I authored a column on writing our code in our own hands for the editorial of Odia-language daily the "Samaja". The piece is about the philosophy of software freedom and how free and open source software is making a significant difference in our lives. I have also shared a little bit about how anyone can celebrate the Software Freedom Day today by contributing to and sharing about to FOSS.

https://cis-india.org/a2k/news/new-indian-express-june-10-2016-diana-sahu-online-space-for-odia
From a few hundred articles in 2002 to over 10,600 articles on various aspects of Odisha today, Odia Wikipedia has certainly made a mark as far as promotion of the language is concerned. Wikipedia, the volunteer driven web-based multilingual encyclopedia project, is an important reference source on the Internet for all kinds of information.

The article by Diana Sahu was published in New Indian Express on June 10, 2016. Subhashish Panigrahi was quoted.

Recently, Odia Wikipedia (https://or.wikipedia.org) celebrated its 14th anniversary in Bhubaneswar where the focus was on capacity building of Wikipedia contributors, volunteers and enhancing the content.

While the event brought all the active contributors under one roof, it also provided a platform to new users to learn the basics of Wikipedia editing, technical aspects, uploading and adding images to articles and dealing with copyright issues on Wikipedia.

Odia Wikipedia is free for anyone to create articles on notable topics related to Odisha, edit and enhance them. Topics covered so far are varied, from elaborate rituals in Jagannath temple of Puri to medical science.

Sister Projects

Currently, there are two sister projects of Odia Wikipedia - Odia Wikisource (an online library that already has over 300 volumes of text) and Odia Wiktionary, an online dictionary that has over one lakh entries in the language.

With these two projects, the community is bringing a digital revolution in Odia by sharing valuable content online and many language tools. Odia Wikipedia, the flagship project was started as one of the first four Indian language Wikipedias along with Assamese, Malayalam and Punjabi Wikipedia in 2002, a year after the English Wikipedia went live.

The project remained dormant for more than nine years till a group of youths revived it in 2011. Subsequently, the project became popular among Odias and they joined in writing and editing articles on different subject areas in the language.

"Odia Wikipedia is part of the 292 language Wikipedia family and a larger global family of hundreds of other free knowledge projects that are collectively known as Wikimedia projects," said Mrutyunjaya Kar, one of the administrators of the project, during the event.

Tools for Writers

Apart from writing and editing articles, the Wikipedia contributors have created several tools and resource manuals over the years. The script encoding converters that they have built is helping online users to share their Odia writings.

"Before these converters were built, people were stuck with outdated encoding systems like Shreelipi and Akruti," says Subhashish Panigrahi, Wikipedian, and Programme Officer at the Centre for Internet and Society, Bengaluru.

New Projects

"The next big goal is to enhance the quality of the existing articles by adding more images, references from external sources and expanding small articles by adding more information," said a contributor, Shitikantha Dash. Dash, who is also an administrator of Odia Wiktionary said, "It is important that more people contribute to the Odia Wiktionary so that words of all genres, especially the technical and burrowed words, make their way into this free multilingual dictionary. A 10-day campaign will be organised soon to celebrate the 11th anniversary of Odia Wiktionary. "This time, our focus will be that every Wikipedia editor adds at least one word to the Odia Wiktionary. We are also using these words to create a spell check facility in Odia Wikipedia that will be freely available for everyone to use," he added.

This post is about the Odia library movement and the conventional archival, touch-bases on the problems with dissemination of knowledge with more public domain books that are entering into the "rare and perishing" category, a comparative study of the conventional and new medium--like Wikisource--for book archival. It sheds light on how Wikisource functions as a collaborative platform in engaging with readers for digitizing books that are yet to be digitized.

The Odia Wikimedia community celebrated these two occasions on March 29 in Bhubaneswar with a gathering of 70 people. Linguists, scholars and journalists discussed the state of the Odia language in the digital era, initiatives for its development and steps that can be taken to increase accessibility to books and other educational resources. 14 copyrighted books have been re-licensed under the Creative Commons license and the digitization project on Odia WikiSource was formally initiated by an indigenous educational institute, the Kalinga Institute of Social Sciences (KISS). A few Wikipedians are even interested in typing their favorite free licensed books to make them available on Wikisource. I believe it’ll be challenging to train the KISS students to type and proof-read the written texts. In the CISA2K’s draft plan, the goal to have the number of editors seems overestimated. The students need to have some knowledge about Wikimedia and how it works in general before they start working. We hope that the books will be digitized properly and in coming days more users will join us in the process as we will have more free books in Odia Wikisource. https://cis-india.org/openness/blog-old/openaccessweek-april-3-2014-subhashish-panigrahi-vachana-sanchaya
The blog post throws light on providing access to Vachana Sanchaya, a eleventh century Kannada literature.

