&lt;p id="yui_3_5_1_19_1358402432026_224" style="text-align: justify; "&gt;He was speaking at a panel discussion organised by London based &lt;span class="cs4-ndcor yshortcuts" id="lw_1358308825_7"&gt;Index on Censorship&lt;/span&gt; and the &lt;span class="cs4-ndcor yshortcuts" id="lw_1358308825_1"&gt;Editors Guild of India&lt;/span&gt; on the issue at the &lt;span class="cs4-ndcor yshortcuts" id="lw_1358308825_3"&gt;India International Centre&lt;/span&gt; Tuesday evening.&lt;/p&gt;
&lt;p id="yui_3_5_1_19_1358402432026_276" style="text-align: justify; "&gt;"The government has refused to  amend Section 66(A) of the IT Act which is used to curb free speech on  the net," said Guild chief TN Ninan who moderated the debate. "The law  treats digital media differently than the print media," he said.&lt;/p&gt;
&lt;p id="yui_3_5_1_19_1358402432026_230" style="text-align: justify; "&gt;Director of Free Speech Debate, Oxford University, &lt;span class="cs4-ndcor yshortcuts" id="lw_1358308825_5"&gt;Timothy Garton Ash&lt;/span&gt; said, "There was no threat to the freedom of speech as internet was  actually an opportunity for spreading freedom of expression."&lt;/p&gt;
&lt;p id="yui_3_5_1_19_1358402432026_289" style="text-align: justify; "&gt;India with the large number of  net users could act as swing state between two extremes of China which  is trying to control the net and the US which champions free speech, he  said.&lt;/p&gt;
&lt;p id="yui_3_5_1_19_1358402432026_296" style="text-align: justify; "&gt;"The question is what are the legitimate limits of free speech rather than asking for unlimited speech," said Ash.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Ajit Balakrishnan, CEO and founder of online portal rediff.com, said  "there was a sense of powerlessness among nation states as only local  laws applied to any such violations."&lt;/p&gt;
&lt;p id="yui_3_5_1_19_1358402432026_277" style="text-align: justify; "&gt;He said the internet was not so  democratic as it sounded as the actual numbers of users who posted  content on Facebook were just 8-9 million while the rest just watched.  The same was with Twitter with just 7-8 percent users actually posting  messages.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Kirsty Hughes, CEO, Index on Censorship, said "freedom of speech was  universal" while noting a "worrying trend that increasingly governments  were moving to control the internet."&lt;/p&gt;
&lt;p id="yui_3_5_1_19_1358402432026_284" style="text-align: justify; "&gt;"The risks of such controls are that we could have a much more controlled, censored and fragmented internet," she said.&lt;/p&gt;
&lt;p id="yui_3_5_1_19_1358402432026_228" style="text-align: justify; "&gt;Ramanjit Singh Chima of Google India stressed on the need to have laws to protect &lt;span class="cs4-ndcor yshortcuts" id="lw_1358308825_4"&gt;internet freedom&lt;/span&gt; as such curbs affected livelihood of many users and contributed to local economies.&lt;/p&gt;
&lt;p id="yui_3_5_1_19_1358402432026_295" style="text-align: justify; "&gt;He said the internet allowed people to instantly collaborate and publish critical information during emergency situations.&lt;/p&gt;

    <title>Web of Sameness</title>

        &lt;b&gt;The social Web has been an ominous space at the start of 2013. It has been awash with horror, pain and grief. The recent gang rape and death of a medical student in Delhi prevents one from being too optimistic about the year to come. My live feeds on various social networks are filled with rue and rage at the gruesome incident and the seeming depravity of our society. &lt;/b&gt;
        &lt;hr /&gt;
&lt;p&gt;Nishant Shah's column was &lt;a class="external-link" href="http://www.indianexpress.com/news/web-of-sameness/1058374/0"&gt;published in the Indian Express&lt;/a&gt; on January 18, 2013.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;As I contemplate the event, I see that the Web has become a space for coping with pain and mitigating the horror of our lives. I feel comforted, when I go online, and see people grieving for a woman they never knew, and demanding better conditions for all. As I look at these resolves for change, battle cries demanding justice, and angry responses directed at imagined and imaginary perpetrators of these crimes, I realise that I have heard it all before, over and over again.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“Not Again!” has been the refrain of the year. If life were a musical, this would have been the persistent chorus line of 2012. From fighting against censorship and violation of privacy by government and corporations to acts of hatred, or from ridiculing the map glitches on the iPhone to seeing the growing stronghold of authoritarian forces over the social Web, we have repeatedly rolled our digital sleeves, gnashed our fingers on the keyboards and shouted in political solidarity, “Not Again!”. While this show of protest, this robust expression of change holds a promise of how things will change for the better, it is also a refrain that has lost its bite. What does it mean, this ability to repeatedly say “Not Again!” only to experience these horrors in despairing cyclic patterns?&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;I want to see how the social Web and the new public spheres online might offer us outlets for emotions but not necessarily platforms for action. Some of the earliest critiques of the Web expressed the fear that given the extreme customisation of social networks, we might soon reside only in digital echo chambers. In the heavily informatised ages that we live in, it is not uncommon to set up specific groups that we belong to, identify friends that we talk with, mark people we follow, set up circles we share in, and configure filters that help us receive information that is tailor-made to suit our personalised preferences. Unfortunately, this quest for selective information sampling often means that we separate the digital spaces of life from the physical ones, without even realising it. We might be seamlessly navigating these two spaces, not really caring for the distinctions of “virtual reality” and “real life”, but in instances like these, it is easy to see how we shroud ourselves in echo chambers, never allowing voices to translate into the world of action.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;You are sure to have been bombarded with tweets that have insightfully analysed the conditions of safety in our public spaces. And in all of this, like me, you must have been comforted thinking that there is still hope. But for every “like” you received on your status update, for every time your tweet got favourited or retweeted, for every time you found yourself agreeing with the social experts, you also separated yourself from the reality. Because the people who gave your opinions the attention, are actually people just like you. They are already on your side of things. Talking to them, exchanging ideas with them, calling for change side-by-side is like preaching to the choir, but it gives us a sense of having reached out. The voices in an echo chamber are not just repeated ad nauseum, but they are also not heard by anybody else on the outside, thus stifling the energy and passions that might have resulted in real change.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Web also offers an easy separation of us versus them. As coping mechanisms and as a way of distancing ourselves from these events, the Web offers us a clear disavowal of guilt. The young man, who shot those children in the school, was mentally unstable. The laws that allowed him to purchase guns are because of the politicians and the arms industry. The student, who got raped in a bus, is the responsibility of the ‘rape capital’ Delhi. If we were in charge, these things would not have happened this way. But now they have happened, and so we will be angry, we will be shocked, we will tweet “Not Again!” and then quickly shift our ever-expanding attention to the burgeoning space of information online.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;And then we will wait, for the next incident to happen — oh, not the same, but similar — and we will go through this process once again.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;If I have to look into the future and hope that 2013 shall be the year of change, then I am hoping that the change will be from “Not Again” to a “Never Again”. We will have to learn how to use the energy, the power of the Web, the influence of the digital crowds on the digital commons, to produce a change that goes beyond the social network feeds.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;I hope that the social Web matures. We have to make sure that the promise of change that the digital social network offers, does not die as armchair clicktivism that witnesses but does nothing to change the act that affects us.&lt;/p&gt;

