&lt;h4&gt;Session Plan&lt;/h4&gt;
&lt;p&gt;Lists are empowering; they offer a method of curating—things, experiences, people, events. As elements of an archive, they are a powerful tool for including and marking something as important. A list is not a neutral collection of objects; it comes into being within a specific logic, an articulated or unseen/unspecified rules, or criteria by which these objects are either included or excluded. In the context of the #MeTooIndia movement, lists have been weaponized by survivors of sexual abuse or harassment, serving to call out behaviours that for many years had been normalized, accepted, or simply ignored, but a patriarchal system. The list, in this instance, becomes a means around which survivors can rally and find support, while also being a tool for punitive action of various kinds, from legal to administrative to social. While “naming and shaming” (or naming to shame) was the purpose that gained currency in the popular discourse, we would like to explore the multiple meanings and experiences that underlie and are implicated by the act of listing. With specific but not exclusive attention to the list that is commonly referred to as LoSHA, the papers on this panel approach the logic and culture of lists and listing as modalities of feminist action.&lt;/p&gt;
&lt;p&gt;To begin with, &lt;strong&gt;Usha Raman&lt;/strong&gt; looks at calling out through listing as a meaning making, legitimating, even therapeutic act for those who participate in the creation of the list as well as those who engage with it in different ways. &lt;strong&gt;Radhika Gajjala&lt;/strong&gt;, along with &lt;strong&gt;Riddhima Sharma&lt;/strong&gt; and &lt;strong&gt;Tarishi Varma&lt;/strong&gt; then go on to discuss the role of feminist digital narratives as evidence and the ways in which they could transgress and rupture institutional/legal/academic institutions and infrastructures. Following this, &lt;strong&gt;Pallavi Guha&lt;/strong&gt; discusses the #MetooIndia movement as the second wave to #LoSha movement, which started in 2017, and points to who and what is still left out of the online narrative of sexual harrassment. &lt;strong&gt;Sai Amulya Komarraju&lt;/strong&gt; applies Sara Ahmed’s ideas about affective economies to look at the responses of feminists and feminist organizations to the two waves of #metoo in India and at the responses of the state and the judiciary following incidents of sexual harassment at work. Finally, &lt;strong&gt;Sugandha Sehgal&lt;/strong&gt; asks, in the context of #LoSHA and #MeTooIndia, how the digital list as spreadable and replicable social media content proliferates online, while also exploring the opportunities digital listing as a form of activism offers to contemporary feminist praxis in the Global South.&lt;/p&gt;

&lt;p&gt;2017 saw the sudden emergence of the hashtag #metoo, both in India and across the world. This has impacted not just the general public of the internet, but also the global movement women's rights movement and feminist discourse around sexual assault, gender and consent. #MeToo allowed (female) survivors of harassment to resort to social media platforms such as Twitter and Facebook as a tool to accuse powerful men of sexual harassment. In 2017, we saw this with Rose McGowan who tweeted about Harvey Weinstein or Raya Sarkar who released #LoSHA, which further erupted in late 2018 into a larger wave of ‘outing’ of Indian perpetrators in media, politics, and other areas of work.&lt;/p&gt;
&lt;p&gt;With #LoSHA and the 2018 wave of #metoo in India, there have been a gamut of responses, even some amount of polarisation, especially among Indian civil society. During #LoSHA, we observed resistance from traditional legal and Human Rights activists and practitioners against acknowledging the unique impact of ‘survivors’ testimonies on social media’ for fear of validating a method that lies outside of ‘due process’ and ‘fair trial’. They reason that due to the ungoverned nature of social media, its platforms are without checks and balances and therefore cannot regulate arbitrary misuse. However, one can argue that social media platforms are indeed regulated by the service providers who have the ultimate power to censor complainants by simply suspending or expelling them from the platform altogether. This became evident when Twitter silenced Rose McGowan and Facebook, Raya Sarkar, promptly after their testimonies began to gather accelerated traction. Thus, the accused may always appeal to the ultimate gatekeepers, the platform providers themselves. It is precisely due to the above stated reasons, that the 2017-2018 wave of social media testimonies has garnered considerable support from a typically contemporary civil society, who recognise the disruption as powerful despite the gaps in the methodology.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Our Proposal&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The tentative proposal is for our team of 2 researchers to carry out a 15-20 minute lightning talk (a conversation or debate) providing a landscape analysis of #metoo, raising specific points of discussion and interest. Following this, we will open up the discussion with the audience in the form of multiple roundtable conversations, which will seek to address the following 2 questions:&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;If survivors of sexual harassment are resorting to social media as a ‘means’, or their choice of instrument, what does this imply about the existing fora for due process?&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;New and emergent imaginaries/perspectives around the end of ‘justice’ that may lie outside the contours of conventional legal frameworks i.e. to what ‘end’ are these survivors disposed?&lt;/li&gt;&lt;/ol&gt;
&lt;p&gt;Our session aims at working towards the following outcomes:&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;A comprehensive analysis of the advantages and disadvantages of phenomenon of social media - mediation of justice&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;A current and expanded understanding of 'justice' that is not bound by legal recourse&lt;/li&gt;&lt;/ol&gt;
&lt;h4&gt;Session Team&lt;/h4&gt;
&lt;p&gt;&lt;strong&gt;Esther Anne Victoria Moraes&lt;/strong&gt; (Communications Manager, The YP Foundation) is a feminist activist and researcher who is passionate about expanding the discourse on the evolving forms of rights-based movements. At TYPF, Esther works on building feminist leadership through on-ground programming and on research on youth movements. Esther also works with on communication and public advocacy around issues of health, rights and youth leadership with a focus on young girls and adolescents. She coordinates online and on-ground public advocacy on sexual and reproductive health and rights and access to information through TYPF's national-level campaign, Know Your Body, Know Your Rights.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Manasa Priya Vasudevan&lt;/strong&gt; (Programme Manager, The YP Foundation) is a feminist activist researcher who is passionate about the theory and praxis of social justice in an increasingly internet-mediated world, especially in the context of urbanization and datafication. She has undertaken research and advocacy on issues at the intersections of information communication technologies and social justice, primarily in the area of internet governance. She has actively engaged with international multi-sectoral movement building and strategy, both online and offline. At TYPF, she manages the Know your body know your rights programme. Prior to this, she worked at IT for Change in Bengaluru.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;

