    <title>Report of Aaron Swartz Memorial Hacknight</title>

        &lt;b&gt;On 19th and 20th January, HasGeek organized a hacknight to commemorate the life and works of Aaron Swartz. Zainab Bawa from HasGeek shares with us the developments.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;&lt;b&gt;Why host an Aaron Swartz memorial hacknight?&lt;/b&gt; In the aftermath of Aaron’s death, some people began expressing &lt;a href="http://hackerstreet.in/item?id=23160" target="_blank"&gt;doubts, uncertanties and misinformed opinions&lt;/a&gt; about  his activist causes. They questioned whether Aaron committed a ’crime’  by downloading articles from JSTOR and whether the means he used for  liberating data were wrong in the first place. It was important to  dispel these doubts and provide people with a better understanding about  issues such as IT laws, copyright rules and access to information, and  how these are implemented in different parts of the world.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Aaron had initiated several coding projects during his lifetime. &lt;a href="http://anandology.com/" target="_blank"&gt;Anand Chitipothu&lt;/a&gt;, who collaborated with Aaron at the &lt;a href="http://archive.org/index.php" target="_blank"&gt;Internet Archive&lt;/a&gt; and maintains his &lt;a href="http://webpy.org/" target="_blank"&gt;web.py framework&lt;/a&gt;,  suggested that the hacknight could also be an opportunity where people  get familiar with Aaron’s coding projects and work on some of them.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;The hacknight:&lt;/b&gt; 87 people registered for the hacknight. Approximately 40 people turned up. Some participants proposed projects to &lt;a href="http://hacknight.in/hasgeek/aaronsw-memorial/projects/5-liberate-some-public-data" target="_blank"&gt;liberate different kinds of public data&lt;/a&gt; such as &lt;a href="http://hacknight.in/hasgeek/aaronsw-memorial/projects/7-liberate-electoral-data" target="_blank"&gt;electoral data&lt;/a&gt;, &lt;a href="http://hacknight.in/hasgeek/aaronsw-memorial/projects/5-liberate-some-public-data" target="_blank"&gt;weather data, information about train timetables&lt;/a&gt; and &lt;a href="http://hacknight.in/hasgeek/aaronsw-memorial/projects/8-investigate-the-gloomy-world-of-india-gov-websites" target="_blank"&gt;crawling data from government and NIC websites&lt;/a&gt;. Developers worked on these projects to make the data searchable and usable.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Discussions during the hacknight:&lt;/b&gt; The hacknight started at 3 PM with &lt;a href="http://hasgeek.tv/hasgeek/stream/351-what-did-aaron-do" target="_blank"&gt;a discussion about the life of Aaron Swartz and the political and legal implications of his coding projects and activism&lt;/a&gt;.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;This discussion was led by Anand and &lt;a href="https://twitter.com/jackerhack"&gt;Kiran Jonnalagadda&lt;/a&gt; of HasGeek.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Kiran gave an elaborate background about Aaron’s life starting with how  he established RSS 1.0 as a standard and the collaboration between Aaron  and Lawrence Lessig on using the RDF format for Creative Commons  licensing, leading to Aaron’s work with Reddit and &lt;a href="http://techcrunch.com/2006/10/31/breaking-news-conde-nastwired-acquires-reddit/" target="_blank"&gt;its acquisition by Condé Nast&lt;/a&gt;.  Shortly after Reddit’s acquisition, Aaron left Reddit and began a  career in activism. In this period, he started freeing data funded by  public money which constitutionally belonged in the public domain. He  published data from the catalogue of the Library of Congress and the US  case law archives on the Internet Archive. Later, Aaron downloaded  articles from JSTOR to release academic papers whose research was funded  with public money. Before he could sift through the downloads, Aaron  was caught by the police. He returned the hard disk containing the  downloads. JSTOR and MIT did not pursue cases against him, but the  United States government charged Aaron for breaking into the MIT campus  and faking identity by changing the MAC address of his computer.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;At the end of Kiran’s presentation, participants asked several  questions about activism, what constitutes offensive speech, framework  of IT laws in India, and the process of law-making.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;At 5 PM, &lt;a href="https://cis-india.org/publications-automated/cis/sunil" target="_blank"&gt;Sunil Abraham&lt;/a&gt; of the &lt;a href="https://cis-india.org/" target="_blank"&gt;Centre for Internet and Society&lt;/a&gt; (CIS) joined the hacknight. He made a &lt;a href="http://hasgeek.tv/hasgeek/aaronsw-hacknight/350-sunil-abraham-what-did-aaron-do"&gt;presentation about copyright laws, the Indian IT Act and Aaron’s work&lt;/a&gt;.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Sunil explained how Aaron believed in the importance of access to  information by releasing data from copyright and thereby enabling  freedom of expression. According to Sunil, Aaron Swartz is a very  troublesome hero because his data liberation projects do not fall into  one neat category. Moreover, the means he used for his activism are  questioned by different activist groups. This makes it difficult to  pinpoint exactly what one must credit Aaron for and what category of  activism his work falls under.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;After Sunil’s presentation, there was a half hour discussion about  the scope of copyright laws in India, copyright exemptions and what  constitutes copyright infringement. Participants agreed that the trouble  lies with the broad interpretations of copyright and IT laws. This  enables the state and private parties to target and harass a person,  often on frivolous grounds.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Discussion about hacknight projects:&lt;/b&gt; At 6 PM,  participants with project ideas and those who wanted to join projects  gathered in the garden. Over tea and snacks, groups / pairs were formed.  Participants reported two difficulties here:&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;There weren’t enough projects to choose from i.e., fewer problems to solve&lt;/li&gt;
&lt;li&gt;Not everyone who proposed projects could break the problem down into tasks for individual team members to work on.&lt;/li&gt;
&lt;/ol&gt;
&lt;p&gt;This affected participants’ motivation to stay through the night.&lt;/p&gt;
&lt;p&gt;&lt;b&gt;Web.py workshop:&lt;/b&gt; After the tea break, &lt;a href="http://hasgeek.tv/hasgeek/aaronsw-hacknight/352-web-py-workshop" target="_blank"&gt;Anand conducted a workshop on web.py&lt;/a&gt;.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Some participants came to the hacknight mainly to attend this workshop. The code used in this workshop is available on &lt;a href="http://github.com/anandology/webpy-workshop" target="_blank"&gt;github.com/anandology/webpy-workshop&lt;/a&gt;.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Anand also worked on the database module of web.py to decouple it and  make it into a separate python module. This project requires more work  before it is completed. The code is available at: &lt;a href="http://github.com/anandology/sqlpy" target="_blank"&gt;http://github.com/anandology/sqlpy&lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Projects at the hacknight:&lt;/b&gt; A complete list of projects that participants worked on during the hacknight are available on the &lt;a href="http://hacknight.in/hasgeek/aaronsw-memorial" target="_blank"&gt;hacknight website&lt;/a&gt;. We  talked with some of the teams and individual participants to understand  their projects, the process they followed for solving the problems, and  outcomes at the end of the hacknight.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Liberating electoral data:&lt;/b&gt; Arun Raghavan, an open  source enthusiast, and four other participants (Arun K, Praveen, Mikul  and Sumant) worked on scraping electorial data from &lt;a href="http://ceokarnataka.kar.nic.in/" target="_blank"&gt;http://ceokarnataka.kar.nic.in/&lt;/a&gt;.  They planned to build a frontend which will make it easy for users to  search their names and polling booth information. Currently, the  electoral roll is published as a PDF document for each polling station  along with a search form (which is unreliable and fails often) for  individuals to find their names on the roll and the location of their  polling station.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;It was difficult to parse the data because the PDFs were not designed  for machine readability. Hence, the team had to spend time  understanding how to extract the text. The other problem was that the  person’s name was written above the father’s name, but if the person’s  name was very long, it overlapped the father’s name. This made it  difficult to determine where the person’s name ended and where the  father’s name began. The team managed to come up with a heuristic to  distinguish between the person’s name and father’s name based on slight  differences in the way the text was printed on each sheet.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Arun Raghavan and other team members used Python to parse data from  the PDFs. They also tried extracting data by using the search form and  saving results whenever it returned them (since it failed often). The  search form required a JavaScript submit, so Praveen Kumar and Arun K  learned to use casper.js to emulate a browser and extract data. Praveen  also used casper.js to liberate his friend Aram Bhusal’s blog from  Sulekha.com. Aram made a &lt;a href="http://hasgeek.tv/bangalorejs/4/374-flash-talk" target="_blank"&gt;presentation&lt;/a&gt; about this at the &lt;a href="http://hasgeek.tv/bangalorejs/4/" target="_blank"&gt;January edition of the Bangalore JS meet&lt;/a&gt;.&lt;/p&gt;
&lt;p&gt;At the end of the hacknight, the group almost managed to get a dump of an entire electoral roll. The project repositories:&lt;/p&gt;

