&lt;p style="text-align: justify; "&gt;Like many of his peers in ministries across New Delhi, IT Minister Kapil Sibal's office recently sent an email inviting journalists to the launch of his new personal website using the free email service.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Others, including senior foreign ministry officials, the information and broadcasting minister and the health ministry secretary, also use Gmail, Hotmail or Yahoo instead of their government accounts.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;When asked why he continued to use his Hotmail for official use, Sibal declined to comment, but a senior bureaucrat in his ministry admitted that he personally preferred Gmail because it is "just a lot easier".&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"We keep moving, get different designations, go different places and with that, our emails change. You lose contacts and important emails, which you don't need to worry about with a Gmail account," the bureaucrat told AFP.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"To be honest, the quality of our official mail isn't that great yet. It still needs some work," he added on condition of anonymity.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Security concerns&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;IT security expert Sunil Abraham said the use of Gmail and the like was highly risky since the American services had their servers in the US and the National Security Agency has been known to tap into their database systems.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;It is unclear how many state and federal public workers actively use popular email services for office, but some of the estimates are startling.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"As much as 90 percent of government officials use private email (services) for official use... that's because their official email is not as stable or speedy," said Abraham, executive director of the Bangalore-based Centre for Internet and Society.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In September Sibal's ministry announced a new "Email Policy of the Government of India" in the wake of spying allegations about the NSA revealed by former NSA contractor Edward Snowden.&lt;br /&gt;NSA's tentacles not only crept into the Indian embassy in Washington and its UN office in New York, but also accessed email and chat messenger contact lists of hundreds of millions of ordinary citizens worldwide, according to media reports.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;During a single day last year, the NSA's Special Source Operations branch collected 444,743 email address books from Yahoo, 105,068 from Hotmail, 82,857 from Facebook, 33,697 from Gmail and 22,881 from unspecified other providers, The Washington Post said, according to an internal NSA presentation.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The $11 million Indian project aims to bring some five million public employees onto the government's email domain powered by the National Informatics Centre (NIC) as early as mid-December.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;It is awaiting clearances and suggestions from all ministries before the proposal goes to the cabinet this month.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;J. Satyanarayana, secretary of the department of electronics and IT, dismissed claims that the policy was too late and was a response to the Snowden scandal.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"The policy is not a reaction to any global spying revelations, it was already in the works. It is just a mere coincidence that both came around the same time," he said.&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Fresh doubts&lt;/h3&gt;
&lt;p style="text-align: justify; "&gt;Some cyber security experts say bringing millions aboard a centralised server could make a hacker's job easier, with all critical government information available on a single platform.&lt;br /&gt;More than 11,000 Indian websites were hacked or defaced between May and August this year, with a large number of attacks on the ".in" domain whose servers are in India, the Times of India reported last month.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"Making the use of a centralised government server is not the best way to proceed. Having everything on one platform makes it even more vulnerable to cyber attacks and hacking," said Abraham.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"It also brings about new worries of the NIC becoming the local snoop."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Some also predict that the ambitious policy would eventually fizzle out for lack of attention from ministers and bureaucrats, who work in government offices where stacks of yellowing files and papers are still a common sight.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"It's sad but most of these officials don't understand much about technology, so mastering email is something that is miles and miles away," said Vijay Mukhi, a Mumbai-based cyber security expert.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"These guys saw all the snooping news and suddenly they woke up and said 'lets make an email policy'. Enforcing this is not possible on a practical basis."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The IT ministry also plans to conduct workshops to teach employees about email security such as when to change passwords and user names and how to use email.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"Every employee should know how, what and when critical data can be vulnerable... with most work still done on paper, it is important to know the nitty-gritty of using email," Satyanarayana said.&lt;/p&gt;

        &lt;b&gt;Building on the workshop in Dagstuhl in June-July 2011 (International View of the State-of-the-Art of Cryptography and Security and its Use in Practice), Beijing  (International View of the State-of-the-Art of Cryptography and Security and its Use in Practice  II), and Athens (International View of the State-of-the-Art of Cryptography and Security and its Use in Practice  III) that set the stage for discussions on cryptography among a group of key researchers from Europe, Asia, and North America, the  one day workshop in Bangalore, following AsiaCrypt 2013  will again bring together internationally recognized scientists to discuss direction and development in  theoretical and applied cryptography and surrounding societal issues. &lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;There will be four focus areas:&lt;/p&gt;

They               will also examine non-technical issues surrounding               deployment and adoption of new security technologies using               encryption, such as privacy or economic consideration.               Approaches and projects in different countries will be               discussed, in order to increase awareness of the R&amp;amp;D               activities internationally and continue to for a strong               community of research and practice and in order to               generate new ideas in this field.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Finally, the Election Commission said it would wait until 9:30 p.m. to close the polls. At the polling station in the New Delhi district, those waiting in line agreed that a relatively warm winter evening was helping to draw people out to vote.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Though no official data on voter turnout had been released by 9 p.m., it was clear that voters were coming out in unprecedented numbers for this year’s Delhi state elections. Analysts were predicting that this election would break the previous voter turnout record of 61.75 percent in 1993.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Unlike in the past, this year’s contest featured a potential spoiler in the Aam Aadmi, or Common Man, Party. Its leader, the firebrand anticorruption activist Arvind Kejriwal, was battling to dethrone the state’s longtime chief minister, Sheila Dikshit of the Congress Party, and siphon votes from the other establishment choice, the Bharatiya Janata Party, or B.J.P. (Exit polls by the &lt;a href="http://zeenews.india.com/assembly-elections-2013/delhi-polls/delhi-exit-polls-live-bjp-biggest-winner-aap-plays-spoilsport-for-congress_894372.html"&gt;local media&lt;/a&gt; on Wednesday night were showing that the B.J.P. was likely to win the most seats in the state assembly.)&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The prospect of upending the political status quo brought out young voters like 23-year-old Hina Kousar, although she had to put up a fight with her family to cast her vote for the Aam Aadmi Party. Her mother lectured her on how governments don’t care about people, but that didn’t deter Ms. Kousar.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“They have the wrong mentality, and young people should change it,” she said. “My granny is 70 years old and I told her to vote.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Many of the youthful voters turned voting into a social activity, both in person and online. At one polling station, most people cast their votes quietly and left, but many of the young voters came with their friends. They talked animatedly about their choices while leaving the polling stations.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Others called their families to say they had voted. Some clicked photos of each other on their smartphones and posted the images on their Facebook pages.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In less than a year, Mr. Kejriwal, 45, and his party has pasted itself quite literally on city’s consciousness with aggressive campaigns and posters of brooms, symbolizing sweeping away the old order. And that’s why he got Ms. Kousar’s vote.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“The most important thing is that he has promised to remove corruption. The money that is going into Swiss banks is our money. The rising market prices are because of it,” she said.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Several voters between the ages of 20 to 25 who were interviewed by India Ink said they were backing Mr. Kejriwal, who represented a change from the three-term winner Ms. Dikshit. The B.J.P. had no star state candidate that appealed to them, even though its prime ministerial candidate, Narendra Modi, engaged with students at Delhi University earlier this year and is extremely active on social media.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Besides corruption, several young voters, both male and female, said that ensuring women’s safety had to be a priority for any Delhi government.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Despite the appearance of a robust youth presence at the polls on Wednesday, analysts are waiting on the Election Commission’s numbers before declaring this election cycle the year of the youth vote.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Sanjay Kumar, an election analyst from the Center for the Study of Developing Societies in Delhi, said that as of July, only 68 percent of eligible voters between the ages of 18 and 21 had registered to vote, far lower than the 86 percent average of other demographics.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;V.S. Sampath, the chief election commissioner in India, said that youth participation in the electoral process had been a priority in recent years, and several efforts including visiting universities and colleges had been made to register them, which had resulted in a “significant increase.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In 2011, Mr. Sampath said, 119,000 voters between the ages of 18 and 19 were on the electoral rolls in Delhi, which accounted for 0.93 percent of total Delhi voters, but now the numbers had gone up to 405,000, or 3.4 percent.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Election observers have also pointed out that the hype about social media, especially Twitter, becoming a tool for political expression and organization for the youth has not necessarily translated into a surge in voting in that demographic of users.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The political debates on social media could translate into votes by the next elections, according to Sunil Abraham from the Centere of Internet and Society in Bangalore, who describes the Internet penetration as “limited,” and social media use even smaller and dominated by the economic elite.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Mr. Abraham, however, said social media is influencing the political discourse, not by motivating voters, but by influencing the coverage in mainstream media.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Relative to the country’s population, he added, social media users had a “disproportionate influence on discourse.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;But the young voters who spoke to India Ink said that at least for them, social media did play a role in drawing them into politics this year. Mr. Syal, the Congress voter, for instance, said that he had posted a message on his Facebook wall criticizing some of Mr. Kejriwal’s claims, which drew 50 comments.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;And Mr. Sasidharan, the Aam Aadmi Party supporter, posted on Facebook a photo of him holding up his finger stained with ink, showing that he voted, immediately after coming out of the polling station. “I hope that it inspires more people to come and vote,” he said.&lt;/p&gt;

