Este post es de Rising Voices, un proyecto de Global Voices que ayuda a difundir los medios ciudadanos en lugares que normalmente no tienen acceso a ellos.

The following is a Spanish version of the news that was already published in English on Rising Voices. The Russian version can be read here.

We are happy to share with you the ninth issue of the Centre for Internet and Society (CIS) newsletter (September 2015). It has been a significant month for public debates on the digital future of governance, citizenship, and economy in India, led by conversations around the draft National Encryption Policy, the Aadhaar number as a basis for provision of welfare services, the investigation of Google for potential abuse of market dominance by the Competition Commission of India, and the Guidelines for Examination of Computer Related Inventions released by the Indian Patents Office. We were busy engaging with these issues, and more.

The past editions of the newsletter can be accessed at http://cis-india.org/about/newsletters.

Sumandro Chattapadhyay, Research Director

Internet Researchers' Conference (IRC) 2016 - Studying Internet in India
With great excitement, we are announcing the beginning of an annual conference series titled Internet Researchers' Conference (IRC), the first edition of which is to take place in Delhi during February 25-27, 2016 (yet to be confirmed). We invite you to propose sessions for the conference by Sunday, November 15, 2015.

During the month, NVDA team organized training programmes for the visually impaired at Kullu, Bangalore and Ranchi.

Recently, the Indian Patents Office released the Guidelines for Examination of Computer Related Inventions (“2015 Guidelines/ Guidelines”) in an attempt to clarify examination of software related patents in India. Anubha Sinha analysed the 2015 Guidelines. Read on to understand how the new guidelines will potentially lead to an increase in software patenting activity by expanding the scope of patentable subject matter – in negation of the legislative intent of section 3(k) of the Indian Patents Act, 1970.

As a part of its content donation initiative, CIS has brought Nadustunna Charithra magazine under CC BY SA licence.
CIS sought information from ICANN on their revenue streams by sending them a second request under their Documentary Information Disclosure Policy. This request and their response have been described in a blog post by Aditya Garg.

CIS has submitted a joint proposal with DataMeet and Oorvani for the Knight News Challenge 2015. We are proposing the development of "an application for users to search for locally-relevant data, discuss missing data, demand data, explore and respond to data demands by others, and start data crowd-sourcing exercises."

CIS made its submission on CCWG-Accountability 2nd Draft Proposal on Work Stream 1 Recommendations to ICANN's CCWG-Accountability.

Pranesh Prakash, on behalf of CIS, submitted comments to the Department of Telecom Panel’s report on net neutrality via MyGov. Prakash states that the report displays a far better understanding of the underlying issues than the TRAI consultation paper did, and is overall a good effort at balancing the different sides.

Shyam Ponappa’s monthly column titled More on Those Dropped Calls was published by Business Standard.

Openness

The advent of the Internet has radically redefined what it means to be open and collaborative. The Internet itself is built upon open standards and free/libre/open source software. Our work in the Openness programme focuses on open data, especially open government data, open access, open education resources, open knowledge in Indic languages, open media, and open technologies and standards - hardware and software. We approach openness as a cross-cutting principle for knowledge production and distribution, and not as a thing-in-itself.

The final version of the Charter document has been launched at the United Nation General Assembly meeting, on September 27.

Odia Wikisource to Celebrate Its First Anniversary in Bhubaneswar

Odia Wikisource, a sister project of Odia Wikipedia and a free online Odia-language library is celebrating its first anniversary in Bhubaneswar tomorrow i.e., 25th October, 2015.

The blog post was originally published by Mybhubaneswar.com on October 24, 2015.

Available online at or.wikisource.org, the project finally went live in last year on October 20 after being incubated over two years.

In a nutshell, it not just provides free and open access to readers to access text that are out of copyright or available under free license, but also allows them to contribute in either digitizing copyright-free text or correcting mistakes made by others.

All the contributors to the project are volunteers and are fondly called “uikiali” in Odia. These volunteers follow certain guidelines to check through the content digitized by others to make sure there is no copyrighted text posing copyright violation, correct typos and other grammatical mistakes and incorrect attribution.

