To celebrate and further the movement of open knowledge and open access Goa University in collaboration with Centre for Internet &amp;amp; Society's Access to Knowledge Programme (CIS-A2K) organised an event on September 26, 2013 at 10 a.m. at the Goa University Conference Hall. Konkani Vishwakosh is a four-volume encyclopedia published by Goa University. It encompasses all the world information in a nutshell with special emphasis and detailed information on Goa, Konkani, Goan culture, folklore, history, geography, etc. By releasing Vishwakosh under Creative Commons license, Goa University is making it freely available to public and giving them the right to share, use and even build upon the work that has already been done. &lt;p style="text-align: justify; "&gt;Initiated in 2002 Odia Wikipedia saw its first edit in 2004 and suffered from low contribution for almost seven years. But slowly the gloomy scene changed with the first workshop in Bengaluru which started initiating more consecutive Wikipedia training workshops in Bhubaneswar, Cuttack, Nalconagar, Baleswar, Dhenkanal and many other cities. Over these years after many outreach workshops individuals who are experts in different subject areas and organizations and institutions like Indian Institute of Mass Communication, Dhenkanal and KIIT University have been associated with the Odia Wikipedia editor community.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;After Gopal Chandra Praharaj's Purnachandra Ordiya Bhashakosha and Binod Kanungo's Jnanamandal no such progressive encyclopedic compilation was done in Odia. Where the encyclopedias take years for reprinting which is also negligible in regional languages Odia Wikipedia articles get revised every now and then. “This has been possible because of the collaborative writing mechanism of Wikipedia All of us keep editing the articles that refine the content and make it free from biased and incorrect facts.”, says Mrutyunjaya Kar, one of the very active Wikipedians. Some time ago noted linguists like Natabara Satpathy and Deepak Kanungo raised questions about the authenticity and writing standards of the articles on Odia Wikipedia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"But I think we have overcome those issues of poor quality content. And the very thing Wikipedia got is the gradual growth of articles in terms of amount of information and accuracy. Something that attracted me to Odia Wikipedia is the way one liner stub articles grow to good quality articles in few days", says Subhashish Panigrahi, Programme Officer to Centre of Internet and Society's Access To Knowledge program that is working for the growth of Indian languages. Many of the valuable aspects of Odisha's history, diverse languages, cultural heritage and tourism are being documented and shared for free on the internet which otherwise would not ever come to the limelight.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Available in 286 world languages Wikipedia is edited by more than 77,000 contributors across the world. Odia Wikipedia has only a small community consisting handful of contributors. We aim to reach out to more people to spread the sum of the entire knowledge in our own language, says another active contributor Shitikantha Dash.     <title>A Wiki Workshop at Raj Kumar Goel Institute of Technology, Ghaziabad </title>

        &lt;b&gt;The Centre for Internet &amp; Society's Access to Knowledge team organized a Wikipedia workshop at Raj Kumar Goel Institute of Technology (RKGIT), Ghaziabad in collaboration with Metawings on January 17, 2013. Subhashish Panigrahi summarizes the happenings from the one-day workshop in this blog post.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;As  part of the soft skill development training program, RKGIT, an  engineering college is working on a series of activities to empower the  students with practical approach and competence for their professional  life. We were invited to conduct a workshop for the students of mechanical engineering and help them understand the real reasons for  contributions to Wikipedia as a volunteer.&lt;/p&gt;
&lt;p&gt;Some of the focus areas we set for the workshop were:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;
&lt;p&gt;Number of students not to 	exceed 60 to make sure that we get enough  time and space to interact 	actively and pay individual attention.&lt;/p&gt;
&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;
&lt;p&gt;Number of coordinators to support 	with logistics to conduct the workshop smoothly.&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p&gt;Active participation of teachers.&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p&gt;Arrangement of internet labs with 	multiple IP addresses for smooth user account creation.&lt;/p&gt;
&lt;/li&gt;
&lt;/ul&gt;
&lt;p style="text-align: justify; "&gt;Around  65 mechanical engineering students from second and third year participated in this workshop. We began the workshop with an interactive  discussion about their practical relation with Wikipedia as students and  the usability and difficulties that they face. I presented about some important facts about Wikipedia and voluntary contribution in different  ways. During and after the presentation students asked a lot of  questions about the notability and authenticity of articles, collaboration  vs. fights among editors, references and its significance, etc.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;There  was a short break to make way for students to settle in the  internet lab for a hands on training session. We faced problems with the  LAN and 3G network for mobile broadband which made this session longer  than expected. There were problems for creating accounts because of the  Internet explorer and X based systems and the students couldn't create  their user accounts. So, we had to manage with them contributing  anonymously from IP addresses. Despite these unexpected technical  problems all of them edited various articles. Some of them tried to  vandalize and observe the quick reversal of the vandals.&lt;/p&gt;