&lt;p&gt;&lt;b&gt;Other data liberation projects: &lt;/b&gt;&lt;/p&gt;
&lt;ol&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Indexing Government websites by category of information:&lt;/b&gt; Elvis  D’souza worked on crawling government websites and indexing them by  category, for e.g., education, import-export trade, science and  technology, etc. According to him, government websites contain lots of  information including documents and spreadsheets. At the hacknight,  Elvis completed the indexing process and ran some statistics about  information contained in these websites. He eventually wants to build a  portal where people can access this index and the documents. &lt;/li&gt;
&lt;li&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Railway timetable data: &lt;/b&gt;Anand scraped data from the  IRCTC website. Supreeth Srinivasmurthy worked with this data to plot a  map. Bibhas Debnath also worked on the timetable data to build an API. A  demo of this API is yet to be released.&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Parsing weather data:&lt;/b&gt; Asok Padda converted weather  data from HTML format to Excel sheets. Hourly weather data for all  weather stations in India during 2012 is parsed and uploaded to Internet  Archive: &lt;a href="http://archive.org/details/www.imdaws.com-2012" target="_blank"&gt;http://archive.org/details/www.imdaws.com-2012&lt;/a&gt;&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Other projects:&lt;/b&gt; Kashyap Kondamundi started building  an app which will help people to calculate the current values of their  mutual funds. He built 70% of this app at the hacknight.&lt;/p&gt;
&lt;/li&gt;
&lt;/ol&gt;
&lt;p&gt;HasGeek has requested participants to post updates about their projects and share links to their code.&lt;/p&gt;
&lt;p&gt;&lt;b&gt;Overall achievements from the hacknight:&lt;/b&gt; Participants reported the following outcomes from the hacknight:&lt;/p&gt;
&lt;ol&gt; &lt;/ol&gt;&lt;ol&gt;
&lt;li&gt;Learning about new libraries and their applications&lt;/li&gt;
&lt;li&gt;Awareness about IT laws and copyright frameworks in India&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Opportunity to meet and network with other coders who have an interest in data-related projects or working on new project ideas.&lt;/li&gt;
&lt;/ol&gt;
&lt;p style="text-align: justify; "&gt;Participants appreciated Anand’s presence as a mentor during the  hacknight. He interacted with the teams and helped them when they were  stuck with their projects, either with his expertise in Python or by  suggesting alternative ways of approaching the problem.&lt;/p&gt;