    <title>Financial Inclusion and the UID</title>

        &lt;b&gt;Since 2009, when Nandan Nilekani began to envision and implement the Unique Identification Project,
the UID authority has promoted the UID/Aadhaar scheme as a tool of development for India - arguing that an identity will assist in bringing benefits to the poor, promote financial inclusion in India, and allow for economic and social development. In this blog entry I will focus on the challenges and possibilities of the UID number providing the residents of India a viable method of access to financial services across the country.&lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h3&gt;Why the UID could bring financial inclusion&lt;/h3&gt;
&lt;p&gt;In their strategy document “Exclusion to Inclusion with Micro payments” the UIDAI argues that a few&amp;nbsp;of many challenges to successful financial inclusion in India for the poor have been: lack of identity,&amp;nbsp;lack of accessibility of financial outlets, unreliability of infrastructure, high costs of banking, and the&amp;nbsp;common presence of a middle man. For Indian banks the UID sites challenges such as: the high cost of&amp;nbsp;transactions for banks servicing clients in rural areas, lack of infrastructure, costly processes of cash&amp;nbsp;management, and high costs of IT.(UIDAI, 2010)The UID's solution to these obstacles is a system of&amp;nbsp;financial services and micro payments based off of an individuals UID number, in which an individual&amp;nbsp;with a UID number would be able to: open a bank account, make a payment, withdraw money, deposit&amp;nbsp;money, and send remittances. The hope is that this system will allow banks to scale up their branch&amp;nbsp;less banking, and reach out to larger populations. Residents having a bank account linked to their UID&amp;nbsp;number is also key to the UID's larger scheme for subsidy delivery to the poor. Until all consumers who&amp;nbsp;rely on government subsidies have a bank account linked to their UID number, the UID will not be&amp;nbsp;able to implement a system of direct transfer of cash subsidies.(CNBC-TV18, 2011) For example, the&amp;nbsp;UIDAI has started conducting a pilot disbursement of funds under the Mahatma Gandhi National Rural&amp;nbsp;Employment Guarantee Scheme (MNREGS) to Jharkhand through Union Bank, ICICI Bank and Bank&amp;nbsp;of India branches.(IBN-Live, 2011)&lt;/p&gt;
&lt;h3&gt;How the UID will bring financial inclusion&lt;/h3&gt;
&lt;p&gt;In their vision, the UIDAI has designed a system that involves bank branches enrolling individuals,&amp;nbsp;bank branches establishing relationships with BC organizations, the use of Micro ATM's, and the use of&amp;nbsp;the UID numbers for authentication in all financial transactions. In short the system of financial&amp;nbsp;inclusion would work as follows:&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Step 1. Enroll and obtain UID number&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;An individual enrolls for a UID number. During enrollment an individual shares his/her KYC&amp;nbsp;information with the UIDAI. The UIDAI verifies the individuals KYC information, along with their&amp;nbsp;other information, and issues the individual a UID number. If an individual already has a bank account&amp;nbsp;at the time of enrollment they have the option to link their UID number to their bank account [1]&lt;/p&gt;
&lt;p&gt;In India every bank must verify and confirm an individuals KYC information. This is to help reduce&amp;nbsp;tax evasion and fraud. In December 2011, India's Ministry of Finance recognized the Aadhaar number&amp;nbsp;has an officially valid identification to satisfy the KYC norms for opening bank accounts. By verifying&amp;nbsp;an individuals KYC information at the enrollment stage the UIDAI is hoping reduce the amount of&amp;nbsp;paperwork and time needed for an individual to open a bank account. In addition to satisfying KYC&amp;nbsp;norms, the Government of India has also recognized the Aadhaar number as an acceptable form of&amp;nbsp;identity for the purpose of obtaining a mobile connection. By having the UID number accepted for&amp;nbsp;establishing both mobile connections and bank accounts, financial inclusion through mobile banking is&amp;nbsp;encouraged as it allows for individuals who previously had no identity, to join the financial system and&amp;nbsp;mobile network – thus allowing bank accounts to be more accessible than before, and aiding banks by&amp;nbsp;simplifying the process of account opening.(Akhand Tiawari, Anurodh Giri, 2011)&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Step 2. Open UID Enabled Bank Account&lt;/strong&gt;&lt;br /&gt;Now that the individual has a UID number they can open a bank account by presenting their UID&amp;nbsp;number and thumb print to the bank branch for authentication. Currently the one bank enrolling citizens&amp;nbsp;and issuing UID numbers and UID based ATM cards is the Bank of India.(Aggarwal, 2011) Bank of&amp;nbsp;Maharashtra, State Bank of India and Indian Overseas Bank are currently waiting for approval from the&amp;nbsp;UIDAI.(Chavan, 2011) In this scenario the UID number will be the only form of identification needed&amp;nbsp;to open a bank account.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;3.Make financial transactions with UID number&lt;/strong&gt;&lt;br /&gt;Once a UID Enabled Bank Account (UEBA) is opened, individuals can begin making financial&amp;nbsp;transactions using their UID number and fingerprint. Individuals can access their UEBA through BC&amp;nbsp;institutions. With a UEBA individuals have the option of using four basic banking services:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;&amp;nbsp;Store cash for savings through electronic deposits and withdraw only small amounts of cash&lt;/li&gt;&lt;li&gt;Make payments&lt;/li&gt;&lt;li&gt;Send and receive remittances&lt;/li&gt;&lt;li&gt;Acquire balance and transaction history&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;Transactions completed through the UID-enabled bank account work similarly to a prepaid mobile&amp;nbsp;system. BC organizations, or Bank Correspondents, are organizations such as SHGs, kirana stores,&amp;nbsp;dairy agents that larger banks develop a business relationship with. The BC organizations handle all&amp;nbsp;transactions at the local level. Using BC organizations as financial outlets is meant to increase the&amp;nbsp;penetration of financial outlets and make financial services more accessible in rural areas. How the&amp;nbsp;process works is: a BC institution begins by depositing a certain amount of money with a larger&amp;nbsp;banking institution. This ‘ prepaid balance’ paid by the BC institution changes with every transaction&amp;nbsp;the BC institution makes. For example, when an individual makes a deposit it decreases as that money&amp;nbsp;is then transferred into an individuals account, and increases when an individual withdraws money,&amp;nbsp;because of the transaction fee that is charged to the individual. When the individual is making a&amp;nbsp;deposit, he pays physical cash to the BC, who in turn makes an electronic transfer from the BC account&amp;nbsp;to the individual's account. When making a withdrawal, the electronic transfer is made from the&amp;nbsp;individual's account to the BC account, and the BC hands out physical cash to the customer, (UIDAI,&amp;nbsp;2010).&lt;/p&gt;
&lt;p&gt;&lt;br /&gt;The micro ATM that is to be used at BC institutions is a hand held device, in this case a mobile phone,&amp;nbsp;attached to a finger print reader. The micro ATM is meant to replace larger ATM’s and reduce the cost&amp;nbsp;that banks incur when establishing full fledged ATM machines. The hand held device will be remotely&amp;nbsp;accessed to the central server of the bank. Currently Italian tech company Telit Communication SpA, is&amp;nbsp;hoping to provide the GSM wireless M2M modules that will allow the wireless device and the wired&amp;nbsp;server to communicate with each other. (Kanth, 2011) The most significant difference between the&amp;nbsp;micro ATM system and the traditional ATM system is that the BC employee executes the transaction.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Though having BC employees carry out financial transactions might eliminate the possibility of a&amp;nbsp;fraudulent ATM being set up, it opens many possibly corrupt doors. How will it be ensured that the&amp;nbsp;transaction is completed without fraud, and how can it be ensured that the Micro-ATM is not&amp;nbsp;fraudulent, or that the BC organization itself is not fraudulent. Though this scenario might sound&amp;nbsp;unlikely, the UID has already experienced difficulties with fake enrollment centers being set up, such as&amp;nbsp;in Pune. (Gadkari, 2011), fake UID papers being issued, as was done in Patna(Tripathi, 2011) and&amp;nbsp;enrollment centers illegally outsourcing work, as the IT company Tera Software was found doing&amp;nbsp;(Prajakta, 2011). If these scenarios have all been tried, it is not unreasonable to see the same being tried&amp;nbsp;with financial institutions.&lt;/p&gt;