    <title>When the virtual world wakes up the real one</title>

        &lt;b&gt;The unprecedented wave of voices speaking up against sexual harassment in recent times has as much to do with technology as the determination to seek justice. From Twitter to Tumblr, and blogs to pastebin, the internet's anonymity, reach and speed allow small, personal stories of abuse to swell into big stories.&lt;/b&gt;
        &lt;p style="text-align: justify; "&gt;The article by Malini Nair was &lt;a class="external-link" href="http://articles.timesofindia.indiatimes.com/2013-11-24/deep-focus/44411700_1_social-web-sexual-harassment-editor-tarun-tejpal"&gt;published in the Times of India&lt;/a&gt; on November 24. Nishant Shah is quoted.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;The outrage over the Tehelka case started with a post on pastebin, an  anonymous document sharing site, on Wednesday evening. It contained the  email managing editor Shoma Chaudhury had sent to the Tehelka staff with  editor Tarun Tejpal's "atonement" letter appended below. A few hours  later, the story had ballooned into a heated debate, and the outpouring  forced what was being dismissed as an "internal matter" to be treated as  a criminal case.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The two &lt;a href="http://timesofindia.indiatimes.com/topic/Women"&gt;women&lt;/a&gt; who recently spoke up against harassment at the hands of a retired  Supreme Court judge also used Facebook and the blogosphere to tell their  stories, ensuring that the real world was actually moved into taking  action. "The social web's biggest comfort is that we are no longer  alone," says Nishant Shah, director, Research at the Centre for Internet  and Society, Bangalore. "No matter what has happened to us, it has  happened to somebody else. The possibility of finding credulous and  empathetic audiences who but share our pain, understand it, and respond  to it is unprecedented." Retweets and comments have often been described  as the digital equivalent of holding hands.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Shah's pick of web  campaigns that highlighted the problems include Blank Noise which calls  women to talk of small, everyday stories of harassment, the Pink Chaddi  drive and Why We Need Feminism, a web venture across American  universities.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The other reason why the net encourages victims of  abuse who might otherwise have stayed quiet to speak out is its  "pseudonymity", as Shah terms it. In societies where there is shame  attached to talking about sexual assault, the online space saves women  from having to put themselves out in the "physical space" while ensuring  that the perpetrator is exposed, he points out.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;A plus for  social web is that it gets other victims to speak up as well, gathering  force and magnitude in the process. This happened in the instance of the  legal interns. Another instance that surfaced just a month ago was of  two American women science bloggers Danielle Lee and Monica Byrne. When  Lee refused to write a piece for free for Biology Online, she was called  "urban whore" by an enraged editor. She blogged about it and the  ensuing storm over social media got her huge support. After Lee's  expose, Byrne blogged about an acutely sexual conversation a powerful  science writer inflicted on her. The outrage this provoked abated only  after he made amends.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;As an article in Gender and Culture blog project puts it: "( The digital world provided) a &lt;a href="http://timesofindia.indiatimes.com/topic/Forum"&gt;forum&lt;/a&gt; for these victims to document their abuse, and a courtroom where the  abusers have been judged and found guilty by public opinion".&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Of  course there are problems with the internet's version of justice — it  tends to play judge, jury and executioner with giddy recklessness. In  the Tehelka case, the first questionable moment came when the survivor's  email was tweeted and re-tweeted with no concern for her requests for  anonymity. "The problem with Twitter and Facebook is the incredible and  gross violations of privacy of the survivor. And otherwise responsible  adults join lynch mobs calling either the &lt;a href="http://timesofindia.indiatimes.com/topic/Survivor"&gt;survivor&lt;/a&gt; or the accused names, making ridiculous allegations, desperately  looking for an easy narrative to hang everything on," says author Nisha  Susan, who led the Pink Chaddi campaign.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Commentator Santosh Desai says that it is tough to choose between an  unbridled but powerful social web and one that is cautious and governed  by norms. "Earlier, there were receivers and broadcasters who were few  and governed by licenses and a code of behaviour. Now everyone is a  broadcaster, everyone is a circulator and everyone is an aggregator.  Having no oversight here could be problematic," he says.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Susan says communities need to go beyond social media in such situations. "It should also be a time for us to reflect. On what we would do in such a situation, how we could perhaps prevent it, on the sense of entitlement powerful men have all over the world, on the awful pressures young women face. We should all be reflecting. Instead we are just re-tweeting."&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;I am making a list of all the platforms that I use to connect with the large networks that I belong to. Here goes: I use Yahoo! Messenger to talk to my friends in east Asia. Most of my work meetings happen on Skype and Google Hangout. A lot of friendly chatter fills up my Facebook Messenger. Twitter is always available for a little back-chat and bitching. On the phone, I use Viber to make VoIP calls and WhatsApp is the space for unending conversations spread across days. And these are just the spaces for real-time conversation. Across all these platforms, something strange is happening. As I stay connected all the time, I am facing a phenomenon where we have run out of things to say, but not the desire to talk.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;I had these three conversations today on three different instant-messaging platforms:&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Person 1 (on WhatsApp): Hi.&lt;br /&gt;&lt;br /&gt;Me: Hey, good to hear from you. How are you doing?&lt;br /&gt;&lt;br /&gt;Person 1: Good.&lt;br /&gt;&lt;br /&gt;Me (after considerable silence): So what's up?&lt;br /&gt;&lt;br /&gt;Person 1: Nothing.&lt;br /&gt;&lt;br /&gt;End of conversation.&lt;br /&gt;&lt;br /&gt;Person 2 (On an incoming video call on Skype): Hey, you there?&lt;br /&gt;&lt;br /&gt;Me: Yeah. What time is it for you right now?&lt;br /&gt;&lt;br /&gt;Person 2: It is 10 at night.&lt;br /&gt;&lt;br /&gt;Me: Oh! That is late. How come you are calling me so late?&lt;br /&gt;&lt;br /&gt;Person 2: Oh, I saw you online.&lt;br /&gt;&lt;br /&gt;Me: Ok….. *eyes raised in question mark*&lt;br /&gt;&lt;br /&gt;Person 2: So, that's it. I am going to sleep soon.&lt;br /&gt;&lt;br /&gt;Me: Ok…. Er…goodnight.&lt;br /&gt;&lt;br /&gt;Person2: Goodnight.&lt;br /&gt;&lt;br /&gt;We hang up.&lt;br /&gt;&lt;br /&gt;Person 3 (pinging me on Facebook): Hey, you are in the US right now?&lt;br /&gt;&lt;br /&gt;Me: Yes. I am attending a conference here.&lt;br /&gt;&lt;br /&gt;Person 3: Cool!&lt;br /&gt;&lt;br /&gt;Me: Umm… yeah, it is.&lt;br /&gt;&lt;br /&gt;Person 3: emoticon of a Facebook 'like'. Have fun. Bye.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Initially I was irritated at the futility of these pings that are bewildering in their lack of content. I dismissed it as one of those things, but I realise that there is a pattern here. Our lives are so particularly open and documented, such minute details of what we do, where we are and who we are with, is now available for the rest of the world to consume, making most of the conversations seeking information, redundant. If you know me on my social media networks, you already know most of the basic things that you would want to know about me. And it goes without saying that no matter how close and connected we are, we are not necessarily in a state where we want to talk all the time. The more distributed our lives are, the more diminished is the need for personal communication.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;And yet, the habit or the urge to ping, buzz, DM or chat has not caught up with this interaction deficit. So, we still seem to reach out, using a variety of platforms just to say hello, even when there is nothing to say. I call this the 'Always On' syndrome. We live in a world where being online all the time has become a ubiquitous reality. Even when we are asleep, or busy in a meeting, or just mentally disconnected from the online spaces, our avatars are still awake. They interact with others. And when they feel too lonely, they reach out and send that empty ping — just to confirm that they are not alone. That on the other side of the glowing screen is somebody else who is going to connect back, and to reassure you that we are all together in this state of being alone.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;This empty ping has now become a signifier, loaded with meaning. The need for human connection has been distributed, but it does not compensate our need for one-on-one contact. In the early days of the cell phone, when incoming calls were still being charged, the missed call, without any content, was a code between friends and lovers. It had messages about where to meet, when to meet, or sometimes, just that you were missing somebody. The empty ping is the latest avatar of the missed call — in a world where we are always online but not always connected, when we are constantly together, but also spatially and emotionally alone, the ping remains that human touch in the digital space that reassures us that on the other side of that seductive interface and the buzzing gadget, is somebody we can say hello to.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt; &lt;/p&gt;

