Centre should partner local communities in 'Digital India': Expert

The central government needs to partner communities at the grassroots level and integrate the country's vernacular component to make the Digital India initiative a success, an expert said here Friday.

The blog entry originally published by IANS was mirrored in Zee News on January 9, 2015. T.Vishnu Vardhan was quoted.

"Whatever money it (Centre) is spending on culture, heritage conservation and preservation etc., it is always a very centralised activity.

"It is very, very essential to partner local communities," T. Vishnu Vardhan, programme director (Access to Knowledge), The Centre For Internet and Society, Bengaluru, told IANS here.

Vardhan was attending the 10th anniversary celebrations of Athe Bengali Wikimedia community at the Jadavpur University here.

Aiming to turn the country into a digitally empowered society and knowledge economy, the Narendra Modi government has envisaged the Rs.1 lakh crore Digital India project.

Global IT giant Microsoft and Google have offered to help with the programme.

Vardhan said that while going forward with the project, the Centre must integrate the vernacular components. Else it will be restricted to Delhi and metro cities. Access to culture on digitised platforms should not be limited, he observed.

"The current government talks about Digital India. But when you talk about digital India, the key thing that one needs to take into consideration is not the India but the Bharat -- the vernacular imagination of India, the regional imagination of India.

"Otherwise whatever grand plans they have will only be limited to Delhi and other metropolitan cities," said Vardhan.

He suggested that the central government take note of examples like Wikipedia's regional language domains to further the Digital India project.

"Wikipedia or wikisource where you put up the original prints source in digitised form and make it searchable... these are the examples that the government should look at because these are done with the help of local volunteers who come from the remotest regions," said Vardhan.

Subhashish Panigrahi is an educator and open source activist based in Bangalore, India. He is currently working at the Centre for Internet and Society's Access To Knowledge program where he builds partnership with universities, language researchers, and GLAM organizations.

The blog post by Jen Wike Huger was published on the website of OpenSource.com. It can be read here.

Their goal is to bring more scholarly and encyclopedic content under free licenses. During his work at the Wikimedia Foundation's India Program, Subha was involved in designing community sustaining and new contributor cultivation models.

For his effort to share and spread open source far and wide, this year he was awarded a 2015 Opensource.com People's Choice Award.

His most recent articles include: Digitize any book in the public domain, on his work to with Indian poetry important to the culture. Books and more are relicensed to Creative Commons, about news from the Wikimedia Foundation. Mozilla brings Indian communities together, about the Indic FirefoxOS L10n Sprint 2014. And, Open access platform to save the Odia Indian language, on his work to preserve his native culture.

The Basics

Name: Subhashish Panigrahi ("Subha")

Opensource.com username: psubhashish

Location: India (Bengaluru and Odisha)

Occupation/Employer/Position: Programme Officer, Centre for Internet and Society

Favorite open source tool or application: Audacity

Favorite Opensource.com channel: Education

Open up to us

I was away from home for my studies and was longing to read and write more in my native language of Odia. That led me to co-found eOdissa.com, a portal to tell stories to the rest of the world about my language, history, and cultural heritage. I was a sporadic editor on Wikipedia; anonymously since 2006. Then, in 2011, I was introduced to editing for Odia Wikipedia by my mentor Shiju Alex and friend Asutosh Kar.

That was my entry point to the free software movement. And it was a trap I could never get out of!

I thankfully began a full-time job with the Wikimedia Foundation in 2012 for its India Program. The program is now housed with their Indian movement partner, Centre for Internet and Society, under the Access To Knowledge program. I work in the Bengaluru office but mostly travel to work with the communities. I work on building capacity for the Indian language Wikimedia communities, building institutional partnerships for long term outreach engagement, negotiating with publishers and copyright holders to bring more content relicensed under Creative Commons licenses, and taking part in policy level discourses around open access and enforcing free software for governance.

What open tools and data help you get things done?

