        &lt;b&gt;Odia Wikimedia community has celebrated “Odisha day” today at Jayadev Bhawan. Inaugurating this event eminent linguist Padmashree Dr. Debiprasanna Pattanayak said, 'Collaborative effort and open access to knowledge repositories will enrich our language an culture'.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;This was &lt;a class="external-link" href="http://www.orissadiary.com/CurrentNews.asp?id=48883"&gt;published in Odishadiary&lt;/a&gt; on March 29, 2014.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;Odia Wikipedia has been trying to popularize use of Odia language in the Internet since 2002.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;To enrich the online encyclopedia and getting more books digitized Wikipedians are organizing a two day event. Along with Dr. Debiprasanna Pattanayak, Professor Udayanath Sahu, The Odisha Review's editor Dr. Lenin Mohanty, Odisha Bhaskar's editor Pradosh Pattnaik, language researcher Subrat Prusty, Kalinga Institute of Social Science (KISS)'s principal Dr. Madan Mohan Sahu, Manik-Biswanath Smrutinyasa's chairman Allhadmohini Mohanty along with the trust's secretary Brajamohan Patnaik and senior members Sarojkanta Choudhury and Shisira Ranjan Dash.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;11 volumes of eminent Odia writer Dr. Jagannath Mohanty were released in free Creative Commons licenses. KISS will be digitizing these books by training their students. Allhadmohini Mohanty formally gave written permission to Odia Wikimedia community for releasing and digitizing these books. Guests released a DVD containing a new Odia Unicode free font designed by OdiaLanguage.com, a new Odia input tool, free softwares and offline Wikipedia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;It was declared that the Odia WikiSource project will be active soon. Odia Wikipedia admin Mrutyunjaya Kar gave the inaugural speech. Subhashish Panigrahi from the Centre for Internet and Society read the annual report and vision of Odia Wikipedia. Chief guest Dr. Debiprasanna Pattanayak discussed about the efforts being laid for bringing Odia language as the sixth Indian classical language. Majority of the Odia publications are not available on the internet and readers are devoid of easily accessible. He discussed about the process of digitization for preserving valuable books that are out of print and the old palm lead manuscripts.&lt;/p&gt;

    <title>Eight Challenges That Indian-Language Wikipedias Need to Overcome</title>

        &lt;b&gt;Even after a decade of existence, Indian language Wikipedias are not yet known to many Indian language speakers. Wikipedia, being the largest available encyclopedia made in the human history, it what it is today because of the hundreds and thousands of volunteer-editors. But while native-language Wikipedias are becoming game-changers in other corners of the world,  the scenario in India is skewed. In my experience, here are a number of challenges that Indian-language Wikipedias are currently facing.&lt;/b&gt;

&lt;p style="text-align: justify;"&gt;&lt;strong&gt;1. Language communities:&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The language communities of many of the Indian languages are such that many of them do not know how to search for information online, in their language typed in their script. Some of these communities even believe that because Google’s home page does not have their script, their language does not exist on the Internet. Starting with&lt;a href="http://articles.economictimes.indiatimes.com/2011-06-22/news/29689671_1_languages-machine-translation-indic" target="_blank"&gt; five Indian languages&lt;/a&gt; as the language of its interface, Google now has has nine Indian languages. But this does not stop a Santali or Manipuri user to search in Unicode Ol chiki (script for Santali) or in Unicode Meithei (script for Manipuri). Google or any search engine for that matter will display anything available in any script on the Internet. But the lack of this very thing is keeping many people away from being connected to the Internet in general and Wikipedia in particular.\&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;2. Wikipedia’s editor community:&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Wikipedia &amp;nbsp;is written by people like you and me. And from writing to editing everything happens voluntarily. As many people do not probably know, or do not try to learn, anybody can correct the mistakes and inaccuracies that exist in many Wikipedia articles. The Wikipedia editor communities for several Indian languages are really small. While these languages are spoken by millions of people, only a&lt;a href="http://www.huffingtonpost.in/subhashish-panigrahi-/when-wikipedia-is-turning_b_9025690.html" target="_blank"&gt; handful editors&lt;/a&gt; contribute in editing the Wikipedia in these languages. In January this year, the &lt;a href="https://commons.wikimedia.org/wiki/File:Hindi_Wikipedia_stats_January_2016.png" target="_blank"&gt;Hindi Wikipedia&lt;/a&gt;, for instance, had only 89 editors while the total number of Hindi speakers would be over 550 million.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;3. Language input in computers:&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;A vast majority of people in this country &lt;a href="http://articles.economictimes.indiatimes.com/2012-01-17/news/30635792_1_indian-languages-indic-computer" target="_blank"&gt;do not&lt;/a&gt; know&lt;a href="https://www.mediawiki.org/wiki/Universal_Language_Selector" target="_blank"&gt; how to type&lt;/a&gt; in their own language.. There is also little documentation for users to learn about language input. Even though many &lt;a href="http://mhrd.gov.in/ict_overview"&gt;government-run schools&lt;/a&gt; in India are seeing a proliferation of more computers and Internet access, native language input and several other &lt;a href="http://www.newindianexpress.com/cities/bengaluru/Government-Schools-Fail-to-Log-into-Computers/2015/11/17/article3132258.ece" target="_blank"&gt;essential training of basic computing&lt;/a&gt; are not widely taught in schools in all states. What is sad is that there is a wide variety of free software for native-language input and the&lt;a href="https://www.aclweb.org/anthology/W/W11/W11-3501.pdf"&gt; challenges&lt;/a&gt; of typing in Indian languages that existed a few years back has almost gone.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;4. Language input in mobile devices:&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;With over&lt;a href="http://www.trai.gov.in/WriteReadData/PressRealease/Document/PR-TeleSubData_Oct_2015.pdf" target="_blank"&gt; 1 billion&lt;/a&gt; people with mobile phones, the 15% internet penetration rate will soon grow at a faster pace. This in turn — and also tough competition that compel TSPs to&lt;a href="http://www.mobiletor.com/bsnl-to-drop-3g-internet-rates-by-50-percent-the-tariff-wars-continue/"&gt; drop data charges&lt;/a&gt; — will help many Indians get access to the Internet . If these people are not educated about native language input then they will be &lt;a href="http://www.livemint.com/Opinion/Nz7KxIkmUJdacebMwzzcOJ/English-the-Web-and-digital-caste.html" target="_blank"&gt;victims&lt;/a&gt; of the &lt;a href="https://books.google.co.in/books?id=8CM68DP6dWcC&amp;amp;lpg=PA234&amp;amp;ots=5SsRhkCvJk&amp;amp;dq=English-centric%20Internet&amp;amp;pg=PA234#v=onepage&amp;amp;q=English-centric%20Internet&amp;amp;f=false" target="_blank"&gt;English-centric Internet&lt;/a&gt; rather than being able to enjoy the virtue of the same. Many Indians that have smartphones need full Indian language support and especially inbuilt input methods to be able to contribute in their own language Wikipedia.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;5. Low availability of Indian-language content on the Internet:&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;a href="http://www.brookings.edu/~/media/research/files/papers/2015/02/13-digital-divide-developing-world-west/west_internet-access.pdf" target="_blank"&gt;Lack of native language content on the Internet&lt;/a&gt; is another major factor in the low adoption of Indian language Wikpedias. As per an Internet and Mobile Association of India survey conducted in 2012, over 6% of the population is left behind from joining the online sphere simply because of lack of content in their languages. Take, for instance, my state odisha.While the Kerala government’s&lt;a href="https://www.keralatourism.org/languages/" target="_blank"&gt; official tourism portal&lt;/a&gt; is available in Odia and other Indian languages, the Odisha government’s tourism portal itself has&lt;a href="http://www.odishatourism.gov.in/" target="_blank"&gt; no information&lt;/a&gt; in Odia-language today. Our languages are neglected largely in our own states.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;6. Mismatch of conventional and new media:&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Many conventional media houses still continue to use non-standard variants of the &lt;a href="https://en.wikipedia.org/wiki/ASCII" target="_blank"&gt;ASCII&lt;/a&gt;/&lt;a href="https://en.wikipedia.org/wiki/Indian_Script_Code_for_Information_Interchange"&gt;ISCII&lt;/a&gt; script encoding systems, instead of adopting the &lt;a href="http://unicode.org/faq/indic.html"&gt;Unicode&lt;/a&gt; standard. Unicode being a global standard, and having the advantage of unifying the world, has been available for Indian languages for almost&lt;a href="http://www.unicode.org/Public/reconstructed/1.0.0/UnicodeData.txt"&gt; 25 years&lt;/a&gt; now. But much of our vernacular print media has failed to adopt this. Consequently, many popular Indian-language newspapers are yet to become available in Unicode on the open Internet.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;7. Lack of Open Access: &lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Majority of the information produced on the Internet in general and by the&lt;a href="http://www.bits-pilani.ac.in/uploads/Patent_ManualOct_25th_07.pdf" target="_blank"&gt; government&lt;/a&gt;, in particular, are mostly copyrighted. The paywalled garden of copyright restrictions keeps the information closed and stop people from sharing and learning more. On the contrary, Wikipedia is available under a&lt;a href="https://en.wikipedia.org/wiki/Wikipedia:Text_of_Creative_Commons_Attribution-ShareAlike_3.0_Unported_License"&gt; Creative Commons Share-Alike license&lt;/a&gt; which allows anyone to make use of the content and even distribute commercial copies of its content. The idea of opening up information for masses in a free license could make &amp;nbsp;information reach millions of people.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;8. People with disabilities:&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Many people cannot read, speak and write. India has over&lt;a href="http://www.entwb.com/public-patients/general-information/deafness" target="_blank"&gt; 60 million people&lt;/a&gt; with some form of hearing impairment. There is a desperate need for a high-quality &lt;a href="http://www.nvaccess.org/" target="_blank"&gt;text-to-speech&lt;/a&gt; and speech-to-text engine for people with physical disabilities. Also, these software products have to be free software so that common people, that cannot afford to buy expensive proprietary software like JAWS, can contribute to Wikipedia in their language. Many text-to-speech engines that are available today for Indian languages sound so mechanical that it is difficult for common speakers to use them.&lt;/p&gt;

