    <title>Focus on India—WikiConference produces new apps; state government adopts free licenses</title>

        &lt;p style="text-align: justify; "&gt;The second &lt;a class="extiw" href="https://meta.wikimedia.org/wiki/WikiConference_India_2016" title="meta:WikiConference India 2016"&gt;WikiConference India&lt;/a&gt;,  held August 5–7 in the northern Indian city of Chandigarh, drew  hundreds of new and experienced members from 20 language communities of  various Wikimedia projects from India, Bangladesh, Sri Lanka, and Nepal.  This event was &lt;a class="text external" href="https://opensource.com/life/16/8/wikipedia-conference-india-2016" rel="nofollow"&gt;more thematic&lt;/a&gt; than the first WikiConference India (held in 2011), with numerous  presentations, panel discussions and workshops on the gender gap,  Wikipedia in education, Mediawiki, and state of the movement in India.  The event was organized by the Community of Wikimedians in India,  supported by &lt;a class="extiw" href="https://meta.wikimedia.org/wiki/Wikimedia_India" title="m:Wikimedia India"&gt;Wikimedia India&lt;/a&gt; and the &lt;a href="https://en.wikipedia.org/wiki/Centre_for_Internet_and_Society_%28India%29" title="Centre for Internet and Society (India)"&gt;Centre for Internet and Society&lt;/a&gt;, and &lt;a class="extiw" href="https://meta.wikimedia.org/wiki/Grants:PEG/Community_of_Wikimedians_in_India/WikiConference_India_2016" title="meta:Grants:PEG/Community of Wikimedians in India/WikiConference India 2016"&gt;funded by the Wikimedia Foundation&lt;/a&gt;. The newly formed user group &lt;a class="extiw" href="https://meta.wikimedia.org/wiki/Punjabi_Wikimedians" title="m:Punjabi Wikimedians"&gt;Punjabi Wikimedians&lt;/a&gt; hosted the event. WikiConference India's main goal was to build  community and increase participation among Wikimedians in India.  Interest in the event was strong: 452 Wikimedians from more than six  countries applied for ~100 scholarships. Wikipedia's well known gender  gap was evident: only 55 scholarship applicants were women, but a strong  focus on diversity resulted in ~25% of scholarship recipients going to  women, and the inclusion of speakers of ~20 languages. In all, about 250  people attended the conference. Several Foundation staff spoke at the  event, including executive director Katherine Maher, Asaf Bartov, and  Tighe Flanagan.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;A highlight of the conference was the hackathon track, which spanned  all three days of the conference. It proved highly productive, yielding  seven apps that are expected to help Wikimedians in a variety of ways. I  spoke with Santosh Shingare (&lt;a href="https://en.wikipedia.org/wiki/User:Cherishsantosh" title="User:Cherishsantosh"&gt;Cherishsantosh&lt;/a&gt;),  the Bangalore-based Wikimedian who organized the hackathon. Santosh had  previously served as an organizer of the 2011 WikiConference, and has  run hackathons annually since then. Santosh's primary motivation for  holding such events is learning; he spoke of limited opportunities to  learn about new areas of technology beyond his core skills in WebRTC and  Android. He enjoys collaborating with other Wikimedians and sharing  technical skills. This event was his first with an international draw,  and he looks forward to opportunities to collaborate beyond India's  borders in the future.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;As Santosh outlined in &lt;a class="extiw" href="https://lists.wikimedia.org/pipermail/wikimania-l/2016-August/007857.html" title="mailarchive:wikimania-l/2016-August/007857.html"&gt;a message to the Wikimania email list&lt;/a&gt;, the hackathon's 35 participants made substantial progress with the following projects:&lt;/p&gt;

&lt;li&gt;WikiSpeak with native language (web and Android): Speaking the text of Wikipedia articles&lt;/li&gt;
&lt;li&gt;Edit Tamil Wiktionary (Android)&lt;/li&gt;
&lt;li&gt;Audio file upload to Wikidata (Android): Assists users in uploading  small files that demonstrate the pronunciation of lexical items&lt;/li&gt;
&lt;li&gt;A layer that shows local Wikipedia articles on a Google Map&lt;/li&gt;
&lt;li&gt;&lt;a href="https://en.wikipedia.org/wiki/Optical_character_recognition" title="Optical character recognition"&gt;Optical character recognition&lt;/a&gt; for Hindi and Malayalam&lt;/li&gt;
&lt;li&gt;Communication platform [WebRTC] (Web Application): Santosh wrote this app himself; hackathon participants used it to communicate&lt;/li&gt;
&lt;li&gt;Notifications: browser notifications for Wikipedia functions such as recent changes&lt;/li&gt;
&lt;/ol&gt;
&lt;p style="text-align: justify; "&gt;Santosh highlights that the projects grew out of advance  communication. To identify problems and generate ideas, the hackathon  organizing team posted a survey ahead of the event. Requests from  various language communities, including Hindi, Tamil, Punjabi, and  Malayalam, drove several of the projects. The software is all freely  licensed, and there are no plans to generate revenue.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Santosh is not a prolific Wikipedia writer or editor, but rather sees  value in his ability to communicate among Wikimedians who seek features  from various language communities, including his native Marathi and  other Indic languages in which he has varying degrees of fluency.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;He plans to update the Wikimedia community shortly with further  details on each of the seven projects. He is already planning the next  of India's annual hackathons. Hackathon organizers worldwide might be  interested in learning more about Indian Wikimedians' efforts, and  Wikimedians around the world can expect to benefit from their projects.&lt;/p&gt;

