A Marathi Wikipedia Edit-a-thon was conducted at Willingdon College, Sangli on 18 January, 2017

A Marathi Wikipedia edit-a-thon was conducted in collaboration with Rajya Marathi Vikas Sanstha at Willingdon College on 18 January, 2017. The goal of the workshop was to begin the building of resources in the field of linguistics on Marathi Wikipedia. To begin with, the edit-a-thon introduced the participants to editing Wikipedia and contributing to Wiki projects. With about 50 participants(of which around 6 were female), the three-hour-long edit-a-thon involved the post-graduate and research students of the Willingdon College.

The edit-a-thon conducted at the Marathi Language Computer Lab of the College also focused on creating/editing Wikipedia pages related to Marathi literature and language. Extensive discussion on these issues was also conducted to develop the concept and theme of the edit-a-thon. While participants were taught basic Wikipedia editing, they were also trained in searching for relevant articles, categorisation and translation from other language Wikipedias.

A Marathi Wikipedia Edit-a-thon was conducted at Rajarshi Chhatrapati Shahu College, Kolhapur on 23 January, 2017.

A Marathi Wikipedia edit-a-thon was conducted at Shivaji's University's affiliate Rajarshi Chhatrapati Shahu College in Kolhapur on 23 January, 2017. The edit-a-thon aimed to introduce Wikipedia to the students of the College and teach them basic editing skills. The students were trained in categorisation and translation from other language Wikipedias. In addition, the students were taught smart editing on their mobile phones using the Wikipedia app.

The theme of the edit-a-thon was to build resources on Marathi Wikipedia in the field of commerce, so as to keep it relevant to the students who study related subjects at the college. The three-hour-long edit-a-thon conducted at the Computer Lab of the college, involved 50 participants, a mix of male and female students.

Odia Wikipedia Workshop in IIMC, Dhenkanal

An Odia Wikipedia Workshop was conducted at IIMC, Dhenkanal on 31 January, 2017

Since 2013, the Odia Wikipedia community has collaborated with the Indian Institute of Mass Communication, Dhenkanal for enabling students of the institution to partake in and contribute to the Wikimedia movement. An Odia Wikipedia workshop was conducted for the students of the institution on 31 January, 2017. The students were given an orientation on the basics of editing Wikipedia on the web and on their smart phones in addition to an explanation of Wikipedia policies, history of Wikipedia and Wiki News.

The 45 English and Odia language students with a male: female ratio of 60: 40, who took part were given a live demonstration of these topics. Along with the help of supportive faculty members, the students were exposed to Commons and Incubator as well. Overall, the event saw the creation of 20 new editors on Odia Wikipedia. A follow-up workshop is also being planned for the students in the coming months.

Odia Wikipedia: Sambalpur University Workshop

An Odia Wikipedia orientation-cum-workshop program was organised for the students of Sambalpur University on 27 November, 2016.

Over the last couple of years, the Odia Wikipedia community has been successful in organising workshops and outreach programs in different parts of coastal and central Odisha. With over 38 active Wikipedians (as of 2016), the Odia community is growing everyday and expanding across different parts of Odisha. The recent increase in the number of Wikipedians in western Odisha inspired the community members to conduct an introductory Wikipedia workshop in Sambalpur University.

On 27th November 2016, an orientation-cum-workshop program for Odia Wikipedia was organised for the students of Computer Science and Application Department and the Odia Department in Sambalpur University. 57 participants, comprising 30 male and 27 female participants attended the event. 5 faculty members were also present. Dr. Chitta Ranjan Dash, the Vice Chancellor of the University was the Guest of Honour for the workshop. Three Odia Wikipedians- Mrutyunjay Kar, Jnanaranjan Sahu and Nistha Ranjan Dash facilitated the workshop as mentors.