&lt;li&gt;NVDA team conducted two workshops. The first one was held at the Hyderabad Central University	&lt;a href="http://cis-india.org/accessibility/blog/telugu-e-speak-training-with-nvda-december-2014"&gt;for reading and writing in Telugu&lt;/a&gt;. &lt;li&gt; Nehaa Chaudhari participated in the 29&lt;sup&gt;th&lt;/sup&gt; WIPO-SCCR held in Geneva from December 8 to 12, 2014 and on behalf of CIS gave statements on 		&lt;a href="http://cis-india.org/a2k/blogs/wipo-sccr-29-cis-intervention-on-proposed-treaty-for-protection-of-broadcasting-organizations"&gt; the Proposed Treaty for the Protection of Broadcasting Organizations &lt;/a&gt; , 		&lt;a href="http://cis-india.org/a2k/blogs/cis-statement-on-limitations-and-exceptions-for-education-teaching-research-institutions-and-persons-with-disabilities"&gt; Limitations and Exceptions for Education, Teaching, Research Institutions and Persons with Disabilities &lt;/a&gt; , made a 		&lt;a href="http://cis-india.org/a2k/blogs/wipo-sccr-29-cis-second-brief-intervention-on-broadcast-treaty"&gt; brief pointed intervention on the Broadcast Treaty &lt;/a&gt; , and briefly interviewed Prof. Crews on his 		&lt;a href="http://cis-india.org/a2k/blogs/cis-intervention-questions-to-prof-kenneth-crews-on-limitations-and-exceptions-for-libraries-and-archives"&gt; Updated Study on Limitations and Exceptions for Libraries and Archives &lt;/a&gt; . &lt;/li&gt;
&lt;li&gt; Nehaa Chaudhari 		&lt;a href="https://cis-india.org/a2k/blogs/the-broadening-of-definitions-in-the-proposed-broadcast-treaty-compared-to-other-international-conventions"&gt; analyses the broadening of definitions/concepts in the Proposed Broadcast Treaty &lt;/a&gt; versus those in pre-existing international instruments.&lt;/li&gt;
&lt;li&gt;Maggie Huang, an intern at CIS as part of the Pervasive Technologies projects conducted interviews with fabless semiconductor industry professionals 	in Taiwan. The findings are highlighted in two separate blog entries. The first one 	&lt;a href="http://cis-india.org/a2k/blogs/interviews-with-semi-conductor-industry-part-3"&gt; explores some of their views on the current intellectual property system &lt;/a&gt; and the second 	&lt;a href="http://cis-india.org/a2k/blogs/interviews-with-semiconductor-industry-part-4"&gt; explores the tension between market forces and governmental intervention in providing access to mobile technology &lt;/a&gt; .&lt;/li&gt;
&lt;li&gt;Tejaswini Niranjana, a distinguished fellow at CIS		&lt;a href="http://cis-india.org/openness/blog/the-hindu-december-6-2014-tejaswini-niranjana-beyond-the-language-tussle"&gt;wrote an op-ed in the Hindu&lt;/a&gt; telling readers to see the ongoing Sanskrit versus German controversy as a welcome opportunity to discuss the real and persistent problems of our 		education system. &lt;/li&gt;
&lt;li&gt; Vidushi Marda and Bhairav Acharya have co-authored a		&lt;a href="http://cis-india.org/internet-governance/blog/identifying-aspects-of-privacy-in-islamic-law"&gt;white pape&lt;/a&gt;r that seeks to identify aspects of 		privacy in Islamic Law and demonstrate that the notion of privacy was recognized and protected in traditional Islamic law. &lt;/li&gt;
&lt;li&gt; Ashna Ashesh and Bhairav Acharya have		&lt;a href="https://cis-india.org/internet-governance/blog/loading-constructs-of-privacy-within-classical-hindu-law"&gt;produced a white paper&lt;/a&gt; seeks to locate privacy in Classical Hindu Law, and by doing so, displace the notion that privacy is an inherently 'Western' concept that is the 		product of a modernist legal system. &lt;/li&gt;
&lt;li&gt; Vipul Kharbanda authored a		&lt;a href="https://cis-india.org/internet-governance/blog/relationship-between-privacy-and-confidentiality"&gt;white paper&lt;/a&gt; establishing the 		relationship between privacy and confidentiality. &lt;/li&gt;
&lt;li&gt; Geetha Hariharan in a 		&lt;a href="http://cis-india.org/internet-governance/blog/is-india2019s-website-blocking-law-constitutional-2013-i-law-procedure"&gt; blog entry examines the constitutional validity of Section 69A &lt;/a&gt; and the Blocking Rules. &lt;/li&gt;