&lt;h3&gt;&lt;strong&gt;Challenges to a system of authentication for financial transactions with the biometric based UID number&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;Not withstanding the fact that financial inclusion cannot be achieved only through an identity, focusing&amp;nbsp;on the identity component of financial inclusion - in the report Low Cost Secure Transaction Model for&amp;nbsp;Financial Services, published by Nitin Munjal, Ashish Paliwal, and Rajat Moona, from the Indian&amp;nbsp;Institute of Technology, the authors note that present challenges in India to financial inclusion through&amp;nbsp;access to financial institutions include(Munjal, Nitin Paliwal, Ashish Moona, 2011):&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;Currently financial transactions require network connectivity to take place. For financial transactions made in rural areas this has lead to both high costs for each transaction and to high fixed IT costs.&lt;/li&gt;&lt;li&gt;Current financial schemes such as mobile banking depend on network connectivity, making the network indispensable, yet 70% of the Indian population is rurally located with limited or no network connectivity.&lt;/li&gt;&lt;li&gt;Current financial service outlets are densely located in urban areas and not rural areas. Rural populations are financially excluded, as in most cases the completion of financial transaction require the presence of financial outlets.&lt;/li&gt;&lt;li&gt;Currently there are no easy safeguards to protect against fake ATMS or fraud, because the current Financial Service Model is based on blind trust of the service outlet – this allows for high rates of fake ATM’s being installed and fraud.&lt;/li&gt;&lt;li&gt;For an individual to access financial services, an identity is required. In most cases the poor lack an identity.&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;&lt;br /&gt;Clearly there are many obstacles that the UID identity card must overcome to successfully authenticate&amp;nbsp;individuals in financial transactions and facilitate financial inclusion. For the system to be successful&amp;nbsp;the UID must at the minimum do the following:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;Accurately generate unique numbers&lt;/li&gt;&lt;li&gt;Capture accurate personal information&lt;/li&gt;&lt;li&gt;Ensure security of the database&lt;/li&gt;&lt;li&gt;Ensure that the technology is secure and accurate&lt;/li&gt;&lt;li&gt;Ensure that only necessary information is collected&lt;/li&gt;&lt;li&gt;Verify BC centers&lt;/li&gt;&lt;li&gt;Provide a secure network that can handle large numbers of transactions&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;&lt;br /&gt;&lt;strong&gt;Possible ways in which the system can go wrong include:&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;Inaccurate authentication&lt;/li&gt;&lt;li&gt;Delays in authentication&lt;/li&gt;&lt;li&gt;Fraud at the level of the BC institution&lt;/li&gt;&lt;li&gt;Over collection of personal information by banks&lt;/li&gt;&lt;li&gt;Linking of databases by banks, or other agencies&lt;/li&gt;&lt;li&gt;Network failure&lt;/li&gt;&lt;li&gt;Down time of the database&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;Though UID enabled bank accounts have yet to be officially established the UID is already&amp;nbsp;experiencing many of the listed difficulties. For instance, in an Indian Express article published on June&amp;nbsp;15th, it was reported that banks are issuing additional UID forms that ask if individuals have credit&amp;nbsp;cards, operate mobile or internet banking accounts, own a two wheeler or four wheeler, or live in a&amp;nbsp;rented or personally owned accommodation. (Indian Express, 2011) Even more alarming is a recent&amp;nbsp;news item from the Deccan Herald, which details the efforts that have been taken by NATGRID to&amp;nbsp;access banking clients personal information, and NATGRID's proposal to tie banking information to a&amp;nbsp;linked database containing information from bank accounts, railways, airlines, stock exchanges,&amp;nbsp;income tax, credit card, immigration records, and telecom service providers. (Arun, 2011)The banks&lt;br /&gt;have refused to give NATGRID access to clients personal information, but the ease at which NATGRID&amp;nbsp;could track and collect information about individuals with the UID is chilling – especially if the UID is&amp;nbsp;linked to almost every bank account in India. Several news reports have also shared experiences of&amp;nbsp;confusion, inconsistent requirements, and unorganized enrollment centers, which place doubt in the&amp;nbsp;accuracy of the information collected and the accuracy of the UID numbers issued.(Tripathi, 2011).&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;br /&gt;Looking at the technology and operational design of the UEBA system, though the scheme relies on&amp;nbsp;mobile networks, it fails to eliminate the need for connectivity to the central server, because&amp;nbsp;authentication of individuals biometric must be done through comparison of one fingerprint to the&amp;nbsp;central server of all fingerprints. This will not only complicate the effectiveness of delivery of services,&amp;nbsp;as it is possible for connectivity to be limited and slow, but it will also incur large network overhead&amp;nbsp;costs for each transaction that is verified. Furthermore, even though the use of BC institutions as&amp;nbsp;financial service outlets is meant to increases the availability of financial outlets, a dependency is&amp;nbsp;created on BC institutions – as they must be present for any financial transaction to take place.&lt;br /&gt;Additionally, individuals have no way of authenticating and verifying BC institutions. As mentioned&amp;nbsp;earlier this allows for possible scenarios of fraud. Additionally, the UID has not provided any&amp;nbsp;alternative method of identification in the case that the network or technology fails, or if an individuals&amp;nbsp;biometrics are incorrectly rejected.&lt;/p&gt;
&lt;h3&gt;Could the SCOSTA standard be an option?&lt;/h3&gt;
&lt;p&gt;Many developing countries, like Kenya and Brazil, that face similar challenges to financial inclusion&amp;nbsp;have looked towards smart cards as secure methods for authenticating individuals. In 2003 India also&amp;nbsp;implemented a smart card approach to identity management. The SCOSTA standard smart card was&amp;nbsp;introduced with the MNIC national identification scheme. Though the scheme was eventually dropped&amp;nbsp;by the Indian Government, the SCOSTA smart card standard is still a valid option for authentication&amp;nbsp;of individuals in financial transactions. A SCOSTA standard based approach for financial inclusion&amp;nbsp;would include:&amp;nbsp;&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;Authentication of an individuals key, pass-phrase, and pin. This is known as public keyinfrastructure. This will allow a person to protect their password and easily replace it if stolen.&lt;/li&gt;&lt;li&gt;&amp;nbsp;Authentication through public key infrastructure would not depend on connectivity to thenetwork. This would allow for financial inclusion of populations not connected to networks and not be fully dependent on working networks.&lt;/li&gt;&lt;li&gt;&amp;nbsp;Authentication through public key infrastructure establishes mutual trust of user and institution. This would lower the presence of fraudulent institutions and corrupt transactions.&lt;/li&gt;&lt;li&gt;&amp;nbsp;Connection to a central server is not required for the authentication of an individual in a financial transaction. This will lower the cost of transactions and lower IT overhead costs (ibid Munjal, Nitin Paliwal, Ashish Moona, 2011)&lt;/li&gt;&lt;/ul&gt;
&lt;h3&gt;Conclusion&lt;/h3&gt;
&lt;p&gt;Though it is hard to say that a fool proof system of authentication can easily be made, and that system&amp;nbsp;will indeed promote financial inclusion, when comparing the biometric UID number with the SCOSTA&amp;nbsp;standard smart card, there are many benefits to the SCOSTA standard such as ability of individuals to&amp;nbsp;verify banking institutions, no need for connectivity to the central server, and the ability to easily&amp;nbsp;replace lost or stolen pins and passwords. No matter what standard is implemented though, it is&amp;nbsp;important to clearly look at the current implementation, technological, and operational challenges that&amp;nbsp;identification schemes face and the possible ramifications of such challenges before adapting it as a&amp;nbsp;ubiquitous system.&lt;/p&gt;