&lt;p&gt;Last week brought a rare piece of good news in the world's uncertain  progress towards the widespread free licensing of information on the  Internet. &lt;a href="https://en.wikipedia.org/wiki/User:Ravidreams" title="User:Ravidreams"&gt;Ravidreams&lt;/a&gt; announced on the &lt;a class="extiw" href="https://lists.wikimedia.org/pipermail/wikimediaindia-l/2016-August/012649.html" title="mailarchive:wikimediaindia-l/2016-August/012649.html"&gt;Wikimedia India mailing list&lt;/a&gt; that the government of one of India's largest and most populous states—&lt;a href="https://en.wikipedia.org/wiki/Tamil_Nadu" title="Tamil Nadu"&gt;Tamil Nadu&lt;/a&gt;—has issued an &lt;a class="extiw" href="https://commons.wikimedia.org/wiki/File:GoTN_Tamil_Development_Departments_order_on_creative_commons_cc_by_sa.pdf" title="commons:File:GoTN Tamil Development Departments order on creative commons cc by sa.pdf"&gt;instruction&lt;/a&gt; to &lt;a href="https://en.wikipedia.org/wiki/Tamil_University" title="Tamil University"&gt;Tamil University&lt;/a&gt; and "all other government departments and institutions to release all  their publications, archives and collections under Creative Commons by  Share-Alike license".&lt;/p&gt;
&lt;p&gt;The move comes one year after the &lt;a class="text external" href="https://ta.wikipedia.org/s/4o7x"&gt;collaboration&lt;/a&gt; between the Global Tamil Wikimedia Community and the &lt;a href="https://en.wikipedia.org/wiki/Tamil_Virtual_Academy" title="Tamil Virtual Academy"&gt;Tamil Virtual Academy&lt;/a&gt;,  an independent institution set up by the state government in 2001 to  provide online resources for Tamil-language communities around the  world. TVA and the &lt;a href="https://en.wikipedia.org/wiki/Tamil_language" title="Tamil language"&gt;Tamil-language&lt;/a&gt; Wikimedia community collaborated to persuade the government to make the order. Wikimedia India (one of three &lt;a class="text external" href="https://wiki.creativecommons.org/wiki/India" rel="nofollow"&gt;Creative Commons affiliates&lt;/a&gt; in the country) served as an institutional partner, signing the initial  agreement on behalf of the Indian Wikimedia community, and funding a  Wikimedian in Residence at TVA.&lt;/p&gt;
&lt;p&gt;Ravi, who also serves on the TVA committee for outreach, told the &lt;i&gt;Signpost&lt;/i&gt; that the TVA is very keen to share its collection of encyclopedic  resources with Tamil Wikimedia projects. The community contributed  strategic knowledge of free-content licensing, providing precedents for  free content release by other governments in India and other countries,  and helped in the drafting of the actual order. "But it takes a lot of  time, effort, high-profile connections to change how government  institutions work", he said.&lt;/p&gt;

&lt;p&gt;Tamil-language Wikipedian &lt;a href="https://en.wikipedia.org/wiki/User:Thamizhpparithi_Maari" title="User:Thamizhpparithi Maari"&gt;Thamizhpparithi Maari&lt;/a&gt; serves as Assistant Director, TVA and state coordinator of its  computing outreach unit, which the government is funding to encourage  students in the state to use open-source media and software; this  program includes the development of mobile apps and the running of  contests to enhance students' computing skills. He described to the &lt;i&gt;Signpost&lt;/i&gt; the elaborate process of finally gaining legal and administrative  approval for the CC-by-SA release order. Thamizhpparithi has already  started a process of digitising books from the universities to share  with the Tamil wiki community, involving between 400,000 and 500,000  pages in some 200 books, using Google &lt;a href="https://en.wikipedia.org/wiki/Optical_character_recognition" title="Optical character recognition"&gt;optical character recognition&lt;/a&gt; (OCR).&lt;/p&gt;
&lt;p&gt;"This is just the beginning; we expect millions of pages to be uploaded to &lt;a class="extiw" href="https://en.wikisource.org/wiki/ta:%E0%AE%AE%E0%AF%81%E0%AE%A4%E0%AE%B1%E0%AF%8D_%E0%AE%AA%E0%AE%95%E0%AF%8D%E0%AE%95%E0%AE%AE%E0%AF%8D" title="wikisource:ta:முதற் பக்கம்"&gt;Tamil Wikisource&lt;/a&gt;",  Ravi said. Most of the content that will become available for uploading  is in Tamil, although some will be in English and other Indian  languages; this will present significant opportunities for the Tamil  Wikimedia community.&lt;/p&gt;

It is an official language in  Tamil Nadu, Sri Lanka (with which the state shares a maritime border),  and Singapore, and is also used in Malaysia and the African island of  Mauritius. The language, written in a distinctive curvilinear script,  has a &lt;a href="https://en.wikipedia.org/wiki/Tamil_literature" title="Tamil literature"&gt;rich literature&lt;/a&gt; of poetry reaching back thousands of years, and of novels over the past few centuries; this is attested by &lt;a href="https://en.wikipedia.org/wiki/Category:Tamil_literature" title="Category:Tamil literature"&gt;a related category&lt;/a&gt; on the English Wikipedia that is already of impressive size.&lt;/p&gt;