        &lt;b&gt;Creative Commons team visited four Indian cities to spread the word about CC free licenses and CC affiliate program. Wikimedia India chapter was approached to join hands with Creative Commons for research and community building.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;&lt;a href="http://creativecommons.org/staff#jessicacoates" target="_blank"&gt;Jessica Coates&lt;/a&gt;, Global Network Manager and &lt;a href="http://creativecommons.org/staff#janehornibrook" target="_blank"&gt;Jane Hornibrook&lt;/a&gt;, Regional Coordinator, Asia-Pacific, &lt;a class="external-link" href="http://creativecommons.org"&gt;Creative Commons &lt;/a&gt;recently visited India. The &lt;a class="external-link" href="http://meta.wikimedia.org/wiki/India_Access_To_Knowledge"&gt;Access to Knowledge&lt;/a&gt; team from the &lt;a href="https://cis-india.org/" class="external-link"&gt;Centre for Internet and Society&lt;/a&gt; got a chance to join them for three of their meetings: one in Pune and two in Bengaluru.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Ceative Commons is a not-for-profit organization and the base for the  free licenses. More than 400 million work in the world are in Creative  Commons license as of today. The foundation is looking to expand its  wing of voluntary affiliates in India who would support for more  outreach, community building and research. "We are excited to see the  wikipedians in India and their passion to contribute to Wikipedia and  other Wikimedia projects. Wikimedia Commons is the largest Creative  Commons license use and we are looking for joining hands with the Indian  wikipedians and the Wikimedia India chapter", says Jessica Coats.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;There are 30 lakh &lt;a class="external-link" href="http://en.wikipedia.org/wiki/Konkani_language"&gt;Konkani speakers&lt;/a&gt; spread across the Konkani belt of  &lt;a class="external-link" href="http://en.wikipedia.org/wiki/Konkani_language"&gt;Goa&lt;/a&gt;, &lt;a class="external-link" href="http://en.wikipedia.org/wiki/Karnataka_Konkani"&gt;Karnataka&lt;/a&gt;, &lt;a class="external-link" href="http://en.wikipedia.org/wiki/Konkani_in_Karnataka_and_Kerala"&gt;Kerala&lt;/a&gt;, &lt;a class="external-link" href="http://en.wikipedia.org/wiki/Konkan"&gt;Maharashtra&lt;/a&gt;. Only a few are aware of the existence  of an open source project, Konkani Wikipedia, that can help them  preserve their language and culture. The project has been in incubation  since its inception in 2006 and had 90 articles till last week — an  incomparable number in &lt;a class="external-link" href="http://en.wikipedia.org/wiki/English_Wikipedia"&gt;English Wikipedia&lt;/a&gt;, which has 4.3 million  articles. However, &lt;a class="external-link" href="http://meta.wikimedia.org/wiki/India_Access_To_Knowledge/Programme_Plan"&gt;CIS-A2K&lt;/a&gt; teams effort in Goa to strengthen &lt;a class="external-link" href="http://en.wikipedia.org/wiki/Konkani_languages"&gt;Konkani  Wikipedia&lt;/a&gt; project and community has finally started to show some  tangible results. As a follow up to the early workshops and orientations we organized this latest programme to help the students make themselves familiar in editing and contributing articles to Konkani Wikipedia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;We started the event with a demonstration on the basics of editing the Wikipedia followed by a brief discussion about Konkani Wikipedia and the editing session. Besides these we had fun activities and wiki quiz.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Highlights of the Workshop&lt;/h3&gt;
&lt;ul&gt;
&lt;li style="text-align: justify; "&gt;A  total of 38 students from the &lt;a class="external-link" href="http://www.unigoa.ac.in/department.php?adepid=7&amp;amp;mdepid=1"&gt;Konkani Department&lt;/a&gt; took part in this  workshop. Forty-three new articles were created and added to Konkani  Wikipedia in the 4-day event. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;During the first couple of days, 22  students generated 42 pages of print material and in the last two days,  16 students generated 56 pages of printed material. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;A total of 987 edits  were made and 41 references were added on Konkani Wikipedia. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;The  students added a total of 3,90,040 bytes of data; an average of 10KB  data was added by each student.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Students wrote articles on varied topics  such as Goan folk dances, eminent personalities, festivals, folk music,  proverbs, food items, theater, etc.&lt;/li&gt;