The workshop began with an introduction to Odia Wikipedia and Odia Wikisource digitisation efforts by Dr. Sarada Baboo, a professor from the Computer Science and Application department. The first session introduced the various Wikimedia projects to the participants. The participants were given an introduction on how to contribute to the different Wiki projects. They were also given an orientation on Wikipedia policies and guidelines. After this, the participants were introduced to Odia Wikipedia and its development over the years. The post lunch session trained participants on creating user accounts, articles, and other basic dos and don’ts on Wikipedia. During the training session, over 20 Wikipedians were able to create accounts.

The Wikipedia workshop in Sambalpur University was an important step to raise awareness about the Wikipedia movement in western Odisha, This was the first workshop in Sambalpur University and the second workshop in western Odisha after three years. Over 196 colleges are affiliated to Sambalpur University, in seven different districts in western Odisha. A regular follow up with the University, the faculty and the students will help in furthering the free knowledge movement in western Odisha.

Google-translated Telugu articles prioritisation exercise: February iteration

The February iteration of the Google-translated Telugu articles prioritisation exercise took place online.

The Google-translated Telugu articles prioritization is an online exercise intended to prioritize and improve over 1,900 machine-translated articles on Telugu Wikipedia. This project was initiated in 2009 when Google translation project took place on Telugu Wikipedia in several rounds. Jointly organised by the Telugu Wikipedia community and CIS-A2K, this exercise saw the participation of 2 Wikipedians.

47 out of 116 articles have been prioritised for further improvement. Says Telugu Wikipedian User:Meena gayathri.s, "I improved Machine translated articles earlier and my major problem is whether my contribution is being channelled properly or not. I always used to think if we can have a list of articles that separates articles that needed to be improved from that of deleted; it will help a lot in this heavy task. This exercise is helping in the same aspect and that is why I'm contributing to this in every iteration."

A Marathi Wikipedia edit-a-thon was conducted at Savitribai Phule Mahila Ekatma Samaj Mandal in Aurangabad

Savitribai Phule Mahila Ekatma Samaj Mandal, a social work organisation working with underprivileged sections of society in Aurangabad partnered with CIS-A2K to conduct a Marathi Wikipedia edit-a-thon on 13 April, 2017. The aim of the workshop was to introduce Wikipedia to the participants and enable them to contribute to Wiki projects. The theme of the edit-a-thon was to build resources on topics related to rural development and women's empowerment. The four hour edit-a-thon was attended by 30 participants who made a total of 300 edits. 15 new articles were created and 60 images were uploaded to Commons.

After SPB-Ilaiyaraaja, Sony Music and Sun Network lock horns over copyrights

In what seems to be the latest in an increasing number of cases of copyright violations, Sun Network on Friday was banned by the Madras High Court from using Sony Music copyrighted work.

This was published by the News Minute on April 26, 2017. Pranesh Prakash was quoted.

The order comes, despite Sun Network's claim that “it was the absolute copyright holder of films under the South Indian Cinematograph films". This instance, according to experts is yet another case that highlights the complex nature of copyrights and the need for reform in the act itself.

According to reports, Sony Music said it was forced to send a cease and desist notice to Sun Network on July 27 last year. This was after an exchange of letters between the two parties and meetings with councillors did not lead to a settlement. Sony reportedly wanted Sun to take prior licences before its works are either aired or adapted by artists to be recorded and aired. Sun Network, which has 33 TV channels in various south Indian languages, however, believed that it had the right to air this music owing to previous agreements that it had signed. The matter escalated over the last three years, where multiple warnings were issued.

"The problem here is that nobody is clear about exactly what rights they have. For a long time, the industry in the south was working with agreements that were not drafted properly. It was ambiguous and now when it comes under scrutiny, several problems arise," explains Swaroop Mumidipudi, an advocate.

"Sun Network’s case is actually not very weak. There are two competing copyrights here. The cinematograph film is one right where you get the image and sound together. Sony on the other hand could have the music rights. So in such a case it wouldn't have seemed wrong to Sun that they were playing the music. But if they changed the visuals that would be a problem," he adds.

