&lt;p style="text-align: justify; "&gt;Social networking site Orkut may have lost its lustre but digging through its remnants throws up a group called Aamchigele Bindaas Community (ABC). It was started to bring together Konkani-speaking people across the world.&lt;br /&gt;&lt;br /&gt;The group is now active on Facebook under the name Broad Minded Konkanis (BMK), where people post queries about Konkani words and phrases. "This group has helped members understand the language to a great extent,” says Rajanikanth Shenoy Kudpi, founder and one of the administrators of the 160-member group. BMK has members from Saraswat, Catholic Christian, Bunt, Navayat Muslim, Jain and other communities, who speak Konkani.&lt;br /&gt;&lt;br /&gt;“Konkani as a language will definitely be rejuvenated if contemporaries and scholars put in consistent efforts,” says Kudpi.&lt;br /&gt;&lt;br /&gt;One such effort was a recent four-day workshop organised by the Centre for Internet and Society (CIS) and Access to Knowledge (A2K) for the students of Goa University and St.Xavier’s College. “We want to strengthen the Konkani Wikipedia,” says Nitika Tandon, programme manager, CIS-A2K.&lt;br /&gt;&lt;br /&gt;Tandon quotes the Census Department of India 2001 figures that puts Konkani speakers at 24 lakh but adds that limited documentation is available online.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, opinion is divided over the language's fate. “I don’t think  it's dying,” says Roshan Pai, founder, savemylanguage.org. Pai started  the website, a Konkani dictionary that documents the language spoken by  the GSB community in and around Mangalore, in 2005.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The site is dependent on volunteer contributions — people send in  meanings of various words that are validated by others, who also put in  different uses or meanings of the words. All the 17,528 words collected  (belonging to GSB dialects in Mangalore, Goa, Kerala and Cochin) are  stored online.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;One of the major factors behind people talking about saving a language  has to do with its links to culture. “It is the essence of life and  contains a lot of information that has been passed on through the  generations,” says Gurudath Baliga, assistant director at World Konkani  Centre, Mangalore.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The centre works towards preserving the language by empowering the  community that speaks it through tech-related grassroot activities,  documenting folklore, appointing teachers in different schools and  publishing books. The centre is now working on Konkanverter.com, an in,  catholic Christian, ter script translator, and World Konkani Archives,  that will serve as a repository for all data and text. With such  initiatives, the language is in safe hands.&lt;/p&gt;

&lt;p class="body" style="text-align: justify; "&gt;The Goa University has re-launched a four-volume Konkani Vishwakosh  (Konkani encyclopaedia) and announced its plan to upload the same on  Wikipedia so as to build the Konkani Wikipedia.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;The project is seen as a major stride in Konkani learning, research and  production of books. The project, which will involve 42 students of the  Konkani Department of Goa University including four designated as  Ambassadors of Konkani, will turn students into producers of knowledge  rather than mere consumers of knowledge. The University has signed a  three-year memorandum of understanding (MoU) with the Centre for  Internet and Society (CIS) for building up the Konkani Wikipedia.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;“Wikipedia is a global phenomenon and a platform to bring people  together for making creative activities possible, which in fact, has  challenged the monopoly of publishers and created a movement in order to  put together knowledge, further making it accessible to public,” said  Satish Shetye, Vice-Chancellor of Goa University, speaking at the launch  of the project.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Narrating how the project began, Registrar of Goa University V. P. Kamat  explained that Mr. Satish Shetye, who took over as Vice-Chancellor over  a year ago, happened to notice the huge piles of hardbound volumes of  the Konkani encyclopaedia stacked in the Goa University library and  wished to digitise the manuscripts and re-launch the encyclopaedia. The  idea to upload the whole content on Wikipedia was thus born.