How Open Access Content helps Fuel Growth in Indian-language Wikipedias

<b>Mobile Internet connectivity is growing rapidly in rural India, and because most Internet users are more comfortable in their native languages, websites producing content in Indian languages are going to drive this growth. In a country like India in which only a handful of journals are available in Indian languages, open access to research and educational resources is hugely important for populating content for the various Indian language Wikipedias.

<h2 style="text-align: justify; ">Indian-language Wikipedias and open access</h2>
<p style="text-align: justify; ">Most commonly spoken Indian languages have had Wikipedia projects for almost a decade. Languages like <a href="https://blog.wikimedia.org/2015/07/15/konkani-wikipedia-goes-live/" target="_blank">Konkani</a> and <a href="https://blog.wikimedia.org/2016/08/24/digest-tulu-wikipedia/" target="_blank">Tulu</a> are new entrants in the Wikipedia family, and currently there are <a href="http://wiki.wikimedia.in/List_of_Indian_language_wiki_projects" target="_blank">23 Indian language Wikipedias</a>. One example of high-quality open access content is the <a href="https://en.wikipedia.org/wiki/Wikipedia:WikiProject_Medicine/Open_Textbook_of_Medicine" target="_blank">Open Textbook of Medicine</a>, an offline encyclopedia consisting of Wikipedia articles related to medicine, which was created by a <a href="https://en.wikipedia.org/wiki/Wikipedia:WikiProject_Medicine/Members" target="_blank">group of dedicated volunteer</a> medical professionals that happen to be Wikipedia editors. There is enormous potential to grow Wikipedia in multiple languages with high-quality, open content like this.</p>
<p style="text-align: justify; ">To help fuel the growth of Wikipedia and its various projects, such as the Indian-language Wikipedias, the <a href="https://en.wikipedia.org/wiki/Wikipedia_community" target="_blank">Wikipedia community</a> has created an ecosystem with <a href="https://en.wikipedia.org/wiki/List_of_Wikimedia_chapters" target="_blank">Wikimedia chapters</a> and <a href="https://meta.wikimedia.org/wiki/Wikimedia_movement_affiliates" target="_blank">other affiliates</a>, which are run by both volunteers and paid staff from the <a href="https://wikimediafoundation.org/" target="_blank">Wikimedia Foundation</a>, an organization responsible for fundraising, technical, and community support. In India, <a href="http://wiki.wikimedia.in/" target="_blank">Wikimedia India</a>, the Centre for Internet and Society’s <a href="https://meta.wikimedia.org/wiki/CIS-A2K" target="_blank">Access to Knowledge program</a> (CIS-A2K), and <a href="https://meta.wikimedia.org/wiki/Punjabi_Wikimedians" target="_blank">Punjabi Wikimedians</a> are three such official affiliates working on catalyzing the growth of the content and the communities.</p>
<p style="text-align: justify; ">Whereas Wikimedia India focuses on expanding all the Indian-languages content, Punjabi Wikimedians focus on Punjabi language content (in both Gurmukhi and Shahmukhi scripts), and CIS-A2K focuses on five languages: Kannada, Konkani, Marathi, Odia, and Telugu.</p>
<p style="text-align: justify; ">Indian-language Wikipedia projects can only grow with the help of volunteers editing their own language Wikipedias and adding missing information from a reliable sources, which is where open access content can help.</p>
<h2 style="text-align: justify; ">Open in action</h2>
<p style="text-align: justify; ">The 2016 International Open Access Week will be held October 24-30, 2016. The theme this year is <a href="http://www.openaccessweek.org/profiles/blogs/theme-of-2016-international-open-access-week-to-be-open-in-action" target="_blank">Open in Action</a>. The announcement explains, "International Open Access Week has always been about action, and this year's theme encourages all stakeholders to take concrete steps to make their own work more openly available and encourage others to do the same. From posting preprints in a repository to supporting colleagues in making their work more accessible, this year’s Open Access Week will focus on moving from discussion to action in opening up our system for communicating research."</p>
<p style="text-align: justify; ">Indian contributors show the spirit of Open in Action as they help add content to the various Indian-languages Wikipedias. They depend on open access to research and other publications to help millions of people, including those living in rural areas, who are joining us online.</p>

<h3>State of Indian languages on the internet</h3>
<p style="text-align: justify; ">Based on a study, Internet activist Anivar Aravind <a href="https://blog.smc.org.in/policy-brief-mobile-indian-lang/" rel="nofollow" target="_blank">mentioned</a> that in 2014, although 89 percent of Indian population used mobile phones, only 10 percent of the population used smartphones (contributing to 13 percent of total mobile users). This means we can safely assume that a large section of online activity in India is through mobile devices ‑ thanks to the <a href="http://economictimes.indiatimes.com/news/company/corporate-trends/price-war-idea-vodafone-and-bharti-airtel-to-slash-tariffs-to-compete-with-reliance-jio/articleshow/53971250.cms" rel="nofollow" target="_blank">declining data charges</a> because of high competition. That said the mobile internet connectivity in <a href="http://qz.com/56259/language-is-the-key-to-winning-indias-mobile-market/" rel="nofollow" target="_blank">rural India</a> is growing at a fast pace and vernacular content plays an important role in this great journey. With over <a href="https://yourstory.com/2015/11/news-aggregators-vernacular/" target="_blank">90 percent of the users</a> being comfortable in their own native languages, websites that are producing content in Indian languages are going to drive this bandwagon.</p>
<h3 style="text-align: justify; ">Why open access is important for Indian languages?</h3>
<p style="text-align: justify; "><a href="http://legacy.earlham.edu/%7Epeters/fos/overview.htm" rel="nofollow" target="_blank">Open access</a>, in a nutshell, would mean research outputs and other educational resources that are free from restriction of access and use. The former includes resources like journals that are not <a href="https://www.theguardian.com/science/blog/2013/jan/17/open-access-publishing-science-paywall-immoral" rel="nofollow" target="_blank">paywalled</a>, and the latter is freedom from copyright restriction. Open access as a movement encourages license migration ‑ a process of migrating from several copyrighted license terms to <a href="https://creativecommons.org/licenses/" rel="nofollow" target="_blank">Creative Commons licenses</a> and <a href="https://opensource.com/education/16/8/3-copyright-tips-students-and-educators" rel="nofollow" target="_blank">several other licenses</a> that provide freedom to use, share and remix. In a country like India where there are only a handful of research journals available in vernacular languages, the need for open content becomes much more important. The more the restricted content, the less will be the access to knowledge. Creating more vernacular content with open licenses is like digging a well in a dessert.</p>
<h3 style="text-align: justify; ">Indian language Wikipedias as open access journals</h3>
<p style="text-align: justify; ">It’s been almost a decade since most largely spoken Indian languages started having a Wikipedia project of their own. Presently, there are <a href="http://wiki.wikimedia.in/List_of_Indian_language_wiki_projects" rel="nofollow" target="_blank">23 Indian language Wikipedias</a>, including newest entrants like <a href="https://blog.wikimedia.org/2015/07/15/konkani-wikipedia-goes-live/" rel="nofollow" target="_blank">Konkani</a> and <a href="https://blog.wikimedia.org/2016/08/24/digest-tulu-wikipedia/" rel="nofollow" target="_blank">Tulu</a>. That said, these projects are growing with more and more <a href="https://en.wikipedia.org/wiki/Wikipedia:Wikipedia_is_an_encyclopedia" rel="nofollow" target="_blank">encyclopedic content</a> written with a <a href="https://en.wikipedia.org/wiki/Wikipedia:Neutral_point_of_view" rel="nofollow" target="_blank">neutral point of view</a>, which any internet user will find useful. Wikipedia is considered as the <a href="https://en.wikipedia.org/wiki/Wikipedia:WikiProject_Medicine/Open_Textbook_of_Medicine" rel="nofollow" target="_blank">people’s encyclopedia</a> and hence can have quite contrasting content ‑ some being poor because some volunteer editors lack expertise in high quality articles written by professionals. A great example of creating very high quality content in one particular subject area is <a href="https://en.wikipedia.org/wiki/Wikipedia:WikiProject_Medicine/Open_Textbook_of_Medicine" rel="nofollow" target="_blank">Open Textbook of Medicine</a> ‑ an offline encyclopedia consisting of Wikipedia articles related to medicine that was created by a <a href="https://en.wikipedia.org/wiki/Wikipedia:WikiProject_Medicine/Members" rel="nofollow" target="_blank">group of dedicated volunteer</a> medical professionals that happened to be Wikipedia editors. There is enormous potential to grow Wikipedia in multiple languages with high quality content.</p>
<h3 style="text-align: justify; ">How to grow open access in Indian languages using Wikipedia as a tool</h3>
<p style="text-align: justify; ">The <a href="http://www.huffingtonpost.in/subhashish-panigrahi-/8-challenges-in-growing-indian-language-wikipedias/" rel="nofollow" target="_blank">list of challenges</a> to grow Wikipedia-like projects with volunteer effort could be endless. And one of the biggest challenges is bringing self-motivated people who are willing to contribute as volunteers. Also, there are many such people who are not aware that they can contribute to Wikipedia. The <a href="https://en.wikipedia.org/wiki/Wikipedia_community" rel="nofollow" target="_blank">Wikipedia community</a> has created an ecosystem by having several <a href="https://en.wikipedia.org/wiki/List_of_Wikimedia_chapters" rel="nofollow" target="_blank">Wikimedia chapters</a> and <a href="https://meta.wikimedia.org/wiki/Wikimedia_movement_affiliates" rel="nofollow" target="_blank">other affiliates</a> that are run by both volunteers and paid staff ‑ the <a href="https://wikimediafoundation.org/" rel="nofollow" target="_blank">Wikimedia Foundation</a>, a paid staff-run organisation that is responsible for fundraising, major technological and some community support. <b>Recently I wrote a blog about the stub article length of Wikipedia articles. I mentioned the difference in actual number of characters and the number of bytes used to define stub articles between English and Indian language Wikipedias. One can open any language Wikipedia, type Special:ShortPages in the search box to get the list of articles which have less than 2048 bytes.</b>

