<b>In this issue of our newsletter for 2013, we are pleased to bring you updates about the open exhibition held at our office for celebrating five years of our existence, Access to Knowledge work plan (2013-14), and the revised budget (September 2012 - February 2013).</b>
<p style="text-align: justify; ">Wikimedia Foundation, beginning from September 1, 2012, awarded the Centre for Internet & Society (CIS) a two-year grant of INR 26,000,000 to support and develop free knowledge in India. Consequently, Wikimedia Foundation’s India Program became the <a href="https://cis-india.org/a2k/access-to-knowledge-program-plan" target="_blank">Access to Knowledge (A2K) program</a> of CIS. In this newsletter, we are pleased to bring you updates about the recently concluded exhibition organised in our offices in Bangalore and Delhi and share with you the feedback to the Access to Knowledge work plan from the wikipedia community.</p>
<p style="text-align: justify; ">The <a href="http://meta.wikimedia.org/wiki/Access_To_Knowledge/Team" title="Access To Knowledge/Team">A2K team</a> consists of three members based in Bangalore: <a href="https://cis-india.org/about/people/our-team">T. Vishnu Vardhan</a>, <a href="https://cis-india.org/about/people/our-team">Dr. U.B. Pavanaja</a> and <a href="https://cis-india.org/about/newsletters/people/our-team">Subhashish Panigrahi</a> and one member <a href="https://cis-india.org/about/newsletters/people/our-team">Nitika Tandon</a> in Delhi. <a href="https://cis-india.org/about/newsletters/people/our-team">Noopur Raval</a>, Programme Officer left the organisation on April 24, 2013. <p style="text-align: justify; "><a href="https://cis-india.org/internet-governance/events/celebrating-5-years-of-cis"><strong>Celebrating 5 Years of CIS</strong></a><br />CIS is now 5 years old and we recently celebrated this by holding an open exhibition in our offices in Bangalore and Delhi from May 20 to 23, showcasing our work and accomplishments over the five year period. We had about 170 visitors coming in to our office. Renowned artists like Tara Kelton, Kiran Subbaiah, Navin Thomas, Abhishek Hazra and Sharath Chandra Ram exhibited their work. CIS staff participates in the Standing Committee for Copyright and Related Rights (SCCR) meetings regularly held in Geneva, and participate in the discussions and comments on them from a public interest perspective. Our Policy Director, Nirmita Narasimhan won the <a href="https://cis-india.org/about/accessibility/blog/national-award">National Award for Empowerment of Persons with Disabilities</a> from the Government of India and also received the <a href="https://cis-india.org/about/news/nirmita-nivh-award">NIVH Excellence Award</a>.</p>

<p style="text-align: justify; ">CIS is doing two projects in partnership with the <b>Hans Foundation</b>. One is to create a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India and another is for developing a screen reader and text-to- speech synthesizer for Indian languages. CIS is also working with the World Blind Union and many other organisations to develop a Treaty for the Visually Impaired helped by the WIPO:</p>

<p style="text-align: justify; ">The Wikimedia Foundation <a href="https://cis-india.org/a2k/access-to-knowledge-program-plan">awarded</a> CIS a two year grant of INR 26,000,000 to support and develop the growth of Indic language communities and projects by community collaborations and partnerships. This is being carried out by the Access to Knowledge team based in Delhi. CIS is also doing a project (Pervasive Technologies) on examining the relationship between production of pervasive technologies and intellectual property. CIS also promotes openness including open government data, open standards, open access, and free/libre/open source software through its Openness programme.</p>

