Exploring Wikimedia platforms in Dialogue on the Urban Rivers of Maharashtra

INTACH (Indian National Trust for Art and Cultural Heritage) and SANDRP (South Asian Network of Dams, Rivers and People) organized “A Dialogue on the Urban Rivers of Maharashtra” on 20-21 April 2018 from 9:00am-5:30pm at Yashada, Pune.

In the last year, we have developed good rapport with organisations and citizen science groups working on water related issues. Thematic workshops and awareness sessions were conducted with some of them. We have started discussing about 'Wiki Meets/Takes River' Campaign with these networks. INTACH and SANDRP are two potential groups which work on rivers across India with commitment. We have opportunity to collaborate in other states also.

We gave inputs on 'Exploring Wikimedia platforms for spreading knowledge about Water, Dams & Rivers'.

Outcome

The river dialogue was very meaningful and action oriented. Last month, we were able to launch process to build knowledge repository called - Van Bodh - related to biodiversity, forest and tribals with Tribal Research & Training Institute & other thematic groups. Through this dialogue, various thematic groups & Govt organisations formed consensus on evolving - Jal Bodh - a knowledge repository on Water related issues. Prof Madhav Gadgil and myself prepared a concept note for further discussions and process development. Yashada will be nodal agency to execute the project.

Exploring Knowledge Repositories on Water Resources in India

This research study explores knowledge repositories on water resources in India, with a focus on how the digital transition has impacted the process of creation & access to these resources and possible collaborations to build open digital repositories around water. The research was undertaken by Subodh Kulkarni, with editorial inputs by Puthiya Purayil Sneha, and Chiara Furtado. This is part of a series of short-term studies undertaken by the CIS-A2K team in 2021–2022.

Read this report on Wikimedia Meta-Wiki here.

Introduction

Water is the most precious natural resource for the existence of all living organisms on earth. As human beings have not treated it respectfully in recent years, there are increasing challenges with accessibility and availability of water across large parts of the world today. In India, the groundwater levels are depleting at an alarming rate due to over exploitation.[1] The quality of surface water reserves is degenerating due to pollution caused by discharge of wastewater, sewage and untreated industrial effluents.[2] The condition of rivers is getting worse due to illegal and unregulated use of these resources across India. Due to damming almost all the rivers flow for only 8-10 months in a year. Above all, the pollution caused due to solid wastes and effluents have destroyed living organisms and aquatic life. Therefore most of the rivers in India are called ‘dying rivers’.[3] There have been several discussions and debates happening around this degradation of rivers, especially in the last decade.[4]

Efforts by various organisations are afoot to document the state of affairs, spread awareness and undertake activities on the ground with community participation. Citizen-led efforts have also been instrumental in strengthening several water conservation efforts in India. It is seen that these peoples’ movements have been further strengthened due to empowerment through enhanced awareness of these issues around conservation, and better access to knowledge on the subject, especially through scientific studies.

CIS-A2K has initiated Project Jalbodh in 2017 in collaboration with a few organisations to generate water related content. During one of the ‘River dialogues’, a CIS-A2K member was invited to introduce Wikimedia projects to the organisations working on water resources. In the discussions, it was revealed that there is negligible content about rivers, water pollution, floods, irrigation system etc. in Wikimedia projects. Following this, an analysis of content on these subjects on Marathi, Hindi & English Wikipedia and media on Wikimedia Commons was undertaken. The need to develop structured categorisation of content was also felt. As the organisations are trying their best to disseminate knowledge about water issues, they realised the potential of Wikimedia projects due to the high level of searchable content available on these platforms which can be accessed by the general public. In keeping with these objectives, over the last two years, various workshops were conducted with organisations working at the grassroots to develop the structure of articles, categorisation and re-licensing of source material on these topics across various Wikimedia projects. Tarun Bharat Sangh is leading this process, and has uploaded 90 books & reports on Wikimedia Commons under free licences, and created articles on rivers in Marathi, Hindi and English Wikipedia projects.

During these content generation events it was realised that the organisations are working closely with communities which are conversant mostly with local or regional Indian languages only. The availability and access to water related resources in these languages is therefore an important issue. The communities are in need of simple, accessible and ready to use content in various forms. They also require a platform on which they can document/archive their water conservation efforts for other communities to take lessons and motivation from these projects.

Research Questions

This study was framed by the following questions:

How has the digital transition impacted the process of creation and access to water related resources in India.

