<b>A group of Indian Wikisource leader from 12 different language communities gathered in Kolkata to attend the Indic Wikisource Community Consultation 2018</b>

<p>There was a long time required of <a href="https://en.wikipedia.org/wiki/Optical_character_recognition">Optical Character Recognition (OCR)</a> for Indic language computing. There was not at per OCR available in Indic languages before 2015. Most of the Indic subdomain was created in 2007 to 2011, but due to not availability of OCR, the Indic Wikisource Community used to type the whole book or import the Unicoded text from other non-reliable sources. In 2015 the after Google Drive OCR released Indic community relief from the typing era.</p>
<p>Later <a href="https://github.com/tshrinivasan">Shrinivasan T</a><strong> </strong>developed an <a href="https://github.com/tshrinivasan/OCR4wikisource">OCR4wikisource</a> script to use the Google Drive OCR as Bot. Since the implementation of the OCR, there has been a lot of progress in Indic Wikisource. But we have realized the there should be a common platform where we can share our knowledge. Then one-month planning we have organized <a href="https://meta.wikimedia.org/wiki/Indic_Wikisource_Community_Consultation_2018">Indic Wikisource Community Consultation 2018</a>. in Kolkata. this is first such consultation at this scale, convened by the CIS A2K team. </p>

<p>The <a href="https://meta.wikimedia.org/wiki/Indic_Wikisource_Community_Consultation_2018#Objectives">objectives</a> of the consultation are:</p>
<ol><li>Share views and preferences on the most effective ways to pursue our shared vision of creating and sharing free knowledge in India and in the Indian languages (including English) around the world through the Indic Wikisource Project.</li><li>Attempt to come to an agreement on a roadmap for a future where our resources are better utilized, our volunteers are better served, and progress on our mission is more steadily attained.</li></ol>

<p>We have started our discussion on day zero with the agenda of the main aims of this consultation and what all participants want from this program. The discussion was started at 6 PM and ended at 10 PM night. After discussion, we have summarized and set-up for two days agenda which was actually coming from the participants. The CIS-A2K team arranged for the travel and stay of all participants, as well as a night stay for all participants between the zero and second day, to ensure that the programme started on time on.</p>
<p>Day one started with Introduction of Wikisource by me were introduce the workflow of Wikisource, adding text, finding the source, basic copyright checking, creating Index pages, OCRed the page, Proofreading, layout with typography, Validation, Transclusion and Finishing touch. Later on, <a title="User:Hrishikes (page does not exist)" class="gmail-new" href="https://meta.wikimedia.org/w/index.php?title=User:Hrishikes&action=edit&redlink=1"><span id="gmail-1205" class="gmail-gr_ gmail-gr_1205 gmail-gr-alert gmail-gr_gramm gmail-gr_inline_cards gmail-gr_run_anim gmail-Style gmail-replaceWithoutSep">Hrishikes</span></a> Sen demonstrated each segment broadly. <a title="User:Bodhisattwa" href="https://meta.wikimedia.org/wiki/User:Bodhisattwa"><span id="gmail-1204" class="gmail-gr_ gmail-gr_1204 gmail-gr-alert gmail-gr_gramm gmail-gr_inline_cards gmail-gr_run_anim gmail-Style gmail-replaceWithoutSep">Bodhisattwa</span></a> (Bengali) demonstrated Wikisource Tool, like IA-UPLOAD, Vicuna Uploader, URL2COMMONS, Fill index Gadget etc. And all participants implement hands-on. Bodhisatta showed the <a class="external-link" href="https://commons.wikimedia.org/wiki/File:%E0%A6%A6%E0%A7%81%E0%A6%A8%E0%A6%BF%E0%A6%AF%E0%A6%BC%E0%A6%BE_%E0%A6%AF%E0%A6%96%E0%A6%A8_%E0%A6%A6%E0%A7%8B%E0%A6%B0%E0%A6%97%E0%A7%8B%E0%A6%A1%E0%A6%BC%E0%A6%BE%E0%A6%AF%E0%A6%BC.webm">Bengali Wikisource promotional videos.</a></p>
<p>Day two was started with Google <span id="gmail-94" class="gmail-gr_ gmail-gr_94 gmail-gr-alert gmail-gr_gramm gmail-gr_inline_cards gmail-gr_run_anim gmail-Punctuation gmail-only-ins gmail-replaceWithoutSep">Drive</span> OCR without using Bot solution developed by <a title="User:Jayprakash12345" href="https://meta.wikimedia.org/wiki/User:Jayprakash12345">Jayprakash</a> (Indic Tech team). Later on OTRS process by Jayanta Nath, Wikisource Roadmap by Tanveer Hasan, Institutional Partnership - by Subodh Kulkarni and Transclusion in Wikisource by Susant Salva presented. The most achievements of this meeting were the second day, <a title="User:Jayprakash12345" href="https://meta.wikimedia.org/wiki/User:Jayprakash12345">Jayprakash</a> leads the task myself to clear the <a href="https://meta.wikimedia.org/wiki/Indic-TechCom/Requests/IWCC2018">Wikisource technical backlog</a>. </p>
<p>There were also some ideas coming up by the session by Tanveer. This included awareness, outreach, followups, and evaluation. <p><em>Volunteers from various Indic Wikisource projects took part in a discussion organized by Centre for Internet and society: access to knowledge (CIS:A2K) in Kolkata recently. Dr. Gitartha Bordoloi participated in this consultation on behalf of the Assamese Wikisource which included other Indic languages like Bengali, Odia, Marathi, Malayalam, Hindi, Kannada, Gujarati, Punjabi, Telugu and Sanskrit. It is worth mentioning here that Wikisource is another important project like Wikipedia, Wiktionary etc operated by Wikimedia Foundation. Anyone can contribute to this wikisource project which stores copyright-free books, plays, lyrics, speeches, translated works etc. Such works are first scanned and digitalized and then converted to unicode so that everything becomes searchable. Assamese Wikisource (<a href="http://as.wikisource.org/" target="_blank">as.wikisource.org</a>), started in 2013, so far includes various literary works of Guru Sankardeva and Madhavdev, Jyotiprasad Agarwala, Lakshminath Bezbaroa, Padmanath Gogain Baruah, Chandraprasad Agarwala, Amulya Barua, Dandinath Kalita etc. Measures to popularize Wikisource among masses, increasing numbers of readers and contributors, correct techniques to digitalize a book etc were discussed at the event in Kolkata.</em></p>