        &lt;b&gt;After a long time, a collaborative Telugu and English Wikipedia edit-a-thon is being organised in Hyderabad on December 20.&lt;/b&gt;
        
&lt;p id="docs-internal-guid-98d87700-f6fa-1493-9772-105a5994d0a4" dir="ltr"&gt;This Sunday, the Telugu and English language Wikipedia editors are organising a unique edit-a-thon at Golden Threshold, Abids. The event is aimed at translating many English Wikipedia articles related to Telugu language and culture to Telugu and vice versa. Theatre scholar and Telugu Wikimedian Pranay Raj Vangari and English Wikimedian Srikar Kasyap are organising this event with support from Centre for Internet and Society. Telugu speakers who contribute to English Wikipedia are going to contribute to Telugu Wikipedia. “The event is scheduled at 10 am and over a dozen articles are planned to be created during the sprint”, explains Vangari. Kashyap adds saying, “the Wikimedians are also planning to share best practices of the two communities which will benefit everyone”. The event is open to all and newbies will be oriented with the basics of Wikipedia editing and enriching the knowledge pool in Telugu and other languages on the Internet.&lt;/p&gt;

    <title>Eight Challenges That Indian-Language Wikipedias Need to Overcome</title>

        &lt;b&gt;Even after a decade of existence, Indian language Wikipedias are not yet known to many Indian language speakers. Wikipedia, being the largest available encyclopedia made in the human history, it what it is today because of the hundreds and thousands of volunteer-editors. But while native-language Wikipedias are becoming game-changers in other corners of the world,  the scenario in India is skewed. In my experience, here are a number of challenges that Indian-language Wikipedias are currently facing.&lt;/b&gt;

