    <title>COVID-19 Charter Of Recommendations on Gig Work</title>

        &lt;b&gt;Tandem Research and the Centre for Internet and Society organised a webinar on 9 April 2020, with unions representing gig workers and researchers studying labour rights and gig work, to uncover the experiences of gig workers during the lockdown. Based on the discussion, the participants of the webinar have drafted a set of recommendations for government agencies and platform companies to safeguard workers’ well being. &lt;p&gt;The nationwide lockdown in response to the ongoing COVID-19 pandemic has had a devastating impact on ‘gig workers’ working for on-demand service platforms such as those providing ride-hailing, home-based work and food delivery services and also e-commerce companies. Those driving for on-demand transportation companies have lost their source of livelihood as services remain suspended.&lt;/p&gt;
&lt;p&gt;Workers for on-demand delivery and home-based services, on the other hand, have been deemed “essential” and continue to work although demand has fallen drastically. Earnings for delivery workers have fallen to as low as INR 100-300 per day for a whole day’s work. Workers face a high risk of contracting COVID-19 due to their exposure to multiple customers. Apprehensions are rising after a &lt;a href="https://indianexpress.com/article/cities/delhi/pizza-man-who-tested-covid-19-positive-also-delivered-food-for-us-zomato-6365513/" target="_blank"&gt;delivery worker for Zomato&lt;/a&gt; tested positive for COVID-19 in New Delhi. Demand has fallen further but delivery workers must continue to put themselves and their families’ health and safety at risk with limited or no provisions for personal protective equipment or other safety measures &lt;a href="https://gadgets.ndtv.com/apps/news/swiggy-zomato-customer-advisory-coronavirus-outbreak-covid-19-india-2193038" target="_blank"&gt;offered by companies&lt;/a&gt;.&lt;/p&gt;
&lt;p&gt;The relief works announced by the central and state governments do not specifically provide for ‘gig workers’. At the same time, the measures announced by on-demand service companies are inadequate, ambiguous and inconsistent. The eligibility, manner and quantum of relief and the process of availing relief is unclear to workers.&lt;/p&gt;
&lt;p&gt;We urge you to bolster the socio-economic and healthcare protections for ‘gig workers’ in India in light of the outbreak of COVID-19. Any efforts aimed at directing relief to ‘gig workers’ will have to be combined, involving the central and state governments and on-demand service companies.&lt;/p&gt;
&lt;p&gt;We suggest that the measures adopted incorporate the recommendations outlined below. The recommendations have been drafted after discussion between civil society actors including labour unions from delivery and transportation sectors, researchers, and activists. &lt;p&gt;Anthropologists have studied the role of kinship relations at the workplace in terms of how employers (De Neve, 2008) and workers use them (Parry, 2001). By contrast, digital labour scholars focus more on economic wellbeing and questions of fair work. But we know from the work of Mauss, Hart (Hart, 2000; Mauss, 2002) and others that all economic exchanges are also social relations. Additionally, economic and moral logics are different manifestations of the same ‘kernel of human relationships’ (Kofti, 2016). In the context of app-based food delivery work in Mumbai, workers’ actions and decisions were guided by them putting themselves in another’s shoes. Such moral acts of understanding and having understood were, as I will demonstrate, instances of Max Weber’s conception of verstehen or interpretative understanding which was important to understanding individuals’ participation in social relationships. This led me to explore gig-workers’ kinship relations at work, and their role in the existence and reproduction of these workers and this ‘new’ work.&lt;/p&gt;
&lt;p&gt;This essay unpacks the values and expectations from the kinship term &lt;em&gt;bhai (brother)&lt;/em&gt; in order to understand the morality invoked through its usage by app-based food delivery workers in Mumbai. In doing so, it considers the implications of such kinship sedimentations on the experience of workers in the gig economy, their negotiation with the discipline imposed by the employer and the experience of women workers who operate out of these kinship ties. I was compelled to notice the figure of the &lt;em&gt;bhai&lt;/em&gt; – a male friend or acquaintance who would not only recruit but also provide various kinds of support on the job, helping app-based platforms maintain their workforce. I also interviewed female delivery workers in Mumbai and noticed that this brotherhood did not extend to them in the same way.&lt;/p&gt;
&lt;p&gt;&lt;em&gt;Bhai&lt;/em&gt; is a Hindi word for ‘brother’ but in Bambaiyya Hindi (a non-canonical form of Hindi spoken in Mumbai) it signifies an influential or respected male figure who offers support and is trustworthy due to relatedness. &lt;em&gt;Bhai&lt;/em&gt; and variations like &lt;em&gt;bhaiyya&lt;/em&gt; lubricate daily transactions between auto-rickshaw drivers, grocers, watchmen or any unrelated man and woman with a sociality of kinship.&lt;/p&gt;
&lt;h3&gt;&lt;strong&gt;The role and functions of understanding by bhais in gig work&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;Acts of brotherly help and disciplining reveal that material actions are intertwined with an ethic of care, thereby illustrating the role of kinship as central to the economic work in the gig economy. Historically, the informal work of food delivery in Mumbai has been organised along the lines of caste, region (Quien, 1997) and familial networks. Within gig work, belonging to the city is a requirement as &lt;em&gt;bhais&lt;/em&gt; recruit, advice and protect new joinees from their neighbourhood or communities as older brothers. Team leaders who occupy a position between the worker and the middle management at these companies are &lt;em&gt;bhais&lt;/em&gt; that discipline, control and maintain the workforce for the company.&lt;/p&gt;
&lt;p&gt;Prior to joining, newbies would ask friends about their experience and even make deliveries with their friends to understand the work. Bhais offer support by riding pillion, arriving at ‘unsafe’ delivery locations at night or assisting a worker if the customer was drunk or unwilling to pay for their order.&lt;/p&gt;
&lt;p&gt;Like other gig work communities that network to produce tacit knowledge about work (Gray, Suri, Ali, &amp;amp; Kulkarni, 2016) the relationships of brotherhood in food delivery help workers gain knowledge about the rules of the company, while also helping them &lt;em&gt;find a way&lt;/em&gt; around the rules. A &lt;em&gt;bhai&lt;/em&gt; might offer to make an ID on behalf of those who were unable to do so due to lack of documents or offer an existing ID to those who may have been disabled or blocked by the company.&lt;/p&gt;
&lt;p&gt;&lt;em&gt;Bhais&lt;/em&gt;, on the basis of relatedness due to experience of gig work, understand the needs of other gig workers. I suggest that this is &lt;em&gt;verstehen&lt;/em&gt; and not simply a reflexive &lt;em&gt;understanding&lt;/em&gt; since they, much like sociologists, also &lt;em&gt;understood&lt;/em&gt; the nature of the situation (Tucker, 1965) that creates this relationship of relatedness and the importance of such a relationship in sustaining their future in this work as well as the future of this work.&lt;/p&gt;
&lt;h3&gt;&lt;strong&gt;Leaning on brotherhood to ‘safely’ deliver food as gig workers&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;Companies push a narrative of how working-class, male food delivery workers are safe to interact with because this work leads to working class men now arriving at the doorstep of the protected middle-class domestic sphere. Discourses of safety and trustworthiness are crucial to companies due to the middle-class, Indian anxiety around the separation of working-class men, considered dangerous and potential perpetrators of crime, from middle-class women, the victims of such crimes (Phadke, 2007).&lt;/p&gt;

