    <title>Fab to Fabless: Understanding the Process of Chip Manufacturing  (Interviews with Semiconductor Industry - Part 2)</title>

        &lt;b&gt;This is the second of a four-part blog series highlighting findings from a small sample of interviews with fabless semiconductor industry professionals in Taiwan. These industry insiders was approached for the intent of understanding expert knowledge on the process of integrated circuit design. This post explores the process of chip manufacturing and the foundry business model. &lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;See &lt;a href="https://cis-india.org/a2k/blogs/interviews-with-semi-conductor-industry-professionals-in-taiwan" class="external-link"&gt;the first blog post here&lt;/a&gt;.&lt;/p&gt;
&lt;hr style="text-align: justify; " /&gt;
&lt;p style="text-align: justify; "&gt;Studies have shown that Taiwan's integrated circuit manufacturing sector have shown spatial and industrial knowledge spillover, resulting in "increased     information diffusion, interaction and communication, innovation, and intellectual capital.".&lt;a name="_ftnref1"&gt;&lt;/a&gt; Market     research company IC Insights found that Taiwanese and Chinese companies represented five of the eight fastest-growing fabless integrated circuit ("IC")     suppliers in 2013.&lt;a name="_ftnref2"&gt;&lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Pervasive Technologies: Access to Knowledge in the Marketplace project is looking at the accessibility of networked communication technologies in the     mass market within the sub-100 dollar range. This has resulted in a narrowing of the research scope to the mobile phone due to the pervasiveness of the mobile for accessing Internet, as understood by exploring the trends in technology usage models as explored in Part I of this blog post series:    &lt;strong&gt;Trends and Changes in Technology (Part I of IV)&lt;/strong&gt;.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The need to understand the full story of the mobile phone production led CIS to Taiwan to understand the beginnings of the manufacturing process - the     development of an integrated chip. The interviewed professionals all represented fabless IC semiconductor design companies which operated via a foundry     business model where the actual fabrication is outsourced.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;According to one expert whose company earned 50% of its revenue from mobile chipsets alone, the process of the mobile phone manufacturing begins at the     fabless design stage, where fabless IC design companies design a chip following consultation with the fabricators to specify the mechanical constraints of     the process (the size of the die, the minimum size of the wiring line, etc.) to ensure design requirements are met, and to negotiate the costs of     production. Another interviewee highlighted that during this design phase, there are three clear goals: 1) Upgrade performance, 2) Reduce cost by     integrating features, and 3) Reduce power consumption.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;These particular companies provided insight to some of the commonly licensed technology that went into a smartphone chipset. This included the central processing unit (CPU) from ARM Holdings, who in 2010 held 95% of the CPU marketshare in smartphone technology,    &lt;a name="_ftnref3"&gt;&lt;/a&gt; and have only increased since then. One of the interviewed companies also uses the graphics processing     unit (GPU) intellectual property from Imagination Technologies, which after Qualcomm had the 2nd largest market share of IP for personal devices in 2013.     Qualcomm who owns the most patents to the 3G standard with over 250 licenses in its CDMA portfolio has made considerable revenue gains thus far, but some analysts predict due to a transition into 4G technology without the same dominant 3G portfolio, they will lose their dominant market position.    &lt;a name="_ftnref4"&gt;&lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Having taken into account these IP into the design process, the design is then sent to fabricators such as the Taiwan Semiconductor Manufacturing Industry     (TSMC) who in 2013 owned at least 50% of the world's global maker share in fabrication,&lt;a name="_ftnref5"&gt;&lt;/a&gt; and others like     the United Microelectronics Corporation (UMC) and Global Foundries). According to the interviewee, the fabrication process requires about 2-3 months.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;This foundry business model is a result of increased efficiency and division of labour. Fabrication plants require large amounts of investments into     manufacturing facilities. According to interviewees, one would have to spend an average of 5-10 billion USD to built a fabrication plant now. Since plants     like TSMC exists, semiconductor industries can now focus on their area of expertise, which is design and customer relationship, and optimize their     synergistic relationship for gains for all.