Consequently, Wikimedia Foundation’s India Program became the <a href="https://cis-india.org/a2k/access-to-knowledge-program-plan" target="_blank">Access to Knowledge (A2K) program</a> of CIS. <b>Recently Centre for Internet and Society's Access To Knowledge Programme members T. Vishnu Vardhan and Subhashish Panigrahi met wikipedians in Kolkata. The event was co-organized by the Access to Knowledge team from the Centre for Internet and Society and the Wikipedian community of Kolkata.</b>
<p style="text-align: justify; ">The Wikimedia community in the city of joy gathered near Salt lake during Recently <a href="https://cis-india.org/" class="external-link">Centre for Internet and Society</a>'s <a class="external-link" href="http://meta.wikimedia.org/wiki/India_Access_To_Knowledge">Access To Knowledge Programme</a> team's visit. Four Wikipedians from Kolkata, Wikimedia Foundation's mobile Developer <a class="external-link" href="http://www.mediawiki.org/wiki/User:Yuvipanda">Yuvaraj Pandian</a> and OPW intern <a class="external-link" href="http://www.mediawiki.org/wiki/User:Sucheta_Ghoshal">Sucheta Ghoshal</a> joined A2K's <a class="external-link" href="http://meta.wikimedia.org/wiki/User:Visdaviva">Vishnu Vardhan</a> and <a class="external-link" href="http://meta.wikimedia.org/wiki/User:Psubhashish">Subhashish Panigrahi</a> for this meetup. Vishnu addressed the wikipedians and gave a brief introduction about the programme's objectives and plans. Bengali Wikipedians <a class="external-link" href="http://en.wikipedia.org/wiki/User:Jayantanth">Jayanta Nath</a> and <a class="external-link" href="http://en.wikipedia.org/wiki/User:BengaliHindu">Kalyan Sarkar</a> shared the success stories and activities in Bengali Wikipedia community. They also discussed about the challenges Indian Bengali wikipedians are facing. Wikipedians discussed few of the technical aspects of Bengali Wikipedia over lunch. Vishnu and Subhashish discussed about the opportunities that could be explored to bring more good quality content relevant to West Bengal and Bengali language over lunch.</p>

<p style="text-align: justify; ">The aim of this meetup was to discuss the current state of Odia Wikipedia and understand the community building strategies for this year. Wikipedians shared their motivation and experience for editing Wikipedia. Challenges, plans and new project ideas were discussed. Vishnu Vardhan</a> and <a class="external-link" href="http://meta.wikimedia.org/wiki/User:Subha_WMF">Subhashish Panigrahi</a> met Odia Wikipedians in Cuttack to discuss about the current state of Odia Wikipedia and understand the community building strategies. Five active wikipedians from Cuttack and one from Bhubaneswar joined and discussed about various challenges the community is facing. New project ideas were discussed. Wikipedians also shared their stories and motivation. A <a class="external-link" href="http://or.wikipedia.org/s/8b">new project on articles about the Villages, Pachayats, Blocks of Odisha</a> was decided to be rolled as a key project on this day.</p>

<p style="text-align: justify; ">CIS is doing two projects in partnership with the <b>Hans Foundation</b>. One of this is to create a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India and another is for developing a screen reader and text-to- speech synthesizer for Indian languages. CIS is also working with the World Blind Union and many other organisations to develop a Treaty for the Visually Impaired helped by the WIPO:</p>
<p style="text-align: justify; "><b>National Resource Kit for Persons with Disabilities</b><br />Anandhi Viswanathan from CIS and Manojna Yeluri from the Centre for Law and Policy Research are working in this project. Draft chapters have been published. Feedback and comments are invited from readers for the chapters on Lakshadweep, Meghalaya and Uttar Pradesh:</p>

<li style="text-align: justify; "><a href="https://cis-india.org/accessibility/blog/national-resource-lakshadweep-chapter-call-for-comments">The Lakshadweep Chapter</a> (by Anandhi Viswanathan, March 25, 2013): The union territory of Lakshadweep has not passed any legislation for persons with disabilities, but implements the provisions under the central laws. The benefits currently available to persons with disabilities in Lakshadweep include disability pension, unemployment allowance and grant for setting up kiosks.</li>
<li style="text-align: justify; "><a href="https://cis-india.org/accessibility/blog/national-resource-kit-the-meghalaya-chapter-call-for-comments">The Meghalaya Chapter</a> (by Manojna Yeluri, March 25, 2013): Meghalaya is one of the few north-eastern states, which has appointed a Commissioner for Disabilities. Most of the schemes and benefits given to persons with disabilities in Meghalaya are under centrally sponsored schemes. Very few schemes are initiated by the state government. </li>
<li style="text-align: justify; "><a href="https://cis-india.org/accessibility/blog/national-resource-uttar-pradesh-chapter-call-for-comments">The Uttar Pradesh Chapter</a> (by Manojna Yeluri, March 31, 2013): The Government of Uttar Pradesh has established shelter homes and vocational training centres in several parts of the states — most recently in Meerut, Bareilly and Gorakhpur. It has also undertaken to finance nearly 4340 corrective surgeries for polio across nine cities of Uttar Pradesh. It also intends to start several projects in 2013. These include the establishment of a Braille Press in order to produce Braille books, magazines and other study material.</li>
</ul>