        &lt;b&gt;From Monday, Wikipedia will hold a series of “edit-a-thons” to encourage people to add content to the site about the lesbian, gay, bisexual and transgender (LGBT) community.&lt;/b&gt;

&lt;p class="body" style="text-align: justify; "&gt;It is inspired by “Wiki Loves Pride”, a global campaign  to expand and improve LGBT-related content across Wikimedia projects.  The campaign focuses on the June to October period, when LGBTs around  the world celebrate their community.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;An  “edit-a-thon” is a workshop where people are trained in how to edit the  Wikipedia and add content to it, usually focussing on a particular  topic.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;The aim is to make Wikipedia inclusive and  reflect diversity by creating content on the LGBT discourse: history,  culture, rights, equal opportunities and Article 377. The focus is also  on generating content in regional Indian languages which do not have  equivalents for terms such as “gay”, “lesbian” or “bisexual”. The  website &lt;a class="external-link" href="https://meta.wikimedia.org/wiki/India_Access_To_Knowledge/  Events/Wiki_Loves _Pride_2014"&gt;https://meta.wikimedia.org/wiki/India_Access_To_Knowledge/  Events/Wiki_Loves _Pride_2014&lt;/a&gt; has listed 11 languages.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;The  edit-a-thon will culminate in two offline events in Bangalore and Delhi  on July 19, creating a forum for the community. While anyone can  participate in the edit-a-thon, Vishnu, programme director for Access to  Knowledge at Centre for Internet and Society (CIS), Bangalore, which  works on improving Indian language Wikipedias and India-related content  on Wikipedia, said, “We hope the [LGBT] community takes the lead.”&lt;/p&gt;

        &lt;b&gt;Online encyclopaedia Wikipedia has issued a ten-day ban against an anonymous editor of its website located on the premises of the U.S. Congress, after the latter engaged in “disruptive editing,” on a wide range of subjects, from moon-landing conspiracy theories linked to Cuba to naming former U.S. Defence Secretary Donald Rumsfeld as an alien wizard. &lt;/b&gt;

&lt;p style="text-align: justify; "&gt;Many of the seemingly humorous edits were tracked by a Twitter ‘bot’ with the handle @CongressEdits, which is driven by a code to automatically monitor Wikipedia for changes to the site made by accounts with a Congressional IP addresses.&lt;br /&gt;&lt;br /&gt;Per the Wikipedia ban, only persons editing the site anonymously are barred from making changes, while Congressional staffers who have created named accounts to log into Wikipedia could continue making edits.&lt;br /&gt;&lt;br /&gt;Yet some reports noted that the changes “have become almost troll-like,” alluding for example to an edit on the assassination of John F. Kennedy, which changed the text to say that alleged assassin Lee Harvey Oswald was acting “on behalf of the regime of Fidel Castro.”&lt;br /&gt;&lt;br /&gt;Another entry revised the biography of Mr. Rumsfeld to describe him as an “alien lizard who eats Mexican babies,” and yet another change suggested that moon-landing conspiracy theories were “promoted by the Cuban government.”&lt;br /&gt;&lt;br /&gt;Pranesh Prakash, Policy Director at the Centre for Internet and Society, said to The Hindu via Twitter that Wikipedia’s ban affected up to 9000 people, while only a few pranksters seem to be indulging in vandalism.&lt;br /&gt;&lt;br /&gt;“Ironically, it is the public nature of @CongressEdits has led to this increase in attention-seeking vandalism,” he said, adding that such bans, if there are more to come, could “effectively kill projects like @CongressEdits.”&lt;/p&gt;

    <title>Now, Christ students will contribute to Wikipedia</title>

        &lt;b&gt;The department of languages at Christ University has set a precedent by including contribution to Wikipedia as a part of the undergraduate course work.&lt;/b&gt;

