    <title>Doctors and Translators Are Working Together to Bridge Wikipedia's Medical Language Gap </title>

        &lt;b&gt;I interviewed Wikimedian User:CFCF who is managing the entire project to understand how it is going to work and wrote on Global Voices' Rising Voices about it.&lt;/b&gt;

&lt;p style="text-align: justify; "&gt;Internet users from around the world often turn to Wikipedia to answer questions of all kinds. The information offered there includes medical subjects, especially important in parts of the world where access to medical professionals may be limited.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, much of this information can be &lt;a href="http://www.bbc.com/news/health-27586356"&gt;unreliable&lt;/a&gt; and is available only in the most oft-spoken languages.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;A group of experienced Wikipedia editors and medical professionals is trying to change that with the &lt;a href="http://en.wikipedia.org/wiki/Wikipedia:WikiProject_Medicine/Translation_Task_Force"&gt;Medicine Translation Project&lt;/a&gt;, an effort to improve health care-related topics in English Wikipedia and translate them into other languages, &lt;a href="https://en.wikipedia.org/wiki/Wikipedia:WikiProject_Medicine/Translation_task_force/RTT" target="_blank"&gt;including Hindi, Chinese, Persian, Tagalog, Indonesian and Macedonian&lt;/a&gt;.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Recently, the Wikimedia Foundation’s &lt;a href="http://meta.wikimedia.org/wiki/Individual_Engagement_Grants"&gt;Individual Engagement Grant&lt;/a&gt; (IEG), a microgrant supporting work on Wikipedia-related activities, granted 10,000 US dollars to the &lt;a href="https://meta.wikimedia.org/wiki/Grants:IEG/Medicine_Translation_Project_Community_Organizing" target="_blank"&gt;Medicine Translation Project Community Organizing project&lt;/a&gt;, which aims to enhance communication and coordination among the team.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Medical student and Wikipedian &lt;a href="http://en.wikipedia.org/wiki/User:CFCF"&gt;User:CFCF&lt;/a&gt; along with two advisors, Dr. James Heilman&lt;a href="https://en.wikipedia.org/wiki/User:Jmh649"&gt; (User:Doc James&lt;/a&gt;) and Jake Orlowitz (&lt;a href="https://en.wikipedia.org/wiki/User:Ocaasi"&gt;User:Ocaasi&lt;/a&gt;) lead the group. We spoke to founder CFCF over email.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Rising Voices (RV): How did the project get started? What inspired it and how did you identify the needs it would fulfill?&lt;/b&gt;&lt;/p&gt;
&lt;blockquote&gt;
&lt;p dir="ltr" style="text-align: justify; "&gt;&lt;b&gt;CFCF&lt;/b&gt;: [...] The project itself started off in 2011 when Dr. &lt;a href="https://en.wikipedia.org/wiki/User:Jmh649"&gt;James Heilman&lt;/a&gt; and a number of translators from &lt;a href="https://en.wikipedia.org/wiki/Translators_Without_Borders"&gt;Translators Without Borders&lt;/a&gt;: &lt;a href="https://en.wikipedia.org/wiki/User:Enrique_Cavalitto"&gt;Enrique Cavalitto&lt;/a&gt; and &lt;a href="https://en.wikipedia.org/wiki/User:Ildiko_Santana"&gt;Ildiko Santana&lt;/a&gt; teamed up in an effort to translate medical articles. Since then, the  project has exploded into a larger translation forum with hundreds of  translators translating articles into almost a hundred different  languages.  [...]&lt;/p&gt;
&lt;p dir="ltr" style="text-align: justify; "&gt;For Wikimedia projects with a large pool of editors, we  have been taking help from editors to assess what is needed, and what  should be translated. On smaller projects we have simply set the goal to  get anything on &lt;a href="http://www.who.int"&gt;World Health Organization (WHO)&lt;/a&gt;’s&lt;a href="http://www.who.int"&gt; list of essential medicines&lt;/a&gt;, as well as anything about neglected &lt;a href="http://www.who.int/topics/tropical_diseases/en/"&gt;tropical diseases&lt;/a&gt;, also from a &lt;a href="http://www.who.int/neglected_diseases/diseases/en/"&gt;list&lt;/a&gt; by the WHO. As for these articles the project is still in an early  phase, but we want to cover basically anything that might be relevant to  readers, from cancer to emergency medicine.&lt;/p&gt;

&lt;p&gt;&lt;b&gt;RV: How is the process of translation going? &lt;/b&gt;&lt;/p&gt;