For my day job, I solely rely on Wikimedia Stats to collate data related to Wikimedia projects. I use some Python programming, jQery.ime, and JavaScript for other data-related work. But, I am a people's man and my interaction is mostly with humans rather than tools.

What do you wish were more open?

GLAM (galleries, libraries, archives and museums) and many other cultural institutions have historically been the keepers of cultural knowledge. But I see possessiveness in not opening up their archival for public consumption. I wish more policy level negotiations and open collaborations were happening to open up cultural data.

What are the biggest challenges to openness that you encounter, either at work or in your life?

Community and its growth. Working in a developing nation with historical, cultural, economic, and political hindrances pulls volunteerism down. It's is a huge challenge for me. Tapping into many existing networks and communities, and leveraging ongoing activities for the betterment for the free and open source movement, is something I am struggling for.

Why choose the open source way?

I would like to quote a good friend and activist Michelle Thorne who says, "Human civilization has everything free and open from the beginning, but slowly the problems of restriction start beginning." Furthermore filmmaker Nina Paley says, "Knowledge is not created by us, rather shared by us."

If we are here to share knowledge, why to restrict its free flow?

An International Conclave of Odia Language

The Odia language traces its roots back to 4th Century BC. Odisha was the first state to be carved out as a separate state on the basis of the language. The dawn of 20th February 2014 was a proud moment for all Odias as Odia language was accorded the ‘Classical language’ status of our country and occupied the 6th position. This achievement was due to the relentless effort of many scholars and activists. Now it becomes the responsibility of all the Odias to preserve, propagate and carry forward the legacy of the Odia language which is spoken by around 40 million people in India and around 45 million people globally. We will see that a day will come when it will be used as the first language in all government offices for official communications.

THE INTELLECTS, a forum of progressive individuals and intellectuals in Delhi, believes it as an utmost duty and responsibility to promote Odia identity in India and abroad. In its bid to impart our language to Pravasi Odias living in and around Delhi, THE INTELLECTS is on a missionary zeal. It has started its mission called “ASA SIKHIBA AMARI BHASHA” in National Capital region.

And now, the forum in association with SHRI JAGANNATH MANDIR, TYAGRAJNAGAR is organizing a two days conclave, on 20th & 21st February 2015, to celebrate the 1st anniversary of Classical status to Odia language & the World Mother tongue Day with a special focus on our mother tongue Odia.

The Event

International Conclave of Odia Language:
The event will be a two days festival showcasing the Odia identity in the national Capital and bringing some best minds of the country to discuss on various issues of immense need on language and culture of Odisha. Around 200 eminent people from across the world including many renowned experts from various walks of life are the invited speakers.

It will be our proud privilege to have you with us for the occasion.
With Kind Regards

How to write differently for different Telugu digital platforms - awareness session to Indu Gnana Vedika

Different digital platforms require a different style of writing based on nature, ethos, and audience of the platform. Without which writer and piece of writing can only find rejections and deletions.

On June 9th, CIS-A2K Community advocate, and Telugu Wikipedia Admin Pavan Santhosh took a session which aimed to improve writing abilities on various digital platforms to members of Indu Gnana Vedika, who earlier collaborated with A2K to release and digitize their books in Wikisource. On 22 June 2014, CIS-A2K conducted an event to re-license 10 books into CC license and Training on Tewiki to members of Indu Gnana vedika. Later Indu Gnana Vedika members started digitizing those books in Telugu Wikisource & Creating articles about Indu Gnana Vedika books and other aspects in Telugu Wikipedia.

Telugu Wikipedia admins found many of those articles are not notable to be in Telugu Wikipedia, notified and discussed. The event was designed to provide a better idea to interested members of the organization about varying styles of different digital platforms like Telugu Wikipedia, e-Magazines, Websites, etc., and help them to choose various platforms to contribute according to the subject they wanted to write.

Pavan demonstrated various aspects that needed to look into while writing such a piece like the ethos of the platform, target audience, etc., 5 participants from Indu gnana vedika along with Indusri Ushasri participated in this event.