&lt;p style="text-align: justify; "&gt;Introduced last year on a pilot basis, the programme is all set to get a new outlook this year.&lt;br /&gt;&lt;br /&gt;As  a part of the initiative, students are required to submit an article to  Wikipedia in an Indian language (the second language subject chosen).  The languages offered are Kannada, Hindi, Urdu, Sanskrit and Tamil.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Earlier, much to the chagrin of lecturers, students  were most often found rehashing material online for their assignments.  On the contrary, the students will now be contributors for online  content. But this is just one of the outcomes. Through this, the  department has not only set out to enrich the regional language  resources online, but has also turned students into knowledge producers.&lt;br /&gt;&lt;br /&gt;Speaking  about the initiative, Kannada Department HoD, Y S Shivaprasad, finds  that students have become passionate about digital resources. “There are  at least 500 students. In the first two years of the undergraduate  degree, students study second language. Even if 10 per cent of them take  it forward later, we can enrich our online Kannada resources.”&lt;br /&gt;&lt;br /&gt;Since  it was the first time last year, the faculty made a list of topics for  inclusion in Kannada Wiki. “We were able to bring out 25 good quality  articles. Interestingly, this turned out to benefit rural students, as  they took a lot of interest in it,” Shivaprasad said, adding that RBI,  Yakshagana, poet Raghavanka and Kuppalli were some of the topics  covered.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Redesign this year&lt;/b&gt;&lt;br /&gt;As per the redesigned format this time, in their first semester,  students will digitise one page of an existing piece of literature in  the Indian language concerned. This has been included to help them gain  typing skills, apart from strengthening vocabulary.&lt;br /&gt;&lt;br /&gt; In the  second semester, students will be digitising four or five pages of  literature. In the III semester, they will have to write one assignment  in the second language of their choice and the fourth semester will be  dedicated to an article (in Indian language) on the theme of their  choice from any core subject.&lt;br /&gt;&lt;br /&gt;T Vishnu Vardhan, Programme  Director, Access to Knowledge at Centre for Internet and Society (the  university is implementing the programme in coordination with this  organisation), sees this as an initiative for production of knowledge in  Indian languages. “From the past several years, there have been talks  about how there is no production of knowledge in Kannada (or other  regional languages). This is a step towards it.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“Adding fun to the otherwise hectic course work, the Wiki assignments  helped us acquire editing skills and strengthen vocabulary in Kannada,”  said Tejas N K, a final year science student at Christ University.&lt;br /&gt;&lt;br /&gt;Having  found his love for it, he has decided to contribute articles even in  his final year, though it is not part of his course work this time. “It  presents a challenge of learning something new and thinking creatively.  More over, it is satisfying to know that the information we compile is  of use for people seeking online resources in regional language.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Transformation&lt;/b&gt;&lt;br /&gt;Sharing similar enthusiasm is Komal K J, a final year BCom student, who  hopes to contribute articles even after completing her degree. She sees a  significant transformation: “Earlier, we were collecting information  from Wikipedia. Now, we are contributing for it,” the student said.&lt;br /&gt;&lt;br /&gt;She  has submitted an article to Sanskrit Wikipedia. From formatting the  article to inserting images and learning to attribute sources to the  information uploaded on Wiki, she takes pride in the responsibility. “It  is open for people across the globe to read.         &lt;p&gt;The MoU will enable faculty and students to have more access on internet world, said the ALC management.&lt;/p&gt;

Speaking on the occasion, Mr.  Kishore said for the first time in AP, ALC has made the MoU with  CSI-A2K to work collaboratively to improve Telugu Wikipedia. Very soon  the digital content in botany, physics, Telugu, chemistry, ethics,  religion, music and other subjects of the institution would be produced  in Telugu Wikipedia, said the principal.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“A ten-member core committee has been constituted to train the faculty  in each department in the college on A2K, who will teach the students.  CSI will train the trainers and upload the material from time to time,”  said Mr. Rex Angelo. Mr. Vishnu Vardhan said that CSI is promoting  institutional partnerships across the country to promote regional  languages. The society has plans to team up with more colleges in  Telangana and Andhra Pradesh and take up more outreach programmes in the  next few days.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“Wikipedia has access to over 287 languages and 3.5 crore essays in the  world. It is very unfortunate, that it has very few items in Indian  languages,” said the programme director.&lt;/p&gt;

        &lt;b&gt;One of the key mandates of the Access to Knowledge (A2K) program at the Centre for Internet and Society (CIS) is to work towards catalyzing the growth of the free and open knowledge movement in Indic languages. CIS has been a steward of the Wikimedia movement in India since December 2008. Since September 2012, we at CIS-A2K, have been actively involved in growing the movement in India through (i) a grant received from the Wikimedia Foundation (WMF) for the period September 2012 - June 2014, (ii) the FDC Grant received for the period July 2014 - June 2015 and (iii) the FDC Grant received for the period July 2015 - June 2016. Based on the productive experience of working with various Indic Wikimedia communities, CIS-A2K has developed this work plan for July 2016 to June 2017.&lt;/b&gt;