&lt;blockquote&gt;&lt;b&gt;CFCF&lt;/b&gt;: [...] The problem is that there are so many  layers of   complications in the translation process. After an article has  been   written and been subject to review to ensure its quality, the  article   needs to be prepared and proofed for translation, after which    translators need to be found.  [...] Many of our translators are medical    professionals and have in-depth knowledge in their native languages.   On  the top of it, they dedicate plenty of time on the content creation   and  translation. This helps to get good quality translations. What  this   also means is they they seldom have any knowledge of Wiki markup  or   Wikipedia. Someone else who knows the language in question has to  go   through links, templates etc. and fix them, proofread the  translated   content so it is up to scratch and readable.&lt;/blockquote&gt;

&lt;p&gt;&lt;b&gt;&lt;b&gt;RV: How do you address this?&lt;/b&gt;&lt;/b&gt;&lt;/p&gt;
&lt;blockquote&gt;
&lt;p dir="ltr" style="text-align: justify; "&gt;&lt;b&gt;CFCF&lt;/b&gt;: To fix all this, it is best to have a  local Wikipedian who can integrate the text. Most of the work has  already been done. But, getting these things right is very crucial,  especially on Wikipedias with vast content, where there already is a lot  of content to link in.&lt;/p&gt;
&lt;p dir="ltr" style="text-align: justify; "&gt;I think the resistance we met early in the project's life  was not against translation of content. But, because we did not spend  enough time getting the translated articles up to shape before sending  them live on the target Wikipedia.&lt;/p&gt;
&lt;p dir="ltr" style="text-align: justify; "&gt;What we saw on the &lt;a href="http://en.wikipedia.org/wiki/Polish_Wikipedia"&gt;Polish Wikipedia&lt;/a&gt; was that much of the issues were down to how they used different  templates, and after I commissioned a bot to fix this, the articles  started going live very quickly. After this, more and more editors  became interested in helping out [...]&lt;/p&gt;
&lt;/blockquote&gt;
&lt;p&gt;&lt;b&gt;RV: Are you in conversation with the&lt;a href="https://wikimediafoundation.org/wiki/Wikipedia_Zero"&gt; Wikipedia Zero&lt;/a&gt; team — a mobile data project focused on Wikipedia access in the  developing world — about popularising this with their partners in the  developing nations? &lt;/b&gt;&lt;/p&gt;
&lt;blockquote class="quoted" style="text-align: justify; "&gt;CFCF: Currently we are not in touch with the Wikipedia  Zero team specifically, even though our works target the same  communities. The difference between us and them is that we target  developed countries as well as countries where there barely is any  mobile connectivity at all, such as &lt;a href="http://en.wikipedia.org/wiki/Burma"&gt;Burma&lt;/a&gt; where I do not know if we will be seeing Wikipedia Zero in the foreseeable future [...]&lt;/blockquote&gt;
&lt;p class="quoted" style="text-align: justify; "&gt;&lt;b&gt;RV: What are your plans to engage with the larger Wikimedia communities that are multilingual and totally diverse?&lt;/b&gt;&lt;/p&gt;

&lt;p dir="ltr" style="text-align: justify; "&gt;&lt;b&gt;CFCF&lt;/b&gt;: We aim to get high quality content  in as many languages as we can. It is difficult to translate such deeply  technical content, so we are really looking for professional  translators, or individuals with some form of medical background so that  information loss and corruption of content in translation is minimal.We  recruit translators either off-wiki, or on the medical &lt;a href="http://en.wikipedia.org/wiki/Wikipedia:WikiProject"&gt;WikiProjects&lt;/a&gt;.  We are still looking for translators who feel they are comfortable with  such topics, and we especially need them in smaller languages. We are  also searching them at &lt;a href="http://meta.wikimedia.org/wiki/Meta:Babylon"&gt;Babylon&lt;/a&gt; on Meta Wiki.&lt;/p&gt;
&lt;p dir="ltr" style="text-align: justify; "&gt;&lt;a href="https://meta.wikimedia.org/wiki/Wiki_Project_Med"&gt;WikiProject Med Foundation&lt;/a&gt; was the first attempt to get a truly global organization of medical  Wikipedia editors. Most medical professionals are fluent in English, and  we really try to engage in discussion in other languages when we can,  so I think there is a real benefit in creating a global community for  medical editors.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;We are not large enough yet that we have all the relevant people on  English Wikipedia, and we will probably never be because there are  always specialists in other countries with very specific knowledge that  we can leverage. That makes international collaboration really great.&lt;/p&gt;
&lt;p dir="ltr" style="text-align: justify; "&gt;As for the local language integrators, the idea is to have  editors who are willing help out and be an intermediary between that  community and our translator community. We have&lt;a href="https://en.wikipedia.org/wiki/Wikipedia:WikiProject_Medicine/Translation_task_force/RTT"&gt; a page&lt;/a&gt; where all our finished translations are added. An integrator would  patrol that page on a regular basis, inform the respective language  Wikipedia that the new translation is ready. The language Wikipedia’s  reader community share feedback on the translation quality and suggest  for improvement. For us, it is really easy to just add articles without  going through them thoroughly. But, that would not work at all. For  things to work, we need someone who both knows Wiki markup and the  target language so that the integration can go smoothly.&lt;/p&gt;