    <title>Open access platform to save the Odia Indian language</title>

        &lt;b&gt;In February 2014, the Government of India declared the South Asian language Odia as the 6th classical language of India which is one among 22 scheduled languages of India and has a literary heritage of more than 5,000 years. There are documents for more than 3,500 years, and the rest are undocumented oral histories.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;The article was &lt;a class="external-link" href="http://opensource.com/education/14/10/open-access-platform-odia-language"&gt;published by Opensource.com&lt;/a&gt; on October 22, 2014.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;The native Odia speakers became hopeful of getting a lot of language  related projects implemented to grow the lineage of this long literary  heritage and see the language used and spoken globally, not just in  literature but in computer and mobile games, interactive computer  applications and in other digital media—and to reach the masses as a  communicative language.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;So far, not many federal initiatives have  been put into place, nor a single policy level change has been made, to  implement a standard as simple as like Unicode for easy access of  information. And, there are very few mobile apps that offer concise and  easy to digest content. Overall, there is not much content online that  is available in a standard format that is easy to search, access, and  reproduce,&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Wikisource is here to change that and is working to open up a whole new world of online resources for readers.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;With more than 40 million native Odia  speakers living in the Indian state of Odisha and its neighboring states  and the diaspora in rest of the world—primarily living in countries  like the US, UK, UAE, and many of the South and East Asian counties—far  less content in the Odia language has been made available on the  Internet. The highest is &lt;a href="https://or.wikipedia.org/" target="_blank" title="Odia Wikipedia"&gt;Odia Wikipedia&lt;/a&gt;,  with 8441 articles created by October 2014. A bigger problem is that  though there are a few websites with Unicode content, government portals  do not have content in Unicode to make them searchable and reusable. A  non-profit Srujanika, with support from two other institutions, has  digitized around 740 books under the scope of the project: &lt;a href="http://oaob.nitrkl.ac.in/" target="_blank" title="OAOB"&gt;Open Access to Oriya Books&lt;/a&gt; (OAOB), most of which were published between 1850 and 1950. This  remains the largest digital archive so far for the Odia language, yet  all of the books are scanned PDFs, restricting searchability of the  content.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;a href="http://or.wikisource.org/" title="Odia Wikisource"&gt;Odia Wikisource &lt;/a&gt;is  a project that aims for the digitization of rare books that are out of  copyright. The project is even allowing authors and publishers to donate  their copyrighted work by &lt;a href="http://opensource.com/education/14/5/odia-wikimedia" target="_blank" title="Negotiating relicensing written works for the open knowledge movement"&gt;re-licensing&lt;/a&gt; under CC0 or CC BY-SA licenses. The goal is to bring about access to  large volumes of books and manuscripts and create more Open Educational  Resources (OERs). The single biggest advantage of the Wikisource project  at-large is that it makes text for books available in &lt;a href="https://en.wikipedia.org/wiki/Unicode" target="_blank" title="Unicode"&gt;Unicode&lt;/a&gt; standard, making it searchable on the web and allows readers to copy  and use it elsewhere. Most other conventional archival systems lack this  important feature.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Wikisource is run by a volunteers and  communities who often retype or prepare the books by Optical Character  Recognition (OCR), a technique that converts scanned images of books  into text. Participate and contribute to Odia Wikisource by visiting &lt;a href="http://or.wikisource.org/" target="_blank" title="Odia Wikisource"&gt;or.wikisource.org&lt;/a&gt;, the project is open to all who want to help!&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;As a Wikimedia project, Odia Wikisource went  through a thorough and long approval process for about 1 year and 9  months, as an active incubator project—first by the Language Committee  and then by the Wikimedia Foundation's Board. During this incubation  phase, the project has digitized three books completely and one  partially—thanks to the individual contributors. An educational  institution Kalinga Institute of Social Sciences (KISS) in collaboration  with the Wikimedia funded Centre for Internet and Society's Access To  Knowledge (CIS-A2K) are in the process of digitizing 9 books by the  author Dr. Jagannath Mohanty that were re-licensed to CC BY-SA 3.0  earlier this year.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Four new Wikisource contributors joined the project in response to a &lt;a href="https://twitter.com/psubhashish/status/515475020965879808" target="_blank" title="Tweet"&gt;tweet &lt;/a&gt;and a Facebook post by the author to digitize &lt;i&gt;The Odia Bhagabata&lt;/i&gt;,  classic literature compiled in 14th century. "Content that has already  been typed in fonts of various non-Unicode based encoding, now they can  be converted by (this) like it was done for &lt;i&gt;The Odia Bhagabata&lt;/i&gt;, that was typed and available on the community hosted website &lt;a href="http://odia.org/" target="_blank" title="Odia.org"&gt;Odia.org.&lt;/a&gt; New contributors did not face the problem of retyping,” says Manoj Sahukar, who along with the author designed a &lt;a href="http://blog.wikimedia.org/2014/06/20/odia-language-gets-a-new-unicode-font-converter/" target="_blank"&gt;converter&lt;/a&gt; for reading text and transforming into Unicode for &lt;i&gt;The Odia Bhagabata&lt;/i&gt;.&lt;/p&gt;