Authors and copyright holders are also encouraged to provide permission in re-licensing their work under free licenses like CC-BY/CC-by-SA licenses so that some of their content becomes available online and fill the large gap of the Odia books online to some extent.

Last year, the Wikimedia community in Odisha did a remarkable job in bringing as many as 141 books from multiple authors relicensed under the above mentioned licenses where we, the Centre for Internet and Society’s Access To Knowledge program, as an institution, could play a role in reaching out to many authors and convincing them for a small contribution to the society.

Pankajmala Sarangi, the most active contributor to the project elaborated saying, there is a great dearth of Odia books online. I try to buy some time from personal and office time to continue my contribution. After all, I started from an all-time Odia classic “Cha’mana Athaguntha” by Fakir Mohan Senapati”.

“The Odia language classics could now be read from phones, tablets and of course from computers”

Many important books that are out of copyright are making their appearance on the Odia Wikisource. “Wikisource is different than Wikipedia as the former is published writing republished online whereas on Wikipedia it is more of aggregating information published elsewhere in an encyclopaedic manner”, says Dr. Subas Chandra Rout, a long time Wikimedian.

Odia Wikisource’s administrator Mrutyunjaya Kar welcomes everyone taking interest in Odia library movement in particular and Odia language in general to join this event that is being held at the Institute on Management of Agricultural Extension (IMAGE), Siripura, Bhubaneswar at 5 pm tomorrow.

May 2015 Bulletin

Newsletter for the month of May can be accessed below.

Editor’s Note: After seven years of having used Inigo Tech headed by Khairil Yousuf for its email server, CIS shifted recently to Greenhost Projects, founded in 2001 by Mart van Santen and Sacha van Geffen. Greenhost offers a fresh approach to ICT and sustainability and also supports various projects in the fields of education, culture and journalism. While being grateful to Inigo Tech for providing secure services over the years, CIS takes this opportunity to welcome Greenhost on board. During this migration there was a total disruption of service and CIS couldn’t send its monthly bulletins earlier. CIS further apologises for the delay in the June newsletter which will also be sent shortly. From July onwards we will be back on track.

-------------------------------
Highlights
-------------------------------

G3ict and CIS jointly researched and published a report titled Inclusive Financial Services - Global Trends in Accessibility Requirements. The research paper comprises a Foreword and Introduction, four chapters — Barriers to Access for Persons with Disabilities and Diverse Abilities, International Framework, Integrating Accessibility into the System, and State of Practice - Impact of the Convention on Inclusive Finance and Accessibility Efforts around the Globe. Pina D’ Intino from Scotiabank and Mohan Tanksale of Indian Banks Association were also contributors to the report.

During the month NVDA team conducted training in basic computing with use of NVDA and eSpeak in Assamese and Tamil. NVDA team also conducted a 30 Days Summer Course on Basic Computer Competencies and Language Proficiency.

CIS has prepared an analysis of the commonalities in big-ticket patent infringement lawsuits pertaining to mobile devices.

The first public draft of the International Open Data Charter was released at the International Open Data Conference in Ottawa in May. CIS had contributed comments to a previous version of the draft, and also took part in the pre-release meeting of potential stewards of the Charter on May 26 in Ottawa.

The Fibreculture Journal has accepted an abstract from Sumandro Chattapadhyay for its upcoming issue on 'Computing the City.' The paper titled Mathematisation of the Urban and not Urbanisation of Mathematics: Smart Cities and the Primitive Accumulation of Data proposes that production, circulation, and ownership of data must be considered as a central problematique in the discussions of smart cities.

An abstract for a proposed chapter on 'making' in the humanities has been accepted for publication in a volume titled 'Making Humanities Matter'. This is part of a new book series titled 'Debates in the Digital Humanities 2015' to be published by University of Minnesota Press.

