        &lt;b&gt;It gives us great pleasure to publish the second title of the CIS Papers series. This report by P.P. Sneha comes out of an extended research project supported by the Kusuma Trust. The study undertook a detailed mapping of digital practices in arts and humanities scholarship, both emerging and established, in India. Beginning with an understanding of Digital Humanities as a 'found term' in the Indian context, the study explores the discussion and debate about the changes in humanities practice, scholarship and pedagogy that have come about with the digital turn. Further it inquires about the spaces and roles of digital technologies in the humanities, and by extension in the arts, media, and creative practice today; transformations in the objects and methods of study and practice in these spaces; and the shifts in the imagination of the ‘digital’ itself, and its linkages with humanities practices. &lt;/b&gt;

&lt;h2&gt;Foreword&lt;/h2&gt;
&lt;p&gt;What different forms do digital humanities (DH) research and expertise take around the world? My colleagues and I investigated this question for our report on &lt;a href="https://www.clir.org/pubs/reports/pub168" target="_blank"&gt;&lt;em&gt;Building Expertise to Support Digital Scholarship: A Global Perspective&lt;/em&gt;&lt;/a&gt;. In some places, we struggled to find resources on local practices in DH, but fortunately in India we could draw upon the excellent work of P.P. Sneha and the Centre for Internet and Society. In a series of insightful blog posts, Sneha explored the implications of technology for humanities scholarship and surveyed digital humanities practices in India.&lt;/p&gt;
&lt;p&gt;Now Sneha has brought this work together in “Mapping Digital Humanities in India.” Rather than falling into naive boosterism or superficial critique, this report plumbs deep questions about humanistic knowledge in a digital age: What do we make of textuality in a digital environment? How might digital tools and platforms contribute to conflicts about authority? How does digital infrastructure affect how humanities research can be practiced? Sneha probes the complexities of these questions, drawing from theorists such as Benjamin, Derrida and Foucault as well as digital humanities scholars such as Franco Moretti and Patrik Svensson.&lt;/p&gt;
&lt;p&gt;From this strong theoretical foundation, “Mapping Digital Humanities in India” explores specific challenges and possibilities for DH in India, synthesizing rich interviews with a range of Indian scholars. Sneha notes that digital humanities is in an “incipient stage” in India, given the persistence of the digital divide in much of the country, the association of the term with a specific history in the Anglo-American context, and concerns about the uncritical embrace of technology. The report highlights several Indian projects that demonstrate how technology can be used to create and disseminate humanistic knowledge. Creating online resources in Indic languages poses challenges, especially inputting languages and translating between them. To create an online variorum of Nobel prize-winning author Rabindranath Tagore’s works, Bichitra had to develop a Bangla character set. Bichitra enables readers to collate texts at the level of the chapter/canto, paragraph/stanza or word. In the realm of film and video, Indiancine.ma (which archives Indian films from the pre-copyright period) and Pad.ma (which houses found and deposited audio, video, and allied materials) offer powerful annotation tools and open up the archive into a space
for interpretation and collaboration.&lt;/p&gt;
&lt;p&gt;As digital humanities scholars attempt to move past a limited, Anglo-American perspective, “Mapping Digital Humanities in India” provides a model for how we can understand local practices in DH and connect them to ongoing discussions about humanistic knowledge. Through this report, readers can navigate central issues in digital humanities, explore the Indian context, and critically examine culturally based assumptions about DH practices.&lt;/p&gt;

&lt;h2&gt;Executive Summary&lt;/h2&gt;
&lt;p&gt;In the short time span that the term ‘digital humanities’ (henceforth DH) has been around in the Indian academic landscape, it had generated much discussion and debate about the changes in humanities practice, scholarship
and pedagogy that have come about with the digital turn. What are the spaces and roles of digital technologies in the humanities, and by extension in the arts, media, and creative practice today? How has it transformed objects and
methods of study and practice in these spaces? What does it tell us about the relationship between the humanities and technology? Perhaps most importantly, what is our imagination of the ‘digital’ itself, and how does it shape
our humanities practices?&lt;/p&gt;
&lt;p&gt;These are but a few of the questions that this study on mapping key conversations and actors around the term DH tries to explore in some detail. While the study began as an attempt to understand the growing interest
around the term itself in India, its scope has extended to explore what specific contexts and conditions are in place in India that give it critical purchase. Five universities now offer various programmes in DH in India - ranging from a Master’s degree to certificate courses, and there have been several workshops, winter schools, seminars and one national level consultation over the last five years. Academic and applied practices focus on building of digital archives, film studies, game studies, textual studies, cultural heritage and critical making
to name just a few. While these efforts have managed to create a growing interest in DH, there is still a lack of consensus on what exactly constitutes the field in India. Thus, questions around definition, ontology, and method
remain pertinent, as does the need for recognition by the national academic bureaucracy.&lt;/p&gt;
&lt;p&gt;Context is another important factor here - most global narratives of DH reiterate a predominantly Anglo-American narrative that draws from a history in the field of humanities computing, as well as a crisis in higher education,
particularly in the humanities and liberal arts. The efforts to map different histories of DH in the last couple of years, seen in the emergence of fields such as postcolonial DH and feminist DH, then point to diverse locations, and more intersectional perspectives from which the discourse around the field is being shaped. This is an important opportunity to better contextualise the debates around the digital as well – where conditions and hierarchies of access and usage, transition from analogue to the digital, and the notion of ‘digitality’ itself
need to be defined and understood better. In India, with initiatives such as the Digital India programme, and the increasing push for the adoption of digital technologies in every sphere from education to governance, and now a steady push towards a digital economy, there is already a tremendous amount of investment in the idea of the digital by a diverse group of stakeholders. These advancements, and the enthusiasm, must be read within the context of a rather chequered and uneven history of the growth of science and technology in India, the advent of the internet and adoption of ICT4D, and existence of digital divides at different levels. The changing higher education system in India, and criticism around a profit-driven model of education, along with the entry of a large number of private actors in the field in the form of MOOCs and other online platforms in the last few years also contribute to this growing interest in DH, as also much of its criticism. In fact, the global discourse on DH and its
linkages with shifts in government funding has seen increasingly polarized positions, with many humanities scholars being uncertain about the political or critical stake of the field, and a concern about the its focus on certain kinds of methods and skill sets at the expense of more traditional ones.&lt;/p&gt;
&lt;p&gt;In India, the discourse around DH has largely remained within an academic context so far, although emerging creative practices in art, design and media may have been asking questions of a similar nature for some time now. These include efforts to understand changes in objects of enquiry from analogue to digitised and born digital artifacts, and the need for new methods of work and study that are necessitated by these new digital objects. The process of ‘digitisation’ itself is one fraught with several challenges, and demands a closer look – what are tools, resources and skills available for digitisation or creation of new digital cultural artifacts, and the context that facilitates their creation and active use in humanities research and practice. The ‘text’ as the
primary cultural artifact or object of enquiry in the humanities, has undergone several changes with digitisation. Working with digital texts that are fluid and networked, and most often in languages other than English bring forth
several new questions that are not only technological but also conceptual. The emergence of new digital cultural archives and online repositories, owing to the (marginally) increased access to internet and digital technologies and the growth of a culture that facilitates collecting and sharing, has greatly expanded the scope of engagement with these questions. The archive in fact forms a significant part of the discourse around DH in India - the challenges and prospects offered by digital cultural artifacts are quite diverse, ranging from modes of documentation, preservation and curation to dissemination over online spaces, and there is a need to understand these in greater detail. Infrastructure emerges as an important political and conceptual question here – while an interest in technological advancement and innovation, and the growth of a culture of free and open access to knowledge to some extent has helped facilitate work in the humanities at large, the lack of access to funding, expertise, and of course adequate, and advanced physical and technological infrastructure , such as computational methods often limits the kind of work that can be done with digital artifacts.&lt;/p&gt;
&lt;p&gt;The implications of these changes for the study and practice of humanities are several, particularly with respect to traditional methods of pedagogy and scholarship. The access to resources like Wikipedia and devices like the mobile phone have facilitated a move towards more distributed, non-hierarchical, and individualised models and practices of learning, which simultaneously are premised upon new kinds of centralisation, hierarchies, and aggregation of information. The need to develop new forms of digital pedagogy as well as creating more spaces for such conversations within and outside the academic context would be crucial here. This growth of digitally-engaged
humanities practice raises pertinent questions about how exactly the “digital turn” is transforming the humanities, its practice and politics. DH being an interdisciplinary field also offers the possibilities to engage with creative, often alternative practices that exist at the margins of mainstream academia, thus trying to encourage collaborative work across different domains of expertise. The inherited separation of disciplines, or even humanities and technology as suggested by the term DH, may then be contentious here, as it creates the
opportunity to explore a twinned history of humanities and technology.&lt;/p&gt;
&lt;p&gt;While the field of DH in India continues to develop slowly but surely, and hopefully widely, as more institutions and individuals become engaged with DH and related works, these key questions around its history, methods, and scope will continue to remain pertinent over the next years. For us at the Centre for Internet and Society, studying DH at this historical juncture when the Indian state is rushing towards embracing the “digital” provides a critical lens to understand and engage with the reconfigurations in modes and practices of arts and humanities scholarship and pedagogy in particular, and digital economies of knowledge in general.&lt;/p&gt;