What are possible collaborations and processes to build open digital repositories around water, with special reference to rivers.

Methods

The study adopted a qualitative approach, with the method comprising online/offline, semi-structured interviews with organisations working in the water resources sector. Based on desk research and conversations with existing partners in the sector, a long list of organisations was developed.(See Annexure I). Further, eight organisations were shortlisted for interviews based on their experience and impact of work in the water conservation sector. Due to various constraints, eventually interviews with three organisations were completed. The interview questionnaire focused on the nature, objective and scope of the offline and online resources available, human resources involved, language aspects, documentation practices, methods of dissemination, utility, accessibility, training value of the material, intellectual property rights (IPR) policies and public outreach efforts. These interviews were conducted online and in-person and recorded with consent from the participants, along with a clear explanation on the objectives of the study and the data collection. As mentioned above, there were a few constraints with the research process and methods adopted, as well as external factors. These included restrictions on travel and in-person meetings due to the COVID 19 pandemic, and challenges with online platforms. Some of the organisations were not comfortable with online or telephonic interviews and insisted upon physical interactions. The online interviews were less effective with the organisations as they were unaware about the free & open knowledge platforms like Wikimedia, Internet Archive etc. In addition to this, introductory sessions were conducted to give them a background to the work of the programme and context of the study. A general challenge here was also logistical issues related to scheduling conversations etc. given that personnel were located across different departments.

Description of Organisations Interviewed

Advanced Centre for Water Resources Development and Management [ACWADAM]'

ACWADAM is an organisation dedicated to establish a groundwater management agenda in India. It is a premier education and action research institution engaged in developing and disseminating knowledge on groundwater management. It is also involved in facilitation of projects on groundwater management through action research programmes, training and policy advocacy, with a collaborative, participatory approach. ACWADAM's mission is to facilitate groundwater management programmes in partnership with various organisations spread across the country. Over the years, it has developed expertise on aquifer-based groundwater management based on the science of hydrogeology.

Action for Agricultural Renewal in Maharashtra [AFARM]

AFARM was founded in 1969 as an apex Institution to coordinate programmes of voluntary organisations engaged in providing drinking water and agricultural extension services to villages in drought affected Maharashtra. It is one of the pioneering networking organisations in the country working in the areas of sustainable agriculture, irrigation, disaster relief and drinking water resource management. It acts as a platform for several civil society organisations for the promotion of sustainable and equitable development. The emphasis is on capacity building of organisations through action research, advocacy and field projects at grassroots. AFARM is providing support and consultancy at the policy level.

BAIF Development Research Foundation [BAIF]

BAIF was established on the strong foundation of Gandhian values with the aim to improve quality of life through development research and capacity building. BAIF’s vision is to build a self-reliant rural society assured of food security, safe drinking water, good health, gender equity, low child mortality, literacy, high moral values and clean environment. It is striving towards the mission to create opportunities of gainful self-employment for the rural and tribal families with a focus on disadvantaged sections, ensuring sustainable livelihood, healthy environment, better quality of life and good human values. BAIF believes in field research, effective use of local resources, extension of appropriate technologies and upgradation of skills and capabilities with community participation.

Observations

Availability of digital datasets on water resource projects: Many organisations in the sector rely on online information and databases on sites such as – Census of India, IMD, Google Earth, Bhuvan, CGWB, GSDA, MRSAC, Bhumi Abhilekh, Survey of India, India Water Portal, Agriculture Department, Irrigation Department, Forest Department, Maharain etc. Many of the global datasets on water resources and related topics such as agriculture, population, topography, forestry, climate change etc. are also in the public domain. However, the updating of data is not done regularly. For example, we have to refer to census data for 2011 even in 2022. Many of the datasets are also at a macro level, providing very little granular data. The water resource projects mostly need micro level data which is collected through on-ground surveys.

Effectiveness of digital platforms, and challenges with internet coverage: Organisations have found the use of digital platforms and tools effective for quick exchange of common training modules, process videos, drawings and manuals, as part of their water resource projects. The digital format has also been very effective for dissemination of advisories, alerts etc. through smartphones, which have enabled better access to information on gadgets quickly. However, two-way communication is necessary when timely solutions to queries of the farmers are to be provided, and that has been difficult to set up in a sustained manner through a digital format.
Many organisations in the sector also engage in capacity-building efforts for staff, volunteers and communities. When building these communities and mobilising them for action, the process needs spontaneous feedback, live conversations, reading the expressions and actual interactions with each other. All these things are completely missing from virtual interactions. These organisational processes and capacity-building efforts were grossly hampered during the pandemic due to a reliance on online meetings alone.
There are still challenges of internet connectivity in rural and remote areas where the communities are involved in water management projects. The consistency of bandwidth is a major issue when it comes to streaming of audio-visual content, uploading of content, online workshops, etc.