&lt;li style="text-align: justify; "&gt;&lt;b&gt;Pre-course work : &lt;/b&gt;Participants  were asked to do &lt;a class="external-link" href="https://outreach.wikimedia.org/wiki/File:Welcome_to_Wikipedia_brochure_EN.pdf"&gt;pre-course work&lt;/a&gt; before the actual event. This included  creating Wikipedia usernames, selecting articles they wanted to edit,  writing their articles in Konkani on a piece of paper and get their  references too. Students were also given few pages of Wikipedia  literature &lt;a class="external-link" href="https://outreach.wikimedia.org/wiki/File:Welcome_to_Wikipedia_brochure_EN.pdf"&gt;to read beforehand&lt;/a&gt;. Students did all their pre-course  work with a lot of dedication and efficiency confirming their passion  and interest to contribute to Wikipedia. The pre-course also helped students  to come prepared and focused for the workshop.&lt;b&gt; &lt;/b&gt;&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Limiting number of participants: &lt;/b&gt;We  limited the number of participants to a total of 40 and further divided  in two different groups with about 20 students in each. The first  batch came for 2 consecutive days and the second batch came for the last  two consecutive days of the event. By limiting the number of  participants we were able to give individual attention to each student  and closely monitor their on wiki performance.&lt;b&gt; &lt;/b&gt;&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;&lt;b&gt;Longer duration workshop: &lt;/b&gt;Fourteen  hours of training was given to each batch. It was spread over 2 days. We had  sufficient time to break down the entire workshop into different  sections (theoretical and practical) that could be easily followed by  the participants. Those 14 hours gave us enough time to cover most of the  important topics (such as teaching typing, adding reference, adding  headers, wiki markup, talk page protocol, etc.) at as comfortable pace.&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Bite size chunks:&lt;/b&gt; The workshop was divided into different sections to give them bite size  information only. Each theoretical section was followed by a practical  section. For example, the first section involved teaching &lt;a class="external-link" href="https://commons.wikimedia.org/wiki/File:Konkani_%28Devanagari%29_keyboard_layout_and_typing.pdf"&gt;typing in  Devanagari&lt;/a&gt; and then participants were given enough time to type their  articles in Devanagari. In the second section we taught them how to add  headers and then the participants were given sometime to add only  headers to their articles. This was followed by a third section where we  taught them how to add references and then giving them time to add their  references. We made sure that we didn't overwhelm the students with a  lot of information in one go and broke it down into simpler pieces.&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Energizers :&lt;/b&gt; Seven  continuous hours of editing Wikipedia would have really tired the  students and made them disinterested as well. To keep their  energy and motivation level high, after fixed intervals we played some  energizer games with them.&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Student co-ordinators: &lt;/b&gt;A total of 4  students were selected (2 from each batch) to act as student  co-ordinators. These co-ordinators acted as a communication bridge  between A2K members and the participants. For example, these  co-ordinators would help students take a unanimous decision about what  are the next dates for a follow up session, what timings would work for  everyone, etc.&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li style="text-align: justify; "&gt;&lt;b&gt;Varied sources of information: &lt;/b&gt;We used  different sources and means to educate students about Wikipedia and  Wikipedia editing. We definitely didn't want it to be a 14-hour long  discourse and hence used different tools such as (&lt;a class="external-link" href="http://upload.wikimedia.org/wikipedia/commons/1/12/WWC-Netha-Hussain.ogv"&gt;Netha's&lt;/a&gt;, &lt;a class="external-link" href="http://www.youtube.com/watch?v=tojUFx6VdNs"&gt;Poongothai's&lt;/a&gt;, &lt;a class="external-link" href="http://www.youtube.com/watch?v=jIdMVOhduSk"&gt;Sriket and Noopur's&lt;/a&gt;, and &lt;a class="external-link" href="http://www.youtube.com/watch?v=5tZpg-FEqUg"&gt;Ganesh's&lt;/a&gt; videos talking  about their personal experiences in the Wikipedia world), along with &lt;a class="external-link" href="http://outreach.wikimedia.org/wiki/File:Welcome2WP_English_Flap_081810.pdf"&gt;handouts&lt;/a&gt;,  presentations, &lt;a class="external-link" href="https://commons.wikimedia.org/wiki/File:Konkani_%28Devanagari%29_keyboard_layout_and_typing.pdf"&gt;cheat sheets for typing&lt;/a&gt;, etc. We also invited Harriet for a  video conference to speak with students in Konkani and share with them  some inspirational stories.&lt;/li&gt;

&lt;h3 style="text-align: justify; "&gt;Challenges&lt;/h3&gt;
&lt;ul&gt;
&lt;li style="text-align: justify; "&gt;Most students didn't know typing in Devanagari and had to be taught during the workshops. It took them a little while to practice and get comfortable with the typing tool. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;We wanted to make sure that along with quantity, students are also producing good quality articles. Non-existance of active Konkani Wikipedia editors makes it a little tough to keep control on the quality. Hence, we reached out to &lt;a class="external-link" href="https://en.wikipedia.org/wiki/Madhavi_Sardesai"&gt;Madhavi Sardesai&lt;/a&gt; and Priyadarshani Tadkodkar &lt;a class="external-link" href="http://www.unigoa.ac.in/department.php?adepid=7&amp;amp;mdepid=1"&gt;professors from the Konkani Department at Goa University&lt;/a&gt; to assess the quality and ask students to make required changes. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Since Konkani Wikipedia is in incubation students had to do some additional work such as:                    
&lt;ul&gt;
&lt;li&gt;Browse through &lt;a class="external-link" href="http://incubator.wikimedia.org/"&gt;incubator.wikimedia.org&lt;/a&gt; to find about Konkani Wikipedia. Many wanted to know why Konkani Wikipedia doesn't have an independent link just as &lt;a class="external-link" href="http://en.wikipedia.org/"&gt;en.wikipedia.org&lt;/a&gt;. &lt;/li&gt;
&lt;li&gt;Add Category:Wp/gom to every new article that was created. Many found this as extra work. &lt;/li&gt;
&lt;li&gt;Searching for existing articles on incubation was difficult for participants. &lt;/li&gt;
&lt;/ul&gt;
&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;During the workshop all students added huge amount of information but only a handful of them continued editing once they left the computer lab. This brings us to our all time biggest challenge: How do we keep their motivation and interest levels high for them to continue writing on Wikipedia beyond these workshops?&lt;/li&gt;

