Abraham was in New Delhi to speak on  the impact of media, social media and technology on governance and  democracy, organized by the Observer Research Foundation together with  the Rosa Luxemburg Stiftung. On the sidelines of the conference, he  talked about the role that online media will play in forthcoming  elections as well the behaviour of online readers of news.&lt;/p&gt;
&lt;div class="p" id="U191681512343dhE" style="text-align: justify; "&gt;Edited excerpts from the interview:&lt;/div&gt;
&lt;div class="p" style="text-align: justify; "&gt;&lt;b&gt;How important will digital media be for the forthcoming elections?&lt;/b&gt;&lt;/div&gt;
&lt;div class="p" id="U1916815123431q" style="text-align: justify; "&gt;I  think the Internet in India is very different from, say, the one found  in the US. So, our capacity to read from similar experience in their  elections is limited. If you take the extensive exposure that the (&lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Barack%29%20Obama"&gt;Barack) Obama&lt;/a&gt;&lt;/span&gt; campaign had on the online space and the manner in which it supposedly helped the campaign, I don’t see that happening here.&lt;/div&gt;
&lt;div class="p" style="text-align: justify; "&gt;&lt;/div&gt;
&lt;div class="p" id="U191681512343pXH" style="text-align: justify; "&gt;&lt;b&gt;Politicians and political parties very active on social media. You don’t think that will have an effect on elections?&lt;/b&gt;&lt;/div&gt;
&lt;div class="p" id="U191681512343VUC" style="text-align: justify; "&gt;I  think the missing part of the equation till now is that there has not  been any devising—to my knowledge—of targeting of voters through &lt;span class="brand"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Facebook"&gt;Facebook&lt;/a&gt;&lt;/span&gt; or &lt;span class="brand"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Twitter"&gt;Twitter&lt;/a&gt;&lt;/span&gt;.  Our digital footprint leads to immense big-data opportunities, which I  do not see politicians in India being able to exploit. Again, to give an  example from the United States, there were certain instances there from  where if you were member of a particular community, you could be  targeted by political campaigns. Here, I don’t see that happening that  easily.&lt;/div&gt;

&lt;div class="p" style="text-align: justify; "&gt;&lt;b&gt;So our politicians are wasting their time on social media?&lt;/b&gt;&lt;/div&gt;
&lt;div class="p" style="text-align: justify; "&gt;Not entirely. In my view, one of the good things that the Internet does  is that it has the capacity to democratize public opinion. One must also  keep in mind that networks such as the ones available through social  media are not homogenous. So nodes such as users who are opinion-makers  and journalists are active on these networks, and so politicians can use  these methods to reach out to more people.&lt;/div&gt;
&lt;div class="p" style="text-align: justify; "&gt;&lt;/div&gt;
&lt;div class="p" style="text-align: justify; "&gt;&lt;b&gt;Does the traditional media still have a role?&lt;br /&gt;&lt;/b&gt;Of course. Traditional media is more likely to determine political  outcomes in comparison to social media because most of the links that we  see in social media are related to content that is created on  traditional media. Now, of course, we can be sceptical of the role that  traditional media plays in influencing the general mood of the country,  but that is a different question.&lt;/div&gt;
&lt;div class="p" style="text-align: justify; "&gt;&lt;/div&gt;
&lt;div class="p" style="text-align: justify; "&gt;&lt;b&gt;Is there something peculiar about the manner in which readers interact with newspaper reports online?&lt;br /&gt;&lt;/b&gt;I think one can usually see the comments section of some news sites  littered with hurtful and hateful comments. So, some readers such as  myself basically go through these comments to look at trolling and also  sometimes for comic relief. But again, every news organization seems to  be dealing with this differently. &lt;i&gt;The Times of India&lt;/i&gt;, doesn’t, in my view, regulate its comments section. But one can see, say, in &lt;i&gt;The Hindu&lt;/i&gt;, that readers’ comments are regulated and are usually very thoughtful.&lt;/div&gt;
&lt;div class="p" style="text-align: justify; "&gt;&lt;/div&gt;
&lt;div class="p" style="text-align: justify; "&gt;&lt;b&gt;Is there any particular reason why certain news readers respond the way they do?&lt;br /&gt;&lt;/b&gt;
&lt;div class="p" id="U191681512343D1D"&gt;Well,  a part of the reason why people consuming news online comment and  interact the way they do is that anonymity produces a level of freedom  that allows people to be more brutal in their behaviour online.&lt;br /&gt;&lt;br /&gt;At  the same time, you can also see, in some instances, the chilling effects  of surveillance, where people end up censuring their thoughts on  issues. Of course, surveillance is not the answer. Societies need to  deal with hateful threats on their own terms.&lt;/div&gt;
&lt;div class="p"&gt;&lt;/div&gt;
&lt;div class="p"&gt;&lt;b&gt;What will it take for politicians and public figures to get their  message across, given the idiosyncrasies of the Indian digital media?&lt;br /&gt;&lt;/b&gt;I think two components are crucial: trust and authenticity. For example, in the case of Wikipedia, there is an assumed amount of trust that the user has. The trust relationship between public figures who are active online and the public also is a two-way street. Politicians must also trust their common party members to use their social media presence as and when they want to. For example, why don’t they allow each and every member of the political party to man their Twitter handle for a day?&lt;/div&gt;
&lt;div class="p"&gt;&lt;/div&gt;
&lt;div class="p"&gt;As for authenticity, the human mind can say whether an act by someone online is authentic or not.&lt;/div&gt;
&lt;div class="p"&gt;&lt;/div&gt;
&lt;div class="p"&gt;&lt;b&gt;Finally, what is your view on the role that larger Internet monopolies such as Facebook and &lt;span class="brand"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Google"&gt;Google&lt;/a&gt;&lt;/span&gt; are playing across the digital plane?&lt;/b&gt;&lt;/div&gt;
&lt;div class="p"&gt;&lt;br /&gt;The Internet has also changed over the past 15 years. It used to be a  decentralized network. Everybody was hopeful that it would have  democratizing potential and, therefore, techno-utopianism was born. Now,  it is increasingly clear that a small proportion of websites have 90%  of the traffic and large corporations such as Google and Facebook play a  significant role in configuring the attention economy. They are now  also beginning to take this role very seriously themselves. In the case  of Google, increasingly Google is using its power over the attention  economy to play a role in the electoral process in India. They have been  holding Google Hangouts and what they have been able to do is bring the  public to the politicians.&lt;/div&gt;
&lt;div class="p"&gt;&lt;/div&gt;
&lt;div class="p"&gt;Other concerns such as Facebook and Twitter through their walled-garden  arrangements with telecom companies also play a similar role in  configuring the attention economy. One is more innocuous—like the manner  in which their algorithms are structured determining who shows up in  their feeds.&lt;/div&gt;
&lt;/div&gt;
        &lt;p&gt;