Lack of documentation skills, and challenges with language: Most of the documents used in water resources related projects are technical in nature. The technical team invests more time in the implementation, hence the time and skills required for documentation are limited. This gap between technical skills and documentation skills is challenging. There are ample structures, technological methods, apps etc. for collecting the data but at the same time, the resources for data collection or structured data development are not sufficiently provided. There are also several language-related challenges at the field level. Crucial parts of the training and awareness material need to be translated in the local languages as well.

Mobilisation and motivation for communities and wider public: The offline and online content is not very effective to mobilise or motivate the people involved in action at the field level in water conservation efforts. The organisers are exploring all the modes of communication and content available, but there is no alternative for human leadership.
Some organisations like Paani Foundation have beautifully captured the success stories of these efforts in dramatic short films. These films inspire the public temporarily, but the content can not be used often. Also, the production costs of such content are high resulting in very few options for wider outreach to engage a general audience.

Negligible content about water sector in public domain or Wikimedia projects in local languages: All the organisations agree upon the lack of searchable content on water related topics on the internet and in the public domain through projects like Wikimedia. The activists looking for solutions on some technical issues, the community searching for good projects in other parts of India or the planners looking for some structured databases on impact of projects, all of them get very little content on the internet. The local language content on water resources has almost negligible presence.

Need for a comprehensive portal giving information to stakeholders at different levels: The different stakeholders concerned with water resources seek information and data on various levels and diverse formats according to application and purpose. As of now, no such comprehensive platform in multiple languages exists which caters to these needs. The requirements include a wide range like, sample design of water conservation structures, contour maps of region, rainfall data, estimates of raw material, ground water aquifer maps, water pollution parameters, operation of dams, irrigation systems, water policies, water treaties, government notifications, etc. A well structured and categorised knowledge repository and database on water resources is the need of the hour. Such a knowledge base would strongly support the actions on the ground.

Recommendations

Developing a Process Documentation Strategy: The continuous changes in knowledge resources and data regarding various topics related to water resources need to be documented from time to time. The dynamic nature of water related issues requires a proactive process documentation strategy for the organisation as well as the citizen science groups in the society. The ideal example is the trajectory of the monsoon season in India every year and the rainfall in various agro-climatic regions. The watershed conservation projects, river rejuvenation programs, pollution control projects are long term processes with long term impacts. The journey of several years is painstaking, needs patience and struggles on the ground with constant motivational efforts. The persons directly engaged in these efforts may not be able to spend time on documentation of the many resources that are a result of these efforts. Hence, a solid process documentation strategy is required. The process documentation is also crucial for assessment of project impact on environment, livelihoods, economy, geography and people. There are also citizen movements which have been active for a long time, which are instrumental in giving birth to new laws, rules, guidelines, notifications, etc. The different milestones and turning points in these processes are to be documented in time. This documentation can guide the larger citizens’ movements to design their strategies and to resolve issues arising during the course of this work, and across different thematic areas as well.

Accessible datasets open for all in the public domain: There is an important need to compile the datasets on water resources developed by different agencies with people’s participation and government funding for the planning of public works or schemes. The open access to such reliable and factual datasets in the public domain serves the purpose of transparency and accountability of public infrastructure programmes. This facility for society would provide impetus to rigorous analysis, studies, research and innovative designing of public infrastructure. The processing and presentation of data in visual formats, including infographics can boost understanding, awareness, and logical thinking processes among enthusiasts who would like to engage with water conservation efforts. Different perspectives can emerge after relating and comparing datasets. The networking of agencies, organisations, experts and citizen forums would further develop complementary datasets. This synergy will definitely create a community data pool beneficial for everyone.