    <title>Bye Bye email?</title>

        &lt;b&gt;Email might be the default method of communication for most of us, but could it be going the telegram way.&lt;/b&gt;
        
&lt;p&gt;I grew up with the internet in India. I remember the first time I heard the strange and harsh sounds of a dial-up modem back in 1996 and my friend helping me create an email account. It was my first digital identity online — a name and an address to call my own. Cost of internet access was prohibitive and email time was limited to 15 minutes a day. One logged in, downloaded all the emails and immediately disconnected. After reading through the emails off-line, I would write down the replies to all the mails, go online again, send all the mails and then wait for the next day, so that I could see what was in store for me in my inbox.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The World Wide Web has changed a lot since those first interactions with email, on black-and-white monitors. Speed, portability, access and costs have changed the nature of the Net, which is slowly becoming ubiquitous. Trends and fashions of social interaction and information exchange have changed drastically. From social media to professional networking, from discussion boards to micro-blogs, from geo-tagged services to mobile phone-based apps, the topography of the internet has undergone drastic revisions. However, the one thing that has remained constant is the email.&lt;/p&gt;
&lt;p&gt;Sure, the email in itself has changed in texture and volume. The emailing services from the early days of AOL to the current trends of Gmail and Facebook messages, have been the backbone of Web 2.0. You needed an email as the primary identity to remain connected with social media, blogs, news services and indeed, with other friends and peers using emails. Notification on the email, for me, is still the primary gateway to the many digital worlds that I occupy, including gaming, digital networks, reading lists et al. For most people who grew up with me, email was here forever.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;This faith in the email as the spine of the internet received a rude jolt when I was recently in Mumbai, working with undergraduate students, exploring relationships between digital technologies and social justice. The workshops spanned six days, and looked at how young people from socially and economically disadvantaged classes and communities could use the powers of digital and participatory technologies to effect a change in their environments. Our role as facilitators was to introduce them to new usages of their existing practices and show them the potential for social transformation and civic action in their everyday use of technology. We began, like Maria, in The Sound of Music, at the very beginning — with the email. Which is when the world started unravelling, because, as the participants in the workshop pointed out, email is a thing of the past.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;I was suddenly faced with a group of urban youngsters who are all a part of the digital revolution, using Facebook, writing blogs, searching for information online, and keeping in touch through Voice over IP services and Instant Messenger. Their access is through shared public access in college libraries and cybercafés, and for many, also on their smartphones. They log in regularly into their various social media networks and use them for playing games, sending messages, chatting and updating their statuses. And yet, when it came to using the email, they were noobs, some of them didn’t remember their passwords, some had never sent an email, attachments were things they don’t understand and they logged in to their email only when necessary.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;This behaviour perplexed me because I had always imagined that the otherwise ethereal world of the cyberspace was held together by the strong and dependable emails. But evidently, for the new kids on the block, email is something that belonged to the world before it went mobile. They do not understand the communication patterns that emails are structured around. The narrative expectations, waiting for replies, accessing it via services, archiving information through attachments are things that don’t make sense to this generation that is growing up with cloud computing. They use emails only as the first source of authentication for different services that demand it. And even there, as one of the students said, "You just need email to open your Facebook account. After that, you just F-connect".&amp;nbsp;&lt;/p&gt;
&lt;p&gt;As the interface between mobile phones and the internet strengthens, more and more users seem to be depending on phone-based communication methods. They accept the newer ways of messaging, like IMing, texting. But for digital dinosaurs like me, who were there at the beginning of (digital) time, the world is beginning to look slightly blurred. I shudder to think that in two decades, email might be obsolete because though I complain of information overload, I still cannot imagine what a world without email would look like.&amp;nbsp;&lt;/p&gt;