    <title>The quest for genuine clout on the internet</title>

&lt;p class="body" style="text-align: justify; "&gt;There is no denying that it has overtaken the traditional media in  certain facets of news - most notably when it comes to breaking news and  that it provides grounds for expressing one's ideas unbounded.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;But the marketing and the advertising world are only just coming to  grips with the medium. (Twitter is set to launch its IPO soon and  Facebook is going to increasingly face the need to monetize its  services. The Web has a history of complaints where users have found it  tough to different between user-generated content and 'promoted'  content.)&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;In effect, the question of the “influence” that social media and its  star patrons wield is still being assessed, especially in the loaded  context of whether its proactive use would translate to votes in the  upcoming Lok Sabha elections. Not only are the number of active social  media users negligible in the Indian context, there are doubts on  whether a 'cause and effect' scenario is possible.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;There are two predominant points of view, while talking about the  influence of social media campaigns on politics: One that closely reads  the Facebook ‘likes’ and Twitter trends as an important measure of  public pulse; and the other which dismisses any sort of influence that  social media has on real and grass root level politics.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;T. Vishnu Vardhan, a researcher at Bangalore-based Centre for Internet  and Society, prefers the middle ground. “It is important to not ignore  the growing popularity of social media in India with [telecom] service  providers providing Facebook access at Rs. 1 for an entire day. However,  I would refrain from seeing a direct correlation between a person's  participation on social media to real-time events in society including  politics.”&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Propaganda fallacy&lt;/h3&gt;
&lt;p class="body" style="text-align: justify; "&gt;“In India and especially in Tamil Nadu it has been proved that the  Propaganda Model is a fallacy. There is no simple formula, whether it be  cinema of 1970s or the Social Media of the 2010s. There are too many  factors and layers that influence real-time events.”&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Companies around the world are trying to make sense of this 'Big Data'  that people's digital lives are generating. And whilst individuals and  even some clever campaigns make snap pronouncements based on superficial  data and analysis, there are a few companies that are looking at it  through the prism of complex algorithms and technology-enabled web  crawling.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;One such company Kochi-based startup Riafy Technologies is attempting to  make sense of the digital noise in a broad sweeping sense looking at  three domains: relational intelligence, predictive analysis and big  data.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;One of the their applications 'Movie Tarot' predicts the outcome of  Friday releases at the movie box office, based on the digital traffic on  the days preceding the release. Not every instance of praise or every  denouncement is treated equally. Instead, they have an intelligent  algorithm that they apply to predict the box office collections and the  ultimate verdict. (They claim to have a fairly accurate track record  thus far.)&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;The company's CEO John Mathew says there is a correlation between a  person's online presence and behaviour in the real world. “This  influence is significant in age groups of 18-34,” he says. “As for Lok  Sabha elections, the 'social media influenced' voter turnout would be  marginal when we look at the country as a whole, but this number would  be substantial in the 'swing constituencies'.”&lt;/p&gt;

    <title>Google survey: 37% of urban Indian voters are online</title>

        &lt;b&gt;Almost four out of every 10 urban voters (or 37%) in India are online, just a little less than the number (42%) that are undecided about whom they will vote for in the 2014 general elections, according to a survey by Google India and research agency TNS released on Tuesday. &lt;/b&gt;

&lt;p style="text-align: justify; "&gt;To be sure, the two sets needn’t necessarily be mutually exclusive.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Google-TNS survey said the biggest consideration for online urban voters is the political party (36%), followed by candidates (35%) with party leadership coming in a distant third at 17%. Only 11% of those surveyed said they would vote for a party based on its prime ministerial candidate.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Election Commission estimates the total number of voters to be 725 million. According to provisional census data, out of India’s 1.21 billion population, 833 million live in rural India and 377 million in urban areas, Mint reported on 7 September.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Using the same proportions, the number of urban voters is around 225 million. And the number of those online, around 83 million.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, there is no certainty that all these voters can be reached through digital media and be influenced to cast their votes for a party or a candidate. &lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;The survey was carried out between March and September  this year, covering 65 constituencies, 59 cities and 7,042  respondents—all registered voters who use the Internet.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;Also on Tuesday, the Internet and Mobile Association of  India (IAMAI) released a report showing that increasing spending on  social media campaigns can swing 3%–4% of votes in 24 states where  Internet usage is sizeable. Social media marketing can play a decisive  role as a swing over 1% can change the outcome of elections, it claimed.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;The number of social media users in urban India is set to  reach 86 million in October this year, and 91 million by the end of  this year, according to IAMAI. Political experts are, however, sceptical  about the impact of the Internet and social media on the general  elections next year. “There would be a little impact but to say that  there would be a major effect of it would be a little difficult,” &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Abhay%20Kumar%20Dubey"&gt;Abhay Kumar Dubey&lt;/a&gt;&lt;/span&gt;, a political analyst and fellow at the Centre for Study of Developing Societies, a Delhi-based think tank, said.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;“We have seen social media’s impact as a mobilizing  instrument for agitational purposes but it cannot be said whether it can  play a role in voting preference.” &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Sunil%20Abraham"&gt;Sunil Abraham&lt;/a&gt;&lt;/span&gt;,  executive director of Centre for Internet and Society (CIS), too was  sceptical about the impact of Internet usage on elections.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;“Urban voters who are online make a small percentage of  the voter base. It is not clear whether the sample size of the study was  big enough to draw any significant conclusions. So far we have been  told that the young urban voter does not always vote and he or she  prioritizes a weekend getaway over participating in the general  elections,” he said.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Abraham also said that the younger voting population does  not vote according to any one trend. “Young people online are a  representative subset of the general population divided across political  preferences and ideologies. There is no evidence that they will vote as  a block and will be extremely susceptible to social media based  propaganda,” he added.&lt;/p&gt;

&lt;p&gt;Major national political parties have begun to sharpen and tweak their  tools of public relations and media engagement in the run-up to the 2014  general election, with an eager nod towards a voters list that is  expected to be packed by the young.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;National parties currently in the process of shortlisting  their advertising, public relations and mobile marketing agencies  declined to share details.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“The advertising strategy will crystalize by January. We will go for multiple agencies,” said &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Manish%20Tewari"&gt;Manish Tewari&lt;/a&gt;&lt;/span&gt;, spokesperson for the Congress as well as minister for information and broadcasting.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;According to people familiar with the selection process, &lt;span class="brand"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/JWT"&gt;JWT&lt;/a&gt;&lt;/span&gt;, &lt;span class="brand"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Crayons%20Communications"&gt;Crayons Communications&lt;/a&gt;&lt;/span&gt; and &lt;span class="brand"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Dentsu%20India"&gt;Dentsu India&lt;/a&gt;&lt;/span&gt;,  among others, are all in the race for the Congress business. Home-grown  Crayons has worked closely with the Delhi government and Congress in  the past.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Refusing to confirm the names on the shortlist, Tewari said it was a line-up of the “usual suspects”.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;For social media, the Congress has engaged Delhi-based &lt;span class="brand"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/OMLogic"&gt;OMLogic&lt;/a&gt;&lt;/span&gt;, an online media marketing company, which helped create the website &lt;i&gt;fekuexpress.com&lt;/i&gt; that seeks to highlight the supposedly braggart nature of the opposition Bharatiya Janata Party’s chief campaigner &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Narendra%20Modi"&gt;Narendra Modi&lt;/a&gt;&lt;/span&gt;.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The website ran contests in which winners received film  tickets. OMLogic was among three shortlisted agencies from 22 that  competed for the same account, a person familiar with the bid said.  According to others aware of the developments, senior Congress leaders  such as &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Digvijay%20Singh"&gt;Digvijay Singh&lt;/a&gt;&lt;/span&gt; and &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Deepender%20Singh%20Hooda"&gt;Deepender Singh Hooda&lt;/a&gt;&lt;/span&gt; helped select the agencies.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;OMLogic helps clients enhance their brands across  platforms and creates social media applications for them. The company  declined to comment for this story.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“I believe these elections will represent the first time that political parties will have a conscious media strategy,” said &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Sanjaya%20Baru"&gt;Sanjaya Baru&lt;/a&gt;&lt;/span&gt;, communications advisor to Prime Minister &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Manmohan%20Singh"&gt;Manmohan Singh&lt;/a&gt;&lt;/span&gt; from 2004 to 2008.&lt;/p&gt;