Digital and open access content development for capacity building of field level activists: Various organisations have developed training material for field level activists in different formats. Most of this is not online or digitised. Through networking efforts, the integration could be done to develop systematic modules for capacity building. The modules would be hosted as Open Educational Resources (OERs) on Wikimedia projects or other free knowledge platforms. The topic wise categories will make the selection easier. These categories can include local water source, rivers, waste water disposal, pollution, water based livelihoods, water conservation treatments etc. The format combining course work with some hands-on experiments is beneficial to facilitate the process of self-study, self-assessment and self-design. This online repository can be accessed by the field activists working on water resources anytime, anywhere when they need guidance to resolve issues or trouble-shooting on site.

Orientation of organisations towards free knowledge platforms and Wikimedia projects: Over the years, the organisations working in this sector have created valuable material for wider circulation to create awareness and empower communities. These resources have been used effectively and in a few locations for a certain period of time. The outreach and dissemination through integration of these resources will have more impact in the coming years if digital platforms are utilised efficiently. The basic orientation of the organisations regarding such free knowledge digital platforms, including copyright issues, Creative Commons licences, digitisation process and internet technologies is necessary to kick start this knowledge dissemination movement. Some pilot projects could be executed to demonstrate the potential of Wikimedia projects in database generation, documentation of case studies, audio-visual repositories and reference libraries.

Expanding the World of Telugu Wikipedia – CIS-A2K and ALC join hands

Students and faculty of Andhra Loyola College in Vijayawada aim to enhance Telugu Wikipedia through increased contributions to Wikipedia and make it available under free license.

The Access to Knowledge (A2K) programme of the Centre for Internet and Society (CIS) in its quest to catalyze the growth of open knowledge movement in Indic languages recently added another feather to its cap by signing a memorandum of understanding (MoU) with Andhra Loyola College (ALC) in Vijayawada on August 14, 2014 to work collaboratively to improve Telugu Wikipedia and Telugu Wikisource. College Principal Fr. G.A.P. Kishore, Vice-Principals Fr. P. Anil Kumar and Fr. Rex Angelo, correspondent Fr. Raju signed the agreement with CIS-A2K programme director T. Vishnu Vardhan.

The MoU signed with ALC is for a period of five years and encompasses four activities:

Open knowledge creation in Telugu across various disciplines on Telugu Wikipedia: ALC faculty and students will be trained by CIS-A2K staff and interested Telugu Wikimedians to understand the principles that govern Wikipedia in order to generate quality entries. Faculty from Botany, Physics, Statistics, Ethics, Religion, Telugu Literature, and Music will work with CIS-A2K. Each of the faculty in the coming months will come up with a plan to generate open knowledge in Telugu in their respective disciplines.

Content donation and digitization on Telugu Wikisource: ALC through its networks will help CIS-A2K to bring Telugu content under CC-BY-SA 4.0 license. The Telugu department of the college expressed keen interest to work with CIS-A2K in digitizing historical Telugu content and to make it available on Telugu Wikisource. Various competitions will be planned in the future.

Creating a free software environment at Andhra Loyola College: 400 machines within various labs on the campus will be converted into FOSS systems with free and open source software including support for Telugu and other Indic languages. It should be noted that all the existing computers of ALC are run on proprietary software. As a pilot initiative CIS-A2K has already converted 30 systems in a lab and named it as Loyola FOSS Lab.

CIS-A2K to revise the FIT (Fundamentals in Information Technology): A mandatory course for all undergraduate students which will introduce students to FOSS, Openness and Wikipedia. This is an outcome of the FOSS orientation done by T. Vishnu Vardhan and Rahimanuddin Shaik during the two workshops that were held at ALC.

CIS-A2K will put every effort to involve Telugu Wikimedians and FOSS community in taking this collaboration with ALC forward. CIS-A2K will also create a project page on Telugu Wikipedia to actively document and publicly share the detailed plans and progress. More updates will also be shared on this website.

Above: Representatives from ALC and CIS-A2K seen during the signing ceremony.

The signing of the MoU was done at a public event in the presence of students, faculty and management of ALC and various representatives from media. The media covered this event enthusiastically. The Hindu coverage can be found here and Eenadu article coverage is here.

Eight Challenges That Indian-Language Wikipedias Need to Overcome

Even after a decade of existence, Indian language Wikipedias are not yet known to many Indian language speakers. Wikipedia, being the largest available encyclopedia made in the human history, it what it is today because of the hundreds and thousands of volunteer-editors. But while native-language Wikipedias are becoming game-changers in other corners of the world, the scenario in India is skewed. In my experience, here are a number of challenges that Indian-language Wikipedias are currently facing.

