<b>This is the third Access to Knowledge newsletter from the CIS team in Delhi! This issue gives a summary of the first Odia Wikipedia education program, workshops organised in Bhubaneswar and Delhi, a meet-up held in Kolkata, hackathons held in Delhi and Hyderabad, and news and media coverage during the month of November.</b>
<p style="text-align: justify; "><span>Beginning from September 1, 2012, Wikimedia Foundation has awarded CIS a two-year grant of upto INR 26,000,000 to support and develop free knowledge in India. The Wikimedia Foundation’s India Program has become the <a href="https://cis-india.org/a2k/access-to-knowledge-program-plan"><span>Access to Knowledge (A2K) program</span></a> of the Centre for Internet & Society (CIS). In this issue we bring you updates from the Kolkata wiki community, the Odia wiki community, a report of a workshop organized exclusively for women in Mumbai, Wikipedia hackathon organised in Delhi and Hyderabad, and the recent news and media coverage. Wikipedians from various communities can request for outreach programs, technical bugs, logistics-merchandize and media, public relations and communications at <a href="http://bit.ly/TOcXId"><span>http://bit.ly/TOcXId</span></a>.</span></p>

<b>A2K team members Subhashish Panigrahi and Noopur Raval participated in the "WikiWomenDay" organized by Wikipedia Club Pune at PAI International Learning Solutions, Azam Campus on October 28, 2012. Subhashish unfolds the happenings of this full day free fun workshop.</b>
<p style="text-align: justify; ">Globally participation of women on Wikipedia is less than 10 per cent. Women wikipedians across the world have joined hands to boost women's contribution to Wikipedia. Recently the A2K team was in Pune for the <a href="http://en.wikipedia.org/wiki/Wikipedia:Wikipedia_Club_Pune/WikiWomenDay">WikiWomenDay 2012</a>. <a href="http://en.wikipedia.org/wiki/Wikipedia:Wikipedia_Club_Pune">Wikipedia Club Pune</a>, the first Wikipedia club in India, to encourage women's participation on Wikipedia, had organized a full day fun event on October 28, 2012 at <a href="http://www.pai-ils.com/">PAI International Learning Solutions</a>.</p>
<p style="text-align: justify; ">Abhishek Suryavanshi, founder of Wikipedia Club Pune briefed about the agenda of the event. Noopur spoke about the global contribution on Wikipedia in terms of various topics and how male-centered topics were well covered. Few of the male centric articles were taken up for comparison with those of women to make the audience understand the gap of contribution. A good majority of articles which were of interest to men were well written whereas women centric articles were of bad shape due to lack of contribution from women. A visual <a href="http://visual.ly/wikipedias-gender-gap">representation</a> was shown to the participants to explain the statistical information about gender gap on Wikipedia. Apart from article contribution, male editors were found to be more social and discussed more on talk pages which also bring more male editors on Wikipedia.</p>
<p style="text-align: justify; ">Participants were introduced to the basics of Wikipedia editing (five pillars, notability, importance of source of references, vandalism) before they were explained about actual editing. Each of the participants were provided with a computer and one of them was invited to create her user account.</p>

<p>Thereafter Abhishek demonstrated searching an article on Wikipedia and how logging in to Wikipedia allows editors to edit articles which are protected from editing by anyone. One of the logged in editors was asked to make a small edit on an article which surprised many of the participants. They realized that even they can make changes to the articles, for the first time in their life. Then there was a buzz about the credibility of the articles as they all saw that anyone can edit the articles. So the Wikipedia article on Pune was vandalized and Pune was made the capital of India for a few minutes! The page was refreshed after a while and reverted. This was clear enough to demonstrate how active the editor community is on Wikipedia.</p>

<p style="text-align: justify; ">Most of the errors and typos get corrected quickly as someone or the other notices that there is a mistake and correct it. However, there are many articles, especially articles of Indian context which still have wrong information because the number of Indian editors are less. A series of editing for various favourite articles chosen by new wikipedians opened up the window for them to understand how important their participation could be. Abhishek, Nikita, Noopur and Subhashish helped the editors with editing.</p>
<p style="text-align: justify; ">After engaging the editors for quite sometime with editing there was a fun quiz session to brush up what was taught. The participants were asked questions based on the previous session.</p>
<p style="text-align: justify; ">Winners of the quiz were awarded with Wikipedia stickers and badges.</p>

