Wikimedia contributor shares his Linux story

Computers have fascinated me since childhood, but my first encounter—like many others—was not with Linux. For me, it was with Microsoft Paint. Then, many years later in 2011, it was my Wikipedia mentor, Shiju Alex, who introduced me to Linux. Since then, it's been my life!

If I recall correctly, Ubuntu 10.04.4 LTS (Lucid Lynx) was my first distro. It was different, light, and fun. And, I would often switch back to Windows for something, then back to Ubuntu. The smoothness—and having a virus-free environment—was wonderful and enticed me to continue on with Linux. Unlike today, Ubuntu was not a graphic-rich distro at the time. I was coding less than I am today, so I was working more with editing images using GIMP and Inkscape.

Later in 2011, I was in Mumbai for the Wiki Conference India hackathon and got stuck on some jQuery code. I asked someone to help, so he picked up my Windows-based office notebook to look at the code. That person was noted academician and Wikipedian Bob Cummings. After a minute, he looked at me and said, "You are in the wrong OS, boy." On my personal laptop, I was using Linux to create the logo for Odia Wikipedia v.2.0, which is used for Odia Wikipedia, so I defended myself saying, "This is my work computer." He quickly responded, "Well you're in the wrong job, my dear friend."

That conversation stuck with me, and is one I'll never forget because Bob shook me with a feeling that that there exists a better world outside mine. If I am not a part of that, then I am missing something big.

So, in 2012, I joined the Wikimedia Foundation's India Program and moved to New Delhi. That exposed me to more free software activists, and of course Linux advocates. My job demanded me to meet more people; both virtually and in real spaces. I would often bump into someone talking about free software and Linux or someone recommending a specific software program to better do a job without bothering much if a Mac or Windows version is available or not. And slowly, that black window with white text, of the Linux terminal, became home. I worked on fixing bugs with an input method, and I was already working under the guidance of fellow Wikimedian Junain PV, which helped me create a fresh new input method on MediaWiki. While designing manuals and handouts for new contributors, though Adobe tools were favorite because of the easiness in use, I enjoyed the perfect rendering of South Asian language scripts in Linux based tools.

My Wikipedia mentor, Shiju Alex, was part of my transformation. He is a great free software enthusiast and encouraged me to use Linux again when I had lost the desire! Then, I installed Virtual Box on my Macbook and a lot of free and open source software like LibreOffice, GIMP, Inkscape, and my favorite, Audacity.

Today, I use Ubuntu 14.04.2. At work, my colleagues Sunil Abraham and Rahimanuddin Shaik are a resorvoir of inspiration. The difference with Linux is there is a feeling of contributing something back to the hand that feeds you.

OCR and OER – update

After working for a while at the Wikimedia Foundation’s India Program he is currently at the Centre for Internet and Society‘s Access To Knowledge program. He works primarily in building partnership with universities, language research and GLAM (Gallery, Library, Archive and Museums) organizations for bringing more scholarly and encyclopedic content under free licenses, designs outreach programs for South Asian language Wikipedia/Wikimedia projects and communities. He wears many other hats: Editor for Global Voices Odia, Community Moderator of Opensource.com, and Ambassador for India in OpenGLAM Local. Google’s OCR and its use by Wikimedians in South Asia

Some time back on the OCR project support network, Google had announced that the Google drive could be used for Optical Character Recognition (OCR). The software now works for over 248 world languages (including all the major South Asian languages). Though the exact pattern of development of the software is not clear, some of the Wikimedians reported that there is improvement over time in the recognition of their native languages Malayalam and Tamil. The recent encounter has been with a simple, easy to to use and robust software that can detect most languages with over 90% accuracy.

The OCR technology extracts text from images, scans of printed text, and even handwriting to some extent, which means that the text can be extracted pretty much from any old book, manuscript, or image. This certainly brings hope to most Indian languages as there is a lot to digitize. Most of the major Indian languages have plenty of non-digitized literature and the existing OCR systems are not as good as Google when so many languages are concerned as a whole.

Google’s OCR engine is probably using aspects of Tesseract, an OCR engine released as free software, or OCRopus, a free document analysis and optical character recognition (OCR) system that is primarily used in Google Books. Developed as a community project during 1995-2006 and later taken over by Google, Tesseract is considered one of the most accurate OCR engines and works for over 60 languages. The source code is available on GitHub.

The OCR project support page offers additional details on preserving character formatting for things like bold and italics after OCR in the output text.

When processing your document, we attempt to preserve basic text formatting such as bold and italic text, font size and type, and line breaks. However, detecting these elements is difficult and we may not always succeed. Other text formatting and structuring elements such as bulleted and numbered lists, tables, text columns, and footnotes or endnotes are likely to get lost.

The user-end interaction of the OCR software currently is rather simple. The user has to upload an image of the scan in any image format (.jpg, .png, .gif, etc.) or PDF to the Google Drive. Upon completion of the uploading, opening the file in Google Drive shows both the image and the converted text in the same document.

One of the most popular free and open digitization platforms, Wikisource currently hosts hundreds or thousands of free books which are either out of copyright or under Creative Commons licenses (CC-by or CC-by-SA) allowing users to digitize.

While OCR works quite well for Latin based languages, many other scripts do not get OCRed perfectly. So, the Wikisourcers (Wikisource contributors) often have to type the text.

Thus the new Google OCR might be useful both for the Wikisource community and many others who are in the mission of digitizing old text and archiving them.

Pervasive Technologies: Working Document Series – Updated Research Methodology – Applying the Actor Network Theory to Competition Law and Standard Essential Patent Litigation in India

This document lays out the updated research methodology for the paper on competition law issues around standard essential patent litigation in India.

In New Delhi, as in Fascist Milan or Nazi Berlin, the individual is lost; the scale is not human but super human; not national, but super-national: it is, in a word, Imperial.[1]

Twenty plus years later, written after he was awe-struck by the grandeur of the Rashtrapati Bhawan in New Delhi, Dalrymple’s delightful choice of words on the similarities between Lutyen’s Delhi and Speer’s Nuremberg[2] rather aptly describe today’s globalized narrative of intellectual property (“IP”) rights determination and ownership. The process of determination of standards applied in mobile devices, claims of IP ownership in these standards and the subsequent enforcement (globally) of these IP claims are all instances of this narrative.

The increasingly global nature of both – innovation and intellectual property has been well documented by researchers over the years and needs no further exploration in this article. This article will seek to examine how this narrative influences (either overtly or covertly) the application of competition law to the regulation of standard essential patents (SEPs) in India. More specifically, this article seeks to study the role of various human and non-human actors involved were competition law to be considered as a potential solution to the matter of SEP litigation in India.

This article examines four research questions. First, how does the globalized narrative of intellectual property influence the determination of standards around mobile devices, their IP protection, licensing and enforcement? Second, what are the important competition law issues in SEP litigation in the United States of America (“USA”) and the European Union (“EU”), and how have regulators (the Federal Trade Commission (“FTC”) and the European Commission (“EC”) respectively) and courts in these jurisdictions addressed these issues? Third, what are the critical issues in SEP litigation and competition law in India and how do they compare with similar questions in other jurisdictions? Fourth, could solutions and methodology from the FTC and the EC be applied to SEP competition law matters in India?

