Community celebrates birthday of Odia Wikipedia and Odia Wiktionary

This June, Odia Wikipedia turned 14 and Odia Wiktionary turned 11. Odia Wikimedia community member Chinmayee Mishra, CIS-A2K Programme Associate Sailesh Patnaik and I co-authored this blog in the Wikimedia Blog. The blog chronicles several major activities of the community and features quotes from many old and new community members.

This was published on Wikimedia Blog on June 23, 2016.

With the Odia Wikipedia and its sister projects, a handful of dedicated volunteer editors are taking the Odia language to the world outside. The editor community that has recently celebrated Odia Wikipedia’s 14th anniversary in Bhubaneswar, Odisha, India is collectively growing two more projects; Odia Wikisource, an online library that already has over 300 volumes of text, and Odia Wiktionary, an online dictionary that has over 100,000 entries. With these live projects and more projects in the pipeline, this community is bringing a digital revolution in Odia by sharing valuable content online and creating many language tools inside and outside the Wikimedia projects.

The Odia Wikipedia community had gathered in the city for a two-day long event to celebrate the anniversary. These two days were spent in intensive capacity building activities as the community is quite dispersed in many places in Odisha and outside, and are all volunteers. Odia Wikipedia, the flagship project was started as one of the first four Indian language Wikipedias along with Assamese, Malayalam and Punjabi Wikipedia in 2002, a year after the English Wikipedia was made live. The project was quite dormant for more than nine years and got revived by a group of editors in Bangalore during 2011. Then the project became much of a household name when more Odia speakers living in Odisha and outside joined contributed in writing and editing articles of several different subject areas. Odia Wikipedia is part of the 292 language Wikipedia family and a larger global family of hundreds of other free knowledge projects that are collectively known as Wikimedia projects. “Odia Wikipedia is officially available online at https://or.wikipedia.org and is free for anyone to create articles on notable topics, and edit and enhance those articles”, says Mrutyunjaya Kar, one of the administrators of the project. Aliva Sahoo, one of the active editors, shares, “being a student of Odia-language I was seeking information on musical instruments and could not find much. So I started translating from English and now it is one of the longest articles on Odia Wikipedia.” As part of the WikipediansSpeak project, we have tried to capture the voice of the community of Aliva and a few other contributors.

Subhashish Panigrahi (SP): How did the two-day long capacity building activity go? What was the outcome of the different sessions?
Jnanaranjan Sahu: This event was useful in bringing most of the active contributors under one roof as we are working online. This event helped us learn from each other and impart knowledge so that everyone can go back and use them.

SP: What are the problems you faced before coming to this event and how these sessions are going to help you in future?
Abha Pradhan: I was not sure of the copyright part while uploading images on Wikimedia Commons. A lot many pictures got deleted because of my own ignorance. Similarly, I got to learn a lot about linking multiple language entries using Wikidata. These two are my biggest lessons of all that I learned from the sessions taken by other experienced Wikipedians.

SP: What did you learn from these sessions?
Rajalaxmi Mishra: I got to learn about basics of Wikipedia editing, rules and guidelines, several technical aspects like using templates, uploading and adding images to articles and dealing with copyright issues on Wikipedia.

Subas Chandra Rout, one of the long time active Wikimedians has been the single most contributor to grow the medical science-related articles on Odia Wikipedia. Subas is the only Wikimedian who has translated all the medical science-related article from Wikimedia Medical Project run by the Wiki Project Med.

“We have several subject areas covered on Odia Wikipedia – from the elaborate rituals of Jagannatha temple to medical science. Interestingly, almost all the articles on medical science are written by a retired assistant professor Dr. Subas Chandra Rout and needless to say those articles are of really high quality”, explains Pritiranjan Tripathy, an editor who is based in the Indian city of Kolkata.

It was like a “Catch me if you can” challenge when I started to translate medical topics into the Odia language as part of Wiki Project Med on March 5, 2015 with my first article on African trypanosomiasis. There were more than 150 articles in the project. Gradually the number of topics in the project increased and so did my translated article on Odia Wikipedia. After completion of the 345th article (Marfan syndrome, on May 6, 2016), I looked at the Wikipedia project dashboard, and I saw that I was the only person to complete all the articles in the project among all the world’s contributors.

