&lt;li style="text-align: justify; "&gt;The National Resource Kit team is pleased to bring you its research for the states of Delhi, Madhya Pradesh and Arunachal Pradesh, and the Union Territory of Daman and Diu.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;The Department of Electronics and Information Technology invited comments on the Framework on the proposed adoption of Open Source Software in E-Governance Systems. CIS gave its feedback. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;The Access to Knowledge team in collaboration with the Goa University re-released the Konkani Vishwakosh under Creative Commons License CC-BY-SA-3.0. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Sunil Abraham, Pranesh Prakash and Chinmayi Arun participated in the Internet Governance Forum held in Bali, Indonesia from October 21 to 25. Overall CIS spoke in 7 panels. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;In an article on Spy Files, Maria Xynou examines the legality of India’s surveillance technologies and their potential connection to India’s central monitoring system.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;A clause-by-clause comments on the Working draft version of the Human DNA Profiling Bill, 2012 was sent to the Ministry of Science and Technology.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;CIS started the first Privacy Watch in India. The map includes data on the UID, NPR and CCTNS schemes, installation of CCTV cameras and the use of drones throughout the country.&lt;/li&gt;

&lt;p style="text-align: justify; "&gt;CIS is doing a project (under a grant from Privacy International and International Development Research Centre (IDRC)) on conducting research on surveillance and freedom of expression (SAFEGUARDS). So far we have organised seven privacy round-tables and drafted the Privacy (Protection) Bill. This month we bring you clause-by-clause comments on the Human DNA Profiling Bill, 2012, and a map monitoring privacy in India. As part of its project (funded by Citizen Lab, Munk School of Global Affairs, University of Toronto and support from the IDRC) on mapping cyber security actors in South Asia and South East Asia we did an interview with Anja Kovacs on cyber security. With this we have completed a total of 10 video interviews:&lt;/p&gt;

    <title>The Stranger with Candy </title>

&lt;hr /&gt;
&lt;p style="text-align: justify;"&gt;My parents and I were in  Oslo, when after a long day in the city, we  returned to an intriguing  situation. My father, who is quite a digital  migrant and uses the  internet for daily exchanges, found an email from  an uncle waiting in  his inbox. The email begins with the uncle  travelling to Madrid, Spain,  to help an ailing cousin who needs a  surgery and requested that my  father help the writer, his cousin, with  €2,500. The email ended with a  note of urgency, "I will check my email  every 30 minutes for your  reply".&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;My father, who was by now rather  agitated, asked my brother and  me what could be done. People asking for  money over email is the modern  day equivalent of strangers bearing  candy in a car. We were both  immediately wary and when we saw the mail,  we knew that it was a scam.  Somebody had cracked into somebody's  account and was now sending out  emails to everybody in their contact  list, hoping to make a quick buck.  The only action we took was to  inform the relative that his account  seemed to have been compromised  and that he needed to protect it.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;This incident, in the context of  disallowing children below 13  years on Facebook in India, got me  thinking. How do we trust somebody,  or something online? There is a  presumption that digital natives  instinctively know how to deal with  dubious situations online. True, one  seldom hears of a digital native  falling for scams of Nigerian princes  offering their inheritance or  widows of bank managers in Saudi Arabia  wanting to transfer millions to  their bank accounts. But that might be  because digital natives live  more in gift and attention economies and  have always been suspicious of  anybody waving a wad of notes.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;However, we do know that the young are  often susceptible to other  predators on the Web. While it might  occasionally seem that the West's  paranoia around paedophiles online,  preying on young children as sexual  victims might have reached the  limits of logical absurdity, it remains  indisputable that young adults  haven't yet developed the codes to trust  somebody online. We encounter  countless stories of the young who  endanger their futures by  documenting their follies and foibles in the  unforgiving and  unforgetting space of the internet. Let us not forget  the names of  Adnan Patrawala and Koushambi Layek, who fell prey to  strangers  pretending to be friends and lovers on the social networking  site  Orkut.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;I am not suggesting that the World Wide  Web is any more dangerous  than the brick and mortar world that we live  in. Our flesh- and-bone  bodies are under equal danger in our everyday  lives. But over time, we  have learned and have been taught how to  decode conditions that might  harm us. We have learned to distance  ourselves from strangers with  grins, and people who look hostile. The  authorities have created visible  signposts of danger all around us —  from red traffic lights to  surveillance cameras — that constantly  remind us that safety is not the  default mode of our existence but  something that we need to incessantly  create for ourselves.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The digital world has no such  guidelines. The mammoth  corporations, which now govern a large part of  the cyberspace,  individually try to create structures that would save  us from falling  victim to such attacks. So the filter on your Gmail  account is an  intelligent system that scans every byte of information  that goes in and  out of your inbox, learning both your behaviour  patterns and your  interaction modes, to filter out not only the obvious  hoax emails but  also things that you might deem as clutter. Smart  browsers like Firefox  identify IP addresses that are regularly abusive  and warn us about  installing any software that might originate there.  On Facebook, certain  pictures and posts with offensive content are  censored even before they  get into your data stream. The friendship  algorithm, further ensures  that you increasingly see content from your  'close friends' rather than  strangers. In all these mechanisms, which  use big data mining tools to  recognise harmful patterns as well as  encourage you to devise your own  vouchsafes, there is an implicit  understanding that the people we know  will do us less harm. They are  designed to keep out unwanted or  potentially harmful people because it  might lead to danger or conflict.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;However, as we saw in the case of the  email to my father, the  distinctions between strangers and friends on  the internet, is a forced  one. When all digital avatars are a  performance of a kind, it becomes  easy for an imposter to take on that  identity. The only credentials we  have of somebody's authenticity are  often their user accounts and email —  data which can be stolen and  manipulated effortlessly. And  increasingly, we have learned that when  it comes to the online world,  the people who infect us with viruses,  rob us of our money and crash our  digital worlds are people who are our  'friends'.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;While we shall learn through experience  and through stories,  there remains a need to develop a larger social  discussion around trust  online. This debate cannot be whether content  needs to be censored  online or whether certain groups should be allowed  to get on to social  network systems. Instead, it has to be a debate  that realises the  notions of friendship and trust, of networks and  connections, are not  merely extensions of the physical into the  digital. On the infobahn,  these are new modes of operation and being  and it is not going to be  easy to create a handbook of online safety.  What we will need is an  involved and inter-generational debate about  the social, political and  economic safety online and create signposts  that remind us of the  dangers of being online.&lt;/p&gt;

    <title>Whose Change is it Anyway?</title>

        &lt;b&gt;This thought piece is an attempt to reflect critically on existing practices of “making change” and its implications for the future of citizen action in information and network societies. It observes that change is constantly and explicitly invoked at different stages in research, practice, and policy in relation to digital technologies, citizen action, and network societies. &lt;/b&gt;
        