In this effort, this article will employ Bruno Latour’s Actor-Network Theory[3] (“ANT”) as the primary research methodology, supplemented where needed by others including comparative research and case studies. A detailed approach into discussing the (above) research questions has been discussed below.

Question one - how does the globalized narrative of intellectual property influence the determination of standards around mobile devices, their IP protection, licensing and enforcement?

This question primarily seeks to explain the determination SEPs on standards through International Standard Setting Organizations (“SSOs”) and the subsequent obligation on members of the SSOs to licence these SEPs on a Fair, Reasonable and Non Discriminatory (“FRAND”) basis.

Applying the ANT, this question will identify both human and non-human actors and that play a role internationally, in the determination of SEPs and their licensing. Illustratively, these actors include the SSOs, multinational corporations that are members of the SSOs, the FRAND licences and the contracts/terms of reference between the SSOs and their member corporations. In order to address this question, the author will refer to academic writing and other literature explaining the role of various actors and the international nature of the standard setting process. Networks that these actors share with each other and the possible influences to the determination of international standards will be studied. This question will explore the international IP environment, and the power of various actors that have an influence on IP norm setting, and attempt to locate the power of these various actors in their network setting.

Question two - what are the important competition law issues in SEP litigation in the USA and the EU, and how have regulators (the FTC and the EC respectively) and courts in these jurisdictions addressed these issues?

This question will study the competition law issues arising from the international determination of standards and the cross-border assertion and enforcement of intellectual property rights discussed in the previous question. This question will also study how (first, whether) courts and regulators have attempted to address some of the competition law issues.

Also applying the ANT, this question will identify various actors involved in competition law litigation around SEPs before the FTC, EC and the courts in the USA and the EU. Illustratively, these include the parties to the litigation, the regulator (whether the FTC or the EC), the court and the legal principles employed. Further applying the ANT, this question will also study how the various actors relate to one another, as a result of their connections within this network, i.e., the litigation, and other connections in other networks (for instance, the position of the parties in certain markets).

Under this research question, select a case study method will be employed to select cases from each jurisdiction. The most important cases pertaining to competition law questions will be studied. These are yet to be identified.

Question three - what are the critical issues in SEP litigation and competition law in India and how do they compare with similar questions in other jurisdictions?

This research question will seek to map the global context around SEP litigation (discussed above) to specific cases in India. In doing so, the author will study the two SEP disputes in India with competition law implications – the Ericsson and Micromax dispute and the Ericsson and Intex dispute; based on information available in the public domain. While there are other pending disputes around SEPs in India, they do not involve the Competition Commission of India (India’s market regulator), and hence are outside the scope of this article. Through a study of these cases, questions of competition law will be identified. Such questions may be either those as a result of the direct application of the Competition Act, 2000 or certain actions taken by the courts with competition law implications (for instance, granting ex-parte interim injunctions).

Having identified competition law issues in SEP litigation in India, the author will then employ the comparative research methodology to trace similar issues in international SEP litigation, discussed under the previous research question. What the author is most interested in locating is the position of the actors in domestic as well as international SEP litigation. Specifically, it is submitted that characters in the domestic litigation also trace back to the context of global IP norm setting; some of them more directly than others. For instance, multinational corporations are directly involved in IP norm setting and are a party to domestic disputes. Further, domestic regulators may seek to draw inferences or apply commonly understood international legal principles, thus invoking more international actors. This phase will attempt to distill the uniqueness of India in the narrative of global IP ownership around SEP litigation.

Question four- what are the challenges for competition regulation of SEPs in India; do principles and methodology from the FTC/ EU and courts present solutions to these challenges?

In this question, the author deliberates the challenge of competition regulation for SEPs in India and whether the approach of international regulators and courts could serve as a roadmap to address these issues.

In answering this question, the author will trace India’s specific location in global competition. The tensions between differently situated actors and the networks that they form will be examined. Some comparisons will be made to illustrate how the relationship of international jurisdictions (mainly the USA and the EU) with international multinational corporations that are a party to litigation differs from that of India. Legal traditions and institutions in India will be used to understand what legal possibilities are available for using competition regulation to regulate SEPs. This includes specifically the levers in competition law such as abuse of dominance as well as the nature of the competition regulator and the role that it identifies for itself. One might also consider the relative ‘youth’ of the competition regulator as a factor in laying down legal principles, the constraints it imposes on itself as well as a tension between the market regulator and the courts. This phase will also attempt to make a case for IP regulation within India’s existing culture of engaging with the public interest in intellectual property regulation.

Having examined global IP norm setting in SEPs, international and domestic issues around SEP litigation and the network of actors involved in these proceedings, in concluding this article, the author seeks to illustrate how actors and networks in the SEP-competition set-up derive power from each other; and how the location of an actor within a network is likely to influence law and regulation. Tracing this location will then in turn be useful in determining what solutions would best address the matter of competition regulation for SEPs in India.

September 2015 Bulletin

We are happy to share with you the ninth issue of the Centre for Internet and Society (CIS) newsletter (September 2015). It has been a significant month for public debates on the digital future of governance, citizenship, and economy in India, led by conversations around the draft National Encryption Policy, the Aadhaar number as a basis for provision of welfare services, the investigation of Google for potential abuse of market dominance by the Competition Commission of India, and the Guidelines for Examination of Computer Related Inventions released by the Indian Patents Office. We were busy engaging with these issues, and more.

Internet Researchers' Conference (IRC) 2016 - Studying Internet in India
With great excitement, we are announcing the beginning of an annual conference series titled Internet Researchers' Conference (IRC), the first edition of which is to take place in Delhi during February 25-27, 2016 (yet to be confirmed). We invite you to propose sessions for the conference by Sunday, November 15, 2015.

Highlights

CIS sent an Open Letter to Prime Minister Narendra Modi during his US visit, requesting him to urge USA to ratify the Marrakesh Treaty. During the month, NVDA team organized training programmes for the visually impaired at Kullu, Bangalore and Ranchi. Nehaa Chaudhari in a blog post laid out a series of research questions, potentially seeking to apply actor-network theory as a research methodology. Recently, the Indian Patents Office released the Guidelines for Examination of Computer Related Inventions (“2015 Guidelines/ Guidelines”) in an attempt to clarify examination of software related patents in India. Anubha Sinha analysed the 2015 Guidelines. Read on to understand how the new guidelines will potentially lead to an increase in software patenting activity by expanding the scope of patentable subject matter – in negation of the legislative intent of section 3(k) of the Indian Patents Act, 1970. As a part of its content donation initiative, CIS has brought Nadustunna Charithra magazine under CC BY SA licence. CIS-A2K has received 74 issues as of now from the Telugu Jaati foundation. Sunil Abraham’s article titled Hits and Misses with the Draft Encryption Policy was published in The Wire on September 26, 2015. Vidushi Marda in a blog post titled Data Flow in the Unique Identification Scheme of India analysed the data flow within the UID scheme and highlighted the vulnerabilities at each stage. Vanya Rakesh in a blog post titled Human DNA Profiling Bill 2012 v/s 2015 Bill has analysed the Human DNA Profiling Bill introduced in 2012 with the provisions of the 2015 Bill. CIS sought information from ICANN on their revenue streams by sending them a second request under their Documentary Information Disclosure Policy. This request and their response have been described in a blog post by Aditya Garg. CIS has submitted a joint proposal with DataMeet and Oorvani for the Knight News Challenge 2015. We are proposing the development of "an application for users to search for locally-relevant data, discuss missing data, demand data, explore and respond to data demands by others, and start data crowd-sourcing exercises." CIS made its submission on CCWG-Accountability 2nd Draft Proposal on Work Stream 1 Recommendations to ICANN's CCWG-Accountability. Pranesh Prakash, on behalf of CIS, submitted comments to the Department of Telecom Panel’s report on net neutrality via MyGov. Prakash states that the report displays a far better understanding of the underlying issues than the TRAI consultation paper did, and is overall a good effort at balancing the different sides. Shyam Ponappa’s monthly column titled More on Those Dropped Calls was published by Business Standard.

