&lt;p&gt;CIS is a part of a global civil society coalition that is working to promote access to, and use of, knowledge - the Access to Knowledge or A2K coalition. &lt;br /&gt;&lt;br /&gt;Earlier this week, the coalition launched a &lt;a class="external-link" href="https://www.a2k-coalition.org/"&gt;website&lt;/a&gt; articulating its mission and recommendations to reform copyright systems for the benefit of education, research, and cultural heritage. &lt;br /&gt;&lt;br /&gt;Copyright systems pose serious obstacles to quality teaching and learning, researchers’ ability to receive and impart information and to share in scientific advancement and its benefits, and preservation and access of cultural and scientific heritage. The website presents evidence and legal solutions, with a focus on the digital and online dimension to the issues. Three global maps also show the (limited) extent to which copyright limitations and exceptions across the world support online education, text and data mining, and preservation, highlighting the need for global legal eform. &lt;br /&gt;&lt;br /&gt;The &lt;a class="external-link" href="https://www.a2k-coalition.org/about/"&gt;members of the A2K coalition&lt;/a&gt; represent a diverse set of voices such as educators, researchers, students, libraries, archives, museums, other knowledge users and creative communities around the globe. In Asia-pacific, we have ourselves and Open Access India as members presently. &lt;strong&gt;We invite organizations who share a similar vision of a fair and balanced copyright system to join the coalition.&lt;/strong&gt;&lt;/p&gt;

        &lt;b&gt;Shweta Mohandas delivered a statement on behalf of CIS, on day 1 of the 43rd WIPO SCCR session on the Broadcast Treaty. &lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;&lt;br /&gt;Thank you, Mr. Chair.&lt;br /&gt;&lt;br /&gt;I’m speaking on behalf of the Centre for Internet and Society, India.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The second revised draft text for the WIPO Broadcasting Organisations Treaty presents certain concerns.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The  absence of a provision on term allows perpetual rights to both  traditional broadcasters and streamers. Further, the provision on  limitations and exceptions is narrow, and not mandatory. It undermines  the existence of open-licensing models on the internet. In the absence  of a strong mandatory limitations and exceptions provision, the text  gives broadcasters rights over openly-licensed content and works in the  public domain.&lt;/p&gt;