The FDC feedback is taken into account at the level of design, RoI and ensuring quality for all our activities.&lt;/p&gt;
&lt;h3 style="text-align: justify;"&gt;CIS-A2K responses towards Indic communities concerns&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;During the last plan period CIS-A2K received the following complaints, suggestions, and feedback. We have attempted to address the concerns under redesigned CIS-A2K 2.0. This table was first prepared during our progress report for the current grant and A2K would like to acknowledge the learnings derived out of the suggestions and feedback it received during the last plan. &lt;p style="text-align: justify;"&gt;&lt;strong&gt;CIS-A2K is working with the Indic Wikimedia communities since December 2008, when Jimbo Wales came to India and visited Bangalore. In mid-2012 CIS-A2K received a financial grant from the Wikimedia Foundation (WMF) and since then it has been actively involved in growing the Wikimedia and free knowledge movement in India. Following a grant received from WMF for the period September 2012 to June 2014, CIS-A2K received FDC Grant for the periods July 2014 to June 2015 and July 2015 to June 2016. Based on the 41-month experience of working with various Indic Wikimedia communities, CIS-A2K has prepared this year's work plan for July 2016 to June 2017.&lt;/strong&gt;&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;&lt;strong&gt;CIS-A2K is committed to improve Wikimedia movement in India by supporting Indic Wikimedia communities and working on Wikimedia projects and collaborating with FOSS and other like minded movement partners. It also strives to catalyse the growth of open and free knowledge movement in South Asia and especially in India. Our main objectives are:&lt;/strong&gt;&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;CIS-A2K has focussed on creating sustainable programmes and capacity development for communities in the last few years. CIS-A2K intends to continue its work during the proposed grant period and would continue to focus on the following Indian language Wikimedia projects: Kannada, Konkani, Marathi, Odia, Telugu (Focus Language Areas, FLA). In order to achieve higher RoI, A2K will be including Tulu in its language plan from this plan period.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;CIS-A2K will continue to provide general support and service to all other Indian language Wikimedia communities for all Wikimedia projects as necessary and as requested by the communities or individuals from the community through its request page and needs assessment workshops.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Community strengthening initiatives will be prioritised in order to address the poor participation of Wikimedians from Indian sub continent in particular and global south in general. CIS-A2K has rolled out initiatives such as Train the Trainer and MediaWiki training, focused edit-a-thons and GLAM activities.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;CIS-A2K and Indian language Wikimedia communities would greatly benefit from collaborating with these initiatives and CIS-A2K during this grant period would attempt to bring these communities closer with a series of interactions, hack-a-thons and training sessions.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Our institutional partnerships have played a very important role in content donation, generation of content, attracting new readers and editors and collaborating opportunities with existing community members. They have provided much needed press coverage towards Indian language Wikimedia projects. The institution partnerships and WEP have been redesigned as per community suggestions.&lt;/p&gt;
&lt;h3 style="text-align: justify;"&gt;Methodology&lt;/h3&gt;

CIS-A2K proposed and initiated Marathi as a focus language project during the last proposal plan. As A2K's strategy of working with FLA has resulted in community building and sustainable outreach efforts, we intend to work with the nascent Tulu community towards making Tulu Wikipedia live.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The &lt;a title="CIS-A2K/Work plan July 2016 - June 2017/Tulu" href="https://meta.wikimedia.org/wiki/CIS-A2K/Work_plan_July_2016_-_June_2017/Tulu"&gt;Tulu Wikipedia&lt;/a&gt; plan is a 'minimal cost program' and is not budgeted same as the other FLA. A2K has been able to build a strong community in Mangalore for the Kannada and Konkani Wikimedia projects. Tulu community draws its editor base and institutional support from Mangalore, hence A2K's plans towards Kannada and Konkani Wikimedia projects can also have the added dimension of Tulu Wikipedia incubation activities.&lt;/p&gt;