&lt;p style="text-align: justify;"&gt;&lt;strong&gt;1. Language communities:&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The language communities of many of the Indian languages are such that many of them do not know how to search for information online, in their language typed in their script. Some of these communities even believe that because Google’s home page does not have their script, their language does not exist on the Internet. Starting with&lt;a href="http://articles.economictimes.indiatimes.com/2011-06-22/news/29689671_1_languages-machine-translation-indic" target="_blank"&gt; five Indian languages&lt;/a&gt; as the language of its interface, Google now has has nine Indian languages. But this does not stop a Santali or Manipuri user to search in Unicode Ol chiki (script for Santali) or in Unicode Meithei (script for Manipuri). Google or any search engine for that matter will display anything available in any script on the Internet. But the lack of this very thing is keeping many people away from being connected to the Internet in general and Wikipedia in particular.\&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;2. Wikipedia’s editor community:&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Wikipedia &amp;nbsp;is written by people like you and me. And from writing to editing everything happens voluntarily. As many people do not probably know, or do not try to learn, anybody can correct the mistakes and inaccuracies that exist in many Wikipedia articles. The Wikipedia editor communities for several Indian languages are really small. While these languages are spoken by millions of people, only a&lt;a href="http://www.huffingtonpost.in/subhashish-panigrahi-/when-wikipedia-is-turning_b_9025690.html" target="_blank"&gt; handful editors&lt;/a&gt; contribute in editing the Wikipedia in these languages. In January this year, the &lt;a href="https://commons.wikimedia.org/wiki/File:Hindi_Wikipedia_stats_January_2016.png" target="_blank"&gt;Hindi Wikipedia&lt;/a&gt;, for instance, had only 89 editors while the total number of Hindi speakers would be over 550 million.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;3. Language input in computers:&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;A vast majority of people in this country &lt;a href="http://articles.economictimes.indiatimes.com/2012-01-17/news/30635792_1_indian-languages-indic-computer" target="_blank"&gt;do not&lt;/a&gt; know&lt;a href="https://www.mediawiki.org/wiki/Universal_Language_Selector" target="_blank"&gt; how to type&lt;/a&gt; in their own language.. There is also little documentation for users to learn about language input. Even though many &lt;a href="http://mhrd.gov.in/ict_overview"&gt;government-run schools&lt;/a&gt; in India are seeing a proliferation of more computers and Internet access, native language input and several other &lt;a href="http://www.newindianexpress.com/cities/bengaluru/Government-Schools-Fail-to-Log-into-Computers/2015/11/17/article3132258.ece" target="_blank"&gt;essential training of basic computing&lt;/a&gt; are not widely taught in schools in all states. What is sad is that there is a wide variety of free software for native-language input and the&lt;a href="https://www.aclweb.org/anthology/W/W11/W11-3501.pdf"&gt; challenges&lt;/a&gt; of typing in Indian languages that existed a few years back has almost gone.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;4. Language input in mobile devices:&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;With over&lt;a href="http://www.trai.gov.in/WriteReadData/PressRealease/Document/PR-TeleSubData_Oct_2015.pdf" target="_blank"&gt; 1 billion&lt;/a&gt; people with mobile phones, the 15% internet penetration rate will soon grow at a faster pace. This in turn — and also tough competition that compel TSPs to&lt;a href="http://www.mobiletor.com/bsnl-to-drop-3g-internet-rates-by-50-percent-the-tariff-wars-continue/"&gt; drop data charges&lt;/a&gt; — will help many Indians get access to the Internet . If these people are not educated about native language input then they will be &lt;a href="http://www.livemint.com/Opinion/Nz7KxIkmUJdacebMwzzcOJ/English-the-Web-and-digital-caste.html" target="_blank"&gt;victims&lt;/a&gt; of the &lt;a href="https://books.google.co.in/books?id=8CM68DP6dWcC&amp;amp;lpg=PA234&amp;amp;ots=5SsRhkCvJk&amp;amp;dq=English-centric%20Internet&amp;amp;pg=PA234#v=onepage&amp;amp;q=English-centric%20Internet&amp;amp;f=false" target="_blank"&gt;English-centric Internet&lt;/a&gt; rather than being able to enjoy the virtue of the same. Many Indians that have smartphones need full Indian language support and especially inbuilt input methods to be able to contribute in their own language Wikipedia.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;5. Low availability of Indian-language content on the Internet:&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;a href="http://www.brookings.edu/~/media/research/files/papers/2015/02/13-digital-divide-developing-world-west/west_internet-access.pdf" target="_blank"&gt;Lack of native language content on the Internet&lt;/a&gt; is another major factor in the low adoption of Indian language Wikpedias. As per an Internet and Mobile Association of India survey conducted in 2012, over 6% of the population is left behind from joining the online sphere simply because of lack of content in their languages. Take, for instance, my state odisha.While the Kerala government’s&lt;a href="https://www.keralatourism.org/languages/" target="_blank"&gt; official tourism portal&lt;/a&gt; is available in Odia and other Indian languages, the Odisha government’s tourism portal itself has&lt;a href="http://www.odishatourism.gov.in/" target="_blank"&gt; no information&lt;/a&gt; in Odia-language today. Our languages are neglected largely in our own states.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;6. Mismatch of conventional and new media:&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Many conventional media houses still continue to use non-standard variants of the &lt;a href="https://en.wikipedia.org/wiki/ASCII" target="_blank"&gt;ASCII&lt;/a&gt;/&lt;a href="https://en.wikipedia.org/wiki/Indian_Script_Code_for_Information_Interchange"&gt;ISCII&lt;/a&gt; script encoding systems, instead of adopting the &lt;a href="http://unicode.org/faq/indic.html"&gt;Unicode&lt;/a&gt; standard. Unicode being a global standard, and having the advantage of unifying the world, has been available for Indian languages for almost&lt;a href="http://www.unicode.org/Public/reconstructed/1.0.0/UnicodeData.txt"&gt; 25 years&lt;/a&gt; now. But much of our vernacular print media has failed to adopt this. Consequently, many popular Indian-language newspapers are yet to become available in Unicode on the open Internet.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;7. Lack of Open Access: &lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Majority of the information produced on the Internet in general and by the&lt;a href="http://www.bits-pilani.ac.in/uploads/Patent_ManualOct_25th_07.pdf" target="_blank"&gt; government&lt;/a&gt;, in particular, are mostly copyrighted. The paywalled garden of copyright restrictions keeps the information closed and stop people from sharing and learning more. On the contrary, Wikipedia is available under a&lt;a href="https://en.wikipedia.org/wiki/Wikipedia:Text_of_Creative_Commons_Attribution-ShareAlike_3.0_Unported_License"&gt; Creative Commons Share-Alike license&lt;/a&gt; which allows anyone to make use of the content and even distribute commercial copies of its content. The idea of opening up information for masses in a free license could make &amp;nbsp;information reach millions of people.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;8. People with disabilities:&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Many people cannot read, speak and write. India has over&lt;a href="http://www.entwb.com/public-patients/general-information/deafness" target="_blank"&gt; 60 million people&lt;/a&gt; with some form of hearing impairment. There is a desperate need for a high-quality &lt;a href="http://www.nvaccess.org/" target="_blank"&gt;text-to-speech&lt;/a&gt; and speech-to-text engine for people with physical disabilities. Also, these software products have to be free software so that common people, that cannot afford to buy expensive proprietary software like JAWS, can contribute to Wikipedia in their language. Many text-to-speech engines that are available today for Indian languages sound so mechanical that it is difficult for common speakers to use them.&lt;/p&gt;