<b>A two-day long edit-a-thon aimed to archive the Women achievers in the field of art and craft on Kannada Wikipedia was held with the help of Srishti Institute and Janastu on 8th March and 25th March 2018.

<p dir="ltr">On 8th March 2018, The Access to Knowledge program in collaboration with the<a href="http://srishti.ac.in/"> Srishti Institute of Art, design, and technology</a> organised a Kannada Wikipedia workshop at<a href="http://janastu.org/home/index.html#/about-us"> Janastu</a>, Bangalore. Srishti Institute is a Bangalore based non-residential institute which provides art and design education to various individuals, and Jantsu is a Non-profit organisation which provides FOSS support to NGOs and NPOs. The theme of the event was to create articles on Indian women and crafts, Padmini, the course leader for Digital Humanities at Srishti Institute helped the A2K program in preparing a list of articles which can be added into Wikipedia.</p>
<p dir="ltr">Near about 15 staffs of Janastu attended the workshop, as the majority of the participants had Kannada language background the event was conducted in the Kannada language. During the workshop, the participants were introduced to their user sandbox, and after the orientation program, they started creating articles on them. A total number of<a href="https://etherpad.wikimedia.org/p/janastu"> 7 articles</a> were developed on the same day, we also introduced Wikimedia Commons to the participant, on how to upload images to Commons and how to add images from Commons to Wikipedia articles.</p>
<p dir="ltr">After the workshop at Janastu, a follow-up edit-a-thon was also conducted on 25th March 2018 at The CIS office. Five participants from the previous workshop joined us for the edit-a-thon and eight articles were created or improved as a part of that edit-a-thon, of which <a href="https://en.wikipedia.org/wiki/Daroji_Eramma">Daroji Eramma’</a>s article was one among them. Daroji Eramma was a Kannada folk singer and performer of a South Indian folk art called Burrakatha. At the end of the event, a Wikidata training was given to the participants which helped them to translate a few labels on Wikidata.</p>