&lt;p style="text-align: justify;"&gt;To open the interview series for the &lt;a href="https://cis-india.org/digital-natives/making-change/" class="external-link"&gt;Making Change project&lt;/a&gt;, I interviewed &lt;a class="external-link" href="http://fellows.ted.com/profiles/jasmeen-patheja"&gt;Jasmeen Patheja&lt;/a&gt;. She is the founder of &lt;a class="external-link" href="http://blog.blanknoise.org/"&gt;Blank Noise&lt;/a&gt;, a &lt;a class="external-link" href="http://en.wikipedia.org/wiki/Blank_Noise"&gt;volunteer-led arts collective community that started in Bangalore&lt;/a&gt; and has now spread to Mumbai, Delhi, Chennai, Calcutta, Chandigarh, Hyderabad, and Lucknow. It seeks to address street sexual harassment and violence by triggering dialogue and building testimonials around notions of "teasing" and "harassment" in the public discourse. The collective has garnered attention and momentum since it was founded in 2003, and ever since, it’s fostering a model of active citizenship across India through its volunteer network. The story of Blank Noise and the working of community art with technology highlight the need to create spaces of expression and experience in which civic and political creativity can develop and unfold organically.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;One of the main reflections stemming from my conversation with Jasmeen was the question of how technologies can create a sense of ownership and active citizenship. At the moment, we are moving on to a scenario in which technology has a more pervasive and complex presence. It is no longer judged merely on its connective utility, but is also understood as an actor, a space and a context within the ecosystem of social change and political democratic systems. For this reason, it is paramount to get to know the citizen that is being exposed to, influenced and impacted by these technologies and identify the ways in which his self-identity, social membership and political participation (King and Waldron 1988, Turner 1986, 1990) are being molded by them.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;In this post, I aim to unpack ‘active citizenship’ drawing from political science literature around citizenship and civic engagement. The analysis will be based on two dichotomies proposed by Turner: the tension between the active-passive citizen, and the contradictions between its private and public presence. I will then refer to Westmeister and Kahnein, Kabeer, Gaventa and Bennett to identify the type of citizen that Jasmeen Patheja hopes to yield through her project and the main challenges of manoeuvering in the public space. Finally, I will look at some of the tactics taken by Blank Noise to reconcile these tensions through community art and technology. This exploration of citizenship is a first stage in the journey of detecting the undertones of citizen action for social change in the digital era.&lt;/p&gt;
&lt;h2 align="center" style="text-align: justify;"&gt;Unpacking Citizenship&lt;/h2&gt;
&lt;h3&gt;&lt;br /&gt;ACTIVE VS. PASSIVE CITIZEN&lt;/h3&gt;
&lt;p&gt;&lt;strong&gt;What is the difference between an active and a passive citizen?&lt;/strong&gt;&lt;/p&gt;
&lt;div class="pullquote"&gt;A passive citizen comes to existence as a subject, recipient or client  of the state (...) regards its rights as privileges handed down from above (...)complies with norms yet does not act to change circumstances (...)and its  security and survival are merely determined by constitutional and common  law traditions&lt;/div&gt;
&lt;p align="justify"&gt;Turner places the citizenship question on two points of contention. The first: the vectorial nature of citizenship and how to recognize an ‘active or passive’ citizen. According to his analysis, a citizen either comes to existence from above as mere subject of the state, or from below as an active bearer of its rights (Mann 1987, Ullmann 1975, Turner 1990). The force and direction from which the citizen emerges has important implications for the self-identity of the individual, its confidence and disposition for political participation (Merrifield, 2001). A passive citizen regards its rights as privileges handed down from above, in such a way that citizenship becomes a strategy for social integration and cooperation (Mann, 1986). Westheimer and Kahne find the manifestation of this model in what they call a “Personally Responsible Citizen”: a dutiful citizen who complies with norms, pays taxes and obeys laws, yet does not act to change the circumstances of other communities (2004). However, defining the citizen as a passive actor constraints its role within its network. If the citizen’ security and survival are merely determined by constitutional and common law traditions, and the negotiation between institutions and the individual (Weber 1958 - refer to Turner 1990), the individual is a disempowered recipient or client (Cornwall, 2007) as opposed to the proactive agent Blank Noise looks to recruit and shape through heir interventions.&lt;/p&gt;
&lt;p&gt;Patheja, as shown by the interview, aims to disrupt the passive citizen model by fostering political participation and putting its counterpart: ’the active citizen’ forward. Blank Noise believes the citizen must ground its claims from the grassroots and grow from below; yet still be visible and present in the public space, redefining problematic concepts looming in society’s social imaginary; what Turner would describe as revolutionary citizenship (1990).&lt;/p&gt;
&lt;blockquote&gt;
&lt;p&gt;&lt;strong&gt;How is your practice building a stronger model of citizenship?&lt;/strong&gt;&lt;br /&gt;Change cannot happen only at one level. It would involve more people and different groups from different communities. For example, with citizen-led street action; we can’t end it there. It needs to push home the cause and make [the issues] visible with the government. How do we work with the government? Learning to ask and not assume it’s all their responsibility, but learning to assert our citizenship. What does it mean to do this? What does it mean to ask for safer cities in a way that it doesn’t become somebody else’s business entirely but that it’s about being able to see we are a society. We must understand the process of citizenship; what it means to be in a democratic country and what means to be a female citizen in it.&lt;/p&gt;
&lt;/blockquote&gt;

&lt;p&gt;&lt;br /&gt;An active citizen comes from below as an active bearer of its rights (...), feels impelled to engage and mobilize its network (...) keeps government and community members in check (...) and evolves with a higher sense of individual purpose favoring solidarity and maintaining networks of community action.&lt;/p&gt;
&lt;/div&gt;
&lt;p align="justify"&gt;&amp;nbsp;&lt;/p&gt;
&lt;p align="justify"&gt;Westheimer and Kahne label this stronger orientation towards a social-change approach as the second degree of civic engagement or as the behaviour of a &lt;strong&gt;‘participatory citizen&lt;/strong&gt;’; an individual who feels impelled to engage and mobilize its network, skills and action to respond to a community need. This participation impetus is one of Patheja’s main expectations from its Action Hero Network. However, this entails relying on intimate shifts of behaviour and attitude among the volunteers, which are in essence hard to demand, inculcate and entrench by a third party.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Their approach also reflects a vision of citizenship that relies on collective action (Montgomery, 2004) to, not only keep the government in check as suggested by Westheimer and Kahnne, but other community and society members as well. From Bennett’s point of view and taking the role of information technologies into account, he would define the ideal Action Hero as a self-actualizing citizen. In contrast to its counterpart: the dutiful citizen,&amp;nbsp; who sees its obligation to participate in government-centered activities, the AC evolves with higher sense of individual purpose, favouring and maintaining networks of community action, backed up by a growing distrust in media and the government. In this sense the role of technology is also paramount to how Blank Noise spreads its predicament and expands its outreach:&lt;/p&gt;
&lt;blockquote&gt;
&lt;p class="normal"&gt;&lt;strong&gt;What is the role of technology and media in your project?&lt;/strong&gt;&lt;br /&gt;Using the web for example, we happened to stumble upon blogging and we realized there was a community there. Once [Action Heroes] started blogging and the press started writing about it, it created a community further. So, going back to the fact that our constant thread of conversation has been the web, there is a large percentage of the English speaking youth who are action hero agents anidd now have the responsibility of taking the conversations and actions forward.&lt;/p&gt;
&lt;p class="normal"&gt;On the other hand, this is not always the case. In Delhi we did an event in collaboration with Action Aid. Many of the Action Aid volunteers weren’t necessarily on Facebook. They were people who were largely Hindi speaking; their stories were about harassment in slums and these were men and women wanting to do something about the issue. So being a loose volunteer is one way, but identifying different communities is also important. Every space is a point of engagement and we use different forms of media to enable that.&lt;/p&gt;
&lt;/blockquote&gt;
&lt;p style="text-align: justify;"&gt;Citizen participation, communication and mobilization mechanisms, mediated by the state in the past, are now taken up by the people in the form of social protest, civil disobedience, digital activism, consumerism, etc. (Bennett, 2008). The emphasis on collective action also calls for a broader understanding of the citizen, away from the state-conferred rights and duties, and a definition that includes solidarity and membership to broader communities (Ellison 1997), Heater and Kabeer defines this as a “horizontal view” that stresses the relationship between citizens over that of the state and the individual (Heater 2002, Kabeer 2007) and Berlin has also made the connection between group identity and affiliation as a building block of citizenship&amp;nbsp; (1969).&lt;/p&gt;

&lt;p class="normal"&gt;[on Giving Letters to Strangers] We trigger a conversation and it takes its own journey. Over time, what does it take to lean back and relax? Each person participates establishing their own level of comfort and every person’s narrative is different. [The project is] happening in Delhi while it is happening in Bangalore; allowing it to happen in a very individual, self-confrontational and at the same time, collective experience. They are doing this alone knowing that others are doing the same.&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;In this way, Blank Noise has envisioned and designed a project that fosters an active, participatory, self-actualizing and horizontal model of citizenship. This combination builds a citizen prototype with a positive disposition and attitude to civic action; traits that Gaventa identifies as elements of empowerment and political agency that can derive into higher possibilities for social change. Having citizens identify community’s ailments as their own and their network’s responsibility, results in conversations that act as causal nexus of community action. The main challenge at the moment is the implementation of this model. To what extent will the Action Hero represent this model uniformly and steadily, preventing dissonance between Blank Noise’s discourse and its practice. And secondly, how will Blank Noise volunteers negotiate their political participation between public and private spaces?&lt;/p&gt;
&lt;h3&gt;PRIVATE VS. PUBLIC SPACE&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Where should the active citizen operate?&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The second tension on citizenship, as identified by Turner, is its political expression on the public arena versus its manifestation on the individual’s private space. We asked Jasmeen about the crises and spaces in which Blank Noise is operating:&lt;/p&gt;
&lt;blockquote&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;To what crisis is the project responding to?&lt;/strong&gt;&lt;br /&gt;The project responds to the crises and experiences of street harassment. To the sense of getting defensive, agitated, angry; creating a wall and feeling vulnerable in a city. Blank Noise was initiated at a time were street harassment was disregarded and dismissed as teasing. This ‘eve-teasing’, just going by the pulse of things, included concepts of molestation and sexual violence. There was denial, there was silence.&lt;/p&gt;
&lt;/blockquote&gt;
&lt;p style="text-align: justify;"&gt;First point on the public vs. private dilemma lies on the issue at hand. Volunteers are working to re-conceptualize social norms around ‘safety’, ‘agency’ and ‘gender’, that are not only deeply entrenched in society, but that can also be traced back to the private domain of traditions and culture at the household level. By openly discussing ‘sexual harassment’ in the public space and enabling volunteers to express and act on the basis of a new understanding of citizenship and freedom, the collective is possibly also redefining dynamics at the private space of its volunteers. What is more, the motivation and determination to be an Action Hero, as mentioned by Patheja, must be grounded in a "&lt;em&gt;personal shift and challenge&lt;/em&gt;".&lt;/p&gt;
&lt;blockquote&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;How does this translate it into citizens taking ownership of the cause and sustained behavioral change in everyday practices?&lt;/strong&gt;&lt;br /&gt;Anger is a good starting point. It is worrying when there is no anger. And then it has to be a personal shift. We’ve learned from conversations and feedback that volunteers who would say: “we came to address the issue and we are realizing that we are doing something in ourselves”. So what is the spirit of an Action Hero? Allowing something to shift and challenging something in yourself. Last year for example we worked towards having locality specific Action Hero networks and on how this intuitive citizen can become a full citizen, in terms of being an informed citizen as well.&lt;/p&gt;