While several Indian&amp;nbsp;languages are spoken by millions of people, the Wikipedia editor communities for these&amp;nbsp;languages are very&amp;nbsp;small, with only a&lt;a href="http://www.huffingtonpost.in/subhashish-panigrahi-/when-wikipedia-is-turning_b_9025690.html" target="_blank"&gt; handful editors&lt;/a&gt; contributing to editing those language versions of Wikipedia. In January this year,&amp;nbsp;&lt;a href="https://commons.wikimedia.org/wiki/File:Hindi_Wikipedia_stats_January_2016.png" target="_blank"&gt;Hindi Wikipedia&lt;/a&gt;, for instance, had only 89 editors, while the total number of Hindi speakers is&amp;nbsp;over 550 million.&lt;/p&gt;
&lt;h4 style="text-align: justify;"&gt;&lt;strong&gt;3. Language input on&amp;nbsp;computers&lt;/strong&gt;&lt;/h4&gt;
&lt;p style="text-align: justify;"&gt;A vast majority of people in India&amp;nbsp;&lt;a href="http://articles.economictimes.indiatimes.com/2012-01-17/news/30635792_1_indian-languages-indic-computer" target="_blank"&gt;do not&lt;/a&gt; know&lt;a href="https://www.mediawiki.org/wiki/Universal_Language_Selector" target="_blank"&gt; how to type&lt;/a&gt; in their own language. There is also little documentation instructing&amp;nbsp;users about language input. Even though many &lt;a href="http://mhrd.gov.in/ict_overview"&gt;government-run schools&lt;/a&gt; in India are seeing a proliferation in computer use and Internet access, native language input and other &lt;a href="http://www.newindianexpress.com/cities/bengaluru/Government-Schools-Fail-to-Log-into-Computers/2015/11/17/article3132258.ece" target="_blank"&gt;essential training of basic computing&lt;/a&gt; are not widely taught in schools in all states. This is unfortunate, as there&amp;nbsp;is a wide variety of free software for native-language input, and the&lt;a href="https://www.aclweb.org/anthology/W/W11/W11-3501.pdf"&gt; challenges&lt;/a&gt; of typing in Indian languages that existed a few years back are now almost non-existent.&lt;/p&gt;
&lt;h4 style="text-align: justify;"&gt;&lt;strong&gt;4. Language input on&amp;nbsp;mobile devices&lt;/strong&gt;&lt;/h4&gt;
&lt;p style="text-align: justify;"&gt;With over&lt;a href="http://www.trai.gov.in/WriteReadData/PressRealease/Document/PR-TeleSubData_Oct_2015.pdf" target="_blank"&gt; 1 billion&lt;/a&gt; mobile phone users, India's&amp;nbsp;15% internet penetration rate will soon start growing at a faster pace. This in turn—along with the tough competition that will&amp;nbsp;compel TSPs to&lt;a href="http://www.mobiletor.com/bsnl-to-drop-3g-internet-rates-by-50-percent-the-tariff-wars-continue/"&gt; lower data charges&lt;/a&gt;—will help many Indians get access to the Internet. If these people are not educated about native language input they will be &lt;a href="http://www.livemint.com/Opinion/Nz7KxIkmUJdacebMwzzcOJ/English-the-Web-and-digital-caste.html" target="_blank"&gt;victims&lt;/a&gt; of the &lt;a href="https://books.google.co.in/books?id=8CM68DP6dWcC&amp;amp;lpg=PA234&amp;amp;ots=5SsRhkCvJk&amp;amp;dq=English-centric%20Internet&amp;amp;pg=PA234#v=onepage&amp;amp;q=English-centric%20Internet&amp;amp;f=false" target="_blank"&gt;English-centric Internet &lt;/a&gt;and fail to&amp;nbsp;enjoy the virtues of the former. Many Indians who&amp;nbsp;have smartphones need full Indian language support, and especially built-in&amp;nbsp;input methods, to be able to contribute to Wikipedia in their own languages.&lt;/p&gt;
&lt;h4 style="text-align: justify;"&gt;&lt;strong&gt;5. Scarcity&amp;nbsp;of Indian-language content on the Internet&lt;/strong&gt;&lt;/h4&gt;
&lt;p style="text-align: justify;"&gt;&lt;a href="http://www.brookings.edu/~/media/research/files/papers/2015/02/13-digital-divide-developing-world-west/west_internet-access.pdf" target="_blank"&gt;The relative lack of native language content on the Internet&lt;/a&gt; is another major factor in the low adoption of Indian language Wikpedias. According to an&amp;nbsp;Internet and Mobile Association of India survey conducted in 2012, over 6% of the population is left behind with regard to&amp;nbsp;joining the online sphere simply because of a scarcity&amp;nbsp;of content in their languages. Take my home state of Odisha, for instance: while the Kerala state government’s&lt;a href="https://www.keralatourism.org/languages/" target="_blank"&gt; official tourism portal&lt;/a&gt; is available in Odia and other Indian languages, at the time of writing the Odisha government’s tourism portal had&lt;a href="http://www.odishatourism.gov.in/" target="_blank"&gt; no information&lt;/a&gt; in Odia. It is unfortunate that our&amp;nbsp;languages are neglected largely within&amp;nbsp;our own states.&lt;/p&gt;
&lt;h4 style="text-align: justify;"&gt;&lt;strong&gt;6. Incompatibility&amp;nbsp;between new&amp;nbsp;and&amp;nbsp;traditional&amp;nbsp;media standards&lt;/strong&gt;&lt;/h4&gt;
&lt;p style="text-align: justify;"&gt;Instead of adopting the &lt;a href="http://unicode.org/faq/indic.html"&gt;Unicode&lt;/a&gt; standard, many traditional&amp;nbsp;media outlets&amp;nbsp;continue to use non-standard variants of the &lt;a href="https://en.wikipedia.org/wiki/ASCII" target="_blank"&gt;ASCII&lt;/a&gt;/&lt;a href="https://en.wikipedia.org/wiki/Indian_Script_Code_for_Information_Interchange"&gt;ISCII&lt;/a&gt; script encoding systems&amp;nbsp;&amp;nbsp;Unicode,&amp;nbsp;a global standard, has been available for Indian languages for almost&lt;a href="http://www.unicode.org/Public/reconstructed/1.0.0/UnicodeData.txt"&gt; 25 years&lt;/a&gt; now, but most of India's&amp;nbsp;vernacular print media has failed to adopt it. As a result, many popular Indian-language newspapers are unavailable in Unicode on the open Internet.&lt;/p&gt;
&lt;h4 style="text-align: justify;"&gt;&lt;strong&gt;7. Lack of Open Access&lt;/strong&gt;&lt;/h4&gt;
&lt;p style="text-align: justify;"&gt;The majority&amp;nbsp;of the information published&amp;nbsp;on the Internet, and by the Indian&lt;a href="http://www.bits-pilani.ac.in/uploads/Patent_ManualOct_25th_07.pdf" target="_blank"&gt; government&lt;/a&gt;, in particular, is&amp;nbsp;copyrighted. This&amp;nbsp;paywalled garden of copyright restrictions restricts access of this information&amp;nbsp;and prevents&amp;nbsp;people from sharing and learning more. Wikipedia, on the other hand, is distributed&amp;nbsp;under a&lt;a href="https://en.wikipedia.org/wiki/Wikipedia:Text_of_Creative_Commons_Attribution-ShareAlike_3.0_Unported_License"&gt; Creative Commons Share-Alike license&lt;/a&gt; that allows anyone to make use of the content, and even distribute it commercially. Opening up information for the masses under&amp;nbsp;free license regime could make it easily accessible to millions of people.&lt;/p&gt;
&lt;h4 style="text-align: justify;"&gt;&lt;strong&gt;8. Failure to cater for people with&amp;nbsp;disabilities&lt;/strong&gt;&lt;/h4&gt;
&lt;p style="text-align: justify;"&gt;Many people in India cannot read, speak or&amp;nbsp;write, and the country has over&lt;a href="http://www.entwb.com/public-patients/general-information/deafness" target="_blank"&gt; 60 million people&lt;/a&gt; with some form of hearing impairment. There is a desperate need for a high-quality &lt;a href="http://www.nvaccess.org/" target="_blank"&gt;text-to-speech&lt;/a&gt; and speech-to-text engines for people with physical disabilities. These&amp;nbsp;products also&amp;nbsp;be freely available&amp;nbsp;so that those who&amp;nbsp;cannot afford to buy expensive proprietary software like JAWS can contribute to Wikipedia in their languages. Many of the text-to-speech engines available today for Indian languages sound so mechanical that it is difficult for the average&amp;nbsp;speaker to use them.&lt;/p&gt;