<li style="text-align: justify; "><a href="https://cis-india.org/accessibility/resources/west-bengal-govt-notifications">West Bengal (Govt) Notifications</a>: We received a series of notifications from the West Bengal Government from its various departments such as finance, higher education, transport, health and family welfare, labour, land and land reforms, panchayats and rural development, etc. <a href="https://cis-india.org/accessibility/resources/west-bengal-notifications.zip">OCR versions</a> of the same have been published.</li>
<li style="text-align: justify; "><a href="https://cis-india.org/accessibility/resources/lakshadweep-govt-notifications">Lakshadweep (Govt) Notifications</a>: Notifications received from the Lakshadweep Government including guidelines for functioning of KIOSKS, grant of unemployment allowance and special jobs to persons with disabilities, issuing identity card to persons with disabilities for availing government benefits, etc., are published. <a href="https://cis-india.org/accessibility/resources/lakshadweep-ocr-notifications">OCR versions</a> have also been put up.</li>

<p style="text-align: justify; ">The Wikimedia Foundation <a href="https://cis-india.org/a2k/access-to-knowledge-program-plan">awarded</a> CIS a two year grant of INR 26,000,000 to support and develop the growth of Indic language communities and projects by community collaborations and partnerships. This is being carried out by the Access to Knowledge team based in Delhi. CIS is also doing a project (Pervasive Technologies) on examining the relationship between production of pervasive technologies and intellectual property. CIS also promotes openness including open government data, open standards, open access, and free/libre/open source software through its Openness programme.</p>

<li><a href="https://cis-india.org/about/people/our-team">Dr. U.B. Pavanaja</a> joined the A2K team as Programme Officer, India Language Initiatives on March 4, 2013. Dr. Pavanaja holds a Master’s degree from Mysore University and Ph.D. from Mumbai University. He was a scientist at Bhabha Atomic Research Centre, Mumbai, for about 15 years. He is one of the earliest editors of Kannada Wikipedia. He has to his credit many firsts, viz., first Kannada website, first Kannada online magazine, first Indian language (Kannada) website to receive Golden Web Award, first Indian language (Kannada) editor for Palm OS, first Indian language (Kannada) editor for WinCE device (HP Jornado 720), first Indian language version (Kannada) of universally popular Logo (programming language for children) software, etc. His Kannada logo won the Manthan Award for the year 2006. He was a member of the technical advisory committee setup by the Govt. of Karnataka for Standardization of Kannada on Computers (2000). He is also a member of the Kannada Software Committee of Govt. of Karnataka (2008-current). </li>

<b>GNUnify 2013 organized in the campus in Pune from February 15 to 17, 2013. The event was organized by Pune Linux/Unix User Group (PLUG) and Symbiosis Institute of Computer Studies & Research (SICSR). Subhashish Panigrahi reports the outcomes in this blog post.</b>
<p><a class="external-link" href="http://www.gnunify.in/">GNUnify</a> is an annual gathering consisting of <a class="external-link" href="https://en.wikipedia.org/wiki/Free_and_open-source_software">Free and Open Source software</a> workshops, talks, seminars and BOFs (Birds of a feather). This was hosted by the <a class="external-link" href="http://www.plug.org.in/">Pune Linux User Group</a> and the <a class="external-link" href="http://sicsr.ac.in/">Symbiosis Institute of Computer Studies</a> and Research in Pune, India.</p>
<p style="text-align: justify; "><b>Day 1: February 15, 2013</b><br />The first day of the event had many parallel tracks including talks on KDE, Firefox OS, FUEL Project, Wikimedia Localization, OpenSSL, Discussions on Creative Commons, OpenStack and few technical workshops.</p>
<p style="text-align: justify; "><b>Day 2: February 16, 2013</b><br />Few of the full day events includes several talks and discussions about Mozilla and Firefox, Internationalization, Localization and Indic language input method related talks and workshops by the Wikimedia Foundation Engineering team (More details on mediawiki.org), Drupal and workshop and talks on Python. Wikipedians, translators from various languages, A2K team members Vishnu Vardhan and Subhashish had an open conversation with the Wikimedia Foundation Engineering team.</p>
<p style="text-align: justify; "><b>Day 3: February</b> <b>17, 2013</b><br />The final day of GNUnify had 3 major parallel day long events; Mozilla India community meetup, Wikipedia translation sprint and Wikipedia gadget workshop. At the end of all the events participants gathered for a group photo and socialized.<b><br /> </b></p>