&lt;p&gt;Digital platforms have been in the news for quite a few years now in India. Some of the most prominent sectors which has seen platforms flourish are transportation, e-commerce, education and social media. But platforms are taking root in other sectors as well, with the potential to disrupt existing businesses.&lt;/p&gt;
&lt;p&gt;The session proposes to examine the attributes of digital platforms, particularly with reference to the quality and regulatory aspects of platforms. Quality influences regulation and vice versa. Depending on the context and type of platform, both of these aspects need to be comprehensively listed and defined to enable platform stakeholders like platform and service providers, users, and regulatory authorities ensure proper and successful conduct of businesses so as to benefit all the stakeholders.&lt;/p&gt;
&lt;p&gt;The session hence deals with the "list" as a taxonomy of attributes. The session is envisaged to consist of two parts. The first part will draw from previous research work by the team on quality attributes of digital platforms and will illustrate the methodological reasoning and some of the challenges faced in the endeavour. This part leans towards an academic contribution to the conference. The second part will focus on the platform attributes important from regulatory perspectives, and will seek to crystallise the emergent attributes in juxtaposition to the quality attributes identified already, with the ultimate goal of identifying a checklist of regulatory attributes for digital platforms which will be of interest to policy planners. The entire exercise is also a step towards establishing a comprehensive taxonomy of platform attributes as a superset of attributes from different perspectives.&lt;/p&gt;
&lt;h4&gt;Session Team&lt;/h4&gt;
&lt;p&gt;&lt;strong&gt;Nandakishore K N&lt;/strong&gt; is a Master of Science by Research student in the IT and Society domain at the International Institute of Information Technology Bangalore (IIIT-B). His recently completed thesis was on design of a Quality of Service framework for digital platforms. Nandakishore joined IIIT-B with an experience of 20+ years in the IT industry, the last decade of which was in project and quality management roles, and includes an 18-year stint with TCS.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Dr. V. Sridhar&lt;/strong&gt; is Professor at the Centre for IT and Public Policy at the International Institute of Information Technology Bangalore (IIIT-B). He is a prolific writer on matters related to telecom regulation and policy in India, with two books and contributions to peer-reviewed leading telecom and information systems journals and prominent business newspapers and magazines. He is a member of GoI committees on Telecom and IT. Dr. Sridhar has taught at many Institutions in the USA, Finland, New Zealand and India, and was the recipient of Nokia Visiting Fellowship. Prior to joining IIIT-B Dr. Sridhar was a Research Fellow at Sasken Communication Technologies. Dr. Sridhar has a Ph.D. from the University of Iowa, U.S.A., Masters in Industrial Engineering from NITIE, Mumbai, and B.E. from the University of Madras, India. &lt;h4&gt;Session Plan&lt;/h4&gt;
&lt;p&gt;All our tangible history can be attributed to our records-making going back to when the records were literally set in stone, so to say, archived using human digits (digital heritage!). Oral traditions such as songs, stories and recitals, performative traditions, arts and other cultural expressions that reaffirm of our collective experiences remain intangible. Stories create Legends, Rituals physically embody the legends through performances, Records attempt to freeze time at a moment. Thereby characterizing culture and memories of a community. Our effort here is to visit and discuss who creates the records, discuss the affordance of lists as an information artefact for exchange, facilitating dialogue and collective meaning-making. We peek at the traditional community of Helavaru as map and genealogy tellers, their legends, rituals / performances and the cultural economy involved in making and circulating the archives of cultural memories in contrast with the technology driven formulation of lists that are founding the Internet culture. Allegorically, if the memory of stone as a medium of a message is still alive in us, how are people included and who all are excluded from our “memories”.&lt;/p&gt;
&lt;p&gt;Our session would be a performative through experimental list artefacts that intend to make visible the interplay between the form of the information artefact and the content. How do we perceive information when the form of the list changes. The implicit structure of lists is suggestive of a certain order, priority and disconnected connections. We intend to play with those structures, breaking them and making new ones in the process. What do we call a list? and what does it do?&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Priyanka and Aditya will bring "poetic" list artefacts that juxtapose traditional aspects of list making and lists as a dynamic phenomenon on the internet (ex. #Metoo).&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Bhanu will introduce the traditional storytelling community of Helavaru as list performers.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Aishwarya will bring in the current context of social auditing and the stories from the ground today, from a rural context.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;Dinesh will illustrate 3 ways list are formulated today mathematically, socially and technologically.&lt;/li&gt;&lt;/ul&gt;
&lt;h4&gt;Session Team&lt;/h4&gt;
&lt;p&gt;&lt;strong&gt;Priyanka&lt;/strong&gt; is a new media artist-researcher, currently engaged with Microsoft as an interaction designer. While at Microsoft she solves design problems for the browser, her personal inquiries run deep into understanding people’s lives on the internet, nature of the digital-materiality and its affordances for expression and exchange in networked societies.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Aditya&lt;/strong&gt; is a designer and an entrepreneur always thinking of ways to display information beautifully. Lately he has been working on interfaces for lists to provide a clear stream of reason to anyone through simple model(s) of visualisation of information and, therefore attempt to make knowledge more accessible.&lt;/p&gt;
&lt;p&gt;Priyanka and Aditya intends to play with the form of lists to investigate its effect on narrative construction. They will bring in “poetic-lists” - experimental list artefacts that probe into the implicit order and biases that lists bring to the act of meaning making, especially in the context of a collective audience.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Bhanu Prakash GS&lt;/strong&gt; - As Web application developer at Servelots(.com), he contributes to the open and free software, and has been working on developing tools for delivering visual stories from archives. He has worked with the NCBS@25 project titled “13 Ways” where stories from the history of National Centre for Biological Sciences, Democracy Archives for University of Gottingen, and also on methods to render the folk stories of Vijayadashami rituals into visual stories on the Web.&lt;/p&gt;
&lt;p&gt;Bhanu introduces the ways the Helavaru community, in the pre-internet era, created, “circulated” and mutated Lists of names, facts and events forming the information networks of communities, castes,  jaatis, clans, tribes. The Helavas are a nomadic community visible around Karnataka and Andhra who deck up their bullocks and carts, set out to the villages of their patrons to sing praises of great deeds of their forefathers and the genealogy of the families with great detail, and end their performance with a ritual Harike - a wish for the well being of their patrons. In return they are paid for their services with grains, clothes, goat, sheep, cow, bullocks and money as much as one can afford.&lt;/p&gt;
&lt;p&gt;Their story is an indicator of the cultural economy, of interweaving a web of communities, their systems of socio-political-cultural organisation by developing competence in data indexing, backups and restores, dealing with identity and authentication, conflicts and negotiations and more from generation to generation. The Helavaru claim that each family recorded genealogy of at least 3 lakh families, and passing it on, and also losing in some cases is fascinating.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Aishwarya&lt;/strong&gt; is a Communication Strategist at the Society for Social Audit, Accountability and Transparency (SSAAT) - Andhra Pradesh, Department of Rural Development, Government of Telangana. SSAAT has been set-up with a vision to uphold the concept of eternal vigilance by the people, facilitated by social activists and Government acting in conjunction.&lt;/p&gt;
&lt;p&gt;A social audit is a standardised way of facilitating people to critique the implementation of a welfare scheme, and demand accountability from the government. It is a powerful tool which enables people to come forward, demand information, question officials, and fight for their rightful deliverables of a government scheme. This mechanism ensures transparency in the way a government functions, and has helped recover a lot of money lost to corruption.&lt;/p&gt;
&lt;p&gt;In India, a Supreme Court mandate made the social audits of MGNREGS compulsory in all states. However, Social Audit units have been successful in empowering the people only in a few states. While the SAU facilitates an audit, it is conducted by people from the families of the beneficiaries. One social audit is a 15-day process of record verifications, door-to-door verifications, awareness rallies, a Gram Sabha and a Public Hearing. While a social audit ensures accountability, it lacks the guarantee of enforcement. The different layers of bureaucracy often swallows the essence of public participation and grievance redressal does not have follow-ups.&lt;/p&gt;
&lt;p&gt;All grievances are recorded in the form of paras in the social audit database. While our on-ground social auditors may be socially and politically aware enough to observe and call out patterns in caste and gender discrimination, the results remain, but in a list on the MIS.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Dinesh&lt;/strong&gt; is part of Janastu team - a non-profit group. The team is eager to help address Web content accessibility for the low-literate using social semantic web concepts and are also looking at 3D methods for spatial navigation, location interpretation and storytelling.  Janastu engages with software commons by developing and supporting open source social platforms.&lt;/p&gt;
&lt;p&gt;Dinesh, with a Computer Science background, will bring list comprehension to this platform using map/reduce, monads, and blockchain as the technical formalisms that make the Internet work and how people are made to toe these invisible lines. Then initiate discussions on Machine Learning within the history of page ranking and how the who, where, what of lists manifest. This will be contextualized with the traditional, the social and the new media social networks and processes that nurture community memory by tuning the semantic distance needed for privacy and by making room for forgetting in ways that communities heal from trauma.&lt;/p&gt;