    <title>Making Wikipedia Better</title>

        &lt;b&gt;It wasn’t something that we set out to do when we started working on The Ballot, but one of the most satisfying unintentional side-effects of the project has been the chance to correct facts and figures, and remove inappropriate content from entries related to India and its politics on Wikipedia.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;The &lt;a href="https://twitter.com/anexasajoop/status/366516008577544193"&gt;first oddity we spotted&lt;/a&gt; was way back in August, the day we announced The Ballot to the world.  The Hindi word “bewajah” (which means “without reason”) was cropping up  all over the wiki entry on the United Progressive Alliance (UPA).  Nirbheek &lt;a href="https://en.wikipedia.org/w/index.php?title=United_Progressive_Alliance&amp;amp;diff=prev&amp;amp;oldid=568335332"&gt;restored this entry&lt;/a&gt;. When we were putting together our &lt;a href="http://theballot.in/women-15th-lok-sabha/"&gt;post about the representation of women in the Lok Sabha&lt;/a&gt;,  we noticed errors in the census figures on Wikipedia. Once we had  extracted the right numbers from the data available on the census  portal, not only did we use them in our post, but we also corrected them  in the &lt;a href="https://en.wikipedia.org/w/index.php?title=2011_census_of_India&amp;amp;diff=prev&amp;amp;oldid=569835227"&gt;wiki&lt;/a&gt; &lt;a href="https://en.wikipedia.org/w/index.php?title=2011_census_of_India&amp;amp;diff=prev&amp;amp;oldid=569836241"&gt;entry&lt;/a&gt;.  More recently, some missing information in the info-boxes in the  entries on a handful of Indian states gave Pooja the opportunity to make  &lt;a href="https://twitter.com/anexasajoop/statuses/383090454314504192"&gt;her first ever edits&lt;/a&gt;!&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;These, of course, are just the tip of the iceberg. We have a longer  list of issues to fix, and an even longer one for potential  improvements. If only we could spare more time and involve more  collaborators, a real difference could be made to the quality of  Wikipedia entries on Indian politics.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Odia Wikipedia (or.wikipedia.org) is a free online encyclopedia in Odia language which everyone can edit. It is an open source project and the content is available online for free. This three month education program included three workshops to educate students of IIMC about typing in Odia, collecting sources to write articles, writing the articles on Odia Wikipedia and then geting them evaluated by faculty members and wikipedians.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The program was initiated in November and run until January end. During this time 16 students took part and wrote about 12 articles on various topics, starting from the articles of local importance to eminent personalities.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;We are very keen on getting more students on board to edit Wikipedia which they read and use everyday. This could be one opportunity for them to showcase their writing abilities and documentation skill. I'd like to invite the Wikipedia team to help us install Odia Unicode fonts and continue such a program for the students again”, says Professor Mrinal Chatterjee.&lt;/p&gt;
&lt;p&gt;This program was supported by Centre for Internet and Society, a grantee of Wikimedia Foundation.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“This was the first pilot Education Program ever done for Odia  Wikipedia and I'm overwhelmed with the kind of support from the college  faculty and the enthusiasm of the students will bring us back soon,”  expresses Subhashish Panigrahi, Programme Officer , Centre for Internet  and Society. “This was a great learning experience for us and I'd surely  continue contributing to Odia Wikipedia. Had it been little longer I  could have contributed more on Mass Communication and Journalism.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Odia Wikipedian Mrutyunjya Kar who took a central part in organizing the project and conducting workshops in the institute calls it a great start and a stepping stone for a long term program. Odia Wikipedians Manoranjan Behera, Srikant Kedia and Dr. Subas Rout were part of the education programme as resource persons.&lt;/p&gt;

        &lt;b&gt;Speakers of Odia will soon have mountains of books to read online in their mother tongue, following the launch of the Odia Wikisource, which will make accessible many rare books that have entered the public domain. &lt;/b&gt;

&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;Authors and publishers are also invited  to donate their copyrighted  work, possibly bringing open access to  large volumes of books and  manuscripts, creating a vast archive of  educational resources. And  everything will be in Odia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;One of the biggest advantages of Wikisource is that all its books are available in &lt;a href="https://en.wikipedia.org/wiki/Unicode" target="_blank"&gt;Unicode&lt;/a&gt;,   meaning that Google's search engine indexes the texts’ entirety, and   readers are able to copy easily what they wish. (Most conventional   archival systems lack this feature.) A volunteer community administers   Wikisource. To upload a book's content, volunteers either retype the   books word-for-word, or, when possible, use Optical Character   Recognition (commonly known as “&lt;a href="http://en.wikipedia.org/wiki/Optical_character_recognition" target="_blank"&gt;OCR&lt;/a&gt;“),   which converts scanned images into editable text. Available at   or.wikisource.org, Odia is Wikisource's eleventh Indic language.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;There are more than 40 million native  Odia speakers in the world.  Most live in the Indian state of Odisha and  its neighboring states, but  there is a large diaspora in countries  like the US, UK, UAE, and across  South and East Asia. Despite being  spoken by so many people, Odia's  online presence is relatively small.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;As of October 2014, &lt;a href="https://or.wikipedia.org" target="_blank"&gt;Odia Wikipedia&lt;/a&gt; hosted &lt;a href="http://or.wikipedia.org/wiki/%E0%AC%AC%E0%AC%BF%E0%AC%B6%E0%AD%87%E0%AC%B7:%E0%AC%97%E0%AC%A3%E0%AC%A8%E0%AC%BE" target="_blank"&gt;8,441 articles&lt;/a&gt;.   The state government's websites have Odia-language content, naturally,   but none of the text is in Unicode, making the materials invisible to   search engines and difficult to share. Thanks to individual and   organizational efforts, some Odia-language websites have recently   emerged with Unicode content.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;With support from the non-profit  organization Pragati Utkal Sangha and  the National Institute of  Technology Rourkela, a Bhubaneswar-based  outfit has digitized about 740  books through the &lt;a href="http://oaob.nitrkl.ac.in/" target="_blank"&gt;Open Access to Oriya Books&lt;/a&gt; (OAOB) project. Most of these texts were published between 1850 and   1950. The OAOB project is the largest existing digital archive of Odia   literature, but the archived books are only available as scanned PDFs,   restricting readers’ ability to search within the texts.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;As a Wikimedia project, Odia Wikisource  underwent a long approval  process, after running as an active  incubator project for nearly two  years. Both the Language Committee and  the Wikimedia Foundation's Board  reviewed and endorsed the project.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Odia Wikisource has already digitized and proofread three books entirely. In collaboration with the Wikimedia-funded &lt;a href="http://cis-india.org" target="_blank"&gt;Centre for Internet and Society&lt;/a&gt;‘s &lt;a href="https://meta.wikimedia.org/wiki/India_Access_To_Knowledge" target="_blank"&gt;Access to Knowledge&lt;/a&gt;, the &lt;a href="http://kiss.ac.in/" target="_blank"&gt;Kalinga Institute of Social Sciences&lt;/a&gt; (KISS) has partially digitized another book, as well. KISS is also busy   digitizing another Nine books by Odia-language author Dr. Jagannath   Mohanty that were &lt;a href="http://rising.globalvoicesonline.org/blog/2014/04/10/odia-loves-wikipedia/" target="_blank"&gt;relicensed &lt;/a&gt;to CC-BY-SA 3.0 earlier this year.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In response to posts on Twitter and  Facebook, four new contributors  recently joined Wikisource to help  digitize “The Odia Bhagabata,” a  literary classic compiled in the 14th  century. “Content that have  already been typed with fonts of  non-Unicode encoding systems could be  converted by &lt;a href="http://blog.wikimedia.org/2014/06/20/odia-language-gets-a-new-unicode-font-converter/"&gt;converters&lt;/a&gt; which was the case of Odia Bhagabata. New contributors did not face the   problem of retyping the text, as the book was already available on a   website Odia.org and is out of copyright”, says Manoj Sahukar, who   (along with yours truly) designed a converter that helped to transcribe   “Bhagabata”.&lt;/p&gt;