<p>A Marathi Wikipedia Edit-a-thon was conducted at the Dalit Mahila Vikas Mandal in Satara on 4 August 2017. The organisation, working on issues of women's rights, gender, justice and violence against women, was given an introduction to editing on Wikipedia. Voluntary organisation Dalit Mahila Vikas Mandal is eager to implement innovative projects for the students and field activists. It has decided to integrate Wikimedia Projects and training modules for capacity building of students and movement volunteers. To get the overall introduction of Wikimedia Projects and basic skills, this workshop was organised for faculty and selected students. The edit-a-thon was attended by 10 female and 5 male participants. </p>
<p>Sana Patel, a participant emphasises, "I realised the need to contribute gender related content. It is very important to write about women's issues and laws'. The edit-a-thon resulted in 13 new editors discovering Wikipedia for the first time. 20 articles were improved and five images were uploaded. A follow-up workshop on building content on women-related issues has been planned with the Dalit Mahila Vikas Mandal as well as other like-minded organisations in Satara. Onkar Tapase, a participant opines, "as a journalist, I see a great potential to contribute" </p>

<b>A Wikipedia workshop on template creation, modification was conducted in Bengaluru on 30 July 2017. Here is a report.</b>
<p>A Wikipedia workshop on template creation, modification was conducted in Bengaluru on 30 July 2017. 9 Wikipedians, mostly associated with <a class="external-link" href="https://meta.wikimedia.org/wiki/Karavali_Wikimedians">Karavali Wikimedians</a> and Kannada Wikimedia projects attended the workshop. A template is a Wikipedia page created to be included in other pages. Templates usually contain repetitive material that might need to show up on any number of articles or pages. They are commonly used for boilerplate messages, standard warnings or notices, infoboxes, navigational boxes and similar purposes.<sup>1</sup> The workshop was requested by Kannada Wikimedians.</p>
<p>The workshop started with explaining template and its importance. This was followed by discussing structure of a template, and creation of a simple template with a couple of variables. This activity continued for sometime, and designing a template with CSS markup was shown. Following this different types of templates such as infobox, navbox, sidebar, informational templates such as Hatnote were shown and discussed. On Wikipedia there is a Special page with a list of wanted templates. The participants studied the page and started making a list of templates they should create or improve. It was found that a good number of templates on Kannada Wikipedia don't have proper documentation in native languages. The participants came to a conclusion that attempts should be made to properly localize the template. During the workshop the participants spent sometime to translate and localize some template documentations.</p>
<p>The workshop was a preliminary one in nature and should be followed up by an advanced workshop.</p>

<b>Student Wikimedians at Andhra Loyola College, Vijayawada formatted and proof-read more than 1,900 folios in Telugu Wikisource during the last few weeks of November (2016). Each day, a group of twenty students uses the lab facility provided by the college after regular classes to make necessary formatting changes and fix spelling mistakes in the folios of books available in Telugu Wikisource. Till date, the student Wikipedians have proofread eight books.</b>
<p style="text-align: left;" dir="ltr">The work was initiated and supported by CIS-A2K members who organized a proofreading workshop of the <a href="https://te.wikisource.org/wiki/%E0%B0%B8%E0%B1%82%E0%B0%9A%E0%B0%BF%E0%B0%95:Bible_Bhashya_Samputavali_Volume_02_Bible_Bodhanalu_P_Jojayya_2003_280_P.pdf">Bible Bhashya Samputavali Volume 06</a> on Telugu Wikisource in Andhra Loyola College during 18 to 20 November 2016. During the workshop, Telugu Wikimedian Gullapalli Nageswara Rao (<a href="https://en.wikipedia.org/wiki/User:Nrgullapalli">User:Nrgullapalli</a>), along with CIS-A2K community advocate Pavan Santhosh helped students to learn about the process of digitizing book in Telugu Wikisource and other formatting aspects involved. In this event, nearly twenty students picked up the skills required to proof-read a book as well as the formatting techniques in Telugu Wikisource. Some students had also started to proof-read three other books that are currently available in Telugu Wikisource.</p>