The article was published in Open Access Week on April 3, 2014.

During early 11th century a form of spiritual Kannada language poetry in the Indian state of Karnataka called Vachana sahitya became quite popular. It started flourishing in the 12th century by a religious movement called Lingayatha movement. More than 259 Vachana writers, called Vachanakaru, compiled over 11,000 vachanas (verses). 21,000 of these verses in 15 volumes were published by the Government of Karnataka into an online portal called Samagra Vachana Samputa. Two Wikimedians along with two linguists brought these verses on a standalone project called Vachana Sanchaya. Kannada Wikimedians, Pavithra Hanchagaiah and Omshivaprakash HI along with Kannada linguist O. L. Nagabhushana Swamy converted the font to Unicode to make the verses searchable on this project. The entire collection is now ready to enrich the Kannada WikiSource.

The text in Samagra Vachana Samputa were typed using fonts of ISCII, an Indian character encoding standard. Indic characters generally replace Latin ones inside the font that makes them completely useless when someone does not have the particular font installed in the computer. This is a typical problem with non-Latin fonts, especially Indic typefaces. In case of this particular publication, there were more than 5 ISCII standards which made searching and reusing content completely impossible. Hanchagaiah and Omshivaprakash started writing scripts to make the Vachanas searchable through an index. This demanded a user friendly platform for the linguistic researchers, students, and the public interested in accessing this literature.

Omshivaprakash worked on designing the architecture for this platform using open source software tools. Hanchagaiah was involved in providing critical hacks for digitization and valuable inputs through suggestions, feedback, and quality assurance.

At present, Vachana Sanchaya project has around 200,000 unique words that were derived from these verses. The public has been using the repository and accessing vachana from Facebook, Twitter, and Google+ profiles. There are thousands of people now who read a Vahana as part of their daily routine. Vachana Sanchaya is not only a gateway for reading the literature, but also a research platform for Kannada language and literature. It has options for researchers to help in reviewing content which in turn will help to add references from research papers.

All of the content is currently available to the public through the OpenData API, and once the reviewing the work is complete, it will be distributed in the public domain through WikiSource. This will open up the system for students, developers, researchers, and anyone interested in building linguistic tools for Kannada and other Indic languages. Users will be able to use our code to digitize any book available in the public domain. Early literature in any language is well-respected, so making it available via an open platform allows for reuse of the content for research, publication, and other documentation work.

Other similar projects could take help from this project and use any part of the processes.

Plans going foward:

To initiate Natural Language Processing (NLP) projects if more researches help to tag words and grow the glossary.

To continue work on subsequent, similar projects for Sarvagnana Vachanagalu and Dāsa Sanchaya (work has begun) and Vyāsa and Muddann (work to be started)

To extend this platform to other the contemporary literature works available in the public domain.

https://cis-india.org/internet-governance/blog/global-voices-march-25-2014-subhashish-panigrahi-indias-supreme-court-axes-online-censorship-law-but-challenges-remain
The Supreme Court of India took a remarkable step to protect free expression on March 24, 2015, striking down controversial section 66A of the IT Act that criminalized “grossly offensive” content online. In response to a public interest litigation filed by Indian law student Shreya Singhal, the court made this landmark judgement calling the section “vague”, “broad” and “unconstitutional”. Since Tuesday's announcement, the news has trended nationally on Twitter, with more than 50,000 tweets bearing the hashtags #Sec66A and #66A.

The blog entry by Subhashish Panigrahi was originally published by Global Voices Online on March 25, 2015. Pranesh Prakash is quoted.

Section 66A allowed police to arrest any person who sent online communications deemed “grossly offensive” or known to be false. This has enabled the government take down many websites with allegedly objectionable content. Among various cases since the law was updated in 2008, two people were arrested for making comments on Facebook regarding India's prime minister Narendra Modi and one man was arrested for commenting on public service closures following the death of political leader Bal Thakrey.

The now-defunct Section 66A reads as follows:

66-A. Punishment for sending offensive messages through communication service, etc.
—Any person who sends, by means of a computer
resource or a communication device,—
(a) any information that is grossly offensive or has menacing character; or
(b) any information which he knows to be false, but for the purpose of causing annoyance, inconvenience, danger, obstruction, insult, injury, criminal
intimidation, enmity, hatred or ill will, persistently by making use of such computer resource or a communication device; or
(c) any electronic mail or electronic mail message for the purpose of causing annoyance or inconvenience or to deceive or to mislead the addressee or
recipient about the origin of such messages, shall be punishable with imprisonment for a term which may extend to three years and with fine.