    <title>WIPO SCCR 43: Notes from Day 2</title>

        &lt;b&gt;&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;&lt;b&gt;Rights of broadcasters&lt;br /&gt;&lt;/b&gt;Iran wanted clarifications about whether the rights granted to broadcasters under the treaty would be a negative right (right to prohibit) or a positive right (right to authorise). Iran also highlighted that there was a need to clarify definitions in the treaty, particularly with respect to user generated contents shared on websites such as Youtube, in comparison with traditional broadcasters.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Chair clarified that the treaty provides two sets of rights, positive rights under Article 6 and 7 and negative rights under Article  8 and 9. The Chair also clarified that the treaty aimed to bridge the various  legal frameworks, based on copyright, under a rights based approach and a signal based approach. In the signal based approach, the positive right under Article 6 is based to protect only live signal and the protection ends at the point of fixation, hence there is no relation between the right of fixation Article 7 and the right to prohibit transmission and deferred transmission under article 8. The Chair further clarified that the positive right ends at fixation after which the right to prohibit comes into play. With respect to User Generated Content the Chair clarified that the current draft of the treaty focused protection to traditional broadcasters and not other service providers.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Terms of the Right &lt;/b&gt;The USA highlighted their concern over the possible perpetual term of fixation rights and requested that a revised text could have some explicit time limit. Singapore echoed USA’s concern over the absence of limitations on the duration of the rights of the broadcasters which could give broadcasters perpetual protection of a programme. Similarly Pakistan questioned the need for a right of fixation highlighting that piracy was an enforcement issue.   With respect to the term of protection the Chair clarified that the treaty sought to provide  practical protection to broadcasters of their live signal, and not the content of the broadcast. Further clarifying that one of  the main aims of the treaty was the protection of simultaneous retransmission, and to provide protection in case there was a fixation of the signals.  &lt;b&gt; &lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Limitations and Exceptions&lt;br /&gt;&lt;/b&gt;Iran and Brazil highlighted issues about limitations and exceptions. While Iran stated that the inclusion of the three step test in the treaty would water down the limitations and exceptions provisions, Brazil highlighted that the Article 11 of the treaty did not follow the text of the Marakesh convention or the  Beijing treaty regarding Limitations and Exceptions. Brazil highlighted that there was a need to clarify in the text of the treaty itself that the list provided under the Article is illustrative and not exhaustive. In addition to this they stated that the text of the treaty should also establish the presumption that all the examples listed have already fulfilled the three steps. Brazil also highlighted the question about the consequence of the proposal on works in the public domain that are not sufficiently clear. The draft should ensure that public domain content when broadcasted should not receive another layer of protection.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Communia, Knowledge Ecology International (KEI) and Innovarte also highlighted issues that might come up with broadcasting works that are in the public domain. Communia provided examples where the broadcasters might have the only good copy of historic events and reporting that have now become a part of the public domain, however the broadcasters could reappropriate these which are in the public domain with new exclusive rights through this treaty. Communia hence suggested a need for exclusion of public domain works in the treaty.  Innovarte highlighted Article 6 of the Berne convention which allows for exceptions related to public interest such as use of excerpts.&lt;/p&gt;
&lt;h3&gt;&lt;b&gt;Agenda Item 6 and 7 - Limitations and Exceptions for Libraries and Archives, for Educational and Research Institutions and for Persons with Other disabilities &lt;/b&gt;&lt;/h3&gt;
&lt;p&gt;&lt;b&gt; &lt;/b&gt;&lt;/p&gt;
&lt;ol&gt; &lt;/ol&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Working towards a binding international L&amp;amp;E instrument&lt;/b&gt;&lt;br /&gt;The beginning of the discussion on Limitations and Exceptions began with the CEBS Group, Group B, the European Union and the USA emphasising  on the need to look at other avenues to implement L and E without going for a legally binding international instrument. Some of the solutions provided included strengthening existing national legislations, existing solutions within the framework of the existing international treaties, exchange of best practices, and capacity building for countries to implement L&amp;amp;E’s in their national legislations.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Ghana on behalf of the African Group stated that there was a need to provide mutual benefit between those who generate and those who use creative works. Ghana also highlighted the issues with cross border access and sharing of copyrighted materials which is becoming increasingly difficult for libraries, archives, museums and research institutions to access. Ghana highlighted the need for a strong support in development of a legal instrument on Limitations and Exceptions, for libraries, archives, museums and for persons with disabilities other than blindness. South Africa in their statement also highlighted the benefit L&amp;amp;E’s would provide to both creators and users, and the cross border transfer of data. And  extended their support to the statement of Ghana and work towards an international instrument whether model law, joint recommendation or a treaty.&lt;b&gt; &lt;/b&gt;&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;&lt;b&gt;Working      towards a binding international L&amp;amp;E instrument&lt;/b&gt;&lt;br /&gt; Iran, Pakistan and Kenya highlighted their support toward the African proposal as well emphasized the need for an internationally binding treaty on L&amp;amp;E. Saudi Arabia mentioned the need for Limitations and Exceptions to benefit the preservation and sharing of cultural heritage, as well as for persons with disabilities. Iran emphasied on the need for adequate balance and copyright protection and a balance between different national legislations. Iran stated that there was a need to have an international legal instrument in order to harmonise national legislations, in the absence of which there would not be a free flow of information. Iran also emphasised on the need to look at the priorities of developing countries with respect to the Development Agenda. Pakistan also highlighted the issues that came to light during the pandemic, especially with regard to cross border use of information by educational institutions. In addition to this Pakistan stated that it looked forward to a binding instrument that was not too prescriptive. Kenya shed light on the concerns around the increasing knowledge gap between the developed and the developing countries, and the migration from analogue to digital environment.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;WIPO SCCR 43: Notes from Day 4 &lt;br /&gt; &lt;br /&gt; Limitations and Exceptions and Cross Border Flow of Data &lt;br /&gt; &lt;/b&gt;Nigeria, South Africa, Russia, Brazil, Argentina, Iran, Uganda and Algeria extended their support to the Work Programme on L&amp;amp;E by the African Group. Nigeria in their statement  expressed how L&amp;amp;E were essential for research, cultural exchange, and how it had the potential to help people around the world who still lack access to educational and research materials. Nigeria also highlighted that a legally binding international treaty would help harmonise and balance the copyright system with other instruments such as the TRIPS agreement and the WIPO internet treaties, and facilitate smooth transborder trade in both online and traditional media. Iran stated that the creation of L&amp;amp;E for online and crossborder use of data is imperative, especially for the benefit of online teaching and research as well as bridge the digital divide by facilitating access to knowledge and technology. &lt;br /&gt; &lt;br /&gt; The European Union (EU)  and France however were not in support of a legally binding instrument.The  EU stated that they would prefer a non-binding instrument such as a toolkit, while France stated that the current international framework of copyright is sufficiently flexible to allow members to implement L&amp;amp;E in their national legislations, as well as to find appropriate tools to meet the needs of education, research and preservation. France expressed their reservation in moving towards a normative framework and stated that the states  could look at the exchange of best practice at national level and support in drafting national legislations. The United States stated that topics such as text and data mining and contract override were not issues that were fully discussed yet at the committee level.&lt;/p&gt;
&lt;p&gt;&lt;b&gt;Observations by the Chair &lt;/b&gt;&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;The Chair  noted that there continued to be a disagreement on whether to pursue international instruments for Limitations and Exceptions.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;The Chair also noted that while there was a lot of support for the proposal, there still was no consensus on the proposal. The Chair suggested that the African Group work with the member states that highlighted their reservations and work together with the Chair to see if the proposal could be revised, or to look at portions of the proposal that enjoyed the support to be advanced.&lt;/li&gt;