&lt;div class="p"&gt;Close to 60 million new voters have been enrolled for the  2014 election, of whom 17.6 million are 18-19 year-old first-timers. A  study by the Iris Knowledge Foundation and Internet and Mobile  Association of India (IAMAI) estimates the number of urban social media  users to be around 78 million. The main users were in the age groups of  18-24 and 25-34 years.&lt;/div&gt;

The party held a special session on  the use of social media by party members on 22 August that was  addressed by minister of state for human resources &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Shashi%20Tharoor"&gt;Shashi Tharoor&lt;/a&gt;&lt;/span&gt;, and &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Manish%20Tewari"&gt;Manish Tewari&lt;/a&gt;&lt;/span&gt;.  In a similar meeting last month, party members were briefed on how to  comment on key issues, including the state of the economy, and  personalities like Modi, who is also Gujarat chief minister.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;It also launched an intranet software called Khidki  (Hindi for window) for use by Congress members. According to party  politicians, another important part of last month’s exercise was to  identify young members who would make up a cadre of spokespersons that  would then participate across news channels.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;The BJP, meanwhile, has drafted Internet entrepreneurs &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/B.G.%20Mahesh"&gt;B.G. Mahesh&lt;/a&gt;&lt;/span&gt; and &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Rajesh%20Jain"&gt;Rajesh Jain&lt;/a&gt;&lt;/span&gt; to help the party with its social media operations. Acknowledging the  role of social media in the party’s media strategy, BJP spokesperson &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Nirmala%20Seetharaman"&gt;Nirmala Seetharaman&lt;/a&gt;&lt;/span&gt; said, “Our exercise has already taken on board the position which the  party enjoys on various social media. We only emphasized the content  that such media ought to have,” she added.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;Prominent members of the party, led by Modi, have large followings on social media. Modi’s &lt;span class="brand"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Twitter"&gt;Twitter&lt;/a&gt;&lt;/span&gt; account is followed by close to 2.1 million people.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;Last week, the BJP launched &lt;i&gt;india272.com&lt;/i&gt; that  would “crowd source” suggestions by the electorate. It also launched a  website where its members can upload “chargesheets” on the Congress-led  United Progressive Alliance. Visitors to &lt;i&gt;www.bjp.org/upachargesheet&lt;/i&gt; can also make use of different social media platforms such as &lt;span class="brand"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Facebook"&gt;Facebook&lt;/a&gt;&lt;/span&gt;, &lt;span class="brand"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Twitter"&gt;Twitter&lt;/a&gt;&lt;/span&gt;, &lt;span class="brand"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/YouTube"&gt;YouTube&lt;/a&gt;&lt;/span&gt; and &lt;span class="brand"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Flickr"&gt;Flickr&lt;/a&gt;&lt;/span&gt; to register their complaints.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;Some Internet activists are sceptical about such  strategies. “The average Indian netizen is not that well equipped to  critically analyse the content coming from so-called crowdsourced  mechanisms,” said &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Sunil%20Abraham"&gt;Sunil Abraham&lt;/a&gt;&lt;/span&gt;,  executive director of the Centre for Internet and Society, a  Bangalore-based Internet policy research organization. “I believe that  social media might be one step removed from actual voters and might be  more oriented towards opinion makers. In that sense social media (in  India) behaves very differently from the way it has been used in the  US.”&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;According to an online media expert familiar with the  BJP’s social media campaign, the interactive nature of social media  helps build up an image of transparency while making the party more  accessible to a young audience that has been switching off television  news.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;In addition, social media allows political leaders to gauge public response quickly.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;&lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Ajay%20Maken"&gt;Ajay Maken&lt;/a&gt;&lt;/span&gt;,  Congress general secretary and the man who heads the party’s  communication strategy, pointed out in an article published this month  that subjects that become influential on Twitter during the day tend to  turn into full-fledged TV debates by the evening.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;But political parties are not giving up on television channels just yet.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;According to a report by consulting firm KPMG, the number  of Indian households with TV sets is estimated to be 154 million, and  is expected to grow to 173 million by 2017. TAM Media research estimated  the number of TV households to be 123 million in 2009. Meanwhile,  cable- and satellite-owning TV households has in the period 2009-2012  ballooned from 90 million to 126 million, according to TAM.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;The Congress has issued guidelines to its members on how  to behave on television. According to individuals familiar with the  move, the party has also set up a research cell that informs Congress  spokespersons about subjects that they are asked to speak on.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;Congress members who participate in televised debates  have been given strict orders to not go on air without a thorough  understanding of the nuances of issues—provided to them by Congress  researchers. For instance, spokespersons have been advised to rely on  facts and be data-specific when confronted with the twin issues of  Gujarat’s high-growth economy and Modi’s governance record.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;In order to streamline the process, the party has come up  with lists of speakers who are focused on specific issues. It has also  constituted media cells in each state capitals with three  units—spokespersons, social media cell and research —and a social media  division for every urban centre with a population of at least a million.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;The BJP has devised a similar strategy. Party  spokespersons have been asked to mention chief ministers other than Modi  if asked about the leadership for the 2014 elections. &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Arun%20Jaitley"&gt;Arun Jaitley&lt;/a&gt;&lt;/span&gt;, in a interview to&lt;i&gt; The Hindu&lt;/i&gt;, on 19 August had spoken about the possibility of there being close to 10 prime ministerial candidates in the BJP.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;The BJP, which held a closed-door media workshop for  party members last week, is also keen on research. “A lot of policy  requires specialized understanding which is largely domain-specific. In  that regard, members of our party will need to be prepared when they  speak on such issues,” said spokesperson Seetharaman.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;The Congress has already begun a television  ads-blitzkrieg to trumpet its record in government. Begun in May, these  ads have sought to showcase the fruits of the welfare state, including  schemes aimed at the poor, such as theMahatma Gandhi National Rural  Employment Guarantee Act, as well a long list of rights-based laws. One  well-known ad tells the story of a fictional young woman named Priya who  lives in a village but makes use of opportunities in education and  improved electricity connections to become a successful entrepreneur.&lt;/p&gt;