    <title>Digital Native: The Dream of the Cyborg</title>

&lt;p style="text-align: justify; "&gt;The digital is not just in the future, it is the future. If we do a broad overview of where things are, we realise that almost everything we do, own, and are, is touched by digitality. Here are two short thought experiments. Look around you, think about your day, do a quick stocktaking exercise of things that you possess and communicate with, and try and think of one thing that is untouched by the digital. You realise that digital is not just the visible smart screens and computing devices. It works in insidious and networked ways to shape the world as we understand it. From the food we eat, that comes to our supermarkets, accompanied by barcodes that track it to the money that sits in our banks, and is now available only through digital transactions; from your own body that is being probed by digital health care instruments as well as its connectivity with digital objects, to the very idea of nature in the face of simulation models of climate change, we realise very quickly that the digital is now the default context of our life. The scope of digital might be uneven — there might be varying levels of access and literacy — but this is increasingly becoming the beginning point of all our realities.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Let’s do a reverse thought experiment. Look around you again, review the different processes, products and people around you, and try and find something that is purely digital and has no connection with anything that is human, natural or social. You will also arrive quickly to the conclusion that while the digital operates with agency, constructing smart things and cities, and shaping and facilitating our lives in ways that we can’t imagine, the digital is still incredibly human and social. The algorithms that can seem to be independent, still implement human visions. The robots — physical and virtual — that interact with us, are still engaging with and shaping the human factors. The purely technological is as difficult to find as the purely non-technological or natural.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;These realisations, quotidian as they are, are indicative that we live hybrid realities, where the technological and the human cannot be separated, and, indeed, it is impossible to extricate one from the other. It is easy to look at the phone in a hand and say that one is a device, the other is a hand. But the device only has meaning once it is in a hand, and the hand that is used to the comfort of that phone feels like it is missing something when the phone is removed. We live fused lives. We are getting enmeshed in visible and invisible digital networks in ways that are unprecedented. The digital future that we had once imagined, is already here.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Despite this cyborg reality, when we think of the future, we continue to make clear and discrete separations between the human and the technological. We imagine new modes of life and living, where we will either have achieved singularity, where the human self could be converted to code and thus transferred to a new body when the biological body gives up. Or, it could be a state where nanotechnological robots will be rushing through our body, cleaning, preserving and saving, making us live forever. We dream of the world being connected through unceasing data streams so that all our devices can speak to each other. This is the imagination of a hyperconnected world, where we live with the Internet of Things.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, it is good to realise that the Internet of Things is actually the Internet of Everything. It doesn’t mean that everything we see will be connected on the Internet. On the contrary, what it means is that everything that gets connected to the Internet will be considered a thing. One of the biggest challenges that the digital future poses to us, is how to understand our notions of being human. As the digital becomes the default way by which we are identified, stored, sorted, remembered, and kept alive, it becomes important to realise that as we turn digital, we turn into things. The data which was supposed to be a part of us, often becomes something that stands for us, and in some instances, replace us. What emerges with it is a new data reality, where we are represented only by things — data — that is then governed, shaped, and controlled, as a way of governing and forming the human subject. Thus, you don’t need to be killed in person — it can be done merely by deleting your data and identity from all databases, rendering you without support. Similarly, you do not need to be confined, but the data that you leak in all your everyday activities becomes a way by which you can be tracked, so that the entire world becomes your cage where you can be seen. You don’t need to necessarily have human contact, you can just connect using an algorithm, without really knowing whether the thing on the other end is human or not.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;As we celebrate the Internet of Things and a future where all things stay connected, it would be important to dwell on what happens to the human being when it also becomes a thing in this connected network.&lt;/p&gt;

    <title>Digital transitions in the newsroom: How are Indian language papers adapting differently?</title>

