All developments in the lawsuits filed in the Delhi High Court and complaints made to the CCI that were published in reliable sources till 20 September 2018 are mentioned in this paper.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span&gt;Christ University in association with CIS-A2K organized the &lt;a class="external-link" href="https://cis-india.org/a2k/blogs/subodh-kulkarni-june-22-2019-wikimedia-education-saarc-conference-2019"&gt;Wikimedia Education SAARC Conference 2019&lt;/a&gt;, from 20 - 22 June 2019, at Christ University, Bengaluru. Forty-nine Wikimedians from four countries (Sri Lanka, Nepal, Bangladesh, and India) participated in the event. Subodh Kulkarni in his report reveals that the event discussed challenges pertaining to retention and quality and methodologies to evaluate and measure the work being done on Wikipedia.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;&lt;span&gt;CIS and Internet Society organized an event on the impact of consolidation in the Internet economy. Vipul Kharbanda has &lt;a href="https://cis-india.org/internet-governance/blog/vipul-kharbanda-may-8-2019-an-analysis-of-rbi-draft-framework-on-regulatory-sandbox-for-fintech"&gt;presented a detailed analysis of RBI’s Draft Framework on Regulatory Sandbox for Fintech&lt;/a&gt;.&lt;/li&gt;
&lt;li&gt;Centre for Internet &amp;amp; Society's 'Access to Knowledge' wing (CIS-A2K) &lt;a href="https://cis-india.org/a2k/blogs/mou-between-pah-solapur-university-and-cis"&gt;signed a MoU with PAH Solapur University, Maharashtra&lt;/a&gt; to promote content generation in Wikimedia projects among the institutions under University affiliation and develop a platform in the university for outreach programs on digital knowledge, language and technologies, FOSS, unicode, etc.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Timely and affordable access to scientific research remains a problem in this digital day and age. Most countries including India, continue to struggle with implementing open access. The latest international initiative (created in Europe) to remedy this problem is Plan S. This has been positioned as a strategy to implement immediate open access to scientific publications from 2021 which India is considering adopting. Anubha Sinha &lt;a href="https://cis-india.org/a2k/blogs/should-india-adopt-plan-s-to-realise-open-access-to-public-funded-scientific-research"&gt;in an article  unpacks the disorderly growth of open access in India, and discusses the gap between the Plan's vision and current Indian scenario in some respects&lt;/a&gt;&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Shweta Mohandas was nominated to curate &lt;a class="external-link" href="https://cis-india.org/internet-governance/news/curating-genderlog-indias-twitter-handle"&gt;Genderlog's Twitter handle (@genderlogindia)&lt;/a&gt;. She tweeted &lt;span style="text-align: justify; "&gt;about topics related to gender and data, more specifically around AI, big data, privacy and surveillance.&lt;/span&gt;&lt;/li&gt;
&lt;li&gt;Sumandro Chattapadhyay and Tim Davies &lt;a href="https://cis-india.org/openness/open-data-and-land-ownership"&gt;co-authored a chapter titled Open Data and Land Ownership in State of Open Data book &lt;/a&gt;which was recently launched at World Bank. The authors have thrown light on how the lessons from the land ownership field highlight the political nature of data, and illustrate the importance of politically aware interventions when creating open data standards, infrastructure, and ecosystems.&lt;/li&gt;

    <title>Project Tiger: Wikipedia ropes in locals to contribute articles in Indian languages </title>

&lt;p style="text-align: justify; "&gt;Hundreds of people from across the country are generating online content in local Indian languages and are even competing in ‘editathons’ that pit contributors of different languages against each other.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;While online encyclopedia Wikipedia’s content might be exhaustive in English, its content in Indian languages is limited. Keeping this in mind, Wikipedia’s parent organization Wikimedia Foundation, and Google, roped in Bengaluru-based Centre for Internet and Society (CIS) - Access to Knowledge (CIS-A2K), Wikimedia India Chapter in 2017 and started ‘Project Tiger’ aimed at generating more content in Indian languages. &lt;span&gt;A pilot project was held from December 2017 to May 2018 and another phase of the competition is set to begin next month. The project has generated content in major languages such as Kannada, Tamil, Telugu, Malayalam, Hindi, Marathi, Punjabi, Bengali, Urdu, Odia and Gujarati.