&lt;p style="text-align: justify;" class="normal"&gt;The expectation of a personal pledge at the individual, community and public level, signals the project is blurring the lines between the private and public domain and fostering the politicization of the citizen at all fronts. This suggests that in order for the claims and behaviour of Action Heroes to become sustainable, they must also trickle into the common citizen’s routine. In words of Arendt: &lt;em&gt;“the space of appearance comes into being whenever men are together in the manner of speech and action, predating all formal constitutions of the public realm” &lt;/em&gt;(1989). Establishing the private-public space as a common ground works towards bringing consistency and coherence to the interventions, yet it remains in many ways problematic and threatening to individual freedoms.&lt;/p&gt;
&lt;blockquote&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Does your project create new spaces for citizen expression and action?&lt;/strong&gt;&lt;em&gt;&lt;br /&gt;&lt;/em&gt;Our role is to build testimonials and translate them back into the public domain. An example of this is the blogathon that happened in 2006, initiated by our Action Hero. She said: let’s invite bloggers to share their experiences of street harassment. 4-5 male and female Action Heroes made the event happen and in a couple of days we had hundreds and hundreds of testimonials and people talking about this for the first time. Maybe it was the first time speaking about it, remembering things that happened ages ago and that they had never shared. Suddenly the web was seen as a space where people could speak. Suddenly people had so much to say about the issue, the person dismissing the issue and their relationship with their body and the city.&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;Turner reflects on the French revolution tradition to shed light on this particular challenge for active citizenship, as what bound Frenchmen together was their citizen identity (Baker 1987). Passing on from state subjects, to actively voicing their political, civic and social aspirations coupled with meaningful mechanisms of participation. However, how do we reconcile this tradition of positive democracy with the American understanding of citizenship that enshrines the autonomous sanctity of the private space. American individualism values personal success and the main way to exercise political participation is through voluntary associations that do not represent a large-scale force -or a threat-&amp;nbsp; with enough power to shape their lives (Bellah et. al 2008, Turner 1990). Translating this to the Bangalorean context: a changing society in which community- based traditions in the household are coexisting with an agitated and growingly individualist youth culture; the issues and interventions must be addressed in an implicational manner. The connections between the issue and individual freedoms must be made, in order for these actors to be willing to politicize their action in both the public and private spheres.&lt;/p&gt;
&lt;h3&gt;&lt;strong&gt;MIDDLE CLASS ACTIVISM&lt;br /&gt;&lt;/strong&gt;&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Can everybody be an active citizen?&lt;/strong&gt;&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;The second challenge is rooted in the socio-economic group that comprises the body of volunteers of Blank Noise. I asked Jasmeen the extent to which the Action Hero Network was being led by middle class citizens.&lt;/p&gt;
&lt;blockquote&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Are you only reaching out to the middle class activist that has the resources to be part of the Blank Noise project?&lt;/strong&gt;&lt;br /&gt; Yes and no. A large percentage of our volunteers are usually web-savvy, English speaking, teenagers or in their early 20s. Others have been around for the last decade. The mainstream media also reports back mainly to the web-savvy groups. But it is also about one action hero inspiring another Action Hero. I find [the project] fascinating in terms of the spaces it leaks into. Some people tell me they were at their religious meeting and they overheard two women talking about the project, who were not necessarily web-savvy. Ultimately the media is not only reporting us but we see them as&amp;nbsp; point of engagement in which more and more citizens take ownership of the issue. Although our network is largely urban middle class, we are at the point where we collaborate largely with other groups that are working with different communities so it completes the entire picture. The question is: how do you take the conversation forward? What can be that medium? and what kind of technology can get to people?&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;&lt;br /&gt;This demographic is ultimately an interest group leading a movement and has taken on the responsibility of spreading the call to action among its network. Foregoing the assumption that every Indian citizen wants to challenge concepts of sexual harassment in the city, the fact that one group is spreading a specific opinion puts forward a tension between the dynamics of public social protest and the existence of privatized dissent. Turner reflects on Mill’s On Liberty and shows how this could entail a threat of spreading mass opinion to the extent it makes all people alike (Turner, 1990).&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Kabeer also highlights this by exploring the tension between universality versus particularity — a debate that questions the extent to which human rights advocacy in the public sphere will be equally received and supported by every group, given diversity of opinion within as well as obstacles to freedom of speech. Nyamu-Musembi attempts to bridge this dichotomy by framing universality as “the experience of resistance to general oppression” and particularity as “how resistance speaks to each relevant social context”. In order to have the issue speak to all citizen groups, Blank Noise is currently also depending on the the ability of its Action Heroes to pass on a message that speaks to the different needs and cultural sensibilities of communities who do not belong to the Anglo-speaking middle class it is currently operating with.&lt;br /&gt;&lt;br /&gt;In response to having the protest of  a specific social group translate into homogenized dissent, Jasmeen is  looking to increase her outreach by approaching and working with other  groups.&lt;/p&gt;
&lt;blockquote&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;How can you build effective solidarity networks among middle class activists, their networks and further communities?&lt;/strong&gt;&lt;br /&gt;It  is an attitude we are trying to push forward: have that conversation  with your grandma; with your domestic help. We would love to do  something with domestic workers for example. We don’t hear enough  stories of who empowers or harasses them. That’s definitely a rising  concern within the collective. We really need to have the complete  spectrum and what kind of technology or strategies can be used to get  it. Identifying these groups is a proposed future project and also an  ongoing preoccupation.&amp;nbsp; For now, our role is to trigger conversations  and have them take their own journey.&lt;/p&gt;

&lt;h3 style="text-align: justify;"&gt;METHODS FOR CHANGE&lt;/h3&gt;
&lt;p&gt;&lt;strong&gt;How does the combination of art and technology foster active citizenship?&lt;br /&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;h3 style="text-align: justify;"&gt;&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;Some of the strategies Blank Noise has devised to overcome these obstacles relate back to the interdisciplinary design of its interventions. First, they are designed to be highly visible and aimed at triggering dialogue. This enables opinions and thoughts to flow from the private space into the public realm. Also, community art and technology as tools of expression and reflection, work as effective channels for responses to flow back and forth between both spaces.&lt;/p&gt;
&lt;blockquote&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;Why did you take a multi-stakeholder approach and brought together technology and art?&lt;/strong&gt;&lt;br /&gt;The entire collective is really based on defining strategies and identifying approaches to breaking denial and building conversation. Our role is enabling dialogue across forms of media and using different strategies to enable dialogue across communities. There are also lots of questions of how to create an art practice that can be collaborative and participatory. Where does art exist? How can art exist, be, feel confrontational? Can arte provoke? How can we build testimonials? Could be on the street, on the blog, twitter or within a workshop. The web has been a constant space. We also work with the web in a way that we have a growing community of Action Heroes, and if you are web-savvy, you carry the responsibility to take the conversation to another space.&lt;/p&gt;

&lt;p align="justify"&gt;Bennett and his work on civic engagement in the digital age, notes that one of the main strategies for positive civic engagement is nurturing creative and expressive actions in this generation.&lt;/p&gt;
&lt;blockquote&gt;
&lt;p style="text-align: justify;"&gt;&lt;strong&gt;How does this approach work towards creating sustainable change?&lt;/strong&gt;&lt;em&gt;&lt;br /&gt;&lt;/em&gt;We are creating tool kits for different ideas so the community can take it forward.&amp;nbsp; There are many creative processes that equip them to initiate action in a community space. For instance, the Yelahanka Action Heroes workshop (http://yelahankaactionheroes.wordpress.com/), was a one month initiative that got Sristhi students to arrive to action heroism through games, like the Hahaha Sangha for example. We invited women out of their homes, and we would speak through pure laughter, gibberish and a sense of play. In doing that, people felt they knew each other. Anonymity was broken, people felt comfortable and safety was established. We are working towards creating safe public spaces and going beyond the biases that come from language or through age. But through the Hahaha Sangha we found there is still a need for facilitators to continue the project with the purpose of creating a safe space. Also, one of our interns is in charge of creating an Action Hero College Network and spreading information about different events, calendars, etc. It is still fluid but we are moving in that direction. Action Heroes are the strength of the project.&lt;/p&gt;