<p style="text-align: justify; ">However, as already mentioned in that <a class="external-link" href="http://pavanaja.com/english/utf-8-indic-stub-length-wikipedia/">blog</a>, the number of bytes for Indian languages to be considered as stub should be actually 2048*3 = 6144 bytes employing the same criteria. How to find the list of articles fulfilling this condition?</p>
<p style="text-align: justify; ">This brings us to the topic of querying Wikipedia data. Wikimedia Foundation Labs has put up a website wherein one can run SQL queries on Wikimedia data. The URL of the website is <a href="https://quarry.wmflabs.org" target="_blank">quarry.wmflabs.org</a>. When we open the website, we get a textbox wherein one can type the SQL query which will run on Wikimedia data. In this example I will consider Wikipedia only. But the queries can be run on the data of other Wikimedia projects like Wikisource, Wikidata, Wiktionary, etc.</p>
<p style="text-align: justify; ">One has to login with his/her Wikimedia login. After logging the SQL query can be typed in the textbox and the Submit Query button has to be clicked. The result of execution of the query on Wikimedia data will be displayed. In this blog I will throw more light on Kannada Wikipedia. The database for Kannada Wikipedia is called knwiki_p. Complete list of databases can be obtained by running the SQL query “show databases”.</p>
<p style="text-align: justify; ">To get the list of tables in Kannada Wikipedia, the following SQL queries have to be executed:</p>

<p style="text-align: justify; ">To know the scheme of any table, run the query desc <tablename>;. For example, to know the details of the table by name, issue the query <span>desc page;.</span> The fields which are of importance in the current case is <span>page_title</span> and <span>page_len</span>. The following query will list all articles in Kannada Wikipedia which are having less than 6144 bytes.</p>

<b>One of the activities conducted as part of Wiki Conference India 2016 was the Punjab Editathon. It was about adding articles related to Punjab to Indian language Wikipedias and English Wikipedia. There was also an announcement made about some award for highest contribution.</b>

<p style="text-align: justify; ">This lead to continued discussions in a closed chat group on how do we decide the winner. People thought it is very simple to announce the winner just based on highest number of bytes added. On first look, it looked very trivial and a simple case. I pointed out during the discussions about the encoding used in Wikipedia is UTF-8 and it uses different number of bytes for English and Indian languages. Before giving more details I would like to draw your attention to a simple experiment.</p>
<p style="text-align: justify; ">I typed Kannada letter ಅ (a) in my Sandbox in Kannada Wikipedia and saved it. Then I checked the RecentChanges page in Kannada Wikipedia. That showed that I have added 3 bytes to my Sandbox page. But I had added just one Kannada character. I did the same experiment in English Wikipedia. I just added one letter, the English letter “A” to my Sandbox in English Wikipedia and checked the number of bytes added. It showed just one byte.</p>

<p style="text-align: justify; ">What is going on? Here is the explanation. There are different ways Unicode text can be stored. UTF-8, UTF-16 and UTF-32 are the prominent ways. UTF-16 uses 2 bytes for all characters. UTF-32 uses 4 bytes. UTF-8 is a special kind of encoding. It uses series of single bytes to represent Unicode data. The first character, called Byte Order Mark (BOM) indicates what encoding is being used. Unicode website has more details on these. UTF-8 was mainly used for web as the networking devices used on the initial days of Unicode could handle only 8 bits (1 byte) of data. In other words, UTF-8 was used for backward compatibility with ASCII, the original 8-bit encoding used prior to the advent of Unicode. Even today the default encoding used by HTML is UTF-8.</p>
<p style="text-align: justify; ">Does these answer our original question? Not yet. I said UTF-8 uses series of single bytes. It uses 1 byte for English, 2 bytes for European languages and 3 bytes for Indian languages. That is the reason why we saw 3 bytes for one Kannada character.</p>
<p style="text-align: justify; ">This pops up another interesting question regarding the definition of a stub article in Wikipedia. As per Wikipedia, an article which has less than 2048 bytes is considered as a stub article. Go to any language Wikipedia’s search page and type Special:ShortPages to get the list of all articles which are having less than 2048 bytes. If we convert this into number of characters it turns out to be 2048 for English but about 682 for Indic. That means the length of a stub article will be different for English and Indian language Wikipedias. Should we have a different yardstick for the definition of a stub article for Indian language Wikipedias then? I think yes.</p>

<h3 style="text-align: justify; ">Train the Trainer</h3>
<p style="text-align: justify; "><a class="mw-redirect" href="https://meta.wikimedia.org/wiki/TTT" title="TTT">Train the Trainer</a> (or TTT in short) is a residential program that attempts to groom leadership skills among the Indian Wikimedians. Participating Wikimedians interact with A2K staff members and community leaders towards designing, implementing and documenting activities such as outreach, GLAM projects, edit-a-thons, etc. Various topics such as grants' structure, funding opportunities both with A2K and WMF, effective reporting and documentation, use of Global and other metrics, etc., are also covered.</p>
<p style="text-align: justify; ">After the first 2 iterations in <a href="https://meta.wikimedia.org/wiki/CIS-A2K/Events/Train_the_Trainer_Program/2013" title="CIS-A2K/Events/Train the Trainer Program/2013">2013</a> and <a href="https://meta.wikimedia.org/wiki/CIS-A2K/Events/Train_the_Trainer_Program/2015" title="CIS-A2K/Events/Train the Trainer Program/2015">2015</a>, the third iteration of the training program <a href="https://meta.wikimedia.org/wiki/CIS-A2K/Events/Train_the_Trainer_Program/2016" title="CIS-A2K/Events/Train the Trainer Program/2016">was conducted in June 2016</a>.</p>

<li style="text-align: justify; ">After the 2015 version we found that a few participants faced difficulties to understand and work on the pre-event presentations. This year (2016), we have given more detailed instructions and were in touch with the participants while they were doing pre-event works.</li>
<li style="text-align: justify; ">By dovetailing TTT and MWT, A2K team was able to bring Indic Wikimedians working for outreach and on technical front together. This helped the participants to create a wishlist regarding tools, gadgets, and other technical help required to conduct effective outreach activities.</li>
</ul>
<p style="text-align: justify; ">Based on participants' feedback and suggestions plus our own observations, while keeping Wikimedia Foundation's guidelines in mind, we make necessary changes to our program structure. In this year's TTT we made a number of changes‖</p>
<ul style="text-align: justify; ">
<li>We encouraged more eligible female editors to participate.</li>
<li style="text-align: justify; ">We found that the objective and aims of the event remained unclear to a few participants in the earlier iterations. This year we have given more attention to explain the program's objectives, aims and expectations.</li>

<dl style="text-align: justify; "><dt>Challenges</dt></dl>
<ul style="text-align: justify; ">
<li style="text-align: justify; ">We expected that the participants would be in touch with us while planning, conducting, and making reports of an event. After 2015 TTT<sup class="reference" id="cite_ref-too_early_1-0"><a href="https://meta.wikimedia.org/wiki/Grants:APG/Proposals/2014-2015_round2/The_Centre_for_Internet_and_Society/Impact_report_form#cite_note-too_early-1">[1]</a></sup> we found a few participants did not respond to our emails or messages.</li>
<li style="text-align: justify; ">While TTT 2016 participants have shown active interest during WCI-related edit-a-thon, the same level of interest was not seen during regular monthly meetups.</li>
<li style="text-align: justify; ">Despite having communicated to the TTT 2015 participants that a mini TTT should be organized in their communities, however this was not taken up actively.</li>

<p style="text-align: justify; ">MediaWiki Training (MWT) is an annual residential training workshop that intends to bridge the prevalent gap between outreach volunteers and MediaWiki volunteers and developers. MWT attempts to create and groom 'tech' leaders from the existing Indian language Wikipedians. It aims to facilitate discussions around nurturing leadership regarding technical issues such as filing bugs that hinder the growth of Indian language Wikipedia and Wikimedia projects. At the same time, it encourages active contribution towards improving the existing MediaWiki software from the participants to understand importance of utilizing technology for outreach activities.</p>
<p style="text-align: justify; ">The <a href="https://meta.wikimedia.org/wiki/CIS-A2K/Events/MediaWiki_Training/2015" title="CIS-A2K/Events/MediaWiki Training/2015">first iteration of the event</a> was held on 24-27 June 2015. 14 editors from 8 Indic communities participated in this workshop. Some of the topics taught during the workshop were: Bugs -presentation, demo & case study, Bots - Pywiki & AWB, MediaWiki tools, TranslateWiki, Quarry, WikiMetrics, APIs, User scripts.</p>
<p style="text-align: justify; ">The <a href="https://meta.wikimedia.org/wiki/CIS-A2K/Events/MediaWiki_Training/2016" title="CIS-A2K/Events/MediaWiki Training/2016">second iteration</a> of the workshop was conducted on 17-19 June 2016 in Bangalore. MWT 2016 was planned to facilitate an idea-exchange platform between outreach volunteers and MWT participants. 11 editors from 6 Indic Wikimedia communities recieved training during this workshop. Some of the topics discussed during the program were Wikidata, usage of Wikimedia labs tools, templates and infobox creation, as well as AutoWikiBrowser (AWB).</p>