The second one (Wikipedia) under a grant from the Wikimedia Foundation is for the growth of Indic language communities and projects by designing community collaborations and partnerships that recruit and cultivate new editors and explore innovative approaches to building projects.

Contestations of Data, ECJ Safe Harbor Ruling and Lessons for India

The European Court of Justice has invalidated a European Commission decision, which had previously concluded that the 'Safe Harbour Privacy Principles' provide adequate protections for European citizens’ privacy rights for the transfer of personal data between European Union and United States. The inadequacies of the framework is not news for the European Commission and action by ECJ has been a long time coming. The ruling raises important questions about how the claims of citizenship are being negotiated in the context of the internet, and how increasingly the contestations of personal data are being employed in the discourse.

The European Court of Justice (ECJ) has invalidated a European Commission (EC) decision¹ which had previously concluded that the 'Safe Harbor Privacy Principles'² provide adequate protections for European citizens’ privacy rights³ for the transfer of personal data between European Union and United States. This challenge stems from the claim that public law enforcement authorities in America obtain personal data from organisations in safe harbour for incompatible and disproportionate purposes in violation of the Safe Harbour Privacy Principles. The court's judgment follows the advice of the Advocate General of the Court of Justice of the European Union (CJEU) who recently opined⁴ that US practices allow for large-scale collection and transfer of personal data belonging to EU citizens without them benefiting from or having access to judicial protection under US privacy laws. The inadequacies of the framework is not news for the Commission and action by ECJ has been a long time coming. The ruling raises important questions about how increasingly the contestations of personal data are being employed in asserting claims of citizenship in context of the internet.

As the highest court in Europe, the ECJ's decisions are binding on all member states. With this ruling the ECJ has effectively restrained US firms from indiscriminate collection and sharing of European citizens’ data on American soil. The implications of the decision are significant, because it shifts the onus of evaluating protections of personal data for EU citizens from the 4,400 companies⁵ subscribing to the system onto EU privacy watchdogs. Most significantly, in addressing the rights of a citizen against an established global brand, the judgement goes beyond political and legal opinion to challenge the power imbalance that exists with reference to US based firms.

Today, the free movement of data across borders is a critical factor in facilitating trade, financial services, governance, manufacturing, health and development. However, to consider the ruling as merely a clarification of transatlantic mechanisms for data flows misstates the real issue. At the heart of the judgment is the assessment whether US firms apply the tests of ‘necessity and proportionality’ in the collection and surveillance of data for national security purposes. Application of necessity and proportionality test to national security exceptions under safe harbor has been a sticking point that has stalled the renegotiation of the agreement that has been underway between the Commission and the American data protection authorities.⁶

For EU citizens the stake in the case are even higher, as while their right to privacy is enshrined under EU law, they have no administrative or judicial means of redress, if their data is used for reasons they did not intend. In the EU, citizens accessing and agreeing to use of US based firms are presented with a false choice between accessing benefits and giving up on their fundamental right to privacy. In other words, by seeking that governments and private companies provide better data protection for the EU citizens and in restricting collection of personal data on a generalised basis without objective criteria, the ruling is effectively an assertion of ‘data sovereignty’. The term ‘data sovereignty’, while lacking a firm definition, refers to a spectrum of approaches adopted by different states to control data generated in or passing through national internet infrastructure.⁷ Underlying the ruling is the growing policy divide between the US and EU privacy and data protection standards, which may lead to what is referred to as the balkanization⁸ of the internet in the future.

US-EU Data Protection Regime

The safe harbor pact between the EU and US was negotiated in the late 1990s as an attempt to bridge the different approaches to online privacy. Privacy is addressed in the EU as a fundamental human right while in the US it is defined under terms of consumer protection, which allow trade-offs and exceptions when national security seems to be under threat. In order to address the lower standards of data protection prevalent in the US, the pact facilitates data transfers from EU to US by establishing certain safeguards equivalent to the requirements of the EU data protection directive. The safe harbor provisions include firms undertaking not to pass personal information to third parties if the EU data protection standards are not met and giving users right to opt out of data collection.⁹

The agreement was due to be renewed by May 2015¹⁰ and while negotiations have been ongoing for two years, EU discontent on safe harbour came to the fore following the Edward Snowden revelations of collection and monitoring facilitated by large private companies for the PRISM program and after the announcement of the TransAtlantic Trade and Investment Partnership (TTIP).¹¹ EU member states have mostly stayed silent as they run their own surveillance programs often times, in cooperation with the NSA. EU institutions cannot intervene in matters of national security however, they do have authority on data protection matters. European Union officials and Members of Parliament have expressed shock and outrage at the surveillance programs unveiled by Snowden's 2013 revelations. Most recently, following the CJEU Advocate General’s opinion, 50 Members of European Parliament (MEP) sent a strongly worded letter the US Congress hitting back on claims of ‘digital protectionism’ emanating from the US¹². In no uncertain terms the letter clarified that the EU has different ideas on privacy, platforms, net neutrality, encryption, Bitcoin, zero-days, or copyright and will seek to improve and change any proposal from the EC in the interest of our citizens and of all people.