&lt;p style="text-align: justify;"&gt;The ideal of an engaged youth must be sustained by the empowerment of young people; getting them to recognize their personal expression and identities in collective spaces (Bennett, 2008). By setting in place mechanisms and opportunities to critically dissect societal problems and develop a political perspective as put forward by Westheimer and Kahne, as well as the awareness, self-identity and political confidence to act, as noted by Gaventa, the Blank Noise interventions become a context in which active citizenship is more likely.&lt;/p&gt;
&lt;h3 style="text-align: justify;"&gt;Conclusion&lt;/h3&gt;
&lt;p style="text-align: justify;"&gt;This analysis, part of the Methods of Social Change research project, aimed to shed light on how change-makers such as Blank Noise still place a heavy consideration on the notion of citizenship when designing, framing and implementing their projects. What is more, it is paramount to identify the working characteristics of an ‘active citizen’ and reflect on whether these are desirable and necessary in the populace to make political and social change more likely. It also contributes to the Making Change project by unpacking the workings of a change actor that is not confined to the ‘category of citizen’ but is still closely linked to processes of citizen action and social change in Bangalore.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;As seen throughout this post, the analysis of our citizen is not grounded on its relationship with the state, but instead on its disposition, self-identity and notion of social membership. After identifying our ideal active citizen: an active bearer of his rights, that defines itself horizontally in relation to other citizens and their rights, participates in political processes and is informed about and at odds with power imbalances, the Blank Noise experience demonstrated spatial tensions in implementing this ideal and practice in the public and private realms. Designing strategies and identifying technologies that enable a flow of thought and action between both spaces is a way of restructuring the ecosystem in which volunteers from the Action Hero Network interact with each other, reclaim their citizenship and alter the status quo from within. While Blank Noise is not starting a revolution, it is consolidating a process of steady and growing resistance in the public and private discourse of sexual harassment and eve-teasing in the city.&lt;/p&gt;
&lt;p style="text-align: justify;"&gt;Shah also notes there are implicit codes allowing only certain people to embrace this model of citizenship. This was evident on the demographic that comprises the activist bases of Blank Noise and the risks of homogenizing the political space with their discourse of change. Jasmeen Patheja brought this point forward herself, but with full confidence on the ability of dialogue and conversation to keep luring other social groups and communities into joining the debate. We discussed opportunities from exploring the foreign women experience in the public space in India to expanding the Blank Noise basis through simultaneous international interventions enabled and coordinated through technology. The network is ever-growing and its mechanisms of change are constantly innovating and adapting through its content. In the meantime, the ‘active citizen’ remains at the core of it all, pushing the project forward; fighting among other battles, that of its identity’s reassertion in the landscape of change.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;The Election Commission, which summoned the social media companies  to a meeting last Monday, directed them to cooperate in monitoring  content. They were asked to set up a mechanism that would help prevent  posting of material that could vitiate the election atmosphere,  according to Election Commission officials who are aware of the  development and didn't want to be named. If such content is posted, the  mechanism should also allow for its speedy removal, they said.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"It is difficult to monitor and track content on social media or  Internet sites, since the servers are based out of the US," said one of  the officials cited above. "EC has asked social media giants to  cooperate for compliance with the code of conduct, pre-certification of  advertisement on the web and monitoring malicious content."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The  companies declined to comment and referred ET to the Internet and Mobile  Association of India (IAMAI) for a response. "It was a sensitising  meeting on the code of conduct with some legal and corporate affairs  representatives of Internet firms which are members of IAMAI," said  Subho Roy, president of the grouping.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"The Election Commission  representatives explained to us the model code of conduct, its  importance during the last 48 hours of the election, the pre-certified  advertisements and why they were important in accounting of the  candidate's expenses. They also wanted to understand from us what are  the current methods of removing illegal content from websites under  existing laws. The Election Commission also assured us that at no point  there would be any attempt to censor social media," said Subho Roy,  IAMAI president and one of those present at the November 18 meeting.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;The commission has classified social media into five types - collaborative projects such as Wikipedia; blogs and micro blogs such as Twitter; content communities such as Google-owned YouTube; social networking sites such as Facebook; and games and apps.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"We have received many complaints about misuse of social media platforms, and it is becoming unmanageable. So all these sites shall now be strictly monitored and asked to comply with EC's instructions," an official said.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;According to Election Commission guidelines, "Legal provisions relating to election campaigning apply to social media in the same manner in which they apply to any other form of election campaigning using any other media."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The social media companies will also need to make sure that any advertising they carry conforms to the rules.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;An official said social media companies have been asked to "keep an eye on any breach of model code of conduct, in respect of any party or candidate who posts hate messages or creates hatred or tension between different castes, communities, religions, etc. The social media giants have been directed to ensure pre-certification of advertisement on web/social media (clearance of political advertisement by a committee before being displayed in social media/web by any registered party or by any group or association)".&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;An executive at one of the companies said it would be difficult to keep a check on what was being posted as this may count as a breach of privacy, besides being impinging on other rules.&lt;br /&gt;"It is a highly contentious issue and (it's) impossible to monitor malicious content," said this person who didn't want to be named. "The diktat issued by EC can't be implemented since it overrides the Information Technology Act. We all comply with the IT Act, and the model code of conduct is not for us but for political parties and candidates."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;A privacy advocate pointed out the difficulties that the social media companies may face when it comes to implementing the Election Commission guidelines.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"This is what we call proactive censorship or proactive monitoring and may interfere with the intermediary's immunity from liability, when they have no actual knowledge of content. It may be in conflict with provisions of the IT Act (Section 79) and could have serious privacy implications," said Sunil Abraham of the Centre for Internet Society, and an expert on privacy laws. "Pre-censorship is required by Indian law and courts only for cinema that is exhibited in theatres. In the case of books, this type of censorship has been held to be unconstitutional. This case is worse because it is private pre-censorship of user-generated content that is not subject to judicial review."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Election Commission had, on October 25, asked candidates to provide information about social media accounts and expenditure on online campaigns. It had clarified that the provisions of the code of conduct would apply to the Internet, including social media websites.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;A Congress member said social media accounts would be difficult to police as these may be in the name of individuals and have no direct links to parties or candidates.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"The biggest problem is that candidates or political parties may not be operating their Twitter handles or posting advertisements on Facebook or the web, but (through) an unknown Internet army, which builds up a social media campaign and posts hate messages," the person said. A senior Congress MP, who didn't want to be named, suggested that such efforts were extensive on behalf of BJP prime ministerial candidate Narendra Modi, the chief minister of Gujarat.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"More than 90% of Twitter traffic is emanating from Rajkot, Ahmedabad and Baroda, all in Gujarat," this person said. "Who are these people, campaigning and managing an obnoxious campaign?"&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;BJP denied that its Internet campaigns were in violation of any Election Commission guidelines.&lt;br /&gt;"There is no truth in these allegations and Congress has little understanding of this," said Arvind Gupta, who heads BJP's IT cell. "Narendra Modi has a pan-India presence and is a popular leader, they are just jealous of him. We have a social media cell, which acts responsibly and complies with guidelines."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Election Commission officials said social media companies have been asked to resolve issues related to malicious content and provide details of serious infringements. The ministry of communications and information technology has also been asked to suggest ways of tackling the matter.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;Creative  Commons (CC), a non-profit organization headquartered in Mountain View,  California, US, which enables Internet users to share and use the  creativity and knowledge of others, on Tuesday relaunched its India  chapter after six years. CC provides free copyright licences that give  creators a way to share their creative work, on conditions of their  choice.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In India, for instance, Pratham Books, a not-for-profit publisher,  licenses its content under a CC licence that allows others to use the  content (on certain conditions). And the National Council of Educational  Research and Training has created a portal where digital versions of  its course material have been uploaded under a CC licence.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In an interview, &lt;b&gt;&lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Lawrence%20Liang"&gt;Lawrence Liang&lt;/a&gt;&lt;/span&gt; &lt;/b&gt;, co-founder of Alternative Law Forum and chairman of the board at  the Bangalore-based Centre for Internet and Society, which is one of the  CC affiliates in India, spoke about the re-launch, what went wrong the  last time, what it means for the country and how it changes the legal  landscape of copyright issues. Edited excerpts:&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;People all over the world are already using CC licences. What does this relaunch mean for India?&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;There  are two things. One is the legal component. The licences have been  tailor-made for Indian law. Tomorrow, if someone were to use CC licence  and there were violations and it came up in court, this (the CC licence)  would be in compliance with the Indian Copyright Act. The other is, we  have a very large number of young people who are entering the space of  making creative works. The CC means for them to be aware that there are  options they have apart from traditional copyright licensing.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;How does it impact the legal landscape of copyright issues?&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In  the US, you have something called derivative rights, which is conversion  of one medium into another medium. In India, you don’t have that idea;  you have the right of adaptation, which is a much more narrowly defined  idea. It has the specific definition of what the adaptation is. There is  the right to adaptation of a work from, say, literary into dramatic,  but it doesn’t mean conversion of a work into any form.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The  second is in terms of presumption of how you gain ownership over  copyright, which is slightly different in India than it is in the US.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;In  India—section 17 (of the Constitution) lays out different classes of  work—there are different presumptions of who the owner of copyright is,  which becomes very important. For example, if a film-maker wants to  license his work, now it has to be clear that he is the owner of the  copyright in the first place, because the presumption in India would be  that the producer is the owner of the work, whereas in Europe the  producer is the first owner of the work. These are some of the small  differences that CC attempts to clarify.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;What went wrong the last time?&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;When  it was first launched (in India) in 2007, perhaps there wasn’t the  momentum. Last time CC was launched as a licence in India, but not as a  community, which was the key issue. Second, it was institutionally  housed in IIT (Indian Institute of Technology) Bombay and it needed  being pluralized. You can’t depend on CC being housed in one single  institution. It should be in as many institutions as possible, which is  what has happened this time. The crucial thing here is that we will be  developing a community. A lot more people know about CC now than they  did back in 2007.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Why do you think it will succeed?&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;One  is the overall awareness about open source and alternatives. The other  one, which is more crucial, is, when CC was launched in the US, it was  in response to a very clear crisis. The crisis was that a large number  of users were being prevented from using existing works. &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Lawrence%20Lessig"&gt;Lawrence Lessig&lt;/a&gt;&lt;/span&gt; (one of the co-founders of CC) felt that there was a need to create a  legal alternative. There was already, in a way, a certain kind of  environment which allowed CC to automatically speak to a number of  people’s concerns. In India, we didn’t have that. Copyright was anyway  not being enforced. That’s happening now. So once people could use &lt;span class="brand"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/YouTube"&gt;YouTube&lt;/a&gt;&lt;/span&gt;,  could create remixes, then they suddenly realized that they have used a  film song and other copyrighted content. Then they suddenly realize a  need of legal content as alternative. YouTube is the answer to what has  changed.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;What does it mean for the media?&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;It  depends on whether you are looking at it from the perspective of a media  producer or a user. From the perspective of a media producer, one of  the big things that people assume is that everything is copyrighted  until stated otherwise and that you can’t use it. There are a number of  people who will be very happy to use it, but they may not want to use it  commercially. With a CC licence, the boundaries are clear. What you are  allowed to do and what you are not allowed to do is extremely clear.  One of the biggest problems in the digital landscape at the moment is  opacity. You are not sure. There is an image on a website, which seems  to be used in many places. Am I allowed to reproduce it? What is the  extent to which I can use the content? A lot of these will be rendered  clear for media practitioners.&lt;/p&gt;