<p style="text-align: justify; "><a href="https://meta.wikimedia.org/wiki/CIS-A2K/Train-a-Wikipedian" title="CIS-A2K/Train-a-Wikipedian">Train-a-Wikipedian</a> (TAW) was started in December 2015 to identify enthusiastic Indic Wikipedians, to train and groom them to develop their editing skills. Inspired by the <a class="extiw" href="https://en.wikipedia.org/wiki/Wikipedia:Adopt-a-user" title="en:Wikipedia:Adopt-a-user">Adopt-a-User program</a> of the English-language-Wikipedia, this initiative is working on encouraging new Wikimedians who nominate themselves to learn basic Wikimedia policies. Until 30 June 2016, more than <a href="https://meta.wikimedia.org/wiki/CIS-A2K/Train-a-Wikipedian/Sessions" title="CIS-A2K/Train-a-Wikipedian/Sessions">25 training sessions</a> have been conducted.</p>

<li>This initiative was inspired by English Wikipedia's program Adopt-a-user, however we found that we must make necessary changes to meet requirements of Indic Wikimedians.</li>
<li>Real-life training sessions left a deeper impact and motivated Wikimedians much more than online training modules.</li>

<li>We failed to conduct sufficient number of offline training sessions.</li>
<li>Follow-ups have not been done for a couple of workshops, for example a TAW workshop was <a href="https://meta.wikimedia.org/wiki/CIS-A2K/Train-a-Wikipedian/Sessions/2016-05-15" title="CIS-A2K/Train-a-Wikipedian/Sessions/2016-05-15">conducted in Hyderabad on 15 May</a> and was well-received, but no follow-up TAW workshop has been conducted since then in the city.</li>
<li>From A2K's side sometimes there were delays in connecting and co-ordinating with the signed-up participants. On the other hand sometimes, we did not got responses from the participants when we contacted them.</li>

<p style="text-align: justify; ">Kannada Wikipedia has reached the 20,000 article mark during this year. Kananda community members collaboratively designed the plan for the 13th Kannada Wikipedia anniversary. This activity brought together Wikimedians from different parts of Karnataka. By applying for a PEG Kannada Wikipedians have interacted with global Wikipedians and WMF staff. This event resulted in new editors and outreach activities in various parts of Karnataka. A2K has appointed a <a href="https://meta.wikimedia.org/wiki/CIS-A2K/Glossary" title="CIS-A2K/Glossary">Program Associate</a> as per its revised strategy <a href="https://meta.wikimedia.org/wiki/CIS-A2K/Glossary" title="CIS-A2K/Glossary">A2K 2.0</a> for Kannada Wikimedia projects.</p>
<h4 style="text-align: justify; "><span class="mw-headline" id="Institutional_partnership">Institutional partnership</span></h4>
<p style="text-align: justify; ">Two new partnerships have been initiated during this grant period–</p>
<ul style="text-align: justify; ">
<li>The Department of State Educational Research and Training (DSERT), Government of Karnataka and</li>
<li>Alva's Education Foundation at Moodabidri.</li>
</ul>
<p style="text-align: justify; ">While Alva's Education Foundation is going to be a partner in implementing Wikipedia Education Program. DSERT is an institution that trains school teachers all across Karnataka state. A2K will be training the trainers about using and editing Wikipedia and other Wikimedia projects in the context of their classroom. However, the 3 other institutional partnerships - Karnataka Janapada University, Manjusha Museum, Dharmasthala, and Tumkur University, Tumkur- that were anticipated during the writing of workplan, could not materialize. This was due to the delay in recruiting a Program Associate for the Kannada Wikimedia projects.</p>
<p style="text-align: justify; ">A2K has successfully continued its earlier partnerships and has benefited from their advice regarding our WEP activities and workplan.</p>
<h4 style="text-align: justify; "><span class="mw-headline" id="Awareness_and_Outreach">Awareness and Outreach</span></h4>
<p style="text-align: justify; ">Both the DSERT partnership and the 13th anniversary helped raise awareness around thematic article writing which encouraged Kannada Wikipedians to engage in projects. Various editing projects on literature, science, engineering subjects were taken up actively by the community members. Approximately 225 articles were created exclusively as part of 13th year anniversary celebrations.</p>

<p style="text-align: justify; ">CIS-A2K also tried to engage in skill-building activities for the Kannada community members. As per the requests from volunteers, capacity building programs were arranged both in groups and in one-on-one settings to individual Wikimedians. Both TTT and MWT saw active participation from Kannada community. The results of these would be visible in the coming months.</p>
<p style="text-align: justify; ">In order to increase the offline readership of Kannada Wikipedia, offline versions of Kannada Wikipedia (using kiwix) were distributed through flash drives during 13th year Kannada Wikipedia anniversary held at Mangalore. 50 such flash drives have been distributed so far to those in need.</p>
<dl style="text-align: justify; "><dt>Lessons learnt</dt></dl>

<li>Kannada was not properly represented in terms of blogs and media coverage and we have been working on addressing this issue.</li>
<li>A better communication method would be devised with inputs from the community members.</li>

<p style="text-align: justify; ">A2K has not been successful towards re-releasing of textbooks published by the Government of Karnataka under CC-by-SA licences.</p>

<li>An orientation for Kananda bloggers, some of who could be potential Wikimedians, has not taken place.</li>
<li>Some community members have repeatedly emphasized on having better communication, documentation of activities taken up by the Program Associate.</li>

<p style="text-align: justify; ">Through the community building activities such as the formation of Puri WikiTungi and revival of Bhubaneswar WikiTungi, active editors of the Odia Wikipedia movement reached <a class="text external" href="https://stats.wikimedia.org/EN/ChartsWikipediaOR.htm">30 editors</a> (as of 30 June 2016). Regular follow-up with Wikimedians on-Wiki and via different social media channels along with monthly meetups has helped in editor retention. This has further encouraged Odia Wikimedians to participate in both on-Wiki and off-Wiki activities.</p>
<p style="text-align: justify; ">CIS-A2K has supported the community to celebrate the 14th Anniversary of Odia Wikipedia, which facilitated 30 Wikimedians to meet and discuss the future activities for Odia Wikimedia projects.</p>

<p style="text-align: justify; "><a class="text external" href="http://cis-india.org/openness/odia-wikipedia-takes-puri" rel="nofollow">Puri WikiTungi</a> is a city-based editing group formed by Wikimedians from Puri to spread awareness about Odia Wikimedia projects in and around the city. This group was formed after the first Wikipedia workshop in Puri. Around 30 individuals attended the workshop. 14 participants from this workshop have emerged as active editors on Odia Wikipedia and Odia Wikisource. They are also involved in conducting offline meet-ups, seminar and workshops.</p>

<p style="text-align: justify; ">CIS-A2K has engaged with seven new female Wikipedians and this has resulted in their active participation on Odia Wikimedia projects. One of the female Wikmedians, <a href="https://meta.wikimedia.org/wiki/User:Chinmayee_Mishra" title="User:Chinmayee Mishra">Chinmayee Mishra</a> has independently conducted a Wikipedia orientation workshop. This workshop has boosted participation of female Wikipedians. Their efforts have been discussed through blog posts and other social media platforms.</p>

Community members have expanded stubs with information, references and photos. For the edit-a-thon A2K provided resources and references and the community members developed stub articles and created new articles.</p>
<p style="text-align: justify; ">Capacity building activities have also been carried out with Telugu Wikipedians. Community members, Meena Gayathri and T.Sujatha, attending CIS A2K's <a href="https://meta.wikimedia.org/wiki/CIS-A2K/Train-a-Wikipedian/Sessions/2016-02-11" title="CIS-A2K/Train-a-Wikipedian/Sessions/2016-02-11">Train-a-Wikipedian session</a> have expressed that they gained invaluable knowledge and skills in content translation. The two later initiated a <a class="extiw" href="https://te.wikipedia.org/wiki/%E0%B0%B5%E0%B0%BF%E0%B0%95%E0%B1%80%E0%B0%AA%E0%B1%80%E0%B0%A1%E0%B0%BF%E0%B0%AF%E0%B0%BE:%E0%B0%B5%E0%B0%BF%E0%B0%95%E0%B1%80%E0%B0%AA%E0%B1%8D%E0%B0%B0%E0%B0%BE%E0%B0%9C%E0%B1%86%E0%B0%95%E0%B1%8D%E0%B0%9F%E0%B1%81/%E0%B0%97%E0%B1%82%E0%B0%97%E0%B1%81%E0%B0%B2%E0%B1%8D_%E0%B0%85%E0%B0%A8%E0%B1%81%E0%B0%B5%E0%B0%BE%E0%B0%A6_%E0%B0%B5%E0%B1%8D%E0%B0%AF%E0%B0%BE%E0%B0%B8%E0%B0%BE%E0%B0%B2_%E0%B0%B6%E0%B1%81%E0%B0%A6%E0%B1%8D%E0%B0%A7%E0%B0%BF" title="te:వికీపీడియా:వికీప్రాజెక్టు/గూగుల్ అనువాద వ్యాసాల శుద్ధి">project</a> to improve the quality of Google Translated articles. More than 30 such articles have been improved through it.</p>
<p style="text-align: justify; ">Similarly, the <a class="text external" href="http://cis-india.org/openness/blog-old/tools-orientation-for-telugu-wikimedians-at-hyderabad" rel="nofollow">Quick introduction sessions</a> held in Hyderabad community meet-ups by CIS A2K helped explain some online tools usage and enabled Wikipedians to contribute better for Wikimedia projects. One of the most active Wikipedians, <a href="https://meta.wikimedia.org/wiki/User:%E0%B0%B8%E0%B1%8D%E0%B0%B5%E0%B0%B0%E0%B0%B2%E0%B0%BE%E0%B0%B8%E0%B0%BF%E0%B0%95" title="User:స్వరలాసిక">Swaralasika</a>, said that he was able to make better citations after the sessions which has helped him improve his editing.</p>
<h4 style="text-align: justify; "><span class="mw-headline" id="Institutional_Partnership_2">Institutional Partnership</span></h4>
<p style="text-align: justify; ">With the institutional partnerships established between CIS A2K and Annamayya library, Telugu Wikisource community members <a class="text external" href="https://te.wikisource.org/wiki/%E0%B0%B5%E0%B0%BF%E0%B0%95%E0%B1%80%E0%B0%B8%E0%B1%8B%E0%B0%B0%E0%B1%8D%E0%B0%B8%E0%B1%8D:%E0%B0%B8%E0%B1%8D%E0%B0%95%E0%B0%BE%E0%B0%A8%E0%B1%8D_%E0%B0%A6%E0%B1%8B%E0%B0%B7%E0%B0%BE%E0%B0%B2_%E0%B0%A8%E0%B0%BF%E0%B0%B5%E0%B0%BE%E0%B0%B0%E0%B0%A3">have uploaded some of the missing pages</a> in on Telugu Wikisource. Due to the attempts of the community members towards proofreading these books can be downloaded now. The Andhra Loyola College partnership has also cultivated new editors and engage in WEP activities.</p>
<h4 style="text-align: justify; "><span class="mw-headline" id="Outreach_and_Media">Outreach and Media</span></h4>
<p style="text-align: justify; ">Increased media coverage has helped the cause of Telugu Wikimedia projects. Hard work of several Telugu Wikipedians (such as <a href="https://meta.wikimedia.org/wiki/User:Pranayraj1985" title="User:Pranayraj1985">Pranayraj</a> and <a href="https://meta.wikimedia.org/wiki/User:%E0%B0%B5%E0%B0%BF%E0%B0%B6%E0%B1%8D%E0%B0%B5%E0%B0%A8%E0%B0%BE%E0%B0%A7%E0%B1%8D.%E0%B0%AC%E0%B0%BF.%E0%B0%95%E0%B1%86." title="User:విశ్వనాధ్.బి.కె.">Viswanadh</a>) has been recognized and highlighted. <a href="https://meta.wikimedia.org/wiki/User:Pranayraj1985" title="User:Pranayraj1985">Pranayraj</a> points out that the media coverage helped him reach more people who want to contribute to Wikipedia.</p>