&lt;li&gt;&lt;strong&gt;Development of Focus Language Area Plan:&lt;/strong&gt; A2K's strategy of building a plan along with the consultation of the community and further customised as per the feedback received by communities and FDC Staff have resulted well across five languages. CIS-A2K is pleased to inform that during July 2015-June 2016 it engaged with all the five focus language area plans as it has been able to recruit program officers and program associates for the vacant positions. It is important to note that while we are engaging with Tulu Wikipedia community with intentions of making Tulu Wikipedia live, it is also a 'minimal cost' program. It helps A2K in acheiving higher RoI for monetary resources and optimisation of staff and volunteer expertise.&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;A2K 2.0 as a response to FDC and Indic Wikimedians' Feedback:&lt;/strong&gt; As a learning derived out of FDC, WMF Board and Indic Wikimedians suggestions, CIS-A2K has revised its program structure and composition of work. Please find details of revised divisional of responsibilities of A2K team.&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;Partnership and networking with institutions and groups:&lt;/strong&gt; CIS-A2K has had the privilege of partnering with educational institutions and developmental organisations. These partnerships and collaborations not only resulted in significant quality-content contributions, but also lead to the diversification and expansion of that particular language Wikimedia community. In order to strengthen the communities, increase participation and conduct GLAM activities and attract content donation A2K would look out for possible institutional partnerships.&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;Providing sustainability and developing leadership skills:&lt;/strong&gt; A2K has always worked towards enabling Indian Language Wikimedia communities to achieve sustainability and visibility amongst the global communities. We have been greatly privilege to work with the Focus Language Communities and would like to pass on our learning through collaborations with other language communities, while exiting few of our current FLA programs. Through our skill building initiatives such as Train-the-Trainer, Media Wiki Training and Train-a-Wikipedian A2K has also been able to support growth of a new community of volunteers to support the existing community.&lt;/li&gt;&lt;/ol&gt;
&lt;h3&gt;&lt;span id="Community_Strengthening_Initiatives" class="mw-headline"&gt;Community Strengthening Initiatives&lt;/span&gt;&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;&lt;span id="Community_Strengthening_Initiatives" class="mw-headline"&gt;&lt;strong&gt; &lt;/strong&gt;&lt;/span&gt;&lt;span class="mw-headline"&gt;CIS-A2K started two community strengthening initiatives— &lt;a title="TTT" class="mw-redirect" href="https://meta.wikimedia.org/wiki/TTT"&gt;Train-the-Trainer&lt;/a&gt; and &lt;a title="MWTTT" class="mw-redirect" href="https://meta.wikimedia.org/wiki/MWTTT"&gt;MediaWiki Training&lt;/a&gt; to grow and strengthen the Indic Wikimedia projects and the associated communities, both qualitatively and quantitatively. The earlier iteration of these two programs played an important role in connecting the Indian language Wikimedia communities and fostering multi-lingual projects. This year also CIS-A2K proposes to undertake these two successful community strengthening initiatives. In mid-March 2016, CIS-A2K conducted a 2-day-long nationwide Wikipedia Education Program review workshop that brought students and faculty members from institutions that are running WEP in partnership with CIS-A2K and several important topics such as structural challenges such as academic schedule, institutional interest, faculty buy-in and more importantly response by the students were discussed. This year also CIS-A2K proposes to conduct such a workshop.&lt;/span&gt;&lt;/p&gt;
&lt;h3&gt;&lt;span id="Creating_Movement_Resources" class="mw-headline"&gt;Creating Movement Resources&lt;/span&gt;&lt;/h3&gt;
&lt;p&gt;&lt;span id="Creating_Movement_Resources" class="mw-headline"&gt; &lt;/span&gt;CIS-A2K has been creating resources to help Indic Wikimedia communities. All the resources are created after assessing the communities' need assessment and close interactions with many of the active community members.&lt;/p&gt;
&lt;p&gt;CIS-A2K proposed to create the following resources (this also include printed resources):&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Wikipedia editing tutorials&lt;/li&gt;
&lt;li&gt;PEG and IEG application handbooks;&lt;/li&gt;
&lt;li&gt;Handbook on how apply for various WMF scholarships;&lt;/li&gt;
&lt;li&gt;Handbook on best practices for Wiki-events, workshops, meetup, outreach and other programs;&lt;/li&gt;
&lt;li&gt;FAQ for content donors –give this job to a law school intern. No need of this handbook to be translated to Indian languages.&lt;/li&gt;
&lt;li&gt;Bookmarks creation to increase awareness about Indian Wikimedia Projects;&lt;/li&gt;&lt;/ul&gt;
&lt;h3&gt;General Support and Service to the Movement&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;CIS-A2K regularly supports Indic-language Wikimedia communities to conduct workshops, edit-a-thons and events to improve their projects. All these requests are placed at &lt;a title="Talk:CIS-A2K/Requests" href="https://meta.wikimedia.org/wiki/Talk:CIS-A2K/Requests"&gt;CIS-A2K request page&lt;/a&gt; and fulfilled after extensive community discussion and needs assessment.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Currently CIS-A2K is working on a program named &lt;a title="CIS-A2K/Train-a-Wikipedian" href="https://meta.wikimedia.org/wiki/CIS-A2K/Train-a-Wikipedian"&gt;Train-a-Wikipedian&lt;/a&gt; (TAW) to identify enthusiastic Indic Wikipedians and train and groom them to develop their editing skills. &lt;p style="text-align: justify;"&gt;Following the &lt;a title="Grants:Learning &amp;amp; Evaluation/Global metrics" href="https://meta.wikimedia.org/wiki/Grants:Learning_%26_Evaluation/Global_metrics"&gt;Global metrics&lt;/a&gt; and discussions some members of the Wikimedia community, the A2K program had put together some evaluation tools to assess the impact of its work during the last year. We have included some more metrics for evaluation this year.&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;CIS-A2K will undertake monthly and annually review of our work using the above evaluation tools. CIS-A2K report activities and progress to Wikimedia foundation in monthly meetings.&lt;sup&gt;&lt;a href="https://meta.wikimedia.org/wiki/CIS-A2K/Work_plan_July_2016_-_June_2017#cite_note-1"&gt;[1]&lt;/a&gt;&lt;/sup&gt; CIS-A2K team will also report the successes and learnings to the Wikimedia India &amp;amp; the Global Community. CIS-A2K team will actively review progress of each language area plan in collaboration with the respective Wikimedia community.     <title>8 Challenges for Improving Indian Language Wikipedias</title>

        &lt;b&gt;After more than 10 years in existence, the Indian-language Wikipedias still are not known to many Indian language speakers. Wikipedia became the largest encyclopedia in history as a result of thousands of volunteer editors.&lt;/b&gt;

