in partnership with the Hans Foundation. One is to create a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India and another for developing a screen reader and text-to- speech synthesizer for Indian languages. CIS is also working with the World Blind Union and other similar organisations to develop a Treaty for the Visually Impaired helped by the WIPO:

Access to Knowledge and Openness

The Wikimedia Foundation awarded CIS a two year grant of INR 26,000,000 to support and develop the growth of Indic language communities and projects by community collaborations and partnerships. This is being carried out by the Access to Knowledge team based in Delhi. CIS is also doing a project (Pervasive Technologies) on examining the relationship between production of pervasive technologies and intellectual property. CIS also promotes openness including open government data, open standards, open access, and free/libre/open source software through its Openness programme.

Access to Knowledge (Wikipedia)
Beginning from September 1, 2012, Wikimedia Foundation awarded CIS a two-year grant of INR 26,000,000 to support and develop free knowledge in India. The A2K team consists of three members based in Bangalore: T. Vishnu Vardhan, Dr. U.B. Pavanaja and Subhashish Panigrahi and one team member Nitika Tandon who is working from Delhi office. Noopur Raval, Programme Officer has left the organisation. April 24, 2013 was her last working day.

Announcements

Access to Knowledge Work Plan (April 2013 - June 2014): CIS has announced its detailed plan detailed plan with projection of outcomes and expected impact of the A2K programme activities. The document has been made in consultation with various stakeholders and keeping in mind the objectives, opportunities and challenges faced by each of the Indian language Wikimedia projects. Internet Governance

The Internet Governance programme conducts research around the various social, technical, and political underpinnings of global and national Internet governance, and includes online privacy, freedom of speech, and Internet governance mechanisms and processes. We began two new projects earlier this year. The first one, with Privacy International, London to facilitate research and events around surveillance, and freedom of speech and expression and the second one with Citizen Lab, Munk School of Global Affairs, University of Toronto on mapping of cyber security actors in South Asia and South East Asia:

CIS in partnership with the Ford Foundation is executing a project on Internet Access. It covers the history of the internet, technologies involved, principle and values of internet access, broadband market and universal access and will touch upon various polices and regulations which has an impact on internet access and bodies and mechanism which are responsible for formulation policies related to internet access. Availability and Accessibility of Government Information in Public Domain

The information provided on most Government websites such as Acts, notifications, rules, orders, minutes of meetings and consultations, etc. is usually in the form of electronic documents. However, these lack authenticity and accessibility and cannot be (text) searched., This policy brief identifies the problem areas with the current work flow being used to publish documents and proposes suitable modifications to make them easy to locate, authentic and accessible.

Problem Statement: The information published on most government websites exist in the form of document files [including but not limited to the Acts, Rules and Regulations, Government Orders and Notifications, Consultation Papers, Reports etc.] which, even when published, more often than not lack authenticity and accessibility and cannot be (text) searched.

Analysis: The current workflow towards publishing documents on government websites is broadly as follows:

The document is born digital – that means it is created on a computer.
The document is printed.
The document is stamped with the official seal and signed in ink by the authorized person(s).
The paper document is scanned.
The scanned image is converted into a PDF file.
The document is uploaded on the website and thereby published in the public domain.

In fact, at times, even gazette notifications and other printed documents are also scanned as images.

This approach has numerous problems, including the following:

First and foremost, such a practice is against the letter and spirit of Section 4 (1) (a) of the Right to Information Act, 2005.[1] that inter alia, mandates every public authority to “maintain all its records duly catalogued and indexed in a manner and form which facilitates the right to information under this Act and ensure that all records that are appropriate to be computerised are, within a reasonable time and subject to availability of resources, computerised and connected through a network all over the country on different systems so that access to such records is facilitated”.
This does not realize the enabling provision of the Information Technology Act, 2000[2] which gives legal sanctity to digital signatures. The digital image of a physical signature is not a digital signature in the eye of the law, though at times it is mistakenly believed to be so.
This does not address the problem of repudiation. That means a government official can say “I didn't sign that document” and there is no way to tell whether what he or she is saying is true. One of the key features of digital signatures is non-repudiability.
Scanned images of printed text cannot be searched for specific text (character, word or phrase) even by people without disabilities but for people with disabilities, the documents become totally inaccessible since the accessibility software cannot parse such scanned images – against the underlying tenets and objectives of the National Universal Electronic Accessibility Policy 2013.[3]
As an extension, content of such documents cannot be indexed by search engines (such as Google, Bing and Raftaar, etc.) and hence, unlikely to be located even if technically the same are in the public domain.