<li>WEP activities at partner institutions need to be synchronized with their academic schedule.</li>

CIS-A2K has attempted to develop Konkani Wikipedia in all the three scripts (Romi, Devanagari, Kannada). Institutions such as Thomas Stephen Konkani Kendra (TSKK) for Romi script, Goa Konkani Sahitya Academy for Devanagari script, Karnataka Konkani Sahitya Academy for Kannada script have agreed to donate content.</p>
<p style="text-align: justify; ">Department of Computer Science, Goa University, had organized an edit-a-thon to include the villages of Goa state on Konkani Wikipedia.</p>
<p style="text-align: justify; ">Due to the discontinuation of the Program Associate for Konkani, several of our programmatic activities have not been accomplished during this grant period.</p>
<h4 style="text-align: justify; "><span class="mw-headline" id="Partnership">Partnership</span></h4>
<p style="text-align: justify; ">In the past year, CIS-A2K had the honour to collaborate with Mannd Sobhaann and World Konkani Centre, organizations working with Konkani language and culture, to bring in more resources into Konkani Wikipedia. These two organizations work for popularization and conservation of Konkani culture and language. Mannd Sobhaan has donated three Konkani books under CC-BY-SA license which has provided great sources for citation and references. On the other hand, these organizations have also agreed to hold GLAM activities, while A2K would digitize their archives of audio, video and text resources to further expand resources available for Konkani Wikimedia projects.</p>
<h4 style="text-align: justify; "><span class="mw-headline" id="Activities_and_Events_2">Activities and Events</span></h4>
<p style="text-align: justify; ">A one-day edit-a-thon was organized at Krishnadas Shama Central Library, Goa in January 2016. Members of CIS-A2K participated in this event to help mentor the participants. The event created 100 new articles on Konkani Wikipedia in a single day.</p>

<p style="text-align: justify; ">Maharashtra Granthottejak Sanstha (MGS) has re-licensed 1000 books on the culture, history, and literature under CC-by-SA 4.0 license in October, 2015. In December 2015, a discussion was initiated by CIS A2K at The Energy Resources Institute (TERI) to plan digitization and uploading of the books for Marathi Wikisource.</p>
<h4 style="text-align: justify; "><span class="mw-headline" id="Events_and_Outreach">Events and Outreach</span></h4>
<p style="text-align: justify; ">A two-day workshop was organised by the CIS A2K Program Associate in August 2015 at Srimati Savitribai Phule Pune University. This workshop was an attempt to bridge the <a href="https://meta.wikimedia.org/wiki/CIS-A2K_/Projects/Sau_Dhuni_Teen/December_2015_Edit-a-thon_at_Krantijyoti_Savitribai_Phule%27s_Women%27s_Studies_Centre,_Pune_University" title="CIS-A2K /Projects/Sau Dhuni Teen/December 2015 Edit-a-thon at Krantijyoti Savitribai Phule's Women's Studies Centre, Pune University">gender gap</a> on Marathi Wikipedia. The "Sau Dhuni Teen" project focused on creating Wikipedia articles on notable women, themes and works related to gender studies. This event attracted new editors and introduced to them input methods for Marathi methods and basic guidelines of contributing to Wikipedia. The event also served as an important initiative to utilize Wikipedia in generating Indian language annotations on academic sources in Women's Studies and the Social Sciences.</p>
<p style="text-align: justify; ">In May, 2016, CIS A2K organized a two-day mini version of Train-the-trainer (TTT) and Mediawiki Training (MWT) for Marathi Wikimedians in Pune. Topics covered in the Mediawiki training include Wikidata, bug triage, Mediawiki extensions, etc., while the TTT session focused on advanced editing skills, outreach planning, and grants structure introduction.</p>

<li><b>Growing partnerships in WEPs</b>: A2K team has successfully continued all the partnerships form the previous grant period and has also been able to bring new partners onboard thus adding value to the Wikimedia movement. A2K conducted a review program for its WEP partners in Bangalore during the last grant period. This review program allowed the WEP partners across 3 different states to meet and discuss the salient features of the WEP initiative being run at their institutions. This review program helped A2K team to understand institutional expectations and challenges. The review meeting also helped us to generate inter institutional collaboration and sync A2K schedule with academic calendar of these institutions.</li>
<li><b>Book/Resource donation and digitization</b>: A2K team is immensely happy to have partnered with Maharashtra Granthottejak Sanstha which has donated 1000 books about the Maratha administration, culture, history and social life. Maharashtra Knowledge Corporation Limited, Pune has offered us in-kind support by digitising all these books and making them available to be uploaded on Marathi Wikisource.</li>
<li>Our collaboration with Manasu Foundation, Bangalore has also allowed us to digitise content donated to A2K for free. Andhra Loyola College, Vijayawada now hosts a Digital Resource Lab that provides nevessary infrastructure (Computers, Internet access and printing facility) for all the Telugu Wikimedians.</li>
<li>Centurion University, Bhubhaneswar has expressed in digitising Odia publications from the copyright lapse period. With this partnership A2K expects to add close to 50000 folios to Odia Wikisource.</li>
<li><b>Goa University partnership and Indian village articles</b>: After a brief lull in the activities of Konkani Wikipedia activities have spiked up again mainly because of the encouragement offered by Goa University. Prof. Madhav Gadgil with support from Goa University has launched a project of using the Census of India data to create articles on Villages of India. This activity has been eagerly taken up by the Konkani community members.Encouraged by the level of enthusiasm shown by the Konkani community members Telugu, Marathi and Odia community members have also been engaged in creating articles on villages of India in their respective languages.</li>
<li><b>Partnership in image re-licensing</b>: Alva's Education Foundation have donated more than 15000 images under CC-BY_SA license. These images depict the folk art forms, famous personalities, cultural practices, tribal costumes and other areas regarding the social and cultural life of Karnataka in particular and South India in general.</li>
<li><b>Decision of focusing on existing partnerships</b>: Many institutions that were indicated under the category 'To be explored' for a partnership during this plan year have not been approached as A2K team worked towards consolidating its work with the existing institutions rather than crowding our resources. This decision was taken in accordance with the suggestion of community members and FDC suggestion.</li>
<li><b>Partnership re-assessment</b>: A further re-assessment of Institutional partnerships based on the parameters of RoI, contribution to Global Metrics and community support will be undertaken during the grant period July 2016- June 2017. Thus providing the A2K team opportunity to consolidate its work further and adopting course corrections (such as working with a different Wikimedia project, changing target group, conducting intensive summer/winter camps and if necessary exiting the partnership).</li>
</ul>
<h4 style="text-align: justify; "><span class="mw-headline" id="Outreach_Strategies_Development">Outreach Strategies Development</span></h4>
<ul style="text-align: justify; ">
<li><b>Online and offline media outreach strategies</b>: Stories related to Indian language Wikipedias and Wikimedia projects used to get less attention in the regional language media in India. There has been a hike in news articles and columns related to Indic-language Wikimedia projects both in print and electronic media. One of the most important reasons behind this is the establishment and growing relations with journalists and news editors that are responsible for specific genre of news. Actively writing opinion pieces to newspaper editorials and making blog posts on popular online portals are another reason.</li>
<li><b>Laying out strategies for recruiting new contributors using social media</b>: Learning from our past initiative experiences such as the movement where new contributors on social media helped Odia Wikisource go live<sup class="reference" id="cite_ref-2"><a href="https://meta.wikimedia.org/wiki/Grants:APG/Proposals/2014-2015_round2/The_Centre_for_Internet_and_Society/Impact_report_form#cite_note-2">[2]</a></sup>, CIS-A2K has been helping communities with online outreach strategies. Some of the lessons learned can be found in <a href="https://meta.wikimedia.org/wiki/Grants:Learning_patterns/Harvesting_new_Wikimedians_from_social_media" title="Grants:Learning patterns/Harvesting new Wikimedians from social media">this</a> learning pattern.</li>
</ul>
<h4 style="text-align: justify; "><span class="mw-headline" id="Other_Communication_and_Contribution">Other Communication and Contribution</span></h4>
<ul style="text-align: justify; ">
<li><b>Balance of Focus Language Area (FLA) and non-FLA language</b>: As CIS-A2K has been working primarily in five focus languages (Kannada, Konkani, Marathi, Odia and Telugu, with Tulu and Santali as two additional languages), there has been more attention paid to the aforementioned seven languages and less on the remaining Indian languages. The same pattern also reflects in our media outreach. To balance this and to provide support in the larger Indic language community, CIS-A2K has made efforts in connecting non-FLA Wikimedians with global community leaders<sup class="reference" id="cite_ref-3"><a href="https://meta.wikimedia.org/wiki/Grants:APG/Proposals/2014-2015_round2/The_Centre_for_Internet_and_Society/Impact_report_form#cite_note-3">[3]</a></sup> and writing about work accomplished in non-FLA communities.<sup class="reference" id="cite_ref-4"><a href="https://meta.wikimedia.org/wiki/Grants:APG/Proposals/2014-2015_round2/The_Centre_for_Internet_and_Society/Impact_report_form#cite_note-4">[4]</a></sup></li>
<li><b>Highlighting the' community-led projects and less-known languages</b>: CIS-A2K has contributed and highlighting in promoting the projects that are primarily community-led<sup class="reference" id="cite_ref-5"><a href="https://meta.wikimedia.org/wiki/Grants:APG/Proposals/2014-2015_round2/The_Centre_for_Internet_and_Society/Impact_report_form#cite_note-5">[5]</a></sup> that are not necessarily catalyzed by the CIS-A2K. Also, via public speaking and publications, CIS-A2K has attempted to promote indigenous and the less-known languages of India.<sup class="reference" id="cite_ref-6"><a href="https://meta.wikimedia.org/wiki/Grants:APG/Proposals/2014-2015_round2/The_Centre_for_Internet_and_Society/Impact_report_form#cite_note-6">[6]</a></sup></li>

