<p style="text-align: justify; ">The University of Mysore and the Centre for Internet and Society co-organized the Open Knowledge Day in Mysore on July 15, 2014. On this occasion Mysore University released six volumes of Kannada Vishwakosha under the Creative Commons (CC) license. Kannada Vishwakosha brought out by the <a class="external text" href="http://www.uni-mysore.ac.in/" rel="nofollow">University of Mysore</a> can easily be termed as the best encyclopaedia in Kannada. It has been modelled after the famous Britannica encyclopaedia. Mysore University Vishwakosha has 14 volumes having a total of 13802 pages. The very first volume was brought out in the year 1969 and the final volume was released in 2004. Many famous Kannada authors, scientists, academicians and stalwarts from other fields have worked on creating this encyclopaedia.<br /> <br /> Leading English and Kannada dailies like Andolana Kannada, City Today, Deccan Herald, Hosa Diganta, Kannada Jana Mana, Kannada Prabha, Rajya Dharma, Samyukta Karnataka, The Hindu, The New Indian Express, Udayavani, Vijaya Karnataka, and Vijaya Vani published about this. <p style="text-align: justify; ">Our grant application to the Funds Dissemination Committee (FDC) of the Wikimedia Foundation was approved by its board which met in Frankfurt from May 21 to 24, 2014. CIS had requested a grant of Rs. 18,406,454 and were <a href="https://cis-india.org/wiki/FDC_portal/FDC_recommendations/2013-2014_round2" class="mw-redirect" title="FDC portal/FDC recommendations/2013-2014 round2">awarded Rs. 12,000,000</a> for the next one year.</p>

<li style="text-align: justify; ">The Researchers at Work programme organised the <a href="http://cis-india.org/raw/irc16">Internet Researchers' Conference 2016 (IRC16)</a> on February 26-28. It was hosted by the Centre for Political Studies at the Jawaharlal Nehru University, and was generously supported by the CSCS Digital Innovation Fund.</li>
<li style="text-align: justify; ">Subhashish Panigrahi won the <a class="external-link" href="http://cis-india.org/a2k/news/odisha-news-february-22-2016-intellects-holds-second-international-conclave-of-odia-language">Yuva Prerana Samman award</a>. The award was conferred during the 2nd International Conclave of Odia Language (organized by Intellects, a Delhi-based progressive forum of intellectuals) at the India International Centre in New Delhi on February 20, 2016. <a class="external-link" href="http://www.odishanewsinsight.com/events/the-intellects-holds-2nd-international-conclave-of-odia-language/">Odisha News</a> covered the event.</li>
<li style="text-align: justify; ">Subhashish Panigrahi <a class="external-link" href="http://cis-india.org/a2k/blogs/the-hoot-feburay-19-2016-subhashish-panigrahi-can-wikipedia-revive-dying-indian-languages">wrote an article for the Hoot</a> on whether Wikipedia could revive dying Indian languages. Panigrahi stated that by encouraging content and involvement languages could be kept relevant. The article was republished by Pratham Books.</li>
<li style="text-align: justify; ">Kannada Wikipedia just celebrated its 13th anniversary. As part of the <a class="external-link" href="https://blog.wikimedia.org/tag/wikipediansspeak/">WikipediansSpeak</a> series Subhashish Panigrahi caught up with <a class="external-link" href="https://kn.wikipedia.org/wiki/%E0%B2%B8%E0%B2%A6%E0%B2%B8%E0%B3%8D%E0%B2%AF:VASANTH_S.N">Vasanth</a> to learn about his contributions to the Kannada Wikipedia. <a class="external-link" href="http://blog.wikimedia.org/2016/02/28/kannada-wikipedia-vasanth-sn/">In the discussion</a> Vasanth shared his long time involvement in the Wikimedia movement, and spoke about what drove him every day to edit Wikipedia and helping other fellow Wikimedians.</li>
<li style="text-align: justify; ">Sunil Abraham's <a class="external-link" href="http://cis-india.org/internet-governance/blog/first-post-february-9-2016-sunil-abraham-facebook-fall-from-grace-arab-spring-to-indian-winter">article on Facebook's Free Basics</a> was published by First Post. He stated that there is more to come from TRAI in terms of net neutrality regulations especially for throttling and blocking.</li>
<li style="text-align: justify; ">Nehaa Chaudhari <a class="external-link" href="http://cis-india.org/a2k/blogs/the-socio-legal-review-nehaa-chaudhari-standard-essential-patent-on-low-cost-mobile-phones-in-india">wrote an article</a> for the Socio Legal Review (National Law School of India University). The article seeks to examine legal and policy lever and the role of regulator in the development of an enabling environment for access to sub-hundred dollar mobile devices.</li>
<li style="text-align: justify; ">In a <a class="external-link" href="http://cis-india.org/raw/aakash-tablet-and-technological-imaginaries-of-education-in-india-excerpt">recently published paper</a>, Jahnavi Phalkey and Sumandro Chattapadhyay explore public initiatives in technological solutions for educating the poor and the disadvantaged in independent India.</li>
<li style="text-align: justify; ">The United Nations Educational, Scientific and Cultural Organisation (UNESCO) had published a book in 2014 that examines free speech, expression and media development. The chapter contains a Foreword by Irina Bokova, Director General, UNESCO. Pranesh Prakash <a class="external-link" href="http://cis-india.org/internet-governance/blog/unesco-world-trends-in-freedom-of-expression-and-media-development">contributed to the Independence: Introduction - Global Media Chapter</a>. The book was edited by Courtney C. Radsch.</li>
<li style="text-align: justify; ">India should apply electronic toll collection systems to roads, and adapt road network concepts in organizing and managing communications networks wrote Shyam Ponappa <a class="external-link" href="http://cis-india.org/telecom/blog/shyam-ponappa-business-standard-february-3-2016-bottled-up-national-assets">in an Op-Ed published by the Business Standard</a>.</li>