    <title>IISc students boycott UID, don’t want Big Brother to keep watch</title>

&lt;p&gt;Nandan Nilekani may be Bangalore’s blue-eyed boy making waves at the national level with his Unique Identification Number (UID), but there’s one part of the city that’s not impressed: A section of students and faculty of Indian Institute of Science (IISc).&lt;/p&gt;
&lt;p&gt;While many Bangaloreans have started enrolling for UID, the students are in boycott mode and say they will never do so.&lt;/p&gt;
&lt;p&gt;Professor Shiv Sethi, astrophysics department, Raman Research Institute, said, “They (the authorities) have moved faster than us by starting the enrolment. It was during the discussion phase that we tried to impress upon them the loopholes of UID. Now that they have started the enrolment, it’s our turn to protest. We will meet and discuss with other like-minded people.”&lt;/p&gt;
&lt;p&gt;IIScians say they don’t want to be under surveillance and that they are not comfortable with giving away their personal details since studies have proved how unsafe electronic data can be. The programme has been scrapped in the UK, they said.&lt;/p&gt;
&lt;p&gt;In fact, when Nilekani visited IISc a few months back to deliver a lecture, the anti-UID group protested with placards and banners that read, ‘Beware, Big Brother is watching you’ and ‘Secure electronic archive is a myth’.&lt;/p&gt;
&lt;p&gt;And now, apart from not signing up, some students are even considering burning copies of UID forms, a la team Anna burning copies of the draft Lokpal bill.&lt;/p&gt;
&lt;p&gt;Prathamesh, a scholar, said: “UID is not going to solve problems of leakages. The government should universalise the PDS system to control misuse of subsidised foodgrain that find their way to restaurants. The project is fraught with loopholes and doesn’t have statutory backing. I will burn copies of the forms.”&lt;/p&gt;
&lt;p&gt;Prathamesh added that the UID project was the brainwave of software companies who do not have a regular stream of revenue.&lt;/p&gt;
&lt;p&gt;Even IISc alumni are putting up a fight. One of them who participated in the protest said, “I will not register. The programme does not have statutory backing. It is still in parliament. First, they said it was voluntary. Now, they are trying to link it to banks, LPG connections and other utilities.”&lt;/p&gt;
&lt;p&gt;Sethi added, “A few people have approached the court. We will decide the next course of action.”&lt;/p&gt;
&lt;p&gt;There are others who have doubts. Consumer activist Chandrasekhar of Malle-swaram feels that he needs to clarify all his doubts before enrolling. “I spoke with the officials. They told me it was voluntary. But now, it looks like they are linking it with other utilities.”&lt;/p&gt;

&lt;p&gt;Nishant Shah, director, research, Centre for Internet Society, said, "We need to check for three issues: data retention, data protection and data privacy. Only after these issues are resolved can we have a UID for every citizen."&amp;nbsp;&lt;/p&gt;

But just as you wouldn't ban a newspaper like DNA for carrying an offensive article (such as the anti-Muslim screed written by Subramanian Swamy a few months back), and just as the postal service wouldn't be discontinued for carrying Maoist letters, a forum shouldn't be banned for offensive content. There is no need for a new 'self-regulation code', since the 'report abuse' links found on many of these sites are exactly that: self-regulation.&lt;/div&gt;

A:&amp;nbsp; No, because there is a rich jurisprudence laid down by the Supreme Court of what is and what isn't a "reasonable restriction". While I do believe that our Constitution does go beyond what the International Covenant on Civil and Political Rights (to which India is a signatory) allows for, Article 19(2)'s interpretation by the Supreme Court and the High Courts have been very progressive for the most part. &lt;br /&gt;&lt;/td&gt;

Indeed, a newspaper editor in the Maldives recently noted that they have had less violence committed against the newspaper office ever since they allowed for online comments. Speech often allows people to vent out violence instead of acting it out. Violence should be curbed by reining in those who're committing it, and those who're inciting it on the ground. At any rate, the laws that apply to inciting violence in print apply to the Web also, and no new rules need to be drafted. &lt;br /&gt;&lt;/td&gt;

You don't find ultra-offensive posts about the U.S. because you aren't looking around. They're *everywhere*, even more so than those that bad-mouth India. Yet, such offensive speech is the price we have to pay (gladly, I should add) for democracy and the freedom of speech.&lt;br /&gt;&lt;/td&gt;

I believe, especially after speaking with some senior lawyer friends of his, that he genuinely believes what he is doing to be required and legal and constitutional, and not for the appeasement of one or two Congress leaders. That, however, does not make his suggested solution correct. Multiple High Courts' decisions have held otherwise, and the Supreme Court's decision in &lt;em&gt;Ajay Goswami v. A: Whether this proposal by Shri Sibal necessarily involves an invasion of privacy is an open question, since the details of the proposal as as yet not fully sketched out. On Google Plus and Facebook, one can restrictedly share information. Will such restricted sharing also have to be pre-screened, or only information that is going to be available to all members of the public? The proposal still consists only of press articles and a press conference held by the Minister. Even assuming it only require pre-screening of information that is going to be publicly accessible, it imposes too high a burden on intermediaries, and is impractical. And, as you might be aware, only very limited pre-censorship is allowed in India, and such a general requirement of pre-censorship does not seem to be constitutional, in my opinion.&lt;br /&gt;&lt;/td&gt;