    <title>Voices from Goa: Frania Pereira tells Why She Writes Articles on Konkani Wikipedia</title>

Being the official language of Goa and spoken widely in the Indian states of Karnataka, Kerala and Maharashtra it is still trying to strengthen its base. Recently the Centre for Internet and Society's Access To Knowledge Programme (CIS-A2K) in collaboration with the Konkani department of Goa University organized a four-day Wikipedia workshop for MA, Konkani language students. This workshop involved 38 students creating 43 new articles on Konkani Wikipedia which is incubation. We’re hoping that these efforts will contribute towards bringing this 7 year old project out of incubation to a live Wikipedia project.&lt;/b&gt;

&lt;p style="text-align: justify; "&gt;Wikipedia editors are always volunteers which translates to “Anyone and  everyone can contribute to Wikipedia”. What is that brings people in  today’s date to write articles on Wikipedia. This is a question we are not sure at times. You get up late in the night and check how many  times your article has been edited and feel excited. This happens to  many of the wikipedians including myself. It has been a personal journey to  ask Wikipedians about the same. While conducting this workshop along  with my colleague &lt;a href="https://meta.wikimedia.org/wiki/User:Nitika.t"&gt;Nitika&lt;/a&gt;, I spent some time with the students asking about their experience of  Wikipedia editing. We found that many of them were shy  enough to sound low and we could not take the videos. She attended the &lt;a href="https://meta.wikimedia.org/wiki/India_Access_To_Knowledge/Events/Konkani_Wikipedia_woskshop_21August2013" target="_blank"&gt;Wikipedia workshop&lt;/a&gt; we organized at the Central Library at Panaji for two days and edited articles on &lt;a href="http://en.wikipedia.org/wiki/Bebinca" target="_blank"&gt;Bebinca&lt;/a&gt; (&lt;i&gt;Konkani article &lt;a href="https://incubator.wikimedia.org/wiki/Wp/gom/%E0%A4%AC%E0%A5%87%E0%A4%AC%E0%A5%80%E0%A4%82%E0%A4%95" target="_blank"&gt;here&lt;/a&gt;&lt;/i&gt;) and &lt;a href="https://en.wikipedia.org/wiki/Colva#Etymology_and_History"&gt;Colvá fama&lt;/a&gt; (&lt;i&gt;Konkani article &lt;a href="https://incubator.wikimedia.org/wiki/Wp/gom/%E0%A4%95%E0%A5%8B%E0%A4%B2%E0%A4%B5%E0%A5%87%E0%A4%9A%E0%A5%87%E0%A4%82_%E0%A4%AB%E0%A4%BE%E0%A4%AE" target="_blank"&gt;here&lt;/a&gt;&lt;/i&gt;),  a local festival celebrated by the Colvá Catholics. Frania is worried  how people stereotype Goa to be the just land of enjoyment and not look  at the diverse culture, its ethnic food and festivals. Even the Konkani  speaking population in other regions (Maharashtra, Karnataka, Kerala and  abroad) don’t know much about this socio-language-cultural diversity.  No other language than her mother-toungue Konkani could tell about  these. And that is why she edits Wikipedia.&lt;/span&gt;&lt;/p&gt;