        &lt;b&gt;In a new report published by the Reuters Institute for the Study of Journalism and Centre for Internet and Society, Zeenab Aneez explores how Indian newsrooms are adapting their workflow and processes to cater to an increasing digital audience and the implications these changes have on how journalists produce news. &lt;/b&gt;
        &lt;p&gt;This was published on the website of the &lt;a class="external-link" href="http://blogs.lse.ac.uk/southasia/2017/01/16/digital-transitions-in-the-newsroom-how-are-indian-language-papers-adapting-differently/"&gt;London School of Economics and Political Science&lt;/a&gt; on January 16, 2017.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;Global discussions about how the rise of the Internet has impacted  journalism and news publishers has involved accounts of newspapers  stopping publication altogether, or bringing their presses to a halt in  order to direct resources to publishing solely digital content as in the  case of Newsweek or the Independent. Large newspapers like The New York  Times and The Guardian have successfully managed to transition from  print only publications to multimedia news providers, bringing out both  print and digital news but this is an ongoing and costly process.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In the Indian context however, things are a bit different, especially  with regard to Indian language newspapers whose print business remains  profitable, which positively impacts the dynamics of this transition.  For our report, we interviewed over 30 senior editors, managers and  rank-and-file journalists of three newsrooms – &lt;a href="http://www.hindustantimes.com/"&gt;Hindustan Times&lt;/a&gt;, &lt;a href="http://www.jagran.com/"&gt;Dainik Jagran&lt;/a&gt; and &lt;a href="http://www.manoramaonline.com/"&gt;Malayala Manorama&lt;/a&gt; –  to understand how large Indian newspapers are reorganising themselves to cater to the demands of the digital space.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;It has always been known than the print industry in India is still  growing and we found that this leaves big Indian newspapers in a more  comfortable position when it comes to investing in digital operations.  Contrary to our assumptions, we discovered that these newspapers are  taking aggressive steps to capture India’s growing digital audience and  while Hindustan Times’ transition is very similar to English-language  newspapers abroad, both Malayala Manorama and Dainik Jagran have adopted  approaches that are specific to their niche audience and their position  as market leaders.&lt;/p&gt;
&lt;h4 style="text-align: justify; "&gt;&lt;b&gt;Expansion rather than transition&lt;/b&gt;&lt;/h4&gt;
&lt;p style="text-align: justify; "&gt;In contrast to the Hindustan Times, which has reorganised and  equipped its existing print newsroom to do print as well as digital and  mobile journalism, both the Indian language newspapers have focused on  launching digital operations that run parallel to the print newspaper  organisation.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;This involved creating new brands (&lt;a href="http://www.jagran.com/"&gt;Jagran Online&lt;/a&gt;, &lt;a href="http://www.jagranjosh.com/"&gt;Jagran Josh&lt;/a&gt;, &lt;a href="http://www.manoramaonline.com/"&gt;Manorama Online&lt;/a&gt;),  opening up new offices and hiring new personnel geared towards putting  purely digital media products, that are not limited to news.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Sukirti Gupta, &lt;a href="http://www.mmionline.in/"&gt;CEO of MMI Online&lt;/a&gt; explains, “When we started thinking of our digital strategy, we were  not looking so much at news but asking if there are new areas of growth  as a media company and content was the first thing that seemed exciting  for us. We looked at two genres that we thought would be great – health  and education.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Jagran Online includes ten websites covering news, health,  entertainments, blogging and classifieds. Manorama Online lists fifteen  websites as part of their operations, of which about ten are news,  feature or content websites while the rest include a matrimonial site,  classifieds and portals for real estate listings and doctor’s  appointments.&lt;/p&gt;
&lt;h4 style="text-align: justify; "&gt;&lt;b&gt;Changing rhythms in the newsroom&lt;/b&gt;&lt;/h4&gt;
&lt;p style="text-align: justify; "&gt;The production and distribution of digital news content for Malayala  Manorama and Dainik Jagran is handled primarily by their respective  digital counterparts from a separate newsroom. In adopting this  approach, both newspapers have partially shielded their traditional  newsrooms from the difficulties that arise when moving from a print to a  digital newsrooms. At the same time Manorama Online and MMI Online,  which operate as start-ups within these incumbent organisations,  partially avoid the inertia that comes from their established  organisational and professional cultures. Although print reporters are  not directly involved with the digital publication, they continue to be  the primary source of news for the website and mobile applications and  have to adapt their workflow according to the demands of the online  space.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;This means that breaking news, a prominent feature of online news,  has been made a priority for all reporters. “The journalism remains the  same,” says Santosh Jacob George, Editor, Manorama Online, “the only  difference is that we have to break the news ourselves while print has  the whole day to produce the story. We’ve requested our print reporters  to file first for online, either directly into the CMS or via WhatsApp.”  At Dainik Jagran, Digital Editor Shekhar Tripathi, has the right to ask  a reporter to file the story immediately for the website. “First our  policy was print but now online is our first priority, but not at the  cost of print. If a story breaks at 8 am, it first comes to me on  WhatsApp. If I’m interested, I ask the reporter for more details and  then to file the story. Our print reporters have gotten into the habit  of filing stories online, they give us the facts first and add  perspective later,” he says.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;This change in rhythm has not come easily to the print newsrooms  which are accustomed to filing stories towards an evening deadline but  efforts by management are towards promoting a systematic collaboration  between the print and online desks. Dainik Jagran’s Chief Editor has  made digital a part of every journalist’s Key Result Area (KRA). “So  it’s not just the digital team’s responsibility but now everyone has it  in his list of duties and responsibilities to support digital,” explains  Gupta. At Malayala Manorama, a clear set of guidelines to streamline  workflow were introduced; ‘They called in senior people from print to  have detailed discussions on this and our senior editors also visited  individual bureaus and spoke to reporters there,’ informs an associate  content producer, recalling efforts to sensitise print journalists to  the demands of digital news.&lt;/p&gt;
&lt;h4 style="text-align: justify; "&gt;&lt;b&gt;Emergence of new forms of newswork&lt;/b&gt;&lt;/h4&gt;
&lt;p style="text-align: justify; "&gt;Apart from the changes in workflow, the medium demands the use of  various new tools and methods to gather, publish and distribute news.  This has resulted in the emergence of new kinds of newswork performed by  a new category of news workers. At the Hindustan Times newsroom, this  work is performed by journalists who work on the online and audience  engagement desks while at Dainik Jagran and Malayala Manorama, it is  carried out by ‘content producers’ of the digital newsrooms. Although  writers and editors for Manorama Online are journalism graduates who  have also undergone journalism training specific to MM’s writing styles  and journalistic values, they are designated as ‘content producers’ to  differentiate their role from that of print journalists. At MMI Online,  content producers do not necessarily possess prior journalistic  experience, but have experience in web content production.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;These content producers are social media savvy, have an eye for  trending topics, are acutely aware of their competition and feel  directly responsible for performance of their stories and subsequently,  revenue. “We have to be very quick and prepare keyword-stuffed, trending  news in a matter of minutes. It’s a race not just to get clicks but to  retain the audience,” informs a junior content producer at Jagran Josh.  “In print, your job [is], you write your story and you are done. With  online we are more responsible for the outcomes. A well-researched story  may not garner too many views so we have the option and the  responsibility to package and redistribute the story until it finds the  audience,” explains a senior content producer at Manorama Online.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Aside from these key observations, our interviews revealed the  increased use of audience analytics combined with the introduction of  new applications like &lt;a href="https://chartbeat.com/"&gt;Chartbeat&lt;/a&gt; and &lt;a href="http://www.parsely.com/"&gt;Parse.ly&lt;/a&gt; that analyse performance of stories and aid in editorial decision  making, the increased use of social media sites like Facebook and  Twitter as a source of news and distribution, experiments with new forms  of storytelling, especially with the use of mobile phones and a renewed  focus on hyperlocal news especially in the case of Indian-language  publications.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Our findings, which are limited to observations of what changes are  taking place within newsrooms and how this is impacting journalists,  open up several questions about the current state of journalism in  India, the increasing interdependence on social media platforms,  especially Facebook, the use of external software to make editorial  decisions, the evolving role of journalists in digital newsrooms and  finally, the question of developing a sustainable business model for  news on the web.&lt;/p&gt;

&lt;p&gt;Two critical questions that emerged from the conversations at the previous edition of the Conference (IRC16) were about the digital objects of research, and the digital/internet experiences in Indic languages. As we discussed various aspects and challenges of 'studying internet in India', it was noted that we have not sufficiently explored how ongoing research methods, assumptions, and analytical frames are being challenged (if at all) by the becoming-digital of the objects of research across disciplines: from various artifacts and traces of human and machinic interactions, to archival entries and sites of ethnography, to practices and necessities of collaboration.&lt;/p&gt;
&lt;p&gt;We found that the analyses of such digital objects of research often tend to assume either an aesthetic and functional uniqueness or sameness vis-à-vis the pre-/proto-digital objects of research, while neither of these positions are discussed in detail. Further, we tend to universalise the English-speaking user's/researcher's experience of working with such digital objects, without sufficiently considering their lives and functions in other (especially, Indic) languages.&lt;/p&gt;
&lt;p&gt;These we take as the key provocations of the 2017 edition of IRC:&lt;/p&gt;

&lt;p&gt;How does the becoming-digital of the research objects challenge our current research practices, concerns, and assumptions?&lt;/p&gt;

&lt;p&gt;This conference series is specifically driven by the following interests: 1) creating discussion spaces for researchers studying internet in India and in other comparable regions, 2) foregrounding the multiplicity, hierarchies, tensions, and urgencies of the digital sites and users in India, 3) accounting for the various layers, conceptual and material, of experiences and usages of internet and networked digital media in India, and 4) exploring and practicing new modes of research and documentation necessitated by new (digital) forms of objects of power/knowledge.&lt;/p&gt;