&lt;p style="text-align: justify;"&gt;Whereas native-language Wikipedias are becoming game changers in other corners of the world, the scenario in India is skewed. While speaking at the "&lt;a href="http://indianlanguagefestival.com/2016/#event-agenda"&gt;BHASHA: Indian Languages Digital Festival&lt;/a&gt;," a day-long discourse at New Delhi&amp;nbsp;on Indian languages and their state in the new media (especially on the digital platforms), I &lt;a href="https://soundcloud.com/psubhashish/bhasha-indian-languages-digital-festival"&gt;shared&lt;/a&gt; challenges that Indian language Wikipedias are facing.&lt;/p&gt;
&lt;h3 style="text-align: justify;"&gt;1. Language communities&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;Many native Indian language speakers do not know how to search online using language typed in their script. Because Google's home page does not display their language script as an option, people often think that their language does not exist on the Internet. Google now has&amp;nbsp;nine Indian languages. But this does not stop a &lt;a href="https://en.wikipedia.org/wiki/Santali_language"&gt;Santali&lt;/a&gt; or &lt;a href="https://en.wikipedia.org/wiki/Meithei_language"&gt;Manipuri&lt;/a&gt; speaker from searching in Unicode &lt;a href="http://www.alanwood.net/unicode/ol-chiki.html"&gt;Ol chiki&lt;/a&gt; (script for Santali) or in &lt;a href="http://www.wikiwand.com/en/Meithei_script"&gt;Unicode Meithei&lt;/a&gt; (script for Manipuri). Google and other search engines will display content in any script on the Internet, but not knowing this keeps many people off the Internet, which also means off of&amp;nbsp;Wikipedia.&lt;/p&gt;
&lt;h3 style="text-align: justify;"&gt;2. Wikipedia's editor community&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;Wikipedia is created by people like you and me. From writing to editing, everything happens voluntarily. Many people do not understand that they can correct mistakes and help improve Wikipedia articles. The Wikipedia editor communities for several Indian languages are really small. Although these languages are spoken by millions of people, only a &lt;a href="https://opensource.com/life/16/2/why-its-essential-grow-indian-language-wikipedias"&gt;handful of editors&lt;/a&gt; contribute in editing the Wikipedia in these languages. As of January 2016, the &lt;a href="https://commons.wikimedia.org/wiki/File:Hindi_Wikipedia_stats_January_2016.png"&gt;Hindi Wikipedia&lt;/a&gt; had only 89 editors, whereas Hindi&amp;nbsp;falls right behind English on the list of &lt;a href="https://en.wikipedia.org/wiki/List_of_languages_by_number_of_native_speakers"&gt;top languages by number of native speakers&lt;/a&gt;.&lt;/p&gt;
&lt;h3 style="text-align: justify;"&gt;3. Language input in computer&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;A majority of people in India &lt;a href="http://articles.economictimes.indiatimes.com/2012-01-17/news/30635792_1_indian-languages-indic-computer"&gt;do not&lt;/a&gt; know &lt;a href="https://www.mediawiki.org/wiki/Universal_Language_Selector"&gt;how to type&lt;/a&gt; in their own language. Also, there is little documentation for users to learn about language input. Even though many government-run schools in India are seeing more computers and have Internet access, native language input and several other &lt;a href="http://www.newindianexpress.com/cities/bengaluru/Government-Schools-Fail-to-Log-into-Computers/2015/11/17/article3132258.ece"&gt;basic computer training&lt;/a&gt; are not widely taught in schools in all states. Free software for language input is available, and the &lt;a href="https://www.aclweb.org/anthology/W/W11/W11-3501.pdf"&gt;challenges of typing in Indian languages&lt;/a&gt; (PDF) that existed in the past are mostly resolved.&lt;/p&gt;