<b>The Odia Wikipedia community collaborated with the Indian Institute of Mass Communication, Dhenkanal and hosted a pilot Odia Wikipedia Education Program. The program began in November 2012 and got over by January 2013. Sixteen student wikipedians signed up and took part in editing more than a dozen articles on Odia Wikipedia.</b>
<p align="JUSTIFY">Odia Wikimedia community is primarily active in three major cities: Bhubaneswar, Cuttack and Nalconagar. There was a sustained growth in the community during August-October 2012 which inspired the comunity to initiate a long term program like <a class="external-link" href="http://en.wikipedia.org/wiki/Wikipedia:Education_program">Wikipedia Education Program</a>. <a class="external-link" href="http://or.wikipedia.org/wiki/User:MKar">Mrutyunjaya Kar</a> from Nalconagar community reached out to several schools in Nalconagar and Phulbani to find a potential institute for such a program. <a class="external-link" href="http://meta.wikimedia.org/wiki/User:Psubhashish">Subhashish</a> from <a class="external-link" href="http://meta.wikimedia.org/wiki/India_Access_To_Knowledge">Access To Knowledge</a> team of CIS supported the community for setting up a meeting with Prof. <a class="external-link" href="http://www.iimc.nic.in/mrinal-chatterjee.html">Mrinal Chatterjee</a> and few other faculty members of <a class="external-link" href="http://www.iimc.nic.in/branches-dhenkanal.html">Indian Institute of Mass Communication, Dhenkanal</a> followed by a workshop for the students.</p>
<p align="JUSTIFY">More than 45 students from both Odia and English department took part for the first introductory workshop. A <a class="external-link" href="http://or.wikipedia.org/wiki/ଉଇକିପିଡ଼ିଆ:ଉଇକିପିଡ଼ିଆ_ଶିକ୍ଷା_ପ୍ରକଳ୍ପ/ଭାରତୀୟ_ଜନସଂଚାର_ସଂସ୍ଥାନ,_ଢେଙ୍କାନାଳ-୧">program page</a> was created on Odia Wikipedia for the detailed plan and discussion. 16 out of 45 students showed their interest to take part in the program and signed up on the project page. Teaching assistants Bhagaban and Sucharita supported the students in assessing and suggesting articles. A follow up session was organized in December by the Nalconagar Wiki-Community to teach the students about the typing and basic Wikipedia editing. Students continued to edit their chosen articles. Though initially the program was planned to be run for 3-4 months because of the course structure and exam announcement students requested for the closure of it.</p>
<p align="JUSTIFY">The articles were assessed and wiki-fied by the wikipedians. On January, 26 a celebratory event was organized for the student-wikipedians. Prof. Chatterjee addressed the students about the benefits of contributing to Wikipedia in their mother tongue Odia. Subhashish along with fellow Wikipedians Dr. Subas Rout, Mrutyunjaya Kar, Srikant Kedia and Manoranjan Behera took part in a discussion about “What students can gain by contributing to Odia Wikipedia”.</p>

<h3>Memorial</h3>
<p style="text-align: justify; "><a href="https://cis-india.org/about/people/fellow">Rahul Cherian</a>, an expert and policy activist in disability law, intellectual property and technology law passed away due to an illness while on a visit to Goa on February 7, 2013. Rahul was the founder of the Inclusive Planet Centre for Disability and Policy, and a fellow at CIS. The project researches upon the noteworthy opportunities of the new types of low cost mobile devices, content and services as available in the market.</p>