It was hosted by the &lt;a href="http://www.jnu.ac.in/SSS/CPS/"&gt;Centre for Political Studies&lt;/a&gt; at Jawaharlal Nehru University, and was supported by the &lt;a href="http://cis-india.org/raw/cscs-digital-innovation-fund"&gt;CSCS Digital Innovation Fund&lt;/a&gt;. The Conference was constituted by eleven discussion sessions (majority of which were organised around presentation of several papers), four workshop sessions (which involved group discussions, activities, and learnings), a book sprint over three sessions to develop an outline of a (re)sourcebook for internet researchers in India, and a concluding round table. The audio recordings and notes from IRC16 are now being compiled into an online Reader.         &lt;b&gt;Hivos and the Centre for Internet and Society have consolidated their three year knowledge inquiry into the field of youth, technology and change in a four book collective “Digital AlterNatives with a cause?”. This collaboratively produced collective, edited by Nishant Shah and Fieke Jansen, asks critical and pertinent questions about theory and practice around 'digital revolutions' in a post MENA (Middle East - North Africa) world. It works with multiple vocabularies and frameworks and produces dialogues and conversations between digital natives, academic and research scholars, practitioners, development agencies and corporate structures to examine the nature and practice of digital natives in emerging contexts from the Global South. &lt;/b&gt;
        
&lt;p&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;I&lt;/strong&gt;&lt;strong&gt;ntroduction&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;In the 21&lt;sup&gt;st&lt;/sup&gt;
Century, we have witnessed the simultaneous growth of internet and digital
technologies on the one hand, and political protests and mobilisation on the
other. Processes of interpersonal relationships, social communication, economic
expansion, political protocols and governmental mediation are undergoing a
significant transition, across in the world, in developed and emerging
Information and Knowledge societies.&lt;/p&gt;
&lt;p&gt;The young
are often seen as forerunners of these changes because of the pervasive and
persistent presence of digital and online technologies in their lives. The “
Digital Natives with a Cause?” is a research inquiry that uncovers the ways in
which young people in emerging ICT contexts make strategic use of technologies
to bring about change in their immediate environments. Ranging from personal
stories of transformation to efforts at collective change, it aims to identify
knowledge gaps that existing scholarship, practice and popular discourse around
an increasing usage, adoption and integration of digital technologies in
processes of social and political change.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Methodology&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;In 2010-11,
three workshops in Taiwan, South Africa and Chile, brought together around 80
people who identified themselves as Digital Natives from Asia, Africa and Latin
America, to explore certain key questions that could provide new insight into
Digital Natives research, policy and practice. The workshops were accompanied
by a ‘Thinkathon’ – a multi-stakeholder summit that initiated conversations
between Digital Natives, academic researchers, scholars, practitioners,
educators, policy makers and corporate representatives to share learnings on
new questions: Is one born digital or does one become a Digital Native? How do
we understand our relationship with the idea of a Digital Native? How do
Digital Natives redefine ‘change’ and how do they see themselves implementing
it? What is the role that technologies play in defining civic action and social
movements? &amp;nbsp;What are the relationships
that these technology based identities and practices have with existing social
movements and political legacies? How do we build new frameworks of sustainable
citizen action outside of institutionalisation?&lt;/p&gt;
&lt;strong&gt;
&lt;/strong&gt;
&lt;p&gt;&lt;strong&gt;Rationale&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;One of the
knowledge gaps that this book tries to address is the lack of digital natives’
voices in the discourse around them. In the occasions that they are a part of
the discourse, they are generally represented by other actors who define the
frameworks and decide the issues which are important. Hence, more often than
not, most books around digital natives concentrate on similar sounding areas
and topics, which might not always resonate with the concerns that digital
natives and other stake-holders might be engaged with in their material and
discursive practice. The methodology of the workshops was designed keeping this
in mind. Instead of asking the digital natives to give their opinion or recount
a story about what we felt was important, we began by listening to their
articulations about what was at stake for them as e-agents of change. As a
result, the usual topics like piracy, privacy, cyber-bullying, sexting etc.
which automatically map digital natives discourse, are conspicuously absent
from this book. Their absence is not deliberate, but more symptomatic of how
these themes that we presumed as important were not of immediate concerns to
most of the participants in the workshop who are contributing to the book&lt;strong&gt;.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Structure&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The
conversations, research inquiries, reflections, discussions, interviews, and
art practices are consolidated in this four part book which deviates from the
mainstream imagination of the young people involved in processes of change. The
alternative positions, defined by geo-politics, gender, sexuality, class,
education, language, etc. find articulations from people who have been engaged
in the practice and discourse of technology mediated change. Each part
concentrates on one particular theme that helps bring coherence to a wide
spectrum of style and content.&lt;/p&gt;

&lt;p&gt;The first
part, &lt;em&gt;To Be&lt;/em&gt;, looks at the questions
of digital native identities. Are digital natives the same everywhere? What
does it mean to call a certain population ‘Digital Natives”? Can we also look
at people who are on the fringes – Digital Outcasts, for example? Is it
possible to imagine technology-change relationships not only through questions
of access and usage but also through personal investments and transformations?
The contributions help chart the history, explain the contemporary and give ideas
about what the future of technology mediated identities is going to be.&lt;/p&gt;

second section, &lt;em&gt;To Think,&lt;/em&gt; the
contributors engage with new frameworks of understanding the processes,
logistics, politics and mechanics of digital natives and causes. Giving fresh
perspectives which draw from digital aesthetics, digital natives’ everyday
practices, and their own research into the design and mechanics of technology
mediated change, the contributors help us re-think the concepts, processes and
structures that we have taken for granted. They also nuance the ways in which
new frameworks to think about youth, technology and change can be evolved and
how they provide new ways of sustaining digital natives and their causes.&lt;/p&gt;

from the ground. While it is important to conceptually engage with digital
natives, it is also, necessary to connect it with the real life practices that
are reshaping the world. Case-studies, reflections and experiences of people
engaged in processes of change, provide a rich empirical data set which is
further analysed to look at what it means to be a digital native in emerging
information and technology contexts.&lt;/p&gt;

&lt;p&gt;The last
section, &lt;em&gt;To Connect&lt;/em&gt;, recognises the
fact that digital natives do not operate in vacuum. It might be valuable to
maintain the distinction between digital natives and immigrants, but this
distinction does not mean that there are no relationships between them as
actors of change. The section focuses on the digital native ecosystem to look
at the complex assemblage of relationships that support and are amplified by
these new processes of technologised change.&lt;/p&gt;
&lt;p&gt;We see this
book as entering into a dialogue with the growing discourse and practice in the
field of youth, technology and change. The ambition is to look at the digital
(alter)natives as located in the Global South and the potentials for social
change and political participation that is embedded in their interactions
through and with digital and internet technologies. We hope that the book
furthers the idea of a context-based digital native identity and practice,
which challenges the otherwise universalist understanding that seems to be the
popular operative right now. We see this as the beginning of a knowledge
inquiry, rather than an end, and hope that the contributions in the book will
incite new discussions, invoke cross-sectorial and disciplinary debates, and
consolidate knowledges about digital (alter)natives and how they work in the
present to change our futures&lt;strong&gt;.&lt;/strong&gt;&lt;/p&gt;