    <title>Discussion on Creation of Social Media Guidelines &amp; Strategy for Telugu Wikimedia </title>

        &lt;b&gt;Between 1 to 16 September, an online discussion took place on the creation of social media guidelines and strategy for Telugu Wikimedia handles online.&lt;/b&gt;
        
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;An online discussion of guidelines and policies for the various Telugu Wikimedia social media handles was conducted.&amp;nbsp;User:Pavan santhosh.s suggested a set of strategies and guidelines that can be taken into consideration for an official Social Media Policy of Telugu Wikimedia Projects. These suggestions included defining objectives, guidelines (with do's and don'ts) and strategies for the Social Media Policy. User:Ravichandra supported the idea and suggested another objective(showcasing best quality works of Wikipedia). User:Viswanadh added some strategies (such as writing a series of posts about technical aspects that help Wikipedians). User:Pranayraj1985 suggested some don'ts in handling Wikipedia pages as well as handles while User:Rajasekhar1961 expanded the strategy to other sister projects(Telugu Wikisource and Wiktionary). Finally, User:Chaduvari suggested not to name any page as official to avoid possible conflicts. User:Swaralasika announced consensus and User:Pavan santhosh.s created a page based on the discussion in order for the community to reflect.&lt;/p&gt;
&lt;p&gt;User:Pranayraj1985 said,&amp;nbsp;"there are pages &amp;amp; groups for Telugu Wikipedia in Facebook for years. We are using them as major social media promotion channels. I(Pranay) am publishing content related to Telugu Wikipedia in those channels. Some of the community members also been admins of page and group. But once or twice, in Facebook page and group, unrelated posts were published and I informed this to Wikimedians active on Facebook and removed those posts. I am glad that this discussion happened and community came up with guidelines and strategy now. This is very much needed.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;Although the event was successful in creating guidelines, none of the input included women's voices as there were no female participants. Here's hoping there is a diversity of voices in future discussions.&lt;/p&gt;

    <title>Digitize any Book in the Public Domain</title>

        &lt;b&gt;The article is about a mass scale digitization project for Kannada WikiSource by two Wikipedians.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;This was originally published in &lt;a class="external-link" href="http://opensource.com/life/14/3/wikipedia-project-hindu-poetry"&gt;Opensource.com&lt;/a&gt; on March 27, 2014.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;A form of poetry in India called &lt;a href="http://en.wikipedia.org/wiki/Vachana_sahitya" target="_blank"&gt;Vachana sahitya&lt;/a&gt; is part of the popular Indian language, &lt;a href="http://en.wikipedia.org/wiki/Kannada_language" target="_blank"&gt;Kannada&lt;/a&gt;. It evolved in the 11th century and flourished in the 12th as part of the religious &lt;a href="https://en.wikipedia.org/wiki/Lingayatism" target="_blank"&gt;Lingayatha movement&lt;/a&gt;. Since that time, more than 259 Vachana writers, called Vachanakaru, have compiled over 11,000 Vachanas (verses).&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;21,000 of these verses were digitally published into 15 volumes, called &lt;a href="http://www.vachanasahitya.gov.in/" target="_blank"&gt;Samagra Vachana Samputa&lt;/a&gt;, by the government of Karnataka. These volumes were then turned into a standalone project called &lt;a href="http://vachana.sanchaya.net/" target="_blank"&gt;Vachana Sanchaya&lt;/a&gt;; this project was taken on by two Kannada Wikimedians, a Kannada linguist, and the author O. L. Nagabhushana Swamy—to enrich the &lt;a href="https://kn.wikisource.org/wiki/ಮುಖ್ಯ_ಪುಟ"&gt;Kannada WikiSource&lt;/a&gt;. This team used Unicode, a standard of consistency for converting text (and code) into a new format.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Swamy was trying to access these poems, and was having trouble because it was in &lt;a href="http://en.wikipedia.org/wiki/Indian_Script_Code_for_Information_Interchange" target="_blank"&gt;ISCII&lt;/a&gt;, an Indian character encoding standard. We began writing scripts to make the Vachanas (poems) searchable by an index. But, in order to do that well, we had to build a platform for everyone to use: the linguistic researchers, students, and the public at large who are interested in reaching this literature.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Omshivaprakash, a Kannada Wikimedian, worked on the architecture of the platform, decided the infrastructure requirements, and chose the open source software tools to use. I was involved in providing critical hacks for digitization and valuable inputs through suggestions, feedback, and quality assurance.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;At present, our repository, Vachana Sanchaya, has around 200,000 unique words that were derived from these poems. The public has been using our repository and accessing Vahanas (poems) from our Facebook, Twitter, and Google+ profiles. There are thousands of people now who read a Vahana as part of their daily routine. Vachana Sanchaya is not just meant for reading the poems, it is also meant for research. So, we have added a way for researchers to help us review the content and will be adding references from various research papers.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;All of the content is currently available to the public through the OpenData API, and once the reviewing the work is complete, it will be distributed in the public domain through WikiSource. This will open up the system for students, developers, researchers, and anyone interested in building linguistic tools for Kannada and other Indic languages. Users will be able to use our code to digitize any book available in the public domain. Early literature in any language is well-respected, so making it available via an open platform allows for reuse of the content for research, publication, and other documentation work.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;We encourage other projects of this kind to follow our method and use any part of our process that is helpful.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Going foward, we would like to:&lt;/p&gt;