Improving Telugu Village Articles

Telugu wikipedians on 6 October 2016 held a discussion on improving the quality of Telugu articles. The event was organized by IIIT, Hyderabad, CIS-A2K and OpenGeo.

A possible collaboration between Wikipedia and free and open source enthusiasts and environmental groups was explored at the meeting. Subodh Kulkarni and Pavan Santhosh made a presentation about Wikipedia. The participants were from different groups such as SOUL (Save Our Urban Lakes), OpenGeo.org (organization that works for open source mapping) and Sweccha (organization working to expand free software movement in Telangana and Andhra Pradesh).

Prof. Madhav Gadgil moderated a discussion on how these organizations could collaborate for different Wikimedia projects. The discussion primarily revolved around improving ongoing Telugu village articles.

Prof. Gadgil stressed on compiling articles using reliable and verifiable sources. He also urged the participants to upload geo-tagged photos to Commons especially photos of lakes of which the authorities have denied existence. The discussion also focused on the synergy between OpenGeo and Wikipedia.

Post-lunch, Prof. Gadgil delivered a lecture on “Human Knowledge: An Evolutionary Perspective in IIT”. Prof. Gadgil explained that the next big leap in evolution of human knowledge is free knowledge in which everyone can contribute and utilize which was Wikipedia. He urged the scholars and students to contribute to Wikipedia which is the future for knowledge society.

Telugu and English wikipedians including Vinay, Lubna Sarwath, Undavalli Ravikumar, Raju and many more participated in the event.

India’s Indigenous Languages Drive Wikipedia’s Growth

Despite accommodating the world’s second largest English-speaking population behind the United States, it is India’s indigenous language speakers that are creating and consuming the content that is driving Wikipedia’s growth on the subcontinent.

Note: We have published only portions where CIS has been mentioned and T. Vishnu Vardhan, Programme Director, Access to Knowledge has been quoted. The complete post by Mahesh Sharma was published in TechCrunch on August 6, 2013, you can read it here.

The Wikimedia Foundation last year issued a <del>$40,000</del> $440,000 grant to the Bangalore-based Centre for Internet and Society (CIS), which, along with the local Wikimedia chapter, has trained almost 2,500 Indians how to edit and create content in their local languages.

Last September, CIS targeted ten tongues — Assamese, Bengali, Gujarati, Hindi, Kannada, Malayalam, Marathi, Odia, Punjabi and Telugu — and started working with India’s Wikimedia chapter, responsible for coordinating the local volunteer efforts, to boost the amount of local language content being created on a range of websites including, Wikipedia, Wiktionary, and WikiCommons.

CIS said that between September 2012 and April 2013 the number of page views increased by almost four million.

While the program has had an impact, director T. Vishnu Vardhan admitted there were some ominous findings. After CIS stopped supporting the Assamese Wikipedia in January 2013, the 20 active editors all but left the site.

“The decline over the last three months also alerts us to the possibility of building dependencies on the program, which is a concern that we need to address going forward,” Vishnu said. ”We need to ensure this community and new people are sustained, that we engage them keep and them interested by showing them the excitement of being part of open knowledge building.”

Ultimately, Vardhan hopes this capacity building exercise will spark a self-fulfilling cycle of local Wikipedia content production and consumption. These reach of these tools is growing as last month, mobile operator Aircel and Wikimedia India announced that subscribers could freely access m.wikipedia.org, available in 19 Indian languages, from their mobile phones

4 tips for DIY makers

I started learning stencil printing and hand lettering this year, and became quite enthralled with it. These age old techniques really add something special to postcards, which I usually send to myself, my wife, and my friends while traveling.

The article was published in Opensource.com on November 18, 2016

Of course, I started considering how I could make the artwork from these postcards open to others.