The article was published in the Wire on March 17, 2016. A version of the article was also mirrored by Opensource.com on March 28, 2016.

1. Language communities:

The language communities of many of the Indian languages are such that many of them do not know how to search for information online, in their language typed in their script. Some of these communities even believe that because Google’s home page does not have their script, their language does not exist on the Internet. Starting with five Indian languages as the language of its interface, Google now has has nine Indian languages. But this does not stop a Santali or Manipuri user to search in Unicode Ol chiki (script for Santali) or in Unicode Meithei (script for Manipuri). Google or any search engine for that matter will display anything available in any script on the Internet. But the lack of this very thing is keeping many people away from being connected to the Internet in general and Wikipedia in particular.\

2. Wikipedia’s editor community:

Wikipedia is written by people like you and me. And from writing to editing everything happens voluntarily. As many people do not probably know, or do not try to learn, anybody can correct the mistakes and inaccuracies that exist in many Wikipedia articles. The Wikipedia editor communities for several Indian languages are really small. While these languages are spoken by millions of people, only a handful editors contribute in editing the Wikipedia in these languages. In January this year, the Hindi Wikipedia, for instance, had only 89 editors while the total number of Hindi speakers would be over 550 million.

3. Language input in computers:

A vast majority of people in this country do not know how to type in their own language.. There is also little documentation for users to learn about language input. Even though many government-run schools in India are seeing a proliferation of more computers and Internet access, native language input and several other essential training of basic computing are not widely taught in schools in all states. What is sad is that there is a wide variety of free software for native-language input and the challenges of typing in Indian languages that existed a few years back has almost gone.

4. Language input in mobile devices:

With over 1 billion people with mobile phones, the 15% internet penetration rate will soon grow at a faster pace. This in turn — and also tough competition that compel TSPs to drop data charges — will help many Indians get access to the Internet . If these people are not educated about native language input then they will be victims of the English-centric Internet rather than being able to enjoy the virtue of the same. Many Indians that have smartphones need full Indian language support and especially inbuilt input methods to be able to contribute in their own language Wikipedia.

5. Low availability of Indian-language content on the Internet:

Lack of native language content on the Internet is another major factor in the low adoption of Indian language Wikpedias. As per an Internet and Mobile Association of India survey conducted in 2012, over 6% of the population is left behind from joining the online sphere simply because of lack of content in their languages. Take, for instance, my state odisha. While the Kerala government’s official tourism portal is available in Odia and other Indian languages, the Odisha government’s tourism portal itself has no information in Odia-language today. Our languages are neglected largely in our own states.

6. Mismatch of conventional and new media:

Many conventional media houses still continue to use non-standard variants of the ASCII/ISCII script encoding systems, instead of adopting the Unicode standard. Unicode being a global standard, and having the advantage of unifying the world, has been available for Indian languages for almost 25 years now. But much of our vernacular print media has failed to adopt this. Consequently, many popular Indian-language newspapers are yet to become available in Unicode on the open Internet.

7. Lack of Open Access:

Majority of the information produced on the Internet in general and by the government, in particular, are mostly copyrighted. The paywalled garden of copyright restrictions keeps the information closed and stop people from sharing and learning more. On the contrary, Wikipedia is available under a Creative Commons Share-Alike license which allows anyone to make use of the content and even distribute commercial copies of its content. The idea of opening up information for masses in a free license could make information reach millions of people.

8. People with disabilities:

Many people cannot read, speak and write. India has over 60 million people with some form of hearing impairment. There is a desperate need for a high-quality text-to-speech and speech-to-text engine for people with physical disabilities. Also, these software products have to be free software so that common people, that cannot afford to buy expensive proprietary software like JAWS, can contribute to Wikipedia in their language. Many text-to-speech engines that are available today for Indian languages sound so mechanical that it is difficult for common speakers to use them.

Subhashish Panigrahi is an educator and free knowledge evangelist, and currently works for Communications, Program Capacity & Learning at Wikimedia Foundation, and Access to Knowledge at the Centre for Internet and Society. Portions of this article came from a speech that Panigrahi gave at BHASHA: Indian Languages Digital Festival in New Delhi.

Editor Growth & Contribution Program on Telugu Wikipedia

Nitika Tandon tells us about the Editor Growth & Contribution Program on Telegu Wikipedia, how it will run, its necessity and the future steps.