    <title>Voices from Goa: Frania Pereira tells Why She Writes Articles on Konkani Wikipedia</title>

        &lt;b&gt;Konkani as a language has seen geographical, political and religious conflicts. Being the official language of Goa and spoken widely in the Indian states of Karnataka, Kerala and Maharashtra it is still trying to strengthen its base. Recently the Centre for Internet and Society's Access To Knowledge Programme (CIS-A2K) in collaboration with the Konkani department of Goa University organized a four-day Wikipedia workshop for MA, Konkani language students. This workshop involved 38 students creating 43 new articles on Konkani Wikipedia which is incubation. We’re hoping that these efforts will contribute towards bringing this 7 year old project out of incubation to a live Wikipedia project.&lt;/b&gt;

&lt;p style="text-align: justify; "&gt;Wikipedia editors are always volunteers which translates to “Anyone and  everyone can contribute to Wikipedia”. What is that brings people in  today’s date to write articles on Wikipedia. This is a question we are not sure at times. You get up late in the night and check how many  times your article has been edited and feel excited. This happens to  many of the wikipedians including myself. It has been a personal journey to  ask Wikipedians about the same. While conducting this workshop along  with my colleague &lt;a href="https://meta.wikimedia.org/wiki/User:Nitika.t"&gt;Nitika&lt;/a&gt;, I spent some time with the students asking about their experience of  Wikipedia editing. We found that many of them were shy  enough to sound low and we could not take the videos. This particular  video features &lt;a class="extiw" href="https://incubator.wikimedia.org/wiki/User:Frania_pereira" title="incubator:User:Frania pereira"&gt;Frania Pereira,&lt;/a&gt;&lt;span class="extiw"&gt; an MA student from Konkani department of &lt;a href="http://www.unigoa.ac.in/" target="_blank"&gt;Goa University&lt;/a&gt;. Frania is worried  how people stereotype Goa to be the just land of enjoyment and not look  at the diverse culture, its ethnic food and festivals. Even the Konkani  speaking population in other regions (Maharashtra, Karnataka, Kerala and  abroad) don’t know much about this socio-language-cultural diversity.  No other language than her mother-toungue Konkani could tell about  these. And that is why she edits Wikipedia.&lt;/span&gt;&lt;/p&gt;

        &lt;p style="text-align: justify; "&gt;Centre for Internet and Society's Access To Knowledge &lt;a class="external-link" href="http://meta.wikimedia.org/wiki/India_Access_To_Knowledge/Programme_Plan"&gt;(CIS-A2K) team&lt;/a&gt; was  there in &lt;a class="external-link" href="http://www.unigoa.ac.in/"&gt;Goa University&lt;/a&gt; to conduct a four day long Konkani Wikipedia  workshop for the MA Konkani students. During these days Subhashish  Panigrahi of CIS-A2K caught up with Dr. Priyadarshini Tadkodkar, Head,  Konkani department of Goa University and asked about the brief history  of Konkani language. In this video Dr. Tadkodkar shares the origin and  movements that has affected Konkani, influence of other languages on it  and the documentation process of the language. The Census Department of  India, 2001 figures put the number of Konkani speakers in India as  2,489,015. Out of these, around 6 lakh were in Goa, 7 lakh in Karnataka,  3 lakh in Maharashtra, 6 lakh in Kerala and rest live outside of India,  either as expatriates or citizens of other countries (NRIs).&lt;/p&gt;

    <title>Privacy vs. Transparency: An Attempt at Resolving the Dichotomy</title>

        &lt;b&gt;The right to privacy has been articulated in international law and in some national laws. In a few countries where the constitution does not explicitly guarantee such a right, courts have read the right to privacy into other rights (e.g., the right to life, the right to equal treatment under law and also the right to freedom of speech and expression).&lt;/b&gt;