<h4 style="text-align: justify; "><span class="mw-headline" id="Challenges">Challenges</span></h4>
<ul style="text-align: justify; ">
<li><b>Labor intensive WEP programs</b>: WEP initiative at many of our institutions have proven to be labour intensive. A2K team has not been able to integrate its efforts with the community members. There has also been a perception that the participating Higher Education institutions are required to only provide infrastructure and carve time out of academic schedule. This leads to a situation where the A2K team is often forced to devote time and resources towards the evaluation of assignments.</li>
<li><b>Lack of institutional partnership in Odia community</b>: Despite the A2K team's attempts to establish formal institutional partnership and further a WEP initiative in Odia language, we have not been successful. With the consent of the Odia community A2K team has approached Centurion University regarding setting up a Wikisource Learning Centre.</li>
</ul>
<h4 style="text-align: justify; "><span class="mw-headline" id="CIS-A2K_request_page">CIS-A2K request page</span></h4>
<p style="text-align: justify; ">CIS-A2K has a <a href="https://meta.wikimedia.org/wiki/Talk:CIS-A2K/Requests" title="Talk:CIS-A2K/Requests">request page</a> intended for Wikimedian/s from India to place requests for support from CIS-A2K. Between 1 July 2015 and 30 June 2016, CIS-A2K has supported 21 such programs/initiatives. The communities supported by CIS-A2K include Odia, Kannada, Telugu, Malayalam, Bengali etc. Besides offering financial support to conduct events, CIS-A2K has also provided non-financial support such as SWAG material, and technical and documentaion support.</p>

<b>Five years after Wikimedia Foundation’s 2011 editor survey was conducted and revealed the gender gap issue, scholars, practitioners, and communities around the globe have come a long way to address the gender imbalance of the online encyclopedia. This blog post series (of three parts) serve as a summary of movements and discoveries in Wikipedia gender gap narrowing on both local (India) and global scales.</b>
<p style="text-align: justify;">This is the third
(last) part of the blog series, please see <a class="external-link" href="http://cis-india.org/a2k/blogs/another-5-years-what-have-we-learned-about-the-wikipedia-gender-gap-and-what-has-been-done-part-1">Part 1 </a>and <a class="external-link" href="http://cis-india.org/a2k/blogs/another-5-years-what-have-we-learned-about-the-wikipedia-gender-gap-and-what-has-been-done-part-2">Part 2</a>.</p>
<p style="text-align: justify;">Responding to the
Wikipedia gender gap problem, former WMF Executive Director Sue Gardner set a
target in 2011 to raise the female editor percentage <a href="http://www.nytimes.com/2011/01/31/business/media/31link.html">to 25%</a> by 2015. In an <a href="http://www.bbc.com/news/business-28701772">interview</a> in August 2014, Jimmy Wales declared that “<em>we’ve completely failed,</em>” Gardner also
noted that the solutions should come from local Wikipedian communities rather
than from the Foundation on a macro scale.</p>
<p style="text-align: justify;">Although the
target was not met, initiatives and reforms taken places globally and locally in
the past five years are not fruitless. And as mentioned in Part 2, we should
not define this movement as merely pursuing a goal towards certain percentage
or number. As for now dialogue has been created to include the issue into more strategic
plans; collectives are established to cumulate and share resources across
communities. There has been abundance of learning (and definitely much more to
learn) in the issue.</p>
<p style="text-align: justify;"><strong>What has been done?</strong></p>
<p style="text-align: justify;">Be it ongoing or spontaneous, international or local, there have been
many interventions trying to address the gender gap in Wikipedia.</p>
<p style="text-align: justify;"><u>Intervention events<em></em></u></p>
<p style="text-align: justify;">In July 2015, WikiProject
<a href="https://en.wikipedia.org/wiki/Wikipedia:WikiProject_Women_in_Red">Women in Red</a><span class="MsoHyperlink"> (WiR)</span> was launched to <em>“turn "<a title="Wikipedia:WikiProject Women in Red/Redlist index" href="https://en.wikipedia.org/wiki/Wikipedia:WikiProject_Women_in_Red/Redlist_indexhttps:/en.wikipedia.org/wiki/Wikipedia:WikiProject_Women_in_Red/Redlist_index">redlinks</a>
(non-existing pages) into <a title="Wikilink" href="https://en.wikipedia.org/wiki/Wikilink">blue ones</a> (existing pages).” </em> The project encourages editors worldwide to
create (or expand) female-related pages (biographies, women’s work,
contribution, issues, etc.) that fit the notability criteria of Wikipedia. WiR
also picks monthly and annual topics to feature. Currently in September, 2016,
edit-a-thons on Women in nursing and women labour activists are happening
online. And “Women scientists” edit-a-thon is a year-long featured topic for
2016. Although WiR is still primarily an English-WP project, some communities
have expanded and localized it to local initiatives.</p>
<p style="text-align: justify;">Coincidentally, in
2013, Indian Wikipedian communities have carried out one of the biggest and
most well-known gender gap intervention – <a href="https://meta.wikimedia.org/wiki/Lilavati%27s_Daughters_Edit-a-thon">Lilavatis’
Daughters</a>. “Lilavati’s Daughters” is <a href="http://www.thehindu.com/todays-paper/tp-features/tp-literaryreview/forgotten-daughters/article662225.ece">a
book</a> of essay collections featuring nearly one hundred women scientists in Indian
since the Victorian Era. The 2013 edit-a-thon was hence to create Wikipedia
pages for these biographies in different Indian languages. Collaborating with
institutions and colleges, the event was greeted with high popularity and
success. Similar events were also carried out afterwards, including <a href="https://en.wikipedia.org/wiki/Wikipedia:Indian_Women_in_Science_Edit-a-thon">Indian
Women in Science Edit-a-thon</a> which has been held annually since 2014; the
last event was held in July, 2016 at the Indian Institute of Science,
Bangalore.</p>
<p style="text-align: justify;">Another
significant initiative across the globe and in Indian communities is the annual
<a href="https://en.wikipedia.org/wiki/Wikipedia:WikiWomen%27s_History_Month">Wikiwomen’s history
month</a> in March along with the celebration of International Women’s Day on March
8<sup>th</sup>. The initiative started in 2012, edit-a-thons, photo-thons
(updating photos onto Wikimedia Commons), and meetups have been held to raise
the awareness of the gender gap online, create female-related content available
on Wikipedia, and to strengthen the bonding between local Wikiwomen.</p>
<p style="text-align: justify;">Recently,
Wikimedia Foundation collaborated with the United Nations to launch the one-day
<a href="https://meta.wikimedia.org/wiki/UN_Women_Her_Story">Her Story project</a><span class="MsoHyperlink"> Edit-a-thon</span> on August 12<sup>th</sup>, 2016 to celebrate International Youth Day
globally. Cities in India like <a href="https://www.empowerwomen.org/en/campaigns/herstory">Chennai and Delhi
also held local edit-a-thons</a> on the day of in response to the event. With
the opportunity to work alongside the UN, it is a good sign that the Wikipedia
gender gap issue is drawing global attention, not just in the Wikipedian
community level, but also in global institution level.</p>
<p style="text-align: justify;"><u>Collaborative</u></p>
<p style="text-align: justify;">The <a href="https://meta.wikimedia.org/wiki/WikiWomen%27s_Collaborative">Wikiwomen’s
Collaborative</a> is a global platform for female Wikipedians to share
projects, insights, and support. The Collaborative also encourages participants
to write blog post on the <a href="https://blog.wikimedia.org/c/community/wikiwomen/">Wikiwomen’s Blog</a>
to spread more words about the gender gap issue and initiatives. A <a href="https://en.wikipedia.org/wiki/Wikipedia:WikiProject_Countering_systemic_bias/Gender_gap_task_force">Gender
Gap Task Force (GGTF)</a> was founded in 2013 aiming to challenge the
patriarchal culture of knowledge and Wikipedia. GGTF tries to fix the
encyclopedia’s imbalance power structure by initiating discussion and
examination on its policies and editor interaction. It has also been a place to
cumulate research studies and resources on the gender gap topic. A (global) <a href="https://lists.wikimedia.org/mailman/listinfo/gendergap">gender gap
mailing list</a> is also created to spread the news and words with more
communities.</p>
<p style="text-align: justify;"><u>Improvement in the
Interface</u></p>
<p style="text-align: justify;">Aside from events and
collectives organized by respective communities, the Wikipedia platform itself
has also been under constant transition in the last few years, trying to create
a friendlier place for women and newcomers.</p>
<p style="text-align: justify;">Since June 2012,
the new prototype <a href="https://www.mediawiki.org/wiki/VisualEditor">Visual
Editor</a> has become available in more and more language versions of Wikimedia
projects – including most Indian languages. Visual Editor enables editor to
contribute without learning the <a href="https://en.wikipedia.org/wiki/Wiki_markup">Wiki markups</a>, as it
creates the “write-as-how-you-will-see-it” feature requiring only basic typing
skills. Nevertheless, Visual Editor does have several <a href="https://en.wikipedia.org/wiki/Wikipedia:VisualEditor#Limitations">limitations</a>
comparing to the traditional edit source option, including slower speed, unavailable
in talk and discussion namespaces, limited template editing options, and so on.
While a <a href="https://meta.wikimedia.org/wiki/Research:VisualEditor%27s_effect_on_newly_registered_editors/June_2013_study">research</a>
in 2013 on Visual Editor’s use in English Wikipedia showed low effectiveness of
the new feature in attracting and encouraging new editors, more research should
also be done in the non-English (especially Global South) context. <a href="https://commons.wikimedia.org/wiki/Category:Marathi_Wikipedia_Tutorials">Online
tutorial resources</a> about editing are also becoming available in Indian
communities.</p>