    <title>Seminar on Open Access in Research Area: A Strategic Approach</title>

The seminar will focus on: 1) wider access to scientific publications and research data, 2) access to scientific information, and 3) challenges and opportunities of research data. The Centre for Internet and Society is supporting the event as a Knowledge Partner.&lt;/b&gt;

&lt;h2&gt;Background&lt;/h2&gt;
&lt;p&gt;Open Access has become central importance to advancing the interests of researchers, scholars, students, business, and the public as well as librarians. Increasingly, research institutions require researchers to publish articles that report research findings openly accessible in open domain.&lt;/p&gt;
&lt;p&gt;Open Access pursues to yield scholarly publishing to spread knowledge and allow that knowledge to be built upon. Price barriers should not stop researchers from getting access to research data. Open Access, and the open availability and search ability of scholarly research that it entails, will have a significant positive impact on everything from education to the research practice in various fields.&lt;/p&gt;
&lt;p&gt;To explore why Open Access is so important to a number of groups, TERI Library along with The Centre for Internet &amp;amp; Society (CIS) as Knowledge Partner is organizing a half day seminar on &lt;em&gt;Open Access in Research Areas: a Strategic Approach&lt;/em&gt; on December 22, 2015 at TERI Seminar Hall, IHC, Lodhi Road, New Delhi.&lt;/p&gt;