<p style="text-align: justify; ">Some of the participants left after the lunch break. Those who came back then gathered for a Indian language Wikipedia session. Out of the whole audience there were Bengali, Hindi, Marathi and Odia speakers. They all were showed their respective language wikipedias. A demonstration was given to show the typing tool. As the editors were completely new to the Indian language typing, some of them started typing using default <a href="http://mediawiki.org/wiki/Extension:Narayam">Narayam</a> transliteration tool and some took the help of <a href="http://www.bhashaindia.com/ilit">Microsoft ILIT</a> and <a href="http://www.google.co.in/transliterate">Google Transliterate</a> as well. During this session new wikipedians edited many articles on <a href="http://mr.wikipedia.org/">Marathi</a>, <a href="http://hi.wikipedia.org/">Hindi</a> and <a href="http://bn.wikipedia.org/">Bengali</a> Wikiepdia. After the whole day session there was still some time left for acclaim and fun. The participants were awarded with participation and contribution certificate by the Wikipedia Club Pune. All the new wikipedians registered on Wikipedia Club Pune.</p>
<p style="text-align: justify; ">There was a special announcement for Wikipedia Summit India, Anniversary Celebration of Wikipedia Club Pune. Club members celebrated with cutting a special Wikipedia cake. Rishi Aacharya and Ketaki Pole from PAI International Learning Solutions extended their support for this event.</p>
<h3>Meeting with Wikipedia Club Pune members</h3>
<p style="text-align: justify; ">There was a meeting with some of the Wikipedia Club Pune members on October 27, 2012 at PAI International Learning Solutions. It was attended by Subhashish Panigrahi and Noopur Raval. Abhishek Suryavanshi, founder of the club brought a proposal about the Wikipedia India Summit, anniversary celebration of Wikipedia Club Pune which is planned in the first quarter of 2013. Importance of a India level summit, plans and agenda, logistics and partnership and sponsorship options were discussed during this meeting. There will be public announcement regarding this summit.</p>

<p style="text-align: justify; ">The Government of India in the last week of 2014 asked Internet service providers (ISPs) to block 32 websites including code repository <a href="http://github.com" target="_blank">Github</a>, video streaming sites <a href="http://vimeo.com" target="_blank">Vimeo </a>and <a href="http://dailymotion.com" target="_blank">Dailymotion</a>, online archive <a href="http://archive.org" target="_blank">Internet Archive</a>, free software hosting site <a href="http://sourceforge.net" target="_blank">Sourceforge </a>and many other websites on the basis of hosting anti-India content from the violent extremist group known as ISIS.</p>
<p style="text-align: justify; ">The blanket block on many resourceful sites has been heavily criticized on social media and blogs by reviving the hashtag #GoIblocks that evolved in the past against internet censorship by the government.</p>

<p style="text-align: justify; ">In 2012, opposition party leader <a href="https://en.wikipedia.org/wiki/Narendra_Modi" target="_blank">Narendra Modi</a> (who is now India's Prime Minister) <a href="https://twitter.com/narendramodi/status/238913468344958976" target="_blank">tweeted </a>against the URL blocks by the earlier ruling of <a href="https://en.wikipedia.org/wiki/Indian_National_Congress" title="Indian National Congress">India's National Congress </a>when then-Minister of Communications and Information Technology <a href="https://en.wikipedia.org/wiki/Kapil_Sibal" target="_blank">Kapil Sibal</a> ordered to block 300 websites. Many eyebrows were raised when Modi repeated the move this time around.</p>