<p style="text-align: justify;">On the other hand,
<a href="https://en.wikipedia.org/wiki/Wikipedia:Editing_on_mobile_devices">mobile
apps of Wikipedia</a> has been improved in its editing function. Although the
apps are still in constant development to make the function smoother and easier
for mobile users, it is a great breakthrough for those who do not have personal
computers to contribute in small ways (or even in great ways – <a href="https://en.wikipedia.org/wiki/User:Cullen328/Smartphone_editing#Why_I_edit_by_smartphone">some</a>
have created pages and denied the statement that mobile editing is
impractical). </p>
<p style="text-align: justify;"><strong>What’s more to be learned?</strong></p>
<p style="text-align: justify;">There is no
denying that our Indian language communities have been putting efforts to
highlight and address the gender gap issue on Wikipedia. The <a href="https://meta.wikimedia.org/wiki/WikiConference_India_2016">Wikiconference
India 2016</a> in August also had a panel responding to this topic where
panelists from both outreach and research threads proposed localized
perspective and strategies to fix the problem.</p>
<p style="text-align: justify;">However, there are
still much more to be learned. First of all, we need a more organized feedback
loop (a cycle of planning-executing-evaluating-sharing learning) for local
interventions to learn from our success and mistakes. Secondly, the issue has
to become more “public” in a sense that we are not just promoting within our
own circles. Awareness-building through media coverage and institutional
collaboration can bring in greater public opinions and volunteers to help the
online encyclopedia become a more inclusive place. The third point is a change
of mindset: women's feeling and experience should be put forward into the
central of our initiatives and interventions.</p>

<p style="text-align: justify;">In other words, as
we are engaging more and more women, the focus should not be numbers but the
humans. At the same time, we should always encourage women to stand out and
speak out. As mentioned in the previous part, gender discrimination cases have
not yet been reported in our communities, but we also have to ensure if it does
happen both the female editors and the community should have a certain level of
awareness (what constitutes harassment/discrimination/sexism; when and how to
call out) and a report and support mechanism to the problem.</p>
<p> </p>
<p style="text-align: justify;">The road to a real
equalized knowledge system is not easy. As many have noticed and pointed out
“This is not just a Wikipedia problem!” Indeed, similar gender imbalance exists
in our academies, IT industries, free and open-source software (FOSS) workplace,
to name a few. Nonetheless, with the flexibility and the strong bond that Indian
Wikipedian communities possess, we can be one of the pioneers in positive
changes. After all, the knowledge created and action taken today will shape
what our tomorrow can be like.</p>

<b>Five years after Wikimedia Foundation’s 2011 editor survey was conducted and revealed the gender gap issue, scholars, practitioners, and communities around the globe have come a long way to address the gender imbalance of the online encyclopedia. This blog post series (of three parts) serve as a summary of movements and discoveries about Wikipedia gender gap on both local (India) and global scales.</b>
<p style="text-align: justify;">In the <a class="external-link" href="http://cis-india.org/a2k/blogs/another-5-years-what-have-we-learned-about-the-wikipedia-gender-gap-and-what-has-been-done-part-1">last part</a> of the blog series, we examined the
definition and danger of the Wikipedia gender gap. This issue has been puzzling
for many – why is there such a wide gap globally?</p>
<p style="text-align: justify;"><strong>Why is there a gender gap?</strong></p>
<p style="text-align: justify;">The
reasons behind the Wikipedia gender gap are complex and culturally-sensitive. Two
main types of barriers are discussed as “inside of Wikipedia (internal)” and
“outside of Wikipedia (external).” </p>

v.s. the World</u></p>
<p style="text-align: justify;">Unfortunately,
most studies have been done in English Wikipedia and rarely in other smaller
language communities, despite the fact that these barriers can vary a lot in
different cultural, political, and economic context. In India, practitioners
and researchers have identified a few potential causes of low female participation
rate on Wikipedia. Contrary to what was discovered in the English Wikipedia,
researchers have found that Indian female Wikipedians are generally more active
and willing to participate in both online and offline interactions compared to
those in the English Wikipedia community. Reports of gender discrimination
cases are also fewer than those in the Western context. A possible explanation
to both phenomena is that Indian Wikipedian communities are rather small and
close-knitted which encourage more interpersonal networking and prevent
anonymous attacks<a name="_ftnref1" href="file:///C:/Users/Ting-Yi/Desktop/coop/Blog%20post/BP2_Gender%20Gap%20summary.docx#_ftn1"><span class="MsoFootnoteReference"><span class="MsoFootnoteReference">[1]</span></span></a>.</p>
<p style="text-align: justify;"><u>Awareness</u></p>
<p style="text-align: justify;">However,
recruiting and keeping female Wikipedians in India do have its own barriers to
overcome. “Awareness” is discovered as one of the very primary barriers for most
to start editing Wikipedia. Many did not know that the online encyclopedia is easily
editable, and even more have not heard of (or are unfamiliar with the use of)
Wikipedia. Outreach events are important portals for both men and women to
discover and join local Wikipedia communities. And this is where weakness can
be turned into strength; as most newcomers are brought in through community
outreach events or personal connection, it creates a strong bond within the members
and a more welcoming culture featuring collectivism rather than individualism.</p>
<p style="text-align: justify;"><u>On the
societal level?</u></p>
<p style="text-align: justify;">Although
the binary categorization of inside and outside of Wikipedia is widely used, it
can easily lead us to believe that we can draw a clear line in between
Wikipedia and the offline world, but neglect the big picture which shapes both
sides of the table. Ignoring the fundamental (societal) level of the issue and
its linkage to other factors poses the risk of nurturing a symptom-fixing
solution instead of a system-questioning culture.</p>
<p style="text-align: justify;">For
example, societal factors such as expectation on women’s/girls’ role and priority
in her family can prevent them from the access to required facilities,
internet, training, and personal leisure time for joining (or continuing
editing) Wikipedia. On the psychological experience side, some women reported
that they do not feel comfortable when being so “visible” online and in the
community<a name="_ftnref2" href="file:///C:/Users/Ting-Yi/Desktop/coop/Blog%20post/BP2_Gender%20Gap%20summary.docx#_ftn2"><span class="MsoFootnoteReference"><span class="MsoFootnoteReference">[2]</span></span></a>; and this has a lot to do
with how our online (and offline) society has been constructed and
conceptualized as an “unsafe” space for women.</p>
<p style="text-align: justify;">In
fact, Wagner et al. (2015)<a name="_ftnref3" href="file:///C:/Users/Ting-Yi/Desktop/coop/Blog%20post/BP2_Gender%20Gap%20summary.docx#_ftn3"><span class="MsoFootnoteReference"><span class="MsoFootnoteReference">[3]</span></span></a> have found that a nation’s
Gender Inequality Index (GII) is associated to the country’s editor gender bias
on Wikipedia. Although it was a study focusing on Global North samples, the
logic behind is most likely applicable in India (which ranked <a href="http://hdr.undp.org/en/2015-report">130 out of 188 countries’ GII in 2014</a>)
– as the more unequally women is treated in the society, the less likely that
she can reach the pre-requisite to be a Wikipedian, or even be online. For
example, in India there is a much lower literacy rate for female than male – 53.7%
to 75.3% as reported in the <a href="http://www.censusindia.gov.in/Census_Data_2001/India_at_glance/glance.aspx">2011
Census</a>. At the same time, population (above the age of 25) with at least
some secondary education is 56.6% for male and only 27% for female in India
based on the <a href="http://hdr.undp.org/en/composite/GII#c">UN Human
Development Report</a>.</p>
<p style="text-align: justify;">All
these societal factors and nuances feed into the gaps we see today – in higher
academic positions, in industries, and eventually in Wikipedia. It is
definitely not easy to address the macro-scale problems, but what we can do is
to change it from the community level to influence individuals and the society.
Hence, we are not just battling against an online phenomenon created by
individuals’ unwillingness to participate, but challenging and redressing the patriarchal
power while transforming the traditions of how knowledge flows. After all, bridging
the gender gap should not be merely a target of “We will reach X% female
participation rate by Y years,” it has much greater potential and
responsibility in the long run for our generations and societies.</p>