Sony when contacted by The News Minute claims in addition to using the music, Sun was synchronising it with different visuals. "Approvals from music rights owners are mandatory before using (synchronization) songs with new visuals. The music could be existing songs, versions or underlying works," says Sridhar Subramanium, President - India and middle east - Sony Music Entertainment. "TV broadcasters, advertisers, film producers and internet companies who use existing music will now need to seek prior permission from copyright owners before communicating to the public including broadcasters," he adds.

Experts at the Centre for Internet and Society, however, claim, the issue is not that simple. "Figuring out who owns copyrigths and who licensed whom is complicated. You need to be cautious before you assume you have rights over something," says Pranesh Prakash, Policy Director, CIS. He also comments that it must be a rude shock to think certain music comes under the realm of your agreement, only to be questioned later. "The Copyright Act that was last amended in 2012 does not address lot of practical problems. If even a low barrier of marking copyright somehow existed, then this confusion can be avoided," he adds.

This latest clash between two media giants, comes close on the heels of the tensions between music director Ilaiyaraaja and singer SP Balasubrahmanyam (SPB). The composer sent a legal notice to SPB, who was singing his songs in a tour abroad. The singer had claimed that he was not aware that prior permission was required but was forced to stop performing Ilaiyaraaja's songs for the rest of the tour.

WIPO To Negotiate Treaty For The Blind In June; ‘Still Some Distance To Travel’

In a swift 15 minute session this morning delegates at the World Intellectual Property Organization extraordinary assembly agreed to convene a high-level meeting in Morocco in June to finalise a treaty on international exceptions to copyrights on books in special formats for visually impaired people.

After long informal discussions yesterday with the assembly chair, Ambassador Uglješa Zvekić of Serbia, the decision document [pdf] was issued this morning.

WIPO Director General Francis Gurry said, “It is a great decision. Of course we are all aware that there is still some distance to travel before we have a treaty, but this decision, I think, places us one further step along the road and in a very good position to be able to deliver the objective, namely a very positive outcome of this exercise, with a good treaty that improves the situation of visually impaired persons and the print disabled.”

The General Assembly decided that a diplomatic conference should be convened in June 2013, in Morocco, with a mandate to negotiate and conclude a treaty.

Furthermore, the WIPO Standing Committee on Copyright and Related Rights (SCCR) will meet in a special session for five days in February to expedite further text-based work on the draft treaty, document SCCR/25/2 [pdf] “in order to reach sufficient level of agreement on the text.”

The assembly also directs "the Preparatory Committee to meet at the end of the February SCCR meeting to decide, if needed whether additional work is required with the objective of holding a successful Conference in June 2013," the decision says. It also states that the preparatory committee will invite observers.

The assembly decision has five paragraphs. With respect to paragraph 4 of the decision (on the special work session in February), Zvekić said, “we agreed to state for the record that in this paragraph, the phrase ‘additional work’ means additional work by either the SCCR or the preparatory committee, so that the preparatory committee can decide that either itself, the SCCR, or both may have additional work to do in order to prepare a revised text for the diplomatic conference.”

Document SCCR/25/2, which contains the draft articles as approved by the last SCCR session in November, "will constitute the substantive articles of the Basic Proposal for the Diplomatic Conference," the decision says, “with the understanding that any Member State and the special delegation of the European Union may make proposals at the Diplomatic Conference.”

The assembly also established a preparatory committee, which met at the close of the assembly this morning to work on modalities of the diplomatic conference, such as the draft rules of procedure, the list of states and organisations to be invited, and the agenda, dates, venue and other organisational questions.

Blue Sky with Some Clouds

The new consensus on a diplomatic conference and on a legally binding treaty to create exceptions and limitations to copyright for the benefit of visually impaired people cannot eclipse the fact that the draft text still reflects profound divisions between countries.