Four Wikipedians from Kolkata, Wikimedia Foundation's mobile Developer <a class="external-link" href="http://www.mediawiki.org/wiki/User:Yuvipanda">Yuvaraj Pandian</a> and OPW intern <a class="external-link" href="http://www.mediawiki.org/wiki/User:Sucheta_Ghoshal">Sucheta Ghoshal</a> joined A2K's <a class="external-link" href="http://meta.wikimedia.org/wiki/User:Visdaviva">Vishnu Vardhan</a> and <a class="external-link" href="http://meta.wikimedia.org/wiki/User:Psubhashish">Subhashish Panigrahi</a> for this meetup. Vishnu addressed the wikipedians and gave a brief introduction about the programme's objectives and plans. Bengali Wikipedians <a class="external-link" href="http://en.wikipedia.org/wiki/User:Jayantanth">Jayanta Nath</a> and <a class="external-link" href="http://en.wikipedia.org/wiki/User:BengaliHindu">Kalyan Sarkar</a> shared the success stories and activities in Bengali Wikipedia community. They also discussed about the challenges Indian Bengali wikipedians are facing. Wikipedians discussed few of the technical aspects of Bengali Wikipedia over lunch. Vishnu and Subhashish discussed about the opportunities that could be explored to bring more good quality content relevant to West Bengal and Bengali language over lunch.</p>