Anyone interested in learning about the process of digitising old  manuscripts, books and creating text based documents could join this  workshop. The workshop will cover the following topics:&lt;/p&gt;

&lt;li style="text-align: justify; "&gt;Best practices in capturing images using a camera and tripod through demonstration;&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;An introduction to the types of scanners;&lt;/li&gt;

&lt;li style="text-align: justify; "&gt;Some basic discussion on copyright and introduction to Wiki Source;&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Importance of online archival resources (DLI, DSAL, Archive.org,  etc) and when to do or not to redo scanning of books (i.e., image  resolution) that are already available in scanned format;&lt;/li&gt;

        &lt;b&gt;The Malayalam Wiki Grandhasala has announced a competition in digitally preserving rare books in Malayalam.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;The article was &lt;a class="external-link" href="http://www.thehindu.com/news/national/kerala/digitising-contest-to-preserve-rare-books-in-malayalam/article5538126.ece"&gt;published in the Hindu&lt;/a&gt; on January 4, 2014.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;‘Digitalisation Contest 2014’, launched by the Wiki community, is aimed at digitising rare books in Malayalam, the copyright of which has expired, and making them available online in Unicode font.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Wiki community wants the books to reach innumerable readers through the Internet.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The competition will be held in separate categories for schools and the general public. The competition involves entering the text on the computer and proof-reading. The prizes include e-book readers and books.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In the first phase of the project, 55 books listed by the Kerala Sahitya Akademi have been offered for digitising. They include ‘Samskshepa Vedartham’ (1772), ‘Malayanmayude Vyakaranam’ (1863) and ‘Hasthalakshanadeepika’ (1892).&lt;br /&gt;Copies of magazines such as ‘Rasikaranjini’ and ‘Mangalodayam’ have also been offered for digitising.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Those who wish to take part in the competition should visit the Wiki Grandhasala (ml.wikisource.org) and become a member of the project.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Details of the competition and the list of books may be downloaded. The contest will be open till January 31. It is being organised on the 10th anniversary of the Wiki Source project by the Centre for Internet and Society, IT@School project, Swanthanthra Malayalam Computing and the Kerala Sahitya Akademi.&lt;/p&gt;

    <title>Digitisation, Wikimedia Commons and Wikisource Orientation Workshop at Vigyan Ashram, Pabal, Pune District</title>

        &lt;b&gt;A digitization workshop was held at Vigyan Ashram, following the success of the introductory workshop in February.&lt;/b&gt;
        
&lt;div&gt;On 5 February, an &lt;a class="external-link" href="http://cis-india.org/a2k/blogs/marathi-wikipedia-edit-a-thon-february-5-2017-in-pune"&gt;introductory Wikipedia orientation program&lt;/a&gt; was held in partnership with &lt;a class="external-link" href="https://en.wikipedia.org/wiki/Vigyan_Ashram"&gt;Vigyan Ashram&lt;/a&gt;, for 15 youths from Pabal and surrounding villages in &lt;a href="https://en.wikipedia.org/wiki/Shirur,_Maharashtra"&gt;Shirur&lt;/a&gt;, Maharashtra. Given the keen interest and enthusiasm of the participants, a follow up workshop was held on 3 April, 2017. &lt;br /&gt;&lt;br /&gt;This
 workshop was attended by 30 participants who were trained on Wikimedia 
projects such as Wikimedia Commons and Wikisource. They were given an 
orientation on digitization and OCR tools as well. The workshop aims to 
enable the training of resource persons who can go onto be employed at 
libraries and museums in order to help with their digitization efforts. 
The scanning of old encyclopedias in Marathi has also been proposed for 
the Wiktionary project.&lt;br /&gt;
&lt;div&gt;&lt;br /&gt;Participants were taught how to 
upload books from the Internet Archive to Wikimedia Commons. 
Subsequently,there was also a demonstration of transferring books from 
Commons to Wikisource. There are two ways of doing this: the page by 
page OCR process or 
converting a complete book through &lt;a href="https://goinggnu.wordpress.com/2015/12/28/announcing-ocr4wikisource/"&gt;OCR4Wikisource&lt;/a&gt;.
 As OCRS4Wikisource program runs only on Linux, limitation of machines
at the event was a hurdle in providing all the participants a hands on 
experience. Therefore, the scanning activity could not be completed.&lt;/div&gt;