&lt;p&gt;Since working class men are considered dangerous occupants of public space, how do workers feel safe and carefree in the everyday? The &lt;em&gt;bhai&lt;/em&gt; who &lt;em&gt;understands&lt;/em&gt; offers material support, protects and guides workers but &lt;em&gt;is also understood&lt;/em&gt; as enabling a carefreeness in workers that makes this work and working-class men’s navigation of the public possible. Consider the case of Adarsh, an 18-year-old app-based worker who makes deliveries using a bicycle. Workers started helping him by offering to drop him to the delivery location on their motorcycles if they were headed in the same direction. As he described to me, he felt at ease knowing someone had his back: &lt;em&gt;Abhi ye log support ke liye rehte hai toh apne ko tension nahi rehta hai chalo bhai support ke liye apne peeche khada hai. (One does not feel tense if one knows that there is a brother backing one up)&lt;/em&gt;.&lt;/p&gt;
&lt;h3&gt;&lt;strong&gt;Exclusions from brotherhood in the gig economy&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;App-based food delivery has opened up the historically male-dominated line of work to women in India but that has not insulated it from patriarchal norms.&lt;/p&gt;

&lt;p&gt;One married woman worker expressed her discomfort with male riders referring to women workers as &lt;em&gt;bacchi&lt;/em&gt; (Bambaiyya slang for younger brother) since it collapsed a sense of formality and familiarity that could be acceptable to young, unmarried girls. Women workers were aware that women have a high attrition in food delivery. They cannot afford to reject kinship constructions because such relations make work possible and tolerable in the everyday so they modulate the correct amount of kinship ties with a ‘respectable distance.’&lt;/p&gt;
&lt;p&gt;The brotherhood of workers is not uniform or homogeneous since men’s ability to participate in this fictive kinship can be constrained either due to their identities or inability to support strikes.&lt;/p&gt;
&lt;p&gt;Brotherhood absorbs risks for workers and allows workers to be &lt;em&gt;bindaas&lt;/em&gt;, presenting an opportunity for tactical resistance. Leveraging brotherhood as a &lt;em&gt;platform&lt;/em&gt; (Gillespie Tarleton, 2010), workers would strike and companies having understood the role of brotherhood too, would offer the position of 'team leader' to leaders of such strikes. Most &lt;em&gt;bhais&lt;/em&gt; chose moral and affective bonds of brotherhood over such a 'promotion.'&lt;/p&gt;
&lt;p&gt;Working in the gig-economy has been associated with economic vulnerabilities, however there are also moral and affective vulnerabilities as workers find their worth measured everyday by their performance of—and at—work and in every interaction and movement. Such a display of &lt;em&gt;verstehen&lt;/em&gt; by the delivery workers is a response to engaging with a world of work that continuously measures one’s credibility and ties it to material rewards. It can be read as an attempt to secure an income and guard one’s sense of self.&lt;/p&gt;

        &lt;b&gt;CIS is cohosted a webinar with Tandem Research on the impact of the COVID-19 response on the gig economy on 9 April 2020. It was a closed door discussion between representatives of workers' unions, labour activists, and researchers working on gig economy and workers' rights to highlight the demands of workers' groups in the transport, food delivery and care work sectors. We saw this as an urgent intervention in light of the disruption to the gig economy caused by the nationwide lockdown to limit proliferation of COVID-19. This is a summary of the discussions that took place in the webinar authored by Zothan Mawii, a Research Fellow at Tandem Research.&lt;/b&gt;