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;The work for the Konkani encyclopaedia project was commissioned during  the tenure of the first Vice-Chancellor B. Sheik Ali. The project was  seen as a historical step to document the identity of the State and its  people and the history of Goa for posterity. University insiders,  however, said that no serious efforts were made to take the invaluable  research work undertaken beyond the University. Secondly, because of the  lack of human resource and funds, no initiative was taken so far to  update these volumes.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;&lt;b&gt;Initiative&lt;/b&gt;&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Prof. Shetye took a proactive initiative and tied up with Access to  Knowledge Programme of the CIS. The four volumes of the 3,632 page  Konkani encyclopaedia are being released under Creative Commons License  CC-BY-SA 3.0 to support the movement of open knowledge and open access.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Programme Director at CIS’s Access to Knowledge Programme Vishnu Vardhan  said that the process of uploading the four volumes of Konkani  encyclopa edia on Wikipedia would be completed in six months’ time. He  also stressed on the need to rewrite some of the articles in the  encyclopaedia so as to make the content more relevant.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Students of the University involved in digitisation work and rewriting  the content see this as an opportunity to learn about digitisation and  to write Konkani of global standard, said Madhavi Sardesai, Professor,  Department of Konkani at the University. Mr. Vardhan also disclosed  plans for a relevant training programme specially co-designed by the CIS  as well as the University to put up the content on Wikipedia.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;He said that the Goa University is the first in the country to  re-license copyright of its content and hailed the initiative towards  open knowledge. Though the MoU signed last month would be initially  valid for three years, Mr. Vardhan is optimistic that it would go beyond  the launch of the Vishwakosh volumes.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Mr. Halarnkar, associated with the Konkani literary movement, who was  present at the launch as the editor of the original volumes, welcomed  the process of digitisation as relevant, historical and need of the  hour. However, he stressed on supervision over the accuracy and  accountability while digitising original data and regular updating of  the content in the context of the Konkani language, its history and  movement.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;As part of this partnership, Goa University will be uploading the  four volumes of Konkani encyclopedia and the Konkani wikipedia is  expected to be available in six months. It appears that the partnership  with CIS India includes processes such as scanning, digitization, and  creating articles as per requirement of Wikipedia. CIS India has also &lt;a href="https://docs.google.com/forms/d/1dI4Mx2QhUDO4gzPqr_h4EytVj3YdSvaX0H90cGgjp0o/viewform"&gt;called out for volunteers&lt;/a&gt; for a period of three months to help them digitizing the Konkani encyclopedia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;This is quite notable since most of the development in digitizing  documents in Indian language did not include Konkani language, which is  spoken in western coast of India. Besides, since the university will  upload the Konkani encyclopedia on Wikipedia, it will allow users to  search through texts. Most of the digitization projects just scan the  books and upload the pages in image format, which makes it difficult to  search or perform any kind of data related query.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Last year in May, Wikipedians were &lt;a href="http://www.medianama.com/2012/05/223-wikipedians-digitizing-out-of-copyright-text-in-eight-indian-languages/" target="_blank"&gt;digitizing&lt;/a&gt; Indian language, out-of-copyright texts online, trying to address the  comparative paucity of Indic language texts online. Wikisource is a  repository of documents and archived material that serves as a reference  source for Wikipedia, and a means of improving access to information  sources. &lt;p style="text-align: justify; "&gt;Wikipedia had &lt;a href="http://www.medianama.com/2011/12/223-wikipedia-indic-language-stats-43-5-million-pageviews-in-oct-2011-131-mobile-growth-yoy/" target="_blank"&gt;recorded&lt;/a&gt; 43.5 million pageviews in Indian language wikis, as of October 2011. In  June 2013, the Hindi language Wikipedia had received monthly pageviews  of 7.8 million, Tamil language Wikipedia had received 5.2 million  pageviews, among others. So there’s clearly a demand to access  information in local languages.