        &lt;b&gt;In this first book of the Digital AlterNatives with a Cause? Collection, we concentrate on what it means to be a Digital Native. Within popular scholarship and discourse, it is presumed that digital natives are born digital. Ranging from Mark Prensky’s original conception of the identity which marked all people born after 1980 as Digital Natives to John Palfrey and Urs Gasser’s more nuanced understanding of specific young people in certain parts of the world as ‘Born Digital’, there remains a presumption that the young peoples’ relationship with technology is automatic and natural. In particular, the idea of being ‘born digital’ signifies that there are people who, at a visceral, unlearned level, respond to digital technologies. This idea of being born digital hides the complex mechanics of infrastructure, access, affordability, learning, education, language, gender, etc. that play a significant role in determining who gets to become a digital native and how s/he achieves it. In this book, we explore what it means to be a digital native in  emerging information societies. The different contributions in this book posit what it means to be a digital native in different parts of the world. However, none of the contribution accepts the name ‘Digital Native’ as a given. Instead, the different authors demonstrate how there can be no one singular definition of a Digital Native. In fact, they show how, contextualised, historical, socially embedded, politically nuanced understanding of people’s interaction with technology provide a better insight into how one becomes a digital native.&lt;/b&gt;

    <title>The Spaces of Digital</title>

        &lt;b&gt;'The Spaces of Digital’ continues from the work done on the CIS-RAW monograph on the Internet, Society and Space in Indian Cities, by Pratyush Shankar at Center for Environmental Planning and Technology University, Ahmedabad. The premise of this monograph was the debates around making of IT Cities and public planning policies that regulate and restructure the city spaces in India with the emergence of internet technologies. &lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The Spaces of Digital begins from here to further explore the city as a unit of global development. The rise of digital technologies and the ways in which they produce new metaphors for the domains of life, labour and language, result in the city being reconfigured, reimagined and remapped through the techno-spatial narratives produced by information and network webs. The project will explore this in four stages, namely:&lt;/p&gt;
&lt;h3 style="text-align: justify;"&gt;Stage 1: Knowledge Maps&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;The first phase of the project seeks to build a knowledge network that maps the different actors interested in questions of techno-social cities, generating a dialogue between them and building a knowledge repository that brings in different modes, formats and forms of knowledge to intersect with each other.&lt;/p&gt;
&lt;h3 style="text-align: justify;"&gt;Stage 2: Spatial Patterns - Digital Project&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;The monograph “Internet, Society and Space in Indian Cities” refers to the spatial reconfiguration of many Indian cities that has occurred in the past two decades. An exercise to extract the key spatial patterns will be carried out in form of graphical representation using existing information from the monograph.&lt;/p&gt;
&lt;h3 style="text-align: justify;"&gt;Stage 3: Knowledge Networking Building&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;The mapping and demonstration project will be followed by a curated workshop that invites a dialogue between the identified knowledge partners.&lt;/p&gt;
&lt;h3 style="text-align: justify;"&gt;Stage 4: Knowledge Exhibition / Publication&lt;/h3&gt;
&lt;p&gt;The Knowledge Exhibition will be a hybrid space of online and offline curation and knowledge consolidation, and will be the final product of the project.&lt;/p&gt;

&lt;li&gt; Rishika on behalf of CIS 		&lt;a href="http://cis-india.org/accessibility/blog/disability-exceptions-in-copyright-legislations"&gt; prepared an analysis of the disability exceptions in Copyright Legislations &lt;/a&gt; . The blog post provides in detail the country-wise exceptions in copyright legislations. &lt;/li&gt;
&lt;li&gt; NVDA team &lt;a href="https://cis-india.org/accessibility/blog/report-on-training-e-speak-malayalam-with-nvda"&gt;conducted a training programme&lt;/a&gt; on Malayalam eSpeak with NVDA in Thiruvananthapuram on January 24 and 25, 2015. Chakshumathi's main trainer Akhil M. took eSpeak Malayalam classes and 		Dr. Homiyar took classes on NVDA and accessible equipment.&lt;/li&gt;
&lt;li&gt;The Department of Industrial Policy and Promotion, Government of India invited comments on the First Draft of India's National IPR Policy. CIS made 	its &lt;a href="https://cis-india.org/a2k/blogs/national-ipr-policy-series-cis-comments-to-the-first-draft-of-the-national-ip-policy"&gt;submission&lt;/a&gt;.&lt;/li&gt;
&lt;li&gt;As part of the Pervasive Technologies project, Nehaa Chaudhari has produced a research methodology document 	&lt;a href="http://cis-india.org/a2k/blogs/pervasive-technologies-project-working-document-series-document-2-literature-review-on-competition-law-ipr-access-to-100-mobile-devices-1"&gt; which maps the existing literature around questions of competition law intersecting with intellectual property law on the specific issue of enabling 		access to sub hundred dollar mobile devices &lt;/a&gt; .&lt;/li&gt;
&lt;li&gt;Maggie Huang, an intern at CIS as part of the Pervasive Technologies project has written	&lt;a href="http://cis-india.org/a2k/blogs/beyond-alcohol-and-angel-investors"&gt;a blog entry&lt;/a&gt; which documents, synthesizes, and analyses learnings from 	attending various music industry trade conferences.&lt;/li&gt;

&lt;li&gt;CIS-A2K team on December 28, 2014 &lt;a href="http://cis-india.org/a2k/blogs/telugu-wikimedia-hackathon-2014"&gt;organized a MediaWiki hackathon event&lt;/a&gt; for Telugu Wikimedia community members to enhance their skills and understanding of technical matters related to MediaWiki usage. The theme of the workshop was “Mediawiki, its extensions and tools to work around” and it aimed at allowing Wikipedians to use MediaWiki tools more effectively.&lt;/li&gt;

&lt;li&gt;Subhashish Panigrahi authored an op-ed that highlights the need for taking Odia language to the international fora instead of keeping it confined in 	the books. The op-ed was &lt;a href="http://cis-india.org/openness/blog/op-ed-samaja-jan-2015"&gt;published in the Samaja&lt;/a&gt; on January 30, 2015. &lt;/li&gt;

&lt;li&gt; A 		&lt;a href="https://cis-india.org/openness/blog/indian-national-academy-journals-december-2014-subbiah-arunachalam-perumal-ramamoorthi-subbiah-gunasekaran-heads-i-win-tails-you-lose"&gt; journal article &lt;/a&gt; by Subbiah Arunachalam, Perumal Ramamoorthi and Subbiah Gunasekaran the steps taken by scientists and librarians in the West to reclaim ease of access 		to research findings with what is happening in India along with a few suggestions was published by the Indian National Science Academy Journals. &lt;/li&gt;
&lt;li&gt; The Supreme Court, in &lt;i&gt;Sabu George v. Union of India and Ors&lt;/i&gt;. (WP (C) 341/2008), is looking into the presence of material regarding pre-natal 		sex determination on search engines such as Google, Bing, and Yahoo that has been falling foul of section 22 of the Pre-Natal Diagnostic Techniques Act, 1994 as amended in 2002. Geeta Hariharan and Balaji Subramanian		&lt;a href="https://cis-india.org/internet-governance/blog/search-engine-and-prenatal-sex-determination"&gt;analyse this in their blog post&lt;/a&gt;.&lt;/li&gt;
&lt;li&gt;As part of its Making Methods for Digital Humanities project, CIS-RAW organized two consultations on new figures of learning in the digital context. 	For a proposed journal issue on the theme of 'bodies of knowledge' which draws upon these conversations, participants were invited to write short sketches 	on these figures of learning. Tejas Pande &lt;a href="http://cis-india.org/raw/figures-of-learning-the-visual-designer2"&gt;wrote an abstract which examines&lt;/a&gt; the figure of the visual designer, and emerging practices of mapmaking. &lt;/li&gt;