&lt;li style="text-align: justify; "&gt;The Department of Electronics and Information Technology invited comments on the Framework on the proposed adoption of Open Source Software in E-Governance Systems. CIS gave its feedback. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;The Access to Knowledge team in collaboration with the Goa University re-released the Konkani Vishwakosh under Creative Commons License CC-BY-SA-3.0. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Sunil Abraham, Pranesh Prakash and Chinmayi Arun participated in the Internet Governance Forum held in Bali, Indonesia from October 21 to 25. Overall CIS spoke in 7 panels. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;In an article on Spy Files, Maria Xynou examines the legality of India’s surveillance technologies and their potential connection to India’s central monitoring system.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;A clause-by-clause comments on the Working draft version of the Human DNA Profiling Bill, 2012 was sent to the Ministry of Science and Technology.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;CIS started the first Privacy Watch in India. The map includes data on the UID, NPR and CCTNS schemes, installation of CCTV cameras and the use of drones throughout the country.&lt;/li&gt;

&lt;p style="text-align: justify; "&gt;CIS is doing a project (under a grant from Privacy International and International Development Research Centre (IDRC)) on conducting research on surveillance and freedom of expression (SAFEGUARDS). So far we have organised seven privacy round-tables and drafted the Privacy (Protection) Bill. This month we bring you clause-by-clause comments on the Human DNA Profiling Bill, 2012, and a map monitoring privacy in India. As part of its project (funded by Citizen Lab, Munk School of Global Affairs, University of Toronto and support from the IDRC) on mapping cyber security actors in South Asia and South East Asia we did an interview with Anja Kovacs on cyber security. Almost 13 scholars from Assam who are currently researching at IISC took part in this workshop. This also opened a new avenue for us to start an Assamese Wiki community in Bangalore.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Ever felt frustrated while reading a science research journal online,  only to see the message “to continue reading, subscribe now”? That may  soon change.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Department of Science and Technology and the Department of  Biotechnology (DBt) under the Ministry of Science and Technology have  drafted a policy that says publicly-funded scientific work published in  science journals must adhere to open access (OA) norms, enabling anyone  to read online content on science research for free.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;OA is an initiative of Open Archives Initiative (OAI), an organisation  which works for greater reach and free access to online science research  funded by public money.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;T. Vishnu Vardhan, Programme Director, Access to  Knowledge, Centre for Internet and Society, Bangalore, which assisted  DST in drawing up the draft policy, said that in the absence of OA  norms, commercial publishers were making money with content generated by  scientists who used public funds for research.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;However, those sceptical of the DST initiative are asking whether availability on the Net is equivalent to “public domain”. Concerns have also been raised about the quality of content provided through OA, as honing raw research material into scholarly journals requires rigour that commands a cost. Ramakrishna Ramaswamy, Fellow of the Indian Academy of Sciences, Hyderabad, said it was much more important to make reliable information available to the public, at a reasonable charge, because “the price of keeping it free has a cost”. The draft of the DBT-DST Open Access Policy is open to comments from the public till July 25.&lt;/p&gt;

