Odia Wikisource, a sister project of Odia Wikipedia and a free and open online library, is growing up with more and more Odia books every day. With a vast majority of the native language speakers seeking knowledge online, useful content like available online is going to pay a very crucial role. Be it popular literature or popular science writings, Odia Wikisource is growing up with books of various genre and helping preserve old published works.</p>

<p style="text-align: justify;">ଭାଷାଟିଏ ବଢ଼ିଲେ ବଢ଼ନ୍ତି ବ୍ୟବହାରୀ । ବଢ଼େ ସେ ଭାଷାର ଅଭିଲେଖ । ଆଉ ଆମ ଭାଷାଟି କେଇ ଶହ-ହଜାର ବର୍ଷ ଭିତରେ ଶାଖା ପ୍ରଶାଖା ମେଲି ଯେ କେଡ଼େ ବିଶାଳ ହୋଇଛି ତାହା ଆମେ ଜାଣୁ । ଭାଷା ନଈଟି ବହୁ ଜାଗା ଦେଇ ବହୁ ବହୁ ଅନେକ ବହି ମଧ୍ୟ ଉତୁରିଉଠିଛି । ସେ ବହିମାନଙ୍କ ଭିତରୁ ଜଣାଶୁଣା ଲେଖକଙ୍କ ବହିଗୁଡ଼ିକ ଭଲ ଭାବେ ସଂରକ୍ଷିତ ହୋଇ ପୁନମୁଦ୍ରଣ ହେବା ସହିତ ପିଢ଼ି ପିଢ଼ି ଧରି ପଢ଼ାହେଉଛି। ହେଲେ ଗୁରୁତ୍ଵପୂର୍ଣ୍ଣ ତଥ୍ୟ ଥାଇ ମଧ୍ୟ ଅନେକ ବଣମଲ୍ଲୀ ସମ ଉପାଦେୟ ବହି ପ୍ରଚାର ପ୍ରସାର ଅଭାବରୁ ଲୋକଲୋଚନକୁ ଆସିପାରିନାହିଁ। ତା’ଛଡ଼ା ଅନେକ ବହି ପ୍ରକାଶକ ଓ ଲେଖକଙ୍କ ସମ୍ବଳ ଅଭାବ ହେତୁ, ପାଠକଙ୍କ ଅନାଗ୍ରହ ଯୋଗୁ ସାରା ଓଡ଼ିଶା ବା ଓଡ଼ିଶା ବାହାରକୁ ଯାଇପାରନ୍ତି ନାହିଁ । ଏମିତି ଅବସ୍ଥାରେ ଆମ ଭବିଷ୍ୟତ ସବୁଯାକ ବହି ନ ହେଲେ ମଧ୍ୟ କିଛି ପାଇବେ ତ?</p>
<p style="text-align: justify;" dir="ltr">ଆଗରୁ ଆମର କୋଠକାଠିଆ ସମାଜ ଥିଲା। ଏକାଠି ବହୁଲୋକ ବସି ଆଳାପ ଆଲୋଚନା କରୁଥିଲେ। ବହି ପଢ଼ାଠୁ ଆରମ୍ଭ କରି ନ୍ୟାୟ ବିଚାର ଯାଏ ସବୁ ହେଉଥିଲା ସେଇଠି । ଆମ ବଡ଼ବଡ଼ୁଆମାନେ ସବୁ ଗୁରୁତ୍ଵପୂର୍ଣ୍ଣ ସିଦ୍ଧାନ୍ତ ସେଇଠି ନେଉଥିଲେ । ଅନେକ ସ୍ଥାନରେ ବୁଦ୍ଧଙ୍କ ଛବି ଖୋଜିଲେ ଏବେ ବି ଗଛ ତଳେ ଚଉକି ଉପରେ ଏକାଠି ହୋଇ ଲୋକେ ବିଚାର କରୁଥିବା ଦେଖିବାକୁ ମିଳେ । ଏକଦା ଭାଗବତ ଟୁଙ୍ଗିରେ ଭାଗବତ ପଢ଼ାହେବା ଆରମ୍ଭ ହୋଇଥିଲା । ସେ ଥିଲା କେଇଘଣ୍ଟା ପାଇଁ ପାଠାଗାର ଆଉ ବେଳ ପାଇଁ ଚଳଣି ଆଉ ନ୍ୟାୟଘରା ପରେ ବହିର ଆଲୋଚନାଠାରୁ ସଂଗ୍ରହ ଓ ସଂରକ୍ଷଣ ଲୋଡ଼ା ପଡ଼ିବାରୁ ପାଠାଗାର ଆରମ୍ଭ ହେଲା । ତେବେ ଧୀରେ ଧୀରେ ଲୋକେ ବହି ପଢ଼ାଠାରୁ ଦୂରେଇ ଯିବାରୁ ପାଠାଗାର ବଣମଲ୍ଲୀ ସମାନ ହୋଇପଡ଼ିଲାଣି । ଆଜିର ପିଢ଼ି ଯେବେ ପୂରାପୂରି ଡିଜିଟାଲ୍ ମୁହାଁ ହୋଇସାରିଲେଣି, ଆମକୁ ବିଚାରିବାକୁ ହେବ ଏ ରାଶି ରାଶି ପୋଥି କାହା ପାଇଁ । ସମାଜଟିଏ ତା’ର ଆଗାମୀ ଭବିଷ୍ୟତର ଆଖିରେ ସପନ ଦେଖେ । ତେଣୁ ବର୍ତ୍ତମାନ ପିଢ଼ିର ଆବଶ୍ୟକତାକୁ ଅଣଦେଖା କରି କେବଳ ବହି ଛାପିଲେ ପାଠାଗାର ଯେ ଅଳିଆଗଦାରେ ପରିଣତ ନ ହେବ କିଏ କହିବ? ଆଗାମା ପିଢ଼ି ପାଇଁ କ’ଣ ଲେଖାହେବ, କ’ଣା ଲେଖା ନ ହେବ ଆଉ କିପରି ଲେଖା ହେବ ତାହା ଏକ ଜଟିଳ ବିଷୟ । ଭାଷା କହିଲେ ଖାଲି ସାହିତ୍ୟକୁ ବୁଝାଏ ନାହିଁ ବରଂ ସାହିତ୍ୟ ଭାଷାର ଏକ ଅଂଶ ବୋଲି ଅନେକଙ୍କୁ ବୁଝିବାକୁ ପଡ଼ିବ । ବିଭିନ୍ନ ଧରଣର ରଚନା ଓ ସେସବୁ ସାଇତା ହେବାର ଆବଶ୍ୟକତା ବହୁ ଭାବେ ରହିଛି । ଆମେ ଆଗକୁ ବଢ଼ିବା ବେଳେ ଆଉ ନୂଆ ଭାବିବା ବେଳେ ଆଗରୁ ଘଟିଥିବ ଘଟଣା ଆମ ପାଦ ତଳର ନିଅଁ ଭଳି କାମ କରେ । ତେଣୁ ନୂଆ ପିଢ଼ି ବହିଠାରୁ ଦୂରେଇ ଯାଉଛନ୍ତି ବୋଲି ଭାବିଲେ ଚୋରକୁ ମାନ ମାରି ଖପରାରେ ଖାଇବା ଭଳି ଦେବାକାମି ହେବା କାଗଜ ଉପରେ ଛପା ବହି ଯେତେ ନିଜର ଲାଗିଲେ ମଧ୍ୟ ଦିନେ ନା ଦିନେ ଚିରିବ କି ଉଇଙ୍କ ଆହାର ହେବା ଆଉ ଆଗତ ଦିନ ପାଇଁ ତାକୁ ସାଇତି ରଖିବାର ସଳଖ ବାଟଟିଏ ହେଲା ତା’ର ଡିଜିଟାଲ୍ କପି ତିଆରିବା । ଇଂରାଜି, ଫ୍ରେଞ୍ଚ, ସ୍ଥାନିସ୍, ଜର୍ମାନ, ଜାପାନୀ ଆଦି ଭାଷାରେ ଲେଖା ପୋଥିପତର ସବୁ ସେଠାର ପାଠକ ଆଜି ବି ଆମ ଭଳି ବହିଧରି ପଢ଼ିବାକୁ ଭଲପାଆନ୍ତି । ଲଣ୍ଡନରେ କିଛି ଦିନର ରହଣି କାଳରେ ଦେଖି ଅଭିଭୂତ ହେଲି ସେଠା ଲୋକଙ୍କ ବହି ପଢ଼ାର ସଉକ । ଟ୍ରେନ୍ ଷ୍ଟେସନ୍ ବାଡ଼ାକୁ ଆଉଜି କିଏ ପଢୁଛି ତ କିଏ ଜନଗହଳି ଥାନରେ କଣଟିଏ ବାଛି ଫରଦ ପରେ ଫରଦ ଲେଉଟଉଛି । କିନ୍ତୁ ସେଠାର ପାଖାପାଖି ସବୁ ନୂଆ ବହି ଉଭୟ ଛପା ଓ ଇ-ବହି ବିକ୍ରି ହେଉଛି। ନୂଆ ଟେକ୍ନୋଲୋଜି ଆସିଗଲା ବୋଲି ପୁରୁଣା, ପୂରା ଫୋପାଡ଼ିଦେବା କେବଳ ମଝିମଝିଆ ସମାଜର ଲକ୍ଷଣ । ହେଲେ ଉଚ୍ଚତର ସମାଜରେ ପୁରୁଣା ଓ ନୂଆର ବିଭା ସବୁଠି ଦେଖିବାକୁ ମିଳେ। ତେଣୁ ଆମ ବହିମାନଙ୍କ ବିକ୍ରି କମିଯିବ ବୋଲି ହାଉଳି ଖାଇ ଆମେ ନୂଆପିଢ଼ିକୁ ଆମ ବହିର ବାସନାପାଣିରୁ ବଞ୍ଚିତ କରୁନୁ ତ ? ଯଦି ସତରେ ଆମ ପର ପିଢ଼ି ଆମ ବହିଯାକ ନ ପଢ଼ନ୍ତି ତା’ହେଲେ ଏ ଜାତିର ଇତିହାସରେ ଆମେ ଲାଙ୍ଗୁଡ଼ଜକା ଆଉ ଚିରକାଳ ଦୋଷୀ ହୋଇ ରହିଯିବୁ ।</p>