It had already inked similar deals with  Airtel and Reliance, according to Medianama, a digital media news site.  Google and Facebook, too, announced such agreements during the past  year, whereby mobile subscribers could use their service ‘free of cost’  through their phones.&lt;br /&gt;&lt;br /&gt;Nothing is really ‘free’ on the web, which  is why we have the adage: “If you’re not paying for it, you are the  product”. So these large web companies are actually buying millions of  first-time mobile internet users by paying off their respective mobile  operators. Of India’s 137 million internet users, roughly 120 million  access mobile internet. &lt;br /&gt;&lt;br /&gt;Sunil Abraham, director of the Centre  for Internet &amp;amp; Society in Bangalore, thinks India could be going  down the Indonesia route. “If you ask the average Indonesian mobile user  if he or she has internet access, they might say no. &lt;p style="text-align: justify; "&gt;&lt;span&gt;The PIL, among other things, deals with the issue of minors  accessing Facebook services, arguing that under the Indian Contract Act  1872, minors can't enter into a contract. The PIL will be heard next on  Friday.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;Last year, the UN Human Rights Council had passed a &lt;a href="http://timesofindia.indiatimes.com/topic/Resolution"&gt;resolution&lt;/a&gt; declaring access to Internet as a human right. Facebook has argued  making a similar point for access to social media. "The Internet is  increasingly becoming a platform for citizens including minors to  interact and voice their opinions and, therefore, a meaningful  interpretation of the right to freedom of speech and expression would  include the freedom to access social media," the counter-affidavit says.&lt;/p&gt;
&lt;p&gt;"It can be argued that in a technologically mediated society, social  media and communication infrastructure is essential to exercise freedom  of expression," says Sunil Abraham, director, Bangalore-based Center for  Internet and Society.&lt;/p&gt;
&lt;p&gt;Cyber lawyer Pavan Duggal sees it as  "hyperbole". "The issue still remains that a minor doesn't have the  capacity to act under the Contract Act," he says. Lawyers say that if a  contract is entered into for free service in exchange of personal  information, it is a "consideration" (like cash or kind) under the  Indian Contract Act 1872. The Act says, "All agreements are contracts if  they are made by the free consent of parties competent to contract, for  a lawful consideration and with a lawful object, and are not hereby  expressly declared to be void." It then lists minors as incompetent to  contract, and says, "The agreement, if any party is minor, is void ab  initio." However, Abraham points out that "It is not an offence to enter  a void contract."&lt;/p&gt;
&lt;p&gt;To weed out fake profiles and children's  profiles, the PIL, filed by former RSS ideologue K N Govindacharya,  argues that "obligation is cast upon Facebook and other social  networking sites to verify the authenticity of each and every  subscribers (sic) which is mandatory for Mobile companies in  telecommunication sector.&lt;/p&gt;
&lt;p&gt;Mumbai-based professor of law Saurav  Datta feels this sort of authentication could have serious privacy  implications. "There is no way they can verify users without impinging  on their privacy. The goal of the PIL is wrong. We need to protect  children, not keep people out," says Datta.&lt;/p&gt;
&lt;p&gt;Abraham says that a possible way to deal with this can be on the lines of Canadian privacy law where a &lt;a href="http://timesofindia.indiatimes.com/topic/Privacy-Commissioner"&gt;privacy commissioner&lt;/a&gt; can raise such concerns with the service provider directly.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Nishant Shah's &lt;a class="external-link" href="http://www.downtoearth.org.in/content/you-have-right-remain-silent"&gt;column was published in Down to Earth&lt;/a&gt; on July 17, 2013.&lt;/p&gt;
&lt;hr /&gt;
&lt;p style="text-align: justify; "&gt;It took less than a day for narendramodiplans.com, a political satire  website that had more than 60,000 hits in the 20 hours of its existence,  to be taken down. A simple webpage that showed a smiling picture of  Narendra Modi, the touted candidate for India’s next Prime Ministerial  campaign, flashing his now trademark ‘V’ for &lt;span&gt;&lt;s&gt;Vengeance&lt;/s&gt; &lt;/span&gt; Victory sign. At the first glimpse it looked like another smart media campaign by the  net-savvy minister who has already made use of the social web quite  effectively, to connect with his constituencies and influence the  younger voting population in the country. Below the image of Mr. Modi  was a text that said, "For a detailed explanation of how Mr. Narendra  Modi plans to run the nation if elected to the house as a Prime Minister  and also for his view/perspective on 2002 riots please click the link  below." The button, reminiscent of 'sale' signs on shops that offer  permanent discounts, promised to reveal, for once and for all, the puppy  plight of Mr. Modi's politics and his plans for the country that he  seeks to lead.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, when one tried to click on the button, hoping, at least for a  manifesto that combined the powers of Machiavelli with the sinister  beauty of Kafka, it proved to be an impossible task. The button wiggled,  and jiggled, and slithered all over the page, running away from the  mouse following it. Referencing the layers of evasive answers, the  engineered Public Relations campaigns that try to obfuscate the history  to some of the most pointed questions that have been posited to the Modi  government through judicial and public forums, the button never stayed  still enough to actually reveal the promised answers. For people who are  familiar with the history of such political satire and protest online  would immediately recognise that this wasn’t the most original of ideas.  In fact, it was borrowed from another website -  &lt;a href="http://www.thepmlnvision.com/" title="http://www.thepmlnvision.com/"&gt;http://www.thepmlnvision.com/&lt;/a&gt; that levelled similar accusations of lack of transparency and  accountability on the part of Nawaz Sharif of Pakistan. Another  instance, which is now also shut down, had a similar deployment where  the webpage claimed to give a comprehensive view into Rahul Gandhi’s  achievements, to question his proclaimed intentions of being the next  prime-minister. In short, this is an internet meme, where a simple web  page and a java script allowed for a critical commentary on the future  of the next elections and the strengthening battle between #feku and  #pappu that has already taken epic proportions on Twitter.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The early demise of these two websites (please do note, when you click  on the links that the Nawaz Sharif website is still working) warns us of  the tightening noose around freedom of speech and expression that  politicos are responsible for in India. It has been a dreary last couple  of years already, with the passing of the &lt;a href="http://www.downtoearth.org.in/content/cis-india.org/internet-governance/intermediary-liability-in-india" target="_blank"&gt;Intermediaries Liabilities Rules&lt;/a&gt; as an amendment to the IT Act of India, &lt;a href="http://www.indianexpress.com/news/spy-in-the-web/888509/1" target="_blank"&gt;Dr. Sibal proposing to pre-censor the social web&lt;/a&gt; in a quest to save the face of erring political figures,&lt;a href="http://www.indianexpress.com/news/two-girls-arrested-for-facebook-post-questioning-bal-thackeray-shutdown-of-mumbai-get-bail/1033177/" target="_blank"&gt; teenagers being arrested for voicing political dissent&lt;/a&gt;, and &lt;a href="http://en.wikipedia.org/wiki/Aseem_Trivedi" target="_blank"&gt;artists being prosecuted&lt;/a&gt; for exercising their rights to question the state of governance in our  country. Despite battles to keep the web an open space that embodies the  democratic potentials and the constitutional rights of freedom of  speech and expression in the country, it has been a losing fight to keep  up with the ad hoc and dictatorial mandates that seem to govern the  web.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;We have no indication of why this latest piece of satirical expression, which should be granted immunity as a work of art, if not as an individual’s right to free speech, was suddenly taken down. The website now has a message that says, “I quit. In a country with freedom of speech, I assumed that I was allowed to make decent satire on any politician more particularly if it is constructive. Clearly, I was wrong.” The web is already abuzz with conspiracy theories, each sounding scarier than the other because they seem so plausible and possible in a country that has easily sacrificed our right to free speech and expression at the altar of political egos. And whether you subscribe to any of the theories or not, whether your sympathies lie with the BJP or with the UPA, whether or not you approve of the political directions that the country seems to be headed in, there is no doubt that you should be as agitated as I am, about the fact that we are in a fast-car to blanket censorship, and we are going there in style.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;What happens online is not just about this one website or the one person  or the one political party – it is a reflection on the rising  surveillance and bully state that presumes that making voices (and  sometimes people) invisible, is enough to resolve the problems that they  create. And what happens on the web is soon going to also affect the  ways in which we live our everyday lives. So the next time, you call  some friends over for dinner, and then sit arguing about the state of  politics in the country, make sure your windows are all shut, you are  wearing tin-foil hats and if possible, direct all conversations to the  task of finally &lt;a href="http://bollywoodjournalist.com/2013/07/08/desperately-seeking-mamta-kulkarni/" target="_blank"&gt;finding Mamta Kulkarni&lt;/a&gt;.  Because anything else that you say might either be censored or land you  in a soup, and the only recourse you might have would be a website that  shows the glorious political figures of the country, with a sign that  says “To defend your right to free speech and expression, please click  here”. And you know that you are never going to be able to click on that  sign. Ever.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;साल 2012 में पूर्व शिवसेना प्रमुख बाला साहब  ठाकरे की निधन के मौक़े पर बुलाए गए मुंबई बंद के ख़िलाफ़ फ़ेसबुक पर  टिप्पणी करने वाली एक लड़की और उसकी पोस्ट को लाइक करने वाली उसकी दोस्त को  रातोंरात गिरफ्तार कर लिया गया. पुलिस ने ये कार्रवाई एक स्थानीय शिवसेना  नेता की शिकायत पर की थी.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;कथित तौर पर संविधान का मज़ाक उड़ाने और अपनी  वेबसाइट पर आपत्तिजनक सामग्री डालने को लेकर कार्टूनिस्ट असीम त्रिवेदी को  भी गिरफ्तार किया गया. मीडिया में हुए हंगामे के बाद सभी लोगों को छोड़  दिया गया लेकिन भारत में अब तक इस तरह के कई ऐसे मामले सामने आ चुके हैं.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;सूचना प्रौद्योगिकी क़ानून की धारा 66 कहती है कि  इस तरह की कार्रवाई बेहद संवेदनशील और राष्ट्रहित से जुड़े मामलों में ही  की जानी चाहिए. हालांकि धारा 66 की आड़ में सरकार और नेताओं के ख़िलाफ़  बोलने वालों की गिरफ्तारी सरकार की मंशा पर कई सवाल खड़े करती है.&lt;/p&gt;