    <title>Digitisation of O Bharat, a bilingual biweekly published in Goa from 1912 to 1949</title>

        &lt;b&gt;The digitization project of O Bharat, a historic biweekly published between 1912 to 1949 in Goa was completed through collaboration of different organizations. The trustees of Bharatkar Hegde Desai Trust initiated the project in collaboration with Marathi department of Goa University, Bhakti Dnyan Marg Sanstha and Goa Central Library. The Centre for Internet and Society's Access to Knowledge Programme facilitated the project with technical and financial assistance. Two local students scanned 12000 pages in 8 days. The year wise volumes of O Bharat are now freely available on Wikimedia Commons in the form of archive.&lt;/b&gt;

So, in the meeting Prof. Vinay Madgaonkar from the Marathi language department took the lead to develop a project around this theme.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The exhaustive list of freedom fighters, major incidents in history, the places related with struggle, monuments and memorials was prepared. The next day, to have a glimpse of the situation on ground, we toured a few places and &lt;a class="text external" href="https://commons.wikimedia.org/wiki/Category:Monuments_and_memorials_in_Goa"&gt;monuments in South Goa&lt;/a&gt;. As we were shocked to see the sorry state of the memorials, we came across a monument of Govind Pundalik Hegde Desai known as Bharatkar (an editor of O Bharat), in a lush green forest near Quepem village. Being curious to know about the history of O Bharat publication, Prof. Vinay introduced us to the grandson of Bharatkar, Adv. Khagendra Desai who founded &lt;a class="text external" href="http://www.bharatkar.info/" rel="nofollow"&gt;Bharatkar Hegde Desai Trust&lt;/a&gt;, non-profit organisation in Goa to archive the works of Bharatkar.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;As both of us share the same vision, CIS-A2K partnered with Bharatkar Hegde Desai Trust, to relicense and digitise freedom fighter Bharatkar’s ‘O Bharat,’ a Marathi-Portuguese bilingual weekly, currently housed at &lt;a class="text external" href="http://centrallibrary.goa.gov.in/" rel="nofollow"&gt;Goa Central Public Library&lt;/a&gt;.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;About the 36 Year Run of ‘O Bharat’ upto India’s Independence&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;Freedom fighter, social reformer and journalist 'Bharat'kar Govind Pundalik Hegde Desai, (7th Nov 1885 - 15th Aug 1949), started 'O Bharat' (in Portuguese) or 'Bharat' (in Marathi) on 6th November 1912. For 36 years thereafter, Bharatkar courageously protested the Portuguese occupation, relentlessly advocated radical and progressive social reforms and doggedly championed the cause of an independent and sovereign Indian Goa.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Partnerships&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;The partnerships with various stakeholders were developed after a &lt;a class="text external" href="https://meta.wikimedia.org/wiki/CIS-A2K/Events/Digitisation_review_and_partnerships_in_Goa"&gt;series of discussions&lt;/a&gt; and official communications. The Bharatkar Hegde Desai Trust obtained official permissions from the State Government departments for the access of O Bharat volumes in the library. Goa Central Public Library provided access to the bound volumes of O Bharat and permission to scan them. Another local organisation, Bhakti Dnyan Marg Sanstha in association with Goa University Marathi Department identified few students for the digitisation.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Digitisation process and launch on Wikimedia Commons&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;The trustees of Bharatkar Hegde Desai Trust relicensed the two volumes of selected editorials published in 2018 and the whole O Bharat issues into CC-BY-SA 4.0. We conducted digitisation training with Prof. Vinay Madgaonkar and students, Shravani Parab and Shridhar Raut, from Goa University to scan 12000 pages in 8 days. The officials of Goa Central Public Library cooperated in access to original volumes and in the process of digitisation. The Chief Minister of Goa inaugurated the &lt;a class="text external" href="https://commons.wikimedia.org/wiki/Category:O_Bharat"&gt;project on Wikimedia Commons&lt;/a&gt; on India’s 75th Independence day, 15 August 2022. The year wise volumes of ‘O Bharat’ are now freely accessible to anyone in the world at any time anywhere. The uploading of the volumes is in progress.&lt;/p&gt;