Towards Harmonization

In November 2013, as an attempt to minimize the loss of trust following the Snowden revelations, the European Commission (EC) published recommendations in its report on 'Rebuilding Trust is EU-US Data Flows'.¹³ The recommendations revealed two critical initiatives at the EU level—first was the revision of the EU-US safe harbor agreement¹⁴ and second the adoption of the 'EU-US Umbrella Agreement¹⁵'—a framework for data transfer for the purpose of investigating, detecting, or prosecuting a crime, including terrorism. The Umbrella Agreement was recently initialed by EU and US negotiators and it only addresses the exchange of personal data between law enforcement agencies.¹⁶ The Agreement has gained momentum in the wake of recent cases around issues of territorial duties of providers, enforcement jurisdictions and data localisation.¹⁷ However, the adoption of the Umbrella Act depends on US Congress adoption of the Judicial Redress Act (JRA) as law.¹⁸

Judicial Redress Act

The JRA is a key reform that the EC is pushing for in an attempt to address the gap between privacy rights and remedies available to US citizens and those extended to EU citizens, including allowing EU citizens to sue in American courts. The JRA seeks to extend certain protections under the Privacy Act to records shared by EU and other designated countries with US law enforcement agencies for the purpose of investigating, detecting, or prosecuting criminal offenses. The JRA protections would extend to records shared under the Umbrella Agreement and while it does include civil remedies for violation of data protection, as noted by the Center for Democracy and Technology, the present framework does not provide citizens of EU countries with redress that is at par with that which US persons enjoy under the Privacy Act.¹⁹

For example, the measures outlined under the JRA would only be applicable to countries that have outlined appropriate privacy protections agreements for data sharing for investigations and ‘efficiently share’ such information with the US. Countries that do not have agreements with US cannot seek these protections leaving the personal data of their citizens open for collection and misuse by US agencies. Further, the arrangement leaves determination of 'efficiently sharing' in the hands of US authorities and countries could lose protection if they do not comply with information sharing requests promptly. Finally, JRA protections do not apply to non-US persons nor to records shared for purposes other than law enforcement such as intelligence gathering. JRA is also weakened by allowing heads of agencies to exercise their discretion to seek exemption from the Act and opt out of compliance.

Taken together the JRA, the Umbrella Act and the renegotiation of the Safe Harbor Agreement need considerable improvements. It is worth noting that EU’s acceptance of the redundancy of existing agreements and in establishing the independence of national data protection authorities in investigating and enforcing national laws as demonstrated in the Schrems and in the Weltimmo²⁰ case point to accelerated developments in the broader EU privacy landscape.

Consequences

The ECJ Safe Harbor ruling will have far-reaching consequences for the online industry. Often, costly government rulings solidify the market dominance of big companies. As high regulatory costs restrict the entrance of small and medium businesses the market, competition is gradually wiped out. Further, complying with high standards of data protection means that US firms handling European data will need to consider alternative legal means of transfer of personal data. This could include evolving 'model contracts' binding them to EU data protection standards. As Schrems points out, “Big companies don’t only rely on safe harbour: they also rely on binding corporate rules and standard contractual clauses.”²¹

The ruling is good news for European consumers, who can now approach a national regulator to investigate suspicions of data mishandling. EU data protection regulators may be be inundated with requests from companies seeking authorization of new contracts and with consumer complaints. Some are concerned that the ruling puts a dent in the globalized flow of data²², effectively requiring data localization in Europe.²³ Others have pointed out that it is unclear how this decision sits with other trade treaties such as the TPP that ban data localisation.²⁴ While the implications of the decision will take some time in playing out, what is certain is that US companies will be have to restructure management, storage and use of data. The ruling has created the impetus for India to push for reforms to protect its citizens from harms by US firms and improve trade relations with EU.

The Opportunity for India

Multiple data flows taking place over the internet simultaneously and that has led to ubiquity of data transfers o ver the Internet, exposing individuals to privacy risks. There has also been an enhanced economic importance of data processing as businesses collect and correlate data using analytic tools to create new demands, establish relationships and generate revenue for their services. The primary concern of the Schrems case may be the protection of the rights of EU citizens but by seeking to extend these rights and ensure compliance in other jurisdictions, the case touches upon many underlying contestations around data and sovereignty.

Last year, Mr Ram Narain, India Head of Delegation to the Working Group Plenary at ITU had stressed, “respecting the principle of sovereignty of information through network functionality and global norms will go a long way in increasing the trust and confidence in use of ICT.”²⁵ In the absence of the recognition of privacy as a right and empowering citizens through measures or avenues to seek redressal against misuse of data, the demand of data sovereignty rings empty. The kind of framework which empowered an ordinary citizen in the EU to approach the highest court seeking redressal based on presumed overreach of a foreign government and from harms abetted by private corporations simply does not exist in India. Securing citizen’s data in other jurisdictions and from other governments begins with establishing protection regimes within the country.

The Indian government has also stepped up efforts to restrict transfer of data from India including pushing for private companies to open data centers in India.²⁶ Negotiating data localisation does not restrict the power of private corporations from using data in a broad ways including tailoring ads and promoting products. Also, data transfers impact any organisation with international operations for example, global multinationals who need to coordinate employee data and information. Companies like Facebook, Google and Microsoft transfer and store data belonging to Indian citizens and it is worth remembering that the National Security Agency (NSA) would have access to this data through servers of such private companies. With no existing measures to restrict such indiscriminate access, the ruling purports to the need for India to evolve strong protection mechanisms. Finally, the lack of such measures also have an economic impact, as reported in a recent Nasscom-Data Security Council of India (DSCI) survey²⁷ that pegs revenue losses incurred by the Indian IT-BPO industry at $2-2.5 billion for a sample size of 15 companies. DSCI has further estimated that outsourcing business can further grow by $50 billion per annum once India is granted a “data secure” status by the EU.²⁸ EU’s refusal to grant such a status is understandable given the high standard of privacy as incorporated under the European Union Data Protection Directive a standard to which India does not match up, yet. The lack of this status prevents the flow of data which is vital for Digital India vision and also affects the service industry by restricting the flow of sensitive information to India such as information about patient records.

Data and information structures are controlled and owned by private corporations and networks transcend national borders, therefore the foremost emphasis needs to be on improving national frameworks. While, enforcement mechanisms such as the Mutual Legal Assistance Treaty (MLAT) process or other methods of international cooperation may seem respectful of international borders and principles of sovereignty,²⁹ for users that live in undemocratic or oppressive regimes such agreements are a considerable risk. Data is also increasingly being stored across multiple jurisdictions and therefore merely applying data location lens to protection measures may be too narrow. Further it should be noted that when companies begin taking data storage decisions based on legal considerations it will impact the speed and reliability of services.³⁰ Any future regime must reflect the challenges of data transfers taking place in legal and economic spaces that are not identical and may be in opposition. Fundamentally, the protection of privacy will always act as a barrier to the free flow of information even so, as the Schrems case ruling points out not having adequate privacy protections could also restrict flow of data, as has been the case for India.

The time is right for India to appoint a data controller and put in place national frameworks, based on nuanced understanding of issues of applying jurisdiction to govern users and their data. Establishing better protection measures will not only establish trust and enhance the ability of users to control data about themselves it is also essential for sustaining economic and social value generated from data generation and collection. Suggestions for such frameworks have been considered previously by the Group of Experts on Privacy constituted by the Planning Commission.³¹ By incorporating transparency in mechanisms for data and access requests and premising requests on established necessity and proportionality Indian government can lead the way in data protection standards. This will give the Indian government more teeth to challenge and address both the dangers of theft of data stored on servers located outside of India and restrain indiscriminate access arising from terms and conditions of businesses that grant such rights to third parties.