    <title>Untangling the web of India's 'ungovernable' Net</title>

&lt;p style="text-align: justify; "&gt;The Indian government has a dream. It dreams of the "Equinet" - a time when "there shall be equity on the Net."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"The Internet must not just be a platform for the privileged - the  Internet must become an inclusive platform," India's communications  minister Kapil Sibal says. "In fact, my vision is that the Internet  should ultimately become the Equinet. In other words, all those, no  matter which station in life they belong to, should have access to the  Internet, and that can only happen if all the elements of the Internet  are such that people can access them at affordable costs."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;India has the third highest number of people on the Net, with about 150 million people connected.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;But with a population of 1.2 billion, 150 million is not that many.  Internet penetration languishes at around 10 percent, while in the  United States and China - the top two countries in world rankings -  Internet penetration is at 78 and 40 percent, respectively.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Like in America… in 1994&lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;It's a fact that Google chairman Eric Schmidt highlighted on a recent tour of India, among other Asian countries.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"The Internet feels [in India] like in America in 1994," he says. "It is  crucial for India to invest and enable fast fiber Internet connectivity  within the country, between the country and the other countries."&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;You would think that connectivity would be better in India. The country  prides itself on being a tech hub, with its centers of excellence in  places like Bangalore. It has outsourced information technology  specialists globally for over ten years.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Communications minister Sibal insists the government is investing where  it can, saying India will connect 250,000 villages with fiber optics in  the "next year or so."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"The networks should be in place, the fiber optics should be in place,  [connectivity] should be efficient and of high speed, and above all, the  access to handsets, which is really the key - unless handsets are  affordable and accessible to ordinary people, you will not get the kind  of penetration that you want from the Internet," he adds.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, for some, there are even greater challenges for India than poor connectivity and bad infrastructure.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;All eyes on you&lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In mid-March, police in India's financial capital Mumbai launched the country's first "Social Media Lab."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Mumbai police say they will use it to monitor and track "which topics  are trending among the youth so [they] can plan law and order in a good  way."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Mumbai Social Media Lab comes amid concerns over "moral policing" of  the Net by Indian authorities, and censorship - especially where  comments involve political figures. The Times of India reports numerous  requests by authorities to have content removed by Google and Twitter.  There have also been arrests under the remit of a controversial section -  66A - of India's IT Act.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Sibal denies India wants to censor the Net. If people have been arrested  under Section 66A of the IT Act, it's because police officials have  either misread the law, or acted independently, he says.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"Yes, but I would say, from where does this emanate? Does it emanate  with a complete understanding at the top?" asks V.C. Vivekanandan,  director of the Institute of Global Internet Governance and Advocacy.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;"There are various, multiple layers of governance in a huge country like  India, where people could be enthusiastic in their own way about  thinking what is right and wrong," says Vivekanandan. "So, I don't  really see censorship as such, but they would like to have discourse in a  model which was pre-Internet."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Tracking private lives&lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;But in other areas, India is showing itself to be very comfortable in  the Internet age - and where it has its eyes fixed on the future.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"From what I can tell, the social media monitoring cell in Mumbai is  perhaps one of the more benign components because it isn't keeping track  of private communications," says Sunil Abraham, executive director of  the Centre for Internet and Society (CIS) in Bangalore.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, the Indian government plans to track everybody's online  activities - that means anything that uses the Internet as a  communication network.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"There are very many other projects like the unique identification (UID)  and the National Intelligence Grid (NATGRID) that will keep track of  private communications," says Abraham.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The UID is the Indian government's centralized biometric identity  management system, which will connect more than 20 databases that 12  intelligence and law enforcement agencies will be able to access.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"These databases include banking records, telecommunications records and  travel records [among other things]," says Abraham. "So, it's a very  large scale attempt by the Indian government to place citizens under 360  degree blanket surveillance."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;&lt;b&gt;Internet governance is an oxymoron&lt;/b&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;But how these moves square with Sibal's vision of the Equinet is hard to see.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;"The fact that 150 million people are on the Net is evidence of the fact  that they are not scared, and if you go to Twitter today, there are  more abuses on Twitter than perhaps you can find anywhere else in the  world," says Sibal.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;That doesn't necessarily mean that the government thinks this is a good  thing. But Sibal insists he is against Internet governance - in fact, he  says "Internet governance is an oxymoron."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"How can you govern something that cannot be governed? Because anybody  can say anything on the Net," says Sibal. "So, there should be an  element of self-regulation. Just as we interact with each other in  civilized society, similarly people on the Net should also interact with  each other with self-restraint."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;But the CIS's Sunil Abraham isn't convinced.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"If one listens very carefully to what the minister says, he says you  cannot regulate the Internet. But you can regulate what citizens do on  the Internet," he says. "You can regulate what corporations do on the  Internet. And you can also regulate what the government does on the  Internet."&lt;/p&gt;