        &lt;p style="text-align: justify; "&gt;Department of Biotechnology (DBT) and Department of Science and  Technology (DST), under the Ministry of Science and Technology recently &lt;a href="http://dbtindia.nic.in/docs/DST-DBT_Draft.pdf"&gt;released&lt;/a&gt; (pdf) the draft of what is termed as Open Access Policy and has invited comments from the public until July 25, reports &lt;a href="http://timesofindia.indiatimes.com/city/mumbai/India-to-create-free-access-to-scientific-work-online/articleshow/38818160.cms"&gt;The Times of India&lt;/a&gt;. Comments can be submitted to madhan@dbt.nic.in.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The objective of this policy is to provide unrestricted access to  research work funded by the departments. The draft states that since all  funds disbursed by DBT and DST are public funds, it is important that  the information and knowledge generated through the use of these funds  are made publicly available as soon as possible.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;As per the draft, DBT/DST will be creating a central repository  wherein grantees can either publish their papers in an open-access  journal or post the final accepted manuscript to an online  repository. This includes papers funded by the two departments in  2012-13 as well as review articles invited by DBT/DST or author  initiated that received funding from these departments.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The draft suggests that the full text of the research paper and  metadata of all research projects fully or partially funded by DBT/DST  or the projects that utilised infrastructure built with the support of  DBT/DST will have to be made publicly available, failing which they  wouldn’t be considered for future grants or fellowship opportunities  among others.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The department believes that providing free access to these  publications through gratis open access repository will enable  increasing the distribution of these publications and will ensure that  these research can be read and built upon.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Copyright of research papers&lt;/b&gt;: The draft also sheds  light on copyright issues. It states that research work produced by a  scientist as an employee of a government body or private institution the  copyright would remain with the respective government body or private  institution. However, following the final acceptance of the paper by any  journal, it has to be deposited in an open access repository within a  period of one week.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The author of the research paper will retain the right to reproduce,  distribute, publicly perform, and publicly display the article in any  medium for non-commercial purposes. They can also prepare derivative  works from the article, and authorise others to make any non-commercial  use of the article with credit.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Implications&lt;/b&gt;: This is a godsend for students,  teachers and institutions that don’t have the means to purchase  expensive academic journals. Sunil Abraham, executive director of Centre  for Internet and Society (CIS) told TOI that the idea is that taxpayers  shouldn’t pay twice to access research funded by taxpayers’ money.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Earlier developments in Open Data&lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In August 2013 the Department of School Education and Literacy,  Ministry of Human Resource Development, the Central Institute of  Educational Technology (CIET), and National Council of Educational  Research and Training (NCERT) had &lt;a href="http://www.medianama.com/2013/08/223-indian-govt-launches-open-repository-for-school-education/"&gt;launched an initiative&lt;/a&gt; called &lt;a href="http://nroer.in/home/"&gt;National Repository of Open Educational Resources&lt;/a&gt; (NROER). The objective was to provide free educational resources to school students under the Creative Common license.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Union Cabinet had &lt;a href="http://pib.nic.in/newsite/erelease.aspx?relid=80197"&gt;cleared&lt;/a&gt; the DST formulated &lt;a href="http://www.dst.gov.in/NDSAP.pdf"&gt;National Data Sharing and Accessibility Policy&lt;/a&gt; (NPDSA) back in February 2012. &lt;a href="http://dst.gov.in/nsdi.html"&gt;NPDSA&lt;/a&gt; was supposed to increase accessibility and ease sharing of  non-sensitive data amongst the registered users and their availability  for scientific, economic and social developmental purposes. However,  very little has been reported on how NPDSA was utilised since then.&lt;/p&gt;