&lt;h3&gt;&lt;strong&gt;What relief measures do gig workers need during this pandemic?&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;The coronavirus pandemic has the world in its grips, and exposed the fragility of our economic systems and societal structures. The ensuing lockdown and physical distancing measures put in place by states to control the spread of the virus has impacted citizens differently and largely along class lines. While white collar workers remain relatively insulated as they work from home and have their essentials delivered, it has laid bare the vulnerabilities faced by India’s largely informal workforce. Since announcing the lockdown and the exodus of migrant workers from cities, the central and state governments in India have announced a number of relief measures for workers. However, those working on on-demand platforms have been excluded, while relief measures announced by a few platforms are inadequate to provide meaningful protection, leaving workers to fall at the cracks. Tandem Research and the Centre for Internet and Society (CIS) hosted a webinar on 9th April with a group of union leaders and researchers to draft a charter of demands for platforms and government to ensure better protection for gig workers.&lt;/p&gt;
&lt;p&gt;We heard from 4 union leaders about the situation facing workers on the ground and the shortcomings of the measures platforms claim to be taking to ensure their workers' safety and protection. This piece recaps some of the issues that were uncovered during the meeting.&lt;/p&gt;
&lt;p&gt;Tanveer Pasha, President of Ola, Taxi 4 Sure and Uber Drivers and Owners’ Association (OTU) and Shaik Salauddin, President of the Indian Federation of App-based Transport Workers (IFAT) pointed out that while Ola Cabs and Uber claim to have instructed drivers on safety and hygiene measures and provided personal protective equipment (PPE), in reality their efforts have been wanting. The unions themselves have been conducting these awareness drives while IFAT purchased masks for drivers in Telangana. On-demand food delivery services have also not provided workers with any PPE, although they have been deemed essential workers and must continue to interact with customers and restaurants as they go about their tasks.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;High on the list of concerns facing gig workers was income security and the security of their jobs once the lockdown is lifted&lt;/strong&gt;. Transportation companies Uber and Ola cab have suspended services although some drivers in Bengaluru, working with OTU have pivoted to delivering essential goods or transporting healthcare workers. The number of orders on on-demand food delivery services has dropped drastically too. Gig workers are earning little to no money during this time and have little recourse to savings or other safety nets.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Unions are demanding that workers are paid a sum of money to tide them over during this time, which can be paid back to the platforms without interest&lt;/strong&gt;. Unions argue that the commissions charged by platform companies can be used to cover these costs and even call for a reduction in the commission after the lockdown is lifted so that workers can recover financially.&lt;/p&gt;
&lt;p&gt;&lt;a href="https://www.carandbike.com/news/ola-introduces-drive-the-driver-fund-initiative-to-fund-relief-for-driver-community-2201886" target="_blank"&gt;Ola Cabs&lt;/a&gt; and &lt;a href="https://yourstory.com/2020/03/coronavirus-zomato-feed-daily-wager" target="_blank"&gt;Zomato&lt;/a&gt; have started funds to support their workers, taking donations from the public and from management, &lt;strong&gt;but workers are yet to see the benefits of the funds&lt;/strong&gt;. With little transparency or clarity as to how these funds will operate, unions and workers are left wondering if this is solely a publicity move on the part of platforms. No announcements have been made regarding these funds - who is eligible for the fund? What are the criteria workers will have to meet to receive funds? Will workers have to pay the amount back to the platforms? If yes, will it carry interest? Will workers’ ratings or the hours they’ve logged on the app be used to determine their eligibility?&lt;/p&gt;
&lt;p&gt;The government announced a moratorium on EMI and loan repayments, and has directed the RBI to set guidelines. Some state governments have also announced waivers on house rent payments. While these measures should have eased the pressure on gig workers, that hasn’t been the case - &lt;strong&gt;informal lenders and non banking financial companies (NBFC) have continued to ask workers for payments, flouting the RBI guidelines&lt;/strong&gt;. In the absence of enforcement from the government, gig workers are unable to reap the benefits of directives designed to relieve the financial pressure they are currently under.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Delivery workers find themselves in a double bind&lt;/strong&gt; - they have been deemed essential workers by the government and on-demand services remain up and running. However, with few restaurants remaining open and few orders coming in, they are forced to work long hours for little money, and in risky conditions as roads remain deserted because of the lockdown. Dharmender Vaishnav (Indian Delivery Lions) and Kaveri Kaliyanda (PhD scholar, University of Sussex) raised pertinent questions over the classification of delivery workers as essential workers - &lt;strong&gt;Who are the workers essential for? At what personal cost to their health and safety must delivery workers continue to serve the interests of platforms and their middle class customer base?&lt;/strong&gt; This categorisation also allows on-demand food delivery companies to absolve themselves of the responsibility for ensuring workers receive wages - they can claim services continued to operate and shift the blame onto workers for not logging in. Many of the workers who have gone back to their native towns and villages are anxious that their accounts will be deactivated for not logging in.&lt;/p&gt;
&lt;p&gt;These issues facing gig workers will be drafted into a set of demands for platforms and government to provide relief. However, many questions remain unanswered. While these measures may address the hardships gig workers face in the short term, it doesn’t address long standing issues that characterise this line of work. The precarity of gig workers stems from the marginal space they occupy in the labour market. As ‘partners’ or ‘independent contractors’, they are not entitled to social protection measures from the government nor are platforms obliged to provide them. Unlike construction workers or domestic workers-who are also informal workers but enjoy recognition of an organised body and some legislative protections-they remain largely invisible to policymakers and government. Getting gig workers this type of recognition will be crucial to ensure their wellbeing. In Karnataka, there are efforts underway to introduce regulations similar to &lt;a href="https://edd.ca.gov/Payroll_Taxes/ab-5.htm" target="_blank"&gt;California’s AB5 bill&lt;/a&gt; that recognises gig workers as employers eligible for state and employer sponsored benefits. Gig workers have been included in the &lt;a href="https://www.prsindia.org/sites/default/files/bill_files/Code%20on%20Social%20Security%2C%202019.pdf" target="_blank"&gt;draft Code on Social Security&lt;/a&gt;. However, regulating platforms to make them more accountable and safeguarding worker welfare is long overdue. It is especially urgent at this time - the economic repression that will follow is likely to push more young jobseekers to the platform economy as a stop gap solution in the absence of suitable employment. The conditions of work platforms engender are far from ideal and should not become the model for jobs in the future.&lt;/p&gt;

    <title> A Compilation of Research on the Gig Economy</title>

        &lt;b&gt;Over the past year, researchers at CIS have been studying gig economies and gig workers in India. Their work has involved consultative discussions with domestic workers, food delivery workers, taxi drivers, trade union leaders, and government representatives to document the state of gig work in India, and highlight the concerns of gig workers. 

The imposition of a severe lockdown in India in response to the outbreak of COVID-19 has left gig workers in precarious positions. Without the privilege of social distancing, these workers are having to contend with a drastic reduction in income, while also placing themselves at heightened health risks. &lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h3 dir="ltr"&gt;On gig economy during the COVID-19 pandemic&lt;/h3&gt;
&lt;p dir="ltr"&gt;Supported by &lt;a href="https://www.apc.org/en/project/firn-feminist-internet-research-network"&gt;Feminist Internet Research Network&lt;/a&gt; led by the Association for Progressive Communications (APC) and funded by the International Development Research Centre (IDRC)&lt;/p&gt;
&lt;ul&gt;&lt;li style="list-style-type: disc;" dir="ltr"&gt;
&lt;p dir="ltr"&gt;Along with Tandem Research, we spoke to leaders of four unions that represent gig workers across the country about the risks and vulnerabilities that they are having to contend with in the face of the COVID-19 crisis. &lt;strong&gt;Zothan Mawii&lt;/strong&gt; (Tandem Research), &lt;strong&gt;Ambika Tandon&lt;/strong&gt;, and &lt;strong&gt;Aayush Rathi&lt;/strong&gt; share key reflections in this essay published on The Wire. &lt;p&gt;The rapid expansion in the volume, velocity, and variety of data available, together with the development of innovative forms of statistical analytics, is generally referred to as “big data”; though there is no single agreed upon definition of the term. Big data promises to provide new insights and solutions across a wide range of sectors. Despite enormous optimism about the scope and variety of big data’s potential applications, many remain concerned about its widespread adoption, with some scholars suggesting it could generate as many harms as benefits. The predecessor disciplines of data science such as computer sciences, applied mathematics, and statistics have traditionally managed to stay out of the scope of ethical frameworks, based on the assumption that they do not involve humans as subject of their research. While critical study into big data is still in its infancy, there is a growing belief that there are significant discontinuities between the rapid growth in big data and the ethical framework that exists to govern its use. In this set of documents, we look at them in detail.&lt;/p&gt;