&lt;h2&gt;Is Open Access Only for Rich Countries?&lt;/h2&gt;
&lt;p&gt;&lt;em&gt;Authors: Eve Gray, Sumandro Chattapadhyay, Kelsey Wiens and Alistair Scott&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;It is not unusual for analysis of research systems in the developing world to provide startlingly low figures for the participation of developing countries in world research. For example, the Times of India last October cited a report that claimed that India produced only 3.5% of the world’s research – a shocking statistic, the newspaper commented. The commonly accepted figure for Africa’s contribution is even worse, at 0.3%. In reality, these figures do not reflect at all the size and shape of the national research systems in these count ries nor their productivity. Rather, they are a measure of how many journal articles are published in journals in the global North and particularly in journals in the Thomson Reuters ISI indices.&lt;/p&gt;
&lt;p&gt;The developing world has been badly served by the scholarly publishing system inherited from the 20th century. The commercialization and consolidation of scholarly publishing over the last 60 years has progressively put the publication of the bulk of the world’s research in the hands of a small number of giant co rporations, in an environment characterized by very high and continuously escalating subscription charges, putting access to the world’s research out of the reach of most developing countries. If Harvard complains, as it did recently, that it cannot afford the subscriptions to the major journals, then what could be said for universities in Africa or India?&lt;/p&gt;
&lt;p&gt;To add to this, the impact of the dominant systems for measuring the quality and impact of global research have a perverse effect in the developing world, consigning its research to the periphery and categorizing it as of ‘local’ interest rather than being ‘global’, or ‘international’ in its importance.&lt;/p&gt;
&lt;h3&gt;Global Open Access Policy&lt;/h3&gt;
&lt;p&gt;Global Open access policy moved forward decisively from late 2011 to early 2013, with UNESCO’s launch of its Open Access to Scientific Information Programme &lt;strong&gt;[1]&lt;/strong&gt; and the World Bank’s launch of its Open Knowledge Platform &lt;strong&gt;[2]&lt;/strong&gt;. At national and regional levels, the Finch Group Report in the United Kingdom &lt;strong&gt;[3]&lt;/strong&gt;, the White House Memorandum on Access to Federally Funded Research &lt;strong&gt;[4]&lt;/strong&gt; in the US A and the announcement of the open access provisions of the Horizon 2020 Framework for Research and Innovation &lt;strong&gt;[5]&lt;/strong&gt; in the European Union all marked a global move to entrench open access to publicly funded research. These policies commit political weight and financial support to policy implementation, based on an understanding of the contribution that OA can make to innovation and thus to social and economic development across the world. In the face of these developments, the developing countries, which currently tend to have fragmented OA and research communication policies, face the risk of falling even further behind in finding their place in global and locally relevant research production.&lt;/p&gt;
&lt;p&gt;What these events have added to the policy debate about open access over the last year is not only the recognition of the need for government - level logistical and financial support for open research communication, but also a widening of the mandate for open access. Early formulations of open access policy focused on opening up ‘the peer reviewed journal literature’, as the founding document on Open Access, the Budapest Open Access initiative, defined it in 2002 &lt;strong&gt;[6]&lt;/strong&gt;. The principle was that these publications should be freely available to readers, to read, to download and data-mine.. It is this approach that largely informs the UNESCO’s Policy Guidelines for the Development and Promotion of Open Access (2012) &lt;strong&gt;[7]&lt;/strong&gt;. The World Bank policy, on the other hand, takes a broader view of open access, applying a Creative Commons CC-BY licence to the work that it commissions, thus allowing for reuse and repurposing of content in order to reach the widest possible audience and have the maximum development impact &lt;strong&gt;[8]&lt;/strong&gt;.&lt;/p&gt;
&lt;h3&gt;Open Access Dialogues&lt;/h3&gt;
&lt;p&gt;A number of policy issues emerged from the Open Access Dialogues (OAD), facilitated by Eve Gray, The African Commons Project and the Centre for Internet and Society, Bangalore, India, in late 2012 and early 2013 with participants from South Africa, India and Latin America. The overriding policy outcome was an expressed desire to expand the concept of open access to include other kinds of openness, such as open education and open development and to expand beyond journal articles in leveraging the benefits of openness in developing countries, as well as involving outside - university knowledge producers and distributors in the OA agenda. O ver - reliance on the ISI Impact Factor was also a key aspect of the present OA system that came in for criticism , leading to demands for the formulation of research reward systems that are better aligned with national and institutional research strategies and development of alternative metrics for evaluating research success.&lt;/p&gt;
&lt;p&gt;The discuss ion took place on the UNESCO/WSIS Knowledge Communities discussion forum, where a total of 19 discussants, excluding the core team, took part. Additionally, the OAD Facebook page was ‘liked’ by 116 people (as of 1 March 2013), with the most common age grou p being 25 - 34 and the gender bias being towards female users at 60%. Two (one hour - long) Twitter discussions were also organised, which attracted 83 unique users in total, who shared 530 tweets using the #developOA hashtag.&lt;/p&gt;
&lt;h3&gt;Strategic Issues and Policy Recommendations&lt;/h3&gt;
&lt;h4&gt;Beyond the Impact Factor&lt;/h4&gt;
&lt;p&gt;The ISI Impact Factor (IF) remains the dominant measure for research evaluation and determining academic rewards and promotions in the Anglophone world and beyond. The discussants identified the extreme preference for publication in ('closed') journals with high Impact Factors (IF) as a central obstacle to effective research communication aligned with national and regional goals. Of particular concern was the role this system has had in aligning developing country research activities with academic interests in the universities of the global North, and thus di verting developed country research away from local challenges and opportunities. This model also renders invisible much of the research that is actually produced that addresses local/national/regional concerns. Another concern was bibliographic malpractices including bias against citing works from developing country scholars and work published in non - 'prestigious' journals. Strong argument s were made for the use of article-level metrics as opposed to journal - level impact measurement . Studies were suggested to argue that article-level impact increases with OA journals.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Policy recommendations:&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;Replacing reliance on bibliometric s and journal-level citation indexes with article-level metrics and emerging alternative metrics that take into consideration the circulation and usage of knowledge beyond higher education institutes.&lt;/li&gt;
&lt;li&gt;Developing education policies and guidelines to evaluate res earch and researchers in their specific contexts of relevance and impact, and aligning academic rewards with national, regional and local development strategies.&lt;/li&gt;&lt;/ul&gt;
&lt;h4&gt;Uneven Geographies and the Need for Sustainable Models&lt;/h4&gt;
&lt;p&gt;Attention was drawn to the unfortunate lack of awareness about the nature and potential of OA across developing countries, even in scholarly communities. Simultaneously, the discussants highlighted several success stories of OA journals in developing countries, though mostly from science disciplines. Thus the developing world experiences an uneven geography of OA awareness and adoption, where the OA agenda is being pursued successfully by specific scholarly communities but not translating into widespread support across the higher academia landscape nor into coherent national policy development.&lt;/p&gt;
&lt;p&gt;The role played by the global commercial businesses of scholarly works in impeding the Open Access agenda in developing countries was mentioned by most of the commentators. Simultaneously, the complicity of developing country academics in reinforcing the culture of 'prestigious' journals published by global publishers was also criticized. The increasing embracing of Author Processing Charges (APC), the discussants feared, will further entrench this uneven geography of OA adoption and research visibility. This issue is crucial since it is generating a sense of cynicism about OA as yet another incarnation of commercial exploitation of scholarship that advantages the rich countries. The use of fee waivers was criticised for being only an exceptional measure that serves to reinforce exclusion of researchers outside of or new to the dominant scholarly publishing system. There is a need, it was argued, to develop a sustainable business model that is functional in making knowledge circulate in ways that are useful to society, and not solely driven by profit-making needs of publishers.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Policy recommendations:&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;Promoting a bottom-up strategy for OA adoption in the developing world by focusing on capacity and community building exercises. This could involve scholarly colleagues and advocates gathered around thematic and/or disciplinary forums, facilitated by institutional and governmental recognition and support.&lt;/li&gt;
&lt;li&gt;Linking the issue of OA to academic works to the structural problems in developing country academics, adopting a wide-ranging and systematic approach to research capacitation. There is a need to promote OA through curriculum development, knowledge dissemination, training and advocacy, engaging actors ranging from senior administrators to young scholars.&lt;/li&gt;
&lt;li&gt;Addressing and involving non-university circuits of learning, of both institutional (primary and secondary education) and non-institutional (informal learning groups around MOOC courses) varieties, and also non-governmental organisations working o n education in particular, and development in general.&lt;/li&gt;&lt;/ul&gt;
&lt;h4&gt;A Broader Vision for Open Access&lt;/h4&gt;
&lt;p&gt;A number of discussants argued for a broader mandate for OA than the traditional journal focus. There were two aspects to this recommendation: firstly, OA should align with other forms of ‘open’ agendas , such as open science, open education and open development, and secondly, OA policies should support distribution and re - usage of a wider range of research outputs. Thus the scope of OA needs to be broadened to focus on the needs of potential consumers of research findings rather than only on the scholar-to-scholar discourse that journals constitute. This wider agenda could include research data, multimedia, 'grey literature ’ such as research and briefing papers, and policy papers. In the context of developing countries, it was argued that 'translations' of research for communities outside academia were important, especially ' recognizing the importance of publishing in a format that most appropriately meets the information and knowledge needs of those who can use the research to improve society's development', as a leading public health academic argued in the OA dialogue.&lt;/p&gt;
&lt;p&gt;This broader vision of OA challenges the conventional hierarchy of basic research over applied research, proposing that OA can provide a communicative continuum between scholar - to - scholar discourse, teaching and learning needs, and the mobilization of research for development.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Policy recommendations:&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;Build on the present governmental acceptance of the OA agenda by strategically using it as an entry point to promote the broader 'open' agenda, including open sharing of research data, bibliographic data, policy papers etc.&lt;/li&gt;
&lt;li&gt;Recognize, support and reward OA initiatives and systems that facilitate sharing of a wide range of academic outputs, from journals, books and other scholarly publications to development - focused research outputs targeted at communities outside of higher academia.&lt;/li&gt;
&lt;li&gt;Financial and logistical support for the creation and maintenance of websites, repositories, archives and other (offline/outreach) initiatives aimed at hosting and sharing a wide-range of academic outputs, including data and multimedia, and mandating licences that allow for re-use of scholarly materials ( such as CC-BY), for development and educational needs.&lt;/li&gt;
&lt;li&gt;A comprehensive (national and international) institutional policy approach, ensuring a central role for research communication in universities and research institutes and for integrated administrative, technology and skills infrastructure to support these roles.&lt;/li&gt;&lt;/ul&gt;

    <title>Pre-Budget Consultation 2016 - Submission to the IT Group of the Ministry of Finance</title>