&lt;p&gt;The White Paper by Nishant Shah was &lt;a class="external-link" href="http://www.hivos.net/Hivos-Knowledge-Programme/Themes/Civic-Explorations/Publications/Whose-Change-is-it-anyway"&gt;published by Hivos recently&lt;/a&gt;.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify;"&gt;However, we do not have adequate frameworks to address the idea of change. What constitutes change? What are the intentions that make change possible? Who are the actors involved? Whose change is&amp;nbsp; it, anyway?&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Drawing on the Hivos Knowledge Programme and on knowledge frameworks  around youth, technology, and change from the last four years, this  thought piece introduces new ways of defining, locating, and figuring  change. In the process, it also helps understand the role that digital&amp;nbsp;  technologies play in shaping and amplifying our processes and practices  of change, and to understand actors of change who are not necessarily  confined to the category of “citizen”, which seems to be understood as  the de facto agent of change in contemporary social upheavals,&amp;nbsp;  political uprisings, and cultural innovations.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Methodologically, this thought piece attempts to make three discursive  interventions: It locates digital activism in historical trajectories,  positing that digital activism has deep ties to traditional activism,  when it comes to the core political cause. Simultaneously, it recognises  that new modes of political engagement are demanding and producing  novel practices and introducing new actors and stakeholders. It looks at  contemporary digital and network theories, but also draws on older  philosophical lineages to discuss the crises that we seek to address. It  tries to interject these abstractions and theoretical frameworks back  into the field by producing two case studies that show how engagement  with these questions might help us reflect critically on our past  practices and knowledge as well as on visions for and speculations about  the future, and how these shape contemporary network societies. It  builds a theoretical framework based on knowledge gleaned from  conversations, interviews, and on-the-ground action with different  groups and communities in emerging information societies, and integrates  with new critical theory to&amp;nbsp; build an interdisciplinary and accessible  framework that seeks to inform research, development-based  interventions, and policy structures at the intersection of digital  technologies, citizen action, and change by introducing questions around  change into existing discourse.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;The promise of connected digital networks — that which we now call the internet — was to replace space with time, as the unit of our life. Space has been critical in thinking of our units of a private, personal, social, collective and political organisation. Space had defined our notions of friendship, intimacy, family, society, and sociality. It seemed like a preposterous idea at that time, about four decades ago, to imagine that space would become less relevant in configuring our sense of who we are and how we relate to the world. In the early days of the internet, when people were still working on clunky connections and text-based interfaces, this idea of proximity being replaced by temporality, was relegated to the realms of sci-fi fantasy.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Now, our friends are not defined by proximity but through &lt;a href="http://indianexpress.com/about/facebook/"&gt;Facebook&lt;/a&gt; algorithms. We have come to learn that we might have more in common with a person halfway across the globe than with somebody who might be living next door. We think of global news as local news, consuming faraway information in real time, and being invested in the politics of spaces we have never visited. In IT-service countries like India, entire shadow cities have been built where people define their working times, rhythms, and, even their names, based on the distant geographies they work in — even when located in the back-processing offices in Bengaluru, Gurugram, and Hyderabad. We have started thinking of information as streams of time, and, increasingly, our digital practices have been space independent as we move our life to the cloud.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;And yet, we remain enslaved to the geographies of our living and the materiality of our devices. Somebody might be just a click away, but they are also not always available because of the distances in space. Information might be easily available and ready to stream, but without the context of other people sharing and making meaning of it, there might be no relevance or urgency to it. We might lose ourselves in online role-playing games and immerse in social media conversation that makes us forget where we are. But none of it has actually made space irrelevant. If anything, as we become informationally overloaded subjects, and continue to invest all our time on digital screens, space has become a premium and travel has taken on new connotations.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Once upon a time, when people talked about travel, it was a journey towards something — to discover new people, cultures, rhythms of life and ways of living. Travel carried with it a sense of purpose: to find more, learn more, explore more and enrich our lives with the experiences of diversity that the world holds for us. The presumption was that we live small and sheltered lives, and travel gifts us new horizons. This idea of travel has now been made redundant for the contemporary information subjects. At the speed of a click, we now have access to information of the world, often in real time, in ways that we could never have imagined. Our cultural references are global, our cuisine, too, is multicultural. We talk of shows and communities that are global. Travel is now just another data stream that adds to this milieu of the informationally overloaded subject.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The digital does not change travel. It does not make travel unnecessary. It doesn’t shrink the world or make it flatter. Instead, because it gives us access to the world already, it makes us ask questions of why we travel and what do we get out of it. The digital access through augmented reality, through virtual reality, through immersive media, and through connected networks, helps us ask a question again of why we travel, and subsequently, what we travel for and what we travel to. Digital travels are travels with an intention, with a purpose, and with a responsibility that makes it necessary for us to connect with the local in a new way. The digital platforms for travel – from Couchsurfing to Wikitravels, from augmented maps to TripAdvisor discussion boards — are a way of showing us the alternative that is no longer the expected brief. They are ways of finding communities, of ethical engagements and new modes of interaction where we take other roles than just being tourists, and become new subjects of critical discovery and exploring horizons with a purpose.&lt;/p&gt;

    <title>Digital Native: In digiville attention is Currency</title>

&lt;p style="text-align: justify; "&gt;We’ve grown to the idea that the digital is dangerously fast. We are now used to instant delivery of services, immediate streaming of programmes, and having a coterie of people available to us at a click and a scroll. The globe has shrunk, the world has flattened, and we live on a planet that is essentially a giant super-computer enveloped in information and data streams. There is much to celebrate about the light-speed traffic of digital networks, where the gap between yesterday and tomorrow is so small, that there is no more today left to live in.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Our quickly accelerated lives get closer and closer to the science-fiction reality that our fantasies had once imagined. People get connected in ways they had never imagined, and our social and personal lives experience dramatic upheavals that might have filled lifetimes in other epochs. While these transformations are surrounding us, and the digital fulfils the promises it had kept, it is time to realise that not all is well in digiville. Because, sure, the digital circuits give us access to unprecedented information and give us a window into bedrooms far away from home, but they also lead to triggers that were never possible.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Last week, for instance, a large part of the world was frantically looking for the meaning of “covfefe”, after the Twitter-happy president of the USA decided that the world was ready for that word. Twitter went berserk, with conspiracy theories of what “covfefe” could mean, and the social web was exploding with much hilarity at the cost of the president. At the same time, the algorithms that govern the empires of Google Search, were being confounded by the fact that all the Indians, who have been quite prominent in their quest for digital porn, had suddenly changed their preferences and were really into “peacock sex”. Following the misguidedly strange proclamations of the judge from Rajasthan who desexualised the peacocks and cast a blemish on their records, hordes of people spent their time talking about the sex lives of peacocks.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Both of these incidents, moments of great levity and mirth, are symptomatic of the reactive space that the web has become. The hashtags trended. Memes were created. YouTube suddenly got flooded with peacock-mating videos — don’t just take my word for it, seriously, go and search for them! — and the tweets went viral. If we were to quantify the time that was spent globally and locally, reacting to what can only be seen as the ramblings of ignorant demagogues; while it does reflect the democratic potentials of the digital web, it also shows how trigger-happy we’ve become in our interaction with information.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In the digital web, attention is currency. The more time, clicks, scrolls, likes and shares a digital object accrues, the more valuable it becomes. So much so, that completely insignificant items can thus assume dramatic proportions and people who have nothing more to offer than their ability to garner attention, can become celebrities. Incidentally, there is algorithmic science behind it. There is a reason why not all the rubbish that goes online becomes virally distributed. The human actors — the people who follow you — and the influence they create, form a small part of why some things get attention. The real influencers, in this case, are actually networked algorithms.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The network is not just a benign connection of nodes. It is a self-sustaining system that is designed for circulation. The network has its meaning and its lifeness only in its capacity to circulate data. The minute algorithms notice some information gathering interest, they start spreading it to even more avenues. As the information spreads and leaks into different spaces, more people like it — and the more people like it, the more it becomes subject to rapid circulation. This avalanche of attention that networks deposit on some information allows for these viral objects to emerge as significant, becoming time sinks where we all spend our time responding to them, without giving us a space of reflection or critical distance.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;This same phenomenon creates uncivil, arrogant and boorish media personalities into celebrities. This is why fake news has become a naturalised phenomenon, where what is missing, is not our ability to discern between good and bad information, but the fact that most of this information comes with the endorsement of thousands of likes and millions of views, which gives it credibility even when it has no claims to truth. The rapid nature of our responsive digital lives needs to be questioned. While it is obvious that in the constantly updated data streams, momentary and micro engagements is the only survival mechanism that we have to cope with information overload, it is important that we check ourselves to make sure that the attention that we are spending is bestowed on objects and ideas that might be more worthy than peacocks having covfefes.&lt;/p&gt;