<p style="text-align: justify; "><a href="https://en.wikipedia.org/wiki/Internet_censorship_in_India" target="_blank">Internet censorship in India</a> has been increasingly prominent since 1999 when Pakistani newspaper <a href="https://en.wikipedia.org/wiki/Dawn_%28newspaper%29" target="_blank">Dawn</a> was blocked by the <a href="https://en.wikipedia.org/wiki/VSNL" title="VSNL">Videsh Sanchar Nigam Limited</a> for post-<a href="https://en.wikipedia.org/wiki/Kargil_War" title="Kargil War">Kargil War</a> views against India. These caught heavy criticism from netizens, often under the hashtag <a href="https://twitter.com/search?q=%23IdiotKapilSibal&src=typd" target="_blank">#IdiotKapilSibal</a>. Since then there have been many instances of government-mediated censorship, particularly with the enactment of India's <a href="http://cis-india.org/internet-governance/blog/is-india2019s-website-blocking-law-constitutional-2013-i-law-procedure">Information Technology Act of 2000.</a></p>
<p style="text-align: justify; ">Arvind Gupta, head of Information Technology for India's ruling <a href="https://en.wikipedia.org/wiki/Bharatiya_Janata_Party" target="_blank">Bharatiya Janata Party</a>, tweeted to clarify that the sites were blocked as advised by the <a href="https://en.wikipedia.org/wiki/Anti_Terrorist_Squad_%28India%29" target="_blank">Anti-Terrorism Squad</a>.</p>

<li style="text-align: justify; ">The Telecom Regulatory Authority of India (TRAI) held a consultation on Free Data. <span><a class="external-link" href="http://cis-india.org/internet-governance/blog/cis-submission-trai-consultation-free-data">CIS sent its comments to the 4 questions</a></span> that TRAI posed: (a) need to have TSP agnostic platform to provide free data or suitable reimbursement to users; (b) whether such platforms need to be regulated by TRAI; (c) whether free data to users should be limited; and (d) any other issue related to the matter of consultation. </li>
<li style="text-align: justify; ">IANA transition is a sham since it doesn't address the most important question - that of jurisdiction. <a class="external-link" href="http://cis-india.org/internet-governance/blog/jurisdiction-the-taboo-topic-at-icann">Pranesh Prakash has explored</a> why the issue of jurisdiction is the most important question and why it remains unaddressed.</li>
<li style="text-align: justify; ">On April 20, 2016, DNA carried a report on <a href="http://www.dnaindia.com/india/report-pil-seeks-police-action-against-website-ads-on-escort-services-2204362">a PIL seeking action against advertisements for prostitution in newspapers and on websites</a>. The report noted that the Mumbai Police had obtained an order from a magistrates court to block 174 objectionable websites. The Mumbai Police has not proceeded against any of the people who run these websites. CIS in a blog post <a class="external-link" href="http://cis-india.org/internet-governance/blog/list-of-blocked-escort-service-websites">has listed out 239 websites that were blocked by the government</a>.</li>
<li style="text-align: justify; ">Wikipedia is the source for different kinds of knowledge for any one starting-off in a particular field of study. Indian languages are the default languages for study in classroom in India. In this light strengthening the quality of material available on Indian language Wikipedias is certain to have widespread tangible and intangible impact <a class="external-link" href="http://cis-india.org/a2k/blogs/beyond-editor-count-assessing-quality-on-wikipedia">according to Tejaswini Niranjana</a>. </li>
<li style="text-align: justify; ">An extended survey of digital initiatives in arts and humanities practices in India was undertaken during the last year. Provocatively called 'mapping digital humanities in India', this enquiry began with the term 'digital humanities' itself, as a 'found' name for which one needs to excavate some meaning, context, and location in India at the present moment. <a class="external-link" href="http://cis-india.org/raw/digital-humanities-in-india-concluding-thoughts">The final section has been published</a>.</li>
<li style="text-align: justify; ">The Reserve Bank of India published a Consultation Paper on Peer to Peer Lending on April 28, 2016, and invited comments from the public. <a class="external-link" href="http://cis-india.org/raw/comments-on-the-rbi-consultation-paper-on-peer-to-peer-lending">CIS submitted its response</a>.</li>
<li style="text-align: justify; ">The Department of Science and Technology published the first public draft of the National Geospatial Policy (v.1.0) on May 05, 2016, and invited comments from the public. <a class="external-link" href="http://cis-india.org/openness/comments-on-the-national-geospatial-policy-draft-v-1-0-2016">CIS submitted its comments</a>.</li>
<li style="text-align: justify; ">The <a class="external-link" href="http://cis-india.org/openness/public-consultation-for-the-first-draft-of-government-open-data-use-license-india-announced">first public draft of the open data license to be used by Government of India was released by the Department of Legal Affairs</a>. CIS was a member of the committee constituted to develop the license concerned, and we contributed substantially to the drafting process.</li>
<li style="text-align: justify; ">Harsh Gupta and Aditya Tejas <a class="external-link" href="http://cis-india.org/telecom/blog/airtel-open-network">wrote a blog post on the Airtel Open Network that was launched recently</a>. The web page displays visualization data on network coverage and signal strength across the country, as well as a detailed breakdown of cell tower placement, including towers that are shutdown or still being planned.</li>
<li style="text-align: justify; ">CIS organized a one-day workshop in Delhi on Tuesday, July 12 on the <a class="external-link" href="http://cis-india.org/telecom/events/workshop-set-top-boxes">evolution and state of the set-top box as an access device in India</a>.</li>