And in many ways our laws are worse than those in Saudi Arabia. There at least when a website is blocked or content removed the public is notified when they try and access the content. &lt;p style="text-align: justify; "&gt;The &lt;a href="http://timesofindia.indiatimes.com/topic/department-of-telecommunications"&gt;department of telecommunications&lt;/a&gt; (DoT) ordered blocking of the accounts on August 20. The blocked accounts include those maintained by a columnist and a journalist working for a TV channel. Twitter accounts @sanghparivar, @drpraveentogadia and @i_panchajanya are also mentioned. &lt;br /&gt; &lt;br /&gt; The 16 Twitter accounts are part of a list containing over 300 specific URLs that internet service providers (ISPs) in India have been told to block. The list is dominated by URLs belonging to &lt;a href="http://timesofindia.indiatimes.com/topic/Facebook"&gt;Facebook&lt;/a&gt; and Youtube. &lt;a href="http://timesofindia.indiatimes.com/topic/Indian-Government"&gt;Indian government&lt;/a&gt; allegedly found 102 URLs on Facebook and 85 URLs on &lt;a href="http://timesofindia.indiatimes.com/topic/YouTube"&gt;YouTube&lt;/a&gt; where communally sensitive content was posted. According to a blogpost at &lt;a href="http://timesofindia.indiatimes.com/topic/Centre-for-Internet-and-Society"&gt;Centre for Internet and Society&lt;/a&gt; (CIS), a non-profit organization that got hold of the list on Wednesday, almost "all of the blocked items have content that are related to communal issues and rioting". &lt;br /&gt; &lt;br /&gt; At the same time, Pranesh Paraksh, a CIS official, noted on the blog that it was unclear if the government exercised its powers responsibly in this case. "The blocking of many of the items on the list are legally questionable and morally indefensible, even while a large number of the items ought to be removed," he wrote.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;According to the leaked list, Indian government also blocked 30 Twitter URLs, 3 &lt;a href="http://timesofindia.indiatimes.com/topic/Wikipedia"&gt;Wikipedia&lt;/a&gt; URLs, 11 Blogger URLs and 8 &lt;a href="http://timesofindia.indiatimes.com/topic/Wordpress"&gt;Wordpress&lt;/a&gt; URLs. Some URLs belong to Pakistani websites. The list also contained URLs belonging to several mainstream media websites, including The Telegraph and Al Jazeera. &lt;br /&gt; &lt;br /&gt; The blocking of Twitter accounts was partial due to technical challenges. The accounts have been blocked with the help of ISPs and not Twitter. Accessing them from India shows web users a message, saying "This website/URL has been blocked until further notice either pursuant to Court orders or on the Directions issued by the Department of Telecommunications". Also, the block works only if the accounts are accessed using HTTP and not HTTPS protocol. Twitter allows users to force HTTPS, which is a secure protocol and doesn't let ISPs see the content that a user is accessing. &lt;br /&gt; &lt;br /&gt; Due to the partial block, accounts remained active. When Nirupama Rao, India's ambassador to the US, talked on Twitter about a discussion on a news channel on the subject of social media and government's current policy, one of the "blocked" accounts tweeted back to her saying, "@NMenonRao Is that why UPA Govt has blocked my Twitter handle? Is that the reason? A reply would help." Following the Twitter profile ban, which was reported around midnight on Wednesday, several Twitter users in India started hashtag #Emergency2012. A few hours later, #Emergency2012 and #GOIBlocks were among the top trending topics on Twitter for India.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;The aforementioned URLs comprise URLs, Twitter accounts, img tags, blog posts, blogs and a handful of websites, and were blocked between August 18, 2012 till August 21, 2012. In an analysis that Pranesh Prakash, programme manager at the Centre for Internet and Society (CIS), carried of the leaked items, among other things in his post, he wrote that, "It is clear that the list was not compiled with sufficient care."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In his post, he further noted that the censorship process itself has been riddled with egregious mistakes. Giving instances of the egregious mistakes, he added that even some people and posts debunking the rumours were blocked as part of the censorship. Further, he wrote that some of the items that were blocked were not even web addresses (e.g., a few HTML img tags were included). In his findings, Prakash also found that despite there having been a clear warning issued by the DIT pertaining to the blocking of "above URLs only" and not that of main websites, like www.facebook.com, www.youtube.com, some ISPs (like Airtel) went "overboard in their blocking". This incident,  in particular pertains to yesterday's reports, wherein it had been revealed that Airtel had blocked the entire YouTube short URL youtu.be in some cities.&lt;/p&gt;
&lt;p&gt;On account of the sensitivity of the issue, he writes that it &lt;i&gt;"would be premature to share the whole list&lt;/i&gt;." He, however, writes that CIS plans to make the entire list public soon. The list that CIS has released, however includes -&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;It seems the government had no set procedure in trying to trace abusive content on the web. We don't know how they drew up the lists of sites to target, but it may have happened like this:&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;As northeast Indians began their exodus from cities fearing attacks, ministers and top bureaucrats went into a huddle and decided in all sincerity they must stop the spread of false information.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The task of quickly identifying malicious online content was given to lower ranking officials. Since there are no set procedures on how to scour the vast virtual universe and choose which offending pages to ban, the most likely step they took was to open Google and start typing in words related to the recent unrest, apart from trawling popular social sites.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The resulting list tells us that the official who vetted the selected pages was not too committed or had minimal online skills. Some of the pages are not even web addresses.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;On Friday, the Times of India newspaper website (Read &lt;a href="http://timesofindia.indiatimes.com/tech/news/internet/IT-communication-minister-Milind-Deoras-Twitter-account-suspended/articleshow/15629838.cms"&gt;here&lt;/a&gt;) reported that the Twitter account of junior Communications and IT minister Milind Deora was blocked instead of the Deora imposter the government was trying to target.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Such amateurishness is not restricted to technology issues alone. There are many examples of clueless officials left red-faced in the face of public scrutiny.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Last year, the country's premier investigating agency, the CBI, had to withdraw a version of its list of India's 50 Most Wanted fugitives after it was revealed that one was already in jail and another living with his family after getting bail. The Central Statistics Office made a goof-up with the index of industrial production for January 2012, revising growth to 1.14 percent after initially putting it at 6.8 percent, a huge gap.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;One of the most baffling gaffes happened in 2010 when the Directorate of Advertising and Visual Publicity issued a full-page ad on the occasion of National Girl Child Day featuring the photograph of a male former Pakistan Air Chief Marshal who appeared alongside Indian cricketers Kapil Dev and Virender Sehwag.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;But the cake must go to External Affairs Minister S.M. Krishna. He read out his Portuguese counterpart's speech while addressing the United Nations Security Council.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;More than 309 orders have been issued demanding the removal of posts, images and links on websites including Facebook and Twitter as well as Australian news channel ABC, broadcaster Al-Jazeera and London's The Daily Telegraph newspaper.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The government has blamed Internet sites for spreading rumors that Muslims would attack students and workers who have migrated from the northeast to live in Bangalore and other southern cities.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Tens of thousands of people fled back to India's remote northeast region last week, fearing an outbreak of violence.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The government has demanded that Twitter and other social network sites remove “inflammatory and harmful” material. It has also banned bulk text messages.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“If Twitter fails to respond to our request, we will take appropriate action,” senior home ministry official R.K. Singh said in the Times of India newspaper. “We have asked the information technology ministry to serve them a notice.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The paper added that the government had set a deadline of Thursday for Twitter to respond.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Bangalore-based Centre for Internet and Society (CIS) research group published analysis of the blocking orders sent by the Department of Telecommunications to domestic Internet services providers from August 18-21.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The CIS said that of the 309 separate items that the government ordered the providers to be blocked, the most affected sites were Facebook, YouTube, Twitter and Blogspot.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Content on websites for ABC, Al-Jazeera, The Times of India, The Daily Telegraph and online Catholic portal www.catholic.org were also targeted by the orders, though details of the contentious material are not known.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Twitter representatives were not available to comment, but both Facebook and Google this week said they were in communication with Indian authorities and already had policies banning content that incited violence.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The government has complained it was not receiving timely cooperation from social network groups over its attempts to ban “hateful” content.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;On Thursday it said Twitter had agreed to remove six fake accounts pretending to be postings by Indian Prime Minister Manmohan Singh.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“Officials at Twitter have told us they are reviewing our request ... and they intend to cooperate,” Pankaj Pachauri, the premier's spokesman, told AFP.&lt;/p&gt;