Transformaking 2015 brought together makers, scientist, hackers, bricoleurs, researchers, artists, designers and other interdisciplinary practitioners from across the globe in a series of Residency and Research Program, Symposium, Exhibition, Fair, and Satellite Projects. It was held from August 10 to September 20, 2015. Transformaking 2015 was organized by HONF Foundation & CATEC (Culture Arts Technoloy Empowerment Community) in partnership with the Centre for Internet & Society (CIS), Common Room, Crosslab, and Nicelab.

More information on the event can be accessed on this website. I presented a talk Open Spectrum and Open Science – Policy and Future Opportunities. I was also a speaker in a panel Encouraging Innovations through Communication and Open Source Culture with fellow panelists Tom Rowlands (Future Everything), Gustav Hariman (Common Room, Bandung) and Colette Tron (Alphabetville) and moderated by Sachet Manandhar of Karkhana Labs, Nepal.

As with many other societies, Indonesia has a distinct maker culture that goes back centuries. The rise of collective movements in the network culture following the digital revolution — with associated terms such as DIY (do-it-yourself), DIWO (do-it-with-others), open source, maker and hacker spaces — only reinvigorates and replicates traditional production practices at the grass-roots level: verbal passing of knowledge both vertical (between generations) and horizontal (among community members), voluntary communal division of labour, inventiveness to overcome limited infrastructures, driven by the need to find solutions for a better life rather than personal profit. Our forefathers were the genuine makers.

The burgeoning maker movement has been receiving growing recognition as it demonstrates great potential to address concerns and provide innovative solutions at a local, citizen level where established socio-political systems fail. As the makers and associated maker culture come into contact with large industries, they run the risk of being reduced into commodities. A critical attitude is essential to keep the maker movement genuine with lessons from our forefathers in mind and catalyze practices create solutions and sustainable implementations in a process of transformative making — or Transformaking.

The summit aimed to:

Create a forum for all stakeholders to discuss views, practices, questions, and issues in the realm of critical making movement
Exhibit projects that create tangible, transformative solutions at a citizen level
Produce usable tools and define dissemination strategies for catalyzing local transformations globally

The following is a note on the Conception of the Summit:

Conception of the Summit - Why 'Transformaking'?

The act of Making is not new, and has been an ongoing process over centuries of mankind, ever since the invention of Neanderthal tools, the wheel, cultural artifacts and practices, to the modern day space shuttle and modes of communication. Today’s networked knowledge society is catalyzing and affecting the process of Making and knowledge production in interesting ways by mediating the co-located and instantaneous access, dissemination and sharing of information amongst people across vast distances.

The notion of free labour accompanying a rising participation in the gift economy of network culture, is loaded with words such as DIY, Open Knowledge, Open Data, Free & Open Source, that blurs the lines of distinction between production & consumption, labour & cultural expression, and has transcended both the puritan new left movement on one hand and the neo-liberal free market ideology on the other.

There has evidently been a marked shift in the site of labour — from the factory to society, that autonomists have called ‘the social factory’ which challenges the very notion of capitalism from the inside. In Pierre Lévy’s own words — A shift from the Cartesian model of thought based on the singular idea of cogito (I think) to a collective or plural cogitamus (we think), seems to be the unifying goal represented by various models and spaces for thinking such as Makercultures, Think Tanks, Maker Movements, Maker Labs & Hacker/Maker Spaces.

This change in the process of making and knowledge production is further underlined by contextualized maker activity geared towards fueling change, thereby challenging traditional modes of production and consumption, creative and cultural expression, structures of societal organization, ownership, access, intellectual property and copyright regimes, models of participative democracy, citizen science and civic governance in a process of Transformative Making or –what we call – ‘Transformaking’.

Transformaking: The International Summit on Critical and Transformative Making 2015 shall bring together makers, hackers, bricoleurs, educators, researchers, theorists, artists and designers to:

A Symposium to self reflect, debate and put forth views with regards to their respective practices and dissect various complexities and questions that surround the areas of Critical and Transformative Making.
An Exhibition on Critical Making featuring completed and contextualized projects and productions.
Produce a tangible outcome, of the first International Summit, that focuses on collating diverse views, practices and usable tools along with strategizing modes of academic publication and dissemination for furthering meaningful local transformations, globally.

CIS Participated in T20 Mumbai, Regional Consultation Meeting, October 19, 2015

This is the first time that a T20 event, which is a series of preparatory meetings towards G20 summits, is taking place in India. Sumandro Chattapadhyay represented CIS in this consultation, and was a discussant in the session on Technology, Services, and Skills.

"On 19 October 2015, over 50 experts from foreign and Indian think tanks, business leaders from India, and government representatives from the G20 countries will gather at Gateway House in Mumbai to discuss issues of global economic governance and foreign economic policy at India’s first Think20 (T20) meeting. The keynote address for the meeting, “Global Economy and Challenges for Multilateral Policies” will be delivered by Dr. Raghuram Rajan, Governor, Reserve Bank of India. This is a Think-20 (T20) regional consultation meeting. The G20 is a multilateral forum comprising the world’s 20 major economies, and is recognized as the “premier global economic governance platform”. This year, Turkey is the president of the G20 forum (2015). The T20 is an official sub-forum of the G20 process, responsible for contributing ideas and research to the G20 on global economic issues.

The T20 Mumbai event will be co-hosted by Gateway House, in collaboration with the leading Turkish think tank – Economic Policy Research Foundation of Turkey (TEPAV). TEPAV is the official Turkish Think Tank responsible for coordinating the activities of the T20 in 2015 with think tanks from all the G20 member countries.

India will join the T20 group for the first time, by hosting the meeting in Mumbai, and Gateway House is honoured to initiate this select event. Observations and recommendations from the dialogue will be officially submitted to the Turkish G20 presidency, and incorporated into the discourse for the G20 Leaders Summit scheduled for 15-16 November, 2015, Antalya, Turkey."

This meeting is significant for India: it reinforces India’s role as a key participant in multilateral economic fora and contributor of solutions for global economic issues...

Participants will include Gateway House members comprising business leaders and individuals from India. The Indian government will be represented by the Ministry of Finance, Ministry of External Affairs, the Reserve Bank of India, and EXIM Bank. Diplomatic representation is expected from G20 countries, SAARC countries and several multilateral financial institutions.

The sessions will commence with a keynote by Dr. Raghuram Rajan, Governor, Reserve Bank of India, followed by a joint think tank and business session on the impact of geopolitics and business. Starting at noon will be five working sessions for the think tank experts to discuss a range of global economic issues under the G20 mandate such as global trade and investments, inclusive business models, financing sustainable infrastructure and building skills for a technology and services-driven economy."