Internet rights advocate and lawyer Pranesh Prakash, who works with the Center for Internet and Society in Bangalore, has been one of the law's most outspoken critics in recent years. Immediately following the ruling, he tweeted:

Nikhil Pahwa, independent journalist and founder of the MeddiaNama blog, offered his take on the ruling:

This is a great decision for freedom of speech in India…66A is far too vague, and lends itself to arbitrary implementation by the police, especially phrases like “grossly offensive”, annoyance, inconvenience, ill will. Remember that even the right to offend is an integral part of free speech.

Journalist and author Sagarika Ghose sarcastically wondered if the government of India would retroactively offer recompense for all of the actions taken against citizens for violating 66A.

Some were playful in their response to the decision. Siddharth Sing set out to “test” the efficacy of the ruling with a tweet mocking prominent public figures in Indian politics:

Section 69, which provides authorities with the power to censor websites that “create communal disturbance, social disorder, or affect India's relationship with other countries” was upheld however. The Court has yet to clarify this decision. CIS India's Pranesh Prakash tweeted:

Unfortunately 69A (website blocking) has been upheld despite many issues, incl lack of transparency. Need to read full judgment to see why.

— Pranesh Prakash (@pranesh_prakash) March 24, 2015

Tuesday's decision comes after the government of India was heavily criticized in January 2015 for blocking 32 websites in the country.

Though not an open source solution, Google's OCR works really well for Odia and other Indian languages. My column in the Odia daily the Samaja that was published last Saturday briefs about how the OCR works and has a step-by-step process to use it. There is also a little bit of background of Tesseract-based OCR that Debayan Banerjee worked in the past and Nasim Ali from the Odia Wikimedia community is currently working.

https://cis-india.org/openness/blog-old/twitter-weekly-curation-wearewikipedia-brings-one-wikipedian-every-week
WeAreWikipedia is an initiative to bring in voices of Wikipedia contributors (known as Wikipedians). One Wikipedian curates the Twitter based handle for a week and tells interesting stories from his/her communities that are unheard to the rest of the globe. Started as a personal project by our program officer Subhashish Panigrahi it has brought 18 Wikipedians across the globe including 6 Indic language communities.

This post is written by Diptiman Panigrahi, an Odia Wikipedian who curated @WeAreWikipedia during the week when the Odia community was celebrating Odisha Dibasa 2014 in March.

Kjʊ (ə) ˈreɪt/ (curate)
Select, organize, and present (online content, merchandise, information, etc.), typically using professional or expert knowledge.

Luckily I also got a chance to curate WeAreWikipedia on Twitter. WeAreWikipedia is the official Twitter handle of wikipedians from different linguistic groups around the world, in which appointed Wikipedians tweet information, what is happening in Wikipedia of different languages, new services about Wikipedia and achievements of Wikipedia and Wikipedians across the globe.

During the last week of March 2014, I got a chance and responsibility to handle @WeAreWikipedia. I am a volunteer in Odia Wikipedia. Odia is an Indian classical language. Coincidentally Odia Wikipedia was celebrating the Statehood Day of Indian State Odisha and Classical Status to 2500 years old language Odia. The main motto of this celebration was “How can we use Odia language more and more in digital media?” Subhashish Panigrahi, program officer, Centre for Internet and Society (CIS), told me to curate Wikipedia, for that week of the occasion. When I studied the rules and regulations for tweeting, I got to know that, it is not an easy job. I had to keep track on every tweet of whom the handle was following and who was following to that handle, related to Wikipedia. It was difficult to track Bangla Wikipedia because completion of every article was informed by a tweet by their volunteer. I have a Twitter account of my own but, I don’t frequently use this. So I didn’t know about tweeting technologies.

As the function was ahead, I have seen Subhasish Panigrahi and other active wikipedians tweeting frequently about what’s going on in function in every particular time interval, as per the program time-table. So, I asked them “How you guys are doing so much of tweeting and organizing the function at a time?” Then they told about tweetdeck technology, a tool to schedule you tweet for future for any time and any moment. After that the work became 50% easier for me. I added my personal account to WeAreWikipedia account on tweetdeck, scheduled the tweet as per time table of the program. Now, the only work was to keep in touch with tweets of wikipedians regarding Wikipedia and other related tweets about Wikipedia. During the function, I happened to tweet the updated pictures and extra information live from the venue. After that my friends asked me “Are you sure you are organizing the program? This was so since the tweets were coming in every half-an-hour. However, they didn’t know that I was travelling here and there during the program for emergency requirements.