“The next big goal is to enhance the quality of the existing articles by adding more images, references from external sources and expanding small articles by adding more information”, said long-time contributor Shitikantha Dash. Shitikantha, who is also an administrator of Odia Wiktionary, says, “it is important that more people contribute to the Odia Wiktionary so that words of all times and all genres, especially the technical and loan words make their way to this free multilingual dictionary. A 10 day-long campaign is going to be organised to celebrate the 11th anniversary of Odia Wiktionary so that every Wikipedia editor adds at least one word. And we are also using these words to create a spell check that will be freely available for anyone to use”.

The contributor community that is collaboratively building these projects has been also creating many tools and technical resources like editor manuals. The script encoding converters that the community has built is helping a lot of online users to be able to share their writings on blogs and social media. “Before the onset of these converters, a vast majority of the people working in press and media were stuck with outdated encoding systems like Shreelipi and Akruti. Mrutyunjaya Kar, a long time contributor and administrator of two projects; Odia Wikipedia and Wikisource explains, “Odia Wikipedia is available at https://or.wikipedia.org and we encourage more people to join us in this movement.”

“This is a way to bring digital freedom for everyone and share the world’s knowledge in our own language.”

Chinmayee Mishra, Odia Wikimedian
Subhashish Panigrahi, Odia Wikimedian, and Programme Officer, Access to Knowledge (CIS-A2K), Centre for Internet and Society
Sailesh Patnaik, Odia Wikimedian, and Programme Associate, Access to Knowledge (CIS-A2K), Centre for Internet and Society

Three emerging market think tanks to collaborate on Good ID recommendations with Omidyar backing

Omidyar Network has invested in a trio of organizations from different regions to support enhanced understanding of the appropriate use and limits of digital identity.

The blog post by Chris Burt was published in Biometri Update on May 8, 2019.

Organizations from Brazil, Kenya, and India will take on a collaborative and iterative research process to help develop Omidyar’s concept of Good ID, according to a blog post by Omidyar Networks Investment Principal Subhashish Bhadra.

The three organizations are the Institute for Technology & Society (ITS), the Centre for Intellectual Property and Information Technology Law (CIPIT), and the Centre for Internet and Society (CIS). The ITS is a non-profit organization based in Brazil, with a mission of ensuring that emerging markets can respond appropriately to digital technologies, and that their benefits are broadly shared. CIPIT is an academic think tank, operating from the Strathmore Law School in Nairobi, Kenya, addressing emerging issues of continent-wide impact and providing an African voice for research networks. CIS is an India-based non-profit, which conducts interdisciplinary academic research to understand how the internet and digital technologies reconfigure social processes and structures.

Bhadra notes that 110 countries have begun identification schemes in the past decade. These programs are often implemented to serve an initial use case, and their application expanded over time.

“In the absence of adequate legislative or judicial oversight, mission creep can create risks for those very individuals that an identity is supposed to empower,” Bhadra writes. “By their very nature, digital identity systems collect some data about individuals in order to provide access to certain services. This immediately raises two interrelated questions. First, how much data should the system collect? Second, what services should it be tied to?”

Determining the appropriate scope of digital identity is inherently complex, and the potential for mission creep and requirement for a growing list of services risks exclusion, privacy violations, and a power imbalance between institutions and individuals, Bhadra argues.

The three groups will conduct independent research over the next six months, and create a set of recommendations and tools for stakeholders to use when engaging with digital identity systems.
Omidyar is a supporter of the Mission Billion Challenge, among several initiatives related to UN SDG 16.9.