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;One of the recent revolutionary developments which have contributed to low-cost smartphone manufacturing has been the turnkey solution chipset, which     includes the hardware reference design, the printed circuit board, the software, and instructions for how to create a mobile phone. This turnkey solution,     amongst other electronic parts, are sent for white box packaging, then shipped to a distributor like WPG Holdings who are the largest electronics     distributor in Asia.&lt;a name="_ftnref6"&gt;&lt;/a&gt; WPG and others will then distribute these chips and other related products to their     customers, the smartphone manufacturers. This entire production cue takes about 3-4 months.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The turnkey solution as mentioned before vastly contrasts the traditional manufacturing process of a mobile phone, where a chip could be designed, given to     the original equipment manufacturer (OEM) who would then design all the remaining parts. There used to be a very clear division of labour. Now, one     interviewee explained, manufacturers will "buy a turnkey solution, open a factory, take a chassis (case), screw it all together, and sell it. This is     what's driven the demand, and that's what created this low cost-market."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;br /&gt; According to our interviewees, the low-cost production of this turnkey chip solution is the reason how so many of the phones in the sub-$100 dollar market     exist today.&lt;/p&gt;

    <title>Changing Usage Models: Desktops to Ubiquitous Cloud-Based Mobile Computing  (Interviews with Semiconductor Industry - Part 1)</title>

        &lt;b&gt;This is the first of a four-part blog series highlighting findings from a small sample of interviews with fabless semiconductor industry professionals in Taiwan. These industry insiders was approached for the intent of understanding expert knowledge on the process of integrated circuit design. However, the conversations resulted in leanings far beyond that scope. This post explores the trends of personal computing technology, which provides the pretext for the narrowing of the Pervasive Technologies project scope to a focus on the mobile phone. &lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;Since the mid-1990s, the dissemination of information communications technologies (ICTs) has been hailed as the solution to bridging the digital divide.     This rationale led to a multitude of programs, including One Laptop per Child, the Aakash tablet, and most recently, Modi's 'Digital India' campaign, to     ensure all Indians have a mobile phone by the year 2019.&lt;a name="_ftnref1"&gt;&lt;/a&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Pervasive Technologies project looking at Access to Knowledge has come to understand that mobile phone technology have become ubiquitous&lt;a name="_ftnref2"&gt;&lt;/a&gt;, with 79% of internet users accessing the internet through mobiles in 2014.    &lt;a name="_ftnref3"&gt;&lt;/a&gt; Particularly for low-income consumers, those who do not have access to computing rely on their mobile     phones for accessing tools ranging from the common email, text messaging, calling; and the more advanced and revolutionary - mobile banking (e.g. m-PESA),     crowd-sourced environmental protection (e.g. SpillMap), and more.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The evolution to the ubiquity of mobile technology was a valuable learning gained from recent interviews in Taiwan with professionals from the fabless     semiconductor chip design industry. A senior executive with over 20 years experience in the field provided some insight to trends/changes in personal     computing technology upon inquiring about the recent trends and changes within the industry.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;One significant change that has been occurring is the usage model of consumers. Desktops and even laptops are not fully mobile since they cannot be used in     one's hands. As broadband have become more pervasive, smartphones and tablets have resulted in new usage models where computing can be done virtually     anywhere. People now tend to vale this more than the desktop experience.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The 'cloud' has also changed computing because the performance requirements for PC processors and other technologies no longer have to be as advanced. In     addition, there has been a big shift from desktop content creation to mobile computing. This has mostly been catered towards content consumption (e.g.     accessing email, viewing photos, using social media, etc.).