In February, delegates will have to tackle remaining issues, such as the inclusion of the three step test and commercial availability, on which they currently are at a standstill. Both inclusions are favoured by developed countries, in an effort to protect their right holders.

Yesterday morning, the delegation of Barbados said the treaty should be effective, and “while acknowledging the importance of safeguards,” it is important that “provisions in the text would not unduly restrict authorised entities from making accessible formats available under national law exceptions.”

“Provisions should not render the text nugatory through exposing authorised entities to possible liability and making their work administratively burdensome,” the delegate said.

In a press release [doc] issued today by the World Blind Union (WBU), Maryanne Diamond, leader of the WBU Right To Read campaign, said, "The decision of the WIPO Extraordinary General Assembly today is a very significant milestone on the road to a treaty. It means governments have kept the work on track to agree a binding and effective treaty in 2013, which if completed would allow blind people to access many thousands more books."

"The work is far from over, though. We urge all parties to now negotiate a simple, binding and effective treaty. A good treaty will really help us to end the book famine in which only some one to seven percent of books are ever made accessible to us," the release said.

Rahul Cherian, from Indian WBU member Inclusive Planet, also said in the release that "the objective of this treaty must be that of helping blind and print disabled people to get accessible format books, especially in developing countries. To achieve this goal, it must be workable and simply worded so that blind and print disabled people and their organisations can use it to really make a difference."

Currently in many countries, copyright law prevents charities from making accessible copies of books, and from sending them to others in countries speaking the same language, the release said. "The WIPO treaty sought by the World Blind Union would remove these copyright barriers and open up a new world of reading to blind people."

Fab to Fabless: Understanding the Process of Chip Manufacturing (Interviews with Semiconductor Industry - Part 2)

This is the second of a four-part blog series highlighting findings from a small sample of interviews with fabless semiconductor industry professionals in Taiwan. These industry insiders was approached for the intent of understanding expert knowledge on the process of integrated circuit design. This post explores the process of chip manufacturing and the foundry business model.

Studies have shown that Taiwan's integrated circuit manufacturing sector have shown spatial and industrial knowledge spillover, resulting in "increased information diffusion, interaction and communication, innovation, and intellectual capital.". Market research company IC Insights found that Taiwanese and Chinese companies represented five of the eight fastest-growing fabless integrated circuit ("IC") suppliers in 2013.

The Pervasive Technologies: Access to Knowledge in the Marketplace project is looking at the accessibility of networked communication technologies in the mass market within the sub-100 dollar range. This has resulted in a narrowing of the research scope to the mobile phone due to the pervasiveness of the mobile for accessing Internet, as understood by exploring the trends in technology usage models as explored in Part I of this blog post series: Trends and Changes in Technology (Part I of IV).

The need to understand the full story of the mobile phone production led CIS to Taiwan to understand the beginnings of the manufacturing process - the development of an integrated chip. The interviewed professionals all represented fabless IC semiconductor design companies which operated via a foundry business model where the actual fabrication is outsourced.

According to one expert whose company earned 50% of its revenue from mobile chipsets alone, the process of the mobile phone manufacturing begins at the fabless design stage, where fabless IC design companies design a chip following consultation with the fabricators to specify the mechanical constraints of the process (the size of the die, the minimum size of the wiring line, etc.) to ensure design requirements are met, and to negotiate the costs of production. Another interviewee highlighted that during this design phase, there are three clear goals: 1) Upgrade performance, 2) Reduce cost by integrating features, and 3) Reduce power consumption.

These particular companies provided insight to some of the commonly licensed technology that went into a smartphone chipset. This included the central processing unit (CPU) from ARM Holdings, who in 2010 held 95% of the CPU marketshare in smartphone technology, and have only increased since then. One of the interviewed companies also uses the graphics processing unit (GPU) intellectual property from Imagination Technologies, which after Qualcomm had the 2nd largest market share of IP for personal devices in 2013. Qualcomm who owns the most patents to the 3G standard with over 250 licenses in its CDMA portfolio has made considerable revenue gains thus far, but some analysts predict due to a transition into 4G technology without the same dominant 3G portfolio, they will lose their dominant market position.