        &lt;b&gt;The Ministry of Finance has recently held pre-budget consultations with different stakeholder groups in connection with the Union Budget 2016-17. We were invited to take part in the consultation for the IT (hardware and software) group organised on January 07, 2016, and submit a suggestion note. We are sharing the note below. It was prepared and presented by Sumandro Chattapadhyay, with contributions from Rohini Lakshané, Anubha Sinha, and other members of CIS.&lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;It is our distinct honour to be invited to submit this note for consideration by the IT Group of the Ministry of Finance, Government of India, as part of the pre-budget consultation for 2016-17.&lt;/p&gt;
&lt;p&gt;The Centre for Internet and Society is (CIS) is a non-profit organisation that undertakes interdisciplinary research on internet and digital technologies from policy and academic perspectives. The areas of focus include digital accessibility for persons with diverse abilities, access to knowledge, intellectual property rights, openness (including open data, free and open source software, open standards, open access, open educational resources, and open video), internet governance, telecommunication reform, digital privacy, and cyber-security. We receive financial support from Kusuma Trust, Wikimedia Foundation, MacArthur Foundation, IDRC, and other donors.&lt;/p&gt;
&lt;p&gt;We have divided our suggestions into the different topics that our organisation has been researching in the recent years.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h3&gt;Free/Libre and Open Source Software (FLOSS) is the Basis for Digital India&lt;/h3&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;We congratulate the policies introduced by the government to promote use of free/libre and open source software and that of open APIs for all e-governance projects and systems. This is not only crucial for the government to avoid vendor lock-in when it comes to critical software systems for governance, but also to ensure that the source code of such systems is available for public scrutiny and do not contain any security flaws.&lt;/p&gt;
&lt;p&gt;We request the government to empower the implementation of these policies by making open sharing of source code a necessity for all software vendors hired by government agencies a necessary condition for awarding of tenders. The 2016-17 budget should include special support to make all government agencies aware and capable of implementing these policies, as well as to build and operate agency-level software repositories (with version controlling system) to host the source codes. These repositories may function to manage the development and maintenance of software used in e-governance projects, as well as to seek comments from the public regarding the quality of the software.&lt;/p&gt;
&lt;p&gt;Use of FLOSS is not only important from the security or the cost-saving perspectives, it is also crucial to develop a robust industry of software development firms that specialise in FLOSS-based solutions, as opposed to being restricted to doing local implementation of global software vendors. A holistic support for FLOSS, especially with the government functioning as the dominant client, will immensely help creation of domestic jobs in the software industry, as well as encouraging Indian programmers to contribute to development of FLOSS projects.&lt;/p&gt;
&lt;p&gt;An effective compliance monitoring and enforcement system needs to be created to ensure that all government agencies are  Strong enforcement of the 2011 policy to use open source software in governance, including an enforcement task force that checks whether government departments have complied with this or not.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h3&gt;Open Data is a Key Instrument for Transparent Decision Making&lt;/h3&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;With a wider set of governance activities being carried out using information systems, the government is increasingly acquiring a substantial amount of data about governance processes and status of projects that needs to be effectively fed back into the decision making process for the same projects. Opening up such data not only allows for public transparency, but also for easier sharing of data across government agencies, which reduces process delays and possibilities of duplication of data collection efforts.&lt;/p&gt;
&lt;p&gt;We request the 2016-17 budget to foreground the National Data Sharing and Accessibility Policy and the Open Government Data Platform of India as two key enablers of the Digital India agenda, and accordingly budget for modernisation and reconfiguration of data collection and management processes across government agencies, so that those processes are made automatic and open-by-default. Automatic data management processes minimise the possibility of data loss by directly archiving the collected data, which is increasingly becoming digital in nature. Open-by-default processes of data management means that all data collected by an agency, once pre-recognised as shareable data (that is non-sensitive and anonymised), will be proactively disclosed as a rule.&lt;/p&gt;
&lt;p&gt;Implementation of the National Data Sharing and Accessibility Policy has been hindered, so far, by the lack of preparation of a public inventory of data assets, along  with the information of their collection cycles, modes of collection and storage, etc., by each union government agency. Specific budgetary allocation to develop these inventories will be crucial not only for the implementation of the Policy, but also for the government to get an extensive sense of data collected and maintained currently by various government agencies. Decisions to proactively publish, or otherwise, such data can then be taken based on established rules.&lt;/p&gt;
&lt;p&gt;Availability of such open data, as mentioned above, creates a wider possibility for the public to know, learn, and understand the activities of the government, and is a cornerstone of transparent governance in the digital era. But making this a reality requires a systemic implementation of open government data practices, and various agencies would require targeted budget to undertake the required capacity development and work process re-engineering. Expenditure of such kind should not be seen as producing government data as a product, but as producing data as an infrastructure, which will be of continuous value for the years to come.&lt;/p&gt;
&lt;p&gt;As being discussed globally, open government data has the potential to kickstart a vast market of data derivatives, analytics companies, and data-driven innovation. Encouraging civic innovations, empowered by open government data - from climate data to transport data - can also be one of the unique initiatives of budget 2016-17.&lt;/p&gt;
&lt;p&gt;For maximising impact of opened up government data, we request the government to publish data that either has a high demand already (such as, geospatial data, and transport data), or is related to high-net-worth activities of the government (such as, data related to monitoring of major programmes, and budget and expenditure data for union and state governments).&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h3&gt;Promotion of Start-ups and MSMEs in Electronics and IT Hardware Manufacturing&lt;/h3&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;In line with the Make in India and Digital India initiatives, to enable India to be one of the global hubs of design, manufacturing, and exporting of electronics and IT hardware, we request that the budget 2016-17 focus on increasing flow of fund to start-ups and Medium and Small-Scale Manufacturing Enterprises (MSMEs) in the form of research and development grants (ideally connected to government, especially defense-related, spending on IT hardware innovation), seed capital, and venture capital.&lt;/p&gt;
&lt;p&gt;Generation of awareness and industry-specific strategies to develop intellectual property regimes and practices favourable for manufacturers of electronics and IT hardware in India is an absolutely crucial part of promotion of the same, especially in the current global scenario. Start-ups and MSMEs must be made thoroughly aware of intellectual property concerns and possibilities, including limitations and exceptions, flexibilities, and alternative models such as open innovation.&lt;/p&gt;
&lt;p&gt;We request the budget 2016-17 to give special emphasis to facilitation of technology licensing and transfer, through voluntary mechanisms as well as government intervention, such as compulsory licensing and government enforced patent pools.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h3&gt;Applied Mathematics Research is Fundamental for Cybersecurity&lt;/h3&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Recent global reports have revealed that some national governments have been actively involved in sponsoring distortion in applied mathematics research so as to introduce weaknesses in encryption standards used in for online communication. Instead of trying to regulate key-length or mandating pre-registration of devices using encryption, as suggested by the withdrawn National Encryption Policy draft, would not be able to address this core emerging problem of weak cybersecurity standards.&lt;/p&gt;
&lt;p&gt;For effective and sustainable cybersecurity strategy, we must develop significant expertise in applied mathematical research, which is the very basis of cybersecurity standards development. We request the budget 2016-17 to give this topic the much-needed focus, especially in the context of the Digital India initiative and the upcoming National Encryption Policy.&lt;/p&gt;
&lt;p&gt;Along with developing domestic research capacity, a more immediately important step for the government is to ensure high quality Indian participation in global standard setting organisations, and hence to contribute to global standards making processes. We humbly suggest that categorical support for such participation and contribution is provided through the budget 2016-17, perhaps by partially channeling the revenues obtained from spectrum auctions.&lt;/p&gt;

    <title>Internet Researchers' Conference 2016 (IRC16) - Selected Sessions</title>

        &lt;b&gt;We are proud to announce that the first Internet Researchers' Conference (IRC16), organised around the theme of 'studying internet in India,' will be held on February 26-28, 2016, at the Jawaharlal Nehru University (JNU), Delhi. We are deeply grateful to the Centre for Political Studies (CPS) at JNU for hosting the Conference, and to the CSCS Digital Innovation Fund (CDIF) for generously supporting it. Here are the details about the session selection process, the selected sessions, the Conference programme (draft), the pre-Conference discussions, accommodation, and travel grants. The Conference will include a book sprint to produce an open handbook on 'methods and tools for internet research.'&lt;/b&gt;

&lt;p&gt;We received 23 superb session proposals for the IRC16. All the teams that submitted sessions were invited to vote for their eight favourite session in a double-blind manner - the teams did not know the names of the people who proposed other sessions, and we at CIS did not know which team has voted for which particular set of sessions. After receiving all the votes, we could not help but change the format of the Conference (as planned earlier) to accommodate 15 sessions in total. All Discussion and Workshop sessions of the Conference are double track, except for the three Discussion sessions that received most number of votes.&lt;/p&gt;