<b>Recently the Odia Language has been accorded classical status by the Government of India. It has increased the responsibility of all Odias to protect, promote and propagate the Odia literature at this digital age while the next gen Odias are moving away from their mother tongue.</b>

On this issue a brain storming seminar has organized by a New Delhi based progressive forum of intellectual Odia people; THE INTELLECTS at Tyagaraj Nagar Jaggnath Mandir, New Delhi. Odia Intellectuals stresses on need for revival of Bhagabat Tungi in Odisha villages as knowledge hub. It should be noted that The Intellects a Delhi based organization of Odia intellectuals and Shree Jagannath Mandir & Odisha Art And Cultural Center have come together to organize aseminar on the subject “Relevance Of Bhagabat Tungi In The Evolution Of Odia LanguageFrom Budha Era To Digital Age” on the occasion of one year celebration its mission ASA SIKHIBA AMARI BHASHA which is an initiative to teach Odia language in New Delhi.</p>
<p style="text-align: justify; ">The conference was about the discussion over creative platform for future development of Odia language and literature. Delegates were drawn from diverse areas to provide more interdisciplinary insight in to issues and challenges that are in from of Odia language to march ahead in the new age of computer.</p>

<p style="text-align: justify; ">Under a grant from the Hans Foundation we are doing two projects. The first project is on creating a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India. CIS in partnership with CLPR (Centre for Law and Policy Research) compiled the National Compendium of Policies, Programmes and Schemes for Persons with Disabilities (29 states and 6 union territories). The updated draft is being reviewed by the Office of the Chief Commissioner for Persons with Disabilities. The second project is on developing text-to-speech software for 15 Indian languages. He has contributed to over <a class="external-link" href="https://en.wikipedia.org/wiki/Wikipedia:Did_you_know">514 DYK articles</a> on Wikipedia. Being a sociologist and academician Piotr has always tried to divert attention more students, academicians, researchers, scholars to contribute to Wikipedia. I first met Piotr during <a class="external-link" href="http://www.opensym.org/2013/08/09/a-simple-report-on-wikisym-opensym-2013/">WikiSym + OpenSym Conference</a> at Hong Kong and again at <a class="external-link" href="https://wikimania2013.wikimedia.org/wiki/Main_page">Wikimania 2013</a>. It was the beginning of my Wiki-experience of meeting more researchers and scholars who are also Wikipedians. Piotr is now based in Seoul and where he is <a class="external-link" href="http://www.hanyang.ac.kr/user/teacherDirect.action?gaeinNo=A045978&viewHakgwajojikCd=Y3YEAD">teaching Informational Sociology</a> at the Hanyang University (한양대학교). His keen interest in using Wikipedia as a teaching tool and Wikipedia’s impact in social movement brings the expanse of diversifying Wikipedia’s outreach to masses. In academia he proposes for <a class="external-link" href="http://outreach.wikimedia.org/wiki/Wikipedia_Education_Program">Wikipedia Education Programs</a> that converts the users of Wikipedia to contribute who elsewhere use it just as a tool to accessing knowledge. If a small portion of the subject experts start contributing to Wikipedia then there would be a big change in this world.</div>