For many of the current  users of digital communication, emoticons are pre-defined pictures that  they select from a menu that gives them access to add a wink, a nod, a  smiling or sad face to their messages. However, there are power users  who, I am sure, still remember the times when emoticons were things that  you created.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Before the emergence of the Graphical User Interface (GUI) that  turned the computer into a box of cuteness, turning all of us into  eternal children playing with the friendly faces of the digital  platforms, the digital world was flat and largely textual. Emoticons  were first proposed in 1982 to take away the density and the unforgiving  monotone of text-based conversations on digital platforms. From that  first proposal of a : ) and : ( sign to indicate the mood of a text,  emoticons have had a fascinating history of evolution. Following the  proposal of the basic emoticons by Scott Fahlman, a variety of early  adopters of the web came up with a wide range of options. The smiley  became a grin with : D and the sad face was made to weep with : ‘ (. The  face became mischievous and winked with a ;) and swooned in love with a  &amp;lt;3. It became silly with its tongue poking out :p and sprouted devil  horns to show its inherent wickedness with &amp;gt;:D.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Early users will remember how, from that first explosion, the  emoticons grew into forming extremely intricate art forms. In the world  of text-based virtual realities, the shrugging emoticon was my constant  companion when giving up on futile internet arguments : ¯\_(?)_/¯ . From  there, we were only one step away from complex ASCII (American Standard  Code for Information Interchange) art forms that made punctuation and  critical marks the new tools for emerging artists to play with. The  ASCII characters were keyboard symbols, letters and numbers mixed  together to produce images ranging from flowers and animals to the globe  and human bodies. In fact, ASCII became such a huge rage that there  were special forums where people submitted their ASCII art. Even though  we have now achieved high visual fidelity with our powerful computing  devices, the ASCII messages still continue on our WhatsApp groups and  discussion forums. So that we still tell people we love them in ASCII&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;(¯`v´¯)&lt;br /&gt; `·.¸.·´ I Love&lt;br /&gt; ¸.·´¸.·´¨) ¸.·*¨)&lt;br /&gt; (¸.·´ (¸.·´ .·´ You… or pledge friendship in punctuation&lt;br /&gt; (‘,’)/\(‘,’)&lt;br /&gt; &amp;lt;) )—( (&amp;gt;&lt;br /&gt; _\\__//_&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;One of the lesser known histories of emoticons and ASCII, however,  has been forgotten in the gentrified, cute and commodified mass produced  usage that we have put them to. In many cultures and spaces in those  early days of the web, emoticons were also ways of resisting censorship  and circumventing supervision. As the web became more open and more  people started signing up for digital conversations, there was also an  increase in the monitoring and surveillance of things online. In more  conservative cultures, there were immediate bans on conversations that  were considered pornographic or obscene. In stricter work places, the  system administrators were trying to filter messages which might have  certain words or images in their content. ASCII and emoticons came to  the rescue, because, using these characters which the computer only read  as punctuation marks without content, people were able to communicate  sexual content without the fear of censorship.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In the late ’90s, there were graphic and explicit ASCII images that  were circulated, so that the content filters would not detect them, and,  using just the characters, the earliest internet porn, or Pr0n as it  was tagged, came into being. The emoticon-filled messages were not just  about nodding and winking at each other but also a way for people to  question authority and to find new modes of expression. Since those days  of subversion, emoticons have come a long way, becoming appropriated in  our everyday practice — they have been tamed and made mainstream.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;I am sure that the ubiquity of the emoticons produces a sense of  irritation sometimes, and you want to send a slapping emoticon when you  find a work email with a smiley face at the end. But before you announce  the death of the emoticon, you might want to know that digital natives  are experimenting with the radical power of these emoticons. They are  developing an entirely new language filled with exploding bananas,  pulsating aubergines, peeking monkeys, dancing unicorns, and victorious  roosters to communicate in ways that are not accessible to the parents,  teachers and authority figures around them. The repurposing of emoticons  by young users to chat, express, flirt, tease and engage with each  other in ways that defy all conventional sense. I find this fascinating  because it gives me hope that the web is not going to just produce all  users as cheap copies of each other.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;It is time to insist that the infrastructure of digital India is  accompanied by the infrastructure of care for the digital Indian.When  the telephone was first introduced as a mass communication tool, one of  the biggest fears was that it would allow people to lie and cheat at  will.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The social fabric of existence till then, was built on the idea that  communication happens between two people who are in close proximity of  each other, and thus, are careful of what they say, because there can be  immediate consequences to their words. Editorials were written and  codes were established trying to figure out how we will deal with this  increased distance. When mobile phones came into the market, these fears  were intensified. Because, the telephone, at least, had the individual  tied to a location and fixed in a particular context. Whereas the mobile  phone meant that you could be anywhere and lie about it.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In her hilarious book on modern day etiquette, Talk to the Hand, Lynn  Truss describes how she spent hours in public spaces eavesdropping on  people, hoping to catch them in the middle of spectacular lying. She was  disappointed when people on the train, when called by their partners  and bosses, honestly confessed that they were, indeed, aboard a train.  In the hours spent lurking in public spaces, never once did she uncover a  juicy story of somebody sitting in a park and trying to convince  somebody else that they were in the middle of work on a hectic day.  Disappointed as she was by the lack of imagination shown by her fellow  human beings, Truss does remind us that this new condition of being  mobile because we have a mobile phone is one of the most liberating  moments of digital telecommunications. And, largely, it is true — our  everyday communication now no longer takes for granted that we could  know where people are when we are talking to them. Ubiquitous mobile  coverage and ever-ready connections mean that we could be interrupting  people in their most intimate moments — of making love or doing the  morning needful in the loo, or, we could be reaching out to them in  moments of such extreme boredom, that they have started tweeting back at  celebrities in the hope of making a human connection.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;This mobility has been celebrated as a part of our digital make up.  Especially with high speed mobile data and almost a seamless access to  the web, we now seem to think of this distributed and fragmented nature  of our being as the new real. Conversations on apps like WhatsApp  continue across spaces and time zones almost seamlessly. Our physical  and contextual locations change rapidly even in the course of just one  Twitter war. With streaming services like Netflix offering multi-device  access to our favourite shows, binge watching is not just limited to the  favourite couch at home. A series that starts on the laptop at home,  might continue on the phone as we walk down to the cab or train, and  then shift to the tablet as we switch from device to device.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Mobility has become such a celebrated way of life that we now presume  that, to be truly digital, we have to be truly mobile — the figure of  the millennial digital native as the global citizen who navigates  geographies, cultures, distances and time easily has emerged as the face  of the digital. In our quest for mobile information, we have also  created ourselves as mobile people. Mobility is now equated with  flexibility and is an increasing skill that is required in new  workforces. Mobility is rewarded and also incentivised by the labour  markets that are supported by gig economies like Uber. The mobile body  in its interaction with the mobile devices is the new normal.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;And yet, it is good to remember that the mobility we see as natural  and desirable is a condition of privilege. The mobile phone might have  penetrated the last mile in developing countries but it does not  guarantee meaningful access or inclusion of large parts of  underprivileged communities in the mobility networks. Even as new  digital competition lowers the threshold of access and affordability, it  is good to remember that having a mobile and being mobile are not the  same thing. We are slowly witnessing different kinds of users beginning  to get onto mobile networks, but their connectivity is always going to  be undermined — the mobility expected from the mobile bearing bodies can  be afforded only by those who can calibrate lives without the  established social safety nets of static living. A mobile life is a  migrant life which has uprooted individuals from families, communities  and contexts, which might have supported them in times of crises.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The mobile individual has to form new connections, forge new support  systems, and learn to cope with the precariousness of mobility in a way  that is unprecedented. Otherwise, the continued reports of depression,  burn-out, breakdown and mental health issues that we find increasing in  digital migrant populations, is only going to get dire. If we make  mobility the precondition of being digital, it is time to insist that  the infrastructure of digital India is accompanied by the infrastructure  of care for the digital Indian.&lt;/p&gt;