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;The contributors are from varied age groups, some are also from remote, rural areas and they worked from different cities across the country. Two years ago, Durga Prasanna, a journalism student at Alva’s college in Karnataka’s Dakshina Kannada district, joined a group of contributors to Wikipedia as part of a requirement from the college. She got an opportunity to participate in ‘Project Tiger’ last year. She generated Wikipedia entries in Kannada and also in the regional languages of Tulu and Konkani. Apart from Durga, seven other students of her college together contributed over 70 articles in Kannada, and a few in Tulu and Konkani, during the ‘editathon’. “We were provided a long list of topics on which not much literature existed in the local languages and among them, we chose topics based on our interests. For example, I wrote articles on ‘psychologist’ and ‘medicinal plants’,” she said.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;Another participant, Charan Gill, a 65-year-old former social worker from Patiala, Punjab, was the top contributor in Punjabi. “I wrote 432 articles in a span of two-and-a-half months.However, contributing is not new to me as I have written over 10,000 Wikipedia entries in Punjabi since 2012,” he says. &lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;Gill now works with another Wikimedia project, translating literary classics into Punjabi. He is currently translating some works of 19th century Russian author Ivan Turgenev. Thanksto Gill’s contributions, the Punjabi community of contributors won the prize for producing the most articles — 1,320. In Tamil, 1,241 articles were contributed. A total of 78 articleswere produced in Kannada by eight members. &lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;span&gt;Gopalakrishna A, community advocate for Kannada language, CIS-A2K, said all written articles were evaluated by a Wikimedia team jury to check if they fulfilled all criteria beforebeing uploaded on Wikipedia set for the contest. Once they fulfil the criteria, the articles are eligible for the prizes. “The main idea was to create content in Indian languages. Thethings most Indian contributors required were internet and hardware support. So participants who had made significant contributions prior to the competition Wikimediaprojects were provided internet connections or laptops Chromebooks,” he said.&lt;/span&gt;&lt;/p&gt;

        &lt;h3&gt;&lt;span&gt;Highlights for March 2019&lt;/span&gt;&lt;/h3&gt;

&lt;li style="text-align: justify; "&gt;The unprecedented growth of the fintech space in India has concomitantly come with regulatory challenges around inter alia privacy and security concerns. Aayush Rathi and Shweta Mohandas &lt;a class="external-link" href="https://cis-india.org/internet-governance/blog/aayush-rathi-and-shweta-mohandas-april-30-2019-fintech-in-india-a-study-of-privacy-and-security-commitments"&gt;have co-authored a report&lt;/a&gt; which has analysed the privacy policies of 48 fintech companies operating in India to better understand some of these concerns.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;In today’s increasingly digitized world where an increasing volume of information is being stored in the digital format, access to data generated by digital technologies and on digital platforms is important in solving crimes online and offline. One such mechanism for international cooperation is the Convention on Cybercrime adopted in Budapest (“Budapest Convention”). Vipul Kharbanda &lt;a class="external-link" href="https://cis-india.org/internet-governance/blog/vipul-kharbanda-april-29-2019-international-cooperation-in-cybercrime-the-budapest-convention"&gt;has provided a deeper analysis&lt;/a&gt; on this in his research paper.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;CIS has responded to ICANN's proposed renewal of .org Registry. CIS has found severe issues with the proposed agreement. These centre around the removal of price caps and imposing obligations being currently deliberated in an ongoing Policy Development Process. Akriti Bopanna &lt;a class="external-link" href="https://cis-india.org/internet-governance/blog/akriti-bopanna-april-28-2019-cis-response-to-icanns-proposed-renewal-of-org-registry"&gt;drafted the response&lt;/a&gt;.