The problem of creating meaningful and sustainable employment opportunities in today's technology-mediated global economy is not simply one of skill-enabling the existing and emerging workforce to take part in the growing service sector.
It is crucial to recognise that the contemporary growth of service sector in economies across countries is being fundamentally shaped by access to technology, and access to information and services via technological devices and networks.
A key barrier to effective access to technology in the developing world is the rent-seeking business strategies that permeate global technological industries: from technologies of communication, to those of agriculture, to those of medicine.
Apart from removing such barriers, global and national strategies towards skill development for achieving meaningful and sustainable employment must focus on two things: 1) enabling self-learning through open educational resources, and public infrastructures supporting the same, and 2) a broad-based national innovation system that incentivises businesses to create and effectively use intellectual properties, as appropriate for the local context.
Skill-enabling of new entrants to the labour market (or existing one) must not be understood in terms of special purpose vocational training, that is narrow education for presently existing job opportunities. Neither can online self-learning programmes succeed without building public infrastructures for social learning.
Various recent commentators, most famously The Economist, have flagged the ineffectiveness, and even negative impacts, of the global intellectual property rights regime. An effective and democratic national innovation system must neither treat innovation in a sector-specific manner, nor as a general strategy driven by the needs of particular industries in a particular stage of their development of operations and IP ownership.
Skilling of the existing and emerging workforce must enable them to take part in the global knowledge economy, and its technological basis, in a holistic way.
Openness in policy-making and collaborative implementation, not only between public and private agencies but also between public agencies, are absolutely essential for the success of any such initiative to develop skills of the national workforce.

Information Disorders and their Regulation

The Indian media and digital sphere, perhaps a crude reflection of the socio-economic realities of the Indian political landscape, presents a unique and challenging setting for studying information disorders.

In the last few years, ‘fake news’ has garnered interest across the political spectrum, as affiliates of both the ruling party and its opposition have seemingly partaken in its proliferation. The COVID-19 pandemic added to this phenomenon, allowing for xenophobic, communal narratives, and false information about health-protective behaviour to flourish, all with potentially deadly effects. This report maps and analyses the government’s regulatory approach to information disorders in India and makes suggestions for how to respond to the issue.

In this study, we gathered information by scouring general search engines, legal databases, and crime statistics databases to cull out data on a) regulations, notifications, ordinances, judgments, tender documents, and any other legal and quasi-legal materials that have attempted to regulate ‘fake news’ in any format; and b) news reports and accounts of arrests made for allegedly spreading ‘fake news’. Analysing this data allows us to determine the flaws and scope for misuse in the existing system. It also gives us a sense of the challenges associated with regulating this increasingly complicated issue while trying to avoid the pitfalls of the present system.

Commemorating Ulo Senthamizh Kodai (1945 - 2024): A Luminary of Tamil Open Knowledge Movement

With deep sorrow, we announce the passing of Ulo Senthamizh Kodai (December 22, 1945 – February 1, 2024), a distinguished technologist, author, academician, and prolific contributor to the Tamil Wikipedia community.[1] Born on December 22, 1945, in the village of Puducherrypalli in Thiruvallur district, Tamil Nadu, India, He devoted his life to engineering, science, and promoting scientific knowledge in Tamil.

Ulo Senthamizh Kodai earned his Bachelor's degree in Electrical Engineering from Guindy Engineering College and a Master's degree from PSG College of Technology in Coimbatore. His illustrious 33-year career at the Tamil Nadu Electricity Board included earning a Ph.D. He authored the acclaimed book "Makkal Ariviyal Ilakkiyam: Nokkum Pokkum" and received the Tamil Nadu Government's award for best book in engineering and technology in 2007.

Passionate about Tamil Nadu's science and technology history, Ulo Senthamizh Kodai contributed extensively to scientific vocabulary in Tamil. He served on the editorial board of the Bharathidasan University Journal of Science and Technology and significantly contributed to the Tamil Virtual Academy's glossary of technical terms.

In addition to academia, He was a luminary in the Tamil Wikipedia community, starting his contributions in 2014. He created over 2000 articles and had an edit count of 28513 in Tamil Wikipedia, focusing mainly on scientific articles. He was actively involved until his final days, participating in discussions and editing articles until January 29, 2024.

Ulo Senthamizh Kodai leaves behind a legacy continued by his son Vanchi. His impact on Tamil science and the Wikipedia community is immeasurable, with notable contributions to projects like the 100 WikiDays and the Tamil Teachers' Articles Cleanup Drive.

Members of the Tamil Wikipedia community mourn his passing. Fellow Wikipedian Mahalingam noted, "The passing of Ulo Senthamizh Kodai is a great loss to us all." Former colleague Jambulingam remembered his dedication and encouragement, while longtime contributor K. Murthy recalled Ulo Senthamizh Kodai's resilience despite physical challenges.

Ulo Senthamizh Kodai's contributions were recognized with accolades, including featuring on the main page of Tamil Wikipedia in 2016 and various barnstars and medals from fellow Wikipedians.

As we bid farewell to Ulo Senthamizh Kodai, we remember him not only for his significant contributions to Tamil science and Wikipedia but also for his unwavering dedication to knowledge, education, and the Tamil language. His passing leaves a void in the community, and he will be dearly missed.

Using the Wikimedia sphere for the revitalization of small and underrepresented languages in India

This report explores opportunities within the Wikimedia movement and projects to help revitalise small and underrepresented languages in India and provide recommendations to CIS’s Access to Knowledge team in furthering this effort. The report is mainly based on a roundtable conversation on Digital Access in Bhubaneswar with a diverse range of backgrounds and professions, including independent researchers, representatives from non-profit organizations, retired government officials, Wikimedia contributors (both Odia and Santali), ecological activists, directors of research institutes, consultants, and journalists. This was organized by the Access to Knowledge team of CIS in collaboration with Vasundhara, Bhubaneswar.

This strategic note discusses a broad program idea of offering barrier-free open access to resources in various underrepresented languages in India.

Languages spoken in the Republic of India belong to several language families, the major ones being the Indo-Aryan languages spoken by 78.05% of Indians and the Dravidian languages spoken by 19.64% of Indians. Languages spoken by the remaining 2.31% of the population belong to the Austroasiatic, Sino–Tibetan, Tai–Kadai, and a few other minor language families and isolates. According to the People's Linguistic Survey of India, India has the second highest number of languages (780), after Papua New Guinea (840). Ethnologue lists a lower number of 456.

The UNESCO endangerment classification is as follows:

Vulnerable: most children speak the language, but it may be restricted to certain domains (e.g., home)
Definitely endangered: children no longer learn the language as a 'mother tongue' in the home
Severely endangered: language is spoken by grandparents and older generations; while the parent generation may understand it, they do not speak it to children or among themselves
Critically endangered: the youngest speakers are grandparents and older, and they speak the language partially and infrequently
Extinct: there are no speakers left

North-East India is home to more than 200 languages, out of which 82 are listed as Vulnerable, 63 as Definitely Endangered, 6 as Severely Endangered, 46 as Critically Endangered and 6 as Extinct (The Guardian Dataset). Arunachal Pradesh is the state with the highest number of languages, with as many as 66 languages spoken there, while West Bengal has the highest number of scripts, nine, and around 38 languages.