&lt;p style="text-align: justify; "&gt;It's not just bad language and racially or socially insensitive messages  seemingly originating from official Twitter handles, some companies are  guilty of poorly judged promotions resulting in consumer backlash.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;On the eve of the country's largest broadcaster Star India  rebranding its sport channels last week, the Star Sports Twitter handle  posted abusive language. Star India said the account had had been  hacked, but by then the tweet had gone viral.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Just before that,  the Board of Control for Cricket in India Twitter handle had cricket  legend Sachin Tendulkar's digital autograph along with bad language on  the eve of his retirement from the sports.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Two days before  Diwali, beverage and snacks maker PepsiCo ran a contest on Twitter  asking contestants to tweet their version of the Ramayana. That caused  outrage on social media, led by writer Chetan Bhagat.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;PepsiCo  quickly apologised and removed the promotion but not before it got  flooded by tweets from those who were upset by the move. While Star and  BCCI blamed hackers and PepsiCo's scored an own goal, social media  experts say companies need to be more responsible.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"Our intent was to involve young Indians in one of India's most loved  festivals. We took immediate action and withdrew the contest," the  beverage maker's spokesperson said.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;AStar Sports spokesperson  also said the firm had apologised for the offensive tweet. "We have  investigated the issue. A thirdparty vendor had abused his privileged  access to the account. We are in the process of taking necessary action  and will ensure that no such event recurs."&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;But ensuring  third-party quality control may be easier said than done. "Many  companies are unable to handle their social media operations because  they usually outsource these to companies that don't get paid well  enough (say Rs 50,000 to Rs 60,000 per month).&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Hence the people  handling the accounts could be anyone from an untrained 22-year-old  fresh out of college or someone who has no skill set in the social media  space," said Gaba.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Sometimes humour can turn offensive too. In the middle of last year,  when Sachin Tendulkar made his eagerly awaited 100th international  century, a tweet from insurance services firm Bajaj Allianz went:  Congrats to Sachin for his long awaited 100th ton. Now don't delay your  retirement planning. #RetireRich #JiyoBefikar.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;That caused much offence to Tendulkar's fans. Or take the case of  Fortis, which sought to promote breast feeding week last year with the  hashtag AgarMaKaDudhPia-HaiTo. Predictably, this one too ran into  trouble.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"Social media by definition, unlike broadcast media, cannot be  controlled. Therefore, even if you take all conceivable precautions  there can be unintended consequences. But India is culturally as  complicated as a continent — therefore, it requires a very sophisticated  understanding and nuance to pull off humour that is universally  appealing and does not offend anyone," said Abraham. Last week, the  seven-year-old Twitter's stock rose 73% on its debut, with a market  value of $31 billion, making it one of the most successful IPOs of the  year and beating even its own expectations. Globally, examples abound of  companies or institutions making on Twitter bloopers.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;"Companies  shouldn't always come up with the excuse that their account was  hacked... they need to be accountable. A senior member of the team  should always oversee tweets before they're sent out," said Ankita Gaba,  co-founder of socialsamosa.com, an Indian social media knowledge  storehouse.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Sunil Abraham, executive director of the Centre for  Internet and Society, a non-profit research organisation that works on  policy issues relating to freedom of expression and privacy, said, "The  BCCI disaster is because they have taken automation too far. &lt;p style="text-align: justify; "&gt;For the first time time, the EC is seeking detailed expenditure records, and disclosure of all authentic social media accounts of every candidate. The guidelines have also looked at online advertising and the EC has asked that all ads by political parties should be pre-certified before they are released online. &lt;p style="text-align: justify; "&gt;Currently, however, the  guidelines don’t take into account, content posted by persons other  than candidates and political parties. The last paragraph of the EC’s  order states, “As far as the content posted by persons other than  candidates and political parties is concerned, the Commission is  considering the matter in consultation with the Ministry of  Communication and Information Technology on practical ways to deal with  the issue, in so far as they relate to, or can be reasonably connected  with, the election campaigning of political parties and candidates.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The nature of the web is such that possible to create many IPs, change Twitter handles, create new user ids on public discussion forums. Thus it becomes very hard to gauge who is a volunteer/ just another ordinary supporter or who is a paid supporter. Even the EC acknowledges that.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Sunil Abraham, Director of the Centre for Internet and Society based in Bangalore, has a valid point on this. He says, “The guidelines only regulate the social media accounts of politicians and their parties. It does not regulate social media content published by others. This basically means that the EC needs to develop sophisticated tools to detect astroturfing, sock puppetry, meat puppetry and other forms of manipulation of the networked public sphere. Without these tools it would not be possible to tell when politicians and political parties use proxies to circumvent the guidelines.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Astroturfing, for instance is when a site or an independent entity claims to be completely neutral and in favour of a political message without revealing its funding source. Very often software is used to create many online avatars. Sometimes it’s one person with many online identities which is also known as sock puppetry.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;So yes, there might be online content or websites that claim to be independent and supports or mocks a particular leader but it might not always be possible to know who is financing them. While the EC might be able to keep a tab on official Twitter handles and Facebook and perhaps other few that are revealed by the party, it will be very hard to pinpoint proxy accounts, websites etc.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;For example when it  comes to a leader like Modi, there are many websites that are pro and  anti-Modi. One in particular which defends Modi is called &lt;a class="external-link" href="http://www.gujaratriots.com/index.php/about/"&gt;Godhra Riots  the True Story&lt;/a&gt; and seeks to tell what it claims is the true tale behind  the Godhra riots. When you type Godhra Riots, it is the number two  search result in Google.  In the About Us section, the website claims to  be run by well-wishers of humanity and gives only a vague idea of its  owner.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The site tries to absolve Modi, but since it doesn’t claim to be run by any political party, it doesn’t come under the purview of the EC’s guidelines and there is no reason to reveal who runs or funds it.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Counter to that is another website called Truth of Gujarat, which seeks to reveal the truth behind Narendra Modi’s development and other claims. The work published on the site bears bylines prominently but there is no easy way of knowing who finances the site and its research. The fact is that everyone claims to be represent a certain version of the truth on the web and when you don’t know the source, it becomes deeply problematic.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;There’s also the question of Internet trolls who are largely un-touched by the guidelines. And there’s no denying that trolls do form a large part of the online political discourse in India.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;We asked Ishan Russel, the managing partner for The Image People, a firm that specialises in political campaign management, if the guidelines are insufficient to deal with trolls.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;He wrote, “Social media has ensured that a lot more people are expressing their opinion plus the added advantage of anonymity makes it easy for trolling. The days of the political class laying down the agenda are perhaps over… To try and regulate every comment is impossible, the best perhaps the EC can ensure is that no hateful campaigning happens online.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;EC also wants pre-certification for online advertising. But Sunil feels that pre-certification is overkill. He says, “This will greatly reduce the agility required by political parties on social media. Post facto notification would have been a sufficient measure to ensure compliance with the guidelines and other regulations of the EC.”&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Ishant however says that pre-certification is good especially for video-based content, “In cases where for example a video ad is used it is good perhaps to pre-screen it so that it does not violate any norms.” He feels it is necessary to ensure that the online space remains fair too.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;It would be fair to say that for now while the EC’s guidelines were much-needed but given the way the Internet works, they still have a long way to go.&lt;/p&gt;

Abraham was in New Delhi to speak on  the impact of media, social media and technology on governance and  democracy, organized by the Observer Research Foundation together with  the Rosa Luxemburg Stiftung. On the sidelines of the conference, he  talked about the role that online media will play in forthcoming  elections as well the behaviour of online readers of news.&lt;/p&gt;