&lt;p&gt;Pranesh Prakash laid out four brief points:&lt;/p&gt;
&lt;ol&gt;
&lt;li style="text-align: justify; "&gt;'Social media' allows coffee house discussion and toilet wall scrawls to seem like print publications, but it's a mistake to treat it the same way we do print publications.  The UK is now planning on using prosecutorial flexibility to refrain from prosecuting simple offensive speech on social media. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;The same laws should apply online as they do offline (but how the apply, can differ), and that is currently the case.  Most content-related offences in the IPC, etc., are offences online as well as offline. &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Editors and journalists exist for most print publications and broadcast programmes, while that isn't true for most 'social media'.  So guidelines applicable to the press mostly won't be applicable online.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Electronic publications (like Medianama, The Daily Dish, Huffington Post) which consider themselves engaged in a journalistic venture present a special problem that we &lt;b class="moz-txt-star"&gt;do&lt;span class="moz-txt-tag"&gt; &lt;/span&gt;&lt;/b&gt; need to have a public conversation about.&lt;/li&gt;

&lt;p style="text-align: justify; "&gt;A recent &lt;a href="http://online.wsj.com/public/resources/documents/SocialMediaStudy.pdf"&gt;study&lt;/a&gt; found that social media could influence the electoral outcome in as  many as 160 out of 543 seats in the Lok Sabha, the lower house of  Parliament.&lt;span&gt; &lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;(These are constituencies where 10% of the voting population uses  Facebook, or where the number of Facebook users is higher than the  winning candidate’s margin of victory at the last election.) &lt;span&gt; &lt;/span&gt;&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;“No contestant can afford to ignore social media in the next Lok  Sabha elections,” argued the study, put together by IRIS Knowledge  Foundation, a Mumbai-based research group, and the Internet and Mobile  Association of India, a trade body.&lt;span&gt; &lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Others are more skeptical. “The study assumes that users will behave  homogenously, which isn’t true,” says Sunil Abraham, executive director  at the Bangalore-based Centre for Internet and Society.&lt;span&gt; &lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;While calling the study’s findings “ambitious,” Mr. Abraham said it  was important to recognize the political power of Facebook, which could  be used as a social platform but also to “plan a revolution.”&lt;span&gt; &lt;/span&gt;&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;But India’s Internet penetration is low: only 150 million people out a  population of 1.2 billion go online, according to the IRIS-IAMAI study.  The study estimates the number of social media users in the country is  around 62 million, and that it may increase up to 80 million by time of  national elections, which have to happen by May 2014.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;&lt;br /&gt;Indian political parties have started wising up to the power of online campaigning. Ahead of &lt;a href="http://blogs.wsj.com/indiarealtime/2012/02/13/parties-go-tech-savvy-for-u-p-elections/"&gt;state elections in Uttar Pradesh&lt;/a&gt; last year, for instance, parties including the winning Samajwadi Party,  Congress and the Bharatiya Janata Party turned to social media ranging  from Facebook to YouTube as well as to blogs and smartphone apps to  promote their candidates and their agenda.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;In these mostly urbanizing constituencies, social-media usage is now  “sufficiently widespread” to influence the outcome of a general election  slated for 2014, the study by IRIS Knowledge Foundation and supported  by the Internet and Mobile Association of India (IAMAI), indicates.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;On April 4, Congress scion Rahul Gandhi’s high-profile address to the  Confederation of Indian Industry, a leading business forum, was trending  topmost on Twitter in India that day, some posts by rivals mocking him.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;A series of lectures by Gujarat chief minister Narendra Modi, a  presumptive PM, this week too garnered strong social-media attention,  with his and Gandhi’s supporters competing online to run the other down.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;A deeply polarizing figure still, Modi is often accused of watching  over a carnage that killed nearly 2000 people in 2002, mostly Muslims.  Yet, he has pulled off a stunning online strategy to showcase Gujarat as  India’s Guandong, a south China province with top GDP rankings and  investment.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Research shows that social media is more persuasive than television  ads. Nearly 100 million Indians, or more than Germany’s population, use  the Internet each day. Of this, 40 million have assured broadband, the  ones most likely to have at least one social media account.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“Unlike Obama, who used social media directly for votes, Indian  politicians have tended to use it more to mould public discourse,” says  Sunil Abraham, the CEO of The Centre for Internet and Society.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;That is likely to change in 2014. Not surprisingly, Modi became the  third politician globally, a fter Obama and Australian PM Julia Gillard,  to host a political conference on Google+ hangout.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Chief ministers in states are also leveraging social media. Bihar has  unveiled a re-branded campaign called, “Bihar ka haq” or Bihar’s  Rightful Cause, on Facebook.&lt;/p&gt;
&lt;p&gt;Social-media-impacted  constituencies, according to the study, are those where Facebook users  are more than the victory margin of the winner in the last Lok Sabha  election, or where such users account for over 10% of the voting  population.&lt;/p&gt;

Airtel has blocked Fabulous Domains (&lt;a href="http://www.fabulous.com/"&gt;http://www.fabulous.com/&lt;/a&gt;), BuyDomains (&lt;a href="http://www.buvdomains.com/"&gt;http://www.buvdomains.com/&lt;/a&gt;) and Sedo (&lt;a href="http://sedo.co.uk/uk/home/welcome/%29%e2%96%a0"&gt;http://sedo.co.uk/uk/home/welcome/)&lt;/a&gt;. MTNL has blocked Sedo (&lt;a href="http://sedo.co.uk/uk/home/welcQme/"&gt;http://sedo.co.uk/uk/home/welcQme/&lt;/a&gt;).  Subscribers trying to access this website receive a message noting  "This website/URL has been blocked until further notice either pursuant  to Court orders or on the Directions issued by the Department of  Télécommunications". In this regard, we request information on the  following queries under Section 6(1) of the Right to Information Act,  2005:&lt;/p&gt;

&lt;li style="text-align: justify; "&gt;Does  the Department have powers to require an Internet Service Provider to  block a website? If so, please provide a citation of the statute under  which power is granted to the Department, as well as the safeguards  prescribed to be in accordance with Article 19(1)(a) of the Constitution  of India.&lt;/li&gt;
&lt;li&gt; &lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Did  the Department order Airtel or MTNL to block any or all of the above  mentioned websites? If so, please provide a copy of such order or  orders. If not, what action, if at all, has been taken by the Department  against Airtel and MTNL for blocking of websites?&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Has  the Department ever ordered the blocking of any website? If so, please  provide a list of addresses of all the websites that have been ordered  to be blocked.&lt;/li&gt;