&lt;p style="text-align: justify; "&gt;In other countries where privacy is not yet an explicit or implicit  right, harm to the individual is mitigated using older confidentiality  or secrecy law. After the Snowden affair, the rise of social media and  the sharing economy, some corporations and governments would like us to  believe that “privacy is dead”. Privacy should not and cannot be dead,  because that would mean that security is also dead. This is indeed the  most dangerous consequence of total surveillance as it is technically  impossible to architect a secure information system without privacy as a  precondition. And conversely, it is impossible to guarantee privacy  without security as a precondition.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The right to transparency [also known as the right to information or  access to information] – while unavailable in international law – is  increasingly available in national law. Over the last twenty years this  right has become encoded in national laws – and across the world it is  being used to hold government accountable and to balance the power  asymmetry between states and citizens. Independent and autonomous  offices of transparency regulators have been established. Apart from  increasing government transparency, corporations are also increasingly  required to be transparent as part of generic or industry specific  regulation in the public interest. For instance, India’s Companies Act,  2013, requires greater transparency from the private sector. Other areas  of human endeavor such as science and development are also becoming  increasingly transparent though here it is still left up to  self-regulation and there isn’t as much established law. Within science  and research more generally, the rise of open data accompanied the  growth of the Open Access and citizen science movement.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;So the question before us is: Are these two rights – the right to  transparency and the right to privacy – compatible? Is it a zero-sum  game? Do we have to sacrifice one right to enforce the other?  Unfortunately, many privacy and transparency activists think this is the  case and this has resulted in some conflict. I suggest that these  rights are completely compatible when it comes to addressing the  question of power. These rights do not have to be balanced against one  another. There is no need to settle for a sub-optimal solution. &lt;b&gt;Rather this is an optimization problem and the solution is as follows: privacy protections must be inversely proportionate to power and as Julian Assange says transparency requirements should be directly proportionate to power.&lt;/b&gt;&lt;a href="#fn*" name="fr*"&gt;[*] &lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In most privacy laws, the public interest is an exception to privacy. If  public interest is being undermined, then an individual privacy can be  infringed upon by the state, by researchers, by the media, etc. And in  transparency law, privacy is the exception. If the privacy of an  individual can be infringed, transparency is not required unless it is  in the public interest. In other words, the “public interest” test  allows us to use privacy law and transparency law to address power  asymmetries rather than exacerbate them. What constitutes “public  interest” is of course left to courts, privacy regulators, and  transparency regulators to decide. Like privacy, there are many other  exceptions in any given transparency regime including confidentiality  and secrecy. Given uneven quality of case law there will be a temptation  by the corrupt to conflate exceptions. Here the old common-law  principle of “there is no confidence as to the disclosure of iniquity” –  which prevents confidentiality law from being used to cover malfeasance  or illegality – can be adopted in appropriate jurisdictions.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Around 10 years ago, the transparency movement gave birth to yet another  movement – the open government data movement. The tension between  privacy and transparency is most clearly seen in the open government  data movement. The open government data movement in some parts of the  world is dominated by ahistorical and apolitical technologists, and some  of them seem intent on reinventing the wheel. In India, ever since the  enactment of the Right to Information Act, 2003, 30 transparency  activists are either killed, beaten or criminally intimidated every  year. This is the statistic from media coverage alone. Many more  silently suffer. RTI or transparency is without a doubt one of the most  dangerous sectors within civil society that you could choose to work in.  In contrast, not a single open data activist has ever been killed,  beaten or criminally intimidated. I suspect this is because open data  activists do not sufficiently challenge power hierarchies. Let us look a  little bit closely at their work cycle. When a traditional transparency  activist asks a question, that is usually enough to get them into  trouble. When an open data activist publishes an answer [a dataset  nicely scrubbed and machine readable, or a visualization, or a tool]  they are often frustrated because nobody seems interested in using it.  Often even the activist is unclear what the question is. This is because  open data activist works where data is available. Open data activists  are obsessed with big datasets, which are easier to find at the bottom  of the pyramid. They contribute to growing surveillance practices [the  nexus between Internet giants, states, and the security establishment]  rather that focusing on sousveillance [citizen surveillance of the  state, also referred to as citizen undersight or inverse surveillance].  They seem to be obsessed only with tools and technologies, rather than  power asymmetries and injustices.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Finally, a case study to make my argument easier to understand – Aadhaar  or UID, India’s ambitious centralized biometric identity and  authentication management system. There are many serious issues with its  centralized topology, proprietary technology, and dependence on  biometrics as authentication factors – all of which I have written about  in the past. In this article, I will explain how my optimization  solution can be applied to the project to make it more effective in  addressing its primary problem statement that corruption is a necessary  outcome of power asymmetries in India.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In its current avatar – the Aadhaar project hopes to assign  biometric-based identities to all citizens. The hope is that, by doing  authentication in the last mile, corruption within India’s massive  subsidy programmes will be reduced. This, in my view, might marginally  reduce retail corruption at the bottom of the pyramid. It will do  nothing to address wholesale corruption that occurs as subsidies travel  from the top to the bottom of the pyramid. I have advocated over the  last two years that we should abandon trying to issue biometric  identities to all citizens, thereby making them more transparent to the  state. Let us instead issue Aadhaar numbers to all politicians and  bureaucrats and instead make the state more transparent to citizens.  There is no public interest in reducing privacy for ordinary citizens –  the powerless – but there are definitely huge public interest benefits  to be secured by increasing transparency of politicians and bureaucrats,  who are the powerful.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Indian government has recently introduced a biometric-based  attendance system for all bureaucrats and has created a portal that  allows Indian citizens to track if their bureaucrats are arriving late  or leaving early. This unfortunately is just bean counting [for being  corrupt and being punctual are not mutually exclusive] and public access  to the national portal was turned off because of legitimate protests  from some of the bureaucrats. What bureaucrats do in office, who they  meet, and which documents they process is more important than when they  arrive at or depart from work. The increased transparency or reduced  privacy was not contributing to the public interest.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Instead of first going after small-ticket corruption at the bottom of  the pyramid, maximization of public interest requires us to focus on the  top, for there is much greater ROI for the anti-corruption rupee. For  example: constructing a digital signature based on audit trails that  track all funds and subsidies as they move up and down the pyramid.  These audit trails must be made public so that ordinary villagers can be  supported by open data activists, journalists, social entrepreneurs,  and traditional civil society in verification and course correction.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;I hope open data activists, data scientists, and big data experts will  draw inspiration from the giants of the transparency movement in India. I  hope they will turn their attention to power, examine power asymmetries  and then ask how the Aadhaar project can be leveraged to make India  more rather than less equal.&lt;/p&gt;