<p style="text-align: justify; ">As the <i><a href="http://granthottejak.org/about.html">Maharashtra Granthottejak Sanstha</a></i> (MGS) celebrated its 121st anniversary recently, the organization re-licensed 1000 books under the <a href="https://creativecommons.org/licenses/by-sa/4.0/">CC BY-SA 4.0</a> license so that the books could be digitized and be made available on the <a href="https://mr.wikisource.org/wiki/%E0%A4%AE%E0%A5%81%E0%A4%96%E0%A4%AA%E0%A5%83%E0%A4%B7%E0%A5%8D%E0%A4%A0">Marathi Wikisource</a> for millions of Marathi readers.<sup class="reference" id="cite_ref-1"><a href="https://blog.wikimedia.org/2015/12/03/open-access-marathi-language/#cite_note-1">[1]</a></sup></p>
<p style="text-align: justify; ">MGS is a non-profit organization working for the preservation of <a href="https://en.wikipedia.org/wiki/Maharashtra" title="en:Maharashtra">Maharashtra’s</a> linguistic and cultural heritage. It was founded in Pune, India in 1894. Being an important archive for the preservation of many hundreds of years old manuscripts and historical artifacts from the Peshwa era, the institution is open to public for study and research.</p>
<p style="text-align: justify; ">During the four-day anniversary celebration, the <a href="https://meta.wikimedia.org/wiki/CIS-A2K" title="CIS-A2K">Centre for Internet Society’s Access to Knowledge program</a> (CIS-A2K)—an organization that supports the Wikimedia movement in India—opened a Wikipedia stall there where Marathi Wikimedians were present. Around 600 people visited the stall and learned about the news of MGS’s book donation.</p>
<p style="text-align: justify; ">Many active and new Marathi Wikimedians were present at the exhibition stall along with Abhinav Garule from the CIS-A2K program to share the incredible work Marathi Wikipedia and Wikimedia community at large are doing. Autographs of eighteen notable writers who received awards from Sanstha for different genres of writings were collected for uploading to the Wikipedia pages about them. While meeting the authors, Wikimedians also approached them to relicense some of their works under Creative Commons licenses so that they could be digitized on Wikisource and/or enrich Wikipedia—and some of the authors expressed a good deal of interest in opening up their books for Wikisource.</p>
<p style="text-align: justify; ">Some of the major books donated are <i>Peshwa Rojnishi</i> (diary of <i>Peshwa</i>), <i>Benjamin Franklin Charitra</i> (<a href="https://en.wikipedia.org/wiki/The_Autobiography_of_Benjamin_Franklin"><i>The Autobiography of Benjamin Franklin</i></a>), <i>Kekavali</i>, <i>S M Paranjape Charitra</i> (autobiography), <i>Letters Exchanged between the Sanstha and the British Government</i>, <i>Shinde Gharanyacha Padmamay Itihas</i> (manuscript), and <i>Marathwadyatil Arvachin Marathi Vangmay</i> (modern Marathi literature from <a href="https://en.wikipedia.org/wiki/Marathwada" title="w:Marathwada">Marathwada</a>, a region in Maharashtra) are some of the popular books read by Marathi speakers that are going to be part of the books donated by the organization.</p>
<p style="text-align: justify; ">We reached out to Avinash Chaphekar, the joint secretary of the organization, to know more about the state of book publication and readership.</p>
<p style="text-align: justify; "><b>Subhashish Panigrahi (SP): Could you share your ideas of opening these invaluable books for Wikisource? How they are going to be useful for the online readers to learn about the Peshwas?</b></p>
<p style="text-align: justify; ">Avinash Chaphekar (AC): These books are of historical importance and contain information that needs to reach more people; they cover topics that are rarely covered well anywhere else. Right after India’s Prime Minister Narendra Modi recommended the autobiography of <a href="https://en.wikipedia.org/wiki/Benjamin_Franklin" title="en:Benjamin Franklin">Benjamin Franklin</a>, as it contains a lot of messages for a common person, a lady walked up to and asked if she could read it in Marathi. Be it such autobiographies or a poetry book like “Kekavali”, such books that were published by the MGS should not be kept closed—many readers are searching for them. We donated 800 of these old books to the Marathi Wikisource because we don’t have large presence in the media or the Internet, so how would any reader who does not know us buy a book? If these books are available online, they can at least find and read them.</p>
<p style="text-align: justify; "><b>SP: Where do you think there is gap between publishers and readers today? Many Marathi books get published every year and if you search on the Internet, which many people today do, you would hardly find much.</b></p>
<p style="text-align: justify; "><b>AC</b>: Online readership is increasing every day, but when you look at Marathi readers, the majority of them are still buying books. During the exhibitions here (even this year!), there is always quite a rush to buy books. Only the youth and tech-savvy people read online. But most people we meet say that they feel more comfortable holding and reading physical books. Moreover, there is no concrete research validating that most of the youngsters here are accessing information only online. I still feel reading books in a conventional way by holding books in your hands will continue to exist as there is some kind of satisfaction that lies in it.</p>
<p style="text-align: justify; "><b>SP: Did you know that we are going to get these books retyped, meaning that readers will not just be able to read them in their smartphones or computers but they could use the text for republishing the same books in the future? How do you think such a model will be useful for publishers?</b></p>
<p style="text-align: justify; "><b>AC</b>: At the MGS, we don’t have funds to republish these books, and publishers are not ready to do it no matter how historically valuable the books are—even an incredibly valuable reference book called <i>Marathi Grantha Nirmiti Watchal</i> (the history of creation of Marathi books in Marathi), authored by SG Tulpule and published by us in 1973. This book has detailed information about Marathi publications, even those that existed before printing technology existed. As many such books are not being reprinted, we cannot leave the remaining few copies to perish. Let them go online and reach millions of people.</p>