&lt;li&gt; Nehaa Chaudhari participated in the 28&lt;sup&gt;th&lt;/sup&gt; session of the World Intellectual Property Organisation Standing Committee on Copyright and Related     Rights (WIPO-SCCR) held in Geneva from June 30 to July 4, 2014. The Centre for Internet and Society (CIS) gave its statements on the Limitations and     Exceptions for Libraries and Archives and Proposed Treaty for the Protection of Broadcasting Organizations.&lt;/li&gt;
&lt;li&gt;India became the first country to ratify the Marrakesh Treaty and the Accessible Books Consortium was launched. Nehaa Chaudhari who participated in the     28&lt;sup&gt;th&lt;/sup&gt; session of the WIPO-SCCR reports on this in a blog entry.&lt;/li&gt;
&lt;li&gt;Vikrant Narayan Vasudeva produced a research paper on patent valuation and license fee determination as part of the Pervasive Technologies project.&lt;/li&gt;
&lt;li&gt;Our grant application to the Wikimedia Foundation was approved. CIS has been awarded Rs. 12,000,000 for the next one year for the Access to Knowledge     (Wikipedia) project.&lt;/li&gt;
&lt;li&gt;CIS and the University of Mysore organized the Open Knowledge day in Mysore on July 15, 2014. Six volumes of Kannada Vishwakosha was re-released under     the Creative Commons (CC license).&lt;/li&gt;
&lt;li&gt;We helped the Ministry of Science and Technology draft the Open Access Policy for the DST/DBT.&lt;/li&gt;
&lt;li&gt;The first of the seven proposed roundtable meetings on “Privacy and Surveillance” conducted by CIS in collaboration with the Cellular Operators     Association of India and the Council for Fair Business Practices was held in Mumbai on June 28, 2014. Anandini K. Rathore has blogged on this.&lt;/li&gt;
&lt;li&gt;Bedavyasa Mohanty has produced a blog entry that analyses the nuances of interception of communications under the Indian Telegraph Act and the Indian     Post Office Act.&lt;/li&gt;
&lt;li&gt;Vinayak Mithal has written a blog entry on the Constitutionality of Indian surveillance law that analyses ICANN's reactive transparency mechanism,     comparing it with freedom of information best practices. He describes the DIDP and its relevance for the Internet community.&lt;/li&gt;
&lt;li&gt;Nishant Shah speaks on the right to freedom of speech and expression in the latest interview conducted as part of the Cybersecurity series being done     with a grant from the International Development Research Centre (IDRC), Ottawa.&lt;/li&gt;
&lt;li&gt;Nishant Shah’s peer reviewed article “Asia in the Edges: A Narrative Account of the Inter-Asia Cultural Studies Summer School in Bangalore” was published     in Inter-Asia Cultural Studies Journal, Volume 15, Issue 2, on July 3, 2014. Nishant gives a narrative account of the experiments and ideas that shaped the     second Summer School, “The Asian Edge” hosted in Bangalore, India, in 2012.&lt;/li&gt;
&lt;li&gt;CIS recruited two new staff members in its Bangalore office. Rohini Lakshane joined as a Program Officer in the Pervasive Technologies project and K.N. Medini joined as a Senior Accounts Officer. The first project is on creating a national resource kit of state-wise laws, policies and     programmes on issues relating to persons with disabilities in India. We compiled the National Compendium of Policies, Programmes and Schemes for Persons     with Disabilities (29 states and 6 union territories). We will be publishing this soon. The second project is on developing text-to-speech software for 15 Indian languages. &lt;p style="text-align: justify; "&gt;►Wikipedia     &lt;br /&gt; As part of the &lt;a href="https://cis-india.org/a2k/access-to-knowledge-program-plan"&gt;project grant from the Wikimedia Foundation&lt;/a&gt; we have reached out to     more than 3500 people across India by organizing more than 100 outreach events and catalysed the release of encyclopaedic and other content under the     Creative Commons (CC-BY-3.0) license in four Indian languages (21 books in Telugu, 13 in Odia, 4 volumes of encyclopaedia in Konkani and 6 volumes in     Kannada, and 1 book on Odia language history in English).&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Announcement     &lt;br /&gt; &lt;/b&gt;Our grant application to the Funds Dissemination Committee (FDC) of the Wikimedia Foundation was approved by its board which met in Frankfurt from May 21 to 24, 2014.     <title>Google Policy Fellowship Programme: Call for Applications </title>