What is Editor Growth & Contribution Program on Telugu Wikipedia?

Editor Growth & Contribution Program is an online outreach program that will help raise the number of active editors on Telugu Wikipedia. The program will provide an entrance point for newcomers to Wikipedia, enabling them to contribute to its contents and share the knowledge they possess, while participating and communicating with existing Wikipedia community members. Such a program will serve as a compliment to off-wiki outreach activities already underway.

Some of the Telugu Wikipedians like Arjuna, Dr. Rajshekhar, Sujatha are in the initial stage of discussing the possibility and ways of running an Editor Growth & Contribution Program on Telugu Wikipedia.

How will the program run?

The idea is to run outreach banners using the local site notice on Telugu Wikipedia for three consecutive months. These banners will be in the form of short bios/stories of Telugu Wikipedians who agree to be featured in the editor campaign. Most Wikipedia visitors are unaware of the fact that regular folks write articles on Wikipedia and not scholars or paid writers. These personal stories from active Wikipedians could feature their motivation to contribute, their passion for building and developing Wikipedia, their early experience with Wikipedia as an editor, their invitation to site visitors to become Wikipedia editors, etc. Such personal stories will add a human touch to Wikipedia and will help new visitors related to real life stories.

Each of these banners will link to a landing page. The landing page will start with a question at its top saying “What would you like to do in Wikipedia?” followed by six buttons each listing an answer to this question, and linking to the corresponding tutorial page. These six buttons will be: create your username, create your userpage, edit an existing article (fix a typo), add a reference, create a new article, and send a message.

Landing page will be designed in a simple way to avoid any visual distraction for the visitor. Each button will provide a detailed graphical explanation on how to perform each of those actions. To understand the workings of the program in greater detail please click here (this program design is just a rough draft and may change as required).

Why Telugu Wikipedia?

As per Wikimedia Stats Telugu speaking population is around 8 crore. Telugu Wikipedia has about 18 lakh page views per month and 21 active editors (5+ edits in a month). In a community with such large numbers of speakers but extremely low number of Wikipedia editors, there seems to be a lot of scope and opportunity to increase Wikipedia's reach and awareness amongst Telugu speaking population and more so amongst reader of Telugu Wikipedia to start improving and expanding Wikipedia articles and foster the growth of Telugu Wikipedia community.

Telugu Wikipedia at a glance July 2012

Number of speakers of other Dravidian languages like Kannada, Malayalam and Tamil is relatively low but have higher number of page views and active editors as compared to Telugu as seen in the table on the right. KA, ML and TA Wikipedia communities have run different programs over time to increase it's reach, spread more awareness and invite new editors. Some of these programs were TamilWiki Media Contest, Tamil Wikipedia Contribution Campaign, Malayalam Wikipedia Education Program, Kannada Medical Project, etc. Telugu Wikipedia requires a similar high impact project that can help them grow their community.

Comparison of Telugu Wikipedia with other langauge Wikipedias.

Cross pollinating ideas

Tamil and Arabic Wikipedia communities have already experimented with Editor Growth & Contribution Program and have produced amazing results. Ravi from Tamil Wikipedia and Haitham from Arabic Wikipedia were actively involved in running the contribution programs on their respective language Wikipedias and have offered help to run similar project on Telugu Wikipedia and provide regular guidance and support.

Next steps ahead

Strong community support will be required to run such a program. The larger Telugu Wikipedia community will plan a meet up sometime in October in Hyderabad to take this program forward. Special thanks to Dr. Rajshekhar who has offered to organise this meet-up.

Doctors and Translators Are Working Together to Bridge Wikipedia's Medical Language Gap

I interviewed Wikimedian User:CFCF who is managing the entire project to understand how it is going to work and wrote on Global Voices' Rising Voices about it.

The article was published in GlobalVoices on July 27, 2014. It can be accessed here. It was republished in the Wikimedia Blog on July 30, 2014.

Internet users from around the world often turn to Wikipedia to answer questions of all kinds. The information offered there includes medical subjects, especially important in parts of the world where access to medical professionals may be limited.

However, much of this information can be unreliable and is available only in the most oft-spoken languages.

A group of experienced Wikipedia editors and medical professionals is trying to change that with the Medicine Translation Project, an effort to improve health care-related topics in English Wikipedia and translate them into other languages, including Hindi, Chinese, Persian, Tagalog, Indonesian and Macedonian.