<p style="text-align: justify; "><b>What is the general trend around sharing information resources and attribution among students and teachers?</b><br />It is funny to know most students I have spoken to rely on photocopied notes provided by their teachers and try to keep the writing style and sentence structure same as the notes. They don’t know that copying answers or quotes amounts to plagiarism. It is the same for many teachers who teach them to keep the beauty of the author’s writing without modifying it. Also, when I visit universities and interact with professors and students, most consider Google and Wikipedia their best friends, primarily for the quick access to information and imagery. I get a lot of questions about the proper procedure of inserting images that appear in Google search in Wikipedia entries. Many student projects are focused on getting the best pictures available on the internet which means they may download copyrighted images (with watermarks) and modify them. With music and video, it is even worse.</p>
<p style="text-align: justify; "><b>Does the current situation become problematic when you encourage students to contribute to Wikipedia? <br /></b>It often does. For instance, when we initiated the <a href="https://en.wikipedia.org/wiki/Wikipedia:India_Education_Program" title="https://en.wikipedia.org/wiki/Wikipedia:India_Education_Program"><span>India Education Program</span></a><span> (IEP)</span>, as a part of <a href="https://outreach.wikimedia.org/wiki/Wikipedia_Education_Program" title="https://outreach.wikimedia.org/wiki/Wikipedia_Education_Program"><span>Wikipedia Education Program</span></a> (WEP), to include editing Wikipedia articles as part of academic curricula. Started in 2011 as a pilot program in the city of Pune, IEP engaged with over 1000 students on English Wikipedia. But the lack of education about copyright violation, and a habit of copying notes from books and other sources affected the program outcome. Many articles were copied from books and internet portals without even paraphrasing, which is completely against Wikipedia policies.</p>
<p style="text-align: justify; "><b>What could be the possible reasons for the lack of basic awareness about how to share information among these students?</b><br />Self-taught knowledge about the Internet and the idea of the Internet as a place with few restrictions could be a few of the reasons for these problems. Frequently, social media platforms do not have barriers to downloading and sharing content produced by people in your network. With mobile devices, all incoming content is downloaded and stored on your phone. Often, people crop incoming images or modify them and share them in small networks. Although they do it in good faith, information keeps getting reused very rapidly without any credits or metadata.For a new media educator like me, it is easy to explain why and how to contribute to Open Knowledge projects like Wikipedia…but attribution, and why appropriate attribution is crucial to information sharing, are very difficult things to teach. Most students feel like it is not really important to attribute correctly as long as you are not using it for profit or with bad intentions.</p>
<div style="text-align: justify; "><b>How do you deal with it individually and as a part of the A2K team? <br /></b><br />
<div>It is crucial for educators, academics and everyone else to include education about Copyright and Copyleft in their syllabus so that students and faculty alike can know how not to violate copyright. At the same time, I think schools and universities are a great place to educate students about Open Access journals and the entire culture of knowledge producing/sharing beyond commercial gains.I often cite the example of <a href="https://commons.wikimedia.org/wiki/File:Printing_with_a_3D_printer_at_Makers_Party_Bangalore_2013_11.JPG" title="https://commons.wikimedia.org/wiki/File:Printing_with_a_3D_printer_at_Makers_Party_Bangalore_2013_11.JPG"><span>one of my</span></a> <a href="https://commons.wikimedia.org/wiki/File:Printing_with_a_3D_printer_at_Makers_Party_Bangalore_2013_11.JPG" title="https://commons.wikimedia.org/wiki/File:Printing_with_a_3D_printer_at_Makers_Party_Bangalore_2013_11.JPG"><span>pictures</span></a> that got featured in many international magazines and newspapers including <a href="http://conservationmagazine.org/2013/12/3d-printer-test/" title="http://conservationmagazine.org/2013/12/3d-printer-test/"><span>The Conservation magazine</span></a> and <a href="http://www.huffingtonpost.com/jeff-pollack/big-bang-xdisruption-and-_b_4086013.html" title="http://www.huffingtonpost.com/jeff-pollack/big-bang-xdisruption-and-_b_4086013.html"><span>The Huffington post</span></a><span>,</span> which would not have happened if I hadn’t let the copyright go. I tell students that the biggest perk of contributing works in Creative Commons licenses is having a wide audience, especially young people. People release published information in free licensing when they hear about the opportunity to get enormously popular.</div>

In one of our recent collaborations at the A2K program, the Goa University, on our request, <a href="https://blog.wikimedia.org/2013/11/26/konkani-vishkawosh-free-license/" title="https://blog.wikimedia.org/2013/11/26/konkani-vishkawosh-free-license/"><span>changed terms of their licenses for</span></a> <a href="https://blog.wikimedia.org/2013/11/26/konkani-vishkawosh-free-license/" title="https://blog.wikimedia.org/2013/11/26/konkani-vishkawosh-free-license/"><span>a</span></a> <a href="https://blog.wikimedia.org/2013/11/26/konkani-vishkawosh-free-license/" title="https://blog.wikimedia.org/2013/11/26/konkani-vishkawosh-free-license/"><span>Konkani language Encyclopedia to Creative Commons license</span></a> that has brought many volunteers to digitize and enrich the Konkani Wikipedia.</p>