&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;As a result of changing usage models and cloud competing, there has been a general industry shift away from computers. The PC market has slowed down, and     the smartphone and tablet markets have exploded. They are generally cheeper, don't have as many bugs, and are much more convenient. Previously, the big names were desktop providers HP, and Dell; but now    &lt;strong&gt;"there's less sex appeal around it… we're not excited by it.. it's the smartphone that's very exciting"&lt;/strong&gt;. The tech revolution has brought     to light exciting smartphone brands like HTC, Samsung, Google and Apple.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In addition to big name smartphone brands, smaller, low-cost manufacturers like Xiaomi are developing a new business model through service, or application     shopping. Prices of smartphones are continuing to decrease, so manufacturers using this model are looking to sell their hardware with smaller margins, and     profit mainly through software. According to Digi-Capital, an investment bank for mobile apps and games, by 2017, mobile apps could reach $70 billion in     annual revenue.&lt;a name="_ftnref4"&gt;&lt;/a&gt; Thus, greater affordability for the physical devices are naturally occurring within the     market due to changing business models.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Accessibility of mobile phones through decreased costs are also supplemented by the trend of technology becoming much more open in the past 10-20 years.     "One of the biggest challenges in the last 10 years is that you've got open source, you've got open hardware…things like the maker movement….", including     Arduino, Linux, and others. There is a general market trend of consumers wanting to know more about their products.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, one interviewee believed it was still much too closed, likening today's lack of openness to selling a vacuum cleaner without the user guide     explaining how it works.     &lt;strong&gt; "It's basically the same as buying a Hoover for home, and you don't get the user manual. How am I supposed to change the bag inside? They're not going         to tell you." &lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;strong&gt; &lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;When asked if this demand for more openness will change the industry, he responded:     &lt;strong&gt; "There is a demand, there is a lot of demand, but very little supply. There is demand from the outside, and those within the company. We have to         convince our departments to be more open. We have to convince the engineers. It's a lot like convincing politicians, there is no immediate reward." &lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;strong&gt; &lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Given these trends, it was of one interviewees' belief that increased accessibility of technology through both decreased cost and increased availability may not necessarily lie in the legal environment or the policy sphere, but rather requires patience for the industry to adapt to a changing marketplace.    &lt;a name="_ftnref5"&gt;&lt;/a&gt; &lt;br /&gt; &lt;br /&gt; Understanding the modes and mediums which information, culture, and ultimately &lt;i&gt;knowledge &lt;/i&gt;is accessed is fundamental to the Pervasive Technologies     research as an Access to Knowledge issue. Thus, getting a grasp on technological trends, and being able to predict upcoming business models was a very     valuable learning.&lt;/p&gt;

She was trained as a data and business analyst in &lt;a class="external-link" href="http://www.mu-sigma.com/"&gt;Mu Sigma Business Solutions Pvt. Ltd.&lt;/a&gt; and worked there for six months before joining Jhatkaa as a campaigner. Currently she works as a campaigner and is setting up the mobile platform for Jhatkaa.&lt;/p&gt;

&lt;h3&gt;Why CIS-A2K is conducting this Program?&lt;/h3&gt;
&lt;p&gt;Based on an internal needs assessment exercise undertaken by CIS-A2K, it has been realized that:&lt;/p&gt;
&lt;ul&gt;
&lt;li style="text-align: justify; "&gt;bulk of the Indian population does not know about the existence of Indic Wikipedias and sister projects.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;there is a lot of potential to do outreach in India but it is  hampered by community member's lack of time, lack of availability of  support material and/or ability to do outreach.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;though many Indic Wikipedia community members have desire to  undertake offline outreach they seldom receive support and guidance.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;there is a need to further build the capacity of interested community members to conduct effective outreach sessions.&lt;/li&gt;
&lt;/ul&gt;
&lt;p style="text-align: justify; "&gt;Thus through this program, the CIS-A2K programme wants to support and  enable community members who are interested to conduct Wikipedia  outreach sessions in their own cities/languages and to spread the word  about the Indic Wikipedias.&lt;/p&gt;
&lt;h3&gt;Overview of the programme&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;CIS-A2K is organising a 4 day Train the Trainer Program in Bangalore. The program will include:&lt;/p&gt;
&lt;ul&gt;