&lt;h3 style="text-align: justify;"&gt;4. Language input in mobile devices&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;With more than &lt;a href="http://www.trai.gov.in/WriteReadData/PressRealease/Document/PR-TeleSubData_Oct_2015.pdf"&gt;1 billion people in India&lt;/a&gt; (PDF) with mobile phones, the 15% Internet penetration rate will soon grow at a faster pace. This growth and tough competition is compelling telecom service providers to &lt;a href="http://www.mobiletor.com/bsnl-to-drop-3g-internet-rates-by-50-percent-the-tariff-wars-continue/"&gt;drop data charges&lt;/a&gt;,&amp;nbsp;which will help more Indians get access to the Internet. If these people are not educated about native language input, then they will be &lt;a href="http://www.livemint.com/Opinion/Nz7KxIkmUJdacebMwzzcOJ/English-the-Web-and-digital-caste.html"&gt;stuck inside an English-centric Internet&lt;/a&gt; rather than being able to navigate in their own languages. Many Indians who have smartphones need full Indian language support—and especially built-in input methods—to contribute in their own language Wikipedia.&lt;/p&gt;
&lt;h3 style="text-align: justify;"&gt;5. Low availability of Indian-language content on the Internet&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;&lt;a href="http://www.brookings.edu/~/media/research/files/papers/2015/02/13-digital-divide-developing-world-west/west_internet-access.pdf"&gt;Lack of native language content on the Internet&lt;/a&gt; is a barrier to accessing knowledge. For example, let's look at my state Odisha. The Kerala (Indian state) government's &lt;a href="https://www.keralatourism.org/languages/"&gt;official tourism portal&lt;/a&gt; is available in Odia and other Indian languages, but the Odisha government's tourism portal has &lt;a href="http://www.odishatourism.gov.in/"&gt;no information&lt;/a&gt; in the &lt;a href="https://en.wikipedia.org/wiki/Odia_language"&gt;Odia language&lt;/a&gt; today. Our languages are largely neglected &lt;em&gt;in our own states&lt;/em&gt;.&lt;/p&gt;
&lt;h3 style="text-align: justify;"&gt;6. Mismatch of conventional and new media&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;Many conventional media houses still use non-standard variants of ASCII/ISCII script encoding systems instead of adopting the &lt;a href="http://unicode.org/faq/indic.html"&gt;Unicode&lt;/a&gt; standard. As a global standard, Unicode can help unify the world and has been available for Indian languages for almost 25 years. But many of our print media have failed to adopt this,&amp;nbsp;and many popular Indian-language newspapers still aren't available in Unicode.&lt;/p&gt;
&lt;h3 style="text-align: justify;"&gt;7. Lack of open access&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;Much information online, including content created by the government, is under copyright licensing. The pay-wall gardens and copyright restrictions keep&amp;nbsp;information closed and prevents people from sharing content. Wikipedia content, on the other hand, is available under &lt;a href="https://en.wikipedia.org/wiki/Wikipedia:Text_of_Creative_Commons_Attribution-ShareAlike_3.0_Unported_License"&gt;Creative Commons Share-Alike licensing&lt;/a&gt;, which allows anyone to use the content (and even distribute commercial copies of it). The idea of opening up content under free licenses can help information reach countless additional people.&lt;/p&gt;
&lt;h3 style="text-align: justify;"&gt;8. Accessibility&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;India has more than &lt;a href="http://www.entwb.com/public-patients/general-information/deafness"&gt;60-million people&lt;/a&gt; with hearing impairments. Many people with physical disabilities need good &lt;a href="http://www.nvaccess.org/"&gt;text-to-speech&lt;/a&gt; and speech-to-text engines. And these software solutions must be free, so that anyone, regardless of their finances, can contribute to Wikipedia in their own languages.&lt;/p&gt;