        &lt;b&gt;The Centre for Internet &amp; Society (CIS) is inviting applications for the Google Policy Fellowship programme. Google is providing a USD 7,500 stipend to the India Fellow, who will be selected by July 1, 2013.&lt;/b&gt;
        &lt;p align="JUSTIFY"&gt;The &lt;a href="http://www.google.com/policyfellowship/"&gt;Google Policy Fellowship&lt;/a&gt; offers successful candidates an opportunity to develop research and debate on the fellowship focus areas, which include Access to Knowledge, Openness in India, Freedom of Expression, Privacy, and Telecom, for a period of about ten weeks starting from July 7, 2013 upto October 1, 2013. CIS will select the India Fellow. Send in your applications for the position by June 15, 2013.&lt;/p&gt;

&lt;p align="JUSTIFY"&gt;&lt;b&gt;Freedom 	of Expression&lt;/b&gt;: 	Studies on policy, regulatory and legislative issues concerning 	censorship and freedom of speech and expression online, aimed at 	bloggers, journalists, authors and the general public.&lt;/p&gt;

&lt;p align="JUSTIFY"&gt;&lt;b&gt;Privacy&lt;/b&gt;: 	Studies on privacy issues like data protection and the right to 	information, limits to privacy in light of the provisions of the 	constitution, media norms and privacy, banking and financial 	privacy, workplace privacy, privacy and wire-tapping, e-governance 	and privacy, medical privacy, consumer privacy, etc., aimed at 	policymakers and the public.&lt;/p&gt;

&lt;p align="JUSTIFY"&gt;&lt;b&gt;Telecom&lt;/b&gt;: 	Building awareness and capacity on telecommunication policy in India 	for researchers and academicians, policymakers and regulators, 	consumer and civil society organisations, education and library 	institutions and lay persons through the creation of a dedicated web 	based resource focusing on knowledge dissemination.&lt;/p&gt;

&lt;h2 align="JUSTIFY"&gt;Frequently Asked Questions&lt;/h2&gt;
&lt;p align="JUSTIFY"&gt;&lt;b&gt;What is the Google Policy Fellowship program?&lt;/b&gt;&lt;/p&gt;
&lt;p align="JUSTIFY"&gt;The Google Policy Fellowship program offers students interested in Internet and technology related policy issues with an opportunity to spend their summer working on these issues at the Centre for Internet and Society at Bangalore. Students will work for a period of ten weeks starting from June 1, 2013. The research agenda for the program is based on legal and policy frameworks in the region connected to the ground-level perceptions of the fellowship focus areas mentioned above.&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;
&lt;p align="JUSTIFY"&gt;&lt;b&gt;I 	am an International student can I apply and participate in the 	program? Are there any age restrictions on participating?&lt;/b&gt;&lt;/p&gt;
&lt;p align="JUSTIFY"&gt;Yes. 	You must be 18 years of age or older by January 1, 2013 	to be eligible to participate in Google Policy Fellowship program in 	2013.&lt;/p&gt;