Recently, the Wikimedia Foundation’s Individual Engagement Grant (IEG), a microgrant supporting work on Wikipedia-related activities, granted 10,000 US dollars to the Medicine Translation Project Community Organizing project, which aims to enhance communication and coordination among the team.

Medical student and Wikipedian User:CFCF along with two advisors, Dr. James Heilman (User:Doc James) and Jake Orlowitz (User:Ocaasi) lead the group. We spoke to founder CFCF over email.

Rising Voices (RV): How did the project get started? What inspired it and how did you identify the needs it would fulfill?

CFCF: [...] The project itself started off in 2011 when Dr. James Heilman and a number of translators from Translators Without Borders: Enrique Cavalitto and Ildiko Santana teamed up in an effort to translate medical articles. Since then, the project has exploded into a larger translation forum with hundreds of translators translating articles into almost a hundred different languages. [...]

For Wikimedia projects with a large pool of editors, we have been taking help from editors to assess what is needed, and what should be translated. On smaller projects we have simply set the goal to get anything on World Health Organization (WHO)’s list of essential medicines, as well as anything about neglected tropical diseases, also from a list by the WHO. As for these articles the project is still in an early phase, but we want to cover basically anything that might be relevant to readers, from cancer to emergency medicine.

RV: How is the process of translation going?

CFCF: [...] The problem is that there are so many layers of complications in the translation process. After an article has been written and been subject to review to ensure its quality, the article needs to be prepared and proofed for translation, after which translators need to be found. [...] Many of our translators are medical professionals and have in-depth knowledge in their native languages. On the top of it, they dedicate plenty of time on the content creation and translation. This helps to get good quality translations. What this also means is they they seldom have any knowledge of Wiki markup or Wikipedia. Someone else who knows the language in question has to go through links, templates etc. and fix them, proofread the translated content so it is up to scratch and readable.

RV: How do you address this?

CFCF: To fix all this, it is best to have a local Wikipedian who can integrate the text. Most of the work has already been done. But, getting these things right is very crucial, especially on Wikipedias with vast content, where there already is a lot of content to link in.

I think the resistance we met early in the project's life was not against translation of content. But, because we did not spend enough time getting the translated articles up to shape before sending them live on the target Wikipedia.

What we saw on the Polish Wikipedia was that much of the issues were down to how they used different templates, and after I commissioned a bot to fix this, the articles started going live very quickly. After this, more and more editors became interested in helping out [...]

RV: Are you in conversation with the Wikipedia Zero team — a mobile data project focused on Wikipedia access in the developing world — about popularising this with their partners in the developing nations?

CFCF: Currently we are not in touch with the Wikipedia Zero team specifically, even though our works target the same communities. The difference between us and them is that we target developed countries as well as countries where there barely is any mobile connectivity at all, such as Burma where I do not know if we will be seeing Wikipedia Zero in the foreseeable future [...]

RV: What are your plans to engage with the larger Wikimedia communities that are multilingual and totally diverse?

CFCF: We aim to get high quality content in as many languages as we can. It is difficult to translate such deeply technical content, so we are really looking for professional translators, or individuals with some form of medical background so that information loss and corruption of content in translation is minimal. We recruit translators either off-wiki, or on the medical WikiProjects. We are still looking for translators who feel they are comfortable with such topics, and we especially need them in smaller languages. We are also searching them at Babylon on Meta Wiki.

WikiProject Med Foundation was the first attempt to get a truly global organization of medical Wikipedia editors. Most medical professionals are fluent in English, and we really try to engage in discussion in other languages when we can, so I think there is a real benefit in creating a global community for medical editors.

We are not large enough yet that we have all the relevant people on English Wikipedia, and we will probably never be because there are always specialists in other countries with very specific knowledge that we can leverage. That makes international collaboration really great.

As for the local language integrators, the idea is to have editors who are willing help out and be an intermediary between that community and our translator community. We have a page where all our finished translations are added. An integrator would patrol that page on a regular basis, inform the respective language Wikipedia that the new translation is ready. The language Wikipedia’s reader community share feedback on the translation quality and suggest for improvement. For us, it is really easy to just add articles without going through them thoroughly. But, that would not work at all. For things to work, we need someone who both knows Wiki markup and the target language so that the integration can go smoothly.