First, I take a picture of the postcard and upload it to Wikimedia Commons under a free license, usually Creative Commons Share-Alike 4.0 or CC BY-SA 4.0 International. These two licenses allow anyone to use the image of my artwork for both non-commercial and commercial purposes, modify and remix them. And uploading to Wikimedia Commons puts my artwork in a place where many people will see it.

Sometimes, I capture the postcard-making process as well, and upload those images to Wikimedia Commons.

If you're considering making your DIY project open, here are four main considerations:

1. To share or not to share?

Deciding whether to share your craft project or image might be an easy "sure, why not?" but you may be wondering "but, is it useful to others?"

My opinion is that yes, everything you make could be interesting to others, so why not make it open? There is certainly something in every maker activity that is worth sharing publicly. When I was making a stamp that was quite special and personal, and I did not want the whole world to see it because it was personal, but I did capture the stamp carving process for others to see. You might want to ask around friends and other people in any maker community you are part of. Also, try asking yourself what really would matter to other people so that you can share only useful outcomes and tips rather than sharing everything.

2. Choosing a license

I wrote about three tips for sharing your work online. And there are many other resources out there, including Creative Commons and GitHub.

A simple rule of thumb is: Except content that clearly indicates the work is released under a free license, or that the copyright has lapsed and the work is in the Public Domain, you can assume content is not freely/liberally licensed.

3. Where to share

There is almost a platform to share anything these days. Most popular multimedia platforms support Creative Commons-licensed works, like YouTube and Vimeo for video, Flickr for images, Medium for writing, Jamendo for music, and many more. Wikimedia Commons, mentioned above, is a sister project of Wikipedia and the world's largest multimedia repository; it allows original works to be uploaded and shared by Copyright holders and others of works like images (.jpg, .png, .gif), presentations (.pdf), videos (.webm and .ogv), and audio files (.ogg).

Know of more places to share works? Let us know in the comments.

4. Meet birds of feather and exchange ideas

There are tons of global and local events that bring people of all maker interests under a single roof.

An event that I love is Mozilla's Maker Party. I have been to one in my city of Bengaluru, India and can guarantee it is lots of fun!

Events like this help connect you with other makers who live nearby.

Tell us about your experience

I hope these tips have helped. Do you have other tips to share? Leave us a comment.

Changing the typographic landscape of a country: one letter at a time

My interest in designing typefaces in Indian scripts grew out of years of disappointment with the way most Hindi books I came across looked. Apart from a few exceptions, they looked like poor cousins of English books. Whether it was a children’s story book or a novel or magazine, there was usually the same drab typeface.

The blog post by Pooja Saxena was published in Storyweaver on December 1, 2016.

Some letters didn’t look like what we were taught in school, on others the matras (vowel marks) didn’t arch at the right places. Overall, the books and the letters inside them had an air of neglect. They looked old and completely unexciting. When I first learned that designing typefaces was a real job, I thought here was the opportunity to change all that.

Cambay, Devanagari typeface designed by Pooja Saxena for Google Fonts

Changing the typographic landscape of a country as diverse as India is not a one-woman job, but every now and then a project comes by that has the potential to make a small difference. Two years ago, as a result of a conversation with Subhashish Panigrahi, the Access to Knowledge programme at the Centre for Internet and Society commissioned a Ol Chiki typeface family. The Ol Chiki script, about which I knew precious little at the time, is used to write the language Santali, which is spoken by over six million people in India and its neighbouring countries. At the time that we started working on this project, there was no Unicode compliant typeface available in the script, making it impossible for it to be used on computers and cellphones, and online in a consistent and future-proof way. We hoped to change that by designing a small, but useful typeface family (it comes in regular, bold and italics) along with input methods and keyboard layouts that would allow a person to type Ol Chiki text easily.

Guru Gomke, Ol Chiki typeface designed by Pooja Saxena with research inputs from Shubhashish Panigrahi, for the A2K Programme at the Centre for Internet and Society.