&lt;p style="text-align: justify; "&gt;Under a grant from the Hans Foundation we are doing two projects. The first project is on creating a national resource kit of state-wise laws, policies and 	programmes on issues relating to persons with disabilities in India. CIS in partnership with CLPR (Centre for Law and Policy Research) compiled the 	National Compendium of Policies, Programmes and Schemes for Persons with Disabilities (29 states and 6 union territories). The publication has been finalised and is being printed.         &lt;b&gt;As part of its Making Methods for Digital Humanities project, CIS-RAW organized two consultations on new figures of learning in the digital context. For a proposed journal issue on the theme of 'bodies of knowledge' which draws upon these conversations, participants were invited to write short sketches on these figures of learning. This abstract by Namita Malhotra examines the figure of the pornographer, as a mixed media figure entrenched in various networks of knowledge production, circulation and consumption. &lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Making Methods for Digital Humanities (2M4DH) project seeks to make specific interventions around methods in the larger debates and practices of Digital Humanities, which includes producing content within the field, building a living repository of knowledge content by developing methods as well as interfaces, platforms and knowledge infrastructure, and bringing together a range of practitioners, performers and researchers from different disciplines who are not necessarily only working on the digital. As part of this project two consultations were held in Bangalore, around figures of learning in the digital context. The following is a series of abstracts for a proposed journal issue, that perform multi-media writing, bringing in artistic practice, video, sound and theoretical concepts to describe a particular practice of learning and knowledge in India and focus on a specific body, figure or person 	that is at the centre of that knowledge practice.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h2&gt;The Pornographer&lt;/h2&gt;
&lt;h3&gt;Namita A. Malhotra&lt;/h3&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The figure of the pornographer is deeply embedded in a network, and this allows for a rhizomatic appearance of other figures. Like the figure within the pornographic video, image or text, which is usually a woman since there is most global circulation of heterosexual pornography (as deduced from statistics 	from Youporn). This feminized figure in the pornographic video is vulnerable to our intrusive gaze, receptive to our desires, subject of urban legends; s/he is a fictionalized character in a Bollywood film (Devdas, Love Sex Dhoka, Ragini MMS) or a celebrity with a cloud account like Jennifer Lawrence. In the Indian and broadly Asian context where there is wide circulation of amateur porn, s/he could be anybody, an ordinary person whose semi-nudity or nudity is what makes the video extraordinary and watchable.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The pornographer also inevitably leads us to figure of the police and the judge, those who often invisibilize the pornographer. Pornography is a phenomenon that engulfs and occasionally excuses the particular crime of the pornographer, even as it exposes how treacherously pornographic we all are. The pornographer on the network is a slippery figure, their transactions are unfixable and their actions are often transferred to the next node on the network (Nishant Shah, Subject to Technologies &lt;a name="_ednref1" href="#_edn1"&gt;[i]&lt;/a&gt;). Other figures also appear around whom the regulation of the internet is configured - such as the child whose innocence must be protected and whose curiosity is the market, or the adulterer whose affairs and online sex addiction threaten the institution of marriage.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Ontology in the digitalscape is also about the object that is being looked at, whether video or image or text. Can we know what this object looks back at even as it is lusted for by the pornographer, hunted down by the police and examined by the judge? Can we understand the experience of the object since it 	moves, feels, responds much like we do (Barker, The Tactile Eye &lt;a name="_ednref2" href="#_edn2"&gt;[ii]&lt;/a&gt;) Other intriguing non-human figures also populate the pornographic scape, like the humanized yet robotic Gif caught in a repetitive loop that regardless of the imagery produces a delight and frisson, like a surprisingly responsive toy. Which perhaps would remind us of similar figures like the Bot that behaves and acts as a human, consumes bandwidth, promotes websites, rollseyes and follows and unfollows. Both figures and objects occupy the field that we want to understand.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Returning to the figure of the pornographer, they have the habits of a knowledge seeker though different from that of the scholar in an archive that is 	looking for history, narrative and depth. The pornographer skim reads, rapidly going from one link to the next, rejecting, choosing, enjoying fragmented 	pleasures and moving on. The relationship is tactile but brief, a surface encounter. The pornographer is a creator, consumer and distributor; sometimes contributing stories from their personal history to websites like Savita Bhabhi so that they can be inspiration for new comics, making amateur porn videos with cell phones and uploading them, commenting and linking to content, selling phones preloaded with pornography. The pornographer is a pirate, caught in the same discourse of criminalization, and often if the crimes of one are not convincing then one stands in for the other in legal and public discourse.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The pornographer can also be likened to the parasite as a figure that produces disorder and generates a new order (Michel Serres, The Parasite	&lt;a name="_ednref3" href="#_edn3"&gt;[iii]&lt;/a&gt;), or that it stores (sucks) energy and then redirects it (Matteo Pasquinelli, Animal Spirits: A Bestiary of the Commons &lt;a name="_ednref4" href="#_edn4"&gt;[iv]&lt;/a&gt;). A vivid description of how pornographers are the points of conversion is as follows - "Netporn converts libidinal flows into money and daily siphons a huge bandwidth on a global scale. Netporn transforms libido into pure 	electricity: exactly as file-sharing networks are reincarnated as an army of MP3 players, Free Software helps to sell more IBM hardware and Second Life 	avatars consume as much electricity as the average Brazilian." (Pasquinelli)&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The pornographer is self-taught, exiled, ashamed, an inveterate collector, insatiable, a bundle of shame and energy, all wires within lit and chasing. The pornographer is a criminal, a voyeur, a seducer and con artist. The pornographer is a godman caught in the act, a shaman of conversions in the digital, a 	gluttonous leader of digital consumption.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Figures can offer insight into a social formation, but also do figures dominate the scape and erase the particular and the subjective? The pornographer leads to an array of other figures and these offer insights into networks of illegality and exchange, into legal and technological mechanisms of control. 	As easily as these pornographic objects float to the surface of the digital scape, the pornographer (and also others like the pirate) are spectral presences who can only be deduced and whose trails can be followed. The pornographer is then a sort of mixed-media figure, an amalgamate of different assumptions and readings in public discourse, in the law, in networks of the circulation of pornography, in movies that are about their imagined 	back-stories, and in the ways in which children are warned about risks online.&lt;/p&gt;