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;The Department of Industrial Policy and Promotion released a draft e-commerce policy in February for which stakeholder comments were sought. CIS &lt;a class="external-link" href="https://cis-india.org/internet-governance/blog/cis-response-to-call-for-stakeholder-comments-draft-e-commerce-policy"&gt;responded to the request for comments&lt;/a&gt;.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;CIS Access to Knowledge team (CIS-A2K) &lt;a class="external-link" href="https://cis-india.org/a2k/blogs/ananth-subray-april-15-2019-cis-a2k-proposal-to-wikimedia-foundation-for-2019-2020"&gt;has submitted its proposal form for the year 2019 - 2020&lt;/a&gt; to the Wikimedia Foundation. CIS thanks all community members who gave valuable suggestions and inputs for drafting this proposal.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;span style="text-align: justify; "&gt;In 2017–2018, the &lt;/span&gt;&lt;a href="https://meta.wikimedia.org/wiki/Wikimedia_Foundation" style="text-align: justify; " title="Wikimedia Foundation"&gt;Wikimedia Foundation&lt;/a&gt;&lt;span style="text-align: justify; "&gt; (WMF) and Google collaborated to start a pilot project in India, working closely with the &lt;/span&gt;&lt;a href="https://meta.wikimedia.org/wiki/CIS-A2K" style="text-align: justify; " title="CIS-A2K"&gt;Centre for Internet and Society&lt;/a&gt;&lt;span style="text-align: justify; "&gt; (CIS) and the &lt;/span&gt;&lt;a href="https://meta.wikimedia.org/wiki/Wikimedia_India" style="text-align: justify; " title="Wikimedia India"&gt;Wikimedia India&lt;/a&gt;&lt;span style="text-align: justify; "&gt;chapter (WMIN). &lt;span style="text-align: justify; "&gt;This project, titled Project Tiger was aimed at encouraging Wikipedia communities to create locally relevant and high-quality content in Indian languages. &lt;/span&gt;CIS-A2K team submitted Project Tiger final report.&lt;/span&gt;&lt;/li&gt;

&lt;p style="text-align: justify; "&gt;Our Access to Knowledge programme currently consists of                  two projects. The Pervasive Technologies project,                  conducted under a grant from the International                  Development Research Centre (IDRC), aims to conduct                  research on the complex interplay between low-cost                  pervasive technologies and intellectual property, in                  order to encourage the proliferation and development of                  such technologies as a social good. The Wikipedia                  project, which is under a grant from the Wikimedia                  Foundation, is for the growth of Indic language                  communities and projects by designing community                  collaborations and partnerships that recruit and                  cultivate new editors and explore innovative approaches                  to building projects.&lt;/p&gt;

Licensing OTTs is not an option. Global investments by OTTs growing – was US$ 300 Billion between 2014-2017.&lt;/b&gt;

&lt;p style="text-align: justify; "&gt;&lt;b&gt;New Delhi, Friday, 5 April 2019: Broadband India Forum (BIF),&lt;/b&gt; an independent policy forum and think-tank, today held an event on the &lt;b&gt;‘Regulation and Substitutability of OTT Services with Telecom Services’.&lt;/b&gt; The event was presided over by the Chief Guest, Mr. Yaduvendra Mathur, Special Secretary, NITI Aayog and other industry luminaries including Mr. Rajat Kathuria, Director and Chief Executive, ICRIER and Mr. Ashwinder Sethi, Principal, Analysis Mason.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The event also included a lively panel discussion that was moderated by Dr. Mahesh Uppal, Principal Adviser, BIF. The panel represented multiple stakeholders from the industry including the Government, consumer group, OTT service providers and operators. Panelists included Mr. Sushil Kumar, DDG (IOT) TEC, Department of Telecommunications; Mr. Rajan S Mathews, Director General, COAI; Ms. Anubha Sinha, Senior Programme Manager, Centre for Internet and Society; Ms. Amrita Choudhury, Director CCAOI; Mr. Nikhil Pahwa, Founder and Editor, MediaNama and Mr. Abhishek Malhotra, Managing Partner, TMT Law Practice.