    <title>Internet expert criticizes Indian cyber blockades</title>

&lt;p style="text-align: justify; "&gt;Earlier this month, thousands of people from the country's remote northeast began fleeing cities in southern and western India, as rumors swirled that they would be attacked in retaliation for ethnic violence against Muslims in their home state.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Last weekend, the government said the rumors were fed by gory images — said to be of murdered Muslims — that were actually manipulated photos of people killed in cyclones and earthquakes. Officials said the images were spread to sow fear of revenge attacks.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;After that, the government began interfering with hundreds of websites, including some Twitter accounts, blogs and links to certain news stories. The government also ordered telephone companies to sharply restrict mass text messages.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;It is unclear who has been spreading the inflammatory material. Experts say that despite the government's electronic interference, there are many ways to access the blocked sites.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"The government has gone overboard and many of its efforts are legally questionable," said Pranesh Prakash, who studies Internet governance and freedom of speech at The Center for Internet and Society, a research organization in the southern city of Bangalore.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The center has published a list of more than 300 Internet links blocked in the last two weeks. These include some pages on Facebook, YouTube and news items on the sites of Al Jazeera, Australia's ABC, and a handful of Indian and Pakistani news sites.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;On Friday, the Twitter account of Milind Deora, India's junior communications minister, appeared blocked. A message at his (at)milinddeora account said "the profile you are trying to view has been suspended."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Deora told the Press Trust of India news agency that his account was being verified and was only temporarily suspended. PTI said Deora had been tweeting in defense of the government blocking efforts before the account was suspended.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The exodus of people from the northeast followed clashes in Assam state over the last several weeks between ethnic Bodos and Muslims settlers. At least 80 people were killed in that violence and 400,000 were displaced. Most of those who fled were living in Bangalore, where text messages spread quickly threatening retaliatory attacks by Muslims.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Bodos and the Muslim settlers — most of whom arrived years ago from what was then East Pakistan, and which is now Bangladesh — have clashed repeatedly over the decades. But the recent violence was the worst since the mid-1990s.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"The government's highest priority should have been to counter the rumors and it did a really bad job of that," said Prakash, adding that the government should have at least tried to counter the panic through the same social media sites that it was blocking.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The government's actions have sparked outrage on social networking sites, with hashtags critical of the government quickly becoming top trending topics on Twitter's India site.&lt;/p&gt;
&lt;p&gt;But Prakash was as dismissive of that reaction as he was of the government attempts at censorship.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The government's actions reek of "the kind of incompetence one has come to expect," he said, "but the hashtags (hash)Emergency2012 etc. suffer from a lack of perspective, too."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Kapil Sibal, the senior minister of communications and information technology, said in a statement that Facebook and Google were cooperating with the government and shutting down some sites that the government had pointed out as objectionable. Sibal said Twitter had also said it was ready to talk with the government.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;But he said that "the accusations that we are aggressively targeting someone's account or websites are incorrect."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;On Thursday, Victoria Nuland, spokeswoman for the U.S. State Department, had told reporters that it was urging the Indian government "to take into account the importance of freedom of expression in the online world" while addressing its security concerns. She said the U.S. was ready to help India's efforts to talk to social networks regarding the issue."&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;But in recent days, India has seen a darker side of social networking, as doctored videos of Muslims being attacked and text messages warning of retaliation by Muslims went viral in the wake of &lt;a href="http://online.wsj.com/article/SB10000872396390443570904577546271721787692.html?KEYWORDS=assam+riots"&gt;riots in the northeastern state of Assam&lt;/a&gt;.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The messages have caused panic among thousands of Indians and spurred attacks and clashes in two cities. In an attempt to calm the situation, India banned the ability to send mass text messages on Friday afternoon, the home ministry press office confirmed. The ban will stay in effect for two weeks.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In remarks to Parliament on Friday, Prime Minister Manmohan Singh said, “The unity and integrity of our country is being threatened by certain elements.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The riots in Assam saw clashes between Bodo tribals and Muslim immigrants, beginning in late July, which led to dozens of deaths and displaced tens of thousands of people. On Friday, Abdul Khaleque, press secretary to the chief minister of Assam, told India Real Time that the death toll had risen to 78 as sporadic clashes continued. Of the 400,000 people that had fled their homes, approximately 115,000 had returned home.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;As India has struggled this month to bring calm to Assam, flare-ups started taking place in the western city of Pune, while in Bangalore, thousands of northeastern workers began &lt;a href="http://blogs.wsj.com/indiarealtime/2012/08/16/bangalore-urges-northeastern-workers-to-remain/"&gt;fleeing the city&lt;/a&gt;.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Mobile phone messages saying that northeasterners had been killed in Bangalore have been circulating since Sunday, said Dilip Kanti, a 24-year-old law student from Mizoram who has lived in the city in the southern state of Karnataka for six years.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“The messages warned that we should leave the city before the day of Eid,” he added. Monday, Aug. 20, is an official holiday for Eid, the festival that marks the end of Ramadan, the Muslim month of fasting.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Karnataka state government and the police have said that this is a hoax message and that they are investigating the source of these messages.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The messages appear to be intended to panic northeasterners, send large numbers of them back to their home state, and foster fear of Muslims. Those developments could set the stage for sectarian riots, always a concern in a country that has seen such clashes break out frequently.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The home minister has said an inquiry is underway. But so far officials have not shared information about the source of these messages.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Presently, Indian companies that send mass text messages need to register to do so. But there’s no bar on individual users sending mass messages. A&lt;a href="http://www.cnngo.com/mumbai/life/travel-e-ticketing-agencies-exempted-new-sms-caps-953755"&gt; limit of 100 messages&lt;/a&gt;per user per day was imposed last year in an attempt to reduce spam and later increased to 200, but this was &lt;a href="http://www.medianama.com/2012/07/223-implications-of-delhi-high-courts-removal-of-the-200-sms-per-day-limit-in-india/"&gt;overturned by the courts&lt;/a&gt; in July.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Text messages are the “most potent weapon of rumor,” said &lt;a href="http://www.jsgp.edu.in/JSGPFaculty/ShivVisvanathan.aspx"&gt;Shiv Visvanathan&lt;/a&gt;, a professor at the Jindal School of Government and Public Policy in Haryana. “They can multiply a few thousand times in a minute.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;India has been aware of the danger of high-tech rumor-mongering. When the verdict on the contested religious site of the &lt;a href="http://blogs.wsj.com/indiarealtime/tag/babri-masjid-verdict"&gt;Babri Masjid&lt;/a&gt; in Uttar Pradesh state was due in 2010, the Indian government temporarily banned the ability to send mass text messages.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;But this time, with a new home minister, Sushil Kumar Shinde, who has only been in the job for a little more than two weeks, India was slower to act. It wasn’t till Friday afternoon – after the messages had been circulating for nearly a week – that India banned mass text messaging.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;But by Wednesday, students and workers from the northeast who were living in Bangalore, where these messages circulated, were rushing to the train station to head home. On Thursday alone, two special trains were scheduled to take 6,000 people back to Guwahati, the capital of Assam.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Some of them had already experienced personal run-ins with Muslims upset about the riots in Assam. A 21-year-old student from the state of Nagaland, who didn’t want his name used, said that he is “sick of receiving these messages with rumors.” Apart from the messages, he said that he had been threatened twice in Bangalore by Muslims in the last five days but did not want to return to Nagaland and miss classes. His mother, on the other hand, is fearful for his safety and is forcing him to come back. His roommates have already left. “I will stay till Ramadan and if the situation doesn’t get better I will have no option but to leave,” he said.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The messages have gained potency from the fact that there have been some attacks on northeasterners in parts of India; these attacks too seem to have been intentionally instigated online.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Videos were doctored to show Muslims being tortured purportedly by ethnic Assamese, Pune police inspector Prasad Hasabnis told India Real Time.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“These incited the youth,” he added.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Four students from the northeastern state of Manipur were &lt;a href="http://www.thehindu.com/news/national/article3765708.ece"&gt;attacked in Pune&lt;/a&gt; by young Muslim men in three separate incidents in the last week as a result, he said. In &lt;a href="http://online.wsj.com/article/SB10000872396390443537404577583143397317210.html"&gt;Mumbai&lt;/a&gt;, meanwhile, two people were killed and 65 injured after a protest over the suffering of Muslims in Assam turned violent.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;A group called the Bhagat Singh Kranti Sena (Bhagat Singh’s Revolution Army) has been spreading some of the rumors, said Laurence Liang, a researcher with the Alternate Law Forum, a Bangalore-based human rights group that also advocates free speech.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Mr. Liang said the group put up a post on Facebook that remained up  until Wednesday. It said that a fatwa has been issued by the Muslims  against people from the northeast and provided telephone numbers that  didn’t work, he added. The Alternate Law Forum complained about the post  to Facebook and it has since been taken down, he said.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“Technology is a double-edged sword,” says Mr. Liang. A few people use it to “rip up a frenzy of emotion by spreading rumors,” he says. He added that it didn’t help that “people in the United States and the United Kingdom, sitting in the safety of their homes, reply provocatively on social media, unaware of the consequences they unleash.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Of course, some people are trying to use Twitter and Facebook to counter the rumors.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;American Enterprise Institute resident fellow &lt;a href="http://twitter.com/dhume01"&gt;Sadanand Dhume&lt;/a&gt; tweeted on Friday that a video purporting to show violence in Assam was actually footage from Indonesia.&lt;/p&gt;
&lt;p&gt;“I lived in Indonesia so recognized the policeman’s uniform, batik sarong &amp;amp; writing on baseball cap. Must be many more fake videos out there,” he said. (Mr. Dhume is an opinion columnist for The Wall Street Journal in India.)&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;And in a message on Facebook, Walter Fernandes, head of the North-Eastern Social Research Centre, said northeastern and Muslim associations were meeting in Bangalore to figure out how to quell the rumors, and that people shouldn’t give in to panic. Muslim leaders have promised to speak about the situation and the need to protect people from the northeast in their sermons, Mr. Fernandes wrote.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Indian government last year attempted to censor social networking site like Facebook, arguing inflammatory content on the site could lead to violence in India. Facebook, Google and several other Internet firms are presently &lt;a href="http://online.wsj.com/article/SB10001424052702304537904577277263704300998.html"&gt;on trial in India&lt;/a&gt; for failing to remove offensive material from their sites in response to complaints. This month’s developments could help the government make a stronger case for censoring these sites.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;But Pranesh Prakash, of the Bangalore-based Center for Internet and Society, says that greater regulation will not solve the problem. What he says is needed are proactive statements by the government and rigorous fact-checking by the media, especially regional news channels.&lt;/p&gt;
&lt;p&gt;The only way of “countering rumors is by fact,” he said.&lt;/p&gt;