Being curious to know about the history of O Bharat publication, Prof. Vinay introduced us to the grandson of Bharatkar, Adv. Khagendra Desai who founded &lt;/span&gt;&lt;a class="text external" href="http://www.bharatkar.info/" rel="nofollow"&gt;Bharatkar Hegde Desai Trust&lt;/a&gt;&lt;span&gt;, non-profit organisation in Goa to archive the works of Bharatkar.&lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;As both of us share the same vision, CIS-A2K partnered with Bharatkar Hegde Desai Trust, to relicense and digitise freedom fighter Bharatkar’s ‘O Bharat,’ a Marathi-Portuguese bilingual weekly, currently housed at &lt;a class="text external" href="http://centrallibrary.goa.gov.in/" rel="nofollow"&gt;Goa Central Public Library&lt;/a&gt;.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;About the 36 Year Run of ‘O Bharat’ upto India’s Independence&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;Freedom fighter, social reformer and journalist 'Bharat'kar Govind Pundalik Hegde Desai, (7th Nov 1885 - 15th Aug 1949), started 'O Bharat' (in Portuguese) or 'Bharat' (in Marathi) on 6th November 1912. For 36 years thereafter, Bharatkar courageously protested the Portuguese occupation, relentlessly advocated radical and progressive social reforms and doggedly championed the cause of an independent and sovereign Indian Goa.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Partnerships&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;The partnerships with various stakeholders were developed after a &lt;a class="text external" href="https://meta.wikimedia.org/wiki/CIS-A2K/Events/Digitisation_review_and_partnerships_in_Goa"&gt;series of discussions&lt;/a&gt; and official communications. The Bharatkar Hegde Desai Trust obtained official permissions from the State Government departments for the access of O Bharat volumes in the library. Goa Central Public Library provided access to the bound volumes of O Bharat and permission to scan them. Another local organisation, Bhakti Dnyan Marg Sanstha in association with Goa University Marathi Department identified few students for the digitisation.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Digitisation process and launch on Wikimedia Commons&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;The trustees of Bharatkar Hegde Desai Trust relicensed the two volumes of selected editorials published in 2018 and the whole O Bharat issues into CC-BY-SA 4.0. We conducted digitisation training with Prof. Vinay Madgaonkar and students, Shravani Parab and Shridhar Raut, from Goa University to scan 12000 pages in 8 days. The officials of Goa Central Public Library cooperated in access to original volumes and in the process of digitisation. &lt;span&gt;The Chief Minister of Goa inaugurated the &lt;/span&gt;&lt;a class="text external" href="https://commons.wikimedia.org/wiki/Category:O_Bharat"&gt;project on Wikimedia Commons&lt;/a&gt;&lt;span&gt; on India’s 75th Independence day, 15 August 2022. The year wise volumes of ‘O Bharat’ are now freely accessible to anyone in the world at any time anywhere. The uploading of the volumes is in progress.&lt;/span&gt;&lt;/p&gt;

        &lt;h3&gt;Abstract&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;Hindi Wikipedia (Hindi Edition of Wikipedia) in the undergraduate language classroom. Wikipedia or Open Source Learning is a powerful tool in the acquisition of knowledge especiallyin today’s digital context.While many of the European languages have already established afoothold in the digital space, the Indian languages are yet to create a niche for themselves. Even after a decade of its launch,the Hindi Wikipediacould not attire the enabled richness of the English Wikipedia.While there are about fifty lakh articles in English, Hindi Wikipedia has only about a lakh.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;This paper is an attempt to show how a whole new concept of productive activity for faculty andstudents can be opened through a study of basics in Indian language computing typing and editing Wikipedia articles.It explains the value of Wikis for teaching and learning as compared to traditional teaching and physical paper assignment model, showing the power of Open Source Learning and Wikipedia.Most importantly, it shows how Wikipedia and Global Peer Review can directly and immediately influence the quality and relevance of Teaching and Learning in classrooms and learning spaces today.This pilot study ofstudents’ use of sources in authoring Wikipedia articles shows, how students processed texts from sources to compose their own texts transforming classrooms from a place of knowledge deliveryto a place of creativity and research.Through Wikipedia, students are being empowered tobecome creative writers, efficient editors and successful researchers.  Article creation and editingof articles in Hindi for Wikipedia is bound to transform the students’ ability to interpret, analyze,create new knowledge and develop their Research Aptitude. This article addresses the importance of Digital Learning through Wikipedia as Pedagogy in Christ University’s UG language classrooms and discusses the prospects and possibilities of using Wikipedia as a learning tool through a case study.&lt;/p&gt;