<b>The Centre for Internet & Society's Access to Knowledge team in collaboration with "The Intellects" organized a seminar in New Delhi on December 14, 2014. Subhashish Panigrahi gave a talk.</b>
<p style="text-align: justify; ">The seminar was on the <a href="http://cis-india.org/news/relevance-of-bhagabat-tungi-in-evolution-of-odia-language">Relevance of Bhagabat Tungi in the evolution of Odia language from Buddha era to digital age</a>. After attending the event one of the participants Pankajmala Sarangi took great interest in <a class="external-link" href="http://cis-india.org/openness/blog/odia-wikisource-goes-live">Odia Wikisource</a> which was then an incubator project. Since then she has digitized three books and is now proofreading <a href="https://or.wikisource.org/wiki/%E0%AC%93%E0%AC%A1%E0%AC%BC%E0%AC%BF%E0%AC%86_%E0%AC%AD%E0%AC%BE%E0%AC%97%E0%AC%AC%E0%AC%A4">Odia Bhagabata</a>, an Odia language classic from the 14th century. Having the <a href="https://or.wikisource.org/wiki/%E0%AC%AC%E0%AC%BF%E0%AC%B6%E0%AD%87%E0%AC%B7:%E0%AC%85%E0%AC%AC%E0%AC%A6%E0%AC%BE%E0%AC%A8/Pmsarangi">highest </a>number of edits in <a class="external-link" href="http://or.wikisource.org/wiki/%E0%AC%AA%E0%AD%8D%E0%AC%B0%E0%AC%A7%E0%AC%BE%E0%AC%A8_%E0%AC%AA%E0%AD%83%E0%AC%B7%E0%AD%8D%E0%AC%A0%E0%AC%BE">Odia Wikisource</a>, Ms. Sarangi took interest to build a community in Delhi. Another Odia Wikilibrarian <a href="https://or.wikisource.org/wiki/%E0%AC%AC%E0%AC%BF%E0%AC%B6%E0%AD%87%E0%AC%B7:%E0%AC%85%E0%AC%AC%E0%AC%A6%E0%AC%BE%E0%AC%A8/Sitikantha_K">Sitikantha Kheti</a> also joined in to organise the first Odia Wikisource workshop in Delhi. These Wikimedians, a Delhi based group The Intellects and CIS-A2K collaboratively conducted a workshop.</p>
<p style="text-align: justify; ">The Intellect's president Debendra Rout addressed the participants and broadly spoke about the goal of the workshop and long term plans in Delhi. Both the Wikilibrarians shared their experience on Odia Wikisource. The workshop started with self introduction of the participants followed by screening of a documentary "Odia: Silalekharu Mobile".</p>

<b>A Wikipedia workshop was organized in Chandigarh by the British Library over two days on August 24 and 25, 2012. Bipin Kumar, Head of British Library and Christina, Deputy Manager had pivotal roles in designing this workshop with support from Piyush, a wikipedian. </b>
<p style="text-align: justify; ">The session on Day 1 was conducted by Subhashish Panigrahi and the session on Day 2 was conducted by Subhashish and Piyush.</p>
<h2 style="text-align: justify; ">Day 1: Introductory Session</h2>
<p style="text-align: justify; ">There was news coverage about <a class="external-link" href="https://plus.google.com/111646825844146884911/posts/Yy9xGd9kV14">this session</a> in the Hindustan Times. Members of the British Library (members above 16 years) were informed about the event through the British Council's <a class="external-link" href="http://www.britishcouncilonline.org/events/besuccessful_event_details.aspx?EventID=776">mailing list</a>. About 32 participants attended this session on Day 1. These included people from different age groups and backgrounds. Amazingly there were more elderly folks than the youngsters! Most of them were from Ludhiana, Mohali and Panchkula (Mohali and Panchkula are two nearby cities).</p>
<p style="text-align: justify; ">Subhashish gave the welcome address and asked the participants to introduce themselves and speak about their Wikipedia experience and interaction as a user. Many of them asked questions in the beginning itself which was quite beneficial as we got to spending some time to know each other. The participants were taken through the presentation by questioning about "Who edits Wikipedia and why they edit it", and since the participants continued asking a lot of questions in between, the intro session was longer. Most of them were still not believing that Wikipedia articles could be edited by common men like them. So Subhashish decided to do some vandalism. One of the participants volunteered for creating her user account, and the year when Chandigarh was declared as being the "cleanest city" of India was changed. She then corrected it. Subhashish explained how experienced editors correct such mistakes. The participants were briefed about a few formatting options like bold, italics, hyperlinking and creating heading levels, etc., and showed the "help" tab through which they could learn more. Majority of them had doubts about the credibility and they brought examples of many articles having wrong information. So the rest of the session was spent discussing about the low visibility being one of the reasons of articles with wrong information and how more editor contribution is essential for articles in the Indian context. The participants were also shown articles with "cleanup / more citations needed" maintenance tags and told how they could be improved.</p>

<h2 style="text-align: justify; ">Day 2: Editing Workshop</h2>
<p style="text-align: justify; ">Ten participants from the previous day (including a sports-blogger, a techie, four students, a ELT trainer, a pediatrician and a lady from Ludhiana who created her user account on Day 1 and brought her father for Day 2) came over for this workshop. There were four new student participants as well. Subhashish and Piyush spoke briefly about what is intended for the editing session. All the participants created their user accounts. Some of the participants helped the ones who were new to create their user accounts. The participants chose various articles including articles of local importance such as Banka Bihari Temple in Chandigarh, paratha (few of the participants raising queries on why it is not spelt "paraNtha", Assam tea, and so on.</p>