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Themed &lt;b&gt;OTT: A Win-Win for all&lt;/b&gt;, the event was crucial in determining the development of synergies between TSP networks and OTT players. OTT and Telecom Service Providers (TSP) provide different services and experience different sets of challenges. Thus, arises the need to further enhance collaboration between TSPs and OTT players, which was the key discussion theme today.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Mr. Yaduvendra Mathur, Special Secretary, NITI Aayog&lt;/b&gt; said, &lt;i&gt;“We believe that there is much that both OTTs and TSPs have to gain from each other. There is a strong case for an even stronger relationship between them to emerge given the continued and exponential consumption of data in India at the lowest rates globally. In the short term there will be some pain for the TSPs and there needs to be a mechanism to address this. One of the other issues that needs to be addressed is the democratization of hotspots across the country. We need to provide our rural population an even greater immersive experience via their smartphones – across not just entertainment but also health, education and a range of other services.”&lt;/i&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Mr. Rajat Kathuria Director and Chief Executive, ICRIER&lt;/b&gt; in his address said, &lt;i&gt;“We believe that the TSPs have a legitimate concern with regards to their financial health. But that is with regards to reducing their financial burden and not with regards to license OTTs. We need to address the financial health of the sector to address the issue.”&lt;/i&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Mr. TV Ramachandran, President, Broadband India Forum &lt;/b&gt;said, &lt;i&gt;“Just as mobile transformed India, OTT is the next dimension of change. OTT services have added to the GDP of the country as well as to the productivity of people. This is in addition to the other benefits that they deliver to the TSPs at a time when their revenue from voice is zero. OTT is a very powerful and necessary lever for TSPs and ISPs as revenue generators. TSPs must be provided relief from excessive levies and taxes to ensure that they’re healthy. TSPs create a value for whole of economy and hence their financial health is important for the whole of Indian economy to grow and prosper. Thus, there is a need to create an ecosystem that is a win-win for them and all other stakeholders in their ecosystem. Also, OTTs do not fall under the Telegraph Act. In conclusion, I would say that both need to work together to advance Digital India’s goals.”&lt;/i&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Mr. Ashvinder Sethi, Principal, Analysis Mason&lt;/b&gt;highlighted the global investments that have been made by OTTs. From 2014-17, OTTs have invested over US$ 300 billion in hosting, transport and delivery infrastructure. Their average annual investments have more than doubled since 2011-13 – growing from US$ 29.6 Billion to US$ 69.7 Billion in 2014-17. While North America accounted for the largest regional share of OTT investments from 2017-17 followed by Asia-Pac and Europe. Asia pacific with close to 3X growth is driving higher demand and higher investments as compared to Europe, LatAm &amp;amp; the MEA.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The attendees shared a strong perspective that the root cause of the issue between OTTs and TSPs was not related to competition but due to legacy issues being faced by the telecom sector that were hampering investments in the sector. These issues relate to high levies and duties, onerous licensing conditions and spectrum pricing. The Indian Telegraph Act does not apply to OTTs – central to the Telegraph Act is the concept of owning, establishing, operating maintaining a telegraph which, as defined in the Telegraph Act, is what attracts licensing. OTT’s do not own, establish, operate or maintain a telegraph – so the question of attracting licensing does not arise.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The discourse on policies towards OTTs and TSPs is far from settled. However, it may be considered that in the case of new generation internet-based services that have significant socio-economic impact, – it would be premature to pass hard rules. Careful and planned approaches to soft law can be attempted and later developed into more firm rules as the sector matures.&lt;/p&gt;