This blog post series (of three parts) serve as a summary of movements and discoveries about Wikipedia gender gap on both local (India) and global scales.</b>
<p style="text-align: justify;"><em>“Our editing community continues to suffer
from a lack of women editors…. only 8.5% of editors are women.</em>”</p>
<p style="text-align: justify;">Probably
the most cited statement for Wikipedia gender gap studies, the <a href="https://upload.wikimedia.org/wikipedia/commons/7/76/Editor_Survey_Report_-_April_2011.pdf">editor
survey</a> conducted by Wikimedia Foundation in April 2011 revealed
the alarming imbalance within the online encyclopedia community(s). In the same
survey, the percentage of female Wikipedians in India is reported as only 3%. When
we have repeatedly emphasized on the development and changes the internet can
bring to our societies, how do we ensure that behind our computer screen it is
not just another mirror reflecting what has been silenced and forgotten?</p>
<p style="text-align: justify;"> </p>
<p style="text-align: justify;"><strong>What is the Wikipedia gender gap?</strong></p>
<p style="text-align: justify;">There
are two main focus on the <a href="https://en.wikipedia.org/wiki/Gender_bias_on_Wikipedia">gender
gap within Wikipedia</a> – the editor demographic and the coverage of
topics – which are essentially flip sides of a coin. With fewer female
contributors, we are losing a more diverse knowledge platform for all. But the
issue is far more complex than simply having less information about “friendship
bracelets” than “baseball cards.”</p>
<p style="text-align: justify;">Looking
at the biography pages on Wikipedia, researchers found that not only is the number of
female biographies much lower than males’ (due to historical factors, availability
of firsthand sources, and editors’ interest), but the linguistic and topical
bias within also presents <a href="https://en.wikipedia.org/wiki/Wikipedia:Writing_about_women#cite_note-1">a male-centered discourse</a>. For example, on women’s
biography pages, words related to one’s gender such as “women,” “female,”
“lady” will be used more commonly than the counterpart words in men’s pages;
and that a women’s biography will have more information about her marriage and
family life than her male counterpart’s. Studies also found that female-related
articles are more likely to be linked to male-related ones but not the other
way around<a name="_ftnref1" href="file:///C:/Users/Ting-Yi/Desktop/coop/Blog%20post/BP2_Gender%20Gap%20summary.docx#_ftn1"><span class="MsoFootnoteReference"><span class="MsoFootnoteReference">[1]</span></span></a>. This
demonstrates that the editing preference, styles, and content
are closely related to the editors’ genders and how they see the world. In
other words, language and knowledge cannot be separated from one’s gender – the
Internet may be bodiless but it can never become genderless<a name="_ftnref2" href="file:///C:/Users/Ting-Yi/Desktop/coop/Blog%20post/BP2_Gender%20Gap%20summary.docx#_ftn2"><span class="MsoFootnoteReference"><span class="MsoFootnoteReference">[2]</span></span></a>.</p>
<p style="text-align: justify;">Wagner et al.’s paper<a name="_ftnref3" href="file:///C:/Users/Ting-Yi/Desktop/coop/Blog%20post/BP2_Gender%20Gap%20summary.docx#_ftn3"><span class="MsoFootnoteReference"><span class="MsoFootnoteReference">[3]</span></span></a> in early
2016 also confirmed the existence of a “glass ceiling” for female figures to be
considered “notable” enough to have a Wikipedia bio page (or for the page not
to be deleted). Who gets to decide what is “notable enough” becomes
questionable when we understand the gender bias. As a matter of fact, while the
difference in male and female biography numbers is narrower for globally known
figures, a larger gender gap exists for “local hero(ine)s” because of the
notability threshold applied. That is to say, many women and female-related
topics are underrepresented (and underappreciated) on Wikipedia.</p>
<p style="text-align: justify;"><strong>The danger and why it matters</strong><strong></strong></p>
<p style="text-align: justify;"><em><u>Low awareness</u></em></p>
<p style="text-align: justify;">The
Wikipedia gender gap is problematic and deserves more attention than ever not
only because gender imbalance should be tackled both online and offline, but
also that this imbalance is so prevalent and has been taken for granted by most.
Little do people consider, that with every single “click” on one’s google
search, we can be provided with an answer from a single-gender narration. This
imbalance and its problems are behind the scene – the share of male and female
editors are never on the surface without a holistic survey. While gender
balance has been pushed in our business, education, and government sectors, the
online encyclopedia feeding <a href="http://www.internetlivestats.com/internet-users/">billions</a> of
internet users (and <a href="http://www.trai.gov.in/WriteReadData/PIRReport/Documents/Indicator_Reports.pdf">over
300 million in India</a> itself) is
still constructed in a male-dominant culture with little questioning from the
public.</p>
<p style="text-align: justify;"><em><u>Legacy
and influence</u></em></p>
<p style="text-align: justify;">There
is the saying that Internet is changing the human default from “forgetting”
into “remembering.” Wikipedia can serve as a great tool for digitization of
knowledge and the preservation of languages. What is to be recorded now will
become parts of (perhaps the most accessible) history in the future, and we
cannot afford a history without women’s voices and knowledge. Hence, to include
more women editors and women-related content is not simply out of a concern of
diversity, it is to ensure that this time we can pass on the legacy in a better
and more equitable fashion for the whole population.</p>
<p style="text-align: justify;"><em><u>The vicious
circle</u></em></p>
<p style="text-align: justify;"><em>“We’ve to participate in meet ups
and workshops, then question (from family members) arises like how many guys
are there, is there any girl or not. In one sentence we're discouraged by our
surrounding</em>.”</p>
<p align="right" style="text-align: right;">– Female editor from local community</p>
<p style="text-align: justify;">The urgency of this problem is that
the lesser women are presented in the communities, the harder a motivation can
be established for new female editors to join. Now that we have made this issue
visible, the core mission we have is to ensure a change in the system and
environment that helps women feel more welcomed and comfortable – even when
they are aware that they are the minority.</p>

<b>Karnataka is known for its diverse linguistic cultures. Aside from Kannada, many are native speakers of Konkani, Tulu, and other languages. A small Wikiwomen's meetup was held on Saturday, August 27th at St. Agnes College, Mangalore, to invite female Wikipedians from the region. Many of them were new to the online encyclopedia but demonstrated strong interest in learning and contributing more Indic language content online.</b>
<p style="text-align: justify; ">A <a href="https://meta.wikimedia.org/wiki/Meetup/Mangaluru/WikiWomen/1">Wikiwomen’s meetup</a> was held at St. Agnes College on August 27<sup>th</sup> in the hope to strengthen the bonding and communication between female Wikipedians in Mangalore. Attendees of the meetup on Saturday included five Kannada Wikipedian, one Konkani Wikipedian, one from the recently gone live Tulu Wikipedia, and Ting-Yi Chang from the CIS A2K team. Two of the Kannada Wikipedians are staff and faculty members of the College’s library and Department of Kannada respectively. Both were brought into Wikipedia by <a href="http://cis-india.org/openness/kannada-wikipedia-edit-a-thon-in-st-agnes-college-mangaluru-to-bridge-gender-gap-in-wikipedia">edit-a-thons</a> held on the college campus in the last few months</p>
<p style="text-align: justify; ">The meetup started off with a round of brief self-introduction and an inspiring introductory presentation by Dhanalakshimi K T, a St. Agnes commerce student who had successfully organized the last two women’s edit-a-thons on her campus.</p>

<p style="text-align: justify; ">“<i>Wikipedia is a great tool for knowledge sharing. When we edit in our own languages, people from outside of the city who don’t speak English can learn things more easily online.... It is the respect and passion I have for my language."</i></p>
</blockquote>
<p style="text-align: justify; ">The presentation also touched upon some feasible benefits that editors gains through participating in Wikipedia/media projects: improvement in writing and research skills, nurturing a critical thinking habit when reading texts and doing research, learnings from collaborative work experience, improvement in language and communication skills, etc. One of the participants later mentioned that with the hobby of editing Wikipedia, she began actively researching in her interested topics. Even in occasions when she had no time to actually update the content onto Wikipedia, the knowledge she gained throughout the research process has already enriched her and broadened her horizon of the subject.</p>
<p style="text-align: justify; ">The second half of the presentation consists of an introduction to the <a href="https://en.wikipedia.org/wiki/Wikipedia:Five_pillars">5 pillars rules</a> and some other advice of Wikipedia editing. Participants who were newcomers showed great interest and actively raised questions surrounding the use of different editing tools including the infobox templates, translation tools, useful markups, and personal sandboxes.</p>
<p style="text-align: justify; ">When being asked about the barriers they have faced so far in editing Wikipedia, most agreed that time issues do prevent them sometimes as their offline commitments (work, family, school) can take priority over it. However, most participants also concluded that “those who are truly interested will eventually find the time.” On the other hand, access to internet and facilities has not been reported as a barrier in their cases, but all agreed that it can be for many other women. Awareness was emphasized as a crucial factor when trying to bring in more women to Wikipedia. One of the student participants shared her experience,</p>