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;That said, while more languages are being added to the list, it  should be seen that the articles in these languages do not contain just  one or two sentences. According to an analysis by &lt;a href="http://shijualex.in/analysis-of-the-indic-language-statistical-report-2012/"&gt;Shijualex.in&lt;/a&gt;, many articles posted under Indian language Wikipedia were under 2kb, indicating that it contained only couple of sentences.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Inaugurating the workshop, Dr Chatterjee said, “We are always sourcing knowledge from Wikipedia. So now it becomes our duty to enrich it by writing articles for Wikipedia.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;He specifically asked Odiya Journalism students to write more in Odia Wikipedia as there is less content in Odia as compared to other Indian languages.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Subhashish Panigrahi, Program Officer, Access to Knowledge, Centre for Internet Society, coordinated the entire event along with members of Odia Wikipedia, Dr Subas Chandra Rout, Mrutyunjaya Kar and Sasanka Sekhar Das. They provided hands-on training about editing, styles and techniques of writing on Wikipedia to the students.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“Anybody can write and edit available articles on Wikipedia,” Panigrahi said while encouraging students to volunteer for Wikipedia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Not only Odiya and English, students were also encouraged to contribute articles in various other Indian languages. Students of both Odiya and English Journalism were present during the day-long workshop.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Odiya Wikipedia team are planning to organise a series of workshop with IIMC, Dhenkanal in coming months.&lt;br /&gt;&lt;br /&gt;&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;CIS-A2K aims to build resources in the field of appropriate rural technologies on Marathi Wikipedia and encourage the participants to contribute and enrich Marathi language on Wikipedia. The workshop besides encouraging participants to develop village articles also focused on:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Introducing Wikipedia as an encyclopaedia for research.&lt;/li&gt;
&lt;li&gt;Promoting Marathi Wikipedia community and use of Marathi on Wikipedia.&lt;/li&gt;
&lt;li&gt;Open interactions within the editors, new as well as old.&lt;/li&gt;
&lt;li&gt;Spreading awareness of Wikipedia as a power digital tool of knowledge.&lt;/li&gt;
&lt;li&gt;Developing articles on gender and environment related issues.&lt;/li&gt;
&lt;/ul&gt;
&lt;p style="text-align: justify; "&gt;The workshop was highly interactive and participants were able to discuss specific problems in content creation and seek appropriate guidance from the trainer conducting the edit-a-thon. Seven articles were created at the workshop:&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;&lt;a class="text external" href="http://granthottejak.org/index.html" rel="nofollow"&gt;Maharashtra Granthottejak Sanstha (MGS)&lt;/a&gt;,a  pioneering organisation working for the preservation of Maharashtra’s  linguistic and cultural heritage. It was founded in Pune, India in 1894.  Being an important archive for the preservation of many hundreds of  years old manuscripts and historical artifacts from the Peshwa era, the  institution is open to public for study and research. In a noble  initiative to celebrate 121st anniversary of MGS, Pune the board members  have decided to re-license 1000 books to free license and to donate  them to CIS-A2K in order to be digitised and uploaded on Marathi  Wikisource project. These books are the single largest content donation  made by an organisation in the history of Marathi Wikimedia projects.  These books when digitised and uploaded will prove to valuable resources  both for researchers and general readers. &lt;a class="text external" href="http://www.mkcl.org/" rel="nofollow"&gt;MKCL (Maharashtra Knowledge Corporation Limited)&lt;/a&gt;,  a reputed organisation is extending manpower support for the scanning  of the books. Till date 2700 books are digitised and 900 books are  uploaded on Internet Archive. Further process of uploading on Wikisource  is to be started. With this view, it was decided to organise this  workshop and include other libraries also, who wish to take up such  project.&lt;/p&gt;