&lt;p&gt;Sahapedia in collaboration with the Azim Premji University, The Centre for Internet and Society and the University of Cape Town is inviting papers in cultural mapping for the Culture For All conference scheduled to be held in March 2021.&lt;/p&gt;
&lt;p&gt;Cultural mapping is a set of activities and processes for exploring, discovering, documenting, examining, analysing, interpreting, presenting, and sharing information related to people, communities, societies, places, and the material products and practices associated with those people and places. It was recognised by UNESCO more than a decade ago as a crucial tool in sustaining the tangible, intangible, and natural heritage of the world.&lt;/p&gt;
&lt;p&gt;However, the exercise is either used inadequately or rarely highlighted in the Indian context thereby limiting accessibility to peer-reviewed work in this area. As part of the #CultureForAll festival and conference, an open call for research papers and action projects in cultural mapping is being made to consolidate knowledge created till date in India and regions with similar cultural history like Asia and Africa. Cultural mapping and documentation are intricate processes that attempt to solve complex questions of who, what, how, and for whom to map. We hope these papers will carve out a space to interrogate, discuss, and reflect upon the same.&lt;/p&gt;
&lt;p&gt;Another central objective of reviewing work in this area is to develop a mapping toolkit/guide that can help make cultural documentation accessible to anyone interested. Without being prescriptive or lending itself to a homogenous practise, the toolkit/guide would be a way to bring together varied approaches, contexts, and innovations in the field. In a sector like culture where financial and non-financial resources are insubstantial, we believe this toolkit/guide will give organisations and individuals a clear roadmap for future mapping projects.&lt;/p&gt;
&lt;h3&gt;Themes&lt;/h3&gt;
&lt;p&gt;All interested academicians, researchers, PhD students, and practitioners are invited to submit their papers under any one of the following themes. All papers will be evaluated by a review committee and select papers in each theme will be awarded INR 10,000 and presented in the #CultureForAll conference. Papers will also get an opportunity to be published in respected peer-reviewed journals and Sahapedia's web platform.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Cultural Mapping—Theory &amp;amp; Practise:&lt;/strong&gt; There is no fixed way to map cultural resources and the approach can be multi-fold. Efforts can also vary in terms of community involvement and collaborative processes. Papers submitted under this topic should explore and elucidate the theoretical and methodological frameworks used in mapping, with an emphasis on issues and challenges faced, the extent of community engagement, and the impact of such projects in policymaking and society, if any.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Technology for cultural mapping:&lt;/strong&gt; Technology and digitisation have shifted approaches to culture and heritage and the recent pandemic has made it indispensable to the society at large. Papers are invited on issues related to techniques and technologies for preservation, management and dissemination of cultural heritage with a focus on innovation and social equity specifically for the Indian context.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Evaluating impact of cultural mapping applications:&lt;/strong&gt; Cultural mapping provides rich cultural data by creating resource inventories that helps address varied issues like sustainability, intergenerational conflict, alienation of youth, and the role of women in society. It can create opportunities for communities to affirm identity and pursue land rights. Cultural mapping can be an informative classroom activity for children, and a valuable methodology for academic research. As a policymaking tool, it can be used to enhance and conserve heritage sites while promoting new tourism development approaches. Papers submitted under this topic should illustrate how cultural mapping has been used in areas like education, tourism, placemaking, conservation, and skilling, the issues and challenges faced, how impacts are measured, and the metrics associated with such measurement.&lt;/p&gt;

&lt;h2&gt;Executive Summary&lt;/h2&gt;
&lt;p&gt;Hundreds of thousands of women from poor communities work as domestic workers in Kolkata. Domestic work is typically a precarious occupation, with very little recognition in legislation or policy. Along with other workers in the informal economy, women domestic workers (WDWs) were severely impacted by the national lockdown enforced in March, with loss of livelihood and few options for survival.&lt;/p&gt;
&lt;p&gt;Parichiti works with WDWs in 20 different locations - slums and informal settlements in Kolkata and villages in south 24 Parganas. We conducted this pilot study from late June to August 2020 to document the situation of WDWs from March onwards, in the lockdown and the initial stages of lifting of restrictions. We interviewed 14 WDWs on the phone to record their experiences during the lockdown and after, including impact on livelihoods. The objectives of the study were to document the impact of the Covid-19 pandemic on the lives of WDWs, with focus on economic and health dimensions.&lt;/p&gt;
&lt;p&gt;We found that most domestic workers in our sample were paid for March, but faced difficulties in procuring wages April onwards. During this period, they faced economic hardships that threatened their survival, with members of their family also involved in the informal sector and experiencing loss of wages. Workers survived on relief received through civil society or by taking loans from banks or informal lenders. Some are now stuck in a debt trap.&lt;/p&gt;
&lt;p&gt;Most went back to work from June, but faced several barriers – public transport services continued to be dysfunctional, apartment complexes prohibited entry of outsiders, and employers were reluctant to allow workers into their homes. Employers were wary of workers if they were employed in multiple households or used public transport, forcing workers to adapt to these conditions. Due to these reasons, some workers lost their jobs permanently, while others returned with lower wages or lower number of employers. Workers were well aware of the precautions to be taken at the home and workplace with regards to Covid-19.&lt;/p&gt;
&lt;p&gt;Many WDWs were unable to access ration through the Public Distribution System. Some were not enrolled and others were enrolled in the districts they had migrated from. Some were not classified as below the poverty line and were hence not priority households for the state, although they were ‘deserving’ beneficiaries. All of the respondents were affected by Cyclone Amphan, which devastated parts of the state in May 2020. Despite the announcement of a sizeable compensation by the state, those whose homes were impacted were unable to get any relief. WDWs overall tended to not rely on the state for welfare or health services. Many regarded public health systems to have poor quality services, and turned to private services when possible. Both central and state governments fell short of meeting the needs of WDWs during the pandemic, which could potentially have long-term impact on their income and health.&lt;/p&gt;

    <title>Workers’ experiences in app-based taxi and delivery sectors: Key initial findings from multi-city quantitative surveys </title>