&lt;p class="cnn_storypgraph3 cnn_storypgraphtxt" style="text-align: justify; "&gt;The post-millennial  "digital native," a term coined by U.S. author Marc Prensky in 2001 is  emerging as the globe's dominant demographic, while the "digital  immigrant," becomes a relic of a previous time.&lt;/p&gt;
&lt;p class="cnn_storypgraph4 cnn_storypgraphtxt" style="text-align: justify; "&gt;The digital  native-immigrant concept describes the generational switchover where  people are defined by the technological culture which they're familiar  with.&lt;/p&gt;

&lt;p class="cnn_storypgraph7 cnn_storypgraphtxt" style="text-align: justify; "&gt;Although not Luddites, the immigrants struggle more than natives to adapt to hi-tech progress.&lt;/p&gt;

&lt;p class="cnn_storypgraph9 cnn_storypgraphtxt" style="text-align: justify; "&gt;The author of "Teaching  Digital Natives," whose success pushed him onto the speaking circuit,  says the explosion of technology over the last 10 years is just the  start of a symbiotic new world. Computers and handsets are becoming an  extension of body and mind, creating a Cyborg-like population.&lt;/p&gt;
&lt;p class="cnn_storypgraph10 cnn_storypgraphtxt" style="text-align: justify; "&gt;Prensky cites the  100-meter runner Oscar Pistorius, an athlete with prosthetic legs, as an  example of how technology is used to enhance our lives. He told CNN:  "For humans, what used to be this body of flesh and bone, all that is  now just the center... Being human is a moving target."&lt;/p&gt;
&lt;p class="cnn_storypgraph11 cnn_storypgraphtxt" style="text-align: justify; "&gt;&lt;b&gt;The human race and its struggle to keep up with technology&lt;/b&gt;&lt;/p&gt;
&lt;p class="cnn_storypgraph12 cnn_storypgraphtxt" style="text-align: justify; "&gt;Prensky says that at no  time in history has technology moved so fast. Today the latest high-tech  gizmos can be passe even before hitting the shop floors.&lt;/p&gt;
&lt;p class="cnn_storypgraph13 cnn_storypgraphtxt" style="text-align: justify; "&gt;In the past -- during  the post-industrial revolution era, for example -- accelerating  technology has plateaued. So, with the meteoric rise of new social media  outlets including Facebook, Twitter, YouTube and Skype, history  suggests the world is overdue for a slowdown.&lt;/p&gt;