Sambad, a regional language daily newspaper in Odisha, is among the most widely circulated and published newspapers as it is from eight key cities in the state, including the capital city of &lt;a href="https://en.wikipedia.org/wiki/Bhubaneswar"&gt;Bhubaneswar&lt;/a&gt;. The event will be organised in Sambad Bhawan Bhubaneswar with around 15-20 participants from different walks of life.&lt;/p&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;In 2011&lt;a href="https://upload.wikimedia.org/wikipedia/commons/7/76/Editor_Survey_Report_-_April_2011.pdf"&gt;, a survey&lt;/a&gt; carried out by the Wikimedia Foundation found that only 8.5 percent of Wikipedia editors were female. Since then, awareness has risen and many have found the editor demographic imbalance to be a strong reflection of what the encyclopaedia does or does not cover, including how written language and discourse were constructed on the pages and how discussion flows on article talk pages.&lt;/p&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;The aim of this 100 Women Edit-a-thon is to create articles on 100 Women from Odisha, hailing from different fields of work. Mrutyunjaya Kar, Admin, Odia Wikipedia hopes that “through this edit-a-thon, Odia Wiki will get a new batch of female Wikimedians. I hope all the other Indic Wikipedias will replicate this to create and improve articles in their respective languages.” The Women’s Studies department of Utkal University and the archives of the Sambad newspaper are major resources for this edit-a-thon.&lt;/p&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;The program will run for two days with a batch of journalists from Sambad and Eastern Media along with local Wikipedians from the city. Tanaya Patnaik, Director of Eastern Media says, “Odisha and Odias have such rich history and accomplishments, but information regarding the same is limited on the Internet. Wikipedia has emerged as the most popular go-to information site and it is essential that we Odias as a community get together to make our presence felt on the web. We loved the idea of collaborating with Odia Wikipedia for an edit-a-thon aiming at creating 100 Wikipedia articles on Odia women achievers. This would be an incredible learning experience for us.”&lt;/p&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;&lt;span id="docs-internal-guid-7b59b5d4-d898-412a-d7fc-1eb79bd0dfd1"&gt; &lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify;" dir="ltr"&gt;WikiTungi Bhubaneswar, the city based community of Odia Wikipedians is taking the lead in organising the event. The first day of this edit-a-thon is dedicated to introducing Wikipedia and Wikimedia projects to the participants. Participants will also be taught how to create user accounts. The second day of this edit-a-thon is to create or improve articles from the 100 Women list. Tanveer Hasan, Program Manager, CIS-A2K added, “It is vital that Wikimedians take the lead in contributing to a gender sensitive Wikipedia. Edit-a-thons such as these are instrumental in doing so. These events must be carefully nurtured and an effort to follow-up should be made. According to Wikidata, Odia Wikipedia is among the gender balanced Wikipedias in terms of content. &lt;a href="https://meta.wikimedia.org/wiki/User:Ijon/Content_gap"&gt;20.6%&lt;/a&gt; of articles on Odia Wikipedia are related to women. In collaboration with Sambad for this initiative, Odia Wikipedians strive to bridge the gender gap and create an example in this movement.&lt;/p&gt;

    <title>Standing Committee's recommendations are at odds with Access to Knowledge </title>

        &lt;b&gt;The Indian Parliamentary Committee's report weighs on several aspects of the Indian IPR system and issues of protection and enforcement. This blog post summarily notes the observations and recommendations of the Committee on the Copyright Act, 1957 which stand to impact access to knowledge. The primary issue dealt with was the claim that copyright exceptions were affecting the publishing industry and authors. The recommendations include narrowing of copyright exceptions, barring digital storage and copying, promotion of libraries, and adopting the Berne Convention as the benchmark on limitations and exceptions. &lt;/b&gt;
        