<p style="text-align: justify; ">The audience listened patiently and asked interesting questions like "what is there for me", "what we are going to do next", etc. They all gathered together for a photoshoot, discussed on setting a wiki club to stay connected and agreed to continue editing after the session is over. The participants were also excited to hear that the <a class="external-link" href="http://http//en.wikipedia.org/wiki/Wikipedia:Wikipedia_Club_Chandigarh">Chandigarh British Library Wikipedia Club</a> would be India's third Wikipedia club.</p>

<h3 style="text-align: justify; ">Meeting with British Library Staff</h3>
<p style="text-align: justify; ">After the session got over there was a meeting with British library's Deputy Manager Christina and IT Head Varinder. We were joined by a columnist from Tribune and one participant. We explained how the wiki club will function and how it would help them as well. Being a library they could involve many of their members in this. A woman editor from Ludhiana has showed interest for conducting workshops in her town. There was a sports-blogger and techie who explained how the local blogger community (over 125+ bloggers) meet up regularly and blog actively. This is a community we could explore more to promote Wikipedia amongst techies. We found that the British Library was quite open to ideas and showed interest for this collaborative model. The participants also asked about defining positions for the wiki club so that people having different interest could take up the lead for different activities.</p>
<p style="text-align: justify; "><b>Post event steps:</b></p>

<li>Emails with thanks and appreciating their interest were sent to the participants.</li>
<li>Formal opening of the club was done on <a class="external-link" href="http://en.wikipedia.org/wiki/Wikipedia:Wikipedia_Club_Chandigarh">Wikipedia</a> and participants and new editors have been informed.</li>
<li>Help/support desk on <a class="external-link" href="https://www.facebook.com/groups/WikiClubChandigarh">Facebook</a> was set up to provide online support.</li>
<li>Press releases were sent to newspapers.</li>
<li>Distributing work among new editors has begun.</li>

<b>Here is a round-up of events held at the University of Otago over Open Access Week. Subhashish Panigrahi made a presentation for the staff members of libraries across New Zealand. The event was organised by the University of Otago.</b>

<p style="text-align: justify;">From 3-4pm Subhashish Panigrahi [<a href="https://twitter.com/subhapa">@subhapa</a>], based in Bangalore, described the concept of <a href="https://blogs.otago.ac.nz/openotago/2015/10/06/how-to-do-guerilla-glam/" target="_blank">How to do Guerrilla GLAM</a>. Given the emergence of Wikipedian in Residence projects overseas and at particular institutions in NZ (see a <a href="https://www.youtube.com/watch?v=3b8X2SQO1UA&index=1&list=PLitfMzpMy7R93xPXqURuog_ahAwTq8hQO" target="_blank">recent panel at NDF 2015</a>), we were intrigued by what he had to say.</p>
<p style="text-align: justify;">It was an interesting session which generated much discussion. For those of us in NZ where we are fortunate to have institutions where there is a relatively high rate of access to collections – I’m thinking even at the library catalogue level – the thought that guerrilla activity may be necessary to surface collection items without the intervention of institution staffers may be surprising and possibly confronting! Subhashish did stress this guerrilla activity in no way violates copyright or licencing agreements, but seeks to make cultural items in GLAMs openly available to the public, where possible by partnering with institutions. The fact that many institutions do not have the resources to digitize cultural items, he posits, leaves the door open for guerrilla activity by skilled volunteers.</p>
<p style="text-align: justify;">One participant in the session succinctly described Guerrilla GLAM as being self-authorizing activity vs institutional authorizing activity. I understand this to mean that rather than institutions engaging their own staff or volunteers, or crowd sourcing new volunteers to digitise their content, the Guerilla GLAMers come to them. There may well be communities in NZ or small GLAMs that have no digital record of their collections. Communities and institutions in this situation may well find it helpful to engage some interested Guerrilla GLAMers to help them out.</p>

They had a discussion about the further steps with students (graduating batch) of the Indian Institute of Mass Communication (IIMC), Dhenkanal who took part in the Odia Wikipedia Education program. Finally there was a discussion on CIS-A2K's Odia language work plan for Wikipedia and WikiSource.</p>