&lt;p class="cnn_storypgraph16 cnn_storypgraphtxt" style="text-align: justify; "&gt;He told CNN: "We are not  going through a transition to another faze of stability, and that is  the key point. People will always be behind now and that will be a  stress they have to cope with."&lt;/p&gt;
&lt;p class="cnn_storypgraph17 cnn_storypgraphtxt" style="text-align: justify; "&gt;&lt;b&gt;The new norm&lt;/b&gt;&lt;/p&gt;
&lt;p class="cnn_storypgraph18 cnn_storypgraphtxt" style="text-align: justify; "&gt;Connecting with one  another in the modern world requires a knack for social networking and  texting, which is the norm for the digital native. But for the  immigrant, it can be akin to learning a whole new language.&lt;/p&gt;
&lt;p class="cnn_storypgraph19 cnn_storypgraphtxt" style="text-align: justify; "&gt;Prensky illustrates his  point with former director of the CIA David Petraeus. In November, he  was embroiled in a scandal that revealed he had an affair with Paula  Broadwell.&lt;/p&gt;
&lt;p class="cnn_storypgraph20 cnn_storypgraphtxt" style="text-align: justify; "&gt;The FBI uncovered the  affair while it investigated e-mails that Broadwell allegedly sent to a  Petraeus family friend, Jill Kelley.&lt;/p&gt;
&lt;p class="cnn_storypgraph21 cnn_storypgraphtxt" style="text-align: justify; "&gt;Prensky labels this  naivety by immigrants as "digital stupidity" -- by assuming that when  people decide to post online or send e-mails, they believe privacy is  automatically applicable.&lt;/p&gt;
&lt;p class="cnn_storypgraph21 cnn_storypgraphtxt" style="text-align: justify; "&gt;"People get frightened by change and they should be. They need courage  to face the future these days, especially those who feel left behind."  Prensky said. "People adapt instinctively and humans are very good at  that. The young people live in the context; the older people see the  changing context and struggle."&lt;/p&gt;
&lt;p class="cnn_storypgraph23 cnn_storypgraphtxt" style="text-align: justify; "&gt;&lt;b&gt;Digital poverty&lt;/b&gt;&lt;/p&gt;
&lt;p class="cnn_storypgraph24 cnn_storypgraphtxt" style="text-align: justify; "&gt;As technology filters  into every corner of the globe and tech cities spring up in some  unlikely places from Bangalore to Tel Aviv, a new gulf is emerging to  separate the digitally savvy from the disconnected: Poverty.&lt;/p&gt;
&lt;p class="cnn_storypgraph25 cnn_storypgraphtxt" style="text-align: justify; "&gt;In India, over two-thirds of the population live on less than $2 a day, according to the World Bank. But a &lt;a href="http://www.inweh.unu.edu/News/2010-04_UNU-INWEH_News-Release_Sanitation.pdf" target="_blank"&gt;United Nations report&lt;/a&gt; still says that mobile phones are more common than toilets, with nearly  half of India's 1.2 billion population armed with a handset.&lt;/p&gt;
&lt;p class="cnn_storypgraph26 cnn_storypgraphtxt" style="text-align: justify; "&gt;Nishant Shah, a director  at the Centre for Internet and Society in India, told CNN that defining  natives and immigrants by generation is a "serious concern." According  to Shah, Prensky's views were formed from the "privileged" position of  living in the U.S.&lt;/p&gt;
&lt;p class="cnn_storypgraph27 cnn_storypgraphtxt" style="text-align: justify; "&gt;Shah added: "[Prensky's]  observations may describe a generation gap that the U.S. faced, but if  you transplant the same definition to other parts of the world, natives  are sometimes indistinguishable from immigrants."&lt;/p&gt;
&lt;p class="cnn_storypgraph28 cnn_storypgraphtxt" style="text-align: justify; "&gt;The real fear for Shah  is the new hierarchies created by digital literacy and the class systems  that will be shaped by access to digital technologies.&lt;/p&gt;
&lt;p class="cnn_storypgraph29 cnn_storypgraphtxt" style="text-align: justify; "&gt;&lt;b&gt;The call of the developing world&lt;/b&gt;&lt;/p&gt;
&lt;p class="cnn_storypgraph30 cnn_storypgraphtxt" style="text-align: justify; "&gt;As mobile networks  extend their reach and areas become increasingly urbanized, Western tech  companies are seeking to tap markets with large populations.&lt;/p&gt;
&lt;p class="cnn_storypgraph31 cnn_storypgraphtxt" style="text-align: justify; "&gt;Last year, Finnish phone  maker Nokia released a range of smart phones targeted at consumers in  emerging markets, particularly in Asia, to compete with cheaper Android  devices.&lt;/p&gt;
&lt;p class="cnn_storypgraph32 cnn_storypgraphtxt" style="text-align: justify; "&gt;But Shah argues  bombarding a country with technology and infrastructure is not a rounded  solution to the digital poverty problem.&lt;/p&gt;
&lt;p class="cnn_storypgraph33 cnn_storypgraphtxt" style="text-align: justify; "&gt;India, for example, has  connectivity and access in abundance, but the country continues to  suffer from a generation of "digitally poor classes." He argues that  simply providing the equipment does not help young people understand how  that technology can better their lives without education and training.&lt;/p&gt;
&lt;p class="cnn_storypgraph34 cnn_storypgraphtxt" style="text-align: justify; "&gt;Shah told CNN: "Just  because young people have tech access in India, it doesn't make them  digital natives." He added, "It creates digital outcasts -- people whose  supposed problem of access to the world has been resolved."&lt;/p&gt;
&lt;p class="cnn_storypgraph35 cnn_storypgraphtxt" style="text-align: justify; "&gt;Prensky, however,  believes a "networked planet" is a sign developing nations will soon  close the digital divide. Even those who don't yet have the technology  still know that it exists, and will have it before long.&lt;/p&gt;
&lt;p class="cnn_storypgraph36 cnn_storypgraphtxt" style="text-align: justify; "&gt;&lt;b&gt;The world in 2020&lt;/b&gt;&lt;/p&gt;
&lt;p class="cnn_storypgraph37 cnn_storypgraphtxt" style="text-align: justify; "&gt;By 2020, Prensky predicts people across the globe will be plugged into the "AORTA," -- &lt;a href="http://www.tapsns.com/aboutmark.php" target="_blank"&gt;Always On RealTime Access&lt;/a&gt; -- a term coined by Mark Anderson, the chief of the Strategic News  Service -- specializing in technology news. A future in which people are  constantly able to access information and news from anywhere on the  planet.&lt;/p&gt;
&lt;p class="cnn_storypgraph38 cnn_storypgraphtxt" style="text-align: justify; "&gt;Shah says that the works of science fiction may offer the most accurate insight into our futuristic society.&lt;/p&gt;
&lt;p class="cnn_storypgraph39 cnn_storypgraphtxt" style="text-align: justify; "&gt;He said: "The presents that we live in, are the futures that our pasts have imagined."&lt;/p&gt;

    <title>Pinning the Badge</title>

        &lt;b&gt;In a world of competition, badging provides a holistic way of grading and learning, where individual talents are realised and the knowledge of the group is used.&lt;/b&gt;
        
&lt;p&gt;&lt;a class="external-link" href="http://www.indianexpress.com/news/pinning-the-badge/925167/0"&gt;The article by Nishant Shah was published in the Indian Express on March 18, 2012&lt;/a&gt;.&lt;/p&gt;
&lt;p&gt;I write this column fresh out of being a judge at the Digital Media and Learning contest on “Badging for Life-long Learning” in San Francisco. While the contest focused largely on the American education system and its future, the idea of badging that each person brings a set of skills to a study or workplace is useful to think about, in connection with India. We have now spent some time, in India, hearing about how education in the country has been ruined. There is a constant narrative of the university in shambles, where we seem to lack competent teachers, engaged students, and the resources to build efficient infrastructure for learning. This argument also positions employment as the only aim of education, reducing our humanist and social sciences legacies to skill-based information transmission.&lt;/p&gt;
&lt;p&gt;Digital technologies emerge as a cure for the problems that contemporary education seems to be facing. The availability of resources at affordable costs for anybody online, has been one of the biggest promises of the internet, and it hopes to build a better learning environment and better learners. The condition of being connected to a much larger network of educators and learners, also offers us the possibilities of producing better and innovative knowledge structures. There is also an inherent ambition that the introduction of new digital competencies and skills will encourage both students and teachers to integrate their learning and pedagogy with their lived reality, producing responsible people and citizens. However, in all these expectations around the role of the digital technology in transforming learning, the idea of grading and evaluation remains unquestioned.&lt;/p&gt;
&lt;p&gt;Even in the most radical restructuring of education systems, grades remain an absolute form of quantifying and measuring skills that the student is supposed to demonstrate. Grading might take up different forms — numbers, letters, percentile, etc — or it might take up different methods — continuous grading, take-home exams — but it eventually becomes the only badge that the student takes into the “real world”.&lt;/p&gt;
&lt;p&gt;The idea of a badge as an alternative to this particular kind of quantification oriented learning that sees the grade as a final evaluation and in some ways, a termination of the learning process, opens up huge possibilities for how we understand learning. The badge is not imagined as yet another kind of grading, but instead it is recognition of certain skills and competences that we bring to and build in classrooms with our peers. A badge allows the students to recognise their own investment in the learning process, enabling them to realise their particular skills on the way to learning. In any learning environment, students play many roles. Some are good as connectors, some serve as conduits of information, some are good in specific areas and need help with others, some are mentors, some are translators of knowledge, some help in creating new forms of knowledge. Unfortunately, most of our grading patterns refuse to acknowledge and credit these skills which are crucial for surviving the academic world. The ability of the students to badge themselves, and others in their peer groups, acknowledging their contributions to their collective learning, might be the motivation and encouragement that we are looking for.&lt;/p&gt;
&lt;p&gt;A peer-2-peer system of badging, which enables learners to be critically aware not only of their own interaction with knowledge, but also recognises the ways in which larger communities of knowledge — including the peers and teachers — opens up an extraordinary way of thinking about education. It disrupts the competitive modes of cut-throat modes of education systems we are building and allows us to re-think the function of education and the role of learners in educational environments. The digital systems of social networking and reputation management, already perform some of these tasks, which is why, a student who might not do well in class might be a YouTube sensation, finding thousands of followers worldwide. Or a student who might not show research aptitude in class might be editing complex Wikipedia entries on subjects that high-level researchers are engaging with. All these digital systems acknowledge the roles that people play in learning and knowledge production, and in that reward of recognition, provide incentives for learners to re-examine their role within knowledge systems.&lt;/p&gt;
&lt;p&gt;Such a system of badging, that exceeds the static classroom, allows for students to become stakeholders in their own education, building connected communities of learning. It hints at what the future of education is going to look like. More importantly, it offers a new way of thinking about technology and its role in redesigning education, which is not merely about introducing technologies into classrooms and continuing with the traditional modes of learning through new technology skills. Instead, we have a model for what learning means, how we interact with conditions of knowledge consumption and production, and how, we can form global communities of learning which might find an anchor in the classrooms but also transcend the brick-and-mortar institutions of learning as we understand them.&lt;/p&gt;