Discussion on Creation of Social Media Guidelines & Strategy for Telugu Wikimedia

Between 1 to 16 September, an online discussion took place on the creation of social media guidelines and strategy for Telugu Wikimedia handles online.

An online discussion of guidelines and policies for the various Telugu Wikimedia social media handles was conducted. User:Pavan santhosh.s suggested a set of strategies and guidelines that can be taken into consideration for an official Social Media Policy of Telugu Wikimedia Projects. These suggestions included defining objectives, guidelines (with do's and don'ts) and strategies for the Social Media Policy. User:Ravichandra supported the idea and suggested another objective(showcasing best quality works of Wikipedia). User:Viswanadh added some strategies (such as writing a series of posts about technical aspects that help Wikipedians). User:Pranayraj1985 suggested some don'ts in handling Wikipedia pages as well as handles while User:Rajasekhar1961 expanded the strategy to other sister projects(Telugu Wikisource and Wiktionary). Finally, User:Chaduvari suggested not to name any page as official to avoid possible conflicts. User:Swaralasika announced consensus and User:Pavan santhosh.s created a page based on the discussion in order for the community to reflect.

User:Pranayraj1985 said, "there are pages & groups for Telugu Wikipedia in Facebook for years. We are using them as major social media promotion channels. I(Pranay) am publishing content related to Telugu Wikipedia in those channels. Some of the community members also been admins of page and group. But once or twice, in Facebook page and group, unrelated posts were published and I informed this to Wikimedians active on Facebook and removed those posts. I am glad that this discussion happened and community came up with guidelines and strategy now. This is very much needed.

The guideline page can be found here.

Although the event was successful in creating guidelines, none of the input included women's voices as there were no female participants. Here's hoping there is a diversity of voices in future discussions.

With input from Pavan Santhosh S., Telugu Community Advocate, CIS-A2K.

Digitize any Book in the Public Domain

The article is about a mass scale digitization project for Kannada WikiSource by two Wikipedians.

This was originally published in Opensource.com on March 27, 2014.

A form of poetry in India called Vachana sahitya is part of the popular Indian language, Kannada. It evolved in the 11th century and flourished in the 12th as part of the religious Lingayatha movement. Since that time, more than 259 Vachana writers, called Vachanakaru, have compiled over 11,000 Vachanas (verses).

21,000 of these verses were digitally published into 15 volumes, called Samagra Vachana Samputa, by the government of Karnataka. These volumes were then turned into a standalone project called Vachana Sanchaya; this project was taken on by two Kannada Wikimedians, a Kannada linguist, and the author O. L. Nagabhushana Swamy—to enrich the Kannada WikiSource. This team used Unicode, a standard of consistency for converting text (and code) into a new format.

Swamy was trying to access these poems, and was having trouble because it was in ISCII, an Indian character encoding standard. We began writing scripts to make the Vachanas (poems) searchable by an index. But, in order to do that well, we had to build a platform for everyone to use: the linguistic researchers, students, and the public at large who are interested in reaching this literature.

Omshivaprakash, a Kannada Wikimedian, worked on the architecture of the platform, decided the infrastructure requirements, and chose the open source software tools to use. I was involved in providing critical hacks for digitization and valuable inputs through suggestions, feedback, and quality assurance.

At present, our repository, Vachana Sanchaya, has around 200,000 unique words that were derived from these poems. The public has been using our repository and accessing Vahanas (poems) from our Facebook, Twitter, and Google+ profiles. There are thousands of people now who read a Vahana as part of their daily routine. Vachana Sanchaya is not just meant for reading the poems, it is also meant for research. So, we have added a way for researchers to help us review the content and will be adding references from various research papers.

Above: A screenshot of the Vachana sahitya page

The most commonly searched words are:

ಕರ್ಮ(Karma: English: work/deed)

ಸತ್ಯ(SathyaEnglish: truthfulness )

ನದಿ(Nadī: English:river)

All of the content is currently available to the public through the OpenData API, and once the reviewing the work is complete, it will be distributed in the public domain through WikiSource. This will open up the system for students, developers, researchers, and anyone interested in building linguistic tools for Kannada and other Indic languages. Users will be able to use our code to digitize any book available in the public domain. Early literature in any language is well-respected, so making it available via an open platform allows for reuse of the content for research, publication, and other documentation work.

We encourage other projects of this kind to follow our method and use any part of our process that is helpful.