&lt;li style="text-align: justify; "&gt;3 day sessions with interactive training run by professional  consultants on how to conduct outreach in an effective manner – training  on presentation skills, audience engagement, public speaking etc. It  will include mock presentations, with video recording for feedback.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;4th day will be a field trip aiming to train the participants on how  to organise an effective photothon; in addition, participants will also  add pictures from the field trip to Wikimedia Commons for enhancing and  improving articles on Indian language Wikipedias.&lt;/li&gt;
&lt;/ul&gt;
&lt;h3&gt;Selection Criterion&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;CIS-A2K will conduct this program for approximately 20-25 interested  community members from different Indian language communities. We want to  make sure that there is equal participation from each language  community. The CIS-A2K will use below mentioned parameters for selecting  candidates.&lt;/p&gt;
&lt;ol&gt;
&lt;li style="text-align: justify; "&gt;CIS-A2K's evaluation of &lt;a class="text external" href="https://docs.google.com/forms/d/1le9y8P4ojQTLvOm-L2vikfYUnpF_pfLhOTquPAnK7tU/viewform" rel="nofollow"&gt;Train the Trainer Program Application Form&lt;/a&gt;.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Motivation of the candidate to be a part of the program.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;The applicant should have made minimum 200 edits on their respective Indian language Wikipedia.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;The applicant should have created at least 5 new articles of start  class (as defined by their language community) on their respective  Indian language Wikipedia.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;The applicant should have conducted at least 1 outreach session  before the end of application date and shared the report with the  community (via mailing list, village pump, event page, etc.)&lt;/li&gt;
&lt;/ol&gt;
&lt;h3&gt;Candidates' Deliverable&lt;/h3&gt;
&lt;p&gt;There are certain deliverables that CIS-A2K expects out of selected candidates. These are:&lt;/p&gt;

&lt;li style="text-align: justify; "&gt;Take lead in translating outreach documents (including  presentations, banners, FAQs, handouts) in their respective language and  share it with their respective communities.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Organise at least 2 outreach sessions per month in their respective  cities, for a minimum of 6 continuous months and share the report with  the community (via mailing list, village pump, event page, etc.).&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Take lead in organising at least 1 community meet up in their  respective cities, where they would give a small talk/presentation about  their experience in the Train the Trainer Program and share ideas and  tips they picked from the program with their language community members.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Write a 1500-word report sharing their Train the Trainer Program  experience with large emphasis on their learnings and take-aways to be  shared with all Indian communities.&lt;/li&gt;

        &lt;p style="text-align: justify; "&gt;&lt;b&gt;Note to Participant:&lt;/b&gt;&lt;br /&gt;As you may know, Wikipedia is an online encyclopedia, and is the 5th most-visited website in the world! It's completely free to use and re-use, it has no advertising, and is available in more than 286 different languages - including 20+ Indian languages. Wikipedia articles are written by ordinary people who volunteer to share their knowledge with the world.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;What students gain from Wikipedia editing&lt;/b&gt;:&lt;br /&gt;It improves &lt;b&gt;writing skills&lt;/b&gt;. Wikipedia provides students a platform to hone their writing skills. Writing on Wikipedia enhances &lt;b&gt;critical thinking&lt;/b&gt; and the ability&lt;b&gt; to &lt;/b&gt;see all sides of a story. Students will find this incredibility useful in both their personal and professional lives while evaluating the pros and cons of different situations, projects, assignments etc. Wikipedia editing also strengthens &lt;b&gt;research skills&lt;/b&gt;. A Wikipedia editor has to provide credible references by looking up books, journals and online materials. Writing on Wikipedia is good practice for those who will also work on a thesis or a research project.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Your articles will be read by thousands of people across the globe&lt;/b&gt;. If you edit a Wikipedia article, it is there *forever* and the audience can be any number from the 500 million who read Wikipedia every month!&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;It teaches students how to collaborate!