&lt;div class="p" style="text-align: justify; "&gt;&lt;b&gt;How important will digital media be for the forthcoming elections?&lt;/b&gt;&lt;/div&gt;
&lt;div class="p" id="U1916815123431q" style="text-align: justify; "&gt;I  think the Internet in India is very different from, say, the one found  in the US. So, our capacity to read from similar experience in their  elections is limited. If you take the extensive exposure that the (&lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Barack%29%20Obama"&gt;Barack) Obama&lt;/a&gt;&lt;/span&gt; campaign had on the online space and the manner in which it supposedly helped the campaign, I don’t see that happening here.&lt;/div&gt;
&lt;div class="p" style="text-align: justify; "&gt;&lt;/div&gt;
&lt;div class="p" id="U191681512343pXH" style="text-align: justify; "&gt;&lt;b&gt;Politicians and political parties very active on social media. You don’t think that will have an effect on elections?&lt;/b&gt;&lt;/div&gt;
&lt;div class="p" id="U191681512343VUC" style="text-align: justify; "&gt;I  think the missing part of the equation till now is that there has not  been any devising—to my knowledge—of targeting of voters through &lt;span class="brand"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Facebook"&gt;Facebook&lt;/a&gt;&lt;/span&gt; or &lt;span class="brand"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Twitter"&gt;Twitter&lt;/a&gt;&lt;/span&gt;.  Our digital footprint leads to immense big-data opportunities, which I  do not see politicians in India being able to exploit. Again, to give an  example from the United States, there were certain instances there from  where if you were member of a particular community, you could be  targeted by political campaigns. Here, I don’t see that happening that  easily.&lt;/div&gt;

&lt;div class="p" style="text-align: justify; "&gt;&lt;b&gt;So our politicians are wasting their time on social media?&lt;/b&gt;&lt;/div&gt;
&lt;div class="p" style="text-align: justify; "&gt;Not entirely. In my view, one of the good things that the Internet does  is that it has the capacity to democratize public opinion. One must also  keep in mind that networks such as the ones available through social  media are not homogenous. So nodes such as users who are opinion-makers  and journalists are active on these networks, and so politicians can use  these methods to reach out to more people.&lt;/div&gt;
&lt;div class="p" style="text-align: justify; "&gt;&lt;/div&gt;
&lt;div class="p" style="text-align: justify; "&gt;&lt;b&gt;Does the traditional media still have a role?&lt;br /&gt;&lt;/b&gt;Of course. Traditional media is more likely to determine political  outcomes in comparison to social media because most of the links that we  see in social media are related to content that is created on  traditional media. Now, of course, we can be sceptical of the role that  traditional media plays in influencing the general mood of the country,  but that is a different question.&lt;/div&gt;
&lt;div class="p" style="text-align: justify; "&gt;&lt;/div&gt;
&lt;div class="p" style="text-align: justify; "&gt;&lt;b&gt;Is there something peculiar about the manner in which readers interact with newspaper reports online?&lt;br /&gt;&lt;/b&gt;I think one can usually see the comments section of some news sites  littered with hurtful and hateful comments. So, some readers such as  myself basically go through these comments to look at trolling and also  sometimes for comic relief. But again, every news organization seems to  be dealing with this differently. &lt;i&gt;The Times of India&lt;/i&gt;, doesn’t, in my view, regulate its comments section. But one can see, say, in &lt;i&gt;The Hindu&lt;/i&gt;, that readers’ comments are regulated and are usually very thoughtful.&lt;/div&gt;
&lt;div class="p" style="text-align: justify; "&gt;&lt;/div&gt;
&lt;div class="p" style="text-align: justify; "&gt;&lt;b&gt;Is there any particular reason why certain news readers respond the way they do?&lt;br /&gt;&lt;/b&gt;
&lt;div class="p" id="U191681512343D1D"&gt;Well,  a part of the reason why people consuming news online comment and  interact the way they do is that anonymity produces a level of freedom  that allows people to be more brutal in their behaviour online.&lt;br /&gt;&lt;br /&gt;At  the same time, you can also see, in some instances, the chilling effects  of surveillance, where people end up censuring their thoughts on  issues. Of course, surveillance is not the answer. Societies need to  deal with hateful threats on their own terms.&lt;/div&gt;
&lt;div class="p"&gt;&lt;/div&gt;
&lt;div class="p"&gt;&lt;b&gt;What will it take for politicians and public figures to get their  message across, given the idiosyncrasies of the Indian digital media?&lt;br /&gt;&lt;/b&gt;I think two components are crucial: trust and authenticity. For example, in the case of Wikipedia, there is an assumed amount of trust that the user has. The trust relationship between public figures who are active online and the public also is a two-way street. Politicians must also trust their common party members to use their social media presence as and when they want to. For example, why don’t they allow each and every member of the political party to man their Twitter handle for a day?&lt;/div&gt;
&lt;div class="p"&gt;&lt;/div&gt;
&lt;div class="p"&gt;As for authenticity, the human mind can say whether an act by someone online is authentic or not.&lt;/div&gt;
&lt;div class="p"&gt;&lt;/div&gt;
&lt;div class="p"&gt;&lt;b&gt;Finally, what is your view on the role that larger Internet monopolies such as Facebook and &lt;span class="brand"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Google"&gt;Google&lt;/a&gt;&lt;/span&gt; are playing across the digital plane?&lt;/b&gt;&lt;/div&gt;
&lt;div class="p"&gt;&lt;br /&gt;The Internet has also changed over the past 15 years. It used to be a  decentralized network. Everybody was hopeful that it would have  democratizing potential and, therefore, techno-utopianism was born. Now,  it is increasingly clear that a small proportion of websites have 90%  of the traffic and large corporations such as Google and Facebook play a  significant role in configuring the attention economy. They are now  also beginning to take this role very seriously themselves. In the case  of Google, increasingly Google is using its power over the attention  economy to play a role in the electoral process in India. They have been  holding Google Hangouts and what they have been able to do is bring the  public to the politicians.&lt;/div&gt;
&lt;div class="p"&gt;&lt;/div&gt;
&lt;div class="p"&gt;Other concerns such as Facebook and Twitter through their walled-garden  arrangements with telecom companies also play a similar role in  configuring the attention economy. One is more innocuous—like the manner  in which their algorithms are structured determining who shows up in  their feeds.&lt;/div&gt;
&lt;/div&gt;
        &lt;p&gt;

&lt;p class="body" style="text-align: justify; "&gt;There is no denying that it has overtaken the traditional media in  certain facets of news - most notably when it comes to breaking news and  that it provides grounds for expressing one's ideas unbounded.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;But the marketing and the advertising world are only just coming to  grips with the medium. (Twitter is set to launch its IPO soon and  Facebook is going to increasingly face the need to monetize its  services. The Web has a history of complaints where users have found it  tough to different between user-generated content and 'promoted'  content.)&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;In effect, the question of the “influence” that social media and its  star patrons wield is still being assessed, especially in the loaded  context of whether its proactive use would translate to votes in the  upcoming Lok Sabha elections. Not only are the number of active social  media users negligible in the Indian context, there are doubts on  whether a 'cause and effect' scenario is possible.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;There are two predominant points of view, while talking about the  influence of social media campaigns on politics: One that closely reads  the Facebook ‘likes’ and Twitter trends as an important measure of  public pulse; and the other which dismisses any sort of influence that  social media has on real and grass root level politics.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;T. Vishnu Vardhan, a researcher at Bangalore-based Centre for Internet  and Society, prefers the middle ground. “It is important to not ignore  the growing popularity of social media in India with [telecom] service  providers providing Facebook access at Rs. 1 for an entire day. However,  I would refrain from seeing a direct correlation between a person's  participation on social media to real-time events in society including  politics.”&lt;/p&gt;
&lt;h3 style="text-align: justify; "&gt;Propaganda fallacy&lt;/h3&gt;
&lt;p class="body" style="text-align: justify; "&gt;“In India and especially in Tamil Nadu it has been proved that the  Propaganda Model is a fallacy. There is no simple formula, whether it be  cinema of 1970s or the Social Media of the 2010s. There are too many  factors and layers that influence real-time events.”&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;Companies around the world are trying to make sense of this 'Big Data'  that people's digital lives are generating. And whilst individuals and  even some clever campaigns make snap pronouncements based on superficial  data and analysis, there are a few companies that are looking at it  through the prism of complex algorithms and technology-enabled web  crawling.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;One such company Kochi-based startup Riafy Technologies is attempting to  make sense of the digital noise in a broad sweeping sense looking at  three domains: relational intelligence, predictive analysis and big  data.&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;One of the their applications 'Movie Tarot' predicts the outcome of  Friday releases at the movie box office, based on the digital traffic on  the days preceding the release. Not every instance of praise or every  denouncement is treated equally. Instead, they have an intelligent  algorithm that they apply to predict the box office collections and the  ultimate verdict. (They claim to have a fairly accurate track record  thus far.)&lt;/p&gt;
&lt;p class="body" style="text-align: justify; "&gt;The company's CEO John Mathew says there is a correlation between a  person's online presence and behaviour in the real world. “This  influence is significant in age groups of 18-34,” he says. “As for Lok  Sabha elections, the 'social media influenced' voter turnout would be  marginal when we look at the country as a whole, but this number would  be substantial in the 'swing constituencies'.”&lt;/p&gt;
        &lt;p&gt;