&lt;p&gt;Nishant Shah is the co-founder and Director-Research at the Bangalore based research organisation Centre for Internet and Society. His interest is in questions of governance, identity, planning and body at the intersections of digital technologies, law and everyday cultural practice. He recently co-edited a 4 volume book titled 'Digital AlterNatives with a Cause?' that explores the relationships between youth-technology-change in emerging ICT contexts of the Global South.&lt;/p&gt;

&lt;h2&gt;Introduction&lt;/h2&gt;
&lt;p&gt;The first decade of the 21st century has witnessed the simultaneous growth of the Internet and digital technologies on the&amp;nbsp;one hand and political protests and mobilization on the other. As a result, some stakeholders attribute magical powers of&amp;nbsp;social change and political transformation to these technologies.&lt;/p&gt;
&lt;p&gt;In the post-Wikileaks world, governments try to censor the use of and access to information technologies in order to&amp;nbsp;maintain the status quo (Domscheit-Berg 2011). With the expansion of markets, technology multinationals and service providers are trying to strike a delicate balance between ethics and profits. Civil Society Organizations for their part, are&amp;nbsp;seeking to counterbalance censorship and exploitation of the citizens’ rights.&amp;nbsp;Within discourse and practice, there remains&amp;nbsp;a dialectic between hope and despair:&amp;nbsp;Hope that these technologies will&amp;nbsp;change the world, and despair that we do not have any sustainable replicable models&amp;nbsp;of technology-driven transformation despite four decades of intervention in&amp;nbsp;the 6eld of information and communication&amp;nbsp;technology (ICT).&lt;/p&gt;
&lt;p&gt;This paper suggests that this dialectic&amp;nbsp;is fruitless and results from too strong of&amp;nbsp;a concentration on the functional role&amp;nbsp;of technology. The&amp;nbsp;lack of vocabulary to map and articulate the transitions that digital technologies bring to our earlier understanding of the&amp;nbsp;state-market-citizen relationship, as well as our failure to understand technology as a paradigm that defines the domains&amp;nbsp;of life, labour, and language, amplify this knowledge gap.&lt;/p&gt;
&lt;p&gt;This paper draws on a research project that focuses on&amp;nbsp;understanding new technology, mediated identities, and&amp;nbsp;their relationship with processes of change in their immediate&amp;nbsp;and extended environments in emerging information&amp;nbsp;societies in the global south (Shah 2009). We suggest that&amp;nbsp;endemic to understanding digital activism is the need to&amp;nbsp;look at the recalibrated relationships between the state and&amp;nbsp;the citizens through the prism of technology and agency.&lt;/p&gt;
&lt;h2&gt;Context&lt;/h2&gt;
&lt;p&gt;It is appropriate, perhaps, to begin a paper on digital activism, with a discussion of analogue activism[&lt;a href="#1"&gt;1&lt;/a&gt;]&amp;nbsp;(Morozov 2010).&amp;nbsp;In the recent revolutions and protests from Tunisia&amp;nbsp;to Egypt and Iran to Kryzygystan, much attention has been&amp;nbsp;given to the role of new media in organizing, orchestrating,&amp;nbsp;performing, and shaping the larger public psyche and the&amp;nbsp;new horizons of progressive governments. Global media&amp;nbsp;has dubbed several of them as ‘Twitter Revolutions” and&amp;nbsp;“Facebook Protests” because these technologies played an&amp;nbsp;important role in the production of :ash-mobs, which,&amp;nbsp;because of their visibility and numbers, became the face of&amp;nbsp;the political protests in di)erent countries. Political scientists&amp;nbsp;as well as technology experts have been trying to figure out&amp;nbsp;what the role of Twitter and Facebook was in these processes&amp;nbsp;of social transformation. Activists are trying to determine&amp;nbsp;whether it is possible to produce replicable upscalable models&amp;nbsp;that can be transplanted to other geo-political contexts to&amp;nbsp;achieve similar results,[&lt;a href="#2"&gt;2&lt;/a&gt;]&amp;nbsp;as well as how the realm of political action now needs to accommodate these developments.&lt;/p&gt;
&lt;p&gt;Cyber-utopians have heralded this particular phenomenon&amp;nbsp;of digital activists mobilizing in almost unprecedented&amp;nbsp;numbers as a hopeful sign that resonates the early 20th century&amp;nbsp;rhetoric of a Socialist Revolution (West and Raman&amp;nbsp;2009). (ey see this as a symptom of the power that ordinary&amp;nbsp;citizens wield and the ways in which their voices&amp;nbsp;can be ampli6ed, augmented, and consolidated using the&amp;nbsp;pervasive computing environments in which we now live.&lt;/p&gt;
&lt;p&gt;In a celebratory tone, without examining either the complex&amp;nbsp;assemblages of media and government practices and policies&amp;nbsp;that are implicated in these processes, they naively attribute&amp;nbsp;these protests to digital technologies.&lt;/p&gt;
&lt;p&gt;Cyber-cynics, conversely, insist that these technologies&amp;nbsp;are just means and tools that give voice to the seething anger,&amp;nbsp;hurt, and grief that these communities have harboured for&amp;nbsp;many years under tyrannical governments and authoritarian&amp;nbsp;regimes. They insist that digital technologies played no&amp;nbsp;role in these events — they would have occurred anyway,&amp;nbsp;given the right catalysts — and that this overemphasis on&amp;nbsp;technology detracts from greater historical legacies, movements,&amp;nbsp;and the courage and efforts of the people involved.&lt;/p&gt;
&lt;p&gt;While these debates continue to ensue between zealots&amp;nbsp;on conflicting sides, there are some things that remain&amp;nbsp;constant in both positions: presumptions of what it means&amp;nbsp;to be political, a narrow imagination of human-technology&amp;nbsp;relationships, and a historically deterministic view of socio-political&amp;nbsp;movements. While the objects and processes under&amp;nbsp;scrutiny are new and unprecedented, the vocabulary, conceptual&amp;nbsp;tools, knowledge frameworks, and critical perspectives&amp;nbsp;remain unaltered. They attempt to articulate a rapidly changing&amp;nbsp;world in a manner that accommodates these changes.&amp;nbsp;Traditional approaches that produce a simplified triangulation&amp;nbsp;of the state, market and civil society, with historically&amp;nbsp;specified roles, inform these discourses, “where the state is&amp;nbsp;the rule-maker, civil society the do-gooder and watchdog,&amp;nbsp;and the private sector the enemy or hero depending on one’s&amp;nbsp;ideological stand” (Knorringa 2008, 8).&lt;/p&gt;
&lt;p&gt;Within the more diffuse world realities, where the roles&amp;nbsp;for each sector are not only blurred but also often shared,&amp;nbsp;things work differently. Especially when we introduce technology,&amp;nbsp;we realize that the centralized structural entities&amp;nbsp;operate in and are better understood through a distributed,&amp;nbsp;multiple avatar model. For example, within public-private&amp;nbsp;partnerships, which are new units of governance in emerging&amp;nbsp;post-capitalist societies, the market often takes up protostatist&amp;nbsp;qualities, while the state works as the beneficiary rather&amp;nbsp;than the arbitrator of public delivery systems. In technology-state&amp;nbsp;conflicts, like the well-known case of Google’s conflict&amp;nbsp;with China (Drummond 2010), technology service providers&amp;nbsp;and companies have actually emerged as the vanguards of&amp;nbsp;citizens’ rights against states that seek to curb them.&lt;/p&gt;