<b>Maharashtra Granthottejak Sanstha, a Pune based non-profit that was founded in Justice Mahadev Govind Ranade and colleagues in 1894, has recently announced to digitise their 1000 volumes of books centred around Peshwa culture. A discussion about digitising these books and making them available online on Marathi Wikisource is being organised on December 1 at the Energy Resources Institute(TERI), Bengaluru. Avinash Chaphekar, Joint Secretary of MGS will be addressing this talk.</b>
<p>Books published by Maharashtra Granthottejak Sanstha (MGS) vastly cover the Peshwa culture of Maharashtra apart from many other significant aspects of the history of Maharashtra. The books will be digitised on the Marathi-language Wikisource (<a class="external-link" href="https://mr.wikisource.org">mr.wikisource.org</a>) by the Marathi Wikimedia community. Marathi Wikisource is a sister project of <a class="external-link" href="https://mr.wikipedia.org">Marathi Wikipedia</a> and is a free online Marathi-language library. Started in 2012, it currently houses about 800 volumes of Marathi books.</p>
<p>MGS was founded in Pune by Justice M. G. Ranade, Dr. Ramkrishna Bhandarkar and Lokamanya Tilak in 1894. Earlier known Deccan Vernacular Translation Society, it was renamed as Maharashtra Granthottejak Sanstha in 1948. The Society has a collection of invaluable literary treasure like 100 yrs old rare literary work and manuscripts, Peshwa diaries and records, Justice Ranade's correspondence, 30 thesis on various subjects and many different domains. These collections make the institution a great place for study and research. Maharashtra Granthottejak Sanstha (MGS) celebrated its 121st anniversary recently at Pune, MGS donated 1000 books for Marathi Wikisource so that the books could be digitised and be made available for millions of Marathi readers. Avinash Chaphekar, Joint Secretary of the organisation who will be addressing the talk that is being organised by the Centre for Internet and Society, Bengaluru.</p>