    <title>Edit-a-thon organised to grow content on medicinal plants in Kannada Wikipedia</title>

        &lt;b&gt;Two two-day long edit-a-thons were organised in St. Aloysius College and St. Agnes College, both in Mangalore, during March 10-11 and March 12-13 respectively. The edit-a-thons were aimed at creating and enhancing Wikipedia articles related to medicinal plants.&lt;/b&gt;
        
&lt;p id="docs-internal-guid-2da73ff1-c890-cd8d-c0e1-d041fa30f279" dir="ltr"&gt;It is always a challenge to find much information about the medicinal plants grown locally, especially in Indian languages and on the Internet. The &lt;a href="https://kn.wikipedia.org/"&gt;Kannada Wikipedia&lt;/a&gt; also &lt;a href="https://kn.wikipedia.org/s/3uw"&gt;does not have&lt;/a&gt; many quality articles in this topic. The Kannada Wikimedia community felt the need for documenting more about the medicinal plants and their use when they gathered for the &lt;a href="http://cis-india.org/openness/blog-old/kannada-wikipedias-13-year-old-journey-of-knowledge-sharing"&gt;Kannada Wikipedia’s 13th anniversary&lt;/a&gt;. So right after the anniversary a two day edit-a-thon was organised in St. Aloysius College Mangalore during March 10-11, and another one at St. Agnes College Mangalore during March 12-13. This event being a follow up of an earlier edit-a-thon, had 17 participants who already edited Wikipedia and there were three new editors. They, together, created 66 articles during the event. &amp;nbsp;Three active Wikimedians participated in the event and helped in mentoring the new editors. 20 images were uploaded by these participants on Wikimedia Commons and they all had contributed 1412612 bytes of data.&lt;/p&gt;

        &lt;b&gt;A day-long edit-a-thon was organised at Christ University Bangalore on March 12, 2016 to celebrate the Women’s Day and grow the women-related articles on Kannada Wikipedia.&lt;/b&gt;
        
&lt;p id="docs-internal-guid-ed624c5e-ce6a-a416-8323-c7078d2dcd29" dir="ltr"&gt;&lt;a href="http://www.nytimes.com/2011/01/31/business/media/31link.html?_r=0"&gt;Like most other Wikipedia projects&lt;/a&gt;, Kannada Wikipedia also has way to go with bringing a balance in articles of all genders. 10 undergraduate students from the university participated in this event and created 20 quality articles of 137819 bytes during this edit-a-thon. Two experienced editors participated as mentors.         &lt;b&gt;We have been working with the Department of State Educational Research and Training of Karnataka (DSERT), a Government of Karnataka-run research and training institution headquartered in Bengaluru. With the hope of expanding the reach of Science-related content in Kannada Wikipedia, we organised an edit-a-thon spanning over three days from the 11th January through the 13th.&lt;/b&gt;
        