<b>GNUnify 2013 organized in the campus in Pune from February 15 to 17, 2013. The event was organized by Pune Linux/Unix User Group (PLUG) and Symbiosis Institute of Computer Studies & Research (SICSR). Subhashish Panigrahi reports the outcomes in this blog post.</b>
<p><a class="external-link" href="http://www.gnunify.in/">GNUnify</a> is an annual gathering consisting of <a class="external-link" href="https://en.wikipedia.org/wiki/Free_and_open-source_software">Free and Open Source software</a> workshops, talks, seminars and BOFs (Birds of a feather). This was hosted by the <a class="external-link" href="http://www.plug.org.in/">Pune Linux User Group</a> and the <a class="external-link" href="http://sicsr.ac.in/">Symbiosis Institute of Computer Studies</a> and Research in Pune, India.</p>
<p style="text-align: justify; "><b>Day 1: February 15, 2013</b><br />The first day of the event had many parallel tracks including talks on KDE, Firefox OS, FUEL Project, Wikimedia Localization, OpenSSL, Discussions on Creative Commons, OpenStack and few technical workshops.</p>
<p style="text-align: justify; "><b>Day 2: February 16, 2013</b><br />Few of the full day events includes several talks and discussions about Mozilla and Firefox, Internationalization, Localization and Indic language input method related talks and workshops by the Wikimedia Foundation Engineering team (More details on mediawiki.org), Drupal and workshop and talks on Python. Wikipedians, translators from various languages, A2K team members Vishnu Vardhan and Subhashish had an open conversation with the Wikimedia Foundation Engineering team.</p>
<p style="text-align: justify; "><b>Day 3: February</b> <b>17, 2013</b><br />The final day of GNUnify had 3 major parallel day long events; Mozilla India community meetup, Wikipedia translation sprint and Wikipedia gadget workshop. At the end of all the events participants gathered for a group photo and socialized.<b><br /> </b></p>

<b>On May 13, 2013, the Access to Knowledge team led by Subhashish Panigrahi conducted a Wikipedia Introductory Session at the National Informatics Centre in New Delhi for the consultants working for Data and India portal. This session was aimed to emphasize how these portals and their useful data could be used on Wikipedia to create good quality articles.</b>
<p style="text-align: justify; ">Recently <a href="https://cis-india.org/" class="external-link">Centre for Internet and Society</a>'s <a class="external-link" href="http://meta.wikimedia.org/wiki/India_Access_To_Knowledge">Access To Knowledge</a> team was invited to demonstrate the usefulness of Wikipedia for the consultants of <a class="external-link" href="http://www.nic.in/">National Informatics Centre</a> (NIC) working for the <a class="external-link" href="http://data.gov.in/">Data.gov.in</a> and the <a class="external-link" href="http://india.gov.in/">National Portal of India</a> at NIC's New Delhi office. Data portal being one of the very important open data portal of the Government of India has worked immensely to populate over 2400 datasets from 32 departments participating in it.<a class="sdfootnoteanc" href="#sdfootnote1sym" name="sdfootnote1anc"><sup>1</sup></a></p>
<p style="text-align: justify; ">Many of the data need to be transcribed in popular medias especially on web. Wikipedia being world's largest online encyclopedia could be one such primary platform to use these useful data. <a class="external-link" href="http://meta.wikimedia.org/wiki/User:Psubhashish">Subhashish</a> from A2K team explained the usefulness of Wikipedia for the people associated with this project. The session went with discussing about <a href="http://en.wikipedia.org/wiki/Wikipedia_policies">policies</a>, <a href="http://en.wikipedia.org/wiki/Wikipedia:Manual_of_Style">Manual of style</a> and <a href="http://en.wikipedia.org/wiki/Wikipedia:Five_pillars">Five pillars of Wikipedia</a> followed by a demonstration of editing articles on English Wikipedia. Post editing session there was a discussion session about the notability and how to check accuracy of articles by using valid references.</p>