    <title>Whose Open Data Community is it? - Accepted Abstract</title>

&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h3&gt;Where are the NGOs?&lt;/h3&gt;
&lt;p&gt;On February 04, 2013, several members of the DataMeet group &amp;lt;&lt;a href="http://datameet.org/" target="_blank"&gt;http://datameet.org/&lt;/a&gt;&amp;gt; were invited by the National Data Sharing and Accessibility Policy ­Project Management Unit (NDSAP­-PMU) – the nodal agency responsible for developing, implementing, and managing the Open Government Data Platform of India &amp;lt;&lt;a href="https://data.gov.in/" target="_blank"&gt;https://data.gov.in/&lt;/a&gt;&amp;gt; – to share thoughts on the status of the implementation of the National Data Sharing and Accessibility Policy (NDSAP), the open data policy of India, and discuss potentials for collaboration. A key proposal made by the NDSAP­PMU team regarding how DataMeet can contribute to the implementation process, involved DataMeet mobilising the developer community connected to the group to build applications that use the opened up data and demonstrate the value of open government data to drive greater contribution by government agencies and greater utilisation by citizen groups. For DataMeet, a network of open data users and advocates, this invitation to collaborate sets up a slightly different problematic than that in most of the cases of free and open source software development project. The task here is to develop projects that use already available data, which may not offer significantly return to investment at present, but will accellerate the process of opening up of more valuable government data.&lt;/p&gt;
&lt;p&gt;However, building an application that effectively utilise government data to foreground a compelling argument or story requires more than a team of developers – it also require domain experts with a deep sense of the context from which the data is emanating. With a vibrant scene of non­governmental organisations involved in monitoring, analysis, and implementation of developmental projects, many of such domain experts in India are located within such organisations, with some being in the academic institutes too. Reporting from an open data community meeting organised by the World Bank at Indian Institute of Technology, Delhi, on December 10, 2014, Isha Parihar asks: “Where are the NGOs?” She points out that “[t]he discussions around open data [in India] also highlight the absence of non­profit organisations among the technology­focused groups, entrepreneurs, and businesses &lt;strong&gt;[1]&lt;/strong&gt;.” This observation is especially critical as the meeting was organsied by World Bank not only to gather public responses to be presented to Government of India, but also to take stock of the open data community in India. The absence of NGOs, although, does not indicate at the lack of interest of the non­governmental research and advocacy organisations in India to work with government data. Such organisations, on the contrary, have a long history of accessing, using, sharing, and communicating government data obtained through both proactive and reactive disclosure mechanism. While surveying such practices in a recent report, Sumandro Chattapadhyay argues &lt;strong&gt;[2]&lt;/strong&gt; that the lack of a common understanding of the open data community in India emerges from both the lack of an established forum where commercial and non­-commercial re­users of data discuss and articulate their requirements and demands, and the 
existence of an established range of actors accessing, using, and re­sharing government data for commercial and non­commercial purposes who are still uncertain regarding how open government data will exactly transform and augment their existing practices.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h3&gt;Whose Open Data Community is it?&lt;/h3&gt;
&lt;p&gt;In the context of the emerging open data ecosystem in India, thus, the notion of the open data community comes forward as both the problem – in terms of the community not yet being there to effectively take forward the open data agenda – and the solution – as the component of the ecosystem that can successfully bridge gaps between interests and capacities of various stakeholders. Given the gap and the stakeholder concerned, the open data community is expected to perform various critical functions. This paper tracks these conceptualisations of open data community in India. Based upon conversations with fourteen organisations working across four cities in India, the question of 'whose open data community is it' is explored in this paper following three pathways – (1) by documenting how the understanding of the open data community, and the location of the organisation concerned in reference to that, changes across these organisations, (2) by describing how the idea of who all are included in the open data community in India changes across these organisations, and (3) by identifying how different organisations formulate the intended audiences of the open data community in India. In doing so, I argue that a range of critical challenges being experienced by the open data ecosystem in India often gets articulated as things that can be resolved by a more active and effective open data community. This distorts the distribution of responsbilities across various kinds of stakeholders for contributing to the open data ecosystem. In conclusion, I note the need to stop using open data community as a solution-­for­-all­-open­-data­-evils, and for a pragmatic approach to understand the kinds of open data challenges it can address, and those that it cannot.&lt;/p&gt;

&lt;h2&gt;The Reader&lt;/h2&gt;

&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The reader is a common figure of learning; we are all readers of one kind or another in an abstract sense. But practices of reading and writing have changed with the advent and proliferation of the internet and digital technologies. Be it your Kindle or updates on your Twitter feed or FB page, reading and writing have both been rendered as extremely technologised processes, more so than they already were, because of the mediation of the machine at different levels. At one level it is the encounter with the screen in our daily lives, the changing materiality of the text and how that determines the practices of meaning-making. At another, we can also connect this to larger questions of textuality itself, and the nature of the ‘digital text’. So is there a new kind of reader being constructed through these changing technologies of reading and writing? Within the varied and multi-layered space that is the ‘digital’, we can revisit the understanding of reading and writing as technologised processes through an exploration of the reader as a figure of learning. This brief sketch will examine the reader as a figure of learning, and her transition to the machine reader in the digital context.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Particularly in the age of big data and excess information, and with the introduction of methods such as speed reading, machine reading, distant reading, and not reading, we are in essence being taught or forced to read a certain way. An immediate concern for a lot of traditional humanists is the loss of criticality, as they see the sudden influx of new technologies as taking away from more accepted and conventional methods of reading, such as close reading for example. But what are the practices of reading engendered by the digital? The little variations in text, tagging, marginalia, errata or the glitch that now take precedence in the way one interprets or reads a text; do they add on, fundamentally change or produce a shift in the process of meaning-making is a question to contend with. Reading as a social or collective process is one prominent aspect of this change. The sociality of reading is more pronounced in the digital context; but at the same time it also strangely obscures this with the increasing portability and customisation of devices to suit different kinds of reading needs. The role of affect in the process of reading then becomes prominent.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Questions about authorship and authority over meaning would be more than relevant in this instance too, as the individual reader slowly gets replaced by more collective methods of reading and knowledge production. Online knowledge repositories such as the Wikipedia and a several dynamic archives have fostered and actively encouraged processes of collaborative knowledge production. In a reiteration of the classic debate on the death of the author, one now finds the role of reader in the traditional sense becoming more diminished, as the text itself takes precedence in the determination of meaning, and calls for a different kind of competence from the reader. Most importantly, it also suggests a change in the understanding of text and textuality in the digital space, with the possibility of innumerable readings with the help of algorithms emerging as a new textual practice. The possibility of reading data as text also hints towards a new kind of ‘machine reader’, or reading practice completely mediated by or reliant on the machine and unverifiable by the human subject. The emergence of new fields of scholarship such as the Digital Humanities also suggest these changes, and it may be worthwhile to examine how the text and practices of reading are constituted or reconstituted in such a space.&lt;/p&gt;

    <title>Digital Activism in Asia Reader: Announcement</title>

        &lt;b&gt;The CIS-RAW programme organized an editorial workshop on March 6-7, 2015, as part of its project on a Digital Activism in Asia Reader. The project is a collaborative effort of the Centre for Internet and Society and the Centre for Digital Cultures, Leuphana University, Germany, which aims to bring together local knowledge, debates and conversations around Digital Activism in Asia.&lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The proposed reader on Digital Activism in Asia will combine stories in multiple forms, including academic essays, case-studies to grey literature from public discourse that reveals and points to the debates around digital activism that have emerged in this particular context. Most of the audience will consist of academics, practitioners and policy actors internationally.&lt;/p&gt;
&lt;p&gt;One of the main goals of this reader will be to challenge the prevalent notion in the discourse of Digital Activism of universality and uniformity across contexts and cultures. The focus is on new actors (like digital natives), processes, movements, and networks that such digital activism has engendered.&lt;/p&gt;
&lt;p&gt;The editorial workshop was conducted towards completion of the Reader, to better contextualize the material through peer annotations and supporting information. Over the course of two days, a total of six participants worked on two articles each, which had been circulated beforehand, to annotate those using different kinds of material and close reading the texts.&lt;/p&gt;
&lt;p&gt;The workshop was structured in the form of presentations and discussion sessions in the morning, followed by a writing sprint in the afternoon. Apart from a larger discussion around digital activism itself, its modes, approaches and forms, the materials were also categorized along four axes – activists using digital tools, activism around the digital, digital shaping activism and activism shaping the digital – which helped structure the discussions and the process of writing. The suggested annotations took different forms – from introductory paragraphs to references for further reading. Participants were also expected to bring in and build on their own practices, experiences and contexts in discussing the articles.&lt;/p&gt;
&lt;p&gt;The Digital Activism in Asia Reader is expected to be published by the &lt;a href="http://cdc.leuphana.com/structure/hybrid-publishing-lab/" target="_blank"&gt;Hybrid Publishing Lab&lt;/a&gt; in mid-2015.&lt;/p&gt;