    <title>Northeast exodus: Is there a mechanism to pre-screen social media content?</title>

But is it feasible to pre-screen objectionable or provocative content, and reject it before posting so that there is no chance of such rumours?

&lt;p style="text-align: justify; "&gt;The government took the action after Home Minister RK Singh alleged that the exodus of northeastern people from southern states such as Bangalore, Mumbai and Pune was a result of the panic and rumours created because of the content uploaded on these websites, many according to him were created by elements across the border in Pakistan. Though many suspected that Mr Singh's claim was an excuse to save the government from its inefficiency in controlling the riots, and the exodus of the northeastern people who were seen boarding the trains to their home states with their belongings amid fears of reprisal attacks.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Was the action meant to pass on the inefficiency buck or not - the government has, at least, managed to shift the focus of the media from exodus to the debate - as to whether social networking sites or websites promoting hatred should be blocked or not - given the democratic rights of every citizen to freedom of speech and expression.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Around a hundred more websites have been reported promoting hate speech and &lt;a href="http://www.merinews.com/topics/business/Google"&gt;Google&lt;/a&gt;, &lt;a href="http://www.merinews.com/topics/business/facebook"&gt;Facebook&lt;/a&gt; and other social networking sites like &lt;a href="http://www.merinews.com/topics/business/Twitter"&gt;Twitter&lt;/a&gt; have been asked to remove such content as soon as possible but in this whole debate one question remains unanswered: How does removing a post from Twitter or Facebook make a difference, several hours after it was published? One might argue even an hour is enough for an inflammatory picture or comment to incite violence or hatred. As a consequence, one might demand that a comment is screened before it is posted on a website, otherwise it doesn't serve any purpose.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Whether pre-screening is technically possible, Pranesh Prakash maintains: "Given the amount of content uploaded on the larger social networks, pre-screening content is just not possible, while removal upon complaint is. They don't have editors like newspapers do; importantly, they shouldn't."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Perhaps, a mid way is to intervene prior to registration on social media websites. All those who register should be made aware of the content that's not permissible, and make them aware of relevant laws and repercussions of breaking them if their complicity is proved. Similarly, these sites can be asked by the Indian government to continuously remind registered users as well as general public, through mass media advertizing, about what kind of content is not permissible. The government, from its side, can strengthen cyber laws to empower sites such as Facebook and Twitter to curb posting of provocative content due to presence of these stringent laws.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Terming the government action unfortunate, Mr Prakash who is a programme manager with the Bangalore-based research and advocacy group, The Centre for Internet and Society believes that government botched up at so many levels. “I don't think the government should be going after Facebook, YouTube, or Twitter. It should be going to them, to work with them on removing content,” Mr Prakash suggests. "The larger social networks have dedicated complaints mechanisms, which the government could have asked them to run 24x7 for a few days, and to expedite that process, and both complained itself and asked the public to use the complaints process,” he adds.&lt;br /&gt; &lt;br /&gt; Though Pakistan has rubbished the claims that it has any role in fomenting trouble, but it has also asked the Indian government to provide it with evidence so that it could nab the accused. Whether or not there is any evidence is a secondary question, the primary blame will always rest with both the state and central governments who failed to stop the exodus of fear-stricken people from the northeast.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Experts like Mr Prakash are wondering why the government didn't pay back in the same coin by using the social media to dispel the rumours. “It is a pity that they notified a new policy to encourage governmental use of social media only today; they sorely needed it this last week,” Mr Prakash rues.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The government has blocked content related to thirty Twitter accounts but another surprising thing is that only accounts using the web interface have been blocked, and such accounts can still be accessed on BlackBerrys or other smartphones.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The only visible thing government did on ground when the exodus started taking place in Bangalore was the setting up of helplines but did they help in preventing the exodus - there are enough reasons to believe against it. "There were some complaints that the people attending some of these helplines could only speak in Kannada, and not the English or Hindi that people calling for help were expecting. Even such positive steps were executed badly." Mr Prakash informs.&lt;/p&gt;

The law existing and the law allowing for it is a very different matter from the government actually making use of it. There are as shown in the United Kingdom, much better ways of combating situations of riots. As we have seen in India for instance, there are people who provoke riots from podiums yet don't get arrested and as we have seen in the UK, there are people who take part in riots and have been punished a great deal."&lt;/p&gt;