&lt;li style="text-align: justify; "&gt;&lt;span&gt;The Indian Patent Office (IPO) on 1 March 2019, published a draft of the “Manual of Patent Office Practice and Procedure, Version 3.0”. CIS &lt;/span&gt;&lt;a href="https://cis-india.org/a2k/blogs/comments-and-suggestions-to-the-draft-patent-manual-march-2019"&gt;provided comments&lt;/a&gt;&lt;span&gt; on patenting of computer related inventions.&lt;/span&gt;&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;span&gt;The Centre for Internet and Society's Access to Knowledge (CIS-A2K) team has &lt;/span&gt;&lt;a href="https://meta.wikimedia.org/wiki/Grants:APG/Proposals/2018-2019_round_2/The_Centre_for_Internet_and_Society/Proposal_form"&gt;submitted its proposal for the year 2019-2020&lt;/a&gt;&lt;span&gt; to the Wikimedia Foundation. CIS-A2K has proposed to undertake content enrichment, skill development initiatives, cement partnership with existing partners and build relationships with new ones, and activities like Train-the-Trainer, Wikisource Conference, Wikimedia Summit India, Intensive Personal Wiki Training, supporting Indic Wikimedians through request page, etc.&lt;/span&gt;&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;span&gt;Tarun Bharat Sangh (TBS), an organisation working on rejuvenation of rivers in India, has began documentation of rivers on Wiki, especially to draw attention to and mitigate the crisis of toxic deposits facing more than 40 rivers in India. The work was started by Jal Biradari, TBS’s Maharashtra based group, in Sangli district with the help of the Access to Knowledge (CIS-A2K) team of CIS. &lt;/span&gt;&lt;a href="https://cis-india.org/a2k/blogs/subodh-kulkarni-rejuvenating-indias-rivers-the-wiki-way"&gt;A report from the first pilot workshop&lt;/a&gt;&lt;span&gt; conducted by CIS-A2K during 22-25 December 2018 at Tarun Bharat Sangh Ashram, in Alwar, Rajasthan has been published.&lt;/span&gt;&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;span&gt;With the objective of connecting the open knowledge movement with design, the Access to Knowledge team at the Centre for Internet and Society co-organised the Wikigraphists Bootcamp India 2018 with the Wikimedia Foundation during September 28-30, 2018 in New Delhi. Saumyaa Naidu &lt;/span&gt;&lt;a href="https://cis-india.org/a2k/blogs/saumyaa-naidu-design-and-the-open-knowledge-movement"&gt;in a report has shared the learnings&lt;/a&gt;&lt;span&gt;from the panel discussion aimed at exploring the potential collaborations between design and the open knowledge movement.&lt;/span&gt;&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Karan Saini, Pranesh Prakash and Elonnai Hickok co-authored a policy brief titled &lt;a href="https://cis-india.org/internet-governance/blog/improving-the-processes-for-disclosing-security-vulnerabilities-to-government-entities-in-india"&gt;Improving the Processes for Disclosing Security Vulnerabilities to Government Entities in India&lt;/a&gt;&lt;span&gt;. The policy brief has recommended changes pertaining to current legislation, policy and practice to the Government of India regarding external vulnerability reporting and disclosure.&lt;/span&gt;&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;span&gt;Arindrajit Basu, Elonnai Hickok and Aditya Singh Chawla co-authored a White Paper titled 'The Localisation Gambit'. The paper was edited by Pranav M.B., Vipul Kharbanda and Amber Sinha. Anjanaa Aravindan provided research assistance. Government of India has drafted multiple policy instruments which dictate that certain types of data must be stored in servers located physically within the territory of India. The &lt;/span&gt;&lt;a href="https://cis-india.org/internet-governance/blog/the-localisation-gambit-unpacking-policy-moves-for-the-sovereign-control-of-data-in-india"&gt;White Paper serves as a resource for stakeholders&lt;/a&gt;&lt;span&gt; attempting to intervene in this debate and arrive at a workable solution where the objectives of data localisation are met through measures that have the least negative impact on India’s economic, political, and legal interests.&lt;/span&gt;&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;&lt;span&gt;The Technology Law Forum at the National Academy of Legal Studies and Research (NALSAR) has published the Report on Data Privacy and Citizen's Rights' Symposium.This report is a compilation of all the speakers' speeches during the panel discussion. The Wikipedia                  project, which is under a grant from the Wikimedia                  Foundation, is for the growth of Indic language                  communities and projects by designing community                  collaborations and partnerships that recruit and                  cultivate new editors and explore innovative approaches                  to building projects.