        &lt;p style="text-align: justify; "&gt;&lt;b&gt;Note to Participant:&lt;/b&gt;&lt;br /&gt;As you may know, Wikipedia is an online encyclopedia, and is the 5th most-visited website in the world! It's completely free to use and re-use, it has no advertising, and is available in more than 286 different languages - including 20+ Indian languages. Wikipedia articles are written by ordinary people who volunteer to share their knowledge with the world.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;What students gain from Wikipedia editing&lt;/b&gt;:&lt;br /&gt;It improves &lt;b&gt;writing skills&lt;/b&gt;. Wikipedia provides students a platform to hone their writing skills. Writing on Wikipedia enhances &lt;b&gt;critical thinking&lt;/b&gt; and the ability&lt;b&gt; to &lt;/b&gt;see all sides of a story. Students will find this incredibility useful in both their personal and professional lives while evaluating the pros and cons of different situations, projects, assignments etc. Wikipedia editing also strengthens &lt;b&gt;research skills&lt;/b&gt;. A Wikipedia editor has to provide credible references by looking up books, journals and online materials. Writing on Wikipedia is good practice for those who will also work on a thesis or a research project.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Your articles will be read by thousands of people across the globe&lt;/b&gt;. If you edit a Wikipedia article, it is there *forever* and the audience can be any number from the 500 million who read Wikipedia every month!&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;It teaches students how to collaborate!&lt;/b&gt; Editing Wikipedia is magical. You add some content and someone from some other part of the class or school or town or country or somewhere else in the world adds a little bit more and makes the contribution that much better. &lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;I remember the first time I made an edit on Wikipedia — it was almost 10 years ago, and it was a heady feeling, to realise that here is a global encyclopaedia being written, and that I could be a part of it. It felt strange, because I was brought up to believe that authors are special people with specialised knowledge, which can only be validated from special institutions, and that authorship required years of practice and perseverance.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, a historic experiment by Nature magazine showed, that despite the average age of the then Wikipedia editor as somewhere in the late teens, articles in Wikipedia were not any more prone to error than in other established, institutionalised fountains of knowledge like the Encyclopaedia Britannica. In fact, not only were the non-specialised editors of Wikipedia spot on with their knowledge outputs, but that because of its iterative nature, errors, once spotted on Wikipedia could be immediately corrected, thus leading to a more robust source of knowledge.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Two key principles helped Wikipedia establish this process of reliable and resilient knowledge systems — neutrality of viewpoint, and evidence-based knowledge. In the largely free and open space of Wikipedia editing, the one thing that remained constant is neutrality. Editors, despite their own biases, locations, contexts, experiences or embodied knowledges, could not introduce their opinions or original research into the Wikipedia articles. This necessarily meant that every truth and knowledge claim made in a Wikipedia article needs to be verified through a source. This source could come from different spaces and different formats, but it serves as objective evidence for the information being provided there. In instances — and there are thousands of them, if not more — where two editors disagreed on how to interpret an event, or how to describe a person or a thing, the edit-war was fuelled not by the I-said-You-said never-ending rhetoric, but by relying on the soundness of research conducted by external sources.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;For some years now, Wikipedia has become the de facto global reference system, which still relies on volunteers and non-specialised editors to contribute to complex, complicated and very specialised domains of human knowledge production. Even when the editors are experts or scholars, their contribution has value and merit, only when it is supported by externally verifiable source that supports their view points.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Wikipedia has become one of the foundational models of the information web, that makes it clear that knowledge can be freely produced, consumed and circulated, and more importantly, it can be negotiated and contested, thereby making our scientific research practices relevant and pertinent beyond the hallowed and often closed halls of the university. Wikipedia became a prime example of how information can be revised, changed, mutated, updated, upcycled, and subjected to deep scrutiny as long as it is informed by an alignment towards neutrality and supported by evidence produced through research.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;I invoke these principles that have fostered one of the most magnificent pieces of collaborative human effort because it directly puts into contrast the revisionist, biased, authoritative and closed practices by which the Indian educational councils seem to be editing textbooks. The removal of the names of historical figures, the rewriting of history to reflect a biased, narrow and unsubstantiated narrative, the erasure of alternative histories and voices of protest and dissent, and the false planting of information which is grounded in the school of “People say” and the university of “I have heard” is an alarming development. Many people unfortunately think of this political revisionism as mimicking the wisdom of the crowds recounting and contestation of information on spaces like Wikipedia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;It is important to note that these attempts at revising known facts and of producing religious histories of exclusion and violence are not the digital mode of information upcycling. These revisions are firmly rooted in a political agenda that seeks to sanctify the discriminatory violences of our neo-authoritarian governments. They remain challenged by the scholars in the field who have enough evidence — of archives, of tracts, of data, and of information — that show that this information is false. They are entrenched in the politics of power that insist that this is the only true account of things, excluding public discourse, and performing acts of censorship that discourage all access to scientific learning.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The proponents who want to Make in India, cannot limit their rhetoric only to economic production, but have to extend collaborative and connected making to knowledge and information production. And this entails the unmaking of these authoritarian and fascist attempts at justifying rumours as information, hate speech as free speech, and revisions as conversations.&lt;/p&gt;