The updated draft is being reviewed by the Office of the Chief Commissioner for Persons with Disabilities. The draft chapters and the quarterly reports can be accessed on the	project page.
Odia Wikipedians gathered in the temple city of Bhubaneswar on November 18, 2012 to organize the third Odia Wikipedia workshop in KMBB College of Engineering. KMBB College of Engineering is a BPUT affiliated engineering college supported by Ama Odisha, an organization working for media, communication and development of Odia language. Dr. Dhanada Mishra, Director-Academics, KMBB and a veteran educationalist and open source source enthusiast supported this event. Forty-five students from KMBB attended this workshop. The agenda for the two-and-a-half hour session was to educate students about open source movement, journey of Wikipedia and how to contribute to Odia Wikipedia and how it would help them. Nine active Odia Wikipedians joined to support this event.

Dr. Mishra began the session by introducing Odia Wikipedians to the students. He spoke about Open source movement, how the community supports various open source projects, how Wikipedia was started and how it is essential for students to take part in such activities. Subhashish Panigrahi briefly spoke about the history of Odia wikipedia, how it grew up in the recent years to its present state. Odia Wikipedian Manoranjan Behera discussed about how everyone can contribute to the Wikipedia.

To explain the easiness of typing in Odia, some of the students were invited to write text on a board and test the typing tool on Odia Wikipedia. A new article about the college was created and one of the students wrote few sentences. Wikipedians explained the importance of creating user accounts and demonstrated how to search an article, how to create an article and the basics of editing an article. A Question and Answer session was held for students to put their queries. At the end of the session, contact details were shared with the students and the Facebook group (https://www.facebook.com/groups/OdiaWiki) of Odia Wikipedia was shown so that students could continue editing and remain in touch with fellow wikipedians.

Odia Wikisource to Celebrate its First Anniversary Tomorrow!

Odia Wikisource, a sister project of Odia Wikipedia and a free online Odia language library, will celebrate its first anniversary in Odisha capital tomorrow.

The article was published in Odisha Sun Times on October 25, 2015.

Scheduled to be held at the Institute on Management of Agricultural Extension (IMAGE) in Siripura at 5 PM, the open to all event would welcome everyone taking interest in Odia library movement in particular and Odia language in general, as per a press release issued by Odia Wikisource.

It may be noted that the project, available online at or.wikisource.org, went live on October 20, 2014 after being incubated for over two years. It not only provides free and open access to readers to text that are out of copyright or available under free license, but also allows them to contribute in either digitizing copyright-free text or correcting mistakes made by others.

“Wikisource is different than Wikipedia as the former is published writing republished online where on Wikipedia it is more of aggregating information published elsewhere in an encyclopaedic manner,” explained Subas Chandra Rout, a long time Wikimedian.

All the contributors to the project are volunteers and are fondly called ‘uikiali’ in Odia. These volunteers follow certain guidelines to check through the content digitized by others to make sure there is no copyrighted text posing copyright violation, correct typing and other grammatical mistakes and incorrect attributions.

Authors and copyright holders are also encouraged to provide permission in re-licensing their work under free licenses like CC-BY/CC-by-SA licenses so that some of their content becomes available online and fill the large gap in online availability of Odia books to some extent.

“Last year, the Wikimedia community in Odisha did a remarkable job in bringing in as many as 141 books from multiple authors relicensed under the above mentioned licenses. We, as an institution, played a role in reaching out to many authors and convincing them for a small contribution to the society,” said the Centre for Internet and Society’s Programme Officer Subhashish Panigrahi.

“There is a great dearth of Odia books online. I try to buy some time from personal and office time to continue my contribution. I started from an all time Odia classic ‘Chhamana Athaguntha’ by Fakir Mohan Senapati,” said Pankajmala Sarangi, the most active contributor to the project.

The First Punjabi Wikipedia Workshop

For those who might not be aware, Punjabi Wikipedia is one of the first Indic Wikipedias where community started editing way back in 2002. However, after the initial few edits all activities got stopped and it was inactive over the last decade. Recently we conducted a few workshops that led to the revival of Punjabi Wikipedia. This post is about the first Punjabi Wikipedia workshop held in Ludhiana, Punjab on July 28, 2012.