<p style="text-align: justify;" dir="ltr"><span id="docs-internal-guid-876383aa-4f4a-6ed7-5efb-e440c9687414">This event also marked great effort and accomplishment of promoting gender balance and diversity in local community events — as the organizers and institution successfully assured a minimum 50% female participation rate throughout the three days. CIS-A2K member Ting-Yi Chang also gave a short introduction to the participants about the issue in Wikipedia (media) Gender Gap. Students who had previous Wikipedia editing experience at the ALC were also invited to the session, rendering around thirty female audience. The presentation included small brainstorm activities for students to discuss reasons behind the gender asymmetry online and on Wikipedia/media projects, as well as how we as community members can make a difference to help women feel more welcomed.</span></p>
<p style="text-align: justify;" dir="ltr">A follow-up Wikisource session was conducted on 25 and 26 November 2016 for students to learn about the remaining steps in digitization and the OCR tool. Thanks to encouragement and motivation given by Principal Rev. Fr., Dr. Peter Kishore, staff members Prof. Siva Kumari, and Dr. K. Sekhar, the student Wikipedians had started to contribute to Wikisource after class for at least a couple of hours every day. These events and accomplishments show remarkable efforts and dedication from both student Wikimedians and the institutional partner.</p>

<b>A two days Wikipedia workshop "introduction to Wikipedia" was conducted at Besant College, Mangaluru. 16 undergraduate and post-graduate students from 3 different colleges participated in the event. Here is a report.</b>
<p>A two day workshop was conducted for students who opted konkani at U.G.& P.G.courses of Mangalore University on 16 and 17 December at Besant Evening College, Mangaluru. This event was jointly organised by Mangalore University Konkani Adhyayana Peeta, and the Dept. of Konkani (M. A.). The Centre for Internet Society, India (CIS, India) and Besant Evening College, Mangaluru were the collaborators. Dr. Devadasa Pai of Karnataka Konkani Sahitya Academy was the primary co-ordinator. A representative from CIS, India participated in the workshop as a resource person. Harriet Vidyasagar, a Konkani Wikipedia enthusiast and supporter, and Sabrina Hougaard attended the event to groom the participant and share their expertise.<br /><br />16 undergraduate and post-graduate colleges from 3 different colleges of Mangalore participated in this workshop. The table below shows participation from each college and gender ratio.</p>

<p>The first day's (16 December) event was started with general introduction to Wikipedia and the Wikimedia movement. The following topics were discussed:</p>
<ol><li>Wikipedia and Wikimedia movement</li><li>Importance of Wikipedia as a source of knowledge and information in the World Wide Web (WWW)</li><li>Free knowledge movement</li><li>Indic language Wikipedias</li></ol>
<p>This was followed by account creation where the participants were asked to create accounts on Wikipedia. After that they were taught about Wikipedia user page, and sandbox page. They were also taught about basic editing (general formatting) on sandbox using Visual Editor.</p>
<p>On the second day (17 December) the participants wrote articles on their Konkani Wikipedia user sandbox page in Kannada script. 16 students wrote more than 25 short articles on their sandbox.</p>
<p>They were also introduced to Wikipedia content translation tool and Wikidata. During the Wikidata session, following a general introduction to Wikidata, the participants were asked to add labels and descriptions in Indian languages such as Kannada, Konkani etc. More than 150 edits were made during this exercise.</p>
<p>This workshop should be followed up by another iteration where the participants will be taught about the next level of editing.</p>