&lt;li style="text-align: justify; "&gt;In this regard it is submitted that Internet Service licensees are to follow the provisions of Information Technology Act 2000 as amended from time to time. Under Information Technology Act 2000, "&lt;b&gt;Information Technology (Procedure and Safeguards for Blocking for Access of Information by Public) Rules 2009&lt;/b&gt;" were notified on 27/10/2009.(Annexure) Aforesaid notified rules describes the "&lt;b&gt;Designated Officer&lt;/b&gt;" for the purpose of issuing direction for blocking for access by the public any information generated, transmitted, received, stored or hosted in any computer resource under subsection (2) of Section 69(A) of the ACT. Wide Gazette Notification dated 20/01/2010 &lt;b&gt;Group Coordinator , Cyber Law division, Department of Information Technology&lt;/b&gt; has been authorized and designated as "&lt;b&gt;Designated Officer&lt;/b&gt;".&lt;br /&gt;&lt;br /&gt;As per the directions of Group Coordinator, Cyber Law division, under Information Technology Act 2000, instructions for blocking/ unblocking of websites/URLs are issued to Internet Service Licensees.&lt;br /&gt;&lt;br /&gt;As per the available information no instruction to Internet Service Providers has been issued for Blocking of &lt;a href="http://www.fabulous.com/"&gt;http://www.fabulous.com/&lt;/a&gt;, &lt;a href="http://www.buydomains.com/"&gt;http://www.buydomains.com/&lt;/a&gt;, &lt;a href="http://sedo.co.uk/uk/home/welcome/"&gt;http://sedo.co.uk/uk/home/welcome/&lt;/a&gt; and &lt;a href="http://sedo.co.uk/uk/home/welcome/"&gt;http://sedo.co.uk/uk/home/welcome/&lt;/a&gt; as mentioned in your RTI application.&lt;br /&gt;&lt;br /&gt;Copies of Blocking order for which blocking instructions issued by DoT are not being provided are not provided as per Clause 16 of "Information Technology (Procedure and Safeguards for Blocking for Access of Information by Public) Rules 2009" which says "Strict confidentiality shall be maintained regarding all the requests and complaints received and actions taken thereof."&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;With reference to information (Para 4 &amp;amp; 5 of RTI Aplication ) on Rule 419A of Indian Telegraph Rule, 1951 , the RTI is being forwarded to Dir (AS-III) &amp;amp; CPIO, DoT for providing the information.&lt;/li&gt;