Surinder Wadhawan, a Mumbai based Wikipedian played an important role in designing this workshop and introducing Punjabi Wikipedia to the Punjabi speakers. The interest and enthusiam showed by Surinder encouraged long-time Punjabi wikipedian G.S.Guglani to join this workshop.

About 25 participants came over for this workshop. The College of Computer and Information Technology (CCIT) supported in hosting this event.

Sarabjit Singh, CEO of the organization introduced the invited guests and explained briefly about the session. Surinder thereafter made a presentation explaining the basics of Wikipedia editing. Guglani, one of the old and active editors of Punjabi Wikipedia talked about the Punjabi Wikipedia and its present situation. He then invited one of the participants and helped her creating her user account and edit an article. Janmeja Singh, a Punjabi language researcher spoke about unicode standards and the importance of Wikipedia for Punjabi language. Gurjeet Singh, another new wikipedian demonstrated Punjabi typing using commonly used keyboards with Roman characters for those who were not aware of typing in Punjabi.

We then started the editing session. Out of them 15 new editors (of which 13 were female) edited various articles. We showed them the typing support page (http://bit.ly/Uw8WaV) on Punjabi Wikipedia and distributed the same in printed form (http://bit.ly/Rk9wde). Guglani, Subhashish and Surinder helped editors with basic editing and referencing. New Wikipedians were also informed about the Punjabi Wikipedia Facebook page (http://on.fb.me/Pr7tBE).

Above is a picture of all the participants from the Punjabi Wikipedia workshop

The workshop was covered in Signpost (http://bit.ly/SSvUYh). There was some media coverage as well:

The Odia language traces its roots back to 4th Century BC. Odisha was the first state to be carved out as a separate state on the basis of the language. The dawn of 20th February 2014 was a proud moment for all Odias as Odia language was accorded the ‘Classical language’ status of our country and occupied the 6th position. This achievement was due to the relentless effort of many scholars and activists. Now it becomes the responsibility of all the Odias to preserve, propagate and carry forward the legacy of the Odia language which is spoken by around 40 million people in India and around 45 million people globally. We will see that a day will come when it will be used as the first language in all government offices for official communications.

THE INTELLECTS, a forum of progressive individuals and intellectuals in Delhi, believes it as an utmost duty and responsibility to promote Odia identity in India and abroad. In its bid to impart our language to Pravasi Odias living in and around Delhi, THE INTELLECTS is on a missionary zeal. It has started its mission called “ASA SIKHIBA AMARI BHASHA” in National Capital region.

And now, the forum in association with SHRI JAGANNATH MANDIR, TYAGRAJNAGAR is organizing a two days conclave, on 20th & 21st February 2015, to celebrate the 1st anniversary of Classical status to Odia language & the World Mother tongue Day with a special focus on our mother tongue Odia.

The Event

International Conclave of Odia Language:
The event will be a two days festival showcasing the Odia identity in the national Capital and bringing some best minds of the country to discuss on various issues of immense need on language and culture of Odisha. Around 200 eminent people from across the world including many renowned experts from various walks of life are the invited speakers.

It will be our proud privilege to have you with us for the occasion.
With Kind Regards

Debendra Rout
Convener of the conclave & Chairman of The Intellects
Email: cm.intellects@gmail.com
Mob: +91-9350127370

Programme

Celebration of 1st Anniversary of Classical status of Odia language
Date: 20th February, Friday, Time: 6 p.m. to 9 p.m.

Wikimedia Conference 2016Wiki Conference India 2016 (WCI), the largest gathering of contributors to Wikipedia and its sister projects in South Asia, will be held during August 5-7 this year in Chandigarh, India.

This was published Opensource.com on August 5, 2016

The first iteration of this event was five years ago in 2011. The event is focused around South Asian language Wikipedias and Wikimedia projects. Hundreds of participants, including over 100 scholarship holders from India, Pakistan, Nepal, Bangladesh and Sri Lanka, will participate in this three-day event. A team of volunteers representing several Wikimedia communities across the country and three Wikimedia affiliates—Wikimedia India, Punjabi Wikimedians and Centre for Internet and Society's Access to Knowledge program—are working together to make this event a success.