&lt;p&gt;Last week, the Rajya Sabha &lt;strong&gt;Parliamentary Standing Committee on Commerce&lt;/strong&gt; (Committee) tabled its &lt;a class="external-link" href="https://rajyasabha.nic.in/rsnew/Committee_site/Committee_File/ReportFile/13/141/161_2021_7_15.pdf"&gt;review of the IPR regime in India&lt;/a&gt;. The Committee had initiated work in October, 2020, and during the process consulted with law firms, industry associations, and government departments.&lt;/p&gt;
&lt;p&gt;The Committee agreed with the contention of the stakeholders that limitations
and exceptions contained in section 52(1) of the Copyright Act, 1957 were
having a detrimental impact on the publishing industry and authors. In addition, the Department of Promotion of Industry and Internal Trade (DPIIT) also presented its “corrective measures” to narrow down section 52(1)(i) of the
Copyright Act – the copyright exception that had been the bone of contention in
the &lt;a class="external-link" href="https://eifl.net/blogs/course-packs-education-ruled-legal-india"&gt;DU photocopying case&lt;/a&gt;. They included 1) permitting only the making of print
copies of literary works which are available in libraries at government-owned
educational institutions, to “avoid any commercial gains from the work of
publishers”; 2) quantitatively restricting the reproduction (in cases of books)
to ten percent of the total number of pages of the book; and alarmingly also 3)
barring the storage of material in the form of scanned or digital formats.&lt;/p&gt;
&lt;div&gt;
The Committee further expressed its concerns about the conflict between
copyright holders and educational institutions caused by section 52(1)
of the Act. Section 52(1) is the provision that contains limitations and exceptions. The Committee suggested that the protection of books and works be
balanced against public accessibility of works at an affordable rate. In its
recommendation, it directed the DPIIT to amend section 52(1) to ‘facilitate’ a
fair and equitable ecosystem of literary culture. The measures suggested are: &lt;br /&gt;&lt;br /&gt;&lt;/div&gt;
&lt;ul&gt;&lt;li&gt;Permitting the copying of works only in government-owned educational institutions and storing it in libraries
for easy access to students; &lt;/li&gt;&lt;li&gt;

Imposing
limitations on unrestricted copying of books and literary works and storage of copied
works in digital formats;&lt;/li&gt;&lt;li&gt;

Promotion of
establishing of community libraries and upgrading existing libraries in the country
for easy access to works of foreign publishers which are exorbitantly priced
and difficult to access;&lt;/li&gt;&lt;li&gt;National
Mission on Library, a venture of Central Government to strengthen the library
system, should be implemented at the earliest;&lt;/li&gt;&lt;li&gt;

DPIIT
to undertake a study of the Berne Convention to inform the copyright regime,
and the Berne Convention should be referred to in matters of limitations and
exceptions in the country.&lt;/li&gt;&lt;/ul&gt;
&lt;div&gt;&amp;nbsp;&lt;/div&gt;
&lt;p&gt;Separately,
the report also makes certain recommendations in respect of registration of
copyright societies and treating internet/ digital streaming platforms as broadcasters
for purposes of section 31D license.&lt;/p&gt;
&lt;p&gt;The recommendations to narrow copyright exceptions and limit digital uses of works are very concerning. It appears that the recommendations shift the financial burden of 
ensuring access to educational material on public libraries, yet at the same 
time, restrict the permissible uses of works in libraries.&lt;/p&gt;
&lt;p&gt;Since
2020, both government and Parliament have conducted separate consultations on
the IPR regime without hearing all stakeholders. In the case of the consultation
exercise initiated by DPIIT, details still have not been made public. In the
Parliament’s case, it is concerning that key stakeholders and beneficiaries on education and research such as institutions, libraries, teachers, researchers etc. have not been consulted. Neither the substantive part nor the minutes discuss any research or evidence on the issues. As &lt;a class="external-link" href="https://www.bloombergquint.com/law-and-policy/a-parliamentary-standing-committee-report-that-challenges-the-fine-balances-within-the-ip-system"&gt;noted &lt;/a&gt;by
Prof. Scaria, this is hardly a balanced exercise and the report is nowhere
close to the level of rigor and depth expected from a Parliamentary Standing
Committee.&lt;/p&gt;
&lt;p&gt;&lt;/p&gt;