Chinmayi Arun has authored a research paper titled Paper-thin Safeguards and Mass Surveillance in India that tells readers of Indian government’s new mass surveillance systems and the threats it has on right to privacy.

The Telecom Regulatory Authority of India (TRAI), in March 2015 invited comments on its Consultation Paper for the regulation of over-the-top (OTT) services. In an unprecedented wave of public participation, TRAI received over a million e-mails in support of net neutrality. CIS has prepared a note which sets out the law in relation to the unauthorized disclosure of personal information.

Shyam Ponappa’s op-ed titled Stranded Capacities and Greater Expectations in the Business Standard on May 6 highlights India’s infrastructure problems.

► Vacancies at CIS

CIS is seeking applications for:

Intern (Pervasive Technologies Project)

Interns (Other Projects) for its offices in Bangalore and Delhi.

----------------------------------------------
Accessibility and Inclusion
----------------------------------------------
Under a grant from the Hans Foundation we are doing two projects. The first project is on creating a national resource kit of state-wise laws, policies and programmes on issues relating to persons with disabilities in India.
How to do GuerillaGLAM

A proposal titled How to do GuerrillaGLAM" that I had submitted for the Wikimania 2015 has been accepted. I will be presenting this on July 18.

See the details on Wikipedia page. Click to view the programme schedule.

Submission no. 5008

Title of the submission

How to do GuerillaGLAM

Type of submission (discussion, hot seat, panel, presentation, tutorial, workshop)

Presentation

Author of the submission

Subhashish Panigrahi

E-mail address

psubhashishgmail.com

Username

psubhashish

Country of origin

India

Affiliation, if any (organisation, company etc.)

Centre for Internet and Society, Bengaluru, India

Personal homepage or blog

psubhashish.com

Abstract

Building partnership with GLAM institutions is a great way of funneling the cultural content acquisition and bringing open access to such valuable data. But it is not that easy given the complications each country has in terms of formal agreement, organizational framework, etc. This presentation will detail about the learning curve of institutional partnership building, leveraging personal contacts in small scale GLAM projects and bringing in several indie-projects to cut implication cost, and execute low-cost models.

During this presentation I will present two case studies of contrasting nature: India's first GLAM project at the National Crafts Museum, New Delhi, and various small-scale collaborative projects. Where the first one would have learning from the six months long project, the second one will draw inspirations from many initiatives that have really no cost or low cost implication and less implementation time involved. At times, institutional collaborations become liabilities and labor intensive with low Return on Investment. Training staff and implementing GLAM projects are not always easy and retaining contributors is a challenge. Alternatively GuerrillaGLAM could be thought of when having a Wikimedian-in-Residence is not feasible. This presentation will be useful for those who can mobilize a small team of volunteers equipped with digital camera, access to local cultural institutions and some level of expertise of curating data. Making documentaries and building narratives based on acquired content to creating learning resources and promotional materials will be another aspect of this presentation. building partnerships with many federal or private institutions also needs sustained long-term engagement and volunteer time is not always enough to devote for a long term GLAM project. This presentation will detail about going the guerrilla way to acquire data from GLAM institutions. This will involve low cost models, leveraging various factors, and getting the most out from cultural institutions where collaboration and long term engagement has high cost and time implications.

Track

GLAM Outreach

Length of session (if other than 30 minutes, specify how long)

30 minutes

Will you attend Wikimania if your submission is not accepted?

Yes

Slides or further information (optional)

Special requests

Odisha Day 2014 was celebrated on March 29, 2014. Brokenscooter.com has published a report of the event in its website.

The Odia Wikimedia community celebrated “Odisha Day” on 29th March at Jayadev Bhawan. Inaugurating this event, eminent linguist Padmashree Dr. Debiprasanna Pattanayak said, ‘Collaborative effort and open access to knowledge repositories will enrich our language an culture’. He also discussed about the efforts being laid for bringing Odia language as the sixth Indian classical language. Majority of the Odia publications are not available on the internet and readers are devoid of easily accessible. He discussed about the process of digitization for preserving valuable books that are out of print and the old palm leaf manuscripts.