&lt;/b&gt; Editing Wikipedia is magical. You add some content and someone from some other part of the class or school or town or country or somewhere else in the world adds a little bit more and makes the contribution that much better. Wikipedia helps one learn how to work productively with other people, even those you don’t know and may never actually meet.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Social networking site Orkut may have lost its lustre but digging through its remnants throws up a group called Aamchigele Bindaas Community (ABC). It was started to bring together Konkani-speaking people across the world.&lt;br /&gt;&lt;br /&gt;The group is now active on Facebook under the name Broad Minded Konkanis (BMK), where people post queries about Konkani words and phrases. "This group has helped members understand the language to a great extent,” says Rajanikanth Shenoy Kudpi, founder and one of the administrators of the 160-member group. BMK has members from Saraswat, Catholic Christian, Bunt, Navayat Muslim, Jain and other communities, who speak Konkani.&lt;br /&gt;&lt;br /&gt;“Konkani as a language will definitely be rejuvenated if contemporaries and scholars put in consistent efforts,” says Kudpi.&lt;br /&gt;&lt;br /&gt;One such effort was a recent four-day workshop organised by the Centre for Internet and Society (CIS) and Access to Knowledge (A2K) for the students of Goa University and St.Xavier’s College. “We want to strengthen the Konkani Wikipedia,” says Nitika Tandon, programme manager, CIS-A2K.&lt;br /&gt;&lt;br /&gt;Tandon quotes the Census Department of India 2001 figures that puts Konkani speakers at 24 lakh but adds that limited documentation is available online.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, opinion is divided over the language's fate. “I don’t think  it's dying,” says Roshan Pai, founder, savemylanguage.org. Pai started  the website, a Konkani dictionary that documents the language spoken by  the GSB community in and around Mangalore, in 2005.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The site is dependent on volunteer contributions — people send in  meanings of various words that are validated by others, who also put in  different uses or meanings of the words. All the 17,528 words collected  (belonging to GSB dialects in Mangalore, Goa, Kerala and Cochin) are  stored online.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;One of the major factors behind people talking about saving a language  has to do with its links to culture. “It is the essence of life and  contains a lot of information that has been passed on through the  generations,” says Gurudath Baliga, assistant director at World Konkani  Centre, Mangalore.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The centre works towards preserving the language by empowering the  community that speaks it through tech-related grassroot activities,  documenting folklore, appointing teachers in different schools and  publishing books. The centre is now working on Konkanverter.com, an in,  catholic Christian, ter script translator, and World Konkani Archives,  that will serve as a repository for all data and text. With such  initiatives, the language is in safe hands.&lt;/p&gt;

&lt;p class="body" style="text-align: justify; "&gt;The Goa University has re-launched a four-volume Konkani Vishwakosh  (Konkani encyclopaedia) and announced its plan to upload the same on  Wikipedia so as to build the Konkani Wikipedia.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;The project is seen as a major stride in Konkani learning, research and  production of books. The project, which will involve 42 students of the  Konkani Department of Goa University including four designated as  Ambassadors of Konkani, will turn students into producers of knowledge  rather than mere consumers of knowledge. The University has signed a  three-year memorandum of understanding (MoU) with the Centre for  Internet and Society (CIS) for building up the Konkani Wikipedia.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;“Wikipedia is a global phenomenon and a platform to bring people  together for making creative activities possible, which in fact, has  challenged the monopoly of publishers and created a movement in order to  put together knowledge, further making it accessible to public,” said  Satish Shetye, Vice-Chancellor of Goa University, speaking at the launch  of the project.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Narrating how the project began, Registrar of Goa University V. P. Kamat  explained that Mr. Satish Shetye, who took over as Vice-Chancellor over  a year ago, happened to notice the huge piles of hardbound volumes of  the Konkani encyclopaedia stacked in the Goa University library and  wished to digitise the manuscripts and re-launch the encyclopaedia. The  idea to upload the whole content on Wikipedia was thus born.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;The work for the Konkani encyclopaedia project was commissioned during  the tenure of the first Vice-Chancellor B. Sheik Ali. The project was  seen as a historical step to document the identity of the State and its  people and the history of Goa for posterity. University insiders,  however, said that no serious efforts were made to take the invaluable  research work undertaken beyond the University. Secondly, because of the  lack of human resource and funds, no initiative was taken so far to  update these volumes.