&lt;p&gt;Making Methods for Digital Humanities (2M4DH) project seeks to make specific interventions around methods in the larger debates and practices of Digital Humanities, which includes producing content within the field, building a living repository of knowledge content by developing methods as well as interfaces, platforms and knowledge infrastructure, and bringing together a range of practitioners, performers and researchers from different disciplines who are not necessarily only working on the digital. As part of this project two consultations were held in Bangalore, around &lt;a href="http://cis-india.org/raw/digital-humanities/consultation-new-figures-of-learning-in-digital-context"&gt; figures of learning in the digital context.&lt;/a&gt; The following is a series of abstracts for a proposed journal issue, that perform multi-media writing, bringing in artistic practice, video, sound and theoretical concepts to describe a particular practice of learning and knowledge in India and focus on a specific body, figure or person that is at the centre of that knowledge practice.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h2&gt;The Visual Designer&lt;/h2&gt;
&lt;h3&gt;Tejas Pande&lt;/h3&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Mapping is the visual articulation of a living complex system, and locates itself at the nodes that allow for exchanges of knowledge from diverse disciplines. Over the course of history, it has come to represent exchanges of information of a very diverse nature. Commonly associated with representations of physical spaces, maps have since accommodated a growing need to chalk out relationships between spaces (physical, or temporal), ideologies, and institutions. This expanded notion of mapping has affected the way creators of maps regard the practice of mapmaking itself. Armed with a growing arsenal of tools (offline and web-based) to map such networks with, mapmaking has opened up to a host of professionals, amateurs, and anyone else with a desire to express spatial-temporal relationships.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;In such contexts, it is worthwhile to ask ourselves what is the role of traditional scientists, cartographers, and visual designers, who have been responsible for assimilating knowledge and making it visually palatable for wider audiences. The role of such mapmakers is further complicated by the expanded view of the craft of designing itself. For instance, graphic designer Aris Venetikidis began appearing on social media feeds in 2012 after his contribution to TEDx Dublin as the mapmaker genius behind the redesigned prototype of the Dublin Bus system. The new visualisation was met with critical praise, but interestingly his design process had steered the original mapmaking effort into that of quasi-transportation planning. Traditional mapmakers are being forced to intimately understand flows that constitute systems they wish to represent for others. Visual studies have historically emphasized decoding information embedded in collectively-generated syntax. Increasingly, multi-disciplinary practices have forced traditional designers to refashion their role in larger processes of production. What if their role was framed in the context of not only the rules of design process and problem definition, but the institutions within whom they operate, as well?&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;In my opinion, these figures have come to serve as facilitators in a process of knowledge creation and sharing, and use mapmaking as their primary visual tool to form networks of exchanges. Examples drawn from emerging planning practices, especially in the urban sphere, will be used to examine the role of a mapmaker, too.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;

    <title>Call for Essays: Studying Internet in India</title>

        &lt;b&gt;As Internet makes itself comfortable amidst everyday lives in India, it becomes everywhere and everyware, it comes in 40 MBPS Unlimited and in chhota recharges – and even in zero flavour – the Researchers at Work (RAW) programme at the Centre for Internet and Society invites abstracts for essays that explore what it means to study Internet(s) in India today.&lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;We are interested in the many experiences of Internet(s) in India; its histories and archaeologies; how we use it to read, write, create, relate, learn, and share; the data that is produced, and the data that is consumed; the spaces that are created, and the spaces that are inhabited; the forms that political expressions take on the Web; and of course, where and how should one be studying Internet(s) in India?&lt;/p&gt;
&lt;p&gt;This call is for researchers, workers, and others interested in closely – or from a distance – commenting on these topics and questions.&lt;/p&gt;
&lt;p&gt;Please send abstracts (200 words) to &lt;a href="mailto:raw@cis-india.org"&gt;raw@cis-india.org&lt;/a&gt; by &lt;strong&gt;Sunday, April 26, 2015&lt;/strong&gt;. The subject of the email should be 'Studying Internet in India.'&lt;/p&gt;
&lt;p&gt;We will select up to 10 abstracts and announce them on &lt;strong&gt;Friday, May 01, 2015&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;The selected authors will be asked to submit the final longform essay (2,500-3,000 words) by &lt;strong&gt;Sunday, May 31, 2015&lt;/strong&gt;. The final essays will be published on the RAW Blog. The authors will be offered an honourarium of Rs. 5,000.&lt;/p&gt;
&lt;p&gt;We understand that not all essays can be measured in words. The authors are very much welcome to work with text, images, sounds, videos, code, and other mediatic forms that the Internet offers. We will not be running a Word Count on the final 'essay.' The basic requirement is that the 'essay' must offer an &lt;em&gt;argument&lt;/em&gt; – through text, or otherwise.&lt;/p&gt;

&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Introducing the first research initiative at the Researchers at Work programme in the Centre for Internet and Society, Professor Nishant Shah wrote:&lt;/p&gt;
&lt;blockquote&gt;
“Although many disciplines, organisations and interventions in various areas deal with internet technologies, there has been very little work in documenting the polymorphous growth of internet technologies and their relationship with society in India... We wanted to first propose that the Internet is not a monolithic object that exists in the same way across geographies and social borders. It is necessary to approach the Internets, as plural, available in different forms, practices and experiences to people from different locations and sections of the society... The second proposal was that while the digital and Internet technologies are new, they do not necessarily only produce new things. There is a need to map the histories and pre-histories of Internets.”&lt;/blockquote&gt;
&lt;p&gt;The Researchers at Work programme is initiating the RAW Lectures series to take stock, reflect, and chart courses into the studies of Internet in/from India. The lectures will address the experiences and practices of Internet in India as plural and intertwined with longer-duration processes, as foregrounded by Nishant above. The lectures will also critically respond to the questions around the methods of studying Internet in/from India, and the opportunities and challenges of studying Indian society on/through the Internet.&lt;/p&gt;
&lt;p&gt;It gives us immense pleasure to invite Nishant to present the first lecture of the series on Friday, March 06, 2015. The title of the lecture is "&lt;strong&gt;Once There was the Internet: Of Stories and Histories of Internet in India&lt;/strong&gt;."&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;

&lt;h3&gt;Dr. Nishant Shah&lt;/h3&gt;
&lt;p&gt;Nishant is the Professor of Culture and Aesthetics of New Media at the Leuphana University Lüneburg, Research Associate at COMMON MEDIA LAB, Affiliate at DIGITAL CULTURES RESEARCH LAB, and International Tandempartner at HYBRID PUBLISHING LAB. He is the co-founder and former-Director-Research at the Centre for Internet and Society, Bangalore, India.&lt;/p&gt;
&lt;p&gt;In his varied roles, he has been committed to producing infrastructure, frameworks and collaborations in the global south to understand and analyse the ways in which emergence and growth of digital technologies have shaped the contemporary social, political and cultural milieu. He edited a series of monographs on “Histories of Internet(s) in India” that looks at the complicated relationship that technologies have with questions of gender, sexuality, body, city, governance, archiving and gaming in a country like India. He was also the principal researcher for a research programme that produced the four-volume anthology “Digital AlterNatives With a Cause?” that examines the ways in which young people’s relationship with digital technologies produces changes in their immediate environments.&lt;/p&gt;
&lt;p&gt;His Ph.D. thesis titled “The Technosocial Subject: Cities, Cyborgs and Cyberspace” builds a framework to examine the technosocial identities that are produced at the intersection of law, digital technologies and everyday cultural practices in emerging information societies like India. Nishant was an Asia Research fellow looking at the cost and infrastructure of building IT Cities like Shanghai. He is the author of a recent thought-piece titled “Whose Change is it Anyway? – Towards a future of digital technologies and citizen action in emerging information societies” that seeks to revisit the debates around digital activism and change in the global context. His current interests are in critically intervening in debates around Digital Humanities and conditions of change mediated by technologies.&lt;/p&gt;