Odia Wikipedia has been trying to popularize use of Odia language in the Internet since 2002. Available at or.wikipedia.org it is now 6000 articles rich and growing. More than 470,000 visitors visit Odia Wikipedia every month which also gives it the status of the largest Odia encyclopedia on the Internet. To enrich the online encyclopedia and getting more books digitized, Wikipedians organized a two day event at Jayadev Bhawan. Along with Dr. Debiprasanna Pattanayak, Professor Udayanath Sahu, The Odisha Review’s editor Dr. Lenin Mohanty, Odisha Bhaskar’s editor Pradosh Pattnaik, language researcher Subrat Prusty, Kalinga Institute of Social Science (KISS)’s principal Dr. Madan Mohan Sahu, Manik-Biswanath Smrutinyasa’s chairman Allhadmohini Mohanty along with the trust’s secretary Brajamohan Patnaik and senior members Sarojkanta Choudhury and Shisira Ranjan Dash.

11 books of eminent Odia writer Dr. Jagannath Mohanty were released in Creative Commons 3.0 license that will allow anyone to reuse and even make commercial use of the content with attribution. KISS will be digitizing these books by training their students. Allhadmohini Mohanty formally gave written permission to Odia Wikimedia community for releasing and digitizing these books. Dr. Debiprasanna Pattanayak and Subrat Prusty from the Institute of Odia Studies and Research also fomally released three books in Creative Commons licenses: Two Odia ones-”Bhasa O Jatiyata” and “Jati, Jagruti O Pragati” and an English book “Classical Odia”. Guests released a DVD containing a new Odia Unicode free font, “Odia OT Jagannatha” designed by Sujata Patel from OdiaLanguage.com, a new Odia input tool, free softwares and offline Wikipedia. It was declared that the Odia WikiSource project will be active soon and would be available at wikisource.org.

Odia Wikipedia administrator Mrutyunjaya Kar gave the inaugural speech and hosted the event. Subhashish Panigrahi from the Centre for Internet and Society read the annual report and shared the vision for the Wikimedia movement. Active Odia Wikipedians Ansuman Giri, Diptiman Panigrahi, Dr. Subas Chandra Rout, Jnanaranjan Sahu, Sasanka Dash, Aditya Mahar and Srikant Kedia coordinated the event.

Wikipedia writes a new script

Wikipedia is available in over 30 Indian languages. Add Konkani to that list. The Centre for Internet and Society has just completed a programme of training students to write for Konkani Wikipedia.

The article was published in the Goan on August 24, 2013.

They sat listening to Subhashish Panigrahi, learning how to seamlessly flow from English to Konkani. Panigrahi walked around the room, 40 sets of eyes and ears followed him eagerly, latching on to his every word. Then the team moved into a small conference room at the new Central Library, where they sat down to work on a few articles in Konkani. The reason: Because Wikipedia has a new language – Konkani.

When on February 4, 1987, Konkani in Devnagri script was declared the official language of Goa according to the Goa Daman and Diu Official Language Act, 1987, little did the officials know that one day, one of the largest web-based encyclopaedias would want the encyclopaedia to be available also in Konkani for the 30, 00000 or so Konkani language speakers over the world.

Wikipedia, a multi-lingual, web-based, free content encyclopaedia is available in over 30 Indian languages and several languages of other nations. The project to begin a Konkani Wikipedia began in 2006. “Sadly, even after seven years of inception, Konkani Wikipedia has only 90 articles,” says Nitika Tandon, of the CIS-A2K (Centre for Internet & Society, Access to Knowledge) team. The CIS is a movement for open access to web-based information. “Rather than being open receivers of knowledge, we want people to be active producers of knowledge,” she adds. The CIS has selected five Indian languages to uplift and Konkani is one of them.