<b>Odia Wikipedia saw its first edit on January 29, 2004. After a dormancy of many years it got revived in 2011. To commemorate the effort of many volunteer wikipedians, a celebratory event was organized on January 29, 2013 in Bhubaneswar. Subhashish Panigrahi participated in this event.</b>
<p style="text-align: justify; "><a href="http://or.wikipedia.org/">Odia Wikipedia</a> recently has celebrated its <a href="http://or.wikipedia.org/wiki/ଉଇକିପିଡ଼ିଆ:ମେଳଣ/ଭୁବନେଶ୍ୱର/ଭୁବନେଶ୍ୱର୪">9</a><a href="http://or.wikipedia.org/wiki/ଉଇକିପିଡ଼ିଆ:ମେଳଣ/ଭୁବନେଶ୍ୱର/ଭୁବନେଶ୍ୱର୪"><sup>th</sup></a><a href="http://or.wikipedia.org/wiki/ଉଇକିପିଡ଼ିଆ:ମେଳଣ/ଭୁବନେଶ୍ୱର/ଭୁବନେଶ୍ୱର୪"> anniversary</a>. January 29 is considered to be that day when someone made a first edit on it. Communities from Bhubaneswar, Cuttack and Nalconagar joined hands to celebrate this event with a panel discussion on "Application of Odia language in e-media". The discussion was coordinated by Nilambar Rath, Director of Academy for Media Learning. The event was organized by the Odia Wiki Community with support from <a href="https://cis-india.org/">The Centre for Internet and Society</a> in collaboration with <a href="http://www.aml.edu.in/">Academy for Media Learning</a>. Panelists who took part in the discussion were Prasanna Kumar Mohanty, Director of "Odia Bhasa Pratisthan", Dr. Prafulla Tripathy, Odia linguist and writer, Dr. Dhanada Mishra, Academician and Director-Academics, <a href="http://www.kmbb.in/">KMBB College of Engineering</a>, Subhashish Panigrahi, Programme Officer, Centre for Internet and Society, Jatindra Das, Senior journalist and founder, <a href="http://Odisha.com/">Odisha.com</a> and Subhransu Panda, Senior journalist, <a href="http://www.orissasambad.com/">Sambad</a>. Wikipedians, students and journalists took active part in the discussion.</p>
<p>To celebrate the success of Odia Wikipedia, wikipedians joined the guest to cut a “<a href="http://en.wikipedia.org/wiki/Chhena_Poda">Chhenapoda</a>” and light Deepam as an integral part of the Odia culture.</p>
<p style="text-align: justify; ">The discussion began with Nilambar Rath speaking briefly about the agenda of the meeting and about the current scenario of the use of Odia language in media especially in the web. Prasanna Kumar Mohanty spoke about how the true form of the language should be taken to public via media. He also emphasized about the need to sacrifice our conventional way of approach and adopt new technologies like Wikipedia. Many such efforts are not rewarded because of the lack of support from the government even though funding is available for such development. Odia linguist Prafulla Tripathy explained about the lack of public interest to pledge for declaring Odia as a classical language even though Odia holds the 31<sup>st</sup> position among 6500 world languages. "The language of our personal lives, social interaction and verbal communication never gets documented. The confusion among various linguists is another obstacle to take Odia to a global level. If the script grammar is kept in focus and script and eventually the fonts are simplified then they would be easier to be used online", he expressed. Dr. Tripathy also shared his experience of his interaction with other Indian language experts at places where he worked such as on <a href="http://en.wikipedia.org/wiki/Optical_character_recognition">OCR (Optical character reading)</a> software which could be a great tool to digitize many precious resources. He offered his support for helping with OCR in Odia. Few other aspects of simpler approaches of scripts discussed were glossary, Odia-English and English-Odia lexicon, spell check feature for typing and interactive e-learning which could boost the effort of the wikipedians.</p>
<p style="text-align: justify; ">Prof. Dhanada Mishra took the audience through the free and open source culture and Linux and future role of Odia Wikipedia to tackle the problems of primary education. He thanked the wikipedians for their noble effort and showed his interest in promoting it more in academics. Subhashish Panigrahi discussed about the role of Odia Wikipedia in documenting various resources in Odia Wikipedia. He brought various technical problems that common men face while typing, contributing to Wikipedia and how they could be handled. He also proposed a plan for bringing more language experts and museum curators to the community which would increase the spectrum of resource and capacity for the Odia Wikimedia community.</p>
<p style="text-align: justify; ">Jatindra Das, founder of the first online Odia newspaper Odisha.com discussed about the hurdles of using Odia Unicode and acceptance level in the society for it. Senior journalist Subhransu Panda discussed about the usage of various fonts and how adopting Unicode could bring a lot of information to the public.</p>
<p style="text-align: justify; ">Nilambar Rath, Director, Academy for Media Learning talked about the future efforts of Odia Wikipedia community. He elaborated how media could be used as an essential tool for taking Wikipedia to more people. Mrutyunjaya Kar, one of the very active Wikipedians closed the ceremony with a brief talk about the achievements, education program and impact of Odia Wikipedia in the recent past and community building plans.</p>
<p style="text-align: justify; ">There was a press meet in the afternoon. Wikipedians interacted with the media about future prospects of Odia Wikipedia and its current state.</p>