Proposed Solution: The following work flow is proposed for publishing documents electronically on government websites:

The document is born digital by preparing it in or through a computer system. Documents in Indian languages should be produced using Unicode based fonts.
The government official authorized to sign the same, must sign it digitally.
The document is uploaded in an open standard based format such as EPUB using a content management system and made available on the website such that it is available, accessible, indexable and searchable.

This will ensure democratization of information in its truest sense – making available information to the public at large and ensuring that it can be easily located and remains accessible to one and all.

The process of formatting should be standardized in such a way that semantics (such as heading styles, lists and tables) can be added to the text of the document. The Web Style Guide provides information on good practices for creating well-structured documents:

Standardizing the formatting process by creating different templates for different types of documents will ensure uniform accessibility of the documents as well as provide a standard look and feel across government documents.

India became a global pioneer by making the legal provision for computerised, indexed and duly catalogued public records. It is high time that India takes the lead by living up to the legislative intent under the Right to Information Act, Information Technology Act and the National University of Educational Planning and Administration, and thereby establishes a global best practice.

Admittedly, legacy documents should also be converted electronically to accessible formats though before such a rendering, due editorial oversight may be necessary along with use of technologies such as Optical Character Recognition (OCR).

When technology is able but the mindset is not

There are enough digital products and services to help people with disabilities. Widespread ignorance stands between them and digital inclusion.

Twenty-four-year-old Bhavesh Patel moves around giving a demonstration of the screen reader Dolphin Supernova in such a sure-footed manner that no one can imagine he is totally blind. The device has a voiceover function that can be used on iPhone.

Not just that, Patel travels every day from his home in Vikhroli to his office in Goregaon, changing buses and trains with minimal assistance.

Patel’s colleague, Debashish, who is autistic, and no less capable, is known for his immaculate spellings within the company.

Team leader Priti Rohra, despite low vision, skillfully heads the testing team for websites and meticulously ensures that guidelines for the disabled are adhered to. Rohra works on policies and research and has prepared many reports for BarrierBreak, a company where 75 percent of the staff has disabilities like autism, inhibited vision and impaired hearing. Its unique competitive advantage has allowed the company to help develop niche products and services for converting textbooks into more disabled-friendly formats like digital talking books (Epub Conversion). Till now, it has produced 1.5 million pages of disabled-friendly textbooks.

“When the government provides technology to its own employees it is enhancing their productivity,” says Shilpi Kapoor, founder-director of BarrierBreak and a member of the Nasscom Disability Advisory Group. “The fundamental difference here is that internationally, disability inclusion is a mandate, whereas in India it is considered charity and therefore a challenge. As a result many disabled are denied jobs as per their calibre and given salaries as doles.”

The priority given to policies for development of disabled-friendly information technology tools and services has been relatively low in India. Usually, it stems from an inaccurate understanding that the development of such tools and services will cost more money, and there will be no opportunity to recover it from the market.

A critical component of digital inclusion is to make websites and applications disabled-friendly. Most websites are not compliant with international guidelines on disabled-friendly requirements. Developers, officials and policy makers give disability accessibility a cold shoulder, retrofitting it into existing policies and processes as an after-thought.

An attitudinal shift might come if the new national policy on universal electronic accessibility (NPUEA) notified by DeitY is implemented, resulting in nearly 7,000 government websites becoming accessible to the disabled, especially visually impaired.

Various reports, including a 2012 survey by the Centre for Internet and Society (CIS), found that almost 25 percent of 7,800 government websites failed to open and the remaining had accessibility barriers. The web accessibility survey report of Indian government websites by the national centre for promotion of employment for disabled people (NCPEDP) in 2012 too revealed that of the 200 government websites tested, only two were found to be disabled-friendly. “Disability is a major social issue that India is grappling with. It needs to be addressed through not just policy, but also through assistive technology solutions,” says Prakash Kumar, CEO, Goods and Services Tax Network.

CIS executive director Sunil Abraham, who was on the committee that formulated the NPUEA, says besides non-confirmation of websites to international norms, there are many technical hurdles. Text-to-speech and speech-to-text software, mature optical character recognition systems, speech and grammar check and machine translation are some of the features that are still not available for most Indian languages, he adds. “Many government websites use font encoding for Indian languages which results in the failure of text-to-speech technologies.”