Sunil Abraham, Pranesh Prakash and Jyoti Panday participated. Overall CIS spoke in 10 panels. Jyoti Panday has <a href="http://cis-india.org/internet-governance/blog/summary-report-internet-governance-forum-2015">summarized the developments</a>.</li>
<li>Draft Outcome Document of the UN General Assembly's Overall Review of implementation of WSIS Outcomes was released on 4 November 2015. Comments were sought on the Draft Outcome Document from diverse stakeholders. CIS <a href="http://cis-india.org/internet-governance/blog/comments-on-the-draft-outcome-document-of-the-un-general-assembly2019s-overall-review-of-the-implementation-of-wsis-outcomes-wsis-10"> responded to the call </a> .</li>
<li>The first draft of the National IPR Policy was released last December. Comments and suggestions were submitted to the DIPP on this. Akshath Mithal <a href="http://cis-india.org/a2k/blogs/national-ipr-policy-mapping-the-stakeholders2019-response">in his blog post</a> analysed the comments available online and the trends that he was able to find.</li>
<li>Ramya Chandrasekhar <a class="external-link" href="http://cis-india.org/internet-governance/blog/breaking-down-icann-accountability-what-it-is-and-what-the-internet-community-wants">wrote a blog post</a> that has deconstructed and explained some aspects of the various proposals to enhance ICANN's accountability.</li>
<li>Mangalore based cultural centre Maand Sobhaann recently relicensed 3 of their publications under a free license <a href="http://cis-india.org/openness/konkani-language-books-from-konkani-language-culture-center-mannd-sobhaann-to-enrich-konkani-wikipedia"> so that the books could be digitised </a> on Konkani Wikisource and enrich Konkani Wikipedia. Rahmanuddin Shaik and Tanveer Hasan have captured the development in a blog post.</li>
<li>Japreet Grewal in a blog post has attempted to <a href="http://cis-india.org/internet-governance/blog/the-case-of-whatsapp-group-admins"> understand the domain in which censorship laws are penetrating today </a> giving the example of the role of group admin in Whatsapp.</li>
<li>Elonnai Hickok in a <a href="http://cis-india.org/internet-governance/blog/policy-brief-oversight-mechanisms-for-surveillance">policy brief</a> has reviewed different oversight mechanisms from the US, UK, and Canada and provides recommendations for ways in which India can strengthen its present oversight mechanisms for state surveillance and the intelligence community. </li>
<li>Rohan George <a class="external-link" href="http://cis-india.org/internet-governance/blog/predictive-policing-what-is-it-how-it-works-and-it-legal-implications">has reviewed the literature</a> surrounding big data and predictive policing and has provided an analysis of the legal implications of using predictive policing techniques in the Indian context. </li>
<li>Large blocks of underused spectrum lie tantalizingly out of reach, waiting for enabling regulation, administration, and to some extent technology, to accelerate our move towards Digital India, <a class="external-link" href="http://cis-india.org/telecom/blog/business-standard-november-4-2015-buzz-around-tv-white-space">according to Shyam Ponappa's column published in the Business Standard</a>.</li>
<li>CIS in collaboration with T.A.J. Residency & SKE Projects and or-bits.com developed <a href="http://cis-india.org/raw/silicon-plateau-vol-1">Silicon Plateau Vol-1</a>. This book marks the beginning of an interdisciplinary artistic project, Silicon Plateau, the scope of which is to observe how the arts, technology and society intersect in the city of Bangalore.</li>
<li>P.P. Sneha has outlined a few questions/conflicts that the digital practitioners in arts and humanities disciplines are grappling with in the <a class="external-link" href="http://cis-india.org/raw/digital-humanities-in-india">first among seven sections that has been published</a>.</li>
<li>Centre for the Study of Culture and Society and CIS <a href="http://cis-india.org/raw/cscs-digital-innovation-fund">has set up the CSCS Digital Innovation Fund</a>. The objective is to encourage, host, and provide seed funding for the development of digital tools and infrastructure for arts, humanities, and social science research in India. The fund will be administered by the RAW programme at CIS.</li>

Fifty four participants attended the event. </li>

The workshop fostered a discussion of the ways in which stakeholders could address the underlying reasons for data flow restrictions. </li>

<b>Odia Wikisource, a sister project of Odia Wikipedia and a free online Odia-language library is celebrating its first anniversary in Bhubaneswar tomorrow. Available online at or.wikisource.org, the project finally went live in last year on October 20 after being incubated over two years.</b>
<p style="text-align: justify;">In a nutshell, it not just provides free and open access to readers to access text that are out of copyright or available under free license, but also allows them to contribute in either digitizing copyright-free text or correcting mistakes made by others. All the contributors to the project are volunteers and are fondly called "uikiali" in Odia. These volunteers follow certain guidelines to check through the content digitized by others to make sure there is no copyrighted text posing copyright violation, correct typos and other grammatical mistakes and incorrect attribution. Authors and copyright holders are also encouraged to provide permission in re-licensing their work under free licenses like CC-BY/CC-by-SA licenses so that some of their content becomes available online and fill the large gap of the Odia books online to some extent. <b>Odia Wikisource, a sister project of Odia Wikipedia and a free online Odia-language library is celebrating its first anniversary in Bhubaneswar tomorrow. Available online at or.wikisource.org, the project finally went live in last year on October 20 after being incubated over two years. In a nutshell, it not just provides free and open access to readers to access text that are out of copyright or available under free license, but also allows them to contribute in either digitizing copyright-free text or correcting mistakes made by others. </b>