        &lt;b&gt;A consultation on 'digital futures of Indian languages' will be held at the CIS office in Bangalore on December 12, 2015,  to generate ideas and structure the Indian languages focus area of the CSCS Digital Innovation Fund (CDIF). It is being led by Dr. Tejaswini Niranjana, Centre for the Study of Culture and Society (CSCS), and Tanveer Hasan, A2K programme at CIS; and is supported by CDIF.&lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h2&gt;A Consultation to Generate Ideas for the CSCS Digital Innovation Fund (CDIF)&lt;/h2&gt;
&lt;p&gt;We at the Centre for the Study of Culture and Society, Bangalore; Centre for Indian Languages in Higher Education, Tata Institute of Social Sciences, Mumbai; and Access to Knowledge Programme, Centre for Internet and Society, Bangalore, have between us more than a decade-long experience in the field of Indian languages for higher education and Indic language computing. Together we have, over the past ten years, produced new research and incubated innovative pilot projects to stimulate the use of Indian languages in higher education, especially in the context of a widening linguistic divide in that sphere.&lt;/p&gt;
&lt;p&gt;As a new phase in this process, we would like to explore the possible digital futures of Indian languages. Already, there have been many interesting but sporadic attempts at digitization of Indian language text resources and development of software for translation between Indian languages and a host of Indian language support platforms for web-based services. While this momentum is impressive, a lot more remains to be done, when seen against the backdrop of the surging demand for Indian language computational tools, especially those with potential for knowledge-use, that is, tools which could be used by students, teachers, researchers, media analysts, self-learners, bibliographers, librarians, archivists, collectors and the public at large.&lt;/p&gt;
&lt;p&gt;The &lt;a href="http://cis-india.org/raw/cscs-digital-innovation-fund" target="_blank"&gt;CSCS Digital Innovation Fund&lt;/a&gt; is looking to help set up new platforms that aid in generating, processing and making available a wide range of born-digital content. Under the CDIF, the Indian Languages initiative will support the development of new technological aids, apps, software programmes, websites, DYI digitisation devices, and any other project which will enrich the digital use of Indian languages.&lt;/p&gt;
&lt;p&gt;We are organising this national consultation with the intention of bringing together people who have been or would like to be involved in such initiatives. We expect each participant to make a short 10-15 minute presentation on an idea they would like to develop, to take part in the general discussions, and to offer feedback to other speakers. We hope to learn from these conversations so that our own research and initiative development will benefit from the inputs as also to contribute to the conversation in such a way that isolated practices, innovations and opportunities are given a platform for greater generalisation and scalability.&lt;/p&gt;

    <title>International Open Data Charter: Comments by CIS</title>

        &lt;b&gt;The second meeting of Stewards of the International Open Data Charter is in progress in Santiago, Chile, where the revisions made to the Charter based on the comments received during the public consultation period that ended on July 31, 2015, are being re-discussed and finalised by the Stewards. Here we are sharing the comments submitted by us on the first public draft of the Charter published during the International Open Data Conference in Ottawa, Canada, in May 2015. The comments include those submitted by Sumandro and Sharath Chandra Ram.&lt;/b&gt;