It was a wonderful experience curating WeAreWikipedia without even much time. Meeting the entire Wikimedia global community was even more fun when I was telling happenings of my own community. I hope to take part in more of such collaborative global issues like this.

https://cis-india.org/internet-governance/blog/odisha-tv-february-9-2016-subhashish-panigrahi-net-neutrality-advocates-rejoice-as-trai-bans-differential-pricing
India would not see any more Free Basics advertisements on billboards with images of farmers and common people explaining how much they benefited from this Facebook project.

The article by Subhashish Panigrahi was published by Odisha TV on February 9, 2016.

Because the Telecom Regulatory Authority of India (TRAI) has taken a historical step by banning differential pricing without discriminating services. In their notes TRAI has explained, “In India, given that a majority of the population are yet to be connected to the internet, allowing service providers to define the nature of access would be equivalent of letting TSPs shape the users’ internet experience.” Not just that, violation of this ban would cost Rs. 50,000 every day.

Facebook planned to launch Free Basics in India by making a few websites – mostly partners with Facebook—available for free. The company not just advertised aggressively on bill boards and commercials across the nation, it also embedded a campaign inside Facebook asking users to vote in support of Free Basics. TRAI criticized Facebook’s attempt to manipulate public opinion. Facebook was also heavily challenged by many policy and internet advocates including non-profits like Free Software Movement of India and Savetheinternet.in campaign. The two collectives strongly discouraged Free Basics by moulding public opinion against it with Savetheinternet.in alone used to send over 2.4 million emails to TRAI to disallow Free Basics. Furthermore, 500 Indian start-ups, including major names like Cleartrip, Zomato, Practo, Paytm and Cleartax, also wrote to India’s Prime Minister Narendra Modi requesting continued support for Net Neutrality – a concept that advocates equal treatment of websites – on Republic Day. Stand-up comedians like Abish Mathew and groups like All India Bakchod and East India Comedy created humorous but informative videos explaining the regulatory debate and supporting net neutrality. Both went viral.

Technology critic and Quartz writer Alice Truong reacted to Free Basics saying; “Zuckerberg almost portrays net neutrality as a first-world problem that doesn’t apply to India because having some service is better than no service.”

The decision of the Indian government has been largely welcomed in the country and outside. In support of the move, Web We Want programme manager at the World Wide Web Foundation Renata Avila has said; “As the country with the second largest number of Internet users worldwide, this decision will resonate around the world. It follows a precedent set by Chile, the United States, and others which have adopted similar net neutrality safeguards. The message is clear: We can’t create a two-tier Internet – one for the haves, and one for the have-nots. We must connect everyone to the full potential of the open Web.”

There are mixed responses on the social media, both in support and in opposition to the TRAI decision. Josh Levy, Advocacy Director at Accessnow, has appreciated saying, “India is now the global leader on #NetNeutrality. New rules are stronger than those in EU and US.”

Had differential pricing been allowed, it would have affected start-ups and content-based smaller companies adversely as they could never have managed to pay the high price to a partner service provider to make their service available for free. On the other hand, tech-giants like Facebook could have easily managed to capture the entire market. Since the inception, the Facebook-run non-profit Internet.org has run into a lot of controversies because of the hidden motive behind the claimed support for social cause.

https://cis-india.org/openness/blog-old/train-the-trainer-program
Wikipedians, about 20 of them, from 10 different cities, speaking 8 different languages, joined together for the first ever four days "Train the Trainer Program" organised by the Centre for Internet and Society's Access to Knowledge (CIS-A2K) team in Bangalore from October 3 to 6, 2013.

Read the original published on the Wikipedia meta page

CIS-A2K organised the residency training program to build capacities amongst different language Wikimedia communities. A good diversity of Wikipedians from various language communities such as Bengali, Gujarati, Sanskrit, Malayalam, Hindi, Marathi, Telugu, Odia, came over for the event.

CIS-A2K identified two prominent reasons for organizing the event: (1) Limitations of a virtual sphere, and (2) Limited number of Wikipedians leading outreach activities.