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;&lt;span&gt;Access to Knowledge is a campaign to promote the fundamental principles of justice, freedom, and economic development. It deals with issues like copyrights, patents and trademarks, which are an important part of the digital landscape. We prepared the India report for the Consumers International IP Watchlist, made submission to the HRD Ministry on WIPO Broadcast Treaty, questioned the demonisation of pirates, and advocated against laws (such as PUPFIP Bill) that privatize public funded knowledge.&lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;&lt;a href="https://www.handelsblatt.com/themen/angela-merkel" target="_self"&gt;Angela Merkel&lt;/a&gt; spricht Hindi, zumindest auf der chinesischen Social-Media-App TikTok.  In einem Satire-Video steht die Bundeskanzlerin neben dem &lt;a href="https://www.handelsblatt.com/meinung/kommentare/kommentar-narendra-modis-protektionismus-schadet-indien-mehr-als-er-nuetzt/24066174.html" target="_self"&gt;indischen Premierminister Narendra Modi &lt;/a&gt;–  und erklärt dem indischen Regierungschef, dass sie ihn gerne heiraten  und mit ihm für immer zusammenleben will. Das sagt Merkels indische  Synchronstimme. Die App  TikTok, mit der Nutzer selbst gedrehte oder bearbeitete Kurzvideos  teilen, ist die derzeit wohl erfolgreichste App der Welt. Das dahinter  stehende Start-up Bytedance wird mit umgerechnet 66 Milliarden Euro so  hoch bewertet ist wie kein anderes junges Unternehmen. &lt;a href="https://www.handelsblatt.com/themen/indien" target="_self"&gt;Indien&lt;/a&gt; ist dabei der mittlerweile wichtigste Auslandsmarkt für die Chinesen.  Mehr als 250 Millionen Inder haben die App bereits heruntergeladen.  Monatlich kommen Dutzende weitere Millionen dazu.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Doch der Erfolg der chinesischen App hat auch Ängste geweckt.&lt;a href="https://www.handelsblatt.com/politik/international/hilfen-fuer-bauern-vor-wahl-in-indien-modi-zieht-seinen-letzten-trumpf/23937674.html" target="_self"&gt; Ab dem 11. April wird auf dem Subkontinent ein neues Parlament gewählt&lt;/a&gt; – und wie in vielen anderen Ländern wächst in Indien die Sorge, dass über &lt;a href="https://www.handelsblatt.com/unternehmen/it-medien/digitales-netzwerk-facebook-schraenkt-wahlwerbung-in-indonesien-ein/24068228.html" target="_self"&gt;Social-Media-Plattformen Wahlen manipuliert&lt;/a&gt; werden, zum Beispiel weil darüber Falschnachrichten verbreitet, geheime  Wählerprofile angelegt oder die Plattformen für Spionage genutzt werden  könnten. Das gilt nun nicht mehr nur für &lt;a class="vhb-stock-icon" href="https://finanzen.handelsblatt.com/include_chart.htn?sektion=redirectPortrait&amp;amp;suchbegriff=US30303M1027"&gt;Facebook&lt;/a&gt; oder &lt;a class="vhb-stock-icon" href="https://finanzen.handelsblatt.com/include_chart.htn?sektion=redirectPortrait&amp;amp;suchbegriff=US90184L1026"&gt;Twitter&lt;/a&gt;, sondern auch für TikTok – und wegen seiner chinesischen Herkunft vielleicht insbesondere dafür.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Dass TikTok aus China kommt, ist problematisch, weil es bezüglich  Datensammlung und -verarbeitung weniger transparent als andere  Social-Media-Apps ist“, sagt Shweta Mohandas, Politik-Beauftragte beim  Centre for &lt;a href="https://www.handelsblatt.com/themen/internet" target="_self"&gt;Internet&lt;/a&gt; and Society (Cis) in Bangalore.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Der Subkontinent wird so zu einem Testfall für die wachsende politische  Bedeutung chinesischer Social-Media-Apps im Ausland. TikTok ist auch in  Amerika und Europa bereits weit verbreitet – und hat &lt;a href="https://www.handelsblatt.com/unternehmen/it-medien/tiktok-wie-eine-chinesische-app-deutsche-jugendliche-und-werber-begeistert/24035480.html" target="_self"&gt;bereits Kritiker alarmiert&lt;/a&gt;.  „Die Reichweite dieser Apps zu ignorieren, wäre ein fataler Fehler“,  warnt Claudia Biancotti, leitender Ökonom am amerikanischen Thinktank  Peterson Institute for International Economics in einem Blogbeitrag über  TikTok.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Für Biancotti ist der Umgang mit chinesischen Social-Media-Apps von  ähnlich großer Bedeutung wie der Umgang mit dem chinesischen  Mobilfunkausrüster &lt;a href="https://www.handelsblatt.com/themen/huawei" target="_self"&gt;Huawei&lt;/a&gt;.  „Die Tiefe der gesammelten Nutzerdaten machen sie zu sehr wirksamen  Instrumenten sowohl für die Spionage als auch für die Manipulation der  öffentlichen Meinung.“ Fünf der zehn beliebtesten Apps im indischen  Android-Appstore kamen 2018 bereits aus China.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Anzahl politischer Videos nimmt zu&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;TikTok  wirkt vollkommen unpolitisch. Wie in Deutschland überwiegen auch in  Indien kurzweilige Witzvideos und private Videoclips. Die meisten  Inhalte auf der App sind Musikvideos von Jugendlichen, die mit Effekten  aufgehübscht werden. Auch das Merkel-Video ist kein Manipulationsversuch  und dürfte für die meisten als klare Satire erkennbar sein.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Doch die Anzahl politischer Videos auf TikTok hat in Indien vor den  Wahlen stark zugenommen: Viele junge Menschen erklären beispielsweise,  warum sie welchen Politiker wählen werden. Videos mit dem Hashtag  NarendraModi wurden fast 30 Millionen mal angesehen, Clips zu seinem  Herausforderer Rahul Gandhi wurden rund 12 Millionen Mal angeguckt.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Viele junge Menschen verwenden TikTok und soziale Medien, um mit der  Welt zu kommunizieren. Die politischen Parteien haben das erkannt und  versuchen, auf die Erstwähler Eindruck zu machen“, sagt Cis-Expertin  Mohandas.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Besonders beliebt ist die App auf dem Land. In der  Provinz leben die meisten Inder, gleichzeitig ist hier der  Bildungsstandard besonders gering. Diese Zielgruppe dürfte am  einfachsten zu manipulieren sein.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Subtile Beeinflussung möglich&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;Eine  Beeinflussung könnte theoretisch so subtil verlaufen, dass sie kaum zu  überprüfen ist. Möglich wäre beispielsweise ein Szenario, bei dem auf  Druck der chinesischen Regierung die Algorithmen so geändert werden,  dass Nutzer bestimmte Inhalte verstärkt gezeigt bekommen – oder dass  unliebsame Inhalte überhaupt nicht angezeigt werden. In China selbst  filtert die heimische App WeChat bereits kritische Inhalte heraus, ohne  Sender oder Empfänger zu benachrichtigen.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Wie in Deutschland wurde in Indien bisher bezüglich  TikTok vor allem über den Schutz der Privatsphäre von Kindern  gesprochen. Die Jugendlichen präsentieren sich in den Videos oft in  freizügigen Posen, die Pädophile anlocken könnten. Die generelle  Datenschutzproblematik aufgrund des chinesischen Ursprungs des  Unternehmens und die mögliche Verbreitung von Falschnachrichten gerät  nun aber immer stärker in den Fokus.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Das  indische IT-Ministerium kündigte bereits im Februar eine stärkere  Regulierung der Social-Media-Apps an. Einflussreiche Hindu-Nationalisten  haben sich sogar für ein Verbot der chinesischen Apps ausgesprochen.  Die Angriffe dürften dabei auch wirtschaftliche Hintergründe haben:  Angesichts der chinesischen und amerikanischen Dominanz geraten indische  Konkurrenzangebote immer stärker ins Hintertreffen.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;TikTok selbst wehrt sich vehement gegen die  Vorwürfe. Es verweist darauf, sich an alle aktuellen Gesetze zu halten  und die Inhalte auf der Plattform in zahlreichen Landessprachen zu  überwachen. „Die Privatsphäre und Sicherheit unserer Benutzer hat  für TikTok höchste Priorität, und wir halten uns an die lokalen Gesetze  und Vorschriften in den Märkten, in denen wir tätig sind“, teilt das  Unternehmen dem Handelsblatt mit. „TikTok-Benutzerdaten werden in den  USA und anderen Märkten, in denen TikTok über branchenführende  Rechenzentren von Drittanbietern tätig ist, gespeichert und  verarbeitet.“&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Rückendeckung bekommt das  Unternehmen von der chinesischen Regierung. In einem Artikel der  englischsprachigen Parteizeitung „Global Times“ heißt es, TikTok werde  von Amerika wie &lt;a href="https://www.handelsblatt.com/themen/huawei" target="_self"&gt;Huawei&lt;/a&gt; als Sicherheitsrisiko dargestellt, um Chinas technologischen Aufstieg  zu verhindern. TikTok sei nur eine „Unterhaltungs-App für Menschen auf  der ganzen Welt, die Spaß und Entspannung wollen“.&lt;/p&gt;