The state of Odisha has 62 Scheduled Tribes who speak as many as 74 dialects. Their ethos, ideology, worldview, value orientations and cultural heritage are rich and varied. Odisha has the unique distinction of having 93 different Scheduled Caste communities spread over 30 districts and 314 blocks of the state having different dialects. Apart from the languages of the North-East and the state of Odisha, there are several other languages all over India that deserve better representation on the Internet. While a handful of these languages enjoy status and visibility as official languages of the states and thereby hold some currency as widely spoken languages in their linguistic territories, there are many more languages that do not have speakers counting beyond a few hundred. Examples include the Bellari language (Spoken in Karnataka by 1000 speakers), the Toda language (Spoken in Tamil Nadu by 1600 speakers) and the Naiki language (Spoken in Maharashtra by 1500 speakers). What these languages do share in common with the languages of the North-East mentioned earlier is that they all lack free and open source knowledge and data.

Some of these languages are the official languages of the states and are widely spoken in this region. On the other hand, some of the languages have a few hundred native speakers. However, irrespective of the size of the native population or official status of the language, they all lack free and open source knowledge & data.

These languages show a range of marked cross-linguistic features which pose several interesting questions to Linguistic theories and speech processing research. Moreover, the close geographical proximity of these languages makes them vulnerable to changes in multiple linguistic levels, making these languages an excellent resource to study language change. Despite this, these languages severely lack digital preservation. One of the major reasons that contribute to the lack of resources is the difficulty in human access to some of the areas in these regions. Moreover, with English and Hindi being used as a lingua franca in these regions, the actual number of speakers proficient in their native language is much fewer than the number shown in the census reports. This makes it more important than ever to initiate a preservation process which does not primarily depend on fieldwork while also increasing the presence of the language in the digital sphere.

As language technologies advance and more sophisticated tools are built using Artificial Intelligence, the divide between low resource languages and others is likely to get even larger as a common prerequisite of these advanced systems is the existence of a large amount of digital data. Low resource languages are at a risk of being left behind.

Research on these languages by researchers are mostly conducted by collecting data personally, which causes a huge hindrance to the research process, as most of it remains as a private collection or published in closed journals. Moreover, data collection through fieldwork is particularly challenging in this region due to the restricted access to most of the disturbed areas.

The goal of this program is to facilitate the study of these languages by making existing resources discoverable and building open-source structured datasets and tools using the Wikimedia sphere to enrich the language research landscape of small and underrepresented Indian languages.

Role of CIS-A2K

To design and commission relevant research studies in collaboration with language communities to define the premises of the program. The plan is to work with languages which are being written in single or multiple scripts in the pilot phase.
To develop strategies regarding the integration of language datasets with Wikimedia projects
Skill building of volunteers and community leaders in Wikimedia projects
Structure of local knowledge to be compiled for contribution
To identify the specific Wiki projects such as Wikipedia, Wikimedia Commons, Wikidata, Lingua Libre etc to build the archives of these languages
Designing outreach and knowledge dissemination processes
To develop partnerships with other academic, social, cultural and research institutions in the language sector for the sustainability of the project
Material support - Sound recorders, microphones, hard discs, laptop, scanner, internet hardware
Financial support - Remuneration of intern/fellow, internet data recharge

Specific objectives

Empowering the communities by enhancing digital literacy and connecting them with the world of knowledge and people outside.
Revitalizing/enriching the languages by increasing their use, coverage and depth using technological interventions.
Creating an ecosystem for developing language learning resources and tools; particularly, in the context of the New Education Policy.
Enabling scholars and researchers to overcome the challenge of finding appropriate data and expanding the knowledge on these languages.
By using the Wikimedia sphere, the infrastructural and technological support is secured, so that these languages are able to function in the digital world.

It is important to realise that these objectives can introduce new dynamics into other spheres of activity, such as education and the development of language.

Methodology

Our target languages broadly belong to two sets:

Languages which are primarily spoken in various states of India and have some or no digital presence on the internet.
Endangered languages which have extremely limited or no digital presence.

Survey of ongoing work

Several individuals and institutions are working on languages across the globe. There are significant initiatives in India also to revitalise the small languages in the digital sphere. Some of these are listed in the reference section at the end. An exhaustive survey of all such efforts will be done to map the present status as well as a listing of stakeholders. The target languages for A2K’s future work and the potential collaborators will also be identified through these exercises.

Digital Dictionary Making

A dictionary is a vital resource for any language learning. The idea of collaborative dictionaries using platforms like Wiktionary or Wikidata Lexemes eliminates the need for expert lexicographers and terminologists and rather follows the method in which the users enter data as new entries, definitions, and so on, and the same is reviewed by editors, once published. An offline e-dictionary application using this dataset could be developed to overcome the problem of sparse internet connectivity where the user is only expected to download & install the application once and use the dictionary offline at any moment.

Data Acquisition Strategies

Leveraging Crowdsourcing using LinguaLibre for the creation of Speech CorporaGiven the scarcity of text and speech corpora for these low-resource languages, the main potential source for dataset creation is by crowdsourcing.
Using Optical Character Recognition techniques -

The digitisation of texts in the public domain would be done and made available freely by uploading them on Wikimedia projects. The digital copy will be made machine-readable using Optical Character Recognition (OCR).

Edit-a-thon to improve Kannada-language science-related Wikipedia articles

A three-day Kannada Wikipedia edit-a-thon was conducted for science lecturers of institutions who gathered at the District Institute of Education and Training (DIET), Bengaluru this August 18. The idea of this event was to improve science-related articles that are part of the Government of Karnataka's high school syllabus.

During the span of three days the lecturers were taught about basics of Kannada Wikipedia, editing policies, Kannada input, creating and editing articles on Kannada Wikipedia, and they all participated in contributing to about 20 articles science-related article based on topics listed in the high school syllabus (as per the Karnataka state syllabus). Some of the lecturers who were first-timers faced problems with Kannada typing where most others took some time to understand the Wikipedia markup and citations. As this was the first iteration of the project, two more edit-a-thons will follow; one in November 2015 and another one in February 2016. We invite all Kannada Wikimedians to join and mentor these new Wikimedians.