He was a scientist at Bhabha Atomic Research Centre, Mumbai, for about 15 years. He is one of the earliest editors of Kannada Wikipedia. He has to his credit many firsts, viz., first Kannada website, first Kannada online magazine, first Indian language (Kannada) website to receive Golden Web Award, first Indian language (Kannada) editor for Palm OS, first Indian language (Kannada) editor for WinCE device (HP Jornado 720), first Indian language version (Kannada) of universally popular Logo (programming language for children) software, etc. His Kannada logo won the Manthan Award for the year 2006. He was a member of the technical advisory committee setup by the Govt. of Karnataka for Standardization of Kannada on Computers (2000). He is also a member of the Kannada Software Committee of Govt. of Karnataka (2008-current).</li>

<h2>Internet Access – Knowledge Repository</h2>
<p style="text-align: justify; ">CIS in partnership with the Ford Foundation was executing the telecom knowledge repository project which included producing and disseminating modules on various aspects of telecommunications including policy, regulations, infrastructure and market. However, from November 2012 there was a change in the mandate of the project. The new repository will cover the history of the internet, technologies involved, principle and values of internet access, broadband market and universal access. It will also touch upon various polices and regulations which has an impact on internet access and bodies and mechanism which are responsible for formulation policies related to internet access. <b>Odia Wikipedia saw its first edit on January 29, 2004. After a dormancy of many years it got revived in 2011. To commemorate the effort of many volunteer wikipedians, a celebratory event was organized on January 29, 2013 in Bhubaneswar. Subhashish Panigrahi participated in this event.</b>
<p style="text-align: justify; "><a href="http://or.wikipedia.org/">Odia Wikipedia</a> recently has celebrated its <a href="http://or.wikipedia.org/wiki/ଉଇକିପିଡ଼ିଆ:ମେଳଣ/ଭୁବନେଶ୍ୱର/ଭୁବନେଶ୍ୱର୪">9</a><a href="http://or.wikipedia.org/wiki/ଉଇକିପିଡ଼ିଆ:ମେଳଣ/ଭୁବନେଶ୍ୱର/ଭୁବନେଶ୍ୱର୪"><sup>th</sup></a><a href="http://or.wikipedia.org/wiki/ଉଇକିପିଡ଼ିଆ:ମେଳଣ/ଭୁବନେଶ୍ୱର/ଭୁବନେଶ୍ୱର୪"> anniversary</a>. January 29 is considered to be that day when someone made a first edit on it. Communities from Bhubaneswar, Cuttack and Nalconagar joined hands to celebrate this event with a panel discussion on "Application of Odia language in e-media". The discussion was coordinated by Nilambar Rath, Director of Academy for Media Learning. The event was organized by the Odia Wiki Community with support from <a href="https://cis-india.org/">The Centre for Internet and Society</a> in collaboration with <a href="http://www.aml.edu.in/">Academy for Media Learning</a>. Panelists who took part in the discussion were Prasanna Kumar Mohanty, Director of "Odia Bhasa Pratisthan", Dr. Prafulla Tripathy, Odia linguist and writer, Dr. Dhanada Mishra, Academician and Director-Academics, <a href="http://www.kmbb.in/">KMBB College of Engineering</a>, Subhashish Panigrahi, Programme Officer, Centre for Internet and Society, Jatindra Das, Senior journalist and founder, <a href="http://Odisha.com/">Odisha.com</a> and Subhransu Panda, Senior journalist, <a href="http://www.orissasambad.com/">Sambad</a>. Wikipedians, students and journalists took active part in the discussion.</p>
<p>To celebrate the success of Odia Wikipedia, wikipedians joined the guest to cut a “<a href="http://en.wikipedia.org/wiki/Chhena_Poda">Chhenapoda</a>” and light Deepam as an integral part of the Odia culture.</p>
<p style="text-align: justify; ">The discussion began with Nilambar Rath speaking briefly about the agenda of the meeting and about the current scenario of the use of Odia language in media especially in the web. Prasanna Kumar Mohanty spoke about how the true form of the language should be taken to public via media. He also emphasized about the need to sacrifice our conventional way of approach and adopt new technologies like Wikipedia. Many such efforts are not rewarded because of the lack of support from the government even though funding is available for such development. Odia linguist Prafulla Tripathy explained about the lack of public interest to pledge for declaring Odia as a classical language even though Odia holds the 31<sup>st</sup> position among 6500 world languages. "The language of our personal lives, social interaction and verbal communication never gets documented. The confusion among various linguists is another obstacle to take Odia to a global level. If the script grammar is kept in focus and script and eventually the fonts are simplified then they would be easier to be used online", he expressed. Dr. Tripathy also shared his experience of his interaction with other Indian language experts at places where he worked such as on <a href="http://en.wikipedia.org/wiki/Optical_character_recognition">OCR (Optical character reading)</a> software which could be a great tool to digitize many precious resources. He offered his support for helping with OCR in Odia. Few other aspects of simpler approaches of scripts discussed were glossary, Odia-English and English-Odia lexicon, spell check feature for typing and interactive e-learning which could boost the effort of the wikipedians.</p>
<p style="text-align: justify; ">Prof. Dhanada Mishra took the audience through the free and open source culture and Linux and future role of Odia Wikipedia to tackle the problems of primary education. He thanked the wikipedians for their noble effort and showed his interest in promoting it more in academics. Subhashish Panigrahi discussed about the role of Odia Wikipedia in documenting various resources in Odia Wikipedia. He brought various technical problems that common men face while typing, contributing to Wikipedia and how they could be handled. He also proposed a plan for bringing more language experts and museum curators to the community which would increase the spectrum of resource and capacity for the Odia Wikimedia community.</p>
<p style="text-align: justify; ">Jatindra Das, founder of the first online Odia newspaper Odisha.com discussed about the hurdles of using Odia Unicode and acceptance level in the society for it. Senior journalist Subhransu Panda discussed about the usage of various fonts and how adopting Unicode could bring a lot of information to the public.</p>
<p style="text-align: justify; ">Nilambar Rath, Director, Academy for Media Learning talked about the future efforts of Odia Wikipedia community. He elaborated how media could be used as an essential tool for taking Wikipedia to more people. Mrutyunjaya Kar, one of the very active Wikipedians closed the ceremony with a brief talk about the achievements, education program and impact of Odia Wikipedia in the recent past and community building plans.</p>
<p style="text-align: justify; ">There was a press meet in the afternoon. Wikipedians interacted with the media about future prospects of Odia Wikipedia and its current state.</p>