        &lt;b&gt;The Centre for Internet &amp; Society's Access to Knowledge team in collaboration with "The Intellects" organized a seminar in New Delhi on December 14, 2014. Subhashish Panigrahi gave a talk.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;The seminar was on the &lt;a href="http://cis-india.org/news/relevance-of-bhagabat-tungi-in-evolution-of-odia-language"&gt;Relevance of Bhagabat Tungi in the evolution of Odia language from Buddha era to digital age&lt;/a&gt;. After attending the event one of the participants Pankajmala Sarangi  took great interest in &lt;a class="external-link" href="http://cis-india.org/openness/blog/odia-wikisource-goes-live"&gt;Odia Wikisource&lt;/a&gt; which was then an incubator  project. Since then she has digitized three books and is now proofreading &lt;a href="https://or.wikisource.org/wiki/%E0%AC%93%E0%AC%A1%E0%AC%BC%E0%AC%BF%E0%AC%86_%E0%AC%AD%E0%AC%BE%E0%AC%97%E0%AC%AC%E0%AC%A4"&gt;Odia Bhagabata&lt;/a&gt;, an Odia language classic from the 14th century. Having the &lt;a href="https://or.wikisource.org/wiki/%E0%AC%AC%E0%AC%BF%E0%AC%B6%E0%AD%87%E0%AC%B7:%E0%AC%85%E0%AC%AC%E0%AC%A6%E0%AC%BE%E0%AC%A8/Pmsarangi"&gt;highest &lt;/a&gt;number of edits in &lt;a class="external-link" href="http://or.wikisource.org/wiki/%E0%AC%AA%E0%AD%8D%E0%AC%B0%E0%AC%A7%E0%AC%BE%E0%AC%A8_%E0%AC%AA%E0%AD%83%E0%AC%B7%E0%AD%8D%E0%AC%A0%E0%AC%BE"&gt;Odia Wikisource&lt;/a&gt;, Ms. Sarangi took interest to build a community in Delhi. Another Odia Wikilibrarian &lt;a href="https://or.wikisource.org/wiki/%E0%AC%AC%E0%AC%BF%E0%AC%B6%E0%AD%87%E0%AC%B7:%E0%AC%85%E0%AC%AC%E0%AC%A6%E0%AC%BE%E0%AC%A8/Sitikantha_K"&gt;Sitikantha Kheti&lt;/a&gt; also joined in to organise the first Odia Wikisource workshop in Delhi.  These Wikimedians, a Delhi based group The Intellects  and CIS-A2K  collaboratively conducted a workshop.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Intellect's president Debendra Rout addressed the participants and  broadly spoke about the goal of the workshop and long term plans in  Delhi. Both the Wikilibrarians shared their experience on Odia  Wikisource. The workshop started with self introduction of the  participants followed by screening of a documentary "Odia: Silalekharu  Mobile".&lt;/p&gt;

    <title>2nd National Language Conference, Bhubaneswar</title>

        &lt;b&gt;Institute of Odia Studies and Research organised 2nd National Language Conference beginning on Monday, March 30, 2015 and ending on April 2, 2015 at the Institute of Physics, Bhubaneswar. This conference was organised in collaboration with the Department of Tourism and Culture. I presented a paper in Odia language in this conference as part of a panel discussion related to Odia language computing.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;I spoke briefly about the issues with Odia being used massively on the Internet and gaining popular with Odia speaking netizens. Odia Wikimedia community and CIS-A2K's efforts has resulted growth in online Odia content. I also shared the potential projects that people could get involved and how collective effort will yield more diversification of the language and its use by today's generation.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The talk is available on Wikimedia Commons under a Creative Commons Share-Alike 4.0 license.&lt;/p&gt;

    <title>Francis Bags EPT Award for Open Access in Developing World</title>

        &lt;b&gt;The Electronic Publishing Trust recently announced a new annual award to be made to individuals working in developed countries who have made significant contribution for the cause of open access and free exchange of research findings. There were 30 nominations from 17 countries around the world and Dr. Francis Jayakanth from the National Centre of Science Information, Indian Institute of Science, Bangalore was selected for the inaugural EPT Award for Open Access in the Developing World by a committee that went through all the nominations.  &lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;The award function organised by the Electronic Publishing Trust for Development and the Centre for Internet and Society (CIS), Bangalore was held at the Sambasivan Auditorium, M S Swaminathan Research Foundation (MSSRF) in Chennai on 14 February 2012. Leading luminaries such as Prof. M.S. Swaminathan, Prof. Subbiah Arunachalam, Prof. G Baskaran and Prof. K Mangala Sunder participated in the award felicitation ceremony.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Giving the welcome speech, Prof. Arunachalam, distinguished fellow at CIS said that Dr. Jayakanth works for the Indian Institute of Science, Bangalore, has trained many students and helped a number of institutes to set up open access repositories. Prof. Arunachalam added that the event is being celebrated in India as the winner is from India and specified that it is being held at the MS Swaminathan Foundation as this was the institution that hosted the first workshop to promote open access. Prof. Swaminathan had a vital role in arranging funds for the workshop. About 50 people had learnt what open access was, how to set up open access repositories, how to use the EPrints software, etc. For this very reason it was decided to hold the event in Chennai and not Bangalore where Dr. Jayakanth is based.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Felicitating Dr. Jayakanth, Prof. Swaminathan who presented the award added that it is important to highlight the contributions of those who really convert the concept of social inclusion to reality. He said that today every politician talks about inclusive growth. What is this inclusive growth, how do you convert exclusion to inclusion? Exclusion creates large problems, social problems, economic problems, etc. On a concluding note, Prof. Swaminathan said that the Prime Minister, Dr. Manmohan Singh has declared 2012-13 as the year of science and he hopes that there will be a new science policy and technology policy and that he hopes that a very important component of that should be methods of ensuring open access including open access to knowledge and open access to literature.&lt;/p&gt;