    <title>BHASHA - Indian Languages Digital Festival</title>

        &lt;b&gt;Subhashish Panigrahi gave a talk at the Bhasha- India Languages Digital Festival a conference organized by news media YourStory, at New Delhi on March 11, 2016.  In the panel "The challenges of making regional language content available on the Web and on mobiles" Panigrahi spoke about some of the challenges in growing the Indian-language Wikipedia projects and the communities. &lt;/b&gt;
        
&lt;p style="text-align: justify;"&gt;The notes for the talk are below:&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Wikipedia, that exists in many Indian languages are not known to masses. I personally did not know about the &lt;a title="w:or:Main page" class="extiw" href="https://en.wikipedia.org/wiki/or:Main_page"&gt;Odia Wikipedia&lt;/a&gt; until 2011 when a friend told me about its existence. Back then the project was completely inactive. And then a couple of friends and I started contributing, more contributors joined and the project grew up to what it is today. The site now has over 300,000 visitors every month and it is the largest visited site in Odia language on the Internet. This could probably be the same case for your language.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;It has been quite challenging in the past to grow the Indian-language Wikipedia projects. There are many challenges and I would talk about eight of them:&lt;/p&gt;
&lt;dl style="text-align: justify;"&gt;&lt;dt&gt;1. Language communities&lt;/dt&gt;&lt;/dl&gt;
&lt;p style="text-align: justify;"&gt;The language communities of many of the Indian languages are such that many of them even do no know how to search any information online in their language typed in their script. Some even share that because Google's home page does not have their script means that their language does not exist on the Internet. There exist a large gap of ignorance.&lt;/p&gt;
&lt;dl style="text-align: justify;"&gt;&lt;dt&gt;2. Wikipedia's editor community&lt;/dt&gt;&lt;/dl&gt;
&lt;p style="text-align: justify;"&gt;Wikipedia, as you all know, is written by people like you and me. And from writing to editing everything happens voluntarily. As many people do not probably know or do not try to learn that they themselves can correct the mistakes and inaccuracy that exist in many Wikipedia articles. The Wikipedia editor communities for several Indian languages are really small. When these languages are spoken by millions of people, only a handful editors contribute in editing the Wikipedia in these languages.&lt;/p&gt;
&lt;dl style="text-align: justify;"&gt;&lt;dt&gt;3. Language input&lt;/dt&gt;&lt;/dl&gt;
&lt;p style="text-align: justify;"&gt;There is a vast majority of people in this country that do not know how to type in their own language.&lt;/p&gt;
&lt;dl style="text-align: justify;"&gt;&lt;dt&gt;4. Low availability of Indian-language content on the Internet&lt;/dt&gt;&lt;/dl&gt;
&lt;p style="text-align: justify;"&gt;There are two stages to the lack of Open Access to information. First, lack of native language content on the Internet bars many to access knowledge. Take the example of my state. When the Kerala government's official tourism portal is available in Odia and other Indian languages, my state, the Odisha government's tourism portal has no information in Odia-language. Our languages are neglected largely in our own states.&lt;/p&gt;
&lt;dl style="text-align: justify;"&gt;&lt;dt&gt;5. Mismatch of conventional and new media&lt;/dt&gt;&lt;/dl&gt;
&lt;p style="text-align: justify;"&gt;Many conventional have still been using non-standard variants of ASCII/ISCII script encoding systems instead of adopting the Unicode standard. Malayala Manorama, one of the most circulated dailies in Malayalam languages and one of the oldest Indian newspaper still has not started using Unicode on their website. Same is the case for many other newspapers in India.&lt;/p&gt;
&lt;dl style="text-align: justify;"&gt;&lt;dt&gt;6. Lack of Open Access&lt;/dt&gt;&lt;/dl&gt;
&lt;p style="text-align: justify;"&gt;The information produced on the Internet in general and by the government, in particular, are mostly copyrighted. The paywalled garden of copyright restrictions keeps the information closed and stop people from sharing and learning more. On the contrary, Wikipedia is available under a Creative Commons Share-Alike license which allows anyone to make use of the content and even distribute commercial copies of its content. The idea of opening up information for masses in a free license could make the information reach to millions of people.&lt;/p&gt;
&lt;dl style="text-align: justify;"&gt;&lt;dt&gt;7. Mobile input&lt;/dt&gt;&lt;/dl&gt;
&lt;p style="text-align: justify;"&gt;With over 1 billion people with mobile phones, the 15% internet penetration rate will soon grow meaning lot many Indians will have access to the Internet. Also, these software products have to be free software so common people, that cannot afford to buy expensive proprietary software like &lt;a title="w:JAWS (screen reader)" class="extiw" href="https://en.wikipedia.org/wiki/JAWS_(screen_reader)"&gt;JAWS&lt;/a&gt;, can contribute to Wikipedia in their language. Many text-to-speech engines that are available today for Indian languages sound so mechanical that it is way hard for common speakers to use them.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Wikipedia is tapping college students in tier II and III cities in India to increase vernacular content on the web-based encyclopaedia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;U.B. Pavanaja, Programme Officer – Indian Language, Access to Knowledge, Centre for Internet Studies (CIS), Bangalore, says there is adequate content on Kannada, Kannadiga, Karnataka on Kannada Wikipedia but on science and technology, the content is a little less.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;To fill this gap, he is conducting workshops to teach students to turn volunteers for Wikipedia in far-flung places like Ujire and Moodbidri.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;On Sunday, 47 students attended a workshop at Shri Dharmasthala Manunatheshwara (SDM) College in Ujire. And most of them immediately donned the volunteer’s cap. “More people who write Kannada should contribute to Wikipedia in Kannada,” says Shalini, a student of M.A. in Mass Communication and Journalism (MCJ) at SDM College, after the workshop.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Murali Krishna, also a journalism student of SDM College, says typing in the language was “a bit difficult” but some practice will make it simpler. “I had no idea about (editing) Kannada Wikipedia,” he says.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;On Saturday Mr. Pavanaja — who has been editing the Kannada Wikipedia for the past 10 years — conducted a similar workshop for 30 students at Alva’s College, Moodbidri.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Mr. Pavanaja says contributions peaked in between 2006 and 2008, then declined “due to many reasons” and “picked up last year”. There was a significant increase in the number of editors after 500 students of Christ University, Bangalore, were trained in editing at a workshop held in January this year.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;He says Kannada Wikipedia has very few women editors. Of the 557 editors of Kannada Wikipedia, who have contributed 16,670 articles till now, 226 are active editors and, of them, five men and three women editors are “very active”.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Bhaskar Hegde, Head of the Department, MCJ, SDM College, said he got the workshops organised at the college after hearing about them from friend Niranjan Vanalli (Chairman, Department of MCJ, Mysore University). He said, “This is the second workshop here. The students are enthusiastic and it sharpens their writing skills.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Mangalore will host a workshop to get people to contribute to Tulu Wikipedia. U.B. Pavanaja, Programme Officer – Indian Language, Access to Knowledge, Centre for Internet Studies (CIS), Bangalore, said a workshop will be held in Theosophical College, Balmatta, on April 6.&lt;/p&gt;