<b>Many articles about Nobel laureates are missing in the Telugu Wikipedia. Recently undergraduate students from four different disciplines of the Andhra Loyola College (ALC), Vijayawada gathered to create and improve articles related to Nobel laureates.</b>
<p>Spanned for three days—from August 16 through 18—54 students from the department of Telugu, Botany, Statistics and Physics edited articles related to Nobel laureates, improved the content quality and inserted images that were already there in Wikimedia Commons. There was a great balance of equal participation in the number of female and male students. During this sprint 124 existing articles on Telugu Wikipedia were improved and 118 of them saw images being added. Though it was challenging for me to manage so many participants, I was partly successful in mentoring some of the students who in turn helped their friends with basic editing.</p>
<p>Apart from educating the students about editing Wikipedia, I demonstrated about digitising “Kavitvatattva Vicharam”, a book authored by by Kattamanchi Ramalinga Reddy in 1913 and is considered as the first modern literary criticism in Telugu literature, on Telugu Wikisource. Some of the students tried to proof-read the book for the first time.</p>
There is a plan laid out to work with a small subset of these participating students again for different kind of academic-centric projects like the <a href="https://en.wikipedia.org/wiki/QRpedia">QRpedia</a> project. To keep the activity more regular, the students are are creating the missing Botany-related articles. We are hoping to work with remaining students at least once in every quarter.
A few recommendations for bettering the students’ understanding of Wikipedia and the community that Telugu Wikipedian <a href="https://te.wikipedia.org/wiki/User:Chaduvari">User:Chaduvari</a> had shared earlier came quite useful during this event. Based on his inputs I did my best elaborating the [Wikipedia] project structure and community dynamics to the new editors. Another long time Wikimedian <a href="https://te.wikipedia.org/wiki/User:Rajasekhar1961">Rajasekhar</a> followed up on the Wikisource activity remotely. B. Manikantha, a students from the Arts department shares, “Until now I always had a notion that Wikipedia might be some sort of entertainment website where we can listen to music and play games. But after attending this workshop I could understand how great it is as a learning platform. Also I learnt about one of our professors<a href="https://te.wikipedia.org/wiki/%E0%B0%97%E0%B1%81%E0%B0%AE%E0%B1%8D%E0%B0%AE%E0%B0%BE_%E0%B0%B8%E0%B0%BE%E0%B0%82%E0%B0%AC%E0%B0%B6%E0%B0%BF%E0%B0%B5%E0%B0%B0%E0%B0%BE%E0%B0%B5%E0%B1%81"> Dr. Gumma Sambashivarao</a> who is a noted author, and how the articles about more such authors could be made available online in our language.” “It was fun translating articles in my favourite subject—war. I’m hoping to continue my contributions further”, he adds.

<b>We have been working with the Department of State Educational Research and Training of Karnataka (DSERT), a Government of Karnataka-run research and training institution headquartered in Bengaluru. With the hope of expanding the reach of Science-related content in Kannada Wikipedia, we organised an edit-a-thon spanning over three days from the 11th January through the 13th.</b>
<p id="docs-internal-guid-37d9719d-9278-b9b3-081f-905efd20910b" dir="ltr">This edit-a-thon was part of many ongoing <a href="http://cis-india.org/openness/blog-old/edit-a-thon-to-improve-kannada-language-science-related-wikipedia-articles-1">outreach programmes</a> at <a href="http://dsert.kar.nic.in/">DSERT</a> and had engagement with faculty members from several schools and colleges in Karnataka, and help them contribute to the Science-related articles in Kannada Wikipedia. The edit-a-thon was organised by the Centre for Internet and Society’s <a href="https://meta.wikimedia.org/wiki/CIS-A2K">Access to Knowledge programme</a> and 12 educators participated in the programme. In total, 53 articles were created/improved during these three days. With six female educator-editors actively participating in this event, there was a fair balance in the gender demography. <b>Two two-day long edit-a-thons were organised in St. Aloysius College and St. Agnes College, both in Mangalore, during March 10-11 and March 12-13 respectively. The edit-a-thons were aimed at creating and enhancing Wikipedia articles related to medicinal plants.</b>
<p id="docs-internal-guid-2da73ff1-c890-cd8d-c0e1-d041fa30f279" dir="ltr">It is always a challenge to find much information about the medicinal plants grown locally, especially in Indian languages and on the Internet. The <a href="https://kn.wikipedia.org/">Kannada Wikipedia</a> also <a href="https://kn.wikipedia.org/s/3uw">does not have</a> many quality articles in this topic. The Kannada Wikimedia community felt the need for documenting more about the medicinal plants and their use when they gathered for the <a href="http://cis-india.org/openness/blog-old/kannada-wikipedias-13-year-old-journey-of-knowledge-sharing">Kannada Wikipedia’s 13th anniversary</a>. So right after the anniversary a two day edit-a-thon was organised in St. Aloysius College Mangalore during March 10-11, and another one at St. Agnes College Mangalore during March 12-13. This event being a follow up of an earlier edit-a-thon, had 17 participants who already edited Wikipedia and there were three new editors. They, together, created 66 articles during the event. Three active Wikimedians participated in the event and helped in mentoring the new editors. 20 images were uploaded by these participants on Wikimedia Commons and they all had contributed 1412612 bytes of data.</p>