&lt;p align="JUSTIFY"&gt;&lt;b&gt;Are 	there citizenship requirements for the Fellowship?&lt;/b&gt;&lt;/p&gt;
&lt;p align="JUSTIFY"&gt;For 	the time being, we are only accepting students eligible to work in 	India (e.g. Indian citizens, permanent residents of India, and 	individuals presently holding an Indian student visa. Google cannot 	provide guidance or assistance on obtaining the necessary 	documentation to meet the criteria.&lt;/p&gt;

&lt;p align="JUSTIFY"&gt;&lt;b&gt;Who 	is eligible to participate as a student in Google Policy Fellowship 	program?&lt;/b&gt;&lt;/p&gt;
&lt;p align="JUSTIFY"&gt;In 	order to participate in the program, you must be a student. Google 	defines a student as an individual enrolled in or accepted into an 	accredited institution including (but not necessarily limited to) 	colleges, universities, masters programs, PhD programs and 	undergraduate programs. Eligibility is based on enrollment in an 	accredited university by January 1, 2013.&lt;/p&gt;

&lt;p align="JUSTIFY"&gt;As 	long as you are enrolled in a college or university program as of 	January 1, 2013, 	you are eligible to participate in the program.&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p align="JUSTIFY"&gt;&lt;b&gt;I 	graduate in the middle of the program. Can I still participate?&lt;/b&gt;&lt;/p&gt;
&lt;p align="JUSTIFY"&gt;As 	long as you are enrolled in a college or university program as of 	January 1, 2013, 	you are eligible to participate in the program.&lt;/p&gt;
&lt;/li&gt;
&lt;/ul&gt;
&lt;h3 class="western"&gt;Payments, Forms, and Other Administrative Stuff&lt;/h3&gt;
&lt;p class="western"&gt;&lt;b&gt;How do payments work?&lt;/b&gt;&lt;/p&gt;
&lt;p align="JUSTIFY"&gt;Google will provide a stipend of USD 7,500 equivalent to each Fellow for the summer.&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;
&lt;p align="JUSTIFY"&gt;Accepted 	students in good standing with their host organization will receive 	a USD 2,500 stipend payable shortly after they begin the Fellowship 	in June 2013.&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p align="JUSTIFY"&gt;Students 	who receive passing mid-term evaluations by their host organization 	will receive a USD 1,500 stipend shortly after the mid-term 	evaluation in July 2013.&lt;/p&gt;
&lt;/li&gt;
&lt;li&gt;
&lt;p align="JUSTIFY"&gt;Students 	who receive passing final evaluations by their host organization and 	who have submitted their final program evaluations will receive a 	USD 3,500 stipend shortly after final evaluations in August 2013.&lt;/p&gt;
&lt;/li&gt;
&lt;/ul&gt;
&lt;p align="JUSTIFY"&gt;Please note: &lt;i&gt;Payments will be made by electronic bank transfer, and are contingent upon satisfactory evaluations by the host organization, completion of all required enrollment and other forms. Fellows are responsible for payment of any taxes associated with their receipt of the Fellowship stipend&lt;/i&gt;.&lt;/p&gt;
&lt;p align="JUSTIFY"&gt;&lt;b&gt;*&lt;/b&gt;While the three step payment structure given here corresponds to the one in the United States, disbursement of the amount may be altered as felt necessary.&lt;/p&gt;
&lt;p class="western"&gt;&lt;b&gt;What documentation is required from students?&lt;/b&gt;&lt;/p&gt;
&lt;p align="JUSTIFY"&gt;Students should be prepared, upon request, to provide Google or the host organization with transcripts from their accredited institution as proof of enrollment or admission status. Transcripts do not need to be official (photo copy of original will be sufficient).&lt;/p&gt;
&lt;p class="western"&gt;&lt;b&gt;I would like to use the work I did for my Google Policy Fellowship to obtain course credit from my university. Is this acceptable?&lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Yes. If you need documentation from Google to provide to your school for course credit, you can contact Google. We will not provide documentation until we have received a final evaluation from your mentoring organization.&lt;/p&gt;