<b>The Odia Wikimedia community, a volunteer community that contributes to Odia Wikipedia and its sister projects, in collaboration with the Centre for Internet and Society (CIS), a Bengaluru based non-profit that works in domains like IP reforms, Accessibility, Access to Knowledge (CIS-A2K), etc. are celebrating the launch of Odia Wikisource on November 28, 2014 at Jayadev Bhawan, Bhubaneswar. </b>
<p style="text-align: justify; ">Odia Wikisource, a sister project of Odia Wikipedia, is a free online library that houses Odia language books online and is available for free at <a href="https://or.wikisource.org/" target="_blank">https://or.wikisource.org</a>. It is not just an online library but it focuses on bringing rare and old books that are out of copyright. CIS-A2K has been instrumental to also encourage many notable authors of Odisha to change their license terms to Creative Commons Share-Alike (CC-by-SA) license, a license that allows public access and ability to reuse the content to expand the knowledge base in Odia language on the Internet.</p>

<b>Digitization is the only way to ensure preservation of valuable Odia books and old palm-leaf manuscripts for posterity, said eminent linguist Padmashri Dr Debiprasanna Pattanayak while inaugurating the two-day Odisha Day celebration organized by the Odia Wikimedia Community at Jayadev Bhawan here today.</b>

<p style="text-align: justify; ">“Collaborative effort and open access to knowledge repositories can help enrich our language and culture”, Dr. Pattanayak said while taking part in the deliberations. He lamented the fact that the majority of current Odia publications are not available on the net.</p>
<p style="text-align: justify; ">Among others, Prof Udayanath Sahu, the editor of Odisha Review Lenin Mohanty, editor, Odisha Bhaskar, Pradosh Pattnaik, language researcher, Subrat Prusty from Kalinga Institute of Social Science (KISS) and principal Dr Madan Mohan Sahu, Allhadmohini Mohanty, chairman, Manik-Biswanath Smrutinyasa along with the Trust’s secretary Brajamohan Patnaik, senior members Sarojkanta Choudhury and Shisira Ranjan Dash took part in the deliberations.</p>
<p style="text-align: justify; ">11 volumes of eminent Odia writer Dr Jagannath Mohanty were released in free Creative Commons licenses. Besides, a DVD containing a new Odia Unicode free font designed by <a href="http://www.odialanguage.com/" target="_blank">www.OdiaLanguage.com</a> a new Odia input tool, free software and offline Wikipedia were also released on the occasion.</p>
<p style="text-align: justify; ">KISS will digitize these books by training its students, the organisers said.</p>
<p style="text-align: justify; ">Odia Wikipedia admin Mrutyunjaya Kar gave the inaugural speech while Subhashish Panigrahi from the Centre for Internet and Society read out the annual report and the vision of Odia Wikipedia.</p>
<p style="text-align: justify; ">It was announced that the Odia WikiSource project will be activated soon.</p>