<p style="text-align: justify; ">Wikimedia Foundation, beginning from September 1, 2012, awarded the Centre for Internet & Society (CIS) a two-year grant of INR 26,000,000 to support and develop free knowledge in India. Consequently, Wikimedia Foundation’s India Program became the <a href="https://cis-india.org/a2k/access-to-knowledge-program-plan">Access to Knowledge (A2K) program</a> of CIS.</p>

<p style="text-align:justify; ">CIS is carrying out two projects in partnership with the <b>Hans Foundation</b>. The first one is to create a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India and the second one is for developing a screen reader and text to speech synthesizer for Indian languages. We are also working with the World Blind Union to develop the Treaty for Improved Access for Blind, Visually Impaired and other Reading Disabled Persons, and assisting in the negotiations at WIPO:</p>

<h3>Internet Access – Knowledge Repository</h3>

<td style="text-align: justify; ">In partnership with Ford Foundation, CIS was tasked to produce and disseminate modules on various aspects of telecommunications including policy, regulations, infrastructure and market. However, as on November 9, 2012 there was a change in the mandate of the project. Currently, we are working on building a knowledge repository on “Internet Access”. This new repository will cover the history of the internet, technologies involved, principle and values of internet access, broadband market and universal access. It will also touch upon various polices and regulations which has an impact on internet access and bodies and mechanism which are responsible for such policy formulation. For this purpose we will be hosting a new website:<span class="visualHighlight"> <a href="http://crm.cis-india.org/administrator/components/com_civicrm/civicrm/extern/url.php?u=2751&qid=263491" target="_blank">www.internet-institute.in</a></span>.</td>