        &lt;b&gt;In 2021-22, the labour research vertical at CIS conducted quantitative surveys with over 1,000 taxi and delivery workers employed in the app-based and offline sectors. The surveys covered key employment indicators, including earnings and working hours, initial investments and work-related cost burdens, income and social security, platform policies and management, and employment arrangements. The surveys were part of the ‘Labour Futures’ project supported by the Internet Society Foundation.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;It has been over a decade since app-based delivery and taxi sectors began operations in India, and have since expanded to several metropolitan and smaller cities. These sectors together account for the largest proportion of the platform workforce in India. Workers’ collective action and demands have revealed extractive labour practices in the platform economy. However, there has been a dearth of reliable quantitative data on essential labour and economic wellbeing indicators for workers. In 2021-22, we conducted surveys with workers in the taxi and delivery sectors aiming to build an evidence base for worker-first policy-making in the platform economy. 1,048 workers were surveyed across four tier 1 and tier 2 cities—Delhi NCR, Mumbai, Lucknow, and Guwahati.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Research questions&lt;/h3&gt;
&lt;ol&gt;
&lt;li&gt;What is the nature and scale of platform operations in the delivery and taxi sectors within various tier 1 and tier 2 cities in India?&lt;/li&gt;
&lt;li&gt;What are the socio-economic contexts shaping workers’ decisions around transitioning in and out of the platform workforce in the delivery and taxi sectors?&lt;/li&gt;
&lt;li&gt;What are the tangible and intangible costs, and conditions of work that workers navigate to sustain their employment on delivery and taxi platforms?&lt;/li&gt;
&lt;li&gt;How does the assemblage of informal and formal structures, actors, and systems of work management shape economic outcomes for workers on delivery and taxi platforms?&lt;/li&gt;
&lt;/ol&gt;
&lt;h3&gt;&lt;br /&gt;Key initial findings&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Diverse employment arrangements&lt;/b&gt;&lt;br /&gt;There is a sizeable presence of heterogeneous work organisation systems on both app-based delivery and taxi sectors, which diverge from an on-demand model. These systems mediate multiple aspects of everyday work allocation and processes, spatio-temporal rhythms of work, platform design and management, modes of labour control, levels of reintermediation, and employment arrangements.&lt;br /&gt;&lt;br /&gt;In the delivery sector, typologies are driven by platform models and work processes. Typologies of work organisation and control in the taxi sector, on the other hand, are centred around diverse employment arrangements and vehicle ownership models.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Socio-economic vulnerabilities impacting work outcomes&lt;/b&gt;&lt;br /&gt;Workers in both the delivery and taxi sectors face a number of socioeconomic vulnerabilities that influence their entry and continued employment in platform work. Key motivating factors to enter platform work involved the lack of alternative employment opportunities (over 50 percent in both sectors) and the possibility of  better pay than other available jobs (over 40 percent in both sectors).&lt;br /&gt;&lt;br /&gt;An overwhelming proportion of workers (over 95 percent in both sectors) were engaged in platform work as their main source of income, as opposed to part-time employment. Workers also faced significant economic burdens in various ways such as being sole earners in their household, having multiple financial dependents, providing remittances back home, and so on. Worsening these burdens was the widespread income insecurity that workers faced in both sectors—for around 50 percent of them, earnings from platform work were insufficient for covering basic household expenses.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Insufficient earnings and rising work-related expenses&lt;/b&gt;&lt;br /&gt;Workers' experiences highlight how the majority of workers are forced to deal with low-wage outcomes, worsened by a reduction in bonuses, and high operational work-related expenses. Earnings remain low and uncertain for workers despite the fact that they put in long work hours. At the median level, workers on delivery platforms were working 70 hours a week, and those on taxi platforms were working an even higher 84 hours a week.&lt;br /&gt;&lt;br /&gt;In addition to platform charges and commissions, numerous work-related expenses such as fuel and vehicle maintenance costs are important factors that determine take home earnings for workers. The median net earnings, after accounting for all these costs, were INR 3,800 for delivery workers, and INR 5,000 for taxi workers. When adjusted for standard weekly work hours (48 hours/week), these earnings do not meet national minimum wage standards.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Absence of occupational health measures and social protection&lt;/b&gt;&lt;br /&gt;Workers in both delivery and taxi sectors are already working immensely long hours in order to try and make adequate earnings on the platform, sometimes working almost double the amount when compared to standard weekly work hours. They also faced additional occupational health and safety risks during their work. Workers in both sectors faced grievous risks during work hours including those relating to road safety (around 80 percent), weather conditions (around 40 percent; 52 percent for delivery workers), theft (around 30 percent), and physical assault (around 25 percent).&lt;br /&gt;&lt;br /&gt;To make matters worse, workers were not provided adequate social protections to cope with workplace safety risks. Workers in the taxi sector had very low levels of access to crucial protections such as health insurance (6 percent) and accident insurance (28 percent). Access was relatively higher for workers in the delivery sector—32 percent had access to health insurance, and 62 percent had access to accident insurance. However, workers faced several barriers in receiving these benefits and protections, owing to burdensome and unreliable insurance claims processes. &lt;br /&gt;&lt;br /&gt;&lt;b&gt;Upcoming outputs&lt;/b&gt;&lt;br /&gt;We hope that findings from these surveys are instrumental in speaking to extant and developing labour policy interventions, as well as adjacent policy areas including social protection, urban and infrastructural development, and sectoral regulation.&lt;br /&gt;&lt;br /&gt;In the coming weeks, we will be publishing a series of city briefs for each of the four survey cities.     <title>Digital native: Are You Still Having Fun?</title>

&lt;p style="text-align: justify; "&gt;So, I hope, by now, you have figured out who your celebrity lookalike is. Mine, for her sins, is &lt;a href="http://indianexpress.com/about/emma-watson/"&gt;Emma Watson&lt;/a&gt;.  Now, as you scratch your heads and wonder how a “facial recognition  algorithm’”decided that my mug matches with the stunning actor who shall  always remain imprinted as Hermione Granger to my Harry Potter- fan-boy  self, it is worth wondering how on earth I know this.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;If you have been on &lt;a href="http://indianexpress.com/about/facebook/"&gt;Facebook&lt;/a&gt; the last week or two, you will have noticed that almost all of your  friends, as if drawn in a zombie apocalypse, taking this quiz and  posting their results. It was a simple enough app — you upload a  picture, and then using advanced computer morphing, it shows how your  face transitions from yours to the stunning celebrities that we love and  worship.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Nothing better on a Monday morning to know that the barely human face  you are wearing — a mixture of grump and where-is-my-coffee — actually  looks like the photoshopped avatar of a celeb. In many ways, this was a  truly progressive app because it refused to look at gender, race,  ethnicity, age or any of the other criteria of biometric representation  and no matter what super-grouch face you presented, it always matched  you with the celebrity you always secretly wanted to look like anyway.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Now, listen! I know that the earnest value of social media is  essentially in apps like these. The point of these apps, which are  largely just a continuation of the old trash magazine quizzes about  self-determination and expression, is that they continue to enthrall,  enchant and make our everyday click-and-scroll lives slightly more  memorable and enjoyable. However, unlike those old Cosmo and Vogue  quizzes which you secretly took to see if you are more a Miranda or a  Carrie (I know that is an old reference, but hey, this is an old quiz!),  these apps have a more sinister dimension.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;When you clicked on that small app, because your friend did so, you  did not count on three things. One, that as you nonchalantly clicked on  ‘OK’ giving permission to this app to your Facebook profile, you also  gave it consent to access your almost entire social media profile. Most  of these apps are able to now look at your friends list, your contact  list, your messaging history, your photo-gallery, and can access your  microphone and camera, to give an answer that is so fake, it can easily  masquerade as an elected official.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Second, that you might have taken the test for a moment of childish  fantasy and then decided to move on with your life. Except that even if  you did not share that post, the results were saved because you gave  that app consent to use your uploaded picture in its own advertisement  and also gave it authority to show your friends that you were stupid  enough to take this test. This also includes your boss on Facebook, who  might see what you were doing at 2.44 that afternoon when you were  sitting in a serious meeting that was supposed to engulf you. Just like  your friend might not have actively shared the first click-bait post but  the app posted on their behalf.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;And third, you gave this app the permission to not only harvest your  Facebook profile for data that it is going to sell to third-party  consumers who are curious to know about your location, age, eating  habits, cultural preferences, friendship networks, and mood  representations so that they can customise advertisements to sell you  things that you didn’t know you wanted. In the world of Big Data, a  single click-based consent can be the beginning of an avalanche of data  mining, where, before you know it, all your correlated data across all  your apps – sometimes sensitive data that might even betray your  financial and physical safety — can easily be harvested, and all because  you wanted to check out a fun app.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Apps pretend to be benign and often are so. However, when you accept  an app into your digital ecosystem, it is sometimes useful to be  slightly more cautious of what the added value of the app is. And before  you say yes, it might also be good to just take a little more caution  about what permissions you are granting it, and whether you really want  to give away that data for a moment of fun. Facebook and other social  media networks will continue to warn you about keeping your information  private and safe from strangers. However, they will refuse to remind you  that when you are online, your private data is more likely to be  harmfully abused and used by apps with celebrity pictures and dancing  babies, rather than the friend from school who has already probably put  you into a block list.&lt;/p&gt;