Several Wikimedia project and program-related talks, meetups and thematic workshops, focused on technology, program design, volunteer leadership building and engagement, gender gap in Wikipedia, global reach, and education, will keep the participants occupied. There will be separate technical tracks, which were chosen from the results of a pre-event needs assessment survey to ensure that community needs are met. Prior to the conference, a month-long edit-a-thon has been running in twelve South Asian language Wikipedias, and one European language Wikipedia (Ukrainian Wikipedia). The focus of this sprint was to expand the content reach of Wikipedia on Punjab, Punjabi people, and their language and culture as the event is happening in Punjab. So far, more than 1900 articles have been created by about 150 Wikipedians, and the edit-a-thon will be also running during the conference to keep the option of creating more articles open to the participants. Some of the guests includes Wikimedia Foundation's board member Nataliia Tymkiv, the organization's newly promoted executive director Catherine Maher, Punjabi-language poet Surjit Patar and Internet freedom advocate and Centre for Internet and Society's Executive Director Sunil Abraham.

As compared to the last WikiConference India, this conference has more thematic focus, especially on challenges like the gender bias on Wikipedia, and emerging projects like the Wikipedia Education Program. There are as many as six presentations related to gender gap, and six more related to education program.

There has been constant engagement on both on Facebook and Twitter with the hashtag #WCI2016. Some of the most-used basic phrases in the Punjabi language have been recorded and shared to the participants from outside the region to communicate with the locals.

We are happy to share with you the ninth issue of the Centre for Internet and Society (CIS) newsletter (September 2015). It has been a significant month for public debates on the digital future of governance, citizenship, and economy in India, led by conversations around the draft National Encryption Policy, the Aadhaar number as a basis for provision of welfare services, the investigation of Google for potential abuse of market dominance by the Competition Commission of India, and the Guidelines for Examination of Computer Related Inventions released by the Indian Patents Office. We were busy engaging with these issues, and more.

The past editions of the newsletter can be accessed at http://cis-india.org/about/newsletters.

Sumandro Chattapadhyay, Research Director

Internet Researchers' Conference (IRC) 2016 - Studying Internet in India
With great excitement, we are announcing the beginning of an annual conference series titled Internet Researchers' Conference (IRC), the first edition of which is to take place in Delhi during February 25-27, 2016 (yet to be confirmed). We invite you to propose sessions for the conference by Sunday, November 15, 2015.

During the month, NVDA team organized training programmes for the visually impaired at Kullu, Bangalore and Ranchi.

Nehaa Chaudhari in a blog post laid out a series of research questions, potentially seeking to apply actor-network theory as a research methodology.

Recently, the Indian Patents Office released the Guidelines for Examination of Computer Related Inventions (“2015 Guidelines/ Guidelines”) in an attempt to clarify examination of software related patents in India. Anubha Sinha analysed the 2015 Guidelines. Read on to understand how the new guidelines will potentially lead to an increase in software patenting activity by expanding the scope of patentable subject matter – in negation of the legislative intent of section 3(k) of the Indian Patents Act, 1970.

As a part of its content donation initiative, CIS has brought Nadustunna Charithra magazine under CC BY SA licence.
Sunil Abraham’s article titled Hits and Misses with the Draft Encryption Policy was published in The Wire on September 26, 2015.

Vidushi Marda in a blog post titled Data Flow in the Unique Identification Scheme of India analysed the data flow within the UID scheme and highlighted the vulnerabilities at each stage.

Vanya Rakesh in a blog post titled Human DNA Profiling Bill 2012 v/s 2015 Bill has analysed the Human DNA Profiling Bill introduced in 2012 with the provisions of the 2015 Bill.

CIS sought information from ICANN on their revenue streams by sending them a second request under their Documentary Information Disclosure Policy. This request and their response have been described in a blog post by Aditya Garg.

CIS has submitted a joint proposal with DataMeet and Oorvani for the Knight News Challenge 2015. We are proposing the development of "an application for users to search for locally-relevant data, discuss missing data, demand data, explore and respond to data demands by others, and start data crowd-sourcing exercises."