<b>A four-hour-long workshop was organised at Utkal University, Bhubaneswar, Odisha on February 25, 2016 for the students of Master of Computer Applications (MCA) and Master in Arts, Department of Odia-language.</b>
<p dir="ltr">70 participants consisting of 35 male and 25 female students from the two departments joined in this workshop. Three active Wikimedians; Mrutyunjaya Kar, Subas Chandra Rout and Jnanaranjan Sahu supported in mentoring the new editors. Two other Wikimedians; Chinmayee Mishra and Rajalaxmi Mishra, who are students in the university, organized the event.</p>
<p dir="ltr">During the introductory session, we introduced the students about Odia Wikipedia, the Wikimedia community, and the <a href="https://or.wikipedia.org/s/yea">Bhubaneswar WikiTungi</a>, a local user collaborative in the city of Bhubaneswar. <a href="https://or.wikipedia.org/wiki/User:MKar">Mrutyunjaya Kar</a>, administrator of Odia Wikipedia and Odia Wikisource presented about the Odia Wikimedia projects, how the students enhance their skills while contributing to these projects and introduced the <a href="https://or.wikipedia.org/s/jxw">Wikipedia policies</a> to the new editors. “Even though we announced that students can leave by 2 pm, most students stayed back over an hour. Even in a conservative expectation, there will at least be 3-4 students who will be actively contributing in the future. As Chinmayee is associated with us from before, she could lead the local activities in the university”, he adds. <a href="https://or.wikipedia.org/wiki/User:Jnanaranjan_sahu">Jnanaranjan Sahu</a> who has been active in building several tools and software for Odia Wikimedia projects introduced about <a href="https://www.mediawiki.org/">Mediawiki</a> and the Optical Character Recognition and its application in growing <a href="https://or.wikisource.org/s/266">Odia Wikisource</a>. He also suggests for regular follow-up outreach in the university so that the new editors get constant support and this enthusiasm does not stop here.</p>
<p>Out of the 70 participants, more than 50 participants managed to create their accounts and even made more than 200 edits during the workshop. They selected articles of their own interest and edited. Four faculty members from the MCA department participated in the workshop and were eager to learn how Wikipedia editing works. Rajalaxmi Mishra, who always wanted to edit but never edited Odia Wikipedia made her debut edit this day. She elaborates, “Chinmayee being a batchmate and a good friend always talked about Odia Wikipedia but I personally never did much beyond reading the English Wikipedia article. This workshop was more of a real starting point for me and I started writing about many renowned women like <a href="https://en.wikipedia.org/wiki/Annie_Besant">Annie Besant</a>, <a href="https://en.wikipedia.org/wiki/Kalpana_Chawla">Kalpana Chawla</a> and <a href="https://en.wikipedia.org/wiki/Sudha_Chandran">Sudha Chandran</a>. Being a student of Computer Science, I am also planning to write more articles in my own subject area. I have just finished writing about a popular bird of Odisha Chinmayee is my batchmate, was helping her”.</p>

<b>A two-day Wikipedia workshop was organised in the Srimati Savitribai Phule Pune University on the 20th August 2015. The workshop was focused on enriching Wikipedia with 100 articles related to notable Indian women under the scope of the “Sau Dhuni Teen” project.</b>
<p id="docs-internal-guid-7755dbad-d111-8957-68c7-f3ec5877ad2e" dir="ltr">To begin with, we announced it in the Marathi Wikipedia <a href="https://goo.gl/QJrPDJ">village pump </a>prior to the workshop inviting Wikipedians to join. The primary goal of the project was to to introduce Wikipedia as an encyclopaedia for research and a concept to new editors, to promote Marathi Wikipedia and promote the use of Indian languages in Wikipedia.This workshop provided a platform to have an open interaction within the editors, existing as well as new. Interestingly, there was a male:female ratio of 1:10 among the new participants out of which five edited Wikipedia before coming there. Six new accounts were created on that day. Each of the participants created at least one new article which resulted creation of 15 new articles where 28 articles in English, Bangla and Hindi Wikipedias were edited totally. As the participants were new, learning typing using Wikipedia’s native Marathi input method “<a href="https://www.mediawiki.org/wiki/Help:Extension:UniversalLanguageSelector/Input_methods/mr-transliteration">Aksharantaran</a>” was slightly difficult for some where some found the <a href="http://www.google.com/inputtools/chrome/">Google’s input </a>easier. Unavailability of <a href="https://en.wikipedia.org/wiki/Wikipedia:About_the_Sandbox">sandboxes</a> (user subpages where users work on a draft Wikipedia article until it is fully ready to be published) in Marathi Wikipedia was a concern as many editors were unsure if their article might be changed and/or deleted during the time when they were editing. During the workshop one good quality article was created and the second one was in progress by the end of the second day. We helped the editors to refer to the existing good quality articles for understanding how to write one.</p>
<p dir="ltr">We are planning to to engage with the participating new editors once or twice in a quarter. The event is being organised in collaboration with Centre for Indian Languages in Higher Education (CILHE).</p>