    <title>Tech Anthropology Today: Collaborate, Rather than Fetishize from Afar</title>

&lt;p&gt;&lt;strong&gt;“How can we embrace the realities of communities too-often relegated to the margins?”&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;In &lt;em&gt;Whose Global Village?&lt;/em&gt; (NYUPress, 2017) UCLA scholar Ramesh Srinivasan travels the globe in order to find out much techno-autonomy there’s still left. Now that more than half of the world has moved to urban centres, the rural population is literary a minority and is kindly asked to adjust accordingly. This makes Srinivasan’s work even more urgent when he asks “what the internet, mobile phone or social media platforms may look like when considered from the perspectives of diverse cultures.”&lt;/p&gt;
&lt;p&gt;The communities Ramesh Srinivasan visits are on the defensive, in a process of fragmentation. “There is a disconnection not just from one another,” he writes, “but also from the common threads of their history and culture. The tribes and villages experience “placelessness, fragmentation of identity, and dissolution of social bonds.” Throughout the study, which took place between 2004-2013, Srinivasan reports from the rising gap between the proposed technologies (such as videos, websites, databases) and the ‘techno-solutionism’ (as described by Morozov) that he wants to prevent. Ramesh is so honest to present this dilemma as an inner struggle of today’s anthropologist with a technology background. Computers and smart phones are an integral part of the everyday life—no matter where we go—and can no longer be presented as liberating tools. This put the ‘ICT for development’ researcher is an awkward position. Post-colonial theories have widely been read and their influence (from Fanon, Said to Spivak) is having an inevitable impact. This in turn leads to a new attitude that I would describe as ‘radical modesty’ (if not ‘vital pessimism’).&lt;/p&gt;
&lt;p&gt;While studying the impact of the Tribal Peace system that he and others installed to connect the different Navajo tribes in San Diego County, Srinivasan realises that he has to work with rather than ignore the networks that exist. “It was neither the technology nor institutions that connected the people I had met. Instead, the very few threads of kinship I noted were related to revered individuals, regarded by most with collective respect and as a source of inspiration.” It is with and through the elders that he starts to draw up information architectures (or ‘ontologies’), listing topics, themes, and values across the native reservations. How can ‘lateral networks’ be supported in a a process of what James Carey calls ‘ritual communication’?&lt;/p&gt;
&lt;p&gt;Needless to say this approach takes us light years away from Facebook and other social media. This is only in part a question of translating interfaces to local indigenous languages. The proposed systems require the design of its own visual metaphors, reminding us of 1990s multi-media navigation screens, meant to represent digital storytelling. This is dealt with in closed, or semi-open networks, paying respect to the different experiences of time and space. These ideas are put to the test in the last part of the book that describes the encounter with the Zuni tribe (Arizona/New Mexico), where Ramesh Srinivasan worked together with Robin Boast. It is amongst the Zuni peoples that the researchers encounter the distrust against anthropologists. “Our Zuni friends voiced feelings of misrepresentation and anger at their objectification. They explained that social scientists would visit their community, exoticize their traditions and customs, and extract what they could to benefit their own agendas rather than those of the community.”&lt;/p&gt;
&lt;p&gt;The gained detachment aims to put the researcher “at the service of our friends and partners.” Important is no longer the one-way transfer of knowledge but the art of listening. Towards the end of his study Ramesh asks: “What would it mean to step away from top-down understandings of the internet and instead ‘splinter’ the way we think about technologies and the communities they may support?” As an activist in Egypt explained: “We do not need another NGO or a new dialogue.com  to solve our problems—we just need you to listen, support our voices, an pay attention to what we we do.” &lt;em&gt;Whose Global Village?&lt;/em&gt; adequately describes the moral and methodological crisis in the ‘ICT for Development’ field. The wide condemnation of Facebook’s neo-colonial internet.org balloon campaign to bring access (to Facebook) to hundreds of millions of rural poor in India clearly marks a paradigm shift. Access is no longer a benevolent project. It’s clear that ICT for Development as such does not contribute to a redistribution of wealth and makes global inequality only worse. So much for internet charity.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Ramesh admits:&lt;/strong&gt; “Trained as a designer and engineer, I recognize my innate tendency to valorize my power to come up with a set of solutions for any challenge at hand. Yet every project I have described illustrates the valuable insights gained when I put aside my own agenda and bias as much as possible to open myself to experiences that could not have been predicted from afar.” This modesty sounds like a new starting point. But is it also resulting into new concepts and narratives? This might be too much to ask of a single publication (in fact, the first book publication of this author). The ‘tactical distance’, created out of respect for the communities-in-defence, results into rather sparse information about the places we visit. There are no interview fragments included in the book, and the few local leaders that we encounter do not speak to the reader in a direct manner. The chosen way to report creates a vague cloud of secrecy around the research itself. What happens when we listen but do not acknowledge the Other? Were more detailed research results published elsewhere or only accessible for donors (a common practice in NGO land)? What happens when we listen but do not acknowledge the Other? Is it too risky to give them a voice? Might their opinions and desires be too ordinary, too radical, or simply not what we want to hear? What if they do not fit our Western expectations? The Others are humans, after all, and, like us, tend not to live up to expectations. These, and more, are some of the questions we encounter once we give up on the development rhetoric.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Geert Lovink:&lt;/strong&gt; You’ve been in a lucky, privileged position to travel so often and witness events and encounter communities in diverse places such as Cairo during the 2011 uprising, with the Zapatistas Chiapas, doing research in the land of your ancestors, South India and on reservations in the South-West of the United States. The offline encounter in-real-life seems to be constitutional for your theory. In the past scholars travelled through the library and many these days do not leave their screens while processing their ‘big data’. Digital ethnography, on the other hand, seems to require direct exchanges with the Other. This assumption pops in all chapters. Is travelling the new luxury? Or should we say that it is rather dedicated time? Once you arrive elsewhere there is suddenly another time regime.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Ramesh Srinivasan:&lt;/strong&gt; Indeed, I think all of us as researchers and teachers are nothing if not 'lucky' or 'privileged'. And you're certainly on point to recognize that the root of my scholarship and activism locates technologies within an assemblage of other factors - peoples, places, infrastructures, and environments. Yet it is essential that I do not collaborate with (rather than ‘study of’) any community unless I am invited to do so and where our efforts are focused on initiatives that live and are owned by that group itself.&lt;/p&gt;