CIS made its submission on CCWG-Accountability 2nd Draft Proposal on Work Stream 1 Recommendations to ICANN's CCWG-Accountability.

Pranesh Prakash, on behalf of CIS, submitted comments to the Department of Telecom Panel’s report on net neutrality via MyGov. Prakash states that the report displays a far better understanding of the underlying issues than the TRAI consultation paper did, and is overall a good effort at balancing the different sides.

Shyam Ponappa’s monthly column titled More on Those Dropped Calls was published by Business Standard.

Openness

The advent of the Internet has radically redefined what it means to be open and collaborative. The Internet itself is built upon open standards and free/libre/open source software. Our work in the Openness programme focuses on open data, especially open government data, open access, open education resources, open knowledge in Indic languages, open media, and open technologies and standards - hardware and software. We approach openness as a cross-cutting principle for knowledge production and distribution, and not as a thing-in-itself.

Open Data

Submission

As one of the general stewards of the process, CIS was invited to take part in the final drafting meeting of the International Open Data Charter held before Con Datos 2015 in Santiago, Chile, but we could not take part in it. Apart from organising two public consultations on the draft Charter in Bengaluru and Delhi, we also submitted our detailed comments on the document. The final version of the Charter document has been launched at the United Nation General Assembly meeting, on September 27.

The areas of focus include digital accessibility for persons with diverse abilities, access to knowledge, intellectual property rights, openness (including open data, free and open source software, open standards, open access, open educational resources, and open video), internet governance, telecommunication reform, digital privacy, and cyber-security. The academic research at CIS seeks to understand the mediation and reconfiguration of social and cultural processes and structures by the internet and digital media technologies.

Odia Wikisource to Celebrate Its First Anniversary in Bhubaneswar

Odia Wikisource, a sister project of Odia Wikipedia and a free online Odia-language library is celebrating its first anniversary in Bhubaneswar tomorrow i.e., 25th October, 2015.

The blog post was originally published by Mybhubaneswar.com on October 24, 2015.

Available online at or.wikisource.org, the project finally went live in last year on October 20 after being incubated over two years.

In a nutshell, it not just provides free and open access to readers to access text that are out of copyright or available under free license, but also allows them to contribute in either digitizing copyright-free text or correcting mistakes made by others.

All the contributors to the project are volunteers and are fondly called “uikiali” in Odia. These volunteers follow certain guidelines to check through the content digitized by others to make sure there is no copyrighted text posing copyright violation, correct typos and other grammatical mistakes and incorrect attribution.

Authors and copyright holders are also encouraged to provide permission in re-licensing their work under free licenses like CC-BY/CC-by-SA licenses so that some of their content becomes available online and fill the large gap of the Odia books online to some extent.

Last year, the Wikimedia community in Odisha did a remarkable job in bringing as many as 141 books from multiple authors relicensed under the above mentioned licenses where we, the Centre for Internet and Society’s Access To Knowledge program, as an institution, could play a role in reaching out to many authors and convincing them for a small contribution to the society.

Pankajmala Sarangi, the most active contributor to the project elaborated saying, there is a great dearth of Odia books online. I try to buy some time from personal and office time to continue my contribution. After all, I started from an all-time Odia classic “Cha’mana Athaguntha” by Fakir Mohan Senapati”.

“The Odia language classics could now be read from phones, tablets and of course from computers”

Many important books that are out of copyright are making their appearance on the Odia Wikisource. “Wikisource is different than Wikipedia as the former is published writing republished online whereas on Wikipedia it is more of aggregating information published elsewhere in an encyclopaedic manner”, says Dr. Subas Chandra Rout, a long time Wikimedian.

Odia Wikisource’s administrator Mrutyunjaya Kar welcomes everyone taking interest in Odia library movement in particular and Odia language in general to join this event that is being held at the Institute on Management of Agricultural Extension (IMAGE), Siripura, Bhubaneswar at 5 pm tomorrow.