<b>A Wikipedia edit-a-thon was organised in Mangalore, Karnataka this 14th to encourage more Tulu-language speakers to contribute to Tulu Wikipedia. Tulu Wikipedia is is currently in the Incubator but the enthusiastic editor community is putting their best effort to bring it live out of Incubator. This edit-a-thon is one of the many activities the Tulu Wikimedia community has organised.</b>
<p>30 Wikipedia editors participated and created about 89 new articles. Interestingly, 12 of these 30 participants crossed more than 10 edits. Some of the new participants faced problems with using the<a href="https://www.mediawiki.org/wiki/Help:Extension:UniversalLanguageSelector/Input_methods#Kannada"> input methods</a> and the <a href="https://en.wikipedia.org/wiki/Help:Wiki_markup">Wiki-markup</a>. It is important to note that because of the lack of addition of Tulu-alphabet code points in the Unicode chart, and the speakers being well conversant in Kannada, they are using Kannada script for Tulu Wikipedia Incubator project. There is a plan to organise a monthly meetup and/or edit-a-thon to continue the momentum these editors have brought in. <a href="http://www.tuluacademy.org/en/">Tulu Sahitya Academy</a> has kindly supported the event.</p>

The workshop will be held at the National Institute of Advanced Studies Campus in Bengaluru. Sunil will be one of the panelists in the opening discussion on 'data and transparency in governance,' and Sumandro will provide input for and lead the sessions on developing the draft implementation plan for the Sikkim Open Data Acquisition and Accessibility Policy. Sumandro worked with the IC4HD team to design the objectives and the agenda of the workshop.</b>

<h2>Sikkim Open Data Acquisition and Accessibility Policy</h2>
<p> </p>
<p>Government of Sikkim passed the <a href="http://www.sikkim.gov.in/stateportal/Link/SODAAP%20Policy%20Document.pdf" target="_blank">SODAA Policy</a> in 2014 so as to streamline and open up the availability of “authentic data to buttress the achievements of the Government of Sikkim and to gather data on key metrics to be able to spur growth in all the areas of human development.” The Policy mandates setting up an open data portal, hosted by the State Data Centre of Sikkim, where data contributed by all the state government agencies will reside, and from which the same data will be made openly accessible to government agencies, non-government organisations, and private individuals alike. Only data that is shareable – data that is not part of negative list prepared by any government agency – and that is non-sensitive – data that does not contain information that can be used to identify any private individual – will be made available through this Sikkim open data portal. The Department of Information Technology of the Government of Sikkim has been assigned the role of being the nodal agency for coordinating and monitoring the implementation “of policy through close collaboration with all State Government Departments and agencies.”</p>

<h2>Objectives of the Workshop</h2>
<p> </p>
<p>The Government of Sikkim understands that data collection, management, and reporting processes at the different departments must go through a structural reconfiguration before systematic and sustainable publication of data through this open data portal can be possible. This work will of course involve a long duration of change, and participation of a wide range of actors. The <a href="http://www.in.undp.org/content/india/en/home/operations/projects/human-development/the-international-centre-for-human-development.html" target="_blank">International Centre for Human Development</a>, at UNDP India, is organising this workshop for Sikkim government officials to conceptualise and develop the outlines of an action strategy towards this goal of streamlining data acquisition and publication processes across government departments.</p>
<p>Discussions in this workshop will focus on the activities of four departments of the Government of Sikkim – Department of Health, Rural Management and Development Department (RMDD), Human Resource Development Department (HRDD), and Department of Agriculture. At least two officials from each of these departments would take part in the workshop. Apart from these departments, officials from Department of Information Technology (DIT), Department of Economic Statistics, Monitoring, and Evaluation (DESME), and others, will also participate.</p>
<p>Apart from government officials from Sikkim, those from Bhutan, Maldives, Meghalaya, and Tripura will also attend the workshop, so as to think ahead towards their respective open data initiatives.</p>