Highlights

Researchers at Work programme has published a book titled Digital Activism in Asia Reader exploring in detail digital activism in Asia. The Reader was edited by Nishant Shah, P.P. Sneha, and Sumandro Chattapadhyay with support from Anirudh Sridhar, Denisse Albornoz, and Verena Getahun. The pre-publication drafts of two sections written by Sumandro Chattapadhyay for the third volume (2000-2010) of the Asia Internet History series edited by Prof. Kilnam Chon have been posted for open-review process. As part of the 'Studying Internets in India' series, RAW published blog entries on Governing Speech on the Internet and Mock-Calling - Ironies of Outsourcing and the Aspirations of an Individual. NVDA team conducted a workshop at Jeevan Jyoti School for the Blind, Varanasi from August 26 to 28, 2015. Eighty five students and 13 teachers took part in the training programme. NVDA team had conducted another workshop earlier in Nashik. The workshop was conducted in June. A batch of 17 Special Educators and teachers of the blind attended the workshop. Maggie Huang, Arpita Sengupta and Paavni Anand as part of the Pervasive Technologies project co-authored a research paper that seeks to compare the publicly available information on the websites of music collective management organizations ("CMOs") operating within India, the United States, and the United Kingdom. Amulya Purushothama, Nehaa Chaudhari and Varun Baliga in a blog entry have delved into the question of what the mandate of the Sectoral Innovation Council is, what its activities are, and what vision for IPR development in India has it put forth. An RTI Application has been filed by CIS to attain information on these issues. In a blog post, Amulya Purushothama announced our new MHRD IPR Chair Series and has charted the sequence of events, starting from the establishment of MHRD IPR Chairs, to discussions surrounding their purpose and functioning, to concerns surrounding the lack of information about the IPR Chairs, the first round of RTIs that CIS had filed in regard to this and the responses it solicited. Subhashish Panigrahi interviewed Prateek Pattanaik. Prateek has not just digitized as many as 54 Odia-language poetry dating early 18th century but has also annotated, both poetic and prosaic translation in his blogs "Sri Jagannatha" and "Utkal Sangeet". He has also published a complete book "Kisora chandranana champu" on Odia Wikisource. A recent entrant into the Odia Wikimedia community, Prateek is also the youngest Odia Wikimedian. Rohan George and Elonnai Hickok in a blog post analyzed consent, big data and data protection that examines in detail why the principle of consent is providing us increasingly less of an aegis in protecting our data. Elonnai Hickok, Vipul Kharbanda and Vanya Rakesh on behalf of CIS submitted a clause-by-clause comments on the Human DNA Profiling Bill that was circulated by the Department of Biotechnology on June 9, 2015. Sunil Abraham, Elonnai Hickok and Tarun Krishnakumar co-authored an article titled Security: Privacy, Transparency and Technology. The article was published by Observer Research Foundation, Digital Debates 2015: CyFy Journal Volume 2. Elonnai Hickok in a blog post titled A Review of the Policy Debate around Big Data and Internet of Things has done an analysis as to how regulators and experts across jurisdictions are reacting to Big Data and Internet of Things. The Supreme Court of India has deemed it fit to refer the question of the very existence of a fundamental right to privacy to a Constitution Bench to finally decide the matter, and define the contours of such right if it does exist. Vipul Kharbanda analyses this in a blog entry. Experts and regulators across jurisdictions are examining the impact of Big Data practices on traditional data protection standards and principles. This will be a useful and pertinent exercise for India to undertake as the government and the private and public sectors begin to incorporate and rely on the use of Big Data in decision making processes and organizational operations. Elonnai Hickok has provided an initial evaluation of how Big Data could impact India's current data protection standards. Elonnai Hickok has provided a comparison of Human DNA Profiling Bill 2012 vs. the Human DNA Profiling Bill 2015, CIS's main recommendations vs. the 2015 Bill, Sub-Committee Recommendations vs. the 2015 Bill, and the Expert Committee Recommendations vs. the 2015 Bill. CIS submitted its comments to the non-paper on the UNGA Overall Review of the Implementation of the WSIS outcomes, evaluating the progress made and challenges ahead. In a policy brief, Vipul Kharbanda has analyzed the different laws regulating surveillance at the state and central level in India and calls out ways in which the provisions are unharmonized. The brief then provides recommendations for the harmonization of surveillance law in India. Hardnews interviewed Sunil Abraham about the future of the internet in India. The article was published in their August edition. Shyam Ponappa in an Op-ed published by Business Standard has given an analysis on the reasons of the number of dropped calls on our mobile phones.

Accessibility and Inclusion

Under a grant from the Hans Foundation we are doing a project on developing text-to-speech software for 15 Indian languages. The progress made so far in the project can be accessed here. The project on creating a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India got over and the compilation has been printed.

ಉಜಿರೆಯಲ್ಲಿ ಎಸ್.ಡಿ.ಎಮ್. ಸ್ವಾಯತ್ತ ಕಾಲೇಜಿನಲ್ಲಿ ಗುರುವಾರ ಪತ್ರಿಕೋದ್ಯಮ ವಿಭಾಗದ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ವಿಕಿಪಿಡಿಯಾ ಬರವಣಿಗೆ ಬಗ್ಗೆ ಮಾಹಿತಿ ನೀಡಿ ಅವರು ಮಾತನಾಡಿದರು.

ಗೂಗಲ್‍ನಲ್ಲಿ ಯಾವುದೇ ಮಾಹಿತಿ ಇರುವುದಿಲ್ಲ. ಮಾಹಿತಿ ಎಲ್ಲಿ ಸಿಗುತ್ತದೆ ಎಂದು ಮಾತ್ರ ಅದು ಸೂಚಿಸುತ್ತದೆ. ಯಾವುದೇ ಪ್ರಕರಣ ಘಟಿಸಿದ ತಕ್ಷಣ ವಿಕಿಪಿಡಿಯಾದಲ್ಲಿ ಅದು ನವೀಕರಣ ಆಗುತ್ತದೆ.

2001ರಲ್ಲಿ ಅಮೇರಿಕಾದಲ್ಲಿ ಪ್ರಾರಂಭಗೊಂಡ ವಿಕಿಪಿಡಿಯಾ ಪ್ರಪಂಚನದ 290 ಭಾಷೆಗಳಲ್ಲಿ ಲಭ್ಯ ಇದೆ. 2003ರಲ್ಲಿ ಕನ್ನಡದಲ್ಲಿಯೂ ವಿಕಿಪಿಡಿಯಾ ಬರವಣಿಗೆ ಪ್ರಾರಂಭವಾಗಿದೆ. ವಿದ್ಯಾರ್ಥಿಗಳು ಸಂಶೋಧನಾ ಪ್ರವೃತ್ತಿ ಮತ್ತು ಕೌಶಲ ಬೆಳೆಸಿಕೊಳ್ಳಬೇಕು ಎಂದು ಸಲಹೆ ನೀಡಿದ ಅವರು ವಿಕಿಪಿಡಿಯಾ ಬಳಕೆಯಿಂದ ನಮ್ಮ ಭಾಷೆ ಮತ್ತು ಶೈಲಿ ಸುಧಾರಣೆಯಾಗುತ್ತದೆ. ಮಾಹಿತಿ ಸಂಗ್ರಹದೊಂದಿಗೆ ಕ್ರೋಢೀಕರಣ ಮತ್ತು ಉಲ್ಲೇಖವೂ ಅಗತ್ಯ ಎಂದು ಅವರು ಹೇಳಿದರು.

ಪತ್ರಕರ್ತರು ನಿರಂತರ ಅಧ್ಯಯನಶೀಲರಾಗಿ ಮಾಹಿತಿ ಸಂಗ್ರಹಿಸಬೇಕು. ಭಾಷೆ ಬಳಸಿದಾಗ ಅದು ಬೆಳೆಯುತ್ತದೆ ಹಾಗೂ ನಮ್ಮ ಸಂಸ್ಕøತಿ ಉಳಿಯುತ್ತದೆ ಎಂದು ಅವರು ಅಭಿಪ್ರಾಯಪಟ್ಟರು.

ಕಾಲೇಜಿನ ಪತ್ರಿಕೋದ್ಯಮ ವಿಭಾಗದ ಮುಖ್ಯಸ್ಥ ಪ್ರೊ. ಭಾಸ್ಕರ ಹೆಗ್ಡೆ ಉಪಸ್ಥಿತರಿದ್ದರು.