These volunteers follow certain guidelines to check through the content digitized by others to make sure there is no copyrighted text posing copyright violation, correct typos and other grammatical mistakes and incorrect attribution.</p>
<p style="text-align: justify;">Authors and copyright holders are also encouraged to provide permission in re-licensing their work under free licenses like CC-BY/CC-by-SA licenses so that some of their content becomes available online and fill the large gap of the Odia books online to some extent. “Last year, the Wikimedia community in Odisha did a remarkable job in bringing as many as 141 books from multiple authors relicensed under the above mentioned licenses” said the Centre for Internet and Society's Programme Officer Subhashish Panigrahi. “Where we, as an institution, could play a role in reaching out to many authors and convincing them for a small contribution to the society” added Panigrahi.</p>
<p style="text-align: justify;">Pankajmala Sarangi, the most active contributor to the project elaborated saying, there is a great dearth of Odia books online. I try to buy some time from personal and office time to continue my contribution. Afterall, I started from an all time Odia classic “Cha'mana Athaguntha” by Fakir Mohan Senapati”. Many important books that are out of copyright are making their appearance on the Odia Wikisource. “Wikisource is different than Wikipedia as the former is published writing reublished online where on Wikipedia it is more of aggregating information published elsewhere in an encyclopaedic manner”, says Dr. Subas Chandra Rout, a long time Wikimedian.</p>

<li>CIS <a href="http://cis-india.org/internet-governance/crowdsourcing-incidents-of-communication-privacy-violation-in-india">initiated an effort</a> to crowdsource incidents of violation of digital, online and telephonic privacy of persons and organizations in India and shared the full list of public incidents under CC-BY-SA international license.</li></ul>

<li>Sunil Abraham <a href="http://cis-india.org/internet-governance/blog/the-week-november-1-2015-sunil-abraham-connected-trouble">wrote a column in the Week</a> telling readers that internet of things phenomenon is based on a paradigm shift from thinking of the internet merely as a means to connect individuals, corporations and other institutions to an internet where all devices in (insulin pumps and pacemakers), on (wearable technology) and around (domestic appliances and vehicles) humans beings are connected.</li></ul>

<li>Pranesh Prakash, Padmini Baruah and Jyoti Panday <a href="http://cis-india.org/internet-governance/blog/do-we-need-a-unified-post-tranistion-iana">wrote a blog post</a> that questions the division of the three IANA functions — names, numbers and protocols — given that there is no no real technical stability to be gained from a unified Post Transition IANA.</li></ul>

<li>CIS <a href="http://cis-india.org/internet-governance/blog/global-multistakeholder-community-neither-global-nor-multistakeholder">analysed five main mailing lists</a> where the IANA transition plan was formulated. The research found that the discussions around IANA transition have not been driven by the “global multi-stakeholder community”, but mostly by males from industry in North America and Western Europe.</li></ul>

<li>In recent months, there was a spree of bans on access to Internet services in Indian states, for different reasons. State governments relied on Section 144 of Criminal Procedure Code for imposing the bans. Geetha Hariharan and Padmini Baruah in a <a href="http://cis-india.org/internet-governance/blog/the-legal-validity-of-bans-on-internet-part-i">blog post</a> argued that Section 69A of the Information Technology Act, 2000 should be evoked if necessary and not that of the Criminal Procedure Code.</li>

<b>Here is a round-up of events held at the University of Otago over Open Access Week. Subhashish Panigrahi made a presentation for the staff members of libraries across New Zealand. The event was organised by the University of Otago.</b>