Surprisingly most participants had a clear understanding of how Wikipedia works, who writes the content, who are the Wikipedia editors, where do these editors come from, availability of Wikipedia in different Indian languages and many other aspects that participants are usually not aware of before most wikipedia outreach sessions. I was stunned and pleasantly surprised at the same time. I was then told that many of their fellow colleagues from Hindi department had already attended a session sometime last year and had briefed them about workings with Wikipedia. The main reason to organise this particular session was the curiosity to understand how does one actually 'edit' Wikipedia.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Mid way into the session we moved to the computer lab where all participants had access to computers, laptops and internet. A computer was shared by 2-3 participants because there were'nt enough machines. To begin with students were taught how to do basic and minor editing such as correcting spelling, grammar, punctuations, the importance of show preview button and writing an edit summary. Participants were then taught wiki mark up, adding references, adding inter-wiki links.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Towards the end of the session students filled in feedback forms with their contact information so that we could keep them updated on upcoming events and meetups that are being organised in the city. Many participants had questions about how to add table of contents, pictures and info box but there wasn't enough time to cover it all.&lt;/p&gt;

    <title>Digital Humanities for Indian Higher Education</title>

        &lt;b&gt;The Access to Knowledge team from the Centre for Internet and Society in collaboration with HEIRA-CSCS, Tumkur University, CILHE-TISS and CCS (IISc) is hosting a one day Digital Humanities consultation on July 13, 2013 at the Indian Institute of Science in Bangalore.&lt;/b&gt;
        &lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;Note: Following is a draft text which will be updated soon.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;The digital age has had a huge impact on higher education in the last decade, transforming the modalities of both teaching and research. Consequently the very foundations of the systems of knowledge production and dissemination are being re-examined. This is due to the impact that the digital turn has had on already established systems, and to the exciting possibilities that it offers for radically transforming these systems. In tertiary education for instance, one of the ways in which the digital impact has made itself felt is to move the classroom online or to make resources freely available online, thereby providing access for new constituencies.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;For researchers, digital archiving and digital publishing has made possible the same widening of access, while also enabling innovative ways of reading traditional objects of inquiry through the use of computational methods. While these developments are not confined to a specific domain of knowledge, the term most often used to reference them has been ‘Digital Humanities’. The term has gained currency worldwide perhaps because of the seeming incongruity of the relationship between the conventional humanities disciplines and what is deemed a technological development. This is a relationship that has not only produced new approaches to old material, but perhaps — even more significantly — reconfigured the objects and domains of inquiry themselves, and re-tooled the modes by which we conduct our research.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The five host institutions have engaged with each other in different collaborative initiatives over the years. Most significant among them have been (a) the exploration of integration, inter-disciplinarity and dialogue between the natural sciences and the social sciences/humanities; and (b) the production and deployment of critical resources in Indian languages in the higher education sector. We seek to bring these interests together in the proposed consultation aimed at setting agendas for digital humanities in India.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Exploring the possible connections between the human sciences and the digital domain could throw up many productive directions for the higher education system. One of the biggest challenges facing the system in India today is the issue of access and the quality of that access. In the coming decade, Indian higher education is estimated to achieve a Gross Enrolment Ratio of at least 20% (from the existing 12%). This immense new inflow into the education system poses significant institutional and pedagogic challenges. With English emerging as the global language for knowledge production, there is pressure on the Indian higher education system to move towards English-based teaching and learning. Simultaneously, here is a cognitive issue: of effective comprehension. Students who are first-generation learners are finding it increasingly difficult to negotiate with the English-only curriculum that presents itself to many as an insurmountable hurdle.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;A new set of possibilities could open up if one were to examine this issue from the perspective of the Indian languages. For over 150 years these languages have been used in all modern institutions and practices (from banking to statecraft) and have developed their own concept ecologies and rich traditions of public intellectual discourse. Currently these languages and practices are being thrust into the background by the globalization of higher education. Re-inserting them into our classrooms and institutional arrangements would be crucial from two perspectives: a) providing newer avenues for students to re-negotiate curricular content which is predominantly in English and b) infusing new source materials into social, political, economic and cultural research on India, thereby increasing the relevance and dynamism of Indian social sciences and humanities. Needless to say, technology will play a major role in this context. Not only will technology figure prominently in addressing the question of access, equity and outreach, it will also help in bringing hitherto inaccessible intellectual resources into easily available and distributable forms. Also crucial to the question of access is the scalability that digital technology offers.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Through this interdisciplinary consultation, we hope to chart out the possible directions for digital humanities in India, which would include, among others, a strong engagement with Indian languages as well as a rethinking of how the sciences and the humanities could intersect. All of this is likely to hold paradigm-changing consequences for higher education: involving for example online learning, technologically enhanced learning, archival practices, new research methodologies, and the production of new and locally relevant knowledges.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;We invite participants to make short presentations of 15 minutes each reflecting on the questions raised in this note, and bringing to the table issues raised by the initiatives in which they have taken part so far.&lt;/p&gt;
