&lt;p style="text-align: justify; "&gt;The  CIS-A2K programme organised a four-day workshop in collaboration with  the Goa University for students of M.A. (Konkani) at the Central State  Library, Konkani Department, University of Goa from August 21 to 24,  2013. Nitika Tandon and Subhashish Panigrahi conducted this workshop.  The event saw 38 students creating 43 new articles on Konkani Wikipedia,  which is incubation. The main objective is to bring this seven-year-old  project out of incubation into a live Wikipedia project.     <title>Subhashish Panigrahi joins Open GLAM Working Group</title>

        &lt;b&gt;Subhashish recently joined the OpenGLAM Working Group (a global network of people who work to open up cultural data and content.) as a member and OpenGLAM Local (a local affiliate of OKFN's OpenGLAM project) as an ambassador for India. Both the positions will be voluntary. &lt;/b&gt;
        &lt;h2&gt;OpenGLAM Working Group&lt;/h2&gt;
&lt;p style="text-align: justify; "&gt;The OpenGLAM Working Group is a global network of people who work to open up cultural data and content. We run workshops and provide documentation for cultural institutions wanting to open up their data as well as organise events bringing together groups that are committed to building an open cultural commons. &lt;p style="text-align: justify;"&gt;&lt;strong&gt;Abstract&lt;/strong&gt;&lt;br /&gt;Building partnership with galleries,  libraries, archives and museums (collectively known as GLAM  institutions) is a great way of funneling the cultural content  acquisition and bringing open access to such valuable data. But it is  not that easy given the complications each country has in terms of  formal agreement, organizational framework, etc. This presentation will  detail about the learning curve of institutional partnership building,  leveraging personal contacts in small scale GLAM projects and bringing  in several indie-projects to cut implication cost, and execute low-cost  models.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;During this presentation I will present two case studies of contrasting nature:  India’s first GLAM project at the National Crafts Museum, New Delhi,  and various small-scale collaborative projects. Where the first one  would have learning from the six months long project, the second one  will draw inspirations from many initiatives that have really no cost or  low cost implication and less implementation time involved.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;At times, institutional collaborations  become liabilities and labor intensive with low Return on Investment.  Training staff and implementing GLAM projects are not always easy and  retaining contributors is a challenge. Alternatively Guerrilla GLAM  could be thought of when having a Wikimedian-in-Residence is not  feasible. This presentation will be useful for those who can mobilize a  small team of volunteers equipped with digital camera, access to local  cultural institutions and some level of expertise of curating data.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Making documentaries and building narratives based on acquired content to creating learning resources and promotional materials will  be another aspect of this presentation. Building partnerships with many  federal or private institutions also needs sustained long-term  engagement and volunteer time is not always enough to devote for a long  term GLAM project. This presentation will detail about going the  guerrilla way to acquire data from GLAM institutions. This will involve  low cost models, leveraging various factors, and getting the most out  from cultural institutions where collaboration and long term engagement  has high cost and time implications.&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;Subhashish Panigrahi is an India based educator, author, blogger,  Wikimedian, language activist and free knowledge evangelist. Earlier  with Wikimedia Foundation’s India Program and currently at the &lt;a href="http://cis-india.org/" target="_blank"&gt;Centre for Internet and Society&lt;/a&gt;‘s &lt;a href="http://cis-india.org/a2k" target="_blank"&gt;Access To Knowledge&lt;/a&gt; program, Panigrahi works on building partnership with universities,  language research and GLAM (Gallery, Library, Archive and Museums)  organizations for bringing more scholarly and encyclopedic content under  free licenses, designing outreach programs for South Asian language  Wikipedia/Wikimedia projects and communities.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;The University of Mysore and the Centre for Internet and Society co-organized the Open Knowledge Day in Mysore on July 15, 2014. On this occasion Mysore University released six volumes of Kannada Vishwakosha under the Creative Commons (CC) license. Kannada Vishwakosha brought out by the &lt;a class="external text" href="http://www.uni-mysore.ac.in/" rel="nofollow"&gt;University of Mysore&lt;/a&gt; can easily be termed as the best encyclopaedia in Kannada. It has been modelled after the famous Britannica encyclopaedia. Mysore University Vishwakosha has 14 volumes having a total of 13802 pages. The very first volume was brought out in the year 1969 and the final volume was released in 2004. Many famous Kannada authors, scientists, academicians and stalwarts from other fields have worked on creating this encyclopaedia.&lt;br /&gt; &lt;br /&gt; Leading English and Kannada dailies like Andolana Kannada, City Today, Deccan Herald, Hosa Diganta, Kannada Jana Mana, Kannada Prabha, Rajya Dharma, Samyukta Karnataka, The Hindu, The New Indian Express, Udayavani, Vijaya Karnataka, and Vijaya Vani published about this. It was hosted by the Centre for Political Studies at the Jawaharlal Nehru University, and was generously supported by the CSCS Digital Innovation Fund.