On the morning prior  to the start of the &lt;a href="http://okfestival.org/"&gt;Open Knowledge Festival&lt;/a&gt;, the &lt;a href="http://www.openglam.org"&gt;OpenGLAM initiative&lt;/a&gt;, &lt;a href="http://www.dm2e.eu"&gt;DM2E project&lt;/a&gt;, &lt;a href="http://www.okfn.de"&gt;Open Knowledge Germany&lt;/a&gt; and &lt;b&gt;&lt;a href="https://www.wikimedia.de/wiki/Hauptseite"&gt;Wikimedia Deutschland&lt;/a&gt; &lt;/b&gt; are organising a half day workshop on open cultural data, with a  special focus on German cultural heritage institutions.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;During the OpenGLAM workshop, we will investigate and discuss the possibilities and obstacles of opening up your cultural data as an institution. After a round of inspiring presentation from initiatives like Europeana, Wikidata, the German Digital Library and Coding da Vinci we will continue the discussion how to overcome the barriers to opening up data in the cultural heritage sector.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Finally, we will hear from the successful local OpenGLAM groups currently active in Switzerland and Finland, and kickstart a local OpenGLAM network for German memory institutions interested in open cultural content and open access. &lt;p style="text-align: justify; "&gt;With the &lt;a href="https://en.wikipedia.org/wiki/or:%E0%AC%AA%E0%AD%8D%E0%AC%B0%E0%AC%A7%E0%AC%BE%E0%AC%A8_%E0%AC%AA%E0%AD%83%E0%AC%B7%E0%AD%8D%E0%AC%A0%E0%AC%BE"&gt;Odia Wikipedia&lt;/a&gt; and its sister projects, a handful of dedicated volunteer editors are taking the &lt;a href="https://en.wikipedia.org/wiki/Odia_language"&gt;Odia language&lt;/a&gt; to the world outside. The editor community that has recently celebrated &lt;a href="https://en.wikipedia.org/wiki/or:%E0%AC%89%E0%AC%87%E0%AC%95%E0%AC%BF%E0%AC%AA%E0%AC%BF%E0%AC%A1%E0%AC%BC%E0%AC%BF%E0%AC%86:%E0%AC%9C%E0%AC%A8%E0%AD%8D%E0%AC%AE%E0%AC%A4%E0%AC%BF%E0%AC%A5%E0%AC%BF/%E0%AD%A7%E0%AD%AA"&gt;Odia Wikipedia’s 14th anniversary&lt;/a&gt; in Bhubaneswar, Odisha, India is collectively growing two more projects; &lt;a href="https://en.wikisource.org/wiki/or:%E0%AC%AA%E0%AD%8D%E0%AC%B0%E0%AC%A7%E0%AC%BE%E0%AC%A8_%E0%AC%AA%E0%AD%83%E0%AC%B7%E0%AD%8D%E0%AC%A0%E0%AC%BE"&gt;Odia Wikisource&lt;/a&gt;, an online library that already has over 300 volumes of text, and &lt;a href="https://en.wiktionary.org/wiki/or:%E0%AC%AA%E0%AD%8D%E0%AC%B0%E0%AC%A7%E0%AC%BE%E0%AC%A8_%E0%AC%AA%E0%AD%83%E0%AC%B7%E0%AD%8D%E0%AC%A0%E0%AC%BE"&gt;Odia Wiktionary&lt;/a&gt;,  an online dictionary that has over 100,000 entries. With these live  projects and more projects in the pipeline, this community is bringing a  digital revolution in Odia by sharing valuable content online and  creating many language tools inside and outside the Wikimedia projects.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Odia Wikipedia community had gathered in the city for a two-day  long event to celebrate the anniversary. These two days were spent in  intensive capacity building activities as the community is quite  dispersed in many places in Odisha and outside, and are all volunteers.  Odia Wikipedia, the flagship project was started as one of the first  four Indian language Wikipedias along with Assamese, Malayalam and  Punjabi Wikipedia in 2002, a year after the English Wikipedia was made  live. The project was quite dormant for more than nine years and got  revived by a group of editors in Bangalore during 2011. Then the project  became much of a household name when more Odia speakers living in  Odisha and outside joined contributed in writing and editing articles of  several different subject areas. Odia Wikipedia is part of the 292  language Wikipedia family and a larger global family of hundreds of  other free knowledge projects that are collectively known as Wikimedia  projects. “Odia Wikipedia is officially available online at &lt;a href="https://or.wikipedia.org/"&gt;https://or.wikipedia.org&lt;/a&gt; and  is free for anyone to create articles on notable topics, and edit and  enhance those articles”, says Mrutyunjaya Kar, one of the administrators  of the project. &lt;a href="https://en.wikipedia.org/wiki/or:User:Aliva_Sahoo"&gt;Aliva Sahoo&lt;/a&gt;,  one of the active editors, shares, “being a student of Odia-language I  was seeking information on musical instruments and could not find much.  So I started translating from English and now it is one of the longest  articles on Odia Wikipedia.” As part of the &lt;a href="https://commons.wikimedia.org/wiki/WikipediansSpeak"&gt;WikipediansSpeak&lt;/a&gt; project, we have tried to capture the voice of the community of Aliva and a few other contributors.&lt;/p&gt;
&lt;p style="padding-left: 30px; text-align: justify; "&gt;&lt;b&gt;Subhashish Panigrahi (SP)&lt;/b&gt;: How did the two-day long capacity building activity go? What was the outcome of the different sessions?&lt;br /&gt; &lt;b&gt;&lt;a href="https://en.wikipedia.org/wiki/or:Jnanaranjan_sahu"&gt;Jnanaranjan Sahu&lt;/a&gt;&lt;/b&gt;:  This event was useful in bringing most of the active contributors under  one roof as we are working online. This event helped us learn from each  other and impart knowledge so that everyone can go back and use them.&lt;/p&gt;
&lt;p style="padding-left: 30px; text-align: justify; "&gt;&lt;b&gt;SP&lt;/b&gt;: What are the problems you faced before coming to this event and how these sessions are going to help you in future?&lt;br /&gt; &lt;b&gt;&lt;a href="https://en.wikipedia.org/wiki/or::Abha_S_Pradhan"&gt;Abha Pradhan&lt;/a&gt;&lt;/b&gt;:  I was not sure of the copyright part while uploading images on  Wikimedia Commons. A lot many pictures got deleted because of my own  ignorance. Similarly, I got to learn a lot about linking multiple  language entries using Wikidata. These two are my biggest lessons of all  that I learned from the sessions taken by other experienced  Wikipedians.&lt;/p&gt;
&lt;p style="padding-left: 30px; text-align: justify; "&gt;&lt;b&gt;SP&lt;/b&gt;: What did you learn from these sessions?&lt;br /&gt; &lt;b&gt;Rajalaxmi Mishra&lt;/b&gt;: I got to learn about basics of  Wikipedia editing, rules and guidelines, several technical aspects like  using templates, uploading and adding images to articles and dealing  with copyright issues on Wikipedia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;a href="https://meta.wikimedia.org/wiki/User:Subas_Chandra_Rout"&gt;Subas Chandra Rout&lt;/a&gt;,  one of the long time active Wikimedians has been the single most  contributor to grow the medical science-related articles on Odia  Wikipedia. Subas is the only Wikimedian who has translated all the  medical science-related article from &lt;a href="https://docs.google.com/spreadsheets/d/1cb80jUe-tObwbTo-o4hh2IpcQHSv1TAJh-8vuniNsCs/edit?pref=2&amp;amp;pli=1#gid=406141641"&gt;Wikimedia Medical Project&lt;/a&gt; run by the &lt;a href="https://meta.wikimedia.org/wiki/Wiki_Project_Med"&gt;Wiki Project Med&lt;/a&gt;.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“We have several subject areas covered on Odia Wikipedia – from the  elaborate rituals of Jagannatha temple to medical science.  Interestingly, almost all the articles on medical science are written by  a retired assistant professor Dr. Subas Chandra Rout and needless to  say those articles are of really high quality”, explains &lt;a href="https://en.wikipedia.org/wiki/or:Hellohappy"&gt;Pritiranjan Tripathy&lt;/a&gt;, an editor who is based in the Indian city of &lt;a href="https://en.wikipedia.org/wiki/Kolkata"&gt;Kolkata&lt;/a&gt;.&lt;/p&gt;
&lt;p style="padding-left: 30px; text-align: justify; "&gt;It was like a “Catch me if you can”  challenge when I started to translate medical topics into the Odia  language as part of Wiki Project Med on March 5, 2015 with my first  article on &lt;a href="https://en.wikipedia.org/wiki/or:African_trypanosomiasis"&gt;African trypanosomiasis&lt;/a&gt;.  There were more than 150 articles in the project. Gradually the number  of topics in the project increased and so did my translated article on  Odia Wikipedia. After completion of the 345th article (&lt;a href="https://en.wikipedia.org/wiki/or:Marfan_syndrome"&gt;Marfan syndrome&lt;/a&gt;, on  May 6, 2016), I looked at the Wikipedia project dashboard, and I saw  that I was the only person to complete all the articles in the project  among all the world’s contributors.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“The next big goal is to enhance the quality of the existing articles  by adding more images, references from external sources and expanding  small articles by adding more information”, said long-time contributor &lt;a href="https://en.wikipedia.org/wiki/or:%E0%AC%B6%E0%AC%BF%E0%AC%A4%E0%AC%BF%E0%AC%95%E0%AC%A3%E0%AD%8D%E0%AC%A0_%E0%AC%A6%E0%AC%BE%E0%AC%B6"&gt;Shitikantha Dash&lt;/a&gt;.  Shitikantha, who is also an administrator of Odia Wiktionary, says, “it  is important that more people contribute to the Odia Wiktionary so that  words of all times and all genres, especially the technical and loan  words make their way to this free multilingual dictionary. A 10 day-long  campaign is going to be organised to celebrate the 11th anniversary of  Odia Wiktionary so that every Wikipedia editor adds at least one word.  And we are also using these words to create a spell check that will be  freely available for anyone to use”.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The contributor community that is collaboratively building these  projects has been also creating many tools and technical resources like &lt;a href="https://meta.wikimedia.org/wiki/File:Odia_Wikipedia_handbook_%28web%29.pdf"&gt;editor manuals&lt;/a&gt;. The &lt;a href="https://blog.wikimedia.org/2015/06/03/odia-wikipedia/"&gt;script encoding converters&lt;/a&gt; that  the community has built is helping a lot of online users to be able to  share their writings on blogs and social media. “Before the onset of  these converters, a vast majority of the people working in press and  media were stuck with outdated encoding systems like Shreelipi and  Akruti. &lt;a href="https://meta.wikimedia.org/wiki/User:MKar"&gt;Mrutyunjaya Kar&lt;/a&gt;,  a long time contributor and administrator of two projects; Odia  Wikipedia and Wikisource explains, “Odia Wikipedia is available at &lt;a href="https://or.wikipedia.org/"&gt;https://or.wikipedia.org&lt;/a&gt; and we encourage more people to join us in this movement.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“This is a way to bring digital freedom for everyone and share the world’s knowledge in our own language.”&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Organizations from Brazil, Kenya, and India will take on a collaborative and iterative research process to help develop Omidyar’s concept of Good ID, according to a &lt;a href="https://www.omidyar.com/blog/appropriate-use-digital-identity-why-we-invested-three-region-research%C2%A0alliance" rel="noopener noreferrer" target="_blank"&gt;blog post&lt;/a&gt; by Omidyar Networks Investment Principal Subhashish Bhadra.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The three organizations are the Institute for Technology &amp;amp; Society (ITS), the Centre for Intellectual Property and Information Technology Law (CIPIT), and the Centre for Internet and Society (CIS). The ITS is a non-profit organization based in Brazil, with a mission of ensuring that emerging markets can respond appropriately to digital technologies, and that their benefits are broadly shared. CIPIT is an academic think tank, operating from the Strathmore Law School in Nairobi, Kenya, addressing emerging issues of continent-wide impact and providing an African voice for research networks. CIS is an India-based non-profit, which conducts interdisciplinary academic research to understand how the internet and digital technologies reconfigure social processes and structures.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Bhadra notes that 110 countries have begun identification schemes in the past decade. These programs are often implemented to serve an initial use case, and their application expanded over time.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“In the absence of adequate legislative or judicial oversight, mission creep can create risks for those very individuals that an identity is supposed to empower,” Bhadra writes. “By their very nature, digital identity systems collect some data about individuals in order to provide access to certain services. This immediately raises two interrelated questions. First, how much data should the system collect? Second, what services should it be tied to?”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Determining the appropriate scope of digital identity is inherently complex, and the potential for mission creep and requirement for a growing list of services risks exclusion, privacy violations, and a power imbalance between institutions and individuals, Bhadra argues.&lt;/p&gt;