&lt;p style="text-align: justify; "&gt;G.S.R. 781 (E). — In exercise of the powers conferred by clause (z) of sub-section (2) of section 87, read with sub-section (2) of section 69A of the Information Technology Act 2000 (21 of 2000), the Central Government hereby makes the following rules, namely:&lt;/p&gt;
&lt;ol&gt;
&lt;li style="text-align: justify; "&gt;Short title and commencement — (1) These rules may be called the Information Technology (Procedure and Safeguards for Blocking for Access and Information by Public) Rules, 2009.&lt;br /&gt;(2) They shall come into force on the date of their publication in the Official Gazette.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Definitions. — In these rules, unless the context otherwise requires. —&lt;br /&gt;(a) "Act" means the Information Technology Act, 2000 (21 of 2000);&lt;br /&gt;(b) "computer resource" means computer resource as defined in clause (k) of sub-section (1) of section 2 of the Act;&lt;br /&gt;(c) "Designated Officer" means an officer designated as Designated Officer under rule 3;&lt;br /&gt;(d) "Form" means a form appended to these rules;&lt;br /&gt;(e) "intermediary" means an intermediary as defined in clause (w) of sub-section (1) of section 2 of the Act;&lt;br /&gt;(f) "nodal officer" means the nodal officer designated as such under rule 4;&lt;br /&gt;(g) "organisation" means&lt;br /&gt; (i) Ministries or Departments of the Government of India;&lt;br /&gt; (ii) State Governments and Union Territories;&lt;br /&gt; (iii) Any agency of the Central Government, as may be notified in the Official Gazette, by the Central             Government&lt;br /&gt;(h) "request" means the request for blocking of access by the public any information generated, transmitted,   received, stored or hosted in any computer resource;&lt;br /&gt;(i) "Review Committee" means the Review Committee constituted under rule 419A of Indian Telegraph Rules, 1951.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Designated Officer — The Central Government shall designate by notification in Official Gazette, an officer of the Central Government not below the rank of a Joint Secretary, as the "Designated Officer", for the purpose of issuing direction for blocking for access by the public any information generated, transmitted. received,, stored or hosted in any computer resource under sub-section (2) of section 69A of the Act.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Nodal officer or organisation.— Every organisation for the purpose of these rules, shall designate one of its officer as the Nodal Officer and shall intimate the same to the Central Government in the Department of Information Technology under the Ministry of Communications and Information Technotogy, Government of India and also publish the name of the said Nodal Officer on their website.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Direction by Designated Officer. — The Designated Officer may, on receipt of any request from the Nodal Officer of an organisation or a competent court, by order direct any Agency of the Government or intermediary to block for access by the public any information or part thereof generated, transmitted, received, stored or hosted in any computer resource for any of the reasons specified in sub-section (1) of section 69A of the Act.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Forwarding of requests by organisation. — (1) Any person may send their complaint to the Nodal Officer of the concerned organisation for blocking of access by the public any information generated, transmitted, received, stored or hosted in any computer resource:&lt;br /&gt; Provided that any request other than the one from the Nodal Officer of the organisation shall be sent with the approval of the Chief Secretary of the concerned State or Union territory to the Designated Officer.&lt;br /&gt; Provided further that in case a Union territory has no Chief Secretary, then, such request may be approved by the Adviser to the Administrator of that Union territory.&lt;br /&gt;(2) The organisation shall examine the complaint received under sub-rule (1) to satisfy themselves about the need for taking of action in relation to the reasons enumerated in sub-section (1) of section 69A of the Act and after being satisfied, it shall send the request through its Nodal Officer to the Designated Officer in the format specified in the Form appended to these rules.&lt;br /&gt;(3) The Designated Officer shall not entertain any complaint or request for blocking of information directly from any person.&lt;br /&gt;(4) The request shall be in writing on the letter head of the respective organisation, complete in all respects and may be sent either by mail or by fax or by e-mail signed with electronic signature of the Nodal Officer.&lt;br /&gt; Provided that in case the request is sent by fax or by e-mail which is not signed with electronic signature, the Nodal Officer shall provide a signed copy of the request so as to reach the Designated Officer within a period of three days of receipt of the request by such fax or e-mail.&lt;br /&gt;(5) On receipt, each request shall be assigned a number along with the date and time of its receipt by the Designated Officer and he shall acknowledge the receipt thereof to the Nodal Officer within a period of twenty four hours of its receipt.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Committee for examinatlon of request.— The request along with the printed sample content of the alleged offending information or part thereof shall be examined by a committee consisting of the Designated Officer as its chairperson and representatives, not below the rank of Joint Secretary in Ministries of Law and Justice, Home Affairs. Information and Broadcasting and the Indian Computer Emergency Response Team appointed under sub-section (1) of section 70B of the Act.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Examination of request.— (1) On receipt of request under rule 6, the Designated Officer shall make all reasonable efforts to identify the person or intermediary who has hosted the information or part thereof as well as the computer resource on which such information or part thereof is being hosted and where he is able to identify such person or intermediary and the computer resource hosting the informalion or part thereof which have been requested to be blocked for public access, he shall issue a notice by way of letters or fax or e-mail signed with electronic signatures to such person or intermediary in control of such computer resource to appear and submit their reply and clarifications, if any, before the committee referred to in rule 7, at a specified date and time, which shall not be less than forty-eight hours from the time of receipt of such notice by such person or intermediary.&lt;br /&gt;(2) In case of non-appearance of such person or intermediary, who has been served with the notice under sub-rule (I), before the committee on such specified date and time, the committee shall give specific recommendation in writing with respect to the request received from the Nodal Officer, based on the information available with the committee.&lt;br /&gt;(3) In case, such a person or intermediary, who has been served with the notice under sub-rule (1), is a foreign entity or body corporate as identified by the Designated Officer, notice shall be sent by way of letters or fax or e-mail signed with electronic signatures to such foreign entity or body corporate and any such foreign entity or body corporate shall respond to such a notice within the time specified therein, failing which the committee shall give specific recommendation in writing with respect to the request received from the Nodal Officer, based on the information available with the committee.&lt;br /&gt;(4) The committee referred to in rule 7 shall examine the request and printed sample information and consider whether the request is covered within the scope of sub-section (1) of section 69A of the Act and that it is justifiable to block such information or part thereof and shall give specific recommendation in writing with respect to the request received from the Nodal Officer.&lt;br /&gt;(5) The designated Officer shall submit the recommendation of the committee, in respect of the request for blocking of information along with the details sent by the Nodal Officer to the Secretary in the Department of Information Technology under the Ministry of Communications and Information Technology, Government of India (hereinafter referred to as the "Secretary, Department of Information Technology").&lt;br /&gt;(6) The Designated Officer, on approval of the request by the Secretary, Department of Information Technology, shall direct any agency of the Government or the intermediary to block the offending information generaled, transmitted, received, stored or hosted in their computer resource for public access within time limit specified in the direction:&lt;br /&gt; Provided that in case the request of the Nodal Officer is not approved by the Secretary, Department of Information Technology, the Designated Officer shall convey the same to such Nodal Officer.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Blocking of Information in cases of emergency.— (1) Notwithstanding anything contained in rules 7 and 8, the Designated Officer, in any case of emergency nature, for which no delay is acceptable, shall examine the request and printed sample information and consider whether the request is within the scope of sub-section (1) of section 69A of the Act and it is necessary or expedient and justifiable to block such information or part thereof and submit the request with specific recommendations in writing to Secretary, Department of Information Technology.&lt;br /&gt;(2) In a case of emergency nature, tne Secretary. Department of Information Technology may, if he is satisfied that it is necessary or expedent and justifiable for blocking for public access of any information or part thereof through any computer resource and after recording reasons in writing as an interim measure issue such directions as he may consider necessary to such identified or identifiable persons or intermediary in control of such computer resource hosting such information or part thereof without giving him an opportunity of hearing.&lt;br /&gt;(3) The Designated Officer, at ihe earliest but not later than forty-eight hours of issue of direction under sub-rule 2, shall bring the request before the committee referred to in rule 7 for its consideration and recommendation.&lt;br /&gt;(4)    On receipt of recommendations of committee, Secretary, Department of Information Technology, shall pass the final order as regard to approval of such request and in case the request for blocking is not approved by the Secretary. Department of Information Technology in his final order, the interim direction issued under sub-rule (2) shall be revoked and the person or intermediary in control of such information shall be accordingly directed to unblock the information for public access.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Process of order of court for blocking of Information — In case of an order from a competent court in India for blocking of any information or part thereof generated, transmitted, received, stored or hosted in a computer resource, the Designated Officer shall, immediately on receipt of certified copy of the court order, submit it to the Secretary, Department of Information Technology and initiate action as directed by the court.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Expeditious disposal of request - The request received from the Nodal Officer shall be decided expeditiously which in no case shall be more than seven working days from the date of receipt of the request.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Action for non-compliance of direction by Intermediary — In case the intermediary fails to comply with the direction issued to him under rule 9, the Designated Officer shall, with the prior approval of the Secretary, Department of Information Technology, initiate appropriate action as may be required to comply with the provisions of sub-section (3) of section 69A of the Act.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Intermediary to designate one person to receive and handle directions — (1) Every intermediary shall designate at least one person to receive and handle the directions for blocking of access by the public any information generated, transmitted, received, stored or hosted in any computer resource under these rules.&lt;br /&gt;(2) The designated person of the intermediary shall acknowledge receipt of the directions to the Designated Officer within two hours on receipt of the direction through acknowledgement letter or fax or e-mail signed with electronic signature.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Meeting of Review Commlttee — The Review Committee shall meet at least once in two months and record its findings whether the directions issued under these rules are in accordance with the provisions of sub-seclion (1) of section 69A of the Act and if is of the opinion that the directions are not in accordance with the provisions referred above, it may set aside the directions and issue order for unblocking of said information generated, transmitted, received, stored or hosted in a computer resource for public access.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Maintenance of records by Designated Officer — The Designated Officer shall maintain complete record of the request received and action taken thereof, in electronic database and also in register of the cases of blocking for public access of the information generated, transmitted, received, stored or hosted in a computer resource.&lt;/li&gt;
&lt;li style="text-align: justify; "&gt;Requests and complaints to be confidential — Strict confidentiality shall be maintained regarding all the requests and complaints received and actions taken thereof.&lt;/li&gt;

&lt;p style="text-align: justify; "&gt;A specially-trained team of 20 police officers will staff the lab,  which was launched over the week end and will work around the clock to  keep an eye on issues being publicly discussed and track matters  relating to public order.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"They will work under Special Branch.  They will monitor and find out which topics are trending among the youth  so we can plan law and order in a good way," police spokesman  Satyanarayan Choudhary told AFP on Monday.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In November police  sparked outrage and fierce debate about India's Internet laws by  arresting two young women over a Facebook post criticising the shutdown  of Mumbai after the death of a local hardline politician.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The pair  were arrested under laws including section 66a of the Information  Technology Act, which forbids "sending false and offensive messages  through communication services" and can lead to three years in jail.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The case followed several arrests across the country for political cartoons or comments made online.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Sunil  Abraham, executive director of the Bangalore-based Centre for Internet  and Society research group, said the "natural reaction" was to worry  about the new police lab given the way the law has been used.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"Police  in the last four years have acted in an arbitrary and random fashion,  often using the IT Act to settle political scores," he told AFP.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"When there's no crisis for the police, proactively keeping an eye on what people are saying or doing is overkill," he said.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Choudhary  said the lab was not set to censor comments, echoing a statement made  by police commissioner Satyapal Singh at the launch.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"By reading  the mindset of what people are writing on various modes of  communication, we will try to provide better and improved safety and  security to the Mumbai citizens," Singh said.&lt;/p&gt;