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;&lt;b&gt;Initiative&lt;/b&gt;&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Prof. Shetye took a proactive initiative and tied up with Access to  Knowledge Programme of the CIS. The four volumes of the 3,632 page  Konkani encyclopaedia are being released under Creative Commons License  CC-BY-SA 3.0 to support the movement of open knowledge and open access.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Programme Director at CIS’s Access to Knowledge Programme Vishnu Vardhan  said that the process of uploading the four volumes of Konkani  encyclopa edia on Wikipedia would be completed in six months’ time. He  also stressed on the need to rewrite some of the articles in the  encyclopaedia so as to make the content more relevant.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Students of the University involved in digitisation work and rewriting  the content see this as an opportunity to learn about digitisation and  to write Konkani of global standard, said Madhavi Sardesai, Professor,  Department of Konkani at the University. Mr. Vardhan also disclosed  plans for a relevant training programme specially co-designed by the CIS  as well as the University to put up the content on Wikipedia.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;He said that the Goa University is the first in the country to  re-license copyright of its content and hailed the initiative towards  open knowledge. Though the MoU signed last month would be initially  valid for three years, Mr. Vardhan is optimistic that it would go beyond  the launch of the Vishwakosh volumes.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Mr. Halarnkar, associated with the Konkani literary movement, who was  present at the launch as the editor of the original volumes, welcomed  the process of digitisation as relevant, historical and need of the  hour. However, he stressed on supervision over the accuracy and  accountability while digitising original data and regular updating of  the content in the context of the Konkani language, its history and  movement.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;As part of this partnership, Goa University will be uploading the  four volumes of Konkani encyclopedia and the Konkani wikipedia is  expected to be available in six months. It appears that the partnership  with CIS India includes processes such as scanning, digitization, and  creating articles as per requirement of Wikipedia. CIS India has also &lt;a href="https://docs.google.com/forms/d/1dI4Mx2QhUDO4gzPqr_h4EytVj3YdSvaX0H90cGgjp0o/viewform"&gt;called out for volunteers&lt;/a&gt; for a period of three months to help them digitizing the Konkani encyclopedia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;This is quite notable since most of the development in digitizing  documents in Indian language did not include Konkani language, which is  spoken in western coast of India. Besides, since the university will  upload the Konkani encyclopedia on Wikipedia, it will allow users to  search through texts. Most of the digitization projects just scan the  books and upload the pages in image format, which makes it difficult to  search or perform any kind of data related query.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Last year in May, Wikipedians were &lt;a href="http://www.medianama.com/2012/05/223-wikipedians-digitizing-out-of-copyright-text-in-eight-indian-languages/" target="_blank"&gt;digitizing&lt;/a&gt; Indian language, out-of-copyright texts online, trying to address the  comparative paucity of Indic language texts online. Wikisource is a  repository of documents and archived material that serves as a reference  source for Wikipedia, and a means of improving access to information  sources. &lt;p style="text-align: justify; "&gt;Wikipedia had &lt;a href="http://www.medianama.com/2011/12/223-wikipedia-indic-language-stats-43-5-million-pageviews-in-oct-2011-131-mobile-growth-yoy/" target="_blank"&gt;recorded&lt;/a&gt; 43.5 million pageviews in Indian language wikis, as of October 2011. In  June 2013, the Hindi language Wikipedia had received monthly pageviews  of 7.8 million, Tamil language Wikipedia had received 5.2 million  pageviews, among others. So there’s clearly a demand to access  information in local languages.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;That said, while more languages are being added to the list, it  should be seen that the articles in these languages do not contain just  one or two sentences. According to an analysis by &lt;a href="http://shijualex.in/analysis-of-the-indic-language-statistical-report-2012/"&gt;Shijualex.in&lt;/a&gt;, many articles posted under Indian language Wikipedia were under 2kb, indicating that it contained only couple of sentences.&lt;/p&gt;