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Subhashish Panigrahi won the &lt;a class="external-link" href="http://cis-india.org/a2k/news/odisha-news-february-22-2016-intellects-holds-second-international-conclave-of-odia-language"&gt;Yuva Prerana Samman award&lt;/a&gt;. The award was conferred during the 2nd International Conclave of Odia Language (organized by Intellects, a Delhi-based progressive forum of intellectuals) at the India International Centre in New Delhi on February 20, 2016. &lt;a class="external-link" href="http://www.odishanewsinsight.com/events/the-intellects-holds-2nd-international-conclave-of-odia-language/"&gt;Odisha News&lt;/a&gt; covered the event.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Subhashish Panigrahi &lt;a class="external-link" href="http://cis-india.org/a2k/blogs/the-hoot-feburay-19-2016-subhashish-panigrahi-can-wikipedia-revive-dying-indian-languages"&gt;wrote an article for the Hoot&lt;/a&gt; on whether Wikipedia could revive dying Indian languages. Panigrahi stated that by encouraging content and involvement languages could be kept relevant. The article was republished by Pratham Books.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Kannada Wikipedia just celebrated its 13th anniversary. As part of the &lt;a class="external-link" href="https://blog.wikimedia.org/tag/wikipediansspeak/"&gt;WikipediansSpeak&lt;/a&gt; series Subhashish Panigrahi caught up with &lt;a class="external-link" href="https://kn.wikipedia.org/wiki/%E0%B2%B8%E0%B2%A6%E0%B2%B8%E0%B3%8D%E0%B2%AF:VASANTH_S.N"&gt;Vasanth&lt;/a&gt; to learn about his contributions to the Kannada Wikipedia. &lt;a class="external-link" href="http://blog.wikimedia.org/2016/02/28/kannada-wikipedia-vasanth-sn/"&gt;In the discussion&lt;/a&gt; Vasanth shared his long time involvement in the Wikimedia movement, and spoke about what drove him every day to edit Wikipedia and helping other fellow Wikimedians.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Sunil Abraham's &lt;a class="external-link" href="http://cis-india.org/internet-governance/blog/first-post-february-9-2016-sunil-abraham-facebook-fall-from-grace-arab-spring-to-indian-winter"&gt;article on Facebook's Free Basics&lt;/a&gt; was published by First Post. He stated that there is more to come from TRAI in terms of net neutrality regulations especially for throttling and blocking.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Nehaa Chaudhari &lt;a class="external-link" href="http://cis-india.org/a2k/blogs/the-socio-legal-review-nehaa-chaudhari-standard-essential-patent-on-low-cost-mobile-phones-in-india"&gt;wrote an article&lt;/a&gt; for the Socio Legal Review (National Law School of India University). The article seeks to examine legal and policy lever and the role of regulator in the development of an enabling environment for access to sub-hundred dollar mobile devices.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;In a &lt;a class="external-link" href="http://cis-india.org/raw/aakash-tablet-and-technological-imaginaries-of-education-in-india-excerpt"&gt;recently published paper&lt;/a&gt;, Jahnavi Phalkey and Sumandro Chattapadhyay explore public initiatives in technological solutions for educating the poor and the disadvantaged in independent India.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;The United Nations Educational, Scientific and Cultural Organisation (UNESCO) had published a book in 2014 that examines free speech, expression and media development. The chapter contains a Foreword by Irina Bokova, Director General, UNESCO. Pranesh Prakash &lt;a class="external-link" href="http://cis-india.org/internet-governance/blog/unesco-world-trends-in-freedom-of-expression-and-media-development"&gt;contributed to the Independence: Introduction - Global Media Chapter&lt;/a&gt;. The book was edited by Courtney C. Radsch.&lt;/li&gt;

        &lt;p style="text-align: justify; "&gt;The Wikimedia community in the city of joy gathered near Salt lake  during Recently &lt;a href="https://cis-india.org/" class="external-link"&gt;Centre for Internet and Society&lt;/a&gt;'s &lt;a class="external-link" href="http://meta.wikimedia.org/wiki/India_Access_To_Knowledge"&gt;Access To Knowledge Programme&lt;/a&gt; team's visit.  Four Wikipedians from Kolkata, Wikimedia  Foundation's mobile Developer &lt;a class="external-link" href="http://www.mediawiki.org/wiki/User:Yuvipanda"&gt;Yuvaraj Pandian&lt;/a&gt; and OPW intern &lt;a class="external-link" href="http://www.mediawiki.org/wiki/User:Sucheta_Ghoshal"&gt;Sucheta  Ghoshal&lt;/a&gt; joined A2K's &lt;a class="external-link" href="http://meta.wikimedia.org/wiki/User:Visdaviva"&gt;Vishnu Vardhan&lt;/a&gt; and &lt;a class="external-link" href="http://meta.wikimedia.org/wiki/User:Psubhashish"&gt;Subhashish Panigrahi&lt;/a&gt; for this  meetup. Vishnu addressed the wikipedians and gave a brief introduction  about the programme's objectives and plans. Bengali Wikipedians &lt;a class="external-link" href="http://en.wikipedia.org/wiki/User:Jayantanth"&gt;Jayanta Nath&lt;/a&gt; and &lt;a class="external-link" href="http://en.wikipedia.org/wiki/User:BengaliHindu"&gt;Kalyan Sarkar&lt;/a&gt; shared the success stories and activities in Bengali  Wikipedia community. They also discussed about the challenges Indian  Bengali wikipedians are facing. Wikipedians discussed few of the  technical aspects of Bengali Wikipedia over lunch. Vishnu and Subhashish  discussed about the opportunities that could be explored to bring more  good quality content relevant to West Bengal and Bengali language over  lunch.&lt;/p&gt;