Limitations of a virtual sphere
Most open source communities face problem of a lack of time and space for sharing ideas in a non-virtual sphere. Similary Wikipedians, who are voluntary contributors and authors of the articles posted on Wikipedia merely get time and opportunity to meet fellow editors because of the limitations of a virtual platform on which Wikipedia is built. There are twelve active Indian language Wikimedia communities that are spread across the world and moving the bandwagon of collaborating with each other and carving their historic mark of compiling the world's largest encyclopaedia and its other sister projects. To keep this movement alive there is a need of cross-sharing ideas of working together for a common goal and strengthening the leaders of these communities.

Limited number of Wikipedians leading outreach activities
Only a handful of Wikipedians devote their time in leading outreach activities and bringing new blood to the community. Indian language Wikimedia communities are in need of empowering Wikipedians who would lead outreach sessions in order to expand their editor community and strengthen their language projects.

The inception of this program began with the discussion of organizing a training program for the Wikipedians who are willing to conduct more activities in their home cities. Finally on October 3, 2013, Bangalore heard the voices of prominent Wikipedians from Punjab, West Bengal, Odisha, Andhra Pradesh, Gujarat, Maharashtra, Karnataka and Kerala. The Wikipedians delivered presentations on various topics such as — why Wikipedia is needed for the society, why Wikipedia in Indian languages, importance of starting new Wiki projects and so on.

Their presentation delivery skills were judged by Vishnu Vardhan and Nitika Tandon and all other community members present. They gave individual assessments and feedback for improvement towards the end of the day. Personal trainer Sachin Nagarajappa spent time with Wikipedians discussing mistakes that trainers do while conducting workshops and gradual improvement techniques for impactful outreach. Wikipedia is built on the concept of crowdsourcing and Malayalam Wikimedian Viswanathan Prabhakaran carried out a session about “Crowd Sourcing from the Future” explaining the various layers of crowdsourced projects.

The first day ended with a task where different language Wikipedians formed groups to prepare presentations for the following day.

Groups were given a challenge of imagining the audience as new wikipedians. Five groups presented on the second day. Sachin conducted an advanced presentation skill improvement workshop based on the inputs from the participants and the assessment of the group presentations. Veteran Wikipedian Hari Prasad Nadig shared learnings from Challenges & Opportunities in building an Indian Language Community online. Open source activist and CIS's Executive Director Sunil Abraham conducted two sessions — a spectrogram based activity to simplify the "Criticality of Neutral Point of View" and an interactive session called “Speed Geeking” on offline and online outreach followed by a one-on-one discussion on the presentation skill improvement.

Typing in Indian languages is not easy especially when it comes to multiple typing layout standards followed in the public and private sectors in India. Dr. U.B.Pavanaja conducted a session on Unicode standard for Indian languages and its usefulness with a brief context on the fonts and their different operating systems. Social media expert and Wikimedian Tinu Cherian shared the secrets of popularizing Indian language Wikipedias and bringing outstanding contributors to the limelight, how media played an important role in showcasing initiatives for free encyclopaedic content contribution in India and tips of social media. With fun activities Vishnu Vardhan shared case studies of making Wikipedia workshops interesting. Wikimedia Foundation board member and writer Achal Prabhala shared stories of documenting Oral traditions in Kerala and South Africa for Wikipedia referencing and how copyright laws evolved in the context of copyright issues that Wikipedia contributors face. Achal also threw light on content donation on WikiSource and other platforms that would be useful for people to consume for knowledge production on diverse platforms where Wikipedia could play a central role. Viswanathan and Subhashish Panigrahi demonstrated how to set up a handheld digital camera based prop to easily digitize books without using any scanner and then create electronic books.

The most vital part of Wikipedia articles is referencing. Wikimedian Shyamal Lakshminarayan demonstrated how finding sources of references and citing them for the facts on Wikipedia could be made easier through detailed research and by using several tools available. Wikimedia India's founding member and veteran Telugu Wikipedian Arjuna Rao Chavala gave a talk about the history and future plans of Wikimedia India. Wikipedians then went to M.G. Road boulevard to see the weaving work by Gandhians, Philately exhibition on Gandhi and spent some time with Namma Metro's staff to know about the metro operation. Dr. U.B. Pavanaja and Kannada Wikipedian Om Shivaprakash guided Wikipedians to the office of Deccan Herald Prajavani where they got to see the entire newspaper production and spent time with the technical staff to learn about the use of Kannada Unicode fonts for newspaper printing. Editors and staff at Prajavani got to know about the use of WikiCommons as a free image repository.

The four action filled days involved learning new concepts, training on presentation skills, collaborating to create outreach documents, sharing stories from different language communities, understanding new mediums of outreach, meeting Wikipedians from different cities and also having lots of fun. Wikipedians left Bangalore city with happy faces and we hope to cultivate new editors in their communities.