&lt;p id="docs-internal-guid-37d9719d-9278-b9b3-081f-905efd20910b" dir="ltr"&gt;This edit-a-thon was part of many ongoing &lt;a href="http://cis-india.org/openness/blog-old/edit-a-thon-to-improve-kannada-language-science-related-wikipedia-articles-1"&gt;outreach programmes&lt;/a&gt; at &lt;a href="http://dsert.kar.nic.in/"&gt;DSERT&lt;/a&gt; and had engagement with faculty members from several schools and colleges in Karnataka, and help them contribute to the Science-related articles in Kannada Wikipedia. The edit-a-thon was organised by the Centre for Internet and Society’s &lt;a href="https://meta.wikimedia.org/wiki/CIS-A2K"&gt;Access to Knowledge programme&lt;/a&gt; and 12 educators participated in the programme. In total, 53 articles were created/improved during these three days. With six female educator-editors actively participating in this event, there was a fair balance in the gender demography.         &lt;b&gt;Between 1 to 16 September, an online discussion took place on the creation of social media guidelines and strategy for Telugu Wikimedia handles online.&lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;An online discussion of guidelines and policies for the various Telugu Wikimedia social media handles was conducted.&amp;nbsp;User:Pavan santhosh.s suggested a set of strategies and guidelines that can be taken into consideration for an official Social Media Policy of Telugu Wikimedia Projects. These suggestions included defining objectives, guidelines (with do's and don'ts) and strategies for the Social Media Policy. User:Ravichandra supported the idea and suggested another objective(showcasing best quality works of Wikipedia). User:Viswanadh added some strategies (such as writing a series of posts about technical aspects that help Wikipedians). User:Pranayraj1985 suggested some don'ts in handling Wikipedia pages as well as handles while User:Rajasekhar1961 expanded the strategy to other sister projects(Telugu Wikisource and Wiktionary). Finally, User:Chaduvari suggested not to name any page as official to avoid possible conflicts. User:Swaralasika announced consensus and User:Pavan santhosh.s created a page based on the discussion in order for the community to reflect.&lt;/p&gt;
&lt;p&gt;User:Pranayraj1985 said,&amp;nbsp;"there are pages &amp;amp; groups for Telugu Wikipedia in Facebook for years. We are using them as major social media promotion channels. I(Pranay) am publishing content related to Telugu Wikipedia in those channels. Some of the community members also been admins of page and group. But once or twice, in Facebook page and group, unrelated posts were published and I informed this to Wikimedians active on Facebook and removed those posts. I am glad that this discussion happened and community came up with guidelines and strategy now. This is very much needed.&amp;nbsp;&lt;/p&gt;

        &lt;b&gt;A digitization workshop was held at Vigyan Ashram, following the success of the introductory workshop in February.&lt;/b&gt;
        
&lt;div&gt;On 5 February, an &lt;a class="external-link" href="http://cis-india.org/a2k/blogs/marathi-wikipedia-edit-a-thon-february-5-2017-in-pune"&gt;introductory Wikipedia orientation program&lt;/a&gt; was held in partnership with &lt;a class="external-link" href="https://en.wikipedia.org/wiki/Vigyan_Ashram"&gt;Vigyan Ashram&lt;/a&gt;, for 15 youths from Pabal and surrounding villages in &lt;a href="https://en.wikipedia.org/wiki/Shirur,_Maharashtra"&gt;Shirur&lt;/a&gt;, Maharashtra. Given the keen interest and enthusiasm of the participants, a follow up workshop was held on 3 April, 2017. &lt;br /&gt;&lt;br /&gt;This
 workshop was attended by 30 participants who were trained on Wikimedia 
projects such as Wikimedia Commons and Wikisource. They were given an 
orientation on digitization and OCR tools as well. The workshop aims to 
enable the training of resource persons who can go onto be employed at 
libraries and museums in order to help with their digitization efforts. 
The scanning of old encyclopedias in Marathi has also been proposed for 
the Wiktionary project.&lt;br /&gt;
&lt;div&gt;&lt;br /&gt;Participants were taught how to 
upload books from the Internet Archive to Wikimedia Commons. 
Subsequently,there was also a demonstration of transferring books from 
Commons to Wikisource. There are two ways of doing this: the page by 
page OCR process or 
converting a complete book through &lt;a href="https://goinggnu.wordpress.com/2015/12/28/announcing-ocr4wikisource/"&gt;OCR4Wikisource&lt;/a&gt;.
 As OCRS4Wikisource program runs only on Linux, limitation of machines
at the event was a hurdle in providing all the participants a hands on 
experience. Therefore, the scanning activity could not be completed.&lt;/div&gt;

    <title>Digitisation sprint at Andhra Loyola College Vijayawada to bring more books on Telugu Wikisource</title>

        &lt;b&gt;This 12th, A digitisation sprint is being organised for student Wikipedians of Andhra Loyola College Vijayawada. Students will learn about scanning books, will use OCR engine and digitise books on Telugu Wikisource. The event is organised by CIS-A2K where Telugu Wikimedian Viswanadh will be participating to mentor the new Wikimedians.&lt;/b&gt;
        