Having taken into account these IP into the design process, the design is then sent to fabricators such as the Taiwan Semiconductor Manufacturing Industry (TSMC) who in 2013 owned at least 50% of the world's global maker share in fabrication, and others like the United Microelectronics Corporation (UMC) and Global Foundries). According to the interviewee, the fabrication process requires about 2-3 months.

This foundry business model is a result of increased efficiency and division of labour. Fabrication plants require large amounts of investments into manufacturing facilities. According to interviewees, one would have to spend an average of 5-10 billion USD to built a fabrication plant now. Since plants like TSMC exists, semiconductor industries can now focus on their area of expertise, which is design and customer relationship, and optimize their synergistic relationship for gains for all.

One of the recent revolutionary developments which have contributed to low-cost smartphone manufacturing has been the turnkey solution chipset, which includes the hardware reference design, the printed circuit board, the software, and instructions for how to create a mobile phone. This turnkey solution, amongst other electronic parts, are sent for white box packaging, then shipped to a distributor like WPG Holdings who are the largest electronics distributor in Asia. WPG and others will then distribute these chips and other related products to their customers, the smartphone manufacturers. This entire production cue takes about 3-4 months.

The turnkey solution as mentioned before vastly contrasts the traditional manufacturing process of a mobile phone, where a chip could be designed, given to the original equipment manufacturer (OEM) who would then design all the remaining parts. There used to be a very clear division of labour. Now, one interviewee explained, manufacturers will "buy a turnkey solution, open a factory, take a chassis (case), screw it all together, and sell it. This is what's driven the demand, and that's what created this low cost-market."

According to our interviewees, the low-cost production of this turnkey chip solution is the reason how so many of the phones in the sub-$100 dollar market exist today.

This is the first of a four-part blog series highlighting findings from a small sample of interviews with fabless semiconductor industry professionals in Taiwan. These industry insiders was approached for the intent of understanding expert knowledge on the process of integrated circuit design. However, the conversations resulted in leanings far beyond that scope. This post explores the trends of personal computing technology, which provides the pretext for the narrowing of the Pervasive Technologies project scope to a focus on the mobile phone.

Since the mid-1990s, the dissemination of information communications technologies (ICTs) has been hailed as the solution to bridging the digital divide. This rationale led to a multitude of programs, including One Laptop per Child, the Aakash tablet, and most recently, Modi's 'Digital India' campaign, to ensure all Indians have a mobile phone by the year 2019.

The Pervasive Technologies project looking at Access to Knowledge has come to understand that mobile phone technology have become ubiquitous, with 79% of internet users accessing the internet through mobiles in 2014. Particularly for low-income consumers, those who do not have access to computing rely on their mobile phones for accessing tools ranging from the common email, text messaging, calling; and the more advanced and revolutionary - mobile banking (e.g. m-PESA), crowd-sourced environmental protection (e.g. SpillMap), and more.

The evolution to the ubiquity of mobile technology was a valuable learning gained from recent interviews in Taiwan with professionals from the fabless semiconductor chip design industry. A senior executive with over 20 years experience in the field provided some insight to trends/changes in personal computing technology upon inquiring about the recent trends and changes within the industry.

One significant change that has been occurring is the usage model of consumers. Desktops and even laptops are not fully mobile since they cannot be used in one's hands. As broadband have become more pervasive, smartphones and tablets have resulted in new usage models where computing can be done virtually anywhere. People now tend to vale this more than the desktop experience.

The 'cloud' has also changed computing because the performance requirements for PC processors and other technologies no longer have to be as advanced. In addition, there has been a big shift from desktop content creation to mobile computing. This has mostly been catered towards content consumption (e.g. accessing email, viewing photos, using social media, etc.).