<p style="text-align: justify;">From 3-4pm Subhashish Panigrahi [<a href="https://twitter.com/subhapa">@subhapa</a>], based in Bangalore, described the concept of <a href="https://blogs.otago.ac.nz/openotago/2015/10/06/how-to-do-guerilla-glam/" target="_blank">How to do Guerrilla GLAM</a>. Given the emergence of Wikipedian in Residence projects overseas and at particular institutions in NZ (see a <a href="https://www.youtube.com/watch?v=3b8X2SQO1UA&index=1&list=PLitfMzpMy7R93xPXqURuog_ahAwTq8hQO" target="_blank">recent panel at NDF 2015</a>), we were intrigued by what he had to say.</p>
<p style="text-align: justify;">It was an interesting session which generated much discussion. For those of us in NZ where we are fortunate to have institutions where there is a relatively high rate of access to collections – I’m thinking even at the library catalogue level – the thought that guerrilla activity may be necessary to surface collection items without the intervention of institution staffers may be surprising and possibly confronting! Subhashish did stress this guerrilla activity in no way violates copyright or licencing agreements, but seeks to make cultural items in GLAMs openly available to the public, where possible by partnering with institutions. The fact that many institutions do not have the resources to digitize cultural items, he posits, leaves the door open for guerrilla activity by skilled volunteers.</p>
<p style="text-align: justify;">One participant in the session succinctly described Guerrilla GLAM as being self-authorizing activity vs institutional authorizing activity. I understand this to mean that rather than institutions engaging their own staff or volunteers, or crowd sourcing new volunteers to digitise their content, the Guerilla GLAMers come to them. There may well be communities in NZ or small GLAMs that have no digital record of their collections. Communities and institutions in this situation may well find it helpful to engage some interested Guerrilla GLAMers to help them out.</p>

<b>Odia Wikisource, a sister project of Odia Wikipedia and a free online Odia-language library is celebrating its first anniversary in Bhubaneswar tomorrow i.e., 25th October, 2015. </b>

<p style="text-align: justify;">Available online at <a href="https://or.wikisource.org/">or.wikisource.org</a>, the project finally went live in last year on October 20 after being incubated over two years.</p>
<p style="text-align: justify;">In a nutshell, it not just provides free and open access to readers to access text that are out of copyright or available under free license, but also allows them to contribute in either digitizing copyright-free text or correcting mistakes made by others.</p>
<p style="text-align: justify;">All the contributors to the project are volunteers and are fondly called “uikiali” in Odia. These volunteers follow certain guidelines to check through the content digitized by others to make sure there is no copyrighted text posing copyright violation, correct typos and other grammatical mistakes and incorrect attribution.</p>
<p style="text-align: justify;">Authors and copyright holders are also encouraged to provide permission in re-licensing their work under free licenses like <a href="https://creativecommons.org/licenses/by/2.0/">CC-BY</a>/<a href="https://creativecommons.org/licenses/by-sa/3.0/us/">CC-by-SA</a> licenses so that some of their content becomes available online and fill the large gap of the Odia books online to some extent.</p>

<p style="text-align: justify;">Last year, the Wikimedia community in Odisha did a remarkable job in bringing as many as 141 books from multiple authors relicensed under the above mentioned licenses where we, the Centre for Internet and Society’s Access To Knowledge program, as an institution, could play a role in reaching out to many authors and convincing them for a small contribution to the society.</p>
<p style="text-align: justify;">Pankajmala Sarangi, the most active contributor to the project elaborated saying, there is a great dearth of Odia books online. I try to buy some time from personal and office time to continue my contribution. After all, I started from an all-time Odia classic “<a href="https://or.wikisource.org/wiki/Index:Chha_mana_atha_guntha.pdf">Cha’mana Athaguntha</a>” by <a href="https://or.wikipedia.org/wiki/Fakir_Mohan_Senapati">Fakir Mohan Senapati</a>”.</p>
<p style="text-align: justify;" class="callout">“The Odia language classics could now be read from phones, tablets and of course from computers”</p>
<p style="text-align: justify;">Many important books that are out of copyright are making their appearance on the Odia Wikisource. “Wikisource is different than Wikipedia as the former is published writing republished online whereas on Wikipedia it is more of aggregating information published elsewhere in an encyclopaedic manner”, says Dr. Subas Chandra Rout, a long time Wikimedian.</p>
<p style="text-align: justify;">Odia Wikisource’s administrator Mrutyunjaya Kar welcomes everyone taking interest in Odia library movement in particular and Odia language in general to join this event that is being held at the Institute on Management of Agricultural Extension (IMAGE), Siripura, Bhubaneswar at 5 pm tomorrow.</p>

<b>In 2013, the interview project “WikipediansSpeak” was launched in response to observations that many noteworthy Wikimedians were being underrepresented both locally and globally. Not just them personally—their work, and the communities they represent, were also unknown to the Wikimedia community and the outside world. </b>
<p>This was published on Wikimedia blog in two languages <a class="external-link" href="https://blog.wikimedia.org/2015/10/09/telugu-library-catalog-project/">English</a> and <a class="external-link" href="https://goo.gl/J3Nkch">Ukranian</a>.</p>