&lt;p&gt; Telugu Wikisource, a free online library in Telugu-language. Currently there are about 8 volunteers, known as Wikisourcers, who find Telugu-language text that are available under free licenses like Public Domain or Creative Commons licenses, digitise them and make the books available on the project. Their effort has brought about 29,680 pages of digitised text from old and new published works of different genres ranging from popular science and religious literature to literary contributions of notable authors of the states of Andhra and Telengana.&lt;/p&gt;
&lt;p&gt;35 student Wikipedians of the Andhra Loyola College will be participating in this event and will learn about scanning of books, converting text from scanned images using OCR engine and digitising books on Telugu Wikisource by typing and proof-reading. At least 150-200 folios are expected to be digitized on Telugu Wikisource. Most importantly, this activity will also help bring 5-10 new Wikisourcers to Telugu Wikisource. As this is just a two-day long event, more follow up sessions will be conducted over time with the same set of students to help them learn better about the technical process involved and overall digitisation.This is the first of its kind in the institution where the students will not just learn about digitisation of books but will participate in a live contribution and make more Telugu books available online.&lt;/p&gt;

&lt;p class="callout"&gt;"Introducing Student Wikisourcers to Telugu Wikisource will help in developing the project. Also this is a very timely activity because even few days delay might result in really low participation as exams are coming up.     <title>Digitisation of O Bharat, a bilingual biweekly published in Goa from 1912 to 1949</title>

        &lt;b&gt;The digitization project of O Bharat, a historic biweekly published between 1912 to 1949 in Goa was completed through collaboration of different organizations. The trustees of Bharatkar Hegde Desai Trust initiated the project in collaboration with Marathi department of Goa University, Bhakti Dnyan Marg Sanstha and Goa Central Library. The Centre for Internet and Society's Access to Knowledge Programme facilitated the project with technical and financial assistance. Two local students scanned 12000 pages in 8 days. The year wise volumes of O Bharat are now freely available on Wikimedia Commons in the form of archive.&lt;/b&gt;

&lt;p style="text-align: justify; "&gt;It all started like this. During the Wikimedia session at Goa University in October 2021, it was realised that there is very little documentation about the ‘Goa Liberation Struggle’ on Wikimedia projects. So, in the meeting Prof. Vinay Madgaonkar from the Marathi language department took the lead to develop a project around this theme.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The exhaustive list of freedom fighters, major incidents in history, the places related with struggle, monuments and memorials was prepared. The next day, to have a glimpse of the situation on ground, we toured a few places and &lt;a class="text external" href="https://commons.wikimedia.org/wiki/Category:Monuments_and_memorials_in_Goa"&gt;monuments in South Goa&lt;/a&gt;. As we were shocked to see the sorry state of the memorials, we came across a monument of Govind Pundalik Hegde Desai known as Bharatkar (an editor of O Bharat), in a lush green forest near Quepem village. Being curious to know about the history of O Bharat publication, Prof. Vinay introduced us to the grandson of Bharatkar, Adv. Khagendra Desai who founded &lt;a class="text external" href="http://www.bharatkar.info/" rel="nofollow"&gt;Bharatkar Hegde Desai Trust&lt;/a&gt;, non-profit organisation in Goa to archive the works of Bharatkar.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;As both of us share the same vision, CIS-A2K partnered with Bharatkar Hegde Desai Trust, to relicense and digitise freedom fighter Bharatkar’s ‘O Bharat,’ a Marathi-Portuguese bilingual weekly, currently housed at &lt;a class="text external" href="http://centrallibrary.goa.gov.in/" rel="nofollow"&gt;Goa Central Public Library&lt;/a&gt;.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;About the 36 Year Run of ‘O Bharat’ upto India’s Independence&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;Freedom fighter, social reformer and journalist 'Bharat'kar Govind Pundalik Hegde Desai, (7th Nov 1885 - 15th Aug 1949), started 'O Bharat' (in Portuguese) or 'Bharat' (in Marathi) on 6th November 1912. For 36 years thereafter, Bharatkar courageously protested the Portuguese occupation, relentlessly advocated radical and progressive social reforms and doggedly championed the cause of an independent and sovereign Indian Goa.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Partnerships&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;The partnerships with various stakeholders were developed after a &lt;a class="text external" href="https://meta.wikimedia.org/wiki/CIS-A2K/Events/Digitisation_review_and_partnerships_in_Goa"&gt;series of discussions&lt;/a&gt; and official communications. The Bharatkar Hegde Desai Trust obtained official permissions from the State Government departments for the access of O Bharat volumes in the library. Goa Central Public Library provided access to the bound volumes of O Bharat and permission to scan them. Another local organisation, Bhakti Dnyan Marg Sanstha in association with Goa University Marathi Department identified few students for the digitisation.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Digitisation process and launch on Wikimedia Commons&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;The trustees of Bharatkar Hegde Desai Trust relicensed the two volumes of selected editorials published in 2018 and the whole O Bharat issues into CC-BY-SA 4.0. We conducted digitisation training with Prof. Vinay Madgaonkar and students, Shravani Parab and Shridhar Raut, from Goa University to scan 12000 pages in 8 days. The officials of Goa Central Public Library cooperated in access to original volumes and in the process of digitisation. The Chief Minister of Goa inaugurated the &lt;a class="text external" href="https://commons.wikimedia.org/wiki/Category:O_Bharat"&gt;project on Wikimedia Commons&lt;/a&gt; on India’s 75th Independence day, 15 August 2022. The year wise volumes of ‘O Bharat’ are now freely accessible to anyone in the world at any time anywhere. The uploading of the volumes is in progress.&lt;/p&gt;