Carlos Fernandes, the Curator of the Central Library said, “We supported it because this will maintain the culture and develop the language using technology. Articles in Konkani language will be available to people all over the world and thus should one want to research something in Konkani, his search will not be limited to the books of the library.” Another project by the CIS team to make Konkani more well-known is digitising the 4-volume Konkani encyclopaedia published by the Goa University. “This encyclopaedia will be uploaded by this team and will be available under the creative commons licence,” says Dr Gopakumar, the university Librarian.

The programme covered aspects like how Wikipedia works, how to edit articles, how to type in Devnagri, how to create a new article, etc. “We are learning how to about editing and writing in Wikipedia. The 40 students are of MA part 2, and the group is divided into two. The first 20 will work on the first two days and the others will work on the last two,” says Fr Luis Xavier Gomes who is doing his MA in Konkani at Goa University. Fr Gomes will be writing on Konkani tiatr and Konkani cantar after having researched and referenced about the same.

Open source effort gives indigenous language an official typeface

Santali, an aboriginal South Asian language, has a brand new freely licensed font and set of cross-platform open source input tools on the way.

The article was published by Opensource.com on July 8, 2016.

More than 6.2 million people in four South Asian countries (India, Bangladesh, Nepal, and Bhutan) speak Santali. In India, it is one of the 22 major languages as mentioned in the eighth schedule of the Indian constitution. However, Santali is not the official language in regions where it is largely spoken, nor is it widely taught in schools. A large segment of the native speakers are socially and economically disadvantaged, which doesn't help either.

When it comes to mainstream media and the Internet, use of the native Santali alphabet, Ol Chiki, is limited. Right now there exists no single, fully Unicode-compliant website with Santali content. The Indian government's Ministry of Tribal Affairs, which is set up for the development of many aboriginal groups in the country, does not have its web portal in Santali or any other indigenous language. However, the government announced last year that it would make native Indian language input mandatory in mobile phones.

The need for a typeface, especially in a universal encoding standard like Unicode, became apparent during a three-month digitization project on Odia Wikisource, an Odia-language online library and sister project of Wikipedia. Many of the students who were part of the digitization project were native speakers. The students shared how they couldn't opt for education in their own language, thus affecting their knowledge and understanding of the written language.

The question whether digital activism can help revive indigenous languages was discussed at the 2015 Global Voices Citizen Media Summit in Cebu City, Philippines. After the event, a pilot project was started within the Center for Internet and Society's Access to Knowledge program to create a freely licensed font and input methods so that anyone can easily type in their native language.

The typeface family was designed by type designer Pooja Saxena and went through several rounds of review by language experts. However, the typeface is still one step away from reality. Because of this, two input methods will be made available along with the typeface; Sarjom Baha, a phonetic input method so that every common user can easily type the they pronounce the words, and InScript, a keyboard layout standard for Indian scripts. Even though the original plan was to create a editor community to contribute to the Santali Wikipedia and bring it live from Incubator, outputs will just be distributed for the users to use them.

The input method will also be available on Mediawiki so that the input methods will be available on Wikipedia and all its sister projects. Hopefully in the future, a group of contributors will use the tools, contribute, and bring the Santali Wikipedia live!

Digital Futures of Indian Languages - Notes from the Consultation

A consultation on 'digital futures of Indian languages' was held at the CIS office in Bangalore on December 12, 2015, to generate ideas and structure the Indian languages focus area of the CSCS Digital Innovation Fund (CDIF). It was led by Dr. Tejaswini Niranjana, Centre for the Study of Culture and Society (CSCS), and Tanveer Hasan, A2K programme at CIS; and was supported by CDIF. Here are the notes from the Consultation.

The group that gathered at CIS on Dec 12, 2016, brought a wealth of digital Indian language experience to the meeting, including database creation, working to develop wikimedia, TEI initiatives, digital glossary creation, localisation and standardisation, development of open platforms and content management systems for teaching-learning, font development, and optical character recognition (OCR).