&lt;h2&gt;Comments on the Public Draft&lt;/h2&gt;
&lt;p&gt;&lt;em&gt;Note: The text below contains excerpts from the public draft of the Charter, followed by submitted comments in &lt;strong&gt;bold&lt;/strong&gt;.&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;1) The world is witnessing the growth of a global movement facilitated by technology and digital media and fuelled by information – one that contains enormous potential to create more accountable, efficient, responsive, and effective governments and businesses, and to spur economic growth.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;The word ‘movement’ can perhaps be replaced by ‘transformation.’ ‘Movement’ tends to suggest some kind of unity of purpose or objective, which is not perhaps what is meant here. Also, is it possible to add ‘transparent’ to ‘accountable, efficient, responsive, and effective’?&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Open data sit at the heart of this global movement.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Perhaps ‘transformation’ and not ‘movement’.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;2) Building a more democratic, just, and prosperous society requires transparent, accountable governments that engage regularly and meaningfully with citizens. Accordingly, there is an ongoing effort to enable collaboration around key social challenges, to provide effective oversight of government activities, to support economic development through innovation, and to develop effective, efficient public policies and programmes.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Perhaps insert ‘sustainable’ before ‘economic development’. In the second sentence, none of the action phrases (‘enable collaboration’ and ‘effective oversight’ and ‘innovation’ and ‘develop effective, efficient’) are speaking about either democracy or justice. The focus seems to be completely on effectiveness. Phrases like ‘transparent’, ‘accountable’, and ‘participatory’ should be introduced here.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Open data is essential to meeting these challenges.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;The above point clarifies why ‘data is essential’ but not why ‘open data is essential’. The connection between democracy and justice on one hand, and open data on the other is not yet articulated clearly.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;3) Effective access to data allows individuals and organisations to develop new insights and innovations that can generate social and economic benefits to improve the lives of people around the world, and help to improve the flow of information within and between countries. While governments collect a wide range of data, they do not always share these data in ways that are easily discoverable, useable, or understandable by the public.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Along with allowing ‘insights’ and ‘innovations’ to develop, can it also be highlighted that open data make decisions and processes transparent?&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;This is a missed opportunity.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;I agree with above comments that it is perhaps better to articulate this not as ‘missed opportunity’ but to highlight this as the very ‘opportunity’ that the open data agenda is interested in capturing.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;4) Today, many people expect to be able to access high quality information and services, including government data, when and how they want. Others see the opportunity presented by government data as one which can provide innovative policy solutions and support economic and social benefits for all members of society. We have arrived at a point at which people can use open data to generate value, insights, ideas, and services to create a better world for all.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;This point may also mention that some people are interested in using government data to open up government decisions and processes and make them transparent, which is a necessary condition for making the government accountable.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;6) Providing access to government data can drive sustainable and inclusive growth by empowering citizens, the media, civil society, and the private sector to identify gaps, and work toward better outcomes for public services in areas such as health, education, public safety, environmental protection, and governance. Open data can do this by:&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Perhaps ‘democratic participation’ can be added after ‘sustainable and inclusive growth’. That is: ‘Providing access to government data can drive sustainable and inclusive growth, and democratic participation, by empowering citizens…’&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;7) Open government data can be used in innovative ways to create useful tools and products that help to navigate modern life more easily. Used in this way, open data are a catalyst for innovation in the private sector, supporting the creation of new markets, businesses, and jobs. These benefits can multiply as more private sector and civil society organisations adopt open data practices modelled by government and share their own data with the public.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;The incentive for private sector and CSOs to open up data is not clear. Overall benefit may rise with them opening up data, but how does a private company / CSO benefit by opening up its data?&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;8) We, the adherents to the International Open Data Charter, agree that open data are an under-used resource with huge potential to encourage the building of stronger, more interconnected societies that better meet the needs of our citizens and allow innovation and prosperity to flourish.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Along with ‘stronger’ and ‘more interconnected’, please mention ‘more transparent’ and ‘more democratic’. Also it is not clear what is meant by ‘stronger’. ‘[B]etter meet the needs of our citizens’ does not necessarily suggest a more democratic or just society, but a more effective welfare distribution system. Please add ‘… and empower the citizens to ensure accountability of the government.’&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;9) We therefore agree to follow a set of principles that will be the foundation for access to, and the release and use of, open government data. These principles are:&lt;/p&gt;
&lt;ol&gt;&lt;li&gt;Open Data by Default;&lt;/li&gt;
&lt;li&gt;Quality and Quantity;&lt;/li&gt;
&lt;li&gt;Accessible and Useable by All;&lt;/li&gt;
&lt;li&gt;Engagement and Empowerment of Citizens;&lt;/li&gt;
&lt;li&gt;Collaboration for Development and Innovation&lt;/li&gt;&lt;/ol&gt;
&lt;p&gt;&lt;strong&gt;Does it makes sense to remove the ‘Quantity and Quality’ point and merging it with ‘Accessible and Usable by All’? Data quantity and quality issues, along with those related to publication of data, can all logically follow under the topic of data access and use. For example, highly aggregated data published once a year without documentation is not really usable data.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;10) We will develop an action plan in support of the implementation of the Charter and its Technical Annexes, and will update and renew the action plan at a minimum of every two years. We agree to commit the necessary resources to work within our political and legal frameworks to implement these principles in accordance with the technical best practices and timeframes set out in our action plan.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;We (at CIS) strongly feel that the Charter should also prescribe that along with the national Action Plan, Open Data Citizen’s Charters are created for various levels and verticals of the government. This will clarify data publication responsibilities and targets at ministerial and sub-national (including city) governmental levels, and will allow for much more effective monitoring (national and international) of the Action Plan implementation process.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;‘[A]t a minimum of every two years’ reads a bit unclear. Does it mean that the Action Plan should be renewed only after two years and not before, or that the Action Plan should be renewed every two years or before that?&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;11) We recognise that free access to, and the subsequent use of, government data are of significant value to society and the economy, and that government data should, therefore, be open by default.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Along with clarifying the scope of ‘government data,’ the idea of ‘open’ in the context of data needs a clear definition as an independent point. The document is getting into ‘open by default’ without clarifying what is ‘open’, including both necessary and sufficient conditions.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;12) We acknowledge the need to promote the global development and adoption of tools and policies for the creation, use, and exchange of open data and information.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;I agree with Mike Linksvayer. This is a great opportunity for the Charter to connect the open data agenda with the wider open agendas, especially that of free and open source softwares. It is very important that this point promotes ‘global development of free and open source tools’.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Extending the comment by Jose Subero, along with ‘tools’ and ‘policies’, it will be great to have a mention of ‘standards’ here, which is critical for ensuring ‘interoperability’ and thus ‘harmonisation’.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;13) We recognise that the term ‘government data’ is meant in the widest sense possible. This could apply to data held by national, federal, and local governments, international government bodies, and other types of institutions in the wider public sector. This could also apply to data created for governments by external organisations, and data of significant benefit to the public which is held by external organisations and related to government programmes and services (e.g. data on extractives entities, data on transportation infrastructure, etc).&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;It is wonderful that the point promotes a wide understanding of ‘government data’ but at the same time it should also define a necessary core understanding of data, just to ensure that governments do not interpret this point too narrowly.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Further, a focus only on data created by public agencies can perhaps be too narrow (for the necessary/core understanding of ‘government data’). With public services delivered increasingly by private agencies and public-private-partnerships, it is crucial that ‘government data’ should explicitly include any data coming out of a process funded by public money (the process may be carried out by a public agency or not). This is an extremely important point from a developing country perspective.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;14) We recognise that there is domestic and international legislation, in particular pertaining to security, privacy, confidentiality, intellectual property, and personally-identifiable and other sensitive information, which must be observed and/or updated where necessary.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;From a developing country perspective, it is very important that the Charter does not keep this critical point dependent on domestic and international legislations. International legislation may not be very developed for all of the mentioned topics, and many countries may not have existing domestic legislations on these topics either. The Charter should mention an internationally acceptable list of concerns / criteria for not opening up data. The list may include the topics mentioned here, like privacy and national security. This need not be a list of sufficient criteria, but of necessary ones.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;15) We will:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;develop and adopt policies and practices to ensure that all government data is made open by default, as outlined in this Charter, while recognising that there are legitimate reasons why some data cannot be released;&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;'Administrative reforms’ are most often crucial to make government data ‘open by default, and the same should be mentioned along with ‘policies’ and ‘practices’.&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;provide clear justifications as to why certain data cannot be released;&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;This is a great point. Perhaps it can be added that all government agencies should produce a list of all data assets maintained by them, point out the ones that cannot be made open, and provide clear justification as to why those cannot be released. This comment pre-empts 19.1. Perhaps this point about providing justification for not releasing data can be merged with 19.1.&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;develop the leadership, management, oversight, and internal communication policies necessary to enable this transition to a culture of openness.&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;Along with ‘leadership, management, oversight, and internal communication’, is it possible to add ‘incentives’? This is often overlooked in implementing open data policies.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;16) We recognise that governments and other public sector organisations hold vast amounts of information that may be of interest to citizens, and that it may take time to identify data for release or publication.&lt;/p&gt;
&lt;p&gt;17) We also recognise the importance of consulting with citizens, other governments, non-governmental organisations, and other open data users, to identify which data to prioritise for release and/or improvement.&lt;/p&gt;
&lt;p&gt;18) We agree, however, that governments’ primary responsibility should be to release data in a timely manner, without undue delay.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Points 16-18 seem to suggest that the ‘quantity and quality’ issue is mostly one of prioritisation. This can be misleading. This is perhaps the ‘quantity’ issue, but not at all the ‘quality’ issue.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;19) We will:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;...&lt;/li&gt;
&lt;li&gt;release high-quality open data that are timely, comprehensive, and accurate in accordance with prioritisation that is informed by public requests. To the extent possible, data will be released in their original, unmodified form and at the finest level of granularity available, and will also be linked to any visualisations or analyses created based on the data, as well as any relevant guidance or documentation;&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;Please add ‘human- and machine-readable’ along with ‘timely, comprehensive, and accurate’.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Put ‘, and’ between ‘, and accurate’ and ‘in accordance’.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;‘Relevant guidance or documentation’ should be mentioned before, and not after, ‘visualisations or analyses’.&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;ensure that accompanying documentation is written in clear, plain language, so that it can be easily understood by all;&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;Add that the documentation should be ‘comprehensive’, along with being written in plain language.&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;make sure that data are fully described, and that data users have sufficient information to understand their source, strengths, weaknesses, and any analytical limitations;&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;Regarding ‘Full description of data’ — Aggregate data must be accompanied by low level raw data along with details of analytical methods used to arrive at figures. This allows for verification as well as alternate views and detection of statistical anomalies.&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;ensure that open datasets include consistent core metadata, and are made available in human- and machine-readable formats under an open and unrestrictive licence;&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;Is this the necessary definition of ‘open data’? If so, it should be much higher up.&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;allow users to provide feedback, and continue to make revisions to ensure the quality of the data is improved as needed; and&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;This point should clarify if it is talking about making revisions of the data itself (its content), or how it is being published (its form), or both?&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;apply consistent information lifecycle management practices, and ensure historical copies of datasets are preserved, archived, and kept accessible as long as they retain value.&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;The ‘as long as they retain value’ part seems vague. Who is going to take this decision about value? Is it possible to rephrase this as ‘as long as they are demanded by data users’?&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;21) We recognise that open data should be made available free of charge in order to encourage their widest possible use.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Maybe ‘government data’ and not ‘open data’ (open data already means it is available gratis). Also, along with ‘free of charge’ maybe add ‘under open license’, as that is a critical requirement for ‘widest possible use.’&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;22) We recognise that when open data are released, they should be made available without bureaucratic or administrative barriers, such as mandatory user registration, which can deter people from accessing the data.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;I strongly believe that this point should be removed. Registration of the data user can also be very useful for the government agencies to track demand and actual usage of their datasets. Instead of the government agencies doing such kind of tracking as a background process, it is much better if the data usage monitoring of all users is done transparently. Along with perhaps a public dashboard of data usages of the users of an open data portal. As long as the registration barrier does not involve an approval process by the government agency, it can be allowed.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;A more general point should be added as part of this principle, regarding no-discrimination (or approval process) among data users interested in accessing and using of open government data.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;23) We will:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;release data in open formats and free of charge to ensure that the data are available to the widest range of users to find, access, and use them. In many cases, this will include providing data in multiple formats, so that they can be processed by computers and used by people; and&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;Please add ‘open license’ along with ‘open formats’ and ‘free of charge’.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;24) We recognise that the release of open data strengthens our public and democratic institutions, encourages better development, implementation, and assessment of policies to meet the needs of our citizens, and enables more meaningful, better informed engagement between governments and citizens.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Perhaps add ‘, and makes them transparent’ after ‘strengthens our public and democratic institutions’. Please also add ‘monitoring’ along with ‘development, implementation, and assessment’.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;25) We will:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;implement oversight and review processes to report regularly on the progress and impact of our open data initiatives;&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;The functioning of these ‘oversight and review processes’ must be open and transparent themselves. The reporting should be public.&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;engage with community and civil society representatives working in the domain of transparency and accountability to determine what data they need to effectively hold governments to account; encourage the use of open data to develop innovative, evidence-based policy solutions that benefit all members of society, as well as empower marginalised groups; and&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;This must also include a point regarding the government proactively seeking data demands from citizens, CSOs, academics, and the private sector.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;‘as well as empower marginalised groups’ is too vague. Perhaps it can be made into a separate point, and qualified with what kinds of empowerment is needed – from demanding data, to accessing and using data, to be aware of the data collected from such groups by the government agencies.&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;be transparent about our own data collection, standards, and publishing processes, by documenting all of these related processes online.&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;This should be part of point 19.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;26) We recognise the importance of diversity in stimulating creativity and innovation. The more citizens, governments, civil society, and the private sector use open data, the greater the social and economic benefits that will be generated. This is true for government, commercial, and non-commercial uses.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;The diversity point is almost already made with points 20-21 – widest possible users lead to widest possible use.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;28) We will:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;...&lt;/li&gt;
&lt;li&gt;engage with civil society, the private sector, and academic representatives to determine what data they need to generate social and economic value;&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;This is also covered under the Principle 3.&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;provide training programs, tools, and guidelines designed to ensure government employees are capable of using open data effectively in policy development processes;&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;This should be part of Principle 1.&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;encourage non-governmental organisations to open up data created and collected by them in order to move toward a richer open data ecosystem with multiple sources of open data;&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;I agree with ABS. Why not ‘non-governmental organisations and the private sector’?&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Also the document shifts back and forth between ‘civil society organisations’ and ‘non-governmental organisations’. If both mean the same in this document, then it should use only one.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;h2&gt;General Comments on the Charter&lt;/h2&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;1. Why not merge the Principle 4 and 5 so as to describe an overall situation of engagement and collaboration. The ends can be commercial acts or towards democratic practices, but the existing principles do not make much a difference between the two types of acts.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;2. Further, can a new principle be added at the end that would address the implementation process of the Action Plan? Specifically, it should clarify how the implementation itself be an open process, with not only the Action Plan but annual reports regarding the status of implementation. This principle may connect to the work being done by the Implementation WG.&lt;/strong&gt;&lt;/p&gt;