&lt;td style="text-align: justify; "&gt;In his award acceptance speech, Dr. Jayakanth said that the atmosphere  was very overwhelming and never in his two-and-a-half decade old career  he had the opportunity to speak amidst such luminaries and added that it  was a privilege and prestige to have received the award from Prof.  Swaminathan, the father of the Green Revolution in India. He also added  that no event in India or elsewhere is complete without the active  participation and mentioning of the name of Prof. Arunachalam, the  greatest advocate of open access that India has seen so far, and that he  wouldn’t have been here at the award ceremony but for the timely  intervention of Prof. Arunachalam. &lt;br /&gt;&lt;/td&gt;

&lt;p style="text-align: justify; "&gt;Dr. Jayakanth concluded by saying  that he would like to thank Prof. NV Joshi, Prof. Derek Law, Prof. Alma  Swan, Prof. Balaram, Prof. N Balakrishnan, Prof. Giridhar, and Prof. TB Rajashekar, and  particularly the students of the information and knowledge management  programme at the National Centre of Science Information, Indian  Institute of Science, who were responsible for the growth of a  repository granting more visibility to the 32,000 publications that are  part of the repository.&lt;/p&gt;

&lt;td style="text-align: justify; "&gt;Prof. Mangala Sunder of IIT Madras and Prof. G Baskaran of the Institute  of Mathematical Sciences, Chennai, also participated in the event.  Prof. Sunder said that it is for the kind of information that we talk  about, which we want to make public for which champions like Dr.  Jayakanth have been working on the sidelines but working so efficiently  to get institution after institution to convert what is known as a rigid  framework into a flexible more open policy of bringing their scientific  content to their intellectual information content. He said that he  works in the area of content development from the point of view of  education and he understands the difficulty of bringing material to the  public. &lt;br /&gt;&lt;/td&gt;

&lt;p style="text-align: justify; "&gt;There are many issues, such as issues about copyright, issues about people owning the information, issues about people feeling very rigid on what they want to say in the public, etc. Dr. Jayakanth has gone through all these exercises for the last 30 years in slowly creating the “little after little” what are called the waterways to finally see that everyone benefits. The linking of science, knowledge and sustainable development to open access to information, open access to research and open access to content completes the whole cycle of knowledge.&lt;/p&gt;

&lt;td style="text-align: justify; "&gt;Prof. Baskaran said that it is a very well deserved award and Dr.  Jayakanth has definitely raised the bar for future awardees. Prof.  Baskaran stressed upon the aspects of open access. He said that as a  theoretical physicist he understands the need for open access very well.  Physicists, when they have new research results place them in arXiv,  the open access repository for preprints in physics. Some people wonder  what if some physicists deposit all kinds of articles in the arXiv.  Experience has shown that 99 per cent of the articles appear in good  journals later. He added that once it is put in the arXiv, the whole  world gets access and a bad paper will be noticed and commented upon by  many. No one likes to be the author of such a paper! He urged that other  sciences, especially the life sciences should have a repository similar  to arXiv and requested Prof. Swaminathan to take the intiative at  MSSRF. &lt;br /&gt;&lt;/td&gt;

&lt;h2&gt;Dr. Francis Jayakanth&lt;/h2&gt;
&lt;p align="left"&gt;&lt;img src="https://cis-india.org/home-images/Francis1.jpg/image_preview" alt="Francis with the Award" class="image-inline image-inline" title="Francis with the Award" /&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Dr. Francis Jayakanth is a library-trained scientific assistant based at the National Centre for Science Information (NCSI), the information centre of the Indian Institute of Science (IISc) in Bangalore. He has played a significant role in the establishment of India’s first institutional repository (IR) (&lt;a class="external-link" href="http://eprints.iisc.ernet.in"&gt;http://eprints.iisc.ernet.in&lt;/a&gt;). He now manages the IR and has provided technical support for establishing IRs in many other universities and institutes in India. He has been the key resource person at many events to train people in setting up IRs and open access journals. He has delivered presentations on IRs, open access journals, the OAI protocol, OAI compliance, and the benefits of open access to authors and institutions and the role of libraries. He has developed a free and open source software tool (CDSOAI), which is widely used. Dr. Jayakanth can indeed be considered an open access ‘renaissance man’, an advocate and technical expert in all aspect of open access development and an inspiration to all, both at the research and policy level.&lt;/p&gt;