<p style="text-align: justify;">Wikimedia Foundation’s fundraising campaigns were the biggest inspiration for the project. From video-only interviews, this is an attempt at different ways of interviews, and is the first interview showcasing a Telugu Wikimedian: <a title="w:te:User:విశ్వనాధ్.బి.కె." href="https://en.wikipedia.org/wiki/te:User:%E0%B0%B5%E0%B0%BF%E0%B0%B6%E0%B1%8D%E0%B0%B5%E0%B0%A8%E0%B0%BE%E0%B0%A7%E0%B1%8D.%E0%B0%AC%E0%B0%BF.%E0%B0%95%E0%B1%86.">Viswanadh B.K.</a>, who was an Individual Engagement (IEG) Grantee last year and has continued to be active in outreach.</p>
<dl style="text-align: justify;"><dt><em><strong>Recently, you attended a Telugu Wikipedia workshop for the Botany-major undergraduate students at <a title="w:Andhra Loyola College" href="https://en.wikipedia.org/wiki/Andhra_Loyola_College">Andhra Loyola College</a>, <a title="w:Vijayawada" href="https://en.wikipedia.org/wiki/Vijayawada">Vijayawada</a>, <a title="w:Andhra Pradesh" href="https://en.wikipedia.org/wiki/Andhra_Pradesh">Andhra Pradesh</a>. Would you like to talk a little bit about your participation, how the program was designed, the activities there and the output? How are you planning to mentor the students in the future?</strong></em></dt></dl>
<p style="text-align: justify;">The staff and students are quite enthusiastic, and the students are dedicating considerable time to learning, and reflecting their learning, while editing the <a title="te:" href="https://te.wikipedia.org/wiki/">Telugu Wikipedia</a>. However, they need more training on basics of Wikipedia, as well as on policies and guidelines. Without that, they might end up creating low quality articles that the community will face problems cleaning up. <a title="Special:MyLanguage/CIS-A2K" href="https://meta.wikimedia.org/wiki/Special:MyLanguage/CIS-A2K">Centre for Internet and Society’s Access To Knowledge</a> program (CIS-A2K), that has been organizing these sessions in the college, should seek out more support from the Telugu Wikimedia community so that the experienced editors could mentor these students. I feel it would be a good idea to award the students and faculty with certificates. These small little things often motivate many.</p>
<dl style="text-align: justify;"><dt><em><strong>What part should the community and CIS-A2K be playing in the Wikimedia movement? What could and should we do for the Telugu community?</strong></em></dt></dl>
<p style="text-align: justify;">Many in our community do not know how programs like CIS-A2K work. Maybe there is a need to provide some kind of orientation for them which will help them to understand how they could approach CIS asking for support. This process could also help the community understand CIS’s activities and its programmatic implementation. More collaboration, and understanding of the program among the community, will improve involvement in CIS’s activities as well as CIS’s understanding of the community.</p>
<dl style="text-align: justify;"><dt><em><strong>You were the second Telugu Wikipedian to be awarded with an Individual Engagement Grant (IEG). How did it go, and what did you achieve? Based on your own experience, how are you planning to groom this year’s applicants from Telugu and other Indian language Wikimedia communities?</strong></em></dt></dl>
<p style="text-align: justify;">This IEG was my dream come true! Back in 2009, I <a href="http://godaavari.blogspot.in/2009/05/blog-post.html">blogged</a> about the potential of opening up library catalogs on the Internet for people to search for books. I learned a lot, and <a title="Special:MyLanguage/Grants:Learning patterns/Dealing with authorities for institutional partnerships" href="https://meta.wikimedia.org/wiki/Special:MyLanguage/Grants:Learning_patterns/Dealing_with_authorities_for_institutional_partnerships">documented</a> part of my learning, which talks about the ways one should go about partnering with Indian institutions. I believe, my interaction with fellow Wikimedians must have helped them to better their grants applications this year. And I am hoping that I will continue to support more friend from my community and country in the future.</p>
<dl style="text-align: justify;"><dt><em><strong>What drove you, over the years, to work on a project like this digitizing library catalogs? Were there any additional learning and benefits from this project?</strong></em></dt></dl>
<p style="text-align: justify;">In this digital age, people searching for books on the Internet might have developed the notion that if a book is not available online, it doesn’t exist. I have been experiencing this very issue while looking for evidence notability and citations on the Telugu Wikipedia. Many Wikipedia editors argue for citing at least the name of the book when the book is not available online. This pushed me to create a central catalog that will benefit Wikipedians, researchers, and readers. In the process of creating the catalog, I also managed to develop strong relations with several cultural organizations. These include <a href="http://kathanilayam.com">Kathanilayam</a>, a dedicated organization collecting every Telugu story; the Annamayya Library, which developed into a great cultural center in Guntur, Andhra Pradesh; and the Suryaraya Vidyananda Library, whose collection is enriched with rare manuscripts and important books. I touch based with them then, and they are slowly becoming household names for other Wikimedians for their library-related needs. We can see the potential of strong partnerships and synergy with these libraries.</p>