&lt;p&gt;That is why the 'offline' if you will is so critical to understanding the 'online'—because they do not exist in isolation and what we have constructed is an illusory binary between the two. If we want to be of service and understand the complex relationships between technologies, politics, and cultures—as I attempt to do via the multiple case studies discussed in the book, we need to put our bodies and hearts in places rather than our distant gaze. It's critical for me to not step foot anywhere where I am not invited first, and to critically think about my role and power as I enter different environments. Indeed, the book is full of ethnographies of attempting to listen more than make, and how I eschew the 'study of' any community and instead write about what we create and work on together. My goal is to collaborate rather than study, rather than fetishize from afar.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;GL:&lt;/strong&gt; &lt;em&gt;Whose Global Village?&lt;/em&gt; has an unusual time span of 10-14 years. First research goes back to 2003-2004. Some case study closed in 2005 while most literature dates from 2012-2013. In between, the 2008 global financial crisis occurred, the smart phone was launched and apps became mainstream. How did you deal with these constant changes? Are you proposing a ‘longue durée’ in media studies and internet criticism’? What are the benefits of this approach? How do you see ‘grassroots storytelling’ dealing with the relentless changes of platforms, interfaces and protocols? Do remote communities have a different approach to the latest fashion and the famous ‘fear of missing out’?&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;RS:&lt;/strong&gt; There are some dynamics that don't change no matter what app, gadget or platform has captured the popular imagination. That is—the realities of power over how technologies are designed, owned, and politically or economically appropriated. The book starts with the simple but surprisingly ignored sociotechnical truism - People and societies shape and are shaped by technologies. Yet such a small percentage of Internet users have any power over the design process let alone any sovereignty over what occurs with their data and identities as they are refracted onto digital networks. Those issues are timeless and all the more urgent today. I focus on the political and cultural flashpoints where by users and communities can reign in their blind trust of new digital platforms and instead take power over these in relation to their local concerns and agendas.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;GL:&lt;/strong&gt; As a media activist you have a background in engineering. However, at UCLA you work inside library science (called ‘information studies’). However, you seem to relate most to the role of anthropologist, in that you deeply desire not make past mistakes in encounters with ‘the Other’. In this context you work with Mary Louise Pratt’s theory of the contact zones and apply this to the design of ‘multiple ontologies’. I never hear IT engineers talking about contact zones. How do you want to carry your insights into the tech world? After all, you live in California. Who else is going to do this? What could be a good strategy? How do you look at the Bay Area and the global geek class they still dominate in terms of its global imaginary?&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;RS:&lt;/strong&gt; I see myself as a scholar who can contribute to fields that tend to remain mostly distinct in the academy—design, engineering, cultural studies, media studies are but a few. If I was ever an IT ‘geek’ that was decades ago!&lt;/p&gt;
&lt;p&gt;To engage in the charge of the book, of locating our understandings of digital networks and systems in relation to diverse cultures and users worldwide, all of these fields are useful to invoke and bring into dialogue with one another. I'm fortunate to be in a department that supports this interdisciplinarity and indeed as you stated, coming from California and trained in engineering here, I believe it is all the more important to question the black boxes not just of Silicon Valley hardware and software platform design but to push these incredibly powerful technologies to open up to an engaged, conversational social contract with diverse publics.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;GL:&lt;/strong&gt; Over the past 10-15 years we’ve seen the closing down of the possibility space of the Web and the rise of the ‘easy to use’ template culture of social media. The technologies that you’ve proposed and built seem to move away from the consumer culture. In South India you’re spread video cameras, elsewhere you’ve developed a dedicated Tribal Peace system interface (as part of a stand-alone website) while for the Zuni communities you’ve utilized the FileMaker Pro Advanced database software. Not Facebook, Twitter, Instagram or YouTube (and no wikis either). Can you elaborate on this?&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;RS:&lt;/strong&gt; It's important to not assume that naively putting content online is somehow empowering. Indeed, that which we ‘share’ (eg; sharing economy) asymmetrically builds power and value for the platform holder and all those that can monetize it. As a result, we increasingly know that corporate proprietary platforms such as Facebook or Google are hardly designed to directly support a user's sovereignty or agency. The interest, across each of the book's chapters, is to instead think about how the communities with which I collaborate can have their interests served via technologies either that we design together or appropriate/subvert in various ways. Far too often we see examples where such 'participation' actually does little to shape any cultural or political cause from the grassroots. So we think agnostically and critically about the systems, networks and infrastructures we use in relation to our collaborations.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;GL:&lt;/strong&gt; Can you tell us what you’ve been doing over the past few years? Did you continue to work in the same direction? The book indicates that your collaboration with Robin Boast and the work with the Zuni Native American Reservation seems to continue.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;RS:&lt;/strong&gt; My interests lie in that important space between understanding how technologies may aid and support grassroots political movements and diverse user communities. The Zuni collaboration, described in chapter 4, is interested in that cause in relation to the political and cultural sovereignty of a tribe that was not just historically colonized but still faces the objectification and misrepresentation of new forms of coloniality online.&lt;/p&gt;