    <title>Google survey: 37% of urban Indian voters are online</title>

&lt;p style="text-align: justify; "&gt;The Google-TNS survey said the biggest consideration for online urban voters is the political party (36%), followed by candidates (35%) with party leadership coming in a distant third at 17%. Only 11% of those surveyed said they would vote for a party based on its prime ministerial candidate.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The Election Commission estimates the total number of voters to be 725 million. According to provisional census data, out of India’s 1.21 billion population, 833 million live in rural India and 377 million in urban areas, Mint reported on 7 September.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Using the same proportions, the number of urban voters is around 225 million. And the number of those online, around 83 million.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;However, there is no certainty that all these voters can be reached through digital media and be influenced to cast their votes for a party or a candidate. First-time voters, estimated from census data and adjusting for the fact that the survey was conducted in 2011, account for 149.36 million of the electorate.&lt;/p&gt;

The BJP is the most searched political party, followed by the Congress.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;The survey was carried out between March and September  this year, covering 65 constituencies, 59 cities and 7,042  respondents—all registered voters who use the Internet.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;Also on Tuesday, the Internet and Mobile Association of  India (IAMAI) released a report showing that increasing spending on  social media campaigns can swing 3%–4% of votes in 24 states where  Internet usage is sizeable. Social media marketing can play a decisive  role as a swing over 1% can change the outcome of elections, it claimed.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;The number of social media users in urban India is set to  reach 86 million in October this year, and 91 million by the end of  this year, according to IAMAI. Political experts are, however, sceptical  about the impact of the Internet and social media on the general  elections next year. “There would be a little impact but to say that  there would be a major effect of it would be a little difficult,” &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Abhay%20Kumar%20Dubey"&gt;Abhay Kumar Dubey&lt;/a&gt;&lt;/span&gt;, a political analyst and fellow at the Centre for Study of Developing Societies, a Delhi-based think tank, said.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;“We have seen social media’s impact as a mobilizing  instrument for agitational purposes but it cannot be said whether it can  play a role in voting preference.” &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Sunil%20Abraham"&gt;Sunil Abraham&lt;/a&gt;&lt;/span&gt;,  executive director of Centre for Internet and Society (CIS), too was  sceptical about the impact of Internet usage on elections.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;“Urban voters who are online make a small percentage of  the voter base. It is not clear whether the sample size of the study was  big enough to draw any significant conclusions. So far we have been  told that the young urban voter does not always vote and he or she  prioritizes a weekend getaway over participating in the general  elections,” he said.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Abraham also said that the younger voting population does  not vote according to any one trend. “Young people online are a  representative subset of the general population divided across political  preferences and ideologies. There is no evidence that they will vote as  a block and will be extremely susceptible to social media based  propaganda,” he added.&lt;/p&gt;

    <title>Election campaign: parties draw battle lines on media platforms</title>

&lt;p&gt;Major national political parties have begun to sharpen and tweak their  tools of public relations and media engagement in the run-up to the 2014  general election, with an eager nod towards a voters list that is  expected to be packed by the young.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;National parties currently in the process of shortlisting  their advertising, public relations and mobile marketing agencies  declined to share details.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;“The advertising strategy will crystalize by January. We will go for multiple agencies,” said &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Manish%20Tewari"&gt;Manish Tewari&lt;/a&gt;&lt;/span&gt;, spokesperson for the Congress as well as minister for information and broadcasting.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;According to people familiar with the selection process, &lt;span class="brand"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/JWT"&gt;JWT&lt;/a&gt;&lt;/span&gt;, &lt;span class="brand"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Crayons%20Communications"&gt;Crayons Communications&lt;/a&gt;&lt;/span&gt; and &lt;span class="brand"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Dentsu%20India"&gt;Dentsu India&lt;/a&gt;&lt;/span&gt;,  among others, are all in the race for the Congress business. Home-grown  Crayons has worked closely with the Delhi government and Congress in  the past.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;Refusing to confirm the names on the shortlist, Tewari said it was a line-up of the “usual suspects”.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;For social media, the Congress has engaged Delhi-based &lt;span class="brand"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/OMLogic"&gt;OMLogic&lt;/a&gt;&lt;/span&gt;, an online media marketing company, which helped create the website &lt;i&gt;fekuexpress.com&lt;/i&gt; that seeks to highlight the supposedly braggart nature of the opposition Bharatiya Janata Party’s chief campaigner &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Narendra%20Modi"&gt;Narendra Modi&lt;/a&gt;&lt;/span&gt;.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;The website ran contests in which winners received film  tickets. OMLogic was among three shortlisted agencies from 22 that  competed for the same account, a person familiar with the bid said.  According to others aware of the developments, senior Congress leaders  such as &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Digvijay%20Singh"&gt;Digvijay Singh&lt;/a&gt;&lt;/span&gt; and &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Deepender%20Singh%20Hooda"&gt;Deepender Singh Hooda&lt;/a&gt;&lt;/span&gt; helped select the agencies.&lt;/p&gt;
&lt;p style="text-align: justify; "&gt;OMLogic helps clients enhance their brands across  platforms and creates social media applications for them. The company  declined to comment for this story.&lt;/p&gt;

The main users were in the age groups of  18-24 and 25-34 years.&lt;/div&gt;

The party held a special session on  the use of social media by party members on 22 August that was  addressed by minister of state for human resources &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Shashi%20Tharoor"&gt;Shashi Tharoor&lt;/a&gt;&lt;/span&gt;, and &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Manish%20Tewari"&gt;Manish Tewari&lt;/a&gt;&lt;/span&gt;.  In a similar meeting last month, party members were briefed on how to  comment on key issues, including the state of the economy, and  personalities like Modi, who is also Gujarat chief minister.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;It also launched an intranet software called Khidki  (Hindi for window) for use by Congress members. According to party  politicians, another important part of last month’s exercise was to  identify young members who would make up a cadre of spokespersons that  would then participate across news channels.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;The BJP, meanwhile, has drafted Internet entrepreneurs &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/B.G.%20Mahesh"&gt;B.G. Mahesh&lt;/a&gt;&lt;/span&gt; and &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Rajesh%20Jain"&gt;Rajesh Jain&lt;/a&gt;&lt;/span&gt; to help the party with its social media operations. Acknowledging the  role of social media in the party’s media strategy, BJP spokesperson &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Nirmala%20Seetharaman"&gt;Nirmala Seetharaman&lt;/a&gt;&lt;/span&gt; said, “Our exercise has already taken on board the position which the  party enjoys on various social media. We only emphasized the content  that such media ought to have,” she added.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;Prominent members of the party, led by Modi, have large followings on social media. Modi’s &lt;span class="brand"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Twitter"&gt;Twitter&lt;/a&gt;&lt;/span&gt; account is followed by close to 2.1 million people.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;Last week, the BJP launched &lt;i&gt;india272.com&lt;/i&gt; that  would “crowd source” suggestions by the electorate. It also launched a  website where its members can upload “chargesheets” on the Congress-led  United Progressive Alliance. Visitors to &lt;i&gt;www.bjp.org/upachargesheet&lt;/i&gt; can also make use of different social media platforms such as &lt;span class="brand"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Facebook"&gt;Facebook&lt;/a&gt;&lt;/span&gt;, &lt;span class="brand"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Twitter"&gt;Twitter&lt;/a&gt;&lt;/span&gt;, &lt;span class="brand"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/YouTube"&gt;YouTube&lt;/a&gt;&lt;/span&gt; and &lt;span class="brand"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Flickr"&gt;Flickr&lt;/a&gt;&lt;/span&gt; to register their complaints.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;Some Internet activists are sceptical about such  strategies. “The average Indian netizen is not that well equipped to  critically analyse the content coming from so-called crowdsourced  mechanisms,” said &lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Sunil%20Abraham"&gt;Sunil Abraham&lt;/a&gt;&lt;/span&gt;,  executive director of the Centre for Internet and Society, a  Bangalore-based Internet policy research organization. “I believe that  social media might be one step removed from actual voters and might be  more oriented towards opinion makers. In that sense social media (in  India) behaves very differently from the way it has been used in the  US.”&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;According to an online media expert familiar with the  BJP’s social media campaign, the interactive nature of social media  helps build up an image of transparency while making the party more  accessible to a young audience that has been switching off television  news.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;In addition, social media allows political leaders to gauge public response quickly.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;&lt;span class="person"&gt;&lt;a href="http://www.livemint.com/Search/Link/Keyword/Ajay%20Maken"&gt;Ajay Maken&lt;/a&gt;&lt;/span&gt;,  Congress general secretary and the man who heads the party’s  communication strategy, pointed out in an article published this month  that subjects that become influential on Twitter during the day tend to  turn into full-fledged TV debates by the evening.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;But political parties are not giving up on television channels just yet.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;According to a report by consulting firm KPMG, the number  of Indian households with TV sets is estimated to be 154 million, and  is expected to grow to 173 million by 2017. TAM Media research estimated  the number of TV households to be 123 million in 2009. Meanwhile,  cable- and satellite-owning TV households has in the period 2009-2012  ballooned from 90 million to 126 million, according to TAM.&lt;/p&gt;
&lt;p class="mceContentBody documentContent" style="text-align: justify; "&gt;The Congress has issued guidelines to its members on how  to behave on television. According to individuals familiar with the  move, the party has also set up a research cell that informs Congress  spokespersons about subjects that they are asked to speak on.&lt;/p&gt;

For instance, spokespersons have been advised to rely on  facts and be data-specific when confronted with the twin issues of  Gujarat’s high-growth economy and Modi’s governance record.&lt;/p&gt;