&lt;li&gt;As part of the Pervasive Technologies project Maggie Huang interviewed Semiconductor Industry Professionals in Taiwan on the	&lt;a href="https://cis-india.org/a2k/blogs/interviews-with-semi-conductor-industry-professionals-in-taiwan-1"&gt;trends and changes in technology&lt;/a&gt; and 	&lt;a href="https://cis-india.org/a2k/blogs/interviews-with-semi-conductor-industry-professionals-in-taiwan-2"&gt; understanding mobile chip manufacturing&lt;/a&gt;. &lt;/li&gt;

&lt;li&gt; CIS entered into a		&lt;a href="http://cis-india.org/openness/blog/expanding-the-world-of-telugu-wikipedia-cis-and-alc-join-hands"&gt;memorandum of understanding&lt;/a&gt; with the 		Andhra Loyola College for a period of 5 years to enhance Telugu Wikipedia through increased contributions to Wikipedia and make it available under free 		license. &lt;/li&gt;
&lt;li&gt; CIS-A2K &lt;a href="http://cis-india.org/openness/blog/nie-steps-in-to-grow-konkani-wikipedia"&gt;signed a memorandum of understanding&lt;/a&gt; with Nirmala 		Institute of Education, Goa to enhance digital literacy in Konkani in the education sector across Goa.&lt;/li&gt;
&lt;li&gt;Tejaswini Niranjana and Tanveer Hasan wrote a report on the workshop 	&lt;a href="http://cis-india.org/openness/blog/report-on-developing-digital-open-knowledge-resources-in-indian-languages"&gt; Developing Digital Open Knowledge Resources in Indian Languages &lt;/a&gt; for which CIS-A2K was one of the organizers. &lt;/li&gt;