&lt;p&gt;The cases in the book look at both political movements as well as diverse cultures and communities. Currently, I am collaborating with activists and indigenous Zapotec and Mixtec communities in the Oaxaca Mexico region, one of the most biodiverse and culturally/linguistically diverse parts of our world. In this work, I am writing about the Rhizomatica project (invoking Deleuze/Guarttari's rhizome) where these communities are designing their own collectively-owned cell phone networks in cloud forests all around the region. This has massive political and economic effects. What we see here is a rhizome in the making, a set of networks, systems, and infrastructures shaped and produced  from the grassroots, by communities and for communities, and not for the major corporations of our world that tend to on the surface exploit and monitor the activities of these people. I believe that as we start to think about this new effort, that Lisa Parks and I describe as 'network sovereignty', we can start to embark on a path I describe in detail in chapter 5 of the book, of getting back the social contract and communitarian potential of technology to serve democratic agendas located in people's politics and cultures.&lt;/p&gt;
&lt;p&gt;I am hopeful we can start that conversation now. I attempt to continue it via my soon to be released second book, After the Internet (with Adam Fish, Polity, end 2017) which looks at examples ranging from Iceland’s Pirate Party, hacktivism, the Silk Road, the Arab Spring, and other activist movements that re-imagine new technologies in relation to grassroots power and voice.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Ramesh Srinivasan&lt;/strong&gt; is Associate Professor of Information Studies with a courtesy appointment in Design|Media Arts. Srinivasan, who holds M.S and Doctoral degrees, from the MIT Media Laboratory and Harvard's Design School respectively, has focused his research globally on the development of information systems within the context of culturally-differentiated communities. He is interested in how an information system can function as a cultural artifact, as a repository of knowledge that is commensurable with the ontologies of a community. As a complement, he is also interested in how an information system can engage and re-question the notion of diaspora and how ethnicity and culture function across distance. This research allows one to uncover mechanisms by which indigenously-articulated forms of development can begin to occur, as relating to his current work in pastoral and tribal communities in Southern India. His research therefore involves engaging communities to serve as the designers, authors, and librarians/archivists of their own information systems. His research has spanned such bounds as Native Americans, Somali refugees, Indian villages, Aboriginal Australia, and Maori New Zealand.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Geert Lovink&lt;/strong&gt;&amp;nbsp;is a media theorist, internet critic and author of Dark Fiber (2002), Zero Comments (2007), Networks Without a Cause (2012) and Social Media Abyss (2016).&amp;nbsp;Since 2004 he&amp;nbsp;is researcher in the Faculty of Digital Media and Creative Industries at the Amsterdam University of Applied Sciences (HvA) where he is the&amp;nbsp;founder&amp;nbsp;of the Institute of Network Cultures. His centre recently organized conferences, publications&amp;nbsp;and research networks such as&amp;nbsp;Video Vortex (the politics and aesthetics of online video), Unlike Us (alternatives in social media), Critical Point of View (Wikipedia), Society of&amp;nbsp;the Query (the culture of search), MoneyLab (internet-based&amp;nbsp;revenue models in the arts) and a project on the future of art criticism.         &lt;p style="text-align: justify; "&gt;The proposed Digital Archive initiative at AUD will work as an interdisciplinary archive, working across schools and divisions. There is a need to create a specialized set of skills within AUD for archiving, cataloguing, digitization and conservation. This consultative meeting is envisaged for identifying skills and staff needs, timeframe, direction, outreach and a support network. It brings out the impact of welfare digitalisation on beneficiaries through primary data collected in November 2020. The researcher is thankful to community members for sharing their lived experiences during course of the study. Fieldwork was undertaken in three panchayats of Bhawanipatna block of Kalahandi district, Odisha. Additional research support was provided by Apurv Vivek and Vipul Kumar, and editorial contributions were made by Ambika Tandon (Senior Researcher, CIS). &lt;p&gt;The COVID-19 pandemic has accelerated flaws in social institutions as never before - threatening food security, public health systems, and livelihood in the informal sector. At the time of writing this report,
India is the second-worst affected country in the world with over 9.8 million confirmed cases and more than 1.4 hundred thousand deaths. Unemployment has been increasing at an alarming rate, from 6.67 to 7 percent in October...&lt;/p&gt;
&lt;p&gt;Following the national lockdown, many families belonging to low-income groups and daily wage earners found themselves stranded without money, food or credit from their employers. During the strict lockdown of the economy between March to June 2020 lakhs of migrants faced starvation in cities and walked back home. The government responded with some urgent measures, although inadequate. To cope with the food and economic crisis the Government of India and state governments initiated several social protection schemes. In Odisha, The central government provided two kinds of support, cash transfer through Direct Benefit Transfer (DBT) MGNREGS, Pradhan Mantri Jan Dhan Yojana (PMJDY) and Pradhan Mantri Ujjwala Yojana (PMUJ), advance release of pension in cash to existing beneficiaries and cash support of Rs. 1000. The Odisha government provided cash support of Rs. 1000
to ration card holding families. Beneficiaries of the Public Distribution System also received free-of-cost food grain under the Pradhan Mantri Garib Kalyan Anna Yojana...&lt;/p&gt;
&lt;p&gt;Over the last couple of years, along with making the Aadhaar mandatory, the government has also been working towards linking mobile numbers and bank accounts of beneficiaries. An increasing number of schemes are shifting to Direct Benefit Transfer from in-kind or cash benefits - 324 schemes under 51 ministries of the Government of India. Such schemes are relying on the linkage of Jan Dhan accounts, the Aadhaar, and mobile numbers (the “JAM trinity”) to facilitate access to Direct Benefit Transfers. The Economic Survey 2015-16 has pointed out that without improving mobile penetration and rural banking infrastructure making the JAM trinity mandatory would continue to lead to exclusions. The issues with each of the components of the JAM trinity worsened during the COVID-19 crisis with restrictions on physical movement, difficulties in topping up mobile phone accounts, and enrolling for the Aadhaar or addressing other technical issues.&lt;/p&gt;
&lt;p&gt;This report assesses the role of the data system in welfare delivery. It focuses on the impact of the three components of the JAM trinity - Jan Dhan Account, mobile numbers and the Aadhaar on Direct Benefit Transfer, social security pension and the Public Distribution System. The objective of this study is to understand the challenges faced by beneficiaries in accessing PDS and pension as a result of digitisation processes. This includes failures in Direct Benefit Transfers and exclusions from databases, particularly during the COVID-19 pandemic. The study focuses on gender as a key component shaping the impact of digitisation on beneficiaries. The sample includes both men and women beneficiaries in order to identify such gendered differences. It will also identify infrastructural constraints in Odisha that impact the implementation of digital systems in welfare. Also, it will analyse policy frameworks at central and state levels, to compare their discourse with the impact on the ground.&lt;/p&gt;

CIS is also working with the World Blind Union and other similar organisations to develop a Treaty for the Visually Impaired helped by the WIPO:&lt;/p&gt;