DeitY, under the ministry of communication and information technology, is supporting some technology interventions for the disabled, across different Indian languages. This also includes text-to-speech tools. “Mobile phone manufacturers should also provide in-built tools to cater to the needs of disabled people,” points out Ajay Kumar, joint secretary, DeitY. Emphasising a strong legal framework for implementation of the policy, Kumar adds that though the new policy promotes disability inclusion, the information technology ministry does not have the legal backing to enforce it. “The ministry of social justice and empowerment is creating a legal framework for the bill that is under consideration by the concerned committee to mandate some of these things, including technology assistance for the disabled,” he adds.

Abraham says besides ensuring that websites and services are accessible to the disabled, the new policy must be updated to include a mandate that all parties providing essential services to the general public must comply with accessibility standards. “Manufacturers of ICT products should provide at least one accessible model of their products within each price range that they are operating within,” he says.

Sam Taraporevala, associate professor and head of sociology department, St. Xavier’s College, Mumbai and the director of Xavier’s resource centre for the visually challenged, says with the government accepting a policy that IT tools should follow accessibility standards, it is now a question of monitoring, and, perhaps, even judicial activism. Nirmita Narasimhan, policy director, CIS, who works closely with various government departments to bring accessibility into their policies and programmes, concurs. “There must be accountability and a monitoring mechanism to check whether websites are disability compliant,” she says.

Maharashtra is the only state to make it compulsory for every department to have a scheme for procuring disability access products. Yet, compliance remains a problem. “Despite the government holding awareness camps at various districts, barriers are created for accessing government schemes. Resistance on part of government agencies to give out equipment to disabled people and lack of awareness among people about the availability of such facilities are the other stumbling blocks. Yet, there are ways for getting these products,” says Kapoor.

Experts say the needs and requirements of the disabled vary according to their disability and affordability of tools. Also, low income levels of many disabled people is a dissuading factor toprocuring equipment. “Most available tools and technologies are proprietary and, hence, costly and we are not able to scale them up in a big way,” says Kumar.

Taraporevala, born with 100% visual impairment, was instrumental in getting the guidelines for opening and operating demat accounts for visually impaired persons implemented. He also says mainstream consumer product companies are moving into touchscreen modes in mobile phones forgetting a large chunk of disabled population. “While the standards are there, implementation suffers due to lack of awareness which, in turn, leads to less demand,” he says.

The way forward
Governance Now also asked experts if corporate social responsibility (CSR) towards disability inclusion could address challenges in recruitment of disabled persons. “Instead of a hammer approach, a care approach has to be adopted,” says Rita Soni, CEO, Nasscom Foundation. According to Kumar, “Absence of commercial interest in promoting disability accessibility products has afflicted the sector with neglect.” However, Kapoor says, “This has to be an equal opportunity business. There will be differential costs, but at the same time the total number of disabled people in India is close to 70 million and a billion world over. How can you not treat them like a client?”

Speaking of the revised CSR rules under the Companies Act, Soni adds, “You can support skilling of persons with disabilities that has nothing to do with your business and have it considered as CSR expenditure. But if you make your office building or internet accessible, it does not count. Creating incentives around disability will make us a more inclusive society and make disability more amenable to office environment.”

Maharashtra IT secretary Rajesh Aggarwal adds, except for the metro, none of our public transport systems are disabled-friendly. As per national building code of India, while giving permissions for public buildings there must be a checklist to ensure that buildings and toilets are wheelchair and blind-friendly. Similarly, hotels must have few rooms which are disabled-friendly.” This awareness has not yet set in,” he says.

The Asia-Pacific region study of UNESCO global report 2013 has said many countries in the developing world are struggling to attain their millennium development goals of providing universal primary education to all by 2015. Our education system, on the other hand, has serious flaws. “We do not teach professionals about assistive technologies and for that reason an eye doctor does not know about low vision aids or a speech therapist does not know how to use communication devices,” says Kapoor.

Taraporevala is of the view that universal (architectural) design needs to be actively woven into every design curriculum across the spectrum, instead of being an optional subject. Physical infrastructure, building standards, for instance, need to reflect this and there needs to be active lobbying to ensure that certificates for public places are not given if they lack certain standards.