&lt;ul style="text-align: justify; "&gt;
&lt;li&gt; CIS 		&lt;a href="http://cis-india.org/internet-governance/blog/cis-joins-dynamic-coalition-for-platform-responsibility"&gt; joined the Dynamic Coalition for Platform Responsibility &lt;/a&gt; towards creating due diligence recommendations for online platforms. &lt;/li&gt;
&lt;li&gt; CIS organized a 		&lt;a href="https://cis-india.org/internet-governance/report-on-cis-workshop-at-igf"&gt; workshop on an evidence-based framework for intermediary liability &lt;/a&gt; at the IGF held in Istanbul on September 3, 2014. Jyoti Panday coordinated the workshop in collaboration with Stanford Centre for Internet &amp;amp; 		Society. &lt;/li&gt;
&lt;li&gt; Elonnai Hickok contributed a thematic chapter on 		&lt;a href="http://www.giswatch.org/en/communications-surveillance/intermediary-liability-and-state-surveillance"&gt; Intermediary Liability and Surveillance &lt;/a&gt; in the GISWatch Report.&lt;/li&gt;
&lt;li&gt;The Supreme Court of India revised the law on electronic evidence in the case of &lt;i&gt;Anvar v. P. K. Basheer&lt;/i&gt;. Bhairav Acharya has	&lt;a href="http://cis-india.org/internet-governance/blog/anvar-v-basheer-new-old-law-of-electronic-evidence"&gt;done an analysis on this&lt;/a&gt;. It was published 	by Law and Policy in India and subsequently mirrored on our website.&lt;/li&gt;

&lt;h2 style="text-align: justify; "&gt;&lt;a href="http://cis-india.org/accessibility"&gt;Accessibility and Inclusion&lt;/a&gt;&lt;/h2&gt;
&lt;p style="text-align: justify; "&gt;Under a grant from the Hans Foundation we are doing two projects. The first project is on creating a national resource kit of state-wise laws, policies and 	programmes on issues relating to persons with disabilities in India. CIS in partnership with CLPR (Centre for Law and Policy Research) compiled the 	National Compendium of Policies, Programmes and Schemes for Persons with Disabilities (29 states and 6 union territories). The updated draft is being reviewed by the Office of the Chief Commissioner for Persons with Disabilities. The draft chapters and the quarterly reports can be accessed on the	&lt;a href="http://cis-india.org/accessibility/resources/national-resource-kit-project"&gt;project page&lt;/a&gt;. The second project is on developing text-to-speech software for 15 Indian languages.     <title>An Odia Wikipedia Workshop at KMBB College, Bhubaneswar</title>

        &lt;b&gt;The Centre for Internet and Society along with Odia Wikipedians in Bhubaneswar organized an Odia Wikipedia workshop on November 18, 2012. It was held in KMBB College of Engineering. Odia Wikipedia is a free encyclopedia in Odia language which everyone can edit. &lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;Odia Wikipedians gathered in the temple city of Bhubaneswar on November 18, 2012 to organize the third &lt;a href="http://or.wikipedia.org/s/c8x"&gt;Odia Wikipedia workshop&lt;/a&gt; in &lt;a href="http://www.kmbb.in/"&gt;KMBB College of Engineering&lt;/a&gt;. KMBB College of Engineering is a BPUT affiliated engineering college supported by Ama Odisha, an organization working for media, communication and development of Odia language. &lt;a href="http://kmbb.academia.edu/DhanadaMishra"&gt;Dr. Dhanada Mishra&lt;/a&gt;, Director-Academics, KMBB and a veteran educationalist and open source source enthusiast supported this event. Forty-five students from KMBB attended this workshop. The agenda for the two-and-a-half hour session was to educate students about open source movement, journey of Wikipedia and how to contribute to Odia Wikipedia and how it would help them. Nine active Odia Wikipedians joined to support this event.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Dr. Mishra began the session by introducing Odia Wikipedians to the students. He spoke about Open source movement, how the community supports various open source projects, how Wikipedia was started and how it is essential for students to take part in such activities. Subhashish Panigrahi briefly spoke about the history of Odia wikipedia, how it grew up in the recent years to its present state. Odia Wikipedian &lt;a href="http://or.wikipedia.org/wiki/User:ManXiii"&gt;Manoranjan Behera&lt;/a&gt; discussed about how everyone can contribute to the Wikipedia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;To explain the easiness of typing in Odia, some of the students were invited to write text on a board and test the typing tool on Odia Wikipedia. A new article about the college was created and one of the students wrote few sentences. Wikipedians explained the importance of creating user accounts and demonstrated how to search an article, how to create an article and the basics of editing an article. A Question and Answer session was held for students to put their queries. At the end of the session, contact details were shared with the students and the Facebook group (&lt;a class="external-link" href="https://www.facebook.com/groups/OdiaWiki"&gt;https://www.facebook.com/groups/OdiaWiki&lt;/a&gt;) of Odia Wikipedia was shown so that students could continue editing and remain in touch with fellow wikipedians.&lt;/p&gt;

        &lt;b&gt;Odia Wikisource, a sister project of Odia Wikipedia and a free online Odia language library, will celebrate its first anniversary in Odisha capital tomorrow.&lt;/b&gt;

&lt;p style="text-align: justify;"&gt;Scheduled to be held at the Institute on Management of Agricultural  Extension (IMAGE) in Siripura at 5 PM, the open to all event would  welcome everyone taking interest in Odia library movement in particular  and Odia language in general, as per a press release issued by Odia  Wikisource.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;It may be noted that the project, available online at  or.wikisource.org, went live on October 20, 2014 after being incubated  for over two years. It not only provides free and open access to readers  to text that are out of copyright or available under free license, but  also allows them to contribute in either digitizing copyright-free text  or correcting mistakes made by others.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;“Wikisource is different than Wikipedia as the former&amp;nbsp; is published  writing republished online where on Wikipedia it is more of aggregating  information published elsewhere in an encyclopaedic manner,” explained  Subas Chandra Rout, a long time Wikimedian.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;All the contributors to the project are volunteers and are fondly  called ‘uikiali’ in Odia. These volunteers follow certain guidelines to  check through the content digitized by others to make sure there is no  copyrighted text posing copyright violation, correct typing and other  grammatical mistakes and incorrect attributions.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Authors and copyright holders are also encouraged to provide  permission in re-licensing their work under free licenses like  CC-BY/CC-by-SA licenses so that some of their content becomes available  online and fill the large gap in online availability of Odia books to  some extent.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;“Last year, the Wikimedia community in Odisha did a remarkable job in  bringing in as many as 141 books from multiple authors relicensed under  the above mentioned licenses. We, as an institution, played a role in  reaching out to many authors and convincing them for a small  contribution to the society,” said the Centre for Internet and Society’s  Programme Officer Subhashish Panigrahi.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;“There is a great dearth of Odia books online. I try to buy some time  from personal and office time to continue my contribution. I started  from an all time Odia classic ‘Chhamana Athaguntha’ by Fakir Mohan  Senapati,” said Pankajmala Sarangi, the most active contributor to the  project.&lt;/p&gt;