&lt;p&gt;Similarly, civil society and citizens are divided around&amp;nbsp;the question of access to technology. The techno-publics&amp;nbsp;are often exclusive and make certain analogue forms of&amp;nbsp;citizenships obsolete. While there is a euphoria about the&amp;nbsp;emergence of a multitude of voices online from otherwise&amp;nbsp;closed societies, it is important to remember that these voices&amp;nbsp;are mediated by the market and the state, and often have to&amp;nbsp;negotiate with strong capillaries of power in order to gain&amp;nbsp;the visibility and legitimacy for themselves. Additionally,&amp;nbsp;the recalibration in the state-market-citizen triad means&amp;nbsp;that there is certain disconnect from history which makes&amp;nbsp;interventions and systemic social change that much more difficult.&lt;/p&gt;
&lt;h2&gt;Snapshots&lt;/h2&gt;
&lt;p&gt;We draw from our observations in the “Digital Natives with a Cause?”[&lt;a href="#3"&gt;3&lt;/a&gt;]&amp;nbsp;research program, which brought together over&amp;nbsp;65 young people working with digital technologies towards&amp;nbsp;social change, and around 40 multi-sector stakeholders in&amp;nbsp;the field to decode practices in order to gain a more nuanced&amp;nbsp;understanding of the relationships between technology and&amp;nbsp;politics.&lt;/p&gt;
&lt;p&gt;The first case study is from Taiwan, where the traditionally&amp;nbsp;accepted uni-linear idea of senders-intermediaries-passive&amp;nbsp;receivers is challenged by adopting a digital information&amp;nbsp;architecture model for a physical campaign.[&lt;a href="#4"&gt;4&lt;/a&gt;]&amp;nbsp;The story not&amp;nbsp;only provides insight into these blurred boundaries and&amp;nbsp;roles, but also offers an understanding of the new realm of&amp;nbsp;political intervention and processes of social transformation.&lt;/p&gt;
&lt;p&gt;As YiPing Tsou (2010) from the Soft Revolt project in Taipei&amp;nbsp;explains, "I have realised how the Web has not only virtually&amp;nbsp;reprogrammed the way we think, talk, act and interact&amp;nbsp;with the work but also reformatted our understanding of&amp;nbsp;everyday life surrounded by all sorts of digital technologies."&lt;/p&gt;
&lt;p&gt;Tsou’s own work stemmed from her critical doubt of&amp;nbsp;the dominant institutions and structures in her immediate&amp;nbsp;surroundings. Fighting the hyper-territorial rhetoric of the&amp;nbsp;Internet, she deployed digital technologies to engage with&amp;nbsp;her geo-political contexts. Along with two team members,&amp;nbsp;she started the project to question and critique the rampant&amp;nbsp;consumerism, which has emerged as the state and market&amp;nbsp;in Taiwan collude to build more pervasive marketing infrastructure&amp;nbsp;instead of investing in better public delivery&amp;nbsp;systems. The project adopted a gaming aesthetic where the&amp;nbsp;team produced barcodes, which when applied to existing&amp;nbsp;products in malls and super markets, produced random&amp;nbsp;pieces of poetry at the check-out counters instead of the&amp;nbsp;price details that are expected. The project challenged the&amp;nbsp;universal language of barcodes and mobilized large groups&amp;nbsp;of people to spread these barcodes and create spaces of&amp;nbsp;confusion, transient data doubles, and alternative ways of&amp;nbsp;reading within globalized capitalist consumption spaces. The project also demonstrates how access to new forms of&amp;nbsp;technology also leads to new information roles, creating&amp;nbsp;novel forms of participation leading to interventions towards&amp;nbsp;social transformation.&lt;/p&gt;
&lt;p&gt;Nonkululeko Godana (2010) from South Africa does&amp;nbsp;not think of herself as an activist in any traditional form.&amp;nbsp;She calls herself a storyteller and talks of how technologies&amp;nbsp;can amplify and shape the ability to tell stories. Drawing&amp;nbsp;from her own context, she narrates the story of a horrific&amp;nbsp;rape that happened to a young victim in a school campus&amp;nbsp;and how the local and national population mobilized itself&amp;nbsp;to seek justice for her. For Godana, the most spectacular&amp;nbsp;thing that digital technologies of information and communication&amp;nbsp;offer is the ability for these stories to travel in&amp;nbsp;unexpected ways. Indeed, these stories grow as they are&amp;nbsp;told. They morph, distort, transmute, and take new avatars,&amp;nbsp;changing with each telling, but managing to help the message leap across borders, boundaries, and life-styles. She&amp;nbsp;looks at storytelling as something that is innate to human&amp;nbsp;beings who are creatures of information, and suggests that&amp;nbsp;what causes revolution, what brings people together, what&amp;nbsp;allows people to unify in the face of strife and struggle is&amp;nbsp;the need to tell a story, the enchantment of hearing one,&amp;nbsp;and the passion to spread it further so that even when the&amp;nbsp;technologies die, the signal still lives, the message keeps on&amp;nbsp;passing. As Clay Shirky, in his analysis of the first recorded&amp;nbsp;political :ash-mob in Phillipines in 2001, suggests, "social&amp;nbsp;media’s real potential lies in supporting civil society and the&amp;nbsp;public sphere — which will produce change over years and&amp;nbsp;decades, not weeks or months."&lt;/p&gt;
&lt;h2&gt;Propositions&lt;/h2&gt;
&lt;p&gt;These two stories are just a taste of many such narratives that&amp;nbsp;abound the field of technology based social transformation&amp;nbsp;and activism. In most cases, traditional lenses will not recognize&amp;nbsp;these processes, which are transient and short-lived&amp;nbsp;as having political consequence. When transformative value&amp;nbsp;is ascribed to them, they are brought to bear the immense&amp;nbsp;pressure of sustainability and scalability which might not be&amp;nbsp;in the nature of the intervention. Moreover, as we have seen&amp;nbsp;in these two cases, as well as in numerous others, the younger&amp;nbsp;generation — these new groups of people using social media&amp;nbsp;for political change, often called digital natives, slacktivists,&amp;nbsp;or digital activists — renounce the earlier legacy of political&amp;nbsp;action. They prefer to stay in this emergent undefined&amp;nbsp;zone where they would not want an identity as a political&amp;nbsp;person but would still make interventions and engage with&amp;nbsp;questions of justice, equity, democracy, and access, using the&amp;nbsp;new tools at their disposal to negotiate with their immediate&amp;nbsp;socio-cultural and geo-political contexts.&lt;/p&gt;
&lt;p&gt;In their everyday lives, Digital Natives are in different&amp;nbsp;sectors of employment and sections of society. They can be&amp;nbsp;students, activists, government officials, professionals, artists,&amp;nbsp;or regular citizens who spend their time online often in&amp;nbsp;circuits of leisure, entertainment and self-gratification. However,&amp;nbsp;it is their intimate relationship with these processes,&amp;nbsp;which is often deemed as ‘frivolous’ that enables them, in&amp;nbsp;times of crises, to mobilize huge human and infrastructural&amp;nbsp;resources to make immediate interventions.&lt;/p&gt;
&lt;p&gt;It is our proposition that it is time to start thinking about&amp;nbsp;digital activism as a tenuous process, which might often hide&amp;nbsp;itself in capillaries of non-cause related actions but can be&amp;nbsp;materialized through the use of digital networks and platforms&amp;nbsp;when it is needed. Similarly, a digital activist does not&amp;nbsp;necessarily have to be a full-time ideology spouting zealot,&amp;nbsp;but can be a person who, because of intimate relationships&amp;nbsp;with technologized forms of communication, interaction,&amp;nbsp;networking, and mobilization, is able to transform him/&amp;nbsp;herself as an agent of change and attain a central position&amp;nbsp;(which is also transitory and not eternal) in processes of&amp;nbsp;social movement. Such a lens allows us to revisit our existing&amp;nbsp;ideas of what it means to be political, what the new landscapes&amp;nbsp;of political action are, how we account for processes&amp;nbsp;of social change, and who the people are that emerge as&amp;nbsp;agents of change in our rapidly digitizing world.&lt;/p&gt;