As a result of changing usage models and cloud competing, there has been a general industry shift away from computers. The PC market has slowed down, and the smartphone and tablet markets have exploded. They are generally cheeper, don't have as many bugs, and are much more convenient. Previously, the big names were desktop providers HP, and Dell; but now "there's less sex appeal around it… we're not excited by it.. it's the smartphone that's very exciting". The tech revolution has brought to light exciting smartphone brands like HTC, Samsung, Google and Apple.

In addition to big name smartphone brands, smaller, low-cost manufacturers like Xiaomi are developing a new business model through service, or application shopping. Prices of smartphones are continuing to decrease, so manufacturers using this model are looking to sell their hardware with smaller margins, and profit mainly through software. According to Digi-Capital, an investment bank for mobile apps and games, by 2017, mobile apps could reach $70 billion in annual revenue. Thus, greater affordability for the physical devices are naturally occurring within the market due to changing business models.

Accessibility of mobile phones through decreased costs are also supplemented by the trend of technology becoming much more open in the past 10-20 years. "One of the biggest challenges in the last 10 years is that you've got open source, you've got open hardware…things like the maker movement….", including Arduino, Linux, and others. There is a general market trend of consumers wanting to know more about their products.

However, one interviewee believed it was still much too closed, likening today's lack of openness to selling a vacuum cleaner without the user guide explaining how it works. "It's basically the same as buying a Hoover for home, and you don't get the user manual. How am I supposed to change the bag inside? They're not going to tell you."

When asked if this demand for more openness will change the industry, he responded: "There is a demand, there is a lot of demand, but very little supply. There is demand from the outside, and those within the company. We have to convince our departments to be more open. We have to convince the engineers. It's a lot like convincing politicians, there is no immediate reward."

Given these trends, it was of one interviewees' belief that increased accessibility of technology through both decreased cost and increased availability may not necessarily lie in the legal environment or the policy sphere, but rather requires patience for the industry to adapt to a changing marketplace.

Understanding the modes and mediums which information, culture, and ultimately knowledge is accessed is fundamental to the Pervasive Technologies research as an Access to Knowledge issue. Thus, getting a grasp on technological trends, and being able to predict upcoming business models was a very valuable learning.

Neela Bhagwat will donate her comprehensive textual compilation of Gwalior Gharana bandishes. Gwalior Gharana is one of the old traditions of Hindustani gayaki and like other gayaki's the tradition has been passed on orally in the guru-shishya parampara. Pt. Neela Bhagwat has over a period of 30 years (of learning and teaching music) meticulously compiled most of the Gwalior Gharana bandishes with notations and notes. This comprehensive collection which will be scanned and hosted on Wikisource and made available under CC-BY-SA 4.0. license.

Digitization of Books for Indic Language WikiSource

Wikimedia India in collaboration with the Centre for Internet and Society is organising a workshop on "Digitization of books for Indic language WikiSource" on August 18, 2013, 2.30 p.m. to 5.30 p.m.

This workshop will be conducted by Malayalam Wikimedian Viswanathan Prabhakaran. Anyone interested in learning about the process of digitising old manuscripts, books and creating text based documents could join this workshop. The workshop will cover the following topics:

Best practices in capturing images using a camera and tripod through demonstration;
An introduction to the types of scanners;
How to hold books and the need to treat old books with proper care;
Discussion on image formats and some basic comparison (i.e. djvu, PDF, JPEG, TIFF, BMP, GIF);
Introduction and practical use of SM Tether (using Nikon dSLR) in capturing images;
Practical demonstration of using Scan Tailor (a free software) in post-processing of scanned pages. Splitting, deskewing, rearranging borders, and de-speckling of scanned pages;
Some basic discussion on copyright and introduction to Wiki Source;
Importance of online archival resources (DLI, DSAL, Archive.org, etc) and when to do or not to redo scanning of books (i.e., image resolution) that are already available in scanned format;
OCR and Indian languages.