There was a detailed discussion of existing digital projects in Indian languages, and presentation of a few new ideas for development of applications that would strengthen digital infrastructure for research and teaching in social sciences and humanities. Among the proposed ideas were:

concept-clustering tool for multiple language comparisons,

semantic mapping tool or data visualisation tool that connects concepts to exisiting wikipedia entries,

online interactive bank of questions, to convert learnables into material that can be grasped conceptually,

annotation tool that aggregates tagged material across databases, eg. Shodhganga, Digital South Asia Library, Digital Library of India (Hindi example), and

gamifying as a way of enhancing teacing-learning as well as research process.

The participants agreed that increased archiving and digitisation, and annotation of digitised material, was a priority for Indian language work. Alongside the curation of the material to be thus processed – whether as an archive or a database, it was important also to develop better OCR systems, fonts and typefaces, DIY scanners, tagging and annotation tools.

CDIF would like proposals that might further some of these objectives. Priority will be given to those projects for which there is no funding already potentially available from other sources. Wherever possible, CDIF will try to synergise its work with existing efforts taken up by the government, or by platforms such as Wikimedia. CDIF will see its primary role not as a funding body but as an incubator of new ideas, and to this end will seek to provide technical support and other expertise apart from seed money.

Participants

Tejaswini Niranjana, CILHE, CSCS, CIS

SV Srinivas, CSCS, APU

Rajesh Ranjan, Govt of India

Nagarjuna G, Homi Bhabha Centre for Science Education, Mumbai

Sohnee Harshey, TISS Mumbai

Sherin B.S., EFLU Hyderabad

Swati Dyahadroy, Pune University Women’s Studies Centre

Tanveer Hasan, CIS

Veeven, Telugu wikimedia community

Rahmanuddin Shaik, CIS

Abhinav Garule, CIS consultant, Marathi

The first Pune Odia Wikipedia workshop was organized in Pune on October 27, 2012. Subhashish Panigrahi recollects his experience about the events through this report.

Recently Odia Wikipedia (http://or.wikipedia.org) crossed 3000 articles. After being dormant for 8 long years, Odia Wikipedia emerged as one of the active South Asian wikipedias. I visited Pune on October 27, 2012 to participate in an Odia Wikipedia workshop celebrating this success with the wikipedians and also attend the WikiWomenDay 2012.

Over the last few months Odia Wikipedia has seen many active faces. One of them is Suratha Parhi, a very active Odia wikipedian. Suratha reached out to his friends, colleagues and existing wikipedians staying in Pune to celebrate the success with an Odia Wikipedia workshop. As it was after Durga Puja only a few Odia people in the city were there to attend. We saw a gathering of 10 people at PAI International Learning Center for this workshop. Abhishek Suryavanshi from Wikipedia Club Pune extended his support for organizing the venue for us.

Prior to the workshop I interacted with the participants to understand their interests and efficiency with Odia typing. To my surprise two of the participants were good in typing in phonetic and Inscript. Suratha took the audience through a presentation about Odia Wikipedia explaining the history of Odia language, importance of Wikipedia, how to contribute to Wikipedia, manual of style for writing articles, dos and do nots, rules and regulations and validating articles by adding sources. After the preliminary sessions participants started asking questions about numbers of readers, how to type in Odia, use of Odia Wikipedia and various such questions. Suratha answered their questions with examples and illustrations.

To demonstrate editing on Odia Wikipedia we invited one of the participants. We helped her to create her user account and others also created their user accounts on Odia Wikipedia. Then we invited Sudhir Patel, a type designer and technologist working with CDAC, Pune to introduce Odia typing and how to type easily in Odia. After a small hands-on training for typing, all of the participants were able to start searching for articles they wanted to edit. Some of them created new articles and some edited existing articles. At the end of the session we shared our contacts to stay in touch. We also showed them Chatasabha, a friendly desk on Odia Wikipedia and demonstrated how they can ask questions and see the answered questions. New wikipedians will be also connected to the facebook group to be updated about events and activities. New Wikipedians have decided to meet once again in November for a Odia Wikipedia meetup. Sudhir and Suratha are also planning to organize a introductory session on Odia Wikipedia during the cultural gathering organized by Odia communities.