&lt;h3&gt;&lt;strong&gt;Concept Note&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;Digital technologies involve, accompany and provoke changes in the structuring of industrial sectors. How are they more particularly transforming the creation, production, distribution processes in cultural and creative industries? What are reconfigurations and challenges associated with the rise in power of actors from the industries of communication and information? What are the new stakeholder strategies, economic models and power relationships involved? Does digital have the effect of empowering the smallest actors / self-employed / freelancers or on the contrary does it allow large players to relieve themselves of the promotion, production costs on individual creator?&lt;/p&gt;
&lt;p&gt;A growing interest in fields such as digital humanities, new media, digital cultures and the Galleries, Libraries, Archives and Museums (GLAM) sector is another important development here. The rise of a number of digital initiatives in arts and humanities practice, research and teaching has also brought up significantly the question of new skills or expertise required in these fields. The need for digital literacy and ‘re-skilling’ to adapt to new forms of arts and humanities practice in a digital environment has often come with much criticism, as it is viewed as an effort towards vocationalisation and professionalization of these disciplines, a result of the changing mandates of the university and higher education in general. How do we then productively engage with these questions of skill, expertise and labour that goes into the building of new digital industries, which are often located within and at the periphery of academia and creative practices? Importantly, how can concerns about a perceived conflict of creativity and industry be addressed as these transformations take place rapidly with the advent of the digital is an important point of focus.&lt;/p&gt;
&lt;p&gt;A critical exploration of the prevalent discourse around creative industries would offer ways of identifying what could be the different forms of digital creative and cultural industries developing in India, and how they problematize for us questions of cultural expression, knowledge production, creativity and labour. The conflation and overlap of both ‘cultural’ and  ‘creative industries’ and the location of these terms within a larger discourse around policy, economic development, livelihoods and rights, takes on different dimensions post the digital turn. In the context of initiatives like Digital India, and efforts to consolidate an IPR regime, the implications of policy reforms for creative work, especially that performed within informal/underground economies and in the cultural heritage sector are many. These discussions would inform and draw from the ongoing efforts in fostering of a digital economy in India, and the many ways in which it determines cultural production in the rest of the world.&lt;/p&gt;
&lt;p&gt;Topics that will be addressed at the symposium include, but are not restricted to:&lt;/p&gt;
&lt;p&gt;- Digital turns and transformations in cultural and creative industries&lt;/p&gt;
&lt;p&gt;- Media infrastructure, digital platforms, and changing landscape of actors&lt;/p&gt;

&lt;p&gt;Presented by the Labex ICCA and the Center for Internet and Society (CIS), the symposium will gather Indian, French, and international specialists in the cultural industries, new media and technology, information and communication sciences, and social sciences but also professionals and industrial actors in the cultural and artistic sectors. The event is driven an ambition to promote the creation of an interdisciplinary and inter-institutional Franco-Indian research network to initiate, develop and share research on cultural industries in India and more widely in South Asia.&lt;/p&gt;