Hence, the physical world still engages only with the one-to-many broadcast model, where the central authorities produce knowledge which is disseminated to the passive receivers who operate only as receptacles of information rather than bearers of knowledge. To challenge this requires a re-orientation of existing models and developing ways of translating the peer-to-peer structure in the physical world.&lt;/p&gt;

Let me channel my inner school  teacher and present you with a question.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;One of the most common methods of testing a student’s knowledge is  the multiple choice question template that asks the examinee to identify  one of four options as correct solutions to a problem. The pedagogic  principle behind these questions is simple enough: We live in a world  where truth and accuracy are important. No matter what our subjective  feelings, impressions, memories or instincts might be, we need to rely  on verifiable facts to make a truth claim. If we fail to do so, there  would be negative consequences.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;This basic process of truth telling loses all affordance in social  media practices. Let me channel my inner school teacher and present you  with a question. Drawing on samples of WhatsApp messages on my social  media feeds, I invite you to answer this simple question: Which of these  statements is not true?&lt;/p&gt;
&lt;ol&gt;
&lt;li style="text-align: justify; "&gt; Drinking from disposable paper cups lined with wax to keep the  liquid from seeping leads to wax deposits in your stomach, resulting in  fatal health risks.&lt;/li&gt;
&lt;li&gt;Beverages in India have been contaminated by the Ebola virus and are on our shelves right now.&lt;/li&gt;
&lt;li&gt;According to Ayurveda, burning camphor and cardamom together kills the swine flu virus in air.&lt;/li&gt;
&lt;li&gt;Bollywood actor &lt;a href="http://indianexpress.com/about/farida-jalal"&gt;Farida Jalal&lt;/a&gt; is dead.&lt;/li&gt;
&lt;/ol&gt;
&lt;p&gt;&lt;iframe frameborder="0" height="260" scrolling="auto" src="http://vidshare.indianexpress.com/players/FrunroOr-xe0BVfqu.html" width="320"&gt;&lt;/iframe&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Of all of these, the only one you can verify is that Farida Jalal is not dead. The reason we know it for sure is because, she had to come to Twitter, and like Oscar Wilde, announce that the rumours of her death were wildly exaggerated. As Jalal herself pointed out in an interview, she was harassed by a barrage of phone calls, of people calling her up to ask her (oh, the irony!) if she was dead. The other three claims are right now floating in the air, ready to settle down as truth, with continuous repetition. We cannot be sure that they are inaccurate. Especially because they don’t just come as one-line headlines but long narratives of imaginary proofs.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Why have we reached this post-truth moment? Why have our social media feeds become minefields of dubious information masquerading as lies? There are many laments lately about how this lack of veracity and fact-checking is becoming the new normal and the blame is always put on either the media that promotes accelerated spread of messages without space for reflection, or gullible people who do not pause to think about the ludicrousness of the message before they spread it to their groups. And, while it is necessary to develop a critical literacy to make sure that we understand the responsibility of our role as information circulators and curators, there is one dimension that needs to be explored more — trust.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In our pre-digital knowledge practices, when information came with a signature, we believed that somebody had done the due diligence needed for the information to be published. An author’s book was supported by the rigour of the publisher behind it. A news report was fact-checked by verifiers who are employed precisely to do that. Information from a friend or somebody we know was credible because of our assessment of the person’s expertise and knowledge. We have always been able to determine the source of information, and our proximity with the source allowed us to trust the information that came through it.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, with social media, this relationship has changed. When somebody sends us a message on WhatsApp, it is still coming from a source that we know, but we have to realise that this source is not producing or verifying this information, but merely circulating it. Messages come with a signature, they seem to emerge from people we know and trust, and, hence, we presume that they have done the due diligence required before passing on the information.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;It is important to realise that within the social web we don’t really parse, analyse or process information, we merely pass and distribute it. This is how digital media perceives its users — as information circulators. And, this means, that information which mimics facts but is blatantly false, finds easy prey. So, the next time you come across information on these endless message groups, ask a simple question before you pass it along: no matter what the message claims, can you actually locate the source of the information? Is the person who forwards that message producing the information or merely sharing it? If they are sharing it, get back to them and ask how they know what they know. We trust things that are authored, but in our social apps, people are not authors, they are circulators. Making the distinction between the two might be the first step towards developing a critical literacy for fact-telling on the digital web.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;i&gt;Nishant Shah is a professor of new media and the co-founder of The Centre for Internet &amp;amp; Society, Bangalore.&lt;/i&gt;&lt;/p&gt;