<p style="text-align: justify; "><i>“Some people may have never heard of Wikipedia before; some misunderstood its use and potential… when I talked about Kannada Wikipedia with my peers, first they thought it was some website for Kannada stories writing…. But when I explained to them what it is and how we can edit, they were all very excited and very much wanted to try."</i></p>
</blockquote>
<p style="text-align: justify; ">In the latter discussion of the meetup, participants talked about the tentative event plans for the next few months. Two sessions were suggested to be held by November, 2016. One as a workshop for the newcomers and the other as an editing event for more experienced female Wikipedians. All participants, old and new, are really excited to strengthen the bonding between Wikiwomens in Mangalore. Some suggested there should be more casual meetups every few weeks to help them communicate more and plan upcoming community events, including an ongoing event that can be held in March, 2017 for the International Women’s Day and <a href="https://en.wikipedia.org/wiki/Wikipedia:WikiWomen%27s_History_Month">Wikiwomen’s History Month</a>.</p>
<p style="text-align: justify; ">The meetup continued with more discussion on various language Wikipedias’ development. As an experienced Wikipedian and an actively outreaching community member, participant Harriet Vidyasagar explained the complexity in Konkani Wikipedia, which contains five scripts, and the importance of those scripts in Konkani language’s history and culture. All participants agreed that seeing their mother tongues’ scripts online and creating more content to make their culture and language visible are a great source of happiness and a motivation for them to continue editing. The session ended with exchange of contacts and group pictures.</p>

<b>Many articles about Nobel laureates are missing in the Telugu Wikipedia. Recently undergraduate students from four different disciplines of the Andhra Loyola College (ALC), Vijayawada gathered to create and improve articles related to Nobel laureates.</b>
<p>Spanned for three days—from August 16 through 18—54 students from the department of Telugu, Botany, Statistics and Physics edited articles related to Nobel laureates, improved the content quality and inserted images that were already there in Wikimedia Commons. There was a great balance of equal participation in the number of female and male students. During this sprint 124 existing articles on Telugu Wikipedia were improved and 118 of them saw images being added. Though it was challenging for me to manage so many participants, I was partly successful in mentoring some of the students who in turn helped their friends with basic editing.</p>
<p>Apart from educating the students about editing Wikipedia, I demonstrated about digitising “Kavitvatattva Vicharam”, a book authored by by Kattamanchi Ramalinga Reddy in 1913 and is considered as the first modern literary criticism in Telugu literature, on Telugu Wikisource. Some of the students tried to proof-read the book for the first time.</p>
There is a plan laid out to work with a small subset of these participating students again for different kind of academic-centric projects like the <a href="https://en.wikipedia.org/wiki/QRpedia">QRpedia</a> project. To keep the activity more regular, the students are are creating the missing Botany-related articles. We are hoping to work with remaining students at least once in every quarter.
A few recommendations for bettering the students’ understanding of Wikipedia and the community that Telugu Wikipedian <a href="https://te.wikipedia.org/wiki/User:Chaduvari">User:Chaduvari</a> had shared earlier came quite useful during this event. Based on his inputs I did my best elaborating the [Wikipedia] project structure and community dynamics to the new editors. Another long time Wikimedian <a href="https://te.wikipedia.org/wiki/User:Rajasekhar1961">Rajasekhar</a> followed up on the Wikisource activity remotely. B. Manikantha, a students from the Arts department shares, “Until now I always had a notion that Wikipedia might be some sort of entertainment website where we can listen to music and play games. But after attending this workshop I could understand how great it is as a learning platform. Also I learnt about one of our professors<a href="https://te.wikipedia.org/wiki/%E0%B0%97%E0%B1%81%E0%B0%AE%E0%B1%8D%E0%B0%AE%E0%B0%BE_%E0%B0%B8%E0%B0%BE%E0%B0%82%E0%B0%AC%E0%B0%B6%E0%B0%BF%E0%B0%B5%E0%B0%B0%E0%B0%BE%E0%B0%B5%E0%B1%81"> Dr. Gumma Sambashivarao</a> who is a noted author, and how the articles about more such authors could be made available online in our language.” “It was fun translating articles in my favourite subject—war. I’m hoping to continue my contributions further”, he adds.

<b>A campaign has been started to relicense Telugu-language books of several noted authors from "all rights reserved" to Creative Commons Share-Alike (CC-BY-SA) license.</b>
<p>This
campaign was started on June 19 and copyright migration process is
complete for 17 books so far. Once the copyright migration is over
the books—ranging from historical figures and popular personalities
to regional history—are going to be digitised on Wikisource.<br /><br /></p>

The English book was released in 1899 and is in Public Domain. The
Telugu book was translated by Vivina Murthy and was published in
2007 by Manasu Foundation. As the translator had rights on his
translated work, he released it under CC-BY-SA 4.0 license to make
it freely available to all on our request.<strong><br />Priority:
</strong>Historical
record especially about Christianity in coastal Andhra Pradesh,
<a href="https://en.wikipedia.org/wiki/Dalit"><em><u>dalit</u></em></a><em>s</em>
in 19th century.</p>

Apparao<strong><br />Book</strong>:
<em>Gurujadalu </em>is
a compilation of all the works Gurajada Apparao -- he is considered
as one of the greatest literary figures of modern Telugu literature.
The book was edited and published by the efforts of Manasu
Foundation and its associates. Apparao’s works are under Public
Domain already as per the Indian Copyright Law,. But the critical
introduction and some of the translations included in the book were
copyrighted by Manasu foundation which they released under CC-BY-SA
4.0 license. This move will help digitize them on Wikisource and
make them freely available to Telugu people.<strong><br />Priority:
</strong>Even Though some of
the works of Apparao got digitized on Wikisource, this can showcase
his complete literary journey with bringing a vast set of reading
for the Telugu readers.</p>
<p>All
of these books were released or agreed to be released under a
CC-BY-SA 4.0 license in June and July 2016. Some of these books were
digitized on Wikisource, and the proofreading is going on currently.
Some of the the remaining books being scanned and some are uploaded
on Wikimedia Commons. The ones that have been <a href="https://commons.wikimedia.org/wiki/File:Cheppulu_Kudutu_Kudutu.pdf"><u>uploaded</u></a>
on
Commons are being <a href="https://te.wikisource.org/wiki/సూచిక:Ramanujan_Nundi_Etu_Atu_by_Vemuri_Venkateswararao.pdf"><u>indexed
and digitized</u></a>
on
Wikisource.</p>
<p>The
news about all of these license migrated books was shared with the
[Telugu Wikimedia] community, and also personally with some of the
community members like Rajasekhar, Sri Ramamurthy, Gullapalli
Nageswara Rao, Bhaskara Naidu, and a few others who supported in
various stages of digitization like indexing, proofreading, etc.</p>

<b>Jaipur based Enterprise email provider Data Xgen Technologies has launched a paid email service in Hindi Devnagari script. This is especially for .bharat domain names, but can also be used for other domains. As of now, the company offers email packages starting at Rs 99, Rs 499, Rs 999 and Rs 1,499, which look like monthly plans.

<p style="text-align: justify; "><a href="https://www.linkedin.com/in/ajaykdata">Ajay Data</a>, the company’s founder and CEO told MediaNama that it plans to launch an app for sending free email in Indic language, starting with Hindi. Data said that he was hopeful about Hindi email adoption given the vast majority of the population in India was rural and did not understand English. “People get left out of communication streams because they do not understand English. But they can still get onto the internet and communicate with all of us. Mobile companies are also selling phones in Indian languages, marketing as Hindi phones.. And this is the right time (for Indic email) since the segment is being created,” he added.</p>
<p style="text-align: justify; ">Earlier this month, the Indian government <a href="http://www.medianama.com/2016/08/223-email-id-indian-languages/">told</a> email service providers to provide users with addresses in Indian languages, starting with Hindi. It also wanted ‘sufficient local language content and tools to access it’ in order to increase internet penetration and push higher rural adoption. This was needed because English speakers and readers in the country were <a href="https://en.wikipedia.org/wiki/List_of_countries_by_English-speaking_population">low</a> (10.35%), according to Rajiv Bansal, Joint Secretary at the Ministry of Electronics and IT.</p>
<p><b>Wikipedia Indic efforts</b></p>
<p style="text-align: justify; ">About 3 weeks ago, Wikipedia <a href="http://www.medianama.com/2016/08/223-wikipedia-tulu-launch/">launched</a> in Tulu, the 23rd Indian language Wiki. In September 2013, the Goa University had <a href="http://www.medianama.com/2013/09/223-goa-university-partners-cis-india-to-build-konkani-wikipedia/">entered</a> into a 3 year MoU with the Centre for Internet and Society (CIS) for building the Konkani Wikipedia, which was launched 6 months later. In August 2014, former Bihar CM Nitish Kumar <a href="http://www.medianama.com/2014/08/223-nitish-kumar-launches-biharonwikipedia-campaign-details-please/">launched</a> the ‘Bihar on Wikipedia’ campaign inviting people of the state to write about their villages, towns, culture, history, development over the years, etc. Note that in 2012, Wikipedia editors were <a href="http://www.medianama.com/2012/05/223-wikipedians-digitizing-out-of-copyright-text-in-eight-indian-languages/">digitizing</a> Indian language, out-of-copyright texts online, trying to address the comparative paucity of Indic language texts online.</p>
<p>As of June 2016, Wikipedia had <a href="https://stats.wikimedia.org/EN/Sitemap.htm#comparisons">16 million page views per month</a> on the Hindi wiki, with overall 106,844 articles. This is not a significant increase. According to this August 2011 <a href="http://www.medianama.com/2011/11/223-wikipedia-in-indic-languages-32-95-million-pageviews-in-aug-2011-online-vs-mobile/">report</a>, there were 0.1 million Hindi articles on the platform, and 9 million overall views.</p>
<p><b>Indian mobile handsets need to support Hindi: BIS</b></p>
<p style="text-align: justify; ">In June, the Bureau of Indian Standards reportedly <a href="http://www.medianama.com/2016/06/223-mobile-hindi-indic-keyboard-policy/">said</a> that mobile handsets in India would need to support typing in Hindi and English, and reading in all 22 official Indian languages. We’d pointed out at the time that this was essential for growth of access to the internet for handsets in order to access content in users’ local languages.</p>