This project was especially challenging because not only was Ol Chiki a completely unfamiliar script to me and Subhashish, but there was limited material available for us to consult. While designing a typeface in a script one reads and/or writes, or is at least familiar with, one’s experience with those letters can act as a guide. By writing them and seeing them printed in different fonts, in many people’s handwriting — some good, some bad — and on hand painted signs, one develops an instinct for identifying which parts of a letter make it recognisable. That way we know what parts of the letter can be exaggerated, and what others can be played down without compromising legibility. For an unfamiliar script, this visual vocabulary and the traditionally correct way of writing letters must be learned. Manuscripts, printed documents, handwriting manuals and samples, metal type, linguistic information about the script, feedback from native readers — all form parts of a puzzle that needs to be put together to design a competent typeface.

The story of Ol Chiki script is fascinating. The script is less than a century old, and was devised by Pandit Raghunath Murmu, who wanted to create a script that could accommodate all the features of the Santali language — something that the scripts used to write Santali so far had failed to do. Legend has it that he based the design of the letters on objects commonly found in the everyday environment of the Santals. Even though the script was created between 1920 – 1940, the Santal community has many myths about how it was created. One says that the script came to be at the time when the Earth itself was created, another says that the script was given as a divine gift to a learned man, Pandit Raghunath Murmu. It is after Pandit Raghunath Murmu, who is reverentially called Guru Gomke, that the Ol Chiki typeface that I designed was named. You can find out more about the Ol Chiki typeface and input methods project here.

Custom lettering for the Tamil branding of the Coovum Art Festival, designed by Pooja Saxena

If you’re interested in Indian type design and le ering, consider following the work of these exceptional designers — Noopur Datye, one of the co-founders of type design collective, Ek Type, who has designed custom typefaces TV channels like LifeOK; Kimya Gandhi, who is partner at Mota Italic, and recently designed an inventive Devanagari handwriting font; or Lipi Raval, whose flamboyant Gujarati typeface Mogra is a complete head-turner.

Student Wikimedians at Andhra Loyola College, Vijayawada formatted and proof-read more than 1,900 folios in Telugu Wikisource during the last few weeks of November (2016). Each day, a group of twenty students uses the lab facility provided by the college after regular classes to make necessary formatting changes and fix spelling mistakes in the folios of books available in Telugu Wikisource. Till date, the student Wikipedians have proofread eight books.

The work was initiated and supported by CIS-A2K members who organized a proofreading workshop of the Bible Bhashya Samputavali Volume 06 on Telugu Wikisource in Andhra Loyola College during 18 to 20 November 2016. During the workshop, Telugu Wikimedian Gullapalli Nageswara Rao (User:Nrgullapalli), along with CIS-A2K community advocate Pavan Santhosh helped students to learn about the process of digitizing book in Telugu Wikisource and other formatting aspects involved. In this event, nearly twenty students picked up the skills required to proof-read a book as well as the formatting techniques in Telugu Wikisource. Some students had also started to proof-read three other books that are currently available in Telugu Wikisource.

This event also marked great effort and accomplishment of promoting gender balance and diversity in local community events — as the organizers and institution successfully assured a minimum 50% female participation rate throughout the three days. CIS-A2K member Ting-Yi Chang also gave a short introduction to the participants about the issue in Wikipedia (media) Gender Gap. Students who had previous Wikipedia editing experience at the ALC were also invited to the session, rendering around thirty female audience. The presentation included small brainstorm activities for students to discuss reasons behind the gender asymmetry online and on Wikipedia/media projects, as well as how we as community members can make a difference to help women feel more welcomed.

A follow-up Wikisource session was conducted on 25 and 26 November 2016 for students to learn about the remaining steps in digitization and the OCR tool. Thanks to encouragement and motivation given by Principal Rev. Fr., Dr. Peter Kishore, staff members Prof. Siva Kumari, and Dr. K. Sekhar, the student Wikipedians had started to contribute to Wikisource after class for at least a couple of hours every day. These events and accomplishments show remarkable efforts and dedication from both student Wikimedians and the institutional partner.
